Abstract:: Women’s liberation is a concept that is almost always found at the heart of revolutionary thinking. Plato, devising the ideal state in which all perform work according to inborn ability and hold goods in common according to the dictates of justice, very soon discovers that marriage and the nuclear family are hindrances to the perfectly just republic. Plato’s plan for abolishing the traditional family pertains to the guardian class and exemplifies a deep suspicion of the family as fostering attitudes detrimental to building the just state. Plato was the opposite of an egalitarian, but the view of the family as a harbinger of “private morality” would in the modern period characterize radically egalitarian philosophies that envision an all-dominating public consciousness and a corresponding collective activism. Family life, especially for women, is not naturally suited to this political objective. The construction of Plato’s perfectly just city entails the assurance that women worthy of being “guardians” can outsource childcare and can freely produce guardian-worthy children.

Abstract:: Literary studies in America are in a late stage of decay. For nearly a century English departments have been a revolving door of influences, most of which have not been salutary. In rapid succession historical and philological scholarship of the early twentieth century gave way to the New Criticism, the critical influences of Marx and Freud, postmodernism (deconstruction), New Historicism, and the currently dominant hermeneutics of race, class, gender, and sexual orientation. University English departments today are divided along these various ideological lines, with the result that literary studies have morphed into a heterogeneous set of subdisciplines with the word “studies” appended. Here I intend no polemic against or diagnosis of the chaotic state of literature as a discipline; rather, I propose considering this state of affairs from the point of view of its practitioners. The professoriate is defined by those who profess. Borrowing Gerald Graff’s phrase, one might ask who stands out as a model of “professing literature” amidst this disciplinary chaos?

153. A German Tocqueville? The Unrecognized Importance of Francis Lieber’s Letters to a Gentleman in Germany, or The Stranger in America

Abstract:: “No German I know could have analyzed public life as I have done, having had the advantage of a practical citizen’s life for many years, in a vast republic.”1 Francis Lieber, the stocky, thick-accented German to whom this bold statement belonged, was basking in the positive reception of his recently published Manual of Political Ethics. He considered himself—along with his friend Alexis de Tocqueville—as one of a select few gifted with special insight into a nation’s political life. Joseph Story praised Lieber as even greater than Tocqueville, saying “‘You know ten times as much as he does of the actual workings of our system and of its true theory.’”2 Samuel Taylor agreed and, in an article comparing both men side by side, argued that, while Tocqueville was the better writer, Lieber surpassed him “as a political philosopher, comprehensive in his knowledge of the literatures of history and of politics, and of the practices of government; and profound in understanding the guaranties of liberty, and the institutions and arrangements of governments for their protection.”3 Given this high praise, one might well ask whether Tocqueville was a “French Lieber.” However, given Tocqueville’s modern fame, perhaps it is better to ask whether Lieber should be understood as a kind of “German Tocqueville,” especially regarding his observations about the fledgling United States. In order to assess the significance of Lieber’s understanding of American political institutions for his own political thought, we need to begin with his 1834 travel journal about a trip to Niagara Falls.

Abstract:: Accessing healthy and affordable food is highly intertwined with the biggest challenges of our century, such as climate change or conflict resolution. The United Nations has established eliminating hunger as one of the seventeen goals of the international community to achieve sustainable development. The largest part of the food the world consumes is produced by smallholders, peasants and Indigenous communities, but their own food sovereignty is not always practically implemented. This paper explores the extent to which Indigenous Peoples in the Ecuadorian Amazon are able to practice food sovereignty, and traces colonialism’s continuous influence on the application of international law to this marginalized community. Though the Indigenous concept of Buen Vivir is linked to food sovereignty and was integrated into the Ecuadorian constitution since 2008, post-neoliberalism, land ownership issues, access to seeds, the use of chemical fertilizers within agriculture, and tourism in the Amazon are all elements impeding its realization.

Abstract:: The Troubles period in Northern Ireland (1968 to 1998) left victims, their families, and the region with a legacy of trauma that has remained unaddressed for the past 24 years. Despite various legislative proposals to provide victims with forms of recourse, leaders have yet to implement justice provisions detailed in political agreements. As a result of government inaction, victims and survivors have lived without the truth of the past and without the ability to seek criminal charges against perpetrators who inflicted violence against them and/or their loved ones. This paper explores why civil society organizations are the best option to meet victims’ needs in the absence of government intervention.

Abstract:: The COVID-19 pandemic has revealed the influence that private pharmaceutical companies and philanthropic foundations have on global health governance. Private actors have been able to maintain the norm of intellectual property rights, despite opposition from developing countries and growing opposition from powerful actors in developed countries. This article examines how private actors have wielded their material resources, expert authority, and discursive powers to overrule the wishes of governments. It concludes by exploring the public health consequences of their growing hold on international governance and offers some policy recommendations to mitigate distorted public health outcomes.

Abstract:: LGBTQ+ rights are gaining attention in national and international political discourse and policymaking. Despite recent progress, complex challenges still stand in the way of establishing human rights for LGBTQ+ communities around the world. One such challenge is the uneven progress towards LGBTQ+ rights caused by conflicts between progressive policy and conservative norms, which poses a threat to the progress that has been made and may lead to worsening conditions for LGBTQ+ people. Within the context of Latin America and Cuba specifically, this paper explores whether progressive policy alone is sufficient for enabling change, and the relationship between policy and norms: does policy shift with norms? Or do norms shift with policy? With a unique history and culture, and some of the strongest pro-LGBTQ+ policies in the region, Cuba provides an opportunity to examine these questions and provides critical insights for literature that is otherwise underdeveloped.

