Abstract:
The United States led war on terrorism has already had a major impact on developing state relationships in Asia. The coalition of convenience that emerged in the aftermath of the September 2001 attacks on the World Trade Center and the Pentagon has engendered a change in strategic thinking, perceptions, and influence. A significant shift in any of these three areas could have dramatic implications. For the United States, what is required is not only a reassessment of the new realities but also a strategy to take advantage of new opportunities and cope with potential threats. Perhaps nowhere is this need more apparent, or possible responses more fraught with risk, than in determining the impact of such strategic shifts on the U.S.-China relationship, particularly in the security realm.

With the proliferation of ballistic and cruise missiles and weapons of mass destruction (WMD), American political leaders have embarked on a long-term plan for deploying Theater Missile Defense (TMD) as a means to protect the United States, US forces abroad, and allies. Effective on 13 June 2002, the United States is no longer party to the 1972 ABM Treaty and missile defense is a priority with "prominence in policy, funding, and organization." TMD essentially is a family of military weapon systems whose purpose is to intercept hostile missiles that have been launched, whether intentionally or unintentionally. However, the question remains whether Theater Missile Defense is, and will be, an integrated and effective tool in achieving overall US national security goals in Northeast Asia, namely enhancing regional security and reducing the threat of weapons of mass destruction.

The Middle East is Asia Pacific's largest energy supplier, satisfying a demand for oil that must keep pace with the region's continued economic growth. This dependence on the Middle East has caused Asia Pacific to join the United States and other Western nations in the hunt for alternative suppliers. Central Asia, located between the Middle East and Asia Pacific and already an oil and gas exporter, is an attractive possibility. With energy production projected to rise rapidly over the next decade, Central Asia is poised to become a major player in the world energy market. But the land-locked region's options for transporting oil and gas to Asia Pacific markets are limited and problematic. Passage via pipeline east through China presents construction challenges; south through Iran, or through India and Pakistan via Afghanistan, is fraught with political difficulties. Not until geopolitics become more favorable to the south-bound options, or technologies make the China route possible, will Asia Pacific be able to tap the energy resources of Central Asia.

“Coalition” may be an inappropriate term to describe the constellation of state and non state actors cooperating in the global struggle against terrorism. The term coalition implies a certain agreement on strategy and objectives, short of a formal alliance. In fact, to the extent that NATO plays an active role in counter-terrorism, the current pattern of cooperation does have elements of an alliance. But the vast bulk of international cooperation on counter-terrorism, before and after September 11th, has involved the routine, sometimes intensive, coordination of intelligence, police and judicial activity. Contributions to large-scale military operations in Afghanistan, or elsewhere – although important to current objectives – are exceptional. Most counter-terrorism cooperation has been, and will almost certainly continue to be, of a more prosaic nature. The sheer range of activity – from the most intensive cooperation among European allies, to the ad hoc and often arms length relations with states such as Libya, Syria and Iran, not to mention Russia and China, makes it difficult to speak of a single grand coalition against terrorism.. The reality is a highly diverse pattern of cooperation; some limited, some extensive; some sustained, and some on a case-by-case basis.

In late 2001, China entered the World Trade Organization (WTO), a dramatic step that marks not only the end of a 15-year odyssey for Beijing but also the beginning of a new phase in the country's internal development and its relations with the outside world. It may sound odd to suggest that joining the WTO—an organization focused on rules of conduct for trade and commerce—will influence not only China's economy but also its political, military, and social development, as well as its interaction with the United States. Yet China's efforts to play by WTO rules could affect its internal development far more extensively than has been the case with many new member nations.

On October 22, 2000, Japanese Prime Minister Yoshiro Mori and Singapore Prime Minister Goh Chok Tong agreed to formal negotiations for the Japan-Singapore Economic Agreement for a New Age Partnership (JSEPA) in January 2001, in light of the September 2000 report from the Japan-Singapore Free Trade Agreement (JSFTA) Joint Study Group. It was the first time Japan entered into negotiations concerning regional economic integration. With a strong emphasis on the need to address the new challenges globalization and technological progress pose; the Joint Study Group explored a possible .New Age FTA. between the two countries, which Prime Minister Goh proposed in December 1999. Thus, for Japan the JSEPA marked a major turning point in promoting regional economic integration.

