801. EFFECT OF CORRUPTION ON FOREIGN DIRECT INVESTMENT INFLOWS IN COUNTRIES OF THE WESTERN BALKANS

Abstract:: The purpose of this study was to investigate the effect of corruption on Foreign Direct Investment (FDI) in the Western Balkans countries, including Bosnia and Herzegovina, Croatia, Kosovo, Montenegro, North Macedonia, Serbia, and Albania. Secondary data from The World Bank, Transparency International, and International Monetary Fund databases were utilized to complete this study for 2012-2020. The built model of multiple linear regression included four independent variables, namely: Corruption Perception Index (CPI), Western Balkan Corruption Ranking (WBCR), Exchange Rate (EXG), and Inflation Rate (INFL), as well as FDI as a dependent variable, and data effects were analyzed through the SPPS scientific research software program. The results found that if CPI and WBCR were to increase by one unit, FDI would decrease by 0.088, namely 0.624, while if EXG and INFL were to increase by one unit, FDI would increase by 0.165, namely 0.236. In order to fight corruption and potentially attract more foreign direct investment, the governments of these countries should work to harmonize their anti-corruption laws with those of the European Union. In order to prevent the negative consequences of FDI inflows, they should also maintain a balanced rate of inflation, which entails stabilizing exchange rate fluctuations.

Abstract:: The term soft power has become a catch-all-phrase for public and cultural diplomacy since Joseph Nye introduced it in 1990. India has had several historical and cultural advantages regarding its influence in foreign countries. While India and Indians enjoyed goodwill in most countries, the sudden interests in India among the policymakers, businesses, and politicians were mainly after the 1992 economic liberalization that had opened the Indian markets to foreign investments. Besides the nation-branding exercises globally, New Delhi employed soft power instruments in countries it deemed to have more significant interests, from traditional allies like Bhutan and Afghanistan to the countries in the West in the last three decades. Nevertheless, how successful has India been in exploiting its cultural linkages and using its soft power in its branding? This question becomes pertinent as, in recent years, India has often received negative press coverage in international media, and on several freedom/democratic indices, its rankings have gone down. As India celebrates 75 years of independence as Azadi ka Mahotsav (a grand celebration of independence), this paper assesses the scope of its soft power as a foreign policy instrument, points out its shortcomings, and recommends the possibilities.

803. IMPROVING WOMEN’S EMPOWERMENT THROUGH DEVOLUTION IN KENYA: THE CASE OF NAIROBI AND KAKAMEGA COUNTIES

Abstract:: This study aimed to investigate the progress of women's empowerment through employment opportunities in Nairobi and Kakamega Counties in Kenya between 2013 and 2017. Despite the increasing policies that aim to mainstream social equity and equality, there is still a significant gap between policy commitments and practices. The study evaluated whether the implementation of devolved governance in the two counties has improved women's empowerment. The study's framework included an in-depth review of policy documents, official records, and reports from official websites to understand women's economic empowerment status in Nairobi and Kakamega. The study analyzed qualitative and quantitative data from County Integrated Development Plans and other secondary sources. Specifically, it examined compliance with the 30% gender rule, requiring women to hold at least 30% of all elective and appointive positions. The study found that Nairobi commands the largest share of formal sector wage employment in Kenya, and women's access to employment opportunities remains slightly lower than men in both counties. Despite implementing the 30% gender rule, the study revealed the need for more comprehensive policies that promote gender equality and women's economic empowerment in both Nairobi and Kakamega.

804. ELECTORAL BONDS: A PERIL TO DEMOCRACY AND TRANSPARENT ELECTIONS IN INDIA

Abstract:: A democracy is built on free and fair elections. India is one of the world's most populous democratic countries. In 2018, the Indian government launched a new electoral bonds scheme to fund elections. Electoral bonds influence election funding and make it easier for corporate entities to conceal political donations by concealing the bond’s buyer and beneficiary details. The new electoral bonds scheme lures companies and facilitates money laundering. The present article critically evaluates the electoral bonds scheme by analyzing the various acts and statutes. However, the Indian judiciary evaded its role as guardian of the constitution and final interpreter of the constitution by not deciding the cases pending in court. The scheme provides an unfair advantage to the ruling party. Anonymity and secrecy harm accountability in a democracy. The new election funding scheme undermines transparency and fair elections. This new election funding scheme has exacerbated the situation in Indian democracy. This new mechanism of election funding keeps voters in the dark about whether the governing party favors corporate donations.

Abstract:: In this paper, we exploited big data (The Global Database Events, Language and Tone - GDELT) by utilizing network analysis to elaborate on the Justice and Development Party’s (JDP) Middle East (ME) policy for 2015 and 2020 - our conceptual framework built on the role theory. We identified two dynamics - the positioning of the “Transatlantic” link in Turkish Foreign Policy’s (TFP) orientation and the shape and politics of the JDP elites’ conception of activism - based on which we developed two hypotheses to conceptualize the JDP’s role performance for the period: 1) There was a mismatch between national role conceptions and systemic role prescriptions for Turkey in the period of analysis; 2) This mismatch led the appeal of partnership with non-Western actors to rise. We utilized network analysis by exploiting the GDELT big data set to test our hypotheses empirically. The empirical findings proved the validity of our conceptual arguments.

Abstract:: The digital transformation of the global economy and society has accelerated after the Covid-19 pandemic. The European Union (EU), compared to China and the United States, is losing its capacity for innovation and control over data and fundamental raw materials and could even lose ground in the regulatory power it has in the digital realm. This paper pays special attention to the situation and progress toward a new European policy to achieve digital strategic autonomy. It also briefly outlines the Recovery Plan for Europe as a possible incentive for its promotion. Both descriptive and analytical methods were employed to gather the data from secondary sources and provide reliable research results. The major findings of this article are that strategic autonomy is an imperative requirement for sustaining and encouraging European integration, forcing the EU to advance faster toward developing critical digital technologies. There is also an urgent need to secure critical parts of supply chains and data protection, intellectual property, and defense against disinformation. Finally, the European Union must improve its resilience to face new crises and lead the digitalization of its economy.

807. PUBLIC EXPENDITURE ON EDUCATION AND ECONOMIC GROWTH: EVIDENCE FROM NORTH MACEDONIA

Abstract:: In this paper, we studied the impact of public education expenditure on GDP per capita in North Macedonia from 1991 to 2020. The main questions we examined were: 1) What is the relationship between public education expenditure and GDP per capita in the country in the short run?; 2) Does a long-term relationship between the aforementioned variables exist?; and 3) What are the policy implications? This research was based on the Auto-Regressive Distributed Lag (ARDL) model, originally developed by Pesaran et al. (2001). The empirical estimations produced interesting findings. In the short run, the relationship between public spending on education and GDP per capita in North Macedonia was negative and statistically significant. The long-term relationship between the variables remained negative but statistically insignificant. These results were robust and consistent with results from earlier empirical studies. The results suggested that government expenditures on education did not contribute to economic growth in North Macedonia in the analyzed period, ceteris paribus. From a public policy standpoint, we concluded that intervention in the education system's financing is necessary to facilitate the transformation of education expenditures into productive human capital and enhance the nation's economic development.

808. BANK PROFITABILITY DETERMINANTS: EVIDENCE FROM KOSOVO AND ALBANIA

Abstract:: This research aims to examine the factors that impact the profitability of commercial banks in Kosovo and Albania. Profitability is crucial in the financial sector as it directly affects policymakers, regulators, and bank management. The study focuses on several determinants of bank profitability, including the number of employees, loan interest rate, non-performing loans, and total loans. The study employed quarterly secondary data spanning from 2010 to 2020, resulting in 400 observations. The analysis used multiple linear regression, influenced by the huge number of observations and the applicability of ordinary least squares (OLS) for such studies. This method allowed for a thorough examination of the interactions between the dependent and independent variables, providing a more in-depth understanding of the factors driving bank profitability. The statistical significance was determined using software such as STATA and SPSS. The dependent variables in the analysis are return on assets (ROA) and return on equity (ROE). The findings reveal that the loan interest rate, total loans, and non-performing loans significantly influence the profitability of the analyzed banks in Albania and Kosovo. Furthermore, the total number of loans and employees are statistically significant determinants of ROE. These findings provide valuable insights for bank management and policymakers in enhancing bank profitability and stability.

Abstract:: The Paracel Islands are situated in the South China Sea geographic center and have an important strategic location for the military and the economy. Since 1884, France has represented the Vietnamese state as a protectorate to manage the archipelago. In the context of France seeking to expand its influence into the Asia-Pacific region, disputes over sovereignty over the Paracel Islands occurred during the colonial period between France (representing Vietnam), China, and Japan. The article aims to analyze the importance of the Paracel Islands in the policies of France, China, and Japan in general. Moreover, the specific activities of France in the struggle with China and Japan to affirm and protect sovereignty over the Paracel Islands would also be analyzed. Based on primary and secondary data, along with historical research methods, research methods in international relations, and other interdisciplinary research strategies, the article concludes that the Paracel Islands play an important role in the strategies of France, China, and Japan. Hence, the Paracel issue in this period has gone beyond the framework of traditional territorial disputes, becoming "internationalization” with consequences that persist to the present day. France's policy to exploit and administer the Paracel Islands was persistent, thorough, and systematic in the military, economic, political, and diplomatic spheres.

Abstract:: The paper analyzed the development stages in the taxation of the income of natural persons in the Republic of North Macedonia through the prism of their compliance with the theoretical approaches in regulating the matter of income taxation. For this purpose, the initial stage of this research was the review of the impact of frequent amendments to the regulatory framework (relevant legislation) on the realization of the principles of vertical and horizontal justice. In the analysis of the normative-legal framework, the primary focus was the regulation’s influence on the realization of the principle of justice in taxation in the legal system of the Republic of North Macedonia (RNM). Additionally, the teleological method was used to identify the level of realization of the goals and functions of the RNM tax system. In that context, the effects of income taxation on the redistributive function were analyzed. The basic hypothesis from which the paper starts is that the frequent changes and modifications in income taxation concepts resulted in violating social-political principles in taxation. The research results indicate an inconsistency in the development of the system of income taxation of natural persons in RNM, which leads to a violation of the vertical and horizontal justice and the redistributive function of the income tax.

Abstract:: The main objective of this article was to examine how Germany, Italy and Spain practice digital public diplomacy in Eastern Partnership and Central Asia countries in 2022, i.e., how they promote their countries through their embassies’ Facebook profiles. Three research questions posed by the authors were: 1) Which social networks and applications have embassies of Germany, Italy, and Spain used in the countries of Eastern Partnership and Central Asia to inform and communicate with different audiences?; 2) Which soft power tools were dominantly communicated by the German, Italian, and Spanish embassies on Facebook profiles in countries of Eastern Partnership and Central Asia during 2022 to promote their own countries?; and 3) Are digital diplomacy tools of Germany, Italy, and Spain, that they utilize to promote their own countries and communicate with the public of Eastern Partnership and Central Asia, following their foreign policy focus? The authors have used quantitative content and thematic analysis to answer these questions. The results were presented with the use of descriptive statistics. The authors’ findings indicated that digital diplomacy 2.0 is standard practice for Germany and Italy in Eastern Partnership and Central Asia. Less information was available regarding Spain’s digital diplomacy efforts. The research’s findings further demonstrated that Germany and Italy exhibit greater interest in the Eastern Partnership and Central Asian countries compared to Spain, which was concordant with their foreign policy focuses.

812. THE REGIONAL DIMENSION OF CORRUPTION RISKS IN THE CZECH REPUBLIC IN THE LIGHT OF DECENTRALIZATION

Abstract:: The article elucidates the relationship between decentralization and corruption risks in the Czech Republic. Economic inequality in the regions inevitably leads to corruption risks. The unemployment rate and the wage level determined the fragmentation of the Czech regions. Most Czech regions (8 out of 14) have an average unemployment rate (of 3-5%). The capital Prague (44 thousand korunas), as well as the Central Bohemian Region (35 thousand korunas), significantly differ from the rest of the Czech regions in wage level (within 31-32 thousand korunas). If the Czech regions are similar in the unemployment rate, there is a noticeable stratification between the capital and other regions. The findings of an expert survey among civil servants and deputies of regional Assemblies identified corruption and anti-corruption measures in the regions. The sphere of public administration is the most corrupt. Partially corrupt is the provision of administrative services. The greatest corruption risks result from the employees’ influence on funding sources (grants, subsidies and grants). On a 10-point scale, the average corruption in the regions is 5,8. More research prospects derive from studying corruption risks at the regional rather than national levels and expanding the geographical framework of the transition countries under research.

