1002. The Russian Press in the Post-Soviet Era: A Case Study of Izvestia

- The progress of the Russian press in the late Soviet and post-Soviet eras can be described (with apologies to Vladimir Lenin) as "two steps forward, on step back." The flowering of glasnost (openness) under Mikhail Gorbachev le to a "golden age" of Soviet journalism, including an explosion of new publications and a lifting of nearly all state restrictions on journalists' professional activities. However, the collapse of the USSR and the onset of material crisis in 1991-92 quickly produced a winnowing of the press and a retrenchment on the part of surviving publications. At the same time, powerful new forces - especially oligarchs and regional and leaders - arose to vie with the state for influence over post-Soviet media. This paper explores the trajectory of one of the leading newspapers of the Soviet and post-Soviet period, Izvestia, in the light of those broader trends. While Izvestia emerged from the ashes of Soviet communism with formal control over its material plant and journalistic collective, it was soon subjected to a tug-of-war between powerful actors determined to control its destiny - first the Communist-dominated Duma (parliament), and then large corporations and business oligarchs. The struggle led, in 1997, to the dismissal of the paper's editor. Oleg Golembiovsky, and the departure of many staff to form Novye Izvestia (New Izvestia) - though this publication too, was also unwilling or unable to avoid the temptations of a close alliance with one of the leading oligarchs, Boris Berezovsky. The findings are place in the broader comparative context of the press in transition, based on the author's research into process of media liberalization and transition worldwide.

- Abstract:
- A study about Russian grand strategy is certain to raise more than a few eyebrows among observers of Russian foreign policy. How can one possibly assume that in a country with constantly changing prime ministers and an economy on the verge of bankruptcy there could be a commonly accepted Grand Plan about anything? Moreover, the record of post-cold war Russian foreign policy is so full of reckless moves and unpredictable u-turns, that it seems rather far-fetched to suggest that there could be, even in theory, a common logic behind it. Judging by the steady flow of publications on the role of self-interested politicians, parties, business elites, and organizational and bureaucratic actors in the formation of Russian foreign policy, it does indeed seem that most scholars see Russia's external policy driven by the day-to-day power struggles of various groups within the Russian political elite rather than by a common national strategy.

- Two years ago, when many of us gathered together in the dramatic Alpine setting of Leukerbad to consider the recent past and the likely future of US-European relations, our group was full of dire prognostications. Russia was headed toward collapse, the EU looked weak after the Yugoslav war, NATO expansion appeared to be dividing Europe; the introduction of the euro looked liked a risky gamble that might worsen trans-Atlantic relations; and most disturbing for me as an American, my government was preoccupied with the Lewinsky scandal and the future of the Clinton presidency seemed at risk. Indeed, one of our colleagues, discussing the crisis over after-dinner drinks, declared that Clinton would resign from the presidency within matter of weeks.

1007. Through the Glass Ceiling: Towards a New Security Regime for Europe?

- The 'St Malo process' which has being taking shape since December 1998, will bring a qualitative change in the EU's role as an international institution. Many of the big initiatives that the Union undertakes are not fully understood early on - unexpected, and sometimes unintended consequences can result from the changes that the EU agrees to. It takes time for the institutional implications of major changes to emerge: the Single Act was, in the mid 80s, often seen as the 'elephant that gave birth to a mouse'; and the Maastricht Treaty as at once called too federalist, and too timid. Likewise, the exact configuration of the changes that St Malo may bring will also take time to become clear. 'Militarising' the EU, however, ends one of the last policy taboos of a 'civilian-power' European Union and breaks through the 'glass ceiling' of the EU's self-denying ordinance against the adoption of the instruments of military force which has existed since its inception. This paper assesses how far these changes got by the summer of 2000 and asks whether the last eighteen months are one stage in the messy birth of a post-Cold War pan-European defence and security regime with institutions based around NATO and the EU. Europe's institutional configuration tends to matter more to Europeans than to our transatlantic partners; but institutions are the reality of contemporary European international politics. 'Multilateral institutionalism' too, is inescapable, and how institutions relate to each other has become an increasingly significant question. To accept this does not meant that states do not matter, for states also use institutions, as well as being shaped by institutions.

