Abstract:
Since their economic development got under way, the ASEAN countries - which essentially manufacture labour-intensive products - have been marked by strong regional integration brought about by the segmentation of the production process engaged in by Japanese companies. In these countries, successive relocations resulted in de facto economic integration at a time when various political groupings intent on blocking the development of communism were also emerging. Since joining the WTO, China - the world's workshop - has become the hub for trade with the developed countries. In the face of such competition, the ASEAN countries will have to show their capacity to maintain their position in the value chain represented by the production of all of the Asian countries.

Abstract:
“Globalization” has become a fashionable term, and is itself as globalized as McDonald's, the Internet and the film Titanic. So wherever in the West or the East, in developing or developed countries, or in capitalist or socialist countries, people are talking about “globalization,” so too are they doing in China. All popular theories in the West tend to have repercussions in China sooner or later, as the examples of modernization theory, postmodern theory and globalization theory demonstrate. Modernization theory, which prevailed in the West in the 1950s and 1960s, did not become popular in China until the 1980s, while globalization theory, which came to prominence in the West in the early 1990s, has been a hot topic in China since the mid-1990s. This fact itself is a good indicator that globalization has been an inevitable trend shaping the development process of the world, including China. Having introduced reforms that open the country's economy to the world markets, and as an active member of the international community, China is necessarily facing the effects of globalization. As a result, Chinese politicians and scholars are posing questions about how to respond to the challenges and opportunities that globalization presents.

Abstract:
This paper is a guide to the historical arguments made by the primary parties to the Tibet-China conflict. Given the polarization that has characterized this issue for decades, it is surprising that little has been done to analyze or at least disentangle the strands of historical argumentation that the parties have been using. This paper attempts to do this by relying as much as possible on the key assertions as they have been framed in Chinese and Tibetan sources. Chinese- and Tibetan-language materials dealing with the historical status of Tibet are often more detailed and better documented, and hew more closely than English-language materials do to the thinking of the people most directly concerned with (and affected by) the Tibet-China conflict.

Abstract:
Since the mid-1990s, China's state leadership has adopted a policy of nurturing the competitiveness of large state-owned industrial enterprises. The implications of this policy have been a matter of debate in the literature. This paper seeks to provide some useful input into the debate. With a view of investigating into the potential of long-term development of large enterprises, we estimate the “sequential production technology” in computing the Malmquist productivity index for various size-groups of enterprises in Chinese industry. Our findings indicate that large enterprises did register the fastest productivity growth and improvement in technical efficiency in the 1994-97 period. It thus appears that large-scale, mainly state-owned Chinese enterprises have exhibited the potential of m a king noticeable improvements and the relevant state policy does have its justification.

5106. China's Nexus of Foreign Trade and Economic Growth: Making Sense of the Anomaly

Abstract:
Using a range of specifications that are standard in the relevant literature, this paper finds that China's rapid and sustained economic growth in the reform era has tended to be negatively correlated with its export growth and positively correlated with its import growth. This finding runs counter to widely -held perceptions on China's nexus of foreign trade and economic growth, and thus presents a serious challenge for interpretation. On the basis of some further regression analyses, and drawing on a number of applied studies on the subject matter, the paper argues that the finding is plausible and of complex ramifications. The conclusion which this paper arrives at, therefore, is that the Chinese experience has tended to be a case of strategic integration into the world market, rather than conforming to the standard neoclassical thesis of trade regime neutrality.

5107. Assessing the Role of Foreign Direct Investment in China's Economic Development: Macro Indicators and Insights from Sectoral-Regional Analyses'

Abstract:
The objective of this paper is to assess the role of FDI in China's economic development with reference to the broader literature on FDI and late development. Three main findings come out from the analyses in the paper. First, it is found that FDI tends to promote the improvement in allocative efficiency, while having a negative impact on productive efficiency. Second, insofar as FDI does promote overall productivity growth, this tends to be a matter of cumulative causation rather than one of single-direction causation. Third, in the context of a comparative analysis of two distinctive regional models, it is found that the economic impact of FDI tends to be more favourable in the inward-looking, capital-deepening pattern of development (the 'Shanghai model') than that in the export-oriented, labour-intensive pattern (the 'Guangdong model'). Further analyses, however, suggest that the 'Shanghai model' has its intrinsic problems of sustainability. The scope for applying it to China as a whole is thus judged to be limited.

