Abstract:
Six of the 13 laureates of the Václav Havel Human Rights Prize to date are currently in prison, including Professor Ilham Tohti. He is a well-known Uyghur intellectual from China and the laureate of the Václav Havel Human Rights Prize for 2019. For over 20 years, he has been engaged in promoting dialogue and mutual understanding between Uyghurs and the Chinese authorities. As a result, he was sentenced to life imprisonment in a two-day show trial in 2014. His family has not heard from him since 2017, when he was denied contact with both them and his lawyers. On the occasion of the 10th anniversary of Ilham Tohti’s arrest, the Václav Havel Library organized a commemorative and advocacy event with the participation of his daughter Jewher, who lives in exile and has been actively involved in efforts to secure her father’s release. The somber 12th anniversary of his unjust imprisonment was marked at the Václav Havel Library by French sinologist, journalist, and writer Marie Holzman; senior researcher at the Oriental Institute of the Czech Academy of Sciences and president of the European Uyghur Institute Dilnur Reyhan; Chinese lawyer and political activist Teng Biao—who, as a member of the Weiquan Lawyers (Rights Defence Network) in China, was a finalist for the Václav Havel Human Rights Prize in 2013—and Ilham Tohti’s tireless defender and president of the Ilham Tohti Initiative, Enver Can. On January 14, as the Iranian regime brutally cracked down on the largest street protests the country had seen in years, US President Donald Trump urged Iranians to persevere, posting on social media “help is on its way.” At the time, however, limited US military resources in the theater constrained the president’s military options. In the ensuing month since Trump’s post, the Pentagon has repositioned significant forces to the Middle East. This has led to wide speculation that the US is preparing for renewed strikes on Iran even as the Trump administration pursues diplomatic talks with the Iranian regime. To better understand the military planning and force posture dynamics shaping US policy choices, this briefing featured two Distinguished Military Fellows, former commander of the 5th Fleet VADM Kevin Donegan, USN (Ret.), and former Deputy Assistant Secretary of Defense for the Middle East Mick Mulroy. MEI Senior Fellow Jason Campbell moderated the discussion.

This briefing discussed the ongoing Iranian protests and severe government crackdown, which have rocked Iran since last week. The street demonstrations, sparked by the country’s economic nosedive and at times turning violent, are the largest in three years. As regime arrests and killings of protesters have intensified, US President Donald Trump has threatened to intervene, his remarks potentially taking on a more vivid significance in light of the American military extraction over the weekend of Venezuela’s President Nicolás Maduro — an ally of Tehran. This conversation featured Alan Eyre, Distinguished Diplomatic Fellow at the Middle East Institute. Eyre retired from the US Foreign Service in September 2023, after a 40-year government career, which included negotiating with the Iranian government over its nuclear program. The discussion also featured Alex Vatanka, Senior Fellow at MEI and author of the book The Battle of the Ayatollahs in Iran: The United States, Foreign Policy, and Political Rivalry since 1979.

