- What’s new? Jihadists have repeatedly attacked schools in north-eastern Kenya in the last eighteen months. In response, the government has shuttered many schools and pulled most teachers out of a long-neglected region that is one of Al-Shabaab’s main recruiting centres outside Somalia. Why does it matter? The education crisis adds to an already existing sense of marginalisation in north-eastern Kenya. Thousands of out-of-school youngsters could constitute an attractive pool of recruits for Al-Shabaab, which is engaged in a long-term campaign to deepen its foothold in the region. What should be done? The Kenyan government should afford the north east’s residents, including police reservists, a greater role in tackling militancy and revive community-centred efforts that to some degree succeeded in rolling back Al-Shabaab in the past. It should also restore learning by providing stopgap funding so local administrations can hire replacement teachers.

- In the years right after apartheid fell, South Africa was a leader in continental diplomacy, brokering peace accords and bolstering multilateral institutions. Its role subsequently diminished, but today it is well placed to make a positive difference in several trouble spots. What’s new? Midway through its term on the UN Security Council, and having just become chair of the African Union, the South African government led by Cyril Ramaphosa has a strong platform from which to reassert Pretoria’s continental leadership in efforts to mitigate Africa’s violent conflicts. Why does it matter? As Africa deals with more challenges to regional stability than it can readily handle, South Africa’s re-emergence as a leader in conflict prevention would be good for Pretoria, good for a continent that continues to prefer African solutions to African problems and good for the people of conflict-affected areas. What should be done? South Africa should enhance its focus on Burundi, the Democratic Republic of Congo and South Sudan, which lie at the intersection of national, AU and UN priorities. Pretoria should also redouble efforts to steer neighbouring Zimbabwe away from crisis.

- Trafficking – a catch-all term for illicit movement of goods and people – has long sustained livelihoods in northern Niger. But conflicts are emerging due to heightened competition and European pressure to curb migration. Authorities should persevere in managing the extralegal exchange to contain violence. What’s new? Niger’s informal systems for managing violence related to drug, gold and people trafficking in the country’s north are under strain – due in part to European pressure to curb migration and in part to increased competition over drug transport routes. The discovery of gold could bring new challenges. Why does it matter? Tacit understandings between the authorities and traffickers pose dangers, namely the state’s criminalisation as illicit trade and politics become more intertwined. But the collapse of those understandings would be still more perilous: if trafficking disputes descend into strife, they could destabilise Niger as they have neighbouring Mali. What should be done? Niger should reinforce its conflict management systems. Action against traffickers should focus on those who are heavily armed or engage in violence. Niamey and external actors should reinvigorate the north’s formal economy. European leaders should ensure that their policies avoid upsetting practices that have allowed Niger to escape major bloodshed.

22. The Price of Peace: Securing UN Financing for AU Peace Operations

- The African Union is best positioned to send peacekeepers to the continent’s various war zones. But it often lacks the funds available to the UN’s blue helmets. A compromise over co-financing peacekeeping missions would serve the conflict prevention goals of both institutions. What’s new? Attempts to reach agreement upon a UN Security Council resolution on using UN assessed contributions to co-finance African Union (AU) peace support operations have ended acrimoniously, damaging relations between the Council and the AU Peace and Security Council. Discussions are now on hold, offering the parties an opportunity to clarify positions. Why does it matter? Access to UN financing offers the hope of predictable and sustainable funding for vital AU peace operations, whose offensive mandates are often better suited to current conflict dynamics in Africa. An AU summit in February 2020 could determine if and how the proposal is pursued. What should be done? The UN and AU should pursue a compromise. It could involve agreeing to treat AU troop contributions as in-kind payment, creating a joint mechanism for monitoring human rights compliance, and stipulating that a commander reporting to both institutions will lead co-financed missions.