Abstract:: As Puerto Rico emerges from bankruptcy after completing the largest public debt restructuring in U.S. history, it must revitalize economic growth to mitigate future debt situations. To achieve economic competitiveness, it should address the challenges facing its energy sector, including high costs, unreliable access, and unsustainable operations. Puerto Rico’s recent solar-focused renewable energy transition presents a unique opportunity for the island to attain affordable and reliable energy. However, the transition will likely face economic and policy barriers surrounding pricing, equity, governance, and financing. The policy recommendations discussed in this paper aim to mitigate these barriers and ensure that Puerto Rico’s renewable energy transition is economically sustainable and socially equitable.

Abstract:: Forced and coerced sterilizations, far from being a relic of the past, remain a widespread and troubling practice throughout the world. In the Americas, numerous countries have been accused of carrying out state-sponsored campaigns of forced sterilizations against indigenous, Afro-descendant, poor, and/or intellectually disabled women, in what amounts to an appalling act of violence and targeted erasure of marginalized communities. While international jurisprudence on forced sterilizations is limited, the Inter-American Human Rights System has been at the forefront of confronting this issue of reproductive justice. Through an analysis of two landmark cases at the Inter-American Court of Human Rights, this paper explores the strides that have been made and the gaps that remain for survivors of forced sterilization to receive justice.

Abstract:: In the digital age, new technologies and advancements in computing power have transformed the nature of potentially relevant evidence of atrocities evaluated in international criminal law. The International Criminal Court is presently underprepared to meet the challenges of authenticating digital evidence. This paper outlines the challenges and dangers of the ICC’s current approach to digital evidence authentication and verification, explores the debate among scholars over the analysis of scientific evidence as an analogous problem, and identifies policy recommendations for improving the Court’s capacity and capability to authenticate digital evidence.

162. Young, Gifted, and Black: Inequitable Outcomes of Gifted and Talented Programs

Abstract:: Gifted and talented programs in the United States have been an object of controversy for decades, with many arguing that gifted education widens the gap between high achieving students and their peers, typically along racial lines. There is currently a large body of literature on underrepresentation in gifted programs for Black and Latinx students, as well as low-income students, however academic research on the impact of such programs, especially for disadvantaged populations, is a far less developed research space. Drawing on data from the National Longitudinal Survey of Youth of 1979, this study utilizes propensity matching and OLS regression to examine racial and socioeconomic disparities in the long-term outcomes of participation in gifted programs. I find that: race and maternal education are significant predictors for gifted program participation, and gifted education is positively associated with achievement test scores, academic attitudes, and self-perception, with greater academic differences for non-Black/Hispanic students and students of higher socioeconomic status, and greater social-emotional differences for Black/Hispanic students and students of lower socioeconomic status.

Abstract:: This essay considers the place of the Gaza Strip in the broader Palestinian context. Israel’s determination to separate Gaza from the West Bank since the signing of the Oslo Accords and its subsequent withdrawal from the territory in 2005 resulted in a process that culminated in the buildup of a Palestinian military front reminiscent of that established by the Palestine Liberation Organization in south Lebanon in 1975–82. In both instances, the military front appears to serve as a Palestinian counterstrategy to achieve linkage. Palestinians demonstrated their determination to break the isolation of Gaza in the war of May 2021 that was accompanied by mass mobilization across and outside Mandate Palestine. The essay probes the question of whether we are witnessing the consolidation of a Gazan military front and points to the minimal political conditions necessary for such a development to advance the liberation struggle.

Abstract:: This article maps the internationalization of the Palestinian cause by studying the participants, groups, and themes at Palestinian solidarity conferences held in 1969–70. Examining such conferences reveals the extent of communication and ideological debate between the Palestine Liberation Organization (PLO) and international solidarity activists at an important juncture in the internationalization of the Palestinian liberation movement. The article makes the methodological point that international conferences organized by the PLO and other Palestinian institutions can function as an alternative archive that complements the traditional archives of diplomatic and intellectual history. Read in tandem with extant Palestinian sources, the paper trail left by international conferences mitigates the scattered and precarious status of Palestinian archives.

165. Cultivating Credit: Financialized Urbanization Is Alienation!

Abstract:: Since 2007, the Palestinian Authority has implemented a strategy of financialized urbanization in response to economic crises precipitated by Israel’s settler-colonial stranglehold on the Palestinian economy. This article argues that financialized urbanization operates as a mechanism to expand the local banking sector and as a modality of settler-colonial alienation. Examining the joint-ownership structures of companies whose activities straddle real estate and financial markets, the article shows where land ownership in the West Bank ultimately lies. The study highlights qualitative changes in money lending and the extended reach of finance to emphasize the risks of financial collapse. Understanding finance capital and settler colonialism as systems predicated on managing risk for maximum returns, the discussion draws their relation to each other into a single analytical framework to center the question of land dispossession and racialization at the heart of financialized urbanization.

Abstract:: Israeli law is an important medium that maintains, perfects, and facilitates the fragmentation of Palestinians. Israeli citizenship figures in this structure of fragmentation as an exceptionalizing legal status that blurs “colonial difference” between Palestinian citizens in Israel and Jewish Israelis. The May 2021 uprising and its aftermath not only highlighted the counter-fragmentary forces present among Palestinians across different legal statuses, it also brought into clearer view a rule of “colonial difference” that crisscrosses the Israeli legal system and pertains to all Palestinians under its control. This essay explores the concept of “colonial difference” as applied to Palestinians through the law, and how this rule has been employed in the context of the May 2021 uprising against Palestinian citizens in particular.

