1. Pakistan Steps In: Sudan and the Transformation of Regional Security

Abstract:
A $1.5 billion Pakistani arms deal with Sudan signals a regional shift from diplomacy toward military escalation, which may prolong the war in Sudan. At a moment that should have seen renewed momentum toward a political settlement in Sudan, reports suggest that Pakistan, with Saudi mediation, is nearing completion of a $1.5 billion arms deal with the war-torn country. Far from being a routine arms transaction, the deal encompasses Karakoram-8 aircraft, more than 200 drones, and air defense systems. It also potentially includes JF-17 multirole fighter jets, produced jointly by Pakistan Aeronautical Complex and China’s Chengdu Aircraft Corporation. This development points to a deeper regional shift away from sponsoring dialogue and toward a military resolution to the Sudanese conflict.

2. Aftermath of Al-Fashir’s Fall to Rapid Support Forces

The Rapid Support Forces (RSF) captured al-Fashir in late October after an 18-month siege, consolidating RSF control over western Sudan and providing a potential capital for a new state. After entering al-Fashir, the RSF carried out mass looting, ethnic targeting, and killed 460 people at the al-Saudi maternity hospital in an attack that brought international outrage. Parallel RSF sieges in Kordofan indicate a strategy to divide Sudan. The Sudan Armed Forces (SAF) is struggling to maintain control, but still currently favors a military solution over diplomatic negotiations.

Persistent militant Islamist group attacks in the northern border regions of Benin have posed a growing security threat to the coastal West African region. Benin has made noteworthy institutional reforms to strengthen its defense and security forces. Yet, accelerated and refocused training is needed to translate this into more adaptive, operational capabilities to effectively counter the militant insurgency. Empowering local commanders, pairing enhanced force mobility with strike capability, and fusing interagency intelligence sharing are priority operational adaptations needed to sustain pressure on the insurgents. Effective counterinsurgency in northern Benin requires operationalizing a population-centric protection model and ethos embedded within the defense and security forces.

Artificial Intelligence (AI) presents a transformative opportunity for Cameroon’s labor market andoverall economic development. With the launch of the National Artificial Intelligence Strategy(SNIA) in July 2025 , Cameroon aims to become a continental hub for AI innovation by 2040. Thestrategy includes ambitious sets ambitious targets : training 60,000 AI professionals (of whom40% will be women), creating 12,000 direct jobs AI jobs, and increasing AI’s contribution tonational GDP to around 0.8 – 1.2% by 2040 through applications in key sectors such asagriculture, health, education and justice. While these targets signal a strong political commitment, achieving them will require overcoming significant structural constraints that are common across the continent. Experience from otherAfrican countries shows that the successful implementation of national AI strategies depends onreliable digital and energy infrastructure, clear regulatory frameworks for data governance and privacy, and sufficient institutional capacity to manage complex multi-sector programme. Thefeasibility of the SNIA will therefore rest not only on its design but also on the government’s abilityto address these foundational prerequisites.

6. Building an Inclusive Future : Making Public and PrivateInvestment Work in CEMAC

Over the past two decades, CEMAC has invested heavily in public infrastructure, yet job-rich andinclusive growth remains limited. Private investment is shallow and concentrated in extractivesectors, while SMEs face chronic financing and regulatory constraints, leading to weakdiversification and high exposure to external shocks. This brief reframes the challenge as one ofpublic–private complementarity: how to redesign public spending, financial instruments, andgovernance so that each public franc attracts private capital, capabilities, and jobs. We propose asequenced reform package. Within 12 months, governments should publish a quarterly public-investment dashboard, launch a partial credit-guarantee window for SME lending, implement twotransparent PPP pilot projects, and introduce fast-track business licensing and permitting. Over12-36 months, project appraisal and ex-post evaluation should be institutionalized, PPPframeworks standardized, and commercial courts strengthened. Over 36-60 months, regionalinvestment rules should be harmonized, and financing diversified through regional and greeninstruments. Progress will be measured by on-time project delivery, SME credit growth, non-extractive private investment, and formal job creation.

Sub-Saharan Africa (SSA) holds nearly 30% of global reserves of critical minerals essential for theenergy transition, including cobalt, lithium, manganese, and copper. However, the region capturesless than 10% of the projected US$16 trillion in global mineral value over the next 25 years, asmost resources are exported in raw form with minimal domestic processing. This model limits jobcreation, technological advancement, and fiscal resilience. Rising global competition for securemineral supply chains presents an opportunity for SSA to shift from resource dependence toindustrial transformation. This brief argues that mineral wealth can translate into sustainabledevelopment through three interrelated pillars: transparent governance, strategic investment inlocal processing capacity, and integration of mineral value chains under the AfCFTA. A policyroadmap is proposed to strengthen contract transparency, build energy and skills infrastructure, promote regional processing hubs, and harmonize continental standards. Timely action canconvert geological endowments into industrial capability, economic sovereignty, and inclusivegrowth.

Cameroon hosts more than 430,000 refugees and asylum seekers, most of whom live in remoteregions with limited access to health services. Refugees face persistent barriers to care, includingfinancial constraints, unstable legal status, mobility, and a health system heavily reliant on out-of-pocket payments. These vulnerabilities heighten the risk of delayed care and catastrophic healthexpenditures. This brief examines the feasibility of creating a refugee-inclusive health insurance mechanism.Despite structural constraints, international experience shows that refugee coverage is achievablewhen financing, legal frameworks, and partnerships are well-designed. Three pathways are 1/6 particularly relevant for Cameroon: progressive integration into national schemes with subsidies,dedicated humanitarian insurance, and public-private partnerships (PPPs) to expand serviceavailability in underserved areas. Short-term priorities include establishing a legal basis for enrolment and piloting subsidizedschemes. In the long term, investments in district-level facilities and digital systems wouldstrengthen continuity of care and support national UHC goals.

10. Political participation across generational cohorts in Uganda

Drawing on Bartels and Jackman’s (2014) generational model of political learning, which posits that political attitudes and behaviours are shaped by the historical contexts in which individuals come of age, this study examines whether generational cohorts differ in patterns of political participation in Uganda. We identify three cohorts corresponding to key phases of Uganda’s political history: Gen A, socialised during periods of political instability prior to the Museveni era; Gen B, shaped under the one-party regime; and Gen C, who came of age following the reintroduction of multiparty politics in 2005. Using Afrobarometer Round 10 (2024) data from a nationally representative sample of adult Ugandans, we employ binary and ordinal logistic regression models to examine participation in both conventional and unconventional political activities. The results show that older cohorts are more likely to engage in conventional forms of participation, such as voting and contacting elected representatives, while younger cohorts exhibit greater participation in unconventional activities, particularly protests. To assess whether these patterns reflect cohort-specific political socialisation or age-related life-cycle effects, we replicate the analysis using comparable Afrobarometer data from Tanzania, a country with a distinct political history. The Tanzanian results reveal broadly similar generational patterns in conventional participation, suggesting that these differences may reflect age-related dynamics rather than cohort-specific socialisation alone. However, the specific unconventional repertoires through which generational differences manifest appear to be conditioned by each country’s political environment. These findings call into question strong cohort based interpretations of political participation and underscore the importance of distinguishing generational from life-cycle effects in studies of political behaviour in Africa.

11. Coethnics covote in Africa: Studying electoral cleavages with a covoting regression model

Ethnicity is an important cleavage in Africa, yet its influence on voting is contested. Existing micro-level analyses often focus on electoral support for a subset of candidates or parties, while meso- and macro-level approaches infer individual motivations from aggregate outcomes. The risk of selection bias arises from the former approach, while omitted-variable bias may result from the latter. Our new covoting regression (CVR) tackles several of these challenges. It estimates the effect of coethnicity on the probability that pairs of voters covote for the same party/candidate while conditioning on other characteristics shared between them. Thereby, CVR mirrors the micro foundations of widely used aggregate indicators, such as the Herfindahl-Hirschman indices of party concentration and ethnic homogeneity. Our data consist of dyadic comparisons between respondents from Afrobarometer surveys. Pooling across 27 countries, coethnicity increases covoting intentions by 17 percentage points. The effect of coethnicity is driven by politically relevant groups and covoting for ethnic parties. It is consistent across institutionally diverse countries and at least four times larger than that of other cleavages. Beyond ethnicity, we address key issues in studying electoral consequences of socioeconomic cleavages and bridge gaps between levels of analysis.

