1. The Saudi-Emirati axis and the preservation of regional order

Abstract:
The Arab uprisings of 2011 spurred the emergence of a Saudi-Emirati axis that sought to mitigate and – where possible – eliminate challenges posed by what these countries perceive as the so-called ‘triple threat’ to the regional order of the Middle East and North Africa: Iran, the Muslim Brotherhood and violent extremist groups. Using a variety of foreign policy instruments - including military intervention and strategic outreach, funding allies and proxies as well as supporting religious networks and media outlets – the axis substantially shaped or influenced the domestic and regional events that occurred in the wake of the Arab uprisings. Broadly speaking, the Saudis and Emiratis have been successful in maintaining a monarchical/authoritarian pole in the region’s political order in their quest for domination. They have succeeded in doing so mainly through the use of soft power (finance, religious influence and media framing) in relation to weaker ‘client’ states in the region such as Bahrain, Jordan and Morocco. Their military interventions have generally not achieved their intended objectives and Saudi as well as Emirati shortcomings have been on full display in Yemen, Libya and Syria. While both countries were unable to prevent the emergence of a more multipolar regional order that includes Turkey and Iran, they have effectively helped smother popular calls for political renewal. Growing regional geopolitical competition has, however, not gone hand in hand with growing domestic turmoil. The vast financial reserves, increasing hard power and substantial reservoirs of soft power of both Saudi Arabia and the Emirates ensures that they will continue to act as defenders of the monarchical status quo of the Gulf region and its web of client states in the foreseeable future, even as competition between both partners increases at the same time.

Abstract:
A global multilateral rules-based order, supported by a pro-active and interventionist United States, is gradually being replaced by a more fragmented world, in which geopolitics and geo-economics are becoming the dominant factors and universal rules, norms, and values are increasingly questioned. For the EU such developments are particularly challenging, as it has long perceived itself as a post-Westphalian soft power, mainly projecting its norms and values in its relations with both its direct neighbors and the world at large. A more isolationist US, a more assertive Russia, and the growing global influence of China have raised questions about the EU’s place and role in the world, which become even more pertinent after Brexit. Therefore, Commission President Von der Leyen intends to lead a “geopolitical Commission” and we are hearing calls for European strategic autonomy or even strategic sovereignty.

3. Iraq’s adolescent democracy: Where to go from here

Abstract:
Iraq’s emergent democracy stands at an important junction. The continuing intensity of the protests that have rocked Iraq since early October 2019 shows that its citizens are only too aware of this. Moreover, the necessity of going through three government formation attempts to install a new prime minister and cabinet after the resignation of Adil Abdul-Mahdi in December 2019 suggests that Iraq’s political elites are conscious of the precarious state of ‘their’ democracy as well. Although, so far, with the intent to block rather than enable reform. This report largely focuses on how international actors can help strengthen the democratic mechanisms of Iraq’s political system. One contribution that they can – and should - make is to facilitate processes of contestation between Iraq’s social forces (its political parties, elite networks, tribes, ethno-sectarian groups, religious authorities and protestors) about the hierarchy of systemic reform priorities for the country’s political system, and the balance between the speed, scope and feasibility of their implementation so that such reform can be undertaken as peacefully and as well-informed as possible.

4. From legal to administrative subsidiarity: Diagnosing enforcement of EU border control

Abstract:
Enforcement is a major challenge in the EU’s multilevel system. Solving the tensions between sovereignty and interdependencies requires internalisation of the core values and objectives embodied in EU legislation. Internalisation depends on strong involvement in all phases of policy-making through teamwork. States in the EU’s multilevel administrative system have to regard themselves as fully responsible for EU policies. High levels of interaction among experts in enforcement contribute to the required professional cultures. In organisational terms, a multilevel (subsidiarity-based) administrative system is based on cooperation in which the centre (the Commission and/or EU agencies) assumes essential managerial roles without eroding the integrity of the member countries. Subsidiarity is generally seen as a legal principle. This paper presents the practical governance consequences of subsidiarity. Subsidiarity is well grounded in the EU treaties. Yet, the implications are little understood by policymakers when it comes to creating the conditions for effective EU policies at the shop floor of national administrations.

Abstract:
This Clingendael Report explores whether and how China’s approach to the six non-European Union (EU) countries of the Western Balkans (the WB6) relates to EU interests. It focuses in particular on the question of whether China’s influence affects the behaviour of the WB6 governments in ways that run counter to the EU’s objectives in the region. China engages with the Western Balkans primarily as a financier of infrastructure and a source of direct investment. This is in line with China’s main strategic objective for the Western Balkans – that is, to develop the Land–Sea Express Corridor, a component of its Belt and Road Initiative, aimed at improving China–EU connectivity. This report proposes a number of actions based on recognising the developmental needs of countries in the Western Balkans, and accepting that China’s economic involvement is inevitable and potentially beneficial for such developmental needs. In particular, the EU should maximise accession conditionality as a tool to influence the conditions under which China is involved in the region.

6. Incoherent Agendas: Do European Union migration policies threaten regional integration in West Africa?

European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. 7. European strategic autonomy: Policy Brief Going it alone?

Abstract:
With the boost that has been given to the EU’s defence policy, some of the St. Malo reflexes have reoccurred in Washington. Mostly, there are some misgivings in the United States about the exact meaning of ‘European strategic autonomy’, as it featured in the 2016 EU Global Strategy. But also in Europe, it is not clear what strategic autonomy means. In light of the increasing uncertainty among the EU and European NATO-members about the solidity of the American security guarantees, strategic autonomy gains a new quality. If Europe were forced ‘to go it alone’, what would that take, both in terms of conventional and nuclear capabilities? In her latest Policy Brief author Margriet Drent concludes that European countries face a dilemma: they have to simultaneously invest in their strategic autonomy and in keeping the United States committed to their security.

Europe’s conventional arms control architecture requires a thorough makeover. Today’s arms control and confidence-building arrangements are based on two legally binding pillars: the Conventional Armed Forces Europe (CFE) Treaty of 1990 and the Open Skies Treaty of 1992. The Vienna Document on Confidence- and Security-Building Measures (CSBMs), originally adopted in 1990 and most recently updated in 2011, is politically binding and aims to increase the transparency of military postures and activities in Europe. Today, these arrangements are either blocked or in dire need of modernization.

9. Multilateral Damage The impact of EU migration policies on central Saharan routes

Abstract:
This report studies the effects of EU migration policies and the externalisation of EU border control on Saharan migration routes and on practices in the border regions connecting Niger, Chad, Sudan and Libya. The report finds that, in response to the obstacles and opportunities that border externalisation policies present for migrants, migration routes diversify and move to other countries. Beyond the fact that migration is a transnational phenomenon not linked to one particular route or itinerary, this continuous moving of routes is made possible by cross-border Saharan trade and trafficking networks that have put in place the necessary logistics to facilitate migration and which often fall outside government control. Pushed by EU efforts to curtail migration, states such as Niger, Chad and Sudan have shored up border patrols and anti-smuggling operations in the border regions under study here. The report shows that this has been done in a manner that is often not conducive to stability in the region and which contributes to the ‘militia-isation’ – the growing power of militias whose presence undermines the state – of the countries at issue.
