- Chinese physician Dr. Wang Shuping predicted the HIV epidemic among Henan peasant blood sellers and eventually raised the alarm all the way to Beijing when local and provincial authorities ignored the rapid spread of HIV among the sellers. This heroic and far-sighted woman became my most important informant on the HIV epidemic when I worked in the Environment, Science and Technology Section of U.S. Embassy Beijing 1996 – 2001.

- Europe has become a major target of China’s push to acquire advanced key technologies. These technologies support the development of dual-use products with civilian as well as military applications, a development that is in line with China’s efforts towards civil-military integration. The EU has been slow to wake up to this trend. Despite recent efforts, including those to set up a tighter investment screening mechanism, it still lacks strong coordinated regulations to protect its research and technologies. Even more importantly, the author of our newest China Global Security Tracker, MERICS researcher Helena Legarda, warns that Europe lacks a clear policy or strategy to keep up with China’s ambitions in this area. Joint European initiatives providing strategic guidance and adequate funding for innovation in dual-use technologies will be needed to not only preserve but to advance the EU’s scientific and engineering expertise. The China Global Security Tracker is a bi-annual publication as part of the China Security Project in cooperation between Mercator Institute for China Studies (MERICS) and the International Institute for Strategic Studies (IISS). This issue also features the Trump administration’s tightened export controls in response to China’s civil-military integration efforts, and it tracks other security developments in China in the second half of 2018, from the launch of a number of new defense systems to an increase in China’s military diplomacy activities around the world.

- China has become the largest lender to developing countries, and a major investor there too. As a result, it has a major stake in many countries facing political and economic instability. Western policymakers involved in responding to instability and crises overseas need to understand how China navigates these situations. China’s approach is similar in some respects to that of Western states, but there are also important differences. China’s policy towards countries facing political and economic instability is driven by four main concerns: It seeks to strengthen and maintain its partnerships with those countries to ensure they remain open to and supportive of the Chinese government and its businesses. China is determined to protect its financial interests, businesses and citizens from the harms that result from instability. It is concerned to see its loans repaid, its investments secure, its workers safe and its supply chains undisrupted. It wants to maintain its narrative of non-interference. Any intervention in the politics or policies of its partner states must be seen as being at the invitation of their governments (although China may pressure its partners for consent). China wants to increase its influence in the world, independently and distinctively. It is increasingly proactive in its response to instability in partner countries. Some responses seek to address the instability directly; other responses are intended to protect Chinese interests in spite of the instability. This paper analyses the political economy of China’s responses to instability, identifies the types of responses China undertakes, and assesses these responses.

5. China’s evolving nuclear export control regime

- The Chinese nuclear industry is actively pursuing international trade under China’s new “Go Global” policy. This development could strain Chinese nuclear export control systems in the coming decades. This paper investigates the evolution of the Chinese nuclear export control regime from the late 1970s to the present, describes the current state of the Chinese export control system, and investigates recent Chinese efforts to build a more robust system. It finds that although the Chinese strategic export control systems have grown tremendously since they first took shape and the capacity of the government to implement these controls has grown as well, significant improvements in both the legal basis for the controls and the capacity of institutions involved are still needed, including in how current laws define exports, in how government bodies are equipped to investigate violations, and in how violations are prosecuted. The Ministry of the Commerce is preparing a new “Export Control Law” that is expected to come into effect soon and to provide the basis for more robust controls that address many of the deficiencies identified above. The Chinese government’s growing commitment to undertaking its international obligations and safeguarding the peaceful use of nuclear energy provides reason for optimism, but in the near term, the effectiveness of these corrective efforts will depend on the completion, implementation, and enforcement of the new law.

