1. The Impact of Occupational Status on Public Attitudes Toward Syrians Under Temporary Protection in Turkey

Abstract:: For many non-immigrants in the United States, adjusting one’s legal status to lawful permanent residence through employment-sponsorship is a unique and attractive pathway to permanent residence and prospective citizenship in the United States. However, amidst an uncertain future for non-immigrant temporary work visas, tech layoffs, and stalled legislative immigration reform, many non-immigrant visa-holders are leaving the United States and taking their talent with them. This paper specifically examines visa and immigration processing delays for employment-sponsored adjustments of status to lawful permanent residence in the United States between 2007 and 2019. Based on descriptive analysis and discrete time event history models of data posted to an online immigration forum I call “Immigration Journey,” I document how immigrant visa-holders’ waiting in the U.S. immigration bureaucracy for employment-based immigrant visa processing reflects and reproduces racial, educational, and socioeconomic hierarchies and inequities. I find that immigrants from countries of origin with smaller populations, higher skill levels, and those able to pay for premium processing have higher likelihoods of a quick adjustment of status decision. Conversely, immigrants from countries of origin with larger populations or those with lower skill levels are left waiting longer for their adjustment of status decisions — even when they pay for premium processing of their petition for an immigrant visa. Based on this finding, I introduce the concept of a hierarchy of waiting to illustrate the ways in which legislation and inequitable administrative policies in U.S. immigrant visa processing become mechanisms of waiting. By doing so, this paper makes a theoretical contribution for understanding stratification within the employment-based immigrant visa pathway and highlights how this hierarchy of waiting exacerbates inequalities in immigration more broadly. The empirical findings and conceptualization of a hierarchy of waiting inform policy recommendations for: 1. legislative reform of country caps for lawful permanent residence; 2. legislative reform of preference category caps for lawful permanent residence; 3. increased funding for United States Citizenship and Immigration Services (USCIS) processing; and 4. increased transparency and communication of USCIS processes. Such policy changes would make immigrant visa availability and USCIS processing more equitable for future lawful permanent residents and citizens who are eligible to adjust their status through employment-based and other immigrant visa preference categories. Streamlined changes to the U.S. immigration legislation and administrative processes are critical for the United States’ future innovation and growth.

2. Asymmetric Trade Dependence: How India Gains from Pakistan Through Re-Export Channels

Abstract:: The asymmetric trade interdependence between India and Pakistan is examined using the Theory of Complex Interdependence. Despite the political hostility and official trade prohibition, India has continued to beeconomically blessed by Pakistan via third-party re-exporter methods, which are the UAE, Qatar, and Singapore. Despite top-down bilateral trade falling to US$1.2 billion by 2024, compared to US$3 billion in 2018, trade experts believe the value of Indian-origin goods entering Pakistan through a backdoor channel is over US$10 billion annually. Since 2015, the trade balance has consistently been in India's favor, with Pakistan relying heavily on imports from India and having minimal potential for exports. Although this trade agreement brings some benefits to Pakistani consumers, i.e., the chance to have more inexpensive or a variety of goods, it also reveals a significant vulnerability in the Pakistani government's trade policy, which is sluggish and unnecessarily restrictive. The policy implications of the findings concern trade reform, regional interaction, and fostering economic sovereignty in Pakistan.

Abstract:: Public policy formulation is an integral part of the government's role in providing essential services to citizens. Nevertheless, available studies on the policy process in Bangladesh have not thoroughly explored the detailed procedures and tendencies of the policy formulation process. The principal objective of this paper was to investigate the recent trends in the public policy-making process in Bangladesh. Based on secondary data sources, this paper argues that no analogous model can effectively analyze all policies implemented in Bangladesh over the last decade. However, the group interest and political process model is more feasible than other models in the policy formulation process. The implications of this study are to understand the nature of the policies and the role of actors who decide which policies will be developed and whose interests will be served. Moreover, this article will help policymakers and policy theorists make informed decisions, avoiding the weaknesses and drawbacks of previous policies.

Abstract:: This study aims at examining the effect of electoral clientelism on election violence under a variety of conditions. Taking motivation from earlier research denoting increased risk of violence in elections in high clientelist context, this paper examines the effect of electoral clientelism in terms of vote buying on election violence. This study extends existing literature by arguing that the effect of electoral clientelism on election violence is dependent upon certain conditions and can vary across these conditions. The region of focus for this study is South and Southeast Asia since this is an understudied region with a high level of election violence as well as electoral clientelism. The results show significant evidence for the argument that the effect of electoral clientelism on election violence is dependent upon the conditions of competitiveness, media freedom and the general level of political violence prevailing in a country.

Abstract:: Since Stanley Hoffmann's assertion that the field of international relations (IR) is predominantly Western, several non-Western trends have emerged to challenge this dominance. This study aims to examine Arab efforts that challenge Eurocentrism, their success in doing so within the field of IR, and to draw connections with other transformative efforts, mainly Global IR and Post-Western IR. The analysis is carried out within the broader context of the "Homegrown" trend in IR that seeks to diversify and decolonize the field. The argument within this article states that while the Arab efforts, represented by the Beirut School of Critical Security Studies, the School of International Relations of the Middle East (IRME), and the Islamic IR, are important steps. However, they have had limited impact and, in some cases, replicated the problems they seek to address. It also advocates for a more self-critical and contextual approach to decentralizing Western International Relations Theories (IRT), drawing lessons from the experiences and shortcomings of other non-Western initiatives. Moreover, a vision for enhancing the Arabic efforts to overcome Western hegemony, on the level of knowledge production as well as on the pedagogical and institutional levels, will be presented. An Arab exclusivity is not advocated in this article; instead, it emphasizes the need for a thorough examination of Arab initiatives, as part of the Global South, to improve their impact in achieving their goals.

Abstract:: This article revisits the concept of the “Cusp State” with a specific focus on Türkiye, aiming to deepen both its theoretical and empirical relevance. It begins by re-examining the definitional foundations of the concept, which refers to states situated at the intersection of regional and global dynamics, exhibiting hybrid characteristics and adaptive foreign policy behaviors. The article argues that the Cusp State framework offers a valuable lens for analyzing Türkiye’s foreign policy, particularly due to its blend of ideational and material factors and its geostrategic positioning. The analysis explores how Türkiye navigates its cuspness by employing region-building strategies, enhancing connectivity, and repositioning itself within global hierarchies. The article also investigates the limitations and contradictions inherent in these strategies, including domestic-international linkages, geopolitical constraints, and normative tensions. In doing so, it demonstrates that Türkiye's trajectory exemplifies the dynamic nature of cuspness—not merely as a structural condition but as a set of evolving practices shaped by agency and context. Ultimately, the article contributes to the literature by refining the Cusp State concept and offering empirical insights into Türkiye’s foreign policy conduct in a rapidly shifting international environment.

7. From Bridge to Hinge: Rapprochement-Estrangement Pendulum of Turkish Foreign Policy

Abstract:: The main motivation of this paper is to uncover the logic underlying the seemingly inconsistent and erratic foreign policy behavior of countries like Turkey, which are surrounded by different subsystems. The strategic cultures of the surrounding subsystems impose different modes of behavior on borderlands and create attract-repel elements for them. The responses to such elements appear as policies of rapprochement and estrangement, representing closer or cooling relations. Therefore, as part of the attract-repel dynamic, foreign policy behavior appears to oscillate between conflicting extremes. Consequently, the borderland position presents a combination of challenges and opportunities, depending on the comprehensive national power. It can be either reduced to a buffer zone caught between different and imposing entities, or transformed into a hinge state that can change regional or global balances. The underlying logic and ultimate goal of such policy swings, which may appear contradictory and erratic at times, is to become a hinge state in this process by capitalizing on advantages and opportunities, avoiding drawbacks and gaining more power at each step. In this process, Turkey appears as a borderland country that keeps moving between pivotal and linchpin positions, trying to confirm her linchpin status while aspiring to become a hinge state.

Abstract:: This study analyses Turkish foreign policy between 2010 and 2025, asking whether this period marks a strategic rupture or reflects continuity with the long-standing Westernisation trajectory. Employing the emerging framework of Active Non-Alignment (ANA), the study examines how Turkey’s redefinition of strategic interests and alignments reflects shifting global and regional dynamics. The findings suggest that while institutional and ontological ties to the West persist, Turkish foreign policy demonstrates a perceptual shift characterised by strategic autonomy, diversified partnerships, and issue-based pragmatism. By applying ANA to this evolving policy orientation, the study offers both a reinterpretation of Turkish foreign policy continuity and a theoretical contribution to the emerging literature on alternative alignment strategies in global politics.