Abstract:: The article describes the methodology for the following successive stages: data collection on cross-border organized crime; analysis of the impact of PEST factors of the border region on the number of cross-border crimes committed by organized criminal groups; generalization and analysis of parameters for assessing the capabilities of organized criminal groups; assessment of the level of capabilities of organized criminal groups to commit cross-border crimes; passporting of organized criminal groups specializing in cross-border crimes; modeling of scenarios of the development of organized criminal groups illegal activities by types of cross-border crimes; selection of options for fighting cross-border organized crime by the targeted impact on organized criminal groups. The strategy envisages a complex of the following measures: rapid (operational) interventions in critical situations; anti-crisis measures of the border guard operation to neutralize threats; other regime and control measures to strengthen the protection of the state border; standard planned and preventive measures; measures of sustainable development of the border security system. Implementing the methodology in practice enables the development of a strategic approach to effectively utilize the resources of state law enforcement agencies in combating cross-border crime.

Abstract:: In this study, we aimed to examine the interconnectedness of health and peace, recognizing its significance within global health diplomacy, international relations, and human rights. For that purpose, we used the results from previous and ongoing Global Burden of Disease studies, which represent a comprehensive systematic appraisal of health problems and risks affecting populations worldwide. This paper could use its methodological underpinnings to analyze the impact of war, conflict, and terrorism on mortality and overall human health. In 2000, war and conflict were responsible for an estimated 310,000 deaths globally, compared to 2019, when this number decreased to 69,000. Recent findings reinforced the association between war, conflict, and increased all-cause mortality. Interpersonal violence also significantly contributed to human health loss resulting from disrupted peace. In Europe, disability-adjusted life years due to injury – including those caused by conflict – declined between 2000 and 2019. As we prioritize global health, peace-building initiatives, and global health diplomacy, big data will increasingly play a substantial role in accurately predicting and describing the health effects related to conflicts.

Abstract:: Companies must continually adapt to technological advancements to gain a competitive edge and enhance performance. Active employee engagement plays a crucial role in achieving and improving performance, necessitating promoting motivation and job satisfaction. This study explores the relationship between motivation, job satisfaction, and employee performance, with employee engagement as a mediator. Specifically, the research focuses on Information Technology (IT) companies in Kosovo and various locations across the European Union involved in different projects. The sample for this study comprises 112 respondents selected through convenient sampling. The research model is analyzed using Partial Least Square (PLS) analysis with SmartPLS 3.0 software. The empirical findings indicate that motivation positively influences employees’ engagement and performance in various IT positions. However, job satisfaction has no direct impact or exerts a relatively low influence. Nonetheless, employee engagement significantly enhances employee performance by mediating the effects of motivation and job satisfaction. The research findings have significant managerial implications, emphasizing the importance of actively promoting motivation, innovation, and job satisfaction to increase employee involvement and achieve desired outcomes.

816. UKRAINIAN MIGRATION DURING THE FIRST YEAR AFTER THE BEGINNING OF THE RUSSIAN ARMED CONFLICT IN 2022

Abstract:: This study examines the evolution of Ukrainian refugees during the first year after the start of the full-scale armed conflict on 24 February 2022, which resulted in a severe humanitarian crisis and high levels of migration both within Ukraine and towards Europe. Using official statistics, the changes in border crossings from Ukraine to neighboring countries during the first year of the conflict are investigated. Additionally, surveys conducted with Ukrainian refugees in several European countries and author interviews conducted in Bulgaria, Spain, and Germany reveal the specific needs of refugees and the main challenges to successful integration into host labor markets and societies. The Temporary Protection Directives and other local protection programs are analyzed in this study, accompanied by a comprehensive discussion on similar initiatives. The primary conclusion drawn from this research affirms the presence of substantial challenges in the successful integration of Ukrainian refugees into host societies, despite the efforts made by the respective governments.

Abstract:: Beijing and New Delhi, as new world emerging powers, despite border skirmishes, have not considered themselves arch-rivals. Still, the necessities of real politics have forced India to take counter-measures towards China’s grand connectivity strategy in the framework of BRI and the Maritime Silk Road. This article assumes that China’s grand connectivity strategy has not targeted India in particular, but unavoidably it has affected India’s strategic interests in the Indian Ocean and Eurasia. In a qualitative and case study methodology, this research explains China’s grand connectivity strategy and how it affects Indian strategic interests. It also elaborates on India’s counter-measures vis-à-vis China policy. It concluded that the Chinese connectivity strategy has affected Indian strategic interests in the Indian Ocean and Eurasia. Therefore, Chabahar, Gwadar ports, and Malacca Strait are centers of gravity in these great connectivity rivalries.

Abstract:: This paper explored how Jordan used overlapping communication logic to enhance its global public diplomacy. Few studies have examined Jordan’s public diplomacy, so this research presents vital information about Jordan’s diplomacy nationally, regionally, and internationally. Because of the dynamic cultures, values, and norms brought about by globalization, nations need to use effective communication strategies to promote public diplomacy. In this case, the public referred to both the domestic and foreign public. The three main communication logics explored were individual, relational, and holistic logic. The research adopted a qualitative systematic literature review, and a sample of ten articles was obtained from Google Scholar and Z-Library. The study found that Jordan has used overlapping communication logic to enhance its public diplomacy domestically, in the Middle East, and globally on different occasions. The limitation of this research was its small sample size. Comprehensive quantitative analysis research is recommended to learn how satisfied Jordanians are with their country’s public diplomacy.

Abstract:: This study provides evidence of the challenges faced by women journalists in Albania after the fall of communism based on a nationwide survey of 295 journalists. Despite an increase in the number of women journalists, their emancipation in journalism is not necessarily implied. Women journalists tend to be confined to reporting on “soft news” sections or cultural and social topics, reinforcing traditional gender roles. Many women journalists conform to societal expectations and adopt gender stereotypes to exert influence while facing obstacles such as a male-dominated hierarchy, self-censorship, and pressures from family and editorial supervisors. Female journalists who make a name for themselves often cover male-dominated topics, following a masculine logic to gain respect and struggling to maintain their femininity. The study sheds light on the challenges and complexities women journalists face in Albania, providing insights into the gender dynamics within the media industry.

Abstract:: Social media informs the public about the most important events and conveys important information. Before, during, and after disasters, social media are used to disseminate information about disasters and collect data relevant to the implementation of preparedness, response, and recovery activities and measures. Social networks are effective in disseminating information and warnings, as well as in educating the public. The subject of the research is examining the influence of demographic factors on the effectiveness of social media in informing the public about the risks of disasters. Using an online survey questionnaire and according to the snowball principle, a survey of 247 respondents was conducted in 2022. The research results show no statistically significant relationship between the respondents’ education level and the assessment of the effectiveness of social media reporting on disasters. Using social media can improve communication between stakeholders in disaster management and facilitate coordination of efforts, fostering communication and allocation of resources. To effectively use social media in disaster management, decision-makers in the disaster management system must be aware of new technologies, their disadvantages and advantages, and ways to collect and analyze data from social networks.

Abstract:: This article aimed to provide a quantitative assessment of the impact of the Russian-Ukrainian conflict on Armenia’s foreign trade. The research problem was to analyze how the conflict influenced Armenia’s export and import patterns regarding geographical directions and product structure. The objectives were to examine the changes in trade turnover and identify shifts in geographical trade directions and trade structure. The study employed various statistical analysis tools, including dynamic series indicators, structural analysis, time series modeling, trend and moving average approximation, and extrapolation. Through these methods, the study evaluated the effects of the conflict on Armenia’s foreign trade. The key results indicated a positive impact of the conflict on trade turnover, with increased trade activity in various geographical directions. Export diversification was also observed as a result of the conflict. Notably, re-export played a significant role in the unprecedented growth of Armenia’s trade turnover during this period. In conclusion, the findings suggest that the Russian-Ukrainian conflict had a discernible influence on Armenia’s foreign trade, leading to changes in trade patterns and increased trade activity. The study highlights the importance of the re-exports role in analyzing trade dynamics.

822. RELATIONSHIP BETWEEN INNOVATION AND FINANCIAL PERFORMANCE IN THE GLOBAL ENVIRONMENT OF EXPORTING COMPANIES

Abstract:: This research aimed to measure the impact of innovations (product innovation, technological innovation, marketing innovation, and process innovations) on the financial performance of exporting enterprises. It was based on return on assets (ROA), increase in return on sales, net profit, and increases in value per employee. The research was carried out based on primary data through the quantitative method. The study's participants were 150 Kosovo exporting companies selected randomly. Based on Pearson’s correlation analysis, it was found that there is a weak positive linear relationship between organizational innovations and product innovation, and financial performance. Additionally, a moderate positive linear relationship exists between marketing innovations, process innovations, and financial performance. Referring to the multiple linear regression, it was revealed that innovations explain 46.7% of financial performance. Process and marketing innovation had the greatest impact on financial performance, while organizational innovation had a lesser impact. The findings of this research contribute to improving the financial performance of exporting companies in Kosovo, focusing on the type of innovation that most influences performance.

Abstract:: This research utilizes a structural equation modeling (SEM) technique to comprehensively examine the intricate interactions among various factors influencing corruption in Vietnam’s public sector. The findings reveal that certain factors, including inadequate anti-corruption policies and enforcement, a lack of accountability and transparency in anti-corruption endeavors, and significant income disparities between public officials and anti-corruption measures, significantly and positively impact the cultural and social norms associated with anti-corruption. Additionally, insufficient cultural and social standards exert a notable and positive influence on the level of corruption in the public sector. The outcomes of this study provide valuable insights for developing effective policies and strategies that promote accountability, transparency, and good governance to combat corruption in Vietnam’s public sector.

Abstract:: Community development is vital in networking and creating social capital. Local governments in Kosovo cooperate closely with their communities by offering public and social services, inclusivity, and social integration. This cooperation increases active citizenship, community development, social welfare, and local democracy. This paper aims to research and analyze the relationship between local governments and their communities, focusing on providing social services. The applied methodology included a quantitative survey of 300 respondents from three municipalities: Pristina, Fushe Kosove, and Obilic, targeting citizens aged 18 and above of both genders. The results show that local authorities in these municipalities offer community services and include their communities in policy-making and decision-making. While they also offer social services, community-based services should be restructured, and local authorities should pay more attention to empowering the community more comprehensively.

Abstract:: This study uses the theory of collective memory in international politics to examine the connection between collective memory and foreign policy to investigate why the Belt and Road Initiative has witnessed slow progress in Thailand. Qualitative data were gathered from various sources, including books, newspapers, journals, policy documents, and textbooks. The study concludes that cooperation between states is essential for achieving shared objectives but is contingent upon establishing mutual trust. Collective memories that one country maintains concerning another country can influence mutual understanding and trust, becoming ingrained even if the situation responsible for the memories changes or no longer exists. In the case of Thailand and China, the Thai government’s push for the high-speed rail project faced criticism and concerns due to the public’s deep-seated fears and distrust of China, the result of historical events and past experiences. This paper’s findings highlight the state’s role in creating collective memory and otherness, recognizing that external variables such as major power activities play a significant role.

Abstract:: Starting from the assertion of George Fletcher that there could never be an effective International Criminal Law (ICL) without a corresponding ICL Dogmatik – understood as a supporting culture of ideas and general principles – the article attempts to retrace and critically assess the connection made between the domestic concept and the international realm; to give a first approximation of what ‘ICL Dogmatik’ is supposed to mean. While not being definable in a conclusive way, Dogmatik – as understood in the German legal system – represents a specific habitus and mindset when approaching law, providing for an autonomous legal discourse fueled by the aspiration of a coherent normative system based on argumentative rationality and close cooperation of legal scholarship and legal practice. The article argues that, while the term Dogmatik is a specific cultural expression, the substance of the concept more generally refers to and echoes universal challenges of law and legal scholarship. The urge for an ICL Dogmatik should therefore not be (mis-)understood to argue for an authoritative rule of scholars or the adoption of German legal theories on the international level. Instead, the statement enunciates the necessity to establish ICL as an autonomous normative framework of concepts and terms. Dogmatik merely stands for an abstract vision, which may help to organize legal thinking in ICL, to structure and systemize the field, and most importantly to raise awareness for the necessity to develop a shared and coherent (legal) language, which enables productive discourse between all legal families.