Abstract:
The November 1998 state visit to Japan by Chinese President Jiang Zemin was historically significant in that it was the first visit to Japan by a Chinese head of state. However, many people, including policymakers in Japan, had the impression that the visit not only failed to promote Japan-China relations, but actually strengthened anti-Chinese sentiments among the Japanese public. Nevertheless, both governments treated the Japan-China Joint Declaration On Building a Partnership of Friendship and Cooperation for Peace and Development—issued by the two governments on the occasion of visit—as a third important bilateral document, following the 1972 Joint Communiqué and the 1978 Treaty of Peace and Friendship. The two sides repeatedly have stressed that all problems should be handled in line with these three documents. There is a belief, especially among policymakers, that the 1998 Joint Declaration will be the bilateral framework upon which a strong partnership will be built for at least the first decade of the 21st century.

The television services of China have undergone dramatic changes since the policy of open door economic reform was introduced in the late 1970s. Few research studies, however, have been conducted in the United States and other Western countries on what, specifically, these changes are, and how they affect the lives of Chinese people and shape the media's role in Chinese society. Discussion and debate about Russian-Chinese relations is on the rise and attracts the attention of experts and policy-makers around the world. From the Russian perspective, the importance of developing relations with its neighbor is determined by several considerations: shared interests and concerns about the international situation, the need to secure a peaceful international environment for economic development, worries about the future of the Russian Far East, and advantages from trade and economic cooperation with the fastest growing Asian economy. Russian approaches to China differ among various groups, political trends and individual experts; moreover, they exist not in vacuum, but within the framework of more general perceptions of the international situation and Russia's position therein. Based on these perceptions, it can be expected that Russia will develop closer relations with China for the foreseeable future. However, since the official Russian attitude toward China strongly depends on Russia's relations with the West, especially with the United States, US policy towards Russia and China will significantly influence the future Russian-Chinese partnership.

When he pledged to do whatever was necessary—even use U.S. military forces—to help Taiwan defend itself, President George W. Bush seemingly replaced Washington's long-standing policy of “strategic ambiguity” with a policy of strategic clarity. Although the president and his advisers subsequently retreated from his initial rhetorical stance, both China and Taiwan are likely to believe that Bush's original statement accurately reflects U.S. policy. Since the end of the Second World War, US foreign policy towards the Asia-Pacific has been characterized by the assertion of American dominance. To this end, policy-makers in Washington have adopted a varied policy towards China. From 1950 to 1972, the US pursued a containment policy designed to thwart the revolutionary goals of Maoist foreign policy. Beginning with Nixon's rapprochement with Beijing in 1972, US policy was dramatically altered to meet the overriding goal of deterring the Soviet threat. The US and China actively cooperated to contain Soviet and Vietnamese influence in Northeast and Southeast Asia. The end of the Cold War, preceded shortly before by the Tiananmen massacre, saw another shift in the US position, whereby China was no longer looked upon with favour in Washington. Acting on his presidential campaign promises not to repeat George Bush Senior's policy of 'coddling dictators'in Beijing, President Clinton initially enacted a policy that explicitly linked China's human rights record to the renewal of most favoured- nation trade status with the US. When this linkage failed, a striking policy reversal occurred as the Clinton administration adopted an unrestrained engagement policy in which it eventually underplayed Sino-US differences in the spheres of trade, human rights, and strategic-military ties.

5221. What Drove Relative Wages in France? Structural Decomposition Analysis in a General Equilibrium Framework, 1970-92

Abstract:
This paper confronts a CGE model to observed evolutions in France, between 1970 and 1992, through a structural decomposition analysis. The choice of the model and the assumption of constant elasticities over time enable the structural change of the economy between two equilibria to be summarised through a set of four types of state variables, reflecting the effect of technical change, changes in factor supplies, shifts in consumption patterns, and international trade. Simulations then allow the contribution of each of these shocks to be assessed. We find that technical change had a strong positive impact on the relative wage of skilled to unskilled workers, while the impact of changes in factor supplies is strongly negative. The effect of international trade is far less important. However, if we take into account a trade-induced effect on productivity, then we find that trade substantially increased wage inequalities.

