Abstract:
The Cox Commission of the U.S. Congress was established in June 1998 to investigate concerns over Chinese acquisition of sensitive U.S. missile and space technology in connection with the launching of U.S. civilian satellites using Chinese launchers on Chinese territory. The investigations were broadened in October 1998 to include alleged security problems and possible espionage at the U.S. nuclear weapons laboratories. Some conclusions were released in January 1999 by the White House together with the administration's response. The full declassified (redacted) version of the report of the Cox Commission was released on May 25, 1999.

6352. The Nonproliferation Regime under Siege

Abstract:
The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

Abstract:
The Soviet Union placed a high priority on science and technology and built a huge assembly of research institutes, educational programs, design bureaus, and production enterprises embodying some measure of science and/or technology. This assembly concentrated over—whelmingly on military applications. Approximately three—quarters of this complex was located in Russia, but essential elements of many programs were located in other republics. The nature, structure, size, and operation of this military—industrial complex (MIC) as well as its decline and change during the Gorbachev and post—Soviet periods of economic transition have been documented in the literature.

In the period of the Soviet rule public finances formed the basis of the national economy and, consequently, were the key factor determining the relationship between the Central power and the regions. Beginning with the proclamation of the sovereignty of the Russian Federation in 1 99 1 the role of the Center and the regions changed. The State has reduced its influence on the national economy, largely due to the reduction of the share of the GDP reallocated through the Central budgetary system. In 1 999 the volume of the budgetary reallocated product made only 14- 1 5% of the total. The relationship between the federal budget and the system of the regional finances became very complicated and oblique. The state economic sector has decreased, power has become decentralized in Russia.

Ten years after the end of the Cold War, Russian leaders still have to recognize not only the irreplaceable importance of the Western countries and Japan as partners, but also the rapidly growing relative importance of the European Union, since the special relationship with the U.S., based on strategic deterrence, is becoming less relevant. The development of relations with the EU should now be at the top of the Russian agenda. This presents the EU with a certain challenge but is also an enormous opportunity for developing enlarged markets and advancing improved security. At the same time, the U.S. will remain a key partner for Russia in international affairs and in the handling of harmful Soviet legacies, such as disposing of nuclear and chemical wastes. Also, Russia will have to move towards deeper regional economic integration in East Asia instead of approaching the problems in this region from a traditional security perspective.

The Asian financial crisis has re-opened the debate about the role of the state in the region's industrialisation. Just when there seemed to be growing acknowledgment across the economic and political disciplines that certain kinds of state involvement were vital to the rapid upgrading of the Northeast Asian economies and that understanding what made states effective or ineffective was a crucial issue, along came the financial hurricane. Profound disarray of an economic and social nature has been the most immediate and important consequence of this watershed event. Theoretical disarray has followed closely in its path. This paper seeks to inject some theoretical rigour into the discussion of the Asian crisis. State power in the Asian setting - whether and in what way the state's transformative capacity is weak or robust - and how it relates to the impact of international markets is central to the argument that follows.

Abstract:
The Schlesinger Working Group on Strategic Surprises held its first two sessions in the fall of 1999, convening practitioners and area experts to discuss Indonesia immediately before and after that country's presidential selection. Participants debated the composition of the new government, the prospect of further regional separatism, and the future role of the military, and the political and social impact of the continuing financial crisis, among other issues. Many expected that the broad coalition-style government that emerged under the leadership of Abdurrahman Wahid would offer short-term stability at the expense of a decisive policy direction. The center would hold in the short term but be weakened.

Abstract:
The U.S. government has been generally supportive of, and an active participant in, a broad variety of multilateral security dialogue mechanisms that have emerged in the Asia-Pacific region in recent years. These efforts at building trust and confidence, both at the official and at the nongovernmental or so-called track-two level, have the potential for enhancing Northeast Asian regional security. All Northeast Asian nations express support for such efforts, and the current trend toward multilateralism is generally consistent with U.S. foreign policy objectives in Asia as an important complement to America's bilateral security arrangements, which remain the foundation of U.S. security policy in Asia.