Abstract:: This article revisits the scope of the limitation to jurisdiction ratione materiae under Article 297(3) of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) in the context of Exclusive Economic Zone (EEZ) fisheries access disputes in the light of recent jurisprudence of UNCLOS tribunals. It first provides an overview over general aspects of Article 297(3) of UNCLOS in the compulsory dispute settlement mechanism of Section 2 of Part XV of UNCLOS. Next, it briefly considers the relationship between Article 297(3) and Article 297(1) of UNCLOS in order to clarify the former limitation’s role in the complex internal logic of Article 297 of UNCLOS. Thereafter, this article addresses the sometimes-overlooked function of Article 297(3) of UNCLOS as a confirmation of jurisdiction with respect to fisheries disputes that are not related to the EEZ. It then analyzes the scope of the limitation to jurisdiction ratione materiae of Article 297(3) of UNCLOS in the context of fisheries access disputes. Next, this article examines the potential and limits of the compulsory conciliation procedure under Article 297(3)(b) and Annex V of UNCLOS with a focus on the scope of the procedural mandate and subject-matter competence of such conciliation commissions.

Abstract:: While there is a widely held view that disputes concerning fisheries in the exclusive economic zone (EEZ) are largely exempt from the compulsory jurisdiction of courts and tribunals as a result of far-reaching exceptions in Part XV of the 1982 United Nations Convention on the Law of the Sea (LOSC), this is not the case for all EEZ fisheries disputes. This article examines the specific question of disputes concerning the enforcement of fisheries laws and regulations in the EEZ, and considers how the Part XV framework has been – or could be – used and interpreted for the compulsory settlement of EEZ fisheries enforcement disputes. It examines the obligation of prompt release established in Article 292, the option to exclude compulsory jurisdiction with respect to law enforcement activities concerning EEZ fisheries by written declaration under Article 298(1)(b), and the opportunity to bring disputes concerning EEZ fisheries enforcement within the scope of compulsory jurisdiction under Article 297(1) by characterising them as relating to the freedom of navigation or the protection and preservation of the marine environment. Framing its enquiry by reference to the question posed in this special issue, the article argues that, rather than “swallowing the rule” of compulsory jurisdiction, the jurisdictional scheme established for EEZ fisheries enforcement disputes helps to “balance the equation” and support the effectiveness of Part XV in protecting the compromises that are embodied in the LOSC.

Abstract:: Las relaciones entre España y América Latina siempre han conformado un pilar en la estrategia de integración internacional del país ibérico. No obstante, ante la singular coyuntura que supone el auge exponencial de China en la región latinoamericana, ¿qué riesgos afronta hoy España en América Latina? ¿Ha influido dicha coyuntura en las líneas maestras de acción exterior de España hacia la región? Este artículo arroja algo de luz en torno a tales preguntas, y su conclusión es doble. Por un lado, sugiere que el desembarco chino supone un serio desafío para España. Por otro, se sostiene que la política exterior española ha hecho coexistir tres tipos de actitudes como respuesta: una más continuista, otra que capitaliza esta nueva coyuntura y busca aprovechar sus oportunidades, y una última más reactiva a las amenazas que suscitaría la pujanza china en América Latina.

Abstract:: El objetivo del artículo es documentar la rivalidad entre China y Estados Unidos en México. Se argumenta que el actual enfrentamiento posee connotaciones geopolíticas y geoeconómicas que tienen implicaciones importantes en el plano global. El artículo explica las peculiaridades de la política comercial de México con respecto a China, los avances y limitaciones en función de los tratados comerciales con Estados Unidos y Canadá. Se realiza un recuento de los principales momentos que han marcado dicha rivalidad y se concluye que, aún en medio de esta pugna por el liderazgo mundial, hasta el momento parece ser que el gobierno mexicano se ha concentrado en consolidar las relaciones con su vecino del Norte, pero es posible que pueda sacar ventaja de estas tensiones, ya que ambos países son de enorme importancia para México.

Abstract:: El artículo hace un recorrido histórico para conocer cuál ha sido el papel de Venezuela en el marco de las relaciones chino-estadounidenses, especialmente los cambios ocurridos a partir de 1999 con los gobiernos de Hugo Chávez y Nicolás Maduro. Acorde con lo descrito por la abundante bibliografía sobre el tema, se constata que se ha producido un cambio de roles en el que China progresivamente ha ido ocupando en Venezuela el espacio comercial preferente que tradicionalmente había ostentado Estados Unidos desde el restablecimiento de la Democracia en 1958. A través de un análisis informativo utilizando como fuente un grupo de textos periodísticos publicados en los seis principales diarios de circulación nacional editados en España, se valora cómo la invasión rusa a Ucrania promueve un todavía incipiente deshielo en el curso de las sanciones impuestas por Washington a la industria petrolera venezolana.

Abstract:: El presente artículo analiza la evolución de la política exterior ecuatoriana durante los gobiernos de Rafael Correa, Lenín Moreno y Guillermo Lasso a la luz de los postulados teóricos del realismo periférico, que sostienen que los pequeños y medianos Estados deben desarrollar una política de colaboración con las grandes potencias y reducir su oposición a aquellos eventos que directamente afectan a los intereses de sus nacionales. Para ello, se analizan momentos clave de cada uno de los siguientes gobiernos, incluyendo el cierre de la Base de Manta, la relación con el FMI, la entrega de Julian Assange o la compra de vacunas contra el Covid-19. El artículo concluye mostrando cómo los tres presidentes desarrollaron estrategias que no maximizaron los intereses ecuatorianos, en tanto que alternaron gobiernos donde el enfrentamiento con las grandes potencias fue generalizado con gobiernos que priorizaron el acercamiento con estos a costa de los intereses nacionales.

Abstract:: Desde hace un tiempo China viene compitiendo con Estados Unidos por una posición dominante en el mundo. La competencia es, sobre todo económica, aunque implica, por supuesto, aspectos también políticos, sociales y militares. Una de las regiones más disputadas es, sin duda, América Latina, en la que Estados Unidos pierde cada vez más terreno y China se posiciona como el mayor socio comercial. En este contexto, los países latinoamericanos han tenido que reconfigurar sus políticas exteriores para poder satisfacer sus expectativas de la mano de quien le ofrezca mejores posibilidades. Perú no ha sido una excepción y, de hecho, se ha acercado en los últimos años más a China como principal socio comercial, aunque no ha soltado la mano de Estados Unidos del todo. Abstract:: En el marco de la creciente escalada en el estrecho de Taiwán y en medio de la tensión provocada por dinámicas que buscan desafiar el orden existente, Paraguay, como el único país sudamericano y uno de los pocos Estados a nivel global que reconoce en la actualidad a la República de China (Taiwán) y no a la República Popular China (RPC), percibe desde el otro lado del mundo un conflicto que no es ajeno a él. Este contexto hace oportuno el análisis del relacionamiento de Paraguay con Taiwán y los elementos que determinan su reconocimiento actual, identificando los factores exógenos y endógenos que rigen esta vinculación. Abstract:: El concepto del poder blando ha cobrado relevancia en Relaciones Internacionales. Asociado típicamente a EE.UU., en los últimos años también China ha promovido su poder blando, llegando a América Latina. Tras revisar las dificultades para acordar una definición del término, esta investigación observa el fenómeno desde una doble perspectiva: por un lado, analiza el despliegue del poder blando chino en la región; por otro, evalúa la respuesta de los países latinoamericanos ante él. Postula que, mientras China usa una definición amplia del poder blando que aplica en la región y la vincula prioritariamente a aspectos de su política doméstica, la recepción de los gobiernos latinoamericanos la hace depender de la variable siguiente: aunque todos acogen la ofensiva económica china y se acercan al gigante asiático, la manera en que reaccionan a ella está condicionada a la postura que mantienen hacia EE.UU.

Abstract:: En este artículo se analizan los lineamientos de la política exterior uruguaya hasta la última alternancia política en el Gobierno nacional poniendo especial énfasis en las relaciones con China y Estados Unidos. Para ello se parte de la hipótesis planteada en trabajos previos que apunta a ideología partidaria variable explicativa de los planteamientos en política exterior en Uruguay. Así, en primer lugar, se expone una revisión histórica de los antecedentes de la política exterior uruguaya y de las principales tradiciones intelectuales que ayudaron a formular el pensamiento internacional. En segundo lugar, se explica el marco institucional, los principales ejes en política exterior y los planteamientos del Gobierno de Lacalle Pou en materia internacional. Posteriormente, se analizan las preferencias de las élites políticas en materia de política exterior. Y, por último, el artículo aporta algunas reflexiones finales a modo de conclusión y líneas de actuación para futuros trabajos.

Abstract:: La competencia entre Estados Unidos y China en el ámbito comercial, tecnológico y geopolítico tiene repercusiones globales. América Latina, a pesar de una creciente irrelevancia, también es una arena donde estas potencias están compitiendo. Argentina no ha quedado fuera de esta disyuntiva y, al igual que otros países de la región, ha intentado mantener un equilibrio entre ambas potencias, por la importancia que cada una reviste: Estados Unidos en lo financiero y China tanto en lo comercial como en materia de inversiones. En este artículo, a través de un repaso teórico, análisis de documentos oficiales y entrevistas, se analiza la política exterior de Alberto Fernández hacia China en el contexto de las divergencias entre ambos Estados. Concluimos que Argentina ha intentado de manera continua un equilibrio, aunque no implica equidistancia, ante una situación en donde los gobiernos aún no han sido presionados a optar.

Abstract:: This article explores the correlation between Russian influence and the European Union (EU) integration process in the Western Balkans. The focus is on analyzing the impact of Russian influence expressed through political, economic and cultural means on the region’s integration into the EU. The article argues that the Russian foreign policy toolkit inhibits the EU accession process for the six countries of the Western Balkans, as it interferes with the internal functioning of these countries, which, in turn, affects their ability to fulfill EU requirements. Using a comparative case approach this study has found evidence that Russian cultural, political and financial support negatively affects the Western Balkans’ European integration process, hindering progress towards accession. Additionally, the findings support the argument that Western Balkans countries with Slavic populations are more susceptible to Russian influence. The article highlights the significant impact of Russia on the EU integration process in the Western Balkans and underscores the need for EU policymakers to address this issue to ensure a smooth and successful accession process for the region.

Abstract:: More than 1,437 million people inhabit China. More than 91% are ethnic Han, leaving the rest divided into more than fifty groups officially recognized as minority nationalities. The history of China has seen clashes between some minority groups and the State, even of a secessionist nature. Some of them reach the present day, as in Xinjiang Uyghur Autonomous Region and Tibet. This article examines the weight that natural resources and other geopolitical benefits for the Chinese State can have in both territories. The working hypothesis is that these resources and benefits are essential for China's economic and geopolitical interests.

Abstract:: El mercado halal se ha convertido en una realidad en España. Los procesos de certificación, que en un primer momento se basaron en la confianza entre comerciantes y consumidores, han evolucionado hasta alcanzar un elevado grado de profesionalización. Los productos halal elaborados en España son reconocidos por su calidad y la garantía cumplir con preceptos islámicos. Aunque, la demanda de productos halal todavía es reducida en España, son varias las empresas que han optado por adentrarse en este mercado. El presente artículo analiza la dimensión actual del comercio halal en España, tomando como referencia la adaptación de la industria cárnica a estos procesos. Junto con el análisis de la evolución de la industria y su actual impacto, el artículo profundiza en los métodos utilizados para poder vender productos halal y resalta las ventajas que para muchas de las empresas implicadas ha supuesto el compromiso halal.

Abstract:: El presente artículo analiza las causas del fracaso de la fase inicial de la invasión rusa de Ucrania de febrero de 2022 desde el prisma de la teoría del control reflexivo. Esta teoría fue formulada en los años sesenta por el matemático y psicólogo Vladimir Lefebvre, y constituye hoy día una de las fuentes de inspiración de la moderna doctrina político militar de Rusia. Para ello, se ha utilizado un método hipotético deductivo sobre la base de una hipótesis que relaciona este fracaso con el manejo inadecuado de los marcos de información por parte de Rusia. Dado que la moderna doctrina militar de Rusia descansa en gran parte en las teorías del control reflexivo, el fracaso de este último provocó que no se alcanzasen las condiciones decisivas del enfrentamiento en las fases iniciales del conflicto. Ucrania había resistido las medidas activas rusas, lo que ocasionó un error de cálculo en el diseño estratégico inicial del Kremlin.

Abstract:: Los conflictos armados provocan disrupciones en las redes de comunicaciones y su empleo malicioso por parte del enemigo. Si bien las causas que lo originan son distintas, las consecuencias son, a menudo, similares a las que se producen en emergencias de la sociedad civil. El establecimiento de protocolos y mecanismos que fomenten la resiliencia de las redes y aplicaciones tecnológicas existentes y que prevean el uso de otras alternativas es una parte fundamental en el correcto funcionamiento de los servicios de emergencia. El artículo presenta algunas reflexiones y resultados preliminares para la mejora de estos servicios, basadas en las enseñanzas extraídas del conflicto en Ucrania-Rusia. Se recogen acciones para la mejora de las actuaciones en las redes sociales y en aquellos servicios que estas habilitan.

