1. Large-Scale Land Deals and Social Conflict: Evidence and Policy Implications

Abstract:
How do large-scale land acquisitions (LSLAs) increase the risk of conflict, and what kind of policies can mitigate this effect? We address these questions with a systematic and poli-cy-oriented synthesis of prior research. First, we suggest a simple conceptual framework linking LSLAs to social conflict through relative deprivation. Second, we present empirical evidence on the associations between land investments and social conflict, drawing on pre-existing quantitative and qualitative studies as well as on own descriptive analyses and case studies. Taken together, this evidence suggests that conflicts accompany a sub-stantive share of LSLAs (10 to 20 percent). Specifically, contentious dynamics often start with violations of community interests, which spur largely peaceful community protests that trigger coercion and violence at the hands of armed actors associated with national governments and investors. Third, we develop a set of policy recommendations in high-lighting the need for thorough regulatory frameworks, meaningful consultation, and full transparency.

2. COVID-19 and Violent Actors in the Global South: An Inter- and Cross-Regional Comparison

Abstract:
This Working Paper examines the effects of the COVID-19 pandemic on state and non-state violent actors in the Global South. We provide an ACLED-based interregional map-ping of trends in Latin America and the Caribbean, the Middle East and North Africa, and sub-Saharan Africa. Cross-regional case comparisons shed further light on the similarities and differences of countries characterised by long-term armed conflict (Colombia, Iraq, Nigeria) or having transitioned from authoritarianism but facing inequality and political exclusion (Chile, Tunisia, South Africa). We identify a temporal variation: Initially, state armed actors’ new responsibilities to implement COVID-19–related control measures led to an increase in violence against civilians, but over time there was a decrease. We also find that COVID-19 had an early demobilising effect vis-à-vis protest and mob violence, a consequence of lockdowns and mobility restrictions. Yet, protest has quickly returned to pre-pandemic levels in many countries, underlining continued – sometimes aggravated –grievances. Moreover, different violent actors’ responses to the pandemic were decisively shaped by their respective conflict histories

Abstract:
Banning nuclear weapons is an aspiration at the core of most disarmament and non-proliferation initiatives. It gained new momentum with the "Treaty on the Prohibition of Nuclear Weapons." The negotiation of that treaty, and its subsequent approval and entry into force, sheds light on the complexities and dissent surrounding diverse regional perspectives on the appropriate means and timing regarding the elimination of nuclear weapons and establishing a related global norm. Scholars from different academic backgrounds and epistemological standpoints jointly discuss these perspectives through lenses from Africa, Latin America, the Middle East, and South Asia. We seek to discuss how regional issues may shape global non-proliferation and disarmament politics, with a focus on the nuclearweapon-ban norm. This debate also reveals the broad trends and patterns organising and driving the current shifts in the global nuclear order, such as interrelations between regional and global institutions as well as domestic politics and decision-making.

4. Justifications of Repression in Autocracies: An Empirical Analysis of the Maghreb, 2000–2010

Abstract:
Previous studies on the justification of repression have analysed large-scale protests, about which autocratic officials communicate to avoid backlash effects. However, we know much less about how everyday repression against dissidents and ordinary citizens is communicated and justified under authoritarianism. This paper is the first to systematically investigate how officials in autocracies justify, conceal, or deny different forms of repression employed by different state institutions. It studies the communication of repression in two North African autocracies, drawing on the novel Justifications of Repressive Incidents in Morocco and Tunisia Dataset. The dataset contains 439 events between 2000–2010 and disaggregates the various dimensions of repression and its communication. The empirical analysis shows that the chosen forms of repression influence patterns of communication and justification. Studying the communication of repression helps us better understand the nexus of authoritarian legitimation and political violence in the Middle East and North Africa region and beyond.

5. Sustaining Civic Space in Times of COVID-19: Global Trends

Abstract:
In this paper we challenge the conventional wisdom that COVID-19 and related legal restrictions invariably reinforce a global trend of shrinking civic space. We argue that the legal guarantee of civil liberties is not the sole factor configuring civic space. Instead, civic space is best understood as being configured by three interacting components: 1) the legal guarantee (or restriction) of civil liberties, that is, rights-based space; 2) socio-economic needs that configure needs-induced space; and, 3) civil society activism. During the pandemic needs-induced space for civil society has emerged both from the health crisis and because restrictive government responses have had severe socio-economic side effects on people’s livelihoods. These socio-economic conditions, along with civic discontent over restrictions on civil liberties, have driven civil society engagement in the form of both relief and advocacy/protest activism. Along with the structural condition of needs-induced space, this civil society activism has worked to sustain civic space.

6. The Political Economy of India’s Transition to Goods and Services Tax

Abstract:
What kept the Goods and Services Tax (GST) from becoming a reality in India for a quarter of a century after the adoption of the structural adjustment programme in 1991? What made it possible in 2016? To what extent the Indian model of GST reflects a compromise between the need to keep fiscal federalism intact and to respond to a more global economic imperative? To what extent India’s transition to a concurrent dual GST has brought about a change in the principles, rules, frameworks, and institutions guiding intergovernmental fiscal interactions? This paper investigates these issues and shows that the shifts in the indirect tax regime in India since independence have taken place within the structural context of constitutional rules, the economic policy paradigm and political dynamics. Party congruence after 2014 helped to facilitate the introduction of the GST, but the shape thereof was strongly marked by path-dependent logics and the role of state governments as institutional veto players. In addition, the paper examines the ways in which India’s transition to a concurrent dual GST has brought about a fundamental change in the principles, rules, frameworks, and institutions guiding intergovernmental fiscal interactions.

