1. Continuities and Ruptures in the EU’s Border and Migration Control Regime

Abstract:: After years of decrease in the public salience of the issue, border security and migration control are back on top of the agenda in the European Union. Rows around issues such as the Schengen accession of Romania and Bulgaria, the ongoing debate about refugees from Ukraine and the deteriorating humanitarian situation in the Mediterranean have once again caused intense political debates in Brussels and the member states. While numerous topics (such as cooperation with third countries) arise in this context, this report will deal with three aspects – the further implementation of the EU Pact on Migration, the general technologization of border management and the operationalization of two new databases in the field of mobility control at the borders. These issues bear both political and academic significance and are thus major developments to observe in 2023.

2. Pressing Security Concerns in Southeast Asia: Next-Generation Perspectives

Abstract:: Southeast Asia is a pivotal sub-region of the Indo-Pacific. Spanning 1,700,000 square miles, its total population is 676 million – around 8.5% of the world’s population – and has a collective GDP of US$3.67 trillion (as of 2022). Over the years, it has been associated with both economic dynamism and significant security challenges. As authors in this volume note, the territorial disputes in the South China Sea, disagreements over water rights in the Mekong Delta, and the current conflict in Myanmar highlight fault lines not only between Southeast Asian states themselves, but also between great powers such as China and the United States. There are many more – the EU, India, Japan, Australia, and South Korea – that pay close attention to developments in the sub-region. Maintaining peace and stability in a region that plays host to one-third of global sea-borne trade, hosts major undersea internet cables, and is a major thoroughfare for energy supplies from the Middle East to the advanced manufacturing hubs in China, Japan, and South Korea is both challenging and complicated. The primary mechanism for engagement with the individual countries in Southeast Asia has been through the Association of Southeast Asian Nations (ASEAN) and its attendant bodies, such as the ASEAN Regional Forum (ARF), the East Asia Summit (EAS), and the ASEAN Defense Ministers Meeting (ADMM). Meanwhile, ASEAN member states have promoted the principle of “ASEAN centrality” as a means to prevent major power interference in the sub-region and to retain influence over security cooperation within Southeast Asia and beyond. As a result, the acknowledgement of ASEAN centrality has become a “boilerplate” for strategy and policy documents related to regional security. One example of this is the inclusion of the principle in the 2021 U.S. Indo-Pacific Strategy. However, the increasingly pressing nature of challenges confronting the broader region, their speed and intensity, are beginning to outpace the evolution of institutions and processes associated with ASEAN. The ASEAN Way – an emphasis on informal consultation, non-interference, and consensus as the basis of major decisions – has been integral to creating internal cohesion and harmony within ASEAN decision-making and is an enabler of socio-political integration. On the other hand, it has also stymied efforts to develop effective collective responses to conflicts and has made ASEAN hostage to great powers able to use their influence over members to break consensus. While defenders of ASEAN point to its successes and remain confident that it will adapt to regional issues over time, others are increasingly skeptical that ASEAN can retain its status as the gatekeeper of regional security agenda. It is in this context that Pacific Forum carried out this extended study with support from the Luce Foundation to investigate Southeast Asian perspectives on the “biggest threats or most pressing security issues, now and in the foreseeable future.” We asked a group of our Southeast Asian cohort of Young Leaders (ages 21 to 35), what problems were most pressing to them, and asked them how they thought their countries should address these issues, noting which third-parties would be most important for them to leverage in doing so. We believe this publication, which cuts across a broad range of security issues, is a fair representation of the eclecticism and diversity that characterize the region itself and hope that our readers will find them as useful as we have here at Pacific Forum. The collection starts with traditional security issues and then moves to more non-traditional security issues, though this does not reflect any internal emphasis or prioritization on the part of the editors. The first essay, by Siu Tzyy Wei, is entitled “Caught in the Middle: The Measured Voice of Brunei’s Foreign Policy Amidst the South China Sea Dispute.” Beginning with the South China Sea is appropriate for any collective study on the region, but Brunei’s position as a “silent claimant” presents a perspective not often heard. The author’s assertion that it is China and external powers – AUKUS and the Quad are mentioned – that are adding pressure to the South China Sea and adding a dangerous complexity, compelling Brunei’s “neutrality,” a striking claim given the threat to Bruneian sovereignty. The second essay moves to another flashpoint, the political crisis in Myanmar; a national issue that has reverberated around ASEAN as well as further abroad in Washington and Brussels. Appropriately titled “The Coming of the Raging Fire: The Revolution in Myanmar,” Thiha Wint Aung analyzes the lead-up to the political crisis and concludes by calling for the international community to explicitly support the people’s “armed resistance” against the military. The third essay presents a bold national case for a region-wide issue: dealing with rising Chinese influence. In “Malaysia’s China Policy Amid China’s Growing Security Concerns,” Fikry A. Rahman argues that Malaysian policy elites will have to prioritize strategic concerns over economic ties vis-a-vis China if it is to adequately defend Malaysian sovereignty. The next group of essays focuses on non-traditional security issues, beginning with climate change, one of the most pressing global issues. Southeast Asia is particularly vulnerable to the effects of climate change, as noted in the fourth essay, “When it Rains, it Pours: Disaster Displacement and the Future of Human Security in the Philippines Amid Changing Climate.” Katrina Guanio calls for policymakers to be aware of gradual or even sudden human migrations due to inclement weather, such as typhoons, and the impact these have on national health, economic, and security dynamics. Taking an unusual and unique perspective, the fifth essay, “Climate Maladaptation: Migration, Food Insecurity, and the Politics of Climate Change in Timor-Leste” by Ariel Mota Alves, makes the provocative argument that international organizations can sometimes promote detrimental Western development narratives that undermine local solutions to local climate change effects. The sixth essay, “Human Trafficking in Vietnam: A Top-Tier Non-Traditional Security Threat in the 21st Century” by Thu Nguyen Hoang Anh, measures the impact of the scourge of human trafficking in Vietnam and offers practical policy solutions to mitigating its impact on victims. Finally, the seventh essay, by Attawat Assavanadda, looks at “Thailand’s Brain Drain Challenge: Trends and Implications,” noting the push-pull drivers of the phenomenon and its impact on Thailand’s overall development. As one can see from this summary, the range of topics chosen by our talented Young Leader cohort from Southeast Asia is as diverse, inspiring, and multidimensional as the region itself. Ranging from security issues that are well covered by regional and international media to those that take an eclectic look at local variations of international issues, we are pleased to showcase these essays. As ever, the mission of Pacific Forum only begins with the creation of such young leader cohorts, and empowering them to present their analyses and recommendations should only be a prelude to robust regional conversations and discussions. We have been since our creation – a forum for those discussions – and hope that our readers will take that engaging approach to these essays and their authors.

4. Conditionality in Migration Cooperation: Five Ideas for Future Use Beyond Carrots, Sticks, and Delusions

Abstract:: Effective migration partnerships with third countries are a declared goal of the European Union. But views diverge on what good migration cooperation looks like. Using carrots and sticks, also known as conditionality, is a controversial strategy to reach the EU’s migration goals. Politicians and experts either frame it as necessary and legitimate, or as post-colonial and counterproductive. Whether one supports conditionality or not, positive and negative incentives have shaped the different types of migration agreements the EU and its Member States have struck in the last decade. Some are formal agreements binding under international law, but most are soft law or handshake deals. They may cover just one specific issue within migration policy, or tie migration to other policy areas. Some are public, others confidential. All these agreements reflect the interests and the leverage which the EU, Member States, and partner countries bring to the table. The three most discussed levers the EU uses to nudge partner countries toward joint migration management are visas, development aid, and trade – the holy trinity of migration conditionality. But the exclusive focus on these three levers is artificial. Europe also uses other levers, such as police or military cooperation and training, diplomatic attention and high level visits, legal migration opportunities, and others. When these levers are used, they generate three kinds of effects: the conclusion of an agreement, common document, or statement (paper), procedural or technical changes (process), and migratory movements (people). But they also bring unintended side effects, such as backlash from the citizens of third countries, or the phenomenon of reverse conditionality, when a third country reacts to threats by reducing border patrols or by supporting irregular onward migration. Lever use of one EU country can also worsen the migration relationship of its EU neighbors with that third country. Despite these high stakes, Europe uses conditionality remarkably inconsistently. Its strategy to create coordination mechanisms to make Member States’ approaches more coherent is hobbled by entrenched realities: The cost of coordination is often disproportionate to its benefits, and turf demarcation hinders cooperation. Thus, the chase for coherent conditionality usage in the EU is at best an uphill battle and at worst a delusion. This report puts forward five recommendations to improve Europe’s migration conditionality use and debate in the future. It draws on case studies that trace the EU’s use of incentives and threats toward Bangladesh, The Gambia, Afghanistan, Iraq, and Nigeria, and distills lessons from them.

Abstract:: Six and a half years since the Brexit referendum, UK relations with the EU have still not settled into a coherent and consistent pattern. Partly, this is because the process of leaving itself took so long. Partly, too, because there is much still to resolve, not least whether the treaties signed will be fully applied. This report examines the contours of that relationship. It assesses both where we have got to and how the relationship might evolve. The reports sets out the state of play on trade, migration, public opinion, as well as the various party positions on the relationship. It also highlights the deadlines and decisions on the horizon in a number of areas, such as financial services, electric vehicles and fisheries. Finally, it examines the ways in which the TCA could be deepened, and steps that might be taken beyond the TCA – both unilaterally and through increased cooperation with the EU – concluding that changes to the relationship are likely to be slow and incremental.

