1801. Comparative Analysis of the Shanghai Cooperation Organisation and European Union Strategy on Central Asia: Confrontation or Cooperation?

Abstract:: In 2021, the Shanghai Cooperation Organisation (SCO) turned 20 years old. With “Shanghai Spirit” as its guiding principle, the scope of SCO’s activity has significantly expanded, recently adding India and Pakistan to its members. As a result, SCO policy has heavily influenced the Central Asia region. In response, in 2019, the EU launched a new strategy for Central Asia, adopting “connectivity” as its core concept. As a result, both SCO and EU strategies in Central Asia tend to conflict with each other, thus leading to uneven and inconsistent development of the region. Therefore, this paper aims to identify contradictions between SCO’s “Shanghai Spirit” guiding principle and the EU’s concept of “connectivity” by comparing the SCO and EU strategies toward Central Asia. The methodology in the paper involves a qualitative comparative method, including two qualitative case studies, represented by the SCO’s “Shanghai Spirit” and the EU’s concept of “connectivity” in their strategies on Central Asia. The article concludes that contestation between the SCO and the EU policies in Central Asia impedes stable development of the region, and therefore, a compromise between both policies in Central Asia is suggested.

1802. Toxic Ticking Time-Bomb in the Baltic Sea and Threats to Poland’s Security

Abstract:: The authors examine the threats from hazardous toxic materials from World War II wrecks sunk in the Baltic Sea and their cargo of chemical ammunition, indicate Poland’s reaction to this situation, and map out Polish obligations in this regard. This problem gives rise to multiple uncertainties about the exact nature of threats to environmental/ecological security, marine security, human security (including health security), economic security and food safety. The authors also elaborate on legal regulations relevant in this context. The research methods include formal-institutional analysis of relevant legal documents and discourse analysis. The main conclusions are: 1. toxic materials in the Baltic Sea threaten ecological, economic, human and security; 2. food safety in all Baltic states might be endangered; Poland should accede to the Nairobi Wreck Removal Convention; and Poland should cooperate regionally to resolve the problem of the Baltic chemical waste.

1803. Naxalism: The Left-Wing Extremist Movement in India

Abstract:: After 200 years of bondage, India gained freedom from the British through numerous revolutionary movements in 1947. But, within 20 years of the independence, insurgent movements had started arising against the Indian Government as well. In 1967, the Naxalite insurgency was initiated as a radical protest by the oppressed peasants against the colonial tenancy system retained by the feudal landowners even after the British had left the country for good. The uprising got pinpointed as Naxalism and the rebels as Naxals, as it all started at Naxalbari, a village in the Indian state of West Bengal. Spanning over 50 years, this ongoing movement initially acquired the respect of the general population of India with its radical ideologies of fighting against the oppressor imperialists but soon mutated into a source of terror. A qualitative assessment of the instances taken from secondary sources, such as context-related online journals and blog articles, will help this paper to explain the formation of the contemporary perception of Naxalism as an extreme radical armed revolution and one of the biggest security challenges against the Indian Government.

Abstract:: The 20 principles of the European Pillar of Social Rights adopted by the EU in 2017 include the right to access such basic services as water, sanitation, energy or transport. In the face of the climate crisis, the first of these rights is becoming a service which, due to the progression of global warming, could lose its universal and easily accessible nature. It seems reasonable to ask about the chances of developing a ‘right to water’ within the framework of the EU’s system, which would unambiguously oblige the public authorities to ensure access to this right. The trigger for this research was the ‘Right2Water’ European citizens’ initiative addressed to the European Commission in 2013, which contained postulates to recognise access to water as a human right. Ten years after the launch of this procedure, it is reasonable to acknowledge the verification of the actions taken by the EU and whether the evolving EU water policy can be assessed as being oriented towards ensuring the right to water for all EU-inhabitants. The aim of this paper justifies the use of legal-dogmatic research methodology. Regarding the analysis of legal acts, the rules of legal hermeneutics were applied, esp. grammar and teleological interpretation.

Abstract:: The article aims to identify social impact activities in the context of information operations conducted by Ukraine during the 2022 war. An analysis of the creation and spread of information threats as a result of Russia’s ongoing conflict is driven by the increasing impact of communication on global security. The content of the study highlights the impact of trends in the creation of information threats, which are the determinants of social risks. In the article, an analysis of creating information threats, including producing and reporting information in propaganda and the traditional and modern media, is of significant importance. The impact and role of mass media on awareness-raising is presented, revealing mechanisms for influencing public opinion.

Abstract:: The problem of distribution and consumption of intoxicating substances is considered a socially harmful phenomenon and Southeast Asia is a region particularly affected by drugs. In the face of this challenge, the heads of many states undertake radical actions, going beyond the legal framework, referred to as state vigilantism. Based on the example of three selected political leaders (Thaksin Shinawatra, Rodrigo Duterte and Joko Widodo), the author points out how radical strategies for fighting the drug problem contribute to increasing popularity, even though the problem has not been resolved since the early 1970s. Cross-comparison analysis of the three mentioned cases aims at identifying sources of effectiveness and attractiveness of populist methods that have not changed significantly for fifty years. Among them the author argues that vigilantism grows out of populism and takes the form of a spectacle containing such elements as dehumanising discourse, extrajudicial killings and the theme of the nation’s morality at risk.

