2301. The Commission's White Paper on Communication: Mapping a Way to a European Public Sphere

Abstract:
In its recent White Paper on a European Communication Policy, the European Commission has promised a “fundamentally new approach”. The policy is meant to narrow the communication gap looming between the European Union and its citizens and ultimately to map a way towards the development of a European public sphere. In contrast to the socalled 'Action Plan' for improving the Commission's own communication from July 2005, the White Paper is addressed to the EU as a whole, including other central institutions, member states, European political parties and even 'civil society'. The purpose of this Policy Brief is to critically evaluate the proposals emanating from the White Paper and to advance several suggestions aimed at helping the current initiative to have a more tangible and long-term effect than its many predecessors, authored by Messrs Tindemans, Adonnino, Oostlander, DeClerq, Pex or Pinheiro.

Abstract:
In the spring of 2004, the European Commission approved a draft Directive on Services in the Internal Market and sent it to the Council and the European Parliament. The proposal is the cornerstone of the ailing Lisbon strategy to revive growth and jobs in the European Union: services account for 70% of GDP and employment in advanced countries, and their performance is a main determinant of overall productivity and employment growth. In the European Union, the markets for services are still organised along national lines, cross border trade remains relatively underdeveloped and competition is scarce. The productivity gap with the United States is largely explained by these obstacles.

This report constitutes Part II of the CEPS Task Force Report on Reviewing the EU Emissions Trading Scheme. Part I was presented to the UK Presidency on 7 July 2005, and subsequently published on the CEPS website. It focused on a number of short-term implementation issues linked to the second round of allocation, including transparency requirements of the National Allocation Plans (NAPs), the definition of installations, treatment of small installations, new entrants, closure and transfer rules, allocation methodologies, the possibility of opt-ins as well as monitoring, reporting and verification. Part II examines deepseated issues such as economic impact and effects on investment as well as the potential inclusion of aviation. These issues are expected to have a major influence on the second phase of the EU Emissions Trading Scheme (ETS) in 2008-12.

2305. Environmental Policy Competition and Differential Tax Treatment: A Case for Tighter Coordination?

The Kyoto Protocol binds the level of greenhouse gas emissions in participating countries. It does, however, not dictate how the countries are to achieve this level. The economic costs of reaching emission targets are generally evaluated to be low. For example, evaluations with applied general-equilibrium models estimate the costs to be in the range of 0.2% to 0.5% of GDP, when international trade in emissions rights among governments is allowed for. We argue that important costs are overlooked since governments are inclined to choose highly distorting tax schemes.

Following a long period of stagnation, Japan is growing again. The key to this success story is Koizumi's relentless focus on structural reform, with two objectives: breaking the structural trap of political constituencies defending old and unproductive economic sectors; and adopting a two-pronged macromicro approach to make reform unavoidable. This paper argues that Europe should follow a similar strategy whereby financial market integration, and not the EU bureaucracy and grandiose political declarations, should become the main driving force of national economic reforms, pressuring liberalisation in goods and services markets and making labour market reforms unavoidable.

The answer to the question posed in the subtitle is yes, indeed, there are concrete alternatives to enlargement. As there must be. Enlargement has been a key tool in projecting stability across our continent. But it is a reality that the EU cannot expand ad infinitum – everything has its limits. We must honour our present basic commitments, while strictly insisting on the criteria. One of these criteria is our own absorption capacity – it is clear that in some member states the pace and scale of enlargement is approaching the limits of what public opinion will accept. To overstretch, rather than consolidate, the Union would be detrimental not only for us but also our partners. These are all issues with which our leaders will struggle in Vienna in a few months time.

More than half way into the decade, it is clear that the ambitious goal to make the EU the 'most competitive economy' by 2010 will be missed. This contribution shows that investing more in education would be the key in terms of employment, a central element in the Lisbon goal. Improving the skills of the EU's population would have, inter alia, a direct impact on the employment rate. Reaching the Lisbon goal of an employment rate of 70% would be possible even without labour market reforms if the average level of qualification of the EU were to reach the benchmarks in this area (which in turn are very close to the values reached by the best performing member states).

2309. Deadlock avoided, but sense of mission lost? The Enlarged EU and its Uncertain Constitution

The assertion that the enlarged EU will become dysfunctional under the current treaty provisions has been one of the strongest arguments in favour of the Constitutional Treaty. Also after the two 'no' votes to the text, political leaders continue to see the necessity of institutional reform. Jacques Chirac and Tony Blair, neither of whom is keen to resume the ratification process as such, have stressed independently that the issue needs to be addressed in the near future. The British Prime Minister argues that the EU cannot function properly with 25 member states under today's rules of governance, adding "Having spent six months as EU president, I am a good witness of that." His French counterpart even predicted that the status quo would eventually "condemn the EU to inertia and paralysis."

Following seven years of painstaking and demanding negotiations, European bankers and regulators breathed a sigh of relief when the Capital Requirements Directive (CRD) finally got through the European Parliament on 28 September 2005, and was formally approved by the Council of Ministers of the 25 EU member states on 11 October 2005. The new CRD will finally apply the complex, risk-sensitive Basel II capital adequacy rules to some 8,000 European banks and some 2,000 investments firms in two stages, the first in January 2007 and the second one year later.

Russia's tough stance towards Ukraine on natural gas prices was viewed by many in Europe and the United States as raising new issues concerning Russia's foreign economic policies and growing European and US dependency on energy imports. For many new EU member states and for countries such as Ukraine, Georgia, and Moldova, however, this is an old problem. Central European attempts to flag the issue in Western capitals have until now been brushed aside. The rapid approval by the EU Commission of the Russian-German undersea gas pipeline project was a mistake. The concerns of the Central Europeans should have been examined in more detail. Western governments would also be wise to analyse more closely the political and security implications of Russia's energy policies.

2312. Serbia's New Constitution: Democracy Going Backwards

Premier Vojislav Kostunica won a high stakes gamble with passage of Serbia's draft constitution in the 28-29 October referendum. However, numerous credible reports indicate the process was deeply flawed and the result falsified. The referendum cannot be characterised as either free or fair. The new constitution could prove a step away from European values. It opens the door to increased centralisation of the state, curtailment of human and minority rights, destruction of judicial independence and potentially even a parliamentary dictatorship. The process used to pass the constitution illustrates how Kostunica continues to transform Serbia into something closer to illiberal authoritarianism than liberal democracy; yet, the referendum was welcomed by the Council of Europe, the European Union and the United States.