Abstract:: The recognition of the Taliban government continues to be a major concern of world powers which are also closely monitoring the stance of Afghanistan’s neighbours on the matter of recognition. Since the fall of Kabul, Pakistan has demonstrated the policy of engagement, however as far as the recognition of the Taliban government is concerned, experts are of the opinion that recognition by Pakistan will be of no use until others follow the suit. Many in the U.S. and NATO countries believe that their “defeat” in Afghanistan could have been avoided had Pakistan not played the role it did. Hence, Pakistan needs to consider the great powers’ perspective on Afghanistan meanwhile ensuring that it facilitates humanitarian assistance in the war-torn neighbour. Moreover, experts assert that the Taliban are capable enough to further their agenda on the regional and world stage and Pakistan needs to avoid assuming that role. Cross-border migration remains a pronounced worry of the Pakistani government, but due to border fencing and strict security measures the phenomenon has so far been under control. However, if further humanitarian catastrophe in Afghanistan is not prevented, more refugees will certainly cross the border to enter Pakistan. To escape this situation, Pakistan has time and again urged the world community to provide humanitarian assistance to Afghanistan. The hosting of OIC summit is one such attempt by Pakistan. However, experts believe that OIC is less likely to be fruitful; firstly, because individually important OIC members (Saudi Arabia or U.A.E) have not given any statement regarding Afghanistan’s assistance, and secondly because the issue of recognition is impossible to be tackled as all the Arab states are hesitant to accept the Taliban regime.

9. The Winding Road to Marrakech: Lessons from the European Negotiations of the Global Compact for Migration

Abstract:: In the summer of 2018, negotiations of the Global Compact for Safe, Orderly, and Regular Migration suddenly became front-page news, drawing far more attention than nonbinding UN agreements before it. The compact’s proponents argued it would help address transnational issues related to migration, while its opponents alleged it posed a threat to state sovereignty and would lead to an increase in migration to Western countries. Although the European Union was initially one of the driving forces behind the pact, as public demonstrations multiplied, these divisions culminated in the fall of the Belgian government and nine EU Member States voting against the compact or abstaining. This report from MPI's Transatlantic Council on Migration explores how the compact negotiations triggered a multilayered institutional and political crisis in the European Union. It charts how the pact became a proxy for broader debates about how external migration policy is decided within the European Union, especially when doing so touches on multiple policy areas, and about democratic accountability in handling nonbinding international agreements. This analysis, which draws in part on interviews with policymakers from EU institutions and Member States, offers lessons learned for public communications about migration policy and assesses the implications of these events for the European Union’s external migration policy, including its implementation of the compact and role in multilateral migration matters.

10. Coming Together or Coming Apart? A New Phase of International Cooperation on Migration

Abstract:: The global context for international cooperation on migration has shifted in unanticipated ways since the Global Compact for Safe, Orderly, and Regular Migration was adopted in December 2018. The COVID-19 pandemic, in particular, upended the migration status quo. Beginning in March 2020, countries introduced border closures or restrictions that essentially paused most forms of mobility, with significant consequences for migrants, their countries of origin, and destination countries—from stranded populations and reduced remittances, to labor shortages in key industries. While many governments’ responses to the pandemic have been unilateral and inward-looking, these challenges have underscored the importance of pursuing greater coordination on migration and mobility at the bilateral, regional, and multilateral levels. Drawing on three meetings of MPI’s Transatlantic Council on Migration, this Council Statement explores the rationale for deeper cooperation on migration, the obstacles impeding it, and ways forward. It reflects on the trajectory of the Global Compact and its implementation to date, and strategies for reinvigorating international cooperation.

12. A new formula for collaboration: Turkey, the EU & North Africa

Abstract:: Over recent years, relations between Turkey and the European Union (EU) have been difficult and driven more by crisis management rather than equal partnership. Yet, despite this downward spiral, both blocs remain key partners on domains such as trade, migration and counterterrorism and repeatedly express their interest in developing a more cooperative and constructive relationship. This report is a product of the ‘Searching for a New Formula for collaboration between Turkey and the EU in/with North Africa’ project, which investigated the extent to which Turkey and the EU could collaborate in and with North Africa, more specifically, Morocco, Egypt and Algeria. North Africa was chosen because it offers an underexplored area of research for Turkey-EU relations; Morocco, Egypt and Algeria were selected for specific study as they are the countries with which both Turkey and the EU have the highest trade volumes in the region. Moreover, there are currently no joint projects between Turkey and the EU in Morocco, Algeria or Egypt, although the region is an area of strategic importance for both Turkey and the EU. The recent war in Ukraine has also increased the value of North Africa as a provider of agricultural products and gas for the region. Libya and Tunisia were excluded from the research to narrow the scope of the project. To avoid the traps of reproducing ‘neo-colonial’ or ‘neo-Ottoman’ discourses and of following a top-down approach, this study used action research as a democratic, participatory and collaborative research methodology. It engaged diverse participants from Turkey, the EU and North Africa in semi-structured in-depth interviews, conferences and a survey. Through a cyclical process, the study devised a tripartite collaborative model and concrete project ideas under five major policy options in which cooperation between Turkey, the EU, Morocco, Algeria and Egypt could be actionable. This report gives a detailed account of the abovementioned tripartite collaborative model and the subsequent project ideas which were designed to be mutually beneficial for all three blocs –Turkey, the EU and North Africa. It should, nevertheless, be mentioned that current geopolitical uncertainties in the wider region could challenge the implementation of these projects. The civil war in Libya, the political tension between Turkey and Egypt or Morocco and Algeria, and the influence of China and Russia in the region could pose potential risks for collaboration. However, we maintain that such uncertainties make it even more timely to seek opportunities for a future collaborative environment in the Mediterranean as, ‘if the Mediterranean is weak, all Mediterranean countries are weak’.

15. Security Challenges in the Eastern Mediterranean

Abstract:: On May 2–3 2022, the Konrad-Adenauer-Stiftung Syria/Iraq Office and the Foreign Policy Research Institute convened a panel of foreign policy experts for a dialogue on security challenges present in the Eastern Mediterranean. The first day addressed state fragility in the region and how this phenomenon intersects with systemic security issues, including climate change, maritime issues, and migration. The second day of dialogue addressed military issues, including Russian naval modernization, US-Russian regional retrenchment, and how each country views the other’s long-term regional ambitions. Additionally, the conversations in the second day covered European regional security views and how the broader US-Russia rivalry impacts thinking on the continent amidst the current crisis landscape. In each panel, two guest speakers shared their subject matter expertise on the focus topic and a dialogue followed brief presentations. The entirety of the event was conducted under Chatham House Rule, wherein the participants could share views and opinions freely. As a result, findings from these conversations can be more transparent than traditional formal dialogues in traditional diplomatic channels. In this report, we share the consensus highlights and points of contention which came from the discussions. As the nature of Chatham House Rule protects the identity of our participants, below are a few areas of expertise found among those involved in the dialogue.

Abstract:: Decades of sustained immigration have transformed many European cities into mosaics of different cultures. Yet this diversity is not always mirrored in the art celebrated in museums, the plays produced in major theaters, and the music heard in concert halls. In addition, well-intended efforts to celebrate ethnic and cultural diversity through art and culture run the risk of overemphasizing differences, exoticizing minority groups rather than contributing to the normalization of diversity within society. But this status quo may be changing. Widespread anti-racism protests have prompted long-overdue conversations about mis- and under-representation of minorities as well as discrimination in the cultural scene. At the same time, pandemic-related restrictions have placed further financial strains on the already fragile cultural sector, challenging organizations to reach new audiences in new ways. This MPI Europe report, which draws on interviews with cultural professionals from 11 European countries, explores approaches to strengthening the participation of migrant and minority communities in arts and culture, with potential benefits for immigrant integration outcomes, social cohesion, and the vibrancy and sustainability of cultural institutions. It examines migrants’ and minorities’ inclusion on three levels: as visitors of cultural venues and consumers of art, as featured artists and performers, and as leaders and staff within cultural institutions. The research was conducted within the framework of the Urban Agenda Partnership on the Inclusion of Migrants and Refugees, co-led by the City of Amsterdam and the European Commission and funded by the European Commission's Directorate-General for Migration and Home Affairs.

Abstract:: It is now widely recognized that emigrants and their descendants contribute greatly to the development of their countries of origin or ancestry, not only with remittances but also by starting businesses, through exchanges of knowledge, and more. And many migrant-origin countries have invested in connecting with their diaspora and leveraging its contributions. Far less attention has gone, though, to how countries of destination with substantial official development assistance programs are supporting—or could support—their resident diasporas’ engagement in the development of countries of origin. This report explores the diaspora engagement actions and policies of Western donor governments—including France, Germany, the Netherlands, Norway, and the United States—highlighting distinctive features. It considers a variety of modes of engagement, such as assistance with forming or strengthening diaspora organizations, grants for diaspora-led development projects, consultations, skills circulation initiatives, and support for entrepreneurship. The report also explores why more destination countries have not (consistently) operated diaspora-for-development programs, and offers lessons about effectiveness and sustainability.

Abstract:: The pandemic spurred a rapid shift in working practices. In the decades leading up to the COVID-19 crisis, technological advances had allowed a growing number of people with jobs not tied to a specific location to work remotely, particularly in high-income countries with robust technological infrastructure. But the social-distancing and lockdown measures implemented in early 2020 accelerated this trend, with many people working remotely for the first time and some “digital nomads” seeking to do so internationally. These changes in the world of work have important ramifications for immigration systems worldwide, most of which are poorly attuned to remote work arrangements. Finding ways to adapt immigration policies to keep pace with remote work trends is likely to remain important even as the public-health threat recedes in many places, as there are signs that many employers will continue to demonstrate far greater flexibility about where their employees work—both as a means to streamline operations and to attract and retain workers who are increasingly demanding the option to work remotely. This report examines the challenges that remote workers and their employers face when navigating immigration systems, and analyzes opportunities to introduce greater flexibility into immigration, employment, and tax policies to accommodate the rapid rise of nontraditional working arrangements. In the immigration sphere, it identifies options for adapting existing immigration pathways to accommodate remote work and discusses the new digital nomad visas that have sprung up in countries around the world.