Abstract:: This paper uses a wide array of original documents collected from Bulgarian, Czech, German, Hungarian, Polish, Romanian and Serbian diplomatic, party and security services archives, reflecting Havana’s foreign policy during the Cold War. The article’s narrative follows Cuba’s Cold War foreign policy in the 1970s. Through its multipolar archival research methodology, the paper aims to help us acquaint a more nuanced and fuller picture of the complex and evolving character of Cuba’s Cold War internationalism as seen through the eyes of Moscow’s East European allies, marking a clear departure from existing literature mostly engaging Soviet or American sources.

Abstract:: This paper aims to: (i) investigate whether Republican legislatures were more inclined than Democratic ones to uphold laws of national sovereignty and whether Democratic legislatures were more likely than Republican ones to prioritise bills linked to the post-national perspective; (ii) assess the US migration laws by considering how state-level legal systems affect migrants’ lives. Using data from the National Conference of State Legislatures and Legiscan and techniques like clustering, statistical, and geospatial analysis, we found that bills sponsored by the Democratic Party are indeed more likely to belong to the post-national category than bills by the Republican Party.

Abstract:: This article argues the need for complementarity between emergency and structuring international cooperation in scenarios of health crises in developing countries. Through a review of contemporary literature and document analysis, it analyzes some aspects of the performance of global and Latin American institutions in the Covid-19 pandemic in light of this argument. 182. The CSTO Intervention in Kazakhstan Implication for Regional and World Order

Abstract:: In the first two weeks of 2022, Kazakhstan was ravaged by an unprecedented scale of protests, violence, and repression. While it is still very much difficult to know what exactly caused the clashes, what seems to be the case is that it involved the meeting of two different and separated dynamics. The first was peaceful protest, which originated in the west of the country because of the doubling of LPG prices alongside the solidarity expressed with the protesters in other parts of the country, i.e., in the north as well as in the east and the south. The second was the presence of violent bandits, criminals, and hooligans that in less than perfect coordination set ablaze Almaty, Taraz, Shymkent, and other centers in the south, which led to the bloodiest clashes in the history of independent Kazakhstan. In a series of rapid escalations, which even those inside the Central Asian nation are still struggling to understand, the initially peaceful marches descended into violence. On 5 January 2022, the Kazakhstani authorities, fearing for the collapse of the constitutional order and for the state to spiral into country‑wide bloodshed, decided to request the intervention of the Collective Security Treaty Organization (CSTO) to protect sensitive and strategic infrastructural objectives such as power grids and airports so to allow to the internal security forces to repress and quell the violence. On 6 January 2022, the CSTO Collective Security Council issued a statement indicating its decision to “send the CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan for a limited period of time to stabilize and normalize the situation in that country.” The same day, these forces began to arrive in Kazakhstan. On 19 January 2022, the CSTO Secretary General informed the CSTO Collective Security Council that all contingents of its Collective Peacekeeping Forces have been withdrawn from the territory of Kazakhstan. Much ink has been spilled in writing about why these events took place, what caused them, who was behind them, and who or what favored them. Most of what has appeared in print has not been particularly coherent or accurate. The truth is that too little is known at the moment: much time will need to pass for scholars to gain a clear understanding of what exactly happened within the Kazakhstani security and elite apparatus so that these violent dynamics could be unleashed.

183. Sino-Iranian Relations and Their Impact on South and Central Asia

Abstract:: In July 2020, a draft text of a series of Sino‑Iranian agreements outlining a comprehensive 25‑year strategic partnership between Iran and China was leaked. The leaked text accords presaged the formal accords signed in 2021 whose text has not been released. These agreements fundamentally transformed Sino‑Iranian relations and also converted the Middle East into another theater of the global Sino‑American confrontation. That latter consideration shows that the significance of these accords transcends the Middle East. Although most Western commentary naturally emphasize the Sino‑American and Middle Eastern repercussions of these accords, we cannot neglect their no less enormous impact on Central and South Asia and focus on those unduly neglected issues. China’s agreement to the terms, as leaked—$400 billion in investments in Iran over 25 years, particularly in large scale transportation energy, infrastructure, telecommunications, projects, and access to Iranian ports—signified a vast expansion of China’s policy of forming a global network of partnerships with countries wary of American dominance. Even if this is more a declaration of intent than what will actually happen, the parties’ intentions are clearly serious. The agreements also stipulated that these programs would come under the administrative rubric of the Belt and Road Initiative (BRI), China’s signature policy, and very much a Chinese‑directed series of projects. Commitments on this scale also clearly denote a major new strategic orientation by China and Iran. Even observers who underplay these revelations like Jonathan Fulton, a Non‑Resident Senior Fellow at the Atlantic Council, concede their dramatic impact on Sino‑Iranian relations and world politics more generally. This is particularly significant as China does not cavalierly establish comprehensive strategic partnerships (CSP) with other states. For example, China has signed such agreements with other Gulf states like Saudi Arabia—so signing one with Riyadh’s main Middle Eastern revival cannot have been a routine or impulsive decision. Neither will its impact be restricted to the Gulf and Middle East. A CSP is (or was, before the February 2022 agreement with Russia) the highest level in China’s hierarchy of diplomatic relations. In a CSP, the partner states commit to the “full pursuit of cooperation and development on regional and international affairs.” Since Beijing does not offer this level of partnership easily, as Fulton has also observed, a state receiving that status must be perceived by China as playing an important political and economic role internationally, and the bilateral relationship must already feature a high level of political trust, dense economic relations, and a strong, well‑established relationship in other areas.

