301. Knowing Left From Right: Ideological Identification in Brazil, 2002-2006

Abstract:: Ideology, typically defined on a left-right spectrum, should provide a means of communication between elites and masses. After years of leftist party rule, have Brazilian voters internalized ideological divisions? Longitudinal surveys conducted from 2002 to 2006 reveal high nonresponse and instability in ideological self-identification. We find that the capacity to think ideologically is in part a function of political and social context. This capacity has real political consequences. A Heckman selection model reveals that those who refuse to take an ideological position or who exhibit high instability in self-identification tend to be latent rightists and to choose rightist presidential candidates. Moreover, they interpret the ideological spectrum differently from those who are more consistent in ideological self-placement. We thus make two contributions, showing how contextual factors influence ideological thinking and how low levels of ideological thinking affect the measurement of Brazilian public opinion.

302. The Ideological "Coherence" of the Brazilian Party System, 1990-2009

Abstract:: This paper contributes to the debate about the ideological coherence of the Brazilian party system. Using discriminant function analysis of 20 years of surveys of Brazilian legislators, we find that the party system now exhibits relatively little coherence. Though the Worker's Party (PT) is clearly distinct, no clear ideological differences exist between the placement of the system's three other main parties. Moreover, the spatial distance between the PT and the other parties is diminishing over time. Given the importance of a coherent ideological map to any consolidated party system, we question the notion that the Brazilian party system has gradually consolidated. Indeed, our results suggest the opposite: in recent years the Brazilian party system has become relatively more “inchoate.”

Abstract:: Most analyses of the judicialization of politics focus on judicial policy-making and rights creation; however when judicialization of politics unfolds in a separation of powers political context courts are also involved in distributing power. The task of power delineation among branches of government is different from policy-making or rights adjudication. Judicializing political disputes about power gives courts the opportunity to alter the balance of institutional power, to create stronger executives (or legislatures) and a stronger (or weaker) role for themselves. To illustrate these points, this article examines how the Chilean Constitutional Tribunal (TC) adjudicated a specific type of separation of powers conflict between the Legislature and the Executive from 1990-2005. The analysis of the TC doctrine overtime highlights how the TC has shifted the balance of power in the policy-making process and augmented its influence within the political system.

304. Property-driven Urban Change in Post-Socialist Shanghai: Reading the Television Series Woju

Abstract:: In late 2009, the television series Woju (蜗居) received extremely high audience ratings in major Chinese cities. Its visual narratives engage the public and comment on social developments by presenting detailed pictures of urban change in Shanghai and the everyday lives of a range of urban characters who are involved in and affected by the urban- restructuring process and represent three distinct social groups: “white- collar” immigrants, low-income local residents, and powerful officials. By analysing the visual narratives of these characters, this article highlights the loss of the city's historical identity and shows how the reorganization of urban space translates into a reallocation of resources, power and prestige among the social groups. The article also shows that Woju represents a new development in literary and television production in the age of the Internet and globalization; its imaginative construct of the city was based on transnational and virtual rather than local and neighbourhood experience. This also testifies to the loss of the city's established identity in cultural production.

Abstract:: This article argues that a certain type of Shanghai film of the Republican period, exemplified by 1937's Street Angel (馬路天使, Malu tianshi), makes use of a specific mode of spatial organization, modelled on the theatre, to represent the urban environment. In the case of Street Angel, and later on in 1964's Stage Sisters (舞台姐妹, Wutai jiemei), the interaction between performers and audiences characteristic of the Shanghai theatre experience serves as a crucial ground on which to base calls to political action. For a variety of related reasons, both the city of Shanghai and this mode of spatial organization so closely associated with it vanish from the big screen in the 1980s and 1990s, and begin to make a return only at the turn of the new century.

Abstract:: Of the many rural migrant workers who go to Chinese cities as cheap labourers, the one who interacts most intimately with urban residents is the domestic servant. In fact, precisely because of this “intimate stranger” status, the figure of the “maid” has captured the imagination of the urban population. This fascination is evidenced by the plethora of television narratives centring on the fraught relationships between the rural migrant woman and her male employer. This paper analyses a range of television narratives from the genres of dramas and documentaries. It shows that in these narratives, sex functions as the metaphor of social inequality between two social groups. It shows that if we explore how love, romance and marriage are constructed, we may gain some insight into processes of social and ideological contestation in the domain of cultural production.

Abstract:: Chinese Protestant Christianity has been continually growing over the past three decades, with an estimated one million converts per year. A number of studies have sought to explain this phenomenon. This paper critically reviews existing studies of China's “Christianity Fever” and then outlines the role of the community as one crucial factor in the conversion process. With its emphasis on communality, as a central element of both Christian theology and the fellowship activities that are part of Christian practice, Protestant Christianity fills a gap opened up by the change in traditional familial and social structures. By discussing specific aspects relating to the communal nature of Christianity, such as familism, elitism, and dynamics at work in face-to-face evangelism, this paper offers an alternative reading of existing studies.

Abstract:: This paper examines a lacuna in the literature on foreign direct investment (FDI) flows to China: the absence of analysis for the prominent location of small Caribbean and Pacific islands as leading sources of FDI. An indeterminate amount of domestic capital is embedded in these FDI flows, which distorts comparative studies on FDI in developing economies between China and other states. Direct investment from China has also increased in recent years and offshore financial centres (OFCs) often serve as the initial destinations. This paper excavates the rationales behind the presence of OFCs and suggests that Chinese actors will emulate the practices of developed state multinational corporations and high-net-worth individuals. The implications of these investment practices are outlined along with possible trajectories for their impact on the process of financial liberalisation in China. Consequently, it encourages increased Chinese participation in the development of global financial governance.

310. The Power of Proximity: Strategic Decisions in African Party Politics

Abstract:: Recent publications suggest that exclusively ethnoregional parties are as rare in sub-Saharan Africa as elsewhere. At the same time, the idea that ethnicity is a very special feature of African party politics persists. The paper acknowledges the general relevance of ethnicity in party competition but emphasizes the level on which it becomes important. It develops a microbehavioral approach which pays particular attention to the strategic choices of party elites in order to supplement the dominant structuralist thinking in party research on Africa. An in-depth evaluation of detailed election data from Burkina Faso shows that strategies which rely on personal proximity between the voter and the candidates influence the parties' success to a great extent. Parties maximize their chances of winning seats if they concentrate their limited resources on the home localities of leading party members. Hence, African party politics are less dependent on ethnic demography than is often implied but more open to change through elite behavior.

311. Savings, Credit and Insurance: Household Demand for Formal Financial Services in Rural Ghana

Abstract:: This paper argues that the study of the demand for financial services in developing countries leaves out part of the story, if it looks at only one of the three elements of the so called finance trinity, i.e. savings products, loans, or insurances, as is largely done in the literature. In contrast to previous research, it is assumed that households' choice for any of these services is strongly interconnected. Therefore, the paper simultaneously estimates the determinants of household demand for savings, loans and insurances by applying a multivariate probit model on household survey data from rural Ghana. On the one hand, the estimation results confirm the common finding that poorer households are less likely to participate in the formal financial sector than better off households. On the other hand, there is empirical evidence that the usage of savings products, loans and insurances does not only depend on the socio-economic status of households, but also on various other factors, such as households' risk assessment and the past exposure to shocks. In addition, trust in the providing institution and its products appear to play a key role.

312. The Resilience of Authoritarian Rule in Syria under Hafez and Bashar Al-Asad

Abstract:: This paper seeks an explanation for the resilience of the Syrian authoritarian regime under Hafez and Bashar Al-Asad. It will be argued that this resilience is to a relevant extent caused by the fact that the regime's “material” as well as “ideational” forms of power share a common element, if not an underlying principle. This generates their compatibility and congruency and thus produces a convergence of forces which manifests in the regime's ability to exceed the mere sum of its individual forms of power. It will be demonstrated that this common principle can be conceptualized as a “tacit pact” between unequal parties, with the weaker party under constant threat of exclusion and/or coercion in the event of noncompliance. It will be argued that inherent in the pact is a high level of ambiguity; this, paradoxically, renders it more effective but at the same time also more instable as a tool of domination.

313. Indian Involvement in Afghanistan: Stepping Stone or Stumbling Block to Regional Hegemony?

Abstract:: Due to its geo-strategic location between the Central Asian, South Asian, and Middle Eastern security complexes, Afghanistan is often defined as an insulator state, and sometimes also as a connector. This in-between position has led to constant instability: ever since the creation of the Durrani Empire, the country has suffered from internal power struggles as well as outside interference. External attempts to control Afghanistan have nonetheless proven extremely difficult. This also holds true for the current conflict management efforts of the US-led coalition. But what could the alternatives be? This paper seeks to explore the prospect of regional security cooperation as a path towards stability for Afghanistan. Although the academic debate has thus far not considered Afghanistan as a primarily South Asian country, I will focus on the South Asian subsystem for three reasons: Firstly, current security matters in Afghanistan are highly connected to the situation in Pakistan. Secondly, with its accession to the South Asian Association for Regional Cooperation (SAARC), Afghanistan has shown an interest in establishing stronger ties with South Asia. Thirdly, India as a rising regional power is the only country in the region that might possess the capabilities, the willingness, and the legitimacy for a long-term engagement in Afghan security.

