1. Egypt: The Price of Inaction on Tax Reform

Abstract:
Like public finances elsewhere, the public finances of the Egyptian state suffer from a semi-permanent deficit. Although a limited deficit in state budgets is acceptable for most prevailing economic theories, the persistent and worsening deficit in public budgets leads to severe phases during which the economy suffers. During periods of economic prosperity, soft loans are easily accessible, which encourages states to rely on borrowing as a secondary source of financing for extended periods until it becomes a permanent source of financing. The financial market eventually puts an end to every period of easy borrowing, forcing the government to face the reality it has tried to avoid. Under such circumstances, governments have three tools at their disposal: borrowing at the highest interest rate, austerity and disabling services and social protection programs, and raising taxes and customs duties. Borrowing at the highest interest rate is every government's first choice because it does not require a reformulation of the social, economic, and political contract between the state and its citizens. But the price of such a policy is a worsened deficit. Borrowing, before or after a crisis, is not a solution but merely a postponement of the crisis, in the hope that the market recovers. When it is no longer possible to borrow amid the worsening economic conditions of a crisis, the government resorts to other tools with varying degrees of risk. Austerity is a recipe for widespread social outcry and has catastrophic effects on the poor and middle classes as well as the overall economy due to decreased purchasing power. To overcome the crisis with the least social tension, the state can also resort to taxation to generate possible revenues whether from the economy as a whole or the sectors and classes with concentrated surpluses of value. The more severe the crisis, the more the government is forced to use additional tools and impose strict measures. Debts are nothing but deferred taxes, and taxes remain key in every economic crisis. When a global economic crisis looms, questions abound. Could the crisis be approached with fewer social and economic burdens and with more room for maneuver? In this context, this paper will discuss the tax policies adopted in the past few years in Egypt and how they could have been more effective. The primary role of taxes is to meet the government's financial needs to implement its role under the social contract, whether formal or informal. Therefore, taxes are a convenient introduction to understanding the political economy of any state. Tax policies are an essential tool for achieving macroeconomic goals, and they directly reflect the political and socioeconomic considerations driving a country’s economy. This paper will address the main role of taxes in financing the requirements of the social contract from the perspective of the adequacy and effectiveness of tax collection.

Abstract:
Legal scholars have long been concerned with how to deter crime and limit its spread. For a long time, imprisonment has been used as a tool to serve these two purposes. On one hand, prisons function as a means to deprive inmates of their liberty and deter public and private crime. On the other hand, they also seek to reform convicts in a way that facilitates their reintegration into society by adopting appropriate rehabilitation programs for each prisoner.1 Despite the general deterrent impact of imprisonment, overreliance on such penalties can also have negative consequences – particularly when prisons fail to fulfil the rehabilitation component of their role. Prisons then risk turning into a hotbed that enables even more dangerous criminal behavior. As such, some legal scholars believe that penalties that deprive individuals of their liberties are no longer considered the best or only means to create more stable and secure societies, nor to reduce crime rates.

The Egyptian Ministry of Transport’s1 YouTube channel provides an excellent documentation of the far-reaching changes taking place in the transport sector in Egypt: new highways connecting cities and new bridges; new train carriages for the national railways; new public transport systems such as the Metro, Monorail and Electric train. Between 2014 and 2021 the Egyptian state has invested 1 trillion EGP (~63.6 billion USD) in the transport sector2 in its bid to achieve sustainable development3 . This paper seeks to examine policies and state investments in the transport sector from a sustainable development perspective, focusing on the environmental and social dimensions.

Abstract:
Egypt is one of the driest countries in the world. It is also the country that is most dependent on a single source of water: The Nile. The Nile River provides over 93% of Egypt’s water needs, according to Egyptian government documents. However, the water crisis discussion mainly focuses on the extent to which previous water agreements with other Nile Basin countries are binding, or on the truthfulness of the current news on the filling and operation of the Grand Ethiopian Renaissance Dam. Hence, this discussion is not addressing the main issue, which is the extent to which operating the Dam would affect the annual water use per capita in Egypt at present, as well as in the near and distant future. The Renaissance Dam crisis is recent, as it began when Ethiopia unilaterally decided to build the Dam in a border region between Ethiopia and Sudan. However, it is a main factor that could exacerbate and deepen the problem of water scarcity in Egypt. Other factors affecting water use per capita in Egypt include exponential population growth and increasing climate change. This policy brief aims to shed light on the main causes and background of the water crisis in Egypt. It will briefly discuss some examples of recent or upcoming projects by the Egyptian government under the new Water Resources Management Strategy (2016-2050). Finally, the paper will highlight the importance of conducting comprehensive and constant feasibility and impact assessments of these projects. These assessments should focus not only on the water dimension, but also on the economic, social, environmental, cultural, and political dimensions. This paper also provides some recommendations and lessons learned from the “Jonglei Canal,” an Egyptian-Sudanese water megaproject that launched nearly five decades ago.

