Abstract:
In the multilateral negotiating context in Geneva, developed countries seek, often aggressively, to impose agendas that are more favorable to their interests. This text seeks to expose, from the perspective of developing countries, and Brazil in particular, the difficulties inherent in multilateral work at the time they were experienced, as well as the efforts to overcome them. The focus of attention is modulated, sometimes focusing on the GATT (institution that preceded the WTO) and the negotiations on the new themes of the Uruguay Round of trade negotiations (1986-1994), now on the nascent diplomatic articulations on the issue of the environment; or even in the negotiations on disarmament, these at a more recent moment, with the conclusion of the Treaty on the Prohibition of Nuclear Weapons

Abstract:
atching the frenzy surrounding Judy Shelton’s confirmation hearing before the Senate Banking Committee on February 13, one is led to believe that the gold standard is a “nutty” idea, for which no serious economist or monetary policymaker could possibly have a kind word (see U.S. Senate 2020). This article critiques that wholesale refutation of the gold standard. In recent years (as well as in the past), both serious economists and reputable monetary policymakers have recognized the benefits of a gold standard in reducing regime uncertainty and promoting monetary and social order. Whatever one may think of President Trump’s recent Fed picks, the gold standard itself deserves more respect than it’s been getting.

Abstract:
After the Second World War, the entrepreneur virtually disappeared from economic analysis (Baumol 1968). This neglect followed from the emerging models of general equilibrium that formed one aspect of the core of economic theory. By assumption, the Walrasian auctioneer knew the appropriate prices necessary to equate quantity supplied with quantity demanded in each market. In addition, the auctioneer knew when and by how much to adjust prices when an exogenous factor changed such as income or production technology. Trade only occurred at equilibrium prices so that markets cleared. No market participant chose or changed prices; it occurred exogenously. Kenneth Arrow recognized the lack of real world mechanisms to determine and adjust prices in competitive markets. He identified a logical gap in the perfectly competitive model. He wrote that “there is no place for a rational decision with respect to prices as there is with respect to quantities” (Arrow 1959: 42). Prices exist independent of consumer and firm behavior. A complete model would have to provide a solution to the conundrum.

Abstract:
Tyler Cowen (2020), in a controversial and widely discussed blog post, has argued that free economic institutions must be accompanied by state capacity to achieve maximal growth rates. He calls this “State Capacity Libertarianism,” which echoes positions he has posed previously (Cowen 2007, 2018). Besley and Persson (2011) can be perhaps seen as a direct predecessor. Criticisms immediately emerged, with Henderson (2020) arguing that Cowen’s specific proposals are in direct conflict with libertarianism, and with minor caveats, free economic institutions are already able to achieve the goals Cowen hopes to achieve with state capacity. Geloso and Salter (forthcoming) argue that the lack of examples of wealthy countries with weak states is due to survivorship bias, and they apply their argument to criticize Cowen (Geloso and Salter 2020). Caplan (2018), while not directly addressing State Capacity Libertarianism, argues that there is little reason to believe that the effects of state capacity are the result of strong states themselves, rather than the social and cultural factors that allowed a strong state to emerge in the first place. The purpose of this article is to put data to the question of the individual effects of state capacity and free economic institutions on economic performance, and the potential interaction between the two.

Abstract:
In the decades since the founding of the People’s Republic of China (PRC) in 1949, wild swings have occurred in the way that American media outlets view that country. At most times, a herd mentality is evident, as a large percentage of news stories portray China in one particular fashion, although there always are some dissenters from the dominant narrative. The nature of that narrative sometimes shifts rapidly and dramatically, however. During some periods, the prevailing perspective has been extremely hostile, with nearly all accounts seeing the PRC as a monstrous oppressor domestically and an existential security threat to the United States. That was the case for more than two decades following the communist revolution, until Richard Nixon’s administration suddenly altered U.S. policy in 1971–1972, and Washington no longer treated the PRC as a rogue state.

Abstract:
Most Americans will agree that the Chinese government has behaved badly in a number of ways, although they may not agree on exactly which Chinese government behavior is a problem. Perhaps it’s the treatment of ethnic or religious minorities, such as the Uighurs or Tibetans or Christians; maybe it’s the crackdown on protests in Hong Kong and failure to uphold the “one country, two systems” principle; or assertiveness in territorial disputes; or censorship; or protectionist trade practices; or intellectual property theft; or cyber‐​hacking; or spying; or most recently, being slow to disclose the emergence of the coronavirus and engaging in a propaganda war regarding who is at fault. It’s a long list, and everyone has their own priorities. But while there is loose agreement on the existence of a problem, there is great difficulty in coming up with an appropriate response. What can or should the United States government do about any of this? Is it possible to change the behavior of other governments? Is the U.S. government in a position to do it? Is it appropriate to do so?

2007. The Fall of Chile

Abstract:
Following the failed Marxist experiment of Chilean President Salvador Allende, a free‐​market revolution led by the so‐​called Chicago Boys in the 1970s and 1980s created the conditions necessary for the country to experience an “economic miracle” that captured worldwide attention.1 As Nobel laureate economist Gary Becker (1997) put it, Chile became “an economic role model for the whole underdeveloped world.” This performance, said Becker, “became still more impressive when the government was transformed into a democracy.” Along the same lines, Nobel laureate economist Paul Krugman argued that the reforms introduced by the Chicago Boys “proved highly successful and were preserved intact when Chile finally returned to democracy in 1989” (Krugman 2008: 31). Indeed, from 1990 to 2010 a left‐​wing coalition called “Concertación” came to power. Despite having been comprised of opponents to the military dictatorship and by many former members of Salvador Allende’s government, Concertación kept in place the foundations of the free‐​market system. A pragmatic view prevailed, leading to the recognition and adoption of the economic legacy of the Pinochet years.

Abstract:
This article examines 77 countries with the most significant economic liberalizations since 1970, as measured by changes in the Economic Freedom of the World (EFW) index. Measures of both the speed and comprehensiveness of the reforms are presented. Our empirical evidence suggests that faster reforming nations economically outperformed slower reformers. We do not find evidence that more comprehensive reforms, as opposed to more narrowly targeted reforms, had much of an impact on ensuing economic growth.

2009. Immigration and State Institutions: Does Region of Origin Matter?

Abstract:
Some immigration opponents claim that immigrants import bad institutions and policies from their country of origin into their new home country. We argue just the opposite—namely, that immigrants are more likely to self‐​select into countries with better institutions than those in their home countries. Researchers have examined this issue in both a cross‐​country and within‐​country context. Their findings have been mixed. Although others have found small or nonexistent impacts of immigrants on state institutions, those papers assume that all immigrants are the same. Our approach is unique in that it divides immigrant populations in a variety of ways. We build on the previous literature that examines the relationship between immigration and institutions at the state level, where there are smaller inherent differences in economic institutions (compared to differences across countries). We do so by incorporating the regional diversity of immigrant populations, examining whether immigrants’ countries of origin matter for economic outcomes in their new home country. Controlling for the diversity of immigrant populations in a way that previous researchers have not done improves our ability to assess immigration opponents’ claims that immigrants from economically worse‐​off countries hurt U.S. economic institutions. We find virtually no evidence of an economically and statistically significant relationship between the levels of immigration we have experienced in recent decades and a decline in economic institutions in the United States, regardless of the region or economic conditions of recent immigrants’ home countries. The limited statistically significant evidence we do find is mixed and small in magnitude. Thus, one of the key rationales used to call for immigration restrictions is not supported by our findings.

Financial transactions taxes (FTTs) have become increasingly popular since the 2008 financial crisis. During the 2020 Democratic presidential primary race, FTTs featured prominently on the platforms of both moderate Michael Bloomberg and socialist Bernie Sanders. The likely nominee, Joe Biden, has also expressed support for an FTT, albeit without offering any details in his election platform.

