Abstract:
Efforts to realize the issue of development-focused Special Drawing Rights (SDR) by the International Monetary Fund (IMF) have been on-going for many years. Recently, however, the campaign first gained a new momentum immediately after the Asian financial crises with the new liquidity problems of developing nations following the collapse of private capital markets. Currently the search for financing options towards the achievement of the Millennium Development Goals drives the interest in development-focused SDRs. Extending the uses to which SDR can be put is derived from the growing demands on the international financial system to respond to the development finance needs of poor nations. Apart from the need to provide emergency funds in times of crises and the whole area of crisis prevention, increasingly the facilitation of development in poor countries and assistance to make the best policy decisions is considered crucial.

Abstract:
Ever since 1998, the year of India and Pakistan's nuclear tests, many commentators have argued that, in the absence of U.S. intervention, the two nations are headed for armed conflict that will likely end in nuclear war. The logic underlying this view is twofold. First, that religious radicalism—defined as the participation in political and/or military activities by groups in the name of religion—has become sufficiently powerful in Pakistan to make ongoing support for the Kashmir insurgency inevitable. Second is that India's concurrent growth of nationalism and religious radicalism, as well as a rise in economic power, will make the state less willing to tolerate Pakistan's support for insurgency in Kashmir. Against this seemingly inevitable clash, Pakistani President Musharraf is viewed as a lonely holdout against the forces of religious radicalism in Pakistan. U.S. support is therefore argued to be critical for sustaining Musharraf, whether through political support for Pakistan's policies in Kashmir, or economic support. This paper reaches a different conclusion: that peace is about to “break out” between India and Pakistan. Our conclusion is based on the following analysis. First, Islamic radicalism in Pakistan relies (and has always relied) on the army to survive, as it lacks sufficient popularity to influence state policy through political parties or popular agitation. Second, the army has previously supported Islamic radicalism tactically, but not ideologically, providing such support only when it has perceived the state to be in crisis. Contrary to a common view, the elections of 2002 were no different in this respect. Third, Hindu radicalism in India, though gaining in both popular and political support, is insufficiently popular to support irrational aggression against Pakistan. At the same time, India's improved economic prospects have influenced its rulers to favor accommodation with Pakistan. Third, the outcomes of recent elections in India and Pakistan have shifted the Pakistani army's strategic priorities toward negotiating a civilian-military balance, and away from destabilizing civilian politics through “crisis-mode” tactics that have included support for Islamic radicalism.

Abstract:
The outcome of national elections in the Philippines on May 10 is still to be determined. For the past three years, President Gloria Macapagal-Arroyo has governed as an appointed head of state in the wake of President Joseph Estrada's forced resignation on corruption charges. Her administration inherited a country in crisis, and it began the critical process of economic stabilization and growth. Economic indicators in the past two years have shown modest progress. In this interim period, the Philippines has been a steadfast ally of the United States in the war against terrorism. These fragile gains could be imperiled if the Philippines does not complete the electoral process in an expeditious and credible manner. Whatever the outcome of the polls, the winner will have little time to lose in addressing a number of short- and long-term problems in the Philippines.

The Republic of Georgia suffers from pervasive problems. Popular frustrations boiled over after the November 2, 2003, parliamentary elections, which international observers determined were fraudulent. Facing mass protests and civil disobedience, President Eduard Shevardnadze resigned. The so-called revolution of roses culminated in a peaceful transfer of power when Mikhail Saakashvili assumed the presidency after receiving 96 percent of the vote in a special ballot on January 4, 2004.

Abstract:
The Kaliningrad oblast of Russia is currently an important focal point of discussions between the European Union and Russia. Although small in terms of geography and population, Kaliningrad has grown in importance due to the EU enlargement process. Since the break–up of the Soviet Union, the oblast has become an exclave of Russia, and it is now set to also become an enclave within the EU. This paper examines the state of Kaliningrad's economy and trade. The economic crisis that took place in Russia in the 1990s had severe consequences for Kaliningrad, as old patterns of production and trade were disrupted. Since 1999, however, the regional economy has grown with impressive speed. Kaliningrad's Special Economic Zone (SEZ) status has played a crucial role in determining its new patterns of production and trade specialisation. The paper argues that the SEZ regime has made the region's economic growth faster but also vulnerable.

As President Bush's own special envoy and ambassador, Zalmay Khalilzad, recently admitted, ''[r]ather than getting better, it's gotten worse. There is a potential for drugs overwhelming the institutions – a sort of a narco-state."

