In recent years, Russia has stepped up its engagement in Africa, forging military and security agreements as well as business relationships with leaders in several states. What lies behind Russia’s “return” to Africa? During the Cold War, Africa constituted a major site of Soviet geopolitical competition with the U.S. Does this history, as well as the legacy of Soviet antiracism, inform Russia’s current goals and actions on the continent? Panelists will explore this issue, as well as the impact of Russia’s presence on security and humanitarian crises within Africa. What has been the reaction of various local actors to Russia’s presence? Panelists will also discuss the policy response: how should the international community and the West respond to Russian engagement in Africa?

102. Residential Institutions for Disabled People in Russia: Two Models of Care

Please join us for an event in our Work of Care in Russia speaker series, a talk with Anna Klepikova, Associate Professor in the Department of Anthropology at the European University at St. Petersburg, and author of I Must Be A Fool (European University Press, 2018). Moderated by Svetlana Borodina (Harriman Institute). Anna Klepikova’s dissertation field research was conducted in two residential institutions for people with disabilities in St. Petersburg. Klepikova was inspired to study institutional disability care after watching an NGO volunteer recruitment ad about an orphanage for children with disabilities. She decided to learn more about the volunteers’ motivations and experience by joining them as a volunteer and participant observer for her dissertation research. At the orphanage, Klepikova witnessed a conflict developing between the NGO volunteers and the nurses: a clash between two models of care on the practical level, and two versions of understanding disability on the ideological level. This disconnect resembled the conflict between Western humanistic pedagogics and a patriarchal discriminating approach to disability and difference. After a year, Klepikova transferred to volunteer at a similar institution for adults. There, she found a different conflict between the volunteers and medical staff due to the latter being responsible for various psychiatric restrictions, forced administration of sedative drugs, and involuntary hospitalizations. In this case, the conflict was between the social-constructionist and medicalized approaches to mental illness. In this presentation, Klepikova discusses the differences and intersections in these polar approaches to disability care. Introducing her ethnographic material, she reflects on the nature of anthropological understanding that might form various grounds for solidarity.

Please join the Ukrainian Studies Program at the Harriman Institute for a talk by Kateryna Iakovlenko entitled "Memory Battles and Ukrainian Contemporary Art." After the 2014 Maidan, memory and Ukrainian history became essential topics for Ukrainian contemporary artists. Facing contemporary political challenges and war, they started looking to archives, blind historical spots, and their family history. The historiographical turn in Ukrainian art became a part of an archival impulse process in global art (Hal Foster, 2004). What makes Ukrainian art unique? What specific topics and methods do Ukrainian artists provide? Moreover, how has all this movement influenced intellectual discussion in Ukraine? Kateryna Iakovlenko, Ukrainian curator, critic, and Fulbright Research Fellow at the Scientific Shevchenko Society in the USA, will try to answer these questions. During her talk, Kateryna Iakovlenko will introduce the new book, Stone Hits Stone, which presents research and artistic reflection on Ukrainian history, political violence, the national historical heritage, the avant-garde, and Soviet utopia within the framework of Nikita Kadan’s artistic practice. The book was published as part of the PinchukArtCentre Research Platform and on the occasion of a solo exhibition by Nikita Kadan entitled Stone Hits Stone, where Iakovlenko was an assistant curator, contributor author and book editor.

Please join the Harriman Institute for a discussion with poet and scholar Polina Barskova about her new volume, Air Raid (Ugly Duckling Presse, 2021). She will be joined by translator Valzhyna Mort and moderator Mark Lipovetsky. This event is part of our Contemporary Culture series. The Siege of Leningrad began in 1941 and lasted 872 days, resulting in the most destructive blockade in history. Already shaken by Stalin’s purges of the ’30s, Leningrad withstood the siege at a great human cost. Air Raid takes us through the archives of memory and literature in this city of death. Polina Barskova’s polyphonic poems stretch the boundaries of poetic form—this is what we’re left with after poetry’s failure to save nations and people: post-death, post-Holocaust, post-Siege, post-revolution; post-marriage and post-literature. How does language react to such a catastrophe? How does a poet find language for what cannot be told? This new translation of a leading contemporary Russian poet confronts English excavating its muteness, stutter, and curse.