23. Keeping Ethiopia’s Transition on the Rails

- Ethiopia’s political opening under Prime Minister Abiy Ahmed has won well-deserved accolades but also uncorked dangerous centrifugal forces, among them ethnic strife. With international partners’ diplomatic and financial support, the government should proceed more cautiously – and consultatively – with reforms that could exacerbate tensions. What’s new? Clashes in October 2019 in Oromia, Ethiopia’s most populous region, left scores of people dead. They mark the latest explosion of ethnic strife that has killed hundreds and displaced millions across the country over the past year and half. Why did it happen? Prime Minister Abiy Ahmed has taken important steps to move the country toward more open politics. But his efforts to dismantle the old order have weakened the Ethiopian state and given new energy to ethno-nationalism. Hostility among the leaders of Ethiopia’s most powerful regions has soared. Why does it matter? Such tensions could derail Ethiopia’s transition. Meanwhile, reforms Abiy is making to the country’s powerful but factious ruling coalition anger opponents, who believe that they aim to undo Ethiopia’s ethnic federalist system, and could push the political temperature still higher. Elections in May 2020 could be divisive and violent. What should be done? Abiy should step up efforts to mend divisions within and among Ethiopia’s regions and push all parties to avoid stoking tensions around the elections. International partners should press Ethiopian leaders to curb incendiary rhetoric and offer increased aid to protect the country from economic shocks that could aggravate political problems.

24. Intra-Gulf Competition in Africa’s Horn: Lessening the Impact

- Gulf states are competing for influence in the Horn of Africa to control the Red Sea, transposing internal rivalries onto a fragile region. Horn governments should increase their bargaining power with their powerful neighbours, who should recognise the risks their policies pose to regional security. What’s new? Middle Eastern states are accelerating their competition for allies, influence and physical presence in the Red Sea corridor, including in the Horn of Africa. Rival Gulf powers in particular are jockeying to set the terms of a new regional power balance and benefit from future economic growth. Why did it happen? Regional instability, a relative power vacuum and competition among rising Middle East states have prompted Gulf countries to seek to project their power outward into the neighbourhood. They are looking at the Horn of Africa to consolidate alliances and influence. Why does it matter? Many new Gulf-Horn relationships are highly asymmetrical, driven more by Gulf than African interests. Gulf states are injecting resources and exporting rivalries in ways that could further destabilise fragile local politics. Yet they also carry the potential to resolve conflict and fuel economic growth. What should be done? Horn and Western policymakers should seek to limit intra-Gulf sparring in Africa, notably by expanding the role of regional multilateral organisations to boost Horn states’ bargaining power. Gulf rivals must become convinced – by their allies or their own experience – that their actions are undermining long-term security across the Red Sea basin.

- Sudan’s post-Bashir transition holds the promise of civilian rule but also perils, among them renewed insurgency, economic stagnation and backsliding into autocracy. Outside powers should press the military to adhere to its power-sharing pact with the opposition. Authorities in Khartoum should pursue peace with rebels. What’s new? Since Omar al-Bashir’s 11 April ouster, Sudan’s military leadership and opposition alliance have appointed a new prime minister, formed a cabinet and assembled a supervisory council to oversee a power-sharing deal concluded on 17 August. If honoured, the deal could pave the way for elections and civilian rule. Why does it matter? Sudan faces a crushing economic crisis, insurgencies and political polarisation, with a security establishment bent on keeping power and an opposition movement determined to instal a fully civilian administration. The 17 August agreement represents the best pathway both to achieving reform and to averting spiralling violence. What should be done? The AU, U.S. and EU, together with Gulf states, should push the generals to respect the power-sharing deal. They should encourage Khartoum to make peace with insurgents in peripheral areas. The U.S. should rescind Sudan’s state sponsor of terrorism designation while maintaining pressure on the military in other ways.

