Abstract:
Turkey’s political history has seen recurring shifts between democratic ideals and authoritarian tendencies, notably during the two decades of the Justice and Development Party’s (Adalet ve Kalkınma Partisi, AKP) rule. This transition marked a departure from a relatively democratic façade that emerged in response to the European Union (EU) accession process towards a more authoritarian regime characterized by increased government control and curtailment of civil liberties.1 It is a shift accentuated after the 2013 Gezi protests which culminated in a significant regime change in 2018. This transformation was marked by President Recep Tayyip Erdoğan’s consolidation of power through constitutional amendments, leading to the transition from a parliamentary democracy to a presidential system. To comprehend this transformation, it is imperative to examine the interplay between economic dynamics and the state within the neo-liberal capitalist system, aligning with Poulantzas’ observations on global trends.2 It can be argued that the accumulation and state crises, exacerbated by the 2008 global economic crisis, have contributed to Turkey’s authoritarian shift in parallel with global developments. Originating from a 2018 workshop at Middle East Technical University, Turkey’s New State in the Making: Transformations in Legality, Economy, and Coercion provides a historical-sociological perspective on Turkey’s state crises, serving as a vital resource for comprehending authoritarianism and class-state relations and offering an in-depth exploration of the AKP regime’s transformation, presenting a continuum of its history rather than a rigid division between democratic and authoritarian phases.

Abstract:
This study provides a comprehensive analysis of Türkiye’s decision-making processes in the context of the international ozone regime, particularly focusing on the country’s engagement in the Vienna Convention and the Montreal Protocol during the 1980s and early 1990s. Utilizing process tracing methodology and primary sources, and adopting an interest-based framework the research delves into Türkiye’s involvement and pinpoints the principal determinants of its international environmental policy. The study argues that Türkiye’s approach to environmental cooperation in the Convention and Protocol was shaped by the incentive and sanction provisions of the Montreal Protocol, efforts to align Türkiye’s commercial and political relations with the European Community, the growing involvement of Western countries in the agreements, and the potential environmental prestige gained from cooperative endeavors. The study emphasizes the trade provisions and Article 5 status within the Montreal Protocol, both of which played a critical role in influencing Türkiye’s policy choices. This significance primarily stems from the requirement for new calculations in abatement costs. It illuminates the causal links between specific design elements of the ozone regime and their impact on Türkiye’s policy decisions.

Abstract:
Financial turmoil damages national and global economies, but the causes of financial crises vary, with a combination of financial and political factors creating them. By asserting that every financial crisis necessarily involves political aspects, this study aims to certify that the poor policy response of Turkey, which has relied heavily on a “president over institutions” approach, has contributed to the ongoing severe currency and debt crises. Focusing on the two predominantly domestically induced crises of 2001 and 2018, this article analyzes secondary literature and data to put forth a framework that combines the fiscal policy response with a look at the country’s institutional strength and shows how financial uncertainty and instability exacerbated the conditions of the ongoing 2018 crisis. The study also finds that deteriorating political institutions in Turkey, marked by a lack of governmental efficacy that has led to compromised financial and fiscal sustainability, has played a considerable role in the onset of the 2018 crisis.

Abstract:
This study primarily aims to draw attention to the role of the European Union (EU) and the United States (US) in North Macedonia’s1 transition from a hybrid regime to a standard democracy from 2015 to the present. The stability of the country has been of paramount importance for the Western interests, thus the EU and US have continuously supported successive governments to uphold the de-facto powersharing system that prevailed since its independence in the early 1990s. By employing Levitsky and Way’s theoretical framework of linkage and leverage, this study aims to elucidate the decisive roles played by the EU and the US in cultivating the conditions necessitated for North Macedonia’s gradual democratic transition after 2015. To do this it addresses political developments in North Macedonia, discusses the problems that aroused during this transition period, which are inherited in a lack of democratic culture and widespread corruption, and finally, suggests that as the Macedonia example demonstrated, EU support and tutelage is critical during such challenging transitions.

405. From Arming to Fighting? The Steps to War, Mutual Military Buildups and Dispute Onset in the Greece-Ottoman Empire/Turkey Rivalries

Abstract:
Recent developments in the operationalization of mutual military buildups raise some questions about the findings of the quantitative literature on the association of mutual military buildups (MMB) and militarized dispute (MID) onset in the Greece-Ottoman Empire and Greece-Turkey dyads. We use the novel data to evaluate that relationship, working within the Steps to War explanatory framework. The Greece-Ottoman Empire and Greece-Turkey cases are puzzles for the framework, since on the one they have had a frequent presence of the Steps to War but have far fewer wars than we would expect. Our analysis indicates that despite that puzzling incongruity the Greece - Ottoman Empire and Greece-Turkey cases are good fits for the Steps to War, except when it comes to the role of mutual military buildups. We find indicators that while the other factors of Steps to War have a positive combined association with MID onset, the inclusion of mutual military buildups renders such an association statistically insignificant. On the other hand, we do find indicators that mutual military buildups may contribute to the transition from Lesser to Severe Rivalry, as per the Steps to Rivalry. Finally, the dyads reach infection periods that make war more likely as per the Steps to War. But many expected wars do not take place. We posit two possible explanations for future research: deterrence, or major power managerial coordination.

Abstract:
In recent years, an increasing number of nations have developed and institutionalized immigration programs aimed at attracting high-net-worth individuals, promising expedited residency and, in many cases, a streamlined path to citizenship. These initiatives target individuals expected to contribute economically, whether through immediate financial investments, capital transfers, or desirable professional skills deemed essential for national economic competitiveness. This article critically examines the rise of talent programs against the backdrop of scholarship studying investment-based citizenship schemes. While there is a developed literature studying investment-based citizenship programs and criticizing the imposition of neoliberal rationalities on state-induced meanings and practices of citizenship, there is less attention paid to the implications of these so-called merit-based citizenship programs. We argue that both sets of schemes follow a neoliberal market logic, prioritizing immigrants based on their perceived economic value. We explore how these programs disembed potential immigrants from their social contexts and perpetuate market-based inequalities. Thus, we propose that despite the distinctions often made between talent programs and investment schemes, both contribute to the reinforcement of a global citizenship hierarchy. Drawing on examples from Organization for Economic Co-operation and Development (OECD) countries’ skilled migration initiatives, we demonstrate how these programs shape discourses of selectivity and “deservingness” for future citizenship. Through a comprehensive analysis of legal frameworks and policy databases, the study highlights the complex interplay between migration policies, commodification of citizenship, and global hierarchies. Ultimately, it calls for a deeper understanding of the continuities and transformations in citizenship logics enabled by the infusion of market dynamics into migration policies.

Abstract:
Abdullah Hamidaddin edited a comprehensive study published by Bloomsbury in cooperation with King Faisal Research and Islamic Studies. The book provides outstanding research on the Huthi movement including sections on its ideology, belief system; and role in reconfiguring one of the oldest and strongest culture and history in the region. The current state of the Yemeni government, that is the divided and insecure rule of country since the Arab revolts in 2011 poses military and political threats to the Arab Gulf States and the Horn of Africa. Yemen hosts paramilitary groups like the Huthis and Al-Qaeda in the Arabian Peninsula along with unorganized groups belonging to Islamic State of Iraq and Syria (ISIS) as well as military groups with links to the Southern secessionists. Yemen is a failed state that poses serious insecurities for its citizens and for other states in the region. The underlining socio-economic problems of Yemen in terms of lack of economic activities, food insecurity, and the security of civilians are closely related with the ongoing proxy war between Saudi Arabia and Iran; the military intervention led by Saudi Arabia since 2015; the internal conflict among three major groups including Huthis, the Central government and the Southern secessionists. Amid all these overlapping elements of the conflict, the nature of the Huthi movement and how it has evolved to be major actor in Yemen require further attention. The purpose of the book is to illustrate the nature and impacts of the Huthi movement in Yemen. A multi-layered and multi-disciplined analysis of the movement in the volume edited by Hamidaddin divides and categorizes the overall content. The research, thus, is a significant and meaningful academic effort as it fills in a valid gap on the Huthi movements in the literature for this closed religious and political group operating in Yemen. The book is also important for understanding the current form and content of the war in Yemen because the case studies in the volume focus on quite recent issues like the education and media policies of Huthis.

Abstract:
By assuming a proactive role in international environmental regimes and extending the ‘green’ dimensions of its Belt and Road Initiative (BRI), China has been seeking to promote itself as a leader and responsible stakeholder in global environmental governance. This article examines this development concerning the notion of China’s ‘soft power’ and, more specifically, the notion of ‘green soft power’ – which aims to bridge the traditional concept of soft power with a state’s behavior on environmental and climate issues. China presents an interesting case since it has accrued a considerable amount of green soft power through its multilateral environmental diplomacy practiced at the Conferences of the Parties (COPs), the high-profile annual United Nations Climate Change Conferences, but its patchy deployment of environmental standards in the bilateral engagements under the BRI highlights the contradictions in referring to China as a green soft power. With these ideas in mind, this article holds that in the search to understand the evolving nature of China’s responsible stakeholder role, attention should be given to exploring the notion of green soft power.

Abstract:
Gathering evidence is of utmost importance in any legal proceeding. However, sometimes, one of the parties may hide specific evidence, which complicates the adjudicators’ reaching of a fair conclusion. For such cases, judges or arbitrators can use several tools, one of which is adverse inference. An adverse inference is a negative conclusion that may be drawn from a party’s failure to provide some evidence without a valid excuse for non-production. By drawing it, adjudicators assume this evidence would harm the party’s interests. At the same time, adverse inference is quite a radical tool because it may strongly impact the final decision. Because of this, adjudicators are sometimes cautious about using it. This paper analyzes the notion of adverse inference in the context of the dispute resolution mechanism available in the WTO. In particular, three cases were summarized in which the Appellate Body made interesting findings regarding the application of adverse inference. As a result of the work, conclusions from these cases are made that can be used by lawyers in future WTO disputes, as well as in other international and national dispute resolution fora.

Abstract:
After the beginning of the conflict in Ukraine and Russia’s annexation of the Crimean Peninsula, the Czech Republic became fully aware of the threats posed by the Kremlin despite President Zeman has denied the presence of Russian troops in Ukraine and has criticised the EU sanctions against Russia. Czechia belongs to the group of countries through which Russia influences the EU, to gradually and deliberately erode its structures. Russia exerts a strong influence on the Czech Republic by non-military means, including disinformation and propaganda, the activities of secret services, and penetration of its economy and specifically its energy sector. The article aims to answer the question about the role of Russian disinformation and propaganda in the context of Russian influence in the Czech Republic. The role of Russian disinformation and propaganda and how Russia influences Czechia is extensively analysed. The main hypothesis is that Russia treats the Czech Republic as a key state for espionage and disinformation activities and as a zone of influence, undermining the sovereignty of the Czech Republic and the role of NATO and the EU.

