1. Follow the money: connecting anti-money laundering systems to disrupt environmental crime in the Amazon

Environmental crime became the world’s third most lucrative illicit economy after drug trafficking and smuggling, with estimates of $110 to $281 billion in annual profits. Between 2006 and 2016, environmental crimes grew at a rate of 5% to 7% per year, a pace two or three times faster than that of global GDP growth. Money laundering is part of the criminal machinery that plunders the Amazon Rainforest. The study “Follow the Money: connecting anti-money laundering systems to disrupt environmental crime in the amazon” reveals the need for systems, agencies, and institutions responsible for preventing money laundering to turn their attention to the connections between this illicit practice and environmental crimes. The Igarapé study shows that the money laundering cycle follows three stages before the laundered funds can enter the financial system: placement, layering, and integration. However, not all proceeds from criminal activity are directly laundered into the formal financial system. Thus, informal diversification constitutes the process of moving illegal flows into the informal economy. It is estimated that 30% of the money to be laundered is used to pay the operating expenses of illicit economies. Cash transactions, divided into small amounts and deposited by “money mules,” are used to finance the hiring of precarious labor, accommodations, food, security, transportation, health services, leisure, and machinery, for example. The remaining 70% of illicit proceeds are formally inserted into the financial system. The study also recalls that the World Bank estimated in 2019 that governments lose between 6 and 9 billion dollars in tax revenue each year due to illegal logging. Similarly, other environmental crimes such as illegal mining, especially of gold and diamonds, generate between 12 and 48 billion dollars in revenue. In 2018, Interpol’s Global Illicit Flows Atlas found that illegal logging accounted for a percentage between 15% and 30% of the global timber trade, calculated between 51 billion and 152 billion dollars per year. The illegal logging industry is responsible for up to 90% of deforestation of tropical forests in African countries such as the Democratic Republic of Congo. Combating illicit financial flows is a powerful tool for dismantling illegal economies. It becomes even more relevant when it is identified that illicit financial flows fuel an ecosystem of environmental crime composed of a convergence of environmental and non-environmental crimes, such as corruption, fraud, tax evasion, and others.

It puts forward recommendations to support effective and humane drug policy reforms that enhance peace, health, security and development in Colombia.

This DIIS Working Paper elaborates how local consent to a huge industrial mining complex, including a port and a 150 km railway built in the 1980’s on indigenous arid lands, were created. Showing how both ‘hard’ and ‘soft’ security technologies were effective in preparing the complex, constructing the necessary infrastructure and securing the operation, the paper at the same time illustrates how corporate security practices have changed over time in the northern part of Colombia. The paper is based on extended ethnographic fieldwork in La Guajira, Colombia, carried out through 2018 and 2019 as well as historical written documents.

In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

The idea that men and women approach conflict resolution differently forms the back- bone of the international agenda on Women, Peace, and Security (WPS) and is supported by a growing body of scholarship in international relations. However, the role of women who represent insurgent groups in peace talks remains understudied, given the relatively rare appearance of such women in peace processes. The present study examines how men and women from the negotiating team of the Revolutionary Armed Forced of Colombia (FARC) engaged in public-facing discourse on Twitter leading up to a referendum on the peace accords in 2016. Using a mixed-methods ap- proach that includes computational analysis and a close reading of social media posts, I demonstrate that women in the FARC’s negotiating team were more successful social media users than their male counterparts and that they offered a distinct contribution to the discourse on peace, centring the relevance of gender and promoting issue linkages like the need to address LGBTI rights.

Abstract:
How do mothers deal with chronic violence and the constant presence of guns in their neighborhoods? How do they relate to the armed actors who inhabit their neighborhoods? How do they build situated meaning and discursive practices out of their experiences and relationships with armed actors? We compare the experience of women in two poor and working-class neighborhoods in Caracas. La Caracola, with a long history of civic organizations and drug trafficking, suffers regular, extortionate actions by the police. La Piedad has been ravaged by militarized police operations, which have produced a "warfare mode" among the members of organized criminal groups. Through this comparative ethnographic project we aim to show how, in the midst of state-sponsored depredation and with an overwhelming presence of guns in their lives, women use their traditional cultural roles as mothers to perform everyday forms of resistance vis-à-vis the different armed actors that impose their presence in the barrios. We focus on how women make and communicate meanings; engage in social networks with other women; and employ different discursive strategies as they deal with the armed actors. We foreground women’s experiences in two barrios, asking what material and historical conditions make these different experiences possible. In the mothers’ daily struggles, dramatic discursive actions—from more openly oppositional, such as shouting, scolding, and talking, to more hidden ones, such as, both “circulating gossip” and “captive gossip” to more helpless ones, such as whispering—are their main resources in the micropolitics of their neighborhoods.

Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. It also examines which contextual factors may influence which strategies the security forces are more likely to pursue.

Terrorism historically has been closely linked to the existence of an internal armed conflict and to the evolution of the “method of action” (método de acción) carried out by its main and secondary actors (guerrilla fighters, drug traffickers, militiamen). Abstract:
In order to make peace processes more inclusive, increased participation by women and other excluded groups has been emphasised for decades, as well as the need to adopt a gender perspective within peace processes. However, the discussion has tended to focus on counting women and treating women’s participation as synonymous with a gender perspective. Defining what a gender perspective is and how it could be applied throughout a peace process has remained largely unexplored. This paper seeks to address these lacunae by drawing on current frameworks, proposing a definition of a gender perspective in peace processes and introducing a way of operationalizing this definition. The suggested indicators are used to assess two recent peace processes: the Colombian peace process and the Mindanao peace process in the Philippines. This assessment provides a practical application of the conceptual framework and raises new questions about how the concept can be further measured and assessed.

11. Who Protects Whom? Politicians, Police and the Regulation of Drug Trafficking in Argentina

In many developing countries with weak formal institutions, sectors within the state protect organized criminal activities, allowing illicit markets to thrive. This article posits that how state actors regulate drug trafficking affects the levels of violence associated with such criminal activity. I argue that political competition influences coordination within the police and leads to different types of regulatory regimes. On the one hand, coordinated forces implement protection rackets that contain violence. On the other, uncoordinated police carry out particularistic negotiations with drug traffickers that exacerbate criminal violence. I illustrate this argument with a subnational comparison of two Argentine provinces, Buenos Aires and Santa Fe, during a period in which both witnessed a surge in drug trafficking but only one (Santa Fe) suffered a dramatic increase in criminal violence. These cases show how corrupt states can obtain relative order in highly fragmented drug markets, and how the police shape the evolution of drug dealing in metropolitan areas.

The human rights crisis in Mexico and particularly the one with migrants in transit through Mexico is not coincidental. The increased securitization of migration has transformed it into a security issue, causing it to be a threat to the national security. The mechanisms and strategies to fight against this crisis has led to terrible consequences to the thousand of migrants that pass through Mexico every year. As stated by David Harvey, the conceptualization of the irregular migration as a threat to the Nation-States has occurred as a consequence of the “global unequal capitalist integration”. This is a structural process that promotes global inequality in a parallel way, creating the undocumented as the others unwanted (Álvarez and Guillot, 2012:24). We then have migration as a phenomenon characterized by the economic globalization and the predominance of the logic of social exclusion, that it reveals itself as a feature for nations and families in their need to seek, among other things, improved living conditions in places that are different from their place of origin

As Colombian President Juan Manuel Santos visits the United States this week, Colombia stands on the brink of a historic peace agreement that, if successfully reached and implemented, will bring an end to the longest-running internal armed conflict in the Western hemisphere. This reality is a far cry from where the country stood just 15 years ago, when it was on the edge of total state collapse. Although Colombia’s ability to overcome what many believed was a hopeless situation rests squarely upon the sacrifice of blood and treasure made by the Colombian people and its public forces, this promising new chapter in Colombia’s history also stems in part from the most successful, bipartisan U.S. foreign policy effort undertaken to date in the 21st century—Plan Colombia. As the United States encounters growing instability in other regions of the world, it is instructive to look back at the U.S. role in fostering the most successful counterinsurgency effort in recent history to understand what worked and what remains unfinished. President Santos’ visit also provides an important opportunity to look forward to how the United States and Colombia can solidify Colombia’s remarkable gains while becoming true strategic partners.

