1. Evolution of Multidimensional Energy Poverty Risk in Bolivia from 2005 to 2019

“Energy poverty” is a multidimensional concept that reflects the need to achieve a variety of wellbeing outcomes, which has been scarcely studied and used in public policy agendas. Considering that the literature on energy poverty is still incipient in Bolivia, this paper’s objective is to generate evidence about energy poverty evolution in the country, approximating measures of incidence (risk) and severity for the period 2005-2019. The methodological approach follows the one proposed by Alkire & Foster (2011), with five equally weighted dimensions (energy expenditure, lighting, cooking fuel and indoor pollution, food equipment, and education and communication) and using different cut-off options, at the urban and rural levels. Also, Multidimensional Energy Poverty results are compared with a Principal Component Analysis (PCA) based weight structure as a robustness exercise. Results show that the risk of being energy poor in Bolivia has decreased, but not structurally. Also, intensity has decreased in both urban and rural areas, but rural energy poor households continue to show at least 50% of deprivation in all dimensions evaluated.

2. Partnerships for Policy Transfer: How Brazil and China Engage in Triangular Cooperation with the United Nations

This paper offers a comparative analysis of Brazilian and Chinese partnerships with the United Nations (UN) as a mechanism and channel for policy transfer. In international policy travel flows, China and Brazil currently hold privileged places as hubs from which development-related policies travel and through which they circulate. Both countries have invested in systematising their development experience and transferring development policies within their regions and beyond – often through triangular cooperation, i.e. South–South cooperation supported by third actors such as UN entities. So far, however, this variegated engagement has remained under the radar of scholarly attention. To address this gap, we examine 35 policy transfer partnerships – 17 for Brazil and 18 for China – forged with different parts of the UN system over the last two decades. In order to offer a first systematic account of partnership trajectories, we provide an overview of partnership types (namely projects, programmes and policy centres) and transfer dimensions (including the policies themselves, transfer agents and governance arrangements). Our comparative mapping presents an evolving landscape: while Brazil was first in institutionalising robust policy transfer partnerships with numerous UN entities and then slowed down, China started more cautiously but has significantly expanded its collaboration with the UN system since 2015. The partnerships analysed cover a substantial range of sectors, with a particular focus – for both Brazil and China – on agricultural policies. While Brazilian partnerships with the UN primarily engage with linkages between agriculture and social protection, however, China–UN partnerships focus more on productivity and market linkages. As the first comprehensive mapping and comparative analysis of Brazilian and Chinese policy transfer partnerships with the UN, this paper contributes to a better understanding of (triangular) cooperation schemes between international organisations and their member states, as well as debates about how policies deemed as successful travel around the globe.

The position paper “Drug Policy in Colombia – The Road to a Just Regulation" presents the dynamics which have maintained Colombia hostage as the longest running, and most evident examples, of failed prohibitionist drug policies. The position paper explores the context leading to the 2016 Peace Agreement, as well as the shifts in political power that resulted in uneven and unsuccessful implementation efforts of the Agreement. It puts forward recommendations to support effective and humane drug policy reforms that enhance peace, health, security and development in Colombia.

4. Chinese Mining and Indigenous Resistance in Ecuador

Chinese mining companies were drawn to Ecuador by a strong interest in diversifying their sources of copper in Latin America. But Chinese mining operations in Ecuador, which could have contributed to Ecuadorian development, soon gained a negative reputation after these activities prompted a great deal of local pushback, especially from affected Indigenous communities. As a result, the major Chinese mining consortium that now controls Ecuador’s two main copper mines has taken adaptive steps to stabilize its mining investment and increase the security of its supply networks, steps that often have not produced the intended results. Working through two subsidiaries, the Chinese mining consortium has responded to this localized criticism with a blend of tactics that includes co-opting select local figures, colluding with national officials to sidestep environmental and sociocultural safeguards, and coercing inhabitants into relocating under the threat of force from accommodating Ecuadorian authorities. By turning Ecuadorian national elites against locals and using divide-and-conquer tactics among Indigenous communities, the Chinese-led mining projects have entrenched existing political cleavages, have undermined community cohesion, and ultimately have harmed Ecuador’s democratic fabric, especially the standing of civil society and Indigenous rights organizations. While Ecuador has welcomed Chinese capital and other sources of international investment, this infusion of financing has increased the risk of political abuses at the national and local levels. This paper explains the adaptive strategies employed by the Chinese consortium and its subsidiaries in charge of the Mirador and San Carlos Panantza mining sites, contrasting the differing results these tactics have produced in each case. Both projects are located in Ecuador’s so-called Copper Belt provinces of Morona Santiago and Zamora Chinchipe, which are part of a mountain range known as the Cordillera del Cóndor. They are embedded in an ecologically and culturally sensitive zone that includes territory of the Indigenous Shuar community in the Ecuadorian Amazon. In the case of Mirador, the Chinese mining consortium’s adaptive response helped its subsidiary overcome local resistance but only by crushing it. In the case of San Carlos Panantza, local resistance so far has not been overcome, so the Chinese consortium has remained unable to proceed with its project. Neither case, even the Mirador site where mining has moved forward, is a sign of success for future relationships between Chinese mining conglomerates and Ecuadorian communities. To understand why the Chinese consortium’s adaptive tactics were somewhat more successful in Mirador, it is important to focus on the differing composition of the inhabitants of the land where the two mines are located. Mirador sits on territory shared by Shuar and non-Shuar settler communities who have different bonds with the land. The non-Shuar settlers emphasize the productive and commercial value of the land over the spiritual and symbolic value that is key for many in the Shuar community. The Canadian-held and later Chinese-controlled companies active in Ecuador’s mining industry understood this difference between Mirador’s inhabitants and adapted accordingly: they managed to displace resistant residents despite widespread opposition through questionable and sometimes arguably illegal purchases of land. In San Carlos Panantza, a second subsidiary of the Chinese consortium chose to respond to local criticism with the same alleged practices of violence, occupation, and displacement used in Mirador. However, although the two projects are geographically near each other, the situation played out differently at the second would-be mine: ongoing opposition has prevented mining operations from beginning at all yet. Again, paying attention to the inhabitants of the land is instructive. San Carlos Panantza is in the heart of Shuar territory in Arutam, a region with few non-Indigenous settlers. The mining incursion by the Chinese-run subsidiary and the Ecuadorian security forces tasked with supporting it were seen as a threat to the area’s Shuar people, who have been strongly protesting and opposing the mining venture since late 2016. This state of affairs is likely to have far-reaching effects for Ecuador too. The apparent collusion between Ecuador’s national government and the Chinese consortium (and its subsidiaries) has crushed those who oppose mining, has upended the country’s policies on resource extraction, and has yielded documented violations of local communities’ human rights. These events have transpired because both the Chinese firms and the Ecuadorian state have tended to see local communities as an obstacle to the development of the country’s extractive industries. As a result, local social and environmental safeguards have been weakened, tenuous consultation processes have eroded, environmental licenses have been granted under dubious circumstances, and local communities have been forcibly displaced. This paper explores the implications of the adaptive tactics chosen by the Chinese mining subsidiaries that run the Mirador and San Carlos Panantza mines. It also addresses how Chinese companies have, in some cases, negotiated with local communities to begin mining exploitation, while also analyzing the ways the Chinese mining consortium has interacted with the Ecuadorian government and other players, such as the Canadian mining company it acquired and other peer companies that set up successful coalitions for mining development in Ecuador. Finally, the paper explores the effects the agreements between the Ecuadorian government and the Chinese consortium have had on local actors.