- Abstract:
- The North Atlantic Treaty Organization stands at a crossroads. Critical choices lie ahead that will determine its future. I begin my paper this way because it is customary to begin pronouncements on NATO with this kind of statement. Indeed papers and speeches on NATO have been beginning this way through the half-century of the alliance's existence - and yet NATO never quite reaches whatever crisis the speaker or writer has in mind. NATO seems to have a life of its own, which is remarkably detached from the shocks and surprises that dominate most of history, certainly Cold War history. And NATO's members, both actual and aspiring, seem bent on keeping it that way. So what is a crossroad anyway in historical terms? Most of my colleagues, I think, would say that it's a turning point: a moment at which it becomes clear that the status quo can no longer sustain itself, at which decisions have to be made about new courses of action, at which the results of those decisions shape what happens for years to come. The Cold War was full of such moments: the Korean War, Khrushchev's de-Stalinization speech, the Hungarian and Suez crises, the Berlin Wall, the Cuban Missile Crisis, the Six Day War, the Tet offensive, Nixon's trip to China, the invasion of Afghanistan, the reunification of Germany, the collapse of the Soviet Union, the end of the Cold War itself. What strikes me as a historian, though, is how little impact these turning points had on NATO's history - even General deGaulle, who tried to turn himself personally into a turning point. The structure and purposes of the alliance today are not greatly different from what they were when NATO was founded. Which is to say that NATO's history, compared to that of most other Cold War institutions, is uneventful, bland, and even (let us be frank) a little dull. That very uneventfulness, though, is turning out to be one of the more significant aspects of Cold War history. It surprised the historians, who have been able to cite no other example of a multi-national alliance that has had the robustness, the durability, the continuity, some might say the apparent immortality, of this one. It has also surprised the international relations theorists, for it is a fundamental principle of their discipline that alliances form when nations balance against threats. It follows, then, that as threats dissipate, alliances should also - and yet this one shows no signs of doing so. An instrument of statecraft, which is what an alliance normally is, has in this instance come to be regarded as a fundamental interest of statecraft. That requires explanation, which is what I should like to attempt here.

The most logical is to deal with the position of the main actors, the United States or the European Union. This paper makes an attempt to analyse the prospects of U.S. - EU relations in light of two major developments: the beginning of the third phase of the economic and monetary union, symbolised by the introduction of the Euro and the verbal (re-)establishment of European defence. The paper makes an attempt to pay attention to the arguments of the United States, though the emphasis is on the European perception of the possible complications of the new phase of evolution that European integration may generate in the relations between the two entities.

- In 1996, ex-NATO Defence College fellow Dmitrii Trenin wrote that "in spite of the numerous public declarations of intention by Russia and the United States, Russia and NATO, and Russia and the European Union, so far no reliable foundation for partnership has been laid." Although the remark is four years old, there is little to argue with here. The proposition remains equally valid today. Four years ago, one might have asked: so what? Given the state of affairs in Russia, it didn't matter much anyway. However, things are changing. For the first time in ten years, secessionist wars, submarine disasters and fires in television towers notwithstanding, NATO and the West face a pivotal moment in the effort to normalize the relationship with Russia. The executive has secured reasonable control over the legislature. It is moving towards the reestablishment of central authority vis-à-vis the regions. The government is restoring a disciplined and reasonably orderly approach to foreign and security policy. There is increasingly strong evidence of sustained Russian economic recovery. This is a moment, consequently, of both opportunity and risk in the West's relations with Russia. It is an appropriate time to review where we have been, where we are, where we want to be, and what the role of NATO is in getting us there.