Abstract:: How do we conceptualize compartmentalization as a foreign policy behavior? This paper will argue that compartmentalization is a practical and cognitive approach to foreign policy decision-making and behavior at times of contradictory pressures arising from domestic or external realities, when actors need to make stark choices between different alternatives. Having delineated the boundaries of this concept, the article will engage in an extensive review of the literature employing the concept of compartmentalization in the study of Turkish foreign policy. It will trace how Turkish foreign policy conduct increasingly adopted this behavior in at least two distinct forms: issue-based and actor-based. The paper will argue that the widening scope of this practical-cognitive behavior is a result of a number of systemic and domestic-state level factors, which are closely related to the evolution of Türkiye’s domestic realities and international positioning against the background of a changing international system. Moreover, the paper will argue that at the individual-ideational level as well, compartmentalization has been part of a set of cognitive priors which affect the Turkish foreign policy makers’ formulation of alternative foreign policy strategies.

Abstract:: This review endeavors to identify key themes and critical perspectives discernible in the scholarship of Simon Mabon’s The Struggle for Supremacy in the Middle East: Saudi Arabia and Iran, Ibrahim Fraihat’s Iran and Saudi Arabia: Taming a Chaotic Conflict, and Talal Mohammad’s Iranian-Saudi Rivalry since 1979: In the Words of Kings and Clerics, who have meticulously investigated Iranian-Saudi relations in the Middle Eastern context. Since the Islamic Revolution of 1979, bilateral relations between the Islamic Republic of Iran and the Kingdom of Saudi Arabia have assumed paramount importance in elucidating the multifaceted political, religious, cultural, economic, and societal dynamics of the Middle East. The postrevolutionary trajectory brought a volte-face to relations, instigating a protracted period of rivalry and conflict spanning four decades, thereby catalyzing the escalation of conflicts across the Middle East. Both countries perceive each other as existential security threats, while concurrently aspiring for regional hegemony. Amidst this backdrop, seminal events such as Saudi Arabia’s support of Iraq during the Iran-Iraq War (1980-1988), the recalibration of the political landscape after the United States (US)-led invasion of Iraq in 2003, the reverberations of the Arab Spring, the execution of Nimr al-Nimr1 in 2016, and the Yemen Civil War have markedly intensified the discord in bilateral relations between Riyadh and Tehran. Although there have been short periods of restrained rapprochement and diplomatic overtures, the prevailing atmosphere of acrimony and relentless pursuit of dominance, both regionally and within the greater Islamic sphere, determine the framework of their relations. Consequently, pejorative labels such as “suspicion”, “infidel”, “enemy”, and “confrontation” often feature in describing the complicated dynamics characterizing Saudi-Iranian relations.

11. The Image of Imperial Russia as an Enemy in the Iranians’ Collective Memory

Abstract:: This research tried to uncover the historical factors that have instilled a deep-rooted distrust of Russia in the Iranians’ collective memory. The researcher employed a case study strategy to examine historical empirical data and analyzed the consequences of the conflicts between Persia/Iran and Imperial Russia through collective trauma theory. The research discovered that 1) the 9th–12th clashes and the Russo-Persian Wars in the 17th–19th centuries and their subsequent treaties of Gulistan, Turkmenchay, and later, Akhal, and 2) Imperial Russia’s interventions in Iran during Constitutional Revolution, including the shelling of the Iranian Parliament in 1911, threatening Iranian government by issuing two ultimatums in 1911, the occupation and atrocity against Iranians in Tabriz in 1909–1918, the shelling of the Holy Shrine in Mashhad in 1912, and occupying Iran during Persian Campaign in the First World War in 1914–1918, which later followed with Soviet occupation from 1941 to 1946 in World War II, were among the primary factors which led to distrust of Russia in Iranian collective memory to the present. The evidence for anti-Russian sentiments in Iranian collective memory was identified as contempt in historiographical and literary works, hatred in religious circles, and Russophobia and conspiracy theories among Iranian politicians. The author concluded that the image of Imperial Russia as an enemy in the collective memory of Iranians has been shaped by the transgenerational and lasting effects of the memory of historical events, making the feeling of victimization toward Russia an integral part of Iranian contemporary identity.

In addition, China’s giant economic power makes South Korea reluctant to abandon its relations with China. Abstract:: Mrs. S.R. Hussain, unanimously well-known as Begum Rokeya Shakawat Hussain or simply Begum Rokeya, was a Bengali feminist writer, and social activist who advocated throughout her lifetime for women’s education and socio-economic emancipation. Her roles in the awakening of the Bengali women of Bangladesh and India will always be remembered with reverence and inspired thousands to break the shackles of the vicious circle of backwardness and superstitions. The main objective of this research paper is to evaluate the feminist philosophy of Rokeya with that of other change makers in the pre-and post-colonial era. Furthermore, it has focused on Rokeya’s feminist philosophy and the contributions of other celebrated feminist activists around the world. This research has followed the qualitative approach by reviewing secondary data and information. The findings of this research have shown that some women who initiated various reformation movements in Bengal were vocal in bringing about socio-economic changes and fought against injustice and discrimination alongside their male counterparts. The global feminist and Islamic divine books have also played a vital role for women’s rights and empowerment. The philosophy and contributions of Begum Rokeya’s work are the major catalysts for eliminating gender disparity and balanced development in society.

Abstract:: This article investigates the puzzle of Türkiye’s fluctuating relations with Iran since the Justice and Development Party (AKP) came to power in 2002. Contrary to many scholars’ expectations, the AKP government’s relations with Iran have competition and rivalry rather than just cooperation. Having improved significantly in the early 2000s, the relations became tense following the Arab uprisings and Syria’s civil war. However, the relations between the two countries have included both cooperative and conflictual elements since 2016. This research argues that the most relevant level for analyzing Türkiye’s fluctuating foreign policy strategies toward Iran between 2002 and 2023 is regional. Using the regionalist approaches of Buzan and Wæver’s Regional Security Complex Theory (RSCT) and Lake and Morgan’s theory of regional orders, the article examines how the “local security externalities” of the Middle Eastern regional security complex (RSC) affect Türkiye-Iran regional relations by particularly focusing on speech acts of Turkish high-level foreign policy actors. By acknowledging the multi-layered nature of Middle Eastern politics, this study also considers the role of extra-regional actors and non-state armed groups in Turkish foreign policy attitudes toward Iran.

Abstract:: The AKP government in Türkiye has been following a foreign policy based on values and discourses rather than power and interests. However, despite the lack of a radical change in international conditions, contrasting approaches in terms of the nature of foreign policy, strategic orientation, foreign relations, and international image have been adopted by the same government over short intervals of time. While a first period was marked by a value-laden transformation, a second was marked by righteous and romantic discourse and actions pointing to more value-based mentality. In a third period, foreign policy was guided by a logic based on a populist and opportunist approach. This paper calls each of these bases that shape foreign policy a different logic of foreign policy. Accordingly, while the logic of the first period was constructed in “the modified base logic” and led to the quest for strategic depth in foreign policy, the logic of the second became “righteous-romantic” and resulted in “strategic instability”. The logic of third, on the other hand, was shaped by its reactive form and led to “strategic uncertainty”. In this way, the paper argues that the strategic volatility in Turkish Foreign Policy can be explained by the elements that constitute the logic of foreign policy and the interactions among them.

Abstract:: The ability of migrants to adapt to their new environment in a short period of time while establishing a new life is an important factor affecting the welfare of both individuals and societies. The process of adaptation can determine the quality of life of the individual, reflecting the migrant’s ability to adapt socially, economically and culturally to their new environment. Adaptation in the new life after migration is usually associated with factors such as age, post-migration support from public institutions, postmigration support from relatives, post-migration support from neighbors, and inadequate educational opportunities. In this study, migration from Iran to Van province was analyzed using the geographically weighted regression (GWR) method. The analysis focused on identifying the factors that influence individuals’ responses to the statement “I adapted to my new life in a short time after migration”. According to the analysis results, it is observed that the GWR method gives stronger results. In comparison to the ordinary least squares (OLS) model, the GWR model demonstrates clear superiority across all evaluation criteria, indicating that the GWR model provides a substantially better fit to the data by capturing spatial variability more effectively.