Abstract:
This report summarises the analysis from a consultation of specialists on Latin America and the Caribbean applying the concept of sustainable security at a regional level. Hosted by Oxford Research Group (ORG) and the Norwegian Peacebuilding Centre (Noref), the recommendations include: Addressing political fragmentation in order to provide the capacity to respond effectively to the security challenges of climate change, militarisation and increasingly marginalised populations. A number of regional powers - particularly Brazil - are well placed to provide leadership but it would require a national consensus on a regional leadership role at a time when Brazil's focus is on developing a stronger global role; Initiatives such as the South American Defence Council should be given top priority in foreign and defence policies and their institutionalisation should be adequately funded and supported by all member states; New policy options are needed in the short-medium term to combat increasing environmental stresses and resource depletion; States across the region need to regain public confidence in relation to their ability to meet the security needs of their populations without resorting to military force. This will need to include steps to de-militarise the police, intelligence agencies and policies to limit the general remit as well as specific missions of the armed forces; Over the next 5-10 years, a radical shift towards sustainable approaches to security will be hugely important. If there is no change in thinking, security policies will continue to be based on the assumption that an elite minority can maintain its position, environmental problems can be marginalised, and the lid can be kept on dissent and insecurity.

The more than 155,000 victims of Colombia's conflict registered to date with the attorney general's Justice and Peace Unit (JPU) – mostly those who suffered from the paramilitaries – are mainly onlookers to, not actors in, a lagging transitional justice process. Over three years after passage, implementation of the Justice and Peace Law (JPL) is stymied by the relative disinterest in promoting victims' rights of the Uribe government and much of political and civil society. The problems are exacerbated by serious operational and financial bottlenecks in the judicial process and assistance and reparations to victims, as well as the persistence of armed conflict with the Revolutionary Armed Forces of Colombia (FARC) insurgents and the emergence of new illegal armed groups (NIAGs) and paramilitary successors.

In Latin America and the Caribbean, the end of the Cold War coincided with transitions to democracy in Brazil and the Southern Cone, and the peaceful resolution of armed conflict in Central America. These developments, along with the intensification of globalization processes worldwide, inaugurated a hopeful era of “democratic peace” or “no war” suggesting a decreasing importance for traditional security matters. Although a series of bilateral border disputes continue to simmer in the region, the most intransient ones have been resolved. Indeed, since the 1995 war between Peru and Ecuador, interstate conflict has been all but erased, and military competition has been reduced dramatically. With the exception of Colombia's entrenched civil war and Haiti's faltering state, internal conflicts characterized by significant episodes of political violence have also become a distant memory.

Bolivia is moving dangerously toward renewed confrontation and violence as the government of President Evo Morales and his Movement toward Socialism (MAS) party seek to embed sweeping state reforms in a new constitution. Their proposals are being sharply criticised in the Constituent Assembly (CA) by opposition leaders representing the eastern lowlands and the urban middle classes, and the dispute is widening the breach in an already polarised country. The CA's life has been extended to 14 December 2007 but time is not on delegates' side. In the next four months, Bolivia's political leaders need to engage in a wide-ranging dialogue to reach national consensus on fundamental issues.

This working paper analyzes recent peacemaking efforts between the Colombian government and two of the remaining armed guerrilla groups—the Colombian Revolutionary Armed Forces- Popular Army (FARC-EP) and the National Liberation Army (ELN). It evaluates the demobilization process with the paramilitary umbrella organization known as the United Self- Defense Forces of Colombia (AUC), and current efforts to implement the Justice and Peace law that regulates the paramilitary process. The paper analyzes the roles of third-party actors— primarily the church, civil society more broadly, and the international community—in peace initiatives. In Colombia, these roles include pressuring for peace, setting the stage for peace accords, establishing spaces for dialogue and democratic discussion, creating the mechanisms for conflict resolution necessary for a sustainable peace, facilitating or mediating peace processes themselves, and implementing and monitoring peace agreements.

This paper analyzes the conditions in which the governments of Argentina and Brazil founded security institutions in the early 1990s, while they were democratizing. Civilian leaders in both countries established institutions and sought international participation deliberately to achieve civilian control and gain leverage over the military establishment, whom they sorely distrusted. The need to stabilize civil-military relations at home was therefore the prime motivating force behind the emergence of security institutions in the Southern Cone. Three mechanisms were at work: omnibalancing, policy handling, and managing uncertainty. These mechanisms are derived from three different schools of thought: realism, organizational-bureaucratic models, and theories of domestic political institutions. Besides explaining the sources of nuclear bilateral cooperation, this argument also serves as a critique of two prominent theories in international relations that attempt to explain cooperation and peaceful relations among democracies: neoliberal institutionalism and democratic peace theory.