7. One Year After: Has the COVID-19 Pandemic Increased Violence in Sub-Saharan Africa?

Abstract:
In spring 2020, observers and practitioners warned that COVID-19 would increase violence in sub-Saharan Africa by creating an economic shock that would lead to distributional conflicts and government repression. Compared to before the pandemic, violence did increase in 2020, rising by 40 and 60 per cent in terms of fatalities and events, respectively. Controlling for important confounders, COVID-19 proves significant to the increase in violence in many models; however, a robust effect can be found only for “COVID-19 unrest,” which forms a fraction of the violence and stems from the stringency of government reactions rather than the pandemic itself. Pre-pandemic fragility accounts best for the region’s rise in violence. Expert assessments confirm these findings but also yield evidence warning against prematurely announcing an all-clear. The fallout of the pandemic on conflict is likely to have a longer period of incubation, and there are initial indications that conditions will worsen.

8. How Do International Sanctions End? Towards a Process-Oriented, Relational, and Signalling Perspective

Abstract:
Research on sanctions has hitherto focused on their implementation and effectiveness, whereas the termination of such measures has received only little attention. The traditional model, which looks at sanctions and their removal in terms of rational, interstate bargaining, focuses on how cost–benefit calculations affect the duration and termination of such measures. Yet, this research insufficiently captures the back and forth between easing sanctions, stagnation, and renewed intensification. It also fails to account for the multifaceted social relations between senders, targets, and third actors that shape these termination processes, as well as for the signalling dimension of ending sanctions – not least because existing datasets tend to operationalise sanctions as a single event. To help fill these gaps, the paper proposes a process-oriented and relational understanding that also recognises how sanctions termination conveys the message of ending the visible disapproval of the target, which may be heavily contested. Case studies on Zimbabwe and Iran illustrate how such an approach sheds light on the different logics of action that shape processes of sanctions termination, and thereby contributes to a more holistic understanding of sanctions in general.

Abstract:
This piece is both an exercise in critical conceptual landscaping in the field of Migration Studies and the proposal of an analytical framework that can correct some of its most serious biases. The framework I propose allows the observing of migration policies as if they constituted a comprehensive policy field. This will permit comparisons across the whole spectrum of migration policies on a rigorous basis, and for all countries and regions. I identify two constitutive sides to the proposed framework, each dealing with how state‐like polities regulate the mobility of incoming or outgoing persons. I further suggest that it include regulations on the rights of individuals to pass through three stages of any international migration journey: the right to enter/exit; the rights as immigrant residents/emigrant non‐residents; and, the rights to citizenship and nationality. This comprehensive framework for studying migration policy promises advances for empirical agendas, but also for connecting them to normative ones rooted in global justice and democratic concerns.

Abstract:
Between normative aspirations and national interests, forced migrants often become pawns in host states’ negotiations with internal and external actors. Focusing on North Africa, the Middle East, and the Horn of Africa, this paper offers an analytical framework to better understand forced migration governance across space and time from a more global, pluralist perspective in a logic of iterative theory-building. We hypothesise that some drivers of forced migration governance are distinct from drivers of migration governance – for example, global policy and conceptions of humanitarian norms and principles play a larger role in the former. We hypothesise that while forced migration governance is negotiated around humanitarian principles, in which international actors, externalisation, and civil society play a crucial role, it also functions as a regime strategy and is driven by certain characteristics of forced migrant groups, including size and perceived identity proximity. Finally, forced migration governance is characterised by strong path dependency.

Abstract:
Despite being a consolidated democracy with free and fair elections and having a political system with intense party competition, a relatively vibrant civil society, and a functioning federal set-up, India still ranks poorly in terms of the coverage, generosity, efficiency, and quality of its social protection. This is difficult to explain based on the factors usually advanced for the implementation of generous social policies. A second puzzle is the predominantly protective nature of welfare policies in India in the current era of globalisation, which should necessitate policies enabling workers to participate successfully in a more demanding economic environment. These puzzles may be explained partly by (a) the long-term insulation of the Indian economy from international competition, (b) the low share of industry and modern services in GDP until recently, (c) the precedence of identity policies, (d) the fragmentation of the political sphere, and (e) the meagre empowerment of women in India. We should, however, acknowledge that change is underway and that the picture is not bleak across India as a whole – being supported by economic reforms and growth, a greater degree of decentralisation and party competition within the country, increasingly discerning voters, and progress on female education and employment opportunities.

12. Obama's Road to Cairo: The President’s Rhetorical Journey, 2008–2009

Abstract:
Ten years ago, President Barack Obama’s unprecedented address to the Muslim world from Cairo was hailed as a landmark in US–Middle Eastern relations and described by contemporary observers as a historical break in US foreign policy in the region. Yet it soon became clear that the president’s vision for a “new beginning based on mutual interest and mutual respect” would face many practical constraints. Analysing the thematic and rhetorical development of Obama’s speeches during the formative period between summer 2008 and 2009, as well as the public and academic perception of and reaction to these moments, the paper examines the underlying interests and motivations for the president’s foreign policy approach in the Middle East. It argues that despite the low priority given to foreign policy issues during the economic crisis occurring at the time, the key pillars of Obama’s ambitious vision for the Middle East were rooted in pronounced US interests as well as the president’s personal convictions, rather than opportunistic calculations. It thus counters retrospective post-2011 criticism which argues that Obama’s words were never meant to be put into practice. The study contributes to the establishment of a solid empirical and conceptual base for further research on the United States’ foreign policy in the Middle East under the Obama administration.