Abstract:: As climate change increasingly contributes to migration and displacement in many parts of the world, there is a pressing need for measures that build resilience and prevent displacement as well as those that help climate-affected people move to safety and support receiving communities. Multilateral development banks (MDBs) are critical, if sometimes overlooked, players because of their ability to invest in large-scale projects that contribute to sustainable development, primarily in low- and middle-income countries. This report explores the unique role of MDBs in the climate finance landscape and highlights opportunities for migration, humanitarian, and other key actors to partner with them on projects that effectively target climate-related migration and displacement. After reviewing the evidence on the complex linkages between climate and mobility, the report examines MDBs’ climate-related work to date, challenges they face to scaling up these efforts, and strategies to begin to address hurdles. These recommendations include learning from past MDB investments that have touched on climate migration, funding data collection or sharing to strengthen understanding of climate migration trends, and developing partnerships to support policy and project development, financing, and implementation.

21. Public Views of Migration in MENA

Abstract:: Across the Middle East and North Africa, sizable proportions of citizens are considering leaving their home countries. Desire to emigrate is high across the region and has largely remained at the pre-COVID19 levels. In most countries surveyed, at least a fifth of the population reports considering emigrating. The percentage is highest in Jordan where nearly half (48 percent) say they want to leave the kingdom, and lowest in Egypt where only 13 percent share this desire. Those who want to emigrate are more likely to be male, young, well-educated segments of the population, respectively. Youth across the region are significantly more likely to say they consider leaving their countries compared to their older counterparts. The gap between those ages 18-29 and those who are 30 years or older ranges from 32 points in Lebanon to six points in Mauritania. Similarly, those with college degrees or higher are more likely to want to emigrate compared to those with only a secondary education or less in all countries surveyed. The gap between the two groups is significant in several countries, especially in Sudan where it reaches the 26-point mark. Furthermore, men are more eager to leave than women in all countries except Lebanon, where both are equally interested in emigrating. People across MENA name a number of reasons for wanting to emigrate. The most commonly cited reason is for economic issues. The majority of potential migrants in all countries surveyed mention economic factors as the primary reason why they want to leave. These levels range from virtually all potential migrants in Egypt (97 percent) and Jordan (93 percent) to more than half in Libya (53 percent). While other reasons, including security factors, political reasons, and educational opportunities, are mentioned by minorities across the region; these reasons seem to correlate with each country’s political atmosphere, rather than being recurring themes across MENA. Potential migrants in MENA do not seem to agree on a destination. In no country is there a majority choosing one country as a preferred destination. Several factors contribute to people’s preferences. These factors include historical trends of migration, language, proximity, and perceived opportunities. While Jordanians, Lebanese, and Mauritanians prefer a move to North America, Egyptians and Sudanese prefer a Gulf country. North Africans tend to choose France or another European country as their preferred destinations.

22. The instrumentalization of migration: A geopolitical perspective and toolbox

Abstract:: As armies and weapons cross borders, geopolitics re-enters the western mindset. With his full-scale invasion of Ukraine President Putin attempts to redraw the borders in Europe, and carve out a Russian sphere of influence. Whereas his armies’ achievements on the battlefield fall short of Putin’s initial expectations, they did succeed in making his fears relevant. They more tightly united the West, increased support for further enlargement of NATO, convinced Europeans that massive defence investments make sense and energy dependency is a strategic mistake. This is a geopolitical turn that was deemed impossible only one year ago. After the COVID-19 shock, the Russia-shock has made western countries realize in full that economic globalization and interdependence create vulnerabilities (e.g. dependence from medical masks imported from China, and gas imported from Russia). Adversary states can use these economic vulnerabilities as geopolitical weapons. The growing awareness and scrutiny of our vulnerabilities extends to the field of migration as well. As Ukraine is fighting back, millions flee to Europe. UNHCR has counted almost 4.8 million refugees from Ukraine that have registered for Temporary Protection or similar national protection schemes in EuropeSee https://data.unhcr.org/en/situations/ukraine. Last updated: 29 November 2022. as a direct consequence of Putin’s geopolitical aspirations. The indiscriminate bombing of civilians in Ukraine reminds one of the Russian strategy in the war in Syria. NATO’s top commander in Europe, General Philip Breedlove, warned back then that Putin and Assad were trying to create a massive displacement of people. He suggested that refugees are the war, and the target of this destabilisation strategy was Europe. That interpretation of the indiscriminate bombing is deemed farfetched by some, but recent examples of the instrumentalization of migration abound. Libya used it against EU Member States, Morocco against Spain, Turkey against Greece, and Belarus against EU Member States. In this context there is an increased interest in understanding the phenomenon of the instrumentalization of migration. The aim of this paper is to use a geopolitical perspective to better understand the phenomenon of instrumentalization of migration. Such a perspective is helpful to analyse the points of vulnerability of target countries, and to initiate a discussion about possible strategic responses to prevent, deter and combat its use. These insights could contribute to more resilience of potential target countries and better protection of potential victims.

23. How do Economies in EU-CEE Cope with Labour Shortages?

Abstract:: The EU member states in Central and Eastern Europe (EU-CEE) have been experiencing increasing labour shortages, which only briefly subsided in the wake of the COVID-19 pandemic. Ongoing demographic decline suggests that labour shortages will only get stronger over time. As a result, the bargaining power of labour has increased, wages have been generally rising ahead of labour productivity, and industrial action (strikes) – the level of which has remained low in recent decades – has emerged in some instances. In the face of labour and skill shortages, people have been investing in education. The share of employees with tertiary education has increased, and vocational training has gained in importance, although active labour market policies have been used only selectively. Employers have increasingly been investing in fixed assets, especially in manufacturing, and the degree of robotisation has risen strongly. Despite domestic concerns that automation would generate massive job losses, our findings suggest that capital deepening has taken place faster where labour was in higher demand. Thus, labour was not substituted with capital, but rather the complementary effect prevailed. Employment actually increased in EU-CEE over the past two decades – despite the shrinking working-age population. Employers could hire not only the formerly unemployed, but also the formerly inactive, and used the relaxed immigration policies to attract foreign workers, especially from Ukraine and the Western Balkans. Czechia, Hungary, Slovenia and Slovakia and most recently Poland have become net receivers of migrants, while in Bulgaria immigration largely compensates for the natives who go abroad. However, immigration from non-European countries as a general solution to the problem of labour shortages in the region is highly problematic in the current domestic political context. Overall, both our findings for the EU-CEE region over recent years and the experience of Western Europe during the ‘golden age’ (1950-1973) suggest that labour shortages are not in themselves an obstacle to rapid structural change and income growth. However, for such an economic model to be sustainable, more active government policies will be needed, such as greater public investment in education and training, higher minimum wages in order to encourage automation, and more extensive welfare networks in order to deal with the possible negative short-run side-effects of automation.

Abstract:: We are pleased to present the report on circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic. It is the product of a fruitful collaboration between four research institutions – Warsaw-based CASE – Center for Social and Economic Research, CASE Belarus, the Institute for Politics and Society (Czech Republic), and the Institute of Economic Research, SAS (Slovakia). The partners teamed up to implement the project “CIRCMIGR: Improving circular migration between Belarus and Poland, Slovakia, and Czechia”. Additionally, Youth Labour Rights, an NGO based in Belarus, was responsible for launching and maintaining a website addressed to Belarusians interested in working in Poland, Slovakia, or the Czech Republic. The implementation of this project was possible thanks to co-financing from the governments of Czechia, Hungary, Poland, and Slovakia through Visegrad Grants from the International Visegrad Fund. The report examines the social and economic drivers and impact of circular migration between Belarus and Poland, Slovakia, and the Czech Republic. The core question the authors sought to address was how managing circular migration could, in the long term, help to optimise labour resources in both the country of origin and the destination countries. In the pages that follow, the authors of the report present the current and forecasted labour market and demographic situation in their respective countries as well as the dynamics and characteristics of short-term labour migration flows between Belarus and Poland, Slovakia, and the Czech Republic, concentrating on the period since 2010. They also outline and discuss related policy responses and evaluate prospects for cooperation on circular migration. Circular migration flows between the countries examined in the report were affected by two events that occurred in 2020. The first was the COVID-19 pandemic. The worldwide spread of the coronavirus caused three major shocks – to public health systems, to states’ economies, and to the global financial system. The pandemic also temporarily closed borders and essentially stopped international migration. These measures, together with the border restrictions and lockdown measures which followed the onset of the COVID-19 pandemic, have affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic as well. Surprisingly, in the case of Poland, however, this influence was limited in time and related only to the first months of the pandemic (March-April 2020). In fact, 2020 was the sixth consecutive year since 2014 during which the number of documents issued to Belarusian nationals as part of the simplified system of employing foreign nationals in Poland increased. Longer-term effects of the COVID-19 pandemic on circular migration patterns and related policies are yet to be seen, but preliminary observations are presented in the respective chapters. The second event that occurred in 2020 which affected circular migration flows between Belarus and Poland, Slovakia, and the Czech Republic was the Belarusian presidential election held in August. The announcement of the official results, according to which Alexander Lukashenko could commence his sixth term in office as the president of Belarus, provoked political demonstrations and mass anti-government protests across the country. As a result, officially due to the COVID-19 pandemic, the Belarusian government closed land border crossings for people wishing to leave the country from 21 December 2020 until further notice. This issue, as it is rather recent and thus difficult to evaluate fully, is just signalled in the report. The report is divided into five main parts. It starts with the executive summary, which discusses the concept of circular migration and synthesises the main findings of the country chapters. The country-specific section includes a chapter concentrated on Belarus, followed by chapters dedicated to the Visegrad Group countries under study – Poland, the Czech Republic, and Slovakia. Each country chapter ends with a set of recommendations addressed to policy makers. Notes on the contributors can be found at the end of the report.