In January of 2025, the human rights organization, Democracy in the Arab World Now (DAWN) (https://dawnmena.org/) , made a formal request with the International Criminal Court (ICC) to investigate former U.S. officials President Joe Biden, Secretary of State Antony Blinken, and Secretary of Defense Lloyd Austin for their accessorial roles in aiding and abetting, as well as intentionally contributing to, Israeli war crimes and crimes against humanity in Gaza. With the support of ICC-registered lawyers and other war crimes experts, the submission details a pattern of deliberate and purposeful decisions by these officials to provide military, political, and public support to facilitate Israeli crimes in Gaza; this support included at least $17.9 billion of weapons transfers, intelligence sharing, targeting assistance, diplomatic protection, and official endorsement of Israeli crimes, despite knowledge of how such support had and would substantially enable grave abuses. On April 13, Osaka opened its third and Japan's sixth international exhibition, or expo. This talk draws on a new book to sketch how the latest exhibition emerges from more than a century and a half of exhibitionism, which has included over 1,000 expos in Japan. This history offers a useful, corrective lens on standard accounts of both spectacle and modern Japanese development. Angus Lockyer has taught Japanese, East Asian, and global history in North Carolina and London. "Exhibitionist Japan: The Spectacle of Modern Development" was published by Cambridge University Press earlier this year. "Japan: A History in Objects," based on the collection of the British Museum, will come out in 2026. Lockyer currently lives in Rhode Island and teaches at RISD. As industrial production decentralizes, rural China has become a new hub for networked manufacturing, blurring the boundaries between factory and home. Migrant workers are returning to their hometowns to set up workshop-style facilities, driven by labor shortages, infrastructure improvements, and digital connectivity. Na Fu's study examines how mobility, once seen as a path to opportunity, now reinforces labor precarity, reshaping spatial and economic relations under China’s evolving network production system. Na Fu holds a Ph.D. in Politics from the New School for Social Research and is currently a Postdoctoral Fellow at China Initiative at the Watson Institute for International and Public Affairs at Brown University. Her research explores the intersections of digital labor, political economy, and smart production, focusing on how technological advancements reinforce social inequities and drive resource extraction in industrial transformations. Abstract:
February 27, 2025 — Beginning in 2007 the Chinese state used liberalizing policy and funding to encourage the expansion of large-scale grain farming. Despite this support, many of the new farms have financially struggled and folded. Drawing on Foucauldian biopolitics and resource security literature, Ross Doll argues that with modernized agriculture the state primarily sought to create not commercial farms but redundant farming infrastructure, which it needed to buffer its growing reliance on food imports while abiding by the global trade regulations needed to sustain its urban export manufacturing economy. Ross Doll is a lecturer in the UC-Berkeley Blum Center for Developing Economies. He researches agrarian change in Asia drawing on political ecology, cultural geography, and resilience ecology. Based on longterm ethnography, his current research considers the origins and influence of contemporary state-led agricultural modernization in the Yangzi Delta region of China, focusing on food security, landscape, and rural politics. Dr. Doll teaches courses on the geographies of natural resources, global and Asian development, and global poverty. He holds a PhD in Geography and a MA in China Studies from the University of Washington. In this workshop, scholars Satoshi Machidori and Harukata Takenaka speak on Japanese public attitudes toward possible geopolitical contingencies in the light of changing international environment in East Asia. Their new, large-scale survey experiment examines voter assessments of possible government responses to security crises, including a possible Taiwan contingency. The report also analyzes how perceptions of shared ethnicity may affect public reactions to a hypothetical threat from a democratic regime, expanding the research on the relationship between ethnicity and democratic peace. A contributing writer to The Atlantic, Professor Kayyem has a weekly security segment on NPR’s Boston station WGBH. Her most recent book, "The Devil Never Sleeps: Learning to Live in an Age of Disasters," was described in a New Yorker profile as an “engagingly urgent blueprint for rethinking our approach to disaster preparedness and response.” She served as President Obama’s assistant secretary for intergovernmental affairs at the Department of Homeland Security. Kori Schake leads the foreign and defense policy team at the American Enterprise Institute. She is the author of "Safe Passage: the Transition from British to American Hegemony," and a contributing writer at the Atlantic, War on the Rocks, and Bloomberg. Before joining AEI, Dr. Schake was the deputy director-general of the International Institute for Strategic Studies in London. She has had a distinguished career in government, working at the US State Department, the US Department of Defense, and the National Security Council at the White House. She has also taught at Stanford, West Point, Johns Hopkins University’s School of Advanced International Studies, National Defense University, and the University of Maryland. She has written additional books, including "America vs the West: Can the Liberal World Order Be Preserved?" and is coeditor, along with former Secretary of Defense Jim Mattis, of “Warriors & Citizens: American Views of Our Military.” Moderator: Evan Lieberman is the Total Professor of Political Science and Contemporary Africa and the director of the MIT Center for International Studies. He conducts research on the political-economy of development, especially in sub-Saharan Africa. He studies the democratic politics of governing ethnically and racially diverse societies, including the challenges of public health, climate adaptation, and ensuring respect for human dignity. Kholood Khair is the founder and director of Confluence Advisory, a 'think and do tank' formerly based in Khartoum that works on three priority policy areas: peace and security, economy, and governance. She is currently at Yale University as a visiting fellow. Ahmed Kodouda is a policy, advocacy, and communication specialist. He has an extensive background in conflict and post conflict settings and experience working with and consulting for governmental and NGOs around the world, including in Sudan, Afghanistan, and Kenya.