5. Toxic Conflict: Understanding Venezuela's Economic Collapse

Abstract:
This paper discusses the causes of Venezuela’s recent economic collapse, the largest in modern Latin American economic history and one of the largest in modern world history outside of wartime. I argue that Venezuela’s economic implosion is a combination of two crises. The first one reflects the standard unraveling of a populist macroeconomic cycle fed by overspending during a resource boom, while the second one reflects the severing of the country’s trade and financial links with the global economy. This severing is the consequence of the decision by political actors to adopt “scorched earth” strategies with large negative aggregate economic spillovers in their fight for power. I argue that the inability of Venezuela’s high-stakes, winner-take-all political system to deal with the large negative 2014–16 trade shock precipitated the change in political strategies and the descent into economically destructive political conflict.

In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

Sólo se puede llegar a Iquitos por vía aérea o fluvial, lo que la convierte en una de las mayores ciudades del mundo sin acceso por carretera. Desde la fundación del departamento, la economía de Loreto ha dependido de la explotación de recursos naturales, desde el boom del caucho a finales del siglo XIX y principios del XX hasta la extracción petrolera y explotación de recursos forestales que predomina en nuestros días. Este modelo ha traído consigo daños ambientales significativos y ha producido un patrón de crecimiento lento y volátil, que ha abierto una brecha cada vez más amplia entre la economía de la región y la del resto del país. Entre 1980 y 2018, Loreto creció a una tasa promedio compuesta anual cuatro veces menor a la del resto del Perú. Es decir, mientras el resto del Perú triplicó el tamaño de su economía, la de Loreto creció algo menos que un tercio. En la última década (2008-2018), la región también se ha venido distanciando de sus pares amazónicos en el país (Ucayali, San Martín y Madre de Dios), que han crecido a una tasa promedio anual cinco veces mayor. En este período, el ingreso promedio por habitante en Loreto ha pasado de ser tres cuartas partes del promedio nacional en 2008 a menos de la mitad para 2018. Además del rezago económico - o quizás como consecuencia de él -, Loreto también se ubica entre los departamentos con peores indicadores de desarrollo social, anemia y desnutrición infantil del Perú. En este contexto, el Laboratorio de Crecimiento de la Universidad de Harvard se asoció con la Fundación Gordon and Betty Moore para desarrollar una investigación que proporcionara insumos y recomendaciones de política para acelerar el desarrollo de la región y generar prosperidad de forma sostenible.

Strategic development planning has long been used by private and public sectors to guide actions that will lead to a determined goal in the medium- to long-term. The SDG framework has helped to create a common language of what development means, what the global objectives are by 2030, and how progress can be measured. With the world entering an era in which data is generated and used at an unprecedented scale, data and ICT systems should be used to better inform policy decision making and help evaluate progress to hold stakeholders accountable to their promises and performances. This report outlines how two mining projects in Chile are using planning and monitoring tools to advance development objectives beyond the mining-impacted areas. Several additional examples are showcased in the annex on how governments, companies, and civil society are using improved data accessibility and technological advances to help achieve and monitor their objectives.

Abstract:
In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

Abstract:
The concept of integral human development is central to the Catholic social tradition. Yet, it remains under-explored with regard to its integrating components and their implications. What does taking an integral human development perspective mean for social analysis and action? The paper seeks to answer this question on the basis of the four encyclicals in which the idea of integral human development is treated, and in combination with two other sources: 1) the literature on “human development” in the multidisciplinary social science field of international development studies and its conceptual foundations in Amartya Sen’s capability approach; and 2) the life of a faith community in a marginalized Latin American urban neighborhood. Based on a combination of these sources, the paper concludes by proposing an understanding of “integral human development” that it calls a spirituality-extended capability approach to the progress of peoples.

Abstract:
This article discusses two affidavits submitted to the Inter-American court system. The first is concerned with Suriname’s refusal to recognize indigenous land rights despite its international obligation to do so. The second addresses problems associated with indigenous land titles in Guyana. Comparing the two cases permits observations about ethnographic research conducted for expert witness reports, including the need to make affidavits legible to three different audiences, each with its own frame of reference: the legal system, communities seeking recognition of their rights, and anthropology (Paine 1996). I also consider the narrative choices in these affidavits, the political dilemmas of being an expert witness, and the compromises of short-term ethnography.

Abstract:
This study tests an unintended benefit of a conditional cash transfer program in Colombia: the ability to overcome coordination failures. Participants interact with fellow beneficiaries, which gives rise to a coordination device. Beneficiaries participate in a minimum effort coordination game. Those enrolled in the program for over a year are exerting the highest level of effort. The improvement in coordination is not due to potential confounds such as willingness to cooperate or connectivity. A structural choice model illustrates that when beliefs about other’s behavior are sufficiently high the Pareto- dominant equilibrium holds. The findings support nascent initiatives to influence beliefs through policy interventions.

