5151. Privatization in sub-Saharan Africa: On Factors Affecting Implementation

Although privatization has been a key feature of economic policy in Africa since the early 1990s its sequencing and intensity have varied from country to country, with donor leverage being an important determinant of the pace of implementation. However, although many privatization schemes were undertaken in response to donor demands for reduced government participation in business, the process soon achieved its own dynamics. The positive view of privatization suggests that it went ahead, in spite of domestic opposition, because politicians and bureaucrats perceived real benefits to themselves and their supporters. They could influence the sales to their own benefit, while, on the other hand, a more focused public sector improved service delivery.

This paper considers how the conditionality inherent in HIPC debt relief should be constituted to promote pro-poor policies. There are two dimensions to this. First, the extent to which the policies proposed are pro-poor. Second, the potential for releasing resources for pro-poor expenditures. The paper provides an analytical framework to describe the policy environment for poverty reduction, and identifies where donor effort and influence are most likely to be effective. The paper argues that the elements of debt relief conditionality should be tailored to the features of the poverty-reduction policy environment and provides guidelines for the design of conditionality.

5153. Performance of Microfinance Institutions in Burkina Faso

This study tests the performance of microfinance institutions (MFIs) in Burkina Faso using indicators such as the sustainable interest rate and the subsidy dependence index. The results indicate that MFIs outreach performance remains very low compared with potential demand, and the factors responsible appear to be both the refusal of most MFIs to mobilize local savings and the high costs of supply of microfinancial services. The results also show that MFIs are not viable and sustainable. Their interest rates are kept low and do not allow them to cover all the costs. In addition, the results indicate that MFIs are dependent on subsidies. However, the oldest MFIs and/or institutions providing deposit services have the lowest subsidy dependence index. It is suggested that more attention should be placed on savings mobilization and ceilings on interest rates should be removed in order to allow MFIs to charge sustainable interest rates.

Nine years after the 1994 genocide, Rwanda has reached another crossroads. The transition period defined by the Arusha Accords will be concluded in less than a year by a constitutional referendum and by multi-party elections which should symbolize the successful democratisation of the country. Today, however, there are multiple restrictions on political and civil liberty and no sign of any guarantee, or even indication, in the outline of the constitutional plan that the political opposition will be able to participate in these elections on an equal footing with the Rwandan Patriotic Front (RPF), in power since 1994.

Despite the rising humanitarian costs of the crisis in Zimbabwe, the international community remains deeply divided about its response, allowing President Mugabe to believe that he can exploit the policy fissure between – broadly – the West and Africa. The foreign media's emphasis on the plight of white commercial farmers plays into the regime's liberation rhetoric, reinforcing the erroneous but widespread belief in Africa that the West is concerned about Zimbabwe only because white property interests have been harmed. What is happening in Zimbabwe and the lack of a continental response have damaged perceptions of Africa in the wider international community, weakening in the process the promising but still embryonic New Partnership for Africa's Development (NEPAD) and the African Union (AU).

Prospects are still weak for a ceasefire agreement in Burundi that includes all rebel factions. Despite the Arusha agreement in August 2000 and installation of a transition government on 1 November 2001, the warring parties, the Burundi army and the various factions of the Party for the Liberation of the Hutu People/National Liberation Forces (PALIPEHUTU-FNL) and of the National Council for the Defense of Democracy/Defense Forces of Democracy (CNDD-FDD), are still fighting. Neither side has been able to gain a decisive military advantage, although the army recently claimed several important victories.

Il reste officiellement un peu plus de cinq ans au Tribunal pénal international pour le Rwanda (TPIR) pour achever le mandat qui lui a été confié, en novembre 1994, par le Conseil de sécurité des Nations unies. Le TPIR se trouve donc exactement à mi-parcours de son mandat. Depuis un an et demi, plusieurs nouveaux procès ont été initiés. Toutefois malgré cette amélioration significative marquée par un fort regain d'activité, le Tribunal d'Arusha n'a pas établi, les priorités judiciaires qui lui permettraient de remplir son mandat avant 2008. En mai 2001, ICG publiait un premier rapport bilan des activités du TPIR intitulé: "L'urgence de juger". Cette urgence reste, malheureusement, toujours d'actualité.