Abstract:
Climate shocks strain household resources, increase stress, and weaken protective structures, all of which may elevate the risk of child abuse. Yet little is known about how climate change affects children, particularly in the Global South. This paper addresses this gap by examining the relationship between drought exposure and attitudes toward child beating in sub-Saharan Africa. We combine individual-level data from the Afrobarometer survey with geocoded drought data from the Geocoded Disasters Dataset (GDIS). We use a spatiotemporal analysis that exploits differences in when and where the Afrobarometer surveys were conducted and when and where droughts occurred. We find that individuals living in drought-affected areas are more likely to justify physically disciplining children. These effects are persistent, potentially with no pattern of decay over time. Mediation analysis of causal pathways suggests that drought increases food insecurity, which raises the risk of intimate partner violence (IPV), and that IPV, in turn, significantly heightens the likelihood of child abuse. These findings highlight the broader social consequences of climate-related shocks and suggest that interventions targeting household stress and IPV norms may help mitigate the impact of drought on child welfare

13. The ramifications of aid cuts on refugee lives: case of the Differentiated Assistance (DA) model and the Shirika Plan in Kenya

International support has failed to keep pace with the growing numbers of refugees and internally displaced persons, thus creating a financing gap between their needs and available resources. The recent US withdrawal from funding development and humanitarian programs has only compounded this financing gap which has existed for more than a decade. In response to this, the international community – through Agenda 2030, the Grand Bargain, the 2016 New York Declaration, and the Comprehensive Refugee Response Framework (CRRF) – has advocated for a shift from seeing refugees as emergencies to integrating them into the host countries' developmental agenda. In Kenya, these policy proposals are most recently being implemented through the Shirika Plan, the Differentiated Assistance (DA) model, and development plans of refugee-hosting counties such as Turkana and Garissa. First, the Shirika Plan is a government-led initiative that was proclaimed in 2023 to realize the socio-economic inclusion of refugees within the local context in line with the progressive provisions of the Refugee Act of 2021. Implementation of this policy is yet to begin as it is pegged on elusive donor funding. Second, the DA model is led by the office of the United Nations High Commissioner for Refugees (UNHCR) and the World Food Program (WFP) and is aligned with the Shirika Plan. The preparatory activities for DA were undertaken throughout 2024 and implementation commenced in August 2025. DA seeks to increase refugee self-reliance through livelihood interventions and providing support based on the specific needs and capabilities of different refugee households as opposed to the previous blanket support that was based on refugee registration status. However, implementation has so far only focused on reducing aid, without corresponding investment in self-reliance measures. DA and the Shirika Plan are framed in government and international circles as solutions for addressing funding shortfalls and fostering refugee integration by supporting self-reliance. However, there has been little progress in enhancing refugee self-reliance. At the same time, aid cuts are implemented based on a needs-categorisation of refugee households that proceeds without adequate background information. The lack of alternative livelihoods has exacerbated vulnerabilities and has sparked protests in refugee camps. Emerging evidence points to negative coping mechanisms, including higher school drop-out rates; reported cases of youths joining criminal religious groups; increased conflicts at family level; and rising cases of women becoming sex workers. This Policy Brief highlights the emerging ramifications of implementing DA that is anchored in the provisions contained in the Shirika Plan. The Brief also goes further to suggest recommendations for action to the government of Kenya and the international community. Key policy messages: • There is a need to enhance synergy between UNHCR and the Kenyan government such that the state implements the Shirika Plan alongside DA without premising its implementation on donor aid. • UNHCR needs to obtain more extensive household economic data and involve refugees in deciding who is most vulnerable to more accurately disaggregate refugee households into appropriate categories. • The Kenyan government and international actors need to closely monitor and address potential negative implications of implementing DA and the Shirika Plan.

14. Building social cohesion through livelihood support in climate-related internal displacement settings: evidence from Zimbabwe and Mozambique

Climate-related extreme weather events are increasingly displacing communities across Southern Africa, with negative implications for social cohesion, livelihoods, and community resilience. Understanding how displacement erodes social cohesion is important for developing strategies for restoring it. Evidence shows that livelihood support interventions, for example, cash‑based assistance, in-kind transfers (agricultural inputs) up to skills development programs, are a pathway for mending or strengthening social cohesion in displacement contexts. Yet, in some cases, they can further fragment it. This requires strategies under which such interventions can be deployed to positively shape social cohesion outcomes. This Policy Brief synthesizes insights from qualitative research conducted from 2023 to 2025 with displaced communities and host populations in Zimbabwe (Chimanimani and Tsholotsho districts) and Mozambique (Guara Guara, Grudja and Praia Nova). It examines how livelihood interventions can either rebuild or further fragment social cohesion, identifies critical factors driving cohesion outcomes, and provides evidence-based recommendations for national governments, humanitarian actors, and development co-operation actors working in climate-displacement contexts across Southern Africa. In Zimbabwe, vertical social cohesion in displacement contexts is eroded by a lack of designated policies on displacement, leading to poor socioeconomic outcomes for displaced individuals; ad hoc recovery and reconstruction efforts that undermine durable solutions and long-term recovery; and a lack of accountability infrastructure that undermines trust in the government. In Mozambique, the slow implementation and unequal distribution of recovery interventions undermine cooperation between communities and the institutions involved in post-disaster recovery efforts. This has led to large-scale returns of people to high-risk areas. Drawing insights from both case studies, we provide key recommendations and conditions for implementing livelihood support to achieve social cohesion in climate-related displacement contexts. Key policy messages • Livelihood interventions can lead to maladaptation if not supported by strong governance mechanisms including policy frameworks and institutional coordination in planning and implementation. • People-centred, area-based approaches to livelihood programming that account for pre-displacement livelihoods and support post-displacement transitions, while benefiting both displaced populations and host communities, should be adopted. One-size-fits-all interventions risk undermining economic recovery and social cohesion. • Horizontal and vertical social cohesion indicators should be embedded in livelihood programs from the outset to assess the social impacts before and after implementation. • Inclusive, participatory decision-making in the delivery of livelihood support programs should be mandated to prevent exclusionary practices that erode trust in institutions.

This article examines how international parliamentary organisations (IPOs) engage with situations of constitutional rupture following coups d’état in West Africa, focusing on political transitions in Mali, Burkina Faso and Guinea (Conakry) between 2020 and 2023. It addresses how parliamentary actors, lacking coercive authority, engage in contexts marked by military takeovers, suspended constitutional frameworks and contested political legitimacy. Drawing on a constructivist and post-Westphalian perspective, the article conceptualises parliamentary diplomacy operating through discursive practices and symbolic positioning. Empirically, the analysis examines the responses of the Pan-African Parliament (PAP) and the Inter-Parliamentary Union (IPU) based on qualitative documentary analysis of resolutions, statements and institutional reports. The findings show that, despite significant political and structural constraints, IPOs contribute to articulating expectations of legitimate governance by problematising the marginalisation of parliaments and reaffirming representative institutions as expressions of popular sovereignty

As African states accelerate digital transformation, they do so within a global political economy of data, artificial intelligence, and surveillance technologies dominated by foreign corporations and external regulatory norms. This article examines how contemporary forms of digital colonialism, characterized by asymmetrical data extraction, technological dependency, and externally imposed governance frameworks, constrain political autonomy and reproduce historical patterns of domination. Moving beyond narratives of victimhood, the article foregrounds subaltern agency by analyzing how African governments and civil society actors actively resist, negotiate, and reconfigure these power relations. Focusing on three illustrative cases in Kenya—the implementation of the Data Protection Act, the diffusion of Chinese-built smart city projects, and the rise of civil society-led data justice movements—the article analyzes how power asymmetries are negotiated within contemporary digital governance. It argues that prevailing global Artificial Intelligence (AI) and data governance frameworks inadequately incorporate African political priorities, thereby reproducing dependency rather than enabling sovereignty. It concludes by proposing policy pathways to strengthen African digital self-determination, including regulatory capacity enhancement, safeguarding transparency in technology procurement, and promoting civic oversight.

17. Africa: Non-state armed groups are the main drivers of violence targeting local officials

Abstract:
In 2025, violence affected local officials in 28 African countries but was strongly concentrated in the east and west of the continent (see map below). Although this violence has been decreasing regionwide since 2023, in three of the six worst-affected countries — Nigeria, Ethiopia, and Cameroon — it grew in 2025. In South Sudan, it remained at the same levels recorded in 2024, while it decreased in Kenya and Somalia. All six of these countries were also in the top 10 worst-affected countries in 2024.

