Abstract:: When Muslim Leaders of the Subcontinent of India were trying to create a different independent state for Muslims, the Quaid-e-Azam Muhammad Ali Jinnah repeatedly used the phrase “Separate state for the Minorities of India”. He demanded a state where all types of minorities could live freely according to their religious teachings and norms. These demands were very pleasing for all types of religious minorities of the Subcontinent, so few of them supported the idea of Pakistan where anyone could live freely. The Christian community supported the idea of Pakistan and made efforts to become part of it. There are different speeches of Quaid-e-Azam that consist of praises of Christian leaders who were helping the Muslim leadership. Despite the fact that Pakistan’s Objective Resolution and Constitution of 1956 and 1962 gave equal rights to every citizen and religious liberty to minorities, the Objective Resolution and Constitution of 1956 and 1962 are the most condemned document which made Pakistan a theocracy. After liberty and freedom, political rights are the most important rights for any person. This paper will try to find out the answer to the question of how objective resolution, Constitution of 1956 and 1962 dealt with the minority rights and their political rights. For this purpose in-depth study of all three documents occurred along with different articles, news, research reports and books.

Abstract:: Pakistan has been in pursuit for stable democratic system since its creation. The patronclient relationship is shaping and defining the general politics and the biraderi politics of Pakistan. These links also legitimize the politically dynamic biraderies‘ clench on means and resources as well as the transfer of these resources as a bequest to coming generations of biraderies. The process of democratization is directly correlated and undermined due to biraderism that makes its pace very sluggish and inactive. It has been considered irresistible for non-democratic forces. It is generally argued the prehistoric group identities like family, kinship and caste, or biraderi membership, played a more important role in determining voting behaviour than the individual‘s political rational preferences. This phenomenon is overwhelmingly rule in the life of an individual in a society which is still in the transitional phase of democracy. The settlement policies of social engineering of the British had worked very well in the central region Punjab specifically. This is a theoretical and analytical study that presents a conceptual framework between biraderism and democratization process. The process of democratization is a dependent variable and the dynamics of biraderism work as an independent variable.

Abstract:: The blue economy is the development of sustainable economic growth preserving the marine ecosystem. The concept of a blue economy emerged after the UN Rio+20 conference held in Rio de Janeiro in 2012. South Asian maritime nations are facing serious economic problems. They all have excessive oceanic resources and different maritime economy sectors like shipping, coastal tourism, fishing, etc. This research explores the challenges which are associated with these maritime economy sectors of South Asian littoral states. This study also intends to find out the possible options available to earn more through the maritime sectors to improve their current social and economic conditions. A case study design has been used in this research. Interviews have been conducted from maritime experts for this case study. India is the largest South Asian country in terms of population and technological advancements. It is investing a lot in the tourism and shipping sector to become a strong blue nation. Pakistan’s blue economy sectors have vast potential, but there is a need to formulate favorable policies and considerable investments to utilize all these resources. Bangladesh is putting positive efforts toward sustainable development in the coastal tourism, fishing, and shipping sectors. Maldives is famous for the best beaches and tourist destinations. Sri Lanka’s maritime economy sectors have faced many ups and downs, which affected her blue economy growth. This research concludes that the future of maritime South Asian states is related to the development of the blue economy. All these littoral states should work together and find out strategies for regional development.

Abstract:: The treatment, image, and issues related to CPEC become significant when this venture is considered a game-changer for the Pakistani economy. This study analyzes the CPEC coverage in Pakistan's highly circulated English newspaper, Daily Dawn, and The News. The quantitative content analysis technique is employed for this study from April 2015 to December 2019. This study aims to explore how news contents of selected newspapers portray the image of CPEC and the treatment of selected newspapers toward this project. The theoretical foundation of this study work under the Grunig models of Public Relations. The findings of this study reveal that both newspapers portray a positive image of CPEC. The primary focus of the news content of selected newspapers is information regarding the economic and political aspects of this project, while inadequate significance is given to strategic, social, and legal aspects. Moreover, from Grunig’s models' perspective, major public relations practices worked under the public information and press agent model.

Abstract:: It is an internationally recognized principle that the prerogative to speak freely is a preliminary human right of the utmost importance. It is a fundamental democratic principle which plays a key role in strengthening other human rights. Concurrently, it is widely accepted that this right is not absolute and the legislature may impose restrictions on it, according to law, for the welfare of the people. The unbridled license may not be given to any person for publishing defamatory material, either libel or slander, which defames the dignity and reputation of others on the plea of the prerogative to speak freely. The prerogative to speak freely must be proportionated against other fundamental rights and constitutional principles. The basic purpose of this article is to explore the “defamatory statement” which harms the reputation of others in the light of UDHR, ICCPR and the Constitution of Pakistan, particularly in the recent political landscape.

Abstract:: The longstanding question over whether or not terrorism is a unique form of violence that demands its own unique set of responses is one of the most outstanding theoretical and conceptual problems in the terrorism discourse. The contentious debate has generated and actively sustained a number of competing theories and convictions. Amidst all this, the already convoluted concept of terrorism has become all the more peculiar. The attempts to undermine the uniqueness of terrorism, in particular, pose a serious challenge to the chances of terrorism ever becoming an independent field of academic research. Given the fallout, it becomes necessary to especially reassess the critique that strips terrorism of its uniqueness and distinctiveness.

Abstract:: Studies in different socio-cultural contexts have found that women academics face structural and cultural obstacles and barriers. Less is known about the lived experiences of women academics in the context of Azad Jammu and Kashmir. This study explores the lived experiences of women academicians in coeducation higher education institutions (HEIs) / universites of Azad Jammu and Kashmir (AJK), Pakistan. The main objective of the study was to know the working relationships and interactions between women academicians with their men colleagues and students. We also attempted to unpack how women academicians manage their families and academic responsibilities. The data for the study come from sixteen in-depth interviews with women academicians in two public sector coeducation universities/ HEIs of AJK. The respondents were selected with the help of purposive sampling technique. We processed and analyzed the collected data inline with the qualitative data analysis technique. We enagegd Walby‟s (1990) concept of pubic and private patriarchy. Our study findings/results unpacked the explicit and implicit disparities and discrimination faced by women academicians in the prevailing patriarchal structure of higher education institutions of AJK. The findings advance and further the existing debate on the lived experiences of women academicians in HEIs with new insights from the specific context of AJK.

Abstract:: Pakistan is a galaxy of religions and a land having rich cultural diversity. Such attributes have fascinated the research scholars, political scientists, and sociologists for studying the elements that, despite of indifferences, have connected the people. Pakistan was a political demanded of a visible Muslim minority of Sub-Continent to have a piece of land where the deprived and oppressed community (Muslim) can enjoy the liberty and freedom of their culture, tradition, and religious rituals. However, when the Pakistan Movement was on its full spring, other small minorities have also joined hands. Furthermore, Quaid’s vision for a democratic, tolerant, and inclusive society convinced the other minorities and ethnic groups for opting to live in Pakistan. The constitutional and political history of Pakistan reflects the efforts and energies invested by the decision makers to strengthen the national unity and cohesive bond. The research topic ‘National Unity and Cohesion in Pakistan: A Critical Assessment of Constitution 1973’ is an attempt to identify the constitutional provisions for ensuring national unity and cohesion. The qualitative method has been deployed in which the researcher studied the material already produced on the same topic and conducted interviews. The primary objective of this endeavour was to assess the constitutional commitments and the political will to ensure implementation. Additionally, the factors that have affected the implementation and disturbed the social fabric of Pakistan contributing to increase marginalization of weak segments of society and excluding some specific groups from the mainstream.

Abstract:: The US withdrawal from Central Asia, Russia-Ukraine conflict and diverted great-powers’ competition from the region necessitate and drive the Central Asian region to revive historical links and open up in southern direction. The circumstances also induce Russia to open up trade routes to South via Central Asia. Central Asia with prudent regional approach may move from a “shatter belt” status (a region torn by internal strife and external intervention) to strengthened regionalism in the absence of direct great powers’ competition. The changed geo-political and geo-economic situation presents new opportunities to Central Asia, Afghanistan and South Asia for developing the Central-South Asia economic corridor, though accompanied with challenges within Afghanistan. The paper argues that the recent changes in the situation of the region provide additional space to the Central Asian countries for political maneuver to address the issues of security and development by materializing Central-South Asia economic corridor.

Abstract:: Language is one of the most complex abilities, especially teaching in a formal learning environment and demography may help to comprehend social and economic issues and find viable answers. It engages in market research, labor market analysis, insurance forecasting, economic development, and social planning. People in South Asian countries work for private and public institutions at local, regional, national, and international levels. This research deals with the language learning of child acquisition and its influence on demographic elements, and the most crucial element in this discussion is the various implications on South Asia countries and the results of a research study conducted among private and government students (N=500) who are studying in different Muslim and nonMuslims schools of Lahore, Pakistan. This study investigates the effect of demographic factors on children's language acquisition at the middle level all over Asian countries. The researchers developed a questionnaire that contained 40 items, 37 are close-ended and 3 are open-ended. Quantitative and descriptive statistics with SPSS software are employed to investigate the effect of all demographic factors on the language learning process of children. The results indicate the pertinent findings against each major construct/theme such as age, gender, parents' (income, status, education, background, and occupation), social and economic context, rural and urban society, and cultural influence. It also shows that each factor has a deep influence on language acquisition among middle-level students, and Asian countries are affected a lot. This study investigates the short- and long-term effects of demographic variables on the language acquisition of South Asian children.

