1361. OTAN, España y el FrenteSur. Análisis geopolítico tras cuarenta años de experiencia compartida

Abstract:
Cuatro décadas es tiempo suficiente para realizar un balance de la relación de España con la OTAN, como miembro de pleno derecho.Balance de particular interés en este periodo en el que hemos asistido a tantos cambios en el contexto internacional; cambios que han afectado a nuestra percepción de amenazas y a los modos de hacerles frente.Este trabajo analizará desde dos enfoques la experiencia española como miembro de la Alianza y los distintos estados de la relación, tanto con la Organización, como con su principal socio. El primero tomará en consideración los condicionantes domésticos de cada una de las partes. El segundo, atenderá a los condicionantessistémicos que tanto han variado desde la época de la guerra fría. Particular atención merecerá el siempre mejorable enfoque del denominado “flanco Sur”, con la vista puesta en la elaboración del nuevo concepto estratégico de la OTAN. Al respecto, se atenderá a las distintas sensibilidades dentro de la Alianza y la reivindicación de un trato análogo al recibido por el tradicional “flanco Este”. El contenido del documento de reflexión para la elaboración del nuevo concepto estratégico OTAN respecto a la proyección sur, puede implicar un cambio en la naturaleza de la relación con esta zona de operaciones. La metodología de investigación de basará en una serie de entrevistas sobre la base de una encuesta previa a oficiales españoles con experiencia práctica en la OTAN, tanto en operaciones como en diversos puestos directivos. Se incluirán también elementos de la consideración norteamericana respecto a la participación española. Combinados los resultados con el apoyo científico de académicos, foros de defensa y contribuciones de think tanks, se extraerán las conclusiones y recomendaciones para una mayor y mejor comprensión en los próximos cuarenta años.

Abstract:
La estrategia y la doctrina militar de la OTAN se han convertido en una de las referencias principales para el pensamiento estratégico occidental y también para el desarrollo de la estrategia y doctrina militar en España. La estrategia de la Alianza partióde un escenario muy específico en la Guerra Fría para ampliarse después de ella hacia un papel de estabilización fuera de Europa, y retornar paradójicamente al punto de partida debido al renacimiento de la amenaza rusa. En ese camino se desarrollaron conceptos clave sobre el empleo del poder militar convencional, de las armas nucleares y de las nuevas formas de conflicto asimétrico o híbrido. Pese a que España ingresó en la OTAN tarde y de una manera muy peculiar, la estrategia y la doctrina OTAN resultaron esenciales para modernizar tanto las fuerzas armadas como el propio pensamiento estratégico denuestro país.

Estados Unidos es el actor más relevante dentro de la OTANy ha condicionado la participación española en la organizacióndesde su ingreso. El artículo analiza desde la perspectiva estadounidense la participación española en la OTAN. Para ello se centra en diferentes factores como serían las declaraciones públicas de los dirigentes estadounidenses en las reuniones bilaterales,la posición de la opinión pública estadounidensey el análisis de diversos objetos de debate como el gasto en defensa, los activos estratégicos españoles, su participación en las diferentes misiones implementadas por la organizacióny la posición española en asuntos y regiones de interéspara Estados Unidos. A pesar de lasdeclaraciones de los líderes estadounidenses sobre el rol españoly la imagen positiva de Españaen la opinión pública estadounidense, se constata un importante margen para su mejora.

Este artículo explicalos elementos fundamentales de la relación entreEspaña y la OTAN en vista de su 40 aniversario de pertenencia a la Alianza Atlántica.El texto, tanto en su reconstrucción histórica como en su análisis de los desafíos quecaracterizan la postura española en la organización, pretende examinar tres elementosvertebradores de esta relación: la posición ambigua de las élites y la sociedad españolarespecto a la pertenencia a la OTAN y la relación con EEUU; la naturaleza legalista ymultilateral, con un explicita preferencia porla UE, de la política de defensa nacional;yla complejidad del “frente sur”, es decir, el sistema de múltiples y diferentes amenazasa la seguridad deEspañaprocedentes denorte de África, donde la OTAN tiene problemas para dar una respuesta satisfactoria. Abstract:
La Conferencia sobre la Seguridad y la Cooperación en Europa (convertida luego en la Organización para la Seguridad y la Cooperación en Europa) nació con el objetivo de constituir un foro de diálogo entre actores con opciones políticas y concepciones de laseguridad radicalmente diferentes. Luego del final de la Guerra Fría, el discurso de la Organización se orientó hacia la promoción de un ideal democrático robusto. Sin embargo, los hechos mostraron los límites del optimismo inicial. El rol efectivo de la Organización siguió vinculado a un concepto tradicional de seguridad como seguridad interestatal, con cierta atención a la dimensión de los derechos humanos, pero también con una alta tolerancia a los regímenes no democráticos que persistían en su seno. Esta geometría variableentre los componentes del concepto de seguridad se relaciona con la naturaleza misma de la Organización: ella nació como forma de garantizar un modus vivendientre Estados con intereses e ideologías enfrentados y mantiene en buena medida este carácter, aunque la oposición no sea hoy entre dos modelos económicos diferentes sino entre Estados con grados variables de democratización.