While the gradual improvement of the quota system increased the number of women in parliament, experiences so far show that the quota system has been used as an electoral tool by a political class that exploited affirmative action measures to seize more representative seats through kinship and personal connections. Abstract:
Egypt’s social policies suffer from serious challenges, especially at the spatial level. This is often referred to as the “geographical inequality” gap between the most privileged and less fortunate governorates, or the ones with limited resources. This is in addition to the disparity between different localities within the same governorate. These disparities are due to a highly centralized system of policy-making, resource management, and service distribution – which has been in place since 2014. The issues also include rising corruption rates, which often compromise any potential reforms. According to the 2020 Corruption Perceptions Index issued by Transparency International, Egypt fell by 11 places and ranked 117 among 180 countries, with a score of 33 out of 100 points.[i] Decentralization is considered a requirement that addresses geographical or spatial imbalances in the country, provided that the necessary standards for effective implementation are met. It is an important policy tool for achieving development and promoting democracy. It also helps citizens recognize whether the State is acting in their favor or in favor of monopolizing power and wealth. The effective and integrated implementation of decentralization contributes to increasing the efficiency of local utilities and public services, involving citizens in the management of their local affairs, training the administrative personnel required to implement the vision of local development and to ensure the optimal use of resources, while improving performance in local action. This directly leads to strengthening the quality of life and livelihoods at the local level, promoting a sense of national belonging, and increasing the level of trust between citizens and government.

Abstract:
Accountable governance has become a frequent demand by ordinary citizens across Arab societies. The region has witnessed a variety of bottom-up citizen-led initiatives in recent years, driven by widespread discontent at the uneven distribution of civil, political and social rights. Various countries have seen the emergence of “participatory” processes such as participatory budgeting, consultative committees, and social audits. These initiatives are often labeled as “social accountability initiatives”, a concept championed by civil society actors and donors alike, to empower citizens and bring about improved public services. What we mean by social accountability here is “any citizen-led action beyond elections that aims to enhance the accountability of state actors”. The concept was promoted by international organizations such as the World Bank, as a “short route to accountability” to strengthen the role of citizens as “service users” and generate greater government responsiveness. But beyond donor strategies, what does social accountability actually mean to local actors in the region? Is it an effective means to bring about improved governance? We studied such initiatives in Lebanon, Tunisia and Morocco to examine how social accountability initiatives are being used by civil society actors in their strategies to make government more accountable to citizens. We found that the concept has many different meanings for people on the ground, and that civil society organizations in the region have developed a range of strategies for pressuring, coercing and cooperating with government to exact accountability. However, our study[1] also shows that doubts remain as to whether such initiatives can lead to systemic change in the region. [1] The study was based on a recent research project funded by the International Institute of Social Study (ISS) at Erasmus University Rotterdam (EUR), the Centre of Expertise on Global Governance at The Hague University of Applied Sciences, and Erasmus University College Rotterdam (EUC). 12. Financial Analysis of Health System Shifts in Egypt: Searching for “gratuitousness” and the right to health

Abstract:
Throughout the formation and development of the modern state of Egypt,1 health policies played two key roles: First, the state played a powerful and efficient role in the provision of medical services through facilities funded by public treasury revenues. Secondly, it strived to provide these services at the lowest possible costs or free of charge in what is known as the “gratuitousness” policy. Like many other free social policies that took root during the interwar period and were given new impetus with the advent of Arab socialism in the 1960s, the “free public hospital” principle was a subject of conflict between two movements that fiercely competed to control public policy in recent decades. The first movement defended the “gratuitousness” policy through tax-based expansionary fiscal policies targeting the wealthiest segments of society — a model similar to the welfare state adopted in some Western European countries. The second movement believed that tax reduction and redistribution policies in general were of vital importance to help the country attract investments and achieve the highest possible rate of economic growth and capital accumulation — in parallel with the rise of neoliberalism globally. The second movement recommended fiscal policies aimed at reducing the budget deficit, claiming that the latter affects investment opportunities in a multitude of ways. For example, it contributes to the rise of inflation rates, not to mention that public debt crowds out private borrowing opportunities, etc. This movement calls for transforming the interwar and Arab socialism policy legacy into a new pattern relying less on the public treasury and more on middle-class contributions, with “gratuitousness” policies being restricted to the poorest segments of society. This system requires continuous updates to the citizens’ income distribution database to help identify affluent and disadvantaged groups. This movement managed to gain traction in Egypt thanks to two major financial crises in the country. The first took place in the late 1980s with the steep rise in external debt, which led Egypt to adopt economic liberalization policies in the early 1990s known as stabilization and structural adjustment programs, which were supported by the International Monetary Fund (IMF) and the World Bank. The second crisis happened when the global financial crisis reached Egypt and political instability following the 2011 revolution, with the subsequent emergency of a black market for hard currency in 2016, leading to a new phase of financial and monetary policies with the support of the IMF and international donors. During the two crises, international financial institutions were reinforcing their policies in Egypt, particularly the scaling down of social protection policy costs covered by the public treasury. In this context, a new health insurance law was introduced and approved in 2018. The provisions of the new law represented a major transformation in the role of the state in the health sector in Egypt. The law is the first piece of legislation aimed at restructuring the health insurance system in Egypt since the 1960s. In essence, it aims to reduce dependency on “gratuitous hospitals funded by the public treasury” model and, instead, to adopt a new model that is more reliant on the middle-class to fund the public health system via deductions from their income. This model could improve public health services, while enabling the state to maintain its social role in supporting the disadvantaged. As the new health insurance law created a major shift in the history of health policies in Egypt, it also sparked widespread controversy. It is likely to stir even more controversy during its 15-year implementation period. So far, the law has only been applied in a small number of the least populated governorates.2 This research paper is not biased towards either of the two abovementioned movements, as both of them entail numerous contradictions. The “gratuitous” hospital model funded by the public treasury has long been criticized for the poor quality of services, even during its beginnings in the 1960s. The movement defending this model also did not propose any broader perceptions on distributive tax policies to increase public treasury resources, and it focused on the improvement of medical services.