1807. The Criminality of Foreign Nationals in Switzerland as a Security Threat in the Context of Swiss Migration Policy

Abstract:: The purpose of the research was to investigate the scale of crime by foreign nationals in Switzerland in the context of the effectiveness of the assumptions of the migration policy of that state in the area of security. Materials and methods: The research uses literature sources and statistical data on the crime of foreign nationals in Switzerland and its migration policy. The author used qualitative research methods, including the query of literature and strategic documents (using the content analysis technique) and the analysis of statistical data (using the desk research technique). Results: In the context of the three analysed factors, the following trends can be observed: steadily declining crime in Switzerland; the relatively constant level of crime by foreign nationals, especially since 2018; constant, although relatively mildly growing, percentage of foreign nationals’ crime in the overall crime scale. Conclusions: In the context of the assessment of the effectiveness of the implementation of the assumptions of Switzerland’s migration policy in the area of security, it should be noted that the relatively constant level of the crime rate of foreign nationals, despite their constantly growing population, proves the optimality of these assumptions and their highly effective implementation.

Abstract:: This article examines changes in Polish local press at the turn of the second and the third decade of the 21st Century, directly or indirectly related to the coronavirus pandemic. For years, statistics have been showing declining sales of printed press. This is mainly the case of the general-interest newspapers – national, regional, and local alike. Internet media platforms are increasingly important and often take over the role of the leading local media. Due to their limited reach, local publishers felt the losses from reduced advertising revenue and copy sales even more acutely than national publishers. Local press and small publishing teams struggled to cope with the impact of the pandemic and demand for digitization. So, what will the local press look like in the following years? How will the pandemic change the face of the local press? This study addresses these issues based on findings from desk research, case studies, and content analysis of relevant media. The result of the research is the confirmation of changes in the field of local communication, especially in its channels. The printed press arouses less and less interest among recipients and ceases to function as the fourth estate.

Abstract:: China’s modern power is based on traditional sources: territory size, demographics, economy, and army. An important factor of power is soft power, which is based on culture, foreign policy (including economics), and values. Chinese soft power resources have an old tradition and the possibility of using them is large, and most importantly, in the current international environment, they can use them to gain and maintain an advantage over competitors. The article presents the elements of China’s soft power that determine its advantage over other countries and the weaknesses that may limit its influence. It largely determines the research methods used: statistics and system analysis. The latter method makes it possible to determine the scale of China’s influence and the chances of using them in the 21st century.

Abstract:: The scale of disinformation surrounding the COVID-19 pandemic has been called infodemic. It involved disseminating various messages and theories that had a significant negative impact on limiting the spread of the disease but also exacerbated existing social antagonisms and emboldened and radicalised fringe groups. Infodemic, to a large extent manifested in social media, also fostered the formalisation of denialist circles, who transferred their sometimes very aggressive sentiments from the web to the real world. Negation and contestation of the pandemic were partly born spontaneously but were also created as part of postmodern hybrid activities. Consequently, narratives of infodemic led to difficulties in functioning health services, but above all, to an increase in morbidity and mortality related to COVID-19. The consequences of the infodemic would also include various economic effects, such as increased medical expenses for unvaccinated people or turbulence in the labour market.

1811. Iran and its Discontents: Revolutionary Women and Minorities in 2022

Abstract:: On September 16, 2022, the death of Mahsa Jina Amini ignited protests across Iran under the banner of “woman, life, freedom.” Initially, Amini was arrested for violating the mandatory dress code in which women are legally required to cover their hair. She died in government custody, leading her family and countless Iranians to allege that she was beaten.[1] What became known as the “hijab protests” quickly morphed to encompass wider social and political demands, including calls for the wholesale overthrow of the system that routinely intrudes into the daily lives of Iranians. For months after her death, segments of Iranian society leveled ideological attacks against the government to delegitimize Iran’s polity as a whole. That is, they did not merely demand that the perpetrators of Amini’s death be brought to justice but held the entire system responsible. Activists have been met with government repression, including internet blackouts, a dragnet that has ensnared approximately 20,000 people, and the death of 522 people, of whom 70 were children.[2] An additional 110 face execution.[3] 61 security personnel have also been killed in clashes with protesters.[4] Despite the crackdown, protesters have demonstrated such totalizing opposition in numerous ways, most notably by wielding the hijab–the Islamic veil–in counterintuitive ways that subverted the state.

