Abstract:
This paper focuses on the changing interaction between Taiwanese entrepreneurs and local Chinese governments. Through the analysis of this changing process, it can be seen that Taiwanese businesses are a special “asset” of Chinese governments. The main argument of this paper is that both central and local governments in China have strategic considerations in respect of Taiwanese businesses. The Chinese central government values Taiwanese businesses because more Taiwanese investment in China strengthens the Beijing government in negotiations with the Taibei government. Nevertheless, since the Kuomintang (KMT) (Guomindang) regained power in 2008, the strategic value of Taiwanese businesses in the cross-Strait relationship seems to have decreased. The central government has created a profitable macro-environment enabling local officials to give a warm welcome to Taiwanese businesses. Chinese local governments value Taiwanese businessmen not only because of the central government's deliberate policy but also because they are pursuing their own self-interest. This paper firstly focuses on the changing interaction between Taiwanese businesses and Chinese local governments. It then further analyses the different but complementary interests of both central and local governments in China in relation to Taiwanese investors.

This article explores the political thinking of Taiwanese business people (taishang) and factory managers (taigan) on the Chinese mainland by drawing on qualitative data gathered between 2006 and 2008 in the Pearl River Delta and the Shanghai/Kunshan metropolitan area. An ideal type of taishang is constructed to explain the major features of their identification with Taiwan, their perspectives on cross-Strait relations, their integration in Chinese society and their self-assessment as political actors in the shaping of cross-Strait relations. An important finding of this study is that the taishang is a rather apolitical figure who does not see much leeway to develop autonomous political leverage. However, this may change gradually as cross-Strait relations have eased significantly since the Kuomint ang (KMT) (Guomindang) came to power in mid-2008 and the governments in Beijing and Taibei have experienced a rapprochement.

Abstract:
This paper at tempts to determine the kind of constitutional rule preferred in a young democracy when an institutional opportunity for constitutional change occurs. It adopts the standpoint of collective decision-making. This approach involves two crucial theoretical elements: the calculation of the interests of the political elite and the masses' comprehension of what democracy is. The case studied here is Taiwan's constitutional choice between the direct and indirect election of the president during the period from 1990 to 1994. The paper first examines how the political leaders might have used both the logic of power maximization and of power-loss minimization to choose their position on the issue. It then demonstrates that survey results indeed showed that respondents better understood the direct form of electing the president and therefore supported it over the indirect one. This support helped the direct form to eventually win out.

254. Measuring Variance in Subnational Regimes: Results from an Expert-Based Operationalization of Democracy in the Argentine Provinces

Abstract:
This paper presents an expert-based operationalization strategy to measure the degree of democracy in the Argentine provinces. Starting with a mainstream and “thick” definition of regime type, I assess each of its aspects using a subjective or perception-based approach that taps the knowledge of experts on the politics of each province. I present and justify the methodological design of the resulting Survey of Experts on Provincial Politics (SEPP) and conduct a preliminary analysis of its results. Some aspects of the provincial regimes appear to be clearly democratic, while others are mixed or even leaning towards authoritarianism. Moreover, some show little interprovincial variance, while others vary considerably from province to province. An analysis of the central tendency and dispersion of the survey items allows for a general description of the Argentine provincial regimes. Inclusion is the most democratic dimension, while the effectiveness of institutional constraints on the power of the Executive is the most deficient. Electoral contestation is generally free of traditional forms of fraud, but incumbents often command far more campaign resources and media attention than do their challengers. Physical repression is rare, but opponents in some provinces face subtler forms of punishment. While the survey does not uncover any clear cases of subnational authoritarianism, stricto sensu, provincial regimes do vary significantly from basically democratic to clearly hybrid.

This article studies the continued existence of subnational undemocratic regimes in Argentina and Mexico, two countries that have recently experienced national democratization. The first part of the article offers a conceptualization of subnational democracy and measures its territorial extension across all subnational units. The second part explores a common, albeit not systematically tested explanation about subnational undemocratic regime continuity, namely, that these regimes persist because they meet national incumbents' strategic political needs. This claim is tested using statistical analyses to contrast patterns of spending across undemocratic subnational units during the presidencies of Menem (1989-1999), De la Rúa (2000-2001), Duhalde (2002), and Kirchner (2003-2007) in Argentina, and Fox (2000-2006) in Mexico. Contradicting conventional wisdom, the results show that presidents only reproduce a handful of subnational undemocratic regimes, as not all of them can meet presidential needs. In addition, the results reveal that the strategic calculation of presidents regarding this reproduction is dictated by factors that have been largely overlooked by the literature.