- It will be recalled that Yugoslavia was created in 1918 in the wake of the Austro-Hungarian Empire. The new state was peopled by religiously distinct ethnic groups of Serbs, Croats, Slovenians and Muslims. After World War II and German occupation, Josip Broz Tito, the Croat leader of the Yugoslav resistance, reunited the country as the Socialist Federal Republic of Yugoslavia (SFRY). Member Republics of the SFRY were Serbia, Montenegro, Croatia, Slovenia, Bosnia-Herzegovina, Macedonia and the autonomous provinces of Voyvodina and Kosovo. Kosovo had been incorporated into Yugoslavia in 1945, but unlike the five federal units of Yugoslavia, it did not have the constitutional right to secede from the federation. With its majority Albanian population, it held the same status of Vojvadina with its majority Hungarian population. Tito's rule was harsh. His aim was to establish a public order straddling capitalism and communism in a multi-ethnic society. His foreign policy direction was non-aligned. Tito died in 1980 and SFRY leadership was assumed by a Presidential Council intended to represent the republics and autonomous territories with council chairmanship rotating among members.

1012. The Role of the EU in Peace-Building in the Mediterranean

- The disappearance of the overwhelming threat of Cold War confrontation has left the Europeans more sensitive to challenges, risks and threats from their southern periphery. The wars in the Persian Gulf and in the Balkans, the bloody civil war in Algeria, the recurrence of deadly violence between Israelis and Palestinians, the spread of religious extremism and the increasing migratory pressures from the South have obliged Europe and NATO to pay greater attention to their near abroad in the South. Given the region's root causes of conflict such as poverty, economic cleavages and uncontrolled population growth, the North's balancing strategy of the Cold War days was replaced by policies of engagements, politico-economic partnerships and dialogue initiatives. The EU, recalling its Euro-Arab special relations of the 1970s, lobbied to get its share in the post-Gulf War peace process, that brought together for the first time Arab states with Israel and Western "sponsors" in the multilateral setting of Madrid. Short-cut by the Arab-Israeli bilateral tracks under US patronage after Oslo, the EU changed gears in 1995 and founded in Barcelona a Euro-Med partnership with all Mediterranean states, including those of North Africa (with the exception of Libya), the Near East and the Palestinian Authority. This Partnership includes a political, economic and social dimension. The founders of the Partnership hoped that it would turn into the Mediterranean equivalent of NAFTA on the one hand and provide a support structure for the Middle East process on the other. The "Political and Security Chapter" of the Euro-Med Partnership was not only reminiscent of the Helsinki Process of the Cold War period, it also created a political platform of North-South co-operation in the Mediterranean that kept the Americans out and the Israelis in. The exclusion of the US from Barcelona (even as observer) was certainly one of the reasons why NATO enhanced its own security co-operation with some Southern Mediterranean states. Today, the Barcelona process finds itself in more or less direct competition with NATO with regards to soft security projection towards the South. This paper examines future scenarios of Euro-Med relations as well as of Atlantic relations over Mediterranean issues - under the assumption that Europe would become an international security actor. It will suggest that - in the long term - a successful Common European Security and Defence Policy (CESDP) would strengthen the EU security and crisis management capabilities in the Mediterranean region. The CESDP would entitle the EU to enter the domain of security-cooperation in the fields of peacekeeping, defence training and education and the use of military assets for humanitarian operations. But two obstacles will have to be overcome: First, the relations to NATO dialogue programmes in the region will have to be sorted out and second, the Southern partner states need to be assured that the EU headline force projection capabilities will not make Europe more interventionist in the region.

- Historically, Russia was always threatened from three sides: from the West it was threatened and invaded at different periods of its history by Poland, Sweden, France and Germany; from the South, its traditional rival and enemy was the Ottoman empire; from the East, China and Japan. Throughout its history Russia had to be on the alert along all its borders. Though at present there are no direct military threats from any of the three directions, the current Russian security planning takes into account all the three directions. However, the problem of European security is the highest priority in Russian foreign and security policy. There are a number of reasons for this.

- The above manifesto, entitled "A Horror is Haunting Europe," was published on the front page of one of Europe's premier newspapers in the thick of this year's presidential campaign in Russia. It was signed by some two hundred intellectuals and public figures, the French being the most strongly represented but including signatories from fifteen other European countries and a number of Americans. Among the recognisable names are those of media and cultural personalities such as Costas Gavras, Jean-Luc Godard, John Le Carré, Bernardo Bertolucci, Jane Birkin, Vanessa Redgrave and Barbara Hendricks. Many of the others are widely known academics, such as Umberto Eco and Noam Chomsky, as well as a minor galaxy of familiar Parisian personalities.

