That's what Beijing wants us to think. “If Kim tells Jiang he is going to test a nuclear weapon unless Jiang gives him more aid, what do we do? We give him more aid. We don't have a choice,” says one Chinese analyst who has dealt with Pyongyang. “We have some influence, but we don't have the kind of relationship where we can tell Kim what to do. If we tell him to do something, he doesn't listen. If we threaten him, he listens even less. If Jiang called him, he might hang up.”

At the locus of the "last glacier of the Cold War," there is a double paradox at work on the Korean peninsula, structured and symbolized by two competing alliances forged during the heyday of the Cold War: North Korea with China (1961) and South Korea with the United States (1954). The peninsula is currently experiencing an unprecedented crisis of alliance maintenance, even survival. For better or worse, the Democratic People's Republic of Korea (DPRK), or North Korea, is the only country with which the People's Republic of China (PRC) "maintains"—whether in name or in practice—its 1961 Cold-War pact. Yet amidst Chinese worries that the U.S.-DPRK nuclear confrontation may spiral out of control, in March 2003 Beijing established a leading Group on the North Korean Crisis (LGNKC), headed by President Hu Jintao. The LGNKC's mission is to improve assessment of the intelligence "black hole" over Pyongyang's nuclear capabilities and intentions and to formulate a cost-effective conflict management strategy.

Abstract:
Russia needs to open the Russian Far East for regional integration and make use of its dynamism and vast natural resources. Initiatives of the past decade have demonstrated great sensitivity to the dangers of foreign presence, but little forward thinking on their positive contributions. Putin has advanced beyond Yeltsin, but there is still no vision of regionalism. A reorientation of Sino-Russian relations from strategic goals associated with multipolarity to economic cooperation in a multilateral context offers hope that a new approach is coming. Under the umbrella of globalization including closer relations with the U.S., Putin can more easily pursue regional integration as well. In 2002-03, the nuclear standoff between North Korea and the U.S. put regionalism on hold, while energy security achieved a new profile that gave Putin the opportunity to weigh offers from China, Japan, and the U.S., while asserting control over oligarch Mikhail Khodorovsky and his oil behemoth Yukos. Clearly, Putin planned to take firm charge of managing all dimensions of regionalism, but it was less clear if he would encourage market forces.

Foreign investment has played an important role in China's economic development for almost a quarter of a century and is vital for that development to continue. But while China has been highly successful in attracting foreign direct investment (FDI) so far, and has made significant progress in improving its FDI policy framework, it has not fully exploited its potential to attract investment from OECD countries. To make the most of the potential benefits of joining the World Trade Organization (WTO) and to increase FDI inflows while enhancing their contribution to domestic development China will need to persevere with efforts to bring its laws and regulations into harmony with internationally recognised standards and to ensure they are fully and consistently implemented at local level.

Abstract:
Although colonizers generally repressed emergent national movements as potential vehicles of national liberation, the French encouraged patriotic mobilizations in Indochina in the early 1940s as a way to counteract Thai irredentists, Vietnamese revolutionaries, and Japanese occupiers and their claims of "Asia for Asians." Here, colonial authorities sought to build allegiance to the empire by "patriotizing" youth attitudes through sports activities and youth corps. Participation in such youth organizations mushroomed in Indochina between 1940 and 1945, gaining over a million members in that short span.

This paper studies growth and inequality in China and India—two economies that account for a third of the world's population. By modelling growth and inequality as components in a joint stochastic process, the paper calibrates the impact each has on different welfare indicators and on the personal income distribution across the joint population of the two countries. For personal income inequalities in a China-India universe, the forces assuming first-order importance are macroeconomic: Growing average incomes dominate all else. The relation between aggregate economic growth and within-country in- equality is insignificant for inequality dynamics.