In the aftermath of the deeply flawed March 2002 presidential election, Zimbabwe has dropped off the radar screen of most policy-makers and media but its crisis is deepening: the ruling ZANU-PF party and the government are systematically using violence to intimidate the opposition Movement for Democratic Change (MDC) and civil society in order to punish and compel them to accept the results; the economy is further deteriorating as foreign investment and food both become scarce commodities; with regional drought compounding the land seizure crisis, UN agencies warn of possible famine; and as the opposition considers mass protests, the prospect of serious internal conflict is becoming imminent, with grave implications for the stability of the wider Southern African region.

5159. Burundi After Six Months Of Transition: Continuing The War Or Winning Peace?

Fourteen months after the signing of the Arusha framework agreement, the Burundi transition government was sworn in on November 1, 2001, in the presence of the leaders of Nigeria, Tanzania, Malawi, Rwanda and Zambia, Nelson Mandela and a host of other African and international delegations. The new government comprised twenty-six ministers representing majority Hutu (G7) and majority Tutsi (G10) political parties, all signatories to the Arusha accords of August 2000 in Tanzania. A few days before the swearing-in ceremony, several political leaders, including Jean Minani, president of the FRODEBU party, returned from exile to join the government, after guarantees for their protection were provided by the presence of seven hundred South African soldiers. The deal struck between Minani's FRODEBU and Pierre Buyoya's UPRONA, which was formalised by the accord on the transition government of 23 July 2001, made the two parties by far the biggest beneficiaries of power-sharing. The transition phase was slated to last 36 months, with a mid-term transfer of power in May 2003, when the current vice-president, Domitien Ndayizeye of FRODEBU, will replace the president of UPRONA PIERRE Buyoya.

After seven weeks of negotiations at Sun City, a partial agreement was reached on 19 April 2002 between Jean-Pierre Bemba's MLC (Mouvement pour la libération du Congo) and the government of Joseph Kabila. The agreement represents the end of the Inter-Congolese Dialogue in the context of the Lusaka peace accords. However confusion reigns. The negotiations are not complete and the future of the Democratic Republic of Congo remains uncertain.

Despite broad international condemnation and a tremendous thirst among the people of Zimbabwe for change, the Zimbabwe African National Union - Patriotic Front (ZANU-PF) government succeeded in systematically manipulating the March 2002 election process to ensure another six-year term for President Robert Mugabe. The strategic use of state violence and extra-legal electoral tinkering authorised by President Mugabe effectively thwarted the will of the people from being heard.

This paper presents some very preliminary thoughts on reparations due to Sub-Saharan Africa, including acknowledgment, apology, and financial compensation. I am a political sociologist, a specialist in international human rights with a background in African studies. Focusing on the Afactual@ history of Africa, I consider the possibility of arguing a case for Western compensation for racial discrimination. I also consider the case for acknowledgment, apology and compensation drawn from the need to recognize the moral integrity of Africans.

In October 2000, the Ford Foundation requested the International Peace Academy's (IPA) Africa Program to generate a database of institutions managing conflicts and crises in Africa. After consultations, the scope of this project was expanded to comprise an assessment of capacity, and determination of the potential of institutions to respond to crises and conflicts in Africa. This report is the outcome of that exercise and hopes to guide and facilitate the design of the Ford Foundation's funding strategy for peacebuilding in sub-Saharan Africa. However, it is hoped that this report will also serve to stimulate further discussion by the Ford Foundation and IPA staff, with the involvement of other relevant donors, about the challenges and opportunities for supporting peace and development in Africa. To that end, this report landscapes the condition of capacity in Africa, provides a diagnostic overview of institutional layout at the regional, national and local levels and proposes areas of intervention that can bolster and improve performance. It must be noted from the start that this report claims to be neither exhaustive nor comprehensive. Many important organizations engaged in useful peacebuilding work in Africa have not been included in this report due to logistical and time constraints. The organizations included in the report are merely illustrative of some of the peacebuilding work being conducted in Africa, and are mainly concentrated in conflict areas.

