- Over the past decade the international political system has evolved into a state of great power rivalry in which the United States is challenged for international leadership by a rising China and a rapidly re-arming, revanchist Russia. A new militant nationalism is spreading across the globe; democracy appears to be in retreat as aggrieved populations turn to populist authoritarianism as a remedy. This rising political and strategic competition has now crossed over into the international development space.

- Abstract:
- The Chinese soldier who pushed the Indian Colonel Santosh Babu (who tragically died) and thereby triggered the violent clash between Chinese and Indian soldiers in mid-June 2020 should be court-martialed. Both sides suffered casualties, the worst since 1975. This one push by one Chinese soldier has set back China-India relations severely, undermining all the good work that had been done over several years by Prime Minister Manmohan Singh and Premier Wen Jiabao, as well as by Prime Minister Narendra Modi and President Xi Jinping. Equally importantly, it has reinforced a growing belief, especially in the western world, that as China’s economy becomes stronger and stronger, China will abandon its “peaceful rise” and behave as a militarily expansionist power. This could well happen. It would be naive to believe otherwise. However, a deep study of Chinese history and culture would also show that the continuation of a peaceful rise is equally plausible.

- Philippines, which lasted from May to October 2017, constitutes a watershed moment in the evolution of the terrorist threat in Southeast Asia. Pro–Islamic State of Iraq and the Levant (ISIL) militants threatened to turn Marawi into “the Mosul of Southeast Asia,” with their astounding ability to operate large groups capable of controlling territory and exposing the inadequacy of the region’s security services. Although member countries of the Association of Southeast Asian Nations (ASEAN) had pondered the question of possible participation by their armed forces in counterterrorism well before the Battle, it is undeniable that Marawi has become the catalyst behind the regional drive to militarize counterterrorism efforts in Southeast Asia. Cooperative frameworks furnished by ASEAN have since taken on added significance, especially the defense-oriented arrangements that bring together the defense establishments and armed forces of the ASEAN countries as well as those of external powers including China, India, Japan, and the United States. The growing militarization of counterterrorism efforts will neither be easy nor straightforward, given longstanding regional sensitivities and the potentially diversive ramifications that excessive securitization could have for democratic life within ASEAN countries.

- Technology contains no inherent moral directive—it empowers people, whatever their intent, good or evil. This has always been true: when bronze implements supplanted those made of stone, the ancient world got scythes and awls, but also swords and battle-axes. The novelty of our present situation is that modern technology can provide small groups of people with much greater lethality than ever before. We now have to worry that private parties might gain access to weapons that are as destructive as—or possibly even more destructive than—those held by any nation-state. A handful of people, perhaps even a single individual, could have the ability to kill millions or even billions.

- In Great Game, Local Rules the New Great Power Contest in Central Asia, Alexander Cooley develops an excellent analytical framework for looking at the activities of China, Russia and the United States in Central Asia. Cooley offers three broad arguments. First, he observes that the three big powers have pursued different goals in Central Asia, which has meant that their interests do not necessarily conflict. China's main objective has been to stabilize Xinjiang by ensuring cooperative relationships on Xinjiang's border. This prompted beijing to resolve border disputes with kyrgyzstan, Tajikistan and kazakhstan on favorable terms for its Central Asian neighbors. The U.S. has sought to stabilize Afghanistan by establishing supply and base arrangements in Central Asia. Despite the ups and downs with Tashkent which led to the closing of the U.S. base at karshi khanabad in 2005, washington has largely achieved its objectives in the region. Russia has sought to remain the major power or hegemon in the region. Despite this ambitious goal, Moscow has been willing to accept efforts by the U.S. to establish bases in Central Asia because it also is interested in containing, if not defeating the Taliban in Afghanistan.