2313. Uzbekistan: Europe's Sanctions Matter

After the indiscriminate killing of civilians by Uzbek security forces in the city of Andijon in 2005, the European Union imposed targeted sanctions on the government of President Islam Karimov. EU leaders called for Uzbekistan to allow an international investigation into the massacre, stop show trials and improve its human rights record. Now a number of EU member states, principally Germany, are pressing to lift or weaken the sanctions, as early as this month. The Karimov government has done nothing to justify such an approach. Normalisation of relations should come on EU terms, not those of Karimov. Moreover, his dictatorship is looking increasingly fragile, and serious thought should be given to facing the consequences of its ultimate collapse, including the impact on other fragile states in Central Asia such as Kyrgyzstan.

2314. Moldova's Uncertain Future

With Romania's expected entry into the European Union in 2007, the EU will share a border with Moldova, a weak state divided by conflict and plagued by corruption and organised crime. Moldova's leadership has declared its desire to join the EU, but its commitment to European values is suspect, and efforts to resolve its dispute with the breakaway region of Transdniestria have failed to end a damaging stalemate that has persisted for fifteen years. Young people have little confidence in the country's future and are leaving at an alarming rate. If Moldova is to become a stable part of the EU's neighbourhood, there will need to be much greater international engagement, not only in conflict resolution but in spurring domestic reforms to help make the country more attractive to its citizens.

2315. Southern Serbia: In Kosovo's Shadow

Southern Serbia's Albanian-majority Presevo Valley is a still incomplete Balkan success story. Since international and Serbian government diplomacy resolved an ethnic Albanian insurgency in 2001, donors and Belgrade have invested significant resources to undo a legacy of human rights violations and improve the economy. Tensions are much decreased, major human rights violations have ended, the army and police are more sensitive to Albanian concerns and there is progress, though hesitant, in other areas, such as a multi-ethnic police force, gradual integration of the judiciary, and Albanian language textbooks. Ethnic Albanians appear increasingly intent on developing their own political identity inside Serbia and finding a way to cohabit with Serbs, something that should be encouraged and supported. Nevertheless, the Kosovo status process threatens to disrupt the Presevo Valley's calm.

2316. The Eurasian Growth Paradox

In the first decade of postcommunist transition, multiple growth regressions showed that the more radical and comprehensive market economic reform was, the earlier a country returned to economic growth and the more vigorous its growth, and that Central Europe took the lead. Since 2000, however, the Commonweath of Independent States (CIS) countries have had more than 4 percentage points higher annual growth than the Central European countries. A regression analysis for 20 postcommunist countries shows, with strong significance, that reducing public expenditures has most effectively stimulated economic growth. As expected, oil exports are also positive and significant. The distance from the European Union is also positive and significant: that is, the further from the European Union, the higher the economic growth. The effect of corruption is negative for growth but only marginally significant. Neither the laggard effect nor investment reveals any significant effect. The conclusion is that at least among postcommunist countries more emphasis should be given to reducing public expenditures to boost economic growth.

2317. The External Policy of the Euro Area: Organizing for Foreign Exchange Intervention

Scholarship on European integration has extensively debated the external character of the monetary union. The institutions of exchange rate policymaking bear substantially on the euro area's role in international monetary conflict and cooperation. This working paper examines the institutional arrangements for foreign exchange intervention within the euro area and the policymaking surrounding the market operations of autumn 2000—the only case to date of euro area intervention in currency markets. Drawing on interviews of officials in finance ministries, central banks, European institutions, and international organizations, as well as public sources, the paper specifies the division of labor among the European Central Bank (ECB), Euro group, and other European actors and compares that arrangement with corresponding arrangements in the G-7 partners. It concludes, among other things, that (1) the interinstitutional understanding within the euro area gives substantial latitude to the ECB, greater latitude than held by central banks in its G-7 partners, (2) but the understanding is susceptible to renegotiation over time, and (3) economic divergence within the euro area potentially threatens the ability of the monetary union to act coherently externally.

2318. Offshoring in Europe-Evidence of a Two-Way Street from Denmark

Abstract:
Based on a large Danish survey of companies in tradable goods and services sectors, this working paper presents the results of offshoring and its impact on jobs, adding new perspectives to the globalization debate. Globalization entails a cross-border flow of jobs, but contrary to the mainstream media portrayal of globalization, it is not a one-way but a two-way street. In 2002–05 more jobs were created as a result of offshoring of activities into eastern Denmark from companies outside Denmark (i.e., inshored to Denmark) than were eliminated due to off shoring from companies in the Danish region. Overall, the employment effects of both off shoring and in shoring were found to be limited to less than 1 percent of all jobs either lost to offshoring or gained via inshoring. For Denmark, the worries in purely numerical terms regarding the employment effects of globalization seem overly alarmist. However, the trends revealed in the study do pose challenges for low-skilled workers—the group most negatively affected—and for highly skilled specialists, who face pressure to constantly upgrade their skills. Policy implications can be drawn in view of our results to ensure that labor markets are able to meet the demands of globalizing firms.

2319. Russia's Challenges as Chair of the G-8

On January 1, Russia became the chair of the Group of Eight (G-8), the exclusive group of the biggest industrial democracies. This chairmanship raises many eyebrows. Russia was originally included in the G-8 to help lock in its democratic reforms, 1 but Russia is no longer even semidemocratic. Last year, US senators John McCain and Joseph Lieberman sponsored a resolution urging President Bush to work for the suspension of Russia's membership until the Russian government accepted and adhered to “the norms and standards of free, democratic societies as generally practiced by every other member nation of the Group of 8 nations.” Jeffrey Garten ( Financial Times , June 28, 2005) has called Russia's chairmanship “farcical,” saying, “Two trends are changing the world for the better—freer markets and democratization. . . . But, alone among the summit member Russia is moving in the opposite direction. . . . Moscow's leader - ship of the G-8 reduces the credibility and the relevance of the group to zero.”

Since his inauguration in January 2005, Ukrainian President Viktor Yush-chenko has repeatedly stated that his foremost foreign policy goal is his country's integration into European and Euro-Atlantic institutions. “Joining Europe” today, be it preparing a country for a bid to enter the European Union or NATO, is an extraordinarily complex business. It will require the development of a consensus on a Euro-Atlantic policy course among the country's political leadership. It will also require an effective and coherent policy coordination structure. As the experience of other Eastern European countries has demonstrated, integration into the European Union or NATO is not just the responsibility of the foreign and defense ministries. It also requires coordination with the ministries of economy, justice, agrarian policy, transportation and communications, internal affairs – indeed, virtually every ministry in the Ukrainian Cabinet.