1812. The Man Who Would be King: Muqtada al-Sadr’s Legitimation in the Iraqi Shi’a Field

Abstract:: On July 27, 2022, Iraq’s sclerotic government formation process finally broke. After ten months of failed negotiations to form a cabinet—the longest stalemate since 2003—protestors infiltrated Baghdad’s Green Zone, making themselves at home in the offices of parliament. Their objective was to disrupt the nomination of a rival parliamentarian, Mohammad Shia’ al-Sudani, to the Premiership, and while ultimately unsuccessful, this was done with optical gusto. Having made their point, the intruders were told by their leadership to “go home and pray,” only to return for a longer stint three days later.[1] On both occasions, the occupants came with signs bearing the image of Shi’a cleric Muqtada al-Sadr. Often described as “Iraq’s Kingmaker,” Muqtada al-Sadr exercises an authority over a large swath of Iraq’s Shi’a population that seemingly transcends Iraqi political institutions and even the transnational Shi’a religious establishment. As a cleric and political leader, Sadr controls formal institutions including religious endowments, tithing networks, schools, political offices, and a militia. However, as events of the summer made clear, Sadr’s most potent means of exercising power is the mobilization of his followers, a force that can be leveraged with or without formal integration into the political order. Given this influence, Western media and analysts have scrambled to ask, “Who is Muqtada al-Sadr?” Current profiles of Sadr are often as two-dimensional as they were during his first emergence in the 2003 invasion. Sadr is presented in binaries; he is anti-Iranian or anti-American, an insurgent leader or a revolutionary, a holy man or a demagogue. This paper aims to furnish a more robust answer to the question by drawing upon Max Weber’s typology of authority. It will give an account of Sadr’s legitimacy in the Iraqi Shi’a religious field with respect to his traditional, legal, and charismatic authority.

Abstract:: The goal of this article is to shed light on the reality of Christian lives in Iraq today—the torments we have lived through, but also the hope for our role in building a better future. Christians have been indigenous to this land for more than 1,800 years, yet in the last fifty, our numbers have dwindled. Many Christians have stories of losing their job or being passed up on a promotion because of their faith; others even have stories of watching their homes and businesses being taken away by force. These experiences have caused hundreds of thousands to make the agonized decision to leave their hometowns in search of a safer environment for themselves and their children. This is also not the first time Iraqi Christians have been faced with such decisions; the last two generations have experienced three major displacements in less than a century.[1]

1814. Sheikha Munira Al-Qubaysi: Managing a Feminist Islamic Revivalist Movement in Authoritarian Syria

Abstract:: Sheikha Munira Qubaysi is not a household name when it comes to recalling influential people in the Middle East. However, her recent passing shook the region to its core since her prominence was both seen and felt throughout modern Syria as she has led at least two generations of Muslim women in an Islamic revivalist movement. The followers of her movement are often referred to as al-Qubaysiyyat.[1] Qubaysi conceived of this group in 1960s Syria as the country was recovering from the colonial period and re-imagining national identity away from the increasingly failing ideology of secular-nationalism. She found that the failures of the state towards the population, especially women, were due to a lack of spiritual grounding- a vacuum she aimed to fill. As Islam was regaining ground as a driving ideological force in the region, Qubaysi filled this aching void with a unique form of Islamic revivalism- one that centered around female scholarship and independence from the male religious establishment. Sheikha Munira and her movement’s continued success and ascendance in Syrian society has not only shaped generations of women amounting to over one hundred thousand followers,[2] but it has also established a precedent for female religious scholarship in the greater Middle East. Although Qubaysi began as an anti-colonial Islamic revivalist focused on religious purity and female empowerment, her thought leadership has given her legitimacy within the nation-state and allowed her to safely navigate the secular Ba’athist and Alawite regime. Qubaysi’s movement may seem inconsequential because of its apolitical nature, however its large national, social, and cultural impact has led to the unprecedented creation of a modern movement founded on female religious authority that continues to shape Syrian society today.

Abstract:: The 2022 FIFA World Cup in Qatar brought renewed attention and increased dialogue to LGBTQ rights in the Middle East and North Africa (MENA).[1] While much of the Western world has either provided legal protections for the community or, at the very least, decriminalized same-sex relations, this is not the case in most of the Islamic world. The region hosts most of the world’s restrictions concerning same-sex relations and gender expression. In the MENA, only Israel, Jordan, Turkey, and Bahrain have decriminalized same-sex relations. Despite no legal restrictions in these states, discrimination is still prevalent. Additionally, out of the eleven states that maintain the death penalty that could be applied to same-sex relations, five are in the MENA region. The remainder of MENA states impose sentences ranging from six months to life imprisonment.[2] Naturally, the primary goal of the LGBTQ civil society organizations in the region is to address the criminal status of same-sex relations. The following article addresses various LGBTQ civil society organizations in North Africa. The groups examined are not exhaustive of the activism in the region. Tunisia, Algeria, and Morocco are essential cases used to examine the dynamics of LGBTQ activist groups. Each of the three states possesses some similarities, such as geographical location, majority Arab Muslim populations, and French colonial histories. Likewise, the punishments for committing same-sex acts are comparable. In Tunisia, convictions can result in a maximum sentence of three years. The same punishment is held in Morocco with an additional fine of up to 1000 Moroccan Dirham (approximately 100 USD).[3] Algeria maintains a slightly less severe punishment, with a maximum of two years imprisonment.[4] The leading distinction between each state is the restrictions placed upon groups by their respective governments.