Abstract:: The aim of this study is to elucidate decision-making processes of Ukrainian forced migrants of diverse ethnic and religious backgrounds relocated in Turkey in the wake of the Russian-Ukrainian War since 2022. We examine trends in prospective plans, including return, settlement, migration to third countries, and identify key factors influencing social integration in Turkey. To this end, extensive field research was conducted in five provinces in Turkey – İstanbul, Ankara, İzmir, Eskişehir and Antalya – between 2022 and 2024. This study employed qualitative method consisting of in-depth interviews with a wide range of stakeholders, including Ukrainian diplomatic representatives, migrant organizations, Turkish provincial migration management officials, and post-2022 Ukrainian migrants who were residing in Turkey under various statuses. The findings indicated that decisions between permanence and transience were determined by the state’s migrant and asylum policies along the embrace and provision continuum. In addition, active involvement of ethnic organizations of Ukrainians in migration processes appear to act as a factor that either triggers or hinders social cohesion.

Abstract:: This study examines the central government’s response to the paradiplomacy of sub-state actors through an analysis of the Turkish case, using a qualitative approach. As part of this research, a total of twelve face-to-face or virtual interviews were conducted with the representatives from the Turkish Ministry of Foreign Affairs, the Marmara Municipalities Union, and academics between June 2023 and November 2023. It views paradiplomacy as an outcome of the ongoing trend to localize diplomacy and aims to identify varying central government responses to paradiplomacy. These responses are analyzed using a three-fold categorization: positive, negative and mixed. The characteristics of each category explored in the context of the Turkish case. The study suggests that, despite the central government’s opportunistic approach to paradiplomacy, its response has shown a cyclical tendency. The central government’s stance on paradiplomacy is therefore complex and politically driven. It fluctuates along a broad spectrum, ranging from direct support to outright exclusion. This reflects the shifting political dynamics in Turkey.

Abstract:: Despite being physically divided in 1974, no peace agreement has been made in Cyprus since then. Amongst the issues awaiting solution, perhaps the most difficult one is the property issue. Problems related to property rights have been brought to the European Court of Human Rights (ECtHR) on several occasions. This study focuses on the Immovable Property Commission (IPC), which was established in accordance with the jurisprudence of the ECtHR. In a frozen conflict environment, the ECtHR, although not a transitional justice mechanism for resolving human rights violations in armed conflicts, occasionally plays an effective role in pressuring national authorities to repair the destructive effects of conflict periods. This study assesses the effectiveness of the IPC’s role in addressing property issues in general and within this specific context.

Abstract:: This paper aims to analyze the emerging challenges and opportuni-ties derived from the humanitarian assistance actions applied in Cabo Del-gado in the context of violent extremism that has been ravaging the province since 2017. This topic is relevant because the traditional concept of huma-nitarian assistance presupposes support for victims of a disaster caused by nature or man-made, and the province of Cabo Delgado presents a growing demand for humanitarian assistance due to the ongoing prolonged violent conflict. In Cabo Delgado, there are victims of a violent, unconventional, low-intensity conflict. More than 1 million people are in need of humanita-rian assistance, of which more than 50% are women and children (OCHA 2021). Along with terrorism, climate disasters, such as Cyclone Keneth in 2019, and the COVID-19 Pandemic, which began affecting Mozambique in 2020, are exacerbating the state of vulnerability of humanitarian victims. Combined, these events force non-state humanitarian actors to operate in an environment characterized by uncertainty, insecurity, and unpredictability. Nevertheless, these humanitarian actors may operate beyond what is defined by traditional humanitarian principles, which concern saving lives and allevia-ting the suffering of humanitarian victims, including developmental actions that may result in the reduction of state power in the humanitarian space and that lead to the implementation of political action by external forces. If prolonged, this scenario may accentuate the weakening of state power. Given this context, one wonders what challenges and opportunities are derived from the humanitarian support process in Cabo Delgado. This paper seeks to reflect on the emerging challenges and oppor-tunities arising from the humanitarian assistance process in Cabo Delgado. Specifically, it sought to a) define what humanitarian assistance is; b) analyze the emerging challenges for humanitarian actors in Cabo Delgado; and c) analyze the emerging opportunities for humanitarian actors within the pro-cess of humanitarian assistance in the region. We started from the hypothesis that the problem of the humanitarian assistance process in the context of violent extremism creates emerging challenges and opportunities for non--state humanitarian actors that are linked to human security, management, and coordination of humanitarian actions.

Abstract:: This article analyzes the political situation of Mozambique during Chissano’s Government between 1986 and 2005, as well as the internal and external factors that contributed to the fulfillment or unfulfillment of the government’s objectives. Political, economic, and historical events are observed in order to evaluate the Chissano Government. Situation analysis is a plural methodology that allows interpreting events, facts, and causes, as well as describing the behavior of the actors involved, the correlations of force, and the internal and external interests that influence the course of politics. Another aspect that justifies using this tool is the historical time involved – 18 years between the end of the 20th century and the beginning of the 21st century – characterized by transformations, transitions, and dis-tinct domestic, regional, and international political-economic changes. The situation analysis proved to be an effective tool to reach a broader and deeper perspective of the Chissano Government and the national and international context in which it developed. This methodology requires historical knowle-dge of the object of study, its context and political dynamics, the organization of local society, its behavior patterns and social values, as well as its politi-cal groups, their objectives, and interests. The text constitutes a subjective perspective, a point of view on the “Chissano era”, a political, economic, and social period in the history of Mozambique. It is an ex-post-facto analysis, as it is written decades after the events have occurred, and although it limits its scope to a short period of time, it nonetheless covers long and complex socio-economic transformations. Despite systemic changes in Mozambican society, the structure of the country’s politics has remained almost the same, led by the party-state.

Abstract:: The question of Western Sahara, “Africa’s last colony”, is quite pecu-liar in the context of United Nations (UN) peacekeeping operations, when compared to other ongoing missions, and it is also quite unique from a geo-political point of view since the international community differs regarding this territory (Barros 2020).In this context, this article seeks to address the following issue: why didn’t the evolution of UN peace operations, which occurred after the expan-sion of the international security agenda and the emergence of the concept of human security, provide any significant change in the United Nations Mission for the Referendum in Western Sahara (MINURSO)? We will consider the hypothesis that, although there is a consensus at the international level on the importance of the concept of human security, there has been no significant change in MINURSO’s mandate, such as the incorporation of new assign-ments, due to Morocco’s close relationship with some permanent members of the UN Security Council (UNSC), namely France and the United States.

Abstract:: Studying the impact of terrorism on international relations is of vital importance due to the implications not only local and regional but also within the international system. The phenomenon of terrorism is not exclusive to a region or a country, it can affect everyone in indirect ways. In this sense, it crosses borders and does not understand nationalities. The most dangerous thing is the treatment given to it in international forums, multilateral orga-nizations, and the media since it is presented as a threat to security, but to legitimize military actions by Western powers or to delegitimize governments “not prone to the West”.This article is based on a conceptual proposal that helps to understand the phenomenon of terrorism from a non-Western perspective, criticizing the positions of the United States in this regard. The main objective is to deepen the debate around the concept of terrorism, its erroneous link to Islam, and to nationalist and/or revolutionary movements. It is also pertinent to see how it has been legally defined by international law, through resolutions, conventions, and protocols of different multilateral organizations, including the African Union (AU).

Abstract:: The 21st century could become an Asian and African century, which will result in a radical global transformation of the world. Thus, the past decade has witnessed a large Asian presence in Africa, especially, China, India, Japan, and South Korea. Not surprisingly that the rise of Asia in global politics has worried the traditional Western powers. Analyzing contemporary Asian approaches to Africa should be performed through their historical contexts, in particular the history of competition and rivalry between Asian rising powers. It is no secret that this point has not been adequately addres-sed in previous studies on African-Asian relations (Iwata 2019). This state of rivalry is reflected in the African policies of major Asian countries. For example, the Sino-Indian conflict and the Sino-Japanese conflict, in addition to the Taiwan issue, have definitely affected these countries’ interactions with Africa. In contrast to European policies towards Africa after the founding of the European Union, there is no consensus framework for Asian international relations. The experience of struggle against colonialism and engagement in the Non-Aligned Movement represented the most prominent components of the mutual relations between Asia and Africa, especially since the Ban-dung Conference in 1955 (Adem 2017). When the Cold War ended, Asian countries began to achieve high and rapid rates of economic development. Hence, the Asian countries that previously received development aid have become among the most important international donors. This means that the concept of “donor powers” has undergone a major change that it is not limited to Western industrialized countries (including Japan). Perhaps all of this requires studying and analyzing Asian-African relations.