Interest rates declined in the wake of the 2007–2009 global financial crisis. They remained low for most of the 2010s, only rising modestly toward the end of the decade. In some European countries, interest rates even became negative. While limited to a few countries initially, the likelihood of more central banks following suit is growing in the wake of the COVID-19 pandemic. Not least, the Federal Reserve System is under pressure to adopt a negative federal funds rate (Bernanke 2020; Lilley and Rogoff 2020).

Iappreciate this opportunity to pay tribute to Marvin Goodfriend and his many contributions to the theory and practice of monetary policy. At the Kansas City Fed, we knew Marvin as a scholar and a good Federal Reserve colleague. Marvin also was a participant in a number of our Jackson Hole Economic Symposiums. As a Research Officer at the Richmond Fed, he attended the first symposium that we held in Jackson Hole, Wyoming, in 1982, where his work on “Discount Window Borrowing, Monetary Control, and the Post‐​October 6, 1979 Federal Reserve Operating Procedure” was widely cited.1 Thirty‐​four years later in 2016, as a professor at Carnegie Mellon, he presented a paper making the case for deeply negative interest rates as a policy tool that could breach the zero lower bound on nominal rates. He argued that “the zero interest bound encumbrance on monetary policy should be removed so that movements in the intertemporal terms of trade can be reflected fully in interest rate policy to sustain price stability and full employment with a minimum of inefficient and costly alternative policies” (Goodfriend 2016; 128; emphasis added).

Abstract:
State’s choice for human beings emerged when they realized that wild freedom in the “state of nature” where power is right, failed to achieve life and property independence and protection. Human beings were forced to capitulate for the common good to the abstract government. In what Hobbes (1588-1678) called the “social contract”, the state acknowledged this obligation to be governed by a leader of an all-powerful society. In his Second Treatise of Government (1689), John Locke (1632-1704) also agreed with Hobbes’ notion of a social contract, based on the premise that human beings are born free. Individuals enjoy a natural right to life, freedom and the freedom to own or possess estates.

Abstract:
South-South cooperation has been a fundamental pillar of the Cuban government’s foreign policy, based on the principles of solidarity and internationalism. Since the 1960s, Cuba began to support not only the progressive forces of Latin America but also the national liberation movements of the African continent that were consolidating their path towards decolonization, as well as other progressive governments and political forces of Sub-Saharan Africa in: Ghana, Guinea-Bissau, Guinea, Mali, Ethiopia, Tanzania, Angola, Zimbabwe, Mozambique, Namibia and South Africa. This support covered a wide range of spheres that ranged from political-diplomatic support in international forums to concrete support in vocational training, the transfer of resources and even military support to anti-colonial and anti-imperialist movements that were struggling to achieve or maintain the independence of their countries.

The recent global initiative towards federalized spending has been gradually justified on the basis that decentralization of resources to sub-national governments level are likely to deliver greater efficiency in the delivery of public goods and services and consequently stimulate economic activities at devolved units (Martinez-Vasquez and McNab 2006). The devolution trend in unindustrialized nations is reinforced by the International Monetary Fund (IMF) and World Bank (WB), which considers expenditure decentralization as a key pillar of its economic growth and poverty eradication strategy (World Bank 2016). But, attention to expenditure transfer has been mainly inspired by local political reasons (Mwiathi 2017). Like the case of Kenya in 2007/2008. The 2007/2008 post-election violence saw the introduction of the new governance system, which entrenched devolved systems (GoK 2010). In a number of nations including Kenya, a devolved system of governance refers to devolution. Essentially devolution is one form of fiscal decentralization. However, devolution is more extensive and includes transfer of both economic and political powers from central government to devolved units (Ezcurra and Rodríguez-Pose 2010).

The political and economic emancipation in the African continent occurred, mostly, through wars of national liberation, from 1953 to 1960, causing the uprooting of civilians who were in the midst of these conflicts, as in the case of analysis on the Horn of Africa - Somalia. Civil wars, coups d’état, political instability, physical and climatic conditions from Somalia forced the exodus of Somalis to neighboring countries in search of protection and minimum conditions for survival (Silva 2016). Kenya had an open policy for refugees, however after the fall of the military regime in Barré in 1991 it began to receive thousands of Somalis in its territory. Therefore, as a result of this large flow of people, the Kenyan government had to enlist the assistance of the United Nations High Commissioner for Refugees (UNHCR) in search of humanitarian aid. Some authors refer to Western Sahara as “the last colony” of Africa. Indeed, officially, the sahrawi territory has never been decolonized; thus, the situation of Western Sahara is very peculiar in the context of UN Peace Operations, when compared with another ongoing missions, and, yet, is quite unique in the geopolitical context, since the international community has divergent opinions regarding this territory. In this context, the present article aims to answer the following question: Which are the main reasons that allows the deadlock for the resolution in the Western Sahara’s conflict, initiated in the 70s, to endure until the present days, even with the MINURSO establishment in 1991? The hypothesis sustained is that the dilemma in the conflict solution in West Sahara continues due to political-economical interests, and also the interference/ interests of important global geopolitical actors, impelling that the diplomacy intermediate by the UN, through MINURSO, reaches the success and the aimed solution. In order to answer the proposed question, it is intended to present the history of the conflict until the MINURSO implementation, followed by the detailing of that mission and, in the end, to approach economical, strategic and geopolitical interests of the main actors involved in the sahrawi question.

Abstract:
This study examines que agrarian question in the African continent in general – relating it to Guinea-Bissau’s specific experience since the neoliberal period. The main objective is to provide the underlying historical panorama of land debate in the continent by using authors from several African regions and confronting them with Cabral’s perspectives (Cabral 1966) on how agriculture and industry should mutually stimulate each other, in a balanced and harmonized way, while considering the question of gender/ labour, in order to promote African farmers. In its first part, the article shortly investigates, without losing density, the academic debate among social scientists on agrarian transition in Africa. Special attention will be given to the farmers-land relation in colonial, post-independence and neoliberal times. In the second part of the study, we shall thoroughly approach current contradictions emerging from the African agrarian issue (gender and labour, food security and monoculture), articulating them with a closer look into Guinea-Bissau (our main object).

The Republic of Mozambique is located in the southern hemisphere between the latitudes of 10 degrees, 27 minutes South and 26 degrees, 52 minutes South, and it also belongs to the Eastern Hemisphere between the meridians of 30 degrees and 12 minutes East and 40 degrees and 51 minutes East. The Mozambican state is an integral part of the territory of Mozambique whose independence was proclaimed on June 25, 1975 as The People’s Republic of Mozambique and later, in 1990, the Republic of Mozambique (Dos Muchangos 1999).

Abstract:
Legal pluralism is seen as a theory that supports the coexistence of several legal systems within the same society. This is due to the existence of efficient legal systems, simultaneously in the same environment and spacetime. This coexistence of several legal systems in the same space and time has gained historical relevance due to several factors, such as the rupture of the Roman Empire, which resulted in the forced cultural exchange resulting from the barbarian invasions. Colonization also caused a situation in which several rules and customs of different peoples had to coexist, namely between colonized and colonizers. With decolonization, legal systems were created based on the rules of the colonizers, but with specificities and differences of their own. Globalization has also influenced the diversification of legal pluralisms, weakening the role of the state as the sole holder and creator of legal systems.