Abstract:: On September 11, 2001, the World Trade Center collapsed and the Pentagon was attacked, triggering a sustained anti-terrorism campaign around the world. A number of cases have been reported where the war on terror has adversely affected the sovereignty of the state. The war on terror has been particularly devastating to Pakistan, one of the frontline states in this conflict. This war has compromised Pakistan's sovereignty a number of times. Specifically, this paper focuses on drone strikes by US forces in Pakistan's tribal areas, including attacks on Salallah checkpoints and the killing of Osama in Abbottabad without obtaining permission or sharing information from Pakistan. There is still a lack of trust between the United States and Pakistan, so it was the Pakistani government's responsibility to protect its regional interests before entering this war and deciding the scope of Allied Forces authority. The paper concludes that the US-led forces have undermined Pakistan's sovereignty. The document notes that intelligence cooperation, allies' trust, and the respect for national sovereignty of states are very important factors for the advancement of the antiterrorism effort.

Abstract:: Pakistan has oscillated between weak civilian rules and military regimes throughout its history. Military co-option with the judiciary, alongside few exceptions commenced an era of dissolutions in 1988. This led to develop an institutional imbalance which undermined the representative institutions by upholding the presidential orders to dismiss federal and provincial assemblies in Pakistan. The judiciary in Pakistan largely remained a reactionary institution as it endeavored for the self-preservation rather than upholding the constitutionalism and enforcing the rule of law. Judiciary‟s political assertiveness during the decade of 1990s by addressing the political questions led to decline of its impartial character. This research expounds that judiciary‟s informal support for military increased the federal challenges of Pakistan and enhanced the authoritarian features of the state. This paper also explicates that by validating the dismissals of the representative institutions and authorizing the military regimes to amend the constitution, Judiciary compromised its judicial independence, which is one of the salient features of Constitution of 1973. Keeping in view the nature of case study and employing qualitative approach of research, this paper largely addresses the key question that how judicial Independence is relevant to the issues of federalism and democracy in Pakistan.

Abstract:: Extant scholarship on Iranian cyber warfare emphasizes the ways in which Tehran’s cyber capabilities might be employed offensively to achieve its foreign policy objectives. Comparatively little attention, however, has been given to the ways in which Iran might leverage these same cyber assets in retaliatory strikes. This article argues that because of the unique combination of endogenous and exogenous variables affecting contemporary Iran, including diplomatic isolation and economic sanctions, as well as Iran’s historical track record of carrying out its foreign policy through proxies, Iranian cyber retaliation is likely to be executed through third parties, mostly symbolic in nature, and proportionate in scale.

Abstract:: The U.S. Marine Corps’ 2019 Commandant’s Planning Guidance placed a dominant focus on modernizing the force to contest China within the Indo-Pacific region but deemphasized support to foreign humanitarian assistance missions. This article challenges the current framing of the Marine Corps’ role in disaster response missions, specifically the notion that they are not a part of the organization’s identity and that they detract from warfighting readiness. The case is made that U.S. military support to foreign humanitarian assistance missions will only grow, that the Marine Corps has and will have a role to play in these missions, and that participation in disaster relief operations improves their warfighting readiness.

The U.S. military responded to both events with a large-scale, interorganizational relief effort to provide aid to the affected areas. Though the disaster in 2010 created unprecedented challenges, the U.S. Southern Command met those challenges and applied their lessons to its response to the 2021 earthquake 11 years later.

Abstract:: The U.S. government and Department of Defense (DOD) have plans to counter a pandemic and return the country to normal while reducing the impacts of the disease. These plans address psychological health, but only in a limited manner. The U.S. government and DOD’s response to the COVID-19 pandemic has been primarily focused on containing the virus and reducing the number of deaths and damage to the economy, with very limited attention paid to the mental health impacts in both the population and military. Historical cases suggest that the psychological impacts can be wide-ranging and enduring if not treated properly and the country does not recover from the pandemic in a deliberate fashion. While some emerging research could suggest this for the U.S. population and military, researchers have not conducted specific studies into this particular field. Therefore, the U.S. military’s mental health could be degraded by the COVID-19 pandemic and mitigation measures and may be degraded for a significant period of time, reducing its readiness and ability to aid in the government’s response to the pandemic.

Abstract:: On 15 May 2020, Operation Warp Speed, later renamed the HHS-DOD COVID-19 Countermeasures Acceleration Group (CAG), was a collaboration between the Department of Health and Human Services, the Department of Defense (DOD), and the private sector to accelerate development, production, and distribution of effective vaccines and therapeutics to counter COVID-19 for the American people. The CAG was the nucleus of the “whole-of-America” effort to defeat COVID-19, and DOD’s contribution was essential to the success of the CAG. This article highlights the contributions made by DOD, with a focus on innovative solutions and best practices that might apply to other DOD activities.

Abstract:: From 2020–22, the National Guard saw extensive use domestically to respond to a wide variety of crises, including natural disasters, civil unrest, pandemics, and border security in addition to overseas deployments. As these emergencies perpetuate, balancing the National Guard’s use domestically and overseas is critical to preserving a sustainable and capable force. It is important for a broader understanding across local, state, and federal governments of the sustainability of these cumulative effects on this force.

Abstract:: A transdisciplinary research project investigated the idea of framing climate and environmental change (CEC) as a new type of threat: a hyperthreat. Traditional military analytical methods were used to assess the hyperthreat and its context and develop ideas about how an adequate response could be conceived. This approach contrasts to prior literature and longstanding geopolitical discourse that identify the risks of taking a securitization approach. Instead, the author argues that it is now riskier not to consider CEC within a mainstream geopolitical and nation-state security strategy. When the hyperthreat of CEC is centered as the main threat to be contained, and its relationship to other threats is analyzed, startling new pathways to stability emerge. The research developed a new theoretical approach called “entangled security” to develop an initial new “grand narrative” and “grand strategy” (PLAN E). This article offers a vision of how military theory can be reimagined to support new policy directions and security priorities.

Abstract:: Civilian authorities increasingly request military involvement in national emergencies and (inter)national disasters. This article aims to contribute to our understanding of these new civil-military interactions. The authors first reflect on three themes: (1) guidelines, principles, and goals of civil-military cooperation; (2) domain consensus through civil-military agreement on the allocation of areas of responsibility; and (3) militarization processes. The authors describe how these themes feature in traditional, expeditionary civil-military cooperation and in these new civil-military partnerships. Next, the authors consider the effects of the growing military role in emergencies and disasters on civil-military relations. The article concludes with some recommendations and a research agenda.

Abstract:: During the First World War, the front between the Austro-Hungarian Empire and the Italian Kingdom ran across hundreds of kilometers through the Alpine mountain range. In this geographical context, the armies had to survive in a hostile environment that abounded with fierce and relentless natural hazards. Despite the widely recognized relevant role of nature on the Alpine front, works focusing on this topic are still few. This article gathers and organizes the information found in literature concerning the impact of nature on casualties. The article further identifies the mechanisms through which natural hazards inflicted losses and evidences the necessity of quantitative data and analyses for reaching a better-supported and improved quantification and characterization of these victims. Despite the still-limited knowledge about the casualties due to natural hazards, the Alpine front represents a historical case of how the consequences of waging war in inhospitable environments go beyond the difficulties concerning fighting and how nature can cause great damage to armies.

527. A Tale of Two Storms: U.S. Army Disaster Relief in Puerto Rico and Texas, 1899-1900

Abstract:: This article argues that the disaster relief efforts following hurricanes in Puerto Rico in 1899 and Galveston, Texas, in 1900 represent a watershed in American military history. These two cases highlight a critical juncture where the U.S. Army became the lead federal agency in imperial and domestic disaster relief and established a precedent that lasted well into the twentieth century. By declaring martial law, directly overseeing relief efforts, and plugging into existing social hierarchies, the Army and local elites completely reconstructed the political, economic, and social order of both locales. As this was a relatively new role for the Army, they relied on the local social hierarchy as a matter of expediency because of the absence of any existing doctrine to guide their disaster relief efforts. These Army relief efforts culminated in fostering two antidemocratic governments: a colonial regime in Puerto Rico and the first commission-style government in Galveston that upheld Jim Crow policies that were eventually replicated throughout the United States.

Abstract:: This article argues that the U.S. Army, rather than the traditional maritime Services, has an emergent opportunity to increase relevancy by exercising sea control to guarantee American access to global markets in competitive spaces in the twenty-first century. In a strategic environment where adversaries are developing sophisticated defenses in-depth to negate American power projection, the institution has a unique capability to create forward positions of advantage with reimagined operational fires commands at scale—as the nucleus of Joint, interagency, and multinational teams—to protect economic prosperity and preserve coalition unity in Central Europe and Southeast Asia in particular, and across the world in general. Advocating for a shift in operational approach that subordinates tactical maneuver in support of operational fires, this article differs from previous scholarship by asserting that the Army should fully embrace sea control, rather than merely providing support to the U.S. Navy and U.S. Marine Corps, to better enable the Joint execution of American and coalition strategies in contested regions.

Abstract:: This article outlines the evolving geopolitical situation in the Black Sea in the context of Russia’s recent invasion of Ukraine. It establishes a historically rooted pattern in Russian strategy tied to the region that runs through most recent acts of Russian aggression against its neighbors. It illustrates how after each Russian conflict with its neighbors in the last 20 years Russia has gained more physical coastline on the Black Sea. It roots this behavior in a centuries-long pattern of Russian behavior grounded in practical and ideational motivations. Accordingly, it establishes that Russian aggression in the Black Sea is likely to be a persistent fixture of global great power competition for the near future. The author then proposes a sustainable solution to counter Russian aggression in the theater through U.S. support of the current trend toward increased European “strategic autonomy” within the bounds of the NATO alliance.

Abstract:: This article examines how China’s twenty-first century Maritime Silk Road impacts U.S. national security. While the literature frequently discusses the Belt and Road Initiative, the Maritime Silk Road and its impact on U.S. national security is notably lacking. This article examines the specific impacts on the U.S. Department of Defense and other government departments and agencies. The main findings reveal that the Maritime Silk Road is a U.S. national security concern because it degrades operational security, alters military force projection, and bypasses ethical procurement norms. The author articulates the importance of U.S. action in response to China’s global port influence, as well as recommends ways to counter each threat China imposes on the United States through the Maritime Silk Road.

