1. Climate change, mobility and human trafficking in Ethiopia

Abstract:: Throughout history, demographic, economic, political, religious, and environmental developments have resulted in Ethiopian mobility, mainly within the country or neighbouring region, but also further afield. Although Ethiopia’s current migration rate is only about half of the sub-Saharan average of 2%, the combined effects of poverty, population growth, conflict, and climate change have led to a recent growth in international migration. Women make up half of these flows. Proximity to the Middle East has facilitated women’s migration for domestic work while simultaneously raised concern over human trafficking violations. International Human Rights and anti-trafficking organisations predict that the negative effects of climate change will increase the vulnerability to trafficking in persons, forced labour, sexual exploitation, and debt bondage. This policy brief draws on research carried out under the auspices of the collaborative ‘Governing Climate Migration’ (GCM) research programme to further explore how climate change, migration and human trafficking may interlink. It questions routine applications of the human trafficking label to irregular Ethiopian migrant domestic workers and suggests replacing it with a migration-trafficking continuum approach that takes life before, during and after migration into account.

Abstract:: Climate change constitutes a critical challenge for subsistence rain-fed agriculture in the Global South. Increasing temperatures, irregular rainfall, and dry spells have negative, sometimes devastating, consequences for rural communities. Harvest yields diminish or fail, the planting season becomes unpredictable, and the dry season may be prolonged. While subsistence farming has always been demanding in such areas, climate change amplifies these challenges. As a result, local communities draw on a range of alternative farming methods and livelihood strategies, ranging from employing different crops to seasonal or long-term migration. Migration as an adaptation strategy, however, is widely rejected by international donors, national governments and sometimes local authorities. Rather, these actors often aim to enhance and promote local agriculture or other locally based livelihoods through in-situ adaptation projects, or adapting in place. This can be through providing (or selling) inputs to increase yields, e.g. drought resistant seeds, fertilizers or pest control; promoting new farming techniques, e.g. climate smart or conservation agriculture; or improving access to key resources, for instance water access through irrigation. Affected communities are supposed to stay where they are – in other words, deal with the challenges on the ground.

Abstract:: Tunisia is the main departure point to Italy in 2023 for West Africans and sub-Saharan Africans. Socio-economic conditions, food shortages, and poor governance are key factors in Tunisian migration. The absence of an asylum and migration system is a critical factor in the transit of asylum seekers to Europe. Comparisons with the 2011 crisis reveal lessons learnt, with Italy taking a more proactive stance. Europe is divided but also united: divided in its member states’ initial reactions; united in its persistent deployment of a toolbox that has yielded only limited results to date.

Abstract:: Since the 1990s, Turkey has become a major destination for tourists and migrants from Ukraine, Russia, and other former Soviet states. Yet Russia’s 2022 invasion of Ukraine set into motion an even greater wave of migrants from both countries. Those fleeing the crisis have used myriad channels to enter and remain in Turkey, from obtaining “golden visas” to applying for protection. Going forward, their presence could have a sizable effect on future socioeconomic ties between the three countries.

8. Addressing Human Mobility in National Climate Policy: Insights from Updated Nationally Determined Contributions (NDCs) in South America

Abstract:: Whereas South American countries are experiencing increased population movements in the context of climate change, the international climate governance agenda calls for the adoption of specialised legislation and for enhanced cooperation among different policy frameworks. The revision and update of the Nationally Determined Contributions (NDCs) provide a window of opportunity to mainstream human mobility discussions in climate policy frameworks and, thus, support the uptake of effective measures to address the topic. This briefing paper provides an overview of how the climate change–human mobility nexus has been addressed in the NDCs submitted thus far by South American countries and identifies pathways towards improved management of population movements in revised NDCs. To date, a partial integration of the human mobility perspective prevails: References to the topic indicate a slow – but progressive – acknowledgment of the impacts of a changing climate in vulnerable communities, which may include human displacement. Given the urgent need to move forward from the recognition of the topic to the establishment of effective measures to tackle forced population movements associated with the impacts of climate change, the updating of NDCs – currently under way in the region – entails an opportunity to incorporate strategies aimed at enhancing the management of human mobility. Ongoing discussions linked to the inclusion of the human mobility dimension should happen in a holistic manner, taking socio-environmental approaches into consideration. Human displacement and adaptation to climate change are akin processes that need to be aligned with mitigation and related measures. An improved adaptation component of NDCs depends on the participation of distinct actors (such as national departments and agencies, as well as non-governmental and civil society organisations focussed on climate adaptation) at the national level, and not only those dealing with mitigation strategies. Likewise, it should take the incorporation of practical and evidence-based measures into account. These include, for instance, methods to promote the consultation and effective participation of affected communities and strategies to strengthen their resilience. Furthermore, revised NDCs should call for governance and legal frameworks that include a clear definition of roles and the establishment of effective measures, rooted in the commitment to protect the human rights of affected and vulnerable populations. Revised NDCs should set up policy options to prepare for and respond to human displacement, aiming to reduce communities’ vulnerability and exposure. The recognition of human mobility in the context of climate change as a common challenge faced by South American countries entails a window of opportunity to enhance the development of effective measures to address the topic, as well as to foster the implementation of coherent long-term strategies that go beyond short-term political priorities.

9. Humanitarian Pathways for Central Americans: Assessing Opportunities for the Future

Abstract:: Since 2015, hundreds of thousands of Central Americans—primarily from El Salvador, Guatemala, and Honduras—have left their home countries due to an intertwined set of factors, including poverty, food insecurity, gang-related violence, and human-rights violations. Many have taken perilous journeys to seek protection in neighboring Mexico and the United States, where the scale and diverse profiles of asylum seekers have challenged the governments’ processing capacity. For most of these Central Americans, traveling by their own means to Mexico or the United States is the only avenue to seek international protection. While refugee resettlement programs allow states to vet and select individuals who have fled their country and are living in another, resettlement has typically been used on a very limited basis in the region. Some policymakers, notably in the United States and Canada, have begun to reconsider the role that resettlement could play in addressing these protection needs. This brief assesses how resettlement and other humanitarian pathways have operated in the region to date, and explores the opportunities and obstacles to scaling up these programs.

10. Embedding Reintegration Assistance for Returning Migrants in the Local Context: The Role of Referrals

Abstract:: The objectives of European reintegration programs for migrants returning to their countries of origin have expanded in recent years. Reintegration assistance, instead of being delivered as standardized support packages, is increasingly being designed to take into account the multiple dimensions of returnees’ reintegration—economic, social, and psychosocial—and the context of the communities in which they settle. As these programs become more complex, it has also become clear that no one service provider can offer all of the various services necessary to meet returnees’ diverse needs and profiles. One way to broaden the range of supports available to returning migrants and embed reintegration assistance into the local context is to refer returnees to local actors, including government agencies and civil-society organizations. Such referrals, particularly when combined with capacity-building assistance for local partners, can help connect returnees with tailored, long-term support. Yet, there is no consensus across reintegration programs as to how referral mechanisms should be organized, what types of services referral partners should deliver, the level of budget support different actors need, and how their work should be monitored. This policy brief explores the role of referrals in reintegration programming, offering a typology of approaches taken across programs to date. It also discusses common challenges, emerging good practices, and promising next steps to improve the local embeddedness of reintegration assistance.

11. Promoting Evidence-Informed Immigrant Integration Policymaking

Abstract:: Across Europe, immigrant integration policy has often been forged in the heat of crisis and driven by political priorities. This can be seen in the response to millions of people fleeing war in Ukraine and to the 2015–16 migration and refugee crisis. Resources and attention are much less frequently devoted to gleaning lessons from integration initiatives and using them to improve policymaking going forward. Yet, pressing labor shortages, strained government budgets, and social cohesion challenges all point to the importance of implementing integration policies that efficiently use limited resources—and that work. This policy brief explores why immigrant integration has fallen behind other policy areas in embracing an evidence culture and suggests ways to remedy this lag. It first examines recent progress and key gaps in this area, and then maps the obstacles that continue to hinder an evidence revolution in integration policy. The brief concludes with recommendations for creating an environment in which evidence-informed integration policymaking can thrive, including through the effective use of pilot projects, targeted funding, stakeholder engagement, and capacity-building initiatives.