The Indian economy is showing clear signs of realising its dormant potential. The impact of more than a decade of economic reforms, instigated by a 1991 balance of payments crisis, has now removed or at least mitigated some of the major economic distortions that have handicapped past economic performance. One important result has been a significant boost to the economy's overall potential growth rate. Another has been India's re-engagement with the global economy, which in turn has transformed the prospects of key sectors of the Indian economy. This transformation has been most visible in the case of information technology-related services exports, where India has already become an important global player. But there are also positive signs in the areas of merchandise trade and international capital flows. These trends will have important consequences for the international economy as a whole and for Australia in particular.

Abstract:
The APEC Business Advisory Council (ABAC) has proposed that the APEC Leaders at Santiago on November 20-21 “agree to further examine the feasibility and potential scope and features of a Free Trade Area of the Asia Pacific (FTAAP).” President Ricardo Lagos of Chile, the host of the APEC summit, has endorsed the concept. I believe that APEC should actively pursue the FTAAP idea. It offers the best prospects of any available strategy for catalyzing a successful outcome of the Doha Round and thus revitalizing the World Trade Organization (WTO). By forging a new transpacific initiative, it can counter the very real risk of disintegration of the Asia-Pacific region that is evident in the progress of Asia-only cooperation on one side of the ocean and a Free Trade Area of the Americas on the other side. It is the best possible device to reenergize APEC's progress toward its own signature trade liberalization goals and thus those of APEC as an institution. It offers a unique win-win-win opportunity that should be seized, beginning at Santiago and then at Pusan a year from now.

2015. What Went Right in Japan

Abstract:
Japan's recovery is strong. Real GDP growth will exceed 4 percent this year and likely be 3 percent or higher in 2005 and perhaps even 2006. The Japanese economy has been growing solidly for the last five quarters (average real 3.2 percent annualized rate), and the pace is sustainable, given Japan's underlying potential growth rate (which has risen to 2 to 2.5 percent per year) and the combination of catch-up growth closing the current output gap and some reforms that will raise the growth rate for quarters to come (though not permanently). Indicators of domestic demand beyond capital investment are increasingly positive, including housing starts bottoming out, inventories drawing down, and diminished deflation. Moreover, on the external side, while China was the main source of export growth in 2003, the composition of exports has become more balanced this year and is widening beyond that seen in other recoveries. Just as in the United States and other developed economies, a sharp slowdown in Chinese growth and a sustained further increase in energy prices represent the primary risks to the outlook.

During the past year, there has been considerable debate about, and much international criticism of, China's exchange rate and its currency regime. Yes, criticism of China in the United States would likely be more muted if the ongoing recovery were not so “jobless,” if employment in the US manufacturing sector had not (mainly for other reasons) declined so much in the three-year run-up to this presidential elect ion year, if so much attention were not focused on the very large bilateral US trade deficit with China instead of China's economically—more meaningful overall balance-of-payments position, and if the United States had not done such a poor job of improving its saving-investment imbalance—particularly in the public sector.

In January 2004, China formally requested to join the Nuclear Suppliers Group (NSG), an informal multilateral export control regime that aims to contribute to the nonproliferation of nuclear weapons through the coordination and implementation of guidelines which govern transfers of nuclear material and technology. The NSG's membership comprises the principal nuclear supplier states in Europe and the Americas, as well as Australia, Japan, New Zealand, the Republic of Korea, South Africa, and a number of former Eastern Bloc states, including Russia. The group's decisions, including those concerning the admission of new members, are made on a consensus basis, but the informal nature of the organization means that its decisions cannot be construed as legally binding upon its member countries.

2018. Could Humphrey Have Gone to China? Measuring the Electoral Costs and Benefits of Making Peace

Abstract:
Theoretical arguments for why “it takes a Nixon to go to China” emphasize either the superior credibility that hawks have in advocating peace or the superior political benefits they enjoy in doing so. This paper looks for evidence of these effects in the canonical case: that of U.S. rapprochement with China in the early 1970s. I use counterfactual simulations on data from the 1968 National Election Study to explore the political effects of a proposal to open relations with China, focusing on whether and how those effects would depend on who made the proposal: Richard Nixon or Hubert Humphrey. I find evidence of both the credibility and electoral security effects hypothesized in the theoretical literature. In particular, there is a very dramatic asymmetry in the political costs and benefits of proposing peace: while such a proposal would have been electorally costly for Humphrey, it could have been an electoral boon for Nixon.