Abstract:: The Andaman and Nicobar Islands (ANI) are some of the most neglected maritime terrain in the world despite their proximity to one of the busiest maritime chokepoints on Earth. Strategic competition in the Bay of Bengal and around the Strait of Malacca necessitates that U.S. strategy carefully considers the implications of having a U.S. presence on the ANI. The United States has the capacity to assist in international law enforcement of illegal, unreported, unregulated (IUU) fishing and piracy as well as ensure the security of international shipping through the Strait of Malacca. The possibility of bilateral exercises that introduce concepts such as expeditionary advanced base operations (EABO) and the use of the U.S. Coast Guard in multiple capacities are real possibilities as well. Perhaps most importantly, the United States can partner with India to leverage China’s Malacca Dilemma and constantly threaten a blockade of Chinese shipping through the Strait of Malacca in a potential conflict. China also aspires to alleviate its Malacca Dilemma.

However, this transition also evidenced a diminished inclusion of allied navies in the Navy’s strategic conceptions. Abstract:: This article examines the strategic challenges faced by Admirals Elmo Zumwalt and James Holloway as chiefs of naval operations in the 1970s. Zumwalt’s charter was to reform the U.S. Navy, but it included a charge to address Navy strategy in the face of a growing Soviet maritime threat. He succeeded, but his successor, Admiral Holloway, who is less known, provided much needed stability for the fleet in the wake of Zumwalt’s reforms. Holloway continued to refine the ideas of Zumwalt and Admiral Stansfield Turner that eventually became the maritime strategy of the 1980s. The challenges they overcame provide insights for similar challenges today.

Abstract:: Asymmetry of knowledge production in global international relations manifests itself in a variety of forms. Concept cultivation is a foundational form that conditions the epistemic hierarchies prevalent in scholarly encounters, exchanges, and productions. The core represents the seemingly natural ecology of concept cultivation, while the periphery appropriates the cultivated concepts, relinquishing any claim of authenticity and indigeneity in the process. Nonetheless, there have been cases of intellectual undertakings in the periphery to conceive, formulate, and articulate conceptual frames of knowledge production. This paper, first, discusses the fluctuating fortunes of homegrown concepts in the peripheral epistemic ecologies. Second, it introduces the concept of ‘strategic depth’ as articulated by the Turkish scholar Ahmet Davutoğlu and reviews its significance for the formulation and implementation of recent Turkish foreign policy. Third, it examines the causes of its recognition and acclaim in the local and global IR communities subsequent to its inception. The paper contends that there have been three fundamental sets of causes for the initial ascendancy of the concept. These are categorized as contemplative causes, implementative causes, and evaluative causes. Fourth, it traces the sources of its fall from scholarly grace. The paper further asserts that the three fundamental sets of causes were also operational in the eventual conceptual insolvency of strategic depth. The paper concludes by addressing remedial measures to vivify concept cultivation in the periphery and to conserve the cultivated concepts.

538. Securitization of Disinformation in NATO’s Lexicon: A Computational Text Analysis

Abstract:: Following the Russian meddling in the 2016 US elections, disinformation and fake news became popular terms to help generate domestic awareness against foreign information operations globally. Today, a large number of politicians, diplomats, and civil society leaders identify disinformation and fake news as primary problems in both domestic and foreign policy contexts. But how do security institutions define disinformation and fake news in foreign and security policies, and how do their securitization strategies change over years? Using computational methods, this article explores 238,452 tweets from official NATO and affiliated accounts, as well as more than 2,000 NATO texts, news statements, and publications since January 2014, presenting an unsupervised structural topic model (stm) analysis to investigate the main thematic and discursive contexts of these texts. The study finds that NATO’s threat discourse and securitization strategies are heavily influenced by the US’ political lexicon, and that the organization’s word choice changes based on their likelihood of mobilizing alliance resources and cohesion. In addition, the study suggests that the recent disinformation agenda is, in fact, a continuity of NATO’s long-standing Russia-focused securitization strategy and their attempt to mobilize the Baltic states and Poland in support of NATO’s mission.

Abstract:: This article critically explores some of the evaluative perspectives and models developed by social science scholars in order to further critical thinking on the function of exchange programmes, and particularly Fulbright, within international relations. It takes the concept of ‘educational exchange’ to mean the movement of individuals or groups between nations for the purpose of training of some kind, ranging from high school visits to professional skills. The Fulbright programme covers both student and scholar exchange and has the added element that academics are moving also to teach, taking their expertise with them. While there are many studies of bilateral exchange programmes, there is more to explore in terms of the function of educational exchange as a vector of transfer (be it of knowledge, material, people, or all three) in transnational or international history. The article first surveys the literature on the Fulbright programme to assess how its purposes in international relations have been presented. It then explores potentially innovative ways to conceptualise exchanges in international and transnational interactions: ‘geographies of exchange,’ ‘brain circulation,’ ‘centres of calculation,’ ‘enlightened nationalism,’ and ‘parapublics’.

540. Ontological Security and Iran’s Missile Program

Abstract:: This article attempts to answer the question of why Iran is reluctant to discuss its missile program. Unlike other studies that focus on the importance of Iran’s missile program in providing deterrence for the country and establishing a balance of military power in the region, or that view the missile program as one of dozens of post-revolutionary contentious issues between Iran and the United States, this article looks into Iran’s ontological security. The paper primarily argues that the missile program has become a source of pride for Iranians, inextricably linked to their identity. As a result, the Iranian authorities face two challenges when it comes to sitting at the negotiation table with their Western counterparts: deep mistrust of the West, and the ensuing sense of shame over any deal on the missile issue. Thus, Iranian officials opted to preserve the identity components of the program, return to normal and daily routines of life, insist on the missile program’s continuation despite sanctions and threats, and emphasize the dignity and honor of having a missile program. The article empirically demonstrates how states can overcome feelings of shame and mistrust. It also theoretically proves that when physical security conflicts with ontological security, governments prefer the former over the latter, based on the history of Iran’s nuclear negotiations. They appeal to create new narratives to justify changing their previous policies.

541. Japanese Non-State Actors’ Under-Recognised Contributions to the International Anti-Nuclear Weapons Movement

Abstract:: Since the 1950s, Japanese non-state actors in the international anti-nuclear weapons movement have disseminated the dangers of nuclear weapons, tied to Japanese experiences of the atomic bombings of Hiroshima and Nagasaki in 1945. Coming from the only country that has experienced nuclear attacks, they provide much needed evidence of the humanitarian impacts of nuclear weapons. These actors include survivors of the atomic bombings, commonly known as hibakusha, who have initiated and persistently maintained the humanitarian focus on nuclear discourse for decades. This paper examines their contributions to eyewitness testimonies on the impacts of nuclear weapons and their efforts leading to major milestones in international efforts for nuclear abolition. It also focuses on the roles played by the Japan Confederation of A- and H-Bomb Sufferers Organization (Nihon Hidankyo) and the Japan Association of Lawyers Against Nuclear Arms (JALANA), which made tremendous contributions facilitating the success of the World Court Project in the 1990s and the Humanitarian Initiative in the 2010s that led to the 2017 Treaty on the Prohibition of Nuclear Weapons. Non-state Japanese contributions were, unfortunately, under-recognised, and the successes of international nuclear abolition were often attributed to other international actors. Hence, this paper recognises the contributions of non-state Japanese actors in sustaining the international anti-nuclear weapons movement and achieving the nuclear ban treaty.

Abstract:: Democracy promotion emerged as a US foreign policy priority during the late 20th century, especially after the Cold War. Scarce resources, however, require policymakers to make difficult choices about which countries should receive democracy aid and which ones should not. Previous studies indicate that a variety of factors shape democracy aid allocations, including donor strategic interests and democratic openings within potential recipient states. Research has also shown that media coverage plays a significant role in these decisions. We model the conditional effects of media attention and regime shifts on US democracy aid decisions, controlling for other recipient and donor variables. We argue that these factors are contingent on the salience, in terms of broad interest profiles, of a particular country for policymakers. The donor’s overall level of interest in a potential recipient systematically shapes the effects of media attention on democracy assistance. Broadly speaking, low-interest conditions elevate the agenda-setting impact of media attention and regime conditions/shifts while high-interest conditions reduce that effect. To assess these contingent relationships, we examine US democracy aid from 1975-2010. Our results support our argument and present a more nuanced explanation of the relationship between the media’s agenda-setting role, recipient characteristics and donor interests.

Abstract:: This study contributes to the human rights protection literature by using Fuzzy-set Qualitative Comparative Analysis (fsQCA) in the analysis of 76 cases composed of European Union and African Union countries. Results indicate that the ratification of treaties, establishment of human rights institutions, and high GDP per capita in the absence of rule of law, play crucial roles in the high rate of protection of human rights in Europe. In Africa, however, the low GDP per capita and absence of rule of law significantly weaken human rights protection. The analysis reveals that the establishment of human rights institutions is essential to protect human rights in Europe, while high GDP per capita and rule of law are paramount to improving human rights protection in Africa in relation to any institutional configuration, approach, or policy.

Abstract:: The aim of this article is to shed a broader light on the social identity of the BRICS group of countries (Brazil, Russia, India, China, and South Africa) whose growing economic power is the defining motive of their social construct in international relations. In line with this purpose, the article examines the BRICS nations’ positions concerning the moral aspect and the notion of responsibility for the nexus between climate change and sustainable development. This article argues that their statements and discourse on climate change and sustainable development forge the process of constructing a separate group identity for the BRICS partners. The articulation of moral appraisals and the notion of responsibility in the areas of climate change and sustainable development help the BRICS countries build their self-conception and self-categorization corresponding to their identity as emerging powers, so their actions are accomplished accordingly.