Abstract:
How do subnational authoritarian enclaves emerge (or survive) in a democratic transition at the federal level? How can they endure large-scale social protests, like the one that shook Oaxaca in 2006? While federal tolerance for subnational authoritarian practices is a necessary condition, it is insufficient in itself to explain why subnational political systems sustain and eventually reproduce authoritarian practices in the first place. In this article, therefore, I focus on the internal dimension of subnational authoritarianism. I argue that, because of its reliance on two distinct sources of legitimacy, Oaxaca's neo-patrimonial domination system was able to respond to the formal democratizing pressures emanating from the federal transition without losing its authoritarian nature. This process of hybridization transformed Oaxacan institutions, but left social structures and the political dynamics that emerge from them – the sources of subnational authoritarianism – almost intact. By exploring the evolution of neo-patrimonialism and hybridization in Oaxaca from a theoretical perspective, I address the issues of change and continuity in the emergence of subnational authoritarian enclaves, in Mexico and elsewhere.

Building upon recent studies of the electoral effects of social policy and President Lula da Silva's coattails in the 2006 Brazilian elections, this article explains the performance of leftist and conservative candidates in elections for governor during that cycle in the Northeast region. The study assesses three systemic factors: the conditional cash transfer program, Bolsa Família, economic growth, and Lula's coattails on support for right-wing incumbents and left-wing oppositions in the states of Bahia, Maranhão, and Ceará. Based on the analysis of an original municipal-level dataset and a survey of partisan elites, the findings underscore the importance of urban-based party building strategies across the three states and patterns of elite alliances specific to each state. Alliances made in the capitals coupled with divided conservative establishments, facilitated leftist victories in the examined states. At the same time, variations in alliance patterns and leftist party development across the three states reveal that conservative clientele networks remain vibrant bases of right-wing support, especially in the interior, and despite either social policy or Lula's coattails.

Abstract:
The goal of this paper is to suggest that municipalities can facilitate the central government's ability to carry out its desired policy goals. Using three institutional variables that provide internal evidence for each case, I will argue that within some institutional configurations the center may seek uniformity of outcome by trying to circumvent governors and/or regional intermediation and forge a direct relationship with municipalities. Based on research from the area of social protection policy in Brazil and Argentina, I suggest that direct national-local collaboration contributed to the ability of the Brazilian central government to bypass governors and evenly spread non-contributory welfare goods across its territory and alleviate poverty. I argue that such policy collaboration is less likely to be institutionally feasible in a federal system like Argentina's, where such equivalent collaboration is impeded by the ability of its provinces to directly capture local units of government and undermine national policy outcomes and executive preferences.

Abstract:
Towards the end of 2008, as the world economy slowed and export-demand declined due to the global financial crisis, news reports began to appear detailing the return of rural migrants in China to their provincial homes. It was reported that 20 million rural migrant workers were laid off, and social instability rose due to both economic hardship and to the withholding of the payment of wages. Over time, these circumstances have changed, due to both the Chinese government's fiscal stimulus package and to those programmes that have been targeted specifically at assisting the country's rural migrants. As a result, the situation for rural migrants is no longer dire; circumstances have been greatly ameliorated by proactive government policies. To confirm these results, in this paper we look both at the situation across China and briefly at a study carried out in Sichuan province.

In order to promote peaceful development in cross-Strait relations, this article proposes that both sides of the Taiwan Strait sign a “Basic Agreement on Peaceful Cross-Strait Development” – a temporary agreement ( modus vivendi ) to determine political relations and future development across the Strait. Three major points should be included in this agreement: first, both sides of the Taiwan Strait belong to one “Whole China” and both sides have no intention to separate from this “Whole China”; furthermore, both sides pledge not to split the “Whole China”, but to work in unison to maintain the territorial integrity and sovereignty of the “Whole China”; second, both sides of the Taiwan Strait share constitutionally guaranteed equal relations, and normal relations across the Strait will develop on the basis of this constitutional equality; and third, both sides decide to establish communities in areas of common agreement in order to promote mutually cooperative relations.

This critique assesses Prof. Chang Ya-chung's draft basic agreement for cross-Strait relations by arguing that it overstates changes in Beijing's Taiwan policy, which is based on a strategy that has not seen substantial change since it was devised in the early 1990s to prevent the island's democratization leading to the exercise of self-determination. By over-estimating Taiwan's political, diplomatic, military, and economic vulnerability the proposal unnecessarily narrows down Taibei's options to the point where it has to accept Beijing's one-China principle. This merely closes off other options that Taiwan can just as readily pursue, such as continuing to develop cross-Strait relations through ad hoc solutions to practical problems or seeking more imaginative ways to create a durable modus vivendi with international support. Even more problematic is that a political framework for stability based on the principles of Chinese nationalism is unlikely to be acceptable for Taiwan's liberal- democratic politics and could thus amount to an unnecessary risk that would lead to a less durable cross-Strait status quo than that which has been maintained over the last two decades.