- Ever since Catherine the Great pronounced that 'Russia is a European country', Russia has been an inescapable part of the European balance of power. Russia's European credentials are indisputable. The larger majority of the Russian population, and most of the major economic centres, are located in the European part of Russia. Russians are Christian, if of the eastern orthodox faith, and Russian poets, novelists, artists and composers have made an extraordinary contribution to European culture. Russians perceive themselves as part of European civilisation, not least when confronted with other ancient civilisations, such as Iran, India and China. Moreover, other European actors have recognised Russia as an intrinsic part of the European order, even if at times this recognition has been mixed with strong doses of suspicion and fear. But, Russia is not only in Europe. Geographically, the larger part of Russia's territory, however inhospitable and poorly populated, lies in Asia. Culturally, Russia has periodically been hermetically sealed from mainstream developments in Europe. During the medieval period, Russia lay under Tartar rule; during the Soviet period, the borders were, in Stalin's words, under 'lock and key' and Western influences were rigorously excluded. The consequent backwardness of Russia, which has been a consequence of these intermittent linkages with the more developed West, has diluted Russia's European credentials. Russia's Asian destiny was also a deliberate act of state policy with Russia's borders being continually expanded into Asian territory. Russia had a similar experience to the United States with a continental expansion to the Pacific, which was driven, as in America, by entrepreneurial colonists who subsequently decimated the local populations. Towards the South, Russia followed European imperial practice and engaged in a mission civilisatrice to bring European-style rule over purportedly backward peoples. The Russian imperial experience differed from the British and French examples in one critical element: no division was made between the metropolitan centre and empire and thus no clearly demarcated border existed between the Russian state and its imperial appendages. The Tsarist military historian, Mikhail Vernukov, argued that this absence of a separation involved a different imperial practice when compared with 'Englishmen in India who do their utmost to avoid mingling with the natives . . . Our strength lies in the fact that . . . we have assimilated subject races, mingling affably with them'. For these and other reasons, Russia's European credentials have been questioned, not only by other Europeans but by Russians themselves. For west Europeans, the vast geographical expanse, the relative backwardness and large population, the heady mix of despotism and mysticism, has made Russia an alien entity, the 'other' from which the enlightened rational West can be contrasted. The well-known French proverb - 'Grattez le Russe, et vous trouverez le Tartare' - illustrates this European scepticism well. Russians themselves have often been drawn to emphasising the exceptionalism of Russia, not as in America because Russia represents the 'new' rather than the 'old' world, but because Russia's unique position between Europe and Asia makes it belong to neither and the fusion of East and West preserves the benefits of Western civilisation but without its decadent rationalism and materialism. The notion of Moscow as the Third Rome has been a continual source of attraction to the more mystical members of Russian society. This complex set of historical experiences, mutual perceptions and attitudes have contributed to the frequent shifts in Russia's policy towards the rest of Europe. At times, Russia has fully embraced the West so as to 'catch up' and modernise; at other times, Moscow has retreated into its citadels so as to preserve its uniqueness and the universality of its message. In terms of security policy, Russian leaders have been consistent in promoting as fluid and weak a set of alliance structures in Europe as possible. Alexander I, at the Congress of Vienna, was arguably the first to conceive of the notion of collective security and this legacy has been followed in more recent times with Gorbachev's promotion of a 'common European home' and the Soviet and post-Soviet predilection for defining the CSCE/OSCE as the overarching framework for the European security order. These collective security proposals, which have consistently baffled and irritated other Europeans powers, have had a strong realpolitik dimension, alongside the requisite dose of mysticism. Such schemes are designed to exclude a concentration of power in Europe, which might be directed against Russia, and to prevent the type of direct aggression which Russia suffered through the Napoleonic and Nazi invasions. Such flexible arrangements are also the most favourable mechanism for promoting Russian influence in Europe and to securing Russia's consistent desire, even obsession, to be treated as an equal with the other European great powers. It is clear that the West's rejection of the proposed collective security arrangement for the post-Cold War European order, and the corresponding expansion of NATO, has been viewed in Moscow as a humiliating geopolitical defeat. The sense of betrayal, of promises made by the West and then reneged upon, has been profoundly felt. With the perception of a Europe excluding and marginalising Russia, there has been a turn towards the East in the search for alternative avenues for projecting Russia's power and influence. Again, there are historical parallels with the nineteenth century when the concerted European effort to block Russian expansion into the Balkans, with its ultimate pan-Orthodox goal of capturing Constantinople, led to Russian energies being re-directed towards expansion in the Caucasus and Central Asia. In a similar vein, in March 1997, the Russian Presidential Spokesman, Sergei Yastrzhembskii, stated at the Russian-USA Helsinki summit: 'If NATO expansion is going to continue . . . Russia will be confronted with a need to reconsider its foreign-policy priorities. Our relations with China, India . . . and Iran are developing well'. The objective of this paper is to assess the nature, complexities and the relative success and failure of Russia's purported 'turn' to the East. Three areas will be briefly surveyed: recent Russian policy towards the Middle East, to Central Asia and to China.