Abstract:: The majority of studies that examine political liberalization and democratization in the Middle East and North Africa (MENA) region concentrate on internal factors such as Islamic or patriarchal culture, oil rents, socio-economic structures and patrimonialism. This article argues instead that external factors under the cloak of aid represent one of the main dynamics impeding democratic transformation in the region, and precisely supports authoritarian regime consolidation. In this regard, Egypt can be described as a case of authoritarian stability in the post-2011 Arab Uprisings era in which politics and stability rather than democratization and/ or development agenda have become the main motive behind donor decisions hitherto. In this article, Egypt has been selected as a case study to illuminate how the increased hopes and dividends of democratic transition from the Arab Uprisings can swiftly turn into upholding authoritarian rule.

Abstract:: From the point of view of International Relations theory, understanding “America and the world” is mostly about the world: the U.S. is an important actor, but it acts mostly in response to international trends. However, from the point of view of theories of American politics and domestic politics theories of foreign policy, “America and the world” is mostly about America: American actions are primarily the result of domestic political institutions and the political processes they help to structure. In that manner, this articles surveys three selected theories of International relations namely, realism, liberalism and constructivism and three selected theories of American politics namely, mass politics, psychological explanations, and institutional approaches to provide a thorough analysis of US foreign policy studies. Further, it argues that international relations theories usually explain why US foreign policy acts in a particular way while American politics theories explain why US foreign policy specifically acts that way and why it does not act in an alternative way. Hence, this article argues that while international relations theories are useful to explain general trends in US foreign policy, American politics theories are better to capture the complexity of US foreign policy.

Abstract:: The aim of the article is to present a conceptual approach to the use of the EU-SENSE system in exercises based on Kolb’s learning cycle. The methodology of the research conducted in 2018–2021 was based on an analysis of literature in the field of teaching adults and conducting training, chemical and ecological rescue, analysis of domestic and foreign materials and procedures in the field of chemical and ecological rescue, direct observation of the way of the State Guard Fire Service respond to CBRNe threats, taking place in the measurement test dams of the EU-SENSE system and for the analysis of the training module, which is an element of the EU-SENSE system. After completing the exercises, the participant should achieve learning outcomes in terms of knowledge, abilities and skills. The acquired knowledge and practical skills will allow firefighters and civilians to conduct effective and safe rescue operations in the field of chemical rescue during incidents involving hazardous chemicals in the future. Exercises in the field of chemical rescue with the use of the EU-SENSE system will lead to an improvement of skills within the State Fire Service and make it possible for it to cooperate and coordinate activities with entities cooperating in the field of crisis management activities.

548. Improved detection of chemical threats by sensor data fusion

Abstract:: This paper presents some aspects of sensor data fusion that were derived from the EU-SENSE project of the European Commission (Horizon 2020, Grant Agreement No 787031). The aim of EU-SENSE was to develop a novel network of sensors for CBRNe applications through the exploitation of chemical detector technologies, advanced machine-learning and modelling algorithms. The high-level objectives of the project include improving the detection capabilities of the novel network of chemical sensors through the use of machine learning algorithms and reducing the impact of environmental noise. The focus in this paper is on the detection and data fusion aspects as well as the machine learning approaches that were used as part of the project. Detection (in the sense of detectto-warn) is a classification task and improvement of detection requires enhancing the discriminatory power of the classifier, that is reducing false alarms, false positives, and false negatives. This was achieved by a two-step procedure, that is a sensitive distance-based anomaly/change detection followed by downstream classification, identification and concentration estimation. Bayesian networks proved to be useful when fusing information from multiple sensors. For validation purposes, experimental data was gathered during the project and the developed approaches were applied successfully. Despite the development of several new, helpful tools within the project, the domain of chemical detection remains challenging, particularly regarding provisioning of the necessary prior-knowledge. It might make sense from a coverage point of view to look into integration of stand-off detection techniques into a sensor network, including data fusion too.

549. COVID-19 Implications for China's National Security

Abstract:: The COVID-19 pandemic began in March 2020 and China has since been under public scrutiny for neglecting the first signs of this global health challenge and for its lockdown strategy. Although lockdowns have not lasted for long, China needs to confront the political, social, and economic implications for its national security. The paper aims to fill a gap in the knowledge and investigate aspects of China’s national security in light of the pandemic. The study is based on desk research using secondary data and statistical and comparative analysis. It also employs an inductive method to build general theorems. The Chinese government can be seen as successful in dealing with the pandemic because of a low death toll and minimal economic losses. By early February 2022, only 106,863 Chinese had been diagnosed, and 4,636 had died from the virus. China also achieved enviable economic success and, its output grew by 18.3% year on year in the first quarter of 2021, the fastest rate since the 1990s, and it was the first major economy to withdraw its pandemic stimulus. China consolidated its position in low-income countries and improved its image as a global leader in trade by supplying vaccines, masks and ventilators, and strengthened its geopolitical standing. It will face threats from other countries working on a joint approach to the challenges posed by Beijing and while the aftereffects of the crisis can be seen, it also fears that they might further affect China's national security.

550. Bureaucratic policy and defense cooperation among the Baltic states

Abstract:: The objectives of this paper are to (1) comparatively analyse defence strategies of the Baltic countries against the theory of institutionalism, focusing on factors that affect policy maintenance or change within defence cooperation and (2) assess the current state of defence cooperation in the Baltic countries. The study gives a theoretical overview, relating the theory of new institutionalism to the subject of debate over bureaucratic institutions, which also plays a role in the regional security politics of the Baltic countries. An empirical study compares the defence strategies of Latvia, Estonia and Lithuania. While few studies have investigated this subject before, that the conclusion reached by this investigation is that administrative bodies in the defence sector of the Baltic countries are affected by politically driven processes pertaining to the foreign affairs domain, which play a key role in matters related to cooperation and synchronisation of the defence and security of the Baltic States. The findings suggest that a more focused analysis of the role of institutions and bureaucratic policy in the policy making of the three Baltic countries needs to take place. The study concludes that (1) the current state of defence cooperation in the Baltic countries can be called “developing”; (2) the operation of defence establishments can be called “path dependent”, which is mainly influenced by “external” factors or pressures.

Abstract:: A high performance level in a public organisation is fundamental. The Portuguese Armed Forces can influence the environment, both external and internal, and should therefore have a high performance level and adequate development of military capabilities. For that, it is fundamental to understand the importance of military capabilities for combatting the threats of the 21st century. This paper aims to analyse the influence of military capabilities for combating the current threats and risks in fulfilling the various operations, and for optimising the performance of the Portuguese Armed Forces. A quantitative analysis was carried out from citizen and military convenience samples through correlations between variables, as well as measures of central tendency like mean and standard deviation. The results show that the development of military capabilities has a positive effect on the performance of the Portuguese Armed Forces, combatting conventional threats and risks, as well as threats to civil protection. This capabilities performance is related with the execution of military operations (external and internal). Therefore, a proper development of military capabilities (output) with a special focus on human resources and privilege and the efficiency and quality of the missions (outcomes) are essential to combat the threats of the 21st century.

Abstract:: The main goal of this study is to search for new effective mechanisms to assist in preventing the internationalisation of armed conflicts using conventional weapons and the creation of more weapons of mass destruction in the geostrategic region, the Greater Black Sea Region, which includes the countries of the “Five Seas” (Black Sea, Caspian Sea, Arabian Sea, and Mediterranean Sea), positive transformation of conflicts and the creation of a “Black Sea Security Community”. The methodological approach taken is based on the theory of meta-cognitive management, which implies a qualitative expansion of the dimensions for solving those problems that are unsolvable in the dimensions given today; a holistic approach focused on the multi-level and democratic participation of all participants in the process; and the method of geopolitical modelling being applied to discuss new forms and platforms for cooperation between those involved in confrontation in the Black Sea space. Innovation represents a return to the concept of syncretism in the scientific discourse for describing political and geopolitical tasks. The idea of creating a syncretic meta-model of Black Sea security is one way to improve cooperation between parties that have incompatible positions but are aware of common threats and the need to prevent them. Measures need to be taken for the countries of the Five Sea region to be fully integrated into the process and a new architecture created for the Black Sea Security Community. Scientific support is also necessary for the planning and implementation of peacekeeping processes in the Greater Black Sea Region.

553. Critical factors influencing the development of Singapore’s defense industry

Abstract:: This study considers factors influencing Singapore’s defence industry (DI). Primary and secondary data were used and interpreted using both quantitative and qualitative comparative analysis. Furthermore, the basis of the Structure-Conduct-Performance (S-C-P) model has been utilised in structuring the layout of this paper. The Singapore Armed Forces (SAF) receive a considerable and stable defence budget, which is influenced by geopolitical implications, and this consistent funding has had a very positive impact on economic growth including the strengthening of Singapore’s DI. In the DI environment, close relationships between the SAF, Ministry of Defence (MINDEF), and other ministries, scientific institutions, research laboratories, and private businesses are evident. The capability of the indigenous DI to supply the SAF with the necessary equipment is increasing, although imports remain crucial especially in supplying the Air Forces. As the SAF prepare for third-generation warfare, the indigenous DI will play a major role in developing new solutions. The success of Singapore’s DI lies in the synergetic civil-military industrial and technological integration, timely diversification of factories towards the production of dual-use products, a niche production business strategy, successful defence offset strategy, and cooperation with the US. This study describes the most important factors influencing the DI’s development and shows the status of Singapore’s DI. It also points out that the strategic aims set by the Singapore government for the indigenous DI are sustained. Furthermore, Singapore’s strategy provides a clear roadmap for other small countries to develop their respective DIs.

554. Multi-dimensional assessment of the Second Nagorno-Karabakh War

Abstract:: This article contains an assessment of the last war in the Southern Caucasus, referring to it as the second Nagorno–Karabakh war. The assessment is concentrated on the military capabilities built up prior to the major escalation of this war and operational features identified during the battles. The assessment uses analytic categories of processed information and initiatives that sovereign actors took during decision cycles and the conduct of military campaigns. Those analytic categories are named dimensions, with the strategic and military dimensions being the most important for this analysis. The key findings of this article suggest that additional dimensions could be used in researching the complex conditions of the war, which might have a continuous impact even outside the Southern Caucasus. The review of initiatives at the strategic dimension suggested that the built-up of two competing security policy fractions in the South Caucasus was an influential factor. The assessment of the military dimension of that war provided insights regarding the tactical choices of both adversaries. That assessment revealed some significant differences in how the campaign was conducted on both sides. Further complex tensions in the region are expected as national political decisions will drive strategic choices and drive the development of military capabilities. Given the fact that both countries were short of a consensus-based peace deal and Russia sent in peacekeeping forces, further developments in the political and strategic dimensions of this war saga should be expected.