184. Prospects for Pax Caucasia? The 3+3 Regional Cooperation Initiative

Abstract:: The 3+3 format for regional cooperation is an initiative that was first proposed by the leaders of Turkey and Azerbaijan in the aftermath of the Second Karabakh War, building somewhat on an idea that originated in Iran during the war itself. This grouping covers the three countries of the South Caucasus (Armenia, Azerbaijan, and Georgia) plus the three most important countries neighboring this region (Russia, Turkey, and Iran). Thus in December 2020, Turkey’s President Recep Tayyip Erdoğan announced the initiative at a joint press conference with his Azerbaijani counterpart, President Ilham Aliyev, during his visit to Baku in which he reviewed the military parade marking Azerbaijan’s victory over Armenia in the aforementioned war—a war that heralded the fundamental transformation of regional geopolitical and geo‑economic realities. On this occasion, Erdoğan called 3+3 a win‑win initiative for all actors in the region. Given its obvious potential to promote peace and security in the South Caucasus and facilitate the normalization of relations between former belligerents, some local experts believe that the 3+3 initiative could be instrumental for the emergence of Pax Caucasia. Four of the six countries immediately reacted positively to the initiative, with Armenia and Georgia expressing some reservation. While Armenia initially sounded skeptical, the government of Prime Minister Nikol Pashinyan eventually confirmed its participation in this format. For now, the only country that retains distance from the Pax Caucasia process is Georgia which, due to its ongoing territorial dispute with Russia, refuses to participate in this platform and proposes an alternative 3+2 format (the countries of the South Caucasus + the EU and the United States). Tbilisi has called its counterproposal the “Peaceful Neighborhood Initiative” but has taken no concrete action to set it in motion. Neither Aliyev nor Pashinyan have yet to publicly comment on the 3+2 format. Others have also remained silent. Hence, the likelihood it can prevail over the 3+3 framework in geopolitical substance is low, given that it excludes major active regional players like Russia and Turkey and substitutes them with two Western actors that are evidently less engaged in the region. The advent of the present phase of the conflict over Ukraine, which began on 24 February 2022, has also not increased the prospects of the Georgian idea being adopted, either.

185. Repatriating Azerbaijani IDPs Policy Priorities and Recommendations

Abstract:: The conflict over Karabakh between Azerbaijan and Armenia, which started in 1988 and resulted in the occupation of some 20 percent of Azerbaijan’s internationally recognized territories, produced a massive humanitarian catastrophe in the region. Around 350,000 ethnicAzerbaijanis were driven from their homes in the Republic of Armenia in 1988‑1989, becoming refugees in the Republic of Azerbaijan. At the same time, the armed conflict in and around the former Nagorno‑Karabakh Autonomous Oblast (NKAO) resulted in the ethnic cleansing of an additional 650,000 ethnicAzerbaijanis from their homes in 1992‑1993. By some estimates, back in 1993 Azerbaijan was one of the largest refugee‑ and IDPhosting countries in the world, given that 1 out of every 7 of the country’s Azerbaijani population fell into one of those two categories. In addition to that, Azerbaijan also hosted large numbers of Chechen, Afghan, and Meskheti Turks. Azerbaijani refugees and IDPs mostly came from towns and villages outside the former NKAO part of the Karabakh region. Forcibly driven from their homes, they first settled in temporary tent camps, railway wagons, university dormitories, public buildings, and old sanatoriums. After being ethnically cleansed, their houses in Karabakh were looted and destroyed by Armenian occupational forces. Towns like Fuzuli, Jabrayil, Agdam, Gubadly, and Zangelan were entirely raised to the ground. During the last 30 years, refugees and IDPs received significant humanitarian assistance from various foreign donors, a plethora of national charity organizations, and, of course, the Azerbaijani government. The latter had even launched a housing program for them with the funds accrued by the State Oil Fund, the country’s sovereign wealth fund, which enabled many families to move from tent camps into purpose‑built single‑family home developments that oftentimes included land plots for agricultural activities. When Ilham Aliyev first ran for president in 2003, he had promised to eliminate the need for all tent camps in the country—a promise that he fulfilled in 2007 thanks to the priority allocation of resources from increasing oil revenues. Nevertheless, large number of refugees and IDPs continued to live in temporary housing in Baku and other urban centers that sometimes had significant safety issues and subpar sanitation facilities. Despite the fact that refugees and IDPs receive many welfare benefits from the government of Azerbaijan (e.g., free education, free utilities, monthly remuneration for food and other social payments), their living standards remain suboptimal, and the rate of poverty, health risks, and other social problems among the refugee and IDP community remains higher than the country’s average. At the same time, serious concerns remain regarding the employability and religious education of young people belonging to refugee and IDP communities, with many analysts fearing that this part of the population can be more susceptible to recruitment by foreign radical sects and similar such groups.

186. Mine Action and the Environment in Karabakh

Abstract:: The now‑liberated areas of Azerbaijan are contaminated by mines and explosive remnants of war (ERW), the clearance thereof being one of Baku’s highest post‑conflict priorities. Before proceeding any further, we must provide proper definitions of these terms, since they are technical in nature and thus may not be familiar to the general reader. According to the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti‑Personnel Mines and on Their Destruction that was adopted in Oslo in 1997 and entered into force in 1999 (it is colloquially called the AntiPersonnel Mine Ban Convention, or APMBC), an anti‑personnel mine “means a mine designed to be exploded by the presence, proximity or contact of a person and that will incapacitate, injure or kill one or more persons.” An antivehicle or antitank mine is effectually the same thing, except that it is designed to explode when triggered by a vehicle. Together, they fall under the catchall term mine, which the same document defines as a “munition designed to be placed under, on, or near the ground or other surface area and to be exploded by the presence, proximity, or contact of a person or a vehicle.” Furthermore, explosive remnants of war (ERW) are defined as explosive munitions left behind after a conflict has ended. They include unexploded artillery shells, grenades, mortars, rockets, air‑dropped bombs, and cluster munitions. If such weapons fail to detonate as intended for whatever reason, they are called unexploded ordnance (UXO); if, on the other hand, they have not been used during an armed conflict and have been left behind by the party that brought them to the battlefield, they are called abandoned explosive ordnance (AXO). Lastly, cluster bombs or cluster munitions, which are defined as weapons containing from several to hundreds of explosive submunitions. They are dropped either from the air or fired from the ground and are designed to break open in mid‑air, releasing submunitions and saturating an area that can be as wide as several football pitches. Based on past practice, the failure rate of cluster munitions to explode as intended stands at between 10 and 30 percent.