314. Ethnicity and Party Systems in Francophone Sub-Saharan Africa

Abstract:: Despite earlier assumptions that ethnicity is a central feature of African party systems, there is little substantial evidence for this claim. The few studies with an empirical foundation rarely rely on individual data and are biased in favor of Anglophone Africa. This paper looks at four Francophone countries, drawing on four representative survey polls in Benin, Burkina Faso, Mali, and Niger. Multivariate regression models and bivariate control tools reveal that ethnicity matters as a determinant of party preference, but that its impact is generally rather weak and differs with regard to party systems and individual parties. “Ethnic parties” in the strict sense are almost completely absent, and only the Beninese party system is substantially “ethnicized.” In particular, regional ties between voters and leaders—rather than ethnic affiliation alone—deserve attention in the future study of voting behavior in Africa.

Scholars recurrently describe the country as a “deviant” (Charlton 1990: 137-138; Kloeden et al. 2004: 53) or a “special case” (Hansohm 2001: 294) compared to the rest of Africa. A plethora of studies have been conducted on the political and economic development of the country, all stressing its “exceptionality.” Some even term Botswana the “African miracle” (Samatar 1999). The country is seen as a heaven of prosperity and stability in a region full of economic and political misery.

Abstract:: Despite the initial success of the post-Mao rural reforms, by the end of the twentieth century China's agriculture faced serious challenges and rural areas were in crisis. This crisis was manifested, for example, in constantly re-emerging rural poverty; alarmingly widening inequalities between urban and rural areas, and between industrial and agricultural sectors and coastal and inland regions; and the many pressing issues related to migrant workers (nongmingong) in respect of the recognition of their equal rights and citizenship. Since the mid-1990s the term “three rural issues” (sannong wenti), referring to problems related to agriculture (nongye), the countryside (nongcun) and farmers (nongmin), has entered the lexicon of ordinary Chinese, catching the attention of researchers, policy makers, and the general public alike.

318. Revisiting a Dramatic Triangle: The State, Villagers, and Social Activists in Chinese Rural Reconstruction Projects

Abstract:: As part of the movement to “construct a new socialist countryside”, Chinese officials and social activists are experimenting with transforming rural social and economic relations. They often draw on discourses dating back to the Rural Reconstruction Movement of the 1920s and 1930s, which saw urban intellectuals making similar efforts to modernize the villages and their inhabitants. This paper analyses the different types of relationships between the state, social activists, and villagers in a number of rural reconstruction projects. The state is still the major player in this field, but traditional top-down procedures are often perceived to be unproductive when it comes to micro-level community building, so state actors are forced to find allies among village elites and social activists.

Abstract:: In March 2006, China's National People's Congress officially promulgated the central government's intention to “build a new socialist countryside”, a new policy initiative and approach to rural development. Drawing on fieldwork conducted in two Chinese counties in 2008 and 2009, this article investigates how the new policy is being substantiated and implemented at the local level. It argues that by combining China's new fiscal system of transfer payments to poor local governments with administrative reforms, intensified internal project evaluation, and efforts to increase the rural income through a mixture of infrastructural investment, agricultural specialization, the expansion of social welfare, and accelerated urbanization, “building a new socialist countryside” constitutes more than a political slogan and has the potential to successfully overcome rural poverty and the rural-urban divide.

Abstract:: This paper aims to demonstrate the advantages of adopting an ethnographic, actor interface approach to understanding the ongoing dynamics of rural development and policy intervention processes. It does so through the discussion of an EU-fun ded project orientated to introducing village-level forest-management practices in north-west China. The case highlights the ongoing everyday struggles over livelihoods and resources and focuses on the negotiations that take place between the various social actors involved. The case analysis is preceded by a broad- sweep overview of the rise of new ruralities and a discussion of the key elements of an actor interface analysis. The article concludes with a call for more cross-country and cross-regional studies of this kind.

321. Social Security for China's Migrant Workers – Providing for Old Age

Abstract:: The concept of “migrant workers” derives from the house- hold registration system of China's planned economy period. The continued existence of that system conflicts with the development of an integrated labour market. The current social security system, based on household registration and a large number of local pools, discriminates against migrant workers because of their mobility and the lack of mechanisms to transfer benefits between pools. As a result, migrants have made major contributions to China's economic development but do not get the same benefits as urban residents. Faced with this challenge, China's government has begun to introduce policy reforms to improve social security for migrants. This article explores this development through a focus on old-age insurance. It analyses the special needs of migrants, the obstacles facing policy development and the proposed solutions. It argues that social justice and social equity require the development of a system that treats all citizens equally, and that the logic of an integrated labour market will ultimately require a unified national system of old-age insurance.

Abstract:: The analysis presented here is based on the keynote speech discussing the most recent development s in rural policy on urban-rural integration in China delivered in Chinese by Professor Ye Xingqing at the Ninth European Conference on Agriculture and Rural Development in China (ECARDC9) held at the University of Leeds in the UK on 3-5 April 2009. Professor Ye's paper provides a comprehensive overview of the main initiatives, their rationale and their context, including some of the debates surrounding them. Professor Ye, who is an invited keynote speaker of ECARDC9 and the director-general of the Department for Rural Economy, Research Office of the State Council, People's Republic of China, has been personally involved in the process of formulating these policy initiatives. This translation of his paper seeks to convey properly the author's meanings and to strike a balance between documenting the official perspective and rationales, including the use of concepts, on the one hand and ease of comprehension on the other. 324. The Effects of Electoral Institutions in Rwanda: Why Proportional Representation Supports the Authoritarian Regime

Abstract:: While much has been written about the special design of Rwanda's judiciary in order to handle the aftermath of the genocide in 1994, other institutional actions resulting from the 2003 constitution have rarely been addressed in research. However, the second (partial) parliamentary elections in September 2008 revealed some of the implications which the carefully designed electoral system has for Rwanda's political development. As a starting point, the paper emphasises the need to link the debates on institutional design in divided societies with elections in authoritarian regimes. Under different regime types, “institutional engineers” may pursue different goals. The paper concludes that in the case of Rwanda proportional representation (PR) has been implemented to support undemocratic goals. PR limits the local accountability of politicians in a political environment in which the government is not controlled by a democratic opposition. Thus, Rwanda's current PR system facilitates the maintenance of authoritarian power in the country, whereas small constituencies would establish closer links between the local populations and their representatives.

325. Where Minds Meet: The "Professionalization" of Cross-Strait Academic Exchange

Abstract:: In international relations, transnational academic exchange or, more generally, cultural exchange is usually seen as a function of the quality of bilateral relations. As a variety of public diplomacy intended to win the “hearts and minds” of intellectuals in another country, the development of educational exchanges depends on the twists in foreign policy. Academic exchange across the Taiwan Strait commenced in the late 1980s, directly after the lifting of the travel ban, and had gathered momentum by the mid-1990s. It even accelerated further after the inauguration of the pro-independence Chen-government in Taiwan in 2000, creating the “paradox” of the expansion of social contacts in times of frosty political relations. One possible explanation for this is that due to the rather unique situation in the Taiwan Strait people-to-people exchanges between Taiwan and mainland China have been officially promoted as a substitute for official contacts. What is often neglected by analysts of cross-Strait relations, however, is the fact that academic exchange is also a response to the global pressure to internationalize higher education. Within this two-dimensional framework (international relations and the internationalization of higher education), cross-Strait academic exchange has been developing its own dynamic. The outcome has been an increasing amount of nonofficial communication and the growing “professionalization” (in the sense of the academic profession) of academic exchange.

Abstract:: Recent developments in South Korea's foreign and security policies as well as major structural adjustments in the military alliance between the United States and South Korea indicate a new self-understanding on the part of South Korea in terms of playing a more assertive role in regional and even global affairs. Alongside its involvement in the so-called Six- Party Talks—a multinational framework to disarm a nuclear North Korea—South Korea's civil-military engagement in Afghanistan, Iraq and Lebanon demonstrates that the government's foreign policy posture is not only focused on Northeast Asian affairs but is also intended to engage in other international security hot spots. However, although it has considerable material resources and capabilities— in neorealist terms constituting the power base of a state actor—South Korea is widely seen as a minor player in world politics. By means of a specific set of indicators—pretension, endowment, influence, recognition—this paper seeks to answer the question of whether South Korea is a regional power. The methodological approach used to evaluate its position will be based on analytical frameworks and typologies compiled from the literature on regional powers. Following the introduction of this approach, different concepts of the term regional power and the selection of the methodological instruments are presented. The subsequent section analyzes the selected set of indicators with regard to South Korea's potential status as a regional power. The concluding chapter evaluates the findings and raises further questions related to the regional-power concept.