Abstract:: This paper seeks to understand if the political, legal and ethical imperatives of a humanitarian war justified Indian military intervention in East Pakistan. It examines the asymmetric, dynamic national power equations that shaped the Bangladesh Liberation War and the genocide that preceded the conflict. At the height of the Cold War between the United States and the Soviet Union, this conflict was a key flashpoint in South Asia. This research was undertaken through a qualitative literature review with the help of declassified archival documents and media from numerous national archives and government databases across the world. Aided by emerging insights, perspectives and research, this paper seeks to evolve, extend and expand our existing understanding of events as they unfolded within the overall matrix of this conflict. The results show that India’s ability to align its foreign policy and media narratives to its military objectives while adroitly managing big power rivalry holds lessons for how smaller states might compel strategic concessions from big powers and global institutions. This requires them to navigate both the asymmetry of national power and the asymmetry of attention during a conflict to secure their interests. In conclusion, recent times have seen an increasing trend for major global powers and alliances to declare war in the name of humanitarianism. The political and ethical imperatives of a humanitarian war in 1971 dovetailed seamlessly with larger Indian strategic goals and was one of the catalysts for the eventual unanimous adoption in 2005 of the global political commitment known as Responsibility to Protect (R2P) in the United Nations.

556. An evaluation of anti-terrorism laws in Pakistan: Lessons from the past and challenges for the future

Abstract:: Terrorism has changed the national and international security milieu over the last few years; however, there have been metamorphoses in the phenomenon of defining security in light of new threats of terrorism. This research critically evaluates the anti-terrorism legal regime of Pakistan along with its structural flaws. While vigorous efforts to defeat terrorism have taken place in Pakistan, much needs to be done to achieve de-radicalisation along with identifying and addressing areas of vulnerability. This research moves in three directions: firstly, it looks into the background of extremism in terms of ethnic and sectarian conflicts that led Pakistan to embark on the journey to combat terrorism; secondly, it evaluates how these laws aimed exclusively at countering terrorism have not been as effective as hoped; and thirdly, it offers an in-depth analysis of flaws in the judicial system and analysis of capacity gaps in relation to prosecution of terrorist offences in Pakistan. Lastly, this research makes recommendations for eliminating the causes of institutional and legal inefficiencies that feed and nurture terrorism in Pakistan. The qualitative method is used in this research, which holds that Pakistan needs to make effective structural changes to implement counterterrorism strategies constructively, such as, capacity-building of judiciary and law enforcement agencies, acceptance of innovation in investigation methods, amendments in procedural laws and comprehensive, unambiguous and detailed legislation. Amendments to existing anti-terrorism laws need to be adapted to the changing security trends in the region. In order to combat the high rate of acquittal under these laws, a strong and focused approach is required.

Abstract:: This article compares military and defence-oriented training, education, and socialisation in seven European countries—Sweden, Germany, France, Latvia, Lithuania, Estonia, and Poland. The comparative case study approach has been employed to identify the systemic solutions employed in the defence education of young people in those European Union countries. The criteria that have guided the analysis of defence education in each country include purpose, characteristics, duration and possible shortcomings. The results identify common content and alternative delivery patterns and establish a research agenda for further study based on gaps in policy knowledge and programme evaluation. The defence education solutions implemented in each of the countries under analysis lead to conclusions and recommendations regarding the need to create common solutions in the area of cooperation between the armed forces and the civilian population of EU countries. The experience of each country shed light not only on defence-oriented training of young people but also on the potential of various activities aimed at strengthening national security.

558. Flood vulnerability of the critical infrastructure in Poland

Abstract:: The purpose of this article is to examine the significance of the flood hazard for the functioning of the critical infrastructure in Poland and to suggest adequate methods and strategies for reducing the vulnerability of critical infrastructure to flooding. The main research method used is institutional and legal analysis, which shows how critical infrastructure is protected in Poland. The context of climate change is taken into account, the consequences of which may trigger increased threat, and its significance is discussed. It is also shown that river floods of a pluvial character constitute the greatest hazard in Poland, as they pose a threat to urban areas where most critical infrastructure is located. The author lists methods which can be used to protect critical infrastructure from flooding. Examples of systems are also provided. A conclusion is formed that the approach to this problem should be comprehensive and make use of methods related to flood prevention, flood defence and flood mitigation, and above all, the relocation of elements of the critical infrastructure. It is evident that the best time to reduce the susceptibility of specific systems to floods is when they are developed or modernised by taking into account the flood risk. Lastly, the biggest problem of the critical infrastructure in Poland is highlighted, namely its identification once it is already built, which means its location had not been thought through.

559. Proposed method for building an anti-drone system for the protection of facilities important for state security

Abstract:: Unmanned aerial vehicles (UAVs) pose a threat to buildings and facilities important to the security of the state. As they are able to operate like individual aircraft, the number of ways they can be used for terrorist activity is practically unlimited. Anyone in charge of a facility that is crucial for the reliable functioning of a state is obliged to ensure an acceptable level of security. Since drones can be used to attack protected structures, they need to be protected by an anti-drone system. The paper proposes a method for assessing the effectiveness of systems for detecting and neutralising unmanned aerial vehicles. In order to suggest a new method for assessing the effectiveness of anti-drone systems, an analysis of the scientific literature and other documents describing existing anti-drone systems has been carried out. Attacks involving the use of drones, both in wartime and in incidents of terrorism, are also analysed and existing anti-drone solutions assessed. Because there are a variety of technical solutions for the detection and neutralisation of drones, and different location and weather conditions, a universal method is proposed based on probability calculations and neutralisation of drones, using mathematical formulas. This method allows for the effectiveness of the entire anti-drone system to be assessed on the basis of measuring the probability of detection and neutralisation of drones in real conditions. The proposed method allows the effectiveness of the currently existing anti-drone systems to be evaluated and for new methods for detecting and neutralising drones to be proposed. This method, based on mathematical calculations, enables software to be written for simulating anti-drone systems on computers and for the effectiveness of these systems to be confirmed before their construction in a protected facility.

560. Protection of Polish critical infrastructure (CI) against air threats

Abstract:: The goal of this paper is to analyse challenges related to protecting Polish critical infrastructure (CI) against air threats, such as UAVs, as a case study in a wider discussion on protection of critical infrastructure worldwide. The Polish legal definition of critical infrastructure and laws regarding the protection of such facilities are explained in the article in order to provide context. A review of scientific literature and open-source analysis of known air attacks on CI and the capabilities of air platforms are also included, with special attention being paid to unmanned systems. The threats themselves have been divided into two groups of scenarios: peacetime threats and crisis situations that have hybrid wartime scenarios. Depending on the scenario, the different capabilities of actors must be taken into account. Peacetime air threats include the use of commercially available drones. Those devices have limited capabilities, in terms of weaponisation, due to the limited weight of their cargo and the flight range. More advanced devices, including custom–built drones and military systems, can be supplied and used by state actors. Therefore, there are different requirements regarding protection systems. In peacetime, anti-drone systems are certainly recommended due to their capabilities and safety of use for bystanders. Abstract:: Against a background of contemporary security challenges such as terrorism, violent extremism, insurgency, armed banditry, and separatist movements across the country, the study attempts to examine critical infrastructure protection. With the aid of largely secondary data, the study finds that there is an inextricable link between CIP and institutional corruption in Nigeria. Institutional corruption has been a major factor inhibiting effective critical infrastructure protection in Nigeria. This is because funds meant for the strengthening of operational effectiveness of the agencies are often diverted to other expenditure that does not have an effect on the operational strength of the agencies, thereby undermining their capacity to deliver on their mandates and increasing the vulnerability of the infrastructures to vandalism. The study recommends the adoption of a whole-of-society approach to CIP in Nigeria, because of its ability to block leakages and ensure transparency in the business of government as well as encouraging all stakeholders, the state, private, CSOs, the media, traditional institutions and all others involved, to share responsibilities in the protection of infrastructures as part of their concerns.

Abstract:: The main aim of this article is to examine how the issue of protecting critical infrastructure is addressed in Norway. To answer this question, the article addresses two important sub-questions – what is to be understood in the current historical and the specific Norwegian context as important elements of national critical infrastructure and what is the current understanding of risks and threats that this infrastructure should be protected against? This article is based on a detailed quantitative and qualitative examination of the official Norwegian documents and statements on questions related to various aspects of protecting critical infrastructure in Norway. In section one, structural factors that have played a major part in shaping Norwegian thinking about critical infrastructure are discussed. Section two provides a short summary of the current discussion on elements of critical infrastructure in Norway. In section three, the article discusses official Norwegian perceptions of threats and how they address questions related to critical infrastructure. The fourth section looks at the current official approach to protection of critical infrastructure in the country. The process of building the existing system for protecting critical infrastructure in Norway has been driven by both domestic and international concerns. The system should make it possible for citizens to meet their needs through access to various important societal functions, but it also needs to make it possible to address challenges that stem from the international environment.