Abstract:: In 2024, the number of days and sorties involving Chinese military aircraft crossing the Taiwan Strait median line reached a peak, but the total sorties of Chinese aircraft around Taiwan and the number of peak incursion periods were not significantly higher than in 2023. While the number of Chinese military aircraft incursions into Taiwan’s airspace has surged, the operational capacity of the PLA Eastern Theater Command Air Force is likely already at its maximum peacetime readiness level. The sharp increase in Chinese military aircraft incursions targeting Taiwan is not solely aimed at President Ching-te Lai but also reflects changes in the scope and intensity of the PLA’s training and exercises around Taiwan. Unless new airbases are constructed or logistical support capabilities are significantly improved within the PLA Eastern Theater Command, the number of sorties into Taiwan’s airspace is unlikely to increase substantially in 2025.

Abstract:: Xi Jinping’s New Year’s speech hinted at weaknesses in the People’s Republic of China. The speech emphasized the many hardships that people are currently facing at home while acknowledging fears about a turbulent external environment. Abstract:: U.S. policy towards the PKK, a designated Foreign Terror Organization, has varied significantly over four decades, reflecting a clear periodization based on pragmatic policy interests and the interplay of U.S. actions and Turkish responses. Washington has over time supported Turkish counter-PKK actions without direct involvement; actively supported Turkish counter-PKK efforts; tolerated or tacitly supported PKK activities; and directly instrumentalized and supported the PKK in Syria and regionally. Washington’s evolving stance toward the PKK coincided with the rise of Al Qaeda (AQ) and its offshoot, the Islamic State in Iraq and Syria (ISIS) as the focus of U.S. Middle East policy. The evolution reflected an incremental approach that subordinated U.S.-Turkish relations and other regional problems to the campaign against AQ/IS. Bilateral cooperation suffered as incrementalism, low trust, and transactionalism came to characterize the relationship. This paper examines the history, current dynamics, and possible future trajectory of U.S. PKK policy as a problem in U.S. Turkish bilateral relations.

Abstract:: This article analyzes how the geopolitical representation of the United States in Turkish political discourse changed during the 1960s and 1970s in the context of deep crises between the two countries, such as the Cyprus question, the opium issue, and the US arms embargo on Türkiye. Within the framework of critical geopolitical theory, it uses the concept of “geopolitical representation.” It examines the changes in the geopolitical representation of the United States in Turkish political life through practical geopolitics. To this end, it evaluates the debates, speeches, and correspondence made by the representatives of the ruling and opposition parties and members of the government in the Turkish Grand National Assembly between 1964 and 1979, within the context of the crises in Turkish-American relations, particularly within the foreign policy framework. It is argued that while the alliance between Türkiye and the United States and Türkiye’s membership in NATO were seen as important symbols of Türkiye’s sovereignty and enjoyed unwavering support in the 1950s, tensions with the US, Türkiye’s “strategic partner,” in the 1960s and 1970s led to notable shifts in the Turkish parliament’s narrative. As a pioneer of anti-NATO and anti-US rhetoric, the Workers’ Party of Türkiye (TİP) played a prominent role in shaping parliamentary discussions.

Abstract:: This article analyzes the underlying wellsprings for the major strains that disrupt the U.S. - Türkiye relationship. These strains arise from the U.S. support of the PYD/YPG/YPJ in Northern Syria as boots on the ground against ISIL; Türkiye’s purchase of the Russian S400 missile defense system; Türkiye’s energy imports from Russia and Iran; the U.S. refusal to extradite Fetullah Gülen; and Washington’s complaints about the AKP government’s anti-democratic tendencies. This article analyzes why and how some of these issues have evoked strong ire and distrust on both sides and others much less so by employing a paradigm based on five integrated variables: Türkiye’s military and economic capabilities; the availability of its natural resources, particularly energy; as well as threats to the legitimacy of the AKP regime and to the society’s ethnic and religious cohesion. Utilizing the paradigm, the article proposes measures that will increase the opportunities to build a firmer partnership between the U.S. and Türkiye.

Abstract:: Türkiye - United States relations have a multifaceted character and have spanned a long period, witnessing ups and downs throughout their historical trajectory. Türkiye’s relations with and foreign policy towards the US have been closely monitored by the public, and diverse perspectives towards the US have emerged within Turkish public opinion over time. This paper investigates the various factors that affect Turkish public opinion towards the US. Previous studies have generally examined public opinion through the demand side, exploring what features of the public predict their behavior towards other countries. In this research, we examine what exactly it is about the US that the public likes or dislikes. The research question of this article is: What are the determinants of the variation in individuals’ foreign policy attitudes towards the US in Türkiye? By answering this question through survey data conducted in 2021, we aim to present the economic, security-related, and political reasons behind the Turkish public’s positive and negative attitudes toward the US. The findings demonstrate that individuals are influenced by various dimensions pertaining to the US and its relations with Türkiye. The respondents’ demographic characteristics and political and foreign policy attitudes have resulted in disparate opinions regarding these multiple dimensions.

Abstract:: Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

Abstract:: This paper challenges two prevailing narratives about U.S.-Turkey relations: first, that international and individual-level factors are responsible for volatility in the relationship and second, that bilateral relations are uniformly bleak. In contrast to these perspectives, this paper proposes a domestic and institutional explanation for the rising volatility of U.S.-Turkey relations and conceptualizes societal ties as an anchor in the bilateral relationship. This paper advances two inter-related arguments. First, I argue that a key driver of volatility in U.S.-Turkey relations since 2016 is the deinstitutionalization of U.S. and Turkish foreign policymaking. In the United States, the root cause of deinstitutionalization is intensifying polarization over foreign policy, fueled by the rise of populism. In Turkey, by contrast, foreign policy has deinstitutionalized through personalization: the steady concentration of decision-making power in the hands of President Recep Tayyip Erdoğan. Second, against this backdrop of deinstitutionalization, I show that societal ties between the United States and Turkey provide a uniquely stable and enduring area of bilateral cooperation. I provide evidence for this argument in two key domains: 1) civil society and media and 2) higher education. These societal linkages, I argue, are often resilient precisely because they are disconnected from domestic politics and foreign policy. These societal ties should thus be understood not as agents that can reshape bilateral relations but as anchors that prevent the two nations from drifting apart.

Abstract:: Turkey-US relations in the Middle East have evolved significantly in recent years. Initially based on shared threat perceptions and strategic outlooks during the Cold War, the alignment became characterized by divergences on some issues after the Gulf War in 1991. Their relationship in the Middle East has even become hostile in recent years. Turkey’s increased regional aspirations and evolving threat perceptions in the Middle East, framed within an ontological security narrative, have strained bilateral ties. This shift is compounded by divergent worldviews influenced by domestic political changes in both countries. Despite these challenges, the alliance persists within NATO, albeit with complexities arising from the interplay of external pressures and internal dynamics. This article explores these dynamics using a Neoclassical Realist framework to explain how Ankara’s evolving threat perceptions and ontological security concerns have reshaped Turkey-US relations in the Middle East amid changing global and regional contexts.

However, in the current international environment, the EU’s normative power is not being received well outside the EU, particularly in reference to the growing power of illiberal states. Within that context, this study explores EU-China relations across time and unpacks the position of normative power Europe towards China and the Chinese response. The study foregrounds the fruitless attempts of the EU to project its transformative power onto China and the growing resistance by China against this, which it expresses by presenting itself to the West as an alternative power with an alternative understanding of international politics.

Abstract:: Relations between Russia and Türkiye have developed considerably since the end of the Cold War. What began as energy trade in the late 1980s evolved into cooperation in business, energy, construction, tourism, politics and even security. Behind the ever-expanding cooperation lies a mistrust fueled by historical enmity and regional rivalry that occasionally leads to confrontation. As the two countries seek to shape their competitive cooperation beyond the current geopolitical challenges and constraints of regional security and alliances, the question of whether they could find ways to advance their partnership is of paramount importance and has regional and global implications. This paper seeks to understand how they have managed their conflict-ridden past to develop a modus operandi in the post-Cold War world by proposing a new conceptual model, namely “competitive cooperation” or “coopetition”, to understand the relationship that developed over the last 30 years in different geographical regions.