1816. Women’s Rights as Human Rights: The History of the Transnational Feminist Organization – Women Living Under Muslim Laws

Abstract:: Over the last 28 years, the language of women’s rights has become entwined with human rights and constitutional rights discourse, particularly in the Global North. The slogan, “women’s rights are human rights,” was publicly adopted into the document in the aftermath of Hilary Clinton’s renowned speech in September 1995.[i] It was here, at the Fourth World Conference on Women, that 89 governments finally conceded that any law discriminating against women directly violated their freedoms and right to equality.[ii] While this slogan gained unprecedented attention at the Beijing Conference, the notion itself was birthed much earlier. Throughout three successive conferences, held in Mexico City in 1975, Copenhagen in 1980, and Nairobi in 1985, women’s groups called for a legal framework to uphold gender equality.[iii] These women hailed from diverse ethnicities and nationalities, gathering to bring attention to the various ways in which gender-based violence and discriminatory practices were affecting their lives, such as sexual abuse and marital and child custody discrimination. The transnational feminist network Women Living Under Muslim Laws (WLUML) was officially formed in 1984 with the aim of promoting human rights, gender justice, and equality for those women whose lives are shaped, conditioned, or governed by patriarchal and/or authoritarian interpretations of Islam. WLUML played an increasingly front-line role in international conferences from the mid-1980s to the mid-1990s. At the Beijing conference, for example, WLUML formed part of the influential civil society, and Farida Shaheed, one of WLUML’s founding members and sociologist by profession, was also present as a representative for the government of Pakistan.[iv]

Abstract:: The city of Jerusalem, Israel’s capital, is located at the heart of the Israeli-Palestinian conflict. It is unique in that it is both the largest Jewish and Arab city in Israel and the only one where the inferiority of the Palestinian population over the Jewish population is enshrined in law, since East Jerusalemites are not Israeli citizens but its ‘permanent residents.’ The non-citizen status of East Jerusalem’s Palestinians has caused integrative problems for both the Israeli state authorities and the Palestinians. Following over five decades of systemic neglect, the Israeli government passed a decision (Government Decision 3790) committing substantial resources to the socioeconomic amelioration of the inhabitants of East Jerusalem, with the goal of narrowing existing gaps between its 330,000 Palestinian residents and the nearly 600,000 residents of Jerusalem’s well-funded, predominantly Jewish western half. More than 20 percent of this budget was directed towards educational projects, expressing an understanding at the national level that education is an effective way for creating social mobility.

Abstract:: Twenty-nine years ago, I was a Peace Corps Volunteer living in a mountainous High Atlas village called Amsouzerte, near the southern side of Morocco’s Toubkal National Park. Back then, the journey from the village to the nearest city center took almost 20 hours along unpaved roads and mountain passes. At the foot of a mountainside, fifty kilometers from Amsouzerte, I would sometimes catch sight of an old, white mausoleum that seemed misplaced among the earth-brick homes characteristic of rural Moroccan landscapes. Looking upon this eroding mountain area, I could envision huge swaths of terraces constructed above the mausoleum for the local Muslim community to build tree nurseries and derive generational benefits. Tree nurseries are very valuable for Moroccan farming communities because 70 percent of agricultural land[1] in the country generates only 10-15 percent of agricultural revenue. Fruit tree cultivation allows farming families to transition from less lucrative barley and corn crops and generate higher income.[2]

Abstract:: In Sextarianism: Sovereignty, Secularism, and the State in Lebanon, Maya Mikdashi interrogates and redefines the core of the intersecting categories through which “lies … became bureaucracy” (15). The text opens with such a lie, told by a woman named Samera who was married in the Ottoman Empire, but, while living separately from her husband, claimed to be unmarried on the 1932 census conducted under the French mandate to escape her marriage. While this lie allowed her to escape her husband, it also led to a multitude of competing sets of documents, which implicated her son’s ability to receive his inheritance – even his existence was a legally contested question. This phenomenon represents what Mikdashi terms “sextarianism,” “how sex, sexuality, and sect structure legal bureaucratic systems” and shape the performance of citizenship and statecraft (2). Mikdashi’s conceptualization and theorization of the relationship between sex, sect, and the conditioning of state power is in dialogue with Joan Scott, Saba Mahmood, Carole Pateman, Audra Simpson, Hussein Ali Agrama, Lamia Rustum Shehadeh, Suad Joseph and Talal Asad’s contributions on secularity, sexual difference and the structures of state power. In Sextarianism, Mikdashi skillfully brings to light the relationship between state secularism and “evangelical secularism” in the stories of the Sameras appear throughout the chapters of Sextarianism, and particularly how they come into play in the construction of the private sphere through personal status law, and the ways personal status laws reproduce capital and wealth. As Mikdashi argues, all personal status laws, in states where political power is organized through sectarian governmental categories, are essentially “laws of sexual difference” (25), which produce and manage heterosexuality, and intertwine it with sectarian forms of control. In effect, the sextarian approach reveals how the concept of “sect” is structurally reproduced in the constitution of state power.