Abstract:
The main question that Chang Ya-chung's Modest Proposal triggers is whether a political and security agreement can realistically be reached today. The twelve agreements signed by Beijing and Taibei since 2008 should be saluted as conducive to constructing détente, non- military confidence-building measures and de facto government-to- government relations across the Strait. However, in the foreseeable future, is it realistic to ask for more? Actually, a temporary or long-term political agreement between Taibei and Beijing will not be reached if the People's Republic of China (PRC) and the Republic of China (ROC) refuse to formally recognize each other's separate existence and sovereignty in one way or another, at least tacitly, and if they do not agree to address security issues squarely with the assistance of the USA. Finally, no meaningful agreement can be re ached either if the PRC Chinese and certain segments of the Kuomin tang (KMT) (Guomindang) fail to recognize Taiwan's specific history or realize that the Taiwanese have been developing a distinct identity since 1949 and even more so since the island's democratization took place in the late 1980s.

Abstract:
Under special circumstances created by a government decision to partly merge and upgrade six counties and county-level cities to special municipality status, local elections took place on December 5, 2009 in areas covering less than half of Taiwan's population. The results are generally seen as an important, though small, victory for the opposition Democratic Progressive Party (DPP). The ruling Kuomintang (KMT) (Guomindang), however, has remained in a stable position, while the DPP still has a long way to go towards a comeback.

265. Too Many Resources or Too Few? What Drives International Conflicts?

International conflicts over natural resources are frequently cited as the most prominent threat to global peace in the decades ahead. However, this subject has not yet been adequately tackled in the academic literature. This paper contributes to filling the gap by, first, proposing a four-class typology of resource conflicts and by, second, testing these conflict types against data on fossil fuels and interstate conflicts derived from two major conflict datasets: the Militarized Interstate Dispute Dataset (1960–2001) and the UCDP/PRIO Armed Conflicts Dataset (1960–2008). The findings, although preliminary, suggest that resource scarcity may play a less prominent role in the aggression of belligerent countries than is often assumed and that the existence of large oil deposits and high resource-rent incomes are better predictors of conflict involvement.

266. Lessons to Be Learned: Political Party Research and Political Party Assistance

Abstract:
Generally speaking, the effects of international political party assistance are viewed negatively, or at least controversially. This study attributes some of the shortcomings of political party aid to the poor relationship between assistance providers and political science party research. They simply operate in different worlds. Party assistance lacks clear-cut concepts and strategies in practice, which makes it difficult to adequately evaluate it. At issue is its “standard method,” with its “transformative” intention to change the party organization of the assistance receivers. At the same time, the scholarship on political parties can provide only limited help to assistance providers due to its own conceptual and methodological restrictions, such as the Western European bias underlying its major concepts, the predominance of a functionalist approach, and the scant empirical research on political parties out-side of Europe and the US. Taking a cue from recent political party research, we could begin to question the overarching role of political parties in the transition and consolidation process of new democracies. Other research findings emphasize the coexistence of different types of party organizations, and the possibility of different organizational developments, which might all be consistent with consolidating democracy. All this suggests the necessity of abandoning the controversial aim of the “transformative impact” of political party aid.

267. Assets, Shocks, and Poverty Traps in Rural Mozambique

Abstract:
Using a micro-level approach to poverty traps, this paper explores welfare dynamics among households in post-war rural Mozambique. Conceptually, the paper builds on an asset-based approach to poverty and tests empirically, with household panel data, for the existence of a poverty trap. Findings indicate that there is little differentiation in productive asset endowments over time and that rural households gravitate towards a single equilibrium, which is at a surprisingly low level. The analysis shows that shocks and household coping behavior help to explain the observed poverty dynamics. The single low-level equilibrium points to an overall development trap in the rural farm-based economy. This is attributed to the long-term impact of the civil war, which has consolidated unfavorable economic conditions in rural areas and limited new economic opportunities outside of the agricultural sector.