5211. From the Grabbing Hand to the Helping Hand: A Rent Seeking Model of China's Township-Village Enterprises

I present a study of ownership of firms under government rent seeking. Using its control of regulated inputs, a government agency extracts rents from a manager who undertakes an investment. Such a government rent seeking activity leads to a typical hold-up problem. Government ownership is shown to serve as a second best commitment mechanism through which the government agency will restrain itself from the rent seeking activity and even offer the manager support and favor such as tax breaks and subsidies. This mechanism works at a cost as government ownership compromises ex post managerial incentives and creates distortion in resource allocation. Nevertheless, government ownership may Pareto dominate private ownership under certain conditions. These conditions correspond to a host of stylized empirical observations concerning local government-owned firms (township-village enterprises) during China's transition to a market economy.

5212. Household Income Dynamics in Rural China

It is well known in theory that certain forms of non-linear dynamics in household incomes can yield poverty traps and distribution-dependent growth. The potential implications for policy are dramatic: effective social protection from transient poverty will be an investment with lasting benefits, and pro-poor redistribution will promote aggregate economic growth. We test for non-linearity in the dynamics of household expenditures and incomes using panel data for rural south-west China. While we find evidence of non-linearity, there is no sign of a dynamic poverty trap. Existing private and social arrangements in this setting appear to protect vulnerable households from the risk of destitution. However, the concavity we find in the recursion diagram does imply that the speed of recovery from an income shock is lower for the poor, and that current inequality reduces growth in mean incomes.

For more than two decades after the demise of Maoist collectivism, a resurgent market economy has deeply transformed the social structure of rural China. By the mid-1980s, peasant households had already returned to historical marketing patterns of agricultural produce and other sidelines and services. By the turn of the century, almost 140 million individuals, or 30 percent of the rural labor force, earned regular incomes from wage labor outside agriculture. Twenty million rural households had registered individual family enterprises, and two million of them had already grown into substantial private firms. A massive rural industrial sector grew up under public ownership in the 1980s, employing more than 80 million at its height. It was then extensively privatized in the 1990s, and is now less than half its former size. While these developments have been widely noted in studies of rural industrialization and income inequality, it is still far from clear how they have altered the structure and wealth of village political and economic elites.

The ideal types that motivate research on transitional economies have led to a neglect of the varied mechanisms that generate social change. One example is the implicit treatment of privatization as a single process whose initial impact will become more pronounced through time. Privatization in fact occurs via distinct mechanisms that have different consequences across types of assets and through time, as shown in an analysis of career trajectories over two decades in rural China. During the first decade, when privatization proceeded via the rapid expansion of household enterprise, ordinary individuals with nonagricultural work experience were the most likely to become private entrepreneurs. Village officials, their relatives, and public enterprise managers did not enter the private sector at rates higher than others. However, during the second decade the privatization of public enterprises began to transfer collective assets to individual ownership. During this period, public enterprise managers and the relatives of cadres emerged as the most likely to become private entrepreneurs. Private entrepreneurs, however, have yet to move into cadre posts, and cadres have yet to move into private entrepreneurship, at rates higher than others. Administrative elites have therefore proven resilient in the face of private-sector expansion, and the benefits of privatization have gradually shifted in their favor.

This discussion paper is based on analysis of peri-urbanization dynamics in the Hangzhou- Ningbo Corridor of the Lower Yangtze Region of China. The case-study area is of particular interest, both because of the scale of the phenomenon in the area and the fact that the corridor typifies the long-running and dynamic peri-urbanization process occurring in the Lower Yangtze Region as a whole, arguably the world's largest extended urban region (EUR). Analysis focuses on adaptation, successful and otherwise, to the severe stresses, demographic, social, and environmental, accompanying peri-urbanization. Policy implications are then drawn; anticipated future stresses in the case-study area, and by implication the larger extended urban region, are used to trigger recommendations.