Vulnerabilities and Resilience of Electrical Grids in Wartime: Lessons from Ukraine: Tuesday, March 11, 2025. The Russian assault on Ukraine’s electrical generating capacity and transmission grid as part of its full-scale war against Ukraine, is unprecedented in the history of warfare. Volodymyr Kudrytskyi, the former CEO of Ukraine’s electric grid operator Ukrenergo, discussed the challenges of securing Ukraine’s energy system throughout the war, lessons for mitigating grid vulnerabilities, and prospects for rebuilding a more resilient energy system in Ukraine and Europe. Speaker: Volodymyr Kudrytskyi served as the CEO and Chairman of the Management Board of the Ukrainian Transmission System Operator Ukrenergo from February 2020 until September 2024. Under his leadership, Ukraine’s electrical grid has undergone preparations for synchronization with the power system of Continental Europe ENTSO-E and emergency synchronization with ENTSO-E in response to Russia’s full-scale invasion of Ukraine. From February 24, 2022, Mr. Kudrytskyi and his team at Ukrenergo managed the Ukrainian power grid through unprecedented Russian attacks against Ukraine’s critical infrastructure. Previously, Mr. Kudrytskyi held leadership roles in key Ukrainian energy sector companies, including Naftogaz and Ukrtransnafta. Mr. Kudrytskyi holds a degree in international finance from Kyiv National Economic University. Moderator: Mariana Budjeryn is the author of Inheriting the Bomb: The Collapse of the USSR and the Nuclear Disarmament of Ukraine (Johns Hopkins University Press, 2023) and a winner of the 2024 William E. Colby Military Writers’ Award, the first female in the award’s 25-year history. Dr. Budjeryn is a member of the Committee on International Security and Arms Control of the National Academies of Sciences and a senior nonresident fellow at the Brookings Institution.

In 1918, Parliament came within hours of abolishing First Past the Post. The system only survived because the two Houses disagreed on the system that should replace it. With the Bill on the brink of collapse, the question was postponed – a reprieve that has lasted for 107 years. In a recent YouGov poll, only 23% of respondents backed First Past the Post. But what might replace it? Different countries use a dizzying array of different systems, which are designed to do different things. Some are ‘proportional’, others ‘preferential’. Some would expand the range of parties, while others might shrink them. Do we want our electoral system to give us strong governments or strong parliaments? Do we want more or fewer regional parties, independent candidates, extremist parties or coalitions? In this event, co-hosted with Unlock Democracy, the Electoral Reform Society and Make Votes Matter, the Mile End Institute presented different electoral systems as used in France, New Zealand, Scotland, Ireland and the Netherlands. The first eight months of the new Labour government have been tumultuous, and nowhere more than in the politics of economics. Rachel Reeves has hiked taxes and increased borrowing, but her Treasury are also in tense negotiations with other departments over spending constraints. The Bank of England is trying to cut interest rates, but in a volatile market environment highly sensitive to developments across the Atlantic. The Government has already made itself vocal enemies ranging from tractor-driving farmers to child poverty campaigners, and businesses, trade unions, and lobbyists are currently battling to shape its policies on workers rights, planning reform, oilfields and airport expansions. What have we learned about Labour's economic policies? Do they have a coherent strategy? How united is the Labour Party and what are the emerging tensions? Baroness Sayeeda Warsi was the first Muslim to serve in a British Cabinet, during the coalition government of 2010-15. A former party Chair, Foreign Office minister and Minister for Faith and Communities, she is now a non-aligned peer and has become one of Britain's leading commentators on Islam and Islamophobia. She is a prominent voice against anti-Muslim racism, and the author of two celebrated books on the role of Islam in modern Britain: The Enemy Within: A Tale of Muslim Britain and Muslims Don't Matter. Since Winston Churchill first coined the term in 1946, successive American Presidents and Prime Ministers have hailed the ‘Special Relationship’ between the United Kingdom and the United States. For over 80 years, the exceptionally close political, diplomatic, economic, military and intelligence relationship between the two countries has endured changes of government, the end of the Cold War, the ‘War on Terror’, and globalisation. In the week that Donald Trump returned to the White House, the former British Ambassador to the United States, Kim Darroch, the Director of the British Foreign Policy Group, Evie Aspinall, and Dr James Ellison explored the future of Anglo-American relations. With tariffs looming and Elon Musk waging war on the Starmer government, they asked how should Britain handle this relationship - and explored the challenges it will face over the coming years.