26. Running Out of Options in Burundi

- Talks about ending Burundi’s crisis – sparked by the president’s decision to seek a third term – have fizzled out. With elections nearing in 2020, tensions could flare. Strong regional pressure is needed to begin opening up the country’s political space before the balloting. What’s new? After almost three years, the Inter-Burundi Dialogue has ended in failure. Next steps are unclear as regional leaders reject handing over mediation to other institutions while not committing wholeheartedly themselves to resolving the crisis. Elections due in 2020 carry a real risk of violence unless political tensions ease. Why did it happen? The East African Community (EAC) took the lead on mediation in Burundi though it lacks the requisite experience, expertise or resources. Absence of political will and divisions among member states, coupled with the Burundian government’s intransigence, made successful dialogue among the parties impossible. Why does it matter? Without urgent intervention, the 2020 elections will take place in a climate of fear and intimidation. This would increase risks of electoral violence and people joining armed opposition groups and ensure that Burundi continues its descent into authoritarianism, raising prospects of another major crisis with regional repercussions. What should be done? Regional leaders should use their influence, including threats of targeted sanctions, to persuade the government to allow exiled opponents to return and campaign without fear of reprisal. The EAC, African Union and UN should coordinate to prevent Bujumbura from forum-shopping and not allow Burundi to slip from the international agenda.

- Al-Shabaab, Somalia’s Islamist insurgency, is diminished but still potent. One understudied source of its resilience is the support of women, active and passive, despite the movement’s stringent gender ideology. Understanding the range of women’s relationships to Al-Shabaab is critical to countering the group going forward. What’s new? Women form an important social base for the Islamist Al-Shabaab insurgency in Somalia. Some help it recruit, generate funds and carry out operations. These understudied realities partly explain the insurgency’s resilience. Why does it matter? Understanding what Al-Shabaab offers Somali women, despite its brutal violence, patriarchal ethos and rigid gender norms, and, in turn, what women do for the movement could help the Somali government and its foreign partners develop policies to help sap support for the group. What should be done? While the insurgency persists across much of Somalia, women will likely continue to play roles within it. But the government could develop a strategy against gender-based violence that would signal it is doing what it can to improve Somali women’s plight, while integrating more women into the security forces.

28. South Sudan Keeping Faith with the IGAD Peace Process

- For more than eighteen months, the Intergovernmental Authority on Development (IGAD), the regional body mediating peace negotiations to end South Sudan’s civil war, has struggled to secure a deal in the face of deep regional divisions and the parties’ truculence. To overcome these challenges, it announced a revised, expanded mediation – “IGAD-PLUS” – including the African Union (AU), UN, China, U.S., UK, European Union (EU), Norway and the IGAD Partners Forum (IPF). The initiative is designed to present a united international front behind IGAD to the warring sides but so far it has failed to gain necessary backing from the wider international community, much of which is disillusioned with both IGAD and the South Sudanese. Rather than distance itself from IGAD, the international community needs to support a realistic, regionally-centred strategy to end the war, underpinned by coordinated threats and inducements. Supporting IGAD-PLUS’ efforts to get the parties’ agreement on a final peace deal in the coming weeks is the best – if imperfect – chance to end the conflict and prevent further regionalisation.

29. Centrafrique : les racines de la violence

- Crisis in the Central African Republic (CAR) is longterm and characterised by sporadic surges of violence against a backdrop of state disintegration, a survival economy and deep inter-ethnic cleavages. Armed groups (including the anti-balaka and the ex-Seleka) are fragmenting and becoming increasingly criminalised; intercommunal tensions have hampered efforts to promote CAR’s national unity and mend its social fabric. Unfortunately, the roadmap to end the crisis, which includes elections before the end of 2015, presents a short-term answer. To avoid pursuing a strategy that would merely postpone addressing critical challenges until after the polls, CAR’s transitional authorities and international partners should address them now by implementing a comprehensive disarmament policy, and reaffirming that Muslims belong within the nation. If this does not happen, the elections risk becoming a zero-sum game.