This paper investigates the extent to which the historical legacy of apartheid laws explains contemporary misallocation and firm productivity in South Africa. During the apartheid era (1948–1994), job reservations, closed-shop agreements, and minimum-wage policies were implemented to restrict occupational mobility for Black workers and to insulate White employees from competition. Using digitized historical data from government gazettes combined with contemporary employer-employee panel data, we identify sectors and districts where these restrictions applied and find persistent impacts on labour allocation today. Results show that historically restricted sector-district pairs exhibit between 4 and 14% more labour misallocation compared to unaffected counterparts. In contrast, we find no significant differences in average firm productivity in treated cells, suggesting that apartheid’s legacy on production persists primarily through allocative inefficiencies rather than observable differences in average firm efficiency. These findings underscore the persistent influence of discriminatory institutions on market efficiency and highlight the importance of policies aimed at correcting historical distortions in labour allocation.

This paper explores the role of informal taxation in the Democratic Republic of Congo and aims to shed light on informal fiscal realities and the implications of informal tax institutions for governance and state legitimacy. Relying on mixed-methods data from household surveys, interviews, and focus group discussions across Kinshasa and North Kivu, it focuses on three areas of inquiry: the nature of informal taxation; citizens’ perceptions of formal and informal taxing authorities; and the impact of informal taxation on perceptions of the state’s legitimacy. The paper finds that, while informal taxes place a significant burden on citizens, they may support local governance by supplementing public services and reinforcing perceptions of state legitimacy, particularly in the case of customary contributions. Overall, these findings highlight the complex interplay between informal and formal institutions, challenging assumptions that informal taxation solely undermines state authority. Its insights hold critical implications for scholars of informal governance and policy makers aiming to navigate hybrid governance structures in fragile states.

This paper examines the impact of temperature shocks on individual earnings and income inequality in South Africa. We leverage high-resolution satellite temperature data, merged with administrative tax records from the South African National Treasury and UNU-WIDER. Data from 2009 to 2022 shows that temperature shocks significantly reduce income, with a one-standard-deviation increase in average temperature associated with a 1 per cent decline in earnings and a 1.3 per cent decline in total income. However, we observe no statistically significant effects on income inequality. Temperature projections from the most recent climate models of the Coupled Model Intercomparison Project (CMIP6) are used to simulate the impact of global warming on income in the short, medium, and long term. By 2100, income is projected to decline by 5 per cent without mitigation and adaptation strategies, relative to a ‘best case’ scenario characterized by widespread adoption of renewable energy and climate change mitigation.

South Africa has a relatively well-developed social protection system for a middle-income country. Despite its roots in the country’s racially discriminatory past, the system has been repurposed post-apartheid to address deep poverty and severe inequality. This paper explores key characteristics of the current social protection system, highlighting its large scale and reach. Given high unemployment, the scope of social insurance is relatively limited and the social protection system is largely geared toward s social assistance. Social assistance is well-targeted and has been found to have significant beneficial impacts on poverty and inequality, but also various other socioeconomic outcomes. A key gap in the formal social assistance system is the working-age population: able-bodied working-age adults are covered only by the COVID-19 social relief of distress grant, the introduction of which has reignited calls for the implementation of basic income support despite South Africa’s significantly constrained fiscal environment.

Remittances are increasingly becoming a strategic yet underutilized lever for economictransformation in the Economic Community of Central African States (ECCAS). Across Sub-Saharan Africa, remittance inflows reached a record USD 54 billion in 2023. Within ECCAS, theDemocratic Republic of Congo (approximately USD 1.4 billion) and Cameroon (about USD 375million) were the main recipients, while other member states received comparatively modestamounts. Although these flows do not collectively reach USD 5 billion at the regional level, theyalready surpass foreign direct investment or official development assistance in specific countriesand play a stabilizing role in household welfare. However, their developmental potential remainslargely untapped due to limited financial inclusion, high transfer costs, and the absence ofeffective institutional mechanisms to channel remittances toward productive investment and economic structural transformation. At the same time, ECCAS economies continue to grapple with persistent challenges : low industrialproductivity, weak competitiveness, fragile regulatory systems, insufficient infrastructure, and poorgovernance quality. These weaknesses are compounded by high levels of financial exclusion,limited access to affordable credit, and rising unemployment especially among young people andvulnerable populations. Combined, these constraints hinder progress toward the SustainableDevelopment Goals (SDGs) and the aspirations of the African Union’s Agenda 2063 . In thiscontext, better mobilization and strategic use of remittances constitute a viable and largelyuntapped alternative to support economic transformation and resilience.

ECCAS’s growth is constrained by a deep electrification deficit that undermines energy justice,human development, and inclusive structural transformation. Despite its immense energypotential, the Economic Community of Central African States (ECCAS) remains one of the leastelectrified sub-regions in Africa. , access to electricity was estimated at just 56.7%, far below thesub-Saharan African average of 72%. This persistent energy deficit fuels domestic energyinsecurity, as millions of poor and vulnerable households still rely on traditional and polluting fuelsfor cooking and heating. The consequences are profound: weakened social services, health risks,reduced productivity, and slowed economic diversification. The impacts span multiple sectors. Inrural areas, health centers lack reliable power for vaccine refrigeration, emergency care, oressential equipment. Households using biomass-based fuels face heightened risks of respiratorydiseases, disproportionately affecting women and children. In education, limited lighting andinadequate digital infrastructure reduce study hours and widen the learning gap. As global geo-economic fragmentation accelerates, African economies face rising external shocksfrom supply chain reconfiguration, protectionism, and volatile capital flows. The AfricanContinental Free Trade Area (AfCFTA) offers a strategic pathway to build regional resilience,expand industrial capacity, and strengthen economic sovereignty. Yet, despite early trade growth,intra-African trade remains limited, constrained by persistent non-tariff barriers, regulatoryfragmentation, weak logistics infrastructure, and insufficient productive capacity. Without deeperdomestic and regional reforms, AfCFTA risks delivering trade diversion rather than sustainedindustrial transformation. This brief argues that Africa’s central challenge is not market accessalone, but the absence of industrial cohesion that enables firms to scale, integrate into regionalvalue chains, and compete globally. Over the past two decades, China has become sub-Saharan Africa’s (SSA) foremost tradingpartner and the region’s main bilateral creditor, profoundly reshaping its financial and geopoliticallandscape. Between 2000 and 2022, Chinese lenders extended over USD 170 billion in loans toAfrican countries , with major recipients (such as Angola, Ethiopia, Kenya, Nigeria, and Zambia)each receiving between USD 5 and 40 billion. Today, China accounts for around 20% of SSA’sbilateral external debt , underscoring its strategic importance in the continent’s developmenttrajectory. This Policy Brief argues that while Chinese loans are instrumental in addressing Africa’smassive infrastructure deficit, they concurrently heighten debt vulnerabilities and geopoliticaldependence. The attractiveness of Chinese financing is best understood in relation to Africa’spersistent structural needs. According to the African Development Bank (AfDB, 2024) , SSA facesan annual infrastructure financing gap of USD 100-150 billion, far exceeding the capacity ofdomestic revenues and traditional donors. Chinese loans therefore stand out due to their speed of approval focus on large-scale physical infrastructure, and limited policy conditionality’s comparedto Western lenders. For many African governments, this makes Chinese credit an appealing andpragmatic alternative for accelerating development.

Protests – often described as “unconventional” or “non-institutional” forms of political participation (Barnes & Kaase, 1979; Hooghe & Marien, 2013) – have increased markedly across Africa since 2010, a trend sometimes referred to as the continent’s “third wave of protests” (Mueller, 2018; Najimdeen, 2024). Protests such as South Africa’s #RhodesMustFall (2015) and #FeesMustFall (2016), Zimbabwe’s #ThisFlag protests (2016), Nigeria’s #EndSARS demonstrations (2020), and Madagascar’s 2025 demonstrations that toppled President Andry Rajoelina illustrate both the breadth and political significance of this wave (Fihlani, 2019; Lawal, 2024; Princewill, 2025). In Kenya, patterns of protest participation have evolved considerably over the past two decades. While the country has experienced repeated episodes of mass protest – most notably around contested elections in 2007, 2013, and 2017 – the character of protest activity has shifted, with recent protests increasingly centred on economic grievances, cost-of-living pressures, and perceptions of fiscal injustice rather than electoral disputes.

