121. International Sanctions against Iran under President Ahmadinejad: Explaining Regime Persistence

Abstract:
This paper seeks to explain how Iran's regime persisted in the face of international sanctions during Mahmud Ahmadinejad's presidency, from 2005 to 2013. It reconstructs the interplay between the intensifying UNSC, US and EU sanctions and the targeted regime's strategies to advance the nuclear program and maintain intra-elite cohesion. Initially, the nuclear program was expanded due to high oil income in combination with explicit resistance to the presumed regime‐change ambitions of the Western sanction senders. At the end of Ahmadinejad's presidency, the decline of foreign exchange earnings from oil exports and the continued regime-change scenario contributed to the neglect of this regimelegitimizing strategy in favor of the maintenance of intra-elite cohesion. My main argument is that once the US and EU oil and financial sanctions curtailed the cost‐intensive further development of the nuclear program, Supreme Leader Ali Khamenei used these sanctions as an external stimulus to contain burgeoning factional disputes.

122. The Institutional Presidency from a Comparative Perspective: Argentina and Brazil since the 1980s

Abstract:
This paper focuses on the evolution of the institutional presidency – meaning the cluster of agencies that directly support the chief of the executive – in Argentina and Brazil since their redemocratization in the 1980s. It investigates what explains the changes that have come about regarding the size of the institutional presidency and the types of agency that form it. Following the specialized literature, we argue that the growth of the institutional presidency is connected to developments occurring in the larger political system – that is, to the political challenges that the various presidents of the two countries have faced. Presidents adjust the format and mandate of the different agencies under their authority so as to better manage their relations with the political environment. In particular, we argue that the type of government (coalition or single-party) has had consequences for the structure of the presidency or, in other words, that different cabinet structures pose different challenges to presidents. This factor has not played a significant role in presidency-related studies until now, which have hitherto mostly been based on the case of the United States. Our empirical references, the presidencies of Argentina and Brazil, and typical cases of coalitional as well as single-party presidentialism respectively all allow us to show the impact of the type of government on the number and type of presidential agencies.

123. A Ticking "Time Bomb"? ‒ Youth Employment Problems in China

Abstract:
<p>Chinas leadership currently seems to be extremely worried about unemployment, and particularly youth unemployment, even though the countrys official unemployment rate is rather low. Possible reasons for this are that (1) the youth unemployment rate is actually higher than stated; (2) the inadequate employment situation faced by many young people is actually worse than the incomplete measurements of unemployment indicate; (3) particularly graduates of tertiary education institutions face a job reality below their expectations; (4) the Chinese population is highly concerned about the labor markets development; and, (5) the state fears that frustration and discontent might trigger protests, as was recently the case in the Arab world and other countries. This paper analyzes the different dimensions of the inadequate employment situation of Chinese youth and provides evidence to support all five of these assumptions, although indications of direct actions being undertaken by unemployed young people in China in response are rather scarce. But aside from that, there are other forms of youth resistance as well. Many young people in the country vent their frustration over the internet, and opting out and cynicism can also threaten social harmony. Tertiary‐sector graduates make up approximately half of all young people entering the Chinese labor market every year and are the ones most affected by the currently unsatisfying job prospects. Though the unemployment of graduates is only short term in nature, a lack of job opportunities combined with declining opportunities for upward mobility carry strong potential to generate further uneasiness and disorder in China./p

124. Too Abstract to Be Feasible? Applying the Grounded Theory Method in Social Movement Research

Abstract:
Grounded theory methodology (GTM) has become a popular approach in the social sciences. Based on an iterative research design and reconstructive hermeneutic procedures, it enables scholars to reveal and comprehend patterns of understanding that are reproduced through linguistic and nonlinguistic symbols. Yet the vast literature on GTM often leaves scholars wondering how the method can be operationalized. This paper serves the dual purpose of providing a precise and comprehensive review of GTM sensu Anselm Strauss and Juliet Corbin while at the same time discussing its application in a social movement research project. Done thoroughly, GTM demands high levels of reflexivity, transparency, and openness from the qualitative scholar. I propose that these requirements concern not only the sampling and data collection but also the researcher's previous assumptions, transcription, translation, and data quality. As the latter aspects are frequently neglected, the paper calls for more accuracy in the application and documentation of research methods.

