During the 9th century, Arab traders regularly plied lucrative maritime routes that connected the Persian Gulf to southern China by way of the Indian Ocean. This commercial activity, which mostly involved jade, silk, and other luxury goods, went on for centuries and became part of what is now known as the Silk Road. In some ways, the world is now witnessing a restoration of that ancient trading relationship between two civilizations—except that oil and consumer goods have replaced jade and silk.

The need for international co-operation has never been greater, yet global governance is inadequate. Whether one looks at the Doha round of trade liberalisation, the climate change talks led by the United Nations, the G20's efforts to co-ordinate economic and financial policies, or efforts to reform the UN Security Council (UNSC), not much is being achieved. 'Multilateralism'–the system of international institutions and rules intended to promote the common good–appears to be weakening. At the same time, the growing influence of China, Russia and other non-Western powers is pushing the international order towards 'multipolarity'.

Abstract:
This report compares Russian and Chinese security perceptions and explains how they shape the two countries' policies towards each other. It argues that the modern relationship between the two countries, formed in the late 19th and 20th centuries, was turned on its head at the start of the 21st century. China has now become a powerful factor affecting a whole range of Russian policies, both domestic and foreign. The paper also argues that, while Russia is not central to China's foreign relations, and non-existent in China's domestic politics, good relations with Moscow are an important supporting element in Beijing's overall strategy of reclaiming China's 'rightful place in the world'. It concludes that while both countries need each other and would benefit from a stable political relationship and close economic ties, both Moscow and Beijing lack the long-term strategies to create such a bond.

December 2011 marked China's 10th anniversary as a member of the World Trade Organization. Despite progress on market reforms in a number of areas, China has failed to live up to a wide range of promised WTO commitments. To make matters worse, China has actually regressed towards less open markets and "state capitalism" in key sectors. China's unfair currency manipulation has been a flashpoint in its trade relations with the United States and we must aggressively address that practice. But, China doesn't rely on currency alone to get an edge. Rather, it employs an entire array of unfair tactics to block American exports and investments and deny economic opportunity for our workers, manufacturers, farmers and service providers.

Slow growth here and in China, and recession in Europe are reducing demand for oil. Inventories in the U.S. are at a 22-year high. The Federal Reserve Board's QEs that pumped paper money into the economy and drove up the nominal price of oil have come to an end. And the twelve OPEC oil cartelists, who between them supply 40% of the world's oil, are producing 1.6 million barrels in excess of the agreed daily quota of 30 million barrels. As a result, U.S. benchmark crude oil prices are now closer to $80 per barrel than to the $110 they reached only four months ago.

Americans are right to be dismayed with U.S. energy policy. For forty years, presidents of both parties have backed a series of fanciful "breakthrough technologies." From synfuels to Solyndra, these schemes have turned out to be costly disappointments and the source of a recurring political drama. After failures become clear, Congress sometimes conducts oversight hearings. But it welcomes each new scheme as a pretext for pork barrel politics. Neither the executive nor the legislature ever learns from past failures.

NATO is at a crossroads. This is not the first time that Brussels has been faced with critical decisions about the direction, character and raison d'être of this unique and remarkable organization. But this time the stakes are even higher. The major centers of global power are all weak simultaneously for individual and inter-connected reasons. The greatest power on earth and NATO's banker, the United States, is confronting almost insurmountable levels of debt and talk about the end of the American empire has become commonplace. The European community is reeling from the cumulative effect of debt crises. And China, the 21st century's "workshop of the world" (and in the eyes of some a potential savor of ailing economies in Europe) has begun to see its economy slow disturbingly. At the same time, two other phenomena are unfolding; the rapid and profound shift in the global centre of economic gravity from the Euro-Atlantic to the Indo-Pacific region and the winding down of NATO's involvement in Afghanistan. The latter, of course, raises the inevitable question: "What next?" The former raises a related question: "Does NATO's future lie in Asia?"