13. Youth political participation in post-2011 Tunisia: Exploring the impact of the youth quota system through the prism of local municipal councillors

Introduced as way to induct youth into institutional politics, Tunisia modified its electoral code in 2014 to include a youth quota, with a mandatory representation of youth on electoral lists for local elections. In April-May 2018, Tunisia held elections for local councils, representing the first mandatory iteration of these youth quotas in practice. The mandatory character of the quotas has theoretically meant that a greater number of young people ran during these elections and are today participating in institutional politics at the local level. What has been the impact of these youth quotas in stimulating youth meaningful participation in the political process? To answer this question, the Arab Reform Initiative conducted in-depth qualitative interviews with ten young local councillors at the municipalities of Kasserine, Foussana, Medjez El Beb, Kairouan, Hajeb Laayoun,e and Chebika. The research sought to understand what distinguished these young councillors from the rest of their age cohort, and in particular to understand what factors led them to become active in the political realm. The research also sought to explore the impact of political socialization on them, as well as their own values and understandings of politics. Finally, the research explored the difficulties they have encountered or are still encountering as young councillors working in public institutions that are new to them. The research has found that primary and secondary socialization are behind youth’s political participation. Young councillors entered politics with the “help” of their primary socialization (family) and secondary socialization (civil society, volunteering, etc.); nonetheless, all of the councillors we met were solicited by older people in their environment (family, friends, professors) looking for young people to add to their list. In other words, none had initiated their own electoral bids, and only a couple were thinking of running for the elections before being solicited. The research has also found that for these young councillors, age difference and gender are perceived as sources of tension. Age difference among the councillors, as well as with the mayor, are perceived as having a negative impact on the youth’s work at the council. This age difference can also take the shape of an experience gap that plays to the detriment of young councillors, as many of the older councillors held the same positions during the Ben Ali era. Likewise, gender intersects negatively with age for young women councillors. Most women councillors noticed that older male councillors adopt certain attitudes to belittle them during the meetings. Moreover, they state that men tend to take advantage of women’s temporal and spatial limitations (their inability to stay out late at night or sit in men’s cafés, for instance) to take decisions in their absence. Yet, alliances based on age are difficult to create, and the only alliance formed was between three young women in Chebika. Despite the difficulties they encounter because of their age and gender, most councillors are gaining experience and self-confidence, leading them to consider running for re-election. Learning, understanding, and ultimately seeing one’s impact in the local environment have been raised as the most motivational aspects of being a councillor. Nonetheless, youth councillors still harbor distinct ideas regarding electoral politics: all of the councillors reject political parties, even those who ran under party banners. They see the “country’s interest” as their main political compass, yet some consider their mandate to be to fight against their region’s historical marginalization. Currently none of the councillors interviewed is affiliated to a political party, and most expressed clear rejection of parties. They perceive them as inefficient and detrimental to the “country’s interest” which held a central place in the councillor’s evaluation of the political landscape. Political parties were mainly depicted as going against the “nation’s interest,” a notion that transcended political affiliations, ideologies, or social class. The youth quota system thus appears to be efficient in inducting youth into institutional politics to the point where most of the councillors we met are considering renewing and deepening (as in running for legislative elections, for instance) their participation in the political landscape. However, the youth quota reaches a limit given the lack of diversity of the youth whose entrance it permitted. The quota opens the way to the most educated portions of youth, that is university graduates, but does not reach young people who left school early. Moreover, these young people have been for the most part socialized into politics through their family or through affiliations such as student unions and local NGOs. Given this, the youth quota – still in its nascent stage – has only a limited impact as it exclusively reaches young people who have predisposition for entering the political realm in the first place.