Abstract:: The visa policy of the European Union (EU) member states against Turkish citizens has been a controversial topic for decades. Millions of Turkish citizens suffer from serious restrictions before their travel to the Schengen area for the purpose of their non-gainful activities. In time, two main options appeared before the visa-free travel of Turkish citizens, namely the opportunity brought by the interpretations of the Court of Justice of the EU (CJEU) based on the “stand-still clause” and secondly the Visa Liberalisation Dialogue. The objective of the article is to discuss whether the visa regime against Turkish citizens is justified or politically motivated. It connects the technical/legal analysis to a political analysis through the securitization theory. Security framing practices of the European actors at various policy levels are analyzed to explain the continuation of the restrictive visa regime against Turkish citizens despite two strong options that could have ensured visa-free travel. This article concludes that as a result of developments following the failed coup attempt in 2016, visa-free travel of Turkish citizens which was framed through the perceived threat of Turkish migration has transformed into a real threat.

Abstract:: The Ottoman Foreign Ministry underwent profound adjustments and transformations during the institutionalization process in the late Ottoman Empire. These developments significantly influenced the training of diplomats within the Ministry of Foreign Affairs, particularly from the latter half of the nineteenth century onwards, enhancing the professional competence and training of Ottoman diplomats. In this sense, this article aims to thoroughly examine the impact of institutionalization process within the Ottoman Foreign Ministry on diplomats’ acquisition and learning of foreign languages. The primary source for this study will be the registry files (sicill-i ahval) from the Ottoman Archives. Employing a prosopographic approach, the study will analyze the foreign language proficiency of late Ottoman ambassadors and consuls, along with their methods of language acquisition. By doing so, this article seeks to advance our understanding of the process of professionalization and specialization within Ottoman diplomacy.

Abstract:: Russia’s ongoing military intervention in Ukraine since February 24, 2022, has attracted considerable attention from International Relations specialists, analysts, intellectuals, and academics. Russia's decision to go to war has been interpreted in a variety of ways. Some scholars have linked it to the country's imperial and Soviet history (Mankoff 2022; Rojeck 2022; Trenin 2022; Timothy 2022; Van Harpen et al. 2023), while others have seen it as a deliberate distraction from internal problems (Torbakov 2022). Paul D’Anieri’s second edition of “Ukraine and Russia: From Civilized Divorce to Uncivilized War”, which consists of ten chapters, challenges prevailing views by providing a comprehensive analysis of the historical context of the conflict. D’Anieri contends that the origins of the Ukrainian war of 2022 go beyond the immediate crises of late 2021 or the events of 2014. Instead, he identifies three post-Cold War dynamics - the security dilemma, democratization, and domestic politics - as the primary drivers of the war. According to D’Anieri, these factors strained ties between Russia, Ukraine, and the West, leading to the conflict (pp. 2-3). Chapters three, four, and five meticulously dissect each dynamic, offering a detailed analysis of the intricate relationships between the United States (US), Russia, Ukraine, and Europe from 1989 to the present conflict.

Abstract:: There is a growing body of literature in the social sciences that suggests that we live in a world surrounded by narratives that construct and interpret particular understandings of reality, that serve to make sense of the world. Following the understanding that everyone and everything has a narrative in the world we live in; it would not be wrong to say that these narratives appear in every shape and dimension. For instance, since the media also has a story to tell, we hear, watch, see and witness a wide variety of stories from the media. The media is therefore the producer and distributor of narratives. However, this emphasis has a deeper implication, namely that news stories are not simply a spiral of words describing events. This is because the media convey news to the receiving public by representing, constructing, and reconstructing it (through narratives). We frequently witness about various terrorist acts across the world via media. Saira Ali accurately examines this particular topic. Her book is for those who are concerned about how terrorism news is presented to audiences through the media and how it is made sense of in a country-specific and context-specific way. This approach also allows for a contextualisation of the construction of terrorism news narratives, within different cultural, social, and political contexts (p.5,10). The author embarks on an intellectual journey of curiosity regarding the mediatisation of terrorism in two distinct worlds. These worlds are Australia, where the risk of terrorism is quite low but it has taken drastic legal measures out of fear of global terrorism after 9/11, and Pakistan, with a more grey policy altough caught in the spiral of a complex terrorist atmospher. In this way, Ali’s intellectual effort is to interrogate the narrative that global terrorism is mostly damaging to Western civilisation by including the East in her analysis. Ali’s analysis is basically founded on an argument that “the reality of terrorism is constructed through discourse” (p. 6).

Abstract:: Diasporas and their organisations, which traditionally aimed to serve their interest in the homeland and abroad, have long been studied under several social science disciplines, such as anthropology, sociology, political science, and geography. At the beginning of the 2000s, for instance, human and political geographers started to focus on diaspora realizing that it is a geographical concept, which addresses various geographical themes such as dispersion, boundaries, territory (as homeland), and identity. The “geographical turn” contributed to the concept theoretically, and also to transnationalism and migration studies empirically by which cases were reconsidered through the lens of geographical concepts, such as space, place, and time. Similar to geographers’ arguments, diaspora organisations (DO) -as a distinct form of collectivity- and their activities are very relevant to what we study in International Relations (IR), especially when it comes to exploring DOs’ role that transcends state borders in development, human rights, conflict, and peace. In that regard, attempts to introduce novel contributions from various disciplines have the potential to significantly enhance our comprehension of the theory of diaspora and its associated organizations.

Abstract:: It is almost always the case that any Introduction to International Relations course teaches the contributions of Kenneth Waltz to the field, firstly through his grandiose formulation of a theory: it should be simple, parsimonious, abstract, and accordingly, one needs to move away from reality as much as possible to increase the theory’s explanatory and predictive capacity.1 Moving the individual and state level of analyses aside, Waltz simplifies his theory of international politics at the system/structural level and, with his neorealist theory becoming the dominant approach for a large part of the twentieth century, it put the state in a sort of black box, purposefully ignored individual actors, and targeted the maximum degree of abstraction as possible. In Leaders in the Middle East and North Africa: How Ideology Shapes Foreign Policy, which consists of seven chapters (one introduction chapter, four empirical chapters, one theoretical conclusions chapter and one policy implications chapter), Özdamar and Canbolat aim to shed light on foreign policy belief patterns of leaders in the Middle East and North Africa (MENA), highlighting divergences across them and comparing them to the average world leadership. In the process, and in total opposition to Waltz’s claim, the authors argue that advancing “the actor-specific empirical studies zeroing in on agent behaviors and decisions in the future” is “the only way for IR to establish itself as a scientific discipline” (p. 148). In other words, as opposed to the structural approaches, the authors propound that less abstraction and a more actor-specific, nuanced, and tailored approach would provide significant opportunities for the IR discipline to be scientific.

Abstract:: RUSSIA’S official position on nuclear deterrence is outlined in several strategic planning documents concerning national security and defense. The deterioration of the international situation, worsening Russian- American and Russian-European relations, and the escalation of the Russia-Ukraine crisis in 2013-2014 prompted Moscow to revise its Military Doctrine in 2014. This document places significant emphasis on the increased activity of military forces unfriendly to Russia and foreign nations operating in territories adjacent to the Russian Federation and its allies. Among the key external military dangers are threats to global stability (which is primarily based on the possession of nuclear weapons) and regional stability through the development and deployment of strategic missile defense systems that disrupt the established balance of power in the nuclear missile domain. Other threats include the implementation of the “global strike” concept, intentions to deploy weapons in space, the proliferation of high-precision nonnuclear strategic systems, and the spread of weapons of mass destruction, missiles, and missile technologies.

Abstract:: RECENT developments surrounding Russia’s nuclear deterrence policy have sparked widespread reactions in Russia and abroad, ranging from belligerent and aggressive to eschatological and apocalyptic. On November 19, 2024, official guidelines were unveiled in the updated document titled Fundamentals of the State Policy of the Russian Federation on Nuclear Deterrence1 (hereinafter referred to as the Fundamentals). Several factors compelled Russia to revise its approaches to nuclear deterrence policy: the erosion of strategic stability, provocations and nuclear blackmail by Ukraine, and Western encouragement of the latter’s irresponsible and reckless leadership. The increasingly adversarial nature of global relations has brought the international system to the brink of large-scale war. The release of this new doctrinal policy provides a critical opportunity to analyze various aspects of Russia’s nuclear deterrence strategy.