Abstract:: This article employs roll call vote data and Bayesian ideal point estimation to examine inter-party dynamics in the Argentine Chamber of Deputies between 1989 and 2007. It highlights the presence in the Argentine Congress of a strong government vs. opposition dimension as well as identifies the relative position on this dimension, vis-à-vis the governing party, of the most prominent non-governing parties. Abstract:: Government and organized criminal groups co-exist in uneasy equilibrium. Criminal groups adjust their behavior as a function of their own goals and resources in relation to inter-group cooperation and conflict, dynamic markets, and public policies; governments adjust their behavior according to shifting perceptions of the benefits offered, threats posed, and strategies adopted by criminal groups. When governments attempt to control or repress their activities, criminal groups employ various tools and instruments that might be grouped into three categories: evasion, corruption, and confrontation. The paper draws on recent cases from Brazil and Mexico with respect to tactical and strategic choices by governments and criminal groups, seeking to address three broad questions. What factors disrupt the state-criminal group equilibrium? Under what circumstances do disruptions produce significant levels of violence (as opposed to evasion or corruption)? What are the implications for the quality of democracy as criminal groups violently confront the state?

Abstract:: This paper explores the relationships between inequality, trade, and capital flows into China since the early 1990s and particularly in the first years of the present decade. We show that the rise in economic inequality in China has more to do directly with the activities associated with China's financial and building boom, notably in Beijing, than with the massive growth in manufacturing employment and in Chinese exports since China joined the WTO in 2001. Nevertheless, it is likely that a flow of profits from the export boom did feed the speculative fires in the capital and elsewhere, and therefore it should be no surprise that the fall of one should be linked to the fall of the other, in a particularly painful reduction of economic inequality.

Abstract:: Russia and China are two big players in the international system, both of which share interests and concerns and compete for preponderance and affirmation at the regional level. As a framework for political-military cooperation, the Shanghai Cooperation Organisation (SCO) frames this relationship in an institutional setting that might be understood as a tool for rapprochement between Moscow and Beijing or as a strategic manoeuvre for balancing an unbalanced international order. Thus the following question arises: is Russian-Chinese cooperation discourse mere political rhetoric or does it imply the intentional forging of a goal-orientated partnership? The relationship between Russia and China in political and security terms reveals identifiable common concerns, such as counter-terrorism or the fight against organised crime, while simultaneously masking the underpinning drivers, based on realpolitik dynamics and image construction on both sides (power projection, regional affirmation). This means that the strategic partnership dialogue between Moscow and Beijing is still far from being real. Realpolitik considerations rise above institutional goals, showing the lines of (dis)continuity in discourse and practice in this bilateral relationship.

Abstract:: This article looks at Taiwan's policy towards religion to show that non-Western societies can also achieve what Alfred Stepan called a “twin toleration” wherein the state does not intervene in religious affairs, and religion does not seek to control the state. The paper shows the sets of constraints in which policy-makers struggling for an adequate way to deal with religion operate. They have to choose among a variety of models in democratic societies, to take into account the legacy of the authoritarian era, and to consider the specificities of Taiwan's situation, influenced by a Chinese cultural heritage, Japanese colonialism and observations from other parts of the world. The paper then describes how these constraints have influenced the major stages in the evolution of relations between state and religions in Taiwanese society and then argue that the state had yet to reach a consensus up until 2008 on the legislation of religion because of disagreements between different religious actors.

Abstract:: Nationalism in the sense of symbols or actions glorifying the fatherland can be detected in many Chinese commercials today. In the form of a mythical narration, various aspects of an idealized China image are communicated, an image designed to bring about a sense of identity for all Chinese people. While first and foremost serving consumer preferences, these emotionally charged constructions of a "super nation" can also be interpreted in an ideological sense. Seen against the background of the public discourse on patriotism underway since 1989, this "Sinization" of advertising suggests the more or less subtle influence of party-state propaganda. In analysing TV commercials and interpreting their content, the ambivalent position and general background of advertisers must, however, be kept in mind. Even as they attempt to address and leverage popular trends, these advertisers are part of the community that has shaped the worldviews and values (some of them ideological) that are also reflected in the ads.

334. China's Employment Crisis – A Stimulus for Policy Change?

Abstract:: In the face of severe job problems, China's government has adopted a huge stimulus package in a bid to achieve eight per cent economic growth, which is said to guarantee at least enough jobs for the new entrants to the labour market. The real situation, however, will be much grimmer than statistics indicate. Unregistered groups like unemployed rural migrants, job-searching college graduates, laid-off workers and others together with the officially registered unemployed and the new market entrants could add up to 42 million altogether, while even the most optimistic estimates say only around 15 million new jobs could be created in 2009. Nevertheless, the stimulus package demonstrates an at least temporary shift in economic policy from capital-intensive to labour-intensive growth. Additionally, the new initiatives to boost social-security spending could help to address the grievances of the most vulnerable groups in the labour market. The Chinese government's reaction to the emerging employment crisis once again demonstrates the often underestimated adaptability of China's leadership.

Abstract:: This article examines the Chinese perception of Russian foreign policy during the Putin administration by analysing Beijing's assessment of Russia's foreign policy objectives and its policy towards the U.S., as reflected in the official media and the authoritative publications of China's major security and foreign policy think tanks. Promoting multipolarity and checks and balances against U.S. unilateralism has been a very significant consideration on the part of the Chinese leadership. Using the concept of the "strategic triangle", the article demonstrates how changes in U.S.-Russian relations have probably become the most important variable in this push for multipolarity. In the past decade and a half, Sino-Russian relations have improved when Russia has become disappointed with the support it received from the U.S. There have also been periods of time when Russia has anticipated closer relations with the U.S. and thus neglected China's vital interests. The Chinese leadership, however, has exercised restraint at such times. There has been greater optimism in Beijing concerning Sino-Russian relations in recent years because of the expanding economic ties, Russia's increasing oil wealth and Putin's authoritarian orientation.

Abstract:: Casino capitalism has its dialectical tendencies in Macau. On the one hand, it stimulates economic growth, provides employment, and strengthens the post-colonial state in Macau during the period of economic boom. On the other hand, casino capitalism can widen the income gap between the rich and the poor, generate addictive gambling, and de-legitimize the post-colonial state in Macau during the global and regional economic downturn. The weaknesses of the politico-administrative state in Macau, including the absence of institutional checks and balances, the frail civil society and the relatively docile mass media, have magnified the negative impacts of casino capitalism on Macau. In response to the negative ramifications, the Macau government has taken measures to be more interventionist, to enhance social welfare, and to prepare contingency plans that would tackle the sudden bankruptcy of any casinos. The central government in Beijing also displays contradictory considerations when it deals with Macau's casino development, supporting the casino industry while simultaneously encouraging the Macau government to diversify its economy. Overall, casino capitalism not only has contradictory impacts on the Macau city-state but also reveals the inherent contradictions of Beijing's policy toward the territory's over-dependence on the casino economy.

337. Urban Image Construction in Macau in the First Decade after the "Handover", 1999-2008

Abstract:: This paper describes the transformation of Macau's urban image in the first decade after the "handover" of the Portuguese enclave to the People's Republic of China (PRC). In the pre-handover years and the first years of the newly established Macau Special Administrative Region (MSAR), urban interventions created an image thought to assure the continuity of Macau's Eurasian identity along with future financial stability. In 2002, with the governmental decision not to renew the local gambling monopoly, Macau's urban image was radically transformed. The liberalization of the gambling industry after Macau's return to the PRC was combined with the deregulation of building heights, developer-friendly land sales, a growing number of migrant workers, and the liberalization of travel restrictions for mainland visitors. These deregulations were based on decisions by the MSAR and the PRC governments, respectively, and led to the exponential growth of Macau's GDP within only six years. This paper describes how, through these decisions, Macau's urban image and space have been transformed.

Abstract:: Recent research on achieving sustainable heritage tourism in Macau advocates a greater collaboration between tourism and heritage management authorities and the local community on reaching sustainable tourism goals. A key theme for Macau in the last ten years has been how the tension between the proponents for greater casino development versus those for cultural heritage product development has played out in government policies for heritage management, private sector tourism development and host community concerns about heritage protection and achieving quality tourism. The indirect influence of the central government on Macau Special Administrative Region's (SAR's) policy development in relation to these topics in the last ten years will be discussed in this context using findings from three recent studies by the Institute For Tourism Studies (IFT) and background information collected on government policy and community views. This paper will outline emerging issues regarding demand, supply, and impacts of cultural tourism with reference to findings from four recent research projects. Special reference will be made to over-use and under-use issues, authenticity, and the management of tourism impacts while enhancing visitor experience. Strategic planning and management of cultural tourism products will also be touched upon.