Support for democracy rests on a range of foundations. Citizens may value democracy intrinsically, as the most legitimate form of rule regardless of outcomes, or instrumentally, as a system judged by its capacity to deliver material well-being, security, and effective governance. Understanding which of these logics predominates is central to assessing the resilience of democratic regimes. In the early years after the end of White-minority rule, South Africans were more likely than their continental peers to evaluate democracy in material terms, valuing it for what it could deliver rather than for its inherent virtues. Attitudes were closely tied to assessments of government performance and expectations of improvements in quality of life (Bratton & Mattes, 2001). As the regime matured, delivery of political goods entered the equation (Mattes, 2012). A generation after apartheid’s end, it is worth returning to this question: Is demand for democracy in South Africa still performance-driven?

One of the main arguments for implementing public works programs (PWPs) instead of other social protection schemes such as cash transfers is that the assets created through these programs themselves can generate medium- to long-term benefits. This is particularly important as the costs for supervision and the construction materials can account for up to 70 per cent of program budgets. Despite this, there is scarce empirical evidence on PWPs' effects through the “asset channel”: indeed; most studies have focused solely on the traditional “wage channel”. To bridge this gap, this paper examines whether and how assets created under Malawi's Climate-Smart Enhanced Public Works Program (CS-EPWP) – a program recently implemented by the government of Malawi and funded by the World Bank – strengthen the resilience of households to climate shocks such as droughts and floods. The paper relies on case study analysis using primary qualitative data based on focus group discussions and key informant interviews with different stakeholders at the national, district and community levels. Interviews were conducted during fieldwork in September 2024 in two southern districts of Malawi highly affected by climate change. The analysis is complemented by site visits and quantitative survey data on asset quality. By combining these methods, we find that the CS-EPWP generates durable, community-maintained assets, which in turn enhance households' capacity to cope with and adapt to climate shocks. In particular, land-based assets provide multiple benefits for both households and communities, while forest-based interventions are expected to generate similar long-term gains, although further research is needed to confirm their (long-term) impacts. To maximize the impact of climate-smart public works programs, policymakers and donors should align asset creation with climate objectives and adopt participatory approaches to ensure their relevance, maintenance and long-term sustainability.

The article examines the dynamics of Russia’s relations with African states against the backdrop of the post-2022 transformation of the international system. The research objective is to identify the geopolitical motivations behind Russia’s engagement in Africa, assess the instruments used to implement this policy, and delineate the prospects and constraints for Russia-Africa relations under conditions of growing multipolarity. The author argues that Russia’s expansion in Africa – though catalyzed by the international isolation resulting from its aggression against Ukraine – forms part of a broader strategy to assemble an alternative, anti-Western bloc in which Africa plays a key legitimating and symbolic role. The analysis covers the historical foundations of Russia-Africa relations from the Cold War era, the geopolitical drivers of Russia’s post-2022 engagement, and the instruments of Russian policy toward Africa, with particular attention to the military, economic, and information domains. The study shows that African states – especially military juntas in the Sahel – are not passive objects of Russian manipulation but active players pursuing their own survival strategies by diversifying international partnerships. The material underpinnings of Russia’s engagement, however, remain fragile: limited investment, a focus on extractive and defense sectors, and rising reputational costs indicate that Moscow is maximizing influence at minimal cost. The conclusion holds that the durability of Russia’s presence in Africa will be tested by the Kremlin’s capacity to sustain engagement amid a protracted war in Ukraine, by the evolving expectations of African publics, and by the response of the West and other global actors intensifying the competition for influence on the continent.

The article examines the evolution of the Russian Federation’s relations with African states through the lens of Russian strategic documents and foreign policy practices. It argues that Russia’s contemporary engagement in Africa reflects the implementation of priorities defined in successive national security strategies since 1997. Moscow’s approach integrates political and military dimensions, aiming to restore great-power status, secure geopolitical footholds, and counter Western influence. Politically, Russia presents itself as an anti-colonial partner advocating multipolarity and sovereignty, while militarily it strengthens ties through arms trade, training, and the deployment of private military contractors. Case studies of Egypt, Mali, and the Central African Republic illustrate how Russia’s strategic narratives have been translated into concrete diplomatic and security partnerships. In conclusion, the article argues that Russia’s policy toward Africa represents both a continuation of Soviet-era ambitions and a pragmatic adaptation to the geopolitical realities of the twenty-first century. By selectively deploying limited resources and focusing on strategically significant states, Russia has managed to expand its influence on the African continent despite growing competition from other international actors.

Abstract:
This study examines the determinants of national competitiveness in African economies, with a particular focus on the role of institutional quality and economic policy strategies. The analysis is based on cross-sectional data for 2024 covering fifteen African countries and includes governance, competitiveness, and socio-economic indicators such as the Ibrahim Index of African Governance (IIAG), Corruption Perceptions Index (CPI), IMD Competitiveness Score, GDP per capita, Human Development Index (HDI), and inflation rate. Principal Component Analysis (PCA) and K-means cluster analysis were applied to identify structural relationships and country groupings. The results reveal a strong positive association between institutional quality and economic competitiveness, indicating that countries with stronger governance frameworks tend to achieve higher competitiveness levels. The cluster analysis identified three distinct groups of countries with differing institutional and development profiles. Countries characterized by higher governance quality, lower corruption, and stronger socio-economic performance demonstrate significantly higher competitiveness, while countries with weaker institutional frameworks face greater structural constraints. These findings confirm that institutional quality is a key determinant of competitiveness and highlight the importance of context-specific policy strategies. Strengthening governance effectiveness, improving institutional capacity, and supporting socio-economic development are essential for enhancing competitiveness and promoting sustainable economic growth in African economies.

The article examines the phenomenon of minilateralism in the context of the Horn of Africa, a region known for its complex geopolitical situation, numerous conflicts and challenges. The author highlights key minilateral initiatives in the region. Among them is the Tripartite Agreement between Ethiopia, Somalia, and Eritrea, which aims to strengthen regional security and cooperation. The Horn of Africa Initiative, which focuses on economic development and integration, is also considered. Special attention is paid to the role of the Intergovernmental Authority on Development (IGAD) as an important platform for addressing regional challenges. The recent Memorandum of Understanding between Ethiopia and Somaliland is analyzed as an example of the latest minilateral agreements that can have a significant impact on the regional balance of power. The paper analyzes the main goals of these formations and their impact on regional security and development. Potential scenarios for the development of minilateralism in the Horn of Africa are considered. This includes the formation of competing blocs, the intensification of proxy conflicts, and the prospects for using minilateral initiatives to strengthen broader multilateral cooperation. The authors focus on exploring the key role of minilateralism in the Horn of Africa, analyzing its potential and challenges, and identifying possible ways to develop it in this critical region.

The article provides a comprehensive analysis of Africa’s energy geopolitics and its role in the global energy balance. The study covers the production, export and use of the continent’s main energy resources, including oil, natural gas and renewable energy sources. Particular attention is paid to the impact of geopolitical factors, international investment and economic policy on the energy sector of African countries. The article analyses the key challenges faced by the countries, including political instability, corruption, insufficient infrastructure and environmental threats that hinder the efficient use of energy resources. An important aspect of the study is an assessment of the role of major international players, such as China, the EU and the US, in the development of the African energy sector, as well as the prospects for Africa’s integration into global energy markets. The study places particular emphasis on the role of Western Sahara’s natural resources in international relations, with special attention given to the conflict associated with the occupation by the Kingdom of Morocco. The territory of Western Sahara contains a variety of natural resources, such as phosphates, fisheries, and minor reserves of oil and gas, which are important for the energy sector, among others. These resources have become a significant factor in geopolitical processes at both regional and international levels. The paper highlights the specific features of the legal regulation regarding the use of these resources within the territory. The research examines the impact of natural resources on the political process of legitimizing Morocco’s occupation of the territory and analyzes the main export directions of these resources. Furthermore, the study characterizes Western Sahara’s resources as instruments of foreign policy. The role of the United Nations in addressing the conflict is explored, alongside an analysis of the European Union’s position on the Western Sahara dispute. Finally, the paper evaluates the involvement of international actors in the conflict.

This article examines the current state of the EU’s partnership with African countries. It analyzes the state of political and economic cooperation, as well as cooperation in building civil society. The article’s structure encompasses the origins of EU-Africa relations, the main areas of cooperation, and the anticipated directions of their development. The research primarily utilizes institutional, legal, and systemic approaches. Historical methods are used to a lesser extent. The main goal is to determine the scale of EU assistance to African countries and the priority sectors of cooperation. The main hypothesis is: Africa’s importance in the international system is growing rapidly, which is why the European Union is redefining its partnership with Africa, recognizing the continent as an equal partner. This hypothesis was positively verified during the analysis. The article is based primarily on information contained in official documents of EU and African Union institutions. Furthermore, available literature relevant to the subject matter was utilized.

