1. Turkey in Central Asia: Possibilities and limits of a greater role

Abstract:
Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.

Since the start of Putin’s third presidential term in 2012, geopolitical competition has also become rooted in the Nordic region, and small states’ room for manoeuvre in security policy has shrunk. In Russia’s view, maintaining ‘good neighbourly relations’ is primarily the responsibility of small states that always need to negotiate the limits of their sovereignty with great powers, such as Russia. From the Nordic point of view, the relations may require walking on eggshells. Prior to 2014, Norway was often mentioned among Russia’s ‘good neighbours’, but now Russia regularly calls off its policy of ‘reassurance and deterrence’. There are increasing signs that, in Russia’s view, a ‘good neighbour’ should refrain from extensive security collaboration and training with NATO and the US. Hence, Finland and Sweden cannot wholly avoid political tension with Russia merely by staying outside of the Alliance.

3. Germany’s shifting policy towards Russia: The sudden end of Ostpolitik

A reassessment of Germany’s relations with Russia started after the annexation of Crimea in 2014, and was catalyzed by several offensive actions taken by Moscow, including hacking attacks against the national parliament, disinformation campaigns, as well as an attempt on the life of Russian opposition politician Alexei Navalny. The new German government, formed following the September 2021 Bundestag election, is different from its predecessors in all important respects regarding foreign policymaking towards Russia. The Chancellor, the governing coalition, as well as the composition of the parliament have all changed. These changes have been pushing Germany towards a gradual reconsideration of its traditional Ostpolitik, which perceived mutually beneficial economic cooperation with Moscow as a guarantee of stability and predictability in Europe. Russia’s full-scale war against Ukraine, launched on 24 February, marks the point of no return. The war made Berlin cross several important red lines of German foreign policy, such as agreeing to very heavy sanctions against Russia, halting the Nord Stream 2 pipeline, and delivering weapons to Ukraine. This de facto marks the end of Ostpolitik.

4. Russia’s domestic politics have become part of the West’s Russia policy: The stakes are rising when Navalny returns to Russia

Abstract:
Among the most signifcant events in Russia in 2020 were the Covid-19 pandemic, reactions to the protests in Belarus, and the poisoning of top opposition politician Aleksey Navalny. Te frst two were clearly events of international signifcance, but so was the medical treatment given to Navalny, frst in Omsk and then in Berlin, after he suffered from symptoms of poisoning dur- ing a flight from Tomsk in Siberia to Moscow in August. In December, a joint study by the investigative journalist groups Bellingcat and The Insider, along with CNN, Der Spiegel and Naval- ny’s FBK Foundation, showed that it was difficult to find more con- clusive evidence of the Kremlin’s involvement in the assassination attempt by a chemical weapons- related poisoning group under the FSB that had been following Na- valny for years. This kind of op- eration would hardly have been possible without the blessing of high-level intelligence. Te ques- tion of whether the FSB leader- ship was proactive in resolving the “Navalny problem” or whether the order came from the Kremlin is irrelevant. Te revealed pattern confrms the long-standing trend of the strengthened role of the se- curity services, especially the FSB, in Russian politics. It is consistent with Putin’s approach to political processes being increasingly seen as issues of national security. Navalny’s self-confidence and style in the revelation videos related to the investigation, receiving ap- proximately 45 million views in less than a month, underscore the extent to which the FSB failed. The target did not die or become paralyzed, but recovered relatively quickly and bounced back, playing for higher and more radical stakes than before. Navalny’s role and reputation as the Kremlin’s most prominent critic has been based on the political pressure on the Kremlin generated by expos- ing elite corruption. While the will- ingness of citizens to see Navalny as an alternative to Putin varies consid- erably – with the majority indifer- ent to politics as a whole – Navalny’s numerous revelations have created an alternative to Russia’s ofcial re- ality, the political potential of which the regime obviously fears.

Abstract:
Chinese external and internal politics have manifested increased ideologization in recent years, presumably laying the groundwork for the Communist Party’s 100th anniversary this year. The trend is likely to continue at least until the completion of the 20th Party Congress in 2022. In China’s foreign policy, this ideologization has taken the form of increased emphasis on the realization of China’s “Grand Rejuvenation” and heightened sensitivity to anything that might stand in its way. This is in line with the Party’s historical narrative emphasizing the “century of humiliation” and the ensuing efforts to curb China’s rise. The resulting prestige-driven foreign policy has proved harmful to China’s external image. An easing of Chinese politics may thus be conceivable once the Party has left the current sensitive times behind to its satisfaction. Countries with vital economic ties to China, and which depend at the same time on continued US support in security policies, have little choice but to continue tightroping for a few more years at least.