Abstract:: This paper considers terrorism as potentially ‘intelligent’, as a threat capable of abusing the critical infrastructures of societies and the related methods for knowledge production. Respectively, it sees critical infrastructures as attractive mediums for terrorist influence. The paper describes the contrast between the logic of providing security and certainty for critical infrastructures and the threat of terrorism, which is evolving in terms of its systemic capacities and intelligence. The way security is provided within critical infrastructures and the way intelligent terrorism could operate seem to separate from each other, thereby creating vulnerability. The paper seeks to enhance the conceptual understanding of this question by describing and closing the gap created by the intellectual separation. By doing so, the article will shed light on the conceptual dimension of the (in)security that has gone unnoticed in the interface between critical infrastructures and terrorism. It outlines the aforementioned dilemma and provides conceptual understanding that makes it easier to grasp and communicate further. The paper shows that the intellectual separation has weakened the possibilities for theoretically understanding and practically recognising terrorism as a phenomenon that is becoming systemically more conscious, more intelligent and potentially increasingly capable in a form of violence that exploits the basic structures of societies and the related knowledge methods for its own purposes. As a conclusion, the paper stresses the importance of profoundly critical tools. Such tools are often perceived as being undesirable or even counter-productive in figuring out the mechanism through the very means utilised in providing for security.

Abstract:: The objective of this paper is to provide a view on the problem of insufficient state protection of critical infrastructure throughout the Covid-19 crisis. The paper looks at this problem with regard to the definition of critical infrastructure, its content, and also the limitations of current approaches to critical infrastructure protection. The examples relating to the Covid-19 crisis show the practices adopted and suggest possible steps forward. The research methodology implemented in this research is based on a critical analysis of the existing literature. The themes described in this paper show there is an urgent need to change current critical infrastructure protection approaches to a resilience-based modus operandi. Specifically, this paper highlights the need to shift the understanding of critical infrastructure from an object-oriented approach towards essential services/functions and to highlight its complex, socio- technical nature. It also highlights the deficiencies of current, prevention-based approaches to critical infrastructure protection such as the insufficient focus on identification and management process of vulnerabilities, especially in relation to (inter)dependencies resulting from interconnections with other systems. The gravity of the situation caused by the Covid-19 pandemic, despite its negative connotations, can be used as an opportunity to examine the real condition of protection of critical infrastructure. The pandemic suggests that there is much left to be done and because of the unpredictability of the future, we need to start acting as soon as possible.

565. Abstraction-decomposition space for critical infrastructure systems: A framework for infrastructure planning and resilience policies

Abstract:: The objective of this work has been to propose a framework that will aid governments with the development of more coherent and effective infrastructure planning and resilience policies through a system-of-systems approach that is grounded in theory for complex sociotechnical systems. The framework has been developed by using a work domain analysis (WDA). The WDA consists of an abstraction hierarchy analysis and a part-whole decomposition. Together, the abstraction hierarchy and the part-whole description form the abstraction-decomposition space (ADS) for which the system constraints apply. By imposing constraints, the WDA promotes design for adaptation where actors within the system are allowed to adapt their behaviour as they find appropriate without violating the system’s constraints. The proposed ADS consists of five levels of abstraction and four levels of decomposition. By applying the ADS, it will aid decision making related to the overall purposes of the critical infrastructure system, the values and priority measures that are used to assess the system’s progress towards the functional purposes, as well as formulation of infrastructure needs that are necessary to achieve the functional purposes. The framework is formative in the sense that it reveals how work can be done in the critical infrastructure system. This is important because it is not feasible to prescribe, describe and risk assess all possibilities for action that are available in complex sociotechnical systems, especially when dealing with unforeseen events. Future research should focus on finding science-based yet useful in practice ways for establishing values and priority measures that encompass sustainability issues and resilience standards.

566. The evolution of the Hungarian Defence Forces’ volunteer reserve component after the Cold War

Abstract:: When Hungary transformed to an all-volunteer force in 2004, most attention was given to the regular component and very little mention was made of reservists. The main goal of this study is to draw attention to the importance of, and the potential, in the reserve component using historical research to produce an overview of how the reserve component of the Hungarian Defence Forces has evolved since the end of the Cold War. Information was collected and analysed from the discussed time period and interpretations were made of the collected evidence through systematic methods appraising all available studies to synthesise the findings. Similarly to other countries in the region, more than a century of conscription and the Warsaw Pact legacy still haunts the Hungarian Defence Forces. Fortunately, Hungary’s NATO membership spearheaded the drive for qualitative change within the armed forces and more attention was paid to a volunteer reserve system. Hungary’s NATO membership has ushered in a new era of security guarantees and obligations which, among other things, brought with it the realisation that the time for qualitative change in the armed forces had come. Among other changes, an initial shift of emphasis towards a reserve system – followed by the adoption of the all-volunteer force model – made it clear that a new basis had to be provided upon which to address the reserve issue in Hungary.

Abstract:: Mankind has been facing constant threats and challenges from natural and civilisational disasters for centuries. The fundamental responsibility of states is to protect the lives, health, and property of their citizens. However, protection against natural and civilisational disasters is a complex task in which the population also has to take part, and the availability of geoinformation is a prerequisite for effective protection. The aim of this study is to demonstrate the combined power of both citizens and technology in the task of alerting and informing the public of the opportunities offered by virtual crowdsourcing, Web 2.0, the role of geoinformation, crisis maps, and drones through the application of a qualitative method, by analysing case studies and by searching for internal connections between different phenomena. Citizens around the world can collaborate and contribute to the sharing and collection of geoinformation to create real-time, interactive maps. These so-called crisis maps support intervention organisations in obtaining information, and they can also be used as sources of information. The use of Web 2.0, crisis maps and drones, as well as the emergence of digital humanitarian volunteering, have fundamentally changed the role of the public when it comes to responding to disasters, including alerting them using geoinformation.

Abstract:: The rapidly changing security environment has brought a plethora of non-military measures to the fore. These measures have completely changed the nature of hostilities by giving them a hybrid character. With regard to the South Caucasus region, the chasm among the political courses pursued by particular states makes the overall region more susceptible to diverse external threats of a political, economic, military and cultural nature. This paper focuses on the economic component of the hybrid warfare in the South Caucasus region. The issues are considered from a security point of view and not from an economic perspective. The vulnerabilities of particular nations in the region to economic coercion are highlighted in the paper and suggestions for improving them made. The authors underscore the regional unity in the South Caucasus as a prerequisite for eliminating or at least mitigating economic dependence and healing the “regional fracture” that has lasted for decades.

Abstract:: The purpose of this paper is to generate a model of the interplay between the main actors in the Western Balkans region in order to try to highlight major switch-factors and pathways for future evolution of the system. The study was carried out using MACTOR software developed by Laboratoire d’Investigation en Prospective, Stratégie et Organisation and École Pour l’Informatique et les Techniques Avancées. This computer-assisted method creates a hierarchy of objectives based on the mobilisation rates and gives some insight into what is at stake and the interested parties. The paper calculates the competitiveness index of each actor included in the model and the weighted valued position matrix showing both valence and mobilisation rate of actor-objective pairs. Valued convergence and divergence matrices (with graphic representation) outline the structure of the region. The results obtained can be used to develop possible scenarios. The structure of the Western Balkans region is subordinated to a single major divergence which is translated to the internal actors. Insulator states are losing relative weight with a narrowing field of manoeuvres. Bosnia and Herzegovina has become a focal point of polarity with a distinct vulnerability to the future line of behaviour of the Croatian element in the country

Abstract:: A significant challenge for the military lab is to reduce the weight of a combatant’s battery on the battlefield. Soldiers use electronic devices powered by wearable batteries in landings, operational combat with the enemy, and defensive exercises. Soldiers should always fully charge their wearable batteries before carrying them. The average weight of the battery is approximately 20 kilograms. During military operations, fighters have numerous electronic devices, such as night-vision goggles, headphones, LMR, navigation systems, VHF radios, and sensors. There is a high probability that fighters will lose their lives if the battery they take is uncharged or empty. Many research studies have tried to increase fighting time and maintain soldier life and links based on these devices. In this work, a wireless power transmission system with an RF microwave station and RF/DC converter circuit incorporated into a bulletproof vest will be designed. This system can harvest RF microwave energy to recharge or energize the wearable battery during a military operation. The challenge here is to develop a compact device that can capture the maximum RF strength to charge batteries carried by soldiers. The proposed device therefore considers all parameters to provide sufficient energy to power a computer at 13 watts. The strength of the RF power varies with the distance between the microwave power station Pin = 100 W and the receiver circuit.

Abstract:: The 1938 Munich Agreement (Akehurst, 1972) by which the Allies allowed Adolf Hitler’s Germany to take the Sudetenland from Czechoslovakia is also known as the Munich Betrayal or, to English speakers, as appeasement by Neville Chamberlain (Valladares, 2020). This historical moment reminds me very much of how the West has dealt with Russia since Vladimir Putin rose to power. Like Adolf Hitler, Vladimir Putin has been sending aggressive signals to his neighbours and Western nations (Putin, 2007) since his 2005 speech arguing that the collapse of the Soviet empire ‘was the greatest geopolitical catastrophe of the [20th] century’” (Putin, 2005). Note that he did not mention the Bloodlands that Timothy Snyder described, i.e. the killing of 14 million people in Central and Eastern Europe (Snyder, 2010), or World War II (Halloran, 2015) as the greatest catastrophe.

Abstract:: California’s State-County Assessors’ Partnership Agreement Program (SCAPAP) provided select counties with a dollar-for-dollar matching grant from the state for assessment administration over a three-year period from fiscal year 2015 through 2017. One of the policy goals for the grant was to finance administrative activities that would lead to an increase in the property tax base, thereby increasing property tax revenue. This study evaluates how well the grant accomplished this goal. Using the synthetic control method on data from 2007 through 2018, I find little evidence SCAPAP funds increased participating counties’ property tax base. Since the purpose of the program is based on sound economic theory, I caution interpreting this conclusion as a reason to discontinue policy experimentation.

This response amount equates to about 25% of U.S. GDP in 2020. These massive allocations funded direct pandemic public health responses, along with vast fiscal support for households, firms, and state and local governments. Abstract:: In 2021, the State of Alaska faced substantial challenges due to the public health and economic impacts of COVID-19. COVID damaged Alaska’s state revenues by driving down global oil prices. COVID also harmed the state’s economy more broadly, with substantial impacts on some extractive industries and tourism. However, Alaska’s budgetary problems—high expenditures and low revenues—long predate COVID and are related to Alaska’s historical dependence on fossil fuel extraction for state revenue. Alaska’s budget situation has improved somewhat through 2021 as oil prices have risen globally, though this may also complicate budgetary debates in Spring 2022.