In Colombia, the ongoing armed conflict has had severe effects on internal migration and displacement. While occasions of mass displacement usually attract significant attention, little is known about why forced displacement in Colombia primarily occurs gradually over time and in smaller groups. To address the apparent research gap, this paper analyses the consequences and mechanisms of forced slow-onset displacement and focuses on the interactions between "violence," "food security," and "climate change" as its determinants.

14. The Geography of Intergenerational Mobility: Evidence of Educational Persistence and the "Great Gatsby Curve" in Brazil

Abstract:
This paper explores the variation in intergenerational educational mobility across the Brazilian states based on Markov transition matrixes and univariate econometric techniques. The analysis of the national household survey (PNAD-2014) confirms a strong variation in mobility among the 27 federative units in Brazil and demonstrates a significant correlation between mobility and income inequality. In this sense, this work presents empirical evidence for the existence of the "Great Gatsby curve" within a single country: states with greater income disparities present higher levels of persistence in educational levels across generations. Finally, I investigate one specific mechanism behind this correlation – namely, whether higher income inequality might lead to a lower investment in human capital among children from socially vulnerable households. The paper delivers robust and compelling results showing that children born into families where the parents have not completed primary education have a statistically significant reduction in their chance of completing the educational system if they live in states with a higher level of income inequality.

Abstract:
This paper argues that the scholarship on security sector reform (SSR) tends to neglect regional politics in the formulation of its concepts and policies, and that this neglect deprives the study of SSR of a valuable analytical level. It therefore uses comparative historical analysis and the model of regional conflict formations (RCFs) to examine army reforms in Sierra Leone and Iraq from a regional angle, thereby illustrating the explanatory potential that regional politics could bring to the study of SSR and its implementation. The paper also distinguishes between convergent and divergent regional formations, whereby the relationship between SSR outcomes and regional politics is conceived of as constitutive, entangled, and holistic.

Abstract:
Western actors have long dominated the political processes and discourses that shape global norms impacting interstate behaviour. Yet, more recently, powerful autocratic regimes such as China and Russia have seemingly challenged democracies, emerging as potential contesters of international norms. What might be the outcome of this contestation? This paper broadly explores this query by investigating Russia’s humanitarian justifications for its Ukrainian incursion. It examines whether Russia’s claim of humanitarian intervention is more than a petty attempt to disguise pure power politics. Is Russia contesting Western understandings of humanitarian interventions in order to reshape our ideas of permissible violations of sovereignty norms to protect vulnerable populations? Using Atlas.ti, we also explore global responses to Russia’s humanitarian claims. Our initial findings indicate that the Ukrainian intervention enabled Russia to contest Responsibility to Protect (R2P) and to champion an alternative version of humanitarian intervention with some limited success.

In the Middle East and North Africa, EU foreign policy has tended to prioritise regime stability over democratisation. Existing research has argued that this could create anti‐European sentiment in the respective populations. However, empirical evidence on the relationship between the EU’s stance towards regime change and citizen attitudes remains rare. Focusing on Morocco and Egypt, this study uses a mixed‐methods approach, combining qualitative case studies with original survey data to examine whether the EU’s divergent responses to the 2011 uprisings in these two countries are mirrored in regime opponents’ support for EU cooperation.

18. When Do Religious Minorities' Grievances Lead to Peaceful or Violent Protest? Evidence from Canada’s Jewish and Muslim Communities

Abstract:
Previous research has shown that minority grievances can contribute significantly to violent conflict. However, it appears that grievances do not inevitably induce religious and other minorities to engage in protest or rebellion. Moreover, relative deprivation may explain conflict but not necessarily violent conflict. Contributing to research on these questions, this paper explores the conditions under which the grievances of religious minorities lead to non‐violent or violent protest. Using a motive‐opportunity framework, we assume that members of religious minorities who feel discriminated against must be willing and able to engage in peaceful and violent forms of protest – and that certain conditions are required for grievances to result in peaceful or violent dissent. We test this proposition by comparing the Jewish and Muslim communities in Canada. Our findings indicate that relative economic and political deprivation may create concrete grievances that in combination with origin-based value incompatibilities can explain differences in behaviour in reaction to these grievances.

19. Large-Scale Farms and Smallholders: Evidence from Zambia

Abstract:
In light of the surge in large‐scale farms in developing countries, concerns have been raised that smallholders may be negatively affected. There is, however, very little evidence beyond case studies to support these claims. Drawing on nationally representative house‐ hold data sets and an inventory of large‐scale farms in Zambia, this study investigates the relationship between large‐scale farms and smallholders. First, we analyse the geograph‐ical contexts of wards that host large‐scale farms and show that large‐scale farms are found in wards with good infrastructure and soil quality. Second, we adopt a difference‐ in‐differences approach to estimate the impacts of large‐scale farms on smallholders’ area cultivated, maize yields, and access to fertiliser. We find that smallholders in wards with large‐scale farms increase their area cultivated and maize yields, but have lower fertiliser usage. This hints at positive spillovers at the extensive and intensive margins but not at improved access to agricultural inputs. It is likely that these results are also driven by the emergence of medium‐scale farms in these regions.