14. Youth perceptions of politics in the post-2011 Tunisia: Giving the floor to millennials and Gen Z

Abstract:
With the annual anniversary of Tunisia’s 2011 Revolution approaching, this study aims to better understand the views of Tunisian youth on politics and the country’s democratic transition, as well as their ambitions and priorities for themselves. In order to understand Tunisian youth today, one must distinguish between two different generations: the generation that led or actively engaged in the revolution (Millennials between 26 and 35 years old), and the generation that only became of age after the start of the political transition (Gen Z, “zoomers,” between 18 and 26 years old). As such, we believe that these two groups of youth show generational differences in terms of their perceptions and interests in politics. To understand generational differences among the youth, 12 focus groups were organized by the Arab Reform Initiative (ARI) across six different municipalities in Tunisia. For Medjez el Bab, Kasserine and Foussana, ARI partnered with the Humetna Association and collaborated with “We Start for Kairouan”, “Hajeb El Ayoun” and “Shabikah”. Youths from each cohort would gather every time to answer questions about what they remember from the pre-2011 and post-2011 periods, about their values and expectations, as well as their priorities and how they assess the services provided by the State. Key findings showed that the sense of belonging to a single generation does not apply to everyone. Millennial respondents seem to identify to a generational group separate from Gen Z, whereas the latter recognizes little to no differences. The differences highlighted by millennials concern lifestyle, spoken language, cultural references, and even the relationship with new technologies. Nonetheless, both groups agree that these differences are far more pronounced among their parents and elders, more so in socio-economic and geographic factors, than age or generational differences. In parallel, the study revealed generational differences with the past. While the two groups share their overall negative assessment of the political situation in the country, Gen Z respondents showed some gaps in their memory of pre-2011 Tunisia and the 2011 events. They also associated the Ben Ali era with more positive aspects than what is present today (calm, security, prosperity). In contrast, millennials had more layered perceptions of the past. Generational differences in terms of social and employment prospects were also detected in the research. Generally, millennials have a bleaker outlook than Gen Z, which is less inclined to leave the country if the opportunity presents itself. However, generational differences are less visible vis-à-vis current politics. Both groups see the role of political parties and leaders in a negative light, with the exception of some atypical figures, namely Kais Saied. For most millennials and zoomers, democracy remains vague, without real impact on their daily lives or foundation in Tunisian academic programs. The main values mentioned are respect, ethics, justice, and equality among all citizens.

Mobility is one of the many areas where Tunisians are still waiting to achieve their revolutionary demands for justice, freedom, and dignity. This paper focuses on the modes of transportation in Grand Tunis to understand the persistence of unjust mobility regimes. It finds that decades of state policies favoring private car ownership coupled with structural and management problems in public transportation have affected the underprivileged communities the most. Therefore, treating the question of movement as social justice issue is key to envisioning viable long-term solutions.

Tunisian youth’s limited participation in political life dates back to before the January 2011 revolution, and recent elections also provide clear examples of the lack of youth participation both as voters and as candidates. This article examines the reasons behind this lack of political participation and presents several ways forward to ensure more inclusive participation for Tunisian youth.

