1. Al-Shabab in Mozambique: Taking Stock of an Insurgency Under Cover

Abstract:
Since the first attack in October 2017, Mozambique has been confronted with an extremist insurgency called Ansar Al-Sunna Wa Jamma (ASWJ), also known as Al-Shabab (not to be confused with Al-Shabab in Somalia). The alleged Jihadists targeted the Mozambican coastline and have carried out indiscriminate attacks in the Northern province of Cabo Delgado, with the capture of coastal towns Mocimboa Da Praia in 2020 and Palma in 2021 being important markers for the insurgents. The intense five-year conflict has resulted in 4,000 people dead and 800,000 Internally Displaced Persons (IDP), roughly half of the province. The identity of the insurgents has become subject for debate among policy makers and researchers, raising questions about whether the group is primarily a local insurgency or whether there are tangible links to Jihadism in other areas of Africa and the Middle East.

Abstract:
As violent attacks targeting civilians in the Sahel region of West Africa are mounting, allegations of abuses perpetrated by Sahelian armed forces share the news with attacks committed by non-state armed groups. This brief analyses the main shortcomings within the governments of Mali, Burkina Faso and Niger with regard to ensuring meaningful Protection of Civilians (PoC) from their own security and defence forces. It finds that formal, structural measures to address state security forces’ abuse of civilians is lacking in all three states, although some promising initiatives to build trust between security forces and civilians have been held on a local level. On a regional level, the OHCHR-mandated Human Rights Compliance Framework, which has partially been adopted by regional force Force Conjointe – G5 Sahel (FC-G5S), represents an example of a mechanism that could ensure better protection of civilians both for the region, and on a national level. However, the advent of Russian paramilitary group Wagner in Mali and the most recent massacre of civilians in Moura is challenging all optimistic forecasting.

This year marks the 20th anniversary since the establishment of the Peace and Security Council (PSC) of the African Union, the AU’s principal decision-making body for promoting peace, security, and stability in Africa. This brief examines the patterns and trends that have emerged during the past two decades of PSC elections and finds that African governments persistently elected autocrats and states experiencing violent conflict to serve on the PSC, thus undermining the AU’s principles. This pattern risks skewing PSC decision-making in unhelpful ways, undermining effective crisis management, and making it difficult to uphold the AU’s stated norms and principles.

4. The EU as a Soft Power Superpower: Why a Green Marshall Plan for the Sahel Is Imperative

Abstract:
This research paper argues that the European Union should roll out a European Green Marshall Plan for ecosystem restoration and local governance in the Sahel region, located between the Sahara to the north and the Sudanian savanna to the south. Ecological degradation and related climate change put mounting pressure on the region. In combination with cyclical resource-related conflicts and the presence of terrorist and insurgent groups, this has created an increasingly volatile situation. European security and stability are indirectly at stake. The EU’s ‘Old War’ footing and support for illegitimate, corrupt, and autocratic governments to ‘mow the lawn’ of terrorists and insurgents fails to address and often undermines fundamental human security needs in the region. The authors propose a remodelling of EU foreign and security policy to shift focus from current securitization efforts towards facilitating a green, bottom-up transition that empowers local communities’ ecological stewardship by using their existing knowledge, skills, and dynamics, and Farmer-Managed Natural Regeneration (FMNR). Failure to make these changes toward a human security-centred approach means the EU’s current security and climate-related policies risk further undermining rather than contributing to regional security.

No event exists beyond the media. This is also the case with the current Russian-Ukraine war. Daily, we are flooded with analyses and opinions about Putin’s military threat in the East. These narratives – mostly polemical and shrill – are both the result of and the catalyst for the crisis. As such, the debate itself – consciously or unconsciously – becomes part of the Western-Russian standoff driven by the strategy of hybrid and decision-centric warfare. This essay deliberately distances itself from the issues of the day and the hyper-polarized debate that currently takes place. Instead, a more detached exercise is made in which the polyphonic nature of the past and the intricacy of history is deliberately sought out. It shows the complexity of the process we have gone through, leading to the current deadlock. As such, we have to face the changes and continuities with which we have been confronted, or as Jeffrey Frank recently wrote in The New Yorker, “If a lot has changed since the end of the Cold War, there’s much that hasn’t.”