6. Do as I Say, and as I Do: Chinese Leadership in Nuclear Security

- This paper analyzes China’s words and actions regarding the Nuclear Security Summits to better understand what Chinese leadership on nuclear security could look like in the future. It finds that China accomplished the many things it said it would do during the summit process. The paper also explores how China’s policy and actions in other nuclear arenas could be paired with Chinese nuclear security policy to form a coherent agenda for nuclear risk reduction writ large. Consequently, the paper addresses how China doing as it says and does – per nuclear security – may be used as a way in which to inform its future nuclear security roles and responsibilities. In particular, it assesses China’s opportunities to assume a leadership role within this crucial international security issue area, especially at a time where U.S. leadership has waned.

7. Cautious Bully: Reputation, Resolve, and Beijing's Use of Coercion in the South China Sea

- Since 1990, China has used coercion in its maritime territorial disputes in the South China Sea, despite adverse implications for its image. China is curiously selective in its timing, targets, and tools of coercion: China rarely employs military coercion, and it does not coerce all countries that pose similar threats. An examination of newly available primary documents and hundreds of hours of interviews with Chinese officials to trace the decisionmaking processes behind China's use and nonuse of coercion reveals a new theory of when, why, and how China employs coercion against other states, especially in the South China Sea. Contrary to conventional wisdom, the findings show that China is a cautious bully that does not use coercion frequently. In addition, when China becomes stronger, it tends to use military coercion less often, choosing instead nonmilitary tools. Moreover, concerns with its reputation for resolve and with economic cost are critical elements of Chinese decisionmaking regarding the costs and benefits of coercing its neighbors. China often coerces one target to deter others—“killing the chicken to scare the monkey.” These findings have important implications for how scholars understand states' coercive strategies and the future of Chinese behavior in the region and beyond.

8. Guardians of the Belt and Road: The Internationalization of China's private security companies

- Chinese private security companies are going global to protect the country's assets and citizens, in the sometimes unstable countries linked to Beijing's Belt and Road Initiative. Following the build-up of infrastructure and investment projects along China’s extensive Belt and Road Initiative (BRI), private security companies from China are also increasingly going global – to protect Chinese assets and the growing number of Chinese nationals living and working in countries along the BRI, in sometimes unstable regions. Out of the 5,000 registered Chinese private security companies, 20 provide international services, employing 3,200 security personnel in countries like Iraq, Sudan and Pakistan. The impact of this newly developing Chinese activity abroad is analyzed in this MERICS China Monitor. Chinese private security companies’ international activities pose a challenge to European interests as they are often largely unregulated and their security staff are often inexperienced in dealing with serious conflict situations and combat. EU policymakers, thus, are called upon to encourage and assist Beijing to pass laws regulating Chinese private security companies’ activities overseas.

- The focus of this issue of the China Global Security Tracker is the growing threat that China’s rapid military modernization presents to Taiwan. The People’s Liberation Army has demonstrated its new capabilities through aggressive maneuvers over the last few months, simulating an attack on Taiwan. China’s party and state leader Xi Jinping has left no doubt that he views the reunification with Taiwan as key for China’s future national strength. The China Global Security Tracker is a semi-annual publication. It is part of the China Security Project, a cooperation between the Mercator Institute for China Studies (MERICS) and the International Institute for Strategic Studies (IISS). In her analysis of events during the first half of 2018, MERICS researcher Helena Legarda tracks China’s growing military expenditures as well as steps taken by the Chinese Communist Party to extend its control over the military.

- The unprecedented amount of Chinese funds funnelled into the Belt and Road Initiative and Beijing’s vision of global connectivity will face a harsh reality that encompasses a wide spectrum of threats. Chinese corporations have just started to acknowledge that the risks associated with outbound foreign direct investments carry higher failure rates due to intertwined factors such as economic crisis, conflict, civil unrest, nationalisation, and currency devaluation, to name a few. In several cases, the Chinese state-owned enterprises’ infrastructural projects add stress to the already unstable socio-political environments because of their size and speed of implementation. Understanding and managing this stress is a challenge that cannot be ignored if benefits of these projects are to be realised. The solution to political and criminal violence requests a broader participation that encompasses the insurance and private security sectors.