Before 1991, the states of Central Asia were marginal backwaters, republics of the Soviet Union that played no major role in the Cold War relationship between the USSR and the United States, or in the Soviet Union's relationship with the principal regional powers of Turkey, Iran, and China. But, in the 1990s, the dissolution of the Soviet Union coincided with the re-discovery of the energy resources of the Caspian Sea, attracting a range of international oil companies including American majors to the region. Eventually, the Caspian Basin became a point of tension in U.S.-Russian relations. In addition, Central Asia emerged as a zone of conflict. Violent clashes erupted between ethnic groups in the region's Ferghana Valley. Civil war in Tajikistan, in 1992-1997, became entangled with war in Afghanistan. Faltering political and economic reforms, and mounting social problems provided a fertile ground for the germination of radical groups, the infiltration of foreign Islamic networks, and the spawning of militant organizations like the Islamic Movement of Uzbekistan (IMU). The IMU first sought to overthrow the government of President Islam Karimov in Uzbekistan, later espoused greater ambitions for the creation of an Islamic caliphate (state) across Central Asia, and eventually joined forces with the Taliban in Afghanistan. With the events of September 11, 2001 and their roots in the terrorist groups operating in Afghanistan, Central Asia came to the forefront of U.S. attention.

For the past decade Russia, China, Uzbekistan, Kyrgyzstan, Tajikistan, Turkmenistan and Kazakhstan have all been involved in high stakes negotiations to define their respective borders. Strong-arm politics, economic pressures, shadowy backroom deals, nationalist sentiments, public dissatisfaction and an environment of mutual mistrust have marked this process. The resolution of border issues peacefully and transparently would have a positive impact on regional security, economic cooperation, ethnic relations and efforts to combat drug trafficking and religious extremism. But progress has been slow, and no immediate breakthrough can be seen in an all too often antagonistic process that is defining the new map of Central Asia.

As of mid-2002, the PRC's policy is to emphasize the positive, stressing its desire for an improved – and hopefully more stable – relationship with the United States. This policy reflects China's recognition of the need for stability at a time of many challenges. In the next few years, the PRC leadership will be seeking to extend economic reform and build prosperity beyond the limited areas in big cities and the eastern provinces that have made great strides in recent years. China will need to adjust the economy to the market-opening demands that World Trade Organization (WTO) membership will bring and it will face the problem of moving successfully over the next decade through a transition in leadership without compromising the continued power of the Party leadership group.

China is India's largest and most important neighbor, and despite recent efforts at improving relations between the two countries, the over half-century-old border dispute remains unresolved. China is an expansionist power trying to enhance the security of its peripheral areas. It is important to note that in the recent past, China has resolved its border disputes with almost all its neighbors except India. Relations between the two countries have no doubt improved since 1988, when then-Indian prime minister, the late Rajiv Gandhi, visited Beijing, and since the conclusion of 1993 and 1996 agreements on maintenance of peace and tranquility on the borders, but the progress so far has been slow. China continues to claim some 90,000 square kilometers of Indian territory in the northeast while it illegally occupies some 23,000 square kilometers of Aksai Chin in the north of India.

Russia retains a significant strategic nuclear force capability, despite the decline in overall force size since the dissolution of the Soviet Union, and despite apparent defense budgetary shortfalls and system aging. Russia also inherited sizeable biological and chemical warfare establishments from the FSU, and some components of these programs remain largely intact. Russian entities have exported various nuclear and ballistic missile technologies to states of proliferation concern, and Russia also remains a source for offensive biological and chemical warfare technologies and expertise.

Instability in Russia's southern regions poses a threat to the continuation of the country's overall political and economic reform, and to regional stability in Central Eurasia. These regions, which already possess Russia's most fragile local economics, face a variety of problems emanating from the weak and failing states to their immediate south. Most visibly, there is the threat of terrorism, an increasing flow of illegal narcotics from producers in Afghanistan, an influx of contraband goods that wipe out Russian jobs, and illegal immigration. With few resources and extensive corruption among key officials, Russia's southern regions are poorly equipped to deal with these problems. Developing mutually beneficial trade links between Russia's southern regions and its neighbors in Central Asia, China, and Mongolia can mitigate instability and economic stagnation in this region, help to rebuild regional economies, generate income, and better enable governments to provide security and basic human services to their people. The West can support these developments as well as help combat organized crime, target corruption, and improve border security.