Abstract:
The successful pursuit of Russia’s great-power status and its recognition by the West imply the preservation of pre-eminent positions, above all in the European part of the post-Soviet space. Since Vladimir Putin’s rise to power, the Kremlin has been making a consistent effort to reverse the earlier trend towards the weakening of Russia’s regional stance. One of the implications of this policy was the shift of the Russian-Western competition in the “common neighbourhood” towards an open stand-off after Russia’s annexation of Crimea in 2014. Russian regional policy has run counter to structural changes that could not be counter-balanced through activism, whether enticing or coercive. As a result, 30 years since the dissolution of the USSR, Russia’s regional influence as well as its attraction as a societal role model and a security provider are continuing to erode. Russia has regional clout, which is nonetheless hardly growing over time. More and more often, Moscow is encountering difficulties in achieving its goals. While post-Soviet states resist Russia’s assertiveness, non-Western players pose new challenges to its posture.

Abstract:
Russia views Central Asia as its sphere of influence and attempts to keep the five post-Soviet countries, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, in its geopolitical orbit. Central Asian countries’ dependency on Russia is decreasing, albeit at a different pace in different policy spheres and geographical areas. This variation depends upon factors ranging from Moscow’s priorities, the presence and capability of Russia and other actors, and Central Asian domestic issues. Russia’s policy in Central Asia is rooted in bilateral relations, but from the early 2000s onwards, Moscow has sought to integrate the region’s states into multilateral organizations that it leads, primarily in the spheres of economy and security. Russian influence in the region is greatest in the security sphere and, due to the rise of China, smallest in the economic sector. People-to-people contacts remain strong as a result of the common Soviet past and current migration flows. Central Asian countries share Russia’s authoritarian outlook on politics. Russia remains a powerful player in Central Asia, but Moscow’s lack of a forward-looking strategy and its current great-power posturing threaten its dominance in the future.

11. President Zelensky’s first year leading Ukraine: A case of déjà vu

During his first year as President of Ukraine, Volodymyr Zelensky prioritized presidential power-building. In order to do so, he relied heavily on the old system and established practices, such as “hands-on” management and the personalization of state agencies. Institution-building was replaced by the targeted fine-tuning of the dominant system. Some important reforms launched by the government in autumn 2019 were later stalled and reversed. As before, the adoption and implementation of comprehensive reforms will largely depend on Western pressure and conditionality. The major problem is that there are multiple centres of power in the country and the president’s actions only produce an illusion of control, while in reality the system is fragile and unstable. During the rest of his presidency, Volodymyr Zelensky will increasingly depend on oligarchs and govern through situational alliances. In exchange for their support, he may have to acquiesce to their continued dominance over the economy and the restoration of their influence in politics. Instability will intensify as his personal popularity wanes and economic and political crises deepen.

Abstract:
This study analyzes Turkish foreign policy narratives generated by the Covid-19 pandemic, and their intellectual and political context provided by Western debates. The approach is based on the assumption that the narratives about the pandemic provide an interesting window through which to observe the long-term fears and hopes concerning international politics in Turkey. The study utilizes Steven Ward’s conceptualization of distributive and normative revisionism as a theoretical framework for analyzing Turkey’s increasingly assertive foreign policy. It also discusses the analytical limits of this concept by introducing the idea of revisionism as a familiar narrative trope in Western International Relations scholarship. The study demonstrates that while Turkey remains loosely attached to its traditional commitment to defend the existing order, it increasingly expresses its dissatisfaction within that order, sometimes pushing it to the limits, and taking action that could even be defined as normative, or radical, revisionism.

Abstract:
A key issue dominating Iran’s foreign policy agenda is the future of the Iran nuclear deal with regard to the next US president. Non-state armed groups mark the core of Iran’s leverage in the region, but Iran is currently looking into diversifying its means of influence. Although Iran considers its non-aligned position a strength, it is also a weakness. In an otherwise interconnected world, where other regional powers enjoy partnerships with other states and can rely on external security guarantors, Iran remains alone. By being more integrated into regional cooperation and acknowledged as a regional player, Iran could better pursue its interests, but US attempts to isolate the country complicate any such efforts. In the greater superpower competition between the US and China, Iran is unlikely to choose a side despite its current “look East” policy, but may take opportunistic decisions.