20. Constrained Potential: A Characterisation of Mexican Microenterprises

Abstract:
This paper investigates the existence and nature of constraints prevailing among Mexican microenterprises. It provides inter‐temporal insights by relying on firm‐level data span‐ning from 1994 to 2012. A performance index is defined based on firm levels of capital stock and monthly profits, and is used to estimate the empirical probability of a business’s success. The predicted values are used to classify every microenterprise into one of three categories: upper, middle, or lower segment. Overall, the study provides evidence of con‐ strained productivity and capital misallocation. Specifically, middle‐segment firms exhibit entrepreneurial features and their average marginal returns are 15 percent. Because this segment faces mainly external constraints, cost‐effective interventions are plausible. Re‐garding the lower‐segment firms, it is estimated that their average monthly marginal re‐ turns are 30 per cent, compared to 1 per cent for the upper segment. It is also shown that, over time, the share that middle‐segment firms represent relative to all microenterprises increased from 16 to 22 percent. Lastly, the sources of variation in monthly profits among segments are explored using the Oaxaca‐Blinder decomposition method.

21. At Africa’s Expense? Disaggregating the Social Impact of Chinese Mining Operations

Abstract:
Qualitative studies and media reports suggest that the presence of Chinese oil or mining companies generates resentments among local extractive communities due to low wages, poor working conditions, environmental degradation, the employment of foreign labour, and perceived racial discrimination. At the same time, Chinese investment in the extractive sector appears to enhance local infrastructure. So far, these claims have not been empirical‐ly tested in a systematic way. Relying on novel data on the control‐rights regimes of dia‐mond, gold, and copper mines and geo‐referenced information from Afrobarometer sur‐veys, this paper examines whether Chinese‐controlled mining promotes anti‐Chinese sen‐timents among the local populations of sub‐Saharan African countries. In addition, we test the effect of mining contractors’ nationality on socio‐economic indicators such as local employment rates and infrastructure levels. Our logistic regression analysis for the period 1997–2014 reveals that the effect of Chinese mining companies on African local develop‐ ment is ambiguous: while proximity to Chinese‐operated mines is associated with anti‐ Chinese sentiments and unemployment, populations living close to Chinese mining areas enjoy better infrastructure, such as paved roads or piped water. Multilevel mixed‐effects estimations using district‐level data from the Demographic Health Survey for 20 sub‐ Saharan countries corroborate these findings.

Abstract:
This paper links the foreign economic engagement of India’s states with the literature on federalism, thereby contributing to an understanding of the political economy of FDI in‐flows in a parliamentary federal system. More specifically, it studies subnational governments’ international engagements to attract foreign direct investment (FDI) and investigates whether the political affiliations of states’ chief ministers and parliamentarians determine the spatial distribution of FDI across the Indian states, correcting for the influence of per capita income, population density, urbanisation, infrastructure, policy regime, and human development. Although the central government plays no direct role in determining the state to which FDI goes, the centre–state relations in a federal structure play a role in creating perceptions about the relative political risk involved in different investment destinations. Employing multiple linear regressions to analyse time‐series (2000–2013) cross‐sectional (12 states) data using the panel procedure, the study finds that affiliated states attract relatively more FDI per capita in comparison to states ruled by opposition parties or coalition partners. However, some exceptions do result, primarily due to two phenomena: first, the presence of a strong state leadership and, second, the presence of a significant share of members of parliament belonging to the prime minister’s party in the non‐affiliated states. Further, states ruled by outside supporters have been most successful in attracting FDI inflows during the coalition period.

The second‐most powerful states in regional hierarchies – or “secondary powers” – can be expected to contest against hegemons. In this paper, I assess the power that secondary powers in sub‐Saharan Africa wield vis‐à‐vis South Africa and suggest that their intended and unintended contestation can be captured as hard balancing, soft balancing, rejection of followership, and disregard of leadership. Angola’s foreign policy is marked by a mix of these types of contestation and a recent shift towards soft balancing, which results from Angola’s increasing economic influence in some regional countries. Kenya might reject followership or even hard‐balance in economic affairs but has not done so yet. Nigerian– South African relations are characterised by a disregard of South African leadership, especially in security policy, and unintended economic soft balancing

The legitimacy of transitional justice currently derives from the contribution it makes to the recognition of victims. Adding the aspect of authoritative power to ongoing debates on transitional justice, however, could significantly alter our views on recognition. Recognition is widely believed to be key to overcoming traumatic experiences. At the same time, however, it strengthens authoritative power. Seeking a more nuanced understanding of the recognition–power nexus, the paper provides a rough and critical account of various understandings of recognition and power on the part of authors such as Honneth, Fraser, Bertram and Celikates, Ikäheimo, Arendt, Foucault, Popitz, and Bourdieu. It then examines how these theoretical approaches intersect and speak to each other. To see recognition as a reciprocal interaction sensitive to power relations is to pave the way for a power‐sensitive turn in current debates on victim‐centred transitional justice. Multidirectional relationships of power exist, with varying forms of coercion, resistance, and struggle. This insight corresponds with the observation, seen from the other perspective, that truth and recognition are inside power. Placing theoretical approaches to power and recognition side by side has strong implications for politics. The paper therefore applies these theoretical insights to the Colombian peace process, showing the potential and pitfalls of putting recognition into practice.