Ever since President Obama’s "pivot to Asia" it has become clear that the US foreign and security policies are increasingly focused on China’s regional and global ambitions as a challenge to US interests in the Asia-Pacific. The Trump administration extended US security policy vis a vis Beijing to the economic arena through a protracted trade war, also banning several online apps and platforms such as TikTok, as well as the telecommunications giant Huawei. The European Union and its member states have remained silent and refrained from harsh rhetoric and policies towards China. What is the difference between US and European policies? What might change or remain the same under the Biden administration and what can be expected from China in the near future? We will discuss these and more questions with Carla Freeman, Executive Director of the Foreign Policy Institute and Associate research professor in China Studies at Johns Hopkins SAIS. The global pandemic is changing the world. The Western Balkans were hit severely and are currently struggling with the rapid increase in numbers of Covid-19 infections. The state-of-the-play in the region is shaped by the dynamics of the pandemics but also by underlying structural problems, by the “return of geopolitics’ in the Balkans and question marks put behind the EU-Enlargement and new transatlantic relations. What we see at display right now is a sort of 'vaccine nationalism' threatening to replace the European solidarity. We see China rapidly increasing its influence, EU struggling to find a strong common policy towards the region and new expectations (for some) or even fears (for some others) related to the new Biden Administration. The debate seeks to explore this new game in the (post)covid Balkans. Are non-Western players using the pandemic with their ‘vaccine politics’ to fill Western’s gap or to challenge Western’s influence in the Balkans? What is the role of the EU and what the future prospects for enlargement? Will China’s increased influence in the Western Balkans hinder its transatlantic aspirations? The Intercultural Trends Report is a scientific report by the Anna Lindh Foundation, which shows the common ideas, attitudes, fears and hopes of young people from the Euro-Med region. In the online event, the Intercultural Trends Report 2020 was presented, discussed with the members of the Austrian network and put into practice. The report specifically addresses the opportunities, challenges and future collaborations that arise from the dialogue between Europe and the Mediterranean region. The aim is to identify exemplary examples that youth and civil society in the Euro-Med region can continue to pursue in the future.

The Middle East Institute's Arts and Culture Center and The Cultural Services of the French Embassy are pleased to host a conversation with leading Syrian contemporary artists, Bady Dalloul and Nagham Hodaifa. The Paris-based artists will reflect on the past decade of conflict and trauma, its impact and influence on their work and their relationship to their homeland. They will be joined by Lyne Sneige, the Director of the Arts & Culture Center at the Middle East Institute. Dalloul grew up in France, the son of prominent Syrian artists. His work confronts the notion of what is real and imagined while challenging the process of writing history. Hodaifa, who left Syria in 2005 to pursue her studies, explores the human condition through the representation of the body. Both artists are in the current MEI Art Gallery exhibit In This Moonless Black Night: Syrian Art After the Uprising, featuring leading contemporary Syrian artists chronicling the hope, trauma, and pain of the past decade through their practice. The artists will be in conversation with Vanessa Badré, art historian, lawyer, and faculty fellow at American University.

One half of this year’s theme - The Other Europe - refers back to the epoch when Europe was divided into East and West. The first part of the conference - The Other Europe in the 1980s - refers to a six-part series produced by the British Channel Four television in 1987–1988 about the situation in the communist-dominated countries of Central Europe, based on interviews with the leading opposition figures of the era. The Václav Havel Library is in possession of the complete raw footage of the series. One panel of the conference is dedicated to four interviewees from 1987/88 and their “Facing the younger me” responses. The second half of the conference - The Other Europe Today - will address the current situation: Is there an Other Europe today? Is it drifting apart again from its Western neighbours? What impact has the pandemic had on the EU’s geopolitical standing and internal cohesion? Has the pandemic affected the perceptions of liberal democracy and the opinions of the younger generation? In this second part we aim to explore the possible links between the past and present concepts of the Central European “otherness” and the perspectives of overcoming such divisions. The conference is aimed primarily at secondary and college-level students, as well as scholars, experts, and members of the public interested in European issues. Albeit at a distance, we look forward to a vivid online interaction between the speakers and our international audience.