5109. Is China "Exporting Deflation"?

Abstract:
In the past few years, observers increasingly have pointed to China as a source of downward pressure on global prices. This paper evaluates the theoretical and empirical evidence bearing on the question of whether China's buoyant export growth has led to significant changes in the inflation performance of its trading partners. This evidence suggests that the impact of Chinese exports on global prices has been, while non-negligible, fairly modest. On a priori grounds, our theoretical analysis suggests that China's economy is still too small relative to the world economy to have much effect on global inflation: a back-of-the-envelope calculation puts that effect at about 1/3 percentage point in recent years. In terms of the empirical evidence, we identify a statistically significant effect of U.S. imports from China on U.S. import prices, but given the size of this effect and the relatively low share of imports in U.S. GDP, the ultimate impact on the U.S. consumer prices has likely been quite small. Moreover, imports from China had little apparent effect on U.S. producer prices. Finally, using a multi-country database of trade transactions, we estimate that since 1993, Chinese exports lowered annual import inflation in a large set of economies by 1/4 percentage point or less on average, similar to the prediction of our theoretical model.

5110. Shaping U.S. Policy on Africa: Pillars of a New Strategy

Abstract:
In the four decades since most African states achieved independence, the continent has never been a foreign policy priority for the United States. During the early years of American engagement with Africa, Washington focused its attention on preventing communist countries from gaining major military bases or monopolistic concessions over any of the continent's important strategic minerals. Although the United States provided large amounts of development assistance and food aid to a number of African states, most American interest and support was directed toward African countries and leaders who were regarded as Cold War allies. In those countries still struggling for independence, the United States usually supported African insurgents who were pro-Western and anticommunist in their orientation. In South Africa and Namibia, Washington generally professed great sympathy for eventual majority rule and independence but largely supported the status quo out of fear that liberation groups allied with the Soviet Union or China would win power in any political transition.

While much of the world is fixated on China's booming economic growth and its ravenous appetite for energy, untidy diplomatic loose ends in the form of territorial disputes with neighbors have many of the countries bordering the Asian giant nervous. Though Beijing's claims over Taiwan remain the focus of world attention, China is embroiled in unresolved territorial maritime and land issues with no less than thirteen of its neighbors. Given that China's military capability is growing apace with its economy, the potential for military conflict over the disputed regions is similarly on the rise. While China up to now has attempted to address these issues diplomatically, the fact that many of the unresolved border disputes involve potential energy reserves might prompt China to use military force to resolve issues of strategic economic interest.

The soon-to-be-announced appointment of former Vice-Foreign Minister Wang Yi as Chinese Ambassador to Japan is emblematic of efforts by the Hu Jintao-Wen Jiabao leadership to improve Sino-Japanese relationship. In the past year, bilateral ties have deteriorated due to a host of issues ranging from “the question of history” – and compensation for World War II-related damages – to altercations over rights to oil and gas under the East China Sea. Protests by nationalistic Chinese groupings outside the Japanese Embassy in Beijing, banned until about two years ago, have become almost routine. Ugly scenes at a recent soccer match between the two national teams in the Chinese capital demonstrated the hostility with which many Chinese regard their nextdoor neighbor. And in Japan, the “China threat” theory is fast gaining ground owing to the perception that an economically and militarily strong China is throwing its weight around and threatening Japanese interests everywhere.

Although the Chinese leadership faces no electoral contenders, Beijing will soon have to deal with two uncertain but crucial elections in the next four months, the consequences of which could have serious implications for China's internal political cohesiveness as well as regional stability. In April, the European Union (EU) dodged a bullet by refusing to take up the issue of overturning its 15-year-old ban on selling arms to China. Supporters of lifting the embargo, led by France and Germany, are unlikely to abandon their quest, however, and the issue will likely come up again for review, perhaps as early as this summer. If it lifts the ban, the EU risks further damaging a transatlantic alliance already strained over Iraq and other issues, with very little likelihood that its defense industry would see much, if any, benefit.

The unusually effusive reception that the Chinese leadership accorded Dear Leader Kim Jong-Il last week has buttressed speculation that Beijing and Pyongyang probably reached some form of a deal even prior to the long awaited visit. According to diplomatic sources in Beijing, Kim agreed during discussions with his Chinese hosts to take a “more serious and proactive stance” toward the ongoing six-nation talks on dismantling his country's weapons of mass destruction (WMD). Moreover, the sources said the reclusive leader pledged that unless there was further “provocation” from the United States, Pyongyang would not engage in tension raising gimmicks such as testing bombs or missiles. And, at least for the time being, a freeze would be put on the development of new WMD.