Abstract:: The crisis over Ukraine reinforces the view that, despite progress in many areas on the international agenda in recent years, the number of people affected by conflict and violence keeps growing. In the past 20 years, the number of forcibly displaced people has doubled, reaching over 80 million. According to United Nations data, over 60 percent of conflicts have relapsed in the last decade, a staggering figure that testifies of the difficulty of conflict resolution in this context. More than 80 percent of conflicts over the past 30 years involve militias and non‑state actors, while the more recent rise in transnational violent extremist groups has increased the challenges for conflict resolution. Civil wars are leading to more protracted conflicts with ethno‑cultural components, which complicate the traditional political approach. Existing multilateral mechanisms and diplomatic negotiations are increasingly ineffective, and a new toolbox for conflict resolution is more urgent than ever. The combination of great power competition, regional struggles for hegemony, and the proliferation of non‑state actors create interlocking and multi‑layered conflicts that impact international peace and stability. At the same time, these elements are challenging the traditional approaches whilst further putting the achievement of the Sustainable Development Goals at risk, as recognized inter alia by the latest Strategic Plan of the UN Department of Political and Peacebuilding Affairs. The international multilateral order is being questioned from many different quarters, while the wave of global protests shows the exhaustion of existing economic and political models, as well as the need for a new social contract. The impact of the pandemic and the measures taken to control it are also having a profound impact on these new political and economic dynamics, laying bare the growing inequalities of the new digital economy as well as the weakening of solidarity and common action. The increasingly intricate fabric of peace and conflict and the multiplicity of actors involved have made conflict resolution more complex, as stated in the December 2020 Concept on EU Peace Mediation. Terrorism and radicalization have become a more imminent security threat and tensions related to environmental degradation, irregular migration and forced displacement, are affecting the social fabric in fragile states in unprecedented manners.

Abstract:: To many observers, Armenia’s non‑violent change of government in 2018 represented an unusual victory of “people power.” In what became heralded as Armenia’s “Velvet Revolution,” Armenian opposition leader Nikol Pashinyan surprised many with the relative ease with which he displaced an entrenched elite and emerged as the new Prime Minister of the Republic of Armenia. After an important free and fair election in December 2018 cemented Pashinyan as Armenia’s new leader, the country ushered in a new period of democracy and reform. Endowed with a rare degree of legitimacy bolstered by popular support, the new democratically‑elected government promised a critical reassessment of a number of critical issues, ranging from Armenian relations with Russia to its policy regarding the conflict over Karabakh. Yet despite these important gains in democratic change and advances in reform, the Armenian leadership faced a looming challenge that was largely obscured by a legacy of arrogance and complacency. With a focus overwhelmingly devoted to domestic reform priorities, the Pashinyan government seemed increasingly ill‑prepared for the inescapable geopolitical and foreign policy demands that loomed large over Armenia. And through much of the period between mid‑2018 and early 2020, Armenia embarked on a foreign policy course characterized more by overconfidence than any realistic reassessment, marked by sporadic mistakes and missteps in its approach toward Russia but also Azerbaijan. Although somewhat explainable by a combination of inexperience and simplistic idealism, Armenia greatly overvalued the advantages of democracy and reform while also overstating its strategic significance. Against that backdrop, such diplomatic overconfidence only exacerbated a mounting crisis over Karabakh, as tensions increased and vulnerability intensified.

Abstract:: Even though Azerbaijan and Iran have maintained cordial ties over the years, this has been punctured by evidently turbulent periods of constrained diplomatic and political rhetoric, which has produced occasional volatility in the bilateral relationship. Ever since Azerbaijan regained its independence in 1991, Baku and Tehran have remained cautious and circumspect in their interactions whilst managing to avoid open conflict. Such vigilance is due for the most part to the effects of contrasting foreign policies, divergent choices of allies and foes, different constitutional arrangements, and contrary ethnic‑ and identity‑based perceptions and postures. Such and similar points of friction explain why Azerbaijan and Iran continue to be wary of one another in their bilateral communication and diplomatic relations.