The United States led war on terrorism has already had a major impact on developing state relationships in Asia. The coalition of convenience that emerged in the aftermath of the September 2001 attacks on the World Trade Center and the Pentagon has engendered a change in strategic thinking, perceptions, and influence. A significant shift in any of these three areas could have dramatic implications. For the United States, what is required is not only a reassessment of the new realities but also a strategy to take advantage of new opportunities and cope with potential threats. Perhaps nowhere is this need more apparent, or possible responses more fraught with risk, than in determining the impact of such strategic shifts on the U.S.-China relationship, particularly in the security realm.

With the proliferation of ballistic and cruise missiles and weapons of mass destruction (WMD), American political leaders have embarked on a long-term plan for deploying Theater Missile Defense (TMD) as a means to protect the United States, US forces abroad, and allies. Effective on 13 June 2002, the United States is no longer party to the 1972 ABM Treaty and missile defense is a priority with "prominence in policy, funding, and organization." TMD essentially is a family of military weapon systems whose purpose is to intercept hostile missiles that have been launched, whether intentionally or unintentionally. However, the question remains whether Theater Missile Defense is, and will be, an integrated and effective tool in achieving overall US national security goals in Northeast Asia, namely enhancing regional security and reducing the threat of weapons of mass destruction.

The Middle East is Asia Pacific's largest energy supplier, satisfying a demand for oil that must keep pace with the region's continued economic growth. This dependence on the Middle East has caused Asia Pacific to join the United States and other Western nations in the hunt for alternative suppliers. Central Asia, located between the Middle East and Asia Pacific and already an oil and gas exporter, is an attractive possibility. With energy production projected to rise rapidly over the next decade, Central Asia is poised to become a major player in the world energy market. But the land-locked region's options for transporting oil and gas to Asia Pacific markets are limited and problematic. Passage via pipeline east through China presents construction challenges; south through Iran, or through India and Pakistan via Afghanistan, is fraught with political difficulties. Not until geopolitics become more favorable to the south-bound options, or technologies make the China route possible, will Asia Pacific be able to tap the energy resources of Central Asia.

Abstract:
“Coalition” may be an inappropriate term to describe the constellation of state and non state actors cooperating in the global struggle against terrorism. The term coalition implies a certain agreement on strategy and objectives, short of a formal alliance. In fact, to the extent that NATO plays an active role in counter-terrorism, the current pattern of cooperation does have elements of an alliance. But the vast bulk of international cooperation on counter-terrorism, before and after September 11th, has involved the routine, sometimes intensive, coordination of intelligence, police and judicial activity. Contributions to large-scale military operations in Afghanistan, or elsewhere – although important to current objectives – are exceptional. Most counter-terrorism cooperation has been, and will almost certainly continue to be, of a more prosaic nature. The sheer range of activity – from the most intensive cooperation among European allies, to the ad hoc and often arms length relations with states such as Libya, Syria and Iran, not to mention Russia and China, makes it difficult to speak of a single grand coalition against terrorism.. The reality is a highly diverse pattern of cooperation; some limited, some extensive; some sustained, and some on a case-by-case basis.

In late 2001, China entered the World Trade Organization (WTO), a dramatic step that marks not only the end of a 15-year odyssey for Beijing but also the beginning of a new phase in the country's internal development and its relations with the outside world. It may sound odd to suggest that joining the WTO—an organization focused on rules of conduct for trade and commerce—will influence not only China's economy but also its political, military, and social development, as well as its interaction with the United States. Yet China's efforts to play by WTO rules could affect its internal development far more extensively than has been the case with many new member nations.

