1621. China’s New Historic “Leap” Narrative: Coverup for the Zero-COVID Policy Failure?

Abstract:
With Chinese authorities having shifted away from a zero-COVID policy at the end of November, the country now faces an unresolved dilemma as to its future approach to economic development and public health policies. A critical question is: will the Dengist doctrine of “Reform and Opening-up” return to the political discourse? But the most critical issue revealed by People’s Daily is how Chinese propaganda has portrayed the recent chaos, as well as how it has promoted General Secretary Xi Jinping’s image in spite of the failure of the zero-COVID policy. These questions are of particular importance ahead of the second plenum of the 20th Party Congress, which is planned for February 2023. A brief analysis of the theoretical section of the People’s Daily, “An Intersection of Thoughts” (思想纵横), throughout December 2022, may offer some preliminary answers. The critical points introduced in People’s Daily indicate how China is likely to be led moving forward, with major features such as governing within a “one way” approach and a Chinese-style modernization process representing what is seen as a rational path of development going forward.

1622. China’s Interests in North Korean Denuclearization: Reducing the Northeast Asian Security Dilemma

Abstract:
The existential North Korean nuclear and missile threats negatively impact the Asia-Pacific security environment for the United States, South Korea, Japan and Australia. In response, these countries have taken countermeasures to defend themselves against the growing danger from North Korea. As a result, North Korea’s nuclear and missile capabilities indirectly worsen China’s “security dilemma” by spurring the U.S. and its allies to devote greater resources to maintaining a strong security presence in Northeast Asia. This situation is illustrated by Beijing’s consistent criticism of Seoul for allowing the deployment of the U.S. Terminal High Altitude Area Defense (THAAD) anti-ballistic missile defense system in South Korea since 2017. Although South Korea has sought to reassure China that the system is aimed at counteracting the threat from North Korea, Beijing has maintained that the presence of the U.S. THAAD in Korea “clearly undermines China’s strategic security interests” (PRC Ministry Foreign Affairs [FMPRC], August 10, 2022). Although China has been accused of not putting enough effort into the denuclearization process, achieving success in eliminating nuclear weapons from the Korean peninsula would serve China’s security interests in several ways, including by removing a powerful justification for the U.S. and China’s neighbors to devote resources to regional security. In part due to North Korea’s growing missile capabilities, South Korea, Japan and Australia have all recent strengthened their respective missile development programs. In 2021, the United States also lifted the restrictions it had imposed on South Korea limiting the range and payload of its ballistic missiles. According to previous South Korea president Moon Jae, this has removed “security shackles”—allowing South Korea to regain its missile autonomy (Korea Herald, May 22, 2021).

1623. Cold War in Pakistan: Interdiscursivity in the Proleftist and Pro-Islamist Magazines

Abstract:
This article examines the variations in the selected pro-leftist and pro-Islamist magazines’ discursive practices related to the Cold War era/politics in Pakistan. It adopts Critical Discourse Analysis as theoretical and methodololigical framework to delve into the discursive practices of the chosen periodicals. The discourses of the leftists and counterdiscourses of the Islamists highlight the ideological polarization as reflected in the in-group support and the out-group condemnation of certain viewpoints. These contrasting viewpoints coalesce around several issues and topics which were selected and used by chosen magazines to take part in the ideological conflict and challenge the rival ideologies in society. Some of the topics the selected magazines harp on are literature, culture, nationalism, Islam, socialism/communism, and democracy/capitalism. Using foregrounding and backgrounding in the topic selection of political magazines the researcher shows how nominated political magazines foregrounded and backgrounded reporting from the in-group and the out-group point of view and how they highlighted or hid reporting from the ingroup and the out-group. The study shows how these magazines used similar topics to advance their discussions in discourse and presented their ideas their standpoints during Cold War. They also utilized these topics to support and oppose certain ideas as the content of these periodicals is permeated with the ideologies which are glorified and used to renounce the alternative ideologies prevalent in discourse.

Abstract:
Populism is a political phenomenon that has gained significant attention in recent times due to its ability to appeal to the masses for common good and to bring about changes in established political systems. It has become a significant political force in many parts of the world, including Pakistan. Pakistan is a country that has experienced political instability and economic challenges since its inception. While populism has provided a platform for addressing the grievances of marginalized communities, it has also posed significant challenges to democratic governance and economic stability. Mixed method research approach is utilized in the study to examine the role of populism in the political history of Pakistan. To study political dynamics of Pakistan, the works of scholars such as Ernesto Laclau, Chantal Mouffe, Guillermo O'Donnell and Philippe Schmitter are used in the research paper. To gather empirical data, a questionnaire has been employed as a research tool. This enables a deeper understanding of recent developments in populism within Pakistan. By examining the historical and social context of Pakistan and identifying the factors that have contributed to the rise of populist movements in the country, the research paper aims to analyze the developments of populism in Pakistan offering insights into its potential benefits and pitfalls. The findings of the study will have significant implications for policymakers, scholars, and practitioners in Pakistan and beyond.