190. The Strategic Implications of the Tashkent Conference

Abstract:: This essay is devoted to a consideration of a matter of fundamental geopolitical importance that has gone largely unnoticed in the West, to its detriment. The trigger event, so to speak, was a remarkable conference that took place not in Washington, Brussels, or Moscow—but in Tashkent. On 15‑16 July 2021, Uzbekistan’s capital hosted delegations from nearly 50 countries, among them China, Russia, India, Turkey, Azerbaijan, and all the Central Asia countries, at the level of foreign ministers or above. To understand the issues at play and the consequences thereof, we will need to spend some time discussing what actually took place during the conference itself, which was entitled “Central and South Asia: Regional Connectivity: Challenges and Opportunities.” In addition to relating the explicit agenda of the conference, we will also examine its broader agenda (whether intended or not) and conclude with an examination of its potentially far‑reaching geostrategic implications. The Tashkent conference was geared not only to government officials, but also towards leading scholars, experts, and media representatives from all over the world who follow developments in at least one of these two regions. In his opening address, Uzbekistan’s President Shavkat Mirziyoyev affirmed his country’s readiness to take up new leadership responsibilities in the region, which aligns with the domestic economic and social reform agenda he launched upon coming to power following the death of his predecessor, Islam Karimov, in September The Strategic Implications of the Tashkent Conference 2016. The host’s speech was followed by opening statements from Afghanistan’s President Ashraf Ghani and Pakistan’s Prime Minister Imran Khan, whose delegations also exchanged informal views during the conference. Here a somewhat digressive remark is in order. When the conference was in its planning stage, the fall of the Ghani government in Afghanistan had not been anticipated. Still, one of the conference’s working group sessions was devoted to the devolving situation in Afghanistan. By that stage, the conference’s more astute participants were seeing the writing on the wall. Those who could not, of course, came to their senses less than a month later. Either way, the Taliban’s takeover of the country has put both Central and South Asia more firmly on the international geopolitical agenda— the recent events in Kazakhstan, which began as this issue of Baku Dialogues was being finalized, have also played a role in drawing attention back to the Silk Road region. But to come back to Mirziyoyev’s opening address. In the context of announcing a new, open foreign policy strategy for the country, Uzbekistan’s President made it clear that his country is centrally focused on strengthening regional connectivity. His announcement stressed that the focus would be on further deepening economic and cultural cooperation between Central Asia and South Asia—two regions that are linked historically as well as economically yet have not so far been able to transform this inherited potential towards proper policymaking in recent years. The Tashkent conference was advertised as being about enhancing regional interconnectivity, trade, and cooperation between Central Asia and South Asia—as well as presenting the host country’s new cross‑regional foreign policy strategy. But as Edward Lemon wrote in the Fall 2021 edition of Baku Dialogues, the conference also served to demonstrate that the emerging regionalism—a topic raised by the concerning countries themselves and not from outside—will be a leitmotif for future geostrategic developments in the Silk Road region.

Abstract:: Azerbaijan’s victory in the Second Karabakh War has created a new geopolitical reality in the South Caucasus and the Caspian region. This new geopolitical reality creates challenges and opportunities for the United States. Azerbaijan’s victory in the war means that NATO member Turkey’s influence in the South Caucasus, and by extension Central Asia, is on the rise. If Washington and Ankara can get their bilateral relationship back on track, Turkey’s ascendancy in the region can benefit broader U.S. strategic interests. In the aftermath of the conflict there is also an opportunity for America to increase and deepen regional economic and energy cooperation. However, Moscow now has troops—either by invitation or by occupation—in all three countries of the South Caucasus and in Kazakhstan on the other side of the Caspian. From the American point of view, this does not help bring stability or security to the region. Azerbaijan is in a strategic region where many U.S. geopolitical interests converge. Since 2001, Azerbaijan has proven to be a reliable partner for America against terrorism as well as in the war in Afghanistan. With the new geopolitical reality in the region, U.S. policymakers would be remiss to ignore this limited window of opportunity for improving Washington’s relationship with Baku.

Abstract:: Azerbaijan is “geopolitically critical” to the United States, argues the 1997 book, The Grand Chessboard, by Zbigniew Brzezinski, the national security advisor to former President Jimmy Carter. Counterbalancing Russia is a primary duty of the United States, and the mere placement of Azerbaijan on the map makes it a crucial partner in that effort. The benefits of partnership extend well beyond Azerbaijan’s immediate neighborhood, the South Caucasus. The country is the sole gateway to the West of the former Soviet states of Central Asia. The independence of those states, Brzezinski explains, “can be rendered nearly meaningless if Azerbaijan becomes fully subordinated to Moscow’s control.” Brzezinski was not alone in championing this view. In the late 1990s and early 2000s, American foreign policy professionals on both sides of the political aisle espoused the same perspective, which we shall dub the “the geostrategic approach.” Its influence generated significant American support for the creation of an East‑West land bridge, across which rail tracks and energy pipelines now stretch—the Silk Road region’s only terrestrial supply lines from Asia to Europe that Russia cannot control. This land bridge opened the way for an air corridor which, during the war in Afghanistan, allowed planes from America’s military bases in the Middle East to reach the battlefield by a route much shorter than any alternative, and one that required no haggling with difficult partners, such as Russia. As it emerged defeated three decades ago from the First Karabakh War (1988‑1994), Azerbaijan was virtually a failed state, inundated with hundreds of thousands of refugees and internally displaced persons. Today it is the wealthiest, most prosperous, and most influential country in its neighborhood. Its victory in the 2020 Second Karabakh War also revealed the startling power of its military. The rise of Azerbaijan has vindicated Brzezinski and his cohort, but even as the country grows stronger and fulfills the role envisioned for it, the geostrategic approach grows weaker. Supporters of this perspective in Washington today are few and far between. Are we witnessing the temporary eclipse of an influential foreign policy doctrine, or its total demise?

193. Armenian-Azerbaijani Relations in the Wake of the Second Karabakh War

Abstract:: The Second Karabakh War was more than a war between two belligerents; essentially, it represented a war between two strategic paradigms: one belonging to the twenty‑first century and the other a relic of twentieth‑century military thinking. Azerbaijan’s achievement of air supremacy with the help of drones was not only one of the crucial factors that decided the outcome of that particular war; it will almost certainly contribute to the further development of the military art in armed conflicts of various scopes across various theaters in the time ahead. At the same time, referring to this war as a “drone war” does not reflect reality. In this, as in much else, impressionable journalists got it wrong: this could be a proper designation only if the drones had fought also on the ground instead of soldiers. Certainly, the use of drones was decisive; but the laurels of victory in this war do not belong solely to this contingent of the Azerbaijani military: the mobile groups of special forces were also decisive. Each played a critical part in the country’s military achievement. We begin with an examination of the area of hostilities and the respective dispositions of the parties to the conflict before getting into a discussion about some relevant aspects of Operation Iron Fist—the official designation used by Azerbaijan for the Second Karabakh War. We conclude with remarks of a more geopolitical nature.