On October 22, 2000, Japanese Prime Minister Yoshiro Mori and Singapore Prime Minister Goh Chok Tong agreed to formal negotiations for the Japan-Singapore Economic Agreement for a New Age Partnership (JSEPA) in January 2001, in light of the September 2000 report from the Japan-Singapore Free Trade Agreement (JSFTA) Joint Study Group. It was the first time Japan entered into negotiations concerning regional economic integration. With a strong emphasis on the need to address the new challenges globalization and technological progress pose; the Joint Study Group explored a possible .New Age FTA. between the two countries, which Prime Minister Goh proposed in December 1999. Thus, for Japan the JSEPA marked a major turning point in promoting regional economic integration.

Abstract:
The November 1998 state visit to Japan by Chinese President Jiang Zemin was historically significant in that it was the first visit to Japan by a Chinese head of state. However, many people, including policymakers in Japan, had the impression that the visit not only failed to promote Japan-China relations, but actually strengthened anti-Chinese sentiments among the Japanese public. Nevertheless, both governments treated the Japan-China Joint Declaration On Building a Partnership of Friendship and Cooperation for Peace and Development—issued by the two governments on the occasion of visit—as a third important bilateral document, following the 1972 Joint Communiqué and the 1978 Treaty of Peace and Friendship. The two sides repeatedly have stressed that all problems should be handled in line with these three documents. There is a belief, especially among policymakers, that the 1998 Joint Declaration will be the bilateral framework upon which a strong partnership will be built for at least the first decade of the 21st century.

The television services of China have undergone dramatic changes since the policy of open door economic reform was introduced in the late 1970s. Few research studies, however, have been conducted in the United States and other Western countries on what, specifically, these changes are, and how they affect the lives of Chinese people and shape the media's role in Chinese society. This paper will outline the significant structural changes in the Chinese television industry, particularly at China Central Television (CCTV); it will also analyse the phenomenon of a highly popular program, 'Focus', (Jiao Dian Fang Tan) and its impact on Chinese politics and society. Discussion and debate about Russian-Chinese relations is on the rise and attracts the attention of experts and policy-makers around the world. From the Russian perspective, the importance of developing relations with its neighbor is determined by several considerations: shared interests and concerns about the international situation, the need to secure a peaceful international environment for economic development, worries about the future of the Russian Far East, and advantages from trade and economic cooperation with the fastest growing Asian economy. Russian approaches to China differ among various groups, political trends and individual experts; moreover, they exist not in vacuum, but within the framework of more general perceptions of the international situation and Russia's position therein. Based on these perceptions, it can be expected that Russia will develop closer relations with China for the foreseeable future. However, since the official Russian attitude toward China strongly depends on Russia's relations with the West, especially with the United States, US policy towards Russia and China will significantly influence the future Russian-Chinese partnership.

But political science scholarship has provided little support for this conventional wisdom, and a number of case studies from around the world show that authoritarian regimes are finding ways to control and counter the political impact of Internet use. When he pledged to do whatever was necessary—even use U.S. military forces—to help Taiwan defend itself, President George W. Bush seemingly replaced Washington's long-standing policy of “strategic ambiguity” with a policy of strategic clarity. Although the president and his advisers subsequently retreated from his initial rhetorical stance, both China and Taiwan are likely to believe that Bush's original statement accurately reflects U.S. policy. That creates an extremely dangerous situation for the United States.

Since the end of the Second World War, US foreign policy towards the Asia-Pacific has been characterized by the assertion of American dominance. To this end, policy-makers in Washington have adopted a varied policy towards China. From 1950 to 1972, the US pursued a containment policy designed to thwart the revolutionary goals of Maoist foreign policy. Beginning with Nixon's rapprochement with Beijing in 1972, US policy was dramatically altered to meet the overriding goal of deterring the Soviet threat. The US and China actively cooperated to contain Soviet and Vietnamese influence in Northeast and Southeast Asia. The end of the Cold War, preceded shortly before by the Tiananmen massacre, saw another shift in the US position, whereby China was no longer looked upon with favour in Washington. Acting on his presidential campaign promises not to repeat George Bush Senior's policy of 'coddling dictators'in Beijing, President Clinton initially enacted a policy that explicitly linked China's human rights record to the renewal of most favoured- nation trade status with the US. When this linkage failed, a striking policy reversal occurred as the Clinton administration adopted an unrestrained engagement policy in which it eventually underplayed Sino-US differences in the spheres of trade, human rights, and strategic-military ties.