Abstract:
Law 10/15 of June 17, the Law on the Right to Asylum and the Status of Refugees in Angola, was approved in a context of peace and political, economic, and social stability. The law came into force at a time when the number of refugees and asylum seekers in the country was growing. Political instability, war, and ethnic violence in neighboring countries such as the Democratic Republic of Congo (DRC) led to the flight of nationals of that country to Angola. In 2016, more than 40,000 Congolese refugees fled ethnic atrocities in Kasai and Central Kasai provinces to seek protection in Angola, joining others who were already welcomed in the country. The majority came from the Republic of theCongo, Rwanda, Burundi, the Ivory Coast, Sierra Leone, the Central African Republic, and Liberia. The reception of these individuals was, and still is, supported by the Angolan Constitution (CRA), which guarantees every foreign citizen or stateless person the right to asylum (CRA, art. 71).

The post-civil war reconstruction programme was promulgated by the Federal Military Government under General Yakubu Gowon at the end of the Nigerian Civil War for the reconstruction and rehabilitation of damaged infrastructure and reintegration of the Igbo into the matrix of the Nigerian state. The post-war policy of the Midwest State Government in its attempts at reconstructing Anioma (Western Igboland) at the end of the civil war was half-hearted and not genuine. The efforts pursued by both the Federal and Midwest State governments in assisting people to rehabilitate themselves and rebuild their social and economic infrastructure were marginal.

This paper is part of a research on gender violence experienced by women in São Tomé and Príncipe. The country has a very recent experience of democratic republic: it had its political independence in 1975 and became a multi-party democratic republic in the 1990s. It has been colonized by Portugal since the end of the 15th century and carries in its post-independence process the economic and social effects of a society that has only very recently been constituted autonomously. The data on Sao Tome inform that the country is strongly marked by poverty, dependence on external resources and a remarkable gender inequality. Gender violence is a present reality in Sao Tomean society and initiatives to confront and promote gender equality are also recent.

To translate the vision of the 2013 Solemn Declaration into action, the Master Roadmap of Practical Steps to Silence the Guns by Year 2020 (AUMR) was adopted by the African Union (AU) Peace and Security Council in 2016. The AUMR was to be executed by the AU Commission in collaboration with key stakeholders, including regional economic communities; economic, social and cultural communities; organs of the AU; the United Nations (UN) and civil society organisations. Speaking to this endeavour, the 33rd AU Ordinary Summit took stock of achievements and challenges encountered in implementing this flagship project of Silencing the Guns by 2020. It further sought to devise a more robust action plan, informed by the Monitoring and Evaluation Mechanism of the AUMR, for a peaceful and prosperous Africa. Conflicts have robbed Africa of over US$100 billion since the end of the Cold War in 1991. The continent has unfortunately witnessed some of the world’s biggest fatalities, food and humanitarian crises and the erosion of social cohesion, coupled with the total breakdown of economies and decimation of the environmental and political landscape. It is worrisome to see countries such as South Sudan, Central African Republic, Democratic Republic of the Congo, Somalia, Mali and Libya continuing to witness persistent levels of armed conflict, and the decolonisation conflict in Western Sahara is remaining unresolved for so long. The threat posed by COVID-19 has considerably slowed the momentum of the silencing the guns agenda and has abruptly added to the existing challenges, slowing down the attainment of peace and development

Abstract:
This reality has been further exacerbated by the emergence of the COVID-19 pandemic, which threatens the progress made over the years towards gender equality. It has also shown, as in many previous crises, that women and girls continue to be disproportionately affected, hence stressing the need for a strong women, peace and security (WPS) agenda in response to societal threats. It is from this perspective that the Office of the Special Envoy (OSE) of the Chairperson of the African Union (AU) Commission on Women, Peace and Security virtually convened the first Africa Forum on Women, Peace and Security, from 10 to 12 November 2020. The Forum brought together representatives of member states, women peacebuilders, youth peace ambassadors, women peacekeepers, women refugees, media and centres of excellence on WPS, with the aim to federate efforts to accelerate actions for peace. These actions are located in the broader agenda for peace and security in Africa and its clarion call to “silence the guns by 2020” – the guiding theme that represents the overarching aspirations of the AU’s Agenda 2063.

The partnership is underpinned by the twin principles of subsidiarity and complementarity.2 Although the RECs/RMs are not uniform entities, it is well established that neither the AU nor the UN can undertake a successful peacemaking venture without the active involvement of the dominant REC/RM in a particular sub-region. For example, the Intergovernmental Authority on Development’s (IGAD) pivotal role in the mediation efforts that led to the signing of the Revitalised-Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS) is the most recent demonstration of this trend.3 Similar examples exist in West, Central and southern Africa, where the RECs/RMs in these sub-regions continue to serve as anchors for security and stability.

On the occasion of the 50th anniversary of the Organisation of African Unity (OAU)/African Union (AU) in 2013, African leaders solemnly declared “not to bequeath the burden of conflicts to the next generation of Africans” and “to end all wars in Africa by 2020”.1 The AU Agenda 2063: The Africa We Want,2 adopted two years later under the aspirational goal of an “integrated, prosperous and peaceful Africa, driven by its own citizens”, reaffirmed that “all guns will be silent by 2020”, meaning that Africa “shall be free from armed conflict, terrorism, extremism, intolerance and gender-based violence, which are major threats to human security, peace and development”. The AU Agenda 2063 rightly recognised that good governance, democracy, social inclusion, respect for human rights, justice and the rule of law are the “necessary pre-conditions for a peaceful and conflict free continent”. The framers of this document were keenly aware – as many others are – that without addressing the pervasive, internal democratic, governance and development deficits at the root of much of the violence on the continent, sustainable peace would, at best, be elusive

Young people constitute the biggest proportion of the African population, and are the most affected demographic group in any country’s socio-economic and political developments. By 2019, almost 60% of Africa’s population was estimated to be under the age of 25 years, making Africa the world’s youngest continent.1 According to United Nations (UN) demographic projections, the median age in Africa in 2020 is 19.8 years.2 Almost 16 million young Africans – around 13.4% of the total labour force of 15–24-year-olds – are unemployed, more than 40% of young Africans consider their current living situation to be very bad or fairly bad, and 60% of Africans (especially youth) think that their governments are doing a very bad or fairly bad job at addressing the needs of young people.3 Young people are not represented well and are marginalised and excluded from development processes in many African countries. This pushes them to participate in demonstrations as they try to change political systems that are perceived to be incompetent and responsible for the daily suffering of people. These demonstrations have challenged institutions of power, but their influence has failed to go beyond post-protest governments and development. This article provides an overview of some of the causes and achievements of youth-led demonstrations in many parts of Africa since the Arab Spring in 2010. It also highlights several lessons from the recent developments that occurred in Sudan in 2019, where protests gave rise to a coalition government with the military and a roadmap to a civilian government through elections in three years.

Many refugees in Uganda do not have the necessary identity documents to guarantee their protection, employment and so on, because most of them moved to urban cities on their own. They experience discrimination, poverty and difficulty in attaining sustainable livelihoods. Many South Sudanese and Congolese refugees have been in Uganda or years, yet still have not achieved full refugee status. Arua and the West Nile sub-region at large are in the unique position of having a number of tribes that share common heritage and ancestry across the borders of Uganda, South Sudan and the Democratic Republic of the Congo (DRC). Most of the South Sudanese from Yei, Morobo and Kajo-Keji in the Western Equatoria region and Congolese from the north-eastern part of Ituri province (Imgbokolo and Abia) not only share the same language, but also have relatives across the border in Uganda. Therefore, in situations of conflict in South Sudan and the DRC, these family members quickly identify with each other and provide easy access to these refugees to enter Uganda. This is commonly seen among the Lugbara, Madi and Kakwa tribes who are predominant in the region. Using qualitative research methods (semi-structured interviews and ethnographic observations), this article presents the challenges of urban refugees and how they have attempted to improve their lives and realise their aspirations. The article concludes by proposing options to support urban refugees.