28. Organizing in Exile: Dynamics of Mobilization and Engagement of New Arab Diasporas

Abstract:: The phenomenon of mobilization among the diasporas emanating from the MENA region is in many ways not new. Historic diasporas communities, such as the Armenian, Palestinian, Kurdish, and Lebanese, have existed for multiple decades, and their contributions to their homelands has been both documented in the literature and promoted by policymakers and development organizations alike. This includes both the economic impact of MENA diasporas and the critical importance of financial remittances to supporting development and growth back home,1 but also various forms of political mobilization that have been undertaken by diasporic communities for the purpose of contributing to nation/state-building2 and recognition processes3 or, under certain conditions, contesting homeland regimes.4 In this vein, much of the literature has focused on more traditional forms of diaspora political mobilization,5 including lobbying and advocacy work designed to shape international public opinion and pressure foreign governments. The idea that Arab diaspora communities can be viewed not only as an economic actor but also, potentially, a political one is not in itself new. Yet, much of this literature on Arab diasporas has been focused on unidirectional flow of remittance – from those in diaspora back to the homeland. Likewise, the view of diaspora communities as either a resource to be harnessed or a threat to be contained has been largely informed by the political and geopolitical realities of host and home states.6

29. Informal settlements in Syria: What approach after the conflict?

Abstract:: A large proportion of Syria’s population lives in informal housing, with estimates that informal housing represented 30 to 40% of total dwellings before the 2011 uprising. Such housing was particularly prevalent in the peri-urban areas that have suffered most of the destruction and displacement during the subsequent conflict. Despite its prevalence, informal housing and the rights of its residents have not received sufficient attention in recent policy discussions around Syria’s reconstruction or with respect to protecting the rights of Syrians to housing. In recent years, the government has approved tens of regulatory master plans in different cities for ‘reconstruction’ and ‘development’. While little actual reconstruction has taken place because of the economic crisis, the economic sanctions, and the absence of international funds, these master plans have paved the way for the government to begin with deliberate mass-scale demolitions in many areas. An examination of the few approved reconstruction projects that have proceeded shows some commonalities: most of the approved master plans are targeting areas of informal urban settlement, and the few projects that have advanced on the ground have tended to be in informal urban settlements. These patterns raise many questions about the government’s intentions and plans for reconstruction and make it clear that informality needs to be a core element in the reconstruction debate. This policy research report aims at mapping and analysing the government’s approach towards informality. It starts by laying a pre-2011 historical background about the interlinks between the rise of informality in Syria and the Ba’ath government’s socialist approach towards housing provision and land management. It provides a critical reading of the trajectory of the legal framework, which underpinned the government policies on land management, arguing that informality was a natural product of the government’s chronic and systematic failure in coping with the increased needs for housing. The report then examines the evolution of the government’s post-2011 approach to informality. It maps a series of planned and ongoing reconstruction projects in several neighbourhoods across different cities in Syria while closely observing the legal foundations underpinning each case, the official narratives around them, the implementations procedures, the progress made, and the impact of these projects on the population. The research deepens this analysis through two detailed case studies: al-Qabun district in Damascus suburbs and al-Haydariyya district in east Aleppo. This selection is based on profound similarities between the two areas that were both opposition strongholds severely impacted by the military campaigns waged by the government to retake them but also the significant difference in the legal frameworks governing the reconstruction, the phase of implementation of the reconstruction project, and, most importantly, the type of land ownership, with al-Qabun existing on private land in contrast to al-Haydariyya where the authorities expropriated the land long before the conflict. Drawing on the interlinks between the different case studies and the historical contexts of the conflict, the research concludes with observational patterns about the political, economic, and technical interests and motivations that might have shaped the government’s approach to informality. It finds that the government has found in the massive informal reality of Syrian cities — which predates the conflict — a loophole through which it can advance a major politically loaded gentrification process that would reconfigure the reality of post-conflict Syria in favour of capitalist cronies at the expense of the rights of local residents. This insight has not yet gained sufficient attention in the important work conducted by Syrian and international actors attempting to tackle the consequences of the government’s urban planning system and its legislative framework that is currently paving the ground for wider reconstruction. Addressing the situation is not just a matter of acknowledging some forms of informal land-tenure in the current legal frameworks. It requires reframing our understanding of informality beyond its mere articulation as a form of illegal tenure.

30. Climate change and security in West Africa

Abstract:: The Intergovernmental Panel on Climate Change (IPCC) warns that climate change will generate alarming consequences for West Africa. A rise in global temperature between 3°C to 6°C by the end of the century (or earlier) is associated with greater irregularity in rainfall, and a delay in the beginning of the rainy season. Another risk involves higher frequency of extreme weather events such as heat waves, droughts, rainstorms, and flooding. According to some models, sea levels could rise by more than 75cm on average by the end of the century, forcing hundreds of millions of people to move, mostly within their own countries, and often to cities.

Abstract:: In the new EU Monitor Vojtěch Freitag writes about the ongoing EU’s military mission in the Central Mediterranean Sea called EUNAVFOR MED Irini. The article attempts to overview, critically reflect and present recommendations for the issues connected to it. Notwithstanding EU’s efforts, Sophia had not achieved the prevention ofillicit arms flows. In fact, it could not possibly be successful as the sea is not the only entry point into the vast country. Failure of the embargo has been recently confirmed also by the UN expert panel on Libya, which claimed “total ineffectiveness”. However, the termination of the operation was caused by concerns deemed of greater importance to the member-states than the arms embargo –the question of rescuing and disembarking migrants, an aspect fitting into general EU’s immigration policy debate.

Abstract:: The COVID-19 pandemic has had an undeniable and wide-ranging impact on human mobility of all kinds—from travel for work or study to family reunification to refugee resettlement. More than 18 months since the first round of travel restrictions were introduced, it remains to be seen when and how fully these different forms of mobility will recover. This report explores possible scenarios for what international mobility could look like in two to three years as an exercise to help national governments and international organizations think through the potential impacts of different policy choices and approaches to pandemic management. It also identifies critical questions to address in the coming months and years, such as: What tools should be used in conjunction with vaccines to safely reopen travel, given concerns that the uneven vaccine rollout will deepen existing inequalities in access to mobility? And how can countries better coordinate health screening requirements to minimize unnecessary duplication and costs to travelers? Returning to the pre-pandemic status quo for travel and migration seems highly unlikely, and the structures that are being built now will shape mobility systems and responses to future disease outbreaks for years to come. A key priority, the author writes, should be to outgrow the current picture of fragmented, frequently shifting policies in favor of transparent, equitable, and risk-proportionate rules.

Abstract:: As this fifth edition was being finalized, all eyes were on Germany. In the September federal elections, Germans decided not only about their next government, but also about the future of one of the biggest and economically most powerful countries in Europe. International interest in the outcome of the elections and Germany’s next government was high and the German capital full of correspondents. Meanwhile, foreign policy and the future of Germany’s role in the world played only a marginal role in the campaign. Although it is not unusual that voters and the media are more interested in the chancellor candidates’ positions regarding tax policy than their stance on relations with China or defence spending, the gap between international expectations and German self-perception was striking. Attentive readers of The Berlin Pulse are already familiar with this gap. Since 2017, our representative survey of German attitudes towards foreign policy shows that a majority of Germans prefer restraint over stronger international involvement. This attitude of the German public does not easily change one way or the other. Even a foreign policy earthquake like the debacle in Afghanistan did not have a notable impact. This edition of The Berlin Pulse ‘minds the gap’ by letting international decisionmakers and experts have a say about their expectations of post-Merkel Germany and by juxtaposing their positions with German public opinion. It also looks at the international implications of two megatrends: the digital transformation and climate change. As Cédric O and Marietje Schaake argue in the second chapter, German and European political inaction in the digital sphere would be disastrous for democracies around the world. And Patricia Espinosa and Ellen Johnson Sirleaf, among others, remind us in the third chapter of the impact a failed response to the climate crisis would have for everyone. The public is aware of this: In this year’s survey, Germans mention climate change and the environment as one of the greatest foreign policy challenges for their country.

Abstract:: Since 2014, Turkey has not only hosted the world’s largest refugee population but has also modeled a best practice for the global refugee policy discussion. Turkey’s experience on the key issues such as jobs and employment should be examined as lessons for both refugee hosting countries and donor countries alike. The country has provided Syrians under Temporary Protection the right to access work permits and formal employment. Facilitating self-reliance for such a large number of refugees’ households remains a challenging task, even in the medium to long-term. This is especially the case in a context where increasing levels of unemployment in Turkey compounded by the socio-economic impact of the COVID-19 pandemic have posed a serious challenge to job creation and increased competition for available opportunities. Many Syrians living in Turkey experiencing partial or complete loss of income while incurring higher expenses, which is compounded for most households by a lack of savings. Addressing these challenges requires to draw lessons learnt at both policy and operational level to effectively support access to livelihoods opportunities. This notably involves fostering greater engagement and partnership with the private sector, on the one hand, and exploring innovative solutions such as e-work and online livelihoods opportunities on the other. The COVID-19 pandemic is proving to be an important test on the government’s and their international partners’ relevance and flexibility and their ability to quickly step up efforts in that direction. In this context, UNDP Turkey—a longstanding development partner and the co-lead of the Refugee and Resilience Response Plan (3RP)—joined hands with the Atlantic Council’s program on Turkey—”Atlantic Council IN TURKEY”—to explore policy options to foster socioeconomic inclusion among Syrians under Temporary Protection. Building on the experience and expertise of both organizations, our joint policy report : “Turkey’s Refugee Resilience: Expanding and Improving Solutions for the Economic Inclusion of Syrians in Turkey” aims at outlining pragmatic and innovative options to facilitate refugees’ access to decent employment so as to contribute to our common objective to #leavenoonebehind.