7. Stabilizing the European Continent Reflections on the Future of EU Enlargement

Since the decision to accept Croatia as a candidate member in 2011, the debate in the European Union about its enlargement has been rather subdued. But in 2022, after the bloody invasion of Ukraine by Russian troops, the new European security architecture that the EU (and NATO) tried to build after the end of the cold war has been profoundly shaken. We thought we could manage our ambiguous relationship with Russia and the European members of the ex-Soviet Union through dialogue and economic partnerships. We underestimated the urgency of stabilizing the Western Balkans through EU accession. After membership was offered to Croatia, gestures have been made – more bureaucratic than political – to negotiate the accession of other Western Balkan countries. But ‘enlargement fatigue’ fast developed – ignoring the fact that Russia and China were growing as non-democratic competitors and that Turkey was drifting out of the Western values system. Time has come now to redraw the map. The EU, NATO and the G7 reacted to the Russian aggression in Ukraine with a spectacular show of unity. In the European Council of June 24, 2022, candidate status has been offered to Ukraine and Moldova as well as a membership perspective to Georgia, and a meeting with the leaders of all Balkan countries has revived their hope for a reinvigoration of their own accession. Even if the war in Ukraine is still ongoing, it is time to prepare public opinion in the EU to this new approach to enlargement policy – starting with the fulfilment of the promises we made to the Western Balkans countries as early as in 2003 at the Thessaloniki summit. Looking also where the enlargement of the EU should end, in order to restore as best as possible ‘stability’ on the continent, the aim of the European project from the start. The basic premise that has to be kept in mind from the outset, is that the launching of the European community, its transformation into a Union, and its step by step enlargement, contrary to what Vladimir Putin pretends, has nothing to do with imperialism – nor a secret American plot to prolong or revive the cold war. It aims only at reinforcing the stability of the continent. The purpose of this article is to demonstrate this premise through the history of EU enlargement, and to look at how future steps in this direction could make this happen.

The relationship between Turkey and the European Union has never been easy. It is now affected by the activism of Ankara’s foreign policy, conducted in disregard of international law. Turkey remains, however, an important partner for the EU, as it is still officially a candidate for membership (since 1987) and in the Customs Union (since 1995). It impacts the EU, both in its internal (immigration, trade, other common policies) and external policies (through its gunboat diplomacy against two Member States (Greece and Cyprus) and countries eligible to the European Neighbourhood Policy). Moreover, the impact of the war in Ukraine will affect relations between Brussels and Ankara. In the face of Turkish activism, the EU lacks the capacity to anticipate and react, a problem that concerns not only its relations with Turkey, but its overall neighbourhood and association relations with its periphery. In the framework of the work on the neighbourhoods of the European Union (EU) carried out by the Institute for European Studies of the University of Saint-Louis and following its Annual Conference, with the aim of contributing to a better account of the Union’s relations with its periphery, the working group “Turkey” presents its elements of analysis in the run-up to 2023, which will be marked both by the centenary of the Republic and by long-awaited elections. Although much of this work was done before the outbreak of the war in Ukraine (24 February 2022), it has lost none of its relevance. One might even think that a stronger EU attitude towards Turkey in 2018-2020 might have made the Kremlin think twice. Faced with Turkish bellicosity in the eastern Mediterranean, the weakness of European reactions may have convinced Moscow that it could act with impunity against a country that is a member of neither the EU nor NATO.

The 2,340 odd teacups have been rearranged in their cupboards, and sobriety has returned to the Great Hall of the People. What is the national and international impact of the 20th CCP Congress that was concluded on Saturday, 22 October 2022? Stability is the key word. When the People’s Republic of China (PRC) was founded in 1949, the country’s first and major concern was to be recognized as a nation state on an equal par with others in the post-World War II world order. As the Western world recognized the nationalist government of the Republic of China (Taiwan) as the legal government and representative of “China” in the United Nations, the PRC turned to the Soviet Union for support, despite earlier ill-fated cooperation between the Communist Parties of the two countries. On 14 February 1950, Mao Zedong and Joseph Stalin concluded the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance. The disastrous outcome of Mao’s “Great Leap Forward”, however, brought the “friendship” to a premature end.