Despite its impressive size and population, economic vitality, and drive to upgrade its military, China remains a vulnerable nation surrounded by powerful rivals and potential foes. Understanding China's foreign policy means fully appreciating these geostrategic challenges, which persist even as the country gains increasing influence over its neighbors. Andrew J. Nathan and Andrew Scobell analyze China's security concerns on four fronts: at home, with its immediate neighbors, in surrounding regional systems, and in the world beyond Asia. By illuminating the issues driving Chinese policy, they offer a new perspective on the country's rise and a strategy for balancing Chinese and American interests in Asia. Though rooted in the present, Nathan and Scobell's study makes ample use of the past, reaching back into history to illuminate the people and institutions shaping Chinese strategy today. They also examine Chinese views of the United States; explain why China is so concerned about Japan; and uncover China's interests in such problematic countries as North Korea, Iran, and the Sudan. The authors probe recent troubles in Tibet and Xinjiang and explore their links to forces beyond China's borders. They consider the tactics deployed by mainland China and Taiwan, as Taiwan seeks to maintain autonomy in the face of Chinese advances toward unification. They evaluate the strengths and weaknesses of China's three main power resources—economic power, military power, and soft power. The authors conclude with recommendations for the United States as it seeks to manage China's rise. Chinese policymakers understand that their nation's prosperity, stability, and security depend on cooperation with the United States. If handled wisely, the authors believe, relations between the two countries can produce mutually beneficial outcomes for both Asia and the world.

Over the last decade, countries known under the emerging markets acronym of BRICS, have begun to seriously define their common interests and values. Brazil, Russia, India, China and South Africa have held three summits so far – in Russia, Brazil and China. On March 29, they will meet again, this time in New Delhi, with the goal of addressing the global economic condition, reforming financial and regulatory institutions and improving cooperation with each other on a host of international issues from starting a BRICS development bank to interchanging high tech skills. While these issues directly impact them, they also affect much of the developing world. Though different in size and resources, the BRICS nations as a group are massive: they account for 45% of the world population, 25% of global GDP and 50% of recent global growth. Together, they have the potential to create a future model for others. As an independent market-focused Indian think tank, Gateway House has been deeply invested in the future of India and its BRICS counterparts. What is the best way to develop affordable housing for large population nations? What is the best way to secure long term, manageable energy supplies? Can healthcare be delivered more efficiently, en masse, and to remote regions? How much sustained growth is required to making one of these large nations succeed? How can the inflation-growth trade-off be managed? Is there a better way to produce and deliver food than with only large scale enterprise? Can the BRICS be lenders of best resort for each other? How to best take advantage of the globalization of technology? The summaries of research papers in this booklet begin to offer some answers. In “India-Brazil: Pioneers of a new development agenda,” researcher Estefanía Marchán examines the possibilities for India to bring affordable housing technology to Brazil, while Brazil offers its experience with programmes to develop profitable small farms and deliver cash payments with modern networks to the poor. Marchan then looks at how the lessons from India-Brazil cooperation might be passed on with good results to Africa. In “India-Russia: Taking each other seriously,” Russia Studies research fellow Katherine Foshko looks at why a once-healthy India-Russia relationship has gone into quietude and suggests that a tech revival should be advanced. “Information technology in particular is an area where India should capitalize on the plethora of educated and talented Russian professionals and Russia can benefit from the size as well as the expertise of the Indian labor pool,” she writes. Similarly, K. N. Vaidyanathan, the former executive director of India’s Securities and Exchange Board and senior Geo-economics Fellow, makes a case that India’s careful, deliberate approach to permitting financial derivatives on its exchanges protected it from the ravages of the 2008 global crash. It has created a model for BRICS and other developing countries, which are seeking to grow while insulating their financial markets from global shocks. Renu Modi, an professor at the University of Mumbai who directed its African Studies Center, points out that while South Africa might have been inducted into the BRIC’s club as a “gift”, its greater as a gateway to the 1-billion-person African continent. There are also cautionary notes. The two largest nations, Indian and China, are both experiencing slower growth, but their outcomes couldn’t be more different, write Gateway House executive director Manjeet Kripalani and adviser Bob Dowling. China is engineering a slowdown to encourage a consumer economy but India is heading for a dangerous stall that must be reversed. Meanwhile, researcher Samir N. Kapadia explains that while China is a friendly banker to BRICS, its lending comes with strings attached.

