Abstract:
In recent weeks, there has been mounting attention paid to the Chinese space program, as China prepares to join the United States and Russia in launching one of its citizens into outer space. This has been a long-standing goal of the Chinese space program, since at least the founding of the Space Flight Medical Research Center by Qian Xuesen, in 1968 (two years before China's first satellite was orbited). Indeed, it has become clear in recent years that the Chinese seriously considered trying to put a man in orbit early in the 1970s. an array of satellites that fulfill a variety of military missions, including reconnaissance, meteorology, and communications. The addition of a manned program does not provide significant additional advantage.

Abstract:
The July 2003 state visit to China by Prime Minister Atal Bihari Vajpayee of India, the first by an Indian prime minister in a decade, represented a major step forward in New Delhi's relations with its giant neighbor and competitor. Dramatic increases in bilateral trade set the stage for nine bilateral agreements covering trade, education, easing of visa regulations, and development projects. The artful language of the agreements suggested progress on the long-standing Sino-Indian border dispute. More substantial relations between India and China are good news for regional stability, although this relationship will remain wary, and China's strong interest in Pakistan will continue to be a constraint.

Relations between China and Japan have weathered 30 turbulent years since the normalization of diplomatic ties in 1972. This period of 30 years can be divided roughly in half into the first and second parts. From 1972 to the late 1980s, when the world had the bipolar polygenetic political and military structures, the two countries took down the barriers of the Cold War to restore normal exchanges between the states and their cooperative relationship achieved rapid development in areas of trade, finance and technologies. In the period between the end of the Cold War and the present day, the bilateral relationship has entered the new stage where friction and collaboration coexist as do competition and cooperation amid the progress in political multipolarization and economic globalization of the world.

Abstract:
Hangzhou Municipality is the provincial capital of Zhejiang, on China's east coast. It forms part of the Yangtze River Delta (YRD) region. Hangzhou was “opened up” in the mid-1980s, following Deng Xiaoping's visit to the South, resulting in an almost immediate flood of foreign and domestic investment in manufacturing. This initial investment was significantly in the peri-urban areas, i.e., outside the built-up area. The authors have been following development in the Hangzhou extended urban region, with emphasis on peri-urbanization processes, since 2000. A previous APARC discussion paper describes findings of preliminary field research on the Hangzhou–Ningbo Corridor, conducted in August 2000 and March 2001. The present paper zooms in on two peri-urban clusters in the Hangzhou extended urban region, and assesses their development over time. The goal of the research is to better understand how a peri-urban region changes—particularly in terms of firm evolution, labor characteristics, and spatial dynamics—as it becomes more economically and demographically mature. This paper also examines such changes in the context of the increasing cost structures and emerging competitors, primarily from other areas in China, that the Hangzhou peri-urban region now faces.

Abstract:
Chengdu, the provincial capital of Sichuan, has undergone rapid transformation during China's post-reform period between 1978 and 2003. One of the leading cities in southwest China, Chengdu is second only to Chongqing in population. Chengdu anchors one end of the Chongqing-Chengdu urban corridor, the fourth most populous urban cluster in China. Although the upgrading of Chongqing Municipality to the equivalent of provincial status in 1997 has increased the city's profile and potential as an administrative, land transportation, and manufacturing center, it is expected that Chengdu's regional and strategic importance as a service and high-tech center will increase in the future. With increased economic specialization among Chinese cities, it is expected that Chengdu and Chongqing cities will increasingly complement each other in terms of function, both enhancing their developmental prospects as a result. Further, the development of western China is a major objective of the Tenth Five Year Plan. The “Go West” policy was introduced in 1999.