Abstract:: The concept of border people refers to people living with borders, dealing with the related difficulties and taking advantage of the respective opportunities. This concept is here applied to the residents of Macau, whose border checkpoint to the mainland has become one of the busiest in the world. Even though the border control is still in place, it has become very common for Macau residents to cross the border on an everyday basis. This paper links the people's border-related attitudes and activities to the process of Macau's integration with China and argues that the "integration from below" manifested in the growing exchange of people is a crucial factor in the overall integration process.

Abstract:: This paper focuses on the description of China in leading German daily and weekly newspapers during the 2008 Summer Olympics in Beijing. On the basis of a brief outline of the main China narratives in German media since the 1950s, this paper analyses China-related articles which were published during the period August 8-15, 2008. It argues that reports on China are mostly based on well established German notions of China and centre around the image of a despotic and/or dangerous China. Therefore, they primarily refer back to the source culture and contain little information of value regarding the target culture.

Abstract:: The quality of statistical data covering the economic and social development of the People's Republic of China has been questioned by international and national data users for years. The reasons for this doubt lie mainly in the structure of the Chinese system of statistics. Two parallel systems exist which operate largely autonomously: the national system of statistics and the sectoral system of statistics. In the area of the national statistical system, the National Bureau of Statistics (NBS) has the authority to order and collect statistics. This competence lies with the ministries and authorities below the ministerial level. This article describes and analyses these structures, the resulting problems, and the reform measures taken to date. It also aims to provide a better understanding of the statistical data about the People's Republic of China and to enable an assessment of them within a changing structural context. In conclusion, approaches to further reforms will be provided based on the author's long-standing experience in cooperation projects with the official Chinese statistics agencies.

Abstract:: The productivity and competitiveness of local firms in non-OECD countries depends as much on technological capacities and successful upgrading as in industrialized countries. However, developing countries undertake very little to no original R and primarily depend on foreign technology. Long-term contracts and subcontracting arrangements within global value chains are here very important forms of transnational cooperation and therefore also important channels for technology transfer, especially as the majority of these countries attract only limited foreign direct investment. Drawing on innovation and growth models as much as on value-chain literature, we outline an analytical model for empirical research on local firm upgrading in non-OECD countries and technology transfer within global value chains.

344. Oil-rent Boom in Iran?

Abstract:: The present article aims to analyze the effects of high oil prices since 2003 on Iran. The theoretical basis of the analysis is the rentier state approach, the basic element of which is that rents are at the free disposal of the rentier. Empirically, the paper examines the issue areas of foreign policy, domestic policy and economic policy. After proving that the oil price—despite fluctuations—has constantly been at a high level in the first decade of the twenty‐first century, the discussion demonstrates that Iran has used the increased rent in‐come to support a populist policy. In terms of economic policy, the regime has pursued a redistributive strategy. The country's foreign policy, particularly the ostentatiously pursued atomic program, has been very expensive since it provoked sanctions whose costs were initially balanced only by high rent income. Yet, in his first term, Ahmadinejad failed to prepare Iran for the situation that has occurred as a result of the global financial crisis: the redistributive policy of the regime has meant that an oil price below US$70 or US$75 now constitutes a severe challenge for the Iranian state budget.

345. The Production of Insecurity by African Security Forces: Insights from Liberia and the Central African Republic

Abstract:: Little attention has been paid to the factual effect of the state's security forces on the security of African citizens. Reports about security forces' contribution to widespread insecurity are frequent: the protectors become violators and their appearance causes fear, not security. In many African crisis countries the realization of better security forces appears to be an elusive goal, either because violent conflicts are not definitively settled and therefore do not allow for decent reform or because a lack of capacity as a result of material constraints is not easy to remedy. The self‐help mechanisms used to compensate for the lack of state‐sponsored security need more attention. However, it has to be acknowledged that the ideal of a neutral and effective force loyal to the state is shared by a great majority of the population. This contribution compares the experiences of Liberia and the Central African Republic, two extreme cases of strong and weak international involvement, respectively, in post‐conflict security‐sector reform.

346. Iran's Oil Wealth: Treasure and Trouble for the Shah's Regime A Context‐sensitive Analysis of the Ambivalent Impact of Resource Abundance

Abstract:: The Iranian revolution still appears to be a puzzle for theoretical approaches linking political instability and/or violent conflict to the resource wealth of a country. It therefore works well as a case study for the purposes of this paper: to show the necessity of a broader approach to the resource‐violence link and to highlight the “context approach.” The focus is on the violence that accompanied the events preceding the revolution, and also on the fact that this violence was mainly exercised by the rulers and—excluding the activities of militant groups—only very randomly by the masses. Many relevant contextual conditions had an impact on the downfall of the shah's regime: demographic (population growth, urbanization) and cultural factors (religious tradition, national identity); the vivid memory of several historical events; the personal preferences of central actors—mainly both the shahs—which in combination brought the country to an impasse; and the religious opposition to the regime. But upon closer examination, it becomes clear that many of those factors were influenced by resource‐specific conditions such as the amount and the use of oil income, sudden oil‐price drops, and external interference aimed mainly at the domination of the oil sector. It was the specific interplay of these and other contextual conditions—as much resource‐specific as general, and both within the country and on an international scale—that finally brought about the downfall of the regime.

Abstract:: While in an initial legal and academic anti-corruption wave corruption itself was at the center of analysis, research is now increasingly focused on anti-corruption discourse and praxis. The latter analyses have generated numerous criticisms of anti-corruption activities and anti-corruption research, and these are presented in this literature review. These criticisms range from the anti-corruption norm's legitimacy deficit, to the difficulty of defining and measuring corruption, to the discourse's depoliticization through its technicalization. The anti-corruption movement faces particular difficulties with respect to the tension between the universality of the anti-corruption norm and its simultaneous contextualization for specific and local application. This tension is especially important because it touches upon the central issues of the respective political communities, such as the division of the private from the public, which differ from one cultural context to another. The contextualization of anti-corruption concepts has to be enabled in various areas: first, with respect to the culturally shaped conception of the division between the public and the private; second, with respect to local understandings of corruption, that is, what is actually meant when talking about “corruption”; and third, with respect to the low socioeconomic development levels in some countries, which do not permit the absence of corruption (evading a zero-tolerance rhetoric).

Abstract:: This article explores two interrelated aspects of the new dynamics within the CCP leadership – the new elite groups and the new ground rules in Chinese politics. The first shows profound changes in the recruitment of the elite and the second aims to reveal the changing mechanisms of political control and the checks and balances of the Chinese political system. The article argues that the future of the CCP largely depends on two seemingly contradictory needs: how broad-based will the Party's recruitment of its new elites be on the one hand and how effective will the top leadership be in controlling this increasingly diverse political institution on the other. The emerging fifth generation of leaders is likely to find the challenge of producing elite harmony and unity within the Party more difficult than their predecessors. Yet, the diverse demographic and political backgrounds of China's new leaders can also be considered a positive development that may contribute to the Chinese-style inner-Party democracy.

350. Remaking the CCP's Ideology: Determinants, Progress, and Limits under Hu Jintao

Abstract:: Two decades after the predicted “end of ideology”, we are observing a re-emphasis on party ideology under Hu Jintao. The paper looks into the reasons for and the factors shaping the re-formulation of the Chinese Communist Party's (CCP) ideology since 2002 and assesses the progress and limits of this process. Based on the analysis of recent elite debates, it is argued that the re making of ideology has been the consequence of perceived challenges to the legitimacy of CCP rule. Contrary to many Western commentators, who see China's successful economic performance as the most important if not the only source of regime legitimacy, Chinese party theorists and scholars have come to regard Deng Xiaoping's formula of performance-based legitimacy as increasingly precarious. In order to tackle the perceived “performance dilemma” of party rule, the adaptation and innovation of party ideology is regarded as a crucial measure to relegitimize CCP rule.

351. Managing Stability in the Taiwan Strait: Non-Military Policy towards Taiwan under Hu Jintao

Abstract:: China's Taiwan policy has been one of coupling intimidation (the “stick” approach) with coercion (the “carrot ” approach), a policy mix which, in the near term, is not likely to change, as is evidenced by the passage of the “Anti-Secession Law” in March, 2005. However, un- der Hu Jintao, the focus has been on pragmatism. The warm atmosphere that presently reigns in the Taiwan Strait area is unprecedented. Further talks are expected before the two cross-Strait leaders are slated to step down, simultaneously, in 2012. An era of reconciliation and negotiations has dawned. For the first time there is consensus regarding norms of interaction between the two sides. Cross-Strait relations have stabilized after years of tumult. More open, stable and predictable cross-Strait relations are in the interests of both sides. Difficulties surely lie ahead, but they will be dealt with in a different manner than what has been witnessed in the past.