Abstract:
The article falls within the political science of religion, a “transactional” perspective. A critical point at stake here is preserving the political system, which officially draws on socialist ideas, and Hochiminhism, which consists of the deferring of liberal democracy. A historical background of the emergence of Catholicism in Vietnam has been shown, which proves that Catholics operated under the shadow of anti-national and anti-patriotic accusations. This narrative was additionally strengthened during Indochina’s war when the ruling Communist Party required consolidation around nationalist and communist ideas. The change brought by the reform of Doi Moi, which on the first plan put up economic liberalization followed by greater tolerance and openness, but without changing the party system. Catholics enjoy greater freedom; they can also join the Communist Party, which, in return, expects stabilization and support for the political system. New forms of cooperation with religious groups have been developed. However, some of them are still criticized, including limitations related to the registration of religious groups and control by the state apparatus.

Abstract:
India, Bangladesh, and Pakistan have dominated the global ship recycling market in the 21st century. A recycled ship provides steel and other metals for industrial reuse. In addition to economic gains, ship recycling affects the environment and workers’ health. The article compares the changes in the policies of the governments of India, Bangladesh, and Pakistan regarding recycling shipyard operations from 2009-2022 in the context of international and EU law standards. It also shows the impact of international organizations, shipbuilding trade unions, Shipbreaking Platform non-governmental, Maersk shipping company, and Norway on the decisions of South Asian countries to make them ratify the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships. Analysis of the collected research material allows us to conclude that the governments of India, Bangladesh, and Pakistan have shown varying degrees of understanding of introducing legal regulations for safe ship recycling.

Abstract:
This paper seeks to improve comprehension of issues related to political stability. The primary elucidating tool employed is the multifaceted approach to political stability. This is the idea that similar political stability mechanisms can be observed in many different political contexts. These phenomena consist of conspicuous discrepancies between the stability of dimensions or layers of the political sphere. The lack of congruency between political stability and economic stability, differences between the stability of government authorities and the stability of the whole political system, or the gap between social and political stability are examples that are not difficult to grasp in ordinary observations of political appearances. The main task of this paper is to explain and elaborate on the reasons behind this phenomenon. As an additional value, some suggestions of how our findings can change the view on the method of research on political stability are to be found. The outcome of our investigation can be applied to comparative politics, constitutional studies, and political system analysis. The paper is particularly significant for empirically oriented political theory.

Abstract:
Central Europe is associated with several cultural, economic, and geopolitical processes undergoing considerable intensification in the 21st century. The emergence of nationalist sentiment in this region of the continent coincides with it. This is particularly evident in countries politically dominated by radical right-wing ruling parties (e.g., Poland, Hungary), aiming to reshape the EU, opposing the system of liberal democracy in favor of social solidarity and a Europe of Homelands, rejecting the concepts of a federal Europe, and supporting the idea of national sovereignty. These concepts are taken up by conservative formations of a populist nature, which explain their activities with Eurorealism. The consequence of this policy is the emergence of new visions of Central Europe and the desire to increase the region’s role in international relations. An essential role in these processes is played by the politics of memory preferred by the ruling regimes.

Abstract:
The article explores a possible connection between nationalism, capitalism, and nationalist movements’ common hostility towards environmental policies. It draws from materialist assertions about the capitalogenic nature of ecological degradation and modernist theories of nationalism, which explain it as a product or by-product of capitalist modernization. By employing theories of nationalism’s instrumentality in preserving the existing social hierarchies, the article proposes that this approach might be extrapolated onto socioecological hierarchies, which are contested or have their fundamental rules challenged by many environmental policies. Nationalism may then be seen as an instrument of capital – personified by the privileged elites – taking advantage of an ideology that appeals to those ‘left behind’ by modernization and globalization to thwart or delay changes to the socioecological status quo. An identity-based movement is thus utilized to protect the continuing exploitation and appropriation of nature. This proposed connection underscores the need for further empirical research, which is crucial for a comprehensive understanding of the topic and its potential impact on environmental policies.

416. EU-ASEAN Political Relations in the Light of Values and Norms of the International Liberal Order

Abstract:
The article aims to analyse the significance of liberal norms and values in the development of political relations between the EU and ASEAN, an issue which has been only selectively analysed in academic literature. At the same time, the topic of the article fits into a broader landscape of issues associated with the development of relations between international intergovernmental organisations in contemporary international relations, only partially studied in Polish and international literature to date. Considering the essential framework of classic constructivism, as well as significant contributions added by critical constructivism, the article formulates a research hypothesis whereby the European Union and ASEAN are organisations which, while recognising the importance of liberal values and norms, take a different approach to their promotion and protection. The European Union, which attempted to act towards ASEAN as an interpreter and diffuser of the aforementioned values and norms in the 1990s, adopted a pragmatic approach over time, in response to ASEAN’s stance and actions, limiting its role in this respect and taking regional conditions and dependencies into account. In order to verify this hypothesis, three research questions were formulated, namely: What is the place of liberal norms and values in the EU and ASEAN policy documents? Is the respect and protection of liberal norms and values an important element declared in mutual relations? How do both sides approach the implementation of liberal norms and values in practice in selected cases? This article is structured around these issues and discusses the significance of liberal norms and values in EU and ASEAN policy documents, the place and role of liberal norms and values in documents underpinning EUASEAN relations and in EU documents formulated towards ASEAN and the Southeast Asian region and also provides an analysis of EU and ASEAN policy towards Myanmar.

The main aim of this paper is to find a pattern in the possible way the regional and global order interact with each other. To analyse the interaction, India and Indonesia are presented as the case studies. The rationale behind choosing India and Indonesia is, that both of them since their independence have had similar foreign policies and approaches to international order. On the other hand, both of the countries have been coined as the rising power in the current international relations. While the system-led analysis generalizes the top-to-bottom approach to explain the interaction between regional and global order, the increasing multiplicities in the distribution of power made it more difficult to simply generalise it. Thus, this article attempts to fill that gap.

Abstract:
The aim of this article is to analyse the ontological and epistemological dimensions of the main stages of the development of regional studies as a sub-discipline of international relations. The research problem of the article focuses on the interdependence and significance of regional studies as a sub-discipline within the scholarly discipline of international relations. The issue of regionalism and the region arose in the period of the establishment of international relations as a scholarly discipline during the interwar years, and was further conceptualized in the 1950s and 1960s during the Cold War period. The status of regional studies was then marginalized in methodological, ontological and epistemological discourse by the main theoretical trends of international relations. As a result, it was only after the end of the Cold War that we witnessed a gradual, systemic process of reintegration of regional studies within the discipline. This article argues that the reintegration of regional studies into the discipline of international relations is a function of two parallel processes that are interrelated: the transformation of the liberal international order after the end of the Cold War and increased pluralism in scholarly discourse within the discipline of international relations. These developments and their associated academic implications have contributed to the consolidation and strengthening of regional studies as a major subdiscipline of international relations.

Diversion—falsifying the end-user—is another common tactic that the Party has successfully used to acquire critical technology, including dual-use items that it would have been otherwise unable to obtain. Talent attraction is an underrated part of technology acquisition that the CCP has promoted in academia as well as in the corporate sector to help advance its technology ambitions. Foreign businesses have been willing to engage in technology transfer in return for potential access to the PRC market. This tradeoff frequently has not paid off for these firms.

Centralizing reforms to the Ministry of State Security probably constitute the most important development in China’s civilian intelligence system since its establishment in 1983. These reforms instituted “vertical leadership,” under which the MSS is empowered to control local bureaus’ personnel affairs, budgets, and oversight. Structural changes that began in 2016–2017 mean that local state security bureaus are no longer subject to the authority of local party committees, and so are freer to impose a security-first agenda on other government agencies, leading to a more oppressive political environment. The ministry is now better able to direct joint operations between bureaus, exploit pockets of regional expertise, and ensure that local activities serve the strategic intelligence and security requirements of the central government. The reforms are part of Xi Jinping’s broader efforts to ensure that the “party center has supreme authority over state security.” The state security system’s further empowerment suggests it is likely to remain a powerful and durable interest group in PRC politics beyond the Xi era.

In an apparent U-turn, the People’s Republic of China (PRC) has initiated stimulus policies that have boosted the stock market and are attempting to jump-start key sectors and meet the annual GDP growth target of 5 percent. In the last week of September, the central bank announced a package worth at least 2 trillion Renminbi (RMB; $280 billion), cut the banks’ reserve requirement ratio by 50 basis points, and hinted at further measures. The domestic and international response has been underwhelming, in part because the package leaves the economy even more overleveraged than before. President Xi Jinping’s attempts to enhance the PRC’s global stature, including through a recent ICBM test and by deepening support for Russia’s war in Ukraine and for other countries willing to denounce the United States and the West, will not help the domestic economic woes as they discourage foreign investment.

The PRC’s strategic use of and reluctance to establish military hotlines reflect a calculated approach to escalation risk, which can be seen in crises ranging from the accidental bombing of its embassy in Belgrade in 1999 to the present day. There is a recognition that hotlines offer tactical benefits, but they are not viewed as a solution to the broader challenges in US-PRC relations. The PRC is largely skeptical of military hotlines, believing that they lack utility and could potentially undermine its national security. Defense scholars fear that the existence of a mechanism to de-escalate crises could embolden adversaries to take more risks, and doubt that hotlines can help mitigate long-term mistrust in bilateral relations. Official media in the People’s Republic of China (PRC) has finally begun to comment on the Ukrainian operation in Russia’s Kursk oblast, which began on August 6. It gives Ukraine low odds of success, emphasizes Russia’s strength and successes elsewhere in the conflict, and has started amplifying Russian propaganda about US involvement and potential Ukrainian attacks on the Kursk Nuclear Power Plant. For the two weeks after Ukrainian forces invaded Russia’s Kursk Oblast on August 6, PRC state media either ignored the developments or provided minimal reporting, mostly recycling statements from Russian officials and media. The PRC’s muted coverage follows a pattern of delayed responses to surprising events and volatile situations, also seen at the outbreak of the war and during Prigozhin’s mutiny in June 2023. This can be taken as evidence that authoritarian systems are not necessarily capable of responding quickly to developments, especially when decision making is highly centralized.

New Economic and Technology Development Zones (ETDZs) in the Tibet Autonomous Region (TAR) are focused on pockets of the Han population, which will exacerbate tensions within the region. The Tibetan economy is already largely under Han control (except for in the agriculture and livestock sectors), and Han people constitute the majority group in many of Tiber’s urban centers. The TAR government has set up the zones to import practices from elsewhere in the People’s Republic of China (PRC) and shift the region’s economy away from traditional sectors and toward export-oriented industries, construction, and even high-tech manufacturing. The TAR’s external trade is currently limited to Nepal, due to ongoing border tensions with India. Meanwhile, infrastructural challenges hampering the development of the Sichuan-Tibet railway or national highways connecting the TAR with other provinces suggest that further integration with the rest of the PRC remains some way off. In a related policy, the PRC has developed border towns strategically located near land border ports that it has built along its borders with India, Nepal, and Bhutan. Infrastructure buildup on the border could also serve a dual-use purpose in the case of a conflict, as has been the case in India in recent years.

