The Communist dominated Duma sent a stern message to President Yelstin on September 7th by rejecting his nominee, Viktor Chernomyrdin, for the second time. The vote was 273 against and 138 for (with one abstention). While Chernomyrdin's showing improved substantially from the Duma's first ballot, he still fell far short of the 226 votes needed for Duma approval. Furthermore, his gains came largely from Zhirinovsky's nationalist faction, which has a crass history of trading votes to “the highest bidder.” Yelstin's opposition, on the other hand, benefited from the support of independent deputies comprising a group called “Regions of Russia”: their approval of Chernomyrdin dropped from 86% to 50% in the second round.

At approximately 12.30 p.m. EST today, the Duma rejected Chernomyrdin's nomination as Prime Minister by an open ballot vote of 251-94 (with 105 abstaining). 226 votes are needed to confirm him. Chernomyrdin's own Our Home Is Russia party provided most of his support (64 votes). Zhirinovsky's party, the Liberal Democrats, abstained (49 votes). Analysts underscored the weakness of support for Chernomyrdin by noting that, in the first round of voting on the nomination of Prime Minister Kiriyenko five months ago, Kiriyenko polled 143 votes in favor. This was in secret balloting, however, which to some extent invalidates the comparison.

The latest private reports from Moscow indicate that the Duma is very likely to reject Viktor Chernomyrdin's candidacy for Prime minister next week. Tomorrow, Aug. 28 th , at 3:00 pm, the Duma and the Federation Council will meet to decide whether to recommend a vote on Chernomyrdin's candidacy. Whereas Chernomyrdin's chances are bleak, the fluid nature of current Russian political situation makes it impossible to firmly rule out his confirmation as prime minister, a post which he very much wants.

Since our Aug. 20th report, the situation in Russia has developed dramatically. On Friday (Aug. 21st), the lower house of the Russian parliament (the Duma) overwhelmingly called for Yeltsin's resignation and changes in the government and the leadership of the central bank. The Duma also passed a non-binding resolution demanding nationalization of some banks and restriction of foreign participation in domestic capital markets. In response, the RTS index of leading Russian shares fell 5.56% to 81.76 on negligible trading volume of $4.2 million. Central bank head Dubinin announced plans to activate Russia's precious metals reserves (approximately $5 billion of $15.1 billion total foreign exchange reserves) to support the ruble. On Sunday, Aug. 23rd, in an action anticipated in our Aug. 17th report, Yeltsin dismissed Prime Minister Sergei Kiriyenko and installed in his place Viktor Chernomyrdin.

The story of post-World War 2 European integration had started before integration theory gained popularity. One has to bear in mind, however, that the idea of European integration was launched with modest objectives in the 1950s. Except for some visionary statesmen, like Jean Monnet and some others, both the subject matters to be covered by integration and the geographical scope was limited. Six countries aimed at establishing a free trade zone and not much else was on their "plate" when they signed the Rome Treaty on 25 March 1957.

The single most striking feature of the post-Cold War environment is the diffusion, not the disappearance, of threats. The half-century extending from 1941 to 1991 was, for the United States, one in which threats were both focused and obvious. From the time of the surprise attack on Pearl Harbor until the final collapse of the Soviet Union exactly fifty years later, we knew who our enemies were, or at least might be. As a consequence, we abandoned the isolationism that had characterized most of our history in favor of an unaccustomed but - as it turned out - highly effective internationalism.

Ever since the end of the Cold War, analysts have engaged in long discussions about what sort of international order would replace it. Though these discussions have ranged widely in their assessments, they usually took as their starting point a common assumption: that the Cold War order and the basic structure of international relations it represented, was over and done for. From 1989 until about 1995, this assessment seemed accurate: the alliance was falling apart, war broke out in Europe, the western economies were in a tailspin, and the delicate architecture that bound Germany to the states of Western Europe seemed to be in jeopardy, overburdened by the arrival of a united, powerful Germany. Whatever order we had, it didn't seem like anything we had seen before.