30. Curbing Violence in Nigeria (III): Revisiting the Niger Delta

- Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

31. Somaliland: The Strains of Success

- Somaliland’s hybrid system of tri-party democracy and traditional clan-based governance has enabled the consolidation of state-like authority, social and economic recovery and, above all, relative peace and security but now needs reform. Success has brought greater resources, including a special funding status with donors – especially the UK, Denmark and the European Union (EU) – as well as investment from and diplomatic ties with Turkey and the United Arab Emirates (UAE), though not international recognition. It is increasingly part of the regional system; ties are especially strong with Ethiopia and Djibouti. Given the continued fragility of the Somalia Federal Government (SFG), which still rejects its former northern region’s independence claims, and civil war across the Gulf of Aden in Yemen, Somaliland’s continued stability is vital. This in turn requires political reforms aimed at greater inclusion, respect for mediating institutions (especially the professional judiciary and parliament) and a regional and wider internationally backed framework for external cooperation and engagement.

- Boko Haram's four-year-old insurgency has pitted neighbour against neighbour, cost more than 4,000 lives, displaced close to half a million, destroyed hundreds of schools and government buildings and devastated an already ravaged economy in the North East, one of Nigeria's poorest regions. It overstretches federal security services, with no end in sight, spills over to other parts of the north and risks reaching Niger and Cameroon, weak countries poorly equipped to combat a radical Islamist armed group tapping into real governance, corruption, impunity and underdevelopment grievances shared by most people in the region. Boko Haram is both a serious challenge and manifestation of more profound threats to Nigeria's security. Unless the federal and state governments, and the region, develop and implement comprehensive plans to tackle not only insecurity but also the injustices that drive much of the troubles, Boko Haram, or groups like it, will continue to destabilise large parts of the country. Yet, the government's response is largely military, and political will to do more than that appears entirely lacking.

- La pénétration du pastoralisme qui s'accentue depuis plusieurs années en Afrique centrale génère des conflits à la fois fréquents et ignorés dans un monde rural où l'empreinte de l'Etat est particulièrement faible. Ces conflits s'intensifient sous l'effet conjugué de plusieurs facteurs: l'insécurité croissante, le changement climatique qui pousse les pasteurs toujours plus au sud, l'éclatement des couloirs traditionnels de transhumance, notamment transfrontaliers, l'extension des cultures et l'augmentation des cheptels qui entrainent une compétition accrue sur les ressources naturelles. - Le 13 avril 2014, deux ans et un jour après le coup d'Etat qui a empêché la victoire du Parti africain pour l'indépendance de la Gu inée et du Cap-Vert (PAIGC) à l'élection présidentielle de mars-avril 2012, au terme d'une série de reports et de crises, la Guinée-Bissau va enfin tenir ses élections. Ce s élections législatives et présidentielles ne résultent pas d'un consensus endogène fort. Elles auront lieu parce que le pays est au bord de la banqueroute et que la communauté internationale, moins divisée qu'au moment du coup d'Etat, a exercé une forte pression. Elles ne sont qu'une première étape dans la transition, et les problèmes de fond qui minent la stabilité demeurent. Les scrutins ne manqueront pas de bousculer des intérêts établis et de mettre en jeu l'équilibre du pays. Le nouveau pouvoir devra favoriser le consensus et le pluralisme politique. La communauté internationale, quant à elle, doit rester attentive dans la période cruciale qui s'engage.

35. South Sudan: A Civil War by Any Other Name

- On 15 December 2013 the world's newest state descended into civil war. Continuing fighting has displaced more than 1,000,000 and killed over 10,000 while a humanitarian crisis threatens many more. Both South Sudanese and the international community were ill-prepared to prevent or halt the conflict: the nation's closest allies did little to mediate leadership divisions within the Sudan Peoples' Liberation Movement's (SPLM). The SPLM and its army (SPLA) quickly split along divisions largely unaddressed from the independence war. Were it not for the intervention of Uganda and allied rebel and militia groups, the SPLA would likely not have been able to hold Juba or recapture lost territory. The war risks tearing the country further apart and is pulling in regional states. Resolving the conflict requires not a quick fix but sustained domestic and international commitment. Governance, including SPLM and SPLA reform and communal relations, must be on the table. Religious and community leaders, civil society and women are critical to this process and must not be excluded.