As is typical, Beijing is seeking to maximize its diplomatic gains for reasons related to national prestige and regional stability. What is new, however, is that the two leaders are trying to achieve these goals by having China act as a status quo power rather than through revisionist behavior. This change is vividly reflected in the fact that China has proven more willing to cooperate with the United States and is more determined to pressure North Korea. This brief article attempts to evaluate some of the domestic and international factors that are driving China to sponsor the six-party talks. conflicts on the Peninsula.with severe security implications for China. In the last few years two schools of thought have emerged in Beijing with respect to Chinese policy toward the DPRK. The first of these is the .buffer zone. school. It argues that, Pyongyang.s ill intentions and unpredictable adventurism notwithstanding, North Korea.s very existence remains of great strategic value to a China whose worst security nightmare is that of another Korean war. Moreover, any regime change that might occur in the DPRK as a result of war could bring the deployment of U.S. troops to positions close to the Sino-Korean borders. And taking into consideration a possible showdown between China and the United States in the Taiwan Strait, this could result in a hostile military presence right on China.s doorstep. Indeed, it was precisely this worst case scenario that China fought a war fifty-four years ago to prevent.

There has been much talk lately about the changing role of China on the Korean peninsula. China's proactive diplomacy during the second standoff over nuclear weapons between the United States and the Democratic People's Republic of Korea (DPRK) stands in marked contrast to the risk-averse “who me?” posture it held during the conflict of the early 1990s that culminated in the U.S.-DPRK Agreed Framework on October 21, 1994. In that earlier conflict, the Chinese opted to sit on the sidelines with the familiar refrain that this was a dispute to be resolved bilaterally between Washington and Pyongyang. In the latest (second) nuclear standoff, China has played the primary catalytic role of facilitating bi-trilateral (DPRK-U.S.-China) and multilateral six-nation dialogues among all the Northeast Asian concerned states, drawing North Korea into a sui generis regional multilateral setting that it had previously sworn off in a quest for bilateral negotiations with the United States. In this process, the People's Republic of China (PRC) and the Republic of Korea (ROK) have increasingly come into virtual geopolitical alignment, in tandem with the straining and fracturing of the ROK-US alliance.

Beginning in 2003, Chinese leaders began a new stage in China's efforts to define China's approach toward its neighboring countries and what China's approach meant for the United States and US interests in Asia and the world. Premier Wen Jiabao addressed the topic of China's peaceful rise in a speech in New York on December 9, 2003. Despite such high level pronouncements, the exact purpose and scope of the new emphasis on China's “peaceful rise” remained less than clear to Chinese and foreign specialists. Consultations in May 2004 with 50 Chinese officials and non-government specialists closely involved in this issue helped to clarify the state of play in Chinese decision-making circles regarding China's peaceful rise and what it meant for China's approach to Korea and the rest of Asia and for US interests and policy in the region.

At the end of the day, missile defense is and should be here to stay as a key element of U.S., and in all likelihood, European defense strategy for the twenty-first century. The threats are real and there is an emerging consensus about creating defenses against it. While the “macro” issues of ABM withdrawal and initial fielding of the U.S. midcourse segment are behind us, there are very legitimate issues that warrant debate on both sides of the Atlantic. We now need to focus on making the right choices to provide a better balance of capabilities between various strategic, regional, force protection, and homeland security needs. Moreover, U.S.-European engagement on missile defense is potentially, but not inevitably, a win-win proposition—binding alliance partners together geo-politically, creating a layered, multi-national plug and play “system of system” architecture, and enhancing our ability to fight wars together. And, an enhanced coalition war fighting capability is likely to have beneficial spillover effects on the broader Transatlantic relationship; it is axiomatic that countries that fight wars together tend to have congruent interests in a range of areas. But for this to happen, Europe needs to begin to seriously consider its missile defense needs soon and apply resources to the task and the United States needs to resolve the underlying technology transfer issues and questions of roles and responsibilities. Thus, with hard work and good will, multi-national cooperation between the United States and its allies offers “win-win” from the standpoint of strengthening the alliance and our mutual security.

His article ranged across economic, political and strategic issues but his overall conclusion was that China's importance had been greatly exaggerated. Over a span of several years, China's relations with the nations of Southeast Asia have shifted in quiet increments. The accumulated effect, however, has been profound. A concerted diplomatic effort to woo countries of the Association of Southeast Asian Nations (ASEAN), which now includes all countries in the region excepting East Timor, has reaped multiple benefits for Beijing. It is beginning to alter the political balance in the region as alignments with extra-regional powers are shifting, however subtly. In some aspects, the change is more dramatic. Economic relations have expanded rapidly; for example, trade between China and Southeast Asia is seventeen times larger today than it was twenty-five years ago.