Translation forms a crucial part of People’s Liberation Army (PLA)-directed research. This is done to support influence operations, enhance cooperation with the Russian military, and even understand US policy discussions on social media. Recent research from institutions such as the PLA Strategic Support Force’s (PLASSF) Information Engineering University indicates that the PLA can conduct cognitive domain operations against not just Taiwan or the United States, but almost anywhere—including authoritarian states such as Vietnam. The PLA has spent at least five years building corpora of foreign language texts to train machine translation tools, though the scarcity of quality resources has been an issue in creating useful tools. The extent to which LLMs will become an additional tool in this research is unclear. At least some PLA machine translation efforts rely on foreign open-source tools, such as Google Translate and DeepL.

The People’s Liberation Army (PLA) Strategic Support Force likely was designed principally as a transitional structure meant to provide a home for disparate space, cyber, and informatization forces until their force structure could be developed enough to stand as independent branches. The successor branches of the SSF, the new Space Force, Cyber Force, and Information Support Force, likely maintain the units, capabilities, and mission areas previously held under the SSF. These branches can be best understood as rough PLA equivalents to US functional combatant commands, non-geographically defined joint-force structures intended to support services and military theaters by providing critical capabilities and operations in strategic domains of warfare. The creation of the branches also has the benefit of bringing critical resources and capabilities under the direct oversight of the Central Military Commission. This design feature is likely motivated by a desire to have greater control and more closely shape broader PLA modernization. As the result of the ongoing military reform, the military’s guiding and leadership role over civilian bureaucracies seems to be strengthened. Meanwhile, the responsibilities of the State Council and local governments on NDM have been substantiated, and the administrative work which the PLA used to undertake has been transferred to local governments. A clearer division of labor between the military and civilian bureaucracies allows the PLA to focus on the development of combat capabilities without being distracted by administrative work, while more attention and resources devoted to national defense projects by civilian bureaucracies are likely to improve NDM work. National defense mobilization is an area where the PLA and civilian bureaucracies need to cooperate closely during peacetime to allow an effective generation and mobilization of national resources during wartime. The national defense mobilization system (NDM system), composed of civilian bureaucracies and the PLA bureaucracies, used to be characterized by a bureaucratic structure in which the military sat above local governments and both guided and administered a significant portion of administrative work related to national defense development.

Analysts believe the ousting of officials like Li Shangfu will not necessarily directly weaken the PLA’s combat capabilities, given the defense minister’s primarily diplomatic role. Bu çalışma, Türk İş Hukuku’nda denkleştirme kavramına ve uygulanma sürecine odaklanmaktadır. Denkleştirme uygulaması, işverenlerin çalışanları haftalık çalışma süresinin üzerinde çalıştıklarında bu fazla çalışma sürelerini sonraki haftalarda eksik çalışma olarak kullandırabilecekleri bir sistemdir. Bu sistem, işin yoğun olduğu dönemlerde çalışanların fazla çalışmalarının karşılığında ücret ve dinlenme sürelerinin dengelenmesini sağlamaktadır. Çalışan perspektifinden ele alındığında, bu sistem onlara fazla çalışma sürelerini dinlenme süresi olarak kullanma fırsatı sunar ve günümüzde esnek çalışma modeli olarak da kullanılmaktadır. Ayrıca çalışanların kendilerine dinlenme süreleri ve çalışma sürelerini dengeleme şansı vermektedir. Çalışmada, denkleştirme sürelerinin perakende sektöründeki uygulama örneklerine yer verilmiş, Türkiye’deki ve Avrupa’daki hukuki boyutu incelenmiş ve uygulama çalışanlar açısından değerlendirilmiştir. Denkleştirme uygulaması hem hukuki açıdan hem de insan kaynakları yönetimi açısından değerlendirildiğinde çeşitli avantaj ve dezavantajlar barındırmaktadır. Literatür tartışmalarının ardından 92 perakende mağazası yöneticisiyle yapılan panel toplantısı sonrasında, perakende sektöründe denkleştirme uygulamasıyla çalışan 18 satış temsilcisi ile mülakatlar yapılmıştır. Araştırmanın sonucunda, uygulamada denkleştirilemeyen süreler, denkleştirme sürelerinin takip zorluğu, iş sağlığı ve güvenliği açısından oluşan riskler, resmî tatillerde denkleştirmeyi uygulama güçlüğü, fazla çalışma karşılığında çalışana ücretinin ödenmemesi gibi sorunlara öneriler üretilmiştir. Ayrıca denkleştirme politikalarının daha etkili hale getirilmesi için çalışan ve yöneticilere yönelik eğitimlerin verilmesi sürecin şeffaf bir şekilde sürdürülmesi gerektiği vurgulanmıştır.

Bu çalışma, marka deneyimi ve hikâye anlatıcılığı kavramları arasındaki ilişkiyi tespit etmeyi amaçlamaktadır. Marka deneyimi ve hikâye anlatıcılığı kavramlarının, marka ile müşteri arasındaki ilişkide yarattığı duygusal ve davranışsal etkiler (memnuniyet, deneyim, güven ve sadakat gibi) incelenmiştir. Veri toplama yöntemi olarak nitel bir araştırma yöntemi olan odak grup görüşmeleri (üç oturum) kullanılmıştır. Odak grup görüşmelerinde 20 ile 30 yaş aralığında bulunan 8 kadın ve 8 erkek olmak üzere toplam 16 katılımcı yer almıştır. Bütçe ve zaman kısıtlarının olması nedeniyle tesadüfi olmayan örnekleme yöntemlerinden kolayda örnekleme yöntemine başvurulmuştur. Katılımcılara toplam 18 soru yöneltilmiştir. Katılımcılardan öncelikle marka olgusunu kapsayan soruları, daha sonra marka deneyimi sürecinde hikâye anlatıcılığına ilişkin soruları yanıtlamaları istenmiştir. Elde edilen bulgular detaylıca analiz edilmiş ve yorumlanmıştır. Çalışma sonuçlarına göre, hikâye anlatıcılığının marka deneyiminde bir bakıma katalizör görevi üstlendiği görülmektedir. Tüketicilerin duygularına hitap eden, iyi bir şekilde kurgulanmış ve doğru kanallarla ifade edilen gerçek bir hikâyenin tüketicilerde empatiyi arttırdığı ve onları ikna ettiği ortaya konulmuştur.

Bilişim İletişim Teknolojilerinin (BİT) gelişimiyle birlikte beden hızla dijitalleşmektedir. Bedenin bu durumu, tüm algı ve deneyim pratiklerinin köklü bir şekilde değişmesi sonucunda meydana gelmektedir. Hareketli ekranlar, datalar ve kodlarla etkileşim içinde olan beden, bu teknolojik araçların bir uzantısı haline gelmiştir. Artık tüm dijital araçlar bedenle iç içe geçmiş durumdadır. Bu noktada arzu, eğlence, özgürlük gibi pratikler bedeni biçimlendirmenin araçları olarak öne çıkmaktadır. Bu makalede, bedeni biçimlendiren bir eğlence pratiği olarak Leonardo da Vinci: Yapay Zekâ Işığın Bilgeliği / CERN’den NASA’ya İnsanlık ve Metaverse dijital sergisi incelenmiştir. Bu bağlamda bedenin dijital çağdaki durumunu kavramak amaçlanmıştır. Makalede yöntem olarak dijital otoetnografi yöntemi kullanılmış; araştırmacı kendisini inceleme nesnesi, başka bir deyişle dijital sergiyi deneyimleyen olarak ele almıştır. Bu bağlamda inceleme, Walter Benjamin’in optik bilinçdışı, sanat eserinin aurası – sezgisel algısı – ve kullanım değeri üzerine olan düşünceleri, Rosi Braidotti, Katherine Hayles, Amber Case’nin posthüman beden kuramı ve Friedrich Nietzsche’nin yabancılaşma konusundaki düşünceleri ekseninde gerçekleştirilmiştir. Araştırma sonucunda ise, bedenin teknoloji dolayımlı olduğu görülmüştür. Bedenin bu hali, dijital endüstrinin yerleştiği, aktığı ve bedeni yeniden üreterek sistemin işlerliğini sağladığı bir alan olarak anlaşılmıştır. Beden, BİT’in alanıyla eklemlenerek, algısal bir çeşitliliğe açılmıştır. Bu çeşitlilikle haşır neşir haldeki beden, kendine odaklı aynı zamanda hikayeden yoksun bir forma kavuşmuştur. Diğer yandan, dijital sanat eserinin içindeki beden de yeniden üretilmiş, bağlamından kopartılmıştır. Deneyimleyen beden tükenen ve tüketen bir forma evrilirken, eserin içindeki beden de benzer bir duruma evrilmiştir.

Bakhtin, çeşitli sanat dallarında oluşturulan anlatıların incelenmesi için Einstein’ın Görelilik Kuramı’ndan ödünç aldığı kronotop kavramını geliştirmiştir. Bu kavram çerçevesinde yapılan anlatı çözümlemelerinde zaman ve uzam kurucu öğe kabul edilerek birlikte ele alınmaktadır. Bakhtin’e göre zamansal ve uzamsal belirlenimler, duygu ve değerlerin izlerini taşır. Yüzyıllara bağlı olarak değişen kronotopları yazınsal metinler üzerinden sınıflandıran araştırmacı yol – karşılaşma kronotopu, şato kronotopu, kesişme kronotopu (misafir odası ve salon kronotopu, sokaklar, kentler, kırsal bölgeler ve taşra kasabaları) ve eşik (kopuş) kronotopu olmak üzere dört temel kronotop belirlemiş; on dokuzuncu yüzyıl metinlerine kadar sürdürdüğü çözümlemelerinde ulaştığı kronotop türlerinin yanı sıra farklı ülkelerin yazınsal metinlerinde ve farklı dönemlerde başka kronotopların da saptanabileceğine dikkat çekmiştir. Kronotop kavramı, günümüzde yazın dışındaki sanat dallarında üretilen anlatıların çözümlenmesinde de kullanılmaktadır. Emin Alper’in Kurak Günler (2022) filmi açılış sekansından itibaren zaman ve uzamın kurucu öğe olarak karşımıza çıktığı bir anlatı sunmaktadır. Bu yapısı, filmin kronotop kavramı çerçevesinde incelenmesine olanak sunmaktadır. Suç ile güç arasındaki ilişkiyi irdeleyen, linç kültürünü besleyen kodların nasıl yeniden üretildiğini ortaya koyan ve izlekleriyle anlatıdaki zaman ve uzam öğelerine ilişkin obruk vb. imgeler arasında doğrudan bağlantı kuran Kurak Günler filmindeki kronotopların saptanmasının ve anlatıdaki işlevlerinin çözümlenmesinin amaçlandığı bu çalışmanın araştırma soruları şöyledir: (i) Filmde hangi kronotoplar bulunmaktadır? (ii) Bu kronotoplarla Bakhtin’in belirlediği dört temel kronotop arasındaki benzerlik ve farklılıklar nelerdir? (iii) Filmde tespit edilen kronotoplar, anlatının yapılandırılmasında hangi işlevlere sahiptir? Yapılan incelemelerde filmdeki kronotopların Bakhtin’in dört temel kronotopuyla büyük ölçüde benzerlik gösterdiği tespit edilirken anlatının kronotoplarla filmin temel izlekleri arasındaki ilişkinin koşutluğu üzerinden yapılandırıldığı görülmüştür.