Abstract:: Between Muslims: Religious Difference in Iraqi Kurdistan is an ethnography written by Andrew Bush. It is based on three years of ethnographic and archival research in the Kurdistan region of Iraq. Pulling from this research, the book argues that many Muslims choose to turn away from piety, but in doing so, they do not turn away from Islam in general nor from other pious Muslims. Instead, they find other ways of orienting themselves to Islam. It is these different orientations that the author explores through the lens of ordinary life and experiences. Ultimately, Between Muslims is an approachable and thorough account of the experiences of Iraqi Kurds that speaks to important issues in the study of Islam and the Middle East. The book includes an introduction, five core content chapters, and an epilogue addressed to readers. The introduction begins with Bush laying out his three central claims of the book. He argues that many Muslims turn away from piety but remain Muslim and that one way to explore their relationship with Islam is through their relationships. He then provides a brief background and context for his work. He first explains what he means by turning away from piety and different orientations to Islam. From there, he describes how his book will contribute to larger discussions by exploring a different kind of religious orientation and how religious orientation is present in everyday life. Following this, Bush discusses his choice of using ordinary relationships. He then discusses Iraqi Kurdistan, the Kurdish people, and Islamic traditions to provide context for his work. The introduction provides a thorough background for the book and addresses various counterarguments. In doing so, the introduction gives readers an understanding of where the book is grounded theoretically and how it will contribute to current scholarship in meaningful ways.

1821. (Un)Making Masculinities: Tracing How Men’s Responses to Violence Impact the Home in the Occupied West Bank

Abstract:: The methods of indigenous ‘elimination’ implemented by settler colonial Israel are more complex than the physical eviction of Palestinians from their homes, though this indeed remains crucial. Through my primary research in the occupied West Bank, it has been evident that structural and direct violence against cities, communities, and families is systematically implemented and nurtured with the objective of breaking down social support systems and challenging normative gender roles to create unlivable conditions for Palestinians. The performance of Palestinian masculinity offers a crucial target for gendered modes of Israel’s colonial violence. I propose that the home is closely interlinked to identity formations, such as gender, which makes it a pertinent sphere for studying a settler colonial agenda that is constructed upon the eradication of both Palestinian identity and space. My research confronts three levels of interaction with the occupation: physical violence against the home, indirect forms of violence that permeate into the home through the bodies of men, and, finally, inter-communal violence. These categories of violence collectively challenge the ability of Palestinian men to uphold normative patriarchal roles constructed within cultural and religious frameworks, such as the ‘protector’ and ‘provider.’ In the case of male family members failing to protect their friends and family, particularly within the space of the home, there is a breakdown of important forms of social power, and an environment of shame is cultivated – a ‘social death.’ Therefore, my research has revealed that men are forced to choose between two dominant languages in these instances: 1) violence and 2) self-isolation. Both responses hold the ability to break down local mechanisms of support and solidarity. This article will target one level of violence – physical violence enacted against Palestinian homes – and how such violence nurtures the breakdown of Palestinian masculinity, particularly Palestinian men’s role as ‘protectors.’ Such a study offers an entrance to wider considerations of gender performances within this settler colonial context.

1822. Resistance and Counter-Memories in Persian Black Metal

Abstract:: Sina Winter, a pioneer of Iranian black metal, was forced to leave Iran because of his music. As the leader of the band From the Vastland, Sina has produced music celebrating the pre-Islamic heritage and Zoroastrian tales. After performing at the Inferno Music Festival in Oslo in 2013 and appearing in the documentary Blackhearts (2017), he was forced to relocate. The Islamic Revolutionary Guard Corps (IRGC), targeted him as a result of his media exposure. In Iran, several artists are persecuted due to their music. In the West, black metal bands tend to be influenced by ancient legends and traditions, whereas in religious authoritarian countries, such practices are often harshly punished. In Iran, black metal is generally considered to be blasphemous. In addition, the lyrical content featured in Sina’s work is controversial, as he celebrates a heritage that the Islamic Republic wishes to eradicate from the collective consciousness. This paper presents some results of my most recent studies looking at how black metal artists in Iran use their art to preserve their ancient heritage and defy social norms.

Abstract:: Dr. Youssef Chahed served as Prime Minister of Tunisia from August 2016 to February 2020. He is both the youngest head of government in Tunisia’s history and the longest-serving since the country’s democratic transition in 2011. During his tenure, Dr. Chahed made significant advancements in the fight against terrorism, launched an anti-corruption campaign, and navigated severe economic challenges. Prior to becoming Prime Minister, Dr. Chahed served as Secretary of State for Fisheries and Minister of Local Affairs. Currently, Dr. Chahed is a Senior Fellow with the Middle East Initiative (MEI) at Harvard Kennedy School’s Belfer Center for Science and International Affairs. He was in residence at the Kennedy School for the 2022-2023 academic year. During his fellowship, Chahed has focused on economic, security, and other policy challenges facing the Middle East and North, particularly with respect to shifting global alliances. Dr. Chahed holds a Ph.D. in Agricultural Economics from the Institut National Agronomique Paris-Grignon and taught agricultural economics at the Higher Institute of Agriculture in France.