A remarkable improvement has taken place in U.S.–China relations during the past fourteen months, largely as a result of the 2001 terrorist attacks. Both sides have developed strong incentives to downplay their differences and seek common ground in a variety of areas, particularly the struggle against terrorism. If properly managed, this situation could lead to a more stable, mutually beneficial relationship during the next several years. However, the major obstacle to reaching this objective remains the Taiwan issue, which continues to exhibit highly destabilizing trends. In particular, political and social dynamics on Taiwan, Beijing's steady accumulation of military power, and the rapidly deepening U.S.–Taiwan security relationship could combine to increase the likelihood of conflict within the next five to seven years. To avoid this, and to establish a more sustainable basis for improved U.S.–China relations, the U.S. government must undertake policy changes, beginning with a serious effort to negotiate mutual arms reductions across the Taiwan Strait.

China's economy is four times the size of Taiwan's and apparently growing at a faster rate; that economic disparity between China and Taiwan could eventually lead to a military disparity as well. Nonetheless, even an informal U.S. security guarantee for Taiwan against nuclear-armed China is ill-advised. Taiwan is not strategically essential to America's national security. Moreover, China has significant incentives to avoid attacking Taiwan. Perhaps the most crucial is that hostile behavior toward Taiwan would jeopardize China's increasing economic linkage with the United States and other key countries.

Where I live, on the West Coast of the United States, and teach, at the University of California, Europe seems far away. Geographically we are closer to Latin America and Asia. Ethnically, Californians of Hispanic and Asian-American descent are increasingly numerous. Within 20 years, residents of European origin will be a minority; already they are a minority of the undergraduates enrolling at Berkeley. Economically as well, we look to Asia. It is in California where the largest number of container ships arriving from Asia are unloaded, and it is across the Pacific, and in China in particular, that most of those containers originate.

Models of economic geography predict that transportation costs directly affect demand for goods and the supply of intermediate inputs. One of the reasons that international trade is concentrated in the coastal provinces of China is that they have lower transportation costs in transporting goods to other countries than do provinces in the interior. This paper examines the relationship between the provincial wage rate and each province's access to international markets, and to suppliers of intermediate inputs. A gravity equation is first estimated to construct these 'market access' and 'supplier access' variables. In the second stage, the effect of market access and supplier access on the wage rate is estimated. It is found that about one quarter of the provincial wage differences in the coastal provinces and 15 per cent of the wage differences in the interior provinces can be explained by these economic geography variables.

The paper tests for external effects of local economic activity on consumption and income growth at the farm household level using panel data from four provinces of post-reform rural China. The tests allow for nonstationary fixed effects in the consumption growth process. Evidence is found of geographic externalities, stemming from spillover effects of the level and composition of local economic activity and private returns to local human and physical infrastructure endowments. The results suggest an explanation for rural underdevelopment arising from underinvestment in certain externality-generating activities, of which agricultural development emerges as the most important.

This paper offers an economic assessment of the opportunities and challenges provided by the WTO's Doha Development Agenda, particularly through agricultural trade liberalization, for low-income countries seeking to trade their way out of poverty. After discussing links between poverty, economic growth and trade, it reports modelling results showing that farm product markets remain the most costly of all goods market distortions in world trade. It focuses on what such reform might mean for countries of South Asia and sub-Saharan Africa in particular, both without and with their involvement in the MTN reform process. What becomes clear is that if those countries want to maximize their benefits from the Doha round, they need also to free up their own domestic product and factor markets so their farmers are better able to take advantage of new market-opening opportunities abroad. Other concerns of low-income countries about farm trade reform also are addressed: whether there would be losses associated with tariff preference erosion, whether food-importing countries would suffer from higher food prices in international markets, whether China's WTO accession will provide an example of trade reform aggravating poverty via cuts to prices received by Chinese farmers, and the impact on food security and poverty alleviation. The paper concludes with lessons of relevance for low-income countries for their own domestic and trade policies.

President Bush's recent offer to provide Pyongyang with written assurances that the U.S. does not intend to attack North Korea and the North's willingness “to consider” this offer provide the basis, however tentative and contentious, for a negotiated solution to the current nuclear stand-off on the Korean Peninsula.