Abstract:: The COVID-19 pandemic was a monumental exogeneous shock to the Colorado economy. Prior to the pandemic’s onset the state reported historically low unemployment alongside robust growth in personal income levels and state revenue. While the negative economic effects of the pandemic were sharp, the state’s economic recovery is outpacing what many economists previously projected. The General Assembly was compelled to impose major cuts to last year’s budget, many of which were restored with the enactment of the budget for the 2021–2022 fiscal year. The General Fund budget of $13.6 billion proposed by Democratic Governor Jared Polis represented a substantial spending increase of 20 percent from the prior year. The enacted $13.1 billion General Fund budget received nearly unanimous approval among Democrats and modest Republican support. Policymakers ultimately sought to balance competing priorities across many issue areas, while also preparing for the future with a major investment of $1.5 billion to the state’s reserve fund.

Abstract:: This paper presents an overview of the State of Idaho’s FY 2022 budget recommendations and appropriations in the context of demographic changes, economic conditions, and politics. The Executive Budget for FY 2022 notes Governor Little’s historical support of education, job growth, economic opportunity, and fostering an environment for Idaho to avoid citizen migration to other states. However, this policy, along with the COVID-19 exodus, has resulted in a large influx of people from other states with the commensurate housing and infrastructure demands. As most Idaho budgets tend to move incrementally in support of education and infrastructure in the context of very healthy revenues, the state is likely to weather, though with some ambivalence, economic fluctuations. However, partisan tensions threaten education and safety net programming.

579. Montana’s Hard Right Turn

Abstract:: Budgets, combined with tax policy, provide rich evidence of the applied values of legislative bodies and executives. This paper evaluates budget and tax legislation in Montana that resulted from the 67th legislative session in 2021 that set policy for the 2023 biennium. Montana, whose political complexation has long been purple, moved unambiguously red in the elections of November 2020. This paper speaks to how this changed things in Montana's public policy, in the areas of budget and tax, and a series of other policy areas. One of the more notable findings is that while budget and tax certainly shifted right with the dominance of the Republican Party that itself has moved further right than where it was as recently as 2019, it did not move as far right as many observers had anticipated. The explanation provided here is that this was largely a result of the large infusion of federal COVID relief funds.

Abstract:: In the spring of 2020, the global coronavirus pandemic brought deadly disease to New Mexico, a state already struggling with inadequate health care, vulnerable populations and an unreliable state revenue base. A strong executive and mostly willing legislature met multiple times in multiple special sessions to reduce budgets, allocate federal funds, and shore up public finances. They also had to deal with social and cultural fights aggravated by strict public health orders and plunging revenues. By the close of 2020, the state was slowly regaining its fiscal footing and physical health, though the underlying problems of inadequate health care, educational and economic inequality, and a budget overly reliant on extractive industries remain. As a result of the 2020 general election, the public officials chosen to resolve these issues are more likely to be progressive Democrats, more likely to be women, and more demographically reflective of the majority-minority state they call home.

Abstract:: Oregon in 2020 and 2021 resembled other Western states: crisis on crisis. COVID, the COVID recession, forest fires and ice storms, and polarized politics dominated the news. Despite these challenges, the state’s fiscal situation turned out very positively. President Biden’s American Rescue Plan and the bipartisan Infrastructure Investment and Jobs Act signed in November 2021 provided many billions to the state for 2021 and will cover diverse infrastructure needs over the next five years. This paper analyzes the surprisingly strong general fund and federal fund situations created by the COVID era and considers the political implications of the state’s fiscal situation.

Abstract:: Threatening economic impacts from the COVID-19 pandemic on Utah’s economy proved to be short-lived, due in part to early budget cuts, federal economic relief, and an expanding economy that out-performed expectations. Subsequently, FY22 provided the Utah Legislature opportunities to invest in education, infrastructure, and social services. Legislators also used this opportunity to cut taxes for veterans, the elderly population, and families. As the state’s population continues to grow at record rates, Utah decisionmakers must grapple with rising housing prices and record-high rental rates. This report highlights specific challenges and opportunities Utah faced through negotiating a record-high budget of $25.6 billion and provides an overview of Utah’s economy and changing demographic makeup.

Abstract:: Despite $430 million in spending reductions and the loss of 324 state positions, Wyoming’s 2021 supplemental budget reflected an improved pandemic-driven economic climate. Recent budgetary optimism was attributed to increased performance in energy production and pricing, pent up demand for tourism and travel, and higher than expected sales tax revenues. Continued reliance on Wyoming’s Permanent Mineral Trust Fund, and the state’s attachment to the remainder of its boom-and-bust revenue structure, left surprisingly little appetite for discussions of revenue diversificatioan. Instead, “right-sizing” state government to fit the current revenue stream seems more consistent with the spirit of the times.

Abstract:: In the wake of terrorist attacks carried out by radical Islamist groups such as Al Qaida, Bocco Haram and ISIS, there has been a growing tendency in the western societies to dub Muslims as illiberal and intolerant of religious minorities and Islam as a religion of terror. Muslims are presented as people oppressing cultures which they disapprove of. In this article, this negative portrayal of Muslims as intolerant, non-accommodative and discriminative is questioned in the context of Khyber Pakhtunkhwa (KP), Pakistan. The paper, firstly, surveys the liberal theories of multiculturalism and secondly, evaluates the attitudes of religious groups in KP towards religious differences by collecting 2977 questionnaires and conducting 80 personal interviews from four religious groups. The paper shows that as a Muslim majority entity, KP society is tolerant, accommodative and non-discriminative with majority of the respondents supporting state neutrality in term of religion.

Abstract:: During the War on Terrorism, the Taliban destroyed girls’ schools and discourage their education. At this time Malala Yousafzai, a teenage girl, stood up to them and fought for girls’ education rights. Though she went through a physical and psychological ordeal after the Taliban shot her in the head she persisted in her initiative. Soon she was much praised in the Western media and also landed a Nobel Prize for her efforts. However, in her hometown, she became somewhat controversial. By engaging the ethnographic method, we bring to light different perspectives on Malala’s initiative in the valley of Swat. This article also contributes to the study of the growingly complex social and political figure of Malala Yousafzai.

Abstract:: It appears that the growing religious diversity in the developing and developed worlds will pose a serious challenge in the near future. However, religious minorities are surprisingly understudied in the literature on the politics of accommodation. Similarly, far less emphasis has been placed on non-territorial autonomy, which has the potential to deal with territorially dispersed religious minorities. It is argued that the Ottoman millet system based on Islamic values was the first non-territorial arrangement that successfully accommodated religious differences for centuries. Therefore, this paper reviews the Islamic doctrine and traditions pertaining to religious accommodation in general and the Ottoman millet system, in particular, to examine if the case offers any valuable insights into the scheme of religious autonomy in modern times.

We can deduce three roles of Darwish’s take on resistance against the backdrop of Palestinian struggle; first is the attempt to subvert patriarchal/colonial ascendency by subjecting traditional affirmations to critical, postcolonial inquiry; second is the attempt to raise the self-esteem of the people by conferring upon them a ‘national sublime’ that emerges from their relentless struggle and sacrifice, and; third the presentation of poetic diction that evolves into a self-reflexive domain galvanizing the people into waging the struggle for their rights.

Abstract:: An Intergovernmental Working Group is established by the Human Rights Council to adopt a treaty on Business and Human Rights. According to the draft treaty the enforcement mechanism relies on a treaty body working through a reporting-based mechanism. In this article the enforcement mechanism of the treaty is analysed through the progressive model of accountability presented by Gupta and Van Asselt. It also takes further the analysis based on the progressive model by Nadia Bernaz of the enforceability measures adopted within the treaty. The enforceability of the treaty is further discussed in this article and a relative enforcement mechanism is proposed. The proposal includes structural changes within the treaty body and inclusion of the role of non-state entities for more efficient enforcement.

Abstract:: This article offers how the concept of the event is approached by two opposing post-Marxist thinkers - Alain Badiou, Michael Hardt & Antonio Negri. Since the beginning of the modern era, many events, which could be significant or not, have occurred, such as the French Revolution, the Paris Commune, the Chinese Cultural Revolution, the Zapatista movements, the Arab Spring, anti-globalisation movements, indigenous movements, agricultural movements and the contemporary global protests that have emerged in many parts of the world over the past few decades. They all have affected world politics in some ways. Hence, there are many ways to think about these events or conceptualise these events in distinctive ways. This article compares the approaches of Badiou, who has still been known for his commitment to Maoism, and Hardt & Negri, who established a postmodern relationship between biopolitics, capitalism and empire. The paper emphasises that although both Badiou and Hard & Negri believe that events bring up new possibilities, the event rarely occurs throughout history for the former. For the latter, global capitalism gives rise to the events. The paper stands with Hardt and Negri’s formulation as their perceptions enable us to perceive the novelties, potentialities, and creativeness of social uprisings that have become prevalent in the contemporary world.

593. Return and Recuperation Strategies on Returnees to Nigeria: The Libya Episode

Abstract:: The paper examined the strategies put in place by the governmental agencies for the reintegration of returnees. Primary and secondary data were utilized for the study. Preliminary data were collected through the administration of questionnaires and interviews. The study population (10,369) comprised the National Emergency Management Agency (NEMA, 34), National Agency against Trafficking in Persons and other related crime (NAPTIP, 108), International Organisation for Migration (IOM, 34), Nigeria in Diaspora Commission (NiDCOM, 15) and Nigeria returnees (10,180) from Libya. The sample for the study was made up of 399 respondents. The distribution is as follows: NEMA (17), NAPTIP (54), IOM (16), NiDCOM (15), and returnees (297). Secondary data will be obtained from decision extracts of the agencies on matters relating to the subject matter, conciliation meetings, and internet sources. Data collected were analyzed using frequency, distribution, percentage, and Chi-square. The study showed the effect of strategies put in place by governmental agencies, which have enhanced the economic development of the returnees; reduced irregular or illegal migration to Europe through the Libya route; returnees’ psychological rehabilitation of returnees in Nigeria. Furthermore, the Chisquare analysis showed that the x2 cal (9.2) is greater than x2 tab (5.99); hence, the rejection of the null hypothesis and it founds a significant relationship between government agencies and the returnees’ reintegration. The study concluded that governmental agencies' strategies have an effect on the reintegration of the returnees.