- Saving, living in, and visiting historic places is perhaps the most-common way in which people consciously interact with the past. And yet, only in the last several decades has the movement received the sustained scholarly attention that it deserves, from historians, anthropologists, sociologists, and architects. Political scientists focusing on this key strategy of urban development in worldwide urban development, however, have been scarce. The Fragmented Politics of Urban Preservation is, therefore, an invaluable addition to the literature that should bring more attention to the central questions that preservationists ask: why is the effectiveness of preservation efforts so different in cities around the world? What accounts for success and failure in preservation struggles? Most preservationists have preferred to rely on limited answers about the relative significance of the buildings or landscapes to be preserved, or relative effectiveness of the advocacy coalition. 12. Driving the City: Taxi Drivers and the Tactics of Everyday Life in Beijing

- This article examines the ways in which taxi driving and China's quest for global ascendency are interlinked and enmeshed. Inspired by de Certeau's The Practice of Everyday Life and his conceptual formulation of “strategy” and “tactic”, this article explores how taxi drivers, through their everyday practice of driving, found ways and moments to tactically challenge and appropriate so-called “civility campaigns” and a rising China. By demonstrating the numerous instances of tactics taxi drivers used, I argue that their socio-economic marginality did not, in fact, reduce them to a “powerless” position. I bring in Foucault's analytics of power and governmentality to add to de Certeau's work by helping to explain the intertwined relationship between government and governed to shed light on the complexity implicated in the dynamics of power relations and resistance. I examine the period around the 2008 Beijing Olympics as it involved large-scale attempts to showcase China through (urban) transformation.

13. The Sources of Chinese Conduct: Explaining Beijing's Assertiveness

- Starting in 2009, an increasing number of foreign observers (and many Chinese as well) began to note a shift towards more forceful or “assertive” behavior on the part of Beijing. Among the most frequently cited indications of this trend were: An internal debate among Chinese elites in which some participants advocated edging away from Deng Xiaoping's “hiding and biding” strategy and replacing it with something bolder and more self-confident; A “newly forceful, `triumphalist,' or brash tone in foreign policy pronouncements,” including the more open acknowledgement—and even celebration—of China's increasing power and influence; Stronger reactions, including the threatened use of sanctions and financial leverage, to recurrent irritations in U.S.–China relations such as arms sales to Taiwan and presidential visits with the Dalai Lama; More open and frequent displays of China's growing military capabilities including larger, long-range air and naval exercises, and demonstrating or deploying new weapons systems; A markedly increased willingness to use threats and displays of force on issues relating to the control of the waters, air space, surface features, and resources off China's coasts. These include ongoing disputes with the Philippines and Vietnam (among others) in the South China Sea, with Japan in the East China Sea, and with the United States regarding its conduct of surveillance and military exercises in areas from the Yellow Sea to the vicinity of Hainan Island.

14. The Inscrutable Intentions of Great Powers

- Can great powers reach confident conclusions about the intentions of their peers? The answer to this question has important implications for U.S. national security policy. According to one popular view, the United States and China are destined to compete unless they can figure out each other's designs. A recent Brookings Institution report warns that although “Beijing and Washington seek to build a constructive partnership for the long run,” they may be headed for trouble given their “mutual distrust of [the other's] long-term intentions.” Similarly, foreign policy experts James Steinberg and Michael O'Hanlon argue that “trust in both capitals...remains scarce, and the possibility of an accidental or even intentional conflict between the United States and China seems to be growing.” Reversing this logic, many analysts believe that U.S.-China relations may improve if the two sides clarify their intentions. Thus the Pentagon's latest strategic guidance document declares that if China wants to “avoid causing friction” in East Asia, then its military growth must be “accompanied by greater clarity of its strategic intentions.” Meanwhile China scholars Andrew Nathan and Andrew Scobell recommend that even as the United States builds up its capabilities and alliances, it should “reassure Beijing that these moves are intended to create a balance of common interests rather than to threaten China.”