As the global energy sector sought to revamp itself over recent years, several countries around the world have joined a race toward green hydrogen –labelled “energy of the future”. Unlike grey hydrogen, made by fossil fuels (natural gas) and a significant source of greenhouse gases,1 2 green hydrogen is generated by electrolysis whereby water is split using electricity from renewable energy sources. The combustion of 1kg of this gas produces almost four times more energy than one kilogram of gasoline.3 In 2021, the production of green hydrogen produced represents only 5% of the 94 million tons of overall produced hydrogen globally.4 However, this quantity is bound to rise, given the various strategies developed in the post-Covid economic recovery plans or by strategies to power Europe with alternatives to Russian gas.5 While a global market for green hydrogen is being shaped, Tunisia launched in early 2022 the development of its very own national strategy for green hydrogen to be finalized by 2024. The country has already announced that it will prioritise export6 of this green fuel over local use.7 “Promoting green hydrogen, a growing market in today’s world, is very important to Tunisia,” affirmed GIZ, 8 the Tunisian government’s lead partner in this strategy development project. Although the Tunisian Ministry of Energy has made green hydrogen one of its projects of high importance, civil society, scientists, and potentially affected communities have so far been left out of all conversations. Hence, the country misses a chance to map out eventual risks, environmental and social concerns and to address emerging concerns from the outset. The large-scale production – powered by solar and wind energy megaprojects – requires vast mobilization of several types of resources along the entire production chain of this fuel. When the Ministry of Energy asserts that: “these projects do not entail obvious negative impacts on the environment,” nothing is less verified than such statement. Current discussions focus mainly on Tunisia’s position in this emerging global market, but they rarely touch on the social and environmental costs of this type of major projects. Nonetheless, multiple studies9 were published more recently, warning of the impact of these projects on natural resources – water, land, etc. – in countries heavily affected by climate change. In addition, the benefit of this new sector is questionable in terms of Tunisia’s climate commitments. To this day, the country depends as much as 97% on Algerian gas to produce electricity10 and the energy transition has stagnated. However, it plans to export the bulk of the green hydrogen potentially produced on Tunisian soil mainly to Europe, This was confirmed in interviews and meetings in the context of this report While green hydrogen is a more preferable alternative than more polluting options, its mass production would primarily benefit the energy needs of Europe. This raises another fundamental issue as it is replicating an extractivist model oriented towards international export markets and build on the overexploitation of natural resources. To develop a green hydrogen production strategy, Tunisian authorities along with their European partners, namely Germany, seek to prolong the exploitation of resources of neighbouring countries without sufficiently considering the energy needs of locals, the social and environmental risks, the fact that Tunisia is a water stressed country or the financial debt resulting from such investments.

Abstract:
This study seeks to understand how the transition to adulthood for Libyan youth has been impacted by the context of the past 10 years in conflict. Through in-depth qualitative research carried out with 75 Libyan youth in 2020-2021, the study explores decision-making processes and the types of opportunities and constraints that youth face in terms of education and livelihood, the impact of war on their political beliefs and participation, their understandings of peace and security, and the ways in which war has changed gender norms and relations. The study finds that 2014 represents the pivotal year in terms of their personal trajectories, their critical understandings of dynamics of war and peace, and their own personal sense of wellbeing and hope for the future. With regards to livelihood and employment paths, youth trajectories reveal a complicated dynamic, where opportunities come at a price or with consequences that are counterproductive. On one hand, the conflict in Libya has dismantled old repressive structures, and in the absence of that, there are chances of more independent and ingenious efforts to improve livelihoods. For nearly all participants, for example, the preferred choice of study actually expanded as a result of the opening of society and the political sphere in 2011. Likewise, dynamics of necessity since 2011 have seen the emergence of a new culture for entrepreneurship that is innovative and resilient. Yet at the same time, the destruction of war means that education pathways have been cut short and that the infrastructure needed to make entrepreneurship sustainable for young people, such as a strong financial system and operating legal framework, does not exist. In regards to political beliefs and participation, many youth attest that the 2011 uprising served as a political awakening of sorts, creating new interest in politics and political processes. However, the descent into war has had an almost universally negative impact on their view towards politics and politicians. Deep distrust in politics and a widespread belief in the systemic depths of corruption translates to pervasive apathy for formal political processes and participation. Yet at the same time, Libyan youth who have come into adulthood in a context of conflict have nuanced views regarding how peace can be constructed and the responsibilities required for this peacebuilding process at different levels. This includes the necessity of rehabilitation and the promotion of tolerance, respect for differences, and values of coexistence – all of which must be carried out both by the State, but also critically by communities themselves. For peace to truly exist, though, youth insist on the necessity for justice as a prerequisite. With regards to social relations and gender norms, the conflict has had a dualistic impact on both challenging and reinforcing traditional tropes of masculinity and femininity. Because of extreme loss of economic wellbeing, women youth have found themselves in new jobs, with new responsibilities, and in new public spaces that sometimes break away from traditional gender norms. Yet at the same time, the conflict has also reinforced norms regarding masculinity and the role of men in the family and society. As a result, while youth participating in this study do acknowledge profound shifts in the gender roles and gender relations, the extent to which this is viewed as something positive to be maintained in the post-conflict period is much less certain. Overall, the study finds that youth, facing important psychological trauma and in a perpetual state of uncertainty and instability, have little hope for the future and little ability to plan for their lives. The most reliable strategy they have adopted is that of flexibility and adaptability, with most viewing life outside of Libya as the only real option for the future. In other words, young people are seeking to build their lives elsewhere. Their lack of trust in politics and in the ability that they have to effect change means that core issues related to the resolving conflict and building peace, such as economic and political reform, will continue to be a problem without the younger generation taking active part in contributing to rebuilding of the country. This new generation no longer has the mentality of relying only on the State, but believes instead on pursuing good educational and work opportunities that are more personally fulfilling. They are also acutely aware of the extremely difficult environment in which they try to study or work in, as well as the lack of a broader context that can support them. For youth in Libya today, the pervasive feeling is that they are not safe and cannot set deep roots for fear everything will collapse.

