301. From Rivalry to Mutual Trust: The Othering Process between Bolivia and Chile

Abstract:
Bolivia and Chile live in a culture of rivalry as a consequence of the Nitrate War (1879 ‐ 1883). In each country's case, the construction of the other as a threat, a rival and/or inferior has shaped the discursive articulation of the bilateral relationship. Whereas the culture of rivalry is more evident in Bolivia because of its aspiration to alter the border, Chile's status ‐ quo position, which stresses that there are no pending issues with Bolivia, as well as its construction of itself as superior, also represents rivalrous behavior. The perception of Chile as a threat and rival became especially evident in Bolivia during these two countries' bilateral negotiations to export gas to and through Chile (gas crisis from 2001 ‐ 05). However, since Evo Morales and Michelle Bachelet took office in Bolivia (2006 ‐ present) and in Chile (2006 ‐ 10), respectively, they have sought to change this culture of rivalry to one of friendship by constructing discursive articulations of self and other based on the principle of building mutual trust. Such a change in the form of othering is only possible to understand within the context of a crisis of meanings. The new approach of othering the counterpart as a friend has filled the void of meaning left by the crisis of discursive articulations of othering the counterpart as a rival, a threat and/or inferior.

According to the theory of “democratic peace,” India, as the largest democracy in the world and as South Asia's predominant regional power, should be expected to promote democracy in neighboring countries. However, New Delhi lacks any official democracy‐ promotion policy, and its past record on democracy in the region is mixed at best. Against this background, the paper analyzes the substantial role India came to play in the peace and democratization process in Nepal in the years 2005–2008, asking whether this constitutes a departure from New Delhi's traditional policy of noninterference in its neighbors' internal affairs and a move towards a more assertive approach to democracy promotion. The analysis shows that India's involvement in Nepal was the product of short‐term stability concerns rather than being an indicator of a long‐term change in strategy with the intention of becoming an active player in international democracy promotion.

The fear of pandemics, the significance of health in the fight against poverty, and a proliferation of new actors have increasingly directed international attention towards global health. In this context, the financial resources available for global health as well as the flexibility in problem solving have increased significantly, but at the cost of a proliferation of public and private actors which tends to inhibit the effective use of these resources. The Paris Declaration on Aid Effectiveness has been broadly embraced in global health, and there has been a reappraisal of the coordinating role of the World Health Organization (WHO).

304. MDG Achievements, Determinants, and Resource Needs: What Has Been Learnt?

Abstract:
This paper reviews the effectiveness and efficiency of key policy instruments for MDG (Millennium Development Goals) achievement. We first demonstrate that average MDG progress is likely to be too slow to meet the education and health sector targets in a number of developing countries. We also show that MDG achievement can be described by a transition path with declining rates of progress. More detailed analysis reveals that the transition towards universal primary enrollment in poor countries with low initial enrollment has accelerated considerably in the more recent past. The paper then focuses on the role of demand‐versus supply‐side factors in social service utilization in education and health. The main policy conclusions of the review reflect some of the key determinants of MDG achievement: First, specific single‐policy interventions can have a considerable impact on social service utilization and specific human development outcomes. For example, improving access to basic health services, in particular to vaccination, has been a key factor in reducing child mortality rates in a number of very poor countries. Second, demand‐side policies have proved extremely effective, for example, in increasing school enrollment and attainment levels. However, there may be more scope for targeting the demand side in the health sector. Third, policy effectiveness and efficiency are highly dependent on initial conditions and the specificities of the respective policy. Fourth, complementarities between MDG targets, in particular social service utilization, are likely to be very important.

305. Measuring and Comparing Party Ideology in Nonindustrialized Societies: Taking Party Manifesto Research to Africa

Abstract:
Despite a growing interest in African political parties, no comparative analyses of political ideology in Africa have been undertaken to date. This study addresses this shortcoming by applying the Manifesto Research Group's (MRG) coding scheme to a complete set of African party manifestos in three African countries. The study's main aim is to determine whether a research tool that has been seminal in the study of Western politics can be used to study political parties in nonindustrialized societies. In a first step the study examines the extent to which African manifestos advance programmatic ideas. Although most parties fail to do so, results indicate drastic differences between parties. The study subsequently investigates how African parties position themselves on a right–left spectrum. Most parties show a bias towards the political Left. Finally, the study examines the stance of individual parties on specific policy issues such as democracy and human rights, education, corruption, youth and women, and intercommunal relations. The study argues that although the MRG scheme has been designed against the historical background of European politics, it can be applied to advance the study of African parties.