36. A Cosmetic End to Madagascar's Crisis?

- Madagascar is on the cusp of exiting a five-year political crisis compounded by economic disorder and international isolation. Presidential elections in late 2013 were endorsed as credible following the victory of Hery Rajaonarimampianina. The return to democracy paves the way for renewed international support. However, division entrenched by former President Marc Ravalomanana's exile has polarised the country. The coup regime of Andry Rajoelina was characterised by socio-economic malaise, rampant corruption, institutional decay and the breakdown in the rule of law. The political system, which is the primary obstacle to sustained recovery, needs much more than a cosmetic makeover; fundamental reform is necessary. The African Union, Southern African Development Community and International Support Group for Madagascar must support Rajaonarimampianina's efforts to balance political interests in a marked departure from the traditional winner-take-all approach; reform and strengthening of key democratic institutions; and reform and professionalisation of the security sector.

37. Zimbabwe: Waiting for the Future

- The July 2013 election victory of the Zimbabwe African National Union-Patriotic Front (ZANU-PF) failed to secure broad-based legitimacy for President Robert Mugabe, provide a foundation for fixing the economy, or normalise external relations. A year on, the country faces multiple social and economic problems, spawned by endemic governance failures and compounded by a debilitating ruling party succession crisis. Both ZANU-PF and the Movement for Democratic Change-Tsvangirai (MDC-T) are embroiled in major internal power struggles that distract from addressing the corrosion of the social and economic fabric. Zimbabwe is an insolvent and failing state, its politics zero sum, its institutions hollowing out, and its once vibrant economy moribund. A major culture change is needed among political elites, as well as commitment to national as opposed to partisan and personal interests.

Des groupes influents et radicaux qui manquent à la table des négociations sont tentés de faire dérailler le processus par la violence. La résolution du conflit passe par l'articulation complexe d'intérêts divergents qui touchent à la sécurité du Sahara, à la nature de l'Etat malien et aux équilibres locaux entre des communautés divisées. Face aux affrontements armés, la tentation est grande d'aller vite et de signer un accord à minima garantissant la sécurité à court terme. La précipitation est mauvaise conseillère. Il faut se donner les moyens et le temps de construire les fondements d'une paix durable.

39. Nigeria's Dangerous 2015 Elections: Limiting the Violence

- Nigeria's presidential, parliamentary and state gubernatorial and assembly elections, scheduled for February 2015, will be more contentious than usual. Tensions within and between the two major political parties, competing claims to the presidency between northern and Niger Delta politicians and along religious lines, the grim radical Islamist Boko Haram insurgency and increasing communal violence in several northern states, along with inadequate preparations by the electoral commission and apparent bias by security agencies, suggest the country is heading toward a very volatile and vicious electoral contest. If this violent trend continues, and particularly if the vote is close, marred or followed by widespread violence, it would deepen Nigeria's already grave security and governance crises. The government, its agencies and all other national figures must work urgently to ensure that the vote is not conducted in an explosive situation as this could further destabilise the country.

40. Guinea's Other Emergency: Organising Elections

- In the midst of the Ebola crisis, Guinea is preparing for the presidential election due in 2015. The exact election date is just one of many points being contested by the government and opposition. The political debate is increasingly held along ethnic lines, rallying the vast majority of the Malinké behind President Alpha Condé's coalition and the Peul behind former Prime Minister Cellou Dalein Diallo's alliance. Violent protests around elections in 2012 and 2013, with highly contested results, brought both sides to the negotiating table, but the July 2014 talks about a future electoral framework quickly failed, marking the parties' deep suspicion and unwillingness to compromise. A highly flawed judiciary adds to the climate of uncertainty and the government is reluctant to listen to calls for a new round of dialogue and international mediation. In its latest briefing, Guinea's Other Emergency: Organising Elections, the International Crisis Group outlines the steps that should be taken to ensure peaceful elections.