Abstract:
Russia is facing new difficulties as a result of negative processes in the economy, the deterioration of interethnic relations, and the social polarization of its society, which have created a direct threat to the security of the urban life in the country. This threat is a consequence of the increase in the proportion of the population living below the poverty line, the stratification of society into a small group of rich citizens and a vast majority of needy citizens, and the escalation of social tension, especially in the industrial cities of the Urals, Siberia, and other regions. At present there is a twenty-eight fold difference between the richest ten percent of the Russian population and the poorest ten percent. Although this unequal distribution of wealth is not very different from what existed in the pre-Revolutionary period in Russia, the striking discrepancy is shocking to a population that was accustomed to an ideological commitment to equality and -- despite the collapse of Communism -- continues to retain the socialist ideal of economic parity. Citizens perceive that they have been "robbed" of the assets that they were supposed to have inherited from the Soviet state. Ironically, the new holders of wealth are an alliance of former Communist Party bureaucrats, organized criminals, and dishonest businesspersons. This so-called "gangster industrial complex" is as oblivious to the needs of the people as was the former Soviet ruling elite.

Abstract:
The term “human rights” evokes a wide variety of reactions. Many of those working in international development, commercial lending, and diplomatic institutions regard human rights as highly political and confrontational intrusions on their activities. Many in the international assistance community and the military view human rights as a threat to “neutrality” that may undermine access to populations needing assistance or the success of peacekeeping operations. Some governments in Asia, the Middle East, and Africa dismiss the concept of human rights as a western creation that fails to respect local culture and traditions and undermines state sovereignty. Perhaps the most favorable views of human rights are held by the international public, which is appalled by flagrant onslaughts against fundamental human decency and dignity represented by such practices as genocide, ethnic cleansing, and the use of starvation of civilian populations as a weapon of war.

6365. Industrial Growth Revisited: Manufacturing Output in Greece during the Interwar Period

Abstract:
Although industrial production and growth in Greece during the interwar period has attracted considerable attention, there has not been any serious challenge either in qualitative or quantitative terms to the orthodoxy established in the period itself. The literature usually sees the 1920s as a landmark in the industrialisation of the country and a time when Greek manufacturing achieved an "unprecedented prominence". The momentum given to industrial expansion in the 1920s was encouraged by institutional changes brought about by government policy aimed at reducing social tensions stemming from unemployed refugees gathered in urban areas, by the depreciation of the drachma and heavy tariffs. The swift demographic changes that happened in the country following the Asia Minor debacle, however, have played a pivotal role in the literature in explaining industrial growth in the 1920s. According to conventional belief, the arrival of the refugees created the preconditions for an industrial expansion in the 1920s. The sudden increase in the population of the country has been linked to industrial growth in three ways: firstly, the abundance of cheap labour gathered in urban centres exerted downward pressures on wages; secondly, the refugees it is argued, brought with them entrepreneurial skills, their skilled labour, in short contributing to an improvement of the human capital in Greece, and took initiatives that promoted industrial development; finally, the sudden expansion of the domestic market because of the increase in the population boosted demand which consequently stimulated industrial production. The carpet industry, an industry that emerge in the 1920s and was mainly run by refugees, is usually mentioned as a representative example of the impact that refugees had in promoting new industries and entrepreneurial skills in the country.

In recent weeks, economic data has produced conflicting signals about the strength of domestic demand within the US economy. A majority within the Federal Open Market Committee (FOMC) believes that growth will decelerate and that only a small tightening of monetary policy will be necessary in the short term. However, the Federal Reserve has consistently underestimated domestic demand, and there are signs that the economy is still buoyant. Moreover, with improving economic prospects in Europe and Asia, the external forces encouraging lower US interest rates are likely to be reversed. The combination of these factors could put pressure on the Fed to tighten further.

The devaluation of the Russian ruble this year was predictable, especially considering Russia's poor monetary history. State-manipulated money has been a Russian hallmark since the time of Peter the Great and shows that the country's money problems are endemic and do not depend on who controls the central bank. Czarist, Soviet, and post-Soviet governments have used the central bank printing press to finance deficit spending, resulting in high inflation, confiscation of savings, capital controls, or a combination of the three.

The International Monetary Fund and the U.S. Treasury Department's Exchange Stabilization Fund are undemocratic institutions unaccountable for their actions. Their current functions have little to do with their original missions. The ESF is used by the executive branch to circumvent Congress in the provision of foreign aid. Its foreign exchange interventions have, in any event, always been wasteful and ineffective at controlling the relative price of the U.S. dollar. The IMF has also been used to provide massive bailouts in the cases of Mexico in 1995 and of Asian countries since 1997. Defenders of the IMF as an international lender of last resort are misinformed since the IMF does not and cannot serve that purpose. Both institutions should be abolished, not reformed, because they are not needed to resolve currency crises and they preclude superior solutions.