Abstract:
As the Asian economies have grown larger and become more complex, they have also be-come more integrated at both the regional and the subregional level. Yet although economic integration has increased, regionalism in the sense of economic cooperation at both the pan-Asian and subregional levels has lagged behind. Regionalism or economic cooperation in terms of bilateral or multilateral FTAs is a relatively new phenomenon, but one that has in-creased rapidly in recent years. However, the progress of Asian regionalism faces several challenges. Also, the increasing number of FTAs could lead to a "spaghetti-bowl effect" and reduce trade volume instead of increasing it. In addition to resolving the existing challenges, actors in the region need to convert some of the existing FTAs into a broader one that can serve as a hub for further integration. Given the potential economic gains and future eco-nomic dynamism of the region, this paper suggests the pursuit of the Comprehensive Economic Partnership in East Asia (CEPEA) rather than the East Asia Free Trade Area (EAFTA).

Abstract:
For Taiwan, the 65 years since the en d of the Second World War can be divided into three periods. The first 15 years saw the rule of a highly repressive regime, which took power shortly after the departure of the Japanese colonizers. The Kuomintang (KMT) ( ೟⇥咼 , Guomindang) consolidated its grip on the island by suppressing the native revolt in the February 28 Incident ( џӊܿѠѠ , ererba shijian ) of 1947 and exterminat- ing the clandestine communist movement in the early 1950s. The harsh political domination not only secured the survival of an émigré regime amid the disillusioned and hostile populace, but also facilitated its re- source extraction for its military mission to re-take mainland China. Situ- ated at the very frontline of the in ternational Cold War, Taiwanese people experienced a period of regimented frugality, ubiquitous counter- espionage, and preparation for war – a highly sterile environment for social movements.

270. The Twenty-five Maiden Ladies' Tomb and Predicaments of the Feminist Movement in Taiwan

Abstract:
“The Twenty-five Maiden Ladies' Tomb” is the collective burial site of the female workers who died in a ferry accident on their way to work in 1973. The fact that of the more than 70 passengers on board all 25 who died were unmarried young women, and the taboo in Taiwanese culture that shuns unmarried female ghosts, made the Tomb a fearsome place. Feminists in Gaoxiong ( 催䲘) had for some years wanted the city government to change the tomb' s public image. Their calls were not answered until the Gaoxiong mayor's office finally allocated money to clean up the gravesite and, as part of the city's plans to develop urban tourism, to remake it into the tourist-friendly “Memorial Park for Women Labourers”. Consequently, even though the tomb renovation seemed to indicate a triumph of the feminist endeavour, it was more a result of the Gaoxiong city government's efforts towards culture-led urban revitalization.

Abstract:
This article provides a seminal analysis of collective labour legislation in Taiwan. A chronological review of Taiwan's legislative process suggests that the context of incorporation, institutional framework, mechanisms for delivering reforms, and sequence of reforms together shape the legislative outcomes of labour reforms at the collective level. While most labour legislation was revised and passed after the preceding sequence of economic transition, the reform of collective labour rights was greatly constrained by the flexible labour-market structure. In order for politicians to form new alliances with labour organizations, legislation of collective labour rights was a strategy to cultivate support during electoral periods. Consequently, the industrial relations changed following the enactment of substantial reform-oriented labour legislation. Theoretically, the historical analysis of legislative procedure unveils evolutionary reform paths for collective labour rights in new democracies. At the same time, empirically, Taiwan demonstrates an alternative reform path in combination with incremental steps and progressive agendas. For new democracies of small economy, a window of opportunity for the progress in collective labour legislation remains open today, albeit with limitations.

Abstract:
In this article, we analyze the process of institutional change in Taiwan's disability field by focusing on the role of social movements. An institutional perspective emphasizes how a particular logic in an organizational field generates formal and informal institutions that define how persons with disabilities are treated in a society. Before the 1990s, the charity model was dominant, and later it came to be challenged by the disability movement, which advocated for the social model. We argue that the transition to a social model was a major achievement by disability organizations, which successfully combined the dual roles of advocate and service provider. By making strategic use of welfare privatization in the 1990s, they were able to mobilize a series of lobbying campaigns. Their efforts culminated in the passing of the Physically and Mentally Disabled Citizens Protection Act in 1997, which marked the beginning of the social model in Taiwan.

Abstract:
Judicial independence reform in Taiwan was pioneered by a group of reform-spirited judges from Room 303 of the Taichung ( ৄЁ, Taizhong) District Court, in 1993. Rather than joining the mass movement that was unfolding on the streets, the reformers formed a coalition with other judges to trigger reform from within the judiciary. The re- formers appealed to the rule of law and democracy as a movement strategy for mobilization. As a result, the movement strategy turned out to be a great success, and Room 303 became the chief engine for further judicial reforms in subsequent years. However, the movement strategy in itself also presents some limitations. This paper examines why the movement strategy was successful and how its limitations eventually created problems that hinder further judicial reforms in Taiwan.