Since 1989, the security environment facing the United States and its European allies has changed beyond recognition. The Soviet Union has disintegrated, as has the division of Europe between East and West, and new threats have arisen. The disintegration of Yugoslavia in the 1990s demonstrated that instability and war emerging from failing states could affect the peace and security of Europe. After 2001, global terrorism became the priority threat, especially when linked with the prospect of proliferation of weapons of mass destruction.

South Eastern Europe (SEE) has been under great pressure from the European Union (EU) to modernize and improve its border management, while simultaneously trying to facilitate cross-border flows and good neighborly relations in the region. The forthcoming accession to the EU of two countries from the region, Bulgaria and Romania, and recently opened negotiations for the accession of two more, Croatia and the former Yugoslav Republic of Macedonia, have the potential to damage both cross-border flows and regional stability. One of the principal factors influencing this potential is the requirement for acceding countries to implement the Schengen regime – in particular, the so-called “black list” of countries whose nationals require visas to enter the Schengen area. At this time, from the Balkan region only Croatia, Bulgaria and Romania are not on the “black list”.

International policing has undergone a profound transformation as a result of the introduction and widespread use of stability police units (SPUs). Since their initial deployment by NATO in Bosnia in 1998, demand for this heavy-duty policing capability has expanded to the point that SPUs now constitute almost half of international police personnel. This growth has been most dramatic in United Nations' missions. As of November 2005, the number of Formed Police Units (FPUs) fielded by the UN stood at 27, accounting for 3105 of its total of 7160 police personnel.

This brief takes issue with the prevailing view that the ESDP capacity building process is easier and has been more successful in the civilian than in the military field. It argues that civilian capacity building is harder than military capacity building, demonstrates that the EU's civilian rapid reaction capacity is considerably smaller and less integrated than it is generally assumed, and that the capacity goals set for 2008 are unattainable. Yet another major EU expectations-capability gap has been created and there is now a real danger that this gap will seriously damage the EU's reputation as the global leader in civilian crisis management.

2325. Multiculturalism in Denmark and Sweden

Abstract:
Danish controversies over multiculturalism and integration can be enlightened by a fresh look at the ostensibly polarised differences on these questions between Denmark and its closest neighbour Sweden. Danish integration policies appear to be assimilationist in effect, if not in intent, while Sweden has openly pursued an official multiculturalism towards its ethnic minorities for over thirty years. Differences rooted in history and political tradition are real, but there appears to be some evidence of convergence today. Multiculturalism in Sweden looks increasingly unviable as a compromise, and vulnerable to the current political atmosphere, while in Denmark local policy implementation and pragmatic international adaptation to 'diversity management' belie the hostile tone of national politics. Both countries are wrestling with the adaptation of long standing traditions and institutional forms – particularly those of the welfare state – in a difficult international environment. The convulsions over multiculturalism are typical of the adaptive politics and symbolic difficulties of small states in the face of wider global transformations.

2326. Tradeoffs Between Equality and Difference: The Crisis of Dutch Multiculturalism in Cross-National Perspective

Abstract:
I compare the outcomes of Dutch integration policies in a cross-national European perspective. The Dutch approach is of wider theoretical and practical interest because it stands out for its far-reaching state support for multicultural group rights, which were intended to combat the socio-economic marginalization of immigrants. Contrary to these intentions, I show that the Netherlands performs worse than most other European immigration countries in various domains of socio-economic integration, including the labour market, education, residential segregation, and crime levels. I identify three mechanisms that can link multicultural integration policies to these outcomes: insufficient language and other cultural skills among immigrants; discrimination and white flight; and a lack of intercultural contacts. I also discuss why multiculturalism seems to be especially counterproductive in the context of highly developed welfare states. The dilemma of multiculturalism that I identify is that it aims to achieve socio-economic equality by way of maximizing immigrants' opportunities to develop and maintain their cultural difference. The analysis suggests that it is not always possible to have it both ways.

Abstract:
Policy makers underestimate the importance of underlying demographics and labour market dynamics on future East-West migration in Europe. Flows have generally been demand driven, and have therefore been drawn by European nations with the most open and informal labour markets – such as Britain, Ireland, Italy and Spain –rather than more highly regulated welfare states such as Denmark. They are also more likely to be circular and temporary than one way immigration. I discuss the desirability of the apparently inevitable trend in Europe towards a more US style international labour market that strongly parallels the migration system between the US and Mexico. The underlying trend in Europe is towards the emergence of a more regionalised system, in which West European societies come to rely on East European movers to fill secondary labour market needs in the service economy, rather than more racially or ethnically distinct non-European immigrants.

Abroad, Denmark is for the time being considered an ugly duckling in international politics because of the publication of the cartoons on Mohammed. This perception of Denmark has shocked the political establishment and the population, because Denmark has had until now a very good reputation in international politics. This brief argues that the construction of Danish national identity as a homogeneous, harmonious ethnic entity makes it difficult for Danish governments to conduct foreign policy that takes into consideration other cultures. The Danish vision of being morally superior to other countries because of its welfare state and egalitarian politics enhances this attitude to other countries. The question is therefore how Denmark may become a swan again.

Recent technological advances in the application of hydrogen fuel cells in the transport sector have drawn considerable attention and increased funding from both public and private sources over the past ten years. The International Energy Agency estimates that about US$1billion per year is currently being invested in public hydrogen and fuel cell research, development, test vehicles, prototype refuelling stations and demonstration projects, as compared to the total annual public budget for energy research, development and demonstration of around US$8billion. While still in the early stages of development and costly in comparison to conventional vehicle propulsion and fuel technologies, fuel cells and hydrogen offer a promising solution to address growing concerns over the transport sector's dependence on oil and its impact on climate change.

A peaceful, amicable relationship between Taiwan and the People's Republic of China (PRC) is essential to prosperity and security in and beyond the Taiwan Strait. Anticipating the future direction of cross­strait relations is thus very important. But it is also very difficult, not least because key trends in the Strait seem to be headed in opposite directions. On the one hand, the scope and intensity of cross­strait interactions are expanding rapidly, creating shared interests on the two sides and eroding resistance to closer cross­strait ties. On the other hand, popular support for political unification within Taiwan is declining, and the percentage of Taiwan residents who think of themselves as Taiwanese, not Chinese, is rising.