This workshop was arranged by the RIIA under the sponsorship of the New Energy and Industrial Technology Development Organization (NEDO) of Japan to explore ways of increasing international investment in renewable energy technology in Asia. Enhancing renewable energy investment is clearly relevant to global strategies to mitigate climate change. However, the two debates on climate change policy and renewable energy investment have largely remained separate, and characterized by tendencies to discuss large-scale global flows of energy and investment on the one hand, and local development-oriented practice on the other. The workshop attempted to integrate these two debates, and therefore form part of a growing body of knowledge to inform the current climate change negotiations with practical options available to small and large businesses. The workshop had three main aims: to identify the implications of the Kyoto Protocol for international renewable energy investment; to define technology transfer and identify how it may be increased for renewable energy in South and Southeast Asia; to assess what public and private forms of finance could be sought to ensure the success of renewable energy businesses in South and Southeast Asia. The workshop was attended by some 30 industrialists, financiers and renewable energy specialists from around the world. This paper is a summary of the proceedings. In order to encourage frank exchange, the workshop was held under Chatham House Rule of confidentiality and anonymity, so individual speakers are not named.

Abstract:
The People's Republic of China is now a major economic and military actor in the international relations of the Asia Pacific region, and thus we cannot afford to ignore China in reviewing the U.S.-Japan alliance. The Chinese economy has been growing rapidly over the past decade and a half, at an annual rate of about 10 percent, and it is expected to sustain a similar pattern of growth for the foreseeable future. Beijing's defense spending has also been increasing every year at a double-digit level for some time. Consequently, China's domestic and foreign policies will from now on significantly influence the course of international relations in this region, and perhaps elsewhere as well.

This paper examines the importance of the Korean-American alliance for Japan from a historical perspective. The U.S.-Japan alliance is important for the security of South Korea because it provides logistic support for the U.S. activities on the Korean peninsula. This is obvious if we look into the reasons why the Guidelines for U.S.-Japan Defense Cooperation were revised in September 1997. At the same time, the U.S.-ROK alliance is also important for the security of Japan because it functions as a buffer or shield for Japan. Bounded on the north by China and Russia, and only thirty miles from the closest Japanese island, the Korean peninsula is the fulcrum where the major powers' interests in Asia converge. Tokyo is about one hour from Seoul by jet aircraft.

Two interwoven processes—urbanization and globalization—circumscribe contemporary social, political, and economic transformations taking place in East Asia. While governments, businesses, and communities are caught up in one of the most intensive and condensed processes of urbanization in world history, the forces propelling much of the expansion of cities and urban networks now operate on an international plane. Urban- oriented investments in production for world markets, global intra-firm commodity trade within transnational corporate networks, and the hyper-circulation of finance capital are fundamental features of what has been summarized as the “local-global” context of development. Urbanization and globalization have become interdependent and mutually reinforcing: the shaping of urban form and the dominant activities within a given city reflect its mode of linkage with globalized circuits of capital; at the same time, these circuits require a structuring of the built environment to create the physical geography of international urban networks needed for real-time decisionmaking on a global scale.

It is a pleasure to be here at Stanford to discuss China's new military leadership, and to share some preliminary findings from my research on the People's Liberation Army (PLA). One key feature of the new leadership in China today, following the passing of patriarch Deng Xiaoping, are the new faces to be found in the military. The PLA High Command today (see Appendix) is almost entirely new. There has been almost total turnover of the top twenty to thirty military officers in China during the last three years. This includes all the commanders, deputy commanders, and political commissars in all seven military region commands; the General Staff, Logistics, and Political Departments; the two major educational institutions of the PLA, the National Defense University and the Academy of Military Sciences; the Commission on Science, Technology and Industry for National Defense and its successor body the general Armaments Department, and other bodies. The Central Military Commission itself has seen more than half of its membership turn over in the last few years. Only the top echelon of the Second Artillery, China's ballistic missile forces, has gone relatively untouched. I anticipate much more personnel turnover and organizational reform in the next few years as the PLA proceeds with its policy of downsizing, upgrading, and streamlining its force structure.

Just like many other crises, the Korean currency crisis came suddenly. In mid–November 1997, headlines in the Korean press consisted mostly of presidential election stories. At that time the presidential race was very close; the Grand National Party candidate, Lee Hoi–Chang, was making a dramatic comeback, while the National Congress for New Politics candidate, Kim Dae–jung, was making his best effort to maintain his narrow lead. Thus, when President Kim Young Sam announced on November 19 his decision to fire key economic policy–makers on the grounds of mismanaging the economy, most Koreans were surprised at the news and questioned the president's motivation. Two days later they were completely shocked to learn that the Korean government was asking the International Monetary Fund (IMF) for emergency standby loans because the Korean foreign reserve level was very low at $7.3 billion and most foreign financial institutions were unwilling to roll over their short–term loans to Korea.