Abstract:
This paper confronts a CGE model to observed evolutions in France, between 1970 and 1992, through a structural decomposition analysis. The choice of the model and the assumption of constant elasticities over time enable the structural change of the economy between two equilibria to be summarised through a set of four types of state variables, reflecting the effect of technical change, changes in factor supplies, shifts in consumption patterns, and international trade. Simulations then allow the contribution of each of these shocks to be assessed. We find that technical change had a strong positive impact on the relative wage of skilled to unskilled workers, while the impact of changes in factor supplies is strongly negative. The effect of international trade is far less important. However, if we take into account a trade-induced effect on productivity, then we find that trade substantially increased wage inequalities.

European NATO countries have been spectators to the debate about defending the US against ballistic missile attacks. While there have been national differences in Europe's reactions to the national missile defence (NMD) programme, it is obvious that most Europeans don't like it. The French seem somewhat more convinced than others that missile defence is inherently foolish and unworkable. Some British experts seem to insist more than others that any programme that might undermine NATO's nuclear deterrence and strategic unity should be avoided. And perhaps Germans, more than others, worry about perceived dangers to the ABM and other arms control treaties, and generally about relations with Russia. Most Europeans at present believe that US defence against long-range ballistic missiles is a slap in the face for Russia, a dangerous provocation for China and an inadequate response to the proliferation of weapons of mass destruction (WMD) and missile technology.

5248. Foreign Direct Investment in China: Effects on Growth and Economic Performance

By almost all accounts, foreign direct investment (FDI) in China has been one of the major success stories of the past 10 years. Starting from a base of less than $19 billion in 1990, the stock of FDI in China rose to over $300 billion at the end of 1999. Ranked by the stock of inward FDI, China thus has become the leader among all developing nations and second among the APEC nations (only the United States holds a larger stock of inward FDI). China's FDI consists largely of greenfield investment, while inward FDI in the United States by contrast has been generated more by takeover of existing enterprises than by new establishment, a point developed later in this paper. The majority of FDI in China has originated from elsewhere in developing Asia (i.e., not including Japan). Hong Kong, now a largely self-governing “special autonomous region” of China itself, has been the largest source of record. The dominance of Hong Kong, however, is somewhat illusory in that much FDI nominally from Hong Kong in reality is from elsewhere. Some of what is listed as Hong Kong-source FDI in China is, in fact, investment by domestic Chinese that is “round-tripped” through Hong Kong. Other FDI in China listed as Hong Kong in origin is in reality from various western nations and Taiwan that is placed into China via Hong Kong intermediaries. Alas, no published records exist to indicate exactly how much FDI in China that is nominally from Hong Kong is in fact attributable to other nations.

In the wake of a collision between a U.S. spy plane and a Chinese jet fighter off the coast of Hainan in April 2001, verbal skirmishing between the United States and China revealed sharply different conceptions of jurisdictional and navigational principles. These differences persist and will likely be the cause of future conflicts; they have already caused strife among countries ringing the South China Sea. Central to these conflicts are the exclusive economic zones (EEZ) that extend 200 nm into the sea from coastal nations' baselines. Created by the UN Law of the Sea Convention, these zones attempt to accommodate coastal states' interest in controlling offshore resources and maritime powers' interests in maintaining freedom of navigation. But ambiguities in the Convention's language combined with coastal states' proliferating EEZ claims have created a tinderbox. The situation will remain volatile as long as the focus remains on jurisdictional disputes. But confidence-building efforts aimed more narrowly on practical navigation issues and managing “incidents at sea” offer a starting point for first bilateral and then multilateral agreements.