Abstract:
This article discusses and critiques the four articles that comprise this volume on Taiwan's social movement and democratization. I argue that the four articles suggest that while Taiwan's social movements have made a clear impact on Taiwan's democratization, they remain challenged by the neo-liberal orientation of elected governments, in both KMT and DPP forms. The article provides brief comparison to East Asian NICs and Western experiences with social movements. Abstract:
China's trade relations with the United States over the past four decades is a topic that has not been fully dealt with in scholarly works. This paper charts the course of US-China economic relations since 1971, explains the principal forces stimulating growth and encouraging change and, finally, discusses how these two economic giants fit into an interlocking Asian and world economy. In reaction to the post- 2008 financial downturn, advocates for a new world economic order have suggested a rebalancing of global demand, which will arguably become a major, politically charged issue in the US and in China in the years to come. Growing economic interdependence has quickly presented new challenges and opportunities, with issues such as human rights, Most-Favoured-Nation status, the Taiwan and Tibet question, and the huge American trade deficit threatening to cloud the relationship at times. With China's emergence as a major power and America's hegemonic ambitions tested in successive wars, the contradiction between a booming commercial relationship and conflict associated with geopolitical and ideological differences will continue to constitute a serious challenge. The long-term goal for each side will be to forge economic ties strong enough to create a stable political relationship, rather than to be held hostage by geopolitical constraints.

Abstract:
This paper explores the debates around civil society and corporatism as ways of understanding changes in social association, including non-governmental organisations and protest groups, and information management in relation to the development of the Internet. Both concepts have been used to examine the changes that have taken place since the implementation of the Open Door Policy and more recently the development of the Internet, and have shed light on the way in which new forms of social association operate, and on their relationship to the government. However, both concepts tend to be deterministic and reductionist positions. Instead, I use a centre-margin analysis based on medium theory to explore the relationship between the state and society as a way of shedding light on the inter action between the government and NGOs and on how the state manages the flow of information in order to shape public discourse.

The paper provides an assessment of India's role in the final years of the civil war in Sri Lanka (2003-2009). In particular, it looks for explanations for India's inability to act as a conflict manager in its own region, which is in contrast to predominant assumptions about the role of powerful regional states. It also seeks to explain the surprising turn in India's approach to the conflict, when in 2007 New Delhi began to rather explicitly support the Sri Lankan government—in disregard of its traditional preference for a peaceful solution and its sensitivity for the fate of Sri Lankan Tamils. While historical and domestic pressures led to India's indecisive approach during the years 2003-2007, starting from 2007 regional and international factors—most notably the skillful diplomacy of the Sri Lankan government and the growing Chinese presence there—induced New Delhi to support the government side in order to keep some leverage on Sri Lankan affairs. The analysis of the Sri Lankan case opens several avenues for further research in the fields of regional conflict management and foreign policy analysis.

Abstract:
Ideology, typically defined on a left-right spectrum, should provide a means of communication between elites and masses. After years of leftist party rule, have Brazilian voters internalized ideological divisions? Longitudinal surveys conducted from 2002 to 2006 reveal high nonresponse and instability in ideological self-identification. We find that the capacity to think ideologically is in part a function of political and social context. This capacity has real political consequences. A Heckman selection model reveals that those who refuse to take an ideological position or who exhibit high instability in self-identification tend to be latent rightists and to choose rightist presidential candidates. Moreover, they interpret the ideological spectrum differently from those who are more consistent in ideological self-placement. We thus make two contributions, showing how contextual factors influence ideological thinking and how low levels of ideological thinking affect the measurement of Brazilian public opinion.

This paper contributes to the debate about the ideological coherence of the Brazilian party system. Using discriminant function analysis of 20 years of surveys of Brazilian legislators, we find that the party system now exhibits relatively little coherence. Though the Worker's Party (PT) is clearly distinct, no clear ideological differences exist between the placement of the system's three other main parties. Moreover, the spatial distance between the PT and the other parties is diminishing over time. Given the importance of a coherent ideological map to any consolidated party system, we question the notion that the Brazilian party system has gradually consolidated. Indeed, our results suggest the opposite: in recent years the Brazilian party system has become relatively more “inchoate.”

Most analyses of the judicialization of politics focus on judicial policy-making and rights creation; however when judicialization of politics unfolds in a separation of powers political context courts are also involved in distributing power. The task of power delineation among branches of government is different from policy-making or rights adjudication. Judicializing political disputes about power gives courts the opportunity to alter the balance of institutional power, to create stronger executives (or legislatures) and a stronger (or weaker) role for themselves. To illustrate these points, this article examines how the Chilean Constitutional Tribunal (TC) adjudicated a specific type of separation of powers conflict between the Legislature and the Executive from 1990-2005. The analysis of the TC doctrine overtime highlights how the TC has shifted the balance of power in the policy-making process and augmented its influence within the political system.