5159. Tax Reforms for Enhancing the Stable Development of the Chinese Financial System

Abstract:
The Chinese economy has had the highest rate of growth in the world in the past two decades. However, despite its rapid growth and the significant improvements in its financial system, serious risks and problems still exist in both the commercial banking sector and the stock market, that may potentially threaten the stable development and growth of the entire economy. In this paper, these risks and problems in the stock market and the commercial banking sector are identified. Possible solutions are then discussed. Finally, tax reforms are proposed that have the effects of (1) eliminating the double taxation on cash dividends from corporate profits; (2) encouraging the substitution of new equity for existing debt by corporations, which can lower the P/E ratios without lowering the stock prices and improve quality of commercial bank assets by reducing the probability of new nonperforming loans; and (3) attracting new and longer-term investors, both domestic and foreign, to the Chinese stock market. It is also shown that the proposed tax reforms will not result in a significant reduction in total fiscal revenue.

Abstract:
This paper examines a key aspect of the politics of stock markets in China—the distinct differences in interests between central government leaders and local governments. Central government leaders have a powerful incentive to promote macroeconomic stability and good performance of the stock market. Local leaders, for their part, are less concerned with the overall performance of the stock market than with gaining access to the stock market for companies under their own jurisdiction. The paper demonstrates that company listing brings tangible economic benefits to municipalities. Listed companies are associated with higher levels of gross domestic product (GDP), budgetary revenue, and industrial and commercial tax revenue. Therefore, it is not surprising that local officials put substantial effort into lobbying for the right to list additional companies on the national stock exchanges.

Despite skepticism about official economic statistics, there is little doubt that China since 1978 has undergone an economic transformation of historic proportions. This outcome stands in stark opposition to arguments that were once widely accepted in several scholarly communities, and which are still highly influential even today. In the early 1980s there was wide agreement that “partial” reform, under a single party dictatorship that sought indefinitely to preserve public ownership, was a recipe for failure. China specialists, students of comparative economic systems, and economists who advised governments and international agencies about postcommunist restructuring in Eurasia were initially in broad agreement on this point.

5163. International Organizations and Democratization: Testing the Effect of GATT/WTO Membership

Abstract:
Does the World Trade Organization promote democracy? A large part of the heated and protracted debate over China's application for WTO membership revolved around this question. Prior to China's WTO accession in December 2001, this debate had dragged on for nearly fifteen years. While one side argued that WTO membership would promote democratization in China, others argued that the wealth generated through economic integration would provide the resources to maintain authoritarian rule. Only time will tell whether WTO accession will contribute to pressures for democratization in China. In the meantime, however, this paper examines the empirical basis for these competing claims about the effects of GATT/WTO memberships on domestic political systems. Based on statistical analysis of a global data set, this paper concludes that members of the international trade regime are more likely than nonmembers to be democracies. However, there is little evidence that WTO membership in itself can promote democratic transition. Instead, it appears to be the case that democratic countries are more likely to seek to join the WTO.

Abstract:
Command economies gave communist-era elites administrative control and material privilege but severely restricted money income and private wealth. Markets and privatization inject new value into public assets and create unprecedented opportunities for elite insiders to extract incomes or assume ownership. These opportunities vary with the extensiveness of regime change and the barriers to asset appropriation. Within these limits, they further vary with the concentration and form of economic assets and structural changes induced by reform. Elite advantages are smallest where regime change is extensive and barriers to asset appropriation are high, and in small-scale economies that grow rapidly. In China, there has been no regime change and privatization has been delayed and slow. In the rural economy, elites keep their posts as a source of economic advantage, while low entry barriers to household enterprise and rapid growth have created new entrepreneurial elites. After two decades, rural officials nonetheless enjoy large net income advantages that grow along with the expansion of labor markets and private entrepreneurship. These are not generic outcomes of market reform, but the product of market reform in distinctive political and structural conditions.

In his seven-decade-long academic career, the great British historian, Joseph Needham, tried to explain what Sinologists later called “the Needham Paradox.” It was a paradox that, while traditional China had many talented people and was advanced in science, the country declined during the middle part of the last millennium. According to Needham, a primary reason for the decline of China was that the country “lost its edge” by suppressing technicians and merchants “whose power posed a threat to the Emperor.”