Abstract:: La investigación en psicología ha mostrado que tendemos a dar mayor veracidad a aquella información que recibimos de manera repetida y reiterada. Este sesgo cognitivo, denominado efecto de ilusión de verdad o de verdad ilusoria, se basa en la mayor facilidad que tenemos los seres humanos para procesar cognitivamente la información que nos resulta familiar. En este artículo se describe este sesgo cognitivo y su relación con la propagación de noticias falsas en determinados contextos y acontecimientos sociohistóricos, como instrumento para confundir y manipular a la opinión pública. Entre estos acontecimientos podemos citar las mentiras difundidas por la Administración Bush en 2003 en torno a la supuesta posesión de armas de destrucción masiva por parte de Irak; el uso indiscriminado de fakes por el expresidente de los Estados Unidos, Donald Trump; la campaña de distribución de información falsa por parte del independentismo catalán; y la propagación incontrolada de fakes y bulos en nuestro país durante la pandemia de COVID-19.

Así mismo, el actual contexto estratégico y los escenarios operativos conforman un espacio de batalla complejo, ambiguo y muy demandante al que es necesario reaccionar evolucionando en el modo de operar. Abstract:: La militarización y el combate como herramienta casi exclusiva contra la violencia y la inseguridad ha sido el paradigma de profundo calado en Honduras y la mayor parte de la región, lo que implica la solución a los problemas de inseguridad en clave de guerra. Este conflicto asimétrico entre los grupos criminales y los Estados se recrudeció a raíz de la Guerra contra las Drogas iniciada por el presidente mexicano Calderón, y no es sino la continuación de las diversas guerras contra ya ensayadas en Centroamérica bajo inspiración de los EEUU. Con la llegada al poder de la presidenta hondureña, Xiomara Castro, se advertía un cambio en relación a las políticas de seguridad que no se enfocaran exclusivamente en la mano dura, sino que abordara la reforma integral del Estado priorizando la lucha contra la corrupción y la impunidad, así como la mejora de la calidad de la democracia. Una ola de populismo punitivo recorre la región, pero la mejora en los niveles de inseguridad en Honduras no será sostenible mediante el uso exclusivo de la fuerza ni estados de excepción.

Abstract:: Over the past five decades, Taiwan's economy has shifted from inward-oriented to outward-oriented, from an import-substitution policy to an export-expansion policy. This evolution in economic structure has also brought about changes in the industrial landscape. While there is an ongoing debate about the respective roles of the market and the government in promoting Taiwan's economic growth, this article argues that the history of Taiwan's economy demonstrates a mutually beneficial relationship between trade and industrial policies. The integration of market forces and government intervention has played a crucial role in Taiwan's economic success story. However, the dynamics between the United States and China, as well as the emergence of new Asian regionalism, pose challenges to Taiwanese industries and enterprises. In conclusion, this article emphasises the importance of refining trade and industrial policies in line with the geopolitical context in order to maintain the momentum of Taiwan's economy.

Abstract:: La desecación del mar de Aral es un problema que ha atraído la atención de multitud de investigadores, pero en muy pocas ocasiones se ha tenido en cuenta la opinión de quienes viven allí. Este artículo presenta los resultados de un trabajo de campo realizado en el Distrito de Aral (región de Kyzylorda, Kazajstán) entre el 31 de agosto y el 10 de septiembre de 2020 sobre la calidad del agua. Esas opiniones son contrastadas con los discursos de los políticos, cómo ven ellos la situación y qué soluciones ofrecen, entre ellas, la creación de organizaciones internacionales. A lo largo del artículo se exponen los distintos enfoques teóricos desde los que se pueden considerar las circunstancias que rodean este problema de la falta de seguridad hídrica en el distrito estudiado.

Abstract:: La llegada de Moon Jae-In a la presidencia generó grandes expectativas entre las iglesias cristianas vinculadas a la Política del Sol. Recuperando categorías analíticas para el estudio de las redes trasnacionales de advocacy, este artículo examina a través del análisis cualitativo de documentos oficiales, sitios oficiales de internet y entrevistas semi-estructuradas realizadas a los miembros de las iglesias, el rol del cristianismo en las políticas de unificación bajo el gobierno de Moon JaeIn. El artículo sostiene que, frente a la negativa del gobierno de Moon de rehabilitar las acciones directas de la sociedad civil surcoreana en el Norte, las iglesias que apoyaban al gobierno redefinieron sus repertorios de acción y marcos normativos sin romper sus vínculos con el gobierno, mientras que las iglesias que se oponían al presidente reforzaron el activismo bumerang para presionar y denunciar al gobierno.

Abstract:: This article discusses an idea that has been promoted by several scholars in recent decades, namely the possible relationship between terrorism and nihilism. The hypothesis to be tested is that the most active terrorist groups of recent times are on the opposite side of Nietzsche's postulates: if nihilism is the negation and senselessness of all that exists, terrorists act on the basis of clear motives and fundamental meaning. Abstract:: This article deals with the issue of violent non-state actors (VNSA). First, it shows that states have developed regulatory mechanisms to mitigate anarchy in the international system and create a less conflictual international order. It discusses why regulatory mechanisms have failed in the case of VNSA and have not been as effective as in the case of states. The article then presents empirical strategies that states can employ in the face of dysfunctional regulatory mechanisms, and considers their advantages and disadvantages. The need for selective use is emphasised, as only part of VNSA poses a security threat. The paper concludes by arguing that a combination of strategies is needed to provide a systemic and long-term solution to non-state violence. At the same time, it warns of the pitfalls that must be overcome.

Abstract:: This article deals with the threats posed by international terrorism to the security environment in Kosovo, with a particular focus on the period of the emergence of ISIS, when a large number of fighters from Kosovo joined terrorist organisations in the conflict zone of Syria and Iraq. This article attempts to explain the general factors leading to the rise of violent extremism and religious radicalism in Kosovo, as well as why Kosovar fighters joined ISIS. In particular, it examines the institutional responses to counter-terrorism in Kosovo, the elimination of conditions and factors conducive to extremism and radicalism, and the weaknesses of Kosovo institutions in countering terrorism.

Abstract:: Political communication is important in the development of political, social and historical processes of a country. Communication is perhaps a powerful tool that politicians have in their hands. They use it to fight political opponents, and to persuade the masses. This article will address the importance of political communication in post-conflict societies, with a focus on Kosovo society. Political communication and media are crucial for peacebuilding, democracy, and conflict resolution, especially in Kosovo, where emotional and harsh nationalist communication hinders socio-political transformation of deep-rooted conflicts. In this article, authors try to examine the correlation of hatespeech and violence in Kosovo. The results conclude that there is a positive correlation between hatespeech and violence. Without free and independent media, political communication will not be able to free itself from the past that has plagued it for decades.

Abstract:: Desde comienzos del siglo XX, Rusia y la URSS ha promovido un modelo de intervención militar que responde más a su visión imperialista que a sus necesidades de seguridad. Este hecho ha provocado que salvo cuando la intervención consistiera en una operación relámpago de cambio de gobierno, las aventuras militares hayan acabado en fracaso. Además, la incapacidad de Moscú para modernizar de facto sus doctrinas militares, unido a su atraso tecnológico, ha convertido al ejército ruso en una estructura ineficaz donde el factor humano no es valorado. Este trabajo pretende elaborar un modelo de intervención ruso-soviética que se repite en todas las aventuras militares rusas desde los años cincuenta hasta hoy mismo.

Abstract:: The purpose of the article is to study the social identity of the Ukrainian soldier under the legal regime of martial law. The social identity of a Ukrainian soldier under martial law determines his characteristics, perception of his role in society, sense of responsibility to it, and willingness to perform courageous actions in the interests of the country. This essential factor helps to raise the morale and motivation of a soldier in a military conflict. The concept of a soldier's social identity is used on the basis of the analysed literature and the survey conducted among military personnel. The authors propose and substantiate the thesis that the social identity of a Ukrainian soldier under martial law can be characterised by a sense of commitment to his nation and his essential role in the defence of the country.

Abstract:: El regreso de la guerra a Europa ha provocado, en palabras del Consejo Europeo de Versalles, “un gran cambio en la historia de Europa” y ha desencadenado efectos mundiales con una crisis alimentaria, así como efectos en sectores como la economía –con una inflación galopante– la energía y la seguridad. La seguridad y la defensa se han convertido en una prioridad en la agenda política de la Unión Europea, que ha cruzado “líneas rojas” como la decisión de suministrar armamento a Ucrania a través del Fondo Europeo de Apoyo a la Paz, algo hasta ahora impensable. Este artículo examinará cómo la agresión rusa ha servido de estímulo para el proyecto de integración y analizará los grandes desafíos y los principales desarrollos en seguridad y defensa desde la aprobación de la Estrategia Global de Política Exterior y de Seguridad en 2016.

Abstract:: España, puente de unión entre los continentes africano y europeo, tiene como objetivo preferente de su política exterior mantener estrechas y profundas relaciones de cooperación con los dos vecinos situados en la orilla sur del Mediterráneo y actores esenciales del Magreb: Marruecos y Argelia. Este artículo intenta explicar si la recomendación hecha por el Emperador Carlos V a su hijo Felipe, “dos países vecinos no pueden ni deben ser enemigos”, ha sido la tónica general en los vínculos entre los dos Estados; así como los factores que han condicionado el contenido de sus relaciones de cooperación en las últimas décadas, y también los vaivenes o momentos de tensión vividos, junto con las causas específicas que los produjeron. España y Argelia son dos países vecinos y muy próximos geográficamente, pero representan realidades políticas, culturales y religiosas diferentes que explican, en buena medida, la distancia que existe entre los dos países y la complejidad de sus relaciones. Esta diferenciación exige una mayor atención a iniciativas de sociedades civiles.

Abstract:: On October 7, Hamas killed 1,200 Israelis in the largest terror attack since 9/11, carrying out acts of brutality that matched, and even surpassed, the worst atrocities of the Islamic State. The resulting war in Gaza, the escalation in tensions across the Middle East, and the anger in Arab and Muslim communities over the large number of Palestinian civilians killed in the conflict so far have upended the international terror threat landscape, creating acute concern about reprisals, and given the attacks already seen in France and Belgium, raised the specter of a new global wave of Islamist terror. In our feature article, Devorah Margolin and Matthew Levitt write that “The brutal Hamas-led October 7 attack on Israeli communities near Gaza represented a tactical paradigm shift for the group.” They observe that “the group’s explicit targeted killing and kidnapping of civilians [on October 7] baldly contradicts Hamas’ articulated revised political strategy since it took control of the Gaza Strip in 2007. Ironically, Hamas’ sharp tactical shift only underscores that the group never abandoned its fundamental commitment to the creation of an Islamist state in all of what it considers historical Palestine and the destruction of Israel.” Global jihadi groups have been exploiting the conflict in Gaza to call for attacks. In our feature interview, EU Counter-Terrorism Coordinator Ilkka Salmi says that “these calls to attack or to engage in some terrorist activity spread extremely quickly on social media and that’s why they could have a rapid and serious impact on the security situation. It reminds me of the days back in 2014-2016 when Daesh propaganda was at its high peak. The situation in Israel, combined with that sort of propaganda, could change the security situation in the E.U. quite drastically.” Tore Hamming writes that “three factors are likely to determine the impact of the ongoing events on the trajectory of the terrorism threat in the West: the length of the war, the scale of Israel’s offensive in Gaza, and the degree of support from Western nations to Israel.” Erik Skare stresses that analysts need to holistically examine both what Hamas says and does to better understand the group. He writes: “October 7 likely signifies the victory of those in the movement who have grown frustrated with an excessive focus on politics, advocating instead for a renewed emphasis on violence to reach their long-term goals.” In our second interview, General (Retired) Stephen Townsend, who commanded AFRICOM until August 2022, warns about intensifying jihadi terrorist threats across Africa. He says that al-Qa`ida’s affiliates there are “probably the largest threat to U.S. interests in the region today. And as they gain capacity, they’ll broaden their picture to the region and globally, to include our homeland eventually, I think.” Finally, Asfandyar Mir examines the counterterrorism dilemmas facing the United States in Pakistan and Afghanistan. He writes: “Al-Qa`ida and the Islamic State are pivoting to exploit Hamas’ October 7 terrorist attack on Israel and the civilian harm in Israel’s military campaign in Gaza since … Policymakers should take seriously the risk of a surprise terrorist provocation from Afghanistan.”