- The global financial crisis triggered by the fall of Lehman Brothers in 2008 and its aftermath in the subsequent five years has made visible and telling two new realities of the 21st century. First, the United States and its western allies no longer represent the single canonical example of the economic and political model of a free market democracy that other countries ought to strive to imitate. The crisis was triggered in the United States in part by a failure of monetary and financial regulatory policy; many emerging market economies, including China, India and Brazil, recovered relatively quickly from the global crisis in part due to so-called heterodox policies inconsistent with the U.S. model. Second, the global economy is no longer dependent on growth in the traditional western democracies; it is growth in China and other emerging market economies that has fueled the global recovery. For the first time in over 100 years, there is convergence between the per capita incomes of the richest and at least some large developing countries.

- For the Department of Defense (DOD), the most important difference between Operation Iraqi Freedom (OIF) in Iraq and Operation Enduring Freedom (OEF) in Afghanistan is neither cultural nor political, but logistical. Admiral Mike Mullen, former Chairman of the Joint Chiefs of Staff, summed up the difference with terse precision: “We don't have a Kuwait.” Lacking a secure staging ground adjacent to the theater of operations exponentially complicates getting materiel to and from forward operating bases (FOBs) and combat outposts (COPs), in turn requiring a longer and more complex logistical supply chain. Landlocked among non– International Security Assistance Force (ISAF) states, unstable allies (Pakistan and China to the east, Kyrgystan and Uzbekistan to the north), and regional “rogue states” (Iran), Afghanistan is, for logistical operations, a desert island.

- As the United States resets in the wake of Iraq and Afghanistan, and in the face of growing uncertainty in the South China Sea, a good and important debate is occurring about how best to provide for our national security. Reasonable arguments can be made about the threats posed by potential peer competitors such as China, rogue nations such as North Korea, and prospective revisionist powers such as Russia. Arguments can be made about threats arising from political instability or intrastate conflicts, such as in Pakistan, Uganda, and Syria. Arguments can also be made about the threats posed by jihadi terror groups, organized crime syndicates, and drug trafficking organizations. The dangers highlighted by any one of these arguments are real and perhaps grave. They are not, however, novel.

- In June 2010, the sacking of Secretary of Justice Romeu Tuma Júnior for allegedly being an agent of the Chinese mafia rocked Brazilian politics. Three years earlier, in July 2007, the head of the Colombian national police, General Oscar Naranjo, made the striking proclamation that “the arrival of the Chinese and Russian mafias in Mexico and all of the countries in the Americas is more than just speculation.” although, to date, the expansion of criminal ties between the People's Republic of China (PRC) and Latin America has lagged behind the exponential growth of trade and investment between the two regions, the incidents mentioned above highlight that criminal activity between the regions are becoming an increasingly problematic by-product of expanding China–Latin America interactions, with troubling implications for both regions.

- State-building—external efforts to influence the domestic authority structures of other states— is arguably the central foreign policy challenge of the contemporary era. The principal security threat of the last several centuries—war among the major powers—is gone, primarily because of nuclear weapons. At the same time, the relationship between underlying capacity and the ability to do harm has become attenuated because of the actual and potential proliferation of weapons of mass destruction. North Korea, with a fraction of the gross domestic product of any one of its neighbors, could kill millions of people in China, Japan, or Russia. Biological or nuclear weapons could fall into the hands of transnational terrorist organizations. Anxiety about the relationship between failed or malevolent states and transnational terrorism will not disappear despite the recognition that there can be training camps in Oregon as well as Kandahar. Perhaps more than at any point in the several-hundred-year history of the modern state system, policymakers are confronted with the uncertainty—not a specific known risk—of the small probability of a bad outcome. It is an uncertainty that they cannot ignore, and state-building will be part of the program.

- Gideon Rachman has an intriguing notion. The broad assumptions of most analyses of world politics since 1989—that the major and middle powers of the world are agreed on a set of shared interests, that globalization has created a positive-sum context in which all can benefit at the same time, that a sort of modern alliance of likeminded states opposed to major conflict and other annoyances such as terrorism and environmental degradation will work to preserve stability—may be breaking down. The “international political system has . . . entered a period of dangerous instability and profound change,” he writes, which will fracture the foundations of the positive-sum, like-minded-powers world.