European NATO countries have been spectators to the debate about defending the US against ballistic missile attacks. While there have been national differences in Europe's reactions to the national missile defence (NMD) programme, it is obvious that most Europeans don't like it. The French seem somewhat more convinced than others that missile defence is inherently foolish and unworkable. Some British experts seem to insist more than others that any programme that might undermine NATO's nuclear deterrence and strategic unity should be avoided. And perhaps Germans, more than others, worry about perceived dangers to the ABM and other arms control treaties, and generally about relations with Russia. Most Europeans at present believe that US defence against long-range ballistic missiles is a slap in the face for Russia, a dangerous provocation for China and an inadequate response to the proliferation of weapons of mass destruction (WMD) and missile technology.

5224. Foreign Direct Investment in China: Effects on Growth and Economic Performance

By almost all accounts, foreign direct investment (FDI) in China has been one of the major success stories of the past 10 years. Starting from a base of less than $19 billion in 1990, the stock of FDI in China rose to over $300 billion at the end of 1999. Ranked by the stock of inward FDI, China thus has become the leader among all developing nations and second among the APEC nations (only the United States holds a larger stock of inward FDI). China's FDI consists largely of greenfield investment, while inward FDI in the United States by contrast has been generated more by takeover of existing enterprises than by new establishment, a point developed later in this paper. The majority of FDI in China has originated from elsewhere in developing Asia (i.e., not including Japan). Hong Kong, now a largely self-governing “special autonomous region” of China itself, has been the largest source of record. The dominance of Hong Kong, however, is somewhat illusory in that much FDI nominally from Hong Kong in reality is from elsewhere. Some of what is listed as Hong Kong-source FDI in China is, in fact, investment by domestic Chinese that is “round-tripped” through Hong Kong. Other FDI in China listed as Hong Kong in origin is in reality from various western nations and Taiwan that is placed into China via Hong Kong intermediaries. Alas, no published records exist to indicate exactly how much FDI in China that is nominally from Hong Kong is in fact attributable to other nations.

In the wake of a collision between a U.S. spy plane and a Chinese jet fighter off the coast of Hainan in April 2001, verbal skirmishing between the United States and China revealed sharply different conceptions of jurisdictional and navigational principles. These differences persist and will likely be the cause of future conflicts; they have already caused strife among countries ringing the South China Sea. Central to these conflicts are the exclusive economic zones (EEZ) that extend 200 nm into the sea from coastal nations' baselines. Created by the UN Law of the Sea Convention, these zones attempt to accommodate coastal states' interest in controlling offshore resources and maritime powers' interests in maintaining freedom of navigation. But ambiguities in the Convention's language combined with coastal states' proliferating EEZ claims have created a tinderbox. The situation will remain volatile as long as the focus remains on jurisdictional disputes. But confidence-building efforts aimed more narrowly on practical navigation issues and managing “incidents at sea” offer a starting point for first bilateral and then multilateral agreements. The question is why the technological take off took place in Europe and in the 19th century when well into the 18th century other areas of the world, and notably China, looked much better poised for technological and scholarly leadership than Europe. His tentative answer turns on the constitutional composition of the landscape of political entities in Europe. This essay tries to provide some further underpinnings to aspects of Gordon Tullock's preliminary answer.