After the fall of Communism, Russia reverted to czarism. But more importantly, Russia embraced capitalism. Although not democratic, Russia is largely free. Property rights are more deeply anchored than they were five years ago, and the once-collectivist society is going private. Indeed, private consumption is the main driver of economic growth. Russia's future now depends heavily on how fast a middle class—a self-identified group with personal stakes in having a law-based government accountable to tax payers—can be created. The West needs to take the long view, stay engaged, and maximize contacts, especially with younger Russians.

Russia's regime has gone through a major aggravation during the first year of President Vladimir Putin's second term. The regime suffers from serious overcentralization of power, which has led to a paralysis of policy making. Putin's power base has been shrunk to secret policemen from St. Petersburg. Although his popularity remains high, it is falling. Neither unbiased information nor negative feedback is accepted. As a result, the Putin regime is much more fragile than generally understood. Russia's current abandonment of democracy is an anomaly for such a developed and relatively wealthy country, and it has made Russia's interests part from those of the United States. The United States should not hesitate to promote democracy in Russia, while pragmatically pursuing common interests in nonproliferation and energy.

Before any significant political reform can take place in the Arab world, the United States and Europe need to begin engaging moderate Islamists, an action less thorny than it might seem because Islamists have embraced democratic procedures and have shown a strong commitment to the rule of law. For a long time Arab regimes have frightened the United States and Europe into supporting regimes' repressive measures toward Islamist movements by invoking the nightmare of anti-Western fanatics taking power through the ballot box. However, today's moderate Islamists—while illiberal in many important respects—no longer match the nightmare. Excluding them from the political sphere weakens the chances of democratic reform and increases the likelihood that eventually they will resort to violence.

Denunciations of Russian behavior have not been matched by a real understanding of the Chechen conflict or a real commitment to help.

With luck, Iran's acquisition of nuclear weapons could be delayed through a combination of Iranian technical difficulties, U.S. military action, and European diplomacy. However, neither delay nor regime change would remove the causes of proliferation pressures in Iran. Iran needs to be assured that the U.S. will respect its autonomy if it ceases nuclear weapons development, while Iran's neighbors need to be reassured that Tehran will respect their interests. Arab governments are reluctant to join in a regional security dialogue in part because of Washington's double standard regarding Israel's nuclear arsenal and treatment of Palestinians. To mobilize all of the international actors opposing Iranian nuclear development, the U.S. must recognize that Iranian proliferation, Persian Gulf security, the U.S. role in the Middle East, Israel's nuclear status, and Palestinian-Israeli relations are all linked and cannot be resolved without a more balanced U.S. stance.

Today, the European Commission, the executive arm of the European Union (EU), issued its Framework for Negotiations with Turkey, a document outlining a strategy for accession talks with Ankara. In December 2004, the EU indicated that Ankara had satisfied its membership criteria “sufficiently enough” to begin talks on October 3, 2005. Yet, the Framework states that the negotiations with Turkey will be “an open-ended process, the outcome of which cannot be guaranteed”—this despite the fact that all previous accession talks with candidate countries resulted in membership offers. With Europe having difficulty keeping its promises to Turkey and, accordingly, Turkish euphoria for the EU winding down, Washington stands at a strategic juncture in its relationship with Ankara.

On September 11, retired Israeli maj. gen. Doron Almog declined to disembark from an arriving Israel El Al airliner at London's Heathrow airport and flew back to Israel, thereby avoiding British police waiting with a warrant for his arrest. The warrant, instigated in part by pro-Palestinian groups, alleged that Almog had committed war crimes while head of the Israel Defense Forces (IDF) Southern Command operating in the Gaza Strip in 2002. The airport incident has serious implications, the full extent of which will only become clear in time, for visitors to Britain from Israel and possibly America (due to U.S. involvement in Afghanistan and Iraq). Israelis, Americans, and, indeed, British citizens could be vulnerable when visiting other countries as well. London's role in the Middle East peace process could also be constrained.

A key issue in the runup to January's Palestinian parliamentary elections is whether the radical Islamist party Hamas will be allowed to participate and under what conditions. Israeli prime minister Ariel Sharon and foreign minister Silvan Shalom have insisted that the group disarm, disavow terror, and end its call for Israel's destruction before it is permitted to run in elections. Palestinian Authority (PA) president Mahmoud Abbas has favored an unconditional acceptance of Hamas's electoral participation, believing that it could coopt Hamas within the Palestinian political fold. However, he said in a Washington Post interview published on September 11, 2005, "A political party plus a militia is unacceptable," but he did not elaborate specific plans that would prevent Hamas from participating in elections as both party and militia.

Russian media have been reporting over the past week that large-scale security operations are continuing in Kabardino-Balkaria and elsewhere in the North Caucasus following the October 13 rebel attacks in Nalchik. Gazeta reported on October 26 that Ramazan Tembotov, a local legislator from the village of Khasnya in Nalchik's suburbs and a member of the pro-Kremlin United Russia party, was arrested without explanation on October 23 and taken to the headquarters of RUBOP, the anti-organized crime directorate, in Nalchik. "People in masks came flying in, they [treated me] like a criminal, with obscene language. It is a disgrace for me—after all, the treatment of a deputy is special, like [the treatment of] an attorney; everyone knows me in the village," Tembotov told the newspaper. "I, unlike others, was not beaten: they lead me around the rooms, the cellars, and showed what they were doing to other detainees: they were torturing people like the Gestapo. No lawyers, no interrogations—simply beating to death, until they confessed or pointed to others." Tembotov said that the police personnel displayed particular animosity toward anything connected to Islam. He was released on October 24, the day after his detention, and told Gazeta that he thought the only thing that saved him was a telephone call he had managed to make to an acquaintance who works for the Federal Security Service.

As the Moscow Times reported the following day, a woman told Putin her son had disappeared without a trace after being abducted four years ago and that thousands of people in Chechnya were in a similar situation. "We will continue work to search for both disappeared people and those who are guilty of these crimes," newsru.com quoted Putin as saying. The problem, he said, is linked to the fact that the problem of security has not been resolved fully, adding that it is sometimes impossible to determine whether abductions have been carried by disguised "bandits" or are "abuses by official law-enforcement organs." Dozens of criminal cases, including those targeting officials and federal servicemen, have been launched in connection with kidnappings in Chechnya, Putin said. "The main solution to the problem is political regularization in Chechnya, bringing in the largest number of people in the process of this regularization," he said, adding: "I attach very great importance to the upcoming parliamentary elections in Chechnya…It seems to me that people with the most varied political convictions should appear there [in parliament], so that all divisive issues are resolved openly, in a civilized manner, in a political process, and not through the use of force."