For the international community the issues of primary concern are violation of human rights and aggression against civil population of Chechnya. At the same time Russian media and population seem especially worried about the situation within the Russian Army and with economical consequences of the war. But all the vigorous discussions that go on about Chechnya often miss one very important point, which is its gender aspect.

- In a recent conference, trade experts identified three primary reasons the World Trade Organization (WTO) failed to launch a new trade Round at its December 1999 Ministerial. First, leading members were unable to resolve differences on critical issues prior to the gathering. In addition, many developing countries and nongovernmental organizations were more assertive than they had been at previous conferences. Finally, in recent years, the WTO has expanded the range of issues it addresses, which has made efforts to reach a consensus on any point more difficult. According to the speakers, as a result of the acrimonious Ministerial, the WTO has suffered a substantial loss of credibility, which will impair efforts to launch a new Round in the near term. There is no immediate alternative to strong US leadership, and WTO negotiations will be more complicated because developing countries and nongovernmental organizations will be more inclined to resist trade liberalization efforts that they believe do not advance their interests. Experts at the conference offered a variety of assessments regarding the course the WTO might choose to follow this year. The majority argued that if the trade body is seeking to rebuild confidence, it could continue with scheduled meetings on agriculture and services and use the time to rebuild confidence. A minority, however, held that the forum is too fractured to make progress, thus talks would only undermine the already declining prestige of the trade body. The experts identified several long-run challenges that the WTO will probably need to address to be an effective decisionmaking institution, including: Bridging the developed-developing country gap Costa Rica, Mexico, and South Africa generally support trade liberalization and have credibility among developed and developing states; thus they are in a position to meld the interests of the two sides. Enacting institutional reforms The organization's expansive agenda and large membership require that it adopt policies that facilitate decisionmaking, especially before new members such as China and Russia join. The trade body may try to increase transparency to promote greater trust in its procedures. Also, to avoid protracted and bitter selections such as the forum suffered last year, the WTO could review its procedures for electing a new director general. Managing the backlash against globalization Supporters of freer trade could launch a massive educational program to highlight the gains for all countries from expanded trade and to counter the dire assertions made by nongovernmental organizations (NGOs).

However, the experience of this post-communist economic “revolution” has turned out to be very different from the original expectations. - Nothing could be more central to U.S. and world security than ensuring that nuclear warheads and their essential ingredients—plutonium and highly enriched uranium (HEU)—do not fall into the hands of terrorists or proliferating states. If plutonium and HEU become regularly available on a nuclear black market, nothing else we do to prevent the proliferation of nuclear weapons will succeed. Similarly, unless stockpiles of nuclear warheads and fissile materials can be secured, monitored, and verifiably reduced, it will be impossible to achieve deep, transparent, and irreversible reductions in nuclear arms. Measures to control warheads and fissile materials, therefore, are central to the entire global effort to reduce nuclear arms and stem their spread. The tens of thousands of nuclear weapons and hundreds of tons of plutonium and HEU that remain in the U.S. and Russian nuclear stockpiles represent a deadly legacy of the Cold War, and managing them securely must be a top U.S. security policy priority.