5166. The Prospects for Political Reform in China: Religious and Political Expression

Religion is flourishing in China today. After being severely restricted in the first decade and a half of the Maoist era, virtually all forms of public religious practice were suppressed during the Cultural Revolution and replaced by a quasi-religious cult of Mao, complete with sacred texts (the Little Red Book), rituals, and claims of miracles. But the Mao cult imploded amid the chaos of the Cultural Revolution. After the death of Mao and the overthrow of his close associates, the Deng Xiaoping regime relaxed restrictions on religious practice; and the freedoms of an expanding market economy made the remaining restrictions easy to subvert. In this environment, hundreds of religious flowers began to bloom, some of them replications of pre-revolutionary religious forms, many others new mutations of the old. According to the government's own—almost certainly underestimated—figures, there are over 100 million religious believers in China today. The real number is probably several times as large.

It is hardly a revelation that U.S. relations with Taiwan and the People's Republic of China are vexed and vexing. Managing U.S. relationships with Taiwan and China has never been easy, but the trend seems to be toward ever greater complexity and ever higher stakes. The U.S. is like a helicopter pilot carrying out a rescue at sea. The pilot is struggling to hover above the boat, which is drifting and heaving, while the wind does its best to blow his craft out of the sky. Meanwhile, the passengers on the deck are fighting over who gets to go up first. Like the helicopter pilot, U.S. policy makers must hold a steady course while they wait for Taiwan and China to resolve their differences. They also would like to do what they can to speed up the negotiations down on the deck.

Civil war broke out between the Nationalist Kuomintang (KMT) Government of China and the Chinese Communist forces shortly after Japan surrendered to the Allied forces in 1945. Having occupied most of the country by mid-1949, the Chinese Communists proclaimed in Beijing the establishment of the People's Republic of China (PRC) on October 1, 1949. The Nationalist Government retreated to Taiwan, an island of 13,969 square miles just 90 miles off the coast of the Chinese Mainland, in December that year and continued to call itself the Republic of China (ROC). Sporadic battles continued in coastal areas of the Chinese Mainland.

The Chinese economy is showing extraordinary dynamism, which partly reflects the early impact of the commitments in China's WTO accession agreement to liberalize the economy. Incoming foreign investment has increased, and trade has grown rapidly. At the same time, China is grappling with serious economic problems that may worsen in the near future. The most difficult problem in crafting China policy is deciding how to respond flexibly to this extraordinary mixture of dynamism and fragility. Rapid growth gives the Chinese economy remarkable resilience; but deep-seated institutional weakness and stubborn problems of poverty and unemployment create dangers of social and economic disruption. An effective U.S. China policy must navigate between the extremes of over-estimating China's current economic strength and under-estimating her potential.

The People's Republic of China (PRC) is currently engaged in comprehensive military modernization. This report addresses the state of China's military capability, assesses the current capabilities of the People's Liberation Army (PLA), and establishes milestones for judging the future evolution of Chinese military power over the next twenty years. These assessments and milestones will provide policymakers and the public with a pragmatic and nonpartisan approach to measuring the development of Chinese military power. They will allow observers of Chinese military modernization to determine the degree to which changes in the quantity and quality of China's military power may threaten the interests of the United States, its allies, and its friends; and how the United States should adjust and respond politically, diplomatically, economically, and militarily to China's military development.

Apparently irreconcilable positions on the 'one China' principle have emerged between China and Taiwan over the last decade, with Taiwan for some time now asserting not only that it is a separate political entity but an independent sovereign country. China for its part remains absolutely unwilling to compromise its position that Taiwan and the mainland are part of one country, and has not renounced the use of force as a means of making that principle a reality. The risk of war between them must, accordingly, continue to be taken seriously.

In the last decade, Taiwan has moved slowly but surely away from its commitment to the idea of 'one China', the proposition, long agreed on both sides of the Taiwan Strait, that Taiwan and the mainland are parts of one country. This has led to steadily mounting tension between Taiwan and China, for both of whom the issue goes to the heart of their sense of identity. While the prospect of an outbreak of war across the Strait remains distant, action is needed by all relevant parties to contain and reverse the situation.