Abstract:
From September to December 2022 Belgium is chairing the OSCE Forum for Security Cooperation. Whilst political gridlock has plagued the organisation before, the ongoing Russian war against Ukraine has now plunged the OSCE in an existential crisis. This bodes badly for the European security architecture and the multilateral rules-based order in general. This Egmont Policy brief reviews the risk of a full breakdown in the functioning of the OSCE, analyses the multiple reasons for keeping the organization alive, and discusses several avenues by means of which the Belgian chairpersonship can contribute to such an outcome. Irrespective of the way in which the Russian-Ukraine war eventually concludes, the OSCE provides a unique framework for managing the post-war aftermath and reconstituting a novel arms control regime over the longer term.

12. The New Force Model: NATO's European Army

Abstract:
At the June 2022 Madrid Summit, NATO leaders gave the green light to transition to a New Force Model (NFM) in the course of 2023. The avowed aim is to create a pool of 300,000 troops in a high state of readiness (as opposed to some 40,000 today), and to pre-assign these to specific defence plans. This is very ambitious (as well it should be), all the more so because these will mostly be European troops. Is NATO building a European army? The rationale behind the NFM is that to be able to respond to all eventualities, the NATO military commander, SACEUR, requires a better view of the available forces, and their state of readiness, beyond the 40,000 currently on rotation at any one time in the NATO Response Force (NRF). Hence the NFM provides for the organisation of forces in three tiers: 100,000 troops in tier 1 should be available within 10 days; 200,000 more in tier 2 within 10 to 30 days. Adding to the existing scheme of pre-deployed battlegroups in the Baltic states, Bulgaria, Hungary, Poland, Romania, and Slovakia, some additional tier 1 and 2 forces will be pre-deployed on NATO’s eastern flank, on a rotational basis, but probably not substantially so. More importantly, NATO aims for all tier 1 and 2 troops to be assigned to specific geographic defence plans for which they can then train. Tier 3, finally, provides for at least 500,000 troops more within one to six months.

Much attention has been drawn in latest years to the increasing challenges posed by ‘hybrid threats’, and the question how to deter them. The events in Ukraine have prompted NATO allies to accelerate the expansion of their military capabilities to deter further Russian aggression, resulting in an increased political will to reinforce conventional deterrence. While we are certainly in favour of strengthening a long neglected defence, this paper aims to point out some pitfalls in policymaking, associated with the blindly adapting of the (future) force generation process to the events in Ukraine. The course of the conflict, and the consequences that stem from it should prompt us to reflect more thoroughly on the security challenges Western countries are most likely to face.

War is an instrument of policy. Those who lose sight of the policy objectives, or keep shifting them, rarely do well in war. The European Union and its Member States (and NATO) are not directly involved in Russia’s war against Ukraine, but they have unleashed a major geoeconomic offensive in response to Putin’s geopolitical gambit. They too, therefore, have to define precise objectives, and prepare for the new geoeconomic and geopolitical world that will inevitably result from this war. First, rerouted supply chains will create new challenges and dependencies for the EU. Second, instability in other states, as a consequence of the disruptions in the global economy, may indirectly also affect the EU. Finally, long-term relations with Russia obviously have to be reassessed, but relations with China and the alliance with the US are evolving too.

By launching a war against Ukraine, right on the borders of the European Union, Russia has unleashed the strongest push to strengthen Europe’s defence since the end of the Cold War. Only its initial, 2014 invasion of Ukraine came close to having such effect. NATO has activated its defence plans and deployed forces on the borders with Russia. Just about every state in Europe has announced increased defence spending. And the EU finalised its Strategic Compass, its first ever defence strategy, with a much increased sense of urgency and purpose. The role of the EU in linking up national announcements and NATO targets is crucial, in fact, by providing a framework to align the efforts of the EU Member States, and by ensuring that the EU’s own indispensable targets are incorporated.