Kök aile, hayatımız boyunca yaşantımızı, davranışlarımızı, yönelimlerimizi ve birçok tercihimizi etkileyen temel unsurlardan biridir. Partner seçiminin de kök aileden etkilenen önemli alanlardan biri olduğu düşünülmektedir. Bu açıdan, partner seçiminde ağırlıklı olarak ele alınan karşı tarafı çekici bulma, erişilebilirlik ve beğeni/karşılık görme faktörlerinin dışında, kök ailenin etkisinin de ele alınması, yapılan seçimin doğasına dair daha detaylı sonuçlar elde etmek açısından oldukça önemlidir. Bu fikir ve bulgulardan hareketle Türk kültüründeki aile yapısının farklı boyutlarının, bireylerin partnerlerini seçerken hangi alanlarda etkileri olabileceği araştırma sorusunu oluşturmaktadır. Araştırma, iki farklı ölçeğe dayalı anket soruları kullanılarak 18-64 yaş aralığındaki 306 katılımcıyla gerçekleştirilmiş; sonuçlar ağırlıklı olarak regresyon ve korelasyon analizleriyle elde edilmiştir. Bu doğrultuda, Türk aile yapısının işlevselliği ile partner seçimindeki kısıtlayıcı inançlar arasında negatif ve anlamlı bir ilişki gözlemlenmiştir. Türk aile yapısı, aile içi güç dengesi ve sosyal algılar, evlilik için aşkın yeterli olduğu inancını ve zıt partnerlere çekilme eğilimini etkilemektedir. Türk aile yapısının modern kalıplarda gelişmesinin, tek doğru partner ve bu partneri bulmanın doğal bir süreç olduğuna dair inanca negatif yönde etkisi mevcuttur. Evlilik öncesi birlikte yaşama düşüncesi, dini ve kültürel değerler nedeniyle ön planda değildir. Ancak, dini değerlere verilen önemin artması partner seçimi için aşkın yeterli olduğu düşüncesini desteklemektedir. Sonuç olarak, incelenen alt boyutlar arasında pozitif ve negatif yönde anlamlı ilişkiler saptanmış, Türk kültürü çerçevesinde kök ailenin partner seçimi üzerindeki etkisi vurgulanmıştır. Araştırmanın bulguları, ilgili literatür kapsamında ele alınarak tartışılmıştır.

Abstract:
The first article of this issue is on the field of law. The study is titled “A Street Law Course Experience for Raising Human Rights Awareness”. This study by Meltem Yılmaz aims to examine the contribution of ‘street law’ type legal clinic courses to increase of human rights awareness among both law students and society. As a result of the study, the author finds that giving street law-type law clinics as elective courses in the last years of faculty of law education is the most efficient option; in addition, the importance of enhancing the courses in terms of active learning methods and techniques was emphasized in order to increase efficiency concerning high school and secondary school students’ achievements. The second study in this issue is “War and Peace in Game of Thrones as An Epic Narrative”. This study from the field of psychology was conducted by Büşra Alparslan. The aim of the study is to investigate to examine the war and peace themes in the TV series Game of Thrones, which can be considered as an epic a popular culture narrative. This study’s results reveals that Game of Thrones somewhat differs from traditional epic narratives. Although classical themes like “just war discourse” pops on and off throughout the show, it is also emphasized that, unlike the traditional approach, war is not a glorious act. The third study in this issue is from the field of human resources titled “Adaptation of the “Design Thinker Profile” Scale into Turkish” by Ayça Uğur and Kemal Özkan Yılmaz. As the title suggests, the aim of the study is to adopt “Design Thinker Profile” scale developed by Chesson (2017) to the Turkish and to assess its validity and reliability. The results show that the scale has validity and reliability in Turkish. Another study in our journal is titled “Development of Maritime Public Transportation in Istanbul in the Framework of Organic Transportation Approach”. The study conducted by Ceyhun İlsever and Ayşe Buse Cılız aims to make concrete suggestions for the development of urban maritime public transportation in Istanbul in line with the principles and criteria of organic transportation, which is developed as one of the approaches to integration, accessibility, and governance in transportation. As a result, the authors propose some suggestions under specific headings to increase the demand for maritime transportation in Istanbul. The last study in this issue is from the field of psychology. The article by Ecem Kıran, Yaren Erdoğdu ve Naci Can Sümengen is titled “Examining the Relationship Between Eating Attitudes and Self-Compassion”. As its title suggests, this study aimed to examine the relationship between eating attitudes and self-compassion and to investigate the prevalence of this relationship in a non-clinical sample by evaluating it in terms of chronic and psychological disorders. As a result, a statistically significant negative relationship between disordered eating attitudes and self-compassion levels is found; in addition, results shows that the self-compassion levels of participants diagnosed with a psychological disorder were significantly lower, while participants with a chronic disease had eating attitudes that were significantly disordered compared to participants without a psychological disorder. In addition to the research articles briefly summarized above, we have also included a book review in this issue. Ahmet Tuğşad Doğukan and Fatih Dağ reviewed Thomas Piketty’s “Nature, Culture et Inégalités” book. According to the reviewers, in this book, Piketty examines the complex dynamics of socioeconomic disparities, questioning traditional assumptions that can be characterized as deterministic and offering an innovative perspective on the causes and evolution of inequality. While traditional assumptions emphasize natural factors such as individual abilities or resource endowments, Piketty argues that contrary to these factors, political and social forces have been more influential in the course of inequality throughout history.

449. CPR for the Turkish Economy: The 2001 Financial Crisis and its Aftermath

On February 19, 2001, at a formal government meeting, the president of Türkiye, Ahmet Necdet Sezer, accused the prime minister, Bulent Ecevit, of incompetent management of the country’s banking system and threw a copy of the Turkish constitutional code book across the table at him. The prime minister stormed out, called a press conference, and verbally attacked the president. Immediately, the stock market panicked, the lira plunged, and interest rates skyrocketed. My wife Maggie and I were celebrating a belated Valentine’s lunch that day. An embassy colleague rushed in to say the Turkish lira was crumbling. I called the prime minister and urged him to buy lira with Turkish reserves as fast as possible. He ignored my advice and by day’s end the lira was in the basement. Overnight, the savings of many ordinary citizens were devastated, and millions of dollars of value had vaporized. The causes of the collapse were many. Türkiye had experienced high inflation throughout the previous decade. The government had run large deficits and funded them with high interest bonds that avoided short-term defaults. The increased borrowing and growing public debt created a dangerous economic risk. The Turkish banking sector faced significant issues, including inadequate regulations, poor risk management, and high levels of non-performing loans. Many banks had debts that were difficult to collect. Türkiye depended greatly on foreign borrowing to finance its economic growth, but, as economic imbalances worsened, changes in investor sentiment added to concerns. Foreign investors withdrew over $70 billion from 2000 to 2001 as the economic situation deteriorated.

As public affairs officer at the US embassy in Moscow, I had the opportunity during the last years of the Soviet Union to engage with and at times respond to its propaganda efforts. My personal impressions and the conclusions I drew from them form the basis for the observations below. Whether something constitutes propaganda often depends on your point of view. The Oxford English Dictionary defines propaganda as “information that is often biased or misleading, used to promote a political cause or point of view.” Propaganda, in other words, is not analytical, although it may pretend to be. It seems to me that any one-sided presentation is in its essence propagandistic. The promotion of US foreign policy may be as propagandistic as that of any other country. Ours is “good” propaganda only because we are on the side of the angels. There are three overarching influences on the role of propaganda in a particular country: first, that country’s underlying culture; second, its form of government (in the case of Russia, authoritarianism); and third, the role of media-related technology.

Exuberant crowds in New Orleans had crowned Louis Armstrong the pretend King of the Zulus during Mardi Gras in 1949. But in 1960 when he visited the Belgian Congo, not far from the fountainhead of the Zulu people, the Congolese feted him like the real thing. Tom-tommers drummed a greeting reserved for tribal chiefs and hailed him as “Ambassador Extraordinary of the United States.” Grass-skirted tribesmen painted in violet and ochre carried him through the streets of Leopoldville on a homemade throne mounted on poles, a company of police and soldiers leading the way. His hosts had hoped to draw 1,500 people to his concert at King Baudouin Stadium, but so popular was Satchmo that 10,000 churning fans packed the stands. While they chanted “Satcheemo,” he shouted back, in wretchedly accented French, “Merci beaucoup, beaucoup.” His proudest triumph during his twenty-four-hour trip defied even the power of diplomats and kings. As he told it, “There was fighting, and they stopped the war because I played there that night.” That wasn’t merely Satchmo telling tales. The Congo was embroiled in a deadly civil conflict, with civilians caught between rampaging troops. But as one headline hollered, “They Called Truce To Dig Louis.” The Associated Press trumpeted, ‘“Wizard’ Satchmo Unites the Congo!” The warring sides, the AP explained, “joined forces to provide a heavily armed cordon ‘round Satchmo and his party.” They actually danced and cheered side-by-side at that night’s concert, although they resumed their bloody fighting once Louis left the country.

He offers military support, now via the mercenary Wagner Group, to unstable regimes across the continent, helping them retain power in exchange for diplomatic allegiance and natural resources. If the US does not meet this issue head-on, the consequences for African nations and the international community could be dire. US policymakers should look at the history of the Soviet Union’s diplomacy on the African continent– a period I witnessed personally as a diplomat on the ground– for clues on how to effectively respond to and combat this growing issue.