Abstract:: When the European Commission unveiled its New Pact on Migration and Asylum in September 2020, one of its most decried shortcomings was the lack of specific initiative to develop legal avenues of arrival in the EU, especially in the area of labour migration. On 27 April 2022, the Commission presented a new package of initiatives which aims at both reducing irregular immigration and addressing labour shortages by simplifying aspects of the legal routes and stays into the EU, and proposed a number of steps to operationalise the Talent Partnerships, a unique framework to stimulate mutually beneficial international mobility and to match labour market demands and skills needs between Member States and third countries. The EU Talent Partnerships will build on previous experiences and lessons learnt from a handful of EU-funded pilot projects on labour mobility that were launched following the adoption of the Joint Valletta Action Plan in 2015. While these pilot projects have offered an opportunity to experiment with different options on how to meet labour market demands in the EU, they have only achieved relative success due to the difficulty of mobilising the private sector and, more generally, the competitiveness of EU labour markets. Despite its fragmented competences on labour migration, the EU still has room to play to increase the attractiveness of its Member States’ labour markets and to facilitate the involvement of the private sector in recruiting candidates internationally. This policy brief seeks to provide insights into the role of the EU to improve private sector engagement and develop a sustainable and competitive ecosystem for future labour mobility schemes.

13. Schengen reform and the instrumentalisation of asylum-seekers: New Commission proposals legitimate states’ existing practices

Abstract:: The European Union lacks a consistent asylum and migration policy, which makes it vulnerable to the instrumentalisation of asylum-seekers, most recently visible in the Belarusian actions at its borders with EU countries. In December 2021, the European Commission published proposals on tackling the instrumentalisation of migrants and reforming Schengen rules, but they appear to miss their targets. Instead of addressing the hostile third country, the instrumentalisation proposal weakens the rights of asylum-seekers at the border. Schengen reform proposes the possibility of an indeterminate period of reintroduced internal border controls, legitimating the years-long border controls in six Schengen countries (France, Germany, Denmark, Austria, Sweden and Norway). Asylum and migration policy is also progressing, as the 18-month-old proposal for the New Pact on Migration and Asylum is expected to move forward, contributing to the badly needed harmonisation of policies.

Abstract:: Migration policies have divided the world in two groups: the walled world of Western countries and the rest. The EU system of migration control is the most extensive, given that Europe is surrounded by a series of regions with high migration potential. Migration restrictions do not enhance and may serve to reduce the opportunities of the worse-off and, as such, are at odds with international fairness. Negative externalities from richer to poorer countries, triggered by migration policies themselves or monetary or climate policies, make migration restrictions even more unfair. The growth of the migration control system ends up threatening human rights within Western countries. It is necessary to explore all possible ways to reverse migration restrictions and promote more open migration policies.

15. Climate-Resilient Migrant-Friendly Towns: A Conceptual Framework

Abstract:: For the last few years, ever increasing climate change impacts resulting from the new normal of extreme events are becoming a rude fact of life around the world. The findings of the Working Group-1 of the Intergovernmental Panel on Climate Change (IPCC) published in August 2021 again provides mortal warnings about the impending climate crisis. The impacts are particularly stark in South Asia, the most populous region on Earth. Within South Asia, Bangladesh stands as the most vulnerable: 4.1 million people were displaced due to climate disasters in 2019 (2.5% of the population), with 13.3 million people likely to face displacement by climate change by 2050, and 18% of its coastland will remain inundated by 2080 (Rigaud, et al. 2018). The Paris Agreement goal of keeping the temperature rise at 1.5°C or well below 2°C compared to pre-industrial times cannot be achieved, given the lack of ambitious mitigation, when we already live with 1.1°C higher temperature. As a result, the number of people estimated to be displaced by slow-onset events will stand at ~22.5 million by 2030 and ~34.4 million by 2050 in South Asia including Bangladesh (Singh, et. al. 2020). Where will all these people go? A land area of 147,570 km2 is inhabited by 165 million people. So, Bangladesh has no space to retreat. Estimates show that about half a million people displaced by river-bank erosion move to Dhaka city alone, crowding the slums and mounting pressure on limited city services. In such a situation, one option to address displacements in a world of increasing urbanization including in Bangladesh could be the transformation of smaller towns to be climate resilient and migrant-friendly (CRMFT). This option appears practicable for populous countries like Bangladesh, having little or no space for retreat from vulnerable hotspots. In this context, several queries can be raised: What is the rationale of the model of CRMFT? What does make a town climate resilient and migrant-friendly? What are its elements and dimensions? While responding to these queries, this policy brief attempts to design a framework for CRMFT, though it may differ across physical and socio-economic boundaries.

Abstract:: The WCAPS Pipeline Fellowship Program provides an opportunity for college and university students, as well as young adults and early career professionals, to develop a broad understanding of the different dimensions of peace, security, and foreign policy through engagement with WCAPS members, to include young, mid-career and senior level women and men. Oftentimes, the WCAPS Pipeline Fellowship program serves as an introduction to these career paths for young women of color and allows them to seamlessly integrate into the WCAPS community and beyond, thus creating the pipeline we aimed for. The program started locally in Washington D.C. and has since expanded to include participants from across the globe. This most recent cohort had participants from four continents. This dynamic group of women learned about a variety of topics to include Redefining National Security (RNS), emotional intelligence, Women Peace and Security (WPS), and international law as it relates to peacebuilding. WCAPS is very proud to present the policy papers these young women wrote, following months of rigorous research, coordination, and collaboration.

According to Refugee International, in 2021 Mexico saw over 70 percent increase in asylum cases. In addition, Mexico is seeing a growing number of internally displaced Mexicans due to religion, human rights violations, natural disasters, and clashes between rival gangs. While this has been an issue since the 1970s, it’s only in 2019 that it's been getting the official attention of the Mexican government, human rights organizations as well as international organizations.

19. Dismantling Migrant Smuggling Networks in the Americas

Abstract:: Migration trends in the Americas recently have undergone a significant transformation. During the past few years, an increasing number of migrants and asylum seekers from different parts of the hemisphere—and other regions of the world, including Eastern Europe, Southeast Asia and the African continent—have been undertaking a very long and arduous journey to the United States. Migrant mobility has been facilitated by sophisticated smuggling networks (that operate often in tandem with other criminal organizations) and corrupt officials. The journey to the United States of economic migrants and asylum seekers from developing countries or countries at war is invariably perilous. At the same time, current migration trends and organized mass irregular migrations pose substantial homeland security risks. This paper proposes the dismantling of migrant smuggling networks through intelligence and targeted actions as important elements both of border security and enforcement and humanitarian migration management. In addition to these policies, the U.S. government should collaborate closely with other governments to cooperatively redesign asylum systems.

22. Will Ukraine’s refugees go home?

Abstract:: About 15 percent of the population has fled Ukraine since the start of the Russian aggression in February 2022. Nearly 4 million Ukrainians have already registered in European Union countries. Based in part on evidence that few refugees return voluntarily to poor countries once they settle in rich countries, even once security is re-established at home, it can be expected that large numbers of Ukrainian refugees are likely to remain in European host countries, and will likely be joined by others, including many men that remained to fight when the conflict is over. Ukraine already has a long history of emigration. Its shattered economy, the likelihood of a protracted conflict and significant uncertainty with regard to its final status reinforce the argument that most refugees will not return and many more will join them. EU nations must prepare for. There will be large short-term costs and long-term economic gains from Ukrainian immigration in Europe. The best way to help Ukraine, and to moderate the likely outflow of its people, will be to assist in the country’s reconstruction, and not to place artificial impediments to the immigration of individuals who have already suffered greatly.