The rise of artificial intelligence and global demand for cloud computing is rapidly redrawing the geography of digital infrastructure. The International Energy Agency projects that global data center electricity consumption will more than double by 2030 to 945 terawatt hours, with AI-optimized servers driving the bulk of that growth. As mature digital hubs in the United States, Europe, and East Asia run up against the limits of grid capacity, permitting cycles, and land availability, investment is shifting toward emerging markets. Large parts of Southeast Asia, the Middle East, Latin America, Africa, and the Black Sea region feature available land, high renewables potential, stranded energy, and accelerating digital demand. This report examines the conditions under which emerging economies can convert that interest into durable, smart, digital infrastructure. It argues that emerging markets are not merely overflow capacity for saturated hubs but increasingly demand centers in their own right; India for example hosts 20 percent of the world’s data yet accounts for less than 6 percent of global capacity. The same markets, however, present structural risks: limited grid redundancy, volatile electricity pricing, uneven regulation, equipment bottlenecks, and shallow workforce pipelines. Drawing on case studies from Malaysia’s Johor corridor, South Africa, Brazil, Turkey, and India, the report shows how hybrid energy strategies, coordinated permitting, and workforce investment can convert latent advantages into bankable infrastructure.

This paper explores the forms of taxation practised by Al Qaeda and the Islamic State branches operating in Mali and Niger. It builds on insights from the rebel governance literature and an original conceptualisation of jihadist taxation and its effects. Unlike classic perspectives in the rebel governance literature, we argue for an ‘all at once’ approach to jihadist governance and warfare, where taxation is the beginning and the end of acts of warfare due to the fundamental political nature of Islamic taxation. Empirically, we stress the adaptiveness of jihadist groups to local circumstances, alternatively for doctrinal or pragmatic reasons.

Sub-Saharan Africa (SSA) faces an electricity access crisis, with over 600 million people lacking access to reliable power. Chronic underinvestment, institutional fragility and fragmentation, and operational inefficiencies have rendered many state-run utilities incapable of sustaining reliable service delivery, let alone meeting rising demand. In response, governments often running on budget deficits and influenced by international financial institutions have embraced private sector participation (PSP) as a means to mobilise capital, improve operational efficiency, and accelerate electrification. Yet the outcomes of PSP across SSA are mixed, raising questions about its effectiveness, equity, and long-term sustainability. This study undertakes a comprehensive, mixed-methods analysis of PSP in SSA’s electricity sector. It maps the evolution and extent of private sector engagement across generation, transmission, and distribution; quantifies its prevalence; and assesses its impact on six core performance indicators: financial viability, access, affordability, quality of supply, operational efficiency, and decarbonisation. The findings of this study affirm that PSP, when embedded within robust governance and regulatory frameworks as well as transparent procurement mechanisms and coherent sector planning, can contribute positively to power sector performance. However, these gains are not automatic. The strongest correlations between PSP and performance are observed in countries where governance is credible, regulatory agencies are functional, and policy environments are stable. Conversely, in contexts where institutions are weak, PSP has often produced limited or even adverse outcomes, such as overcapacity, fiscal strain, high tariffs, and social inequities. In summary, PSP can be a valuable tool for accelerating power sector transformation, but only when it is thoughtfully designed, responsibly governed, and firmly aligned with the public good. Further, sustainable electrification requires not just more investment, but smarter, fairer, and more accountable systems that prioritise resilience, equity, and long-term development.

This paper studies preferences over income privacy within households using a laboratory experiment with low-income urban couples in Kenya that identifies willingness to pay for income hiding or transparency. We find that a substantial share of spouses are willing to sacrifice income to keep earnings hidden (36% of wives and 26% of husbands). At the same time, we document that a large fraction of spouses are willing to pay to reveal income to their partner (20% of wives and 31% of husbands). Using vignette-based survey experiments, we provide evidence on perceived motives and consequences of hiding and revealing income, including future-oriented investment, hedging against marital dissolution, and sanctions after financial disclosure. Together, these results challenge standard household models and provide a foundation to inform future cooperative and non-cooperative models of the household.

Gender-responsive peacekeeping operations are designed and implemented in ways that recognize gendered differences and inequalities and advance gender equality and the rights, protection, and participation of all genders as a core part of mandate delivery. Yet while normative commitments on women, peace, and security (WPS) have expanded considerably over the past two decades, these commitments have been unevenly translated into practice. This policy paper examines how gender-responsive peacekeeping has been operationalized in the UN Mission in South Sudan (UNMISS) and the African Union missions in Somalia (AMISOM and ATMIS), with a focus on mandates, institutional design, force composition, leadership, and community engagement. It finds that gender responsiveness depends less on formal commitments than on whether missions embed gender analysis into the operational systems that shape planning, protection, and decision making. The paper highlights how institutional placement of gender advisers, leadership support, deployment of women peacekeepers, and sustained community engagement can strengthen both mission effectiveness and legitimacy. At the same time, it underscores the persistent gap between procedural responsiveness to meet institutional requirements and transformative responsiveness that changes how missions operate and protect civilians in practice.

The African Union’s admission to the G20 as a permanent member in 2023 marked a major milestone in global economic governance, giving the continent its first collective seat at one of the most influential decision-making forums on debt, trade, climate finance, and development. While this corrected a long-standing imbalance in representation, key questions remain about whether this institutional presence will translate into substantive influence. This issue brief examines how the AU organizes its participation in the G20 and assesses the progress made under South Africa’s 2025 presidency, particularly on debt sustainability. It highlights initiatives such as the ministerial declaration on debt and the Africa Expert Panel proposals for reforms to the global debt architecture, while underscoring the continued limitations of existing G20 mechanisms, and the structural challenges posed by high borrowing costs.. The brief finds that while Africa has generated momentum within the G20, sustaining progress will require stronger coordination within the AU, the operationalization of key institutional mechanisms, and a more focused and strategic approach to advancing continental priorities in a shifting geopolitical landscape.

We evaluate the impact of a gender-sensitive soft-skills training that aimed to address youths’ labor market constraints in technical and vocational education and training (TVET) institutions in Kenya using a clustered randomized controlled trial. We also explore whether the presence (or absence) of complementary noncognitive skills, such as locus-of-control, moderates the impact of soft-skills training. Our evaluation combines baseline, midline, and endline data to understand the dynamics of labor market transitions for the youth. Although we find suggestive evidence that the soft-skills training marginally contributed to preparing the youth for the labor market by improving their willingness, expectations, and preparedness for jobs, the impact of the soft-skills training on ultimate labor market outcomes appears negligible. However, the effect of soft-skills training varies across individuals with varying personality traits. Soft-skills training improved labor market outcomes for those with internal locus of control, implying important heterogeneity across individuals with varying non-cognitive skills.

These two regions, though distinct in ecological and socio-economic characteristics, are united by their position which is at the frontline of environmental change, governance challenges, and livelihood vulnerability. This paper aims to analyze the emerging challenges and opportuni-ties derived from the humanitarian assistance actions applied in Cabo Del-gado in the context of violent extremism that has been ravaging the province since 2017. This topic is relevant because the traditional concept of huma-nitarian assistance presupposes support for victims of a disaster caused by nature or man-made, and the province of Cabo Delgado presents a growing demand for humanitarian assistance due to the ongoing prolonged violent conflict. In Cabo Delgado, there are victims of a violent, unconventional, low-intensity conflict. More than 1 million people are in need of humanita-rian assistance, of which more than 50% are women and children (OCHA 2021). Along with terrorism, climate disasters, such as Cyclone Keneth in 2019, and the COVID-19 Pandemic, which began affecting Mozambique in 2020, are exacerbating the state of vulnerability of humanitarian victims. Combined, these events force non-state humanitarian actors to operate in an environment characterized by uncertainty, insecurity, and unpredictability. Nevertheless, these humanitarian actors may operate beyond what is defined by traditional humanitarian principles, which concern saving lives and allevia-ting the suffering of humanitarian victims, including developmental actions that may result in the reduction of state power in the humanitarian space and that lead to the implementation of political action by external forces. If prolonged, this scenario may accentuate the weakening of state power. Given this context, one wonders what challenges and opportunities are derived from the humanitarian support process in Cabo Delgado. This paper seeks to reflect on the emerging challenges and oppor-tunities arising from the humanitarian assistance process in Cabo Delgado. Specifically, it sought to a) define what humanitarian assistance is; b) analyze the emerging challenges for humanitarian actors in Cabo Delgado; and c) analyze the emerging opportunities for humanitarian actors within the pro-cess of humanitarian assistance in the region. We started from the hypothesis that the problem of the humanitarian assistance process in the context of violent extremism creates emerging challenges and opportunities for non--state humanitarian actors that are linked to human security, management, and coordination of humanitarian actions.