- The gap between the structural reality surrounding Russia and the cognitive level of Russian foreign policy making is highlighted. The literature on Russian foreign policy is reviewed, distinguishing between 'optimists' and 'pessimists'. The analysis differentiates between 'milieu goals' and 'possession goals' and traces the pursuit of these goals in Czarist Russian, Soviet and postcommunist Russian foreign policy. The conclusion is that possession goals – hard-core realism, as it were – remain the dominant feature of Russian foreign policy (as in the Soviet era). This challenges the theory of democratic peace. This finding is then subjected to a policy-oriented criticism of Russian foreign policy. Three examples of dysfunctional Russian foreign policy are addressed: the misguided pursuit of multipolarity, myth and reality about regional priorities, and Russian self-destructive partisanship in ex-Yugoslavia. The final section raises the eternal Russian questions of Kto vinovat? and Shto delat'?On the causal factors behind the observed traits of irrationality, the analysis emphasises the volatile, 'praetorian' decision-making environment. Concerning policy implications, the dialogue with Russia must address features of realism, for instance by marketing the virtue of internal balancing, and as for concessions, formally dismiss foreign policy doctrines of spheres-of-influence like the Monroe doctrine as anachronistic in an era of globalization.

- There is good reason to take a closer look at NATO. The former Cold War alliance has dominated the international arena for a considerable amount of time. Should NATO have been dissolved long ago? What are the reasons for NATO's revival? Not only is NATO expanding, it has also recently conducted a war in the very heart of Europe. What can this renaissance and hectic NATO-activity lead to? Many politicians, commentators and observers discern the development of a new cold war, not least because of the lack of Russian support for, and understanding of, NATO's bombings in the Balkans. In May 1999, a prominent Russian security expert alleged that “if NATO commits a mistake such as the bombings in Yugoslavia, there would be a risk of Russian retaliation with nuclear weapons.2 Others, on the other hand, predict a collapse of the organisation as a whole because of internal disputes among the member states due to the extremely complex situation in the Balkans.

- The Soviet ruling elite, the nomenklatura, used both cooption and political repression to encourage loyalty to the communist regime. Loyalty was critical both in defusing internal opposition to the rule of the nomenklatura and in either deterring or defeating foreign enemies of the Soviet Union. The cost of coopting people into the communist party was a decrease in the standard of living of members of the nomenklatura, whereas the cost of political repression was the danger that members of the nomenklatura would themselves be victimized. We assume that the nomenklatura determined the extent of cooption and the intensity of political repression by equating perceived marginal benefits and marginal costs.

- This paper suggests how basic concepts of complexity theory can be applied to international relations and—as a test case—to analyze security and development issues in the Baltic states and Russia. Complexity theory suggests ways to assess the fitness of states—defined as the capacity to cope with complex challenges. Fitness depends not just on material strength relative to changing conditons but also on a capacity for self-organization. Societies that are too rigid or too chaotic lack this capacity. Complexity theory's emphasis on coevolution reminds us to analyze actors in relation to each other and to their common environment.

- About 150 participants, including an international gathering of experts, examined whether and how technology may be leading to a paradigm shift in the nature and conduct of warfare, a shift that has been generally categorized as a "revolution in military affairs" (RMA).They concluded: The United States is the far—and—away leader in this drive. In fact, the United States is the only country intent on achieving a high technology RMA. No country is likely to match the United States in the broad—based technological sophistication of its military capabilitiesor even to try. US successes in developing RMA capabilities will drive potential adversaries toward asymmetric responses including weapons of mass destruction and information warfare. Some countries probably would be able to pose serious operational and strategic challenges to the United States by acquiring military technologies and capabilities that were in their eyes, "good enough." Also, countries can exploit "sidewise" technologies—old by US standards but still new to many other countries—to pose significant security threats and complicate US military operations. These technologies, if employed in a "novel" operational manner rather than high-end technologies, could drive development of the next RMA. Participants believe that—of the countries considered for discussion—China, Russia, India, and Australia have the greatest potential to achieve an RMA, should they decide to pursue the option.