In Sierra Leone and elsewhere, the fields of security and development are intrinsically linked and cannot be treated as separate spheres. Just as activities by security actors have an impact on development programs, development activities have security implications. More work is needed in defining a common agenda at the intersection of security and development in order to foster strategies in both areas that are mutually reinforcing. On an operational level, making development thinking part of a peacekeeping operation from the outset, both in planning and implementation should be a priority.

The UN does not act alone in conflict prevention. It is important for the UN to identify other actors with comparative advantages in certain aspects of conflict prevention, and to partner wisely with them. These may include regional and subregional organizations as well as local actors such as states or civil society organizations. Increased coordination between the UN and regional, subregional and civil society organizations might enable better linkages between national, regional and international conflict prevention efforts and improve planning at the field and headquarters level. Regional and subregional organizations offer important opportunities for partnering for the UN, but are quite varied in terms of resources, the political will that they can mobilize, and institutional capacity. Development of institutional capacity within nations to manage conflict peacefully can be assisted and encouraged by regional organizations and others. The Organization for Security and Cooperation in Europe's High Commissioner on National Minorities may be one example; the work of Organization of African States in democratization and human rights is also instructive. UN and World Bank development activities are increasingly being viewed through a conflict-prevention lens; their evaluations may help in not only identifying early warning signs, but also in developing strategies that mitigate the potential for violent conflict. Such analyses and approaches could be usefully adapted by regional and subregional organizations. The UN Staff College training course in early warning and preventive measures has sought to develop analytic skills in staff such that early warning can be translated into specific policy guidance. Such training will be available to some regional organization staff; the courses might usefully be adapted by such organizations for their own use.

In 2000 USAID evaluated transition assistance, with a specific emphasis on the role and activities of the Office of Transition Initiatives (OTI) located in the Bureau of Humanitarian Response (BHR). Transition assistance, as used here, refers to the OTI-administered programs providing flexible, short-term responses to help advance peaceful, democratic change. The assistance is usually provided during the two-year critical period after a crisis when countries are most vulnerable to renewed conflict or instability.

The number of people with HIV/AIDS will grow significantly by the end of the decade. The increase will be driven by the spread of the disease in five populous countries—Nigeria, Ethiopia, Russia, India, and China—where the number of infected people will grow from around 14 to 23 million currently to an estimated 50 to 75 million by 2010.This estimate eclipses the projected 30 to 35 million cases by the end of the decade in central and southern Africa, the current focal point of the pandemic.

5171. Report on Sudan

Abstract:
In its first annual report issued May 2000, the U.S. Commission on International Religious Freedom (the Commission) found that the government of Sudan was the world's most violent abuser of the right to freedom of religion and belief. The Commission also found that religion was a major factor in the ongoing civil war, and that religion and religious–freedom violations were intertwined with other human rights and humanitarian abuses in Sudan. In the Commission's view, the Sudanese government was committing genocidal atrocities against civilian populations in the southern part of the country and in the Nuba Mountains. In light of these conditions, the Commission recommended, among other things, that the Clinton administration launch a comprehensive program of diplomatic and economic pressures to stop human rights abuses in Sudan. Moreover, the Commission was disturbed by the reported connection between oil development and the Sudanese government's abuses, as well as by an initial public offering in the U.S. by a subsidiary of one of the government's joint–venture partners in the development of Sudan's oil fields. Therefore, the Commission recommended that foreign companies engaged in the development of Sudan's oil and gas fields be prohibited from raising money in U.S. capital markets.