Abstract:
This article analyzes the political situation of Mozambique during Chissano’s Government between 1986 and 2005, as well as the internal and external factors that contributed to the fulfillment or unfulfillment of the government’s objectives. Political, economic, and historical events are observed in order to evaluate the Chissano Government. Situation analysis is a plural methodology that allows interpreting events, facts, and causes, as well as describing the behavior of the actors involved, the correlations of force, and the internal and external interests that influence the course of politics. Another aspect that justifies using this tool is the historical time involved – 18 years between the end of the 20th century and the beginning of the 21st century – characterized by transformations, transitions, and dis-tinct domestic, regional, and international political-economic changes. The situation analysis proved to be an effective tool to reach a broader and deeper perspective of the Chissano Government and the national and international context in which it developed. This methodology requires historical knowle-dge of the object of study, its context and political dynamics, the organization of local society, its behavior patterns and social values, as well as its politi-cal groups, their objectives, and interests. The text constitutes a subjective perspective, a point of view on the “Chissano era”, a political, economic, and social period in the history of Mozambique. It is an ex-post-facto analysis, as it is written decades after the events have occurred, and although it limits its scope to a short period of time, it nonetheless covers long and complex socio-economic transformations. Despite systemic changes in Mozambican society, the structure of the country’s politics has remained almost the same, led by the party-state.

The question of Western Sahara, “Africa’s last colony”, is quite pecu-liar in the context of United Nations (UN) peacekeeping operations, when compared to other ongoing missions, and it is also quite unique from a geo-political point of view since the international community differs regarding this territory (Barros 2020).In this context, this article seeks to address the following issue: why didn’t the evolution of UN peace operations, which occurred after the expan-sion of the international security agenda and the emergence of the concept of human security, provide any significant change in the United Nations Mission for the Referendum in Western Sahara (MINURSO)? We will consider the hypothesis that, although there is a consensus at the international level on the importance of the concept of human security, there has been no significant change in MINURSO’s mandate, such as the incorporation of new assign-ments, due to Morocco’s close relationship with some permanent members of the UN Security Council (UNSC), namely France and the United States.

Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

A main priority of the 2024 Italian G7 presidency was to build stronger partnerships with African countries across a number of policy areas, including climate and energy. Italy pushed forward several G7 initiatives to tackle the adverse effects of climate change and resource scarcity in developing regions as well as to enhance energy access in Africa. Despite the relevance of these pledges, it is still unclear how these initiatives can align with, and maximise the impact of, existing climate- and energy-related projects set out in other fora. Still, the Italian G7 was successful in shedding light on the need for stronger intersectionality in G7 processes – finance, climate, infrastructure, food – and in advancing synergies with parallel G20 and climate conferences of the parties (COP) discussions. Canada, South Africa and Brazil, respectively holding the 2025 G7, G20 and COP30 Presidencies, can build on the lesson of the Italian G7 presidency, especially in light of the decreasing attention that major powers such as the United States are paying to multilateral governance regimes.

This briefing highlights the key challenges and policy recommendations related to Botswana’s land tenure system, with a particular focus on the government’s recent acquisition of land from the Tati Company and its implications for land governance and socioeconomic justice. Historically, Botswana's land tenure system evolved through pre- and post-colonial eras, divided into three categories: communal (tribal), state (formerly Crown), and freehold land. Despite minimal white settler presence compared to other African nations, land ownership by former colonial settlers remains a sensitive issue, raising questions about socioeconomic equity. A 2023 government purchase of 45,000 hectares of freehold land from the Tati Company reignited debate on land ownership and absentee landlords, as well as urban land shortages. The transaction, while symbolic, was criticised for failing to address deeper land access issues. The purchase underscored ongoing tensions around land rights and the state’s need to ensure equitable land distribution and effective use.

While the city scores well for service delivery and economic development, its poor rankings in planning, leadership, and administration on the Governance Performance Index suggest challenges in execution and institutional efficiency. While Johannesburg has demonstrated foresight in adopting 4IR policies – such as the Smart City Strategy – these efforts risk being undermined if governance bottlenecks remain unaddressed. Foreign aid has never been the solution to Nigeria’s multiple development challenges. However, the halt to US development assistance1 and the de facto shutdown of the United States Agency for International Development (USAID) will cause additional hardship for Nigeria’s most vulnerable. Modelling based on the International Futures model (IFs)2 , a forecasting platform housed at the University of Denver, suggests that the decision could push approximately 700 000 additional Nigerians into extreme poverty by 2030. The health sector is disproportionately affected by the freeze as it depends excessively on US aid, primarily for the fight against HIV/AIDS and other infectious diseases. Nigeria is one of 10 countries globally that are most reliant on US funding3 for HIV medicines. The US policy shift is a wake-up call for the Tinubu administration to rise to the task of mobilising domestic funds to provide essential services to the population.

According to the World Bank’s Statistical Capacity Index1 , South Africa ranks among the highest on the African continent. This strong foundation positions the country at the forefront of Fourth Industrial Revolution (4IR) technologies, particularly in leveraging government and open-access data to address national and subnational challenges. Cities like Cape Town and eThekwini have established Open Data Portals (ODPs) – online open-access data repositories that enhance transparency, improve service delivery tracking, and help identify pressing socioeconomic and infrastructure challenges. These portals not only benefit municipal decision-making but also provide businesses with valuable datasets to identify investment opportunities, market trends, and areas for social innovation.2 Despite these benefits, South Africa faces challenges in expanding and sustaining ODPs, particularly at the local government level. This presents a unique opportunity for the private sector to support local governments in the development and maintenance of ODPs. Using Cape Town and eThekwini as case studies, this report examines why private sector involvement in OPDs is crucial and how such partnerships can strengthen local governance, drive economic innovation, and foster inclusive urban development.

While Cameroon is one of the most endowed African countries in a wide range of overground and underground natural resources, it has struggled to leverage these resources to secure a decent living standard for the majority of its population. Instead of boasting impressive development outcomes, Cameroon is among African resource rich countries that are known for suffering high financial hemorrhage through capital flight. In a sense, capital flight from Africa has become a chronic manifestation of the ‘resource curse’ that tends to plague countries that are endowed with vast amounts of resources in a context of poor institutions and weak regulatory frameworks. This study provides a detailed analysis of the historical emergence of an externally dominated oil sector and the institutional and regulatory arrangements governing the sector to shed light on the causes of the country’s failure to fulfill its potential considering its impressive resource endowment. The evidence may shed light on strategies to usher a new path towards a Cameroonian economy beyond oil.

The Democratic Republic of the Congo (DRC) is one of the world’s most resource-rich countries, and in 2024, it attracted the largest volume of mineral exploration investment in Africa. Enhancing U.S.-DRC cooperation is critical to counterbalance China’s dominance. Canvassing is an important way in which political parties around the world raise awareness and connect with voters. Despite this, the literature on parties in new democracies, and Africa in particular, has tended to overlook this form of activity, focusing instead on vote buying, mass rallies, and meetings. In this paper, we use public opinion survey data from Afrobarometer and the Comparative National Elections Project to show that overall rates of canvassing in Africa are similar to other new, as well as many established, democracies. The data also challenge several dominant views of party campaigns in the Africanist literature. First, African parties do not concentrate primarily on turning out their base, rather than reaching across the partisan divide. Indeed, the opposite is the case. African parties expend more energy contacting nonpartisan independents and cross-partisans, and thus make a potentially meaningful contribution to the supply of multiparty competition. Second, the vast majority of contacts occur without any clientelist exchanges of material goods between parties and individual voters. And third, while incumbent parties enjoy canvassing advantages over opposition parties in around one-third of the surveyed countries, opposition parties (viewed collectively) match the party in power in terms of the ground game in another third, and enjoy higher rates of contact in yet another third.