Abstract:: Every year, hundreds of thousands of migrants return to Ethiopia from abroad, many of them forced. The arduous irregular journeys that many Ethiopian migrants take, particularly men, expose them to extreme levels of physical, psychological and sexual violence. Building on interviews with Ethiopian male returnees, this new DIIS Report documents both the inhuman conditions of migration that most of these men are faced with during their travels, but also the difficulties of returning to a place that may not be felt as ‘home’ anymore. The report shows how processes of returning are neither easy or pleasant as most returnees are faced with social stigma, economic hardship and traumas from their migration journeys. The report questions the very notion of re-integration. The life-altering and irreparable effects of migration for Ethiopian men, seldom for the better, means that what was before will never be again. As such, there are no processes of development, forms of treatment or possibilities of employment that can bring one back to how things were. That does not mean that support in adjusting to a new life after migration journeys is not possible, it simply means that the objective can never be to reinstate migrants ‘back’ into their communities with any expectation that they can resume social relations or positions like things were before. The most significant direction of Ukrainian labour migration is the European Union. The COVID-19 pandemic has not resulted in massive returns of migrants to Ukraine—only about 10% of those already abroad in February decided to take this step. However, the pandemic made it more difficult for Ukrainians to leave the country in the spring-summer period when the demand for work in EU countries is usually the highest.

Abstract:: Similar to many other countries in the region, violent extremist groups and ideologies pose a significant threat to Moroccan society and the stability of the country. In response, the government has pursued a highly security-based approach, which has resulted in the arrest of over 3,000 (alleged) jihadis and the dismantling of 186 terrorist cells between 2002 and 2018. While the root causes are multi- faceted, Morocco’s ongoing socio-economic challenges, which have reinforced economic and political grievances, have fueled radicalization. For this reason, some have demanded that the government prioritize greater domestic engagement instead of increasing investment in countries south of the Sahara.

Abstract:: InFoEx is a joint project of the Research Center for Migration, Integration and Asylum of the Federal Office for Migration and Refugees (BAMF) and the German Council on Foreign Relations (DGAP). In the course of 2019 and 2020, InFoEx brings together best practices and scientific findings from tertiary prevention in Germany and abroad. The aim of the project is to gather empirical findings on (de)radicalization processes, with a focus on their practical applicability for deradicalization work. To this end, the BAMF Research Centre initiated a network of research fellows who are embedded at local advice centers and research institutions partnering with the BAMF Advice Centre “Radicalisation.”

61. EU MONITOR: Czech Perception of the EU Defence Policy

Abstract:: On May 28th 2017, the German Chancellor surprised the world with a statement calling on Europe to ‘take its fate into own hand’, adding “the era in which we could fully rely on others is over to some extent”. Pundits perceived her speech as a landmark change in a long-term European defence paradigm. Since the end of the WWII, the European security depended on the United States, and after the collapse of the Soviet Union, the American defence shield was further broadened to former soviet satellites in Central Europe. However, the last years were marked by a growing rift between the EU and the US. The departure of the UK from the European Union underlined the crisis of European defence structures as the EU would lose a member state with the strongest European army, a seat in Security Council, and large part of its nuclear arsenal. As a result, the European leaders gathered shortly after the Brexit vote in Bratislava and decided they would launch PESCO, a voluntary defence cooperation on project basis. The aim was not only to renew the integrational process after the Brexit blow, but also to strengthen European defence research and provide the EU with missing hard power.

62. When the dust settles: Economic and governance repercussions of migration policies in Niger’s north

Abstract:: Mobility has played an important role in Niger’s north throughout its history. Local populations, in response to droughts or shifting border regimes in Libya and Algeria, have traditionally been able to make changes to their livelihood strategies and have shown a remarkable capacity for adaptation, often through migration as a way of diversifying livelihoods. However, since the early 2000s, and particularly since 2016, this system has come under pressure as increasing collaboration with Western countries, whose agendas are aimed at curbing irregular migration from Africa to Europe, has reduced the options available for income generation. This paper lays out the emerging longer-term dynamics in the region in response to the criminalisation of smuggling in Niger in 2015 and the measures subsequently taken to curb northward migratory movements. It has discerned such effects on the local economy and on the perception of governance providers, who are often responsible for detecting and managing discontent.

63. Driving Migrant Inclusion through Social Innovation: Lessons for Cities in a Pandemic

Abstract:: The rapid arrival of millions of asylum seekers and migrants in Europe in 2015–16 forced cities both large and small to rethink their approach to immigrant inclusion. Many localities, recognizing the newcomers’ diverse backgrounds and at times complex needs, began to experiment with innovative models of service provision, including by working with nongovernmental actors and involving community members more directly in the design and implementation of projects. The COVID-19 pandemic has forced European cities to confront a whole new set of challenges. Among them, how to support residents—including refugees and other migrants—amid social-distancing orders, all while public services operate at reduced capacity and in the face of likely budget cuts. This MPI Europe-International Organization for Migration (IOM) report explores key lessons cities can draw from the social innovation that accompanied the 2015–16 arrivals to help them weather the challenges brought by the pandemic. The study’s findings come in part from interviews conducted with representatives of municipalities and civil-society organizations in Austria, Greece, Italy, Malta, Poland, Romania, and Spain.

Abstract:: The COVID-19 pandemic’s immediate costs, measured in lives lost and damaged, have been appalling and continue to rise. In addition, its effects on individuals’ livelihoods and economies around the world have been deep and are likely to be long lasting. While saving lives was the near-exclusive focus during the first phase of the crisis, governments are now trying to strike a delicate balance between preventing further economic damage by reopening parts of their economies, while managing the obvious health risks of doing so. In the international mobility and migration arenas—policy areas enormously affected by the health and economic effects of the pandemic—this reflection considers both how these fields have fared thus far and the challenges that lay ahead. It first examines how measures put in place to stop the spread of the virus have affected family, labor, and humanitarian migration. It then highlights the thorny questions, as well as some opportunities, policymakers will face going forward. Among the critical questions: How will countries protect those most vulnerable to the disease and to economic precariousness? Will this become a moment in which governments seek to recalibrate the global trading system, aiming to increase economic self-reliance without falling into protectionism? And will the pandemic prompt countries to rethink aspects of their immigration systems, including how they screen arrivals, the number and types of foreign workers admitted, and the strategies for helping newcomers integrate into a new society?

65. Building a New Regional Migration System: Redefining U.S. Cooperation with Mexico and Central America

Abstract:: Migration between the United States and neighboring countries to the south is an enduring if ever-shifting phenomenon. While the COVID-19 pandemic and measures put in place to stop the spread of the virus have severely limited mobility, longer-standing questions about how best to manage regional migration remain as important as ever. These include how to address the mixed movement of unauthorized economic migrants and those fleeing persecution, with many families and unaccompanied children among them, and how to facilitate the legal movement of workers to meet labor demand and make the most of the region’s human capital. The Trump administration has largely focused on enhancing border controls and sharply narrowing access to asylum at the border, with the aim of deterring migration and turning back those who arrive without authorization to enter. Yet this heavily enforcement-focused strategy is unlikely to be sustainable in the long run. This report puts forward another approach, one that reflect the many faces of migration through the region and that is rooted in closer cooperation with Mexico and Central American countries. Its key element are: expanding opportunities for legal movement by extending seasonal work visas to nationals of countries in Central America that have the greatest migration pressures; re-establishing asylum at the U.S.-Mexico border, but streamlining processes to ensure fair and timely decisions; professionalizing border enforcement in Mexico and the United States to make it both more effective and more humane; and investing in economic and institutional development in Central America to address the forces driving people to leave their homes. While a transition from one approach to another cannot happen overnight—and indeed careful sequencing of policy changes will be essential to avoid triggering a surge in migration throughout the region—it is essential if the United States and its partners are to move the needle towards safer, more orderly, and legal migration.

66. New Approaches to Climate Change and Migration: Building the Adaptive Capacity of Mobile Populations

Abstract:: It is often assumed that there is a direct link between climate change and human mobility, and that mobility is evidence of a failure to adapt to changing conditions. The reality is much more complex. Worsening climate conditions can lead to a variety of mobility outcomes: some individuals or communities may be trapped in place, while others may choose to stay and develop local adaptation strategies; some may choose to move to mitigate risks or diversify household incomes, while others may be forced to leave. And all of this is occurring against a backdrop of globalization and urbanization, in which mobility and translocal networks are already significant parts of many people’s lives. This report examines the concept of “adaptive capacity” and how it can be useful in understand the relationship between climate change and migration, as well as the ways mobility can be a strategic choice—or a source of greater vulnerability. Drawing on examples from the Pacific Islands, Asia, and other regions, the report analyzes the limitations of existing responses to climate change and outlines an alternative, adaptation pathways model that is flexible and emphasizes the involvement of affected communities. Adopting an adaptation pathways approach, the author writes, could help avoid a common pitfall of climate change adaptation measures: that they are often top down and do not integrate local knowledge, cultures, and other important contextual factors. Failure to consult local communities can lead measures to backfire or create greater vulnerabilities elsewhere, while a more participatory, flexible approach can bring to light important local insights and yield stronger solutions that are able to respond to future developments.

Abstract:: Extreme-weather events, such as tropical cyclones, floods, droughts, and intense heat, are shaping migration and displacement in countries around the world, and climate change is likely to make events like these more intense and more frequent. The effects of such conditions vary across regions and can spark a range of migration outcomes—both increases and decrease in movement along existing routes, the creation of new routes, and growth in the number of people who may want or need to move but who are unable to do so. But while the potential of climate change to affect human mobility is widely recognized, estimating future climate-related migration and displacement is made difficult by uncertainty surrounding the future of efforts to reduce greenhouse gas emissions and of sustainable development and migration policies. This Transatlantic Council on Migration report describes the findings of a first-of-its-kind exercise to explore how future climatic conditions under standardized greenhouse gas concentration scenarios may affect climate-related drivers of migration and displacement, and how international development and migration policies may mediate (or exacerbate) migration outcomes. It considers how this may play out in two periods (2020–50 and 2050–2100), and in top source regions for international migration: East and Southeast Asia, South and Central Asia, Latin America and the Caribbean, the Middle East and North Africa, and sub-Saharan Africa.