The starting point for this paper is the National Security Blueprint of the Russian Federation approved by Presidential Decree No. 1300 dated 17 December 1997. As the Blueprint itself clarifies, it is "a political document reflecting the aggregate of officially accepted views regarding goals and state strategy in the sphere of ensuring the security of the individual, society and the state from external and internal threats of a political, economic, social, military, man-made (technogennyy), ecological, information or other nature, in the light of existing resources and potential." It is a conceptual document of a general nature which is intended to be the basis for the elaboration of specific programmes and organisational documents in the sphere of ensuring the national security of the Russian Federation.

The dynamics of European security has become considerably more difficult to comprehend in recent years. This is due primarily to two sets of developments. First an "amorphous threat-free post-Cold War security setting" has replaced the distinct Alliance-wide threat from the Soviet Union. Second, new risks and threats have increasingly affected European security from regions immediately adjoining Western Europe. Conflicts and notorious instability loom in the Caucasus, Central Asia, the Balkans and the Mediterranean region, including North Africa and the Middle East. As a consequence, security cooperation in Europe currently struggles to cope with these risks of non-military nature and ambiguous threat scenarios from the "out-of-area".

The most important security threat Russia faces, and the main threat it poses to the rest of the world, is its own implosion. If traditional security has to do with the manipulation and managment of the use of military force by states, then Russia's major contemporary problems must be understood under the "new security" rubric. Because the world has never before had to deal with the breakdown of a nuclear superpower, the security challenges Russia presents are certainly novel. But if "new security" is supposed to encompass problems that are transnational in nature and challenge state-centric analysis, then it too does not capture today's Russian question. For at the root of Russia's security problems is the absence of an effective government. To be sure, all of these problems are made more complicated by globalization. Many of them would continue to pester world politics even if Moscow had a capable government. But the root of these problems and the reason they present such great potential dangers is the absence of a capable state in Russia.

This paper analyses changes in the trade patterns of Central/Eastern Europe and the former Soviet Union (FSU), and the potential role in the global/European division of labor of these transforming economies. In the reform period (1989–1995) trade pattern of Central and Eastern Europe has experienced significant changes. The most pronounced trend was the strong expansion of trade with the OECD countries, in particular with the European Union, whereas CMEA intraregional trade literally collapsed. This massive geographical reorientation of trade has determined also significant changes in the commodity composition of trade of CEE in the same period.

1066. Charismatic Leadership and Democratization: A Weberian Perspective

Given the history of charismatic dictatorship in this century, charismatic leaders have been seen as threats to democracy. At the same time, periods of accelerated political change, such as the period of post-Communist democratization in Eastern and Central Europe, also give rise to charismatic leaders. This paper establishes the conditions under which charismatic leaders are compatible with democracy. Using a framework drawn from Max Weber's sociological writings the paper argues that charismatic leadership is only compatible with democracy when charisma is routinized in a rational-legal direction. In that routinization, however, rational-legal procedures (the rule-boundedness of power) must predominate over charismatic elements (the arbitrary and personal exercise of power). When this balance is reversed the result will be dictatorship. This discussion highlights the fact that both modern dictatorship and democracy legitimate themselves by a combination of charismatic and rational elements. It then considers whether Weber's theory can help us to understand the impact of the charismatic leadership on post-communist democratization by considering the experience of Havel in the Czech Republic, Wa__sa in Poland, and Yeltsin in Russia. It concludes with a discussion of charisma and its role in both democracy and dictatorship in the contemporary era. It finds that the similarity in the way in which modern democracy and dictatorship are legitimated augers better for the viability of authoritarian regimes than the many recent accounts which predict a diminished prospect for dictatorship in the current era might suggest.