Abstract:: Since February 2022, the Russian invasion of Ukraine has triggered the largest war-related displacement of population in Europe since the aftermath of World War Two. Setting up an effective humanitarian response to support internally displaced persons in Ukraine is a task of major political importance. Since the beginning of the war, local volunteers have played a key role in providing assistance to internally displaced persons in Ukraine. They are often unable to comply with the standards set by international humanitarian institutions, which refuse to fund them, despite their being in urgent need of support. There would seem to be a need to relax the common standards that apply to humanitarian assistance in order to allow local actors, including volunteers, to collaborate with international humanitarian organisations. Helping informal groups of volunteers to organise themselves into non-profit organisations or NGOs could encourage international humanitarian organisations to support them.

25. Why Europe Should Build Legal Migration Pathways with Nigeria

Abstract:: The youth population within Nigeria is rapidly increasing, but despite their high levels of education and skills, many are struggling to find meaningful work opportunities at home. At the same time, Europe’s working-age population is declining, resulting in employers in these countries facing large and persistent skill shortages within a range of mid-skill professions. Despite the large benefits that facilitating migration between Nigeria and Europe could bring, and despite the overtures of both European governments and the European Union, few mutually beneficial migration partnerships exist. Over the last year, CGD has been working with the World Bank to understand how our Global Skill Partnership migration model could be implemented between Nigeria and Europe. The full results of this work have now been published in a new report, Expanding Legal Migration Pathways from Nigeria to Europe: From Brain Drain to Brain Gain. The report explores both why Nigeria and Europe should implement migration partnerships and develops a framework as to how they can do so. This framework is then applied to three sectors and partner countries: a healthcare partnership between Nigeria and the United Kingdom (UK), a construction partnership between Nigeria and Germany, and an ICT partnership with various European states. This brief focuses on the first part of this equation, the why: understanding the opportunity that lies before us to better link the labor markets of Nigeria and Europe and the innovation that could do just that.

Abstract:: As in every democratic country in the world, the private sector in Central America’s Northern Triangle (Guatemala, Honduras, and El Salvador) has a central role in generating employment, driving economic growth, and spurring innovation. But in a region plagued by one of the highest levels of economic informality, weak government institutions, and pervasive corruption, private enterprises—both decades-old industry behemoths and newer startups—can have a more positive influence in steering the Northern Triangle toward inclusive and sustainable economic development. This is not to say that business leaders in Guatemala, Honduras, and El Salvador have been absent in unlocking growth and innovation in the countries, especially since the end of the civil wars in the late 1990s. But in this unique moment of global crisis and renewed attention from the United States, the Northern Triangle’s private sector should seize the opportunity to further position itself as a committed, trusted partner and galvanizing force for positive change. Seeking to address the root causes of unauthorized migration to the United States—including lack of quality economic opportunities, weak rule of law, and violence—the Biden administration’s four-year, $4-billion plan for the Northern Triangle seeks to implement a whole-of-society approach to improve the living conditions of Guatemalans, Hondurans, and Salvadorans. The plan comes at a time when Central America, already reeling from structural institutional challenges to its ability to govern and improve its economies, grapples with the effects of the COVID-19 pandemic and two back-to-back hurricanes. As conditions deteriorate on the ground and create additional push factors for would-be migrants, the US government should devote special energy and attention to laying the groundwork for strategic partnerships with private sector actors who are positioned—despite contending with pandemic-induced burdens of their own—to catalyze economic opportunities for their fellow citizens. The business community can be a pivotal player in long-term change that seeks to improve the rule of law, tackle corruption, and open new opportunities for inclusive economic growth. This issue brief takes a deep dive to unpack why a lack of sustained and inclusive economic opportunities—among the three main drivers of unauthorized migration—have eluded the Northern Triangle and how the private sector can help reduce informality, invest in employment-generating sectors, resolve the human capital paradox, and catalyze greater infrastructure investment and digital connectivity.1 While there is an emphasis on high levels of informality causing economic insecurity, it is also true that economic insecurity and lack of investment in economic development also drives informality. This is the first of three issue briefs as part of the Adrienne Arsht Latin America Center’s latest Central America initiative, in partnership with the DT Institute, to inform and mobilize key stakeholders at the national, regional, and international levels behind new policy solutions to tackle the Northern Triangle’s most pressing issues. This issue brief is the outcome of a meeting with the Center’s Northern Triangle Advisory Group, which met in February 2021, and will meet regularly during the first six months of 2021 to help inform the three issue briefs.

The geographic origin of migrants and the education level of residents matter crucially for the effects. Abstract:: One year on, it remains to be seen whether the EU’s positive agenda (PA), an effort to establish a new modus vivendi with Turkey, will bear fruit. Turkey is one of the EU’s most important neighbours and a crucial partner on numerous issues, including migration, counterterrorism, energy and trade. Yet relations have always been challenging, with honeymoon periods few and far between. Bickering and animosity have become the norm. In 2020, escalating disputes in areas from human rights to maritime claims and military interventions brought the relations to a major crisis. Looking ahead, Ankara’s domestic and foreign policy ahead of crucial elections in 2023 (or earlier), the Cyprus problem, Germany’s leadership change, the 2022 French presidential election and Paris taking over the EU Council Presidency will all impact relations. Amanda Paul gives a concise state of play of EU-Turkey relations, what we can expect and what should be avoided, and areas for improvement. While Turkish membership of the EU seems highly unlikely, neither Ankara nor the EU is ready to call it quits. With no functioning accession process, EU–Turkey relations need a new framework that reduces the chances of further rupture and creates a new dynamic. Implementing the PA should be the starting point of this framework. In which case, the EU should consider the following four recommendations: green-light the talks to update the Customs Union; enhance migration dialogue; continue support for Turkish civil society and independent journalism; and revitalise foreign policy dialogue. 2022 will likely be a testing year. If the two parties are to move away from years of distrust and muddling through, they will have to exhibit political will and acquire a truly strategic vision for the future.

29. Border Regulation Begins with Stronger Capacity at Official Points of Entry

Abstract:: After the Trump Administration cutbacks, Congress should invest in the U.S. southern border to benefit trade, stop bad actors, and humanely process people with real asylum claims. Managing vehicular, rail, and people throughput at border crossings is an enormous challenge, but one not being met. U.S. inspectors do not properly screen more than a small percentage of incoming commercial and personal vehicles making this the primary means for narco-trafficking into the United States. Investing more in screening capacity at the official land Points of Entry with Mexico will reduce crime, illegal drug importation, guns going southbound, strengthen regulation and order essential for safe trade and opportunity, and make for a safer environment for those seeking legal entry into the United States. Congress has steadily appropriated new funds for more border screening capacity, but additional investment in screening capacity is still needed to make up for Trump Administration cutbacks. President Biden’s U.S. Citizens Act of 2021 has a range of helpful proposals to make us safer and keep commerce moving. Congress should mandate better measures to evaluate actual screening effectiveness. Congress also should conduct stronger oversight to address shortcomings in the US Department of Homeland Security (DHS) and Customs and Border Protection Agency (CBP) acquisition plans to make sure border inspectors spend the money more effectively and field the right capability in a timely fashion. There is a range of reforms we must make across immigration and border regulation to better serve our nation and those seeking to come here. Immigration and border enforcement have strayed from our values as a country and urgently need reform. Our legal immigration system both in asylum and visa-based needs clear modernization. Millions who have known no home but America deserve citizenship. Enforcement alone also will not solve our problems, but we must improve all aspects of American immigration and our border.