1367. Desradicalizacióny desvinculación:aspectos formales y teóricos

Abstract:
La radicalización constituye una de las mayores problemáticas a nivel securitario y social. No obstante, el número de detenciones en los últimos años han llevado a replantearse reforzar los modelos de intervención en su relación con la desvinculación y la desradicalización. Como consecuencia, la atención está cambiando hacia los procesos de desvinculación/desradicalización. Tratando de aunar los conocimientos sobre la temática, en el presente manuscrito se realiza una revisión de la literatura que trata de identificar y valorar algunos de los factores y modelos de desvinculación, desradicalización y/o reinserción desarrollados en estas últimas décadas. En primera instancia se conceptualizan la desradicalización, entendida como un proceso social y psicológico por el que el compromiso de un individuo con la radicalización violenta y su participación en ella se reducen hasta el punto de que ya no corre el riesgo de implicarse y participar en actividades violentas, y la desvinculación, proceso mediante el cual un individuo experimenta un cambio de rol o función que suele ir asociado a una reducción de la participación en la violencia. Posteriormente, se analizan los principales factores de empuje y atracción que se han encontrado en la literatura, destacando, por un lado, la desilusión con la estrategia o las acciones del grupo radical y, por otro lado, las relaciones con personas fuera del grupo y las demandas familiares. A continuación, se hacen explícitos siete modelos teóricos propuestos desde distintas disciplinas que tratan de explicar los procesos de desvinculación, desradicalización y/o reinserción social. Entre estos modelos, encontramos la trayectoria de desvinculación,el modelo de inversión,el modelo 3N,el modelo pro-integración,los bucles de refuerzo,el modelo de las dinámicas de la desvinculación y el modelo fénix de desvinculación. Finalmente, se discuten algunas de las similitudes y diferencias de estos modelos y sus principales limitaciones.

Abstract:
En los últimos años se han sucedido diversos atentados terroristas protagonizados por individuos que se suelen vincular a la “extremaderecha”. En realidad, los atentados dan al gunaspistas, enfunciónde cuáles sean sus objetivos. Pero lo que más información aporta son los manifiestos que algunos de esos terroristas nos han dejado. Apartirde esa premisa, este artículo desarrolla un análisis de los contenidos de varios dee llos, planteando hasta qué punto puede hablarse de que existe una ideología detrás de los mismos; hasta qué punto esa ideología es la misma en todos los casos; y hasta qué punto se corresponde con tesis de extremaderechao, más bien, se aproximan más a otras de corte fascista. Tras ese análisis, y atendiendo a los marcos teóticos empleados se puede responder afirmativamente a los dos primeras preguntas, mientras que la tercera respuesta delata la presencia de importante componentes de fascismo en los proyectos de sociedad anhelados por esos terroristas.

Abstract:
In Brazil, it is observedthat the researchers in the field of Administration keepa certain distance to studies of National Defense. In this direction, the scope ofthis study is that there is anincapabilitybetween the strategic actions provided for in the National Defense Strategy (NDS) and the capabilities of the Defense Industry Base (DIB). It is assumed that companies linked to the DIBmust know their dynamic capabilities, so that they can, in their strategic planning, develop actions that allow them to cooperate with the NDS, in addition to generating competitive advantage. The methodology used has a bibliometric nature. The findings point to i) the lack of studies that aim to propose strategies for the Defense sector, from the perspective of the theory of dynamic capabilities and business strategy; ii) the inexistence of Stricto SensuPost-Graduate Programs in Administration, which have in their lines of research the National Defense theme; and,iii)the inexistence of journals in the area of Administration that have as scope or focus organizational studies, strategy and innovation in the area of National Defense. The Administration area has lines of research that cover strategic and organizational studies, innovation and technology, governance, public finance and others, which can collaborate with the advancement of studies on Defense in an applied way, as they aim to relate theory to practice and the constant search for pragmatic solutions to symptomatic and ongoing problems, through analytical, in-depth scientific methods and empirical observation.