1067. Responses to Prediction and the Middle East Peace Process

My first cut at the hierarchy of driving forces ranks Israeli-Palestinian bilateral factors as the most important and regional and global factors as secondary. Competition between global powers (USA, Russia, China) is currently not intense. None of them see the bilateral Israeli-Palestinian conflict as instrumentally critical to their broader strategic competition with each other. None see their security as centrally tied to this conflict, and, consequently, while interested not even the United States will commit enough resources at this point to overturn the forces driving the bilateral bargain. Competition among regional states is substantial, but the conflicts that do not involve Israel do not involve states powerful enough to project their competition into the Israeli-Palestinian conflict. For example, Iranian v. Turkish, or Iranian v. Saudi Arabian, or Syrian v. Iraq, or India v. Pakistan might tangentially connect to the Israeli-Palestinian conflict, mostly in the realm of rhetoric and symbol manipulation. None of these states, however, are strong enough to see the Israeli-Palestinian conflict as an instrumental regional manifestation of their broader strategic conflict. The primary determinants of the Israeli-Palestinian negotiation process in the short-term are the conflicting ambitions and calculations made by Israelis and Palestinians. Forces at the global and regional level will affect these bargaining calculations, (affecting both relative coercive leverage and positive reassurance) but they will not impose additional sources of conflict. My examination of global and regional forces, will follow my construction of the primary bilateral dynamic. I do not think global and regional factors will upset the short-term prediction I will make for the bilateral Palestinian-Israeli relationship. They may play a big role in shaping longer-term predictions.

Since 1993, the Institute on Global Conflict and Cooperation (IGCC), a state-wide policy research institute of the University of California, has coordinated a series of high-level, track two consultations among security experts and officials from China, Japan, North and South Korea, Russia, and the United States. Known as the Northeast Asia Cooperation Dialogue (NEACD), this forum has sought to reduce mistrust within the North Pacific region, and to avert conflicts among the major powers in Asia through ongoing, multilateral dialogues about current security issues. The informality of the process allows the participants to air their concerns and brainstorm about new approaches to building cooperation and reducing the risk of conflict in Northeast Asia.

When political observers talk about European security, they invariably refer to the challenges Western Europe faces on its peripheries from a renationalized Russia, conflicts in the Balkans, and Islamic fundamentalism in North Africa. Rarely do they imagine that the greatest dangers to the new Europe may come from within, that the kind of stability Europe has enjoyed since World War II could be merely a passing chapter in history, not a transcendence of history. Without suggesting that there is necessarily a worst case ending, this study will argue that there is indeed a series of crises converging on post-Cold War Europe that threaten its stability and that need to be addressed by European policy makers and taken into account by Americans.

In her book, States and Social Revolutions: A Comparative Analysis of France, Russia, and China (1979), revolutionary authority and sociologist Theda Skocpol states: The repressive state organizations of the prerevolutionary regime have to be weakened before mass revolutionary action can succeed, or even emerge. Indeed, historically, mass rebellious action has not been able, in itself, to overcome state repression. Instead, military pressures from abroad … have been necessary to undermine repression.

Practitioners of the late lamented science of Sovietology have been roundly criticized for failing to predict one of the most momentous events of the twentieth century—the disintegration of the Soviet Union. Anxious to avoid a repetition of past mistakes, post-Sovietologists have in turn devoted a good deal of attention to the question of whether the USSR's largest successor state, the Russian Federation, is itself in danger of breaking apart. Like the Soviet Union, the Russian Federation is a multinational state with ethnically-defined territorial subunits; political elites in these subunits, faced with massive political, economic and social uncertainty, may be attracted by the idea of political independence. During the first half of the 1990s, post-Soviet Russia has indeed experienced more than one crisis of center-periphery relations. The present study, however, suggests that the likelihood of a general disintegration of the Russian Federation peaked in the early 1990s and is now decreasing. In view of this analysis, the war in Chechnya is an exception to an overall trend toward consolidation, rather than an indicator of a general breakdown in center-periphery relations.

In September 1994, the Commission on Radio and Television Policy, bringing together the New Independent States, Poland, the Czech Republic, and the United States, met in St. Petersburg, Russia, to discuss the most important policy issue of the electronic media: how to strengthen the independence of radio and television. The members of the Commission represented several different approaches and types of government, but, in the end, there was unanimous agreement on a communiqué urging all parties to defend and extend autonomy of the media.

I was proud to serve as co-chairman, together with Eduard Sagalaev. The Commission now has been enlarged to include the major television stations of newly independent republics of the former Soviet Union and the head of an organization of independent stations. It is a unique body.

With this reference document, Commissioners from the United States and the independent states from the territory of the former Soviet Union began their discussions at The Carter Center on November 15 and 16, 1991.