Abstract:: The upcoming EU Action Plan against migrant smuggling 2021-2025, like its predecessor, suggests that the prevention of and the fight against migrant smuggling will continue to be at the centre of a strong and comprehensive European approach to migration management. However, to be effective, the Action Plan must rely on the growing evidence-base concerning the structure and organization of migrant smuggling, as well as rethink the way smuggling research and analysis is produced. Doing otherwise may seriously impact the Action Plan’s implementation and outcomes. Recommendations: Demand that gender, race and class perspectives are present in smuggling and counter-smuggling research and analyses in ways that identify the wider impact of EU actions on communities in countries of origin, transit and destination and within the EU. Include the perspectives of third-country, junior and female researchers, scholars and policy analysts, and involve stakeholders and informants beyond those typically reached out to during research, policy making or knowledge generating processes. Create an open access database that includes examples of smuggling caselaw and legislation that showcase the impact of EU law enforcement agencies’ counter-smuggling efforts in transit, destination and origin countries and within the EU to demonstrate clear efforts towards transparency and accountability.

Abstract:: This policy brief considers how to move forward with the (financial element of the) EU-Turkey statement agreed in 2016, under which the first tranche of 3 billion euros will end mid-2021. In order not to reverse the progress achieved and to continue the work on improving the resilience of the 4.1 million refugees in Turkey, there is an urgent need for the European Union and Turkey to agree on a new financial framework. One that builds on the current, generally successful framework – the EU Facility for Refugees in Turkey (FRiT) – but which would divide the burden between Turkey and the EU more equally. Both blocs would, moreover, do well to look into the possibilities of extending the area of cooperation to Idlib. In that area, which is currently under Turkey’s military control, almost three million internally displaced persons (IDPs) currently lack adequate shelter and essentials, which could potentially lead to various displacement scenarios. Neither of those decisions will be easy and will require serious support from all EU member states, but the fact is Turkey remains essential in pursuing the EU’s core interest: preventing another refugee flow into Europe.

Abstract:: 2021 is proving to be a key year for cooperation between Europe and its neighbours in the Middle East and North Africa (MENA) region. As the European Union (EU) launches its new multiannual budget, the COVID-19 pandemic has demanded a rethink of the political, economic and social priorities that the EU and its member states should pursue with MENA countries. Europe’s potential for positive influence on state–society relations in MENA countries has yet to be realised. The latest European Neighbourhood Policy (ENP) South Communication, published in February 2021, promises a “new agenda” for cooperation with MENA countries. It does not, however, address conflicts between its own objectives, especially between liberal–democratic political and economic reforms, accountable government and respect for human rights on the one hand, and restrictive trade practices, migration management and security cooperation on the other. Furthermore, there is little bilateral policy coordination among EU member states. Focussing cooperation on social contracts would help overcome such conflicts, which are inherent in cooperation targeting short- to medium-term goals, such as migration management, resilience and private investment. In authoritarian contexts, these measures tend to strengthen the state at the expense of society, and thereby increase prospects for conflict, rather than the stability they promise. The social contract perspective is long-term. Social contracts rely on the state’s delivery of the “3 Ps”: protection (of citizens), provision (of economic and social services) and participation (in decision-making). The social contract provides an analytical tool and a set of organising principles for joint EU and member state priorities and activities. The social contract lens shows how the 3 Ps work together as a framework for social cohesion, peaceful relations and political stability. In practical terms, its use would help improve the effectiveness, coherence and coordination of EU and member state cooperation with MENA countries. Some EU member states prefer to focus on trade and economic cooperation, some on political reform and human rights, and others on migration management. If all take a more long-term perspective, they will realise that sustainable social contracts in MENA countries are good for all of their aims. All European actions should support reforms in MENA countries that aim to make social contracts more acceptable to the contracting parties – governments and social groups. Ideally, such reforms result from negotiations of social contracts between parties on equal terms. In practice, how¬ever, the negotiation power of social groups is often limited – one reason why Europe should ensure that its programmes strengthen societies at least as much as governments. This paper discusses four key cooperation areas which are potential drivers of change for social contracts: • Conflict resolution, peacebuilding and reconstruction; • Post-COVID-19 recovery: health and social protection; • Participation at local, regional and national levels; and • Mutually beneficial migration and mobility. The EU and its member states, by working together on the 3 Ps in these four areas, can influence positive change in the MENA region.

Abstract:: In September 2020, the European Commission, through its Chair Ursula von der Leyen, launched the third European Pact on Immigration and Asylum, The first one dates from 2008 and the second from 2014, i.e. one every six years. This pact, like the previous ones, is not a treaty but a consensus commitment on common principles for the governance of migration and asylum in Europe. In the context in which it is set, it requires more compromise than the previous ones: the Syrian crisis of 2015 revealed the lack of solidarity between Member States regarding the reception of Syrian refugees, the lack of trust between States regarding the proposals made by the European Commission to “share the burden”, with Jean-Claude Juncker's quotas and the divide between Eastern and Western Europe between the socalled Višegrad countries (Poland, Hungary, Czech Republic, Slovakia) and Western Europe, notably Germany, which received more than one million asylum seekers in 2015. It will therefore take more time for the new Pact to be adopted unanimously by the European Council and undoubtedly, more negotiations and even bargaining. In the current context, following the US withdrawal from Afghanistan and the Taliban takeover, which raises concerns about the arrival of new Afghan refugees, does the new Pact offer the necessary instruments to formulate a common and effective response to future migration challenges?

38. The Union’s external borders: a European debate revisited

Abstract:: The management of the European Union's external borders is the subject of passionate debate in the European Parliament hemicycle and in many different media in Europe. It also features in a decision made by the European Court of Justice (CJEU) on December 17th 2020 stating that Hungary had been violating European law by turning back migrants as of 2015. Following the latest terrorist attacks on European soil, particularly in France and Austria in the autumn of 2020, the question of European cooperation in the protection of external borders has once again came to the fore. The work of Frontex, the European Border and Coast Guard Agency, has moreover been the focus of a debate regarding its practices and also its role in "pushbacks", the illegal refoulement of migrants. These debates are taking place just as Frontex is in full “metamorphosis”, as suggested by its Executive Director Fabrice Leggeri, since the Agency’s budget has increased significantly and its remit progressively strengthened. In a profoundly symbolic gesture, on 11th January 2021, Frontex unveiled its first official uniform: The Agency’s personnel will now be armed, a first in the Union’s history. It therefore seems appropriate to analyse in depth the complexities involved in managing the Union's external borders and to take a detailed look at Frontex's work. What meaning do these borders, which are primarily national in nature, have for the Union as a whole? What is the importance of an Agency like Frontex? Which challenges does it face in its mission? How can trust be restored between the Agency, the European institutions, the Member States, European citizens and migrants who wish to cross the Union's borders? And, more importantly, how do we reconcile the protection of human rights with the protection of borders?

These were already ambitious goals before the COVID-19 pandemic hit, heralding an economic recession and high levels of unemployment. Weathering this crisis and setting the stage for a speedy recovery are now top priorities for policymakers across Europe. Yet longer-term labor market trends linked to technological developments and demographic shifts in some countries—as residents age and older workers leave the workforce—remain important, even as pandemic-related labor market disruptions and constrained national budgets may make pursuing policies to adapt to these changes more difficult. This MPI Europe issue brief explores how the pandemic is shaping the demand for workers and skills in the European Union, and how policymakers can respond to these trends. It also considers how leaders can keep one eye on Europe’s longer-term skills needs. Among its recommendations are investments in education and training systems; in measures that ensure migrants living in Europe are able to successfully integrate into the labor market and apply their skills; and in data-driven, transparent mechanisms to detect where resident workers are unable to meet labor demands and migration from beyond the European Union may be needed.