352. China's Climate- and Energy-security Dilemma: Shaping a New Path of Economic Growth

Abstract:: China is undergoing modernization at a scale and speed the world has never witnessed. As climate change increasingly dominates the global agenda, China faces the challenge of shaping a new growth path in a climate-constrained world. The paper argues that China's current climate and energy policy is, at best, a “repackaging” of existing energy and environmental strategies with co-benefits for the mitigation of climate change. Nevertheless, even though policies are not climate-change driven, the quick (rhetorical) endorsement of low-carbon development and the strong momentum of green technologies indicate that political ambitions are in favour of finding a more sustainable development pathway. A new growth path would, how-ever, require a fundamental shift, with development and energy strategies being set within climate security constraints. The eventual success of this new path remains uncertain.

353. Climate Change in China – The Development of China's Climate Policy and Its Integration into a New International Post-Kyoto Climate Regime

Abstract:: According to the IPCC's Fourth Assessment Report, global emissions of carbon dioxide have to be reduced by about 80 per cent by 2050 in order to stabilise the increase in global temperature at 2 to 2.4°C by 2100 compared with its pre-industrial level. An increase of only 2°C would bring about “acceptable” negative impacts on the eco-systems and the world economy. Without a reduction in CO2 emissions in China, however, it will be hard to achieve this goal. Currently, China is already responsible for about 50 per cent of the worldwide increase in CO2 emissions recorded over the past ten years. On the other hand, it is the industrialised countries that are mainly responsible for the greenhouse-gas emissions of earlier years. Taking the challenges of China's economic growth, its impact on future CO2 emissions and the development of China's climate policy into account, this article develops a new post-Kyoto regime based on cumulative per-capita emission rights.

354. China's Economic Policy in the Time of the Global Financial Crisis: Which Way Out?

Abstract:: This contribution analyses the impact of the global financial crisis on the Chinese economy and the policies implemented by the Chinese government to cope with it. We argue, first, that China has not been able to decouple its economic performance from that of the U.S. and other developed countries. Second, although economic growth in the second quarter of 2009 showed that the stimulus package is working, the current development does not seem to be sustainable. In order to avoid another round of overheating, the government needs to adjust its stimulus policy. Third, the current crisis offers opportunities to conduct necessary structural adjustments in favour of more market-based and innovative industries, more investment by private companies and a stronger role of private consumption in economic growth. Fourth, with the external demand from the OECD countries declining, Chinese export companies need to further diversify their international markets and re-orient their production and sales strategies to some extent towards the domestic market.

355. Reshaping Political Space? The Impact of the Armed Insurgency in the Central African Republic on Political Parties and Representation

Abstract:: This paper analyzes the declining importance of political parties in the Central African Republic (CAR). It argues that the problematic attitude of elites who are fluctuating between violent and peaceful behavior in order to further their own careers is jeopardizing both peace and democracy. The author hypothesizes that both political parties and rebel movements are failing to adequately represent (ethnoregional) interests, but that parties are suffering more in the course of the enduring war and the peace process. Patterns of elite behavior are presented as the main explanation for the resulting crisis of representation, with international actors' preference for inclusionary power-sharing deals seen as the main aggravating factor.

Abstract:: In the course of globalization, the intensity of global interactions between nations, firms, and civil society actors has increased significantly and has led to the creation of transnational norm-building networks. These have an essential, but little-known influence on all aspects of life (business and work relationships, environment, security, law, trust, etc.). Their influence expands to nation-state and market relationships that are also subject to constant reorganization. Transnational networks are leading to a global civil society that is more and more independent of the nation-state. With this relative erosion of state domination, the standard economic perspective, which primarily focused on the nation-state, is eroding as well.

357. Gain Seeking in a "Double Security Dilemma": The Case of OPEC

Abstract:: The remarkable stability of the cooperation among the members of the Organization of Petroleum Exporting Countries (OPEC) has generally been explained by these members' mutual dependency on high and stable oil revenues. Since the OPEC countries, however, face the double security dilemma of both domestic and external security threats, they are not simply eager to secure (absolute) oil revenues for the sake of domestic stability; they are also sensitive to the (relative) oil revenues of their competing or even conflicting partners. The existing approaches of rational egoism and defensive positionalism have proven to be rather inadequate in explaining this kind of gain-seeking behavior. This paper therefore develops the new theoretical approach of “gain-seeking mentalities,” with the objective of tracing variations in OPEC members' gain-seeking behaviors. Using this approach, the empirical assessment of Iran and Iraq during the Iran-Iraq War and Iraq during the Gulf War of 1990/91 shows the extent to which Iran and Iraq altered their gain-seeking behavior as a result of a changing constellation of threats.

358. Social Movements as Agents of Innovation: Citizen Journalism in South Korea

Abstract:: This article aims to further develop the field of innovation studies by exploring the emergence of citizen journalism in South Korea's social movement sector. To achieve this aim, the framework of innovation theory has been extended to innovations in social fields beyond technology and the economy. Our findings show that the emergence of citizen journalism resulted from brokerage activities among journalists, labor and unification activists, and progressive intellectuals. Despite different cultural visions and structural interests, these groups succeeded in building coalitions and constituted a sociocultural milieu which promoted reciprocal learning by allowing actors to realize new ideas and to exchange experiences. The empirical part of the study is based on a social network analysis of social movement groups and alternative media organizations active in South Korea between 1995 and 2002.

359. The Evolution of Cleavages in the Indonesian Party System

Abstract:: The basic patterns of the initial Indonesian party system have reemerged after more than four decades of authoritarianism. The cleavage model by Lipset and Rokkan is well-suited to analyzing the genesis of and the most salient features of this party system. However, in applying the approach, some adjustments have to be made. For instance, the national and industrial revolutions have to be conceived of differently. Moreover, it is useful to distinguish critical phases in the formation of parties. The four cleavages have to be reinterpreted and additional ones need to be identified. In Indonesia, economic cleavages are hardly significant in conflicts between political parties (especially the “capital” versus “labour” cleavage) or are expressed in terms of religion or allegiance to political leaders based in a specific region (“urban” versus “rural”). In addition, in comparison with 1999 and particularly with the 1950s, today's cleavages are less marked. Thus, the Lipset Rokkan model has to be combined with other approaches which underline the importance of clientelism and the dealignment of parties.

Abstract:: The concept of “structural stability” has been gaining prominence in development policy circles. In the EU's and the OECD Development Assistance Committee's (OECD DAC) understanding, it describes the ability of societies to handle intra-societal conflict without resorting to violence. This study investigates the preconditions of structural stability and tests their mutual interconnections. Seven dimensions are analyzed: (1) long-term economic growth, (2) environmental security, (3) social equality, (4) governmental effectiveness, (5) democracy, (6) rule of law, and (7) inclusion of identity groups. The postulated mutual enhancement of the seven dimensions is plausible but cannot be proven. The most significant positive relationship appears between “democracy” and “rule of law,” respectively, on the one hand and the dependent variable “violence/ human security” on the other hand. This points to the usefulness of the political concept of structural stability to promote development policy agendas in this area at least. Applications that reach beyond these initial findings will, however, require further research.

Abstract:: South Africa's “quiet diplomacy” has been often used to reject the notion of South African leadership or regional hegemony in southern Africa. This article finds that this evaluation is founded on a misguided understanding of regional hegemony, which is based on conventional hegemony theories that are mostly derived from the global role of the United States after World War II. Alternatively, this article uses a concept of hegemony that, for example, takes into account the “regionality” of South Africa's hegemony, which both allows external actors to impact on regional relations and allows South Africa to pursue its foreign policy goals on the global level of international politics. This concept helps to systemically analyze South Africa's foreign policy in the Zimbabwean crisis and to better integrate this policy into the broader framework of its regional and global ambitions.

362. Business Constraints and Growth Potential of Micro and Small Manufacturing Enterprises in Uganda

Abstract:: Ugandan micro- and small enterprises (MSEs) still perform poorly. The paper utilizes data collected in Uganda in March and April 2003 to analyze the business constraints faced by these MSEs. Using a stratified random sampling, a sample of 265 MSEs were interviewed. The study focuses on the 105 manufacturing firms that responded to all questions. It examines the extent to which the growth of MSEs is associated with business constraints, while also controlling for owners' attributes and firms' characteristics. The results reveal that MSEs' growth potential is negatively affected by limited access to productive resources (finance and business services), by high taxes, and by lack of market access.