194. Turkey’s Changing Posture on Russia and America

Abstract:: As of this writing, tensions between Russia and Ukraine appeared to continue unabated, despite the Putin‑Biden online meeting and the exchange of several messages between Washington and Moscow aimed at reducing them. The crisis has kept almost everyone guessing as to where all this is heading: will they subside or spiral out control? Will Russia invade Ukraine? If it does, how will America and its allies respond? As things stand at present, it sure seems as though Russia and the U.S. and its allies have gridlocked themselves into a crisis without any sensible way out. The former was emboldened by the feckless handling of the crisis by the Biden Administration such that Moscow now wants to dictate terms to America and NATO that amount to something like this: “give us proper, preferably written assurances that Ukraine and Georgia will not be admitted to NATO.” Team Biden, which has inadvisably goaded Ukraine against Russia for a second time in less than a year with its much‑hyped ‘America is back’ slogan cannot simply comply with the request. At the same time, America cannot stand up to Russia militarily in that part of the world. Moreover, neither the United States nor its NATO allies that have considerable military clout are prepared to make a promise to Ukraine regarding admission to NATO. Indeed, just as this edition of Baku Dialogues was going to press, the hectic diplomacy between NATO and Russia on the one hand and the U.S. and Russia on the other, climaxing in the latest meetings of 11‑12 January 2022, broke up with no agreement. This has given rise to further concern that the ongoing conflict is going to perpetuate. From Turkey’s perspective, the conflict between Russia and Ukraine has turned insoluble— akin in not unimportant ways to the Turkish‑Greek dispute, with its clusters of psychologically combustible elements freely circulating across the board. Should Russia invade Ukraine, it would presumably trigger a harsh package of sanctions by both the EU and the U.S.; this would likely hurt Moscow considerably, albeit hardly enough to budge it from staying the course. Should the U.S. and NATO simply give in to Russia’s ultimatum, then this would amount to a complete surrender of the Western powers— particularly after the disastrous U.S. debacle in Afghanistan. At the same time, the likelihood that Russia will step back entirely from its position—that, in other words, it will calmly accept the prospect of the admission of Ukraine and Georgia to NATO—is close to zero. Thus, it is possible to conclude that the conflict between Russia and Ukraine on the one hand, and the U.S.‑led West and Russia on the other, will perpetuate.

195. Terms, Conditions, Intersecting Interests Turkey and Regional Cooperation After the Second Karabakh War

Abstract:: This essay should be understood as a series of reflections on the geopolitics of the South Caucasus in the aftermath of the Second Karabakh War and how this has provided Turkey with a great opportunity to revisit, redefine, and even consolidate its newfound role and mission in the region. It is predicated on the assessment that, starting in July 2020, Turkey became more proactive and involved in the region, which in turn laid the foundation for a game‑changing development; Turkey’s stature then grew even further in the wake of the 10 November 2020 tripartite statement between Armenia, Azerbaijan, and Russia that ended the Second Karabakh War. Now Ankara is taking on a balancing role—if not quite a mediating one—in the region. The situation is not straightforward: the well‑consolidated empowerment of the Russian Federation in the wake of the war has ensured its continuing status as the main mediator in conflict resolution as well as open the possibility for it to become a genuine peacemaker. Turkey is considered the main balancing power to potentially check or restrain Russia’s dominant position, at least down the road. But for now, Russia can be considered as “being fully back” on the ground: its armed forces are present in each of the three South Caucasus states—by invitation or otherwise. This lends a certain pallor of instability to the newly achieved status quo, although this is not widely recognized, much less pronounced in Turkey and in Azerbaijan. It is thus too early to speak about full‑on regional integration, which will take time to bring about. Yet already today there is potential for the realization of regional cooperation. The ideas related to the latter are being discussed in various fora, yet the feasibility of the implementation of these ideas remains open to interpretation.

196. Atticism and the Summit for Democracy

Abstract:: When in the course of reading the two most authoritative accounts that together chronicle the war of the Spartans and the Athenians and how they waged it against each other—i.e., the Peloponnesian War by Thucydides and the Hellenica by Xenophon—we come across the word attikizo and its cognates on at least seven different occasions: five in the former work and twice in the latter, by our count (see Thuc. III.62.2, III.64.5, IV.133.1, VIII.38.3, and VIII.87.1; Xen. Hell. I.6.13 and VI.3.14). A straightforward definition of this Thucydidean neologism is “to become like or join or side with the Athenians; to work for the interests of Athens.” However, as Victor Davis Hansonpoints out in A War Like No Other (2005), attikizo also has a normative connotation: it a “special word of sorts for Athenian expansionism.” We can thus allow ourselves to take the noun ‘Atticism’ to mean, figuratively, “alignment to a stronger power by a subordinate one acting under constraint at a time of crisis.” We may note, besides, that the classical Greek understanding of crisis connotes not just a meaning of momentous decisionand thus uncertain outcome, resulting in the need to exercise prudential judgment; it is also a key Hippocratic term used to refer to a sudden change in the health of a body towards either recovery or a turn for the worst. Crisis thus understood does not perforce imply predetermined reason or directionality. It is with this in mind that we can begin with preparations to conduct a little thought experiment on the strategic implications of the Summit for Democracy, which the Biden Administration staged online in December 2021 with much fanfare. In so doing, we can do worse than to call to mind a slight modification of something Barack Obama once said to Mitt Romney: “the 2000s called, and they want their foreign policy back” because, in many ways, the Summit for Democracy is reminiscent of various proposals put forward by Washington insiders in the first years of the third millennium for the establishment of some sort of U.S.‑led global coalition of democratic states. As we shall see, the speeches and deeds of the Biden Administration have provided enough evidence to suggest it may embrace some of the more dangerous elements of said proposals in the time ahead. This, in turn, may leave it open to the charge of advocating or suborning Atticism in the pursuit of its “America is Back” foreign policy posture. To get a sense of the possible effects thereof on U.S. national interests hereafter, we shall proceed with an inquiry into the scale, scope, and prudence of what we understand to be the Biden Administration’s essential ambition. We shall at times proceed in a contemporaneously unconventional approach on the grounds that operating in this manner can shed light on such matters in ways that conventional ones cannot, or at least cannot do as well. Genealogy of Morals Before coming to the various proposals made in the 2000s for the establishment of some sort of U.S.‑led global coalition of democratic states—an examination of which should prepare us to conduct our little thought experiment per se—we observe that “America is Back” represents most obviously a political aspiration to repudiate the foreign policy posture of the antecedent administration, which had conducted its external affairs according to the “America First” slogan that may be said to have been encapsulated by words spoken by Donald Trump in September 2019 during an address to the UN General Assembly: “The future does not belong to globalists. The future belongs to patriots. The future belongs to sovereign and independent nations who protect their citizens, respect their neighbors, and honor the differences that make each country special and unique.” But we suggest that “America is Back” may also be understood to be a reference to the spirit of an earlier moment in world politics in which it could be said that America had in fact recuperated or perpetuated its standing and come back (or out) on top.