Abstract:: The COVID-19 pandemic challenged public health and migration management infrastructures in sub-Saharan Africa, like elsewhere, as never before. While many countries in the region had experience dealing with infectious disease outbreaks, including Ebola and yellow fever, the nature of transmission under COVID-19, among other factors, forced governments to reassess many of their public-health strategies and adopt strict guidelines to prevent pushing fragile and over-burdened health-care systems over the edge. However, border closures and other mobility restrictions brought unintended consequences, including stranding large numbers of people, imperiling the supply of essential goods and services, and cutting off income for border communities and prospective migrants. In addition, unilateral containment and mitigation policies prevented a coordinated approach to both public health and migration management. The policy brief examines the different strategies employed by governments in sub-Saharan Africa during the first year of the pandemic, and the limitations of unilateral action. It offers recommendations on how states and the international community can work together to restart migration and mobility and, looking forward, build capacity to respond to COVID-19 and future public health emergencies.

Abstract:: The pandemic has upended labor migration around the globe, and with it, an important avenue for supporting socioeconomic development in many low- and middle-income countries. In Ghana, Senegal, and other West African countries, for example, migration and its corollaries, such as remittances and knowledge transfers from the diaspora, have long contributed to development. Ongoing travel restrictions and uncertainty about when migration will more fully restart threaten this progress and add an extra layer of complexity to efforts to improve the governance of international labor migration. This policy brief explores how governments and other stakeholders can promote better labor migration governance in low- and middle-income countries, and how these efforts are being shaped by the pandemic. It focuses on the experiences of Ghana and Senegal—two countries that were in the process of strengthening their migration policies before the pandemic began. The policy brief looks at these countries’ migration policy priorities, efforts to facilitate mobility within the region and further afield, and strategies for building closer ties to the diaspora. Crucially, the authors note, while the pandemic has disrupted efforts to improve labor migration governance, it has also made abundantly clear why doing so is important. Continued work in this area promises to help achieve better outcomes for migrants and for countries of origin and destination.

Abstract:: The recent crisis in Evros brought back to the fore the issue of immigration and Turkey’s role in its instrumentalization. The EU-Turkey Statement has not had the expected outcomes. Rather it showed that prevention policies and the outsourcing of migration management strengthens transit countries such as Turkey, without resulting in a a steady reduction in flows. Greece remains a country that bears a disproportionate burden of responsibility due to its geographical location. At the same time, it has delayed in the planning of a holistic immigration policy, which should aim, among other things, to ensure human living conditions, substantial access to asylum and result in the integration of those who will remain in the country. COVID 19 will bring about significant socioeconomic changes globally as well as impact human rights. Practices of the past do not necessarily fit for the new reality and this is the biggest challenge for Greece and the EU; a willingness to move forward by investing on migration within Europe and beyond. It will not be easy, and it will come at a high financial (and likely political) cost. The pandemic makes any long-term commitments seem impossible, however the alternative scenario, of deterrence and outsourcing is already proving insufficient. Balancing the scales is a challenge which the EU cannot afford to lose.

Abstract:: On the occasion of the World Refugee Day, 20th of June, ELIAMEP publishes a Policy Brief on the forthcoming New Pact on Migration and Asylum, by Dr. Angeliki Dimitriadi, Senior Research Fellow and Head of ELIAMEP’s Migration Programme. COVID-19 has affected access to asylum. Border closures have prevented in many cases asylum seekers from reaching safety, or made them face prolonged delays in their asylum application. The New Pact on Migration and Asylum is expected to be announced by the end of June. It is one of the biggest challenges facing the current European Commission, which is called upon to submit proposals that will be accepted by the Member States with different perspectives but also asylum and immigration needs. The biggest challenge, however, is to ensure that the right and access to asylum is fully preserved and will be a priority for the Union for years to come. In the midst of ongoing conflicts, extreme poverty and increasingly restrictive practices at the external border, it is perhaps the last chance to ground a common migration and asylum policy on the the principles of humanity and solidarity, between Member States and towards asylum seekers. The New Pact for Asylum and Migration will seek to bridge the differences between Member States on the solidarity, burden-sharing and common asylum processes. Southern member states have tabled a detailed proposal on the way forward grounded on mandatory solidarity. Forced movement will continue and likely be exacerbated due to the impact of COVID-19 in critical regions like Africa and Southeast Asia.

Abstract:: As the Covid-19 epidemic intensified globally, countries began to implement quarantine measures one after the other starting from mid-March. According to the United Nations, 60 thousand decisions were made concerning travel and mobility restrictions in 220 countries. These decisions cause many difficulties that aggravated conditions under the pandemic for immigrants who earned their living by means of temporary mobility. The Organization for Economic Co-operation and Development (OECD) made a statement at the end of March when these measures were just implemented, announcing that the Covid-19 global pandemic would be the biggest economic and social shock of the twenty-first century since the September 11 attacks and the 2008 Financial Crisis.

Unlike planned migration, shock mobility encompasses various degrees of forced migration or can be categorized as reactive migration caused by a crisis situation. Forced migration often starts with shock mobility, but shock mobility does not always lead to protracted forced migration. FUTURE IMPLICATIONS ■ Shock mobilities may affect broader socioeconomic relations in the future. Five manifestations of shock mobilities as ‘link moments’ provide clues as to how. ■ How shock mobilities will be received and internalized in the years ahead is uncertain. Morocco is pursuing a comprehensive campaign to increase its influence and win support with regard to Western Sahara. Egypt is responding to a series of strategic concerns, particularly over the waters of the Nile. Morocco, Algeria, and Tunisia are also all dealing with increased migration flows, with migrants seeking to work on their territories or pass through it to reach Europe. This North African turn to sub-Saharan Africa offers opportunities for European cooperation. 57. Working Together to Address Health Workforce Mobility in Europe

Abstract:: The free movement of people is a cornerstone of an open and integrated Europe. Yet the labor migration of Europeans from lower-income countries in southern and eastern Europe to higher-income countries in northern and western Europe has had significant impact on the workforce—including the loss of skilled health professionals in their most productive years. Indeed, since 1989, hundreds of thousands of European health professionals have left their countries of origin for more promising opportunities in the west and north. Ultimately, this failure threatens the human right to health. Abstract:: More than 5 million Venezuelans have left their country, and the majority—more than 4 million—have moved elsewhere in Latin America and the Caribbean. While some politicians and pundits have claimed the new arrivals are leading to an uptick in crime, few studies conducted in the region have examined whether and what type of relationship exists between immigration and crime. This issue brief explores these questions by looking at migration and crime data from the three countries with the largest number of Venezuelan migrants: Colombia, Peru, and Chile. To do so, it draws on a mix of national and subnational datasets, some publicly available and others obtained by the authors through requests to government agencies. Analysis of data from 2019 suggests that, for the most part, Venezuelan migrants commit substantially fewer crimes—and certainly fewer violent crimes—than the native born, relative to their share in the overall population. This signals that public perceptions that immigration is driving up crime rates are misplaced. In discussing the policy implications of this analysis, the authors point to areas for further research and policy discussion, including the need to pay special attention to border regions, in which migration and crime dynamics often differ from those elsewhere in the country, and the value of actively addressing newcomers’ legal status and labor market integration.