An officer in Chechnya's Anti-Terrorist Center was killed and three Chechen policemen were wounded on September 20 when rebels fired on three police vehicles outside the Shelkovsky district village of Krasny Voskhod, Interfax and Kavkazky Uzel reported on September 21. Rebels also severely wounded a policeman in Grozny's Staropromyslovsky district. "The attack was carried out near the district court by three unidentified assailants," a source told Interfax. "The policeman was hospitalized." RIA Novosti reported on September 20 that two policemen and a Federal Security Service (FSB) officer had been injured the previous day when the UAZ vehicle in which they were traveling hit a land mine near the town of Shali. According to the news agency, the mine exploded with a force equivalent to one kilogram of TNT. Separately, unidentified attackers fired shots at police officers on patrol in Borozdinovskaya on September 19, injuring one police officer. A Chechen law-enforcement source told Interfax that one policeman was wounded and hospitalized. Borozdinovskaya is the village from which eleven residents disappeared during a June raid allegedly carried out by Russian military intelligence's Vostok battalion. Also on September 19, a remand prison belonging to the Chechen narcotics control directorate in Grozny's Leninsky district came under fire from assault rifles and grenade launchers. According to Interfax, no one was injured in the attack and law-enforcers returned fire. Meanwhile, law-enforcers detained four militants in the Shali district village of Novye Atagi in connection with an August attack on a car carrying district police officers, which killed one policeman and wounded another.

Chechen State Council Chairman Taus Dzhabrailov raised eyebrows on August 15, when he told journalists that the two wars in Chechnya have killed about 160,000 combatants and civilians, 30,000-40,000 of them Chechen fighters and civilians. He said that the remaining victims were "representatives of various ethnic groups," but that the vast majority of these were Russians, Novye izvestia reported on August 16. Agence France-Presse noted that a large portion of the 400,000-450,000 people who lived in Grozny before the first war were ethnic Russian and that the city was devastated by Russian air and artillery bombardments in 1995 that caused massive civilian casualties. "They never thought they would have bombs dropped on their heads or be shot at by heavy weapons," the news agency quoted Dzhabrailov as saying. Izvestia, meanwhile, reported him as saying that "the figures I have quoted are compiled by collecting together information about all the losses in the republic in the last fifteen years. We obtained information from all those involved: the military, the Interior Ministry, and the districts. Our data for the Ichkeria period are based on official documents that I obtained from the Chechen Republic of Ichkeria Ministry of Internal Affairs when I was an employee of the republican mufti's press service. The losses at that time were no smaller than they are now or were during the counter-terrorist operation."

The Council of Muftis of the Chechen Republic on August 4 officially declared a jihad against "Wahhabism." Interfax quoted Chechen Mufti Sultan Mirzaev as telling journalists that the decision had been announced during a meeting between representatives of the clergy and law-enforcement agencies in the village of Tsentoroi, which is the home village of the Kadyrov clan. Mirzaev said it was the largest such meeting since the death of Akhmad Kadyrov in May 2004. "Wahhabism is the plague of the 20th and the 21st centuries," he said. "All Arabic scholars have come to be unanimous that those fighting against Wahhabism are on the path of jihad, following the way of Allah." Wahhabis and terrorists, he said, "are bringing evil into the world and the entire world must oppose them. We adopted an official fatwa (a religious ruling in Islam – Interfax), so that those fighting terrorism and Wahhabism have no doubt that their cause is just. We have declared war on these phenomena. Those killing innocent people must be either stopped or put behind bars or exterminated. This has to be done by whatever method. Our fatwa is that those who have shed blood, those who do not want to stop must be killed by any method." Mirzaev said rebels had killed sixteen district imams in Chechnya and that he himself had been "seriously wounded" in a rebel attack. "Should I remain silent about this?" he said. "If it becomes necessary, I will take up arms and I am ready to fight against them."

The airing by ABC News' "Nightline" of excerpts of journalist Andrei Babitsky's interview with Chechen rebel warlord Shamil Basaev caused an uproar in Russia that has yet to subside. In the excerpts, which "Nightline" broadcast on July 28, Basaev refused to take responsibility for the death of more than 150 children at Beslan's School No. 1 in September 2004. Asked by Babitsky whether he felt responsibility for their deaths, "perhaps sharing this responsibility with Putin," Basaev responded: "Why should I share it with Putin? Officially, over 40,000 of our children have been killed and tens of thousands mutilated. Is anyone saying anything about that?" Pressed by Babitsky about whether he really held the Beslan children responsible for that, Basaev continued: "It's not the children who are responsible. Responsibility is with the whole Russian nation, which with silent approval gives a yes. A nation that feeds their grasses who ravaged Chechnya. They collect food...for them, they supply them. They pay taxes. They give approval in word and in deed. They are all responsible. And in Beslan, to be honest, I didn't expect this. But in Beslan, the issue was either stop the war in Chechnya or have Putin resign. Just one of those two things. Carry out one, and all people are released, no questions asked."

Interfax reported on July 26 that an explosion targeting a police van in the Dagestani city of Khasavyurt wounded six members of a federal Interior Ministry mobile unit. Sources in Dagestan's Interior Ministry told the news agency that the incident took place 500 meters from the Interior Ministry building in Khasavyurt. Interfax reported that two of the wounded Interior Ministry officers were in grave condition while the other four were hospitalized with less serious injuries. According to Dagestani Interior Ministry sources, shortly after the police van was bombed, a large radio-controlled explosive device was found near the Khasavyurt Interior Ministry building and defused. That device consisted of a metal container filled with a mixture of aluminum powder and ammonium nitrate, pieces of metal and an electric detonator.