Tunisian youth are no different from their peers across the world when it comes to their indifference to public life. This apathy towards politics is not new; it goes back before 14 January Revolution. A 2008 national survey of youth showed that around 83% of Tunisian youth were not concerned with politics and 64% were not concerned with elections or joining civil society associations. Nonetheless, the Tunisian youth surprised observers and played an essential role in the revolution that led to the fall of Ben Ali. Immediately after, however, they returned to their position of indifference. The political tensions and episodes of instability that accompanied the democratic transition disappointed the youth greatly and led to apathy towards politics in all its forms. Successive elections were the most glaring example of this attitude: the youth abandoned the ballots and stopped taking initiatives of political work, either as candidates or as voters. The rise of Kais Saied as a presidential candidate seemed to have reignited the Tunisian youth’s interest in politics. They walked with him through all the stages of his elections. They led his most unusual campaign at the smallest cost; they confronted media attacks against him and provided him with alternative and new media platforms that improved his image. This support brought the youth and Kais Saied closer together. Saied also showed great understanding of the youth’s economic and social demands and gave them priority. He shared their anger at the political establishment, so they decided to stand by him to punish the establishment that they see as the source of their successive disappointments. The results of the presidential elections, in which one candidate won the bulk of the votes of the youth participating in the elections, generated many questions about the reasons for the youth’s support of Kais Saied, and the hopes that they hanged on him. What can we infer from this experience that can benefit the youth political participation generally? How does this experience help us understand the actual needs that push young people to participate in public life?

32. Environmentalism After Decentralization: The Local Politics of Solid Waste Management in Tunisia

Ten days before the end of 2020, Mustapha Laroui, then Minister of Environment and Local Affairs, was dismissed from his post on suspicion of corruption. Laroui served in Tunisia’s ninth post-revolution government, headed by Hishem Mechichi who also kicked him out of office. He was arrested the same day. The scandal that ended Laroui’s career in government concerns facilitating the transfer of 282 containers equivalent to 480 tons of Italian waste to Tunisia via the port of Sousse.1 The full extent of the scandal was revealed after the investigative TV show “Al Haqa’eq al Arba‘a” (the four truths) ran an episode on 2 November 2020 uncovering the scale of the problem. Twenty-three additional suspects were arrested and questioned in relation to the scandal, including the director of the National Agency for Waste Management (ANGED), who was later released, and a Tunisian diplomat based in Naples. Though it made the news in November, the imported waste had been sitting in the port of Sousse since early 2020. Reports indicate that the deal that brought southern Italian waste to the Tunisian shore was signed between the export-oriented Tunisian firm Soreplast and the Naples-based Italian firm Sviluppo Risorse Ambientali Srl. Contrary to the media narrative – whereby Soreplast had allegedly imported post-industrial plastic waste to process, recycle, and export – the formal contract indicates that the objective was the permanent elimination of the waste in Tunisia, with a price tag of 48 euros/ton, not to exceed 120,000 tons per year, for a total value of 5 million euros. Dirty scandals haunt Tunisia’s solid waste management sector. An investigative report published by Nawaat2 in May 2015 focused on the rampant corruption in the management of the country’s largest controlled landfill, the landfill of Borj Chakir in the municipality of Sidi Hassine, a southern suburb of Tunis with a number of working-class neighbourhoods (quartiers populaires).3 A pithy summary describes the situation: solid waste management is a highly lucrative sector where opacity and corruption are not only endemic but also institutionalized. The report exposes the rigged public tendering process which enabled the French company PIZZORNO Environnement headed by François Léotard to win the contract for the management of the Borj Chakir landfill because of Léotard’s friendship with ousted president Zine El Abidine Ben Ali. The infractions were reported in a 350-page investigation prepared by Abdelfattah Amor, 4 which addresses corruption and embezzlement affairs across sectors perpetrated by the authoritarian regime and its cronies. The creation of ANGED in 20055 as a public non-administrative agency responsible for solid waste management (henceforth SWM) seems to have facilitated institutionalized corruption in the sector. Starting in the 1990s with the acceleration of neoliberal policies, a veneer of awareness-raising campaigns to create environmentally conscious citizens hid institutionalized corruption in SWM from public view. Labib (figure 1) was the emblem of these campaigns. The environment mascot whose statues filled roundabouts across Tunisia is associated with the RCD (Constitutional Democratic Rally), the one-party-state of the authoritarian regime. After the revolution, most of these statues were vengefully destroyed in protest. Those still standing are a reminder of the powerful ideas the authoritarian regime ingrained in citizens’ minds about the environment, and which encompass two elements: aesthetics (decorating public spaces with statues) and moral uprightness, measured in terms of conforming to a specific behaviour, such as not littering. Framed like this, environmental protection was a personal moral responsibility rather than a societal political-economy question related to patterns of consumption, the inevitable waste these patterns create, and ways of disposing of the produced waste. Nonetheless, Labib did help raise awareness about environmental protection. Although the removal of most of these statues is a break from the authoritarian regime, no awareness-raising efforts have replaced the mascot.