For China and India, rapid economic growth is imperative to alleviate poverty, raise income levels and improve their citizens' quality of life. In 2000, China and India's combined populations of 2.3 billion represented over 38 percent of the world's population. With both countries determined to grow their economies rapidly, there will be an associated rapid rise in energy demand. One of the most significant problems facing the two countries is the existing and increasing level of air pollution that will accompany growing energy consumption. This report focuses on the challenge of developing economic, energy, and environmental policies that will complement existing policies designed to reconcile the drive for economic growth with the need for greater environmental protection of air quality.

The Stability Pact is a strategic concept whose aim is to warrant long- term peace and stability in South-Eastern Europe. It is becoming an indispensable element of the global security structure which is currently being constructed in relations between the big powers, the USA, Russia and China, with the active participation of the United Nations, the European Union, international financial institutions and individual countries. As one of the sponsors of the pact, the European Union is keenly interested in stability and peace among its next-door neighbours, some of whom are covered by the pending eastern enlargement. This enlargement is intended to transcend centuries of civilisational and religious divisions in Europe, the causes of many political and armed conflicts in the past. The vision of Europe in the 21st century, reaching all the way to the borders of the former Soviet Union, is that of a multicultural community encompassing states with diverse civilisational, religious, ethnic and cultural characteristics.

5178. CERI: Developing Border Cooperation between China and Russia

Abstract:
Since the resumption of talks between China and Russia – still the Soviet Union when this occurred in the mid-1980s, relations between the two countries have been particularly dynamic. On the international level, the two countries in fact share the same viewpoint on a number of issues. These mutual concerns led to the signing of a strategic partnership in 1997, then a new treaty of friendship in 2001. The complementarity between the two countries in the energy and arms sectors also stimulates cooperation. However, this alliance is not without its limits. The United States, its primary target, can easily short-circuit it, as it did just after the September 11, 2001 attacks. In the field of cooperation, the intensity and structure of trade between the two countries are both inadequate. The rise in trade during the 1990s was very uneven and marked by a drop between 1994 and 1996. The main causes of this are situated at the local echelon along the Chinese-Russian border. After the dynamism characteristic of the 1988-1993 period, the opening of the border triggered new problems, such as illegal Chinese immigration in the little-inhabited border zones of Russia. Although this trend caused friction among the local Russian population, it was mainly the retrocession of certain Russian territories to China when the border was demarcated between 1993 and 1997 that radicalized the inhabitants, paralyzing border cooperation. The Russian and Chinese government played an active role in attempting to resolve most of these disputes, as the Tumen program illustrated. Since then, the various authorities in the two countries have tried to revitalize border cooperation, but a number of problems remain that are mainly economic in nature and vary depending on the border region.

Abstract:
This paper argues that the crucial determinant of Asia-Pacific security is whether the US and China can negotiate their relationship and their relative positions and roles in such a way as to produce sustainable regional stability. It examines three alternative models to assess some of the possible processes and outcomes in negotiating Sino-American coexistence. (I) Power transition, in which there is a significant structural shift in the regional system as a rising China challenges US dominance, with a range of possible outcomes; (II) The maintenance of the status quo of US strategic dominance over the region, which China does not challenge concentrating instead on inernal consolidation and on developing its economic power; and (III) Negotiated change, by which the two powers coordinate to manage a more fundamental structural transformation, either through froming a concert (duet) of power, or by moving towards a regional security community. The paper suggests that Model II is likely for the short-to medium-term; Model III for the medium term; and Model I for the long term.

The Asia Pacific region's dynamic oil market is marked by strong growth in consumption, declining regional oil production, and over capacity in its highly competitive oil-refining sector. Its "key players" are China, India, Indonesia, Japan, and South Korea—a group that includes the region's five top consumers and three of its major producers—and developments in these countries will have commercial and strategic implications for the whole region. On the consumption side, Japan's slow growth in demand has failed to dampen regional growth, which is now driven by China and India's fast growing thirst for oil. On the supply side, Indonesia's inevitable transition to a net oil importer highlights the trend toward growing dependence on Middle East oil, which already comprises 42–90 percent of imports among the key players. In response to this trend, China, Japan, and South Korea are pushing to acquire overseas oil reserves, with Japan and China already locked in a fierce competition for projected Russian supplies—a type of struggle that will likely become more commonplace.