Pakistan is no longer an imperative for the United States. With the withdrawal of American troops from Afghanistan and the fall of the Afghan government in August 2021, our critical need for Pakistan as the only reliable land and air route into that landlocked country has all but ended. The US embassy in Islamabad is working admirably with Pakistan authorities to ensure that Pakistan remains a viable exit route for the Afghan allies for whom we seek to provide refuge, but the daily necessity of Pakistan to supply our troops, diplomats, and development officers is over. Conversely, we are no longer compelled to engage Pakistan in the vain hope it will eliminate the sanctuary it long provided the Taliban. It never did, and the Afghan Taliban’s victory owes as much to the safe haven that Pakistan gave it as it does to the corrupted Afghan state that our overabundance of dollars helped create. After the United States’ humiliating exit from Kabul, there is an understandable impulse in Washington to wash our hands of the uncomfortable and often morally compromised relationship with Pakistan. We no longer need much from Islamabad (or Rawalpindi, the Army’s headquarters), and we have a seemingly more important relationship to build with Pakistan’s archrival India. But turning our backs on Pakistan is the wrong play. To date, the Biden administration has authorized some valuable diplomatic reengagement with Pakistan, cleared a sustainment package for previous Pakistan military purchases, and sent generous assistance in response to 2022 flooding. But the White House has not offered high-level engagement. In Washington corridors, there is a clear sense that the White House is Pakistan-skeptical.

Providing aid to low and middle-income countries (LMIC) is at the heart of our relationships with those countries. The concept is that needy countries on this list of 132 LMICs, particularly the 45 Least Developed Countries (LDCs) in the bottom range of this list, require external aid for their development. However, almost all the countries on the LMIC list are the same as they were over 30 years ago, and they are no closer to graduating into a higher income category. It is highly doubtful if any LMIC will achieve the UN’s Sustainable Development Goals set for 2030. This raises several fundamental questions about the return on the US government’s investment. What are the cost-benefit and recurrent costs analyses? Do the returns justify the investment of the USG’s human resources and funding amounts? Is USG assistance contributing to modifying the host country’s behavior so that it is more favorable to US interests? Basically, is the activity worth USG resources?

Practical leadership has two dimensions. The first dimension is one we know well: choosing what to do. The second dimension is less well known. How to do it? If leaders provide guidance about what is to be done, and how to do it, the rest is management and execution. The first part, the “what to do part,” is an easy debate to follow. It is mostly about goals. People discuss problems, which problems they care about, their values, the role of government. The news is naturally devoted to spotlighting problems and making claims for attention. The second part, the “how to do it part,” is a good deal harder to understand. The debates are far more obscure. People have to make judgments about practical action. That requires specialized knowledge about the available instruments and the relevant circumstances. My argument is that between these two dimensions—the well-known what to do part, the little known how to do part—the “how” knowledge is the high card in the deck. Once it is played, high sounding goals often turn to dust. Former Secretary of State Dean Rusk put it this way: “Ideas are not policies. Besides,” he added, “ideas have a high infant mortality rate.” The “how” is the “craft” in statecraft. Usually, the best diplomacy is a kind of choreography. Roles are assigned, steps are planned. Each of the dancers hits their marks. Mastery of the “how,” as any sergeant can tell you in a platoon, is the true source of practical leadership. Yet this dimension is not well understood. It is infrequently studied and rarely taught.

What effect has NATO enlargement had on US national security? Few issues have been as central to US foreign policy over the last three decades. Since the mid 1990s, a bipartisan foreign policy consensus has held that enlarging the alliance was critical to US national security and the only practical manner of consolidating what President Clinton termed a Europe “whole, free, and at peace.” This position is so well-established in the United States’ political culture that several rounds of NATO expansion proceeded without meaningful debate in the US Senate. Indeed, occasional efforts by some policymakers to question the merits of enlargement have been met with accusations of isolationism, or of “working for Vladimir Putin”. By this logic, not only does US national security benefit from an enlarged NATO, but were the United States to stop expanding NATO the sky would be likely to fall. In contrast, this paper makes the case that NATO expansion has been a net loss to US national security and ought not to continue. Note that I focus on US national security, not whether enlargement may have benefitted other actors. Drawing on over a decade of archival research into the origins and consequences of enlargement, I advance three specific arguments. First, claims that NATO benefitted US national security by anchoring the alliance, ensuring the stability of Central and Eastern Europe (CEE), and promoting democracy are almost certainly overstated. Instead – second – the alliance has generated a host of problems for the United States by encouraging allied cheap riding and reckless driving, limiting US strategic flexibility, and contributing to the collapse of relations with Moscow. As a result, future enlargement to states such as Ukraine is not in the United States’ interest. The remainder of this essay proceeds in three sections. First, I review and critically evaluate the purported benefits of NATO enlargement. From there, I discuss the variety of problems enlargement has posed to US national security. In both of these sections, I pay particular attention to the consequences of enlargement itself and to how alternative policy options may have affected US interests. I conclude by briefly reflecting on the future of enlargement at a time when Ukrainian accession in particular dominates policy debates.

The European Union has been an unprecedented success of diplomacy and cooperation. In the European mind, there has always been a dream to reconnect the broken parts left behind with the fall of the Roman Empire. For fifteen centuries, the tool for this project was warfare and political domination by one country or another. These measures failed in chaos and catastrophe. The last – the greatest conflict the world had ever seen – inspired Europeans to begin to rebuild the continent on an entirely different foundation. The European Union emerged and with it the NATO alliance, forming a link of transatlantic security that has held together with triumphs, divisions, and similar but separate interests for 75 years. The EU has become a major moral voice globally. In environmental protection, health diplomacy, internet privacy protection, financial data protection, anti-trust actions, the peaceful use of space, careful husbandry of marine resources and areas, and support for sustainable and resilient life for humans, among other commitments, Europe has offered outstanding leadership and contributions that are evident and admired.

For some 20 years after regaining its independence in 1991, Ukraine wavered in how far to take its relationship with NATO. That changed following Russia’s illegal seizure of Crimea and engagement in fighting in Donbas in 2014. Ukraine’s leaders and people increasingly came to view the alliance as the best answer for their country’s security needs. A growing number of NATO allies support Ukraine’s membership as important for Europe’s security and are ready to extend Kyiv an invitation to join. Other allies, however, are reluctant to take that step now, particularly while Ukraine remains at war with Russia. Division within NATO over this issue broke into the open in the run-up to the alliance’s July 2023 summit in Vilnius. Allies seemed determined to avoid a repeat at the July 2024 summit in Washington. That summit described Ukraine’s path to membership as “irreversible,” and NATO decisions focused on providing Kyiv the military wherewithal to defend itself against Russia’s continuing assaults. The “when” of Ukraine’s membership remains a question for the future.

The 75th anniversary summit of the North Atlantic Treaty Organization (NATO), celebrated in July in Washington, dwelt on bolstering its eastern flank and supporting Ukraine. The eastern flank has long been at the center of the alliance’s exertions. NATO emerged in 1949 in great part because of the 1948 Berlin crisis and the communist takeover of Czechoslovakia. Chief among the alliance’s original purposes was deterring Soviet aggression. Reinvigorated in large part because of Russian aggression against Ukraine, NATO is stronger now than at any time since the end of the Cold War. Modern Russia has never been more repressive at home, or more aggressive abroad, than now. As long as Russia uses force to pursue imperial, revanchist goals, ensuring allied security against its threats may require greater exertions and acceptance of higher risks.

Despite multiple crises over its 75-year history, NATO remains the world’s most successful alliance. It has achieved success by continually adapting to changing threats and global conditions. What many see as a weakness – decision making by consensus – has proven to be NATO’s strength. With every member holding a veto, extreme care must be taken to achieve agreed outcomes. This often takes time and an incremental approach. Strong American leadership has been required to avoid excessive delays and least common denominator outcomes. As contentious issues built up over the decades, the alliance has used small leadership groups, 34 summits, countless foreign and defense ministers’ meetings, eight strategic concepts and several special reports to adapt its policies and retain its unity. NATO is now in what might be seen as the fifth phase of its 75-year history. The first two phases were during the Cold War. The third phase was the immediate post-Cold War decade. The fourth concentrated on international terrorism. Today the focus is back on major power competition. NATO’s strategic adaptation since 2014 has continued to be incremental from summit to summit, but the cumulative impact is profound.

Over the last quarter century, an authoritarian and anti-US regime that began with popular support has destroyed Venezuela’s representative democracy, abused its oil economy, and driven more than seven million of its citizens into exile. It has now run out of steam. In the presidential elections held July 28, the regime disqualified opposition leader Maria Corina Machado, then engaged in persistent and creative harassment of a little-known substitute, only to be met with equally persistent and inventive efforts to make the vote count. The night of a record-breaking turnout, the regime announced its official candidate had won a close vote but provided no documentation. The next day, the opposition used official precinct returns to announce a better than two to one victory. A week later, the whole world knew President Nicolás Maduro had lost to Edmundo González Urrutia. But Maduro has remained in power, responding to all pressures with naked oppression clothed in Orwellian manipulations of domestic “legality”. The ultimate outcome of the political standoff remains unclear. Venezuela’s constitution calls for the inauguration of a new president to take place in January 2025. In September, González fled to Spain after being accused of conspiracy, forgery, and sabotage. Historically, exile has never been kind to those who seek it, but the cleavages in Venezuela are now so great that it is still timely to consider the international dynamics revealed by the 2024 presidential election.

At a recent event to launch Diplomatic Tradecraft, a book that discusses the day-to-day aspects of diplomacy, a colleague took me to task for saying that “diplomatic receptions are for work, not for fun” to illustrate that the public doesn’t understand what diplomats really do. My colleague said that he “looked forward to these events for the networking opportunities they gave him.” I didn’t make a point of it at the time, but he and I said essentially the same thing, just from different perspectives. To be perfectly transparent, I probably could have stated my position with much more clarity. I am one of those people who does not enjoy attending crowded functions and listening to long, boring speeches on the off chance that something of importance might inadvertently (or deliberately) be said, while at the same time making nice, often with people who would not be on my A-list for socializing. My long-time colleague, on the other hand, is a much more gregarious and outgoing type.

I always tell the young people: always ask. If you see something you want to do, an opportunity… I was at the Council on Foreign Relations, and I heard about a trip to Hungary, and this was in 1989, and the Wall had just come down, and I was really junior, and I just asked. I said, “Look, I speak fluent Hungarian; maybe you can use me as your rapporteur on this trip.” And in fact, the first time I asked, the Vice President said, “Oh, I don’t know if we have the money.” So I did some quick calculations because I knew at the time that a charter flight to Hungary was like $600, or something, round-trip from New York. So I said, “Well, I’ll pay my airfare.” It is a good thing I didn’t offer to pay for the hotel because they stayed in quite a swanky hotel. But the lesson I learned was: Oh my god! You have to ask! So, I think always ask and be open to opportunities. You can’t plan your career. I had this hokey calendar growing up with little phrases. One that always stuck with me was, “Luck is where preparation meets opportunity.” You’re getting prepared at Fletcher, and then your luck is going to be when you’re already prepared, and some opportunity comes along. You can take that opportunity because you’re prepared and because you have the guts to take it.