- De juillet à décembre 2013, la Tunisie a connu une crise politique dont les éléments de sortie n'étaient pas fournis d'avance, mais dont l'issue était assez claire : violences ou compromis. Depuis la promulgation de la Constitution et la nomination d'un nouveau gouvernement indépendant dit de technocrates, remplaçant la troïka emmenée par le parti islamiste An-Nahda, en janvier 2014, le pays est entré dans une nouvelle phase de transition. Si celle-ci semble moins agitée que la précédente, son issue demeure tout aussi incertaine. L'enjeu de la période actuelle est de prolonger le consensus issu du dialogue national et de préparer le prochain rendez-vous électoral, qui va suspendre en partie le compromis, tout en prévenant le retour de la polarisation. Plutôt que de se concentrer de manière exclusive sur un partage du pouvoir qui implique l'équilibre électoral entre islamistes et sécularistes, les forces politiques devraient aussi envisager les scénarios les plus inattendus, s'entendre pour limiter le pouvoir des gagnants et garantir la sérénité des perdants.

42. Somalia: Al-Shabaab - It Will Be a Long War

- Despite the recent military surge against Somalia's armed Islamist extremist and self-declared al-Qaeda affiliate, Al-Shabaab, its conclusive "defeat" remains elusive. The most likely scenario – already in evidence – is that its armed units will retreat to smaller, remote and rural enclaves, exploiting entrenched and ever-changing clan-based competition; at the same time, other groups of radicalised and well-trained individuals will continue to carry out assassinations and terrorist attacks in urban areas, including increasingly in neighbouring countries, especially Kenya. The long connection between Al-Shabaab's current leadership and al-Qaeda is likely to strengthen. A critical breakthrough in the fight against the group cannot, therefore, be achieved by force of arms, even less so when it is foreign militaries, not the Somalia National Army (SNA), that are in the lead. A more politically-focused approach is required.

43. Eritrea: Ending the Exodus?

- The large emigration of youths is the clearest sign of extreme domestic discontent with Eritrean President Isaias Afwerki's government. Social malaise is pervasive. An ever-growing number of young people have fled over the last decade, frustrated by open-ended national service – initiated in 1995 and expanded during the war with Ethiopia (1998-2000). Yet, this flight has resulted in neither reforms nor a viable movement to create an alternative to the current government. Once outside, the ties that bind émigrés to their birthplace are strong and lead them to give financial support to the very system they escaped, through the 2 per cent tax many pay the state as well as remittances sent home to family members.

Mais la persistance des tensions intercommunautaires et de violences localisées témoigne d'une stabilisation encore précaire du Nord, alors que les forces françaises et onusiennes peinent à consolider leurs progrès en matière de sécurité. Les attentes à l'égard du président Ibrahim Boubacar Keïta sont immenses. Il doit à la fois élaborer un compromis sur le devenir du Nord et engager la réforme d'un Etat affaibli par la crise. Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action. Pour consolider la situation à court terme, il est tenté de renouer avec un système clientéliste qui a conduit les précédents régimes dans l'impasse. Le président ne peut certes pas tout réformer brusquement mais l'urgence de la stabilisation ne doit ni faire manquer l'occasion d'entamer une réforme profonde de la gouvernance ni occulter la nécessité d'un dialogue véritablement inclusif sur l'avenir du pays.

45. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

- The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

46. Sudan: Preserving Peace in the East

- The situation in Sudan’s forgotten East – without deadly conflict since the 2006 Eastern Sudan Peace Agreement (ESPA) – stands in contrast to the fighting besetting the country’s other peripheries. But this peace is increasingly fragile. Seven years after the ESPA’s signing, the conflict’s root causes remain and in some respects are more acute, due to the failure to implement many of the agreement’s core provisions. Mirroring elsewhere in the country, with no sign of genuine efforts by Khartoum to address the situation, conflict could erupt in the East again and lead to further national fragmentation. All ESPA stakeholders urgently need to reconvene and address the deteriorating situation; the leading sign atories need publicly to concede that the promises of the original agreement have not met expectations and reach a consensus on remedial measures.