Abstract:
This article draws from a skills-building project carried out by the Nneola Foundation for Women and Children Development, a livelihoods and peacebuilding initiative for women in Nigeria. The organisation was founded by the author to support women in developing work-related skills that aid socio-economic development. This project was a one-year (2017–2018) skills acquisition training for women that took place in Delta State, Nigeria. The Nneola Foundation partnered with a local tailoring organisation in Delta State to teach sewing skills to five unemployed married women, who were selected from a pool of applicants based on their financial needs and interest in acquiring tailoring skills. Drawing on insights from a year-long interaction with the project coordinator, this article discusses the potential and limitations of tailoring as a peacebuilding and skills-building initiative that seeks to provide women with livelihood and community engagement opportunities. Situated within Johan Galtung’s concepts of positive peace and structural violence,1 the article further demonstrates how structural violence (inequality) can be addressed through positive peacebuilding (livelihood opportunities). This was a relatively small project, and the lessons learnt are summarised and discussed, with recommendations for those considering similar projects in the future.

Some developments in Africa during the first decade of this century ushered in a shared viewpoint within the African Union’s (AU) institutional space that one of the ways to propel sustainable peace within the African continent is through the forceful implementation of post-conflict reconstruction and development projects. This was a period when it became evident, both regionally and globally, that Africa would not achieve its desired prosperity and development unless sustainable stability was restored in a number of post-conflict states. In activating a coordinated effort to pursue a conflict-free Africa,2 AU policymakers placed priority on post-conflict peacebuilding activities.3 The first prominent action carried in this regard was the development of the AU’s Post-conflict Reconstruction and Development (PCRD) policy in 2006. Six years later, it became apparent to African regional actors that the visionary ideas embedded in the PCRD framework were utopian and unrealistic unless there was a clear demonstration of African self-reliance, leadership and ownership in the area of resource mobilisation for such a complex enterprise. This consensual acknowledgement invariably culminated in the launch of the African Solidarity Initiative (ASI) in 2012 as a flagship continental mechanism for mobilising resources within the African continent to build the institutional capacity of African states that were, and are, emerging from conflict.

Abstract:
The power of social media in contemporary society cannot be ignored. Social media platforms such as Twitter, Facebook and WhatsApp, among others, provide a space in which society can communicate freely and cheaply, articulating their divergent viewpoints. Social media can be used to promote peace and tolerance if used carefully. However, academics have noted that social media can also have destructive consequences for society, such as heightened conflicts and hatred, due to the spread of “fake” information from various sectors of society. There is empirical evidence showing how social media has been used as a tool to promote hate speech and the isolation of certain groups in society. When parties with divergent viewpoints take their conflict into the offline sphere, it can lead to bloodshed and death.

Human rights violations continue to dominate Zimbabwe’s social and political spaces. Despite being a signatory to continental and global human rights conventions, Zimbabwe’s commitment to human rights remains questionable. As there remains a rift between the African Union (AU), some member states and the International Criminal Court (ICC), the South African government tabled a motion in parliament to withdraw from the Rome Statute in October 2019. This followed an earlier attempt in October 2016 to withdraw, one year after the then AU chairperson, Robert Mugabe, insisted that its members must not cooperate with the ICC, as it was accused of being anti-African.1 South Africa initially rejected the call for non-cooperation but, in 2015, refused to arrest Sudanese president, Omar al-Bashir, with the ICC’s powers of universal jurisdiction, signalling contempt of court.2 Given this context, this article contends that it will not be South Africans who will bear the consequences if the country eventually succeeds and withdraws from the ICC, but other African people living under regimes without good human rights records, such as Zimbabwe. While the dimension of South Africa’s geopolitical interests in Africa has sufficiently been analysed by Isike and Ogunnubi,3 I argue that the implications for human rights of the country’s withdrawal have not been exhausted.

Whilst the number of insurgencies has steadily increased since the end of the 1990s, today they constitute the majority of all globally monitored conflicts.1 Insurgencies, defined as “organized subversion and violence to seize, nullify, or challenge political control of a region”2 have consequently become a key focus for conflict analysts, with counter-insurgency (COIN) operations now a central tenant within the education of modern professional armed forces.3 COIN itself consists of a “combination of measures undertaken by a government, sometimes with […] multinational partner support, to defeat an insurgency”.4 These missions have been primarily conducted by Western forces, which this article defines as those belonging to the European Union, Canada, New Zealand, the United Kingdom or the United States of America – as not only are these states in line with what is traditionally considered Western society, but are well documented as leaders of Western COIN operations.5 However, non-Western COIN operations now constitute the majority of global COIN operations. One such example is the ongoing operation against the Islamist group known as Boko Haram, in the Lake Chad Basin.6 Despite the fact that Boko Haram continues to operate today, between 2011 and 2019 the Nigerian Joint Task Force (NJTF), as part of the Lake Chad Basin Multinational Joint Task Force (MNJTF), successfully reduced both the ability and reach of Boko Haram. This was achieved by adopting the widely accepted best practices of COIN: a regional focus, a political strategy and a population-centric security focus.7 This article explores each of these strategies, analysing them through a theoretical lens, before outlining the mission’s shortcomings and finally considering the lessons that can be learnt and contrasting them with Western COIN missions in Afghanistan, Vietnam and Kenya.

Abstract:
Electoral disputes have long played a role in directing political conflicts towards the attainment of ephemeral peace in both Zimbabwe and Lesotho – two countries in the Southern African Development Community (SADC) region. Zimbabwe’s Global Political Agreement (GPA) helped to end conflict in the country, further establishing a government of national unity (GNU) with institutional mechanisms and conditions that enabled transition to a more peaceful context. A decade later, Zimbabwe is still at a crossroads, facing almost the same political and economic hardships that it did in 2008, when the GPA was signed. The current political stand-off between the Zimbabwe African National Union – Patriotic Front (ZANU–PF) and the Movement for Democratic Change (MDC) is a manifestation of the deep-seated political problems in the country, and proof that the GNU did not enable lasting solutions to Zimbabwe’s politico-economic crisis.

Abstract:
The overthrow of Omar Hassan Ahmad al-Bashir from the presidency of Sudan by the Sudanese Armed Forces (SAF) on 11 April 2019, following several months of protests and civil uprisings by Sudanese citizens, resulted in a prolonged governance and political crisis. Al-Bashir, who was a SAF lieutenant general, came to power in June 1989, through a military coup d’état staged against Sadiq al-Mahdi, who was the then-prime minister of Sudan. Al-Bashir had been in power for almost 30 years, making him one of the longest-serving presidents on the continent. Following his ousting on 11 April 2019, internal political players and stakeholders – mainly the ruling Transitional Military Council (TMC) and a coalition of protesters and opposition groups, led by the Alliance for Freedom and Change/Forces of Freedom and Change (FFC) in Sudan – failed to speedily agree and settle on an effective transitional governance authority.

Abstract:
This article is an attempt to contextualise Zimbabwe’s complex history of political violence and conflict while providing an analysis of reconciliation, peacebuilding and nation-building attempts since 1980. The article contends that prospects for successful peacebuilding and post-conflict reconstruction in any society hinge on the development of a specific set of skills to attend to the various challenges and opportunities presented by conflict and violence. In Zimbabwe, the National Peace and Reconciliation Commission (NPRC) represents a first major attempt in this regard. The NPRC is an attempt to resolve past violent conflicts while building local capacities to guarantee a peaceful and harmonious future for all. In Zimbabwe, while conflicts today find expression in different interconnected layers, ranging from a household level (domestic violence) to broader social-level land conflicts, the majority of conflicts remain deeply rooted in disputes over national power (politics) and socio-economic hardships. In attempting to provide analyses of the crises in Zimbabwe, this author remains aware that the crises are complex and multidimensional. Because of this limitation, this article only explores issues that have a bearing on the healing, reconciliation and nation-building process in Zimbabwe.