The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6

The NATO campaign to unseat long-time Libyan dictator Muammar Gaddafi in 2011 was met largely with support by Libyans living in exile. Many had not set foot in their country in decades – some not even since 1969, the year Gaddafi carried out his coup d'état against King Idris I – and in diaspora they formed a close-knit community of intellectuals, doctors, professors, artists, politicians, and other civil society activists who acted as an opposition force to the regime. With the tragic unfolding of what started as the Libyan uprising in 2011, which morphed into a protracted civil and proxy war, the Libyan diaspora has enlarged to include new categories of activists and political actors seeking refuge abroad but also new socio-economic groups who are fleeing the deteriorating economic and security conditions. Yet despite this diversification in the profiles of those in diaspora, the conflict has never undermined the efforts of Libyans in exile to rebuild a semblance of a community that can mobilize for promoting peace and reconciliation. Building on the rich networks that were made with Western and Arab policymakers during the long years of exile, the Libyan diaspora, which has never been a monolithic entity, has been able to contribute to changes that have occurred in the country since the fall of the Gaddafi regime. This study explores the formation of Libyan exile communities since 2011, the different relationships they harbor vis-à-vis the homeland, and some of the different roles they have assumed in building the imagined community and in participating in the rebuilding of the country. Through exploration of the nature of the diaspora and its geographical distribution, and with particular focus on those in Tunisia vs. those in the UK and US, the study assesses the diasporic character of Libyans in exile. The research finds that issues related to peacebuilding, reconciliation, and the empowerment of women and minority groups act as nodal points for diasporic Libyans who, despite their different ideological, cultural, and tribal affiliations, can find common ground when discussing the future of post-Gaddafi Libya.1 Yet, in exploring the work of Libyan diaspora organizations and contextualizing the different waves and destinations of exodus, the research also observes quite different patterns of diaspora mobilization. More precisely, the research finds that the relationships between those in diaspora and the Libyan homeland differ according to relationship, as do the political opportunity structures, which have an implication on the type of mobilization that occurs. In this way, Libyans in diaspora in Tunisia – who maintain patterns of circular mobility and often harbor hopes of return, and who perceive more threats if engaged in political mobilization – tend to either remain under the radar or to engage through the activities and frameworks of international organizations located in Tunis. On the contrary, those in Western capitals have been able to cultivate relationships with foreign policymakers and international organizations for advocacy and lobbying purposes in favor of transitional processes. In all cases, though, direct political participation of Libyans in diaspora in homeland politics has faced a number of institutional, legal, and perceptional barriers, which nonetheless show signs of being able to be overcome through shared belonging to the Libyan imagined community. Based on structured and semi-structured interviews with four members of the Libyan diaspora, an online questionnaire distributed through a popular Libyan podcast series, a conversation with the Libyan podcast series’ creator and my attendance of two Zoom conferences of a Libyan diasporic organization, and drawing on existing statistical data as well as a qualitative review of social media content of Libyan exile groups, carried out between September 2019-January 2021, the study provides an assessment of how members of the Libyan diaspora relate to the homeland and to each other, and how these relationships contribute to different patterns of mobilization. The study concludes with a few recommendations to Libyan and international policymakers regarding how best to support the Libyan diaspora in the implementation of their efforts designed to promote reconciliation, peacebuilding, institutional reform, and transitional justice for Libya.