363. Empire, Hegemony, and Leadership: Developing a Research Framework for the Study of Regional Powers

Abstract:: Regional powers are often conceived of as “regional leading powers,” states which adopt a cooperative and benevolent attitude in their international relations with their neighbors. The paper argues that regional powers can follow a much wider range of foreign policy strategies in their region. Three ideal-typical regional strategies are identified: empire, hegemony, and leadership. The paper is devoted to a theory-led distinction and clarification of these three terms, which are often used interchangeably in the field of international relations. According to the goals pursued, to the means employed, and to other discriminating features such as the degree of legitimation and the type of self-representation by the dominant state, the paper outlines the essential traits of imperial, hegemonic, and leading strategies and identifies subtypes for better classifying hegemony and leadership.

364. Not Always in the People's Interest: Power-sharing Arrangements in African Peace Agreements

Abstract:: Peace agreements form a crucial element of strategies to bring security from outside: they involve third-party mediators during the negotiation stage and often peacekeeping troops to guarantee the agreement at an implementation stage. Peace roundtables usually involve top politicians and military leaders, who negotiate, sign, and/or benefit from the agreement. What is usually and conspicuously absent from peace negotiations is broad-based participation by those who should benefit in the first place: citizens. More specifically, the local level of security provision and insecurity production is rarely taken into account. This paper reviews parts of the academic de bate on power sharing and war termination, touching on some key findings by the main researchers working on the topic. The ambivalent African experience with Arend Lijphart's four main ingredients of consociational democracy (grand coalition, minority veto, proportional representation, group autonomy) is summarized. Recent major African peace agreements (1999-2007) are analyzed, and their power-sharing content detailed. Most agreements contain some—though varying— power-sharing devices. Most striking is the variation regarding the important question of who is sharing power with whom. Obviously, only those present at the negotiation table can really count on being included in major ways. Finally, three country cases are analyzed over a longer time period: Côte d'Ivoire (2002-2007), Liberia (1994-2003), and Central African Republic (1996-2007). The conclusion focuses on the factors of failure of peace agreements that place a heavy emphasis on power sharing.

365. EU-African Economic Relations: Continuing Dominance, Traded for Aid?

Abstract:: Promising growth rates, increased trade, and competition among major global players for African resources have boosted the development and bargaining power of sub-Saharan Africa (SSA) in relation to the EU. However, Africa's least developed countries remain vulnerable to external shocks. Academic analysis is still too heavily influenced by scholastic controversies. Neither the controversy over “big-push” concepts nor the blaming of African culture as an impediment to growth or good government do justice to the real issues at stake. Even beyond the aftermath of (neo) colonialism, and notwithstanding continuing deficits in good government in many African countries, the EU bears responsibility for the fragile state of many African economies. The self-interested trade policies of the EU and other world powers contribute to poverty and unsatisfactory development in SSA. This threatens to perpetuate asymmetrical power relations in the new Economic Partnership Agreements (EPAs), to the detriment of regional integration and pro-poor growth. How- ever, mounting competition between China and other global players for Africa's resources is resulting in windfall profits for Africa. The latter is leading to a revival of seesaw politics, already known from the times of the Cold War, on the part of African states. This could be profitable for Africa's power elite, but not necessarily for Africa's poor.

366. Democracy and Human Rights in the European-Asian Dialogue: A Clash of Cooperation Cultures?

Abstract:: Whereas the European Union (EU) favors a formal, binding, output-oriented, and to some extent supranational approach to cooperation, the Association of Southeast Asian Nations (ASEAN) is based on informal, non-binding, process-oriented intergovernmental forms of cooperation. This article addresses the question of whether these differences between European and Asian cooperation norms or cultures can account for interregional cooperation problems in the areas of democracy and human rights within the institutional context of EU-ASEAN and the Asia-Europe Meeting (ASEM). The author argues that a clash of cooperation cultures basically occurs in both forms of interregional collaboration between Asia and Europe, with slight differences due to the institutional context: while disagreements over the question of democracy and human rights between the EU and ASEAN have led to a temporary and then a complete standstill in cooperation, the flexible institutional mechanisms of ASEM seem, at first glance, to mitigate the disruptive effects of such dialogues. Yet informality does not remove the issues from the agenda, as the recurrent disputes over Myanmar's participation and the nonintervention norm favored by the Asian side of ASEM clearly indicate. Antagonistic cooperation cultures thus play a significant role in explaining the obstructive nature of the interregional human rights and democracy dialogue between Asia and Europe.

367. AIDS, Access to Medicines, and the Different Roles of the Brazilian and South African Governments in Global Health Governance

Abstract:: The present article illustrates how the main actors in global health governance (GHG)—governments, nongovernmental organizations (NGOs), intergovernmental organizations (IOs), and transnational pharmaceutical companies (TNPCs)—have been interacting and, as a result, modifying the global health architecture in general and AIDS treatment in particular. Using the concept of “power types” (Keohane/Martin) and “interfaces” (Norman Long), the authors examine the conflicts among major GHG actors that have arisen surrounding the limited access to medicines for fighting HIV/AIDS basically as a result of the Agreement on Trade Related Intellectual Property Rights (TRIPS), in force since 1995. They then analyze the efforts of Brazil and South Africa to obtain fast and low-cost access to antiretroviral medication against AIDS. They conclude that while policy makers in the two countries have used different approaches to tackle the AIDS problem, they have been able, with the support of NGOs, to modify TRIPS and change some WTO rules at the global level along legal interfaces. At the national level the results of the fight against AIDS have been encouraging for Brazil, but not for South Africa, where authorities denied the challenge for a prolonged period of time. The authors see the different outcomes as a consequence of Brazil's ability to combine discoursive, legal, administrative, and resource-based interfaces.

Abstract:: Particularly since 9/11 and the subsequent “war on terror” religion has been portrayed as a potential source of extremism and violence, predominately in the form of political Islam and Islamist terrorism. The ensuing debate has neglected the fact, however, that religion may also bring about “peace not war” (Smock 2006, see also Weingardt 2007). In this respect we can refer to religious values of peace as well as peacebuilding initiatives by religious actors. Despite today's widespread scholarly acknowledgement of this “ambivalence of the sacred” (Appleby 2000; Philpott 2007), the question remains as to which specific characteristics of the “religious landscape” and surrounding conditions in fact influence religion to either stimulate conflict or contribute to peace.

Abstract:: The leadership of powerful states in processes of regional institutionalization is a significant, though still widely ignored topic in the field of International Relations (IR). This study asks about the theoretical conditions of effective leadership in international institution- building, using China's and Japan's roles in East Asian regionalism as an empirical test case. It addresses the question of what actually happens when states perform the role of leader. Specifically, it focuses on the process of negotiating leadership claims, and different hypotheses are presented as to the requirements of effective leadership in international affairs. The findings point to the fact that leadership is effective and sustainable when foreign elites acknowledge the leader's vision of international order and internalize it as their own. Leadership roles are often disputed and are constituted of shared ideas about self, other, and the world, relying on the intersubjective internalization of ideas, norms, and identities.

370. Ethnic Coalitions of Convenience and Commitment: Political Parties and Party Systems in Kenya

Abstract:: This paper analyzes the role of ethnicity in shaping the character of Kenya's political parties and its party system since 1992. Drawing on a constructivist conception of ethnicity, it uses a framework of comparison derived from Donald Horowitz and distinguishes between three party types: the mono-ethnic party, the multi-ethnic alliance type and the multi-ethnic integrative type. It shows that although Kenyan parties have increasingly incorporated diverse communities, they have consistently failed to bridge the country's dominant ethnic cleavages. Consequently, all of Kenya's significant parties represent ethnic coalitions of convenience and commitment and, thus, ethnic parties. The paper further states that the country's post-2007 political environment is a by-product of the omnipresence of this party type.

371. Measuring Party Institutionalization in Developing Countries: A New Research Instrument Applied to 28 African Political Parties

Abstract:: The institutionalization of political parties is said to be important for democratic development, but its measurement has remained a neglected area of research. We understand the institutionalization of political organizations as progress in four dimensions: roots in society, level of organization, autonomy, and coherence. On this basis we construct an Index of the Institutionalization of Parties (IIP), which we apply to 28 African political parties. The IIP uses extensive GIGA survey and fieldwork data. Initial results reveal a more differentiated degree of institutionalization than is commonly assumed. In addition to illustrating overall deficits in party institutionalization, the IIP highlights an astonishing variance between individual parties and—to a lesser extent—between national aggregates. Further research on party institutionalization remains necessary, particularly regarding its causes and consequences.

372. Promoting Peace and Democracy through Party Regulation? Ethnic Party Bans in Africa

Abstract:: Since the sweeping (re)introduction of multiparty systems in the early 1990s almost all sub-Saharan countries have introduced bans on ethnic or – in more general terms – particularistic parties. Such party bans have been neglected in research, and this paper engages in a preliminary analysis of their effects on democracy and peace. Theoretically, particularistic party bans can block particularisms from entering politics but also run the risk of forcing groups to resort to extra-legal or violent means. Neutral or context-dependent effects are also possible. Applying macro-qualitative comparison and bivariate statistics on the basis of a unique inventory of party bans and readily available indicators for the dependent variables, no simple connection can be detected. Rather, context conditions seem to be of superior explanatory power. We also find a systematic connection between party bans and variables that could be conceptualized as the causes of their implementation.