47. Centrafrique : l'intervention de la dernière chance

- Durant les neuf derniers mois, ce qui restait de l'Etat centrafricain s'est effondré avec de graves conséquences humanitaires (400 000 personnes sont déplacées et presque la moitié de la population a besoin d'aide humanitaire). Le gouvernement de transition et la force de sécurité régionale ont été incapables de freiner la chute dans l'anarchie aussi bien en zone rurale qu'en zone urbaine et notamment à Bangui. Après plusieurs mois de passivité et à la suite de tueries, la communauté internationale a pris conscience des conséquences de la faillite de la RCA. Malheureusement, la détérioration de la situation est bien plus rapide que la mobilisation internationale et Bangui est au bord de l'explosion. Dans l'immédiat, le Conseil de sécurité devrait fournir un mandat sous chapitre 7 à la Mission internationale de soutien à la Centrafrique sous conduite africaine (Misca) épaulée par les forces françaises pour rétablir l'ordre dans Bangui dans un premier temps puis se déployer dans d'autres villes. Par la suite, la réconciliation religieuse devrait être privilégiée et des mesures de stabilisation devraient être appliquées.

48. Somalia: Puntland's Punted Polls

- Puntland is the first of Somalia's federal units to attempt transition from clan-based representation to directly-elected government, but poor preparations and last-minute cancellation of local elections in July underline the challenges of reconciling competing clan interests with a democratic constitution. Cancellation pragmatically averted violence, but societal tensions remain unaddressed. The presidential vote by a clan-selected parliament in January 2014 will thus be fraught. Weak political and judicial institutions will struggle to mediate, risking involvement by partisan arms of the state. Direct elections are no panacea for reducing the conflict risks, but hard-won incremental progress on the constitution and local democratisation must not be abandoned. The cancelled ballot's lessons should be instructive for promised elections in the rest of Somalia. Better technical preparations matter, but Puntland's experience shows that donors and other international actors also need to be heedful of local political realities, including support of elites, robustness of institutions and viability of electoral districts.

49. Assessing Turkey's Role in Somalia

- Turkey is the newest country to intervene in Somalia and its involvement has produced some positive results. Prime Minister Recep Tayyip Erdoğan's courageous visit to Mogadishu in August 2011 at the height of the famine and his decision to open an embassy gave fresh impetus to efforts to establish lasting peace. Widespread Somali gratitude for Turkish humanitarian endeavours and the country's status as a Muslim and democratic state established Turkey as a welcome partner. Ankara has signalled it is in for the long haul. However, it must tread prudently, eschew unilateralism and learn lessons to avoid another failed international intervention. Over twenty years, many states and entities have tried to bring relief and secure peace in Somalia, often leaving behind a situation messier than that which they found. Ankara must appreciate it alone cannot solve the country's many challenges, but must secure the support and cooperation of both the Somali people and international community. Trying to go solo could backfire, hamper ongoing efforts and lose the immense good-will it has accumulated.

En raison de l'impasse électorale de 2010, le système de partage du pouvoir conçu à Arusha a fait place à un monopartisme de fait qui se traduit par la fin du dialogu e entre l'opposition et le gouvernement, une dérive autorita ire et le retour de la vio- lence politique. Le respect de la minorité politique et de la règle de droit, essentiel à la démocratie, semble ignoré depuis 2010. Afin de pérenniser les acquis du processus de paix et la stabilité du pays, la classe politique burundaise doit renouer avec le dialogue, ga rantir le pluralisme poli- tique en vue des échéances électorales de 2015 et veiller à un processus de justice trans itionnelle consensuel. En rai- son de leur implication dans le processus de paix, l'importance de leur aide au Burundi et l'absence de bailleurs alternatifs, les partenaires internationaux actuels doivent mettre ces trois questions au centre de leur dialogue avec le gouvernement.