5172. French, UK, and US Policies to Support Peacekeeping in Africa: Current Status and Future Prospects

In May 1997, France, the United Kingdom, and the United States announced their joint “P-3 Initiative”, to harmonize their peacekeeping capacity-building programs in Africa and foster an open dialogue between donors and recipients. The capacity-building programs of France, the UK and the US have since undergone numerous transformations. The centerpiece of French policy, the Renforcement des capacités Africaines de maintien de la paix (RECAMP) has had comparatively few changes to its basic structure, but has been scaled down. The UK African Peacekeeping Training Support Programme has given way to a much larger and more ambitious initiative. The US African Crisis Response Initiative (ACRI) has evolved significantly and will undergo a more fundamental change in 2002, including shedding its name. Moreover, Washington initiated a new capacity-building policy in 2001, which dwarfed ACRI in terms of resources and introduced the provision of lethal equipment.

Scholars, activists, and policy makers have argued that the route to economic growth in Africa runs through political reform. In particular, they prescribe electoral accountability as a step toward economic reform, seeing it as inducing the choice of publicly beneficial as opposed to privately profitable economic policies. To assess the validity of such arguments, we first characterize a set of political institutions that render political elites accountable and derive their expected impact on the policy choices of governments. Using ratings of macro-economic policy produced by the World Bank and ratings of corrupt practices produced for private investors, we explore the relationship between institutional forms and policy choices on both an African and global sample. While key elements of the model find empirical support, the central argument receives mixed support in the data. Political institutions have a stronger influence on policy making in Africa than elsewhere and variation in African institutions and in the structure of African economies account for differences between policy choices in Africa and those made in the rest of the world. Political accountability however does not influence the choice of macro-economic policies in the manner suggested by reformist arguments; although it does appear to lead to less political predation.

5175. Explaining Leakage of Public Funds

Using panel data from an unique survey of public primary schools in Uganda we assess the degree of leakage of public funds in education. The survey data reveal that on average, during the period 1991-95, schools received only 13 percent of what the central government contributed to the schools' non-wage expenditures. The bulk of the allocated spending was either used by public officials for purposes unrelated to education or captured for private gain (leakage). Moreover we find that resource flows and leakages are endogenous to school characteristics. Rather than being passive recipients of flows from government, schools use their bargaining power vis-à-vis other parts of government to secure greater shares of funding. Resources are therefore not necessarily allocated according to the rules underlying government budget decisions, with potential equity and efficiency implications.

5176. On the Choice of Appropriate Development Strategy: Insights from CGE Modelling of the Mozambican Economy

This paper makes use of a 1997 computable general equilibrium (CGE) model to analyse three potential strategies that Mozambique can pursue unilaterally with a view to initiating a sustainable development process. They include (i) an agriculture-first strategy, (ii) an agricultural-development led industrialization (ADLI) strategy, and (iii) a primary-sector export-oriented strategy. The ADLI strategy dominates the other development strategies since important synergy effects in aggregate welfare arise from including key agro-industry sectors into the agriculture-first development strategy. Moreover, the ADLI strategy can be designed so it has a relatively strong impact on the welfare of the poorest poverty-stricken households, and still maintain the politically sensitive factorial distribution of income.

While the instruments of war, including the weaponry, are surely important, one of the timeless verities of war is that it is fought by people against other people. It therefore matters how armies are raised, as this has, among other things, an impact on the loyalty, “morale” and fighting spirit of the troops, hence also on the military power available to the State. The choice between a militia structure, universal conscription or professionalization (or even privatization) also has implications for civil-military relations and may thus have a (beneficial or detrimental) impact on state-building.

By the end of the year 2000, a peace treaty between Ethiopia and Eritrea, peaceful transfers of power after elections in Senegal and Ghana, and continued growth of public debate about the future in almost every African country were among signs of advance in a year that was more than usually short of good news. Economic growth in sub-Saharan Africa was estimated to climb to 2.7 percent for the year, up from 2.1 percent in 1999. Per capita income in the region south of the Sahara rose by an estimated two tenths of one percent. In 1974 a global "third wave" of democratization began when a military coup in Portugal ended the dictatorship of Antonio Salazar, who himself had come to power in a military coup in 1926. Over the course of the succeeding 15 years, about 30 countries changed from various forms of nondemocratic regimes to nominally democratic ones, most dramatically in South America and Central and Eastern Europe. During this period, notable transitions from nondemocratic rule also occurred in Africa and Asia.