Abstract:: In this month’s feature article, Lorena Atiyas-Lvovsky, Eitan Azani, Michael Barak, and Assaf Moghadam find that “jihadi rhetoric is rarely translated into violent attacks against Israeli and Jewish targets … The relative dearth of successful operations, however, has not deterred global jihadi organizations from regularly leveraging the Palestinian issue for political gain, and in order to reinforce their stature as powerful actors in the Middle Eastern and global arenas. Despite jihadi lip service to the Palestinian cause, support for global jihad among Arab Israelis and Palestinians has remained relatively low. Physical and ideological barriers erected by Israel and the Jewish community have so far limited the capacity of global jihadi actors to operate against Israel and the Jewish community.” Christopher Faulkner, Raphael Parens, and Marcel Plichta explore the future of the Wagner Group in Africa after the death of its founder, Yevgeny Prigozhin. They write: “Wagner personnel in Africa appear poised to carry on their original missions given the importance of the continent to Russia’s broader strategic ambitions. Though the mercenary mutiny and Prigozhin’s death may lead clients to raise questions about what a continued partnership with Wagner means for relations with the Kremlin, Moscow has signaled a tolerance, if not need, for Wagner or a Wagner-like entity in Africa. Abandoning Wagner clients would severely undermine Russia’s influence on the continent.” Aaron Zelin and Devorah Margolin explore the Islamic State’s shadow governance in eastern Syria since the group lost its last piece of territory in the country in 2019. They write: “While it is true that the organization’s insurgency has been degraded in recent years, only focusing on the Islamic State’s attack claims and propaganda misses an important trend happening at the local level: … the Islamic State has continued attempts to govern as shadow actors in eastern Syria.” They warn that thanks to these efforts, “even if it sounds far-fetched now, a reasonable worst-case scenario is that the Islamic State could rapidly take advantage of a changed local context to attempt to carve out a small statelet in eastern Syria again.”

Abstract:: As we enter a new era of calibrated counterterrorism 22 years after 9/11, in this month’s feature article senior analysts at the U.S. National Counterterrorism Center provide a unique window into the U.S. government’s continuing efforts to suppress international terrorism. NCTC director Christine Abizaid writes: “It is clear to me that Americans at home and abroad would be confronted with a more severe terrorism threat if it were not for the sustained and focused efforts of the entire U.S. CT community over the past 22 years. As we approach another 9/11 anniversary, I asked senior analysts from NCTC to share more with the public and academic community about the constant, behind-the-scenes work of CT professionals across the government. It is my hope that, through this product, others can gain a greater degree of insight into what this community regularly confronts in its mission to protect innocent civilians from persistent terrorist adversaries.” In the second feature article, Amira Jadoon, Andrew Mines, and Abdul Sayed examine the enduring threat posed by Islamic State Khorasan (ISK). They write: “An analysis of ISK’s operations, outreach, and clashes with the Taliban indicate that the organization remains capable of strategic adaptation and is only broadening and deepening its influence in the region, posturing to become a truly regional organization. And while the Taliban have demonstrated some capacity in targeting ISK commanders, any security gains are unlikely to hold in the absence of sustained counter-ISK operations.” With the Islamic State earlier this month announcing the appointment of its fifth caliph, Abu Hafs al-Hashimi al-Qurashi, Aymenn Al-Tamimi examines what little is known about the group’s recent paramount leaders. He writes: “Despite the fact that the group’s caliphs are now very much ‘men of the shadows,’ there is little evidence pointing to the prospect of the group’s fragmentation in Iraq, Syria, or elsewhere around the world, with the group’s affiliates seemingly willing to accept successor caliphs about whom little or nothing is publicly known.” Lucas Webber and Alec Bertina profile the Russian Imperial Movement (RIM) and its paramilitary wing, the Russian Imperial Legion (RIL), tracing their involvement in the Ukraine conflict since 2014. They write: “With the Wagner Group’s resources waning, there may be an opportunity for RIM/RIL to deepen its involvement in Russia’s efforts in Ukraine. This could bolster the group’s recruitment, paramilitary capabilities, and thus increase the broader threat it poses. However, the organization may face sanctions in the future from the Russian state if the Kremlin continues to clamp down on Russian pro-war ultra-nationalist elements.”

Abstract:: In this month’s feature article, Matthew Levitt and Lauren von Thaden examine the recent heightened smuggling challenge at Israel’s borders with Jordan and Egypt. They write: “The guns and drugs that are flowing into Israel are creating societal problems and public safety issues. The influx of weapons is also a major counterterrorism concern. Smuggled weapons have been a contributing factor to the surge of violence that has plagued the West Bank and Israel.” Building on the assessments of Israeli, Jordanian, and Egyptian officials, their study draws on a dataset they compiled of “105 cases of identified, thwarted, or disrupted weapons or drug smuggling attempts into Israel from March 2021 through April 2023 across all of Israel’s borders.” Our interview is with Ravi Satkalmi, the director of intelligence of the United States Capitol Police. He describes the post-January 6 security challenge as “fundamentally different than that posed by 9/11. The risk is fundamentally different when we’re discussing this kind of normalization of political violence against each other—an erosion of our civic norms—rather than a terrorist organization seeking to launch an attack from overseas.” He says that “our goal is essentially to be the premier intel shop for anti-government violence, full stop. We are sitting on a vast trove of threat information that’s being sent to us by our members’ offices and that we are finding on our own. And the key distinction here is we get it from all sides all the time. We’re protecting Democrats; we’re protecting Republicans, people of all political persuasions.” Satkalmi came out publicly as a gay man while previously working at NYPD and describes the importance of inclusivity in the national security and counterterrorism domain. He notes that “essentially, anybody can experience the challenge of belonging and anybody can be part of the solution. If we can check some of our own assumptions about who may be struggling and who effective change agents can be, we improve the likelihood for progress.” Tore Hamming draws on a new cache of Islamic State documents he collected to examine how the Islamic State’s General Directorate of Provinces has managed the Islamic State’s global network. He writes: “With the deaths of successive caliphs, the territorial demise in the Levant, and the growing importance of its external provinces, the General Directorate of Provinces has emerged as the organization’s most decisive body.” His article “describes the institution’s decisive role in the group’s military and economic affairs and its growing responsibility managing its external attack planning and execution.”

Abstract:: In this month’s feature article, Pierre Boussel provides a deep examination of the Quds Force in Syria. He writes: “The key mission of the Quds Force of the Revolutionary Guards (IRGC) is to defend the Iranian Islamic Revolution and create armed militias in the countries of its ‘Axis of Resistance.’ Its organization is opaque and complex, coordinating combat operations with soft-power actions aimed at, among other initiatives, establishing a Pax Irania in the Middle East, a ‘peace’ of which it is the initiator and guarantor. Although the Quds Force’s apparatus in Syria has been under pressure from Israeli airstrikes, Tehran is sticking to its mission set: infiltrating Syrian civil society and sending fighters to the north, where the civil war will one day end, and to the south, on the edge of the Golan Heights, to establish a base against Israel if necessary.” Our interview is with Brian Nelson, the Under Secretary of the Treasury for Terrorism and Financial Intelligence. He describes how his office “marshals the Department’s intelligence and enforcement functions with the dual aims of safeguarding our financial system against illicit use and also combating corrupt regimes, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats.” On May 6, 2023, Mauricio Garcia, a man with longstanding neo-Nazi views, murdered eight people in a mass shooting at the Allen Premium Outlets mall in Allen, Texas. Ashley Mattheis, Amarnath Amarasingam, Graham Macklin, and Marc-André Argentino look at what led to the attack. They write that the deceased perpetrator “had an ideologically fuzzy tapestry of extreme thoughts tied to rampant violence. He appeared to view neo-Nazis and other members of the extreme far-right as living the ‘real’ masculine ideal in its fullest form by their commitment to generating dominance through violent, radical, racial, and cultural action. This interaction between race and gender is an increasingly present aspect of far-right violence and needs to be better understood.”

Abstract:: With Pakistan engulfed by political and economic turmoil, the Tehrik-i-Taliban Pakistan (TTP)—better known as the Pakistani Taliban—is again growing as a threat. In our feature article, Abdul Sayed and Tore Hamming write: “With the Taliban’s victory in Afghanistan, the TTP has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan and is now turning its focus back to its war against the Pakistani state. Over the past two years, the group has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With a solid organizational foundation and its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ that is arguably unparalleled in its history.” Our interview is with Robin Simcox, the United Kingdom’s Commissioner for Countering Extremism. He talks about tackling violent and non-violent extremism across the ideological spectrum and the findings of the recent independent review of the United Kingdom’s “Prevent” counter-extremism pillar. Wassim Nasr recounts his journey through Idlib in late April and early May 2023 on a reporting assignment for France24. He met with senior leaders of Hayat Tahrir al-Sham, including its leader Abu Muhammad al-Julani, who told him they have definitively turned away from global jihad. In Nasr’s words: “You have a core jihadi group with core leaders saying, ‘OK, we don’t want anything to do with international jihad anymore.’ This is unique. It’s never happened before.” Colin Clarke, Mollie Saltskog, Michaela Millender, and Naureen Fink examine the recent targeting of infrastructure by America’s violent far-right. They write that “the increased focus and attacks on critical infrastructure by far-right extremists has the potential to wreak extensive, multifaceted societal disruption and damage, impacting communications, the economy, mobility, and basic human necessities.”

Abstract:: The late General Wayne A. Downing, a former distinguished chair of the Combating Terrorism Center at West Point, used to tell his colleagues at the Center, “Who thinks wins.” In this month’s feature article, Christopher Faulkner, Raphael Parens, and Marcel Plichta argue that smarter counterterrorism in the Sahel, and across sub-Saharan Africa, can pay big dividends for the United States on the field of great power competition. They write that “the United States is at a critical juncture as it looks to adapt its counterterrorism mission. Nowhere is this more evident than in the Sahel region of Africa, where for the past decade, the United States has relied on France to serve as the counterterrorism lead. Those days are over, at least for now, and the United States is left attempting to balance its counterterrorism efforts in the frame of great power competition. However, too often these two strategic objectives are cast as zero-sum. In reality, U.S. counterterrorism in the Sahel, if appropriately reassessed, designed, and implemented, can generate real wins for the United States as it seeks to counter Russian and Chinese influence in the region. Additionally, and most importantly, it can improve the prospects for stability and security for African states in desperate need of both.” Our interview is with two counterterrorism officials at the Catalan Police – Mossos d’Esquadra: Inspector Lluis Paradell Fernandez, head of the Central Analysis Unit, Intelligence and Counterterrorism Service, and Deputy Inspector Xavier Cortés Camacho, head of the Counterterrorism Central Area. They discuss lessons learned as a result of the 2017 Islamic State-inspired attacks in Barcelona and Cambrils, the evolving threats Catalonia faces, and the importance of “a joined-up effort in working to prevent violent extremism.” Lucas Webber and Daniele Garofalo write that “the Islamic State’s leadership and central propaganda apparatus have been pushing to boost the Somalia branch’s profile, while pro-Islamic State-Somalia groups have been producing media content to help the movement’s message reach Somali, Amharic, Oromo, and Swahili speakers to boost fundraising, recruitment, and violent incitement efforts as well as to grow grassroot support in regions populated by these ethnolinguistic communities.” They argue that “these developments could have regional security implications if the Islamic State is able to strengthen the Somalia branch using these means. Bolstered transnational connections could enable violent incitement and attacks directed into neighboring countries.” Nodirbek Soliev examines digital terror financing by central Asian jihadis. He writes that “their online financing efforts tend to involve three stages. The first is the dissemination of fundraising propaganda and contacting prospective donors via online public accounts. The second is communication via encrypted messaging apps to identify a suitable mode of transaction and to provide security protocols. The third is the transaction itself. Understanding these mechanisms can help enhance relevant countries’ response strategies against terrorism financing risks.”

Abstract:: This month’s feature article focuses on the challenge posed by the evolving Islamic State insurgency in Mozambique. Emilia Columbo writes: “The deployment of regional military and police forces to Cabo Delgado Province in northern Mozambique to assist the Mozambican government against what was then a growing jihadi insurgency nearly two years ago has introduced new dynamics into the conflict, expanding the insurgency’s presence in the region and increasing the importance of the information space as each side works to persuade its constituencies that the conflict is proceeding in its favor.” She assesses that the sustainability of security gains along the coast “will depend largely on the government’s willingness to develop and implement a more balanced counterterrorism approach that addresses the underlying grievances driving this conflict.” Our interview is with Jessica White and Galen Lamphere-Englund, co-conveners of the Extremism and Gaming Research Network, which started a little over two years ago as a practitioner- and researcher-led initiative to try and unpack concerning developments in the online space. Alexander Ritzmann writes that “the alleged plot against the German government by the Reichsbürger group Patriotic Union, whose key members were arrested on December 7, 2022, is best understood as a thwarted, possible early-stage terrorist plot, rather than a preempted imminent violent coup attempt. The Reichsbürger, who are comprised of different groups and networks, claim that the German state of today does not legally exist. Many Reichsbürger ascribe to a version of the anti-Semitic ‘New World Order,’ others believe in ‘QAnon.’” He notes that “although the vast majority of Reichsbürger are neither considered violent nor right-wing extremists by German security agencies, the threat posed by a minority of violent and extremist Reichsbürger persists, with German security agencies continuing to thwart alleged violent activity linked to different Reichsbürger groups.” Francesco Marone examines how an ongoing hunger strike by the imprisoned insurrectionary anarchist terrorist Alfredo Cospito has amplified the threat in and beyond Italy posed by “a transnational extremist tendency that promotes ‘self-organized’ illegal and violent actions, even against people.”