15. Institutions vs. Social Interactions in Driving Economic Convergence: Evidence from Colombia

Abstract:
Are regions poor because they have bad institutions or are they poor because they are disconnected from the social channels through which technology diffuses? This paper tests institutional and technological theories of economic convergence by looking at income convergence across Colombian municipalities. We use formal employment and wage data to estimate growth of income per capita at the municipal level. In Colombia, municipalities are organized into 32 departamentos or states. We use cellphone metadata to cluster municipalities into 32 communication clusters, defined as a set of municipalities that are densely connected through phone calls. We show that these two forms of grouping municipalities are very different. We study the effect on municipal income growth of the characteristics of both the state and the communication cluster to which the municipality belongs. We find that belonging to a richer communication cluster accelerates convergence, while belonging to a richer state does not. This result is robust to controlling for state fixed effects when studying the impact of communication clusters and vice versa. The results point to the importance of social interactions rather than formal institutions in the growth process.

16. Development Banks and Regional Powers: An Analytical Framework

Abstract:
Why do regional powers such as Brazil, South Africa, or Russia undertake different collective strategies to supply public goods in their regions of influence? When do those states prefer to delegate competences to existent multilateral financial institutions, such as regional development banks (RDBs), and when do they prefer to make use of their own national financial instruments? Why do those states create new RDBs that challenge the existing ones? The article builds and tests a set of hypotheses based on the interplay between capabilities and legitimacy to help answer these questions using contemporary South America as a case study. Through a process tracing analysis carried out for the period 2000–15, the article explains the different strategies undertaken by two states, Brazil and Venezuela, to supply infrastructure in the region, ranging from the use of the Brazilian National Development Bank to the creation of a new Bank of the South. It is suggested that the low capabilities and legitimacy expectations of both states explain the rising importance of external actors in the supply of regional public goods that we are currently witnessing in South America.

Para el efecto se ha invitado al sociólogo Quintín Riquelme a reflexionar sobre las características de la AFC en el Paraguay, los desafíos actuales y futuros de esta forma de producción y los lineamientos de políticas públicas más adecuados para apoyar a este segmento importante de la población rural en nuestro país. A partir de la visión de un experto y conocedor del tema en Paraguay, tanto en sus aspectos sociales y económicos, como Quintín Riquelme, el CADEP se compromete a realizar más investigaciones que vayan ampliando y profundizando el tema y explorando propuestas adecuadas para el sostenimiento de la AFC.

El documento de trabajo que se presenta aquí , se inscribe dentro de la Serie de Profesionales Jóvenes del CADEP. Este trabajo ha sido el resultado de una instancia de capacitación en investigación del CADEP impartida a asistentes de investigación y profesionales jóvenes de la institución. La monografía consiste en evaluar los Objetivos del Milenio (ODM) sobre los resultados alcanzados por Paraguay en materia de universalización de la educación primaria. Este es uno de los 8 ODM fijados por las Naciones Unidas con metas a alcanzar para el 2015. El trabajo es, primeramente, una descripción cuantitativa de la inversión social realizada por el Estado paraguayo en aquellos programas de educación que han apuntado a alcanzar la meta mencionada. En segundo lugar, también se hace una descripción cuantitativa de los resultados alcanzados en cada uno de los indicadores establecidos para medir el nivel de cumplimiento de la universalización de la educación primaria en el país.

19. Social Capital: From the Gringo's Tale to the Colombian Reality

The current idea of “social capital” as driver of development and social change is not so much an illusion as a delusion. A justification for this emerges once power, class, conflict and context are explicitly brought to bear upon the social capital paradigm. This paper studies social capital in Colombia beginning with its initial definition proposed by Pierre Bourdieu in the early 1980s, with emphasis upon a contextualised reproduction and exercise of elite power. In this light, the real as opposed to the delusionary social capital can explain a great deal of the social and economic evolution of the country. For Colombia has been captured by the “social capital” of national elites, drug dealers and multinational firms, ably abetted by the US government. It has launched a campaign of systematic violence against its citizenry under the paper-thin ideology of development and the war against drugs and terrorism in order to accrue profits from evictions and land expropriation.

Abstract:
This paper describes the construction of the most detailed, openly accessible Social Accounting Matrix (SAM) for Bolivia to date. In addition to allowing for “standard” socio-economic analysis common for SAMs - like assessing the linkages between production, factor income distribution and households’ incomes and expenditures – the SAM presented in this paper makes detailed economic assessments at the subnational level, by gender and at detailed agricultural subsector levels, possible. Sections 1-4 present the methodology and data sources used, explain assumptions and criteria adopted for SAM disaggregation, and discuss key findings with a focus on distributional features. Section 5 presents results from a simple SAM multiplier model and section 6 concludes. It is the authors’ hope that this SAM database can make a contribution to evidence-based policy making that helps to further reduce poverty and food insecurity in Bolivia.

Abstract:
This paper uses disaggregated data from a broad cross-section of countries to empirically assess differences in energy consumption profiles across countries. We find empirical support for the energy ladder hypothesis, which contends that as an economy develops it transits away from a heavier reliance on traditional fuel sources towards an increase in the use of modern commercial energy sources. We also find empirical support for the hypothesis that structural transformation--the idea that as an economy matures, it transforms away from agriculture-based activity into industrial activity and, finally, fully matures into a service-oriented economy--is an important driver for the distribution of end-use energy consumption. However, even when these two hypotheses are taken into account, we continue to find evidence suggesting that the patterns of energy consumption in the BRIC economies are importantly different from those of other economies.

Abstract:
The purpose of the present paper is to demonstrate the usefulness of Green National Accounting by drawing out some interesting insights from the Integrated Environmental and Economic Accounts recently elaborated by the Institute for Advanced Development Studies for the case of Bolivia. The paper uses the Green National Accounts to show the importance of environmental inputs in 7 different productive sectors and compares the corresponding natural resource rents to the level of producer taxes in each sector. The paper also analyses the evolution of total productive capital, in order to judge whether Bolivia’s current development model can be considered sustainable. The paper finished with recommendations about interesting extensions that can be made to the Green National Accounts.