What happens when mass protests don’t just demand change, but actually reshape the way power works on the ground? This talk dives into that question through the story of Ukraine’s Euromaidan movement and the sweeping decentralization reform that followed. In the wake of Euromaidan, Ukraine undertook one of its most ambitious transformations: transferring authority, budgets, and decision-making from the central government to local communities. But here is the twist: different places embraced this reform at very different speeds. Why? And what did protest have to do with it? Drawing on rich local-level data, this study uncovers a fascinating paradox: communities touched by protest often moved more slowly to adopt decentralization. However, once they did, they used it more effectively. The protest areas developed polycentric, multivoice decision-making structures that made early reform harder, but later implementation stronger, more competitive, and more participatory. From budget battles to e-democracy initiatives, this research shows how protest can leave behind more than memories. It can build the skills, networks, and civic muscle needed to turn reforms into real functioning democracy. Whether you are interested in Ukrainian politics, the afterlife of protest movements, or the mechanics of grassroots democracy, this talk offers fresh insight into how collective action can rewrite the rules of governance from the bottom up.

How does a government sell war, repression, or the curbing of freedoms to millions of people in the age of attention economy? If you think Russian propaganda is just burly TV hosts threatening to drown the Eastern Seaboard and millions of bots on X, then you haven’t been paying attention. In today’s Russia, the boundaries between entertainment and propaganda have all but disappeared. The Kremlin’s disinformation machine is no longer built only on bureaucracy and censorship—it operates like a modern media conglomerate, blending state messaging with digital marketing, social media influencers, and Netflix (yes, the Kremlin has its own streaming platform). Modern propaganda is memes, influencers, and sophisticated campaigns to market government initiatives in ways that resemble consumer brands. Drawing on his experience as both a Kremlin propagandist and a journalist covering Russia for The Atlantic and Air Mail, Andrew Ryvkin will show how propaganda is packaged and spread, and what can we do to counter it.

In the aftermath of 1989, Vaclav Havel thought that human rights, democratic values and foreign policy could advance hand in hand. Today the dominant trend seems, on the contrary, to favour power politics at the expense of Havel’s legacy. The language of human rights, spoken in the past by dissidents, and still used today by lawyers and advocates for victims’ groups, is rarely shared by diplomats and the wider public. In an international arena marked by brutal conflict and war, human rights discourse seems increasingly inadequate. What is left of Havel’s legacy is the possibility to formulate a foreign policy that does not ignore the defence of human rights. The Vaclav Havel Library, in cooperation with the Faculty of Social Sciences of Charles University and supported by the Rockefeller Brothers Fund, invited Michael Ignatieff, politician, academic and author, to address the issue of human rights in international affairs. He discussed this topic with Martin Palouš, Jiri Pehe and Jacques Rupnik, who chaired the event.