Abstract:: The paper, “The Origins of the Second U.S. Civil War”, provides a hypothetical assessment of what might follow a disputed 2024 American election, and outlines three factors that would facilitate a fall into civil violence in such a scenario. Donald Trump has expediated a deterioration of the American political environment, and has targeted a specific subset of American citizenry. This subset has a rich militaristic tradition, and this paper argues that they might be instrumental in the devolution of future US politics. The power of the American military establishment has greatly increased post-WWII, and this paper also argues that the increased institutional pull held by the armed forces might similarly contribute to the outbreak of civil violence.

Abstract:: After decades of deterrence preventing nuclear war, hypersonic weapons appear poised to undermine strategic stability due to their speed, manoeuvrability, and potential ability to defeat missile defences. Because of their technological characteristics, Canadian and American discourse largely conclude that they will pose challenges to the international security environment, especially nuclear deterrence. However, the literature’s technical lens provides exaggerated threat assessments that assert hypersonics could disrupt the strategic nuclear balance, without acknowledging the risk of retaliation. Consequently, this paper counters these claims by drawing from Thomas Schelling’s emphasis on mutual vulnerability, and Kenneth Waltz’s insights about counterforce limitations, to demonstrate that hypersonic weapons cannot undermine strategic stability because they are subject to the same constraints that discourage a nuclear attack. It also argues that attacking command-and-control is more dangerous than attempting a counterforce strike, since it does not attempt to physically neutralize a second-strike capability.

Abstract:: The Yemeni Civil War is a conflict that bears crucial regional significance due to its destabilising effect on the Middle East, with the country also being home to one of the world’s worst humanitarian disasters. The conflict is characterised by a complex web of regional rivalries, sectarian tensions, and international interventions. This research paper offers a comprehensive assessment of the conflict by outlining its background, key actors and main conflict drivers, and hence proposes a theoretically, historically and contextually informed strategy for resolution- the peaceful territorial partition of Yemen into the historical entities of North Yemen and South Yemen. The paper outlines short-term, medium-term and long-term priorities that the ideal territorial partition plan would focus on, including and accounting for relevant primary, secondary and tertiary actors. The paper aims to showcase that through a nuanced understanding of Yemen’s demographic dynamics and history, a roadmap to ending the conflict focused on territorial partition can be charted out in collaboration with regional actors and the international community, hence leading to stable Yemens that can heal from the humanitarian catastrophe caused by the conflict.

Abstract:: This study examines the profound impact of mass media propaganda on American culture, with a particular focus on the iconic Torches of Freedom campaign. Originating in the late 19th century and led by Edward Bernays, this campaign aimed to reshape social norms surrounding women and smoking. Initially, a societal taboo prevailed, suggesting that respectable women did not smoke. Although tobacco consumption was common in America during the late 19th century, women were neither expected nor permitted to partake in the consumption of tobacco products until 1929. Women were eventually allowed the option to smoke discreetly, but even then, it was considered taboo by American society due to its perceived unfeminine nature. Through the analysis of historical documents, media artefacts, and scholarly literature, this research examines the multifaceted impact of the Torches of Freedom campaign on American culture. It explores how mass media, through carefully crafted messages and imagery, played a significant and influential role in shaping public perceptions and behaviour. By examining the campaign’s relationship with dominant cultural ideologies and its effects on gender roles, the research aims to illuminate the complex interplay between propaganda, cultural values, and social change. The study focuses on advertising, consumerism, and cultural practices in the United States by examining the strategies employed in the Torches of Freedom campaign through the lens of propaganda.

Abstract:: Japan’s healthcare policy is defined by a universal health insurance system that guarantees affordable healthcare for all citizens at any time and in any location. The system was established in 1961 and has since undergone a process of evolution through the implementation of national healthcare policies. Despite the existence of conflicts and issues, the mechanism of the Central Social Insurance Medical Council (“Chuikyo”) has continued to advance national healthcare interests. Nevertheless, this resulted in the commencement of criminal proceedings in 2004. The current demographic shifts present a challenge to the long-term sustainability of the national health insurance system, the long-term care insurance system, and the public pension system. This is occurring against a backdrop of rising costs associated with healthcare and long-term care, as well as an unsustainable national budget. The Chuikyo system is confronted with a multitude of challenges. This paper analyses the roles of three key actors in the Japanese national healthcare policy-making process. These actors include advisory councils such as Chuikyo, interest groups such as the Japan Medical Agency, and medical officers of the Ministry of Health, Labour and Welfare, who play a pivotal role in the policy-making process. The incremental improvements that Chuikyo produces are insufficient to address the long-term challenges facing the national healthcare policy. Japan’s healthcare model requires reconstruction to align it with the needs of an ageing society with a declining birthrate. Prior to embarking on this important policy work, it is essential to determine who should lead it. It is recommended that the Prime Minister and the Cabinet Office spearhead a study on radical reform, with strong political leadership and a capable technocrat team to facilitate collaboration with the National Diet and the public. Furthermore, it would be crucial to achieve a consensus through national forums on the fundamental concepts that citizens, as consumers, desire and are prepared to forego from a bottom-up approach. It is essential that the governance structure of the national healthcare system is changed to a decentralised structure so that citizens can be proactively involved in healthcare issues and make autonomous decisions.

Abstract:: The concept of energy security in the Arabian Gulf region refers to the ability to meet the energy needs of countries in the region without interruption in a way that guarantees the economic, social, and political stability of these countries. The concept of energy security in the Arabian Gulf includes several aspects: Ensuring strategic supplies. This relates to ensuring the continuous availability of oil and gas to producing and consuming countries in the region and beyond, avoiding any disturbances in the global market, and ensuring price stability. Energy diversification means diversifying energy sources and relying on them. Diverse energy, such as renewable energy, reduces total dependence on oil and gas and provides future economic opportunities. Strengthening energy independence: This includes developing national capabilities in the energy sectors, including developing the infrastructure and technologies necessary to extract and refine oil and gas and generate renewable energy. Achieving environmental sustainability: This requires achieving a balance between meeting energy needs, protecting the environment, and reducing harmful emissions. Regional and international cooperation Energy security also consists of enhancing cooperation between countries in the region and other countries in the field of energy, whether in exchanging knowledge and technology or in developing joint projects for generating and transmitting energy. This paper adopts a comparative methodology between Gulf countries to measure their ability to confront energy security in light of climate change. This paper reaches the most prominent conclusion, which is that the Gulf countries’ varying capabilities in achieving future energy security will play a major role in reshaping the inter-relations between the Gulf countries.

Abstract:: This study investigates the interplay between sovereignty discourse and national security through an analysis of Israeli and Egyptian discourses during Israel’s control over the Philadelphi Corridor following the 2023 Gaza War. Employing critical discourse analysis, the research examines official statements and media coverage from both nations, highlighting how sovereignty is mobilised to legitimize military actions and secure strategic advantages. The findings reveal contrasting approaches. Israel framed its actions as essential to national security and counterterrorism, using symbolic language to justify its occupation. On the other hand, Egypt sought to balance sovereignty discourse with regional stability and international obligations. However, both discourses displayed inconsistencies between rhetoric and practice, with significant implications for human security and regional stability. This study contributes to understanding the role of sovereignty discourse in shaping geopolitical conflicts and offers insight into the challenges of aligning security imperatives with legal and ethical norms.