I liked realism from the start because I thought it did a much better job of explaining how states behave than other theories. It is not perfect, and it’s not that other perspectives don’t make their own contributions to our understanding, but I felt that realism had a much better track record in explaining how countries behaved. It also had extraordinary range across time and space: realist ideas could explain a lot about how empires acted, how city-states acted, how nation-states acted. It had explanations for why wars occur, why alliances form, why some states rise and fall. So it had a very wide applicability. And I thought that the main modern rivals to realist theory just weren’t as persuasive. Liberal theories didn’t predict that well. A good liberal would think that democracies would act fundamentally differently than autocracies, but the evidence that they do is limited. And as we talked about before, realism tells you that international law or norms will be of only limited value in controlling what the most powerful states will do.

The United States and the PRC hold opposing positions on the “Taiwan Question.” The 1979 Taiwan Relations Act affirms U.S. commitment to Taiwan’s defense by providing weapons and services to promote Taiwan’s self-defense capability.” The Act also considers “any effort to determine the future of Taiwan by other than peaceful means...a threat to the peace and security of the Western Pacific area and of grave concern to the United States.” Conversely, the PRC emphasizes that Taiwan “reunification” is a strategic priority that “cannot be dragged on generation after generation.” At the 20th National Congress of the Chinese Communist Party (CCP), PRC President Xi Jinping stated, “We will continue to strive for peaceful reunification… but we will never promise to renounce the use of force.” Despite the PRC’s coercive behavior and sharpened rhetoric, Taiwan refuses to accept “reunification” under the PRC’s proposed “One Country, Two Systems” model. ​ Nevertheless, the United States and the PRC both discourage Taiwan’s independence. Both states understand that if Taiwan were to formally declare independence, it would compel both parties to respond, potentially escalating towards military conflict. By attempting to influence Taiwan’s behavior, both great powers implicitly recognize Taiwan’s role in making or breaking their respective strategies. In this way, Taiwan maintains a powerful point of leverage in the “Triangular Relationship,” as it could take actions that trigger future conflict between the United States and the PRC.

The tensions between nationalist, regional, and global terrorist agendas, further complicated by the Shia and Sunni divide, help illuminate the “wicked” nature of the jihadist problem. Far from monolithic, the enemy in the war on terror is a confederation of competing actors joined together in a shared contempt for Israel, the West, and apostate governments. The ideological currents that fuel these religious and political movements are diverse and continuously activated along independent, mutually-supporting pathways—revolutionary, sectarian, regional anti-West, or global-caliphate strains—that tend to immunize the organizations themselves against hierarchical fragility or decapitation. While counterterrorism operations in Afghanistan, Iraq, and Syria may have weakened terrorist capabilities in the short term, they have had the opposite effect on the global map, driving organizations like al Qaeda and ISIS to pursue alternate strategies and discover new safe havens. The alarming reality is that despite our extensive, combined efforts to curb the threat of jihadist terrorism, the problem has only morphed and metastasized since 9/11.​

472. Strategic Instability: Challenges for Deterrence and the Changing Character of Warfare

The Cold War was replaced by what the late commentator Charles Krauthammer termed a “Unipolar Moment.” The Soviet Union disintegrated without the Cold War turning hot, and the United States led a broad international coalition to reinforce the rules-based international order in the First Persian Gulf War. Some thought that without an ideological alternative to liberalism, there was an “end to history.” Meanwhile, a sense of strategic complacency set into the United States as it forgot that it needed to compete geostrategically, resulting in hubris. Still, the United States was in an enviable position of not having to seriously account for strategic escalation with an adversary. That said, autocracy regained its footing in Russia, and a multi-dimensional form of competition emerged with China. In the background, terrorists planned, prepared, and conducted the September 11, 2001 attacks, and the United States focused on the Global War on Terror and linkages between rogue regimes, terrorists, and Weapons of Mass Destruction. In Europe, a growing NATO alliance seemed more focused on diplomatic engagement than military capability development and deterrence.

Over more than 20 years, the U.S. built a counterterrorism enterprise that proved remarkably successful at preventing another catastrophic terrorist attack like September 11. By investing heavily in counterterrorism over such a long period of time, America not only created new agencies dedicated to fighting terrorism but also systems that enabled the military and other security agencies to carry out a high rate of operations across multiple geographic areas, supported by unique collection platforms and tools. These further benefited from robust intelligence analysis capabilities that translated vast amounts of collected information into timely and actionable intelligence. But the inherent tradeoff was that all those dollars, intelligence resources, and more went to support primarily kinetic missions. Thus, two factors—widening the national security aperture to address other priority threats and making the counterterrorism mission more sustainable over the long term—now underlie the need to rationalize counterterrorism efforts. Today, the threats that demand quick, dedicated investments emanate from states like China and Russia and from emerging transnational threats such as climate change and pandemic preparedness.

In 2022, the Concept was written right in the middle of Russia’s brutal war of aggression against Ukraine. All of those assumptions that we had in 2010 simply don’t work. The potential of conventional war cannot be dismissed. The notion that the Euro-Atlantic area is an area of stability and predictability—well, the reality is that those tools that provide for predictability and stability are all under tremendous pressure. So this Concept starts by saying: unfortunately, our security environment is the most complex that we’ve had for generations, and we need to act and prepare accordingly. One of the priorities is to rebuild the ability to ensure the territorial defense of Allies and to rebuild our deterrence and defense posture in a way that is credible for what is essentially a much more competitive world. So that’s a big change. It’s just beyond words. If you accept that assessment, it requires a significantly more robust investment in defense, in rebuilding our militaries, in investing in the right capabilities, and in rebuilding our defense industry. So, it is a generational shift.

The Syrian crisis has prompted immediate reactions from the EU and a few other countries, including the US, Russia, and Türkiye, as well as some of their proxies. This research purposefully limits itself to examining Türkiye’s and the EU’s reactions to the Syrian civil war. According to the study’s results Türkiye and the EU have differences and similarities in six key policy areas: (1) Assad’s oppressive actions against its people drew criticism from Türkiye and the EU. (2) Türkiye and the EU have suffered as a result of the ISIS danger resulting from the Syrian civil conflict. (3) Türkiye and the EU both have humanitarian concerns and have made an effort to assist Syrian refugees. (4) Türkiye has engaged in two military operations in northern Syria in opposition to the YPG. The EU denounced these military maneuvers by Türkiye. (5) The EU and Türkiye have had discussions over the issue of foreign fighters. The EU criticized Türkiye as it failed to secure its borders, and as a result, foreign fighters utilized the country as a transit between Syria and European nations. (6) Despite opposition from the EU, Türkiye has insisted on creating a “safe zone” in Syria for Syrian refugees.

The prevailing notion suggests a universal or human civilization, positing all as subsets of a shared human experience. This article critiques this perspective, arguing that the contemporary concept of human civilization is predominantly synonymous with Western civilization. This article will elucidate its argument by drawing upon the insights of Western scholars in the field of civilizational studies. Subsequently, it will undertake a critical examination and assessment of the Western discourse, evaluating its outcomes as evidenced in contemporary foreign policy shaped by the historical backdrop of colonialism. The article uses direct quotations and historical narratives to not only scrutinize the inclination to depict Western civilization as singular, extraordinary, and unparalleled but also to highlight the persistent tendency to undervalue the importance of other civilizations, often termed as 'the rest'. It relies on primary materials authored by Western scholars concerning the notion of civilization, supplemented by secondary references citing influential intellectuals in the field. In addition to primary sources such as interviews and contemporary statements regarding pertinent events, secondary sources encompass literature on civilization within the framework of global south studies. The notion of Western civilization is depicted as a constructed political construct utilized to perpetuate Western hegemony, engender othering, and perpetuate colonialist agendas. This dynamic persists even in the post-Cold War era, wherein ongoing Western hegemony perpetuates dominance over non-Western powers. Instances reflecting this neo-colonialist paradigm include the US intervention in Iraq, the conflict in Afghanistan, and the ongoing Israeli military campaign in Gaza as of late 2023.

Abstract:
Before the 19th century, the Sudan had a distinctive social system in which decentralized kingdoms held the political power. The article assumes that this intersocietal system entered a process of incorporation into the capitalist world-economy in the 19th century. Early modernization policies pursued in the Sudan during the Turco-Egyptian administration between 1821-1885 period, known as the Turkiyya. This rule shifted to the Anglo-Egyptian administration in 1899, after British forces defeating the short-lived Mahdist rule. Upon establishment of the new condominium government, the Sudan became a peripheral supplier of the expanding world economy. Throughout the peripheralization, the British gained control of raw materials such as gum arabic and cotton from the Nile valley, which were then transported to factories located in the mainland England. This article investigates economic incorporation process of the Sudan, specifically focusing on the Gezira Scheme, established with a colonial mentality, and mainly based on cotton production. The effect of this process was evident during the 1930s, when the country had been seriously impacted by the global economic crisis of 1929.

Abstract:
The term co-radicalization refers to intergroup hostilities leading to conflicts through cycles of reciprocal threat. This article explores the concept of co-radicalization in violent and non-violent terms and its potential application particularly in Turkey and broadly in the Middle East, a region characterized by ethnic, cultural and religious diversity, as well as socio-economic disparities. Drawing from the social fragmentations recently observed in Turkey, where scientific research on radicalism and co-radicalization is insufficient, the article offers several subjects of scrutiny, including (1) socio-economic co-radicalization between the native and migrant people in the fringes of the urban spaces, (2) the religious norm carriership led by the state institutions and the rise of “Deism” and atheism in response, and (3) the variety of non-violent radical expressions feeding each other, from music to satire. We conclude that the study of co-radicalization should be distinguished from the reductionist approaches to the concept, which tend to take terrorism and radicalism synonymously; the social scientific goal is to gain a deeper understanding of the complex dynamics behind societal divisions.

Abstract:
Following Rouhani's victory in the 2013 presidential elections, Iran's foreign policy (IFP) underwent significant changes after over a decade under Ahmadinejad. To date, only a few academic studies have attempted to incorporate a specific individual-level theory into their respective analyses, even though a large body of literature contends that leadership change is the decisive factor in differences in Iran's policy towards the US and the EU. This study analyzes the leadership styles of Ahmadinejad and Rouhani to reveal the possible impact of decision-maker personalities on foreign policy, and to develop an account of the moderation in IFP. Accordingly, it asks, “How does leadership style influence IFP towards the 'Western world'?" Theoretically, the study benefits from Hermann’s ‘Leadership Trait Analysis’ to find out the impact of leaders’ personalities on foreign policy behaviors of states. Empirically, it analyzes both presidents’ spontaneously selected political speeches, consisting of their answers in interviews and press conferences. Methodologically, the study utilizes the software Profiler Plus to assess individual traits of leaders. Interpreting leadership trait scores of two presidents, the study concludes that certain leadership features allow the construction of foreign policies that are more moderate.