306. Are the Chinese in Africa More Innovative than the Africans? Comparing Chinese and Nigerian Entrepreneurial Migrants' Cultures of Innovation

Abstract:
The remarkable influx of Chinese migrant entrepreneurs in West Africa has been met with growing resistance from established African entrepreneurs. Whether the former have a competitive edge over the latter because of distinctive sociocultural traits or whether the Chineseʹ s supposed effectiveness is just a characteristic feature of any trading diaspora is open to question. This comparative exploratory study of Chinese and Nigerian entrepreneurial migrants in Ghana and Benin provides initial answers to these questions. Apparently, the cultural stimuli for migrant drivers of change are not restricted to inherited value systems or religions, such as a Protestant ethic or Confucianism; rather, they are continually adapted and invented anew by transnational migration networks in a globalized world. There is no evidence of the supposed superiority of the innovative culture of Chinese entrepreneurial migrants versus that of African entrepreneurial migrants. Rather, there exist trading diasporas which have a generally enhanced innovative capacity vis‐à‐vis local entrepreneurs, regardless of the national culture in which they are embedded. In addition, the rivalry of Chinese and Nigerian migrant entrepreneurs in African markets does not necessarily lead to the often suspected cut‐throat competition. Often the actions of each group are complementary to those of the other. Under certain conditions they even contribute to poverty alleviation in the host country.

307. The Formation of Preferences in Two-level Games: An Analysis of India's Domestic and Foreign Energy Policy

Abstract:
This paper examines the formation of India's energy‐policy strategy as an act of doubleedged diplomacy. After developing an analytical framework based on the two‐level game approach to international relations (IR), it focuses on the domestic context of policy preference formation. India's energy strategy is shaped by a shortage of energy and the scarcity of indigenous reserves; these problems have together resulted in agrowing import dependence in order to sustain economic growth rates, outdated cross‐subsidies, overregulation, and nontransparent bureaucratic structures which are adverse to private investment. The Indian government still dominates the energy sector, but large electoral constituencies within the country exert a considerable indirect influence. The paper analyzes how all these domestic necessities combine with India's general foreign policy goals and traditions to form an overall energy strategy. We finally discuss how this strategy plays out in a competitive international environment where global resources are shrinking (with most claims already distributed) and environmental concerns are on the rise.

308. "Dreams Don't Come True in Eritrea": Anomie and Family Disintegration due to the Structural Militarization of Society

Abstract:
This article analyzes contemporary Eritrea's acute crisis within the framework of the theory of anomie. It is based on the hypothesis that militarization, forced labor, mass exodus, and family disintegration can be interpreted as the consequences of two incompatible norm and value systems: the collectivist, nationalistic, and militaristic worldview of the former liberation front and ruling party People's Front for Democracy and Justice (PFDJ), and the traditional cultural system of Eritrea's society. In 2002 the regime introduced an unlimited "development campaign," thereby forcing large parts of the society to live as conscripts and perform unpaid labor. This has caused a mass exodus of young people and a rapid process of family disintegration. The article is based on empirical fieldwork and evaluates the ongoing developments, which have led to rapid economic decline and the destabilization of the entire fabric of society.

309. Nigeria: A Prime Example of the Resource Curse? Revisiting the Oil-Violence Link in the Niger Delta

Abstract:
This paper studies the oil-violence link in the Niger Delta, systematically taking into consideration domestic and international contextual factors. The case study, which focuses on explaining the increase in violence since the second half of the 1990s, confirms the differentiated interplay of resource-specific and non-resource-specific causal factors. With regard to the key contextual conditions responsible for violence, the results underline the basic relevance of cultural cleavages and political-institutional and socioeconomic weakness that existed even before the beginning of the “oil era.” Oil has indirectly boosted the risk of violent conflicts through a further distortion of the national economy. Moreover, the transition to democratic rule in 1999 decisively increased the opportunities for violent struggle, in a twofold manner: firstly, through the easing of political repression and, secondly, through the spread of armed youth groups, which have been fostered by corrupt politicians. These incidents imply that violence in the Niger Delta is increasingly driven by the autonomous dynamics of an economy of violence: the involvement of security forces, politicians and (international) businessmen in illegal oil theft helps to explain the perpetuation of the violent conflicts at a low level of intensity.