15. Invisible Body and the Predicaments of Existence in an Urbanizing China

- This article contextualises the art practice of Beijing-based artist Liu Bolin and examines ways in which his artworks illuminate the sociopolitical conditions that regulate the everyday reality of underprivileged social groups amid China's spectacular urban transformation in the 2000s. The tension between individual existence and the force of urbanization underlays Liu's most important work, entitled Hiding in the City. This performance photographic series, in which Liu covered his body thoroughly with paint so that he “disappeared” into the background, was initiated as a response towards the demolition of an artist village in Beijing where the artist resided and worked. The series has since been developed into an ambitious and years-long project in which the artist surveys the disparate urban living environment of the city, bringing to the surface dominant forces that render the existence of the individuals “invisible”.

- China's rise constitutes the most serious geopolitical challenge facing the United States today. On current trends, China could–many say will–develop a national economy larger than that of the United States as early as the end of this decade, at least when measured in purchasing power parity terms. China's national ambitions too are clear: at the very least, Beijing seeks to recover the centrality it enjoyed in Asian geopolitics until the coming of colonialism. Its economic renaissance since the 1980s has now positioned it to play a major global role that was simply unimaginable some thirty years ago. With its extraordinary military modernization program, Beijing has also made tremendous strides toward holding at risk the United States' forward deployed and forward operating forces in the western Pacific, thereby raising the costs of implementing U.S. security guarantees to its partners in the region. Its unique characteristics–being a continental sized power, possessing a gigantic and technologically improving economy, having a strategically advantageous location, and rapidly acquiring formidable military capabilities-add up quickly to make China a consequential rival to the United States, even if it differs from previous challengers in character, aims, and ambitions.

- Conviction is widespread and increasing in both the United States and China—as well as many other countries—that the U.S.–China relationship is becoming less stable and more dangerous. We do not agree. Relations between Beijing and Washington in 2013 are more extensive, more varied, more interdependent, and more important to one another as well as to the global system than at any time in the past. But suspicion and mutual distrust persist and may have intensified. Yet, despite dramatic changes in the international system and the need to manage fleeting as well as persistent problems, the United States and China have maintained strategic stability for four decades. The relationship is less fragile and volatile than many assert, with strategic stability the result of multiple factors that reinforce one another and limit the deleterious effects of developments threatening specific "pillars" that undergird the relationship. Complacency and failure to address misperceptions and mistrust, however, will have unfortunate consequences for both sides.

- YINAN HE explores how identity narratives have shaped Taiwan's foreign policy toward China and Japan. The author argues that the political discourse of the two "others" defining Taiwan's national identity has been frequently employed by political elites battling over whom the Taiwanese are and where their future lies. She claims that Taiwan's neutrality depends upon Beijing maintaining a moderate approach toward Taiwan and upon stable Sino-Japanese relations.

19. 'Doing some things' in the Xi Jinping era: the United Nations as China's venue of choice

- A more powerful China under the seemingly confident leadership of President Xi Jinping has committed to a more activist global policy. In particular, this commitment has influenced Beijing's policy towards UN peacekeeping operations, with a long-awaited decision to add combat forces to the engineering troops and police and medical units that have been features of its past contribution. In addition, Beijing has doubled the size of its contribution to the UN peace operations budget. This article explains why the UN is a key venue for China to demonstrate its 'responsible Great Power' status and expressed willingness to provide global public goods. The main explanatory factors relate to the UN's institutional design, which accords special status to China even as it represents a global order that promotes the sovereign equality of states. Moreover, there are complementarities between dominant Chinese beliefs and interests, and those contained within the UN system. Especially important in this latter regard are the links that China has tried to establish between peacebuilding and development assistance with the aim of strengthening the capacity of states. China projects development support as a contribution both to humanitarian need and to the harmonization of conflict-ridden societies. The Chinese leadership has also spoken of its willingness to contribute to peacemaking through stepping up its efforts at mediation. However, such a move will require much deeper commitment than China has demonstrated in the past and runs the risk of taking China into controversial areas of policy it has hitherto worked to avoid.