Abstract:
In March 2021, Russian armed forces began deploying thousands of military personnel and equipment near Russia’s borders with Ukraine, with another contingent deployed in Crimea which was annexed by Russia in 2014. The scale of this military build-up, which represented the largest force mobilisation by Russia since its annexation of Crimea in 2014, came as a surprise to Ukraine and a source of concern to other European countries and the United States. The unexpected stance of neutrality held by many influential African countries coupled with notable abstentions in several UN resolutions have rattled their Western allies. one of the biggest surprises for the West has been the reaction and stance of several notable African countries. Having enjoyed political patronage and goodwill from most countries in Africa for several decades, the United States and its Western allies expected a robust and strong castigation of Russia by their allies from the continent but were shocked by the response of some key African countries. While many such countries were quick to condemn the invasion and toed the line of the US and other Western allies, some notable countries such as South Africa, Namibia and Senegal refused to condemn the attack with some blaming the West and NATO for the war. This article explains why African countries are taking their current stance and the implications this might have on the international balance of power at the end of the Russian-Ukraine conflict. The reasons are linked to political, economic, and strategic considerations as well as contemporary grievances relating to the recent Covid pandemic and the treatment of Africans in Ukraine at the onset of the war.

Abstract:
This paper provides both an outline of the war in Ukraine to date and an assessment of the likelihood that Vladimir Putin’s Russian government will be able to claim a degree of success in its special operation in Ukraine if and when there is either a meaningful ceasefire or ultimately peace agreement between the warring powers. Russian success is defined in terms of the aims of the special operation’ as stated by Russian leaders on the eve of and during the course of the operation to date. The paper concludes that in all likelihood Russia will be able to claim a limited degree of success at the end of the special operation, even if that success will have come at a high cost.

President’s Vladimir Putin’s invasion of Ukraine in February 2022 was a classic case of preventative war decision-making. The public record shows that Putin went to war to prevent Ukraine becoming such a powerful NATO bridgehead on Russia’s borders that Kyiv would seek to forcibly regain control of Crimea and the Donbass. Putin foresaw a future war not just with Ukraine but with NATO and the assessed the risks to Russia of an immediate conflict were lower than the medium and long-term threat. The danger of Ukraine becoming a nuclear-armed state also had an important bearing on his final decision for war, as did his perception of the ultra-nationalist Kyiv government as an implacably ‘anti-Russia’ regime.

Abstract:
2020’s international system, which according to John Mearsheimer “shifts from unipolarity to multipolarity,”1 is more welcoming for small states and small state studies. In this environment where the number of actors is growing, small states have a stronger voice through the alliances they make, the projects they create or the roles they play in international organisations. The book named “Small States and Shelter Theory: Iceland’s External Affairs”, analyses the current foreign policy decision-making processes of small states as system actors, with the purpose of adding a new theory to the International Relations (IR) discipline. Shelter theory, is presented as an alternative to the numerous IR theories explaining the behaviours of small states and this concept was initially introduced by the editor of the book, Baldur Thorhallsson, in 2010.2

In her book, Twilight of Democracy: The Seductive Lure of Authoritarianism, Anne Applebaum explores a political shift that many democracies face today. In her analysis of global democracies, Applebaum explains why authoritarianism is on the rise and how it is being welcomed by many. She argues that the world is becoming more authoritarian, and democracy is starting to slip, especially with the recent election of US President Donald Trump. Through her writing, Applebaum hopes to bring awareness to this phenomenon with the hope of recognizing it and resisting it. Anne Applebaum is a Pulitzer Prize winning journalist, who has worked for several magazines and newspapers. These include The Spectator, The Evening Standard, Slate, The Daily and Sunday Telegraph, The Economist, The Independent, The Washington Post, and currently The Atlantic. Her career provides her with great access to the top decision-making circles both in Europe and the United States during critical times, including the fall of the Berlin Wall, or the Brexit referendum and its aftermath.