Since the onset of reform and opening in the People's Republic of China after 1978, decentralization of state power has arguably been the most consequential transformation of the Chinese political economy, underpinning the dynamics of economic growth and state-society relations. The growth of the number and size of cities and the urban population—urbanization—are the outstanding geographical manifestations of these processes. How should we analyze the relationships between them? This chapter introduces scale relations as a basis for assessing the decentralization of state power and urbanization, and to demonstrate the 'rescaling' of the Chinese state in an era of globalization as spatial processes and their manifestation at the urban scale.

Abstract:
The Kosovo crisis gave rise to a domestic political crisis in Russia. The NATO bombings called into question the efficiency of Russian foreign policy, which was against them, challenging the worldview that the government conveyed, thereby reinforcing the communist anti-establishment vision. The present article, by analysing the press conferences given by both the Ministry of Foreign Affairs and the Communist Party, argues that each of the two narratives aimed to construct and impose (or defend) its own worldview and dividing principles of the world. In both narratives, this struggle was backed up using very strong political identity myths—namely Russia's relation to the West and the memory of the Second World War—that are referred to in opposite ways. The Kosovo example allows us to highlight the stakes and themes that work their way into Russian foreign policy discourse and contribute to exploiting foreign policy issues in Russian domestic political debate, and also cast light on the distorting effects caused by this instrumentalization.

With a substantial Uyghur population, Xinjiang (East Turkistan) is, after Uzbekistan, the second largest Muslim Turkic-speaking area of settlement area in Central Asia. Annexed by China fairly late, this territory has a tumultuous history punctuated by foreign interference and separatist insurrections. Through strict control of the regional political system and a massive influx of Han settlers, the communist regime has managed to integrate this strategic region and its large oil deposits into the rest of China.

Abstract:
Since their economic development got under way, the ASEAN countries - which essentially manufacture labour-intensive products - have been marked by strong regional integration brought about by the segmentation of the production process engaged in by Japanese companies. In these countries, successive relocations resulted in de facto economic integration at a time when various political groupings intent on blocking the development of communism were also emerging. Since joining the WTO, China - the world's workshop - has become the hub for trade with the developed countries. In the face of such competition, the ASEAN countries will have to show their capacity to maintain their position in the value chain represented by the production of all of the Asian countries.

The Global Facilitation Network (GFN) for Security Sector Reform (SSR) facilitated a symposium in Bangkok from 21-22 September 2004. The purpose of the symposium was to carry out an assessment of the potential of existing and future networks for the promotion and support of Security Sector Reform agendas in Asia. The symposium aimed to encourage a wider debate on SSR by exploring and promoting existing regional networks. Participants attended from a range of many South and South East Asian countries including Bangladesh, East Timor, India, Indonesia, Laos, Malaysia, Myanmar, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam. International experts from Germany, the UK, Switzerland Ghana, and Nigeria also attended, in order to encourage a south-south dialogue and to share experiences from other continents. This diversity of knowledge resulted in enriched debate at a regional level. Experiences were shared and analysed by more than fifty participants from senior positions in academia, politics, military, police, civil society, donor organisations, and the media.

Modernization theory, which prevailed in the West in the 1950s and 1960s, did not become popular in China until the 1980s, while globalization theory, which came to prominence in the West in the early 1990s, has been a hot topic in China since the mid-1990s. This fact itself is a good indicator that globalization has been an inevitable trend shaping the development process of the world, including China. Having introduced reforms that open the country's economy to the world markets, and as an active member of the international community, China is necessarily facing the effects of globalization. As a result, Chinese politicians and scholars are posing questions about how to respond to the challenges and opportunities that globalization presents.

The paper analyses critically the threat perceptions of the West, and especially the United States, regarding ballistic missiles and weapons of mass destruction in the hands of Asian states. Reviewing Southwest, South and Northeast Asia it finds these regions to be more stable as commonly assumed and little evidence to support the assumption that the states in these regions are undeterrable. A deployment by the United States of ballistic missile defences is thus found to be both superfluous and possibly destabilising. However, a mobile boost-phase defence is found to be less potentially destabilising than other missile defence "architectures".