Russia's Foreign Policy Russian foreign policy in the coming years will be characterized by weakness; frustration--primarily with the United States as the world's preeminent power--over Russia's diminished status; generally cautious international behavior; and a drive to resubjugate, though not reintegrate, the other former Soviet states. The international situation affords Russia time to concentrate on domestic reforms because, for the first time in its history, it does not face significant external threats. But rather than use the breathing space for domestic reforms, Putin is as much--if not more--focused on restoring Russia's self-defined rightful role abroad and seeking to mold the CIS into a counterweight to NATO and the European Union. The Outside World's Views of Russia Russia does not have any genuine allies. Some countries are interested in good relations with Russia, but only as a means to another end. For example, China sees Russia as a counterweight to the United States but values more highly its ties with the United States. Some countries see Russia as a vital arms supplier but resent Russia also selling arms to their rivals (China-India, Iran-Iraq). Pro-Russia business lobbies exist in Germany, Italy, Turkey, and Israel (one-fifth of whose population now consists of Soviet émigres), but they do not single-handedly determine national policies. Europe is the only region that would like to integrate Russia into a security system, but it is divided over national priorities and institutional arrangements as well as put off by some Russian behavior. Most CIS governments do not trust their colossal neighbor, which continues to show an unsettling readiness to intervene in their internal affairs, though they know Russia well and are to a considerable degree comfortable in dealing with it. Turkey has developed an improved dialogue and an unprecedented number of economic ties with Russia during the post-Cold War period, but this more positive pattern of relations has not fully taken root, and Ankara remains suspicious of Moscow's intentions. Since the collapse of the Soviet Union, Moscow's role in the Middle East has been reduced, but Israel, Syria, Egypt, Libya, and Iraq all favor good relations with Russia. Mutual interests also override disagreements in Russian-Iranian relations, but Tehran is wary of Russian behavior, particularly toward Saddam Hussein. India still trusts Russia--a sentiment that is perhaps a residue of the genuine friendship of Cold War days--but clearly not in the same way it once did, and New Delhi fears that weakness will propel Russia into doing things that could drive India further away. In East Asia, the most substantial breakthrough has been the resurrected relationship between Russia and China, one that entails significant longer-term risk for Russia. Other countries in the region value their links with Moscow as a means to balance a more powerful China, or as a useful component of their larger political and economic strategies, but Russia's role in East Asia--as elsewhere--remains constrained by the decline in its political, military, and economic power over the last decade. Russia's Weakness Russia's weakness stems from long-term secular trends and from its domestic structure. In essence, the old nomenklatura and a few newcomers have transformed power into property on the basis of personal networks and created an equilibrium resting on insider dealings. These insiders may jockey for position but have a vested interest in preserving the system. The public does not like the system but is resigned to it and gives priority to the preservation of order. As for the economy, it is divided into a profitable, internationally integrated sector run by oligarchs and a much larger, insulated, low-productivity, old-style paternalistic sector that locks Russia into low growth. No solace will be forthcoming from the international business and energy worlds. They do not expect the poor commercial climate to improve greatly and will not increase investments much beyond current levels until it does. Militarily, Russia will also remain weak. Its nuclear arsenal is of little utility, and Moscow has neither the will nor the means to reform and strengthen its conventional forces. Hope for the Future? The best hope for change in Russia lies with the younger generation. Several participants reported that under-25 Russians have much more in common with their US counterparts, including use of the Internet, than with older Soviet generations. But there was some question over whether the new generation would change the system or adapt to it. Others placed some hope in international institutions, for instance the World Trade Organization, eventually forcing Russia to adapt to the modern world. Dissenting Views Some participants dissented from the overall forecast of depressing continuity. The keynote speaker, James Billington, stated that Russia would not be forever weak and that the current confusion would end in a few years either through the adoption of authoritarian nationalism or federated democracy. One scholar felt the Chechen war was feeding ethnic discord in other areas of the Federation to which Moscow would respond with increased authoritarianism, not necessarily successfully. Finally, a historian observed that the patience of Russians is legendary but not infinite, meaning that we should not be overly deterministic.

The Commission considerably broadened its activities in its second full year, monitoring religious-freedom violations worldwide and increasing the number of countries it would study in depth. In July, the Commission wrote to the Secretary of State to recommend that Laos, Democratic People's Republic of Korea, Saudi Arabia, and Turkmenistan be added to the list of “countries of particular concern” as provided for in the International Religious Freedom Act of 1998 (IRFA). It also recommended that Burma, China, Iran, Iraq, Sudan, the Milosevic regime in Serbia and the Taliban in Afghanistan remain on the list. In addition, it wrote that India, Pakistan, Uzbekistan, and Vietnam are serious violators of religious freedom deserving careful State Department monitoring; it also expressed concerns about sectarian violence in Indonesia and Nigeria.