Abstract:
Algeria's intrastate war in the 1990s, during which militant Islamists and the state fought fiercely against each other, still raises questions concerning the decisive factors leading to its onset and escalation. This paper uses the resource curse approach and the rentier state theory to understand the impact resource wealth could have had on the outbreak of this violent conflict, then goes one step further, adopting a context‐sensitive approach. This approach attempts to juxtapose those conditions directly linked to the resource sector with the general conflict‐fueling conditions diagnosed in Algeria. It takes into account conditions both within the country and in the international context. The application of a context matrix allows us to examine the interplay of resource‐related factors and other conflict-driving forces, such as socioeconomic, demographic and ideological changes. Such an approach not only broadens the general understanding of the resource‐violence link but also enhances our understanding of the eruption of violence in Algeria.

311. Savings, Credit and Insurance: Household Demand for Formal Financial Services in Rural Ghana

Abstract:
This paper argues that the study of the demand for financial services in developing countries leaves out part of the story, if it looks at only one of the three elements of the so called finance trinity, i.e. savings products, loans, or insurances, as is largely done in the literature. In contrast to previous research, it is assumed that households' choice for any of these services is strongly interconnected. Therefore, the paper simultaneously estimates the determinants of household demand for savings, loans and insurances by applying a multivariate probit model on household survey data from rural Ghana. On the one hand, the estimation results confirm the common finding that poorer households are less likely to participate in the formal financial sector than better off households. On the other hand, there is empirical evidence that the usage of savings products, loans and insurances does not only depend on the socio-economic status of households, but also on various other factors, such as households' risk assessment and the past exposure to shocks. In addition, trust in the providing institution and its products appear to play a key role.

312. The Resilience of Authoritarian Rule in Syria under Hafez and Bashar Al-Asad

Abstract:
This paper seeks an explanation for the resilience of the Syrian authoritarian regime under Hafez and Bashar Al-Asad. It will be argued that this resilience is to a relevant extent caused by the fact that the regime's “material” as well as “ideational” forms of power share a common element, if not an underlying principle. This generates their compatibility and congruency and thus produces a convergence of forces which manifests in the regime's ability to exceed the mere sum of its individual forms of power. It will be demonstrated that this common principle can be conceptualized as a “tacit pact” between unequal parties, with the weaker party under constant threat of exclusion and/or coercion in the event of noncompliance. It will be argued that inherent in the pact is a high level of ambiguity; this, paradoxically, renders it more effective but at the same time also more instable as a tool of domination.

313. Indian Involvement in Afghanistan: Stepping Stone or Stumbling Block to Regional Hegemony?

Abstract:
Due to its geo-strategic location between the Central Asian, South Asian, and Middle Eastern security complexes, Afghanistan is often defined as an insulator state, and sometimes also as a connector. This in-between position has led to constant instability: ever since the creation of the Durrani Empire, the country has suffered from internal power struggles as well as outside interference. External attempts to control Afghanistan have nonetheless proven extremely difficult. This also holds true for the current conflict management efforts of the US-led coalition. But what could the alternatives be? This paper seeks to explore the prospect of regional security cooperation as a path towards stability for Afghanistan. Although the academic debate has thus far not considered Afghanistan as a primarily South Asian country, I will focus on the South Asian subsystem for three reasons: Firstly, current security matters in Afghanistan are highly connected to the situation in Pakistan. Secondly, with its accession to the South Asian Association for Regional Cooperation (SAARC), Afghanistan has shown an interest in establishing stronger ties with South Asia. Thirdly, India as a rising regional power is the only country in the region that might possess the capabilities, the willingness, and the legitimacy for a long-term engagement in Afghan security.