Originally the vision of Mr. Vinnie Viola, Brigadier General (Retired) Russ Howard, and General Wayne Downing, the CTC has evolved into a trusted global hub for scholars, practitioners, and policymakers. At the heart of what we do are the Cadets of West Point, who have made the Terrorism Studies Minor the number-one choice of minors at West Point over the last 10 years and who graduate to lead our nation’s Soldiers in complex times. This mission is empowered by 20 years of teammates, donors, partners, and stakeholders around the world who ensure the CTC is delivering cutting-edge research and insight in the fight against terrorism. While the CTC has been a mainstay of the CT fight for the last two decades, I posit that the most important time for this team is now. As national security priorities and resources rebalance toward strategic competition, the CTC will maintain its focus on understanding current and future terrorism threats to our nation and to the world, ready to assist our nation and our allies wherever we are called. Abstract:: This issue focuses on Africa, the current epicenter of global jihadi terror. On January 18, 2023, the military junta in Burkina Faso demanded that France withdraw its troops from the country within a month, raising concerns the regime in Ouagadougou may be set to follow Mali in hiring the Wagner Group to help contain the worsening jihadi threat to their country. In the feature article, Héni Nsaibia and Caleb Weiss write that “there seems to be a very significant probability that the military government in Burkina Faso will indeed hire Wagner in the near future.” They assess that a future potential Wagner deployment to Burkina Faso would entrench Russian influence in the region, complicate Western policy in West Africa, and “likely result in a further upsurge in jihadi violence in Burkina Faso given the fact that jihadi attacks, perpetrated by both JNIM and the Islamic State, have increased dramatically across Mali since Wagner’s deployment there just over a year ago.” In our interview, Brigadier General Rose Keravuori, the Deputy Director of Intelligence at the United States Africa Command, observes that “for al-Qa`ida and ISIS, the most operationally active and financially lucrative affiliates are on the African continent.” She warns that Islamic State groups are looking to grow in southern and central Africa and that in Mali, Niger, and Burkina Faso, the al-Qa`ida affiliate JNIM “has grown exponentially, so much so that the littoral countries of Ghana, Togo, and Benin view it as an existential threat.” Stig Jarle Hansen writes that “there are reasons to be optimistic that the current Somali offensive against al-Shabaab could enduringly weaken the group. The operations have gained momentum and demonstrated that the Somali army has made large improvements over the last decade. The use of local clan militias as well as U.S. and Turkish drone support have acted as force multipliers, and the Somali government is finally making a concerted effort to go after al-Shabaab’s income generation.” He argues that “what will be key is to erode al-Shabaab’s ability to infiltrate government-controlled areas and to govern, tax, and implement ‘justice’ in these areas. In the past, this has been crucial to al-Shabaab resilience and income. Accordingly, there needs to be more focus on a ‘clear and hold’ strategy rather than just ‘search and destroy.’”

871. Gross National Happiness Policy Outputs in Bhutan from 1972 to 2014*

Abstract:: In 1972, Bhutan’s Fourth King declared Gross National Happiness (GNH) more important than Gross Domestic Product. But what was the nature of GNH legislation policy outputs before and after the adoption of the written 2008 Bhutanese Constitution that required that Bhutan to promote GNH as a national policy goal? This study examines from 1972 to 2014 (six years after the adoption of the Bhutan Constitution) GNH policy outputs. There were two stages related to Bhutan’s four pillars that include sustainable and equitable economic development, good governance, cultural preservation, and environmental protection. In the first stage lasting to the 1990s, Bhutanese policy outputs emphasized preserving traditional culture. In the second phase from the 1990s to 2014, Bhutanese policy outputs emphasized Buddhist modernism in which all four pillars balanced traditional Buddhist values with modern issues like health care and illiteracy.

872. Innovation and Economic Value: A Prospective Benefit-Cost Analysis of the Fab Bhutan Challenge

Abstract:: National governments and international donors fund challenge competitions to foster innovation, but there is little evidence on the economic return to such investments. This paper conducts an ex-ante benefit-cost analysis to project the economic return on the 2023 Fab Bhutan Challenge, which was part of FAB23 Bhutan (the 19th annual international Fab Lab Conference). For the Challenge benefits side of the analysis, studies covering five topics were drawn from: crop yield improvements from climate adaptation (for Challenge 1 in Sarpang), cost and time savings from improved water supply (for Challenge 2 in Pangbisa), livelihood savings from human-wildlife conflict prevention (Challenge 3 in Limbukha Chiwog), revenue generation from cultural exports (Challenge 4 in Thimphu), and economic returns from special needs education (Challenge 5 in Rinchending). For the Challenge costs side, budget data were collected and interviews with challenge participants were conducted. Conservative estimates that account for the probability of some challenge solutions ultimately being nonviable place the economic return to Bhutan between $5 and $12 per dollar invested. The paper concludes by discussing opportunities for scaling solutions from the structured innovation challenge based on the global evidence, and implications of the study for Bhutan’s economic aspirations.

873. Teacher Attrition: Why do Public Teachers Leave?

Abstract:: In last six years, more than 300 Bhutanese public teachers left the profession annually on average. Teacher attrition has often been assumed as leaving the profession for better opportunities. Teachers leaving jobs has been discussed several times but never tried to understand the factors leading to attrition. This study explores the possible factors leading to teacher attrition from former teachers’ perspectives, who left the profession voluntarily. The study also aims to get views on what could be the ultimate solution to keep teachers in the field. A mix mode method of qualitative and quantitative research was adopted. A quantitative method was used with the objective to get the true perspectives from respondents regarding teacher attrition. The study was conducted in Bhutan in December 2021. The study determined heavy workload, unsatisfied with the job, lack of career mobility, poor leadership, and poor working conditions were major reasons for attrition. Contradicting what many assumed salaries as a major reason, respondents responded otherwise. The paper concludes that until there is job motivation or better working conditions along with the good incentives or remunerations, a mere increase in the salary is not going to make teaching profession attractive.

874. The 21st Century Global Crisis: Laying out the Foundations for a New World Civilization

Abstract:: The article focuses on principal traits of modern culture, i.e., on what we term the foundational cultural myths of Modernity, and to examine the role these myths have played in the contemporary crisis. A set of new epistemological insights is outlined that would be needed to understand and to act upon the root causes of this crisis, such as the oneness of Reality, the diversity within the oneness of Reality, the impermanency of all phenomena and the relativity of time and space. In this context, the actual functionability of modernity’s myth is questioned (the Myth of Eternal Progress) and its concrete manifestation as a model of social development based on the perennial increase of economic growth, i.e., industrial production and consumerism, in detriment of fundamental values, which we believe are the origin of both that existential system and the current global crisis. As a substitution, a model of development, Optimizing Homeostatic Paradigm, is proposed. This implies dismantling all policies of unrestricted economic growth and the replacement of Gross Domestic Production (GDP) as the standard measure of social development and human progress. The criticism that limitation of economic growth would reduce economic activity and would foster loss of employment, therefore more poverty, is refuted. In this theoretical framework, the concepts of human freedom, development and technology are revised, and new ones are proposed. Finally, Bhutan’s Gross National Happiness (GNH) index is shown as an example of alternative model of development, and inspiration for a new kind of world civilization.

Abstract:: Given the wide reach of transnational crimes and the illegal flow of money, policing at an international level has become a new frontier for authorities who aim to control these threats. The United States has taken the center stage in this effort ever since the proclamation of the War on Drugs and the continuing War on Terror by promoting the ‘Follow the Money’ principle as a fundamental strategy to be adopted worldwide. The main goal of this paper is to identify the US efforts to formulate and expand the anti-money laundering agenda and policies to Latin America, from the 1990s to the 2000s, mobilizing the policy diffusion approach. By incorporating this thinking tool, we also aim to highlight the United States hegemonic position when establishing agendas and priorities internationally. Therefore, based on a qualitative design, we trace US official documents describing strategies, practices and policies aimed at promoting anti-money laundering policies in Latin American institutions through coercion, competition, learning and emulation mechanisms. As a result, by promoting training events and formulating evaluation mechanisms, the US has stimulated Latin American countries to elaborate their own law enforcement efforts inspired by these same paradigms, indicating that the US uses these anti-money launderinginstruments to promote its policy agenda internationally.

Abstract:: The objective of this article is to investigate whether Cold War rivalry influenced the development of nuclear programs in Brazil and Argentina. The research employs a qualitative approach and bibliographic analysis of primary sources, including articles, books, and other relevant sources. The main hypothesis is to examine whether the culture of Cold War rivalry stimulated the development of nuclear programs in these countries, analysing the military and civilian intentions behind their nuclear technologies. While it is commonly reported that Latin America was under the influence of the United States (US) and the Soviet Union (USSR) during the Cold War, the cases of Brazil and Argentina show the opposite. Both countries adopted independent nuclear policies, seeking technological transfer through diversified and autonomous partnerships. Additionally, these divergent positions included arguments and actions regarding their respective nuclear policies. However, mutual distrust between Brazil and Argentina regarding the advancement and sophistication of their nuclear programs generated a dynamic similar to the Cold War in the Southern Cone region. This dynamic originated internally based on the logic of the two countries, despite the later creation of joint non-proliferation mechanisms.

Abstract:: This article addresses the first hundred days of Luiz Inácio Lula da Silva's third term as president of Brazil in the contextof international migration and refuge. The paper aims to analyse the “intermestic” characteristics of foreign policy and its relationship with the formulation of specific guidelines on migration. Using documentary sources and interviews, we examine the context in which Lula took charge, which was marked by the recognition of “prima facie” refugee status for Venezuelan citizens, the elaboration of a national migration policy, and the definition of the future of Operation Welcome. Our objective is to reflect on the main challenges faced by the new government concerning migration and refugee issues, considering the historical con-struction of the agenda in the last two decades. We conclude that the current focus is on revamping crucial policies to ensure the smooth operation of orderly migration within the country, as these practices have been gradually dismantled in recent years. Besides, we highlight that the future of Opera-tion Welcome remains uncertain at this stage.

Abstract:: Hukukumuzda temel dayanağını Anayasa’nın 48. maddesinden alan sözleşme serbestisi ilkesi; 6098 sayılı Türk Borçlar Kanunu hükümleri uyarınca da koruma altına alınmış ve İş Hukuku alanında da uygulanan genel bir ilkedir. Söz konusu ilkenin bir gereği de sözleşme tarafını seçebilme serbestisidir. Ancak iş hukukunda sözleşme serbestisi ilkesine sosyal düşünceler ve işçiyi koruma düşüncesinin sonucu olarak birtakım sınırlamalar getirilmiştir. Bu sınırlamalardan birisi de belli niteliklere sahip işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü yüklenmesidir. İşverenler, elli veya daha fazla işçi çalıştırdıkları özel sektör işyerlerinde yüzde üç engelli, kamu işyerlerinde ise yüzde dört engelli ve yüzde iki eski hükümlü isçiyi veya terör mağdurunu çalıştırmakla yükümlüdürler. İlgili yükümlülük temel olarak 4857 sayılı İş Kanunu’nun 30. maddesinde öngörülmektedir. Bunun yanı sıra, 854 sayılı Kanun’da da bir düzenleme yer almaktadır. Ayrıca Yurtiçinde İşe Yerleştirme Hizmetleri Hakkında Yönetmelik, Kamu Kurum ve Kuruluşlarına Eski Hükümlü veya Terörle Mücadelede Malul Sayılmayacak Şekilde Yaralananların İşçi Olarak Alınmasında Uygulanacak Usul ve Esaslar Hakkında Yönetmelik ile Erişkinler İçin Engellilik Değerlendirilmesi Hakkında Yönetmelik’te de konuya dair incelenmesi gereken hükümler bulunmaktadır. Dolayısıyla işverenlerin engelli, eski hükümlü ve terör mağduru istihdam etme yükümlülüğü kapsamında ele alınması gereken düzenlemelerin mevzuatta dağınık bir şekilde yer aldığı söylenebilir. Bu çalışmanın amacı ilgili yükümlülüğün kapsamının, uygulanmasının ve sonuçlarının ortaya konulmasıdır. Söz konusu amaç doğrultusunda çalışma kapsamında, doktrindeki görüşler ve Yargıtay kararlarından da yararlanılarak bahsi geçen birincil ve ikincil mevzuat incelenmiş ve engelli, eski hükümlü, terör mağduru, özel sektör, kamu sektörü kavramları, bu yükümlülük kapsamında çalışacak işçilerin yerine getirmesi gereken koşullar, çalıştırılacak işçi sayısının tespitinde ve işçilerin belirlenmesinde başvurulan kurallar, bu yükümlülüğün uygulanmasına ilişkin temel esaslar ile ilgili yükümlülüğün denetimi, ihlali ve bu ihlale bağlı sonuçlar açıklığa kavuşturulmuştur.