70. Migrant and Refugee Participation: Approaches to Rethinking Integration Policies

Abstract:: In France, people participating in policies and programs that affect them is not a new concept. It has been widely studied in the field of social work and the fight against poverty, and is at the heart of many experiments. How can this concept of participation, as is outlined for people experiencing poverty, be applied to refugees and migrants? Does the participation of refugees and migrants present specific characteristics? The aim of this study is to take stock of the issue of refugee and migrant participation, which is often discussed, but has not been systematically studied in France. Employees, professionals, volunteers, activists, beneficiaries of programs who are also involved in running them, organization leaders, representatives of local authorities and institutions, and founders of non-profit organizations with experience of migration were interviewed. They described the experiences of refugee and migrant participation at work within their organizations, the motivation of the people who implemented them and the difficulties encountered. While many organizations (nonprofit organizations, groups of volunteers, local authorities) are convinced that refugee and migrant participation is key to the success of reception and integration programs and public policies, so far, few initiatives have been developed with them based on their expertise. Programs offered to new arrivals in France are often developed in advance by people who have no experience of migration without involving migrants and refugees. The participation of migrants and refugees indeed faces many obstacles and limits. This study also proposes to identify methodological elements in the form of advice for those working on the field. These will help identify ways of overcoming the difficulties encountered in the implementation of participation mechanisms, or, perhaps, provide useful ideas for initiating action-taking capacity development processes for individuals in need of support. Finally, this study identifies measures that aim to support and consolidate initiatives promoting migrant and refugee participation, that encourage new structures to experiment with them, and that enable public authorities to become more involved in the issue and eventually enshrine the necessity and relevance of participation in the law making process.

Abstract:: Migration has had a strong impact on cities and regions throughout the European Union (EU), especially on the frontline member states (MS). As such, it has also been an area of interest for the European Committee of the Regions (CoR), which on 19 March 2021 adopted an opinion on the New Pact on Migration and Asylum (CIVEX-VII/005). In the document, the CoR expressed concern that “the local and regional dimension has not been sufficiently taken into account [in the Pact] and that the countries on the EU’s external borders are once again to have primary responsibility for arrival and registration”1 Furthermore, on 1 July 2021, the CoR adopted an opinion on the “Renewed partnership with the Southern Neighbourhood – A new Agenda for the Mediterranean” (JOIN/2021/2 final)2 While highlighting the inefficiency of the measures adopted by the EU in relation to migration, the document stressed the fact that “in the absence of further joint instruments at European level, including an appropriate distribution mechanism to relocate migrants, the burden of managing the migrant emergency falls primarily on the local and regional authorities of the European countries on the front line, in particular the border regions and communities in the south of the EU, which are under greater pressure from migratory flows in the Mediterranean” 3 Against this background, the aim of the present study is threefold. First, it provides information on the recent (2020-2021) impact of migration flows via Mediterranean routes on the EU frontline regions and cities. Second, it takes a closer look at the local integration strategies developed in these frontline regions and cities which have been transforming the potential of migratory flows into social and economic gains benefitting both the host community and the thirdcountry nationals (TCNs). To this end, five case studies are being presented as part of the study: Barcelona (Spain), Milan (Italy), Thessaloniki (Greece), Nicosia District (Cyprus), and the South East Region of Malta. Last but not least, the study also serves as a source of information for the CoR’s Annual Regional and Local Barometer.

73. New Britain, Connecticut: A Case Report of Refugees in Towns

Abstract:: New Britain, Connecticut has a long history of immigration. This report focuses on the experiences of newly arrived Arabic-speaking immigrants and refugees from Syria, Iraq, Sudan, Yemen, and Morocco. The Arab population of New Britain has increased faster than other migrant populations over the last eight years, from 161 in 2010 to 733 in 2017. As of December 2018, there were approximately 260 Arabic-speaking families living in New Britain. The services in the city have taken notice and are starting to make changes to meet the needs of New Britain’s Arabic-speaking populations. Educators and employees of nonprofits told us that their organizations are still collecting data about New Britain’s Arabic-speaking community and trying to understand the specific needs of Arabic-speaking immigrants and refugees. Our research focuses on the organizations involved in the resettlement process and individuals’ experiences with the resettlement process. New Britain is a city with a well-documented history of welcoming immigrants, and the ways in which that history is remembered affect how refugees and immigrants adapt today.

Abstract:: This paper synthesizes findings from four studies on youth migration and resilience in different urban contexts. This work emerges from a collaboration between Save the Children US (Save US) and Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University. The study entailed mixed-methods research by four students in the second year of their Master of Arts in Law and Diplomacy (MALD) degrees at The Fletcher School of Law and Diplomacy at Tufts University. Save US sought out the opportunity to generate evidence on populations of interest through in-depth and independent student research. In particular, Save US was interested in better understanding the experiences of youth migrants who were not currently benefiting from the programming and services of aid organizations. This interest originated from the assumption that such youth may be more marginalized than those who are directly participating in programming.

75. Migration: Solid Nations and Liquid Transnationalism? The EU’s Struggle to Find a Shared Course on African Migration 1999-2019

Abstract:: The European Union (EU) has been struggling to find a shared course on African migration since the entry into force of the Schengen Agreement (1995). It has done so through two interrelated processes of negotiation. Firstly, parties have negotiated narrative frames about migration and, in particular, whether migration should be interpreted in terms of security or in terms of development. Secondly, they have negotiated internal and external migration policies, that is, how migration should be managed respectively inside the EU (based on cooperation between EU member states) and outside it (based on cooperation with third states). In times in which narrative frames increasingly shape policy negotiations, it becomes very important to analyse how policymakers negotiate narrative frames on migration and how these shape policy responses. However, such an analysis is still missing. This discussion paper investigates how European states and institutions have negotiated the relation between EU borders and African mobility between 1999 and the beginning of 2019. It focusses in particular on how the process of negotiation of migration policies has been interrelated with a process of negotiation of narrative frames on migration. It does so based on an analysis of EU policy documents from 1999 to 2019 and on interviews with representatives of European and African states and regional organisations. Two major trends have characterised related EU negotiation processes: migration-security narrative frames have strengthened national-oriented and solid borders-oriented approaches (and vice versa), and migration-development narrative frames have strengthened transnational-oriented and liquid borders-oriented approaches (and vice versa). Since 1999, the European Council has mostly represented security- and national-oriented approaches, and the European Commission has mostly represented development- and transnational-oriented approaches. The two competing approaches have always been interlinked and influenced each other. However, in the last years, security-oriented national and solid border approaches have gained prominence over development-oriented transnational and liquid border approaches. In particular, the Commission has progressively mainstreamed national objectives in its transnational actions and security concerns in its development measures. Prioritising security over transnational development has augmented inequalities, in particular at the expenses of actors with scarce political representation in Africa and the EU. Such inequalities include increasing migrant selectivity and wage dumping.

Abstract:: Why do people leave their homes? This seemingly easy question requires a more complex answer. What ultimately prompts a person to leave if it is impossible to find a job due to a conflict that has destroyed all economic opportunities? Evidence suggests that the migration decision is a complex process that is dependent on a multitude of factors, such as migration governance regimes, migration and smuggler networks, access to technology, or individual characteristics such as age, gender and educational background. I use a theoretical framework to present the variety of determinants that have been put forward as influencing migration decisions at the macro-, meso-, and micro-level. This structured overview discusses their importance for different forms of migration and subsequently helps to identify gaps for further research.

77. The Influence of EU Migration Policy on Regional Free Movement in the IGAD and ECOWAS Regions

Abstract:: Establishing free movement regimes is an ambition for most African regional economic communities, and such regimes are widely understood as important for regional integration, growth and development. However, in recent years the EU’s migration policies and priorities in Africa - which are narrowly focused on stemming irregular migration to Europe – appear to be in tension with African ambitions for free movement. This paper examines how the EU’s current political engagement and programming on migration in Africa is impacting on African ambitions to establish free movement regimes. It focuses first on the continental level, and then looks in-depth at two regional economic communities: The Intergovernmental Authority on Development (IGAD) in the Horn of Africa, and the Economic Community of West African States (ECOWAS). The paper begins by examining how free movement has featured within both EU and African migration agendas in recent years, describing how this issue has been increasingly sidelined within the EU’s migration policy framework, while receiving growing attention by the African Union. The paper then discusses the impact of EU migration policies and programmes on progress towards regional free movement in the IGAD region. It finds that the EU is broadly supportive of efforts to establish an IGAD free movement regime, although in practice gives this little priority in comparison with other migration issues. The paper goes on to examine the EU’s engagement in the ECOWAS region, which is strongly focused on preventing irregular migration and returning irregular migrants. It asks whether there is an innate tension between this EU agenda and the ambitions of ECOWAS to fully realise its existing free movement regime, and argues that the EU’s current engagement in West Africa is actively undermining free movement. Finally, the paper discusses the differences between the EU’s approach to migration and free movement in these two regions. It offers recommendations regarding how the EU can strengthen its support for free movement in both these regions, as well as more broadly in Africa.