Abstract:
This paper analyses non-agricultural work supplied by rural households in Bolivia. It is shown that roughly 50% of all rural households complement their incomes through non-agricultural work, but that households in the lowlands are more likely to do so than households in the highlands. Since non-agricultural work pays several times better than agricultural work, access to this source of complementary income constitutes an important opportunity to escape rural poverty.

25. The Global Financial Crisis: Effects on Bolivia

Abstract:
The global financial crisis is expected to have a negative impact on the Bolivian economy. Effects will transmit into the economy through lower export prices and quantities, reduced amount of remittances and depressed foreign direct investment (FDI) flows. These shocks will bring about deficits in the current account and fiscal balances, foreign exchange reserves losses, sluggish economic growth and higher unemployment rates. The latest data available show that the economy is already experiencing the effects of the economic downturn, in the form of decreased exports revenues, sharp reductions in the rates of growth of foreign of exchange reserves and bank lending and a tendency towards a redollarisation of financial assets and liabilities. The Bolivian economy, however, is better prepared, at least in the short run, to cope with the negative effects of the crisis. The commodity export boom experienced between 2005 and 2008 has permitted the country to run sizable external and fiscal surpluses and accumulate foreign exchange reserves. The financial system has exhibited more prudent behaviour in recent years, by not expanding credit too much and increasing investments in highly liquid public bonds. Therefore, although banks are expected to be affected by the global financial crisis, they have high liquidity ratios and are not extremely exposed to risk. The capacity of the Bolivian economy to offset the negative effects of the global crisis will depend on several factors, such as the severity and duration of the crisis and, above all, the quality of the policies that policymakers will implement to cope with the crisis. The government faces several trade-offs in implementing policies in order to cope with the effects of the crisis. The central bank, for instance, is committed to maintaining a fixed exchange rate, in order to reduce inflationary pressures and to avoid a re-dollarisation of the financial system. However, a fixed exchange rate policy has already brought about an exchange rate appreciation, which is hurting competitiveness of tradable activities. Furthermore, the government has room to implement countercyclical fiscal policies, by resorting to the deposits accumulated in the central bank during the export boom years. During 2009, the government is planning to expand public investment and to increase direct transfers to the population. However, these policies are not likely to offset the negative effects that the crisis will have on growth and employment. More efforts should be made to improve the quality of public spending, in order to maximise its impact on economic growth, employment creation and poverty reduction.

26. Earnings Mobility in Times of Growth and Decline: Argentina from 1996 to 2003

In recent years, the economy of Argentina has experienced both rapid economic growth and severe economic decline. In this paper, we use a series of one -year long panels to study who gained the most in pesos when the economy grew and who lost the most in pesos when the economy contracted. To answer these questions, we test two hypotheses both unconditionally and conditionally. The 'divergence of earnings' hypothesis holds that in any given year, the highest earning individuals are those who experienced the largest earnings gains or the smallest earnings losses in pesos. The 'symmetry of gains and losses' hypothesis holds that those groups that gained the most in pesos when the economy grew are those that lost the most in pesos when the economy contracted. Both hypotheses are decisively rejected in the data.

27. Analysis of Poverty and Inequality in Bolivia, 1999-2005: A Microsimulation Approach

Abstract:
This paper studies the changes in inequality and poverty in the period 1999-2005 in Bolivia through the analysis of the changes in the labour market. A decomposition method based on micro-simulation techniques was applied. The decomposition works with an income generation model at the household level, which is a set of equations for the individual earnings and for the labour supply and occupational choices for each member of the household. We decomposed the observed change in inequality into four components: i) a shift in the income distribution related to a change in employment rates and the shares of wage and non-wage labour among the employed population (participation effect); ii) a shift related to changes in the remuneration of observed characteristics of the employed population (price effect); iii) a shift related to a change in the distribution of error terms of estimated earnings functions (error term effect); and iv) a residual change in inequality not captured by the first three simulated changes in the income distribution. According to our results the increase in inequality of 3 points of the Gini coefficient, was explained by approximately 1 point for the participation, price and error term effects and 2 points for the residual change. The increase in the unemployment rate, the shift in the participation of the non wage earners, the rise in wages and the more unequal distribution of unobserved productive talents deteriorated the income distribution in this period in Bolivia. Regarding the poverty incidence, the observed variation was a reduction by 3 points explained mainly by the residual change. The low magnitude of the simulated effects as determinants of the decline in poverty in those years can be explained by the rising participation of the non labour incomes in the total household income.

28. Microfinance’s Impact on Education, Poverty, and Empowerment: A Case Study from the Bolivian Altiplano

Abstract:
This study explores the impact of microcredits on the economic, educational, and empowerment levels of women from the Bolivian high plains who had acquired microcredits for over three years. Primary research was carried out with the help of a major NGO dedicated solely to microcredits. One hundred in-depth personal interviews were conducted by the author in La Paz and El Alto from February to May 2007. This region was chosen because of the wide extent to which microcredits have been implemented there since the 1980s. The author also created a control group of women who had never taken out a microcredit loan. The study employs the use of an established poverty scorecard to measure poverty levels over time. Using a comparative approach that allows a comparison between the independent control group and the loan group, the study found that while the ownership of goods increased in the loan group, the benefits of microcredits on family educational attainment levels and empowerment were questionable. It is important to note that the vast majority of microcredit research does not use this type of independent control group.

29. ECUADOR: OVERCOMING INSTABILITY?

Ecuador has been Latin America's most unstable democracy for a decade. Starting with the ousting of President Abdalá Bucaram by Congress and street protests in 1997, weak, temporary governments have been the rule. In 2000, Jamil Mahuad was toppled by a civilian-military coup, and in 2005, protests brought down Lucio Gutiérrez, who had helped oust Mahuad. The government of Rafael Correa of the Alianza País(AP) movement, who took office in January and enjoys record-high approval ratings, is applying "shock therapy" to overwhelm the discredited opposition and pave the way for a constituent assembly (CA) intended to produce "profound, radical and fast change". This triggered one of the sharpest clashes between branches of government since the return to democracy in 1979, including the Electoral Court's firing of 57 opposition members of Congress in March, accompanied by street violence. To restore stability to the troubled country, Correa will need to pay more attention to upholding the rule of law, ensuring a level CA playing field and building consensus for fundamental reforms.