Abstract:: The study explores the emergence of Turkic identity because of identity politics committed in the aftermath of the nation-state building in Iran after 1925. It is believed that the primordial nationalism on the base of the Aryan race impacted the country’s diverse population and ethnic categories and the imposition of highly restrictive measures and social policies in cementing Iranian nationalism built upon the Persian culture and myth, paved the way for the politicization of identity. To obtain a thorough analysis, a set of theories are applied. Pierre Bourdieu’s class formation and symbolic concept of power and language in a semi-patrimonial society and the social identity theory and having an eclectic grasp of the literature on assimilation and violence have contributed to the theoretical base of the study. Firsthand materials, journals, and archives are used to enrich the research content. The establishment of the modern state in the 20th century and the biased ethnic-lingual policies precipitated centrifugal forces among ethnic realities, so the alchemy of stereotyping and discrimination, and social comparison giving birth to group identification contributed to the politicization of ethnic identity among Azerbaijani Turks and their ethnic awareness.

Bu bağlamda, işletmelerin kullandıkları ERP uygulamalarının dijital dönüşüm süreçlerinde yarar sağlayıp sağlamadıkları, eğer sağlıyorlarsa bu yararların neler oldukları belirlenmek istenmektedir. Böylelikle ERP uygulamaları ile dijital dönüşüm sürecine dahil olmak isteyen işletmelere bir yol gösterilmesi hedeflenmektedir. Çalışmada öncelikle dijital dönüşüm ve kurumsal kaynak planlama konuları ele alınmaktadır. Daha sonra, ERP uygulamalarının da yararlarından olduğu varsayılan ve dokuz maddeden oluşan dijital dönüşümün yararları açıklanmış ve bu maddelerle nitel araştırma yöntemi kullanılarak yarı yapılandırılmış bir görüşme formu oluşturulmuştur. Erzurum ilinde ERP uygulamaları kullanan işletmeler örneklem grubu olarak seçilmiş ve görüşme yöntemiyle veriler elde edilmiştir. Ardından bu veriler betimsel analiz yöntemiyle analiz edilmiş ve işletmelerin ERP uygulamalarından birçok kazanım elde ettiği sonucuna varılmıştır. Çalışmadan elde edilen bir diğer önemli sonuç ise; işletmelerin dijital dönüşüm konusunda bilgi eksikliği olduğu ve ERP uygulamalarından elde edemediği yararların kullanılan ERP uygulamasını geliştiren yazılım firmasından kaynaklandığıdır

881. Comparative Analysis of Hedge Funds and Mutual Funds RiskAdjusted Performances

Abstract:: Collective investment schemes have been utilizing distinct investment strategies to exploit opportunities offered by the financial markets. Among the alternative collective investment schemes, hedge funds and mutual funds have been attracting great interest. The objective of this study is to compare the risk-adjusted performance of hedge fund strategies with mutual funds strategies. The hedge fund indexes and mutual funds indexes, which are calculated by different database providers are utilized for this purpose. In this study, the indexes from three database providers (Eurekahedge, Credit Suisse, Center for International Securities and Derivatives Markets (CISDM)) are analyzed for the 2008-2021 period using distinct performance measurement metrics as Alpha based on the Capital Asset Pricing Model (CAPM), the Sharpe ratio and Sortino ratio; moreover, the MSCI World index has been taken as a benchmark. The findings demonstrated that the majority of hedge fund indices performed better than the benchmark MSCI World and provide better risk-adjusted performance than mutual funds.

Bu çalışanların stresini artırmakta, olumsuz iş tutum ve davranışlarına yol açabilmektedir. İstismarcı yönetimin adaletsizlik, aykırı iş davranışı, iş tatminsizliği, iş-aile çatışması ile pozitif ilişkisi söz konusuyken, iş performansı, örgütsel bağlılık ve örgütsel destek algılarıyla negatif ilişkisi mevcuttur. Psikolojik sözleşme veya psikolojik sözleşme ihlali yönetim ile çalışanlar arasındaki ilişkilerin dengesini değiştirebilmektedir. Bu araştırmada; istismarcı yönetim algısı ile özgeci davranış arasındaki ilişki ve bu ilişkide psikolojik sözleşme ihlali algısının düzenleyici rolü incelenmiştir. Araştırma verileri imalat sektöründe faaliyet gösteren beş farklı firmada çalışan 294 kişiden kolayda örnekleme yöntemiyle toplanmıştır. Hipotez testi için korelasyon ve regresyon analizi yapılmıştır. Sonuçlara göre istismarcı yönetimin özgeciliği negatif ve anlamlı bir şekilde etkilediği görülmektedir. İstismarcı yönetim algısı çalışan özgeciliği üzerindeki negatif değişimin %24’ünü açıklamaktadır. Ayrıca psikolojik sözleşme ihlali algısı istismarcı yönetim ile özgecilik arasındaki negatif ilişkiyi artırmaktadır. Bulgular istismarcı yönetim algısının azalan özgeci davranışlar ile ilişkili olduğu yönündedir ve çalışanların psikolojik sözleşme ihlal algılarının yüksek olması istismarcı yönetimin özgecilik üzerindeki negatif etkisini artırmaktadır.

Ardından, sokak fotoğrafçılığı ve belgesel fotoğraf arasındaki farklar saptanarak tanıklık işlevinin nasıl kullanıldığının daha iyi kavramasına yardımcı olmayı hedeflemektedir. Sokak fotoğrafçılığına daha yakından ve ayrıntılı bakarak, okuyucuların bu konu hakkında daha geniş bir geniş bir perspektif kazanmaları amaçlanmaktadır. Yöntem olarak; araştırmaya sokak fotoğrafçılığı konusunu anlamak ve analiz etmek amacıyla kapsamlı bir literatür taramasıyla başlanmıştır. Araştırmanın temel argümanlarını desteklemek amacıyla örneklem oluşturulmuş ve fotoğrafçıların eserleri, deneyimleri ve yaklaşımlarına yer verilmiştir. Yarı yapılandırılmış mülâkat aracılığıyla sokak fotoğrafçısının içgörülerine ulaşılmaya çalışılmıştır. Tüm verilerin değerlendirilmesi üzerinden yürütülen bu çalışmada nitel araştırma yöntemlerinden betimleyici analiz yöntemi kullanılmıştır. Bulgular: Sokak fotoğrafçılığının günümüzde sanat ve görsel iletişim kültürü içindeki önemi artmış olsa da bu alanın belgesel fotoğrafçılıkla sürekli olarak karıştırılması, internet üzerinde yanıltıcı ve sığ yaklaşımlarla sıklıkla çevrelenmesi, her iki disiplinin özgün niteliklerinin göz ardı edilmesine ve sokak fotoğrafı kavramının özünün ve niteliğinin gölgelenmesine sebep olmaktadır. Fotoğrafçıların yaşamı ve çalışmalarının elealınmasıyla farklı perspektifler ortaya koyulmuştur. Sokak fotoğrafçılığı etrafında etkileşim ve öğrenme fırsatlarını artırmak amacıyla festivaller, bienaller, trienaller, atölyeler, konferanslar, paneller ve seminerler düzenlenerek bu alandaki bilgi paylaşımı artırılabilir. Böylece sokak fotoğrafçılığı Türkiye’de daha geniş kitlelere tanıtılabilir, geliştirilebilir ve bu alandaki yetenekler keşfedilebilir. Sonuç olarak, bu araştırma sokak fotoğrafçılığının temel konseptlerini ve önemini ele alarak, bu özel fotoğraf türünün Türkiye’deki sınırlı bilgi kaynağına ve sağlıklı tetkiklerin bulunmadığına değinmiş ve gelecekteki potansiyelini vurgulayarak daha fazla araştırmanın gerekliliğini göstermiştir. Bu durum aynı zamanda bu alana yeni başlayan fotoğrafçılar için de bilgi eksikliğini ortadan kaldıracaktır.

884. Coopetition and Non-Profit Performance in War-Torn Region: Role of Outside Knowledge and Innovative Climate

Abstract:: The inconsistent findings on the association between non-profit coopetition and performance are complicated and contingent on essential factors. However, our current understanding of the circumstances under which non-profit coopetition matters to performance is limited. We take a novel context to address this question and build on the combined literature from the emerging non-profit coopetition literature. This study conceptualises and tests the impact of coopetition (simultaneous cooperation and competition) on the organisational performance of non-profit organisations in a war-torn region. Notably, it investigates the simultaneous cooperation and competition in non-profits’ social and financial performance via outside knowledge and innovative climate. An in-person survey with 158 executives and board members was conducted in Baghdad Governorate, Iraq. The survey adopted reliable and valid scales to measure the variables. Structural equation modelling was applied to test the mediation model. The proposed sequential mediating model has a good model fit with all four hypotheses statistically significant. Nonprofit engagement in coopetition positively affects organisation performance via mediators: use of outside knowledge and innovative climate. Cooperation with competitors helps non-profits to effectively use the outside knowledge that forms an innovative climate at the organisational level. Additionally, the use of outside knowledge has a direct effect on performance. Non-profits should integrate outside and internal knowledge to generate sustainable financial and social performance opportunities, especially in turbulent or war-torn regions. Moreover, context is imperative for non-profit leaders to identify themselves and seek inter-organisational relationships. The study also provides theoretical and practical implications that help non-profit leaders innovate and increase organisational performance.

885. The Transition from Nationalism to Islamism in Iran’s Foreign Policy

Abstract:: The 1979 Iranian Revolution is a multifaceted phenomenon with intricate causes, complex evolution and far-reaching outcomes. Rooted in the Constitutional Revolution of the early 20th century and the rise to power of the Ayatollahs, its beginnings are distinct but interconnected. Unlike many revolutions of the 20th century, the 1979 Iranian Revolution was a departure from the socialist or communist model and manifested itself as a revolt against both Western and Eastern systems, with unique outcomes. The 1979 Revolution shook a traditional and established order and paved the way for the rise of Islamism within a new political framework. This ideology, like its predecessors, adopted a singular leadership based on religious doctrine. To differentiate itself from global and regional powers and focus on its unique revolution, the Iranian regime shaped a foreign policy summarized by the slogan “neither East nor West, the Islamic Republic” and aimed to export this ideology globally. The policy focused primarily on political and ideological interests, resulting in permanent sanctions imposed by the United States. This economic aspect contributes to the changes in Iran’s foreign policy towards the United States, from pre-revolutionary Persian nationalism to post-Revolutionary political Islam, emphasizing its strength and adaptability in the face of external pressures.

886. A Conceptual Take on Transnational Families: Atypical Families from a Distance

Abstract:: Transnational families are among the by-products of global capitalism, the feminization of migration and the globalization of care work. Transnational families owe their existence to the rise of communication and transportation technologies, economic transformations, and cultural features in their countries of origin and destination. A transnational family is different from an ordinary immigrant family. The defining factor is not the act of cross-border movement of the family, but the dispersion of the family, nuclear or extended, across international borders, where different family members spend time in one or another country depending on various factors. The emergence of transnational family experience relates to economic, political, social, and cultural factors, and has far-reaching causes and consequences. This study offers a new conceptual approach to the discussion of transnational families departing from Judith Stacey’s (1996) “postmodern family condition”. As a family arrangement made possible in the postmodern family condition, transnational families better describe situations in which families are not visible yet not absent, not necessarily broken but separated. Transnational families require a whole new understanding and definition of familial relationships, which should focus on the fluid nature of those in the absence of a concrete family setting. The role of immigrant women in such a family structure stands as a challenge to the stereotypical “modern family” as defined by Stacey; hence, enabling the conceptualization of transnational families as part of the postmodern condition. The impact transnational family experience has on various actors involved is examined by asking some fundamental questions such as: How are the decisions concerning who migrate under what conditions taken? How does the transnational family experience affect gender relations? What are the global and local conditions that make this experience possible? This study employs a three-layered approach to analyze the issue. First, the structural backdrop to transnational families is analysed; namely, the expansion of global capitalism that feeds female labour migration and the demand for the service sector, especially domestic care services. Second, the changes in the concept of family due to societal structural transformations and the emergence of new family forms are discussed. Third, the consequences of the first two aspects of the experience of transnational family life and its impact on parties involved at various levels are analysed: providers of care work and their families (parents, children, and extended family members), receivers of care work (employers and their families), and mediators of global care work (agencies and states).