5182. The Move to Preferential Trade in the Western Pacific Rim

Western Pacific Rim states have been slow to participate in preferential trade agreements (PTAs). In the past four years, however, more than 40 PTAs involving these economies have been proposed or are being implemented. For the first time, Japan and China have either signed or are negotiating bilateral or plurilateral agreements. The new interest in PTAs reflects the perception that they have been successful in other parts of the world, and is reinforced by dissatisfaction with the region's existing trade groupings. Although arguments can be made in favor of PTAs, they amplify political considerations in trade agreements, may adversely affect the political balance in participating countries, impose costs on nonparticipants, and deplete scarce negotiating resources. Nevertheless, the number of western Pacific Rim states participating in PTAs continues to climb. Northeast Asian countries have been following Europe in exploiting loopholes in WTO rules on PTAs to protect their noncompetitive sectors, thereby strengthening their political positions, which will likely make global liberalization more difficult.

For half a century the United States and South Korea have been united in an alliance that has simultaneously contained North Korea and projected American power into Northeast Asia. Now that alliance is being questioned by many South Koreans, whose country has developed from a poor, authoritarian state into the world's 11th largest economy and a vital democracy. Along the way South Koreans' views of themselves and of other nations have changed. Improved relations with China and Russia, and a policy of engagement with North Korea, have reduced the country's dependence on the United States and South Koreans' tolerance for what they view as American arrogance and unilateralism. Indeed, Koreans today view their Cold War allies (the United States and Japan) more negatively than their Cold War enemies (North Korea and China), a situation that would have been unimaginable a decade ago. The poorly coordinated North Korea policy of Seoul and Washington appears to be a direct cause of anti-Americanism, which will grow unless the two countries develop a more equal, mutually acceptable relationship.

Even though China's state firms lost their near-monopoly status after 1978, they still form the country's financial and industrial nucleus.Nevertheless, in early 1996 the total losses of these state-owned enterprises (SOEs) exceeded profits for the first time. With the economy threatened, offi-cialdom issued a mandate in 1997: SOEs must become profitable in three years. In 2001, statistics showed a massive turn around, and victory was declared. Despite doubts about the official statistics, substantial improvement did seem evident. The question was, what caused it? While massive layoffs and corporate restructuring did increase efficiency, most improvements have been the result of external factors such as debt restructuring and government-arranged buy-outs and mergers. This strategy offers short-term rewards, but could be a disaster in the long term. Real reform of China's state sector requires financial reforms that bite (even more urgent with WTO entry), serious moves toward a social security system for displaced workers, and more outright priva-tization of state firms to give non-state shareholders real power on their boards.

Abstract:
During Fall 2003 the Schlesinger Working Group held two meetings (September 25th and November 3rd) to explore China's estimated political/ economic outlook and to determine what potential challenges might affect its projected future. The purpose of these meetings was not to predict a Chinese stumble or even collapse, but rather to examine events that could trigger a disruption of China's current, impressively successful economic trajectory, and to analyze what form that disruption could take. During the first meeting, participants identified potential disruption scenarios to which China remains vulnerable. The second meeting considered the implications of disruption for both China and the United States, and how these scenarios might affect U.S. policy. Working Group members did not attempt to assign probabilities for the identified potential disruptions or “failures.” Rather, they focused on the hurdles or challenges posed by these disruption scenarios, which the Chinese leadership would need to confront successfully in order to avoid losing control or endangering national cohesion. Participants generally agreed that any major disruption would most likely derive from an external shock that might negatively affect China's economic situation and possibly ignite collateral internal disruption via domestic unrest or leadership division. The group concurred that the Chinese leadership has sufficient strength and cohesion to manage most forms of internal disruption, or at least to adapt quickly and effectively to those that arise.