30. Venezuela: Hugo Chá¡vez's Revolution

After eight years in power, President Hugo Chávez won an overwhelming re-election in December 2006. Flush with oil revenues, bolstered by high approval ratings and at the start of a six-year term, he expresses confidence about advancing what he calls his Bolivarian Revolution, named after Simón Bolívar, the country's independence hero, and installing his still only vaguely defined “Socialism of the 21st Century”. There are concerns in Venezuela and much of the hemisphere, however, that to do so the ex-colonel and one-time coup leader may be willing to sacrifice democratic principles. He is not yet a dictator and for the most part has not tried to act in a dictatorial manner, but the trend toward autocracy is strong. If he continues to build personal power at the expense of other institutions and militarise much of the government and political life, there will be serious risks for internal conflict, especially if the oil boom that cushions the economy falters.

This paper discusses the notions of demand, poverty, information needs, and information and communication technologies (ICTs) to offer a concept of digital poverty, which may be useful to estimate the digital poverty level in Latin America and the Caribbean. The paper is composed of two sections. The first section contains a conceptual discussion of digital poverty, its types and possible levels, and the underlying economic foundations. ICTs are defined based on their use and the conditions for such use. Digital poverty is therefore defined as a lack of ICTs and might be a feature of any population segment, whether or not economically poor. The second section of this paper is an empirical attempt to validate the classification, using data from a household survey (ENAHO) carried out in Peru. The limitations in measuring digital poverty at the household level instead of at the individual level are acknowledged. Lastly, the conclusions reached, possible implications for public policy, and the avenues open for further research are presented.

This article is a descriptive and analytical text. The investigation of which the article is a product is about the presidential re-election in Colombia. That research began as an analysis of eighteen editorials published by the most important newspaper in Colombia: El Tiempo. The method of analysis was ACD (Critical Analysis of speech) by Teun A. Van Dijk. The investigation concluded that El Tiempo changed radically its position about the immediately presidential re-election because the editorial did not support it at the begging but at the end it supports the re-election with own name: Alvaro Uribe Velez.

Analysts of Chilean politics assert that the Pinochet dictatorship created a new political cleavage characterized as “authoritarianism versus democracy.” It fostered the formation of two party coalitions that took positions for and against Pinochet's continuation as head of state in the plebiscite that he lost in October 1988. As a result, they argue, while the religious and class cleavages had powerfully shaped voter options and the party system in the pre-dictatorship past, these fissures have lost their salience in the current context.

34. The Role of the Natural Resource Curse in Preventing Development in Politically Unstable Countries: Case Studies of Angola and Bolivia

For about three decades now, development economics researchers have consistently claimed that third world resource-rich countries were not developing as well and/or as fast as they were expected to, given that their natural resources endowment was considered a great opportunity for development. The phenomenon of underperformances concerning primary commodity exporters relative to non resource-rich countries has been often referred to as to the “Natural Resource Curse”. The authors use an historical and political approach to the manifestations of the curse in the specific cases of Angola and Bolivia, both resource abundant countries, but suffering among the lowest development standards in their respective continents. In chapter one, the authors make a quick review of the literature explaining both causes and manifestations of the Resource Curse. The authors go beyond the classical Dutch Disease explanations and show how natural resources lead to behaviours of looting, rent-seeking and civil confrontations. In chapter two, the authors present the framework where they adjust the “African Anti-growth Policy Syndromes” described by Paul Collier to the specific case of the Natural Resource curse. In addition, they add some considerations of the negative effect of natural resource extraction by analysing externalities on environment, education and inequalities. Chapters three and four analyse the case studies of Angola and Bolivia respectively, emphasizing the role of historical context explaining policy behaviour and the critical impact of unexpected windfalls and sudden price collapses. The authors find that natural resources could sustain long lasting conflicts, but that conditions of fractionalization of society determine the possibility of conflict. A country divided in two rigid political factions is more prone to internal conflict, like in Angola, whether in countries where frontiers between blocks are blurried or the country is multi-polar, like in Bolivia, the risks of long-lasting civil war seem less important. Apart from conflict, the authors show that lack of institutions and inequality make of natural resources a source of political instability that has far more impact on economic performances than other factors.

Abstract:
Land and wealth are closely related in rural Brazil, a country characterized by high levels of inequality in terms of income or landholdings. After presenting a historical retrospective of land concentration and land reform in Brazil, this study evaluates the impact of the land reform programme undertaken in the 1990s on land ownership and land distribution. It is shown that the programme increased landownership among poor rural families and those with less educated household heads, reducing the fraction of the other families with landholding. Also, the land reform programme increased land inequality among landowners.

This paper provides a descriptive analysis of wealth ownership and wealth inequality in Latin American countries, using diverse published sources and primary data analysis for 16 nations. We produce estimates of the distribution of home ownership, land, and financial assets, and find very high wealth concentration in all these types of assets, with the partial exception home ownership. The relevance of informal assets and the historical patterns of wealth accumulation and concentration since colonial times are discussed. Mechanisms of intergenerational wealth transmission are analyzed for the Chilean case.

This paper seeks to explain the dynamics of Brazilian industrial catch-up in the last 60 years by discussing its background institutional conditions as well as its main macroeconomic features. After a brief introduction, the second section describes how after the institutional innovations introduced during the Vargas' and Kubitschek's administrations, a Brazilian version of the Developmental State was created, releasing the growth potential of the economy during the 1950s. The third section analyses the inflationary crisis and institutional inertia of the mid-1960s, and its solution through the introduction of a new of wave of institutional innovations and conflict management devices, which lead to the Brazilian growth miracle, until the debt crisis of early 1980s signaled its end. The fourth section analyses why the financial crisis, coupled with ineffective institutional changes and unsuccessful macroeconomic stabilization plans lead growth to a halt. It also includes an analysis of the pro-market reforms from the early 1990s onwards. The fifth section concludes the paper offering a brief sketch on how the analytical narrative fits the conceptual framework within which it was performed.

Chile, in the last 15 years, has shown remarkable results in terms of growth, poverty reduction and democratic governance. This pa per reviews the structural changes that were behind these positive outcomes, as well as the pending challenges for Chile's development. Also shows that Chile did better in terms of growth than social integration and that this is related to the weak representation and participation of a wide majority in the national debate and decision making process. It also draws conclusions valid for other Latin American countries' development.