In late 2009, the television series Woju (蜗居) received extremely high audience ratings in major Chinese cities. Its visual narratives engage the public and comment on social developments by presenting detailed pictures of urban change in Shanghai and the everyday lives of a range of urban characters who are involved in and affected by the urban- restructuring process and represent three distinct social groups: “white- collar” immigrants, low-income local residents, and powerful officials. By analysing the visual narratives of these characters, this article highlights the loss of the city's historical identity and shows how the reorganization of urban space translates into a reallocation of resources, power and prestige among the social groups. The article also shows that Woju represents a new development in literary and television production in the age of the Internet and globalization; its imaginative construct of the city was based on transnational and virtual rather than local and neighbourhood experience. This also testifies to the loss of the city's established identity in cultural production.

This article argues that a certain type of Shanghai film of the Republican period, exemplified by 1937's Street Angel (馬路天使, Malu tianshi), makes use of a specific mode of spatial organization, modelled on the theatre, to represent the urban environment. In the case of Street Angel, and later on in 1964's Stage Sisters (舞台姐妹, Wutai jiemei), the interaction between performers and audiences characteristic of the Shanghai theatre experience serves as a crucial ground on which to base calls to political action. For a variety of related reasons, both the city of Shanghai and this mode of spatial organization so closely associated with it vanish from the big screen in the 1980s and 1990s, and begin to make a return only at the turn of the new century.

Of the many rural migrant workers who go to Chinese cities as cheap labourers, the one who interacts most intimately with urban residents is the domestic servant. In fact, precisely because of this “intimate stranger” status, the figure of the “maid” has captured the imagination of the urban population. This fascination is evidenced by the plethora of television narratives centring on the fraught relationships between the rural migrant woman and her male employer. This paper analyses a range of television narratives from the genres of dramas and documentaries. It shows that in these narratives, sex functions as the metaphor of social inequality between two social groups. It shows that if we explore how love, romance and marriage are constructed, we may gain some insight into processes of social and ideological contestation in the domain of cultural production.

Chinese Protestant Christianity has been continually growing over the past three decades, with an estimated one million converts per year. A number of studies have sought to explain this phenomenon. This paper critically reviews existing studies of China's “Christianity Fever” and then outlines the role of the community as one crucial factor in the conversion process. With its emphasis on communality, as a central element of both Christian theology and the fellowship activities that are part of Christian practice, Protestant Christianity fills a gap opened up by the change in traditional familial and social structures. By discussing specific aspects relating to the communal nature of Christianity, such as familism, elitism, and dynamics at work in face-to-face evangelism, this paper offers an alternative reading of existing studies.

Abstract:
This paper examines a lacuna in the literature on foreign direct investment (FDI) flows to China: the absence of analysis for the prominent location of small Caribbean and Pacific islands as leading sources of FDI. An indeterminate amount of domestic capital is embedded in these FDI flows, which distorts comparative studies on FDI in developing economies between China and other states. Direct investment from China has also increased in recent years and offshore financial centres (OFCs) often serve as the initial destinations. This paper excavates the rationales behind the presence of OFCs and suggests that Chinese actors will emulate the practices of developed state multinational corporations and high-net-worth individuals. The implications of these investment practices are outlined along with possible trajectories for their impact on the process of financial liberalisation in China. Consequently, it encourages increased Chinese participation in the development of global financial governance.

Recent development cooperation with Guinea-Bissau, focusing on good governance, state-building and conflict prevention, did not contribute to democratization nor to the stabilization of volatile political, military and economic structures. The portrayal of Guinea-Bissau as a failed “narco-state”, as we ll as Western aid meant to stabilize this state, are both based on dubious concepts. Certainly, the impact of drug trafficking could endanger democratization and state-building if continued unchecked. However, the most pressing need is not state-building facilitated by external aid that is poorly rooted in the social and political fabric of the country. Rather, it is grassroots nation-building that is a pre-condition for the creation of viable state institutions.

This paper argues that the question of food (in)security in the Democratic People's Republic of Korea is not necessarily indicative of the country's actual nutritional conditions but is rather constituted through meaning‐making behavior—signifying practices—predominantly on the part of humanitarian aid institutions working there. The argument is not intended to gloss over the food and nutritional situation in North Korea or to suggest that famine, starvation, or malnutrition do not exist. The paper nevertheless argues that humanitarian institutions are not external to or separate from the reality they observe, monitor, and measure, but are rather constitutive of the categories which produce that reality— in this case food (in)security in North Korea. The undertaking of nutrition surveys, food security assessments, and food‐aid monitoring as well as the issuing of consensus statements are examples of aid practices that signify North Korea in terms of vulnerability, emergency, and food insecurity. The paper's central argument is that it is through precisely these observations, assessments, and representations that food (in)security in North Korea comes into being.