60. Will International Migration Governance Survive the COVID-19 Pandemic?

Abstract:: The toolbox of international migration governance has few instruments for dealing with the migration-related challenges posed by the COVID-19 pandemic. Most international agreements on migration are designed to aid people on the move and to assist states in dealing with this movement, voluntary or forced. Yet the pandemic is a disaster characterized more by immobility than movement. While some migrants have been sent back to their origin countries or compelled to return due to job losses, many others have been stranded in destination countries by border closures and travel restrictions, and some would-be migrants have been unable to move abroad as intended. The most recent addition to the migration governance toolbox—the Global Compact for Safe, Orderly, and Regular Migration—does, however, offer states useful guidance. As this policy brief discusses, the objectives outlined in the compact include some that have gained added, real-time urgency during the pandemic and others that will be essential as states work to restart international migration safely. This brief also considers how the pandemic and its economic fallout have affected the relationship between migration and development, including in terms of its impacts on migrant workers and remittances. With remittances predicted to drop by at least 20 percent globally in 2020 compared to 2019, the effects on remittance-dependent countries will be particularly severe. This may spread the pandemic-induced economic pain even to places that have been relatively less affected by the virus itself. Looking ahead, this brief considers how greater cooperation between states and with multilateral agencies, civil-society organizations, the private sector, and philanthropies can assist in the immediate pandemic response, as well as in efforts to rebuild lost livelihoods and, eventually, reopen legal migration channels.

According to the European Commission, in the same year, the Member States granted 3 million first time resident permits to third country citizens. Whilst the number of asylum requests totalled 1.28 million in 2015, it decreased to 689,000 in 2019. Across the Union, figures vary from one country to another: if we look at the number of migrants in 2019, Germany took in the most with 13.4 million, i.e. 15.7% of its population, followed by France (8.3 million), Spain (6.5 million) and Italy (6.2 million). In the countries of Central and Eastern Europe, Poland, according to the OECD was the leading destination of temporary working migrants, ahead of the USA; in 2018 Poland delivered more than a million new permits to extra-European workers.

Abstract:: This paper provides an overview of what is actually known about the relationship between climate change and human mobility in West, East and Southern Africa – the most affected regions of Sub-Saharan Africa. Although there is a general lack of data on “climate migration”, trends can be deduced from the growing number of case studies and research projects. This paper also formulates some recommendations for German and European development policies for addressing “climate migration” in Africa. The adverse effects of climate change in the three regions are mainly linked to increasing rainfall variability and a higher frequency or intensity of floods and droughts. These effects are a major challenge for human security. The consequences for human mobility, which range from forced displacement to circular labour migration, are embedded in a complex and very context-specific set of political, social, economic, cultural and ecological factors. Due to generally fragile contexts and armed conflicts, the risk of forced displacement in the context of climate change is probably the highest in the Horn of Africa. In all three regions, many households affected by climate change can be considered “trapped” – mobility is not an option for them at all. If mobility is possible, it often takes the form of individual and circular labour migration. Under favourable circumstance (e.g. in the absence of labour exploitation), money earned by migrants might help their households to compensate or at least mitigate the losses induced by climate change (“migration as adaptation”). The ideal political response towards human mobility in the context of climate change is to avoid forced displacement, to maximise positive mechanisms of migration and to minimise negative aspects like labour exploitation. This demands a multi-sectoral and multi-level policy approach.

Abstract:: The European Union (EU) approach to migration in Africa has significantly shifted in the last few years. Notably since 2015, it has focused on preventing irregular migration and privileges engagement with the main countries of origin and transit of migrants. In the context of the 2015 Joint Valletta Action Plan (JVAP), a funding instrument – the EU Emergency Trust Fund for Africa (EUTF) –was created to channel development aid in support of EU interests in curbing migration. As reflected in historical and more recent policy agendas, economic integration and free movement within the continent and its regions constitute key elements of African development ambitions and narratives. But an increasing body of research suggests that EU activities (in particular the EUTF) sideline or even undermine African stakeholders and interests in decision-making and programming on migration. This paper analyses the effects of EU political dialogue and programming on regional free movement (RFM) in two African regions: the Intergovernmental Authority on Development (IGAD) in the Horn of Africa and the Economic Community of West African States (ECOWAS) in West Africa. These regions receive the greatest amount of EUTF funding. While both IGAD and ECOWAS have frameworks on RFM, these are at very different stages of development. The analysis, based on literature review and field research, shows that EU approaches to and impact on RFM differ significantly in the two regions. In the IGAD region, the EU is not undermining but rather supporting free movement – albeit not as significantly as it could. In contrast, in the ECOWAS region the EU’s focus on preventing irregular migration is undermining progress on RFM. At least three factors drive this difference: 1) institutional coherence and decision-making powers vary considerably in the two regions; 2) whereas some powerful member states in the IGAD region consider free movement to be a barrier to their hegemonic role, member states in the ECOWAS region largely see it as positive; and 3) EU migration programming in these regions is driven by different levels of urgency – with the largest number of irregular migrants coming from West Africa, the EU’s objective of curbing migration is more accentuated in the ECOWAS region.

Abstract:: Although four years have passed since the 2015 refugee “crisis”, Greece’s reception system is still inadequate in serving the needs of the arriving populations. Since current debates focus on the weaknesses of the reception system, the issue of asylum-seekers and refugees’ integration has been indirectly outweighed. Without underestimating the issue of reception, this policy brief argues that the current political, social and environmental developments highlight the need to move towards decentralized and locally-oriented integration policies. After discussing the past context and the current developments of migration in Greece, we highlight the political, utilitarian and moral reasons that render integration policies both necessary and beneficiary for the domestic and migrant populations. Finally, we conclude with some recommendations regarding the way forward.

Abstract:: Eight years after the revolution, Libya is in the middle of a civil war. For more than four years, international conflict resolution efforts have centred on the UN-sponsored Libya Political Agreement (LPA) process, unfortunately without achieving any breakthrough. In fact, the situation has even deteriorated since the onset of Marshal Haftar’s attack on Tripoli on 4 April 2019. An unstable Libya has wide-ranging impacts: as a safe haven for terrorists, it endangers its north African neighbours, as well as the wider Sahara region. But terrorists originating from or trained in Libya are also a threat to Europe, also through the radicalisation of the Libyan expatriate community (such as the Manchester Arena bombing in 2017). Furthermore, it is one of the most important transit countries for migrants on their way to Europe. Through its vast oil wealth, Libya is also of significant economic relevance for its neighbours and several European countries. This Conflict Series Brief focuses on the driving factors of conflict dynamics in Libya and on the shortcomings of the LPA in addressing them. It shows how the approach ignored key political actors and realities on the ground from the outset, thereby limiting its impact.

71. Vulnerable Asylum Seekers and Irregular Migrants in Albania: Trends, Challenges, and Policy Solutions

Abstract:: During the last few years (2015-2018), Albania has witnessed an increased influx of irregular migrants entering the country, mostly via the southern border with Greece. The influx of irregular migrants intercepted in Albania during 2018 was around 5,730 foreign nationals, almost five times higher than in 2017. The share of women and children went up as well in 2018. Many migrants resort to smugglers and criminal networks to avoid detention while crossing borders illegally, often due to a scarcity of other viable and safe avenues for migration. Though Albania is considered a transit path in the “Western Balkan route”, the massive irregular flows of migrants raise the risk of vulnerable groups falling prey to human trafficking and sexual exploitation. The policy brief explores the current immigration trends in Albania and outlines some of the main challenges that the country faces, with a particular focus on vulnerable groups of asylum seekers and irregular migrants, such as unaccompanied and separated children, women, and minors who might potentially be victims of trafficking, exploitation, and abuse.

Abstract:: Venezuela is facing a deep economic, political, and social crisis, with acute shortages of food, medicine and other basic goods. Over 3.4 million Venezuelans, a tenth of the population, have left the country, presenting Latin America with an unprecedented migration crisis. However, diaspora engagement in humanitarian efforts could also be part of the solution to the crisis. RECOMMENDATIONS ■ The exodus illustrates increasing difficulty distinguishing between voluntary and forced migration. To overcome barriers in accessing protection and social services, migrants and refugees must be granted legal status in receiving countries. ■ The migration crisis is politicized by many actors. Supply routes for vital humanitarian assistance are needed, but historical experiences should warn against the use of military force or other forms of intervention. ■ UN efforts to complement humanitarian help with development assistance to poorer reception areas should be supported. Ways to connect the Venezuelan diaspora to ongoing humanitarian and future development efforts directed at Venezuela should also be pursued.