Abstract:
Natural disasters are known to draw nations closer together. The 2004 tsunami relief efforts of various states, especially the United States, were widely credited with improving relations with Indonesia. An outpouring of sympathy and, especially, a major assistance program, elicited public gratitude at a time of great need. Yet, heightened sensitivity in the aftermath of a tragic disaster holds the potential for negative sentiments as well. Readiness to believe that other nations regard the disaster as fitting punishment can translate into exaggerated reactions, especially in this age of Internet postings and blogs. In 2008, China suffered a major earthquake. In 2011, Japan experienced an earthquake, tsunami and nuclear reactor leakages. South Korea is located between these two states, and the way its response to these devastating events were interpreted by its neighbors opens a window into its dynamic national identity and how such developments shape its strategic outlook.

China's environmental degradation and resultant human health impacts are embedded in global political and economic cycles. There is an urgent need to minimize the release of noxious byproducts of manufacturing and de-manufacturing into the environment. This will likely only be achieved by the coordinated efforts of Chinese authorities to tighten regulations and strengthen enforcement, by the demands of corporations for higher standards along their supply chains, and by the demands of consumers via purchasing decisions for manufacturers to prioritize environmental and health concerns.

State-building—external efforts to influence the domestic authority structures of other states— is arguably the central foreign policy challenge of the contemporary era. The principal security threat of the last several centuries—war among the major powers—is gone, primarily because of nuclear weapons. At the same time, the relationship between underlying capacity and the ability to do harm has become attenuated because of the actual and potential proliferation of weapons of mass destruction. North Korea, with a fraction of the gross domestic product of any one of its neighbors, could kill millions of people in China, Japan, or Russia. Biological or nuclear weapons could fall into the hands of transnational terrorist organizations. Anxiety about the relationship between failed or malevolent states and transnational terrorism will not disappear despite the recognition that there can be training camps in Oregon as well as Kandahar. Perhaps more than at any point in the several-hundred-year history of the modern state system, policymakers are confronted with the uncertainty—not a specific known risk—of the small probability of a bad outcome. It is an uncertainty that they cannot ignore, and state-building will be part of the program.

Until recently, the World Trade Organization (WTO) has been an effective framework for cooperation because it has continually adapted to changing economic realities. The current Doha Agenda is an aberration because it does not reflect one of the biggest shifts in the international economic and trading system: the rise of China. Even though China will have a stake in maintaining trade openness, an initiative that builds on but redefines the Doha Agenda would anchor China more fully in the multilateral trading system. Such an initiative would have two pillars. First, a new negotiating agenda that would include the major issues of interest to China and its trading partners, and thus unleash the powerful reciprocal liberalization mechanism that has driven the WTO process to previous successes. Second, new restraints on bilateralism and regionalism that would help preserve incentives for maintaining the current broad non-discriminatory trading order.

It calls to mind the hierarchies of the ancien régime and the absurdities of the duel, not to mention the horrible "honor killings" that perpetuate the domination of women in some traditionalist societies today. If honor is out of favor, one might think so much the better.

Recent books on empires—and there have been many—often have quite straightforward titles. Famous examples include Michael Doyle's Empires(1986), Niall Ferguson's Empire (2003), Herfried Münkler's Empires (2008), and Timothy Parsons'sThe Rule of Empires (2010). Jane Burbank and Frederick Cooper's Empires in World History is no exception. One reason for this might be that the concept of empire is still not fully established in the scholarly vocabulary when it comes to describing the present. Speaking of empires in the past is widely accepted, but imperial structures as recurring and even contemporary political phenomena are still highly debated. The endeavor of bringing empire back in as a transhistorical concept of heuristic value, complementing existing notions of political order, such as the nation-state, and going beyond the analysis of imperialism, is far from concluded.

The subject of international legal regime formation is one that may benefit from further exploration. The protracted and unnerving process leading to the signing of a path-breaking agreement between China and the United Kingdom regarding the future of Hong Kong, a topic which has fascinated historians but has not galvanized socio-legal researchers into action on a meaningful scale, may offer considerable insights pertaining to the development of governance systems that regulate complex interaction between states.