Abstract:
Prior to the advent of so-called scientific knowledge and systems, indigenous knowledge was the single-most important aspect of human development utilised by communities across the world to sustain their well-being. With the advance of technology, indigenous knowledge is often mistakenly labelled as unscientific, illogical, irrational, traditional and a development impediment.1 Such conceptions of indigenous knowledge resulted in the favouring of scientifically driven approaches, which are mainly Eurocentric, as the main solutions to the development–democracy challenges of underdeveloped nations. Indigenous knowledge is also usually viewed as valueless to sustainable development. Consequently, newly independent states in Africa, South America and Asia have followed the adoption of a “one-fits-all” approach to development. Unfortunately, the adoption of foreign-born and -grown development and democracy models without integration into indigenous development and values creates political and development uncertainties in Third World countries. Policymakers and development planners have thus failed to achieve sustainable development. A dependency syndrome of developing states on Western fabricated development models has thus emerged. Nevertheless, the last three decades have witnessed a paradigm shift from the total sidelining of indigenous knowledge to the importance of promoting, empowering and linking it to solutions. A new area of interest is indigenous natural resource management mechanisms. As mentioned previously, conservationists and policymakers downgraded indigenous resource management mechanisms. According to Zelealem and Williams:2 “[R]ecent interest by conservationists in indigenous resource management systems, however, has arisen from the failure of many other types of conservation initiatives and the search for viable and sustainable alternatives to current models for managing resource use.” In this regard, Ethiopia is very rich in indigenous knowledge systems, practice, knowledge creation (such as Qine), architecture, medicine, agriculture, cottage industry, conflict resolution, governance, natural resource management mechanisms, terracing experience (of the Konso people) and building (of houses from stone in North Shewa and Tigray). However, these indigenous knowledge systems and practices are not systematically identified, studied, documented and utilised in a manner that meets sustainable development goals and improves quality of life. The indigenous knowledge system in Ethiopia is an unseen, underutilised and neglected resource with incomparable potential for development.

Abstract:
Internet shutdowns – and especially social media disruptions – in Africa are becoming more frequent, mostly around election times and during national exams. A significant communications shutdown occurred in Cameroon in 2018 and lasted 249 days, costing the country US$38 853 122.1 In 2016, an internet shutdown in India cost US$968 080 702.2 Data shows that globally, India leads, with 70% of all known large-scale shutdowns.3 In Africa, Cameroon leads, with 249 days in 2018.4 Some of the reasons cited by governments for shutting down the internet and communications includes national security, political events and school exams. A communications shutdown entails cutting people off from the rest of the world, creating ambiguity and frustration and preventing access to information, which triggers strikes or protests that may become violent. This article examines two case studies – Kashmir and Cameroon – where recent communications shutdowns have led to violent conflict. The information for Kashmir was collected qualitatively – that is, observation and interviews were the key tools used, during a visit to Kashmir in 2019. Ten key informant interviews were conducted with different stakeholders who were affected by the crisis. The interviewees worked in local hospitals or small businesses. In the case of Cameroon, a desk review was undertaken to understand and analyse the conflict. Information was also gleaned from non-governmental organisations working in Kashmir and Cameroon. The communications shutdowns in Cameroon and Kashmir involved disrupting telephone, internet and mobile networks. These recent events in the two countries, which hampered people’s ability to communicate with each other and be informed, and which also included detention of people without trial, especially in Kashmir, violated Article 1 of the Universal Declaration of Human Rights. This states: “All human beings are born free and equal in dignity and rights. They are endowed with reasons and conscience and should act towards one another in a spirit of brotherhood.” Also, Article 9 states: “No one shall be subjected to arbitrary arrests and detention,”5 and calls for the right of political prisoners to have access to justice and get fair trials, which was apparently not the case. There is a close link between conflict, human rights and the denial of rights, as they can lead to the frustration of needs related to identity, welfare, freedom and security, which are fundamental rights for survival. If rights are denied, needs are frustrated – which can lead to violent conflict as people seek ways to address their basic needs and violated rights.6 Everyone has the fundamental right to express their opinion, as indicated by the United Nations (UN): “Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”7

There is a considerable popular feeling of exclusion and perceived sense of injustice among various units of the Nigerian federation – a situation that has led to alienation, suspicion and apprehension among various groups in the country. Over time, different groups have pursued separatist ambitions in Nigeria – some examples are Ogoni nationalism and the Boko Haram insurgency. This article focuses on Nigeria’s unresolved ethnic tensions and suspicions of domination that led to the declaration of the state of Biafra, leading to the Nigerian civil war between 1967 and 1970, and the subsequent persistent agitation for an independent state of Biafra since the end of the war.

Abstract:
Reconciliation in Zimbabwe remains a recurring question despite several interventions by the government to respond to the challenge. Such efforts stretch as far back as the first decade of independence. A key observation about the failure of the interventions is the weak utilisation of localism. Yet other countries with similar historical experiences as Zimbabwe have recorded better progress by embracing community-based methods. Indeed, the traditional liberal view that there is a universal set of approaches to reconciliation has for long been discredited and it is now widely accepted that due to diverse cultural values, practices and norms, communities should approach reconciliation in diverse ways. The National Peace and Reconciliation Commission (NPRC) of Zimbabwe has the opportunity to learn from other developing countries on how community approaches unfolded, and apply such lessons in enriching its own programmes in the country. The East Timor and Sierra Leone cases are adduced as providing practical and valuable insights upon which the NPRC can benchmark and refine its strategy, and take advantage of the idle pool of indigenous methods in the country.

Abstract:
Since the discovery of oil in Bunyoro sub-region, land-related conflicts have grown rapidly. Traditional conflict resolution capacities, which were already in a state of disrepair, have been side-lined and the court system has been overwhelmed. Given this context, the objective of this research was to enhance the capacity of local peacebuilders to help resolve land conflicts in their communities. The research was based on an action research approach which involved three phases – exploring the issue, planning and implementing an intervention and evaluating the short-term outcomes. In the exploration phase, data was collected using focus group discussions with community members and in-depth interviews with key informants. In the intervention phase, an action team was formed to help resolve land- related conflicts in their communities, using traditional conflict resolution approaches. The short-term outcomes show that local peacebuilding capacities were enhanced and that many land-related conflicts were resolved using traditional conflict resolution approaches.

Abstract:
Conflict over a natural resource deposit is commonplace in many resource-rich African countries. Such is the case at Odugblase in the Eastern Region of Ghana where the Manya Krobo and the Yilo Krobo traditional councils are in a protracted conflict pertaining to their claims of sovereignty over land-sites where limestone is mined – each vying for a greater portion of the mineral royalties set aside for local authorities. This article studies the attempts by the government and the mining company (Ghana Cement Limited) to resolve the Manya-Yilo conflict, in order to understand why none of them was successful. This study finds that the government’s committee of enquiry to resolve the Manya-Yilo conflict was unsuccessful as the investigation process did not adequately involve the traditional councils and there is no political will to enforce the recommendation of the committee. Similarly, a mediation attempt by Ghana Cement Limited was unsuccessful due to the limited involvement of the opponents. The complex political structure, the inadequate regulations for distributing mineral royalties, and weak municipal assemblies are major factors protracting the Manya-Yilo conflict. The traditional councils need to negotiate with each other so that they and their respective municipal assemblies receive the limestone royalties and use the funds to develop the mining community.