Abstract:: European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. Abstract:: European policymakers have developed a strong interest in tackling the root causes of migration through development aid cooperation. Yet there is no evidence to support their premise that tackling poverty abroad will reduce the incentive to migrate. By increasing people’s skills and aspirations, development aid is likely to encourage migration. European donors can have a greater impact by using aid to shape migration for the mutual benefit of Europe and countries of origin and transit. The root causes approach has helped maintain relatively high levels of European development aid. But this approach may prompt governments to use reduced migration rather than poverty alleviation as an indicator of success. Europe should not confuse development aid’s role in reducing forced migration with that of reducing migration more broadly. European development aid should support migration as a choice, not a necessity.

Abstract:: The European Union’s approach to migration has created a crisis of solidarity. While migrant arrivals in Europe have declined, so has cooperation and responsibility sharing within the EU. Member states’ reluctance to take sustained responsibility for search and rescue operations has exacerbated voters’ sense that the EU has lost control of the situation. The bloc seems to favour informal, ad hoc initiatives on migration governance that have little transparency, as seen in its disembarkation arrangements and the Emergency Trust Fund for Africa. The EU threatens to undermine its credibility in driving reform in north Africa when it cherry-picks its commitments to international obligations, and when it legitimises and funds counterproductive migration practices. The bloc requires bold leadership in telling a story about migration as a normal and necessary phenomenon, and in promoting inclusive, sustainable policies among member states and with third countries.

Abstract:: Multilateralism is core to Europe’s approach to foreign policy, but in recent years this has weakened as EU countries disagree among themselves. The US, China, and Russia have each sought to challenge or disrupt the existing, post-1945 world order; and each seeks to divide Europeans from one another. The turmoil in the current system represents an opportunity for Europeans to shape a new order that meets their strategic needs. In addition to the fight against climate change, European interests include: increasing stability on its troubled periphery; managing migration more effectively; and defending the open world trading system. Abstract:: Spain, and Europe, need a new story about migration – there is some recognition of this in Spain but it remains to be seen how the country will put this into practice. Spaniards are relatively open towards migration, but the policy challenge for their government should be to allay, and not provoke, fears of migrant invasion. The Spanish government has called for reform of the EU asylum system, favouring solidarity and shared responsibility as opposed to simply stopping ‘secondary movements’. Spain’s migration diplomacy aspires to work with origin and transit countries rather than acting in a coercive way towards them. The Spanish experience should inform EU member states’ efforts to seek to answers to the populist challenge: they should enact comprehensive, planned, and proactive policies that see migration as normal and necessary.

Since then, finding ways to better manage migration and help newcomers integrate into European societies has shot to the top of EU, Member State, and local policy agendas. European policymakers are in the midst of negotiating the next multiannual financial framework (MFF)—the European Union’s budget framework through 2027—making this an important time to reflect on how EU financial instruments could be adjusted to reflect the increased importance and changed face of migration and integration policy in Europe. This policy brief explores three key challenges: (1) how to make EU funds more inclusive by involving diverse and on-the-ground stakeholders in decision-making processes, (2) how to make sure that these financial instruments complement each other and other EU policy tools, and (3) how to ensure that decisions about EU funds are made based on solid evidence of what has and has not worked in the past. But divergent goals and concerns among the world’s origin, transit, and destination countries have meant that until recently, there has been little agreement on what form international cooperation on migration should take. The Global Compact for Safe, Orderly, and Regular Migration, adopted by the vast majority of states in December 2018, marks what the author of this policy brief describes as “an important milestone in international cooperation on what has been the global issue most resistant to compromise.” This brief is the culmination of a collaborative project between the Migration Policy Institute and the German Development Cooperation Agency that has provided a development perspective on the Global Compact. Abstract:: Bangladesh has been experiencing a rapid growth in urban population during last four decades. However, this growth follows an imbalanced spatial distribution, mostly directed towards Dhaka city. As of 2011, almost 44% of the country’s urban population lived in Dhaka resulting in excessive pressure on its housing, transportation, infrastructure, and basic services (GED, 2015). This pressure is accumulating every year as a result of rapid population influx where climatic stresses play a major role in driving people towards major cities in search of livelihood opportunities. It is projected that around 13 million people within Bangladesh are likely to be displaced by 2050, eventually migrating to Dhaka and other major cities, where climate migrants are likely to outnumber other internal migrants (World Bank, 2018). It will be difficult for cities like Dhaka to absorb this huge influx of climate migrants. The citizens of Bangladesh should not be encouraged to migrate into major cities. Rather, they should be incentivized to move to other secondary cities in the country. As climate change worsens, and more people are likely to migrate from their rural homes to urban centers, it is imperative that Bangladesh pursues a policy of creating climate resilient, migrant-friendly cities to disperse the massive influx of migrants moving to Dhaka.

Abstract:: The April arrival of the Central American caravan at the southern U.S. border once again placed the nation’s focus on individuals and families who traveled thousands of miles to seek asylum in the United States.1 The Trump administration is mischaracterizing the caravan as evidence of an out-of-control border crisis requiring a multifaceted and aggressive response—even though federal law enforcement apprehensions at the southern border in fiscal year 2017 remain at a near 46-year low since fiscal year 1972.2 The administration is using the caravan to justify several decisions, including sending thousands of National Guard troops to the border and making draconian changes to policies relating to asylum and criminal prosecutions. These changes are designed to expedite the path to deportation by circumscribing an individual’s right to seek asylum.3 In May 2018, the administration announced a “zero-tolerance policy” to prosecute anyone crossing the border, including those who may seek asylum.4 One predictable result of this new policy is that families apprehended at the border are being separated, with parents being referred by the U.S. Department of Homeland Security (DHS) for prosecution and children being sent to the U.S. Department of Health and Human Services’ Office of Refugee Resettlement. Recent testimonies by Customs and Border Protection (CBP) officials suggest that during a 13-day span in May, DHS may have separated 658 children from parents.5 Many asylum-seekers in the United States are from Latin America, especially the Northern Triangle region of Central America—El Salvador, Honduras, and Guatemala.6 They are fleeing because their home countries continue to be plagued with violence—much of it gang-related—as well as economic and political instability. Among those fleeing, many are women; children who may be unaccompanied or traveling with a parent; and LGBTQ people.7 Turning these individuals and families back or actively deporting them to their home countries—sometimes after first criminally prosecuting them and sentencing them to time in U.S. federal prison—may mean returning them to places where they may face persecution, displacement, and, in some cases, even death.8

Oxfam initiated the Lel-Haya (For Life) project in Za’atari to build the capacities of Syrian refugee women, both in vocational training and soft skills. A small number of women involved in the project were subsequently employed by a garment factory in northern Jordan. This briefing note highlights these women’s experiences, the challenges they have faced and how they have overcome them.

El documento propone que es necesario pensar políticas públicas más integradas o intersectoriales, así como complejizar la concepción de sujetos de política pública a partir de dos planteamientos. Primero, las políticas públicas sectorizadas o sectoriales difícilmente dan cuenta de campos fenoménicos entrecruzados, en este caso la migración y el cuidado, pues hacen un recorte, una compertamentalización que hace imposible integrar el análisis y la acción sobre estos fenómenos. Segundo, la permanencia de un sujeto abstracto, homogéneo del que no se reconoce su lugar en sistemas como la clase, la raza, el género, la sexualidad, el capacitismo y la edad como sistemas de poder, o su estar simultáneo en distintos roles (como migrantes, como trabajadoras, como sujetos de salud, etc.), hace que las políticas difícilmente puedan aspirar a tener los impactos deseados en cuanto a la superación de desigualdades simbólicas y materiales en el país.