China is perhaps the most important variable in East Asian security, not only because of its growing power but also because of the great uncertainty over its future. Therefore, to assess China's impact on regional security, one question should be tackled first: what will China look like in the future? There are three different schools of thought concerning China's future: the “implosion" school holds that China, unable to cope with a wide array of social, economic, and political challenges created by its rapid economic growth, will follow in the footsteps of the former Soviet Union and “implode" the “expansion" school argues that as China gradually builds up its material strength, Beijing will wield its weight and seek to establish hegemony in the region; and the “integration" school believes that as China's economy further merges with the world economy, Beijing's internal and external behaviors will slowly but inevitably conform to international norms, and China will become a more responsible and more cooperative member of the world community.

By almost any criterion of success—be it cost–effectiveness, risk–reward ratio, multiplier effects, or sheer longevity, the Japan America Security Alliance (JASA) stands out as one of the most successful alliances in twentieth century history. For the United States, chief architect of a global network of military relationships, JASA is arguably the most important of its many bilateral alliances. In terms of historic impact, JASA is comparable to the North Atlantic Treaty Organization (NATO), a multilateral alliance that restructured the European security landscape in 1949. For nearly a half–century, JASA and NATO have functioned as the bedrock on which the Cold War security systems of Asia and Europe have been constructed.

This paper analyses changes in the trade patterns of Central/Eastern Europe and the former Soviet Union (FSU), and the potential role in the global/European division of labor of these transforming economies. In the reform period (1989–1995) trade pattern of Central and Eastern Europe has experienced significant changes. The most pronounced trend was the strong expansion of trade with the OECD countries, in particular with the European Union, whereas CMEA intraregional trade literally collapsed. This massive geographical reorientation of trade has determined also significant changes in the commodity composition of trade of CEE in the same period.

Early optimists hoped that Eastern Europe might be able to emulate the high-performance economies of Asia once the shock of liberalization was absorbed. The ingredients of the East Asian “miracle,” in this view, were rapid accumulation based on high investment in physical and human capital, productivity growth based on technology transfer through licensing and direct foreign investment, rapidly expanding exports able to support industrial specialization and scale economies, and a strong state capable of guiding the development process and solving coordination problems. Emulating this recipe could provide the basis, it was hoped, for the expansion of exports and buoyant economic growth more generally.

The Communist dominated Duma sent a stern message to President Yelstin on September 7th by rejecting his nominee, Viktor Chernomyrdin, for the second time. The vote was 273 against and 138 for (with one abstention). While Chernomyrdin's showing improved substantially from the Duma's first ballot, he still fell far short of the 226 votes needed for Duma approval. Furthermore, his gains came largely from Zhirinovsky's nationalist faction, which has a crass history of trading votes to “the highest bidder.” Yelstin's opposition, on the other hand, benefited from the support of independent deputies comprising a group called “Regions of Russia”: their approval of Chernomyrdin dropped from 86% to 50% in the second round.

At approximately 12.30 p.m. EST today, the Duma rejected Chernomyrdin's nomination as Prime Minister by an open ballot vote of 251-94 (with 105 abstaining). 226 votes are needed to confirm him. Chernomyrdin's own Our Home Is Russia party provided most of his support (64 votes). Zhirinovsky's party, the Liberal Democrats, abstained (49 votes). Analysts underscored the weakness of support for Chernomyrdin by noting that, in the first round of voting on the nomination of Prime Minister Kiriyenko five months ago, Kiriyenko polled 143 votes in favor. This was in secret balloting, however, which to some extent invalidates the comparison.

Tomorrow, Aug. 28 th , at 3:00 pm, the Duma and the Federation Council will meet to decide whether to recommend a vote on Chernomyrdin's candidacy. Whereas Chernomyrdin's chances are bleak, the fluid nature of current Russian political situation makes it impossible to firmly rule out his confirmation as prime minister, a post which he very much wants.

Since our Aug. 20th report, the situation in Russia has developed dramatically. On Friday (Aug. 21st), the lower house of the Russian parliament (the Duma) overwhelmingly called for Yeltsin's resignation and changes in the government and the leadership of the central bank. The Duma also passed a non-binding resolution demanding nationalization of some banks and restriction of foreign participation in domestic capital markets. In response, the RTS index of leading Russian shares fell 5.56% to 81.76 on negligible trading volume of $4.2 million. Central bank head Dubinin announced plans to activate Russia's precious metals reserves (approximately $5 billion of $15.1 billion total foreign exchange reserves) to support the ruble. On Sunday, Aug. 23rd, in an action anticipated in our Aug. 17th report, Yeltsin dismissed Prime Minister Sergei Kiriyenko and installed in his place Viktor Chernomyrdin.