Abstract:: Africa cannot be looked at as a big country. The Continent is politically organised into 54 states, which are very diverse entities with different histories within and without their borders. Almost all these states are multinational - multiethnic places with different regions, and when emergency or crisis situations arise, people’s “sense of belonging” is usually in the family, in the tribe, in the language, or in the religious group, not in “the state”. However, notwithstanding this reality, many analyses and positions are still based on neo-realist readings, assuming the existence of rationalities that do not exist or are not strong enough to understand the dominant realities. 63. Superstorm Sandy and Coastal Corralling in New York City

Abstract:: On October 29, 2012, a cyclone and a tropical storm fused under an inauspicious full moon off the Atlantic Northwest of the US to create Hurricane Sandy. It beelined toward the New York City metropolitan area at high tide and became the most destructive and costly hurricane in the City’s history; costing NYC $19 billion in in damages, 43 deaths and the absence of electricity and heat for around two million people. While the impacts were widespread, the neighborhoods of Coney Island and the Rockaways experienced widely disparate impacts which magnified the underlying social vulnerabilities among low-income racialized and ethicized populations. This paper positions Hurricane Sandy as a locus of interrogation to question how discriminatory policies excised low-income and socially vulnerable populations to the environmentally vulnerable lands of Coney Island and the Rockaways at the time of Sandy, and what injustices preceded the event and were engendered as a result. To answer these questions, this paper will examine the sequence of displacement and place-making over time that created channels for populations with existing social vulnerabilities to be thrust into environmentally risky coastal areas in New York City. Ultimately, the process, which I name coastal corralling, created the conditions for the little-discussed post-storm disaster and environmental injustices in Coney Island and the Rockaways, producing chronic issues that continue to persist over a decade after the storm.

Abstract:: I investigate the effects of the race of the perceived beneficiaries of an affordable housing development on white homeowners’ support for the project, using an online survey experiment with 520 participants. I find that priming respondents to believe a nearby proposed project’s residents will likely be Black significantly increases opposition compared to the white prime. However, the effect is moderated by respondents’ racial attitudes, such that self-reported racially sensitive individuals instead become more supportive when led to believe a project’s residents will be Black. Despite racial cues increasing opposition, respondents do not express different concerns with development in a racialized context. These results suggest that race is a central factor driving attitudes toward affordable housing; however, racially motivated public commenters mask their concerns behind those ostensibly unrelated to race. Policymakers concerned with advancing equity while addressing the housing crisis may reconsider public comment’s role informing them of the public’s preferences toward development.

Abstract:: This paper examines the relationship between marijuana policy changes, arrest trends, and racial disparities in arrests in two major U.S. cities, Indianapolis and Chicago, between 2014 and 2023. Chicago implemented statewide legalization in January 2020, while Indianapolis decriminalized certain marijuana offenses at the county level in September 2019. By analyzing public arrest data from Chicago and the State of Indiana, this research addresses three key questions: whether marijuana-related arrests declined after these policy changes, how racial disparities in arrests changed after these shifts, and how marijuana arrest trends compare with those for other drugs. Our findings reveal significant reductions in marijuana-related arrests in both cities following policy reforms, though the degree of change varied. The results also demonstrate stark racial disparities in marijuana arrest rates both prior to and following policy changes in each city, though racial disparities decreased in both Chicago and Indianapolis following each policy change during the study period. Ultimately, racial disparities in both cities increased again as time after reform passed, signaling the need for policies and practices that sustain decreases in disparities overtime.

Abstract:: This paper examines India’s opportunities and challenges in unlocking its clean energy transition. While the country has made significant advancements in expanding its renewable energy capacity, structural inefficiencies within the electricity sector continue to hinder progress. A key barrier is the cross-subsidy pricing mechanism, which charges commercial and industrial users higher electricity tariffs to subsidize power for agricultural and residential consumers. Although originally intended to promote equity, this mechanism has, over time, contributed to mounting debts for power distribution companies, ultimately weakening the financial health of the electricity grid. This paper provides an analysis of the consequences of the cross-subsidy electricity pricing mechanism. Abstract:: This paper examines China’s evolving role in the solar energy surge of the Gulf region, with a focus on the United Arab Emirates and Saudi Arabia. It identifies three approaches through which China has progressively deepened its participation: (1) large-scale export of solar products, (2) investment and construction of solar power projects, and (3) offshore investment in local solar manufacturing bases in the Gulf. Abstract:: Conflict-related sexual violence (CRSV) has traditionally been understood as an inevitable byproduct of war, with rape framed as a biologically driven act of sexual gratification committed by men against women. This perception shifted following landmark rulings by the International Criminal Tribunals for former Yugoslavia (ICTY) and Rwanda (ICTR), which established sexual violence as a weapon of war. This article critically examines the "weapon of war" framework, which portrays militarized men as strategic perpetrators and women as symbolic victims, arguing that it reproduces harmful gendered identities and oversimplifies the complexities of sexual violence in conflict. The paper first traces the historical evolution of how CRSV has been conceptualized—from a natural consequence of war to a gendered and strategic tool of power—before analyzing the limitations of the weapon of war paradigm. It highlights the framework’s exclusion of male victims, female perpetrators, and diverse motivations for sexual violence—such as opportunism, material gain, and combatant bonding—as well as its failure to account for cases where armed groups refrain from using sexual violence altogether. Drawing on original analysis of over 4,000 redacted ICTR witness testimonies, the article demonstrates how the framework has constrained legal recognition, obscured lived experiences, and reproduced narrow narratives of ethnic hatred and gendered violence. It calls for a reframing of the gendered weapon of war concept to better account for the complexity of CRSV and to promote more inclusive approaches to justice, prevention, and survivor-centered redress.

Abstract:: El uso militar de la inteligencia artificial plantea numerosas cuestiones de orden jurídico y ético, destacando las referidas a la aplicación de normas internacionales. La complejidad de los sistemas autónomos de armas conlleva interrogantes sobre su adecuación al ordenamiento internacional, necesarios para determinar la responsabilidad por su desarrollo y empleo. Sin normas especiales que los regulen, el soporte normativo básico es el Derecho Internacional Humanitario y el Derecho Internacional de los Derechos Humanos, con problemas específicos que promueven una evolución normativa para regular estas máquinas. La responsabilidad por la vulneración de obligaciones internacionales constituye uno de los aspectos más complejos que rodean a los sistemas de inteligencia artificial. Abstract:: The rise of autonomous weapons technology in recent conflicts demonstrates the increasing militarisation of artificial intelligence. The rapid development of new technologies, such as AI-based targeting systems and autonomous weapons systems, poses significant challenges to the international community. On the one hand, there are potential threats associated with militarised artificial intelligence. On the other hand, there are ethical dilemmas related to algorithmic decision-making and legal liability. Abstract:: This study examines the reasons for Indonesian President Jokowi's foreign policy not to prioritise human security diplomacy towards the Patani issue, specifically the acceleration of peace talks between the Thai government and representatives of the combatants from Thailand's Deep South provinces. A qualitative methodology was employed, involving 22 in-depth interviews with elite and grassroots participants from Thailand and Indonesia. These included 7 interviews with State actors and 15 with non-State actors, 4 of whom were combatants. The findings are discussed in relation to the existing literature on the diffusion and implementation of Indonesian human security diplomacy in relation to peace issues in Patani. The article argues for a more proactive and effective diplomacy including the strengthening the role of Islamic non-governmental organisations to help resolve security issues and conflicts there.

Abstract:: The global terrorist threat remains persistent and pervasive as the world moves into 2025. Armed conflicts from Ukraine to Gaza and destabilisation by both State and non-State actors are redefining international stability. The influence of groups such as Islamic State, al-Qaeda and Iranian-backed militias underscores the enduring risks. Key challenges include geopolitical rivalries, radicalisation and increasingly sophisticated cyber and physical attacks. With the Middle East at the epicentre of escalating tensions and Africa emerging as a new hotspot, coordinated international efforts are essential to prevent and counter threats. States must strengthen cooperation in intelligence, security and strategic foresight to deal with a volatile, uncertain, complex and ambiguous global landscape.

Abstract:: ASEAN has a great interest in creating a regional identity as a consequence of the people-centered regionalism goal. Although this identity creation is vital, the awareness of ASEAN identity is still relatively weak in ASEAN countries, even among elites and long-standing member countries. As an organization, ASEAN has the power to shape identity and norms for its people. Therefore, this study aims to reveal ASEAN’s strategy in shaping its identity through Facebook. This research argues that social media, which has become an interactive, participatory, and democratic media, should be able to be utilized by ASEAN in building agreement on its identity among its users. Through a qualitative approach by utilizing data processing and analysis software of NVIVO 12 Plus, this study concluded that ASEAN was concerned more with creating shared values than exploring the cultural heritage in its member countries. ASEAN also was serious about displaying prosperity, mutual respect, and unity in diversity values as its identity.