The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6 Our observations of diaspora political mobilization dynamics and the role that Arab diasporas can play in shaping homeland politics have been enlarged since 2011. Over the last decade, the many political, social, and economic upheavals that have transpired in the region – spanning national uprisings challenging the existing order, deepened authoritarianism and the closure of civic space, economic collapse and the undermining of collective morale, and the onset of violent intractable conflict – have produced multiple waves of migration of those seeking safe harbor abroad.7 While the image of Syrian migrants partaking in dangerous journeys to reach European shores dominates the popular narrative, the reality of this exodus from the Arab region over the last decade is much more complex.8 Indeed, what has evolved in the post-2011 period are Arab diaspora communities that have different and more diverse sociopolitical profiles from earlier epochs, with different degrees of attachment, identification to, and engagement with their homeland – both among new arrivals but also, importantly, those who have long since been in diaspora or who are second or third generation abroad. These Arab diaspora communities have also seen increased dispersal in terms of the geographic locations of resettlement, including both the enlargement and heterogenization of existing host sites but also the emergence of new destinations. Alongside these transformations in the profiles and locations of these Arab diasporas has been the emergence of new forms of political remittances, involving the transfer of political ideas, norms, and practices in multidirectional flows that challenge the state-bounded concept of transnational politics.9 These new political remittances and forms of diaspora community organization and mobilization are in many cases actively seeking to make substantive changes to homeland politics and to respond to the cascading crises at home. Yet in other cases, they are instead efforts on the parts of diaspora members to navigate the liminal and uncertain status of being caught somewhere along the spectrum of “here” and/or “there.” This collection of studies, written by Oula Kadhum, Houda Mzioudet, and Maysaa Shuja Al-Deen, seeks to investigate more closely these transformations within Arab diasporas in the post-2011, and to shed light onto what is actually “new” about them. Through three in-depth case studies looking at Iraqi, Libyan, and Yemeni communities in different locations abroad, the studies presented here assess the transformations within these diasporas in terms of profiles of members and locations of exile and how conflict dynamics at home inform not only patterns of migration but also relationships within diaspora communities themselves. The studies also expose new forms and directional flows of political remittances that are taking place, and the various factors that mediate the act of remitting politically. This includes assessing how political identity is formed/transformed through the experience of exile and observation of conflict dynamics from quite different external vantage points, as well as the impact of multiple and overlaying political opportunity structures. Finally, the studies shed light on the impact of these political remittances and offer an assessment of the opportunities and constraints that these new Iraqi, Libyan, and Yemeni diasporas face in their own efforts to contribute to rebuilding, reconstructing, and reimagining their homelands.

Abstract:
Decarbonising the current energy system does not secure a sustainable future if challenges beyond carbon emission are ignored and the economic model which continues to exacerbate the challenges we face is not rectified. Genuine environmental reform requires an intersectional approach, one which does not just patch over problems but instigates reform. The socio-political and environmental crises we face are symptoms of the same problem and must be treated as such. In order to reach a sustainable future, policies should resolve current issues without creating or exacerbating existing challenges. If there is a reason for social movements to exist, it is to challenge dominant values as flexible and changeable and to offer alternative ways to live. Across the MENA region, there are growing calls - from experts and activists - for reform in the region to simultaneously deal with wider socio-political issues whilst decarbonizing energy systems. In the MENA region, states are preoccupied with developing renewable energy (RE) at large scale. Examples include Morocco’s Ouarzazate Noor Solar Plant and Dubai’s Mohammed bin Rashid Al Maktoum Solar Park. This is an extension of the existing energy model. Megaprojects are political as much as economic projects. They support exclusionary political regimes and enable states to strengthen existing socio-political systems, and thus further reduce the political autonomy of the individual. Energy megaprojects are projections of state centralization, as they require no input from the localities in which they are placed. They therefore actively reduce political freedom. An alternative model - the decentralised RE model - allows for ownership and operation of RE to remain in the communities where it operates. Solar and wind technology is scalable, whereas previous technology was not. This allows for the creation of an energy system that is not only sustainable but also democratically owned and designed, and socially just. A decentralised system, whereby individuals have a direct say in how their energy systems operate, is vital in ensuring energy justice is achieved alongside climate justice.

50. Questioning Participation in Ramlet Bulaq, Cairo

Since the 1990s and the onset of the liberalization of Egypt’s economy, Cairo has experienced a major process of privatization of urban spaces with State and private developers forcibly removing residents of informal neighborhoods, often referred to as `Ashwa’iyat, from central Cairo to replace them with new developments destined for the “elites”. One of the neighborhoods that illustrates these dynamics is Ramlet Bulaq, a central area located on the eastern side of the Nile. Historically the area consisted of highly industrial plots and small crafts spaces. Starting in 1996, the state and wealthy private developers began displacing local residents and new buildings, such as the Nile City Towers, emerged in their stead. Efforts to displace the local residents in Ramlet Bulaq met forms of resistance by the local community. These forms of resistance intensified after the 2011 revolution, when activists joined local residents in their efforts to oppose forced displacement and began proposing alternative development schemes. The struggle over the area magnified after 2012, when clashes occurred between the guards of the Nile City Towers and local residents. In this paper, I narrate the process of mobilizing against forced eviction in Ramlet Bulaq from 2012 to 2015. I, alongside many others, tried to follow a model of participatory community design in order to upgrade the neighborhood that was classified as informal settlement by the Informal Settlement Development Fund since 2010. Despite years of mobilization, most of the families of Ramlet Bulaq ultimately ended up selling their plots to the developers of Nile City Towers exhausted by years of struggle. They have since moved elsewhere. I reflect on some of the reasons of this failure to counter the developments taking place and reflect on some of the limitations of participatory approaches when power dynamics are stacked against local communities.