75. Proximity to riots: Spatial exposure and attitudes toward the police in Africa

Riots have devastating consequences for communities, including the destruction of infrastructure, businesses, and human lives. The police, tasked with restoring order, are often perceived as either protectors or sources of threat and incompetence. This research investigates the impact of riot exposure on public trust in the police by incorporating both temporal and spatial dimensions of exposure, diverging from previous studies that focused solely on temporal effects. Using the terror management theory (TMT) framework, extended to inter-group conflict, this study conceptualises the police and the public as distinct groups whose behaviours and attitudes may conflict during riots. Matching geocoded Afrobarometer data with the Armed Conflict Location & Event Data Project (ACLED) and employing a spatial difference-in-differences analysis, the study reveals a complex relationship between riot exposure and public trust in the police. While exposure to riots negatively impacts trust among residents living closer to riot sites – driven by heightened anxiety and direct exposure to violence – it increases trust among those living farther away. Furthermore, riot type and severity play crucial roles. Mob violence, with its chaotic nature, tends to bolster trust in the police, while violent demonstrations, which are more organised and often pursue political goals, do not. Moreover, lethal riots erode public trust in police more than non-lethal ones do. These findings underscore the importance of context-sensitive policing strategies that address the security concerns of riot-affected communities while maintaining trust across diverse populations. Policy makers must balance suppressing violence with building resilience and protecting vulnerable communities.

76. Allocating international loss and damage finance through national climate funds: prospects for African LDCs

The new loss and damage funding framework under the United Nations Framework Convention on Climate Change (UNFCCC) emphasises the importance of channelling support through national systems and mechanisms. This approach could prove particularly challenging for African least developed ountries (LDCs), which have been prioritised for support. These countries remain confronted with major challenges to access and utilise international climate finance, especially through direct access. National climate funds (NCFs) can have a potential role in delivering international loss and damage finance to African LDCs that is in line with their national priorities. NCFs can be defined as entities mandated to finance the implementation of national climate strategies and to manage and/or coordinate domestic and international sources of climate finance. NCFs can enhance the institutional capacities of countries by supporting the development of loss and damage strategies, facilitating access to international funding, aligning resource allocation with local priorities, and ensuring the effective tracking of loss and damage finance. This Policy Brief explores the role of NCFs in the evolving global loss and damage finance architecture with a focus on African LDCs. We examine the design features of five NCFs against criteria for assessing their relevance to support measures that address loss and damage. The studied NCFs are: the Benin National Fund for Environment and Climate, Ethiopia’s Climate-Resilient Green Economy Facility, Burkina Faso’s Intervention Fund for the Environment, the Mali Climate Fund and the Rwanda Green Climate Fund. Key policy messages • Despite that only a limited number of African LDCs have established NCFs, these demonstrate their potential to channel loss and damage funding, especially for environmental rehabilitation and climate-resilient recovery efforts. Particular strengths relate to their role in priority sectors for climate change adaptation and in relation to biodiversity loss, drought, land degradation and desertification. • Existing NCFs in African LDCs have inadequate mandates and capacities to manage the complex funding needed for loss and damage. An emerging issue is their presently limited role in linking climate and disaster risk finance. • The NCFs of African LDCs can be instrumental to promote coherence and complementarity with other funding sources at the national level. Countries must establish comprehensive legislative, policy and regulatory frameworks to define the institutional roles of NCFs in loss and damage response, supported by international funding to strengthen their institutional capacities.

77. Securing a development-friendly US trade policy: the urgent need for an AGOA revamp

In times of heightened uncertainty surrounding US trade policy, it is increasingly vital to secure a development-friendly approach toward African countries. They are among the most vulnerable to climate change, conflicts and pandemics, yet are also gaining geo-economic significance. Given the expiry of the US Generalized System of Preferences (GSP) in 2020 and the upcoming expiry of the African Growth and Opportunity Act (AGOA) in September 2025, Sub-Saharan African (SSA) countries urge policymakers to timely reauthorise and upgrade the non-reciprocal trade programme to improve market access to the US and ensure long-term support for sustainable development across the African continent. While the AGOA Renewal and Improvement Act of 2024 was introduced to Congress with bipartisan support, the election of Donald Trump and his “America First” approach have increased doubts about a swift extension of AGOA. This policy brief examines the potential effects of the expirations of GSP and AGOA using a multi-region Computable General Equilibrium (CGE) model. By simulating the shift from duty-free to Most Favoured Nation (MFN) treatment, we find the following: All in all, aggregated effects over all countries are rather muted while some specific countries face strong losses. Whereas bilateral exports of AGOA-eligible countries to the US decline by 3.7%, their total exports fall by only 0.1%, with real GDP remaining almost unaffected. Looking more closely, specific SSA countries would face high bilateral losses: The most substantial reduction of exports to the US occurs in Lesotho (-35%), Malawi (-25%) and Kenya (-16%), while welfare decline is the highest in Lesotho and Mauritius. The most affected sectors are sugar, wearing apparel, leather, dairy products, and beverages and tobacco. The limited aggregate effects of a loss in trade preferences are mainly driven by relatively weak ties of SSA to the US and rather low US MFN tariff rates. This highlights the limited effectiveness of the AGOA preference scheme, indicating that its renewal should go hand in hand with a comprehensive modernisation of the programme. While the AGOA Renewal and Improvement Act of 2024 acknowledges this, it still falls short of modernising the programme in some key areas. To ensure long-term benefits for SSA economies, we recommend: • A swift reauthorisation for a longer period, incorporating continuation provisions to reduce future uncertainty. • More transparent and predictable eligibility reviews, with a possibility of partial exclusion for non-compliance, would also help mitigate uncertainty. • Expansion of rules of origin, which is crucial for stimulating intra-continental trade and enhancing value addition within SSA. • Widening the programme’s scope by addressing, for example, digital trade, services, non-tariff measures, regulatory cooperation and investment facilitation.

This study addresses a critical gap in One Health governance literature by providing a comprehensive review of cross-sectoral One Health governance platforms in low- and lower-middle-income countries across Asia and Africa. These platforms are pivotal for building resilience and improving governance at the human–animal–environment interface. Using a scoping review methodology, the study identifies 34 One Health platforms established across 52% of these countries, with a primary focus on zoonotic diseases and a growing emphasis on antimicrobial resistance and food safety. A polycentric governance lens was applied to analyse the interplay of authority, resources and information in shaping platform functionality. Key findings highlight that authority imbalances and single-sector dominance undermine stakeholder engagement, insufficient financial and human resources hinder operational capacity. Further­more, weak data-sharing protocols limit timely coordination and evidence-based decision-making. The review identifies critical entry points for enhancing platform efficacy: clarifying governance frameworks, investing in cross-sectoral human capacity-building and strengthening data-sharing infrastructures with robust protocols and interoperable platforms.

Ghana is a multi-party, multi-ethnic and multi-religious state, with a dominant influence of socio-cultural norms and practices that impact negatively on women in their everyday lives. Most Ghanaians are subject to customary law which discriminates against women, even though Ghana practises legal pluralism. The overall aim of the study is to explore and analyse contemporary feminist perspectives and organising in Ghana to demonstrate how they can be used as levers for transformative change for greater equality and sustainable development. This was a cross-sectional and fully qualitative study involving 35 feminists and women’s rights advocates between the ages of 37 and 80+ years, with the majority (n=25) having over 20 years of experience and relevant postgraduate degrees. Data collection, analysis and conceptualisation were guided by the gender-transformative approach and the gender at work frameworks. Our findings show that gender inequity occurs in both formal and informal spaces. Strongly held socio-cultural norms emanating from patriarchy influence women’s daily lives, and the decisions made within sub-national and national legislature. Feminist strategies span general awareness creation, through lobbying, writing and reviewing of content for policies and laws, increasing the visibility of bills to picketing to ensure the passage and implementation of applicable laws or policies. Participants consider their strategies successful despite challenges such as backlash, burnout, and the lack of funding for their activities.

This study examines the determinants of female labour force participation (FLFP) and female wage employment (FWE) of urban women in four SSA countries: Benin, Senegal, Uganda and Zambia. Using extensive micro-level data and a unified empirical framework, we investigate the multitude of constraints women face in both these dimensions. The methodology tries to bridge the drawbacks of typical macro-level cross-country studies and detailed country case studies, enabling direct comparisons over time and across countries. Key findings highlight substantial cross-country heterogeneity in barriers to female employment, including education, household wealth, motherhood, and male breadwinner norms. While higher education consistently enhances FLFP and FWE, motherhood negatively affects wage employment more persistently than labour force participation. Interaction effects between barriers, such as motherhood and male breadwinner norms, underscore their compounded impact. Additionally, local labour market conditions, namely the variety of occupations available, moderate these barriers, amplifying disadvantages for women in labour markets with higher levels of occupational variety. The study emphasises the importance of context-specific policy interventions. Recommendations include vocational training in Benin, advocacy for shifting restrictive norms in Senegal, targeted support for labour market transitions in Uganda, and addressing male breadwinner norms in Zambia. Future research should delve deeper into how labour market transitions influence female employment and how negative consequences can be remedied.