The Chechen rebels on July 19 capped an upsurge in activity with an attack in the village of Znameskoe in Chechnya's Nadterechny district that killed 14 people, eleven of them police and security personnel. According to the Associated Press, the attackers opened fire on a UAZ minibus and then detonated a bomb when a second vehicle came to help. Vremya novostei reported on July 20 that ten policemen and a Federal Security Service (FSB) officer died in the attack. On July 19, Interfax quoted Akhmed Dakaev of the Chechen Interior Ministry as saying that three civilians, including teenagers aged 13 and 14, were among those killed, and that 19 civilians and five policemen were wounded. One of the youths was reportedly killed while riding a bicycle past the scene of the attack. The head of Grozny's Center for Disaster Medicine, Umar Akhyadov, later told Interfax that 34 people had been injured in the attack, 20 of them seriously, with shrapnel wounds in vital organs and severed limbs. Kommersant on July 20 quoted an official with Nadterechny district Interior Ministry directorate as saying that the head of directorate's criminal investigation department, Aslanbek Elmurzaev, and the head of its passport office Khazir Meitsaev, were killed in the bombing.

Kavkazky Uzel reported on May 30 that six people had been kidnapped or otherwise disappeared in Chechnya over the previous several days. The website quoted a Chechen law-enforcement source as saying that a local resident of the town of Samashki was abducted by an armed group the previous day and that a young man had been taken from his home in the northern Chechen town of Shelkovskaya on May 28. The Russian-Chechen Friendship Society (ORChD) on May 31 identified the kidnapped Samashki resident as Aslan Said Aldamov. According to the society's website (friendly.narod.ru), a group of armed men in camouflage uniforms and masks stopped the car that Aldamov and three other local residents were driving through Samaskhi on May 29, forcing them out of the vehicle and severely beating them before driving off with Aldamov.

The American Committee for Peace in Chechnya (ACPC) issued a statement on May 10 calling on the leadership of the separatist Chechen government “to take steps toward peace, even in the absence of a reciprocal effort by the Russian Federation, and reaffirm its commitment to a political solution.” The group stated that the murder of former Chechen President Aslan Maskhadov confirmed that Moscow “is unwilling to change the status quo in Chechnya, but rather unequivocally committed to forestalling a peace process, particularly that initiated by the Russian Soldiers' Mothers Committee earlier this year.” Still, the statement quoted ACPC Co-Chairman Zbigniew Brzezinski as saying that Maskhadov's successor, Abdul- Khalim Sadulaev, “has been offered the opportunity to continue his predecessor's work of constructively seeking a negotiated settlement to the war” and that despite Russia's rejection of Maskhadov's overtures, the new leadership should “explicitly and demonstratively follow in his footsteps in the hope that the international community will intensify its efforts to mediate an end to this ongoing tragedy.

President Putin touched on the North Caucasus generally and Chechnya specifically in his annual State of the Nation address, which he delivered to the Russian parliament on April 25. “I hope for energetic work to strengthen security in the southern part of Russia and firmly establish the values of freedom and justice there,” Putin said in the speech, a transcript of which was posted on the Kremlin's website, kremlin.ru. “Developing the economy, creating new jobs and building social and production infrastructure are prerequisites for this work. I support the idea of holding parliamentary elections in the Republic of Chechnya this year. These elections should lay the foundation for stability and for developing democracy in this region. I want to note that the North Caucasus region already has good conditions for achieving rapid economic growth. The region has one of Russia's best-developed transport infrastructures, a qualified labor force, and surveys show that the number of people in this region wanting to start up their own business is higher than the national average. At the same time, however, the shadow economy accounts for a bigger share in this region and there is criminalization of economic relations in general. In this respect, the authorities should not only work on strengthening the law enforcement and court systems in the region, but should also help develop business activity among the population.”

Russian special forces carried out an operation on April 15 against rebels holed up in an apartment building in Grozny. While six militants were killed in the ensuing battle – which lasted between seven and nine hours, depending on the press report – five Federal Security Service (FSB) commandos also died. According to unconfirmed reports, another two commandos were seriously wounded. It was the largest loss of life for FSB commandos in a shootout with insurgents since last September's school siege in Beslan, North Ossetia, during which ten FSB spetsnaz commandos were killed and 26 were left wounded. Kommersant reported on April 20 that the rebels killed in the battle had been identified as Muslim Gakaev (a.k.a. Dungo), a rebel commander from the village of Elistanzhi in the Chechnya's Vedeno district, along with five of his bodyguards.

Chechen President Alu Alkhanov on March 28 praised a roundtable on Chechnya held in Strasbourg on March 21 under the auspices of the Parliamentary Assembly of the Council of Europe (PACE). Alkhanov called the meeting “constructive and productive” and said that the European community now understands that the political situation in Chechnya has entered a new stage, Itar-Tass reported. “We did not stand on totally different positions, as it used to be before; indeed, we had a dialogue,” said Alkhanov, who was attending a meeting of the council of the heads of the Southern Federal District's constituent republics in Kislovodsk. The people of Chechnya, Alkhanov said, have unambiguously declared their wish to build a peaceful future as part of the Russian Federation, adding that the “doors are open for those who want to take part in this peaceful, constructive process.” He also said that former members of the pro-separatist parliament of the mid-1990s will participate in the Chechen parliamentary elections scheduled for this autumn. “The fact that so many of the former members of [the late separatist leader Aslan] Maskhadov's government are working in the Chechen government shows that we are adherents of peaceful policies, which have been decided by the people,” Alkhanov said. “If we agree that the people's wish is the determining factor, one has to take this into account. We are ready to accept anybody who adheres to this policy.”

Press reports and official statements concerning the circumstances of Aslan Maskhadov's death, far from clearing things up, made them even murkier. In his May 8, Ilya Shabalkin, spokesman for the federal forces in the North Caucasus, said the rebel leader had been killed when security forces used explosives to penetrate the bunker beneath a house in the village of Tolstoi-Yurt in which Maskhadov was hiding with three associates. Chechen First Deputy Prime Minister Ramzan Kadyrov, meanwhile, claimed that Maskhadov was killed when a bodyguard who was next to him in the cramped bunker “carelessly handled his gun.” Kadyrov also claimed that those who took part in the operation against Maskhadov had planned to take him prisoner, not to kill him. The following day, however, Kommersant quoted Chechen Interior Minister Ruslan Alkhanov as saying that Maskahdov was killed when commandos tossed grenades into the bunker after Maskhadov refused to surrender. On March 10, Izvestia quoted Kadyrov as saying that he had been “joking” when he said that Maskhadov was accidentally shot and killed by his own bodyguard. Kadyrov, however, refused to discuss exactly how Maskhadov was killed. Meanwhile, the Rossia state television on March 13 broadcast an interview with a Federal Security Service (FSB) commando who participated in the operation against Maskhadov, who said that commandos did not negotiate with the rebel leader before blowing up his bunker because he was wearing a suicide bomber's belt and they assumed he would not surrender.