This chapter analyses the development in the civil realm of environmental politics in Shanghai. This study is an effort to identify environmental communities based on Mary Douglas's grid/group theory and an attempt to comprehend the nature of the dynamic interaction of the private and the public spheres, particularly within the public sphere between the state (the Shanghai government) and ethical social entities (environmental NGOs and other social groups). The contribution of the study lies in its revelation of how the civil realm in Shanghai has developed with a self - capacity to redress environmentally unfriendly policies over the last decade. Fieldwork carried out in 2002 identified a number of environmental Non Governmental Organisations, NGOs, and other social groups in Shanghai. It proved to be possible to highlight the recent emergence of environmental NGOs, including university students based organisations. The study evaluates how these groups have evolved and have survived in the transitional period in alliance with Government Organised NGOs, GONGOs, local communities (shequ), the media, international NGOs and the government. Although these environmental groups now commit themselves to various environmental issues, Shanghai does not have any particular NGO mainly engaged in freshwater issues. It is concluded that a collaboration of GONGOs, NGOs, and various environmental groups alongside international NGOs has led to the formation of a civil force that impacts Shanghai's environmental policy - making.

5187. Ten Years Since Oslo: The PLO's "People's War" Strategy and Israel's Inadequate Response

Israel and the PLO have been confronting each other according to completely different paradigms of conflict. Since the late 1960s, the PLO has adopted a "people's war" paradigm that continued to guide its policies even after the signing of the 1993 Oslo Accords. According to the "people's war" paradigm, borrowed from Marxist-Leninist traditions in China and Vietnam, conflict is waged on both the political and military levels, but for militarily weaker guerilla groups, political conflict is more important, especially the delegitimization of an adversary and the division of his society. Prior to 1993, Israel largely responded to the PLO militarily as a terrorist threat, but not politically. After 1993, with the PLO "renouncing" terrorism, Israel embraced the PLO leadership and ignored the signs that the PLO was still engaged in political warfare against it (incitement, reluctance to alter PLO Covenant, UN votes, textbooks). Israeli governments later complained about these symptoms of political warfare, without identifying the cause. Established Israeli traditions place undue emphasis on the narrowly-framed military approach to the detriment of the political, which leaves Israel particularly vulnerable to broad-based strategic deception. Israeli policy-makers must reexamine the assumptions upon which they have based political and military policy over the last decade.

5188. The United States, China, and Taiwan: A Future With Hope

You have clearly worked over the complicated relationship between Taiwan and China. I can only try to build on what Dr. Lin Chong--pin and Mr. Rostow have already described so lucidly. I would like to point out first that China chooses, for both tactical and emotional reasons, to place a special heavy emphasis on its relationship with Taiwan and to its point that Taiwan is part of China. Emotional, because this stirs up nationalism among a skeptical Chinese elite who have lost ideology. Tactical, because driving home the unity and sovereignty themes forces the U.S. on the defensive, i.e., the U.S. interferes in China's internal affairs, a cardinal sin in China's own lexicon. In reality, however, China has been practical. For almost fifty years Chinese propaganda has focused on Taiwan as a pure target, but objective circumstances have changed and so has China's strategy. China took over the Ta Chen Islands peacefully in 1954, its last significant territorial acquisition in the Taiwan Strait. Its later more militaristic approach against a well--defended Quemoy (Chin men) failed in 1958, and China retreated with much bluster and firing of cannons, many of them empty.

The title of my contribution to this discussion raises a point that is easy to overlook in discussions relating to the legal status of the Republic of China (ROC) on Taiwan. The range of options across the Strait is not confined, as the title of this conference suggests, to the reunification of China or Taiwan's independence, although either of these is obviously a possibility. A more likely option, in my judgment, is some future status for the ROC which involves neither incorporation into the People's Republic of China nor the challenging step of a declaration of “independence” as the Republic of Taiwan. This third option embraces a multiplicity of status shadings involving a continuing evolution of the ROC's current status of de facto independence. It is this option that I would like to address.