Vielmehr ist mit Blick auf die regionalen Ordnungen erforderlich zu fragen, wann und unter welchen Umständen die Strukturen und Akteurskonstellationen für regionale Kontexte überhaupt Bedeutung haben. Allerdings ist der politiktheoretische Status der Regionen in den Internationalen Beziehungen alles andere als klar. In the international system, there has been a power shift towards regional powers, which can be illustrated by recent developments in climate governance. I argue that some of these regional powers are also climate powers, which benefit from an issue-specific power shift. The behavior and strategies of those climate powers are central for global climate governance. To analyze their strategies, a multi-level approach is required that captures the link between domestic climate governance and climate foreign policy. I develop such a concept of climate knowledge systems. It is based on Emanuel Adler's theory of cognitive evolution and communities of practice. A pragmatist philosophy such as this that allows for mixed methods research is most suitable for analyzing the proposed connection between knowledge, practices and change. It also presents the key to an extended regional powers framework, leaving the somewhat artificial boundaries of international relations in climate governance behind. The concept of climate knowledge systems is empirically applied to South Africa with some early tentative results of an online expert survey, as well as the analysis of data of the Carbon Disclosure Project.

292. Inclusive Institutions and the Onset of Internal Conflict in Resource-rich Countries

The literature on institutional determinants of intra-state violence commonly asserts that the presence of multiple political parties reduces the conflict potential within countries; by co-opting oppositional groups into an institutionalized political arena, dissidents would prefer parliamentarian means over violent rebellion in order to pursue their goals. The present paper shows that this proposition does not necessarily hold for fuel-abundant states. In the presence of natural resources such as oil or gas, countries exhibiting numerous non-competitive parties are actually more susceptible to internal conflict. Fortified by the establishment of legal political parties, regime opponents succumb more easily to the prospects of securing resource revenues, adopting rapacious behaviour. Fuel-related internal grievances as well as the opposition's disaffection over the lack of effective political leverage and government use of political violence provide a seemingly legitimate motive for armed rebellion. Moreover, financial means for insurgency are raised by extortion or the possibility of selling future exploitation rights to natural resources. Logit models using different estimation techniques and alternative operationalizations corroborate the proposed claim. The argumentation is further illustrated by a depiction of the Colombian case.

Civil society organizations, epistemic communities, and lobby groups—what we call transnational norm-building networks—are influencing the global economy and global politics more than ever before. We argue that such transnational norm-building networks, in contrast to the dominating executive intergovernmental elites and democratically deficient supranational bodies, hold the scope and potential for a more civilized world order. They are—together with states and international governmental organizations—creating new norms; they are setting standards. They associate the voice of stakeholders with decision-making processes, thus leading to an increase in legitimate world governance.

The contemporary politics of China reflect an ongoing effort by the ruling Chinese Communist Party (CCP) to claim the right to rule in light of the consequences of economic development, international pressures, and historical change. China stands out within the Asian region for the success the regime has achieved in this effort. By focusing on the changes in China elite discourse during the reform period and particularly during the last decade, this paper aims to elaborate on the relative importance of various sources of legitimacy as they shift over time, as well as on their inherent dilemmas and limitations. There is evidence of an agile, responsive, and creative party effort to relegitimate the post-revolutionary regime through economic performance, nationalism, ideology, culture, governance, and democracy. At the same time, the paper identifies a clear shift in emphasis from an earlier economic‐nationalistic approach to a more ideological-institutional approach.

295. Ethnic Party Bans in East Africa from a Comparative Perspective

Abstract:
Since 1990 the banning of ethnic and other identity-based parties has become the norm in sub-Saharan Africa. This article focuses on Kenya, Tanzania and Uganda as three East African countries that have opted for different ways of dealing with such parties. Using case studies, it traces the origins of the party bans in Tanzania and Uganda and explores the reasons for the absence of a ban in Kenya. The analysis shows that the laws on particularistic parties have actually been implemented by the appropriate institutions. However, these laws have only marginally influenced the character of the political parties in the three countries: A comparison of regional voting patterns suggests that bans on particularistic parties have not ensured the emergence of aggregative parties with a national following in Tanzania and Uganda. In Kenya on the other hand, where such a ban was nonexistent until 2008, parties have not proven to be more regional.