Abstract:: The roots of the ongoing civil conflict in Yemen lie in the inability of Yemeni society to address and resolve the frustration arising from political marginalization, economic deprivation and the effects of an extractive, corrupt and rent-seeking state. By definition, such systems are characterized by the concentration of power in the hands of a restricted elite and impose few restrictions on their exercise of power. This systemic failure has produced a cycle of violence, political upheaval, and institutional collapse since the creation of the modern Yemeni state in the 1960s, of which the current conflict appears to be only the latest eruption. We propose, as a way of accessing potential possible results for resolving the contradiction, a proposal based on the combination of policies based on Peace Studies, understanding that the mechanisms of the Security Sector Reform processes and transitional justice are crucial for the construction and peacebuilding in the Republic of Yemen. This work analyzes how structural violence has perpetuated in recent years in Yemen and how we can direct the conflict towards positive peace.

Abstract:: The article analyzes the two-part strategy Russia developed to address the Nagorno-Karabakh conflict in 2020. First, the country helped to weaken Armenia’s position in Nagorno-Karabakh and consolidate Azerbaijan’s. Second, the Russian military deployed peacekeeping troops to the border of the two countries to stabilize the conflict, deter any new Azeri military advance in the region and improve the Russian influence in the Caucasus. Although this strategy was initially successful, as it increased Russia’s military capacity in the region, the unexpected complications Russia experienced during the invasion of Ukraine in 2022 severely weakened its role as peacekeeper and deterrence power. Russia’s involvement in a highly demanding conflict has led to considerable suffering, increased international pressure, and a deteriorated perception of its military power, precluding it from deterring the expansion of a Turkish-backed Azerbaijan. As a result, Russia’s deterring capacity failed as it was uncapable of sending a credible threat to Azerbaijan and this country could achieve historic goals in the region. Consequently, Russia severely compromised its own position in the Caucasus, and increasing pressure over Armenia should be expected.

Abstract:: Using the soft balancing concept and a comparative methodology, I analyze the diplomatic strategies mobilized by Brazil towards the US in South America from 2003 to 2022. The empirical results suggest that in the last two decades, Brazil moved away from the role of “soft balancer” during Lula’s and Rousseff’s mandates (2003–2016) to a “tactical convergence” in Temer's (2016–2018) to “bandwagoning” in Bolsonaro's (2019–2022). The main drivers for these different strategies are domestic and regional changes. Approaching this thematic contributes to a better understanding of Brazilian regional priorities and abilities to deal with the US in the region.

Abstract:: China has accelerated its naval modernization in recent years. There are multiple factors behind this modernization drive. The rise of China in many ways is impacting political, economic, and security dynamics around the world but particularly in Asia-Pacific (Indo-Pacific). Australia is one of the country in this region which is not an exception in this regard. This study looks for implications of China’s naval modernization on Australia. The study makes an important contribution to the literature because this part of the world has not been looked into while analyzing Chinese naval modernization. Data is collected through primary and secondary sources. Besides reviewing the existing literature data is collected through key informant interviews and policy documents of China and Australia. Australian threat perception is evaluated by analyzing Australian Defense White Papers, speeches of Australian leaders and analysis of the country’s security analysts. The study finds that challenges posed by other nations in the region is prompting China to modernize its navy. This in turn enhances security concerns in Australia which is always wary of securing its territorial integrity, economic interests, and global liberal world order which has contributed to its development and security. Australia, in response to these developments, has embarked on the path of modernizing its own forces. It has bolstered its alliances with the US and other partners.

Abstract:: Space has always been a place for geopolitical competition, and concepts such as astropolitics have even emerged in the scientific world. However, in the last two decades, technological advances have led to an increase in interest in space activities and new global space competition involving many public and private organizations. In addition to political and commercial competition in the world, China and America have expanded the scope of their competition to somewhere outside the world, that is, outer space, and they are trying not to lag behind their competitors in this field. A new round of competition between China and the United States to return to space was formed, which was reminiscent of the space program competition between the United States and the former Soviet Union. The purpose of this research is to analyze the space competition between America and China from the perspective of space geopolitics, using the concept of Astropolitics. Therefore, this study illustrates the role of contemporary geopolitics in today’s space based on the dynamic nature of astropolitics, and assesses the emerging geopolitical competition behind the rise of international interest in space.

Abstract:: The study seeks to explain the non-state actors' roles in international climate negotiations. The existence of the Paris Agreement in our view strengthens the hybrid multilateralism architecture that makes it possible encouraging non-state actors to take part in global climate governance, such as Greenpeace. Based on literature research, this study uses qualitative research approaches. In addition, we utilize secondary information relevant to the subjects covered in this research from academic publications and online news sources. From this research, we found that three main key points, authority, legitimacy, and effectiveness in hybrid multilateralism best explain Greenpeace involvement in international climate negotiations. Furthermore, by following certain indicators of non-governmental organizations’ influence, Greenpeace is seen to have succeeded in influencing the Kyoto Protocol yet lost its role in influencing the Paris Agreement upon the United States’ withdrawal under Trump’s administration.

Abstract:: This paper focuses on Russia’s current economic isolation due to the war in Ukraine. The more western states punish Russia, the more likely it will become economically dependent on China. H. J. Mackinder argues that whoever controls, or organises, the heartland of the Eurasian continent, controls the world’s political system. The more dependent Russia is on China, the more China will exercise control over Russia. If China were to gain this political leverage over Russia, it would be in a good position to organise the heartland, and possible become global hegemon.

Abstract:: This study proposes, based on scientific production carried out in Europe, the adaptation of the Balanced Scorecard (BSC) method by Kaplan and Norton, for the analysis of the performance of Brazilian Strategic Defense Companies (SDC). The investigation is carried out in a comparative way, in two stages. In the first one, a bibliometric research was carried out to identify the characteristics of the European Defense Industrial Base. In the second stage of the research, the BSC-Defense indicators, developed based on the literature found, were empirically analyzed in a Strategic Defense Company in Brazil. The results indicate that the BSC-Defense instrument can serve as a guiding element for Strategic Defense Companies, as it includes an integrated and dynamic set of capabilities, processes and activities related to the strategic performance of the organization.

Abstract:: The 1996 Advisory Opinion of the International Court of Justice (ICJ) on the Legality of the Threat or Use of Nuclear Weapons remains a pivotal reference in international law and disarmament debates. While the Opinion did not categorically prohibit nuclear weapons, its reasoning has been widely cited in legal and diplomatic arenas. This study examines the Opinion’s long-term influence through three key elements: its incorporation into state practice, its role in international litigation, and its impact on the 2017 Treaty on the Prohibition of Nuclear Weapons. Employing a methodology centered on primary sources, this research evaluates the Opinion’s relevance in shaping international legal norms and assesses whether it still accurately reflects the state of international law on nuclear disarmament.

Abstract:: This paper investigates how ideological polarization and constituency factors influence legislators’ voting behaviour on Free Trade Agreements (FTAs). We explore the Chilean case, where trade policy has recently become highly politicized, to test three key relationships. First, we argue that right-wing legislators are more likely to champion FTAs when trade becomes a highly politicized issue, as the ratification of the CPTPP shows. Conversely, when trade is less politically salient, right-wing legislators are less likely to vote favourably for FTAs. Second, legislators representing regions with a high concentration of workers in tradable sectors are less likely to support trade liberalization, as it can put jobs at risk in their districts. Our results show that ideology explains legislators’ support to FTAs but only when the trade policy is politicized. Also, the probability of voting in favour of FTAs decreases as the proportion of workers in tradable sectors within the region increases. From a comparative perspective, the results highlight how the effect of politicization, observed mainly in European settings, is generalizable to a different set up: a presidential developing democracy.

Abstract:: The article investigates the trajectory and transformations of Brazil’s involvement in UN peacekeeping operations, seeking to explain the recent hesitation to assume a leadership role in contrast to previous periods, particularly during the two initial presidential terms of Luiz Inácio Lula da Silva (2003-2011). It highlights the influence of international and domestic factors on Brazil’s new stance, including changes in the nature of UN peacekeeping missions and the impact of the deep politico-economic crisis Brazil experienced between 2013 and 2022. The shifts in foreign policy during the governments of Michel Temer and Jair Bolsonaro resulted in a more isolationist view and a significant reduction in Brazil’s participation in peacekeeping operations. The article concludes by analyzing the need for a strategic reassessment by Brazil of the dynamics of peacekeeping operations and the domestic challenges faced by the new Lula da Silva government to realign its future participation with its national interests and capabilities.