Of all the internal obstacles and external challenges the United States is likely to face in its pursuit of its new foreign policy priority of great power competition, the Middle East might prove to be the biggest. If the region continues to command U.S. attention and resources, Washington will struggle in its efforts to effectively pivot and counter Chinese and Russian ambitions in Asia and Europe, respectively. How does or should the Middle East fit in America’s new grand strategy? Does the great power competition necessitate an entirely new U.S. approach toward the Middle East? Since 2017, the Davis Institute for International Relations from the Hebrew University and the Center for Regional Initiatives (IPCRI) have been engaged in a project aimed at building shared visions for Jerusalem. In this project, local residents from diverse communities from across Jerusalem engaged in mapping local needs and designing their visions for the future of the city. As complementary to this work, IPCRI organized in partnership with Konrad Adenauer Stiftung and the Irish Aid delegations of experts and civil society leaders from Jerusalem to other contested cities such as Belfast, Nicosia and Sarajevo. These delegations focused on the reality of cities in conflict and highlighted the lessons that can be learned from other conflicts. This conference presented the outcomes of both projects. In the first part of the conference, scholars presented policy recommendations designed by local residents and will receive input from experts from other contested cities. Following this part, we will host panels and workshops focusing on the practice of bringing change to contested spaces. From urban planning through shared education and equal representation, we aim to present a comprehensive vision towards the future of those cities in conflict. This video presents the remarks delivered by Rev. Dr. Gary Mason on the lessons that can be learned from the status quo in Jerusalem and Belfast.

The global geopolitical situation is caught in a maelstrom. The conflict between the United States and China is getting worse and subsequent negative effects are rising. In Europe, Brexit is making the continent more divisive than harmonious. The instability in Middle East is not solved. In addition, the North Korea’s nuclear weapons are an endless source of problem that defies a quick solution, which made the politics surrounding the Korean Peninsula more complex. The problem is that the currently weak global governance may lead the global political landscape into a serious crisis. To give an answer to these problems, heads of top think tanks share their prospect and the future of the global governance, giving a guideline for each country to listen for a better direction.

Jeremy Corbyn was elected as leader of the Labour Party promising a break with a ‘neoliberal consensus’ that, his supporters argue, has dominated Britain for the past forty years. Even though Labour’s Corbynite turn demonstrated an endurance and electoral potency unanticipated by many mainstream commentators before the 2017 General Election, the agenda of a prospective Labour government remains under explored. In contrast, within the Left itself there have been urgent debates on the ideal policies of a socialist government and the best strategies to replace ‘neoliberalism’. Left-wing writers and think-tankers now discuss proposals like the ‘Preston Model’ and a ‘Green New Deal’ with increasing confidence and excitement. At this event, we will hear from some key figures in the development of the new economic thinking pursued by the Labour leadership. This panel will introduce the emerging political economic settlement, dubbed ‘Corbynomics’ by the Economist, and interrogate its ideas, strategies and prospects.

147. Who represents London? Ethnicity, Gender, and Party in Local Government

London's local government has served as a locus for ethnic minority political engagement for decades. The local arena was an important site for black and Asian political activity during the 1960s and 70s when much of the responsibility for tackling racism was passed to local government. When the first three black MPs entered the House of Commons in 1987, they had all served as local councillors beforehand. To this day, local office continues to be a gateway into national office for ethnic minorities. Despite this, very little is known about how representative local councillors are of London's population. A new study by Queen Mary alumna Mercy Muroki and academic Prof. Philip Cowley reports local black and Asian representation across London for the first time in over 20 years. The study shows that, despite some advances, black and Asian Londoners continue to be underrepresented in most boroughs. Black men, in particular, see the poorest levels of representation whilst Asian men see the best levels. The study also found huge disparities between representation amongst Conservative and Labour councillors.