25. The Anxious and the Climbers: Ambivalent Attitudes towards Democracy among South Africa’s Middle Class

Beyond the hopes placed in Africa’s emergent middle class as an engine of economic growth, some analysts see this group as a bastion of political stability and enduring democratisation across the continent. This paper’s approach differs from that of most studies, which treat the middle class as a homogeneous group, through two key contributions. First, using cluster analysis, I propose a novel way of conceptualising social class that broadly draws on the Weberian idea of shared life chances. I apply this method to South Africa and identify five social classes characterised by their members’ living standards, overall life satisfaction, and self‐perceived upward mobility. Second, the empirical analysis reveals significant discrepancies in attitudes towards democracy between the downwardly and upwardly mobile strata of the middle class, which I term the “anxious” and the “climbers,” respectively. On the one hand, the “climbers” show the highest generic support for democracy as a form of government, whereas the “anxious” middle class displays feelings of resignation. On the other hand, I find indicative evidence of a status‐quo bias among the “climbers.” Rather than assuming a more demanding or critical stance in politics, they allow their political priorities to be at least partly shaped by an interest in securing and expanding attained living standards; being upwardly mobile is even associated with a higher tolerance for government attempts to constrain freedom of information, opinion, or expression.

Abstract:
This paper deals with Germany’s new Africa policy. The Federal Ministry for Economic Cooperation and Development (BMZ) presented a new Africa concept in January 2017. The BMZ wants to counter the further marginalisation of Africa with inclusive and sustainable growth. Chancellor Angela Merkel will explain her new policy for Africa at the G20 summit in Hamburg in July 2017, in an attempt to gain the approval of the other G20 members for focused cooperation with Africa. The paper argues that it remains solely the duty of African states to take their development into their own hands. Cooperation can support this process, but it cannot assume what is each state’s individual responsibility.

Changes of ruling parties are widely viewed as a critical marker of a country's level of democratisation. Huntington (1991: 266–267) even suggested a democracy can only be considered consolidated after passing a “two-turnover test”: two changes of ruling parties through elections. Since the lifting of martial law in 1987, Taiwan has continu- ed to experience comprehensive social transformation and political reforms, including the first direct presidential election in 1996; the defeat of the Chinese Nationalist Party , Zhongguo Guomindang, Kuomintang, KMT) in the 2000 presidential election by the Democratic Progressive Party, Minzhu Jinbudang, DPP) after five decades of one-party rule; and the subsequent setback for the DPP in 2008 when the electorate voted the KMT back into power. This indicates that Taiwan should now be considered a con- solidated democracy even though, comparatively speaking, it may still be young and evolving (Rawnsley and Gong 2011).

In early 2011, the Kuomintang (KMT, Guomindang) government appeared to be in danger of losing power in the upcoming presidential elections. The DPP had recovered sufficiently from its disastrous electoral performance in 2008 to pose a real challenge to Ma Ying-jeou (Ma Yingjiu) and had matched the KMT's vote share in mid-term local elections. Ma also faced the challenge of an independent presidential candidate, James Soong (Song Chuyu), who had come a close second in 2000 and now threatened to divide the pro KMT vote. Nevertheless, the KMT was able to win reduced majorities in both the presidential and legislative elections in January 2012. This article seeks to explain how the KMT was able to hold on to power by comparing the campaign with earlier national-level elections. We are interested in identifying the degree to which the Democratic Progressive Party (DPP, Minjindang) learnt from its electoral setbacks in 2008 and whether the KMT employed a similar campaign strategy to the one that had been so effective in returning it to power in 2008. Our analysis relies of an examination of campaign propaganda and campaign strategies as well as participant observation and survey data from 2012 and earlier contests.

Abstract:
This paper argues that the comparison of labour policies in Taiwan and China has an important bearing on the interaction between state and society. The fact that labour policies have changed over time illustrates a process of bargaining between the state and society. The core question of this paper is whether the development of labour policies in Taiwan can provide China a good example to learn from. In order to answer this question more systematically, the first part of this paper provides theoretical reviews of the state–society relationship, while the second part aims to verify whether those labour-favouring policies in Taiwan have changed under a different party's governance. The third part of the paper further investigates labour policy in China; this section mainly focuses on the historical background to the new labour contract law. Based on the preceding two sections' literature review of the changing path of labour policies, the fourth section scrutinises fundamental issues reflected in the development of Taiwan's labour policies, then compares how those issues are reflected in the case of China. The conclusion of this paper is that although Taiwan, like China, formerly had a one-party system, the changes in Taiwan's labour policies are not completely comparable to China, though both societies had some similarities.

Abstract:
In recent years, female marriage migration from China and Southeast Asia has significantly increased the number of foreign-born citizens in Taiwan. This article is a preliminary investigation into how political parties responded to the growing multicultural makeup of the national community between 2000 and 2012. We examine the content of the Understanding Taiwan textbook, the election publicity of the two major political parties, citizenship legislation, and the results of interviewing immigrant women. The findings show that the change in the ruling party did make differences in terms of both parties\' projection of immigrant women in election propaganda and citizenship legislation. However, inward-looking multiculturalism is practised by the two main political parties in Taiwan to forge national identity and enhance national cohesion rather than to promote the recognition of immigrants\' different cultural heritage.