A recent surge in studies on high-level leader diplomacy has the potential to evolve into a fruitful research field. While the current literature predominantly focuses on the leader visits of two great powers, the U.S. and China, this emerging field requires both broadening and deepening in its scope. We lack data on leader visits from the vast majority of countries, and many existing hypotheses do not adequately explain the determinants in various cases. The more countries that are covered and the more refined our hypotheses become, the more insightful this field will be in understanding interactions among states and international organizations. This article aims to present the current state of the literature on leader visits and suggests potential areas of interest for future research.

Abstract:
Munich Syndrome has been considered a constraint in the peace process decision-making of Israel. By raising questions such as what obstructs peacemaking in Israel, its costs, and whether it can force peace, the study employs the Munich analogy as a “historical lesson” method to examine why and how peace has turned into an anomaly in Israel. The Munich Agreement of 1938 by Britain and France, amid raging anti-Jewish violence in Europe, sought to appease Adolf Hitler by acquiescing to the German occupation of Czechoslovakia to prevent the world war outbreak, which, however, backfired and emerged as a metaphor for foreign policy decision-making weakness. This historical lesson has impacted Israeli society’s and its leaders’ attitudes towards peace, turning it into a Rubicon line. The study uses the 1970-1978 Arab-Israeli peace process as a case study to explain how the Munich Syndrome impedes peacemaking decisions and potential ways of overcoming it. It argues that a possible way to encourage Israel to make peace with its adversaries is with third parties providing significant concessions and guarantees.

Abstract:
The first decade of the 21st century marks a new phase in relations between Ethiopia and Turkey. During this period, relations between the two countries transformed into an unprecedented stage. The aim of this study is to examine the challenges of Ethio-Turkish economic relations from 2012 to 2023, with particular reference to trade and FDI. To attain its objectives, the study employed a qualitative research approach. Essentially, primary data were collected through key informant interviews, observation, and document reviews. Despite the growth in trade and foreign direct investment between the two countries, various challenges hinder the smooth operation of these economic ties. The main results of this study show that issues like changing exchange rates, lacking access to the Generalised System of Preferences (GSP), corruption, inefficient government, high tariffs, infrastructure issues, companies that can't pay their debts, customs procedures, fluctuating exchange rates, and a lack of data were major problems for trade and investment between Ethiopia and Turkey. The findings of the study suggest that there are certain problems that need policy measures for further industrial development through attracting foreign direct investment.

Achieving state security is considered one of the essential traditional goals of political systems, as states seek to ensure their national security at all levels. The concept of security has evolved beyond the traditional military concept to include political, social, and economic areas. The study addressed one of the important axes in achieving security, especially in recent times, which is food security. This article studies the topic of food security in Algeria and explains the failure of the various policies adopted by the decision-makers in achieving food self-sufficiency. The study concluded that this failure is due to multiple internal and external reasons, especially the rentier nature of the Algerian economy, which perpetuated the reliance on rent income in spending without considering serious policies to enhance food security.

Abstract:
China, which has made a major economic breakthrough, has become one of the most important actors in international politics by increasing its military power in recent years. China's increasing power and influence in the international arena arouses increasing curiosity about the country's foreign policy. With Xi Jinping becoming president, China began to display a more assertive attitude or behavior on many issues. This study basically seeks an answer to the question of what differences Xi Jinping brought to Chinese foreign policy. What kind of changes do these differences lead to in Chinese foreign policy? In this study, the general tendencies and directions of Chinese foreign policy during the Xi Jinping period are discussed. The assertive foreign policy approach that Xi Jinping is trying to implement is analyzed. In this context, the visions of "Chinese dream", "new type of great power relations", "new type of international relations", “Belt and Road Initiative" and "a community with a common future for humanity", which reflect Xi's assertive foreign policy approach, are examined. At the same time, challenges to the assertive foreign policy implemented under Xi Jinping are discussed. The study mainly questions the extent to which Xi Jinping's assertive foreign policy approach is successful. The study concludes that Xi Jinping's active foreign policy approach has not increased China's sphere of influence in the international arena to the extent expected. As China becomes more visible in the international arena, the country's foreign policy challenges seem to be increasing.

Abstract:
There has been much scholarly attention given to the role of women in the labor market throughout the years. While there are plenty of evaluations of ideas and perspectives regarding work-life concepts, there is limited understanding regarding the theoretical foundation of work-life concerns specifically about mothers. This study aims to provide an overview of theories used to investigate the work-life issues of working mothers. The data were collected from the Web of Science database. A total of 63 research studies examining the work-life challenges faced by employed women were evaluated based on theoretical frameworks. It was seen that identity theory and gender perspective are dominant perspectives in the current literature. In addition, the prevailing work-life perspectives adopted in the studies are work-life balance and work-life conflict. The study offers a detailed examination of the various theoretical perspectives employed in understanding the work-life difficulties encountered by employed mothers.

This study examines the complex dynamics of communication in the changing field of journalism influenced by the use of media. It specifically focuses on how thoughts and perceptions are expressed in this evolving landscape. Information and communication technologies significantly influence journalism by rapidly disseminating news, updates, and societal impacts. Utilizing critical discourse analysis, the study aims to reveal systematic language usages and uncover latent meanings beyond news texts. Focused on the 2023 Turkish Presidential Election, news texts from four prominent international newslets Al Jazeera, BBC, CNN, and Euronews are analyzed. The comprehensive analysis of international media coverage investigates the interplay of linguistic and thematic choices in shaping narratives. With a dual focus on macro and micro levels of discourse, the study uncovers diverse approaches among foreign media outlets. Each outlet adopts a distinctive thematic approach at the macro level, emphasizing key figures and sociopolitical contexts. Al Jazeera spotlights competition, BBC underscores post-election polarization, CNN focuses on Erdogan's victory, and Euronews provides insights into national challenges. Visual elements, like photographs, contribute significantly to framing events, offering nuanced political messaging. Micro-level analysis explores linguistic choices, syntax, and rhetoric, emphasizing the active voice to underscore leaders' agency. Deliberate use of the passive voice in presenting election results maintains a neutral tone. The way sentences are structured and the cause-and-effect connections help readers understand political developments by providing context. The study underscores the importance of media literacy in decoding political event representations, emphasizing the multifaceted complexities of media discourse.

Abstract:
The European Union (EU) has been challenged by several crises lately. In addition to Brexit, the Euro crisis, and the migration crisis; global issues such as the coronavirus pandemic and the Russian attack on Ukraine affected the EU. The migration crisis, on the one hand, differs from the above-mentioned crises with one remarkable feature. The member states have no real consensus about forming a common migration policy. Besides, for geographic reasons, some member states put much more burden on immigrants. Agreeing on immigration becomes impossible for the border countries on the migration route and also transit countries. The paper argues that, unlike the other crises of the EU, the migration crisis reinforces EU integration in such a way that disputes between member states prevent the EU from making institutional changes about the issue. The study results assume that the other above-mentioned crises, on the other hand, stimulated institutional change throughout the EU. In light of this information, this study evaluates, using a method of relevant literature review and comparing the arguments of the researchers, how the migration issue became a subject of dispute between member states by evaluating the 2015 crisis.

Abstract:
In the digital age, the relationship between film and literature demonstrates how different forms of art can collaborate to improve the storytelling experience. Rather than competing, these mediums complement one another, each bringing their own strengths to the storytelling process. This mutual relationship not only enhances the audience's experience but also fosters a greater appreciation for both film and literature (Hutcheon, 2006; Sanders, 2016). The various film adaptations of Chris Van Allsburg’s picturebook Jumanji (1981) are excellent examples of how literature and film can complement and improve one another over time. The first major adaptation of Jumanji was released in 1995 starring Robin Williams and directed by Joe Johnston. Decades later, the story of Jumanji was revitalized with the releases of Jumanji: Welcome to the Jungle (2017) and Jumanji: The Next Level (2019) both directed by Jake Kasdan. These adaptations illustrate the changing nature of storytelling across mediums and how each new iteration introduces new perspectives and engages contemporary audiences in novel ways. Mikhail Bakhtin’s concepts of heteroglossia and dialogic relationship (1981) are great tools for understanding how different voices and cultural contexts interact within and between texts, thereby revealing the dynamic nature of storytelling and interpretation. Thus, this paper aims to investigate how Bakhtin's concepts of heteroglossia and dialogic relationship function in Jake Kasdan's 2017 sequel, focusing on how the film adaptation evolves in response to its contemporary context.

This qualitative study investigates the educational background and fields of expertise of faculty members in English translation programs at the bachelor's degree level in state universities of Türkiye. Despite the prevalence of these programs across Turkish universities, a discrepancy emerges between the faculty members' doctoral qualifications and the specialized field of Translation Studies. The research aims to reveal the academic landscape of these programs by examining the doctoral disciplines of faculty members, utilizing data primarily sourced from the YÖK (Council of Higher Education) Atlas Database and the YÖK (Council of Higher Education) Academic Database. When information is unavailable in the database above, university websites serve as supplementary data sources. This methodological approach enables a comprehensive analysis of the extent to which academic program qualifications align with the field of Translation Studies. Preliminary findings indicate a significant underrepresentation of faculty with doctoral degrees in Translation Studies, suggesting a potential misalignment between program expertise and the specialized training needs of translation programs. This study underscores the crucial link between the program's field-specific expertise and the quality of training, highlighting the need for policy interventions aimed at bolstering the recruitment and development of academically qualified faculty in the discipline of Translation Studies. The implications of this research extend beyond academia, informing policymakers and educational administrators about the importance of aligning educational offerings with program qualifications to enhance the educational outcomes of translation programs in Türkiye.

Abstract:
This study aims to analyze populism in the scope of South Korean politics. It addresses the contexts in which political actors adopt dichotomous populist discourses and the implications of populist mentality on the social fabric of country. Populism can be defined in three different dimensions as an exclusionary, divisive and marginalizing ideology, discourse politics and a mobilization strategy. It is typically built on others that take on various forms. In this framework, the recent reflections of populism in the case of South Korea are discussed through the dichotomies and constructed perceptions of the other. It seeks to shed light on how political actors in South Korea which is assumed to have a homogenous social structure, point out the internal and external others that constitute the essence of populist politics. While populism’s understanding of the other is relatively uniform in different contexts, in South Korea the reflections of populism are differentiated and concretely understood through a range of internal and external others. South Korea, which is considered as one of the successful democracies in East Asia, is also affected by populist wave. The reflections of populism in South Korea are not severe and can generally be expressed as soft populism. Moreover, it is predominantly effective on discourse politics and is not observed in the form of concrete policies.