86. Does Offshoring Asylum and Migration Actually Work?

Abstract:: As the stalemate continues over a common set of rules on asylum within the European Union, “externalizing,” “offshoring,” “outsourcing” and, most recently, “regionalizing” asylum and migration management in non–European Union countries remain on the agenda. So does offshoring actually work? This brief takes a comparative look at offshoring asylum and migration management in Australia, Spain, Tunisia, and the United States, and lessons learned for the European Union. This brief argues that government attempts to curb irregular migration may make it harder and more dangerous for those involved, but ultimately have little impact if the drivers and the demand for irregular migrants (in certain sectors of European countries’ economies, for instance) remain unaltered. Offshoring won't be the silver bullet which will solve the European Union’s migration conundrum. Instead, the notion of outsourcing asylum and migration to non-European countries, while politically expedient, will only continue to divert resources and time away from a sustainable, workable model of migration management; to undermine efforts to build genuine partnerships with non–European Union states; and to compromise European values in the process.

Abstract:: As Southeast Asian economies become deeply integrated, there are concerns as to whether movement of people through labour migration should be part of this integration. While labour migration offers benefits especially in addressing labour shortage in countries with shrinking working age population, for countries at different levels of economic development, opening up the labour markets presents disadvantages to locals facing more job competition and falling wages. This paper re-examines this debate by analysing a number of factors that have allowed states to maintain their competitiveness and improve wages. By comparing the experiences of a number of countries that have seen rising wages with those countries that saw falling wages with labour migration, and using a statistical (two-sample difference of means) test, this preliminary study shows that labour migration by itself is neither boon nor bane. A more nuanced view is needed, as labour migration’s impacts on wages hinge on the nature of institutional support provided by governments in helping firms to be internationally competitive.

89. Drought Adaptation and Resilience in Developing Countries

Abstract:: Drought is one of the most damaging natural hazards. Various studies rank it first among all natural hazards by seriousness of impacts such as the loss of life and livelihoods, economic losses and the adverse social and ecosystem effects. In many instances, drought can be a major factor in local conflicts, as well as internal and international migration – these negative effects of drought often persist long after the precipitation returns to normal levels. The causes of droughts are essentially natural, but climate change increases the drought severity, frequency, duration, and spatial extent. The impacts of droughts are also strongly exacerbated by anthropological activities, such as deforestation, overgrazing, soil degradation, and water mismanagement. In turn, the consequences of these activities are also exacerbated by drought, which creates a vicious cycle of ecological degradation and human misery. A reactive approach to droughts is still prevalent in many countries, even though emergency funding is costly, less effective and does not address the long-term causes of vulnerability and lack of sustainability. There is an urgent need to move forward with a paradigm shift from “crisis” to “risk” management, adopting a proactive approach based on the principles of risk reduction and prevention. There is a whole set of effective measures that need to be implemented to increase resilience to drought and minimise its effects. Monitoring and early warning systems along with assessments of the hot spots of vulnerable populations and regions, as well as investments in risk-mitigating measures are the first line of defence. These actions need to become an integral part of national drought policies. Moreover, the full cyclical phenomenon of droughts should be at the core of the drought management plans to take full advantage of the drought preparedness measures. All “drought-relevant” sectors including agriculture, food security, the environment, meteorology, water, energy and tourism have to be included in the drought policy development process and preparedness plans.

90. Migrants in construction work: Evaluating their welfare framework

Abstract:: More than two decades after the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the Building and Other Construction Workers Welfare Cess Act, 1996 came into force, the efficacy of this framework remains in question. Correctional steps have the potential to extend social benefits to construction workers, especially migrants who face particular vulnerabilities. Available data regarding implementation of the Acts by States presents a picture of overall tardiness and delay with wide variations. States need to ramp up worker registration; data suggests that lowering entry barriers for migrants improves registration and consequently, access to welfare benefits. While collection of cess funds has improved and is broadly proportionate to construction activity, their utilisation remains dismal. States need to think strategically on how to spend accumulated cess funds—especially on housing, occupational health and safety, grievance redressal and legal aid—and sustain welfare provisions over time. Accumulated unspent funds offer an opportunity for big-ticket, one-time expenditures. Examples from some States show that collaboration with civil society organisations could improve outreach, particularly to migrants.

Abstract:: This paper traces the evolution of the diaspora policies and visions from the early 1990s to the present, and argues that the understanding of Russian “compatriots abroad” has never been the same; rather, it travelled a long road from revanchist irredentism of the red-brown opposition in the 1990s, to the moderately liberal pragmatism of the early 2000s, to the confrontational instrumentalization of Russian “compatriots” as a lever of Russia’s soft power in the late 2000s, and, finally, back to the even more confrontational, irredentist and isolationist visions after the Ukrainian crisis of 2014.

92. What Drives Migration from the Middle East? Why People Want to Leave Arab States

Abstract:: Data from the Arab Transformations public opinion survey provides strong indications about the nature of population movements from Middle East and North African (MENA) countries. As such they are crucial in designing responsive, evidence-based policy. ArabTrans data shows those who have considered migrating tend to be young, male, and with higher levels of education (the notable exception being Libya). In all countries surveyed, young people are more likely to have considered migrating; in nearly all countries the economy is the main driver of migration; and although a substantial portion of those considering migration think of a permanent move, large proportions are considering only temporary migration. This underscores the importance of economic policies which actually deliver inclusive growth and social cohesion. Two major conclusions can be drawn from this data: first, that the economic causes and strong temporary dimension of migration provide EU Member states with opportunities to reap the benefits of migration, both to the economy as a whole and to welfare systems in particular; second, that MENA countries of origin present significant internal differentiation suggesting policy should reflect specific national circumstances. The single major obstacle to public discussion and designing evidence-based policies which maximise the benefits of migration to both host countries and countries of origin is a political context which conflates and securitizes refugees and migrants. Paradoxically, the tone of this debate and the way policy is designed and implemented may have much to do with any socio-political polarisation of migrants in host countries

Abstract:: In 2015, nearly a million people crossed the Aegean fleeing persecution or seeking a better life. Many of these people made perilous journeys to reunite with family members. The lack of accessible, safe and regular routes for family reunification has resulted in thousands of people taking dangerous journeys, making them vulnerable to abuse and exploitation at the hands of smugglers and traffickers. European migration policies put in place to prevent irregular migration into Europe make it likely that families will be separated and make it difficult for them to reunite. Many people in Greece that remain separated from loved ones in another EU member state are increasingly desperate to reunite with them. Most have been stranded in Greece for over a year, trying to navigate the asylum system and family reunification procedures. This report identifies the impact of European migration policies on family unity and the wellbeing of people stranded in Greece. It is based on a series of focus group discussions and key informant interviews conducted in Greece between February and May 2017. The report calls on the governments of Greece and other EU member states to protect the right to family life of refugees and anyone who applies for international protection.

An Oxfam analysis of all the projects approved under the instrument shows that its flexible nature has generated both opportunities and risks. This briefing argues that the Fund lacks sufficient checks and balances to ensure that European interests do not take precedence over the needs of the people that aid is intended to help.

Abstract:: Two years on from the peak of the ‘refugee crisis’ in Greece, the Greek state is beginning to take over management and financing of aspects of the reception and integration system, and many international nongovernmental organisations (NGOs) that came to assist with the then-humanitarian emergency are downsizing or preparing to exit the country entirely. At this turning point, the 13 undersigned NGOs believe it is critical to reflect on our field experiences, build on the progress collectively made, and provide recommendations for a smooth transition and a sustainable Greek Government-managed refugee and migrant reception and integration system. The transition to a government-run response is a positive step if implemented transparently, promptly, and in close collaboration with local governments, as well as the organisations currently providing services, soon to fall under the responsibility of the Greek Government. It is under this current state of affairs, and with the goal of preventing regression, that we write this report.