The student-led anti–media-monopoly movement in Taiwan has generated strong momentum since mid-2012. In early 2013, the National Communications Commission responded by drafting the “Prevention of Broadcasting and Television Monopoly and the Maintenance of Diversity Act”, which was approved by the Executive Yuan in April 2013 and is now waiting to be debated in the Legislative Yuan. In contemporary Taiwan, the social is often connected with the political. The existing democratic system, which is a legacy of the democratisation process in the twentieth century, no longer seems adequate to serve the citizens of the twenty-first century. This paper considers the anti-media-monopoly movement and the burgeoning civic movements in recent years as part of a “second wave” of democratisation for further political reform and democratic consolidation. When martial law was lifted in Taiwan in 1987, the “first wave” of media liberalisation ended with the commercialisation of industry. The “second wave” of media democratisation has picked up where the first wave left off and may finally establish, through increasingly more thoughtful media policies, a better and fairer media environment that is more suitable for democratic Taiwan.

This paper analyses how Taiwan exercises “soft power” and uses public diplomacy to engage with the international community, and to compensate for the absence of formal diplomatic relations with major powers. The research suggests that Taiwan's strategies of international engagement are constrained by its external and internal political environments. The international system (structure) has locked Taiwan into a set of challenging arrangements over which it has little control or influence, while Taiwan's public diplomacy architecture and the activities organised and undertaken by its government agencies in Taibei and its representatives abroad (agency) reveal, at best, a misunderstanding of how Taiwan's soft power might be exercised more effectively. The strategic thematic choices of legitimacy (invoking Taiwan's international status) versus credibility (which in soft power terms offers the most benefit), and the decision to privilege cultural over political themes in international communications, all have profound effects on the success of Taiwan's soft power.

This paper seeks to understand what government mechanisms have allowed China's wind industry to grow as fast as it has over the past ten years. Instead of formal rules and regulations, this paper focuses on specific sets of institutional conditions that have been crucial in the process of high-speed implementation of wind energy in China. Specifically, fragmentation and centralisation, together with policy experimentation and policy learning, have been fundamental for policy flexibility and institutional adaptability. The paper illustrates that there are benefits and disadvantages to these characteristics, and that inherent qualities of China's governing system that lead to rapid growth overlap with those that lead to challenges in terms of quality and long-term performance.

There is increasing evidence that corporate social responsibility (CSR) is emerging as a management issue within Chinese business (Moon and Shen 2010; Yin and Zhang 2012). The main drivers of this movement, which are commonly discussed, include domestic political will and international pressure. However, what is less understood is the nature of the shaping of CSR. As a concept, CSR has been widely interpreted as the way companies take into account interests of a broader range of stakeholders beyond owners and shareholders of the firm. Hence, it is about the way firms develop policies and practices to minimize the negative impacts and even increase the positive impacts of their business practices on various stakeholder groups. In a Western context, the rationale for CSR has been explained as a result of interaction between business, government and society where institutional pressures that develop from these interactions lead to certain expectations regarding the nature of business practices. China's insatiable appetite for natural resources and energy to fuel its national growth is having an increasing impact on the domestic and global environment. Globally, China has turned to resource-rich regions in Africa and South America, at times engaging so-called “rogue states” to secure the resources it requires. Now is a critical juncture at which to encourage socially responsible behaviours in the Chinese extractive sectors, such as adopting the Extractive Industries Transparency Initiative (EITI). This analysis discusses the current corporate social responsibility (CSR) mechanisms in extractive industries and assesses the feasibility of socialising China towards adopting CSR global norms in the extractive industries. This article has three sections. The first discusses China's environmental governance trajectory and ecological footprint in the domestic and global extractive industry. The second section discusses the factors contributing to the success and failure of various CSR mechanisms, with a specific focus on the EITI, and the final section expounds on the emerging challenges and issues and concludes with policy recommendations.

NGO–firm partnerships have been well studied in the literature on corporate social responsibility (CSR) (Marano and Tashman 2012; Dahan et al. 2010; Oetzel and Doh 2009). However, these studies have generally limited their focus to Western multinationals and Western NGOs and, moreover, not by-and-large examine in depth the institutional settings under which either the firm or the NGO operates Building on recent institutional approaches to CSR (Brammer, Jackson, and Matten 2012; Kang and Moon 2012; Matten and Moon 2008), this paper examines how the institutional dynamics of several partnerships between Chinese firms and NGOs affect the manifestation of CSR (e.g. “implicit” vs. “explicit”). The paper also looks into how CSR and NGO–firm collaboration plays out within a changing state-corporatist framework in Chinese context (Unger and Chan 1995, 2008; Hsu and Hasmath forthcoming). The paper then argues 1) that the involvement of an NGO in the partnership reflects a changing institutional setting in China, and 2) that type and level of involvement of Chinese government institutions affects whether a given firm takes an “implicit” or an “explicit” approach to CSR.

China\'s state-led model of corporate social responsibility (CSR) does not seem to present a promising environment for the participation of non-governmental organizations (NGOs). Nevertheless, we observe recent examples of NGO involvement in CSR initiatives. Chinese NGOs are using the CSR platform to challenge the environmental practices of firms operating in China. We take a field-theoretical approach that focuses on the agency of actors. We show how an international NGO proposes a new standard and how Chinese NGOs use local environmental information disclosure laws to engage with firms in the textile supply chain. We find that NGOs leverage the power of brands to influence the practices of Chinese suppliers. However, we find differences in the framing and tactics employed by international NGOs versus their Chinese counterparts. Field analysis helps better understand the actors in the field of CSR, along with their motivations and their resources, and it offers a useful perspective on civil society development in China.