Abstract:
Conflict is inevitable in any human relationship. The situation is the same in the university system where several groups with diverse interests exist. While scholarly attention has focused on conflict and conflict resolution in the larger human society, less attention has been directed towards conflict and its resolution between and among various groups within a university. This article empirically examines the relations between the Students’ Union (the body representing the students) and the management of Obafemi Awolowo University (OAU), and the conflict resolution mechanisms available to the groups. The article adopts secondary and primary data sourced from semi-structured interviews, and analyses the data using descriptive and content analysis methods. Findings show that the relations between the Students’ Union and the management of OAU are mixed, largely depending on the strategies adopted by the union leaders and the university administrators; that conflicts are mostly triggered by issues bordering on students’ welfare; and that mechanisms such as mediation, negotiation, and consultation are some of the conflict resolution mechanisms between OAU students and management. The article concludes that the central issue between the Students’ Union and management of OAU is student welfare, and that to avert future conflicts, student welfare must be management’s priority at all times.

Abstract:
The African Union (AU) has achieved much in conflict management through its ad hoc approach to peacekeeping. Rather than contend on how to make this approach more effective, African conflict scholars and bureaucrats are now favouring and focusing on the African Standby Force (ASF) and the African Capacity for Immediate Response to Conflict (ACIRC). The debates often laud these mechanisms as necessary for effective peacekeeping in Africa without assessing if they can really get the job done. This paper queries the competency of these mechanisms in achieving stability in conflict areas and asks if they can really be more effective than the ad hoc approach? This article contends that emphasis should rather be on improving the ad hoc approach than on the operationalisation of the two new mechanisms. This paper argues that the ad hoc approach has had major successes. The newly established mechanisms, though yet to be tested, will be ineffective in keeping the peace due to their major structural defects.

Quantum computing has the potential to bring tremendous advancements to science, including biology, chemistry, physics, and many other disciplines. The practical application will empower a stronger defense against future pandemics similar to COVID-19, not only in the acceleration of the development of vaccines and treatments, but also in optimizing currently unsolvable logistics problems such as how to deliver and route vaccines. In computer science, the “traveling salesman problem” shows it is impractical to find the optimal shortest path to visit cities once the list grows to even a few dozen. This same challenge in delivering vaccines to rural areas during a pandemic is exactly the type of problem that quantum computing will be well suited to solve.

Abstract:
American blood and treasure should be prioritized to secure U.S. national interests. The United States military is not the world’s police force, and where others can share the burden, the United States should add only its unique capabilities. But defending U.S. interests extends even into faraway lands, including Africa. While Africa may never be a top national security concern for the United States, a convergence of gains by state and nonstate actors alike there affect U.S. security and economic interests globally. Yet the Pentagon’s recent effort to rebalance its resources against great power competitors—especially China and Russia—after almost two decades of counterterrorism dominance places the commitment of U.S. military resources to Africa in question. Drawing down too far militarily in Africa risks losing influence on the continent to those very same state actors, erasing hard–fought counterterrorism gains, and compromising U.S. global interests.

The January issue of Prism carried an article titled “The Worst Possible Day”1 that included a discussion of the implications for the United States of banning Chinese company Huawei from networks that the United States and its allies rely on for national security-related communications. A supporter of the ban, the author, Thomas Donahue, emphasized the critical importance of using equipment from trusted sources in U.S. telecom infrastructure and that of its allies. He argued that the consequences of not doing so could be catastrophic when the United States needs to project power, or convincingly threaten the use of force, such as during a military conflict. The article concluded that the United States needs to seriously consider how to assure the use of trusted alternatives to Huawei equipment, whether by supporting the development of a U.S.-based manufacturer or consortium, or spending tens of billions of dollars to acquire either or both the manufacturers Nokia and Ericsson, or investing significantly in the two Nordic firms.

The Chinese soldier who pushed the Indian Colonel Santosh Babu (who tragically died) and thereby triggered the violent clash between Chinese and Indian soldiers in mid-June 2020 should be court-martialed. Both sides suffered casualties, the worst since 1975. This one push by one Chinese soldier has set back China-India relations severely, undermining all the good work that had been done over several years by Prime Minister Manmohan Singh and Premier Wen Jiabao, as well as by Prime Minister Narendra Modi and President Xi Jinping. Equally importantly, it has reinforced a growing belief, especially in the western world, that as China’s economy becomes stronger and stronger, China will abandon its “peaceful rise” and behave as a militarily expansionist power. This could well happen. It would be naive to believe otherwise. However, a deep study of Chinese history and culture would also show that the continuation of a peaceful rise is equally plausible.

When COVID-19 first emerged in late-2019 in Wuhan, China, without adequate containment, the virus and the economic shock waves that followed quickly spread across the world, leaving few countries unaffected by the contagion. COVID-19 quickly escalated into an ongoing and widespread global crisis, placing acute pressure on prevailing economic systems, governance structures, development institutions and health systems not experienced since the Spanish flu of 1918. In doing so, it crippled economies and ruptured trajectories of globalization and development, with a myriad of negative impacts as well as unintended positive effects such as reduced carbon emissions. As the pandemic continues to unfold, the responses of individual nation-states and sub-national regions have been both varied and divergent.

2078. Healing in the Himalayas: Robert Saunders, Surgeon, and the Embassy to Bhutan and Tibet of 1783

Abstract:
In 1783, Captain Samuel Turner, surveyor Samuel Davis, and surgeon Robert Saunders journeyed from India on an embassy through Bhutan and into Tibet. Saunders, of the Bengal Medical Service, reported his medical observations in the Proceedings of the Royal Society, the leading science journal of its time. In his observations, Saunders provides glimpses into both Bhutanese and British medical practices of the late eighteenth century. Saunders’ description and observations of goiter became widely quoted, helping to forge a path to the elimination of the condition, and his explanation for the causes of snow blindness were confirmed in laboratory experiments more than 100 years later. Saunders not only sought to observe and to teach, but also to learn from the local healers he encountered. His writings show a respect for the Bhutanese and Tibetan peoples and their medical knowledge that is rare in colonial writings.

Bhutan has had its own share of history in consonance to the development of its foreign policy over the decades. From abandoning its self-isolation policy to developing relations with India and other countries, to supporting the formation of SAARC and further accepting the membership of BIMSTEC, all the events have steadily contributed to the growth of Bhutan’s foreign policy. SAARC was formed in 1985 for regional growth and development, and Bhutan was one of the founding members of SAARC. And since its formation, Bhutan has been actively participating in the activities and programmes of SAARC. BIMSTEC as a sub-regional organization was established in 1997 with the objective of attaining rapid socioeconomic development of the Bay of Bengal region through technical and economic cooperation in various areas among the members. It came into prominence due to the failure of SAARC and also due to the fact that it would serve as a bridge between South Asia and South East Asia. Bhutan became its member in the 2004. Thus, the paper will look into the changing dynamics of Bhutan’s foreign policy from self isolation to a country which opened up for diversification. Further, the paper will also examine Bhutan’s changing dynamics of foreign policy with the formation and Bhutan’s engagement with SAARC and BIMSTEC. The areas and potentialities these two organizations have provided for Bhutan will be highlighted upon.

The ruler Gaeboo Achyok (Rgyal-po A-mchog) is undoubtedly the most highly celebrated Lepcha cultural hero. It was he who led a valiant attempt during the second half of the 17th century to assert the authority of the Lepcha people over their ancestral lands in the region of modern Kalimpong and the hill country near South-west Bhutan. Although his story has been told by previous authors, much is still based on legend and conflicting secondary sources. So, it is worth reviewing the primary original, written documents in the context of broader events of his era.