Abstract:
A microscopic creature whose size reaches that of a grain of rice at the utmost could teach NATO more survival lessons than one would think. The tardigrade has survived all five mass extinctions and is over 500 million years old. Like NATO, the tardigrade survived the nuclear challenge and even outer space. It is hard to find a more resilient animal from which NATO can draw inspiration for its ability to adapt to and withstand the most extreme conditions. To remain relevant and powerful in a dynamic threat landscape NATO needs to do what it has always been doing: adapt. Yet by 2030 NATO not only needs to adapt. Just like the tardigrade, it needs to hyper adapt. Four areas are key: redefining defence and deterrence; agreeing on the math; internal renewal; and rebuilding public support. Money, politics and nostalgia are not enough to keep the Alliance alive. It is time to get creative.

NATO and the European Union (EU) are both engaged in a continuous cycle of adaptation, witness in 2021 the NATO 2030 process on the NATO side, and the Strategic Compass on the EU side. These two exercises aim to look forward to how both institutions can better respond to ever-changing risks and threats. One key dimension in this debate is the optimal division of tasks between NATO and the EU, so that what they do together and in a coordinated manner is bigger than what they do separately or in a disorderly way. The issue of NATO-EU cooperation is obviously not new and has been at the heart of the development of the EU’s Common Security and Defence Policy (CSDP) since the late 1990s. This ties into at least three levels of debate that pertain to: the relationship and complementarity between the two organizations; the issue of what European states do within NATO; and the broader transatlantic bond. This said, twenty years of debates and inter- institutional cooperation have fallen short of clarifying what the two institutions must do in relation to each other. Most importantly, the NATO-EU conundrum is hampered by a series of never-met objectives and pledges, as well as by frictions on issues such as duplication, overlap, European strategic autonomy and burden-sharing. Against this background, this paper takes stock of these unmet objectives and offers a broad picture of what a division of tasks between NATO and the EU could possibly look like. The analysis is intentionally bold and puts forward a number of proposals that are undeniably contentious. It nonetheless draws on an observation of long-term and more recent trends, and aims at feeding the debate about the future of the two main European security institutions and the way they can interlock better.

Driven by the need to adapt to a changing security environment, the Belgian Special Forces Group has developed a new gender- mixed capability in 2020, including female soldiers in the operational detachment of the unit for the first time. This brief examines the development and implementation of the project and identifies challenges for future similar capacities. It points to the need for clarification of tasks and employment conditions, while attracting male candidates is necessary to maintain the ‘mixed’ character of the capability. In conclusion it argues that overall, efforts to avoid gender instrumentalization have been successful and the creation of the capability is a first step in the direction to diversify the composition of the Special Forces, a step that is necessary to remain relevant in a complex security context.

The post-Cold War transatlantic relations have been marked by something akin to the law of opposite effects. When the relationship is vibrant, Europe’s defence cooperation stagnates. When the relationship is in trouble, Europeans pull themselves together to advance their security and defence interests. During the Clinton presidency, Europeans comfortably outsourced military crisis management in the Balkans to Washington. In contrast, a major transatlantic rift over the Iraq war during the Bush administration triggered the adoption of the European Security Strategy and a bulk of EU military operations under the banner of the European Security and Defence Policy. EU-US relations were back on an even keel during the Obama era, the time when Europeans haphazardly reduced their defence budgets and lost a great share of their military capabilities. Enter Donald Trump. During the deepest crisis of confidence among transatlantic allies in decades, Europeans re-energized their defence integration with a set of new initiatives, such as permanent structured cooperation (PESCO) and the European Defence Fund (EDF). It is therefore somewhat logical and far from unexpected that when Joe Biden emerged as the winner of the 2020 US presidential elections, there is yet again a heightened risk that Europeans would fall back into a lazy, self-defeating mindset of dependency on the US military shield. Breaking this pattern of reverse effects and avoiding European complacency is crucial for a healthy transatlantic partnership, but it requires concerted efforts on both sides of the Atlantic.