In this paper we evaluate three projects with the participation of 40 supplier firms in several Chinese coastal provinces representing multi-stakeholder efforts to provide alternative channels through which workers can voice their concerns. The supplier firms took on these projects to reduce worker dissatisfaction and employee turnover. The projects fill an institutional void in employer–employee relations within Chinese supplier firms as they provide alternative channels for workers to voice their concerns. The role of civil society organisations focusing on labour interests was a crucial feature of the projects, through capacity-building for workers and by providing independence. The supplier firms and their workers have benefitted as firms take measures to enhance worker satisfaction, while the reduced employee turnover positively impacted firm performance. We propose that these collaborative socially responsible practices are a potential way to strengthen the positions of workers and supplier firms in global supply chains.

This paper argues that new interpretations of “eating bitterness” (吃苦, chiku) have firmly entered the landscape of China's social organisation. Whereas the bitterness eaten by heroic types in China's revolutionary past was directed towards serving others, now the aim of eating bitterness is self-awareness. Furthermore, bitterness-eating, which once pertained to rural-urban migrant workers as opposed to discourses of urban “quality” (素质, suzhi), has now also been taken up by the urban middle classes. A new cultural distinction, therefore, adds dignity to migrant workers while potentially marginalising a wide range of unproductive people, both urban and rural. This distinction ultimately mitigates risk to the Chinese regime because the regime makes sure to reward those who eat bitterness. This paper is based on ethnographic data gathered in Anshan, from the rural areas surrounding Chengdu, and our analysis of a TV show about a peasant boy who becomes a Special Forces soldier.

This article examines the ways in which taxi driving and China's quest for global ascendency are interlinked and enmeshed. Inspired by de Certeau's The Practice of Everyday Life and his conceptual formulation of “strategy” and “tactic”, this article explores how taxi drivers, through their everyday practice of driving, found ways and moments to tactically challenge and appropriate so-called “civility campaigns” and a rising China. By demonstrating the numerous instances of tactics taxi drivers used, I argue that their socio-economic marginality did not, in fact, reduce them to a “powerless” position. I bring in Foucault's analytics of power and governmentality to add to de Certeau's work by helping to explain the intertwined relationship between government and governed to shed light on the complexity implicated in the dynamics of power relations and resistance. I examine the period around the 2008 Beijing Olympics as it involved large-scale attempts to showcase China through (urban) transformation.

This article compares and contrasts two important phases of social incorporation in Brazil: (i) an early punctuated period that integrated formal sector workers and civil servants under President Getúlio Vargas (1930–1945) and (ii) a later more extended sequence that strived to include the informal sector poor, beginning with the military regime (1964–1985), gaining momentum with the 1988 Brazilian Constitution and the presidency of Fernando Henrique Cardoso (1995–2002), and continuing under President Luiz Inácio Lula da Silva (2003–2010). It captures the shift from a welfare state based on corporatist principles to one that comes closer to basic universalism. Whereas Vargas's incorporation project addressed workers as producers, later governments incurporated the informal poor as beneficiaries of public policy programs – including income support policies – in a more individualist and liberal fashion.

This article discusses the participation of civil society during the governments of President Lula, particularly in institutional public spaces. The participation of civil society in decision-making processes, incorporated in the Brazilian Constitution of 1988, has been a central principle in the political project of the Partido dos Trabalhadores (PT) since its foundation in 1980. This paper examines the extent to which this principle has remained effective and has been actively implemented at the federal level since the PT came to power in 2002. It also analyzes the concrete results of implementing greater participation and the difficulties faced in doing so. In addition, it explores both the continuities and new developments that have emerged during the government of Lula's successor, Dilma Rousseff.

This article analyzes the continued popular support for Lula and Dilma in the face of multiple corruption allegations throughout their respective presidencies. What explains their ability to survive corruption? And what are the implications of this – at first sight – lack of electoral punishment for Brazilian democracy? In searching for answers to these questions, this article looks at four mechanisms that help explain the continued popularity of politicians amid allegations of corruption: the use of clientelism as payoffs, informational failures, the relevance of other issues, and rouba mas faz. By analyzing Lula's and Dilma's terms in office and their inopportune links to corruption, this article argues that the shifting strategies used to deal with corruption allegations effectively shifted the reputational costs of corruption away from individual political leaders and toward the Workers' Party and the political system as a whole. This finding emphasizes the mid- to long-term consequences of corruption scandals on political parties and democratic institutions, while also shedding light on the paradoxical relationship between corruption as a voting valence issue and continuing electoral support for politicians allegedly involved in corruption.

The Worker's Party (PT) was created in 1980 during the liberalization of authoritarian rule in Brazil, in the context of contentious mobilizations, which were especially strong in the union sector in São Paulo. The PT then attracted increasing support at the polls and won a number of local executives before winning the federal presidency in 2002; this process has often been labeled as “institutionalization”. This paper defines the notion of institutionalization and proposes an approach for observing institutionalization processes at the grass roots of party organization. The paper then analyzes the PT's transformation at the national level, whereby it became a majority, consolidated its organization, and moderated its ideological discourses. We also analyze the social components of the institutionalization of the PT. Based on the case of rank-and-file PT members in Recife, we show that this process included upward social mobility for local party leadership, included party leaders as professionals in the political arena, and created a growing distance between the party organization and the contentious space.