Abstract:
The government reports on foreign and security policy have become a well-established and recognized practice in which the Government of Finland issues a report generally once during the parliamentary term. The reports can be regarded as comprehensive and strategic documents, whose purpose is to signal the strategic directions of Finland’s present and future policy for both domestic and foreign readers. Regardless of the government reports’ institutionalized role in Finnish foreign and security policy practices, they are not without problems. The main issue with the current report process is linked to the quickly changing operational environment. Thus, a more frequent process such as an annual announcement on foreign and security policy to support the government reports should be considered. It is relevant to ask whether the current tradition of producing reports is the most effective way to outline or signal Finland’s overall foreign and security policy. In order to address the issues of the reporting process, alternative methods to support and evaluate Finland’s foreign and security policy should be considered.

17. Turkey in Africa: Chasing markets and power with a neo-Ottoman rhetoric

Turkey’s increasing activity in Africa is part of its new foreign policy doctrine within which Turkey is conceptualized as a global ‘order-producing’ country. The export-oriented companies supporting the AKP constantly seek new markets, and President Recep Tayyip Erdoğan wants to export his brand of Islamic-conservative ideology to other Muslim-majority countries. Turkish government officials and NGOs emphasize the historical connections between the Ottoman state and the African target countries. Turkey currently plays a key role in the internal affairs of Libya and Somalia, upholding military bases and training programmes. Turkey’s emphasis on humanitarian aid and equality, and the use of government-affiliated NGOs, have produced positive results, but the tendency to see Africa as a terrain for hegemonic power struggles against Egypt and Saudi Arabia is likely to generate negative reactions.

Abstract:
Te election of Joe Biden as president and Kamala Har- ris as vice president of the United States has generally been welcomed across the world. Allies and partners are relieved that they will again be treated with respect as common issues are addressed, while having been re- minded that they too must ‘step up’ and not only rely on the United States. Even adversaries and competitors acknowledge that it is preferable for the north star of US foreign policy to be something other than impul- sive unpredictability. Based on Joe Biden’s worldview, the world will see a return to more traditional foreign policy precepts. Tis is refected in Biden’s choice of individuals for senior security policy positions in his administration. While the United States is a global power, each ad- ministration addresses the more enduring national interests in diferent ways. In the coming years, key issues to address include, frst, global challenges such as climate change and pandemics; second, strength- ening the transatlantic relationship and global coop- eration between democratic states more broadly; and third, reinforcing the US relationship with various Asian allies and partners, and managing competition with China. From a Nordic perspective, the Biden ad- ministration is expected to continue the cooperative agenda regarding regional security (bolstering defence cooperation and deterring against Russian encroach- ment) carried over from the Obama and Trump admin- istrations, while more robustly addressing global issues such as climate change.

19. China’s policy towards Belarus and Ukraine: A limited challenge to Sino-Russian relations

China traditionally pursued a pragmatic foreign poli- cy in the post-Soviet region, which was never seen as a priority in Beijing. It primarily based its policies on economic engagement with the local elite, who sought sources of politically unconditional loans and invest- ment, as well as the possibility to hedge their foreign policies vis-à-vis other regional powers. A growing economic presence promoted Chinese core interests in the region without challenging Russia’s political pre-eminence in the region and jeopardizing Rus- sia-China relations. However, in recent years, two factors have afect- ed the status quo and have led to greater engagement in the region by China. First, the region became an important part of China’s Silk Road Economic Belt, and Belarus and/or Ukraine became a transport hub between China and the EU. Second, Russia’s policies turned more assertive towards its neighbourhood, whereas the EU’s Eastern Neighbourhood policies lost steam after the outbreak of the Russia-Ukraine confict in 2014. Te new regional environment and domestic instabilities duly increased the importance of China for local elites. This Briefing Paper overviews the evolution of China’s cooperation with Belarus and Ukraine since 2013. One of the results has been a growing contrast in Chinese relations with Belarus and Ukraine. While China-Ukraine relations were driven by economic co- operation and a tremendous growth in bilateral trade, their political relations stagnated. China-Belarus rela- tions, on the other hand, have increasingly prioritized enhanced political and defence cooperation, despite consistent attempts by the Belarusian side to build up a Chinese economic presence in the country. Te paper argues that China deliberately opts to steer clear of power competition in the region and chooses to recognize both Russian special interests in the region and countries’ own foreign policy choices, be they integration with the EU or Russia. In Belarus and Ukraine, Beijing seems to exercise self-restraint in its policy, taking Russia’s interests into consider- ation. However, its growing presence in economic and cultural spheres as well as local elites’ increasing interest in engaging China in manoeuvring in the EU-Russia confict creates a window of opportunity for Beijing to apply its increasing economic and po- litical resources for political ends in the long-term perspective.