Abstract:
A concordat is an agreement between the church authorities and the state that regulates the activities of the former on the territory of the latter. Since both European Defence and the Transatlantic Alliance are churches with their zealous high priests and devoted believers, the term seems apt enough for the EU-NATO package deal that I propose in this paper. The coincidence that in 2021-2022 the EU is drafting a Strategic Compass and NATO a new Strategic Concept should be put to use to mend the schism between them. Can a miracle be worked?

Many in Belgium intuitively feel that none is needed: Are we not shielded by the EU and NATO? And what could the world expect from this small country anyway? But the fact is that the Kingdom of Belgium is not such a small player. The geopolitical heart, and the host, of the EU, it ranks 9th out of 27 in terms of population and GDP; worldwide, it is the 12th exporting country. Hence recurring tensions between Belgium’s own – often low – level of ambition as a security actor and the expectations of its allies and partners.

Abstract:
Sanctions are much easier to use against your allies than against your enemies. A friend will want to stay in your good books, and is much more likely to modify his behaviour than an adversary, who will probably just harden his resolve to outdo you. The Trump administration liberally used sanctions against allies in Europe and Asia, who did not exactly cave in but did not want things to escalate either.1 The US trade war with China, on the other hand, cost both sides dearly, without resolving anything. In a coordinated move with the US, the UK, and Canada, the EU has adopted sanctions against four Chinese officials and one entity for violating the human rights of the Uighur people in Xinjiang province.2 That is fully legitimate: as a union of democracies, the EU has a moral duty to speak up for human rights everywhere. But are sanctions the most effective way of doing so?

The election of President Biden was greeted by sighs of relief across Europe and offered the promise of a renewed relationship. The first hundred days in the office have been impressive. The tone vis-à-vis the EU has changed radically. New perspectives of cooperation are opening up, as set out in the Commission’s December communication on “EU-US: A new transatlantic agenda for global change”. For this to be fruitful two conditions need to be met. The first and most important one is linked to the capacity of the EU to deliver and to do what it takes to be a credible and strong partner. In this sense the future of the transatlantic partnership depends more on the European side than the American one. America is a super power and will remain one. And super powers only listen to other powers that are serious. But there is also a need for changes on the U.S side. The quiet assumption, so prevalent in the U.S, that it is natural for it to lead on all major issues and for the Europeans to follow will not stand up to the requirements of today. A strong partner can and will at times have different views and even different interests and should be allowed to defend them without being accused of jeopardizing the relationship.

Much ink has been spilled calling upon Europeans to do more for their defence in the context of the transatlantic relationship. “Everybody talks about the weather but nobody does anything about it”: it used to be a fitting expression for this conundrum – no more. The Strategic Compass process is an opportunity not only to decide what umbrellas to buy but when, how, and where to use them to protect against rain, hail, snow and even sunburn. There is a dissonance, however, between the political rhetoric about a complex and unpredictable security environment requiring a 360° defence and deterrence and the practice of measuring defence and deterrence. There is also a dissonance between advocates for a clear focus on NATO’s core business of territorial defence or for a more comprehensive Alliance contribution to security. This brief makes an argument firmly in favour of the latter with a focus on Europe’s contribution. It argues that the Strategic Compass process can be an incubator for a credible European prototype for burden sharing.

Readiness reflects the ability of the armed forces to accomplish their assigned tasks in time. Like many European counterparts, Belgian Defence disposes of some high readiness assets, but is lacking in readiness overall. This impacts its contribution to collective defence and its wider ability to support societal resilience. This Egmont Security Policy Brief explains the concept of readiness as a question of resource management and applies this to the ongoing defence review. Treating readiness as a meta- mission implies not only balancing the budgetary input parameters – investing in personnel, training, equipment and maintenance simultaneously – but also taking a selective approach towards operational engagement. Doing so will enable the force to regenerate as rapidly as possible, and boost Belgium’s ability to act both at home and abroad.