Abstract:
What is the source of the Partido dos Trabalhadores' (PT) success? And is the PT likely to thrive into the future as a key player in Brazil's party system? In this paper we weigh in on an emerging debate about Lula's role in the PT's rise to power. Without Lula's ability to win more votes than his party, we might not be discussing lulismo at all, much less its difference from petismo. Yet despite Lula's fame, fortune, and extraordinary political capabilities, lulismo is a comparatively weak psychological phenomenon relative to and independently of petismo. Lulismo mainly reflects positive retrospective evaluations of Lula's performance in office. To the extent that it indicates anything more, it constitutes an embryonic form of petismo. The ideas that constitute lulismo are similar to the ideas that constitute petismo in voters' minds, and they have been so since the party's founding – a nonrevolutionary quest to make Brazilian democracy more equitable and more participatory. Both lulismo and petismo are key sources of the PT's strength, but petismo is likely to endure long after Lula has departed the political scene.

Building on theoretical insights from research on the rentier state and the “resource curse,” several studies have supported the argument that oil hinders democracy. However, previous research on the rentier state has neglected the global surge of multiparty autocracies or “electoral authoritarian” regimes since the end of the Cold War. No systematic study has been carried out on the question of whether or not and how oil affects electoral contests in nondemocratic regimes. In this paper we contribute to filling this gap by combing the literature on multiparty autocracy and the political economy of the rentier state. As oil production creates substantial, nontransparent revenue streams to national and subnational governments, we hypothesize that oil production has a negative effect on electoral competitiveness, both cross‐ and subnationally, in multiparty autocracies. Consequently, the democratic “resource curse” emphasized in earlier work on the rentier state is likely to persist even after the introduction of multipartyism in cases where oil production predates democratic institutions. The paper tests the hypothesis cross‐nationally, using data on all multiparty elections held in the world in the period 1975–2010, and subnationally, using a new data set on subnational election results and oil production in Nigeria. Our results confirm that oil impedes electoral competitiveness, both cross‐ and subnationally, in multiparty autocracies.

47. State Extraction and Anti-Colonial Rebellion – Quantitative Evidence from the Former German East Africa

Abstract:
Does extraction increase the likelihood of antistate violence in the early phases of state building processes? While much research has focused on the impacts of war on state building, the potential “war‐making effects” of extraction have largely been neglected. The paper provides the first quantitative analysis of these effects in the context of colonial state‐building. It focuses on the Maji Maji rebellion against the German colonial state (1905–1907), the most substantial rebellion in colonial Eastern Africa. Analyses based on a newly collected historical data set confirm the correlation between extraction and resistance. More importantly, they reveal that distinct strategies of extraction produced distinct outcomes. While the intensification of extraction in state‐held areas created substantial grievances among the population, it did not drive the rebellion. Rather, the empirical results indicate that the expansion of extractive authority threatened the political and economic interests of local elites and thus provoked effective resistance. This finding provides additional insights into the mechanisms driving the “extraction–coercion cycle” of state building.

48. Nationalized Incumbents and Regional Challengers: Opposition-and Incumbent-Party Nationalization in Africa

Abstract:
The African party literature, especially research prescribing to the long‐dominant ethnic voting thesis, has asserted that African party systems exhibit low levels of party nationalization. However, systematic research on nationalization across parties and party systems is still lacking. This study argues that the prospects for building nationalized parties vary substantially between incumbent and opposition parties. Incumbent parties, with their access to state resources, have been successful in creating nationwide operations, even in countries where geographical factors have been unfavorable and ethnic fractionalization is high. The analysis utilizes a new data set of disaggregate election results for 26 African countries to calculate nationalization scores for 77 parties and study the correlates of party nationalization. The results show that factors like ethnic fractionalization, the size of the geographical area, and urbanization affect party nationalization, but only in the case of opposition parties. Incumbent parties, on the other hand, generally remain nationalized despite unfavorable structural conditions.

Abstract:
Within the last 50 years, the Brazilian share of South American power has increased from one‐third to one‐half of the overall material capabilities in the region. Such a significant change in the regional power structure cannot have gone unnoticed by Brazil's neighbors. The article addresses the main question related to South American unipolarity (1985–2014): Why have most countries in the region not implemented any consistent balancing or bandwagoning strategies vis‐à‐vis Brazil? Drawing on neoclassical realism, the article proposes that certain domestic variables – government instability, limited party‐system institutionalization, and powerful presidents – have diverted the attention of political elites and foreign policy executives from the challenges generated by a rising Brazil. Crisp‐set qualitative comparative analysis is used to test this hypothesis and other alternative explanations for the regional imbalance.

50. Regional Linkages and Global Policy Alignment: The Case of China–Southeast Asia Relations

Abstract:
This paper uses the case of Sino–Southeast Asian relations to gain insights on China's ability to muster support for its global agenda. The analysis focuses on the regional–global nexus of interstate relations and explores the extent to which the quality of two states' regional relations influences the likelihood of behavioral alignment in global politics. To this end, we consider a range of potentially influential aspects of Sino–Southeast Asian relations (the quality of bilateral relations based on recent event data, alliance policy, regime similarity, development level, and economic ties) and employ a statistical model to search for correlations with observed trends of voting coincidence in the United Nations General Assembly during the period 1979–2010. We find a strong correlation between the quality of regional bilateral relations and global policy alignment, which indicates that patterns of regional cooperation and conflict also impact the trajectory of China's rise in world affairs.