After the Great Depression and throughout the rest of the twentieth century, Latin American countries basically approached economic development following two successive and quite opposed strategies. The first one was import substitution industrialization. The second was the so-called Washington Consensus approach. While the two views were founded on quite opposite premises, neither the import substitution industrialization nor the Washington Consensus managed to deliver sustained economic development to Latin American countries. Two domestic elements are crucial to understand this outcome. One is the failure of the state. The second is the inability to achieve mature integration into the world economy.

40. Living with Hugo: U.S. Policy Toward Hugo Chávez's Venezuela

The popularity of the new political and economic model being developed in Venezuela has been a consistent source of aggravation for the U.S. government. Since first winning the presidency in December 1998, Hugo Chávez has been able through repeated electoral victories and radical constitutional reform to dominate Venezuela's government and public institutions. Undaunted by stiff U.S. opposition, President Chávez has launched what he calls a Bolivarian revolution, named after Simón Bolívar, a nineteenth-century leader of Latin America's independence wars. Chávez has reasserted the role of the state in the Venezuelan economy and developed extensive social programs to advance an anti- U.S., anti-capitalist crusade. New or newly reinvigorated alliances with established U.S. adversaries have helped internationalize Chávez's aims. Most alarming to those concerned with the health of Venezuelan democracy, Chávez and his allies have concentrated political power in the hands of the executive, curtailed the independence of the judiciary, shown limited tolerance for domestic critics, and openly intervened in the electoral politics of neighboring states.

I explore whether recently formed indigenous political parties in Ecuador and Bolivia are fulfilling their promise to improve the quality of local government by establishing institutions that promote intercultural cooperation and the participation of individuals and civil society groups. To the extent that such improvements have occurred, I seek to identify the conditions under which they succeed. I argue that under certain conditions even "least-likely cases" for the establishment of radical democratic models can produce positive changes in relations among hostile ethnic groups, shift resources toward underserved populations, and create spaces for citizens and civil society groups to deliberate public spending priorities. Such models are most likely to work when indigenous parties and their social movement sponsors are able to (1) maintain internal unity and solidarity; (2) develop distinct, complementary roles; (3) attract charismatic, talented mayors who are willing and able to work across ethnic lines; (4) reelect successful mayors; and (5) attract resources and technical support from external donors.

This article identifies and proposes a framework to explain the responses of Latin America's Roman Catholic churches to a new strategic dilemma posed by religious and political pluralism. Because the church's goals of defending institutional interests, evangelizing, promoting public morality, and grounding public policy in Catholic social teaching cut across existing political cleavages, Church leaders must make strategic choices about which to emphasize in their messages to the faithful, investment of pastoral resources, and alliances. I develop a typology of Episcopal responses based on the cases of Argentina, Chile, Brazil, and Mexico, and explain strategic choices by the church's capacity to mobilize civil society, its degree of religious hegemony, and the ideological orientations of Catholics. Labor market frictions are even more pervasive in developing countries than in Western industrialized economies. In spite of this, stochastic models of frictional markets have rarely been applied to developing countries. In this paper, we estimate structural parameters of both a simple and an extended job separation model with the purpose of understanding constraints in the labor market in Bolivia. The results confirm the hypothesis that skilled labor is scarce in Bolivia, while unskilled labor is abundantly available. This implies that skilled employees shop around for alternative employment opportunities and quit their jobs when a better opportunity arises. The quit rate among skilled employees in the private sector is much higher than the quit rate among skilled employees in the public sector. The reverse is true for the lay-off rate, and together this suggests that the private sector has difficulties maintaining its skilled labor. The private sector might try to improve its capacity to retain skilled employees by increasing wages, but the wage sensitivity parameters estimated in this paper suggest that this is not going to work – skilled employees in the private sector do not seem to reduce their on-the-job search in response to higher wages.

Financial collapse usually triggers a flurry of market, academic, and policy innovation. The Latin American debt crisis of the 1980s produced the Brady Bonds and led to the rise of today's emerging markets. In the late 1990s, crises in Pakistan, Ecuador, and Ukraine helped teach the markets how to restructure international sovereign bonds. Crises in Mexico, Russia, Brazil, Turkey, and throughout East Asia raised doubts about the international system's ability to manage vast and rapid capital flows, and prompted a big-picture reassessment under the rubric “international financial architecture.” This included most famously the sovereign bankruptcy proposals discussed elsewhere in this volume.

Argentina has completed the largest and most complex sovereign bond restructuring in history. Before the debt exchange, it owed about $82 billion in principal and $20 billion in past due interest. Hundreds of thousands of creditors held 150 kinds of defaulted instruments issued in six currencies under the laws of eight jurisdictions. Creditors owed just over 76% of the total, or $62 billion, got $35 billion in new performing bonds. Other performing debt includes $40 billion in domestic and about $30 billion in multi-lateral obligations. Argentina left behind almost $25 billion in defaulted principal and interest.

The democracies of the Andean region—Colombia, Venezuela, Ecuador, Peru, and Bolivia—are at risk. The problems that characterize other developing regions—including political instability, economic stagnancy, widening inequality, and social divisions along class, color, ethnic, ideological, and urban-rural fault lines—are all present in the Andes. Most important is the region's physical insecurity, due in some countries to ongoing or resurgent violent conflict, and in every country to the lack of state control over significant territory and to porous borders that enable the easy movement of drugs, arms, and conflict. Equally sobering, expectations for strong democracy and economic prosperity in the Andes remain unrealized. Recognizing its interests in the Andes, the United States over the past two decades has spent billions of dollars and significant manpower to stem the flow of illegal drugs from the region northward; to assist local security forces in the fight against drugs, terror, and insurgency; and to promote free markets, human rights, and democratic consolidation. Yet the region remains on the brink of collapse, an outcome that would pose a serious threat to the U.S. goal of achieving democracy, prosperity, and security in the hemisphere.