These three issues play a central role in the media, politics, and everyday life, and the impression has emerged that security has changed for the worse and that society is now threatened permanently. However, crime statistics do not support this perception. The paper thus asks why violence and crime generate such huge fear in society. The thesis is that the Costa Rican national identity—with Costa Rica constructed as a nonviolent nation—impedes a realistic discussion about the phenomena and their causes, and simultaneously provides a platform for sensationalism and the social construction of fear.

Abstract:: When comparing the speed and extent of economic development in different geographic regions of the world over the past 20 years, the under-average performance of Arab countries in general and Arab Mediterranean countries in particular is striking. This is despite an overall favorable geo-strategic situation at the crossroads of three continents, with excellent connections to sea and waterways and in direct proximity to the European Union, one of the world's economic hubs. It is also despite the minor importance of negative factors such as a high-burden diseases or high levels of ethnic fractionalization. In this paper, I focus on identifying the most important constraints on Arab Mediterranean economic development. I use state-of-the-art econometric tools to quantify constraints that have been identified through economic theory and studies of the political economy characteristics of the region. The empirical results offer support for the central hypothesis that limited technological capacities and political economy structures are the primary constraints on economic development. With a view to international structural adjustment efforts, my findings imply that the limited success of the Euro-Mediterranean policy to stimulate the economic development of the Arab Mediterranean countries might be because structural adjustment efforts do not tackle—or at least do not sufficiently tackle— these constraints.

Abstract:: The region of the Middle East is highly conflict-loaded. The absence of one distinct regional power may be considered both cause and consequence of this structural feature. At the same time, there are significant power gaps between states in the Middle East, with Israel among the most powerful actors and accordingly defined as a potential regional power. Due to the specific empirical setting of the Middle East region, an analytical design emphasizing relational and procedural dynamics is required. In attempting to develop such a design, this paper utilizes three well-established schools of thought of international relations: (neo)realism, institutionalism, and constructivism. These three schools of thought are further used for developing hypotheses on both Israeli regional policy and its effects on the Middle East. After illustrating these hypotheses in relation to four periods in the contemporary history of Israel, theoretical lessons to be learned for the analysis of regional powers in other world areas are presented.

These purges come at a cost: the excluded elites are frequently tempted to use violence to come back into the “dining room”and the excluding government tries to prevent reentry by all means.

Abstract:: Decentralised, self-organised cross-border activities are increasingly shaping global policymaking. While state actors have lost ground, policy and economic networks have emerged as key actors, transforming international relations as well as national spheres. Academic discourse is following their activity, often focusing on "advocacy networks" and on the role of transnational actors within the transformation of the world economy and world polity. In contrast to these research activities, the approach proposed here extends the scope of inquiry to include the role of transnational networks in norm-building and norm-implementation. The networks under scrutiny here do not confine themselves to the articulation of particular interests, the resolution of particular conflicts, or compliance with legal norms. It is presumed here that a variety of networks which are fundamentally concerned with the creation of norms have emerged. The predominance of the nation-state, one of the main characteristics of modern democratic thinking, has eroded to the point where the fundamental nexus of voice (democratic participation) and entitlement (legal and social rights and duties) has been weakened or even broken. We presume that this decentration has fundamentally changed the option of voice as one of the most important responses by citizens to crisis and change. This comes to the fore with the emergence and effectiveness of transnational norm-building networks. The article develops a research programme, the outcome of which will shed light on this new resource for the development of a democratised world polity.

Abstract:: Recent research on political parties and ethnicity has challenged the conventional wisdom about ethnicity as the major factor that explains voter alignment in Africa. The paper maintains that the cleavage model, although modified to include ethnicity, still provides heuristically the best foundation for the explanation of party formation and voting behaviour in Africa. It points out that inconclusive and contradicting research results about the salience of ethnicity can be attributed to a variety of unresolved methodological and conceptual problems linked to the 'fluidity' of the concept of ethnicity. To overcome these problems refined research designs and more sophisticated analytical tools are required. Finally, it is safe to assume that the relevance of ethnicity for the formation of party systems and voter alignment is not a uniform pattern across Africa, but will differ from one country to the other.

Abstract:: Local producers, in their interaction with local processors or exporters and international retailers have the possibility to acquire new skills and knowledge. The type of trust relationship and coordination pattern can determine how information flows and how firms upgrade. In addition, the implementation and compliance with standards provides opportunities for learning and acquiring skills and knowledge. Focusing on this kind of interactions, the study explains how local producers in Honduras engage in upgrading and whether this had an impact on the sales of those firms. The majority of the producers in the sample upgraded their products and internal processes. A limited number of producers engaged in functional upgrading. Most of the producers were aware of the important role of standards. They affirmed that in the process of implementing and complying with standards, they have gained new knowledge and were convinced that they succeeded in securing at better position in the value chain.

Abstract:: This article challenges claims that liberalising state regulated markets in developing countries may induce lasting economic development. The analysis of the rise of tourism in Egypt during the last three decades suggests that the effects of liberalisation and structural adjustment are constrained by the neo-patrimonial character of the Egyptian political system. Since the decline of oil rent revenues during the 1980s tourism development was the optimal strategy to compensate for the resulting fiscal losses. Increasing tourism revenues have helped in coping with macroeconomic imbalances and in avoiding more costly adjustment of traditional economic sectors. Additionally, they provided the private elite with opportunities to generate large profits. Therefore, sectoral transformations due to economic liberalisation in neo-patrimonial Rentier states should be described as a process, which has led to the diversification of external rent revenues, rather than to a general downsizing of the Rentier character of the economy.

Abstract:: Although primary industries are important to developing countries, they have been largely unable to contribute to rapid growth. Systematically strengthening the development of local technology-intensive suppliers (t-suppliers), however, may contribute to both reinforcing the industrial base and supporting the competitiveness of primary production. Indeed, the development of t-suppliers has been common in those resource-based economies which achieved a high level of development (Scandinavia, Canada, Australia). This paper explores the role of t-suppliers in natural resource-based economies. It outlines a theoretical framework for the analysis of the factors which foster or constrain their development and defines areas for an effective promotion of t-suppliers. The proposed model of analysis distinguishes between factors influencing the development of t-suppliers on the level of the main industry (MI), the level of supplier firms or firm-level and the level of external determinants with special reference to industrial policy factors.

Abstract:: In post-conflict societies, security is provided by a broad range of actors including the state as well as various non-state formations. The paper identifies three types of post-conflict societies and analyses dynamics of the security market in cases where international troops have intervened. A comparison of seven countries shows that intervention forces were able to establish themselves as market leaders when a disarmament, demobilization and reintegration (DDR) program was successfully conducted in the immediate post-conflict period. Such a program should be embedded in an inclusive peace agreement that is backed up by a credible and robust troop commitment from the international community.

Abstract:: Migration and remittances are widely seen as major components of diversification strategies aimed at coping with risky environments in developing countries. The debate in the literature mainly concentrates on effects of and access to the strategy of migration. Against this background, the paper investigates patterns, determinants and the impact of internal migration on households based on data from a densely populated rural area in Western Kenya. The motivation behind migration is largely economic in kind. Accordingly, remittances account for a substantial share of household incomes. Results derived from a probit model estimation indicate that the likelihood of migration is independent from the wealth position of households. Instead, demographic household factors, education-related variables and migrant networks are of central importance. Migration and remittances are obviously more easily accessible than other opportunities of income diversification beyond farming for households across all levels of wealth, including the poorest households. Abstract:: The termination of war is mostly seen as a basis not just for recovery but for a fundamental transformation or change in development paths towards peace, stability and development. The Central American peace processes of the last decades were one of the first laboratories for the liberal peace-building paradigm which assumes that the threefold transformation to peace, democracy and market economy is a self-strengthening process leading to sustainable development. Although none of the three countries slipped back into war, serious deficits remain. This paper introduces an analytical framework that aims at interrelating the threefold transformation with the impact generated by four processes. These include the repercussions generated by the international system on a country's society, its historical, cultural and social foundations, the legacies of violence and the peacebuilding initiatives the country concerned has witnessed. The comparative analysis of changes in the public security sector, the political system, conflict resolution and the use of resources show why there is so much path dependency that can explain the deficits of transformation.