The enclosed survey was conducted in order to map all regional and sub regional networks working in the field of Security Sector Reform (SSR) in Africa, Asia, Europe and Latin America and the Caribbean. The objective of mapping SSR networks in these regions is multi-fold. Firstly it is imperative that at a time when security has taken a truly global dimension and span, academics and practitioners alike are aware of the state of SSR in different regions. Certain similarities and patterns emerge during the analysis that offer lessons and directions for actors wishing to become involved in SSR in a particular region, or searching for guidance in applying best practices and lessons learned to particular situations. Secondly, exchange of experience and ideas is especially important in supporting South-South dialogue, but the value of cooperation cannot be overemphasized given the often-unclear context in which SSR activities take place. The mapping exercise serves as an entry-point for practitioners to identify existing networks and their areas of expertise. Opportunities for collaboration are made possible by identifying other organisations that are pursuing similar goals. Additionally, the map of SSR networks serves to identify possible gaps in scope of activity and highlights entry points for other organisations and networks to further the objectives of security sector management and reform. Lastly, this exercise will serve as a vehicle for the GFN-SSR to develop ways to strengthen its activities. One way in which the GFN-SSR is already adding value is through the development of its website, which, inter alia, offers a newsletter in four languages, i.e., English, French, Spanish and Portuguese. An activity to reinforce the access to information for those in areas of poor connectivity is already being developed through the conception of a CD-ROM containing all the existing website information for distribution on a timely basis to interested organisations.

More than any of his predecessors, President Alvaro Uribe has made combating the insurgents the overriding priority and defining objective of the Colombian government. Through modest achievements on the ground a sense of public security has begun to be re-established. However, Uribe's "Democratic Security Policy" (DSP), the long-term strategy promised to lend coherence to the security effort, has been stalled for nearly a year by political infighting and fundamental arguments over how best to bring the 40-year conflict to a close. Without some serious modifications, it is doubtful that it will achieve its goal.

This ICG report argues that it is paramount that much more decisive action be taken immediately to confront Colombia's humanitarian crisis. Massive human hardship and suffering has become a constant feature of life as the armed conflict has expanded and intensified. The government's humanitarian policy has encountered many difficulties, largely because of the magnitude of the crisis, the lack of state capacity, the reluctance to divert fiscal resources from military to social programs, and the wide gap between policy planning and reality.The launching of the Inter-agency Humanitarian Action Plan (HAP) by the UN in 2002 reflects a growing international awareness that more coordinated and effective action is urgently needed. But even more needs to be done, including achieving better coordination between the government and humanitarian organisations and increasing current levels of international humanitarian aid.

While the Colombian armed conflict has deep roots in history, increasingly it is fuelled by the inflow of weapons, explosives and chemical precursors and financed by an outflow of drugs. The tentacles of instability criss-cross the 9000 kilometres of land and water that separate Colombia from and link it to its five neighbours, Ecuador, Peru, Brazil, Venezuela and Panama. Those borders are largely uncontrolled, and the Colombian government has stepped up its demands for fuller regional cooperation. The neighbours are greatly reluctant, partly because of internal crises and partly because of their view of the conflict. Yet, Colombia needs more help from them to make progress in ending that conflict, while peace in Colombia would give them a better chance to solve their own serious domestic problems.

Despite heightened apprehension among the electorate and the government about violent interference by the guerrilla and paramilitary organisations, the polls took place in an atmosphere of relative calm and good order. This paper explores one of the lesser-researched aspects of Latin American military politics, namely, relations among the three military services - army, navy and air force. This is done through a study of the Argentine Navy and its relations with the Army and Air Force of that country. The analysis proceeds in three stages. First, the article classifies issue-areas on the basis of four variables: resource and/or prestige implications, symbolic and/or functional importance, zero-sum contestation, and iterative contestations. Second, the article suggests a four-fold typology of inter-service contestation - coexistence, consensus, competition, and conflict - that is closely linked to the nature of the issue-area. Finally, the validity of the typology is tested through the study of four cases: naval management of the National Atomic Energy Commission (CNEA); naval domination of national policy on Patagonia, Tierra del Fuego, the South Atlantic and Beagle Channel islands and Antarctica; the annual inter-service competition over the military budget; and the long-standing rivalry between the Nave and Air Force over military aviation. The four cases studied demonstrate that the taxonomy proposed in this article more than adequately classifies and explains the patterns of inter-service contestation in Argentina, thereby raising questions about its applicability to other military-dominated polities.