This paper examines aspects of the replication of inequality across generations and attempts to assess the extent to which parental resources influence the life chances and living standards of adult children. We expect household wealth to be a critical matter, especially in a society in which there is a weak public safety net or in which the credit market is inefficient. In the former case, families need to self-insure--accumulate savings to smooth consumption expenditures over periods of income fluctuation, such as might result from illness or job loss. Abstract:
Poverty in Bolivia continues to be among the highest in Latin America despite decades of concerted national and international efforts to reduce it. Bolivia has meticulously followed the recommendations of the Washington consensus at the same time as external aid has been generous and foreign direct investment has boomed. Nevertheless, average productivity and incomes remain at the same low level as they were 50 years ago. This paper suggests that the failure of previous development policies is due to a lack of social mobility in the country. Without social mobility, there is little incentive for people to invest in human and physical capital, and without investment there cannot be productivity growth. In addition, the lack of social mobility implies an inefficient use of human capital, and it hinders the construction of efficient social mechanisms for redistribution and consumption smoothing over the life-cycle.

This paper investigates the impacts of regional integration processes on poverty in Bolivia. It first demonstrates that regional integration has stimulated a diversion of trade away from traditional US and EU markets towards countries of MERCOSUR and the Andean Community. At the same time, the composition of exports has changed from predominantly minerals towards slightly more elaborated goods, such as vegetable fats, food and beverages. The paper presents econometric analyses of the impact of imports, exports and FDI (by sector, and trade block) on individual labor incomes and household poverty status. The results show that higher exports generally tend to benefit the workers who work in the exporting sectors. However, this result only holds for export sectors that exploit some natural resource rents (mining, hydrocarbons, modern agriculture), and not for those which rely purely on low wages in order to be competitive (most manufacturing sectors). Imports typically have a negative effect on worker salaries, except the imports of capital goods, which do not compete with local production. This implies that the change towards more regional trade of goods with a smaller natural resource rent component is unlikely to contribute to a reduction in poverty. For exports and FDI to be helpful for reducing poverty, they would have to focus on sectors, which are labor intensive and at the same time exploit some natural resource rents. Sectors that might fulfill these criteria are modern agriculture and tourism.

Based on a statistical procedure that combines household survey data with population census data, this paper presents estimates of inequality for three developing countries at a level of disaggregation far below that allowed by household surveys alone. We show that while the share of within-community inequality in overall inequality is high, this does not necessarily imply that all communities in a given country are as unequal as the country as a whole. In fact, in all three countries there is considerable variation in inequality across communities. We also show that economic inequality is strongly correlated with geography, even after controlling for basic demographic and economic conditions.

The enclosed survey was conducted in order to map all regional and sub regional networks working in the field of Security Sector Reform (SSR) in Africa, Asia, Europe and Latin America and the Caribbean. The objective of mapping SSR networks in these regions is multi-fold. Firstly it is imperative that at a time when security has taken a truly global dimension and span, academics and practitioners alike are aware of the state of SSR in different regions. Certain similarities and patterns emerge during the analysis that offer lessons and directions for actors wishing to become involved in SSR in a particular region, or searching for guidance in applying best practices and lessons learned to particular situations. Secondly, exchange of experience and ideas is especially important in supporting South-South dialogue, but the value of cooperation cannot be overemphasized given the often-unclear context in which SSR activities take place. The mapping exercise serves as an entry-point for practitioners to identify existing networks and their areas of expertise. Opportunities for collaboration are made possible by identifying other organisations that are pursuing similar goals. Additionally, the map of SSR networks serves to identify possible gaps in scope of activity and highlights entry points for other organisations and networks to further the objectives of security sector management and reform. Lastly, this exercise will serve as a vehicle for the GFN-SSR to develop ways to strengthen its activities. One way in which the GFN-SSR is already adding value is through the development of its website, which, inter alia, offers a newsletter in four languages, i.e., English, French, Spanish and Portuguese. An activity to reinforce the access to information for those in areas of poor connectivity is already being developed through the conception of a CD-ROM containing all the existing website information for distribution on a timely basis to interested organisations.

The goal of this study is to analyze the impact of judicial inefficiency on small businesses in Peru. It is based on the hypothesis that chronic problems in the region's judicial systems have negative consequences on the development of micro, small and medium - sized businesses. This study focuses on analysing the linkages between output growth, employment and poverty, at both the macro and micro levels. At the macro level, the linkage between poverty and output growth is conceptualised in terms of the average productivity of the employed work force, which in turn gets reflected in low levels of real wages and low levels of earnings in self-employment. At the micro level of a household, the same linkage between poverty and employment operates through the type and productivity of economic activities in which the earning members of a household are engaged, the low level of human capital of the members of the workforce, the dependency burden that limits participation in the workforce, and the availability of remunerative employment.

During the Asian crisis, intermediate exchange rate regimes vanished. It has been argued that those regimes were no longer useful and only the extremes remained valid. The paper analyses three foreign exchange regimes: Argentina (pegged), Chile (band) and Mexico (float). The Argentinean currency board delivered low financial volatility while it was credible, but even then it displayed high real volatility. Mexican float performed well in periods of instability isolating the real sector. The Chilean band delivered a mixed outcome as compared to Argentina and Mexico. This is linked apparently to a loss in the band's credibility, associated to policy mismanagement and an over-appreciation in the biennium before the crisis. Optimal exchange rate regimes vary across time and the conjuncture. Exit strategies are part of the election of the optimal system, including a flexible policy package rather than a single rigid policy tool.

The purpose of this study is to consider the role played by the community of public health experts in the contemporary health sector reform process. It discusses the issue based on the case of Brazil and Mexico, because, as specialists, public health researchers in both countries have directed their participation to influencing the conflict over the reorientation of health policy in their respective countries. One of their approaches has consisted in developing a new cognitive framework that underpins technical health sector reform projects understood as policy proposals with technical content. Our purpose is to show that these experts manage to influence the national debate over health sector reform when the technical and scientific discussion leaves the academic sphere and goes to the realm of social and political debate. In our opinion, this occurs because this technical and scientific knowledge has been held out, independently of its intrinsic value, as a political and ideological alternative platform for sustaining a health sector reform proposal which, once transformed into a policy project, has served to aggregate certain political and social forces and not others. The study sets out each case separately, in each showing first the emergence of a new body of thinking in the field of public health (Collective Health in Brazil and New Public Health in Mexico). It then demonstrates how these groups of experts have articulated and interacted with specific political and social forces within their respective societies, and analyses how they have become a political stream within health institutions in the struggle to control the sector's future.