In January 2025, the Simon-Skjodt Center for the Prevention of Genocide published a report, “History is repeating itself in Darfur in the Worst Possible Way”: Halting Genocide in Sudan (PDF). This report focuses particularly on ethnically targeted mass atrocities in Darfur committed since the outbreak of conflict in Sudan in April 2023. It also assesses future risks, particularly as the rise in identity-based targeting by both the Rapid Support Forces (RSF) and the Sudanese Armed Forces increases the risk of further mass atrocities. On January 7, 2025, the United States Department of State determined that genocide is being perpetrated in Darfur by members of the RSF, a powerful paramilitary group, and their allied militias. This determination is a somber acknowledgment of the horrific crimes endured by communities who experienced genocide 20 years ago and have been neglected for too long. This genocide is ongoing. Civilian protection must be an urgent priority for the US government and the international community. This report offers policy options for the US and other governments—acting individually and as part of regional and international bodies—to halt mass atrocities, bolster accountability mechanisms and local documentation efforts, and protect civilians from harm. These actions should include increased pressure on states that provide financial support to the RSF, securing pathways for humanitarian aid, and prioritizing civilian protection, including by supporting locally-led prevention and protection efforts.

This paper summarises the most promising models for intermediary structures that support locally led action in humanitarian settings. This includes locally led intermediary structures (both LNAs acting as intermediaries and locally owned/ managed pooled funds) and reformed international intermediary structures that are most conducive to locally led action. The examples provided in this paper were identified through three short country case studies undertaken by ALNAP (focused on Sudan, the Philippines and Myanmar) and existing research on local and international intermediaries by the Share Trust. This paper aims to focus on examples that are not well known or have been underrepresented in existing studies, and are therefore illustrative rather than exhaustive. A separate annex provides a more detailed account of local intermediary examples identified in this study, including their models, challenges, scope and the opportunities they present. Further useful examples could be identified in a more thorough review.

In September 2024, South Sudan’s government postponed elections until 2026.1 This and other violations of the 2018 Revitalized Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) reinforce the country’s deep divisions and continued, widespread violence.2 After a devastating civil war (2013-2018), politicians, generals, and communities have lacked a unifying identity or incentive and have focused on shoring up their political power, undermining their rivals, and diversifying their economic holdings. As South Sudan’s oil fields dry up, wealth and sustenance are carved out wherever they can be found, often violently.3 The central government in Juba deprives national institutions of funding, neither state nor rebel forces are committed to integrating into a unified military, and state officials at all levels exploit their positions to fund expensive lifestyles and large patronage networks.4 Politicians have long plundered South Sudan’s main source of wealth, its state-owned oil company, Nilepet, to fuel their wars and wealth, and the country remains economically destitute.5 Across South Sudan, violence has become more geographically dispersed as armed groups have fractured. Between 1 January 2013 and the signing of R-ARCSS on 12 September 2018, there were conflict events in 718 distinct locations, compared to 1,720 between 13 September 2018 and 17 January 2025 (see maps below). Given these realities, the peace process could hardly address South Sudan’s myriad, local-level contests over borders, resources, and political positions.6

This paper examines the state and evolution of the rule of law in Mozambique, focusing on key dimensions such as voice and political participation, judicial independence and accessibility, corruption, access to basic services, personal security, and property rights. Drawing on Afrobarometer surveys, voting data, and conflict records, the paper offer insights into the perceptions and experiences of Mozambican citizens. The findings indicate a deterioration in institutional trust over the past two decades, alongside declining voter turnout in general elections and increasing election-related and political violence. Despite reforms aimed at improving judicial autonomy and accessibility, the legal system remains affected by inefficiencies and regional disparities. Citizens are often subject to bribery when accessing essential public services, and perception of corruption in key institutions remains high. Concerns about fairness and integrity in the land registration process can also weaken confidence in land security and property rights protection. The paper highlights the continued challenges Mozambique faces in consolidating the rule of law, exacerbated by legacies of conflict, political instability, and uneven socioeconomic development.

Measurement errors in macroeconomic aggregates such as GDP have been widely lamented, particularly in low-income contexts. This study investigates the reliability of one component of national accounts, agricultural sector output. Focusing first on the case of Mozambique, we use a series of 12 harmonized national agricultural micro-surveys to construct estimates of gross annual output in the sector. Compared to corresponding national accounts values for the period 2002–20, the micro-survey estimates are about 50% lower. A decomposition exercise indicates this gap is primarily driven by differences in base year levels, offset by higher rates of inflation observed in survey-based producer prices. Triangulating these estimates using household budget surveys, market price, and FAO production data, we find consistent support for the agricultural micro-survey estimates, suggesting real rates of total GDP growth may have been overestimated by 1 percentage point over the period. A cross-country comparison of national accounts and FAO production data indicates positive differences between estimates of agricultural output from the two sources are not unique to Mozambique, but with larger discrepancies among lower-income countries. Systematic investment in reliable and timely agricultural statistics is essential to track progress in the sector.

This study assesses the effectiveness of Mozambique's flagship social pension programme, the elderly component of the Programa de Subsídio Social Básico (PSSB). Focusing on three key criteria— programme targeting, reliability, and materiality—we combine administrative data on the universe of beneficiaries with the complete records of the 2017 Population and Housing Census. Merging these datasets at the localidade level, we provide a highly granular view of programme coverage rates and payment delivery regularity. We estimate that in the best case with zero targeting errors, the PSSB-Elderly programme reaches two-thirds of its target group. However, significant regional disparities persist, including undercoverage in poorer regions. Additionally, we document substantial delays in payments since 2023, as well as various inaccuracies in the beneficiary registry. These findings underscore the importance of simple and robust designs for social protection in resource-constrained contexts. They also suggest that expanding programme coverage towards a quasi-universal subsidy in high-poverty locations merits serious consideration.

This paper investigates the effect of commodity price shocks in a commodity-exporting small open economy, and the role of fiscal policy in transmitting these shocks to the rest of the economy. Using South African data, we first estimate an empirical model using a Bayesian vector autoregression model. We then develop a New Keynesian small open economy with labour market hysteresis and commodity price shocks. We find that a commodity price shock typically has an expansionary effect as real GDP and employment increase, which translates into higher tax revenue. The results from our dynamic stochastic general equilibrium model match the data. In addition, despite not modelling the tradable and non-tradable sectors explicitly, we find that there is an opportunity cost associated with taxing the commodity sector more than home production. This results in a higher trade deficit and government spending. Consequently, we also explore the role of countercyclical fiscal policy during a commodity boom.

100. Surviving the storm: How climate-related disasters reshape tax morale in sub-Saharan Africa

Climate-related disasters have increased over recent decades, with severe human and economic consequences. While research has examined their macroeconomic effects and impact on households’ income and consumption patterns, little attention has been given to their impact on tax morale—taxpayers’ intrinsic motivation to comply with tax obligations. This study fills this gap by estimating the impact of climaterelated disasters on tax morale in 26 sub-Saharan African countries using Afrobarometer survey data from 2011 to 2021. The analysis considers six climate-related shocks: droughts, earthquakes, extreme temperatures, floods, storms, and wildfires. We hypothesize that the impact of climate-related disasters on tax morale depends on the specific disasters considered, and that these heterogeneous effects work through two key mechanisms: economic inequality and trust in public institutions. First, they can exacerbate inequality by reducing government revenue, increasing economic hardship for vulnerable groups (through loss of livelihoods), and eliciting unequal policy responses from government. Climate-related disasters can also reduce inequality when associated with increased economic hardship for richer households (by destroying their productive assets. Second, tax morale declines when citizens perceive government responses as inadequate or unfair; conversely, it increases if citizens perceive the government to be responding adequately. Logistic regression results confirm this heterogeneity. Droughts, extreme temperatures, floods, and storms reduce tax morale, while earthquakes and wildfires increase it. Incorporating regional heterogeneity shows that the negative effects of disasters on tax morale are more profound in rural areas. Mediation analysis confirms inequality and institutional trust as key transmission channels. These findings underscore the need for inclusive tax policies and effective post-disaster governance to sustain revenue mobilization in sub-Saharan Africa.