Nenyingpa (gnas rnying pa) was one of the schools of Tibetan Buddhism to spread in proto-Bhutan or Lhomon Khazhi (lho mon kha bzhi) as Bhutan was then known. Some of the other schools were Lhapa (lha pa) of Drigung Kagyu (’bri gung bka’ brgyud), Kathogpa (ka thog pa) of Nyingma (rnying ma) school, Chakzampa (lcag zam pa) of Thangtong Gyalpo (thang stong rgyal po), Barawa (’ba’ ra ba) school of Gyaltshan Palzang (rgyal mtshan dpal bzang), and Gaden Shingtapa (dga’ ldan shing ta pa?). Several centuries later, the school, its lamas (bla ma) and their legacies are not known in Bhutan for various reasons. They were a member of the coalition of five lamas (bla ma khag lnga) who opposed Zhabdrung Ngawang Namgyal’s (1594- 1651) consolidation of political power under Drukpa Kagyu (’brug pa bka’ rgyud) school in western Bhutan.

On 21 September 1971, Bhutan became the 128th member of the United Nations Organization during its 26th General Assembly. That same day, the Kingdoms of Bahrain and Qatar were also admitted as new members. It was one of the most important days in our journey to achieve international recognition as a sovereign nation. Our membership to this international organization is an enduring legacy of the farsighted leadership and vision of our late King His Majesty Jigme Dorji Wangchuck. In this article, I will recall some important milestones on the political and diplomatic journey towards Bhutan’s UN membership.

Background: This paper will analyse the legal meaning of what constitutes Gross National Happiness (GNH) and happiness in Bhutan from 2008 to 2019. These legal definitions are then linked with whether they reflect balancing traditional cultural values with material needs of happiness through governmental and individual actions to become enlightened. Results: Bhutanese legislative Acts from 2008 to 2019 have adopted and updated happiness requirements in five of nine GNH material domains including health, economic development, cultural resiliency, good governance, and ecological resiliency. One other Act in the area of disaster management has implemented the constitutional happiness provision for security. These Acts and constitutional provisions balance traditional values and material needs of happiness by government requirements and individual actions to become Enlightened. Conclusion: The meaning of happiness in Bhutan while solidly grounded in foundational concepts of GNH and happiness continues to evolve as Bhutan progresses now and into the future.

Abstract:
The scouting programme in Bhutan has been implemented as cocurricular activities in a non-formal setting to promote physical, intellectual, social, emotional and spiritual development, and to cultivate citizenship. This study is a need assessment conducted to evaluate the relevance of existing scouting programmes and recommend development of new programmes. We conducted a crosssectional study using stratified random sampling. Data was collected using a leader-assisted structured questionnaire and was analysed using SPSS (Version 23) and MS Excel. Descriptive statistics such as frequency and mean were used to describe the result. A total of 193 respondents (71 Nachung Scouts, 72 Nazhoen Scouts, 30 CBS, and 20 Scout Leaders) participated in the study. Although there was a high level of agreement on the effectiveness of existing scouting programme, the finding shows that there is a need to align programmes towards intellectual development of both Nachung and Nazhoen scouts. Based on the specific item analysis, programmes on developing good personal habits, making sense of the data, applying scout laws and promises, maintaining meaningful relationship with others, being expressive with one’s emotions, and more religious programmes are recommended for both Nachung and Nazhoen scouts. Further, we recommend programmes for Nachung Scouts on the significance and contributions made by monarchs in Bhutan.

2085. Attitude of Students of Gedu College of Business Studies Towards Reading Dzongkha

Abstract:
This study examined the attitude of Gedu College of Business Studies towards reading Dzongkha, their reading choice between Dzongkha and English, and attitudinal difference between the two groups. Descriptive analysis of the survey responses found respondents’ attitude positive towards reading Dzongkha. No statistically significant attitudinal difference was observed between the two groups, however. In contrast to their positive attitude towards reading Dzongkha, majority of the respondents’ preferred choice of reading was English owing to reasons such as access to and availability of reading materials, employability, and its widespread usage as a lingua franca. The mismatch observed between attitude and reality implies a need to increase both accessibility and availability of Dzongkha reading resources in school libraries. One way to fulfil them could be reintroduction of teaching subjects such as environmental studies and Bhutan history in Dzongkha. Enforcing a requirement to produce Dzongkha proficiency test results, like the ones in English, for any scholarship and employment purposes could possibly increase usage and assist in promoting Dzongkha as the national language. Otherwise, excessive usage of and reliance on English may result in loss of Bhutan’s ethno-linguistic and socio-cultural attributes which are symbolisms of her sovereignty.

Abstract:
The growing numbers of vulnerable migrants seeking shelter and refuge in the United States and Europe are finding increased racism and xenophobia as well as renewed efforts by humanitarian volunteers to offer them aid, sanctuary, and protection. This article sets forth a typology to better understand the motivations of volunteers working to help migrants in need of humanitarian assistance. Why do people go out of their way to offer humanitarian aid to someone they do not know and, in some cases, they will never meet? What are the drivers of altruistic behavior of humanitarian volunteers in the face of rising injustice, nationalism, and xenophobia? In answer to these questions, we offer a typology centered on empathic concern, differentiating secular/faith-based motivations, and deontological/moral-virtue motivations, with particular behaviors in each of the four resulting categories: the Missionary Type, the Good Samaritan Type, the Do Gooder Type, and the Activist Type. We also suggest four additional self-centered (non-altruistic, or not-other-centered) types (Militant, Crusader, Martyr, and Humanitarian Tourist). The nuances offered by this typology can help organizations working with migrants and refugees better understand and channel the enthusiasm of their volunteers and better meet the needs of the vulnerable populations they serve. This is especially important at a time when migration is being criminalized and when humanitarian aid is deemed unpatriotic, if not outright illegal. In the face of increased nationalistic and xenophobic messages surrounding migration, we need to articulate the altruistic humanitarian motivations of volunteers in the context of migration aid. Our typology may also be used to understand altruistic behaviors in other contexts such as disaster relief, community organization and activism, international adoptions, or organ donations to strangers, among others, in which altruistic empathic concern can be an important motivation driving people to act for the well-being of distant others.

Drawing on qualitative interviews that are complemented by the analysis of government policy documents, this study examines statelessness in Ghana. It addresses a range of policy, legal, institutional, administrative, and other politico-socioeconomic matters attendant to the concept. The study defines statelessness in its strict legal sense. It recognizes populations at risk of statelessness that may be restricted from benefiting from the protection and privileges of their host state. Persons identified by the study as stateless or at risk of statelessness include persons from traditionally nomadic migratory communities, former refugees, persons residing in border communities, members of Zongo communities, trafficked persons, and those affected by gaps in previous constitutions. The study also identifies the consequences of statelessness, including lack of access to healthcare, education, justice, and work. 2096. Reverse Migration to Mexico Led to US Undocumented Population Decline: 2010 to 2018

Abstract:
This report presents estimates of the undocumented population residing in the United States in 2018, highlighting demographic changes since 2010. The Center for Migration Studies of New York (CMS) compiled these estimates based primarily on information collected in the US Census Bureau’s American Community Survey (ACS). The annual CMS estimates of undocumented residents for 2010 to 2018 include all the detailed characteristics collected in the ACS. [1] A summary of the CMS estimation procedures, as well as a discussion of the plausibility of the estimates, is provided in the Appendix. The total undocumented population in the United States continued to decline in 2018, primarily because large numbers of undocumented residents returned to Mexico. From 2010 to 2018, a total of 2.6 million Mexican nationals left the US undocumented population; [2] about 1.1 million, or 45 percent of them, returned to Mexico voluntarily. The decline in the US undocumented population from Mexico since 2010 contributed to declines in the undocumented population in many states. Major findings include the following: The total US undocumented population was 10.6 million in 2018, a decline of about 80,000 from 2017, and a drop of 1.2 million, or 10 percent, since 2010. Since 2010, about two-thirds of new arrivals have overstayed temporary visas and one-third entered illegally across the border. The undocumented population from Mexico fell from 6.6 million in 2010 to 5.1 million in 2018, a decline of 1.5 million, or 23 percent. Total arrivals in the US undocumented population from El Salvador, Guatemala, and Honduras — despite high numbers of Border Patrol apprehensions of these populations in recent years — remained at about the same level in 2018 as in the previous four years. [3] The total undocumented population in California was 2.3 million in 2018, a decline of about 600,000 compared to 2.9 million in 2010. The number from Mexico residing in the state dropped by 605,000 from 2010 to 2018. The undocumented population in New York State fell by 230,000, or 25 percent, from 2010 to 2018. Declines were largest for Jamaica (−51 percent), Trinidad and Tobago (−50 percent), Ecuador (−44 percent), and Mexico (−34 percent). The results shown here reinforce the view that improving social and economic conditions in sending countries would not only reduce pressure at the border but also likely cause a large decline in the undocumented population. Two countries had especially large population changes — in different directions — in the 2010 to 2018 period. The population from Poland dropped steadily, from 93,000 to 39,000, while the population from Venezuela increased from 65,000 to 172,000. Almost all the increase from Venezuela occurred after 2014.