125. Margins, Gravity, and Causality: Export Diversification and Income Levels Reconsidered

The paper shows that the relationship between GDP per capita and levels of specialization can be predicted differently depending on whether the intensive or the extensive margin is considered. It shows that at the extensive margin countries continuously diversify their exports and that cross-sectional patterns can be captured well by a gravity equation. Prior studies documenting nonmonotone patterns with respecialization appear to have obtained their results from sample-selection bias, the omitted log-transformation of the income variable, and the neglect of control variables. Furthermore, results from dynamic panel analyses (system GMM) suggest that causality goes in both directions, with income having a contemporaneous impact on diversification, while the feedback effect of diversification on GDP per capita may be delayed. This pattern fits into theoretical rationales that view diversification as driven by technology or efficiency and where diversification generates additional revenues as it proves to be persistent.

Abstract:
This paper analyses changes in China's relations with socialist countries. It uses Chinese academic publications to add an insideâ?out perspective to the interpretation of Chinese foreign policy and outlines key socioâ?cognitive determinants of China's foreign behaviour. The paper starts with an overview of role theory, integrating Chinese scholars' writings on images of ego and alter to identify the main patterns and frames of China's selfproclaimed national role(s). It argues that China's actor identity comprises various, partly contradictory role conceptions. National roles derived from China's internal structures and its historical past lead to continuity in Chinese foreign policy, while the 'new' roles resultant from China's rise to global powerhood require it to adapt its foreign policy principles. The paper then examines four bilateral relationships – between China and Cuba, North Korea, the Soviet Union/Russia, and Vietnam – and discusses their development over time in light of China's reformulation of its 'socialist' role conception.

127. Researching Ethnic Relations as the Outcome of Political Processes

Abstract:
Ethnic diversity is often seen to be detrimental to peace and stability, particularly if ethnicity is the basis for political mobilization. Mobilization is assumed to increase the salience of ethnicity, and with it in-group cohesion, out-group animosity, and national instability; yet the mechanisms have rarely been studied empirically. This article argues that we need to study ethnicity as the outcome of political processes, focus on the attitudinal mechanisms underlying ethnic relation; and examine this phenomenon at the individual level. To this end, the article first disaggregates the term "ethnicity" into attributes, meanings, and actions. Referring to constructivism, it then argues that political science should focus on meanings. Building on the theory and findings of social psychology, this paper shows that political science must distinguish analytically between meanings regarding different in- and out-group processes. Doing so can help advance the study of ethnic relations and conflict-management practices.

128. A Democratic Rentier State? Taxation, Aid Dependency, and Political Representation in Benin

Abstract:
Drawing on the history of statebuilding in Western Europe, fiscal sociology has proposed the existence of a mutually reinforcing effect between the emergence of representative government and effective taxation. This paper looks at the case of Benin, a low-income West African country that underwent a fairly successful democratization process in the early 1990s. It finds, in contrast to previous studies that have emphasized dependency on aid rents, that Benin appears to have reinforced its extractive capacities since democratization. However, the effect of democratization has been largely indirect, while other factors, such as the influence of the International Financial Institutions (IFIs) and the size of the country's informal sector, have played a more direct role in encouraging or inhibiting tax extraction. Nevertheless, the hypothesis that effective taxation depends on a quasiconsensual relationship between government and taxpayers finds some confirmation in the Beninese case.

129. Regional Sanctions against Burundi: A Powerful Campaign and Its Unintended Consequences

This paper examines the impact of regionally imposed sanctions on the trajectory of the Burundian regime and its involvement in the peace process following the 1996 coup in the country. Despite the country's socioeconomic and geopolitical vulnerability, the Buyoya government withstood the pressure from the sanctions. Through a vocal campaign against these sanctions, the new government mitigated the embargo's economic consequences and partially reestablished its international reputation. Paradoxically, this campaign planted the seed for comprehensive political concessions in the long term. While previous literature has attributed the sanctions' success in pressuring the government into negotiations to their economic impact, the government actually responded to the sanction senders' key demand to engage in unconditional, inclusive peace talks under the auspices of the regional mediator once the economy had already started to recover. The regime's anti-sanctions campaign, with its emphasis on the government's willingness to engage in peace talks, backfired, with Buyoya forced to negotiate after having become entrapped in his own rhetoric.