Abstract:: Lex Takkenberg is currently a Senior Advisor with Arab Renaissance for Democracy and Development (ARDD) and a non-resident Professor at the Institute of International Humanitarian Affairs, Fordham University. He worked with UNRWA, the UN agency for Palestinian refugees, from 1989 until late 2019, most recently as the first Chief of its Ethics Office. Prior to that, Lex held a range of other positions with UNRWA, including as General Counsel, (agency-wide) Director of Operations, and (Deputy) Field Director in Gaza and Syria. A law graduate from the University of Amsterdam, Lex obtained a Doctorate in International Law from the University of Nijmegen, the Netherlands, after having successfully defended my doctoral dissertation entitled The Status of Palestinian Refugees in International Law. When the Russo-Ukrainian war broke out in February 2022, the world was horrified as we watched, in real-time, Russia violate international legal instruments[i] and invade Ukrainian sovereign territory. As Russian armored vehicles rolled into Ukraine, and cities were shelled, Russia initiated a war that has left thousands dead and hundreds of thousands more displaced.[ii] In the midst of such horror, humanity showed the best of itself as allied countries, international relief organizations, NGOs, and individuals quickly responded to the crisis by providing asylum for the ballooning number of refugees the war had created. Under the 1951 Refugee Convention,[iii] refugees everywhere are guaranteed rights and protections, which include the right of non-refoulment, the right not to be punished for entering into another territory legally, and the basic rights to education, housing, and public relief, amongst others, which to a large extent has been upheld for Ukrainian refugees, including the provision of temporary protection status[iv] across the European Union. Whilst the herculean efforts at ameliorating the Ukrainian refugee crisis and providing aid to the displaced are laudable, it raises the question about the status of other refugee situations globally. The ongoing Palestinian refugee question is the most protracted refugee situation in modern history and, as such, deserving of attention. In this interview, I speak to Lex Takkenberg – the first Chief of Ethics for UNRWA and the leading expert on international law, and the question of Palestine about the current status of Palestinian refugees.

Abstract:: Ambassador Edward Djerejian has served as an important thought leader for U.S. foreign policy in the Middle East. Both as Ambassador to Syria and Israel and Assistant Secretary of State for Near Eastern and South Asian Affairs in the 1990s, Ambassador Djerejian was a vital participant in the Arab-Israeli peace process and was also deeply involved with the Israeli-Palestinian negotiations. He also presented a coherent vision of how the U.S. should balance the goals of democracy in the Middle East by proclaiming in his Meridian House speech in 1992 that America would not be for “one vote, one person, one time.” This winter, as a Senior Fellow at HKS Belfer Center’s MEI, Ambassador Djerejian sat down with JMEPP editors Nick Vargish and Christian Allard to discuss pressing issues in the Arab World and the prospects for the Israeli-Palestinian peace process.

1826. Navigating Migration Risks: The Role of Risk Perception and Information Engagement Among Moldovans

Abstract:: This study examines migration risk perception and information engagement by potential migrants from Moldova. Employing a qualitative interview approach (N = 30), it explores the behaviors, intentions, and perceptions that underpin how potential migrants understand labor migration risks. It establishes a robust connection between risk perception and the active pursuit of pertinent information. The study offers a matrix that illustrates the interplay between migration risk perception (high vs. low) and type of risk (individual vs. systemic). It finds that respondents in the High Risk — Systemic group refrain from seeking information, viewing all migration as inherently highly risky due to systemic factors beyond their control. The Low Risk — Systemic group believes migration carries relatively low risks, but that these risks are not individually manageable. The Low Risk — Individual group engages passively with safe migration information because of their perception of low risk. The High Risk — Individual group actively seeks information about safe migration, believing that they can overcome potential risks. In short, the study finds that potential migrants’ perception and understanding of risk shapes their engagement with safe migration information. The study also highlights gender disparities in risk perception and response. While women emphasize concerns tied to sexual exploitation and separation from family, men are more likely to fear fatal accidents and industry-specific exploitation. The study’s findings should inform the development of policy frameworks and migration information campaigns that reflect diverse perceptions and understandings of migration risk. Policy Recommendations: To mitigate migration risks and promote safer practices, policymakers at various levels, including the Moldovan government, international agencies (e.g., IOM, UNHCR, and ILO), non-governmental organizations (like LaStrada), and EU bodies, should: 1. Tailor public education and communication campaigns for diverse risk factors, using different messaging for varying risk perceptions. 2. Address gender-specific concerns with practical advice and resources. 3. Develop comprehensive risk awareness programs covering physical, emotional, and psychological challenges. 4. Use diverse channels (hotlines, online platforms, and workshops) to reach a broader audience. 5. Strengthen embassy services, ensuring staff are informed about migration risks, challenges, and effective outreach and education strategies. 6. Collaborate with mental health professionals to provide psychosocial support. 7. Engage returnee migrants as credible sources of information and advice. 8. Include migration topics in school curricula to enhance migration risk preparedness. By acknowledging risk perception and adapting information strategies accordingly, policymakers at international, regional, and local levels can create effective initiatives and communicating strategies for secure migration.