Gen.-Major Ilya Shabalkin, spokesman for the Russian military operation in the North Caucasus, claimed on February 14 that Federal Security Service (FSB) and Interior Ministry forces had carried out a special operation to destroy a group of rebels, Interfax reported. Shabalkin said the rebel group numbered up to 15 and was located along the administrative border between the Shali and Groznensky rural districts near the villages of Starye Atagi and Novye Atagi. Six of the rebels were reportedly killed and ten escaped. Vladimir Kravchenko, the Chechen Republic's Prosecutor, announced on January 31 that his office had on January 27 opened eight criminal cases related to the kidnapping of Chechen rebel leader Aslan Maskhadov's relatives, Interfax reported. Kravchenko stressed that the cases were launched by the law-enforcement agencies in connection with the wide “public interest” in – and numerous press reports about – the alleged kidnappings. Preliminary findings suggest that all the abductions took place last December, he said. This, it should be noted, is what Memorial reported earlier this month after conducting its own investigation. The human rights group listed the relatives of Maskhadov – his sister, two brothers, two nephews and three distant relatives – and detailed the circumstances of their abduction. The Memorial report also cited various eye-witnesses, including GRU commandos, who identified the kidnappers as kadyrovtsy – individuals subordinated to Chechnya's first deputy prime minister, Ramzan Kadyrov (see Chechnya Weekly, January 26). Kravchenko, however, said that there is no evidence that “power structures” or “law-enforcement” agencies were involved in the kidnappings. There are “many versions” of what happened, he said, including kidnapping for ransom, which has become a “profitable business” in Chechnya.

Makhmut Magomadov, a Chechen human rights activist who previously served as a deputy prosecutor during Aslan Maskhadov's presidency, was abducted in Grozny's Staropromyslovsky district on January 20. Since 2000, he has worked as a legal expert for the International Helsinki Federation for Human Rights (IHF), the International Protection Center and the Chechnya Committee of National Salvation, helping victims of human rights abuses bring their cases before the European Court on Human Rights. According to the IHF, in 1992, following a long career with the police in Donskoi, Tula Oblast, Magomadov became an investigator for the Chechen Ministry of Interior. From 1994 to 1996 he worked in the Office of the Public Prosecutor of the Interim Administration of Chechnya and later as the republic's Assistant Prosecutor General for criminal investigations. He also headed a task force set up to fight kidnappings in Chechnya that was, according to the IHF, “instrumental in freeing hundreds of kidnapped persons.”

Tensions between Chechnya and Dagestan escalated this week after police in the Dagestani city of Khasavyurt detained Zulai Kadyorva, sister of Chechnya's first deputy prime minister, Ramzan Kadyrov. Son of assassinated pro-Moscow Chechen president, Akhmed Kadyrov, Ramzan heads the republic's infamous presidential security service. According to the version of events published by the Gazeta newspaper's website, Gzt.ru, on January 11, OMON police officers on January 10 stopped a car carrying Ms. Kadyrova on the federal highway leading into Khasavyurt, after which Ms. Kadyrova identified herself and explained that she was traveling to the city for medical treatment. With her were two members of her brother's security service but only one of them was carrying his security service I.D. The three were taken to Khasavyurt's Interior Ministry office, or GOVD – that is, the Khasavyurt city police headquarters – after which Ms. Kadyrova reportedly became ill and, according to one police officer who was present, fainted.

On December 29, President Vladimir Putin conferred Russia's highest award, the Hero of the Russian Federation, on Ramzan Kadyrov, the pro-Moscow Chechen government's first deputy prime minister and son of the late Chechen president. According to the corresponding presidential decree, the younger Kadyrov was awarded “for courage and heroism displayed during the discharge of official duties,” Newsru.com reported on December 29. Ramzan's father, Akhmad Kadyrov, was awarded a “Hero of the Russian Federation” on May 11, two days after he was killed by a bomb detonated beneath the VIP stands in Grozny's Dinamo Stadium. Ramzan said that the award “above all recognizes as heroes the whole long-suffering Chechen people. And we will continue…an uncompromising struggle against terrorism, extremism and banditry, and thereby protect the interests of the whole Russian people.”

Thanks to the British Freedom of Information Act, the list of all CAP payments to English farms is public. It shows that the CAP is a dooH niboR scheme (that's Robin Hood spelled backwards). Table 1 records the CAP receipts for some of Britain's richest royalty. Why do royalty get paid? The CAP makes payments to farm owners, not to farmers, and about 40% of EU farmland is not farmed by its owner.

The EU and the US have found themselves supporting two polar views on which strategy is the most effective in achieving stabilisation of greenhouse gas (GHG) emissions: 'market pull' vs 'technology push'. As an advocate of the latter, the US asserts that the principal emphasis should be on technology development, financed through typical public R programmes. It argues that it would be preferable to invest in the short term in R and to adopt emissions limitations later, when new technologies will have lowered the cost of limiting GHG emissions. In supporting the 'market-pull' approach, the EU argues that technological change is an incremental process emanating primarily from business and industry, induced by government incentives. According to this logic, profit-seeking firms will respond with technological innovation.

The debate on banking supervision over the last decade has largely focused on capital requirements and solvency of financial institutions. The interaction between solvency and liquidity has been much less debated. Traditionally, it was assumed that once solvency was under control, liquidity should pose no problem. Banks with sufficient capital should be able to obtain extra liquidity from the central bank against adequate collateral if needed. Furthermore, the aim of the New Basel Accord to create a better alignment of regulatory capital with the risk to which banks are exposed, and the stronger focus on diversification, should eventually reduce mismatches between solvency and effective liquidity.

After almost seven years of hard work to produce a new substantive piece of legislation updating the current banking regulation for European credit institutions and investment firms – the Capital Requirements Directive (CRD) – it looks like its timely adoption is still uncertain. The main problem is the dissatisfaction of Parliament with its limited role in comitology and in the Lamfalussy process, which has led it to suspend 'temporarily' the comitology provisions of the CRD, casting doubt over the future ability to amend the legislation. The European Constitution addresses Parliament's concern about ensuring democratic accountability in the comitology process in Art. 36. The pause for reflection on the Constitution prompted by the no-votes in the French and Dutch referenda has re-ignited the issue and is forcing EU institutions to seek a new inter-institutional agreement on this issue.