Abstract:
Having experienced substantial international migration since the 1970s, countries in East, South, and Southeast Asia have developed laws, institutions, policies, and programs to govern various aspects of international migration. Children, however, who comprise a significant share of the world’s international migrants, have not received as much policy attention as adults. Children are part of the region’s international migration experience (e.g., children left behind in the countries of origin when their parents migrate for work, children as migrants, and children as members of multicultural families). This article provides an overview of the challenges faced by children as migration actors, and the policy responses and programs that select countries in the region have developed to address children’s experiences and concerns. The Global Compact for Safe, Orderly and Regular Migration and the Global Compact on Refugees, which many Asian countries have endorsed, set forth objectives, commitments, and actions, informed by the principle of promoting the best interests of the child and child protection, which specifically address the needs of children. These include actions to promote universal birth registration, enhance access to education and health and social services regardless of migrant and legal status, and otherwise create inclusive and socially cohesive societies. Most countries in Asia have yet to meet these standards. Endorsing the two compacts was a first step. The good practices that have been implemented in a number of countries provide a template for how to translate these objectives into action and how to ensure that the full protection and best interests of migrant children, the left-behind children of migrant workers, and those who are part of multicultural families remain a priority.

2098. What’s Wrong with Temporary Protected Status and How to Fix It: Exploring a Complementary Protection Regime

Abstract:
Temporary Protected Status (TPS) became part of the US protection regime in 1990 to expand protection beyond what had been available under the US Refugee Act of 1980, which had limited asylum to those who met the refugee definition from the United Nations’ 1951 Refugee Convention. The TPS statute authorized the attorney general to designate foreign countries for TPS based on armed conflict, environmental disasters, and other extraordinary and temporary conditions that prevent designated nationals from returning in safety. While providing blanket protection that very likely has saved lives, TPS has nonetheless proven to be a blunt instrument that has frustrated advocates on both sides of the larger immigration debate. This article evaluates the purpose and effectiveness of the TPS statute and identifies inadequacies in the TPS regime and related protection gaps in the US asylum system. It argues that TPS has not proven to be an effective mechanism for the United States to protect foreigners from generalized conditions of danger in their home countries. It calls for changing the US protection regime to make it more responsive to the risks many asylum seekers actually face by creating a broader “complementary protection” standard and a more effective procedure for assessing individual protection claims, while reserving “temporary protection” for rare situations of mass influx that overwhelm the government’s capacity to process individual asylum claims. The article looks at alternative models for complementary protection from other jurisdictions, and shows how the US asylum and TPS system (in contrast to most other jurisdictions) fails to provide a mechanism for protecting arriving asylum seekers who do not qualify as refugees but who nevertheless would be at real risk of serious harm based on cruel, inhuman, or degrading treatment or punishment or because of situations of violence or other exceptional circumstances, including natural or human-made disasters or other serious events that disturb public order, that would threaten their lives or personal security. The article proposes that the United States adopt an individualized complementary protection standard for arriving asylum seekers who are not able to meet the 1951 Refugee Convention standard but who would face a serious threat to life or physical integrity if returned because of a real risk of (1) cruel, inhuman, or degrading treatment or punishment; (2) violence; or (3) exceptional situations, for which there is no adequate domestic remedy.

2099. The Use of Executive Orders and Proclamations to Create Immigration Policy: Trump in Historical Perspective

Abstract:
This article examines presidential immigration policy making through executive orders (EOs) and proclamations. Donald Trump’s overall volume of EOs has been remarkably similar to that of other presidents, while his number of proclamations has been relatively high. His immigration-related EOs and proclamations, however, diverge from those of his predecessors in several ways. Of the 56 immigration-related EOs and 64 proclamations issued since 1945, Trump has issued 10 and nine, respectively. Overall, about 1 percent of all EOs and proclamations during this period have been immigration related, compared to 8 percent of Trump’s EOs and 2.4 percent of Trump’s proclamations. In a sharp departure from previous presidents, a greater share of his EOs and proclamations have been substantive policy-making documents intended to restrict admissions of legal immigrants and increase enforcement along the border and in the interior of the United States. This article explores Trump’s unorthodox use of executive tools to make immigration policy, circumventing Congress and even members of his own administration. It recommends that: Congress should hold oversight hearings and should consider revoking or modifying EOs and proclamations that have been issued pursuant to the authority provided to the president by Congress, as opposed to those based on the executive’s constitutional authority. Advocacy organizations should continue to challenge the president’s executive actions, the insufficient process and consultation leading to them, their statutory or constitutional justification, and their impact. Congress should take an inventory of the immigration authorities it has delegated, both explicitly and implicitly, to the executive branch and determine when this authority can and should be limited. Congress should pass legislation to update and reform the US immigration system, and thus clarify its intentions regarding US immigration law, policy, and executive authority in this area.

2100. Building Blocks and Challenges for the Implementation of the Global Compact on Refugees in Africa

Abstract:
Forced displacement continues to be a major challenge to human security across the globe. According to the United Nations High Commissioner for Refugees (UNHCR), the global population of forcibly displaced people increased by 2.3 million people in 2018, and by the end of the year, more than 70 million individuals were forcibly displaced worldwide (UNHCR 2019a). UNHCR also estimated that, in 2018, 13.6 million people were newly displaced as a result of conflicts and droughts (ibid.). Building on the predicament of global sustainability and the 2030 agenda for sustainable development, the Global Compact on Refugees (GCR) is a framework based on four strategic objectives: to (1) ease pressures on host countries, (2) enhance refugee self-reliance, (3) expand access to third-country solutions, and (4) support conditions in countries of origin for return in safety and dignity (UNHCR 2018; UN General Assembly 2019). The GCR urges the international community to respond comprehensively and innovatively to the plight of refugees, and to make a paradigm shift in global humanitarian aid to emphasize refugee self-reliance and livelihoods. One of the risks of such a nonbinding and thin agreement, however, is that the GCR will give rise to a bureaucratic process that “does not come even close to dependably addressing the operational deficits of the refugee regime” (Hathaway 2019, 594). This article looks closely at the prospects for the GCR in sub-Saharan Africa based on the need to shift from a humanitarian system of “care and maintenance” to comprehensive and effective development responses to refugee crises. It also discusses some of these experiences and best practices to promote a resilience-based development approach. It recognizes that development initiatives implemented or still to be implemented under the normative framework of the GCR and the Comprehensive Refugee Response Framework (CRRF) are subject to a multiyear planning and implementation cycle. Therefore, this article does not intend to evaluate their efficacy or measure progress under the GCR, but rather to identify key challenges and to highlight achievements and promising initiatives in sub-Saharan Africa. It particularly focuses on implementation and rollout of the CRRF in Chad, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, Uganda, and Zambia in Africa.