Alan yazın taraması ile başlayan araştırmada elde edilen analiz sonuçları ve bulgulara yer verilmiştir. Spor sektöründe çalışan beyaz yakalıların örgütsel bağlılık düzeylerinin örgütsel sinizm, örgütsel adalet ve örgütsel muhalefet değişkenlerine göre farklılık gösterip göstermediği ve aralarındaki ilişkiler ile örgütsel sinizm ve örgütsel bağlılık arasındaki ilişkinin örgütsel adalet algısı ile modere edilip edilmediği analiz edilip yorumlanmıştır. Analiz neticesinde tüm değişkenlerin normal dağılıma uyduğu gözlemlenmiş olup varsayımlar sağlandıktan sonra ise hiyerarşik regresyon analizi uygulanmıştır. Örgütsel sinizm ve örgütsel adaletin örgütsel bağlılık üzerinde yordayıcı etkisinin analizi ile elde edilen sonuçlar çerçevesinde, örgütsel sinizm düzeyleri ile örgütsel bağlılık düzeyleri arasında negatif doğrusal anlamlı ilişki tespit edilmiştir. Katılımcıların örgütsel adalet düzeyleri ile örgütsel bağlılık düzeyleri arasında pozitif doğrusal anlamlı ilişki bulunduğu, örgütsel muhalefet ile örgütsel bağlılık düzeyleri arasında anlamlı bir ilişki olmadığı da ortaya çıkmıştır. Örgütsel sinizm ve örgütsel adalet düzeyleri arasında da anlamlı bir ilişki tespit edilmiş olup örgütsel sinizm ve örgütsel adaletin birlikte örgütsel bağlılığı anlamlı şekilde yordandığı da görülmüştür. Örgütsel sinizm ile örgütsel bağlılık arasındaki ilişki üzerinde örgütsel adaletin moderatör etkisi analizi ile elde edilen inceleme sonuçlarında ise örgütsel sinizm ve örgütsel adalet modele anlamlı katkı sağlarken ortak etkileşim etkisinin anlamlı bir katkı sağlamadığı ortaya çıkmıştır

888. Prior Rebel Experience Of Leaders And Its Influence On Physical Integrity Rights

Abstract:: Previous research shows that leaders’ prior experiences influence their policy decisions. The existing human rights literature focuses mainly on country-level factors, such as economic development, regime type and the conflict situations to explain violations of rights. This research contributes to a flourishing literature on leaders’ role in upholding rights by theorizing why and how the prior experiences of leaders affect the propensity to violate physical integrity rights. It is argued in this article that leaders with a rebel experience, and who have experienced victory in rebellion are less likely to respect human rights, while those who have suffered defeat are more likely to do so. Both types of leaders have demonstrated a willingness to take risks, but in the former case, victory reinforces their belief in taking risks, leading them to keep risk-taking, whereas in the latter, defeat teaches leaders to become more risk averse. Infringing on human rights is indeed risky, potentially leading to negative consequences such as a damaged reputation, accountability, and social upheaval. The empirical analysis of the research demonstrates that having a rebel background alone does not inherently influence a leader’s behavior regarding human rights; what matters is the outcome of the rebellion. The probability of showing respect for rights decreases when a rebellion is won, while it increases when there has been a previous loss in rebellion. The article highlights the importance of using leaders, rather than just states, as a unit of analysis to explain why certain countries commit human rights violations.

890. The Fate of the State in a Changing World

Abstract:: The main phenomenon of the social mainstream is the institution of the state and its evolution (“shrinking”), associated with the increased activity of civil society and a reevaluation of the role of the market. Postmodernists have no faith in the future of the state. They presuppose that institutions of social organization will be replaced by a network organization of individuals tied together culturally, informationally, and spiritually, with a higher level of identities.1 Their camp includes liberal thinkers who believe in the inevitable “supplanting [of] the primacy of the nation-state by transnational corporations and organizations, and eroding [of] local cultures and traditions through a global culture.”2 The social nature of humans is deeply rooted in the past, when collective forms of human existence were a sine qua none of survival, while the state was a “product” of social organization. In the pre-state era, it was supported by the “cage of norms” (customs, traditions, etc.).3 According to Thomas Hobbes, a main factor of the emergence of states was the “war of every man against every man,” as well as the implementation of the institution of private property. The legal space and the state ensure its inviolability. The liberal order invariably produced a dichotomy between the interests of society and the institutions represented by the state on the one hand, and the rights and freedoms of the individual on the other. The logic of this social order in its extreme form is Libertarianism, with its slogan of “less government.” The dichotomy of the interests of the state and of the individual crops up in a dialectical contradiction resolved with the help of effective mechanisms of mutual obligations of individuals and society as a whole (the “ethical state,” according to Paul Collier).

Abstract:: The idea of the outside world and the role that Russia plays in it has undergone radical changes in Moscow’s official worldviews since 2014. The degradation of the international security situation indicates a deep crisis in the existing world order, which was formed in the spirit of the US’s unipolar hegemony after the collapse of the Soviet Union. Attempts are being made to turn the UN, the only universal platform for reaching collective decisions on an inclusive and equal basis, into a tool of the collective West for pressuring “revisionist states.” The decline in the culture of global-level dialogue leads not only to the aggravation of military-political conflicts but also to the inability to effectively respond to new challenges and transnational threats.

Abstract:: Ancient Roman history creates a wide interdisciplinary field of study for academics, from politics and archaeology to sociology and art. Interpreting today’s world by making inferences from Roman history is the most important factor that encourages the academy to work in this wide field. In The Roman Republic of Letters: Scholarship, Philosophy and Politics in the Age of Cicero and Caesar, Katherine Volk examines the Late Roman Republic (63-43 BCE), unlocking details for readers and researchers that were previously overlooked. At the same time, Volk has brought together the subjects of philosophy, religion, politics, rhetoric and grammar in a way that contributes to intellectual history. We can confidently say that this book fills a gap in helping us understand the intellectual and philosophical debates behind the political upheavals of the late Republic and in comparing Roman politics and politics today.

Abstract:: The World for Sale: Money, Power, and the Traders Who Barter the Earth’s Resources sheds light on commodity traders, crucial yet often overlooked actors in the global economy. The book is a collection of stories about them, how they get involved in political affairs, where they get their power, and how they work in the shadows. These stories from different times and places show the immense power of commodity traders. Methodologically, the book is mainly based on interviews with more than a hundred traders. Blas and Farchy also collected thousands of pages that detail the finances, business networks, and structure of commodity traders’ organizations (p. 11-12). The book consists of 13 chapters. Chapters 2, 3, and 4 are particularly important since they reveal how commodity traders operate by addressing the energy crisis that arose due to waves of nationalization in the Middle East in the 1970s and 1980s. The book’s main purpose is to reveal the role of despots and tyrants in the global economy by pointing out the unsavory aspects of their businesses, such as bribery and offshore banking. Since most of these methods are illegal and cannot be used by official companies and institutions, such commodity traders come to the fore.

Abstract:: Why was the United States, despite its overwhelming superiority in power, unable to prevent North Korea from developing nuclear weapons? Why did North Korea persist in its nuclear pursuit in the face of U.S. opposition? In this article, we represent nuclear proliferation and counter-proliferation as situations of subjective strategic interaction between states. We measure preferences over strategies and outcomes using operational codes of the leaders of each country, derived via linguistic analysis. Our results indicate that neither the U.S. nor North Korea accurately understood the other side’s preference ordering, and that their operational codes interacted in such a way as to produce an outcome favorable to North Korea – the weaker party - and unfavorable to the U.S. – the stronger. The wider contribution is to show that (mis)perceptions of the goals and resolve of the opponent play a crucial role in the success or failure of strong states to compel weak states and vice versa.

895. A Political Economy of Historical Change and Continuity in Turkish Foreign Policy

Abstract:: This study aims to analyse historical continuity and change in Turkish foreign policy (TFP) within the framework of Critical Theory as elucidated by Robert Cox. It suggests asking how TFP has been affected by the historical changes in relations of production and world orders. Within this framework, it aims to explain the changes in TFP within the relation between the production, the world order and the form of state. It analyses TFP in three historical periods such as the Interwar Years, Cold War and post-Cold War. It exposes that Turkish state (re)formation and foreign policy making has succumbed to the global capitalist relations of production and corresponding world orders. These two have been the major framework(s) of change and continuity in Türkiye’s 100 years-old foreign policy. Its main argument is that the continuity and change in TFP has shown an interplay of relations between production and world order. It concludes that TFP has been in line with the global relations of production so there has been a clear and substantial continuity; and that the arguable changes have been the repercussions of global relations of production and world orders.

Abstract:: In this study, we aim to explore the ideational and contextual sources of perceptions about refugees. Contrary to many studies focusing on the interaction with and integration of refugees in developed countries, we examine the effect of social identity and refugee exposure on the perception of refugees in Turkey, which pose a substantive case with a background of ethnic conflict and scarce resources. We contend that social identities provide individuals with cues; however, we argue that identity type and its salience are key to understanding in-group vs. out-group formation processes, hence the perceptions about refugees. Moreover, we argue that socioeconomic status affects an individual’s support for refugee integration, as it challenges the existing status quo of access to scarce resources. Our findings challenge the conventional wisdom in migration studies by employing an original face-to-face survey among over 1,100 respondents in three cities (Istanbul, Diyarbakir, and Gaziantep) in Turkey. We find that those prioritizing national vs. religious identities reveal different levels of perceived threat. Additionally, we show that those belonging to lower-income socioeconomic groups are less supportive of refugee integration when the presence of refugees sets the ground for competition for economic and social resources where they reside.

Abstract:: The blockade imposed on Qatar changed the power dynamics in the Persian Gulf, increasing tension and insecurity in the area. Qatar’s ability to overcome the blockade was largely due to its cooperation with Iran, and the two countries’ ties grew as a result. This study investigates whether Qatar’s long-standing hedging toward Iran has changed into an alignment in the wake of the 2017 blockade. The key conclusion of the article is that, despite Qatar’s faint signals of alignment with Iran during the blockade, it did not entirely stray from its hedging strategy. Qatar-Iran relations has been selected as a case study to illustrate the effects of regional developments and security crises on the hedging strategy within the context of the Blockade Crisis.

Abstract:: Since the mid-2000s, scholars have been using critical theory, poststructuralism, feminism/ queer theory, and postcolonialism to critique the hegemonic narrative of terrorism. They analyze how terrorism discourse (re)produces global hierarchies and power relations. This involves archeological and genealogical research, assessing the formation of the terrorism discourse by analyzing how the peculiar Western discourse has become hegemonic. By incorporating postcolonial and genealogical studies into critical terrorism studies, McQuade and Martini attempt to explain this process in their respective works. Their books are complementary in that they allow readers to trace the historical development of the concept of terrorism from British India to its ubiquity in international institutions. Although they cover different historical periods, it is still possible to see how the concept of terrorism has been used in both of those historical periods – during British colonialism in India in McQuade’s book and after the 1980s in Martini’s book – to normalize discriminatory practices against (post)colonial societies.

Abstract:: Students and practitioners of International Relations have always been wondering whether the effects of anarchy can be mitigated, where anarchy stands for the absence of hierarchical organization among states. In other words, is it possible for states to abandon their endemic suspicions and anxieties, and start to trust each other? Sebastian Rosato, with his timely and much needed work, concludes that this cannot be the case and those who foresee rosy scenarios for the United States (US)-China rivalry are, to put it mildly, mistaken.

Abstract:: This article investigates whether campaign speeches during the US presidential elections can help predict foreign policy behavior. We use speeches made by Donald J. Trump during his bid for president in 2016. We compare the analysis from 2016 with his actual foreign policy decisions during his tenure, 2017-2020. Operational code analysis and leadership traits analysis approaches are used to analyze candidate Trump’s foreign policy beliefs and strategies associated with them. We use Profiler Plus software to conduct content analysis which produces OCA and LTA results. We use three separate datasets to analyze Trump’s beliefs and traits focusing on his general foreign policy speeches, the MENA region, and a third one only about Islamic State and Syria. Our results show that Trump’s profile indicates a foreign policy orientation that avoids involvement in affairs that are perceived as beyond immediate interests. The consistency between his beliefs and traits during the 2016 campaign and his actual foreign policy behavior leads us to conclude that individual level analysis, and specifically OCA and LTA approaches, are useful tools to analyze, explain and predict foreign policy.