197. Korean Newspapers, Korean Sovereignty over Dokdo and Ulleungdo, and Early Japanese Intrusions

Abstract:: Contrary to the Japanese Foreign Ministry's claim that Koreans never demonstrated any clear basis for its claims that it had taken effective control over Dokdo (Takeshima) before 1905, the Ministry ignores the critical role of the Korean media, especially major Korean newspapers such as the Hwangsŏng Newspaper and Dongnip Sinmun (Independent), in publicizing and mobilizing Korean nationalism through a sustained assertion of Korean sovereignty over Dokdo. By publishing articles which officially denounced Japanese intrusion into Dokdo or the Japanese government's feigned ignorance and disregard for such an act, or articles which explicitly discussed the long history of Korea's recognition of Dokdo and Ulleungdo as her nascent territories, Korean newspapers not only expressed Korean nationalism by incorporating anti-Japanese sentiment. They also emphasized Korea's ancient consciousness of national unity by clearly declaring that at the heart of such nationalism and rhetoric was a strong identification of Dokdo and Ulleungdo as Korea's historic territories. Korean newspapers were instrumental in publicizing Korean consciousness about Dokdo and Ulleungdo by not only reporting on Japanese intrusions into Dokdo, educating the Korean public on the ancient history of Dokdo and Ulleungdo, but also serve as crucial evidence proving that Japan willfully ignored Korea's national sovereignty and judicial authority to wrest away Korean sovereignty over Dokdo and Ulleungdo.

198. Sweden’s Peacekeeping Contributions through the Neutral Nations Supervisory Commission

Abstract:: This paper investigates what role Sweden, by participating in the Neutral Nations Supervisory Commission (NNSC) since 1953, has played to maintain peace on the Korean peninsula. What specific contributions has the NNSC done? How important are they in comparison to other factors that have preserved peace? These issues are analyzed by comparing the tasks of the NNSC, as defined by the Armistice Agreement, and the Commission’s work. Consideration is also given to the Commission’s composition and whether its role has changed throughout the years or not. North Korea’s policy to dismantle the NNSC in the 1990s is included, as are the Commission’s responses and the subsequent reorganization of its work.

199. Tying Human Rights to U.S.-DPRK-ROK Negotiations

Abstract:: For over three decades, the United States and the international community has been attempting to engage North Korea diplomatically, aiming for the complete, verifiable, irreversible denuclearization of North Korea. The Kim family regime has been committing crimes against humanity, but human rights concerns have been discounted by U.S. and other negotiators, fearing they would be an obstacle to a negotiated solution to the grave military and security challenges Pyongyang poses. North Korea has breached each and every one of the international obligations it has assumed, from imembership in the Treaty of Non-Proliferation of Nuclear Weapons to the 1994 Geneva Agreed Framework to the Six Party Talks to the 2012 Leap Day Agreement. While its negotiating counterparts have neglected human rights concerns in multilateral and bilateral talks, North Korea has continued to develop and test its nuclear and ballistic missile programs. It is time for a new paradigm, that brings human rights into the conversation, in a bilateral or multilateral setting.

200. Getting North Korean Human Rights Right, Now and for the Future

Abstract:: While the Universal Declaration of Human Rights recognizes the agency, dignity and rights of the individual, North Korea’s collectivist notion of freedoms are conditioned to preserve and perpetuate the Kim regime, resulting in the denial of human rights for North Koreans. Pyongyang’s defensive outbursts and angry rhetoric in defense of its distorted definition of sovereignty has deeply affected South Korea’s policy approach over the issue of North Korean human rights. Sensitive to Pyongyang’s feelings, South Korea’s progressive camp prefers to engage with North Korea in the wishful hopes that relations will gradually improve. The conservative camp at times uses the Kim regime’s sensitivity to dial up pressure on issues such as denuclearization. Progressives are willing to concede aid and benefits up front to get to inter-Korean engagement while conservatives make these concessions conditional. Neither approach has alleviated the brutal denial of human rights in North Korea. This paper explores South Korea’s “wicked problem” of partisan treatment of North Korean human rights through careful examination of present and past administrations and concludes with recommendations for a middle ground safe enough so that neither progressives nor conservatives feel they have strayed too far outside of the partisan boundaries of their respective camps