Abstract:: As increased migration, particularly to urban centres, and digitalisation play a greater role in development cooperation, more research on how these phenomena interact will become critical. Information communication technologies (ICTs) offer pathways for potentially making it easier for migrants to settle in, whether it be through e-government programmes or by accessing social networks that can help in finding housing and work. To better understand how ICTs fit into urban migrants’ lives, we gathered new survey data in Bogota comparing how long-term residents, short-term residents, and Venezuelan migrants access and use ICTs. We identified a new factor that influences internet access among migrants after controlling for economic and social factors: duration of time in a neighbourhood. While migrants initially lag behind their neighbours in ICT and internet access, the longer they stay in one neighbourhood, the more likely they are to gain access to these technologies. Indeed, over time, our data shows that migrants become more likely than their neighbours to gain access to ICTs and the internet when they continue to stay in the same neighbourhood. Our results also show that uptake of e-government services remains a challenge. Citizens generally do not interact with their governments more than a few times a year, and migrants may not interact at all. Especially when working with vulnerable or “hidden” populations, development organisations need to put significant resources into education and outreach so that the populations they are trying to reach know about e-government services, and their value. The data collected in Bogota paints a potentially positive picture about using ICTs with migrants and migrant communities. By effectively engaging migrants early on and meeting basic initial needs such as housing or access to identification, development and humanitarian agencies could help migrants gain greater access to ICTs and make use of e-government platforms.

A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un -inclusive paradigm it is embedded in. However, the views and opinions expressed in this issue represent the respective contributors and not CFFP as an organisation; our goal is simply providing a platform for those voices, particularly those that have previously been marginalised, for open discussion and debate. After much consideration, we have recently made several changes to Disrupted, namely transitioning from a print-journal to a digital journal. Abstract:: This article develops a feminist postcolonial approach to risk analysis as an increasingly central security practice in the EU’s emerging border management and security regime. For this purpose, we theorize risk analysis as a sense-making practice embedded within colonial power relations. The Report ‘Global perspectives on humanitarianism: When human welfare meets the political and security agendas’ is based oncomprehensive research undertaken in Europe, Latin America and Asia. It takesissue with various questions and dilemmas emerging from humanitarian relief practices. Can you avoid political instrumentalization when reducing harm withoutchanging the structures that produce harm in the first place (e.g. poverty, war or insecurity)?What happens to humanitarianism when those in need of protection have different perspectives on the kinds of interventions that would relive them from suffering (e.g. access to asylum and work rather than food provisions)? And what critical lessons can be learned from exploring the wider effects of rescuing migrants from high-risk journeys as part of the governance of global migration? Apart from an introduction to humanitarianism in the context of global migration and refugee movements, the report consists of three individual case studies focusing on respectively humanitarianism enacted on the maritime EU border in the central Mediterranean; a variety of recent state-defined migration crises in Latin America deriving from Cuban, Haitian and Venezuelan mass migrations combined with massive forced return movements of nationals deported from the United States and Europe; and, finally, the tensions between asylum seekers and the organisations that pledge to assist them in Hong Kong. Together, the contributions raise important questions of the directions humanitarianism may take during moments defined as ‘crisis’.

85. From Bodies to Borders: Human trafficking, migration, and gender in the Danish media 2010-2019

Abstract:: In recent decades, news media all over the world have increasingly covered the issue of human trafficking. Human trafficking is a notoriously complex subject involving migration, border politics, gender, consent, agency and morality. Yet, simplistic ideas and framings of human trafficking often end up shaping broader understandings of human trafficking in policy and the public sphere. This report is written by DIIS Senior Researcher Sine Plambech and journalist Maria Brus Pedersen. The aim is not only to provide insights into the framing of human trafficking in the Danish media, but furthermore to serve as a learning tool for journalists covering human trafficking. An analysis of this type has not been undertaken in Denmark before and thus provides the reader with new insights into the evolution of how the Danish media framed human trafficking from 2010 to 2019. The report has three main findings: First, the framing of human trafficking in the Danish media has changed significantly over the past decade, from mainly covering human trafficking solely as a matter of prostitution and a human rights issue for women in 2010 to becoming an issue of migration with security and legal implications in 2019. As such there has been a development away from a focus on women’s ‘bodies’ to a focus on ‘borders’ and migration politics. Secondly, in comparison to 2010, today the media more commonly describe the trafficking of men to forced labor and human trafficking generally to other sectors than prostitution. Yet, the framing continues to be significantly gendered. Though identified victims of trafficking in Denmark are most usually migrants, the men are framed primarily as migrant workers in exploitative situations, whereas the women are described as victims of trafficking. This gendered framing derives primarily from the perspective that prostitution is victimizing by default and is not seen as a kind of work. Thirdly, despite the more nuanced framing, a simplistic sensationalist language still risks dehumanizing and overshadowing the complexity of human trafficking. In particular, this is because it is the media, rather than those who have been identified as victims of trafficking, who use these terms to describe their situation, as some of the journalists also confirmed. The report has a number of suggestions for journalists covering issues of human trafficking, some of them being; Be cautious with language. There is often a difference between the language used by politicians and NGOs and the language used by migrant workers to describe their situations. Sensationalist language like ‘prostitutes’, ‘sex slaves’ and ‘meat markets’ are loaded terms that contribute to marginalization and stigmatization. Migrant workers are not only victims of trafficking, they have agency in respect of their own migration trajectories: the one does not exclude the other. Human trafficking can be used as a yardstick for many different political agendas: consider which agendas you might be contributing to. Consider using counter narratives, activist reporting and investigative journalism as these approaches contribute to expanding our understanding of human trafficking.

86. The European Union as a Security Actor: Perspectives from the maritime domain

Abstract:: In the light of the EU’s recent initiative to step up its Common Security and Defence Policy (CSDP) framework, a new DIIS report by Researcher Jessica Larsen examines the role of the EU as security actor in the maritime domain. The report analyses the EU’s maritime security operations so far undertaken under the CSDP, the counter-piracy operation ATALANTA in the Indian Ocean and the counter-smuggling operation SOPHIA in the Mediterranean Sea. The report finds that the EU filled a range of roles at sea, in particular as a: first responder, because the EU established operations ahead of other more obvious security actors, such as NATO and the US broad responder, because the EU applied its characteristic integrated approach of combining military and civilian policy instruments to address the security issue legitimate responder (to some extent), because the EU was able to use its political and diplomatic arm to establish bilateral agreements that sought to ensure the rule of law in operations and engage regional state authorities While the EU has pursued a comprehensive role in addressing maritime crime, the report argues that the EU on a strategic and operational level is neglecting a range of geopolitical tensions currently playing out in various maritime domains. The report argues that the EU needs to acknowledge this more explicitly. As the EU seeks to step up its common security and defence policy, the report calls for dedicated analysis of and decision-making about how the EU as security actor wishes to face this development and position itself in the maritime domain on both strategic and operational levels.

87. Fight and Flight: Tackling the Roots of Honduras’ Emergency

Abstract:: Despite U.S. restrictions on Central American migration, Hondurans are fleeing north in record numbers as the country struggles with polarised government, corruption, poverty and violence. With outside help, Tegucigalpa should revisit its heavy-handed security policies and enact judicial and electoral reforms to avert future upheaval. What happened? Months of street protests and a mass northward exodus, despite a sustained U.S. campaign to deter Central American migrants, illustrate the depth of despair in Honduras at political leaders, gang violence, extortion, poverty and inequality. Why does it matter? State security crackdowns against a backdrop of extreme political polarisation dating back to the 2009 coup, fuelled by scandals over alleged links between the ruling party and criminal networks, could further fuel violent unrest. Washington’s fixation on bottling up migrant flows in the region risks making a bad situation worse. What should be done? With support from the U.S. and other donors, the Honduran government should enact electoral and anti-corruption reforms and grant stronger investigative powers to the judiciary and police, avoid heavy-handed responses to civil unrest, and fund programs that address urgent humanitarian needs while also reducing violence, a key driver of migration.

88. Migration in the Middle East and North Africa

Abstract:: Across the Middle East and North Africa, roughly one-in-three citizens are considering emigrating from their homeland. This level represents a dramatic increase since 2016, which ended a long-term decline in the percentage of citizens who considered migrating. For example, the percentage of Jordanians who want to migrate is 23-points higher than in 2016 while the increase among Moroccans is 17 points during the same period. Smaller but sizable increases have also taken place in other countries like Egypt (+10 points). Citizens are more likely to want to leave if they are young, well educated and male. Youth are the more likely to want to leave, with more than half of those ages 18-29 thinking about migrating in five of 11 countries surveyed. Additionally, in most countries those with a higher level of education are also more disposed to move abroad, raising the specter of brain drain in many countries. The predominate reason some Arab citizens seek to leave their homeland are economic reasons, reflecting a broader frustration of years of economic stagnation. Other commonly cited reasons include corruption, security concerns or to pursue educational opportunities. Notably, older potential migrants are more likely to cite economic factors as the primary reason behind their decision while younger potential migrants are more likely to name corruption, for example. Europe is the most commonly cited destination for potential migrants, especially among those living in the Maghrib countries of Algeria, Morocco and Tunisia. The next most commonly favored destination are Gulf Cooperation Council (GCC) countries, particularly among migrants from Egypt, Yemen and Sudan. Meanwhile, Jordanians and Lebanese are especially likely to favor the U.S. or Canada. Although most potential migrants would only leave if they had the required papers, substantial percentages say they would consider migrating illegally, including roughly four-in-ten in six of 11 countries surveyed. Those who would consider migrating illegally are more likely to be young, male, and have lower levels of education, likely reflecting the limited opportunities these citizens perceive for a future in their homeland. These are among the key findings from 11 nationally representative public opinion surveys conducted in across the Middle East and North Africa by the Arab Barometer in September 2018-May 2019. The surveys included more than 27,000 face-to-face interviews in the respondent’s place of residence and each has a margin of error of ±2 percent.