Abstract:
The popular trends of information technologies have created a virtual world around the globe with the domain of cyberspace, which offers plenty of opportunities and challenges. In the last few years, several events have been described in terms of cyber warfare or the use of cyber weapons, leading to critical international security concerns. At the same time, there is little research on the definitions and power of what constitutes a cyber weapon and how it can be profiled. In the age of globalization and with the dynamic digital environment a new way of strategy and thinking is developing to introduce the new weapons, which has challenged the strategic environment around the globe and changing the concept of warfare in 21st century. The present article is to develop a preliminary hypothesis for to identifying the power of cyber weapon and how it relates with the nuclear weapon to examining the changing landscape of modern warfare. The comparative analysis of cyber weapons and nuclear weapons will help to understand the exact nature of cyber weapons with comparison of nuclear weapons to conclude which one is more preferable and dangerous in modern warfare techniques. The paper is divided into three sections. First part is brief introduction of genesis of cyber weapons, nature, evolution and its different types. The second part is comparison of cyber weapons to the nuclear weapons based on diverse characteristics (developing of weapons, security, arsenal, uses, target etc.). The third part is an analysis cyber weapon vis-a-vis nuclear weapon on the impact level. The paper conclude that the development of cyber-nuclear weapons has significantly altered the nature of contemporary warfare techniques. As technology continues to advance, the use of a cyber weapons has becomes increasingly likely, which could result in devastating consequences. It is important for nations to develop effective cybersecurity measures and maintain a strong nuclear deterrence strategy to prevent such scenarios from occurring.

Abstract:
The contemporary trends of Indian foreign policy cannot be studied without understanding the extension of New Delhi’s strategic collaborations with different stats beyond its traditional bilateral and multilateral cooperative frameworks. The prevalence of a minilateral approach to New Delhi's foreign relations has started focusing on creating different trilateral and quadrilateral engagements with diverse states to address the emerging security challenges of contemporary global power politics. These security challenges are fundamentally linked with the emerging role of China in the international system and New Delhi’s longstanding confrontational ties with Beijing. The position of the United States, and its strategic support to New Delhi, cannot be ignored in the evolving India-China confrontations in economic and strategic domains. The continuation of cooperation against common security threats originating from China has witnessed a bilateral Indo-US strategic collaboration against China in the broader Asian balance of power. Thus, the increasing shadows of minilateralism on Indian foreign policy cannot be treated separately from South Asian regional politics, where India has created a security dilemma parallel to introducing various new trends in the regional arms race of South Asia. This new strategic alignment of New Delhi with the international community tries to counter the increasing role of China in the South Asian region, where Pakistan provides a gateway to China for its South Asian entry. Therefore, the central theme of this paper revolves around the newly evolved era of minilateralism in New Delhi's foreign relations and their impacts on the politics of nuclearized subcontinent due to Islamabad's strong trading ties with China. This paper is an academic endeavour to provide a comprehensive understanding of New Delhi's increasing reliance on minilateralism and its relevance with the decades-long India-Pakistan rivalry.

Abstract:
With its rising power, China has been spreading its clout in almost every corner of the world. South Asia, owing to its rising significance, has caused new-found interest of China in this region. Amidst many assumptions, this paper attempts to trace out the rationale behind China‘s increasing presence in South Asia. Then, it primarily tries to analyze China‘s base of power in South Asian region and to explore its strengths and weaknesses. This study is designed to identify the factors that have attracted South Asian countries towards China. This study employs a case study method in general and ‗focused comparison‘ in particular. This method is considered highly appropriate as it brings various perspectives which are rooted in a particular context. China‘s transforming statecraft towards South Asia is the context and focused comparison comes into play while exploring the commonalities and differences associated with Chinese strategies towards South Asian countries. The study concludes that Chinese base of power in the South Asian region comes from the economic, security, and diplomatic support for the South Asian countries and China has capitalized on this opportunity to transform its resources into power.