1827. Will DACA Recipients Return to Their Birth Countries If DACA Is Ended?

Abstract:: Will recipients of Deferred Action for Childhood Arrivals (DACA) leave the United States if a legal challenge succeeds in ending this important program? The fate of over 600,000 current DACA recipients may depend on answers to this question in one expert report and one online survey question, which a Texas District Court found to show “a quantifiable percentage” would leave. Had the District Court in its DACA ruling not credited these sources, Texas’ lawsuit could have collapsed, and DACA would persist. The issue of whether DACA recipients will leave if DACA is ended will matter as this case is litigated, most likely to be decided by the Supreme Court. Drawing on research on immigrant return, DACA recipients, survey questions, priming, and intention-behavior gap, this paper argues that this expert report and the single online survey question used by the District Court cannot support the inferences regarding the return of DACA recipients to their birth countries. Rather, relevant research points toward DACA recipients staying in the United States, even if DACA were terminated. The paper recommends offering DACA recipients and long term undocumented residents a short path to legal status and citizenship, reassessing whether these two sources can support the conclusions drawn by the District Court; and analyzing the benefits accruing from DACA to Texas and all Texans, including US citizen children of DACA recipients, in assessing the claimed injury to the state.

1828. An Analysis of Trends in the US Undocumented Population Since 2011 and Estimates of the Undocumented Population for 2021

Abstract:: In 2021, the undocumented population residing in the United States (US) increased slightly to 10.3 million, compared to 10.2 million the previous year. The gradual decline or near-zero growth of this population has continued for more than a decade. However, the large increases in apprehensions at the southern border in recent years, along with continued legislative gridlock in Congress, could portend a new era of growth of this population. Unfortunately, the data needed to determine whether the population will enter a period of growth after 2021 — or whether the era of near-zero growth will continue — will not be available for at least a year or two. The most accurate demographic estimates of the undocumented population are derived from data collected in the US Census Bureau’s American Community Survey. Estimates of the size of the undocumented population in 2022 will not be available until early 2024. This report focuses on the most significant trend in the undocumented population in the past decade — the remarkable decline of 1.9 million in the undocumented population from Mexico from 2011 to 2021. The decline for Mexico in this period was 600,000 more than the total population increase from the seven countries (in order) with the fastest growing US undocumented populations: Guatemala, Honduras, India, Venezuela, El Salvador, Brazil, and China. This paper finds that: • The long-term decline, or near-zero growth, of the total undocumented population that began in 2008 continued in 2021. • The percent of undocumented residents in the total US population declined from 3.8 percent in 2011 to 3.1 percent in 2021. • The undocumented population from Mexico declined from 6.4 million in 2011 to 4.4 million in 2021, a drop of 1.9 million in 10 years. • A total of 2.9 million, or 47 percent, of the US undocumented population from Mexico in 2011 had left the undocumented population by 2021. • The drop in the undocumented population from Mexico from 2011 to 2021 occurred nationwide, and the decline affected the undocumented population in nearly every state. • The fastest growing undocumented populations by country in the last 10 years were from Guatemala, Honduras, India, El Salvador, Venezuela, and Brazil. The combined undocumented populations from these six countries grew by 1.2 million. • Countries that had declining populations after 2011 included Poland, Peru, Ecuador, Korea, and Philippines, in addition to the large drop for Mexico. • California had the largest decline in undocumented residents — 665,000 from 2011 to 2021. The undocumented population from Mexico living in California during this period declined by 720,000. • The combined undocumented population in California, New York, and Illinois fell by more than one million from 2021 to 2011.

1829. Access to Justice, the Rule of Law, and Due Process in the US Immigration System: A Tribute to Juan Osuna

Abstract:: This paper introduces a special collection of papers on access to justice, the rule of law, and due process in the US immigration system. The collection honors Juan Osuna, a devoted public servant and former director of the Executive Office for Immigration Review (EOIR), which is the agency in the US Department of Justice (DOJ) that administers the Immigration Courts, the Board of Immigration Appeals (BIA), and legal orientation, assistance, and representation programs. The collection consists of five articles published in the Journal on Migration and Human Security and six CMS essays, written by some of Osuna’s close colleagues and friends. Section I provides a brief biography of Juan Osuna’s life, recites his titles and professional accomplishments, and outlines his views on some of the topics covered in the papers. The section draws heavily from two events that book-ended Osuna’s tenure as EOIR Director, which were organized by the Center for Migration Studies of New York (CMS). The first took place on February 16, 20121 and the second on July 18, 2017,2 just before Osuna’s untimely death at the age of 54 on August 15, 2017. This section also includes remembrances and reflections from Osuna’s colleagues at a November 15, 2018 event in Washington, DC, devoted to honoring his legacy.3 Section II summarizes the 11 papers in this collection, which reflect Juan Osuna’s commitment to humanizing the law and its fair application to all. The papers examine and propose ways to strengthen: • The nation’s response to large-scale migration. • The US asylum system. • The removal adjudication system. • Immigration Court backlog reduction efforts. • The treatment of survivors of human trafficking and modern-day slavery. • Due process for immigrants through legal representation. Section III offers a concluding reflection on the rule of law, and Juan Osuna’s legacy in a time of political division and discord.