Abstract:
Is neoliberalism in a deep crisis or not? If yes, what are the dynamics of this crisis? Does this crisis promise social, political, and economic transformations? If it does, what are the prerequisites? Will global levels of inequality continue to be dispersed? If one desperately searches for an answer to these questions, Thomas Piketty’s latest book, A Brief History of Equality, might offer a possible starting point. Piketty is known for his valuable r>g theory. He explains that return to capital exceeds the rate of economic growth, and it, in return, increases the concentration of wealth. This time, he does not put forward a new theoretical frame. Instead, building upon his r>g theory, he elaborates on his argument for the deepening of inequality in a multi-dimensional and multi-faceted way within a large time frame between 1780 and 2020. As for the primary source of data, he utilises the World Inequality Database (WID.world), which contains evidence about the distribution of income and wealth over the years. It provides the author with a multidisciplinary approach, while interpreting the progress in economic, political, and social developments.

Abstract:
There is a high concern that development assistance can be seen as national interest from the donor’s perspective. The book dwells on the specific case of Brazil and tackles the question of how a country like Brazil seeks power and influence by providing no-strings-attached foreign technical assistance. In the book, there are also some similarities and differences among Southern emerging donors like China, India and South Africa, concerning their take on foreign assistance. The book, as Farrias puts it, is mainly about foreign policy motivations and development assistance. In the particular case of Brazil, author asks what the foreign policy logic behind the no-strings-attached development assistance is. While answering the question, she gets help from a theoretical perspective, which is a combination of realism and constructivism. According to Farrias, development partnership between developing countries is understudied; and she wants to clear this gap with a specific case study. According to her, most studies deal with money-based cooperation, but from a developing country’s perspective, knowledge sharing is common. Hence, technical cooperation is ought to be explored, Farrias claims. According to Farrias, technical cooperation is mostly on non-controversial topics. She advocates that despite the weakness of development assistance, it is one of the most common foreign policy tools for developing countries.

1378. Perceptions of Turkey in the US Congress: A Twitter Data Analysis

Abstract:
The way we interact with individuals, companies, and communities has been altered by our usage of online social media sites and services. Simultaneously, the use of social media as a data source for social scientific inquiries has increased substantially in recent years. This study uses Twitter data analysis to investigate the views of United States (US) Members of Congress on Turkey, and to see if these perceptions reflect some of the trends in US-Turkey relations. Our initial view is that the Twitter conversations among Members of Congress appropriately reveal changes in the course of perceptions vis-a-vis relations between the two countries. With that assumption in mind, we evaluated Twitter data from 2009 to 2021, and analyzed it using statistical methodologies, network analysis, computational text analysis, and topic modeling tools. The findings indicate that Twitter data is a useful proxy for evaluating the perception of Turkey among US Members of Congress.

Abstract:
The relationship between academics and policymakers has a complex and multi-layered structure, and there are different views on how this relationship should be. While discussing the political processes in the context of Turkey’s membership, the interactions between academics and policymakers in the relations between Turkey and the EU have the potential to provide solutions in the steps that need to be taken. However, the academic tendency of EU studies in Turkey will be revealed by answering questions such as what subjects are preferred by academics working on the EU in Turkey to study in the knowledge-production process, which subjects they prioritize in EU studies, what the effects of the ups and downs in Turkey-EU relations are on the academy, and how the academy positions itself in the field of EU studies. It is considered that such a study will contribute to further studies on how the academy’s relations with policymakers are and how they should be in studying Turkey-EU relations

Abstract:
The ICJ in its order dated 16 March 2022, decided that the legality of the unilateral use of force to prevent acts of genocide is ‘doubtful’. Based on this order, it is possible to say that the ICJ provides a yellow light to unilateral use of force for the prevention of acts of genocide. But the ICJ expressed its opinion in this respect in 2007, underlining that every state may only act within the limits permitted by international law. The doctrine underscored that the unilateral use of force for the prevention of genocide was forbidden. In this situation, the following question arises: is it really doubtful? To find the answer to this question, it is necessary to examine the legal basis and means for the prevention of genocide. In this article, the legality of the unilateral use of force for the obligation to prevent genocide has been comprehensively discussed.