Pakistan's defence diplomacy has undergone significant changes in the past decade. With the evolving global and regional security environment, Pakistan has adapted its strategies to protect its national interests and ensure regional stability. This research article aims to provide an analysis of Pakistan's defence diplomacy from 2013 to 2022. The study examines the key factors that have influenced Pakistan's defence diplomacy and how it has evolved over the years. The research article employs a qualitative research approach, utilizing secondary data sources such as academic articles, policy papers, and government reports. The data is analyzed through a thematic approach to identify the key trends and developments in Pakistan's defence diplomacy. The analysis reveals that Pakistan's defence diplomacy has been shaped by a range of factors, including its relationship with key allies like China and the United States as well as its ongoing conflict with India. The study identifies the major shifts in Pakistan's defence diplomacy strategies, including its efforts to diversify its defence partnerships, increase defence diplomacy, and pursue a more proactive role in regional security initiatives. Information technology and the internet have changed the nature of warfare in the present era. 21st century starts with a new technological advancement in economic, social, and political awareness. This article analyzes the intimidations of Fifth-Generation War (5GW) and its threats national cohesion of Pakistan. 5GW is a battle of information and perception. Misinformation, propaganda, non-state actors, and media movements generate disorder and anger. The adversaries spread misleading reports, fake news, and propaganda through social media tools. Pakistan is located in a very significant geopolitical region in the world. Pakistan is a victim of this latest war launched by anti-state intelligence agencies. Qualitatively research design is being implemented to investigate the nature of 5th Generation War in this article. Abstract:
Pakistan's naval modernization efforts and response to India's naval strategy demonstrate a commitment to regional security and stability. Indian naval strategic vision is expansionist in nature. Indian is race for hegemony and dominance in the Indian Ocean Region has direct implications on the security of Pakistan. This study will include an examination of the modernization of Pakistan's naval fleet, the development of new naval bases, and the cooperation with other countries to enhance Pakistan's naval capabilities. The article tries to explore Pakistan's naval strategy and its response to India's naval capabilities. To measure the behaviors involved in this study, two theoretical frameworks have been used. To highlight the geo-politics of Indian Ocean, Sea Power theory of Alfred Mahan has been used. To explore the essence behind the conducts of actors, broader framework of realism has been employed. The research methodology adopted for this study is qualitative in nature. Being an important state actor and due to its strategic location Pakistan’s response carry far reaching impacts on the peace and stability of the Indian Ocean Region. The article concludes with the finding that Indian frantic efforts for domination in the IOR is disturbing balance of power in the region.

The USA is increasingly engaged in the Asia Pacific region to secure its interest in maintaining its status quo over the globe. As China becomes an economic giant within two decades and poses a threat to the hegemony of the USA, the USA is engaging with its partners and allies in the region. For this purpose, the USA initiated multiple alliances like AUKUS & QUAD shifted its perspective towards Asia, and Introduced an Asia-Pacific policy for containing China. In contrast to the USA, China is sucking the countries in its economic system to build infrastructure, ports, roads, and railways and by providing loans to developing countries by introducing projects like BRI, OBOR & BRICS. China is using the strategy of Sun Tzu by maneuvering opponents into such a place from which escape is impossible. Both countries are in Thucydides' trap from which escape is impossible. The USA & and China confronted each other through a Trade War. Now achieving geoeconomics interest is important in the contemporary century. The perspective of war on the battlefield shifted toward confronting geo-economic interests due to nuclear doctrine. According to realists, conflict is inevitable in human interactions.

China's resurgence as a global actor has significantly altered international relations, particularly in the Middle East, particularly with Saudi Arabia and Iran. Pakistan's unique geographical location and complex international interactions present an intriguing situation due to these changes. Pakistan's close relations with China, Saudi Arabia, and Iran, along with its shared border and cultural ties with Iran, influence its security concerns, domestic politics, economy imperative, and foreign policy. China's growing relationship with Saudi Arabia is driven by its oil needs, global influence, and regional stability. Iran offers China a valuable counterbalance and potential ally in the Middle East due to its geostrategic position and abundant natural resources. The United States' long-standing hegemony in the Middle East has been put to the challenge by China's growing influence and strategic alliances in the region. This qualitative study investigates the issues relating to Middle East with an objective to evaluate the role of great powers‘ politics in the region. The Middle East's shifting geopolitical environment could be advantageous for projects like the ChinaPakistan Economic Corridor (CPEC), Chabahar Port Development, and Iran-Pakistan Gas Pipeline.

Abstract:
Roads were developed by humans in ancient times. With the passage of time these structures went through development and took form of modern highways. A complex structure of road network existed in Indian sub-continent during imperialism in South Asia. When Mughals developed their Empire, they further developed that road network. These routes were used for various purposes like local as well as interstate trade, postal services, and movement of royal army. Individual travelers and caravans also moved on those roads. Valuable items were carried by travelers on these routes hence various groups of professional robbers, thieves and thugs were gradually formed who robbed and killed travelers. Mughal Emperors took various measures to address this issue. Administrative officers were given the task to make arrangements to provide security to travelers. Rest houses (Sarai) were made, check posts were created and local responsibility law was continued which required local village heads to provide security on roads which were present near their villages. A strong spying network was established which kept the emperor well informed about the happenings in the state. Culprits were either killed in encounters with Mughal troops or captured by the village vigil force or they were presented before Emperor and Judges who punished these criminals.