After a century of building a secular state and having recent hopes for EU membership, Turkey, our ally, embarked on a path of harsh repression against political opposition and civil society. Unless it was hit by an earthquake, or we were heading for its beaches, we took virtually zero interest in Turkey. Ready to convince us that this had been a mistake, and that it had been important to monitor the country and keep it as close to Europe as possible, especially in that turbulent world, were Zuzana Kutišová, a PhD student in the Department of Middle Eastern Studies at Charles University in Prague, and, remotely, Prof. Burak Bilgehan Özpek, a political scientist at TOBB University of Economics and Technology and a respected expert on Turkish politics and foreign policy, and Veysel Ok, a lawyer for many journalists in Turkey and Co-Director of the Media and Law Studies Association. Abstract:
About the speaker: Pascale Laborier is a professor of political science at Paris Nanterre whose research over the past decade has focused on the history of scholars in exile. Some of her recent scholarship has focused on refugee scholars from Uruguay and Chile during the dictatorships. She is one of the founders of PAUSE, a French organization with private and government funding that helps refugee scholars in France find university jobs and funds them for their first year of teaching. Together with an artist-photographer she has created an exposition on these themes that will be shown at MIT in April. The exposition has been shown in Germany, France, and Belgium and currently in Uruguay and Chile.

On any given day, the remains of countless deceased migrants are shipped around the world to be buried in ancestral soils. Others are laid to rest in countries of settlement, sometimes in cemeteries established for religious and ethnic minorities, where available. For immigrants and their descendants, perennial questions about the meaning of home and homeland take on a particular gravitas in death. When the boundaries of a nation and its members are contested, burial decisions are political acts. Building on multi-sited fieldwork in Berlin and Istanbul – where the author worked as an undertaker – Dying Abroad offers a moving and powerful account of migrants' end-of-life dilemmas, vividly illustrating how they are connected to ongoing political struggles over the stakes of citizenship, belonging, and collective identity in contemporary Europe.

Approximately 30 members of the MIT community were among the 100,000 attendees at COP28. While there were some major takeaways from the conference that have already been shared in the media and more that will continue to be published into the new year, much of the progress happened on a smaller scale in meetings and side events. Some attendees gathered to debrief and learn about some of the specific interests and goals that members of the MIT delegation had in attending the COP, and the value that they gained from participating.

The night before John Smith QC died in May 1994, he spoke at the Park Lane Hotel to raise money for the Labour Party's campaign for the next general election. To the 500 people in attendance, Smith remarked that 'the opportunity to serve our country—that is all we ask'. 30 years on from his death, Smith is often recalled as one of the 'best Prime Ministers we never had' and is still viewed with affection by many people regardless of their political views. However, in his own party, John Smith's legacy has often been more contentious. For supporters of the 'New Labour' project pursued by his successor, John Smith - as David Miliband told the Mile End Institute in May 2022 - failed to 'understand that in 1992 the electorate told us, in no uncertain terms, that they wanted a different offer from Labour'. On Thursday 9 May 2024, the Mile End Institute marked the 30th anniversary of John Smith's death by inviting a distinguished panel of historians and eyewitnesses to consider John Smith's legacy and lessons for the Labour Party today. Chaired by Dr Robert Saunders, it featured David Ward (John Smith's Head of Policy and Adviser from 1988 to 1994), Dr Richard Johnson (Senior Lecturer at QMUL), and Dame Pauline Green (former Chair of the Party of European Socialists).