Abstract:
Do increases in China's exports reduce exports of other emerging Asian economies? We find that correlations between Chinese export growth and that of other emerging Asian economies are actually positive (though usually not significant), even after controlling for trading-partner income growth and real effective exchange rates. We also present results from a VAR estimation of aggregate trade equations on the relative importance of foreign income and exchange rates in determining Asian export growth. Although exchange rates do matter for export performance, the income growth of trading partners matters even more. In addition, we examine specific products and find evidence that a considerable shifting of trade patterns is taking place, consistent with a 'flying geese' pattern in which China and ASEAN-4 move into the product space vacated by the NIEs. Our results suggest that China and emerging Asia are both comrades (overall) and competitors (in specific products).

The Central Asian political landscape yields few signs of an impending storm in the near term. The absence of threats to the status quo, however, does not mean that it is acceptable or that it represents a stable political equilibrium in the region. Leadership succession in Central Asia bears watching for several reasons: as a precedent-setting process, it will provide the key missing element for the emerging political structures of the Central Asian states the tenure of the next generation will either make up for the shortcomings of its predecessors or aggravate them in the event of the latter, the stage will be set in Central Asia for more radical changes that could reverberate far beyond remote regional boundaries.

China's accelerated push to modernize the People's Liberation Army (PLA) raises two important questions: What impact will such change have upon the PLA image, status, and role in Chinese society? And how will Chinese military modernization affect the strategic interests and security concerns of the United States and China's neighbors in the region? Making the PLA into a more professional, technologically proficient force would certainly strengthen its capability to perform national defense, regional security, and other externally oriented missions more effectively. But modernization could also significantly change internal PLA demographics, resulting in a drastic alteration of the social contract that has traditionally existed between China's military and civilian society.

Abstract:
Clearly, Washington and Beijing do not see eye to eye on North Korea. From the U.S. perspective, North Korea is a rogue state (one that is still technically a U.S. enemy, to boot), with an announced intent to develop further its nuclear capability and acquire nuclear weapons—in spite of formal agreements in which Pyongyang promised not to engage in such pursuits. Pyongyang's rhetoric and behavior highlight its willingness to use nuclear blackmail as a tool for achieving its aims. It has heightened tensions by implying that it might export nuclear weapons or fissile material if its needs are not met. Summed up, North Korea poses a tangible, real-time threat to U.S. allies in East Asia and to U.S. national security interests.

5194. 'Oil for the Lamps of China'—Beijing's 21st Century Search for Energy

Abstract:
In 1933, Alice Tisdale Hobart, wife of the Standard Oil Company of New Jersey manager in Nanking, published Oil for the Lamps of China. Hobart had traveled widely in China and proved to be a very observant imperialist. Her fictional account of her experiences, not surprisingly, focused on the role played by Western businessmen, especially those engaged in importing and selling petroleum products. One thread that runs through her work is Chinese dependence on foreign sources of energy supplies, which remains the case today. This dependence on foreign- controlled sources means that Beijing's efforts to ensure the availability of energy resources adequate to fuel the nation's economic growth have important national security implications.

The spread of Severe Acute Respiratory Syndrome—the SARS virus—throughout China is a phenomenon that had previously been denied by authorities and had gone unreported. But the penetration of the disease is now being admitted publicly, and efforts to combat it have begun. While the immediate epidemic in Beijing appears to be in decline, the fear remains that the spread of SARS within China will still be difficult—and maybe impossible—to control, let alone to eliminate. World Health Organization (WHO) officials admit that what happens in China will “make or break” the course of the epidemic. China's neighbors, and particularly Hong Kong, worry that a failure to curtail the virus will inevitably result in a fresh round of crossborder infection, further intensifying the already grave economic impact of SARS on the region. At worst, a sustained epidemic could bring China's opening-up to the outside world to a screeching halt.

Could Taiwan's voters elect a pro-unification candidate in 2004? Can the challenger, Kuomintang chairman Lien Chan, put together an electoral consensus of ethnic mainlanders, Hakkas and ethnic Taiwanese investors in China that will begin the process of moving Taiwan into the embrace of the People's Republic of China? The polls indicate it could be a fifty-fifty proposition, especially if the campaign's focus is the economy—not national identity. Washington should begin to consider its substantial strategic stake in Taiwan, and rethink the message that its diplomats in Taipei are sending Taiwan's public.