The article seeks to map the emergent discursive field of conservatism in Russian politics in the context of the reshapement of the political space in the Putin presidency. In the course of Putin's first presidential term 'conservatism' became a privileged mode of political selfidentification in the Russian discourse, functioning as the nodal point of the hegemonic project of the Presidency. Yet, in accordance with the Foucauldian understanding of discourse as a system of dispersion, the article demonstrates the way the conservative discourse is internally fractured into two antagonistic strands, identified by their practitioners as liberal and left conservatisms. While the liberal-conservative orientation supports and sustains the depoliticising project of the Putin presidency, which orders and stabilises the effects of the anti-communist revolution, left conservatism functions in the modality of radical opposition to the Putinian hegemony, thereby contributing to the pluralisation of political space in contemporary Russia. In the present Russian political constellation 'conservatism' is therefore less a name for a stable hegemonic configuration than a designator of the field of political struggle over the very identity of postcommunist Russia. The article concludes with a critical discussion of the relation the two strands of Russian conservatism establish to the period of the 1990s as the 'moment of the political' in the Russian postcommunist transformation.

The Northwestern Federal District of the Russian Federation has been particularly active in asserting itself as a macro-regional political subject, transcending the administrative borders of the subjects of the Russian Federation. This affirmation of the Northwest as a macro-region is also characterised by the explicit location of the Federal District within the international regional context and the linkage of the newly elaborated strategic development plans with EU policies in the region, particularly the Northern Dimension. This strategic policy discourse is grounded in the problematisation of the existing format of EU-Russian cooperation on the regional level as marked by the passivity of Russian regions vis-à-vis EU policies. The district-level strategies proceed, on the contrary, from the need to assume a more active and assertive position towards the EU that would allow to integrate the policies of the Northern Dimension with the domestic reform vision in Russia. The paper seeks to analyse the international dimensions of the strategic discourse of the Northwestern 'macro-region', elucidate the conflict episodes and conflict issues that are articulated in this discourse and address the wider implications of the emergence of the Northwestern Federal District for the EU-Russian regional cooperation in the border regions.

Now it became fashionable to argue that the exchange rate should be either allowed to float freely or irrevocably fixed. The Asian crisis highlighted the vulnerability of emerging market economies faced by sudden capital flow reversals. An important question that has critical implications for crisis management is how negative shocks in capital inflows were transmitted to economic activities, transforming financial instability into fully-fledged crises. Using VARs, this paper analyzes the transmission mechanism of capital flow shocks during the Korean crisis of 1997-98. Although it is commonly believed that severe economic contractions were caused by credit crunch, the analysis suggests that the major constraint for production was a steep rise in prices of imported inputs due to sharp exchange rate depreciations.

In the past few years, observers increasingly have pointed to China as a source of downward pressure on global prices. This paper evaluates the theoretical and empirical evidence bearing on the question of whether China's buoyant export growth has led to significant changes in the inflation performance of its trading partners. This evidence suggests that the impact of Chinese exports on global prices has been, while non-negligible, fairly modest. On a priori grounds, our theoretical analysis suggests that China's economy is still too small relative to the world economy to have much effect on global inflation: a back-of-the-envelope calculation puts that effect at about 1/3 percentage point in recent years. In terms of the empirical evidence, we identify a statistically significant effect of U.S. imports from China on U.S. import prices, but given the size of this effect and the relatively low share of imports in U.S. GDP, the ultimate impact on the U.S. consumer prices has likely been quite small. Moreover, imports from China had little apparent effect on U.S. producer prices. Finally, using a multi-country database of trade transactions, we estimate that since 1993, Chinese exports lowered annual import inflation in a large set of economies by 1/4 percentage point or less on average, similar to the prediction of our theoretical model.

After the collapse of the Soviet Union and Warsaw Pact, the North Atlantic Treaty Organization (NATO) faced a strategic challenge: how to shape the post-Communist reform process in Central and Eastern Europe in ways that would foster stability and allow for cooperation on common security problems. NATO created the North Atlantic Cooperation Council (NACC) in December 1991 to promote dialogue on common security concerns with these countries and the former Soviet Union. The NACC dialogue bridged the former East-West divide and illuminated opportunities for practical cooperation. The council also helped Central and East European politicians understand that defense requirements are best rooted in democratic politics and that national security encompassed civil emergency planning and a broader range of concerns, not just the military.

When the Asian financial crisis broke in mid-1997, the expectation was that Indonesia would weather the crisis with minimal damage. Actual events soon proved these expectations widely wrong and the Indonesian economy was more severely affected than other Asian countries. In part this outcome reflected Indonesia's fundamental institutional weakness that had been overlooked in the euphoria that marked international financial markets during the 1990s, and in part the impact of the financial crisis was magnified by inconsistent internal policies and by an overly ambitious IMF program that tried to achieve too much in to short a period of time. The result was not only a severe economic contraction with rising poverty levels and growing social unrest, but a political change that resulted, in the short-run, in further economic instability and effectively delayed Indonesia's recovery.