314. Ethnicity and Party Systems in Francophone Sub-Saharan Africa

Abstract:
Despite earlier assumptions that ethnicity is a central feature of African party systems, there is little substantial evidence for this claim. The few studies with an empirical foundation rarely rely on individual data and are biased in favor of Anglophone Africa. This paper looks at four Francophone countries, drawing on four representative survey polls in Benin, Burkina Faso, Mali, and Niger. Multivariate regression models and bivariate control tools reveal that ethnicity matters as a determinant of party preference, but that its impact is generally rather weak and differs with regard to party systems and individual parties. “Ethnic parties” in the strict sense are almost completely absent, and only the Beninese party system is substantially “ethnicized.” In particular, regional ties between voters and leaders—rather than ethnic affiliation alone—deserve attention in the future study of voting behavior in Africa.

Abstract:
Botswana appears to be an exception. Scholars recurrently describe the country as a “deviant” (Charlton 1990: 137-138; Kloeden et al. 2004: 53) or a “special case” (Hansohm 2001: 294) compared to the rest of Africa. A plethora of studies have been conducted on the political and economic development of the country, all stressing its “exceptionality.” Some even term Botswana the “African miracle” (Samatar 1999). The country is seen as a heaven of prosperity and stability in a region full of economic and political misery.

317. The Effects of Electoral Institutions in Rwanda: Why Proportional Representation Supports the Authoritarian Regime

Abstract:
While much has been written about the special design of Rwanda's judiciary in order to handle the aftermath of the genocide in 1994, other institutional actions resulting from the 2003 constitution have rarely been addressed in research. However, the second (partial) parliamentary elections in September 2008 revealed some of the implications which the carefully designed electoral system has for Rwanda's political development. As a starting point, the paper emphasises the need to link the debates on institutional design in divided societies with elections in authoritarian regimes. Under different regime types, “institutional engineers” may pursue different goals. The paper concludes that in the case of Rwanda proportional representation (PR) has been implemented to support undemocratic goals. PR limits the local accountability of politicians in a political environment in which the government is not controlled by a democratic opposition. Thus, Rwanda's current PR system facilitates the maintenance of authoritarian power in the country, whereas small constituencies would establish closer links between the local populations and their representatives.

Despite the initial success of the post-Mao rural reforms, by the end of the twentieth century China's agriculture faced serious challenges and rural areas were in crisis. This crisis was manifested, for example, in constantly re-emerging rural poverty; alarmingly widening inequalities between urban and rural areas, and between industrial and agricultural sectors and coastal and inland regions; and the many pressing issues related to migrant workers (nongmingong) in respect of the recognition of their equal rights and citizenship. Since the mid-1990s the term “three rural issues” (sannong wenti), referring to problems related to agriculture (nongye), the countryside (nongcun) and farmers (nongmin), has entered the lexicon of ordinary Chinese, catching the attention of researchers, policy makers, and the general public alike.

Abstract:
As part of the movement to “construct a new socialist countryside”, Chinese officials and social activists are experimenting with transforming rural social and economic relations. They often draw on discourses dating back to the Rural Reconstruction Movement of the 1920s and 1930s, which saw urban intellectuals making similar efforts to modernize the villages and their inhabitants. This paper analyses the different types of relationships between the state, social activists, and villagers in a number of rural reconstruction projects. The state is still the major player in this field, but traditional top-down procedures are often perceived to be unproductive when it comes to micro-level community building, so state actors are forced to find allies among village elites and social activists.

Abstract:
In March 2006, China's National People's Congress officially promulgated the central government's intention to “build a new socialist countryside”, a new policy initiative and approach to rural development. Drawing on fieldwork conducted in two Chinese counties in 2008 and 2009, this article investigates how the new policy is being substantiated and implemented at the local level. It argues that by combining China's new fiscal system of transfer payments to poor local governments with administrative reforms, intensified internal project evaluation, and efforts to increase the rural income through a mixture of infrastructural investment, agricultural specialization, the expansion of social welfare, and accelerated urbanization, “building a new socialist countryside” constitutes more than a political slogan and has the potential to successfully overcome rural poverty and the rural-urban divide.