Abstract:
Globalization is a multifaceted phenomenon. In this paper I seek to discern some of the challenges it poses, as well as some of the opportunities it offers. To this end, attention is focused on three major aspects of globalization: the economic, the cultural, and the political. Particular consideration is given to the political-economic lessons to be learned from the recent East Asian financial (and economic) crisis; the homogenizing and civilizing ramifications of globalization in the realm of culture; and the relation between economic globalization, the threat it poses to the traditional notion of national sovereignty, and the prospects for the development of civil society, the rule of law, and democratic governance. The paper concludes by arguing that, as a result of the emerging global economy, we are witnessing the emergence of a new form of capitalism, qualitatively different from both 19th-century laissez-faire capitalism and 20th-century “managed” capitalism.

Japan's preference toward regional institutions has received a great attention in recent years in relation to the development of regional institutions in Asia (exclusively East Asia) and the Pacific (the broader Asia-Pacific region). Japan's policy toward Asia and the Pacific has often been characterized by "hegemonic defection" and Japan as a "reactive state". The former indicates the absence of Japan's leadership in regional institution building (Mack and Ravenhill 1995: 8). The latter portrays Japan as incapable of pursuing pro-active policies in regional affairs because of its consensus-oriented culture, historical legacy of colonialism, domestic political gridlock and most of all extreme dependence upon the U.S. security umbrella (Calder 1988; Hellmann 1988; Pyle 1992; Curtis 1993).

The spectacular performance, until recently, of East Asia's emerging economies, popularly known as the Asian tigers, has fueled wild speculation in the West about the so-called "Asian Century." "Never before in world history," noted the Economist in March 1997, "has any region sustained such rapid growth for so long." The GDP per capita of Taiwan ($13,200) and South Korea ($11,900) were already impressive enough in 1997 to place them at the gate of the advanced industrialized nations of the world. Japan, of course, has long been an acknowledged super-economy, often said to have led the flock of economic "flying geese" before they turned into what Chung-In Moon ten years ago called the "swarming sparrows" in Asia. Then suddenly last summer, seemingly as if from the blue, came the financial crisis in Pacific Asia. In reality, however, it followed what had been a decade-long period of sclerosis in the Japanese economy.

Comparative analysis is, with statistical and case study approaches, one of the three main tools for studying macrophenomena in the social sciences. This paper begins by delimiting its essential characteristics in contrast to the other two approaches, noting that it owes much of its strength to cases studies even though it focuses, like statistical methods, on explaining how phenomena vary, producing both similarities and differences among cases (the complex configurations of variables where the phenomena are studied). The paper then presents a protocol of research steps that must be followed in order to minimize the possibilities of error in using comparative analysis. It is easy to fall prey to such errors, given the many variables that must be examined in a smaller number of cases-the defining feature of this form of analysis. Juan Linz's work is frequently mentioned as among the most insightful in comparative analysis because it has followed, avant la lettre, the protocol presented here.

APEC, the Asia-Pacific Economic Cooperation forum, provides an opportunity for 18 countries with strong trade and investment ties to discuss a wide range of economic issues. APEC has scored two tangible achievements to date: a sweeping but vaguely worded 1994 pledge by its member states to open up to free trade and investment by 2010 and 2020, and a central role in the negotiation of the 1996 Information Technology Agreement (ITA). However, APEC is in danger of fading. When this year's summit begins on November 19, the United States must push for major reform of the APEC bargaining process if the organization is to have any chance of realizing its ambitious trade reform targets.

China's presence in the world economy continues to grow and deepen. The foreign sector of China plays an important and multifaceted role in the country's economic development. At the same time, China's expanded role in the world economy is beneficial to all its trading partners. Regions that trade with China benefit from cheaper and more varied imported consumer goods, raw materials, and intermediate products. China also provides a large and growing export market. While the entry of any major trading nation in the global trading system can create a process of adjustment, the outcome is fundamentally a win-win situation. It is a simple but powerful lesson from economics that freer international trade and investments benefit all parties concerned.

Far-reaching changes are currently occurring in the organization and location of the production of industrial goods and services, changes which are bound to have important implications for the welfare, the development potential, and the competitive position of different countries and regions. As competition cuts across national and sectoral boundaries and becomes increasingly global, firms everywhere are forced to shift from exports to international production. Today, dominance in a domestic market—even one as large as the U.S.—is no longer enough. Mutual raiding of established customer and supply bases has become an established business practice, with the result that firms are now forced to compete simultaneously in all major markets, notably in Europe, North America and Asia.