130. Pastor Paulo vs. Doctor Carlos: Professional Titles as Voting Heuristics in Brazil

In low-information elections, voters are likely to rely on heuristics when choosing candidates. Based on survey experiments conducted prior to Brazil's 2012 municipal elections, I examine the effect of candidates' professional titles, such as “doctor” and “pastor,” on voting behavior. Using the “pastor” title in one's electoral name tends to decrease vote intention, although evangelical Christians respond positively while members of other religious groups are repelled. The broader at-mosphere of political competition between Brazilian evangelicals and Catholics helps explain the presence of both out-group and in-group cueing effects. The “doctor” title has a positive effect on vote intention that appears to be mediated by the positive stereotypes, such as intelligence and competence, associated with members of this profession.

131. The Effects of Gubernatorial Influence and Political Careerism on Senatorial Voting Behavior: The Argentine Case

Abstract:
What forces shape the behavior of incumbent legislators in a federation? Do subnational political elites (particularly governors) influence legislators' decisions on national policies? Do legislators' own political backgrounds and office ambitions motivate their actions in the chamber? We address these questions by estimating the causal effect of gubernatorial influence and individual political careerism on the voting behavior of regionally based legislators (i.e., senators) in Argentina, where electoral and candidate nomination rules provide little room for individualistic behavior in Parliament. Taking advantage of roll call voting data, we calculate the distance between each senator and her or his national party leader in the chamber. We document evidence that, on average, senators from governors' parties systematically break party unity. This effect grows as gubernatorial power increases. Moreover, we find that senators with successful local level political careers are also more likely to behave autonomously from their national party leaders. Finally, we show that the impact of senators' office ambitions on their voting patterns is surprisingly small.

Abstract:
This article analyzes Brazilian civil–military relations using a framework that directs attention to the institutions of not only democratic civilian control, but also of military effectiveness and efficiency. The article argues that democratic civilian control over the armed forces in Brazil is exercised by a wide variety of mechanisms, many of which are not specifically designed for this purpose, but are instead part of a vast array of institutions that exercise control and oversight over public bureaucracies in general. Military prerogatives that were once high are now moderate or low, and there is currently no question of civilian control of the armed forces. However, several questions remain regarding the effectiveness of the armed forces. The article also emphasizes the importance of civilian staff assuming responsibilities in defense, as they have in virtually all other areas of government policy.

Abstract:
High courts with abstract review powers to find laws unconstitutional may provide a strong check on other political actors and influence public policy if the judges in these courts are impartial decision makers. This paper tests existing judicial decision-making theories in relation to the behavior of judges on the Peruvian Constitutional Tribunal who are selected exclusively by Congress. Taking advantage of an original data set of judges' votes on the Tribunal, we find that the origin of the law and whether the enacting governments at the national and subnational levels are still in power at the time of judicial review are important determinants of judicial behavior. Judges' own political loyalties seem to have no perceived effect on decision making, which suggests that political affiliations are trumped by strategic concerns of judges due to the institutional design of the Tribunal as well as the political context in which it operates

Abstract:
Against the backdrop of China's increasingly influential role in global finance and the debate on the emergence of a “Beijing Consensus,” this paper examines whether the ideology that China promotes in the Bretton Woods institutions is conducive to the initiation of financial policy change at the international level. Drawing on Barnett and Duvall's (2005) conceptualization of productive power, Snow and Benford's (1988) framing theory and Freeden's (1996) understanding of ideology, the paper develops a theoretical framework for the analysis of international policy framing. Following an overview of China's rise in global finance, it identifies the core elements of the ideology that has been promoted by Chinese government officials in the Bretton Woods institutions since the onset of the global financial crisis. The paper argues that China's ruling elites will only be able to initiate a shift in the global consensus on acceptable financial policies if the frames that they propagate succeed in striking a balance between ideological continuity and change.

Abstract:
Analyses of the shape and functioning of systems of political rule need to address informal institutions, which exist alongside and can relate to formal institutions in various ways. In this paper, I first discuss some analytical foundations of the study of such institutions. I then suggest that a focus on political regimes – understood as the configuration of formal and informal institutions shaping and reflecting the access to and the exercise of political power – can be particularly useful for analysing the shape and functioning of autocracies. Finally, I use such a regime focus to study the Chinese Communist Party and its leadership succession process, which is characterised by increasing institutionalisation and complementary as well as substitutive relations between formal and informal institutions.