The investigations on the London attacks of 7 July 2005 have yet to clarify the intricate storyline of the bombings. Yet, the European Union has already set about tightening up its fight against international terrorism through policies that, unfortunately, compound the difficulty of addressing the challenge. The problems arise partly because the policies put forward do not match the diagnosis nor do they fully comply with the principles of legitimacy, proportionality and efficiency. In addition, it is unclear how these Community measures will minimise the lack of trust among member states, which has put the brakes on the implementation of instruments adopted after the Madrid attacks. This relates to the vexed question of the extent to which intergovernmental initiatives such as the Prüm Treaty are compatible with a credible EU policy in the area of terrorism.

With increasing Congressional support for funding climate change technology programmes, as reflected in passage of the Hagel/Pryor amendment to the energy policy bill in June 2005, issues about the climate change budget are becoming more salient. In this Policy Brief, Congressional and Presidential actions on several recent budgets are examined for the four principal areas of the climate change budget: technology, science, international and tax credits. The emphasis is on energy technology in particular, because of its salience in current policy discussions and its relative size in financial terms. Highlights of the findings include the following: Congress imposed substantial (63.3%) increases over the administration's climate change technology proposals for 2004 and then small increases for FY2005. For 2006, the administration has proposed reductions compared with the Congressionally-enacted levels in the technology component – reductions in both nominal and inflation-adjusted terms (-4.1% and -5.6%, respectively). The administration has also proposed cuts for fiscal 2006 in the science and international programmes (-2.9 and -19.0% in real terms). These and other differences in Presidential and Congressional approaches to funding climate change programs provide further evidence that the Presidential-Congressional divide on climate policy is continuing to widen. There is an emerging bi-partisan Congressional coalition in favour of increased spending on a wide range of climate change programmes. This shift will affect EU-US relations on climate change issues for the remainder of the current administration until 2008, and beyond as well.

After the resounding Dutch no-vote of 62%, ratification of the Constitutional Treaty has become even less likely than it already was after the political earthquake caused by the French referendum three days before. While the German Chancellor and the French President encourage other countries to continue with the ratification process, the British message is clear: Any attempt to proceed at this point would be pointless. British Foreign Minister Jack Straw found rather subtle words in the House of Commons to describe the situation, but other sources suggest that instead of wasting their time on a lengthy and useless exercise that would cost the EU even more support, European leaders should bury the Constitution at the upcoming European Summit on 16-17 June (or soon afterwards) and then settle for something 'more modest'.

While integration in Europe is, in several important aspects, already more advanced than it was in America during the decades prior to the American Civil War, there are important differences that make deeper political integration comprising all members of the European Union unlikely in the near term. A smaller group of EU members, however, is likely to continue towards deeper integration, although questions of constitutional legitimacy must be confronted and resolved. European integrationists may find the federalist principles of James Madison, regarded as the father of the American Constitution, valuable both for deeper integration and wider expansion. A Madisonian federal model for Europe could prove acceptable both to many euro-federalists and euro-sceptics and thus advance the cause of European integration. Ironically, a European federal union based on Madisonian principles would be much closer to the vision of many of America's founders than the federal structure of present-day America.

On the 10th of May the EU and Russia signed four 'roadmap' documents at summit level in Moscow, on the Common Economic Space, the Common Space of Freedom, Security and Justice, the Common Space of External Security and the Common Space on Research, Education and Culture. This was the culmination of two year's work since the May 2003 summit that decided in principle to create the four spaces as a long-term project. It was intended also to give new momentum to the relationship, after seeing that the Partnership and Cooperation Agreement of 1994 had not become a motor for anything very substantial, while the subsequent phase (in 1999) of swapping common strategy documents also led nowhere in particular.

The pressure is on for the defenders of the European Constitution. Although initially it seemed as if referenda would only be problematic in countries that have a reputation for a certain degree of Euroscepticism, now even France and the Netherlands look like unsafe candidates for public approval. While there is still a fair chance that a majority of the French will vote 'yes' when actually at the ballot box, there is an understandable nervousness among prointegrationists. A French 'no' would be the most serious obstacle that any one member state among those holding a referendum could create. In the likely case that other member states besides France then reject the text – possibly for entirely different or even opposing reasons – it would become extremely difficult to 'save' the Constitution in its entirety.

Providing all beneficial care to those who need it is rapidly becoming unaffordable, even for a nation as rich as the United States. The highly decentralized U.S. payment system is unique in its lack of effective levers for limiting health care spending, and managed care has largely been ineffective. A different solution, considered extreme by many in the United States, is rationing. The need to ration healthcare has long been a reality in the United Kingdom where healthcare spending must be covered by an annual budget accounting for only 7.6 percent of GDP—about half the U.S. share. These decisions are perhaps most difficult in regards to treatment of conditions that are literally matters of life or death, such as coronary artery disease. This brief examines reasons for the differences in treatment and outcomes in the United States and Britain, and discusses the difficulty of rationing care in the United States, where a unique payment system now uses income from those with health insurance to cover the medical costs of the uninsured.

Green Box subsidies, by definition of the World Trade Organisation (WTO), are not allowed to distort trade. This is why, under the terms of the Agreement on Agriculture (AoA), countries may provide as many Green Box subsidies as they like. ActionAid, CIDSE, and Oxfam believe, as this briefing note will show, that the EU and the USA are using this provision to continue to give support that is manifestly trade-distorting, thereby causing serious damage to farmers in developing countries. At least $40bn of Green Box payments annually are likely to be trade-distorting and therefore break WTO rules.

Following the dissolution of the Soviet Union and the Warsaw Pact, NATO has enlarged its membership twice with countries formerly under Soviet influence and control, and the Alliance is now preparing to begin the process for a third expansion effort. During this time, Russia has watched the borders of NATO creep ever closer to its own, but has generally been powerless to prevent it. Although NATO has taken pains to include and consult with Russia regarding its actions and future plans, the Kremlin cannot reasonably be expected to continue to watch NATO's expansion eastward without eventually pushing back hard. Without question, many significant issues and challenges must still be solved before enlarging the Alliance once again. In light of this, NATO must work rigorously to continue to keep Russia engaged in a productive and mutually beneficial relationship as both sides work through the future obstacles that inevitably will arise in the NATO -Russia relationship.