Southeast Asia presents the United States with both an important challenge and an opportunity. American leadership and enlightened action in Southeast Asia in the critical period ahead will almost certainly help stabilize a region undergoing troubling political and economic turbulence. Absent our leadership, democratizing states may founder and economic conditions in a majority of the region's countries will likely worsen. It is in the interest of the people of the United States that we choose the first course. The July 1997 collapse of the Thai baht, which triggered a regional crisis that threatened to destabilize world financial markets, was a chilling reminder of Southeast Asia's importance; the 1999 East Timor crisis is another tragic event that caught the United States unprepared. The 1990–91 Cambodia peace process, on the other hand, was a sterling example of how American leadership can make a difference. We believe the new administration has an opportunity for a fresh start to shape a coherent, proactive approach to the region. As Secretary of State Colin Powell prepares for his visit to the area during the July meeting of the ASEAN Regional Forum (ARF), and as the administration considers President Bush's first trip to Asia for the October summit of the leaders of the Asia-Pacific Economic Cooperation group (APEC) in Shanghai, this is a timely moment to review the situation in Southeast Asia.

Political Science as an academic discipline has been slow to grapple with the enormous implications of the AIDS crisis for society, politics, and economy in much of the developing world. This paper argues that political scientists do, in fact, have much to offer the struggle to understand and respond to the AIDS crisis. It also argues that research in this area could contribute to theory-building in areas of traditional concern to political science. There is a rich array of research agendas linking AIDS and politics that are worthy of systematic attention. We sketch out five of these as they relate to Africa. They have to do with explaining variations in state response to the pandemic; the relationship between African governments and NGOs; the AIDS challenge to neo-liberalism; AIDS and North-South tensions; and connections between AIDS and international security issues. The discussion is intended to be suggestive; it is intended to provoke and encourage research and scholarly debate on these issues.

Whether one believes that (a) environmental scarcities (including food insecurity) can cause conflict, or (b) that conflict is primarily caused by political factors, it is indisputable that access to food is always disrupted by conflict. Much has been written about the linkages between environmental scarcities, hunger, and conflict. In the Département d'Outre-Mer of Guadeloupe, a schoolteacher named Hugues Delannay presents me with a conundrum that has preoccupied him for a long time. He has been teaching in a lycée for over twenty years in Basse-Terre, the island's capital, and has had many brilliant students who, when they take their baccalaureat examinations, get mixed results. Normally, they excel on the written portions of the examination. Consistently, however, they do worse on their oral examinations, which drags down their grades. Why? It is not that their speaking skills are not up to par-far from it, he tells me, these students are articulate and speak impeccable French. There is, according to Delannay, a simpler, and ultimately more disturbing explanation. The examiners who give these students low grades in their oral examinations almost always come from metropolitan France. When they are face-to-face with the students, they of course notice their race (usually they are black, of African and/or Indian descent, as are most people in Guadeloupe) and this informs the grades they give. The students are, he believes, quite simply the victims of well-ensconced structural racism.

Since the end of the Second World War, millions of immigrants have arrived on French shores. Although such an influx of foreigners has not been unusual in French history, the origin of the postwar migrants was of a different character than that of previous eras. Prior to World War II, the vast majority of immigrants to France came from within Europe. Since 1945, however, an important percentage of migrants have come from non- European sources. Whether from former colonies in North Africa, Southeast Asia, or sub- Saharan Africa, from overseas departments and territories, or from countries such as Turkey or Sri Lanka, recent immigration has created a new ethnic and cultural pluralism in France. At the end of the 1990s, the visibly nonwhite population of France totals approximately five percent of all French residents. With millions of ethnic-minority citizens and denizens, the new France wears a substantially different face from that of the prewar era.