89. Spain’s Labor Migration Policies in the Aftermath of Economic Crisis

Abstract:: For much of the 20th century, Spain was a country of emigration, with millions of its nationals moving to countries in the Americas and in North and Western Europe. In the 1980s, however, immigration to Spain began to pick up. Since then, the country has developed a legal framework for labor migration that features the active involvement of employers, trade unions, and regional governments. This report examines Spanish migration policies for low- and middle-skilled workers, and how these have changed as a result of fluctuating demand for immigrant labor. It also offers a profile of the country’s immigrant population, highlighting how Spain’s relationship with countries outside the European Union are reflected in its labor migration pathways and citizenship policies. The economic crisis that began in 2008 and its lingering effects—including pervasive high unemployment rates, particularly among young people—have put strain on this relatively young immigration system. Certain mechanisms, including parts of the Collective Management System that allows employers to recruit groups of workers, remain paused. And austerity cuts to national immigrant integration funding have left it to autonomous communities, provinces, and municipalities to take the lead in this area. Still, the country's approach to admitting workers from non-EU countries could inspire innovation at the EU level. In the years to come, top priorities for Spanish immigration policymakers will likely include addressing ongoing irregular migration, the arrival of increasing numbers of Venezuelans fleeing economic and political crisis, and—as sectors such as construction recover—how to adapt entry pathways and labor protections accordingly.

Abstract:: The dramatic increase in the number of asylum seekers arriving in Europe during 2015–16 sparked a burst of social innovation. Grassroots groups, tech start-ups, and businesses of all sizes brought new thinking and resources to bear on the challenges of receiving and integrating newcomers into European societies. Many of these challenges continue to echo across education systems, health services, labor and housing markets, and neighborhoods, even as the keen sense of crisis has waned. This report explores how social innovation in the field of refugee inclusion has evolved in the three years since the peak of the crisis. Given the successes and limitations of different initiatives thus far, it asks the question: what can social enterprises, funding bodies, and policymakers do to maintain the momentum and turn promising initiatives into broader system change? In the decades to come, European societies will have to grapple with a number of fundamental structural challenges—from changes in the world of work to new pressures on housing and health-care systems. Much will depend, the authors conclude, on governments’ ability to build on and extend the reach of the current surge in innovation, and to make the case that “innovation for refugee inclusion can be innovation for all.” This study draws on a number of convenings, advisory board meetings, and informal discussions that have taken place since 2016 as part of the Social Innovation for Refugee Inclusion (SI4RI) conference, co-organized by the Migration Policy Institute Europe with the U.S. and Canadian Missions to the European Union and the European Economic and Social Committee (EESC).

Abstract:: EU Member States are struggling to deliver on the European Union's call to expand channels for foreign workers as a way to meet labor market needs and potentially tackle spontaneous migration. And their focus has been more on attracting high-skilled workers, rather than filling the low- and middle-skilled jobs that are increasingly open yet for which few channels to bring in third-country nationals exist. This report, which concludes a two-year research project conducted by the Research Unit of the Expert Council of German Foundations on Integration and Migration (SVR) in cooperation with MPI Europe, provides an overview of mobility options open to low- and middle-skilled foreign workers, distilling findings from an analysis of policy in the European Union and case-study countries France, Germany, Italy, Spain, and Sweden. With national governments the central gatekeepers of labor migration into the European Union, the report studies the differing selection systems used. The liberal approach that relies on employer sponsorship, exemplified by Sweden, allows businesses to quickly fill demand, but risks fueling competition with the domestic workforce or lowering labor market standards. State-run steering tools, used by the other case-study countries, allow for greater control, but risk being slower, more resource intensive, and potentially less responsive to labor market needs. The authors caution that policymakers would do well not to overestimate the potential of legal channels to reduce irregular migration. They should instead consider existing and future migration policies in light of labor market, foreign policy, and development objectives.

Abstract:: This note expounds on migration to brick-kilns in India, based on estimates from the National Sample Survey (NSS) 2007-08 employment- unemployment and migration survey, and a review of eld studies. Characterised by traditional modes of production, low capital- intensity, seasonal employment patterns and lack of adequate regulations, the brick industry is a signi cant site for interrogating variegated issues that lie at the intersection of migration, labour markets and urbanisation. The analysis herein sheds light on the spatial concentrations of brick- kiln workers, which are along urban peripheries and driven by migrants. The phenomenon of jodi labour, referring to family based labour (typically of husband and wife) that characterises brick- kiln work is explicated using NSS estimates. The analysis concludes that the modes and modalities of employment in brick-kilns combined with piece-rated wage payments raises complex issues that call for consideration. At the same time, an understanding of the spatial concentration of kilns could help with interventions with regard to expanding the outreach of the Construction Workers' Welfare Board (CWWB) and facilities for accompanying children of the migrant workers.

95. Migration Junctions in India and Indonesia Reimagining Places, Reorienting Policy

Abstract:: This report, jointly put out by the Centre for Policy Research and JustJobs Network, draws attention to geographies in India and Indonesia that are acting as migration junctions because they simultaneously experience high levels of in- and out-migration. The quantitative analysis is based on an earlier paper that measured ‘migrant-intensity’ of districts in India and kota (cities) and kabupatens (regencies) in Indonesia using Census data. In both countries, small cities, peripheral districts and centres of natural resource extraction feature as migration junctions. This prompts new ways of thinking about pathways that migrants take in, out and through places. The report highlights that migration junctions have particular policy challenges and opportunities including increased need for coordination across governance institutions, the ability to concerate workforce development efforts for incoming and outgoing populations and the need to develop robust rental housing markets to serve mobile populations.

Abstract:: On 6 December 2018, Friedrich-Ebert-Stiftung Rome (FES) and Istituto Affari Internazionali (IAI) co-organized the conference “External Borders and Internal Divisions of Europe: Policies and Politics of Migration” to foster debate on European migration and asylum governance by approaching it both as a policy issue and a political question. While the scale of migratory flows is no longer the main problem, countries at the Southern external borders continue facing different policy challenges. The lack of political will and continuing tensions among the member states stand out as the main obstacles blocking substantial policy reform at the European level. This context also provides fertile ground for further polarization of the political debate between the two extreme positions of open versus closed borders, highlighting the need for more balanced and neutral narratives on migration in the run up to the European elections. Abstract:: El propósito central de esta obra radica en evaluar el deterioro que ha tenido lugar en las relaciones Cuba-Estados Unidos durante el primer periodo de mandato del presidente Donald J. Trump. El texto es resultado de la XVI Serie de Conversaciones Cuba-Estados Unidos de América, celebrada en diciembre de 2017 y patrocinada por el Centro de Investigaciones de Política Internacional adscrito al Instituto Superior de Relaciones Internacionales “Raúl Roa García” de La Habana (CIPI-ISRI). Desde diferentes ángulos se analizan el entorno internacional y el regional, así como los acontecimientos que están teniendo lugar en Cuba y en Estados Unidos, lo cual brinda múltiples explicaciones a procesos en pleno desarrollo. Sin embargo, estos contextos reflejan signos contradictorios que expresan una circunstancia histórica concreta, donde nacionalismos y populismos de extrema derecha han capitalizado el momento político internacional. En esa dirección es lógico prestarle atención a Estados Unidos y a la presidencia de Donald J. Trump, la cual más que causa es síntoma de la crisis que vive el país y refleja inmensas transformaciones y grandes desalientos basados, entre disímiles causas, en una insondable inequidad socio-económica y política. La respuesta es la agenda conocida como “America First”, que adolece de una mirada estratégica a mediano y a largo plazo, y pone en duda el papel de ese país en el Orden Mundial en el siglo XXI. El libro está destinado a audiencias interesadas en entender estas profundas problemáticas, sus causas y, particularmente, las negativas consecuencias que han tenido en el incipiente proceso hacia la normalización de relaciones con la República de Cuba, iniciado en diciembre de 2014. Al mismo tiempo, intenta explicar esta coyuntura como un paréntesis pues, más tarde que temprano, se deberá regresar a la lógica de la cooperación y la colaboración entredos países que, más allá de sus diferencias, comparten historia y un mismo entorno geográfico.

Abstract:: Despite the significant reduction of irregular migration to the European Union, the number of migrants arriving to Spain is increasing. In the national debate on this issue, the Socialist government of Pedro Sanchez faces growing criticism from both the right and the left. Maintaining the current course in migration policy will require intensifying cooperation with Spain’s European partners. The Spanish authorities will reinforce the pressure on them to increase EU financial support for southern European countries and to find a European solution to asylum.

100. China's Engagement in Pakistan, Afghanistan and Xinjiang: Will China's Root Cause Model provide regional stability and security?

Abstract:: In the latest policy report in DIIS’s Defence and Security Studies series, Lars Erslev Andersen and Yang Jiang discuss the potential of China’s approach to stabilising security conditions in Pakistan and Afghanistan through development. The report explores China’s westward policy by analysing the opportunities and obstacles related to its flagship Belt and Road Initiative (BRI) in South Asia, in particular the China–Pakistan Economic Corridor (CPEC). One aspect of the philosophy behind the CPEC is that lifting people out of poverty by providing them with better opportunities for jobs and incomes and hence improved living conditions will reduce the attractions of violent extremism and the inclination to indulge in it, thereby enhancing stability. This so-called Root Cause model draws on China’s experience of successfully lifting more than 600 million of its own citizens out of poverty due to the reform policy that has changed China rapidly over the past forty years, especially in the big cities in eastern China. However, the model has had mixed results in western China, especially in Xinjiang province. As this issue can shed light on the kinds of problems that China will face in Afghanistan and Pakistan, the report explores the situation in Xinjiang by investigating how it is conducting its policy there. The report outlines this development, which brings the Root Cause model into question to some extent, thus identifying some of the challenges that China will face in trying to stabilise conflict-torn parts of Pakistan and Afghanistan ‘the Chinese way’. Following these observations, the report takes a closer look at China’s economic diplomacy in Afghanistan. The last section discusses China’s increasing role in mediating between Afghanistan, Pakistan and the Taliban. Whether the Chinese approach to the situation in Pakistan and Afghanistan proves to be a sustainable way of providing stability and achieving results is the question addressed in the report’s conclusion.