296. Climate-Resilient Industrial Development Paths: Design Principles and Alternative Models

This paper argues that trade and capital account reforms within autocracies underlie the primacy of foreign currency procurement. A longitudinal comparison of four countries (Morocco, Tunisia, Egypt and Jordan) in the Middle East and North Africa region shows a historical sequencing of reforms. In the 1960s and 1970s, the foreign exchange scarcity was managed primarily by rising restrictions, accumulation of debt and a number of unilateral country-specific strategies, including broader economic openings (infitah) and isolated capital account liberalizations. However, IMF-friendly reforms (orthodox trade liberalization) only became a political option in the context of the extreme fiscal scarcity of the 1980s and 1990s, after the failure of these earlier policies and the drying up of alternative unconditional finance. Additionally, the time differences regarding when orthodox reforms are implemented within autocracies mainly relate to global and regional cycles of different external windfall gains. These findings complement recent debates about the rush to free trade in at least two regards. First, they point to distinct causal mechanisms depending on the type of political regime (for example, autocracy versus democracy), explaining the beginning of trade and capital account liberalizations among developing countries. Second, they reveal the conditional historical influence of neoliberal ideas among structurally similar autocracies.

297. Fuel for Conflict or Balm for Peace? Assessing the Effects of Hydrocarbons on Peace Efforts in Algeria

This paper explores the use of hydrocarbon revenues in post-conflict Algeria. While the bloody years of the 1990s now seem to be over, recurring terror attacks and the ongoing state of emergency leave room for doubt that a situation of stable peace has been achieved yet. It is therefore necessary to evaluate the effectiveness of post-conflict peace-building efforts in Algeria and identify ways of improving these measures. The resources, which are mainly controlled by the central state, can have positive and negative effects on the political economy: they can enhance growth and possibilities for the distribution of wealth, but the dependency on them makes the whole economy vulnerable to crises. Analysing the economic (and other) causes of the outbreak of the intra-state war in 1992 and the reasons for its escalation and its fading out can be revealing when assessing the extent to which critical conditions have or have not been addressed by recent and current peace‐building efforts. The author's analysis reveals that the measures taken by the government—such as implementing a programme of national reconciliation, the stimulation of certain sectors of the economy and the resolute reduction of foreign debt—all aim at stabilization and have all been driven by hydrocarbon income to a large extent. However, the recent rise and sudden drop in the price of oil and gas have both had an effect on the scope of these measures and reveal their limits. Moreover, some of the critical causes of the civil war such as the unfair distribution of revenue, the lack of political participation and destabilizing demographic changes still persist and have largely remained unaddressed. One of the author's concluding assumptions therefore is that it is very likely that the use of resource revenues for conflict prevention and peace‐building will only lead to sustainable results when embedded in full-fledged reforms of Algeria's entire economic and political system.

Abstract:
Religious elites are active for peace in many violent conflicts. Normative explanations often do not suffice to explain their engagement. In this paper we draw on the findings of social‐movement research to identify the factors that induce rationally acting religious elites to be active for peace. It is their relationships to the government, other religious elites, and believers that can motivate them to call for peace. However, they will do so only if they anticipate—based on the overall influence of other religious peace (co‐)activists, the structure of the religious community, and the frame environment—that they will not be penalized for their engagement. Religious norms are an important motivation behind religious peace activism, but rational decision‐making also has to be taken into account if religious engagement for peace is to be explained fully.

299. Measuring Geopolitical Power in India: A Review of the National Security Index (NSI)

Abstract:
This review examines how India perceives its own rise to power by undertaking a detailed analysis of the Indian National Security Index (NSI) for the period from 2003 to 2008. Like other power formulas, the NSI includes various indicators of power, though it is uniquely Indian in that it initially emphasized human development and later included ecology based on a holistic human‐security paradigm. The analysis demonstrates that this holistic approach has now been abandoned in favor of a more conventional one, and that the technical formulas and theoretical concepts of the NSI exhibit various inconsistencies and problems. In particular, one can recognize the absolute need for a unified standard for handling variables in the construction of composite indexes in general.

300. The Resource Curse and Rentier States in the Caspian Region: A Need for Context Analysis

Abstract:
Although much attention is paid to the Caspian region with regard to energy issues, the domestic consequences of the region's resource production have so far constituted a neglected field of research. A systematic survey of the latest research trends in the economic and political causalities of the resource curse and of rentier states reveals that there is a need for context analysis. In reference to this, the paper traces any shortcomings and promising approaches in the existent body of literature on the Caspian region. Following on from this, the paper then proposes a new approach; specifically, one in which any differences and similarities in the context conditions are captured. This enables a more precise exploration of the exact ways in which they form contemporary post-Soviet Caspian rentier states.