Purpose - The influence of the innovation input dimen-sion on the innovation output dimension has been meas-ured based on the values of the GII criteria of the coun-tries specified in the Global Innovation Index (GII) re-ports. Methodology/Approach/Design- The effects of the in-novation input dimension on the innovation output di-mension has been measured using a structural equation model with the relevant values indicated in the GII re-ports for the years 2008 to 2022 for each country. Findings Firstly, It has been ascertained that the input dimension of the innovation has a notable and construc-tive effect on the output dimension. Secondly, it has been observed that the criteria contributing the most to the relational structure are 'institutions', 'human capital and research', 'infrastructure', and 'market sophistica-tion'. Originality/Value- The assessment of this study sug-gests a potential contribution to the field of innovation. Additionally, significant revelations have been obtained regarding the augmentation of the global interplay be-tween the innovation input and output of various coun-tries, precisely determining the specific innovation input criteria that require refinement.

Yöntem/Metodoloji/Dizayn- Yöntem olarak karşı-laştırmalı analiz ve bibliyometri kullanılmıştır. Bu yöntemler, iki farklı literatürdeki nedensellik çalış-malarını değerlendirmek için seçilmiştir. Sonuçlar- Ulusal ve uluslararası literatürde özelikle sahte nedenselliğin ihmal edilmesi nedeniyle büyük bir uçurum ortaya çıkmaktadır. Türkiye’de uluslara-rası literatürle bağları zayıf olan yerel bir nedensel-lik literatürünün oluştuğu tespit edilmiştir. Ulusal li-teratürde nedensellik kavramını kullanan yazarların genellikle sahte korelasyon gibi bir durumu neden-sellik olarak algılayarak değerlendirmesi ve analiz-lerini nedensellik olarak belirtmesi yapılan çalışma-ların katkı değerini azaltan bir durum ortaya çıkar-maktadır. Ulusal literatürde ortaya çıkan kapalı bi-limsel ağ yapısı, gelecekte gerçekleşecek diğer ça-lışmalar için patika bağımlılığı riski yaratmaktadır. Katkı/Farklılıklar- Politika tasarımlarında neden-sellik sonuçları, önemli bir teorik dayanak noktası-dır. Bu konunun ampirik iktisat literatüründe ihmal edilmesi hatalı politika çıkarımlarına neden olabilir.

493. Exploring the Impact of Behavioural Factors and Personality Traits on Private Pension System Participation: A Machine Learning Approach

Abstract:
This study aims to investigate the effects of personality traits, in addition to basic financial literacy, private pension literacy and behavioural factors on Private Pension System (PPS) participation using machine learning algorithms. The PPS participation model was trained using both random forest and LightGBM algorithms, and the contributions of model inputs in the prediction of pension participation were interpreted using the Tree SHAP algorithms with swarmplots. The data employed in the empirical analysis is survey data collected from the Şırnak province of Türkiye with a sample size of 449. The findings of the study shows that: (i) PPS participation is more likely for females and middle-aged people; (ii) High basic financial literacy has a negative impact on PPS participation; (iii) Extraversion is the key personality trait affecting PPS participation; (iv) Advanced pension literacy has more impact on participation than simple pension literacy: (v) Present-fatalistic tendency is key behavioural factor and it negatively affects PPS; (vi) Present-hedonistic, conscientiousness, future-time orientation, and locus of control tendencies increase PPS participation. Furthermore, the distribution of colours in LightGBM has a greater degree of uniformity in both directions compared with the random forest algorithm. Finally, to increase PPS participation, the results of the study suggest the implementation of the following policy measures: Tailored pension literacy programmes can help to increase pension participation rates. Incentives should be created to prevent narrow-minded behaviour and establish a sense of protection and control around PPS, targeting middle-aged individuals and women.

Abstract:
The increase in the world population recently has also increased the need for agricultural products. The need for food products has made it necessary to obtain more products per unit area. At this point, producers have focussed on the use of hormones, chemicals, and fertilisers to increase productivity and meet the demand for cheap food, and the process that increases production in the short term has become a threat to human health in the long term. Over time, the negative effects of chemicals on humans and the environment were observed, forcing producers to seek new methods. This process has led to independent studies on organic agriculture in every country. In this study, the effects of organic agriculture on some economic variables were revealed. In this context, the analyses focus now the variables of area allocated to organic agriculture on a regional basis, production amount and number of producers affected GDP per capita, economic growth, and unemployment in Turkey between 2003 and 2021. The scientific dimension of the study was prepared using data obtained from domestic and foreign literature and the electronic database of the Ministry of Food, Agriculture and Livestock. In this study, in which panel data analysis was used, EViews 12 programme was employed. For the variables used in the study, the geographical region cross-section dependence was determined, and the stationarity of the series was examined with the CIPS (Cross-Sectionally Augmented IPS) unit root test. As a result of the study, it was determined that organic production amount, number of organic farmers, and organic production area did not have a significant effect on economic growth and unemployment. Organic production area and the number of organic farmers had a positive and significant effect on GDP per capita, but the amount of organic production did not have a significant relationship.

495. A Better Proxy for Technology Determinant of Economic Growth: The International Digital Economy and Society Index

Abstract:
The importance of information communication technology in fueling economic growth is widely acknowledged. In the current digital era, the International Digital Economy and Society Index (I-DESI) offers a more precise depiction alternative to the ICT indicators by serving as a better proxy for changes in the factors of production. It monitors the advancement of ICT in the EU27 and 14 non-EU nations, highlighting their strides towards a technologydriven economy. The objective of the study was to evaluate the influence of the I-DESI on economic growth through the utilization of the panel data method. Hence, gross domestic product (GDP) measured at constant prices was utilized as the dependent variable in the analysis, while the Index of Digital Economy and Society Integration (I-DESI), calculated by the European Commission, served as the independent variable. However, it’s important to note that the described index is current and limited at present. In line with this constraint, only four years of data, spanning from 2015 to 2018, were available. To ensure the accuracy of the model, diagnostic tests were conducted, and the Driscoll-Kraay standard error model was employed to assess the outcomes. Two models were constructed to achieve this goal, with the initial one revealing the relationship between the I-DESI and economic growth. The second model aimed to pinpoint the dimensions of the I-DESI that had the greatest impact on growth. According to findings obtained from the analysis, I-DESI and certain subdimensions which are digital skills, use of internet, integration of digital technology, and digital public services affect economic growth positively and significantly. A one percent increase in I-DESI results in a one percent increase in GDP. Similarly, each subdimension mentioned, where meaningful relationships have been identified, possesses explanatory power for GDP. Furthermore, evaluating the coefficient of these independent variables, changing the weight of dimensions can be considered.

Abstract:
To develop a public policy, it is important to understand the experiences of forced migrants. This study reveals the effects of forced migration on public finances in countries hosting displaced people. In this context, public policy support for access to basic humanitarian needs such as education and health, which are semi-public goods, will be evaluated through a quantitative analysis. Interviews with refugees within the scope of this research draw a picture of the current situation. Thus, evaluating the effectiveness and shortcomings of existing policies and determining the policy support needed are among the unique values of this research. Since migration is a dynamic process, it is also aimed to provide a basis for future studies in this field and to reveal the current situation.

Abstract:
The status of countries within the global value chain varies depending on the importance of national production capabilities in the global economy. From this perspective, there is a need for a value-added production approach that focuses on innovation and competitiveness. Technological advances and institutions are considered to play a significant role in transforming the economy towards an innovation-driven one to meet these needs. The aim of this paper is to investigate the relationship among technological advances, the rule of law as a proxy for institutions, value-added production, and competitiveness in a way that reflects crosscountry divergence. Through an analysis employed independently of countries’ existing levels of development, it will be possible to evaluate whether the factors associated with institutions and innovation can produce similar results in all circumstances and for each country. In this context, a panel causality analysis that considers cross-sectional heterogeneity is employed. The analysis shows bidirectional causality between the variables, except for value-added to the rule of law. However, the results also support the existence of cross-country divergence. These findings suggest that future policy plans should be designed to consider the multidimensional nature of country-specific factors, alongside technological advances and the rule of law, and to ensure the integration of both national and international economic objectives.

Abstract:
Carbon emission is one of the most significant causes of environmental degradation, global warming, and extraordinary meteorological events. It has reached a level that threatens the future of countries and human beings. To combat carbon emission, it is necessary to know the causes for developing policies. Environmental quality is a fundamental aspect of sustainable development in economies worldwide. In this context, Eurasian geography has always been an important region in the history of the world with its location, underground, and surface resources. Today, the region makes its strategic importance even more evident. The communist USSR ruled Eurasian countries, which served as a buffer between the Western world and China for many years. These countries, which gained their independence in the 1990s, have not yet fully captured the values of the modern world, such as democracy and a free market economy. This study focuses on Eurasian countries. This study aimed to determine the factors affecting carbon emissions. Foreign direct investment and transportation contribute significantly to carbon emission, which reduces environmental quality. Therefore, in this study, we investigated whether rail and road passenger transport and foreign direct investment affect carbon emission in Eurasian countries. The concurrent panel quantile regression method was used to estimate this relationship between 1992 and 2020. The results revealed that rail and road passenger transport and foreign direct investment increase emissions. Additionally, no clear result could be obtained regarding the effect of the GDP per capita variable. To support these findings, analyses were performed using the robust quantile regression method, and strong empirical evidence was obtained, particularly for the impacts of foreign direct investment and rail passenger transport on emissions.

Abstract:
Realisation of specialisation in areas dominated by technological production structure and the technological level of exported goods are essential determinants of macroeconomic performance. Therefore, the export structure and technological level of exported goods are highly significant. In this study, the relationship between real GDP and exports of goods produced in BRICS-T countries with low, medium, and high levels of skill and technology is investigated. In the panel data analysis using data for the period 1995–2020, the cointegration relationship between the variables was examined, and it was concluded that there is no long-run relationship between real GDP and goods produced in labour-resource intensive, low, medium, and high skill and technology levels of countries. In addition, a causality test using Dumitrescu and Hurlin’s (2012) linear heterogeneous model was carried out. The test results showed a unidirectional causality relationship between real GDP and goods with low and high skill and technology but a bidirectional causality relationship between real GDP and labour-resource-intensive goods.

Abstract:
This research examines the macroeconomic and institutional sources of individual, systemic, and systematic risks in the Turkish banking sector. The period between 2008:Q3 and 2019:Q3 of the nine deposit banks selected for this purpose were estimated using panel data analysis estimators. The results indicate that selected macroeconomic and institutional variables affect banking risks. These findings are important for revealing the institutional and macroeconomic sources of risks in the Turkish banking sector. Therefore, the results contain significant propositions for researchers, market participants, and politicians. Market participants and researchers can anticipate defaults and financial instability using selected macroeconomic and institutional variables. The estimation results reveal Turkish banks’ institutional soundness and financial performance strength. In addition, the extent to which banks are effective intermediaries in the sector was analysed. This research documented a strong link between global market indicators and banking risks.