- Russia is facing new difficulties as a result of negative processes in the economy, the deterioration of interethnic relations, and the social polarization of its society, which have created a direct threat to the security of the urban life in the country. This threat is a consequence of the increase in the proportion of the population living below the poverty line, the stratification of society into a small group of rich citizens and a vast majority of needy citizens, and the escalation of social tension, especially in the industrial cities of the Urals, Siberia, and other regions. At present there is a twenty-eight fold difference between the richest ten percent of the Russian population and the poorest ten percent. Although this unequal distribution of wealth is not very different from what existed in the pre-Revolutionary period in Russia, the striking discrepancy is shocking to a population that was accustomed to an ideological commitment to equality and -- despite the collapse of Communism -- continues to retain the socialist ideal of economic parity. Citizens perceive that they have been "robbed" of the assets that they were supposed to have inherited from the Soviet state. Ironically, the new holders of wealth are an alliance of former Communist Party bureaucrats, organized criminals, and dishonest businesspersons. This so-called "gangster industrial complex" is as oblivious to the needs of the people as was the former Soviet ruling elite.

- The pitiful state of public housing in Washington, D.C., was well known in 1994, when Vyacheslav Glazychev, president and founder of the Academy of the Urban Environment in Moscow, was here trying to understand the function of the Advisory Neighborhood Commissions and in 1997 when he returned to spend several months as a Guest Scholar at the Woodrow Wilson Center. Based on his observations of Washington, D.C. and his extensive experience in Moscow, he found that despite the obvious differences in handling the issue of public housing in Washington, D.C. and Moscow, at least one thing is comparable: in both cities money spent on maintenance and repair has been insufficient while priority has long been given to new construction.

- Contemporary discussions of virtually any aspect of Russian foreign and security policy must take as their point of departure the extraordinarily weakened condition of the Russian Federation. There is no comparable case of such a rapid and dramatic decline in the status of a great power during peacetime in modern history. The Russian economy has been in a virtual free fall for most of the 1990s. The World Bank estimated the Russian GNP in 1997, using fixed exchange rates not adjusted for purchasing power parity, at $403.5 billion, making Russia the twelfth-largest economy in the world, just ahead of the Netherlands and just behind South Korea. Russian per capita GNP of $2,740 ranked fifty-first in the world and was in the category of “low middle” income countries. In 1997 the Russian GNP was about 5 percent of that of the United States, 8 percent adjusted for purchasing power parity. The figures for 1998 will be even starker given the devaluation of the ruble to approximately 30 percent of its 1997 value and continuing overall economic decline. A back-of-the-envelope calculation would have Russian GNP at the end of 1998 at no more than $120 billion and per capita GNP at less than $1,000.

- The Caspian Basin has emerged in recent years as a major focus of international affairs for a combination of political, economic, and geostrategic reasons. In the immediate aftermath of the Soviet Union's dissolution in the early 1990s the region's newly independent states were overshadowed by Russia and attracted little Western and U.S. attention. But over the past several years this region has attracted growing attention from Western policymakers and scholars, as well as the media and the private sector. One of the main reasons for this new focus on the Caspian is its sizable energy reserves. - The nuclear nonproliferation regime was challenged in 1998 by nuclear-weapon tests in India and Pakistan, by medium-range missile tests in those countries and in Iran and North Korea, by Iraq's defiance of UN Security Council resolutions requiring it to complete its disclosure of efforts to acquire weapons of mass destruction, and by the combination of “loose nukes” and economic collapse in Russia. Additional threats to the regime's vitality came in 1999 from the erosion of American relations with both China and Russia that resulted from NATO's 1999 bombing of Yugoslavia—with additional harm to relations with China resulting from U.S. accusations of Chinese nuclear espionage and Taiwan's announcement that it was a state separate from China despite its earlier acceptance of a U.S.-Chinese “one China” agreement. Major threats to the regime also came from the continued stalemate on arms-control treaties in the Russian Duma and the U.S. Senate, from a change in U.S. policy to favor building a national defense against missile attack, and from a Russian decision to develop a new generation of small tactical nuclear weapons for defense against conventional attack.