Abstract:: Geopolitical location places the seaborne piracy infested pelagic waters of South East Asia (SEA) astride a very different façade of international relations and maritime legal regime of the littoral states disturbing the commercial route and the energy lifelines. The littoral states of the SEA are the immediate stake holders who have a primary role to play in addressing the challenges arising out of this seaborne menace. The present study specifically includes three littoral states of the SEA as representative references, for examination against the backdrop of UNCLOS regime and they are Malaysia, Indonesia, and Thailand. The present work offers a comparative analysis of anti-piracy legal regime of the above selected maritime states who are also the ASEAN states. They all belong to the group of high-income and middle-income developing economies, as categorised by the International Bank for Reconstruction and Development (World Bank). These nation states have maritime, economic and strategic interests in the oceans and seas adjacent to them. Another striking commonality is that, most of them are poised to industrialise their economies, can be observed from the relatively high-average annual growth rate in the industrial sectors vis-a-vis the agricultural sectors of their respective economies, since the 1990s. Hitherto, the issues raised are, what are the stake holds of the concerned states? Is the prevailing legal regime adequate enough to maintain the maritime stake holds? Are the littoral states triggered to ‘use of force’ law by post-9/11 developments related? It also addresses how regional and national actors are functioning differently within the scope of a discourse of international law and agencies like UN, ASEAN, etc.

Abstract:: As a new but uncertain international system has been operating for decades that can be regarded as a transition from unipolarity to something resembling multipolarity. Therefore, established and possible future great powers have been determining their foreign policies according to their future projections of the regional conflicts. This paper investigates Turkey and Russia’s stances in the Syrian and Ukrainian Crises. It might sound odd that Russia and Turkey are comparable in a struggle for the sphere of influence that intercepts each other. However, their good bilateral relations and different, even conflictual, approaches to regional and international issues provide a suitable ground to claim that a new international system is about to emerge. It will continue until the positions of established and newly emerged great powers are embedded. In practice, Russia's stance in the Ukrainian crisis and Turkey's stance in the Syrian crisis represent ontological threads to the vision of their own countries. However, they can still work together at a certain level because of third-party involvement in the issues

Abstract:: Since the turn of the century, we have seen conflicts emerge, stabilize, and deteriorate as the world has shifted towards a period of post-colonization and globalization. In the past two decades, we have seen the rise, fall, and resurgence of the Taliban in Afghanistan. We have seen the near-century-old conflict in Palestine-Israel and Jammu-Kashmir heighten with civilian lives at stake. Myanmar marched forward with a democratically elected leader yet fell victim to a military coup d’état. The COVID-19 pandemic brought a multitude of conflicts, impacting individual countries and the global world on three levels: political, economic, and social. This global health crisis brought to the forefront a new type of diplomacy: health diplomacy. The current status of these conflicts, amongst others, pushes us to question the traditional nature of diplomacy and understand what must be done to reconfigure diplomacy for the next era. This year’s issue seeks to serve as a discourse on the failures and the future of diplomacy processes. The twenty-third volume of the Journal contains seven articles on a variety of different conflicts and current diplomacy processes, serving either as case studies or recommendations. The first four articles focus on traditional diplomacy processes and the last four focus on health diplomacy. Richard M. O’Meara analyzes the cases of wars in Afghanistan and Ukraine, arguing that not only is it crucial for practitioners and scholars to understand the beginning and end of war, but that we they must also understand as well as the conduct of battle. Examining the historical and legal definition of preventative diplomacy, Sylvia Paola evaluates the contemporary approaches and non-traditional security threats to preventative diplomacy, focusing on Mexico’s strategy for preventive diplomacy during its time as a United Nations Security Council member. Alluding to the possibility of peace in the South Asian subcontinent, Claude Rakisits outlines a three-step grand plan to carve the path to a free and demilitarized Jammu and Kashmir. Utilizing a 1½ track dialogue, focusing on the rights of self-determination, Rakisits posits that the resolution of the issue of Jammu and Kashmir, as a result, lead to peace between Pakistan and India. William Maley explores why “regional solutions” to refugee crises, especially in the case of Australia, may not be the answer to solving the refugee problem because of the influence of a state’s domestic politics favoring itself over the good of the people. When these traditional modes of diplomacy fail, what comes next? As Stephen F. Sener and Matthew J. Martin explore this same question, their answer is: health diplomacy. Focusing on past efforts of health diplomacy, Sener and Martin offer solutions to contribute to global health diplomacy and expand on how this will become a lifeline for state relations. As vaccination continues to be a key driver in the discourse of health diplomacy, Ivelaw Lloyd Griffith studies the gap in vaccine diplomacy dynamics in relation to the power players and the nature of their investment in a combination of humanitarianism and geopolitics. With the diplomatic arena expanding beyond nation-states, it is key to take into consideration the influence of non-state actors such as pharmaceutical companies and multi-lateral organizations. Ilan Kelman examines the potential for health diplomacy during the COVID-19 pandemic from a disaster diplomacy perspective, analyzing its impact on peace, cooperation, and diplomacy between countries. His analysis suggests that while pandemic-related actions may complement existing peace and cooperation efforts, COVID-19 alone is unlikely to lead to new and sustainable diplomatic initiatives for a more peaceful future. As the world continues to grapple with conflicts, traditional modes of diplomacy are being challenged, and health diplomacy is emerging as a critical element in state relations. The articles presented in this volume provide insights into the complexities of various conflicts and offer recommendations for practitioners and scholars alike. It is clear that diplomacy in the next era must be reconfigured to adapt to the changing global landscape, and health diplomacy must be embraced as a vital component of state relations.

Abstract:: Article “Public and cultural diplomacy in cities’ branding” is a try to set ideas of city diplomacy and idea of branding into theory of international relations. Also, analysis of two West-European and two East-European cities is a chance to analyze chances and threats that both states and cities can encounter during a process of brand building. The main questions that article is answering are “Can cities use their resources and connections to make public and cultural diplomacy?” and “What influence on that process has factor of being a city in post-soviet country or former Soviet Satellite state?” It can be said that cities are able to brand and rebrand itself and they are more flexible than states that cannot run away from some aspects of its identity. In case of difference between western and post-soviet states, the difference is none. In research, numerous rankings, articles and analyses were used as a primary sources in order to characterize how different are images of Italy, Germany, Hungary and Ukraine. Also, paper tries to determine, what is relation between states brand and branding of its cities.

Abstract:: Terrorism has been used as a form of combat for centuries. Over the years, the tools used by terrorists have evolved. While attacks with cold weapons still take place, nowadays terrorists also use explosives, machine guns, guided missiles and increasingly often drones. The present growth of the arms market has led to terrorist groups being heavily militarized, as they can successfully acquire modern weapons and subsequently use them in their attacks. This state of affairs has directly affected the security of states and societies, and subsequently became a principal subject of discussion on international security forums. Contemporary global terrorist threats also harness artificial intelligence that supports weaponized robots, missiles, as well as clusters of killer drones. This narrative arose a few years ago, indicating that terrorists may have a vastly greater array of options at their disposal because they may cooperate with some states that would back them up. The chance for terrorist organisations to gain access to artificial intelligence technologies only increased due to the global competition surrounding it. Due to this potential spreading, terrorists will have a chance to operate weapons supported by AI. These events then merge into a deeply concerning scenario which conceivably may have to be confronted. The threat of terrorist organisations possessing and using swarms of drones does not seem to be very distant.

Abstract:: Poland is a key element of the Belt and Road Initiative (BRI). It is also an active container shipping participant in the Baltic Sea Region (BSR). The aim of the article is to determine whether further development of the BRI is a threat for the Polish BSR container shipping, and vice versa. The main tools used to achieve the objectives mentioned above include a literature review, logical reasoning and statistical analysis. The results of a survey on the importance of chosen factors for the further development of the BRI in Poland, as well as the SWOT analysis of these factors are also part of the proposed study. The performed research shows that such factors as expansion of deep water infrastructure, the increase of seaport transhipment potential or competitiveness of the BSR are among biggest threats to the future of the BRI in Poland. At the same time, it seems that in the near future, the further development of the BRI will not significantly affect the container shipping in the BSR.

600. Systemic Geopolitical Analysis in the research of power distribution in Eastern Europe

Abstract:: The article presents Systemic Geopolitical Analysis, which as a scientific method can be an important tool for studying the distribution of power in Eastern Europe, supporting the assumptions of structural realism with an element of quantitative research. This region, as a place where spheres of influence and the ensuing economic and potentially military conflicts meet, is an area where the knowledge of the most precise distribution of power may be a crucial element in the analysis of the genesis of conflicts, the shifts in power distribution during their course, as well as in the prediction of future flashpoints. Being the first attempt to correlate Systemic Geopolitical Analysis with the issue of conflicts in Eastern Europe, the paper contains a hypothesis that Systemic Geopolitical Analysis is a research method that enables an effective analysis of the geopolitical reality in the region because of: 1) the conflicts occurring in the system due to differences in power distribution; 2) the nature of the components of power, measurable by the means of Systemic Geopolitical Analysis. Confirming the above hypothesis, the article points to the economic aspect, linked to the Russian natural gas exports, and the military aspect, by taking into account the characteristics of contemporary tensions in the region, which reduce the role of supra-systemic reserves.