The strategic environment facing the United States has changed radically in the past decade. The United States needs to reexamine traditional ways of planning for the use of military force in conflicts that threaten vital interests and that could escalate to the highest levels of violence. Several characteristics define the new environment: Changed relationships between the major powers. The bipolar world of the Cold War has yielded to U.S. preeminence in virtually every facet of power, while Russia has become a second-tier power. China now has the seventh largest economy in the world and is modernizing both its conventional and nuclear forces—though it is unlikely to replace the former Soviet Union as the second pole in a reconfigured bipolar world. The rise of regional powers, such as Iraq and Iran. These aspiring regional hegemons are unhappy with a status quo that is preserved by American military power. The end of bipolarity has brought this antagonism to the fore. During the Cold War, regional conflicts played out within the context of the broader ideological and strategic conflict between the two superpowers, which also tamped down pressures for escalation and proliferation for fear that conflict would spiral out of control. That all ended with the Cold War. The collapse of the Soviet empire made it impossible for Russia to continue supporting its allies abroad, who were forced to become responsible for their own security. The possibility that smaller rogue states might try to keep the United States out of a regional conflict. By credibly threatening that the fight could escalate and even involve homeland attacks on the United States or its partners, a regional pariah might hope to prevent the United States from committing forces to the conflict or hinder it from building coalitions with European and regional allies. Failing that, a regional adversary could seek to delay and disrupt U.S. deployments to the theater and hamper operations. Finally, the leadership of a rogue state may be able to preserve its regime even in defeat if it could strike the American homeland or American allies. In short, regional powers are developing the capability to conduct strategic warfare against the United States. The importance these countries place on asymmetric warfare probably has been encouraged by the American distaste for wartime casualties and worries about self-deterrence.

The three-year long Korean War (June 25, 1950 - July 27, 1953) devastated both South and North Korean economies. It broke out when the two Koreas barely managed to maintain socio-economic stability and restore pre-WWII industry production capability to some extent. The distorted and exploited economy by Imperial Japan was demolished by the brutal war. It started out as the appearance of a civil war, but in effect was carried out as an international war. Thus, it was a severe and hard-fought one between UN forces (including South Korea and 16 other nations) and North Korea and its allies (China and USSR). Although it took place in a small country in Far-Eastern Asia, it developed into a crash between world powers, East and West, and left treacherous and incurable wounds to both Koreas. Nearly four million people were presumed dead, and much worse were the property and industrial facility damages.1 Its impact on the Korean economy was so immense that consequential economic systems and policies re-framed the course of economic development in the following years. In spite of such enormous impacts of the Korean war on the economy, few studies exist. Of those that do, most are centered around describing or estimating war-related damages, while some focus on the long-term effects of US aid on the Korean economy.

China said yesterday it would release the crew of the US EP-3 surveillance aircraft that was forced to land in Hainan Island on April 8, following a mid-air collision with a Chinese fighter. The Bush administration will welcome resolution of the dispute, especially as opinion polls released yesterday showed that a majority of US citizens regarded the crew as 'hostages'. Had the 24 crew members not been released before the Easter holiday, the crisis would have become far more significant for the White House, and inflamed anti-China sentiment in Congress. In the short term, resolution of the crisis will result in a scaling down of the criticism of some conservatives that the White House has been unduly accommodating towards China. However, in the longer-term, the episode will strengthen the conservative 'anti-China' lobby in Washington, which could hamper Bush's future attempts to improve relations with Beijing.