Multinational oil companies are expected to be socially responsible to their workers, communities and other stakeholders through their social activities, even at the expense of their immediate profit. In line with the above, ExxonMobil has claimed to have invested millions of dollars in community development projects within the host communities since her inception. The host communities on the hand claimed that the company has reneged on its corporate social responsibilities to them. The main objective of this work is to assess ExxonMobil efforts in discharging its corporate social responsibilities (CSR) in oil producing communities of Akwa Ibom State in Nigeria. To achieve the objective of the study, survey and descriptive research design were adopted. Data were drawn from both primary and secondary sources. Accordingly, stakeholder theory of CSR was used as theoretical framework. The major finding of the study revealed among others that ExxonMobil h ad not significantly engaged in health care and skill acquisition programme in its host communities in Akwa Ibom State due to poor implementation of corporate social laws as well as the complicity of the Community Liaison Officers (CLOs) and the Exxon Mobil officials in the implementation of corporate social projects and programmes within the host communities. Based on the findings, the study recommended among others that the government should put a legal framework on ground that will make Corporate Social Responsibility mandatory as against the practice currently in vogue where Corporate Social Responsibility is discretionary. This will make the oil and other multinational companies operating in Nigeria to take CSR as a serious business rather than what is obtainable.

This paper argues that Somalia's Weberian state apparatus and legal-rational bureaucratic model need revision. Given the country's clan -based societal organization and dominant agrarian and pastoral economy, an alternative form of government that includes clan leaders, businesspeople, and urban-based nongovernmental organizations works best for Somalia. In such a system, the central government is a moderator articulating and aggregating diverse demands instead of power monopolizing. The success of the Islamic Courts and alShabaab Movement in working with the local population in their areas of control suggests that an informal form of government is more suitable for Somalia's traditional society than a formal system based on the concept of anonymous citizenship that is alien to the local value system. The unpropitious legacy of colonialism, and the failure of its democracy during the 1960s, leading to civil strife, wars, foreign intervention, and state failure that continue to grip Somalia validate the paper's research approach.

Abstract:
Eighteenth Amendment to Pakistan’s Constitution has made the Prime Minister of Pakistan, and hence the parliament, stronger instead of the President by abolishing Article 58(2) (b) just as the ‘Glorious Revolution’ of 1688-1689 in England made the parliament stronger by abolishing ‘Divine Rights’ of the kings and paving the way towards the constitutional monarchy by passing the ‘Bill of Rights’ in 1689. Just as the ‘Bill of Rights’ constituted a new era of democracy in England, the 18th constitutional amendment has promised the same. Furthermore, this constitutional software has removed the Concurrent List from the Constitution of 1973, thereby assigning more administrative, legislative and fiscal responsibilities to the federating units. The paper finds that by the passage of the 18th amendment, concrete constitutional measures were taken to transform a ‘centralized federation’ into a ‘participatory federation’ and now it is the constitutionally-driven responsibility of the provinces to chalk out development projects, addressing the people’s demands through enhanced fiscal discipline and well-coordinated public policies at their levels. In addition, consensus over the 7th NFC award was an historically important event in the politicoconstitutional annals of the federation of Pakistan.

Abstract:
The manner at which public officials manipulates and won elections in Nigeria deeply depreciates the political value of the electorate and embolden such officials to refuse to be accountable to the masses. Thus, democracy in Nigeria has been profoundly endangered since Nigeria returned to democratic system of government in 1999 as a result of undemocratic practices, chiefly, the aspects that relates to elections and public accountability. At the center of these democratic misdemeanors in Nigeria is inherent lack of transparency and accountability of public leaders. This study therefore investigates perceptions of public accountability and its impacts on democratic stability in Nigeria with observations from Akwa Ibom State. The study articulated four objectives which translated into four research questions and four hypotheses. The Social Contract Theory was adopted for this study. The study also adopted descriptive research design and chi-square statistical technique to analyze the data collected. Research questionnaire was distributed to sample of 200 participants randomly selected from each of the three senatorial districts of Akwa Ibom State, totaling 600, which the researcher only retrieved 570 of it. The findings revealed among others that citizens’ views about the electoral processes influence their perceptions of democratic stability. The study recommended among others that the electoral processes should be very transparent to all citizens to enlist their trust and confidence in the political system.