136. Contingent Democrats in Action: Organized Labor and Regime Change in the Republic of Niger

The effects of organized labor on regime change in developing countries are not clear‐cut. Optimists argue that union agitation is conducive to both democratic transition and consolidation processes. Pessimists hold that unions will support any regime that is conducive to their demands. Accordingly, unions may support regime transitions; however, once their economic interests are under threat, they will jeopardize the subsequent consolidation process. Systematic studies on the effects of organized labor on regime change in sub‐ Saharan Africa are sparse and largely confined to the (pre)transition phase. This article examines the role of organized labor in Niger between 1990 and 2010. Given the high number of regime breakdowns during the period, a longitudinal study of Nigerien labor enables a critical examination of motives and actions of organized labor toward different regime types. In contrast to other recent findings on African unionism, the article confirms the pessimistic view.

137. Claims to Legitimacy Matter: Why Sanctions Fail to Instigate Democratization in Authoritarian Regimes

International sanctions have been one of the most commonly used tools of Western foreign policy in the post‐Cold War era to instigate democratization globally. However, despite long‐term external pressure through sanctions imposed by the European Union, the United States and/or the United Nations, nondemocratic rule in cases such as Belarus, Cuba, Eritrea, Iran, North Korea and Syria has proven to be extremely persistent. In this paper, we analyze a new global dataset on sanctions from 1990 to 2011 and assess which international and domestic factors account for the persistence of nondemocratic rule in targeted regimes. The results of a fuzzy set Qualitative Comparative Analysis (fsQCA) of 120 episodes of sanctions provide new insights for the research on both sanctions and authoritarian regimes. Most significantly, sanctions strengthen nondemocratic rule if the regime manages to incorporate their existence into its legitimation strategy. Such a “rally‐round‐the‐flag” effect occurs most often in cases where comprehensive sanctions targeting the entire population are imposed on regimes that enjoy strong claims to legitimacy and have only limited linkages to the sanction sender.

Abstract:
This paper engages in a systematic overview of the existing datasets on institutions, conflict and peace, as well as divisions and diversity. This overview indicates that an enormous amount of data is unevenly distributed across different issue areas. There is a lack of data capturing specific sets of political institutions (e.g., centripetalism), dynamic changes in a country's relational demographics across identity groups, the ethnicization of political institutions (especially in the security sector), and security sector reform. Many datasets suffer from missing data and an alarming dearth of transparency. Our paper concludes with suggestions for yet unexplored research questions and avenues for further data collection.

139. What Drives Interstate Balancing? Estimations of Domestic and Systemic Factors

Abstract:
This paper reviews contending realist assumptions about domestic and systemic impulses for balancing behavior, derives a set of corresponding hypotheses for state actions and submits them to a statistical large‐n analysis for testing. A total of 18 highly conflict‐prone dyads of states are observed over lengthy periods of time in order to gather data for a regression analysis of the effects of different impulses on both the external and internal balancing behavior of the weaker states. In accordance with the results, it is argued that domestic (or unit‐level) factors are highly important in explaining the scope of balancing and often exert a stronger influence than do power gaps between states. As moderating factors, they are especially crucial in clarifying apparent cases of over‐ and underbalancing.

140. The Eritrean Diaspora: Savior or Gravedigger of the Regime? Diaspora Responses to the Imposition of UN Sanctions

Abstract:
This article examines the impact of UN‐imposed sanctions on the stability of the Eritrean regime, using diaspora behavior as an explanatory variable of crucial importance. It explores the transnational nature of Eritrean society, which is characterized by long‐distance nationalism, and examines the history and structure of the Eritrean diaspora as well as its transformation since the political crisis of 2001. The paper argues that the government and its supporters among the diaspora, as well as regime opponents, have all instrumentalized the sanctions for their own specific purposes. While the former use the sanctions to create a “rally around the flag” effect and for fundraising purposes, the latter campaign against the 2 percent diaspora tax levied by the government because it may be used for illicit purposes in breach of the sanctions regime. However, due to the opposition\'s disunity and failure to organize joint campaigns, its efforts have so far failed to decisively contribute to the demise of Eritrea\'s crumbling rebel regime. Meanwhile financial flows to both the government\'s coffers and to private individuals continue to play a stabilizing role. Nevertheless, unsuccessful domestic policies, the mass exodus resulting from the militarization of the entire society and an isolationist foreign policy are all contributing to the growing weakness of the regime, and with it the State of Eritrea.