In what has been described as its most important vote this year, the U.S. Congress will soon decide whether to provide permanent normal trade relations to China. A vote is required because, after 14 years of negotiations, China is poised to enter the World Trade Organization (WTO). Assuming China concludes its bilateral negotiations with the European Union by June or July, entry is likely before the end of the year. The cornerstone principle of the World Trade Organization is that members provide each other unconditional Most Favored Nation trade status, now called Permanent Normal Trade Relations (PNTR) in U.S. trade law. Current U.S. law precludes granting PNTR to China; as a result President Clinton has asked Congress to amend the law. A negative vote would have no bearing on China's entry into the World Trade Organization, but it would mean that U.S. companies would not benefit from the most important commitments China has made to become a member. Gaining the full range of benefits is particularly important in light of the large and growing deficit the United States faces in its trade with China (Figure 1). A positive vote would give U.S. companies the same advantages that would accrue to companies from Europe, Japan, and all other WTO member states when China enters the World Trade Organization. It would also provide an important boost to China's leadership, that is taking significant economic and political risks in order to meet the demands of the international community for substantial additional economic reforms as a condition for its WTO membership. A positive vote would strengthen bilateral economic relations more generally. That may help place a floor on the broader bilateral relationship, which continues to face critical challenges on security issues, stemming largely from tensions between China and Taiwan, and on human rights issues.

Recent years have seen increasing liberalization of trade in financial services associated with the GATT / WTO negotiations. The Agreement concluded on 13 December 1997 by 70 WTO members will result in a significant impact on the financial services sector for these members. Although China has not yet been admitted to membership of the WTO, it has come under pressure to open its financial services market. Market access in this sector has been not only one of the major issues in its WTO accession talks, but also intrinsically linked to China's ongoing domestic financial system reforms, consistent with the gradualist scheme for its overall economic reform. China has been liberalizing its financial services sector, but only gradually. This paper outlines the reforms in its financial sector since 1979, and then offers an explanation for the slow speed of reform .

Now, more than at any point since 1949, Hong Kong's economic future is tied to that of China. This commonplace observation must be coupled with the less obvious, but equally fundamental point that Hong Kong's future with China is based largely on activities that arise in or pass through the Pearl River Delta. This region, however, is cut in half by a sovereign border and governed by a patchwork of political authorities. The Delta as a whole is rich with opportunities, but it is increasingly apparent that these can be realized only if integration moves forward, both in a metropolitan and regional sense. This prospect is currently marked by serious uncertainties.

The initial postwar challenge from East Asia was economic. Japan crashed back into global markets in the 1960s, became the largest surplus and creditor country in the 1980s, and was viewed by many as the world's dominant economy by 1990. The newly industrialized countries (Korea, Taiwan, Hong Kong, Singapore) followed suit on a smaller but still substantial scale shortly thereafter. China only re-entered world commerce in the 1980s but has now become the second largest economy (in purchasing power terms), the second largest recipient of foreign direct investment inflows, and the second largest holder of monetary reserves. Indonesia and most of Southeast Asia grew at 7 percent for two or more decades. The oil crises of the 1970s and the financial crises of the late 1990s injected temporary setbacks but East Asia has clearly become a third major pole of the world economy, along with North America and Western Europe.

Given the dramatic increases in economic growth, energy use and attendant environmental problems in Asia, it is timely for Japan and the United States to increase their bilateral cooperation and cooperation with other Asian countries in the energy field as an integral part of their efforts to help Asia achieve sustainable development. The magnitude of growth in Asia in energy use is well illustrated, for example, by a projected doubling in China from 1990 to 2020. Projections indicate energy demand in China could triple by 2050, relative to 1990. These increases are not only of great significance to individual Asian economies, but also globally, as projections indicate that most of the growth in energy demand in the next century will occur in Asia (and principally in China and India). Achievement of such growth in energy demand, to improve the living standards of the 3.3 billion Asians that now represent about half of the world's population, is essential from the viewpoint of equity, social development and the economic well-being of people throughout Asia.

China and the United States share a new and rapidly expanding border—the Internet. It is a border that neither country fully understands. The possibility for misunderstanding is great because the Internet is not only transforming the relationship between the two countries, it is also transforming the countries themselves. It could be argued that China is going through the greater change. Unlike the past where information was mediated by the State, the mass media, and the work unit, Chinese citizens with Internet connections and a command of English have unprecedented direct and immediate access to information and people around the world. Because of abundance of Chinese language content, Chinese who can only read Chinese still have access to a wealth of information. The Chinese government has imposed its own unique regime on the networks in China that connect to the Internet. Though the United States and China both participate in the Internet, the regimes that they use to govern their networks are very different.