The aim of this study is to analyze the evolution and political implications of Russia's doctrine of multipolarity. Multipolarity emerged as one of the earliest doctrinal solutions to the post-Soviet Russian foreign policy dilemma, and has remained essential for Russia's strategic behavior since the early 1990s. The multipolarity doctrine describes the post-Cold War world and Russia's place in it. As I argue in this study, Russian “multipolarity” – (the idea of the multipolar world; the vision of Russia as one of its 'poles'; and the understanding of the principles of international politics in the strict terms of realpolitik) is not an ideological resource for Russia's foreign policy but rather, a result of learning how to secure the country' s international status given the scarcity of foreign policy resources available, and the drastic change in the international institutional position of Russia. To sum up the central argument of this study: the multipolarity of Russian foreign policy – both a doctrinal strategy and foreign policy practice – has evolved as a template-like foreign policy approach to solve Russia's strategic dilemma since the demise of the Soviet Union: how to secure its place in the new international structure and compensate for the loss of the international arrangements that disappeared with Soviet might and the bipolar international system as a whole.

Since then much has been written about how the English School offers a valuable interpretivist approach, how it has spread across the world, how it can be improved, and what it has to say about non-European societies and 'world society'. This paper aims to contribute to all three facets of the debate through a case study of how the Japanese elite understood international society during the bakumatsu (late-Tokugawa)/early-Meiji periods (1853-95). The likelihood of a catastrophic terrorist attack against Russia is growing, as radical separatists in troubled Chechnya increasingly become more desperate, and security at many of Russia's civil nuclear facilities remains insufficient. They have already demonstrated their capability and willingness to inflict massive indiscriminate casualties by organizing an apartment bombing in the southern Russian city of Buinaksk. They have acquired radioactive materials, threatened to attack Russia's nuclear facilities, plotted to hijack a nuclear submarine, and have attempted to put pressure on the Russian leadership by planting a container with radioactive materials in Moscow and threatening to detonate it. These incidents occurred between 1994 and 1996, during Russia's first military campaign in Chechnya at a time when separatists were so overwhelmed and outmanned they believed that acts of terrorism employing nuclear, biological, and chemical (NBC) materials—if not weapons of mass destruction (WMD)—could be the only way to force Russian troops to retreat from Chechnya.

While it may have as many meanings as people who invoke its name, development generally has positive, though perhaps ambiguous, connotations. Uneven development is a bad thing and sustainable development is a good thing but, for the most part, under- developed countries and communities seek to become more developed, whether that is through improving health and livelihoods, expanding educational opportunities, or building infrastructure. But, as the citations above suggest, development does not benefit everyone equally and for some—indeed, for millions of people around the world—development has cost them their homes, their livelihoods, their health, and even their very lives. The suffering of those displaced by development projects can be as severe, and the numbers as large, as those displaced either internally or internationally by conflict and violence. What follows is an examination of the often-overlooked phenomenon of development-induced displacement, its causes, consequences and challenges for the international community.

Over a span of several years, China's relations with the nations of Southeast Asia have shifted in quiet increments. The accumulated effect, however, has been profound. A concerted diplomatic effort to woo countries of the Association of Southeast Asian Nations (ASEAN), which now includes all countries in the region excepting East Timor, has reaped multiple benefits for Beijing. It is beginning to alter the political balance in the region as alignments with extra-regional powers are shifting, however subtly. In some aspects, the change is more dramatic. Economic relations have expanded rapidly; for example, trade between China and Southeast Asia is seventeen times larger today than it was twenty-five years ago.

On the face of it, relations between China and Taiwan have improved significantly since the saber-rattling of 1999 and 2000. Economic relations have never been better. Two-way trade is around $40 billion annually, and the Mainland has become Taiwan's largest export market, displacing the United States. Taiwan companies continue to invest in the PRC at record rates, in order to keep their products competitive through cheaper Chinese labor. The product mix of Taiwan factories on the mainland is shifting from items like shoes and toys to high-end goods like semi-conductors and notebook computers. As machinery moves, so do people, and the number of Taiwan people living most of the time in the PRC is hundreds of thousands. With this growing economic interaction come shared interests and better mutual understanding. Neither side would benefit from conflict, and both know it. The chance of growing tensions seems low.