Venezuela under President Hugo Chávez undertook a bold experiment to revamp its political system and address economic inequities and poverty. The country held seven votes in two years as voters chose Hugo Chávez to lead them in December 1998 and then supported his radical reform program, beginning with a new constitution. A Constitutional Assembly was elected in July 1999 to draft a new constitution, which voters approved in December 1999. Every elected position in the country was then presented to the voters again in a two-stage election in July and December 2000. While we do not believe that the election irregularities would have changed the 2000 presidential results, the significant politicization of the elections and organizational deficiencies contributed to a lack of confidence in the process and the nonpresidential results, thus leading us to characterize the July 2000 elections as flawed.

The Institute for the Study of Diplomacy hosted the spring session of the Schlesinger Working Group on the topic of strategic surprise in Colombia. After a presentation on four potential scenarios that may face Colombia (see next page), Schlesinger Working Group core members and Colombia specialists examined the key factors driving events in this conflict-scarred country, as well as possible outcomes for current political initiatives. Among other issues, the participants touched on the range and dynamics of the present conflict, its effects on Colombian institutions, the country's neighbors, as well as on the role of powerful outside players, primarily the United States. Upon defining these key factors, participants identified a broad outline for future policy towards Colombia, which would safeguard key U.S. interests, defined as an end to the conflict, political and economic stability in the region, and the suppression of the drug trade. Well before the introduction of adjustment-related Social Funds (SFs), many developing countries had developed a variety of safety nets comprising food subsidies, nutrition interventions, employment-based schemes and targeted transfers. Middle-income and a few low-income countries had also achieved extensive coverage in the field of social insurance. In countries committed to fighting poverty, these programmes absorbed considerable resources (2-5 per cent of GDP, excluding social insurance) and had a large impact on job creation, income support and nutrition: for instance, in 1983, Chile's public works programme absorbed 13 per cent of the labour force. Their ability to expand quickly depended on a permanent structure of experienced staff, good portfolios of projects, clear management rules, adequate allocation of domestic resources, supply-driven execution and, with the exception of food subsidies, fairly good targeting.

The development literature considers associations an important economic development tool that allows producers to pursue their economic welfare collectively and through participatory means. This paper comparatively analyses the experience of three associations of agricultural producers in the underdeveloped regions of Brazil and Italy that were successful in this economic development task. Their experience, however, challenges a commonly held view about the participatory nature of associations.

The Carter Center's Americas Program and its Council of Presidents and Prime Ministers of the Americas have initiated a multiyear project to work with governments and civil society to develop monitoring mechanisms to help combat corruption in government transactions and serve as a model for the rest of the world. Greater "transparency" in government-business interactions can improve investor confidence, spur economic growth, provide better public services to the population, and increase public confidence in democratic institutions. At a high-level conference May 4-5, 1999, leaders from across the hemisphere came to The Carter Center to evaluate specific anti-corruption efforts and seek commitments from other governments to implement similar strategies in their own countries. In preparation for that conference, The Carter Center partnered with three countries—Ecuador, Jamaica, and Costa Rica—to develop and assess specific anti-corruption tools.

Abstract:
The crystallization of the so-called “Washington Consensus” in the late 1980s sparked intense debates regarding the likely social impact of macroeconomic stabilization and structural adjustment. Academic critics and political opponents argued that Washingtonian reforms, and neoclassical economics more broadly, lacked a coherent theory of growth, and were bound to result in long-term negative trends in popular welfare and social inequality. Advocates of neoliberal restructuring, in contrast, while recognizing that market-oriented reforms could lead initially to a decline in output and standards of living, were confident that these reforms eventually would lead to sustainable growth and, as a consequence, greater equality and enhanced social welfare. A decade later we revisit this debate to evaluate recent trends in economic growth, poverty and inequality, and to assess accompanying shifts in the theoretical, policy, and political terrains.

Abstract:
Just as the 1980s now stand out as the decade of the debt crisis in Latin America, the 1990s have become the free trade decade. After a number of failed attempts at trade liberalization during the 1970s, many states in the region now have made dramatic progress in their efforts to reduce tariffs and eliminate quantitative restrictions (QRs) (see Table 1). The strongest evidence of this new openness is reflected in Mexico's 1994 entry into the North American Free Trade Agreement (NAFTA) with the United States and Canada, the stated intention at the 1994 Summit of the Americas in Miami to develop a plan for the full expansion of hemispheric free trade, and the ongoing consolidation of such subregional trade pacts as South America's Southern Cone Common Market (MER - COSUR), including Argentina, Brazil, Paraguay, and Uruguay.

The Kellogg Institute hosted an academic workshop on “Poverty in Latin America: Issues and New Responses,” from 30 September to 1 October 1995. This was the third annual workshop in the series “Project Latin America 2000,” supported by The Coca-Cola Company. The workshop gathered scholars, policymakers, business and labor leaders, grassroots practitioners, and journalists from throughout the Americas to examine current trends in poverty, inequality, and employment emerging in the aftermath of structural adjustment, and to share policy experiences aimed at improving employment opportunities, organizational capabilities, and living conditions of the urban and rural poor. Vilmar Faria (Special Advisor to the President, Brazil) and Víctor Tokman (Assistant Director General and Regional Director for the Americas, International Labor Organization, Peru) organized these events. This report summarizes the academic workshop, including abstracts of each of the papers presented, the discussants’ remarks, the issues debated, and the organizers’ conclusions.

73. The Ecuadorean participation in the Andean pact: Macroeconomic and Sectoral Impact

Protection of Ecuadorean industry, even after the tariff reform of 1990, has continued to be important for the nonbasic needs industries, which have a very low level participation in the Andean group (GRAN), but little protection has been provided for the basic needs industries, which have extensive participation in the Andean group. In light of these facts, this paper uses a macro neostructuralist model to evaluate whether the opening of the Ecuadorean economy to the Andean group will generate development of the basic needs consumer sector, at least in the initial stage, with positive effects on growth, income distribution, and external adjustment of the Ecuadorean economy. However, it is important to recognize that Ecuador may need special trade conditions with respect to the rest of the Andean countries or else go through a significant technological change (substitution of imported inputs for domestic inputs) and/or institutional change to ensure the success of this process.
