2. China’s Foreign Policy at the Centennial of the Communist Party: Prestige Above All

- Chinese external and internal politics have manifested increased ideologization in recent years, presumably laying the groundwork for the Communist Party’s 100th anniversary this year. The trend is likely to continue at least until the completion of the 20th Party Congress in 2022. In China’s foreign policy, this ideologization has taken the form of increased emphasis on the realization of China’s “Grand Rejuvenation” and heightened sensitivity to anything that might stand in its way. This is in line with the Party’s historical narrative emphasizing the “century of humiliation” and the ensuing efforts to curb China’s rise. The resulting prestige-driven foreign policy has proved harmful to China’s external image. An easing of Chinese politics may thus be conceivable once the Party has left the current sensitive times behind to its satisfaction. Countries with vital economic ties to China, and which depend at the same time on continued US support in security policies, have little choice but to continue tightroping for a few more years at least.

4. China’s policy towards Belarus and Ukraine: A limited challenge to Sino-Russian relations

- China traditionally pursued a pragmatic foreign poli- cy in the post-Soviet region, which was never seen as a priority in Beijing. It primarily based its policies on economic engagement with the local elite, who sought sources of politically unconditional loans and invest- ment, as well as the possibility to hedge their foreign policies vis-à-vis other regional powers. A growing economic presence promoted Chinese core interests in the region without challenging Russia’s political pre-eminence in the region and jeopardizing Rus- sia-China relations. However, in recent years, two factors have afect- ed the status quo and have led to greater engagement in the region by China. First, the region became an important part of China’s Silk Road Economic Belt, and Belarus and/or Ukraine became a transport hub between China and the EU. Second, Russia’s policies turned more assertive towards its neighbourhood, whereas the EU’s Eastern Neighbourhood policies lost steam after the outbreak of the Russia-Ukraine confict in 2014. Te new regional environment and domestic instabilities duly increased the importance of China for local elites. This Briefing Paper overviews the evolution of China’s cooperation with Belarus and Ukraine since 2013. One of the results has been a growing contrast in Chinese relations with Belarus and Ukraine. While China-Ukraine relations were driven by economic co- operation and a tremendous growth in bilateral trade, their political relations stagnated. China-Belarus rela- tions, on the other hand, have increasingly prioritized enhanced political and defence cooperation, despite consistent attempts by the Belarusian side to build up a Chinese economic presence in the country. Te paper argues that China deliberately opts to steer clear of power competition in the region and chooses to recognize both Russian special interests in the region and countries’ own foreign policy choices, be they integration with the EU or Russia. In Belarus and Ukraine, Beijing seems to exercise self-restraint in its policy, taking Russia’s interests into consider- ation. However, its growing presence in economic and cultural spheres as well as local elites’ increasing interest in engaging China in manoeuvring in the EU-Russia confict creates a window of opportunity for Beijing to apply its increasing economic and po- litical resources for political ends in the long-term perspective.

- Russia and China share a number of interests in the Middle East: limiting US power and maintaining good relations with all players in the region while remaining aloof from the key conflicts, especially between Iran and Saudi Arabia, and Iran and Israel. Russia’s position has been based on political support for particular states, arms sales and the provision of civilian nuclear energy technology. Moscow has boosted its role by intervening militarily in the Syrian civil war. China has been strengthening its political position in the region for the last decade and its presence is more substantial from a financial-economic perspective. The current Chinese and Russian regional posture further marginalises the influence of the EU in MENA. In the Middle East, the EU is already a weaker economic actor than China and a weaker military player than Russia. However, the EU can cooperate with Russia and China on upholding the Joint Comprehensive Plan of Action on Iran’s nuclear programme.

- The great-power system has been in constant change since the end of the Cold War. The US became the hegemonic power, and under its shelter, the European Union was able to transform into a European-wide political body. Soon, a group of leading regional powers started to question the universalist aspirations of the Western-led international order. Two members of this club in particular were not satisfied with the role of a regional hegemon and had more global ambitions. China has already become the largest trading nation globally, and Chinese foreign policy has assumed an assertive tone. China has both the potential to challenge US hegemony, as well as the political will to use it. Russia’s project to achieve a global great-power status, on the other hand, is inspired by its historical identity and its alleged humiliation by the West after the collapse of the Soviet Union. Russia longs for recognition of its great-power status in particular from the US. This report focuses on relations between China and Russia on the one hand and the US and Russia on the other. It analyses the current developments and future trends in these relationships, as well as their implications for the EU.

- Russia's current foreign policy should be understood as an element of the political regime that was built under Vladimir Putin's leadership. The major domestic impact on foreign policy seems to stem from the inclination among the elites and the power groups to maintain the power status quo in the country whilst profiting from the economic ties with the West. In this context the West becomes perceived as an unwanted external political factor on the one hand, and as a source of profits and financial stability for the Russian elites on the other. The current political system has given rise to a specific kind of foreign policy and diplomacy that both actively criticizes and challenges the West in rhetoric, while furthering economic ties between Europe and Russia's major business players. This contradiction is not self-evident as it is often couched in the assertive discourse of “strong state” and “national interest”. In reality, it is the “special interests” of Russia's state-private power groups and networks that lie behind the country's international standing. As long as the internal order in the country remains as it is, it is not feasible to expect any critical rethinking on foreign policy. The scope for public and expert debate has shrunk tremendously as foreign policy-making becomes increasingly bureaucratic and profit-driven. The prevailing climate of tense relations and diplomatic bickering in Russia-Western relations may linger despite the change of president. This does not mean that stabilization of relations or even engagement with Russia should be ruled out, however. Western actors should pay close attention to the domestic development in Russia, particularly the economic side. Further growth in the economy will push Russia towards a more intense (both in terms of cooperation and competition) interaction with the West. It is in the interests of the West to respond to this development in a consistent and constructive way by anchoring Russia in the rule-based economic environment.

- In recent months, several prominent Finnish politicians have criticized the Finnish government for lack of vision in its foreign policy. Liisa Jaakonsaari, Chairman of the Parliament's Foreign Affairs Committee and a prominent social democrat), has argued that the government “lacks one thing, and with it, everything: a vision”. Member of the European Parliament Alexander Stubb (the Conservative party's vote puller in the last EP elections) has publicly called contemporary Finnish foreign policy as “pitiful tinkering” (säälittävää näpertelyä). Editorial writers have begun to recycle the old the term “driwftwood” (ajopuu), a term originally coined to describe Finland's flip-flopping during World War II, in their attempts to find an appropriate label for the present government's foreign policy.