In the final decade of the twentieth century, few issues have seemed more central, and disturbing, to French society than considerations of race. Questions of racial tolerance and difference have led France to reconsider the cherished right of all those born on the nation's soil to French nationality, have (until its recent split) prompted the rise of the biggest new political party in France since the Parti communiste français, and suffused debates about nationality and citizenship. Such has been the importance of this phenomenon that French intellectuals recently found themselves praising, of all things, the Disney animated version of The Hunchback of Notre Dame, because of its topical relevance to the plight of African immigrants seeking asylum in a Parisian church. In contrast to the traditional rosy view of France as a land without color prejudice, race and racism now seem unavoidable aspects of life in the Hexagon.

We analyse the prospects for greater monetary integration in Africa, in the wake of EMU. We argue that the structural characteristics of African economies are quite different to the EMU members but that much can be gained from monetary cooperation, as an external agency of restraint and in promoting stability in the financial sector. EMU has only a marginal impact on the net benefits of monetary cooperation but the euro would be a natural anchor for any African monetary unions. Indeed, the most likely route to new monetary cooperation in Africa is via a common peg to the euro.

On 7 July 1999, the government of Sierra Leone and the Revolutionary United Front (RUF) signed the Lomé Peace Agreement in an effort to end over eight years of civil war between the government and the RUF. This confl ict resulted in tens of thousands of deaths and the displacement of more than 2 million people – well over one-third of the total population – many of whom are now refugees in neighbouring countries. A central component of this agreement called for the RUF to disarm. But this did not happen. Instead, a year later, the RUF leader, Foday Sankoh, was in the custody of the Sierra Leonean government and the future of the peace accord was in grave doubt.

"There's got to be priorities," George W. Bush responded when asked about Africa in the second presidential campaign debate. Africa did not make his short list: the Middle East, Europe, the Far East, and the Americas. A Bush presidency portends a return to the blatantly anti-African policies of the Reagan-Bush years, characterized by a general disregard for black people and a perception of Africa as a social welfare case. Vice President Dick Cheney is widely expected to steer the younger Bush on most policy matters especially foreign affairs. Cheney's perspective on Africa in the 1980s was epitomized by his 1986 vote in favor of keeping Nelson Mandela in prison and his consistent opposition to sanctions against apartheid South Africa.

HIV/AIDS continues to cut into the fabric of African households and societies. It is not uncommon to hear that a quarter to a third of the adult population in several african countries are HIV infected. Against this reality of a rapidly spreading epidemic, some two decades of prevention interventions have met with but limited success. Whatever successes there might be are not to be lightly dismissed. The reasons for those successes, however, are not well understood and thus not readily applicable elsewhere. To date, most prevention efforts have focused on increasing individual awareness about risks of transmission and promoting individual risk reduction through a variety of means.

Shortly after Mozambique gained independence in 1975, civil war erupted and continued to rage for the next 16 years. In 1992 a peace agreement was negotiated, and in 1994 the country's first multiparty elections were held under U.N. auspices. President Joaquim Chissano and the ruling Frelimo party won the presidency and a majority in Parliament. Renamo, the former guerilla movement headed by Afonso Dhlakama, received nearly 34 percent of the presidential ballots and won 112 of the 250 seats in parliament.

Regional integration in southern Africa, although frequently regarded as a useful and necessary project, seems to have come to a standstill since 1998. After South Africa had joined SADC in 1994, many observers had hoped that the integration project would be seeing rapid progress. When, in August 1996, SADC agreed on the establishment of a free trade area, many observers regarded this as an important step forward (cf. Gibb 1998, p. 303). However, the developments since 1996 are characterised by too few steps forward and too many back. We are witnessing a combination of economic decline and lack of responsible leadership in the region.

The killings were carried out not by a foreign power and not with weapons of mass destruction. Rather, 1 of every 15 Rwandans was murdered—by other Rwandans. The Second International Conference on Legislative Strengthening took place in Wintergreen, Virginia from June 5-8, 2000. Some 165 people participated in the conference. USAID democracy officers, implementing partners, and host-country legislators and staff each accounted for about a quarter of those attending, with the remaining quarter consisting of representatives from other international donors, academics, and other interested parties. The participants hailed from some 30 nations, including many from Africa. Approximately 65 speakers, panelists, and moderators participated in the conference sessions. The conference agenda is included as an appendix of this report.