- To address drug proliferation and trafficking in the context of non-traditional security threats and to try to find ways out of the potentially explosive situation, the Carnegie Endowment for International Peace sponsored a meeting of representatives of the five Central Asian states, Russia, Azerbaijan, Turkey, the United States, the United Nations Drug Control Program (UNDCP), the Organization for Security and Cooperation in Europe (OSCE), and the Aga Khan Development Network, held in Bishkek, Kyrgyzstan in May 1999. This paper analyzes the situation in the region based on the conference proceedings and aims to raise international awareness of the seriousness of the problem. It also advocates the need for a concerted effort within the region and without to help these countries fight this evil.

- The Clinton administration has made one miscalculation after another in dealing with the Kosovo crisis. U.S. officials and their NATO colleagues never understood the historical and emotional importance of Kosovo to the Serbia n people, believing instead that Belgrade's harsh repression of the ethnic Albanian secessionist movement in Kosovo merely reflected the will of President Slobodan Milosevic of Yugoslavia. The administration's foreign policy team mistakenly concluded that, under a threat of air strikes, the Yugoslav government would sign a dictate d peace accord (the Rambouillet agreement) to be implemented by a NATO peacekeeping force in Kosovo. Even if Milosevic initially refused to sign the Rambouillet agreement, administration leaders believed that Belgrade would relent after a brief “demonstration” bombing campaign. Those calculations proved to be disastrously wrong.

- Since the fall of the Berlin Wall in 1989 and the subsequent breakup of the Soviet Union in 1991, the governments of the United States and other Western countries have provided massive aid to promote a transition to the free market in Central and Eastern Europe and the former Soviet Union. But aid for market reforms in the region has been largely ineffective. Whether provided in the form of technical assistance, grants to political groups or nongovernmental organizations, loans and guarantees to the private sector, or direct financial aid to post-communist governments, that aid has been plagued by a number of problems. The failed $22.6 billion bailout of Russia by the International Monetary Fund in July 1998 only confirmed the flawed nature of the aid-for-reform approach.

- In the period of the Soviet rule public finances formed the basis of the national economy and, consequently, were the key factor determining the relationship between the Central power and the regions. Beginning with the proclamation of the sovereignty of the Russian Federation in 1 99 1 the role of the Center and the regions changed. The State has reduced its influence on the national economy, largely due to the reduction of the share of the GDP reallocated through the Central budgetary system. In 1 999 the volume of the budgetary reallocated product made only 14- 1 5% of the total. The relationship between the federal budget and the system of the regional finances became very complicated and oblique. The state economic sector has decreased, power has become decentralized in Russia.

- Ten years after the end of the Cold War, Russian leaders still have to recognize not only the irreplaceable importance of the Western countries and Japan as partners, but also the rapidly growing relative importance of the European Union, since the special relationship with the U.S., based on strategic deterrence, is becoming less relevant. The development of relations with the EU should now be at the top of the Russian agenda. This presents the EU with a certain challenge but is also an enormous opportunity for developing enlarged markets and advancing improved security. At the same time, the U.S. will remain a key partner for Russia in international affairs and in the handling of harmful Soviet legacies, such as disposing of nuclear and chemical wastes. Also, Russia will have to move towards deeper regional economic integration in East Asia instead of approaching the problems in this region from a traditional security perspective.

One has to bear in mind, however, that the idea of European integration was launched with modest objectives in the 1950s. Except for some visionary statesmen, like Jean Monnet and some others, both the subject matters to be covered by integration and the geographical scope was limited. Six countries aimed at establishing a free trade zone and not much else was on their "plate" when they signed the Rome Treaty on 25 March 1957.