As a writer, broadcaster, columnist and art-critic, his books and documentaries have covered an extraordinary range of subjects, stretching from the histories of art, slavery and public health to Romanticism, baseball and the American future. His award-winning books include Citizens: A Chronicle of the French Revolution (1989), Landscape and Memory (1995), Rough Crossings (2005) and Foreign Bodies: Pandemics, Vaccines and the Health of Nations (2023). He has written three volumes on the History of Britain and two volumes on The Story of the Jews, both of which have been made into BBC TV series. He is currently Professor of Art History and History at the University of Columbia, and was knighted in 2018 for ‘services to history’. On Friday 8 March 2024, Sir Simon drew on his long expertise in British and Jewish history to deliver the first in a new series of distinguished 'Hennessy Lectures', celebrating the life of the historian and cross-bench peer Lord Hennessy of Nympsfield. On Tuesday 26 March, the Mile End Institute welcomed the former Conservative MP and Cabinet minister, Sir David Lidington, to @QMUL. Sir David was elected as the Conservative MP for Aylesbury in Buckinghamshire from 1992 and retired from the House of Commons at the 2019 general election. In addition to being the longest-serving Minister for Europe, occupying the post throughout David Cameron's premiership, Sir David served as the Leader of the House of Commons, Secretary of State for Justice, and Minister for the Cabinet Office in Theresa May's administration. As Chancellor of the Duchy of Lancaster between January 2018 and July 2019, Sir David was widely recognised to be Theresa May's de facto Deputy Prime Minister. In a wide-ranging conversation with Dr Robert Saunders five years on from the collapse of Theresa May's Withdrawal Agreement, Sir David reflected on his early life in London, working as Douglas Hurd's special adviser at the Home Office and the Foreign Office during Margaret Thatcher and John Major's governments, and the start of his own parliamentary career after 1992. They also explored his work in government after 2010, the Brexit debate which dominated his last three years in Parliament, and the state of the Conservative Party today.

Ahead of a potential change of government in the United Kingdom during this year, this webinar examines the reform of the centre of government across the world. Chaired by Professor Patrick Diamond, this webinar saw Professor Ray Shostak, Martin Alessandro, and Caroline Slocock explore the lessons that could be learned by British policy practitioners. In every government, the centre of government performs a set of crucial functions: the institutions and units working at the centre provide managerial direction and coherence to the complex governing machinery, not least in accelerating the delivery of priority objectives. In the UK, the operation in Number 10 Downing Street has become the focus of much attention in recent years with its leadership and oversight role increasingly questioned. Over the last decade, crises, and shocks - including global pandemics, climate hazards, economic crises, technological developments, and global conflicts - have enhanced the value of anticipatory governance and foresight, cross-ministerial planning and policy design, alongside real-time performance monitoring and intervention all provided through the centre of government.

50 years ago this month, Prime Minister Edward Heath called a general election. With severe economic problems including the quadrupling of oil prices, a particularly fierce miners’ strike and the introduction of a three-day week, Heath addressed the nation, telling the electorate that they had to choose between ‘a strong Government which has clear authority for the future to take decisions which will be needed’ and one that ‘abandons the struggle against rising prices under pressure from one particularly powerful group of workers’. The result was a monumental moment in British political history – the first hung parliament since 1929 – and, arguably, as Alan Bancroft suggests, consigned the ‘post-war settlement’ to the ‘intensive care unit, ultimately leading to its demise in 1979’. To mark this significant anniversary, the Edward Heath Academic Forum – a new academic network to encourage study of the politics of the 1970s, and Heath’s contribution to British, European, and global politics – held its first public event at Queen Mary University of London. Dr Robert Saunders as well as Lord Butler (Private Secretary to the Prime Minister, 1972-74) and Lord McNally (Political Advisor to James Callaghan, 1974-76, and Head of Political Office at 10 Downing Street, 1976-79) revisit the campaign, the Conservatives’ struggle to sustain the focus on ‘Who Governs?’, Heath’s efforts to form a coalition with the Liberals, and the eventual formation of a minority Labour government.