Abstract:: How can weaker states influence stronger ones? This article offers a case study of one recent exercise in coalition building among Southern middle powers, the 'India, Brazil, South Africa (IBSA) Dialogue Forum'. The analysis outlines five major points: first, it argues that the three emerging players can be defined as middle powers in order to frame their foreign policy behavior and options at the global level. Second, soft balancing is a suitable concept to explain IBSA's strategy in global institutions. Third, institutional foreign policy instruments are of pivotal significance in IBSA's soft balancing strategy. Fourth, the potential gains of IBSA's sector cooperation, particularly in trade, are limited due to a lack of complementarity of the three economies. And fifth, IBSA's perspectives and impact on the international system will depend on four variables: IBSA's ability to focus on distinct areas of cooperation, the consolidation of its common strategy of soft balancing, the institutionalization of IBSA, and its enlargement in order to obtain more weight in global bargains.

Abstract:: The paper tries to shed light on the conceptual link between international crises like the one following September 11, 2001, the Asian financial crisis of 1997/1998, the end of the Cold War or major international conflicts, and processes of change in the international system. It argues that cultural structures rest on their continuous instantiation through social practices, thereby making them coterminous with process. Process is constituted by meaningful acts of social agents, and can thus only be grasped by analysing meaning. Meaning is transmitted by language. Meaningful language is never reducible to individual speakers; it is a social act. In the paper, I call this process discourse. Linking Critical Discourse Analysis (CDA) with the theory of hegemony developed by Ernesto Laclau and Chantal Mouffe, I will finally be able to show how hegemonic discourses serve as the nexus between crises and cultural structures and how they make cultural change possible.

Abstract:: The number of migrants from conflict regions in Africa has been increasing dramatically. The European Union shares dual responsibility for the continuing migration pressure: First, because it fostered over decades corrupt and autocratic regimes with dire disregard to principles of 'good governance'. The aftermath of these regimes is still felt today and constitutes one of the underlying factors for politically motivated migration. Second, the EU contributed to Africa's economic misery due to its selfish external trade policy. Nevertheless, the prevailing perspective of the EU and of its member countries concerning African immigration remains to be focused on security, the foreclosure of its external borders and prevention. Current EU programs and concepts to fight African migration are questionable. Even development‐oriented approaches are bound to fail, if not backed by sustainable immigration policies.

391. Conceptualising Regional Power in International Relations: Lessons from the South African Case

Abstract:: Regional powers can be distinguished by four pivotal criteria: claim to leadership, power resources, employment of foreign policy instruments, and acceptance of leadership. Applying these indicators to the South African case, the analysis demonstrates the crucial significance of institutional foreign policy instruments. But although the South African government is ready to pay the costs of co-operative hegemony (such as capacity building for regional institutions and peacekeeping), the regional acceptance of South Africa's leadership is constrained by its historical legacy. Additionally, Pretoria's foreign policy is based on ideational resources such as its reputation as an advocate of democracy and human rights and the legitimacy derived from its paradigmatic behaviour as a 'good global citizen'. However, the Mbeki presidency is more successful in converting these resources into discursive instruments of interest-assertion in global, rather than in regional bargains. In effect the regional power's reformist South-oriented multilateralism is challenging some of the guiding principles of the current international system.

Abstract:: Engagement in non-agricultural activities in rural areas can be classified into survival-led or opportunity-led. Survival-led diversification would decrease inequality by increasing the incomes of poorer households and thus reduce poverty. By contrast, opportunity-led diversification would increase inequality and have a minor effect on poverty, as it tends to be confined to non-poor households. Using data from Western Kenya, we confirm the existence of the differently motivated diversification strategies. Yet, the poverty and inequality implications differ somewhat from our expectations. Our findings indicate that in addition to asset constraints, rural households also face limited or relatively risky high-return opportunities outside agriculture.

Abstract:: This paper analyses the role of actors from developing countries in global processes of policy making and governance. To systematically examine the channels of influence of Southern actors and interactions in global governance it develops the concept of interfaces. It differentiates between organisational, discoursive, legal and resource-transfer interfaces in global governance. This approach is exemplified in the analysis of a specific field of global governance, the global fight against HIV/AIDS. The paper examines the role of the Southern governments and non-state actors in ther central organisation of global health, their influence in debates and discourses on strategies to fight HIV/AIDS, and the financing mechanisms that were introduced to fight HIV/AIDS in the developing world. It shows that albeit actors from Northern countries dominate global governance in general, in particular areas the current institutional setting of global governance provides significant opportunities for rather weak actors such as civil society organisations and governments from the South to influence strategies and policies.

Abstract:: It is generally acknowledged that a higher degree of party and party systems institutionalisation is positively correlated with the consolidation of democracy. It is, thus, useful to compare different levels and types of institutionalisation. In this article the distinction made by Levitsky ("value infusion' vs.'behavioural infusion') with reference to party institutionalisation will be employed. Moreover, institutionalised party systems are characterized, according to Mainwaring and Torcal, by 'stability of interpary competition'. The empirical research of this paper finds that the early organisational consolidaton of social cleavages, such as in Indonesia, enhances institutionalisation. Furthermore, the relation between central and local elites appears to be essential strong bosses or cliques undermine institutionalisation in the Philippines and in Thailand respectively. Most Indonesian parties are better institutionalised than those in the Philippines and Thailand with reference to 'value infusion'. In addition, the party system in Indonesia is better institutionalised in terms of 'stability of interpary competition'.

Abstract:: Scholars of institutional design attribute large importance to the choice of new institutions. The comparative analysis of how Rwanda and Zambia crafted their new electoral systems and the systems of government regards procedural, structural and rational choice variables which may influence the option for particular solutions. External influences and the type of transition are determinants that can decide which actors make their interests prevail. The degree of innovation or conservatism of new institutions is mainly a result of the speed of the process and the kind of actors involved. However, rational reflections on how to produce legitimacy and minimize personal risks which take into consideration the state of conflict in the country decide on the speed and on innovative outcomes. The structured analysis of only two cases uncovers already that it is rather difficult to realise the transfer of design recommendations into reality.

Abstract:: On 1 May 2004, the world witnessed the largest expansion in the history of the European Union (EU). This process has lent new weight to the idea of an expanded EU involvement in East Asia. This paper will examine the question of whether there has been a change in the EU's foreign policy with respect to its Taiwan policy after the fifth enlargement. It analyses the EU's policy statements on Asia and China to find evidence. The political behaviour of the EU has not changed, although there has been a slight modification in rhetoric. The EU – notwithstanding its claim to be a global actor – currently continues to keep itself out of one of the biggest conflicts in East Asia. The new members' interests in the East Asia region are too weak to alter the EU's agenda, and their economic priorities are rather linked to the programmes of the EU than vice versa.

Abstract:: In the debate of sustainable rural livelihoods, diversification is seen as a way to secure incomes and to increase food security. On the basis of a data set on income security, this paper analyses to what extent this applies to small-scale farmers in Kakamega District, Kenya. Using the sustainable rural livelihoods approach, this paper draws the conclusion, that (1) diversification in agricultural production is not sufficient for securing rural livelihoods in Kakamega District; (2) a sufficient income diversification depends heavily on requirements like access to education, infrastructure, as well as investment capital; and (3) small-scale farmers in Kakamega District in most cases lack these requirements, therefore not being able to achieve secure household incomes or increased food security.

Abstract:: Starting from controversial findings about the relationship between party systems and the prospects of democratic consolidation, this article argues that problems can only be properly addressed on the basis of a differentiated typology of party systems. Contradictory research results do not pose an 'African puzzle' but can be explained by different and inadequate approaches. We argue that a modified version of Sartori's typology of party systems provides an appropriate method for classifying African party systems. Based on Sartori's framework, a preponderance of predominant and dominant party systems is identified. This can partly be explained by the prevailing authoritarian nature of many multiparty regimes in Africa as well as by the ethnic plurality of African societies. High ethnic fragmentation is not transformed into highly fragmented party systems. This phenomenon can be attributed to the most frequent 'ethnic congress party' which is based on an ethnic elite coalition.

Abstract:: Este trabajo intenta evaluar en que medida el Senado argentino cumplio su papel consti-tucional de contralor del Poder Ejecutivo en torno a los nombramientos del poder judicial entre 1983 y 2007, como tambien los factores que afectaron el cumplimiento de este rol. Para ello, se analiza el tramite parlamentario de los pliegos girados por el Ejecutivo para el nombramiento de todos los jueces federales, los pertenecientes a la llamada "Justicia Na-cional" de la Capital Federal y los miembros del Ministerio Publico. A partir de los mis-mos se concluye que los poderes del Senado dependen de varios factores, a saber, los re-cursos institucionales de los presidentes al interior de esta camara (medidos no solo a par¬tir de las mayorias legislativas sino tambien de su poder en la Comision de Acuerdos), la categoria del cargo a ser ocupado (si se trata de miembros de la Corte Suprema o de otros tribunales), las ambiciones presidenciales en otras areas de politica (como la reeleccion al cargo) y las reglas que regulan la selection y confirmation de candidatos (como el secreto o la publicidad del tramite legislativo).