On 22 January 1924, the United Kingdom experienced what The Annual Register described as ‘a revolution as profound as that associated with the Reform Act of 1832’ – the formation of the first Labour government. After an inconclusive general election in December 1923, the King invited Ramsay MacDonald to become Prime Minister. For the leader of the so-called ‘Wild Men’ – who had helped to found the Labour Representation Committee in 1900 and been the fledgling party’s leader for a little over a year – the formation of his minority administration was ‘an insane miracle’. While the government was defeated just over nine months later, at a general election in October 1924, it proved to the country and the wider movement that the Labour Party was willing and able to govern. To mark the centenary of MacDonald’s appointment, the Mile End Institute assembled a stellar panel of experts on Labour politics, the constitution, and interwar Britain. In addition to Jon Cruddas MP and Dr David Torrance - whose new books A Century of Labour and The Wild Men had just been published - we were joined by Professor Jane Ridley (the author of George V: Never a Dull Moment) and Dr Richard Johnson. In this fascinating discussion chaired by the journalist and former host of Radio 4’s Westminster Hour, Carolyn Quinn, the panel reflected on King George V's decision to call for MacDonald rather than the governing Conservative or Liberal parties, the changing makeup of the Labour Party and its relationship with the Crown, and the MacDonald administration's political and legislative achievements. With a general election approaching, the panel also considered what lessons, if any, MacDonald’s minority administration offers to future Labour governments.

In recent years, as the authors of this major important collection of essays argue, the landscape of British politics has fundamentally changed. The Conservative Party in particular has undergone a profound transformation. Centre-right values that steered British politics for decades - internationalism, respect for the rule of law, fiscal responsibility, belief in our institutions - were cast aside in the wake of the Brexit referendum to the detriment of the UK's prosperity, electoral trust, and the long-term fortunes of the Conservative Party. In this event, the ‪@mileendinstitute4300‬ welcomed the former Conservative MP and Lord Chancellor, David Gauke, to ‪@QMUL‬ to talk about his new book, The Case for the Centre Right. Published in September 2023, this collection of essays features contributions from Michael Heseltine, Rory Stewart, and Amber Rudd, and has been described as a 'classic indictment of the deceptions of populism' by the former Prime Minister, Sir John Major. Hosted by Professor Tim Bale, this event also featured Andrew, Lord Cooper of Windrush, who contributed a chapter on the realignment of British politics since 2016.

83. The Downing Street Declaration: Thirty Years On

On 15 December 1993, the governments of the United Kingdom and the Republic of Ireland signed the Downing Street Declaration: a "charter for peace and reconciliation" that sought "to remove the causes of conflict, to overcome the legacy of history and to heal the divisions" in Northern Ireland. Signed by John Major and Albert Reynolds, the Downing Street Declaration asserted the principle of self-determination for the North of Ireland. The UK government disclaimed any "selfish strategic or economic interest in Northern Ireland" and promised to facilitate a united Ireland if that was the wish of the majority. The Irish government recognised that "it would be wrong to attempt to impose a united Ireland, in the absence of the freely given consent of a majority of the people of Northern Ireland", and that any settlement must "respect the democratic dignity and the civil rights and religious liberties of both communities" . The result was a landmark moment in the peace process, with consequences that continue to this day. This webinar, held in December 2023, looks back at the making of the Downing Street Declaration and assesses its legacy for the peace process. It brings together two specialists in Irish history, Professor Martyn Frampton (QMUL) and Dr Eleanor Williams (Oxford), in conversation with Dr Robert Saunders, to explore a landmark moment in British and Irish history, and to reflect on the lessons thirty years after it was agreed.

For the first time in four decades, a core US interest — freedom of navigation and the free flow of commerce — is increasingly at risk in the Middle East region. By enabling the Yemeni Houthis to attack international vessels in the Red Sea and the Gulf of Aden with armed drones and sophisticated anti-ship missiles, Iran, as it did in the Gulf in the late 1980s, is causing tremendous harm to commercial activity in one of the world’s most crucial waterways. In a memorandum entitled “A Strategy for Countering the Houthi Threat at Sea” and addressed to US President Joe Biden, the Middle East Institute’s Defense and Security Program members Bilal Y. Saab, Kevin Donegan, Mick Mulroy, Sam Mundy, and Joseph L. Votel offer recommendations for the United States on how to effectively degrade the capabilities of the Houthis and protect international shipping in regional waters. To discuss in greater detail the Defense and Security Program’s proposed strategy and the likely future trajectory and implications of the US campaign against the Houthis, MEI is pleased to host Bilal Y.