1830. The US Immigration Courts, Dumping Ground for the Nation’s Systemic Immigration Failures: The Causes, Composition, and Politically Difficult Solutions to the Court Backlog

Abstract:: The US immigration court system seeks to “fairly, expeditiously, and uniformly administer and interpret US immigration laws” (DOJ 2022a). It represents the first exposure of many immigrants to due process and the rule of law in the United States, and occupies an integral role in the larger US immigration system. Yet it labors under a massive backlog of pending cases that undermines its core goals and objectives. The backlog reached 1.87 million cases in the first quarter of FY 2023 (Straut-Eppsteiner 2023, 6). This paper attributes the backlog to systemic failures in the broader immigration system that negatively affect the immigration courts, such as: • Visa backlogs, United States Citizen and Immigration Services (USCIS) application processing delays, and other bottlenecks in legal immigration processes. • The immense disparity in funding between the court system and the Department of Homeland Security (DHS) agencies that feed cases into the courts. • The failure of Congress to pass broad immigration reform legislation that could ease pressure on the enforcement and court systems. • The lack of standard judicial authorities vested in Immigration Judges (IJs), limiting their ability to close cases; pressure parties to “settle” cases; and manage their dockets. • The absence of a statute of limitations for civil immigration offenses. • Past DHS failures to establish and adhere to enforcement priorities and to exercise prosecutorial discretion (PD) throughout the removal adjudication process, including in initial decisions to prosecute. • The location of the Executive Office for Immigration Review (EOIR), which oversees US immigration courts, within the nation’s preeminent law enforcement agency, the Department of Justice (DOJ). • The misconception of many policymakers that the court system should primarily serve as an adjunct to DHS. • A past record of temporary judge reassignments and government shutdowns. The paper supports a well-resourced and independent immigration court system devoted to producing the right decisions under the law. Following a short introduction, a long section on “Causes and Solutions to the Backlog” examines the multi-faceted causes of the backlog, and offers an integrated, wide-ranging set of recommendations to reverse and ultimately eliminate the backlog. The “Conclusion” summarizes the paper’s topline findings and policy proposals.

1831. The Migration Risk Environment: Challenges to Human Security for Venezuelan Migrant and Refugee Women and Girls Pre- and Post-Migration to Colombia

Abstract:: The Venezuelan crisis has unleashed multiple forms of sociopolitical violence against its population and created a context of unmet needs, insecurity, and human rights violations. Outward migration caused by this situation has been linked to health emergencies in neighboring countries. Venezuelan migrant and refugee women and girls (VMRWG) are among the most affected. We conducted a cross-sectional qualitative and Participatory Action Research (PAR) project to characterize the risk environments for VMRWG across migration phases, analyzing pre-departure, transit, border crossing, and resettlement risk factors for health and security through semi-structured interviews (n = 30) and human cartographies (n = 16). We found cross border risk and protective factors that inform cross-border health initiatives, migration policies, and human rights efforts for both the migrant and host communities. Findings and Recommendations • Migratory trajectories of VMRWG from Venezuela to Colombia represent a risk environment for women and girls, connecting cross-border contexts through armed actors’ control, culturally reinforced gender roles and limited social and economic resources. • Long-term sustainable migratory policies that are culturally sensitive and include a gender-approach to health should operationalize how gender roles are intimately connected to HIV risk and mental health disparities through reinforced structural factors. Such policies must address these structural factors. • The public health system needs to incorporate and align with programmatic efforts implemented by international platforms (United Nations Population Fund (UNFPA), AID4AIDS, and Médecins Sans Frontières (MSF) also known as Doctors Without Borders) targeting screening for infectious diseases (including HIV and mental health disparities) in border crossings and borderlands. Sustainable policies to bridge gaps between services and populations and to decrease growing HIV cases depends on these strategies. • Policies and programs of local governments (city and municipality level) addressing mental health disparities need to be expanded through peer leaders and civil society networks of care to guarantee wellbeing and quality of life after resettlement. • International efforts and collaborations should capitalize on the re-opening of the border to establish inter-sectoral collaborations with Venezuelan NGOs and civil society organizations on both sides of the border to address gender-based violence, follow-up of cases, and access to services in sending and receiving communities. • In order to broach gaps and tackle access barriers in resettlement communities in Colombia, services must be provided in peripheric territories and neighborhoods where some vulnerable migrants resettle. These services must rely on health sector-community collaborations. • Public health sector efforts should be integrated and coordinated with family and child services on a local and national level Instituto Colombiano de Bienestar Familiar (ICBF), gender working groups, shelters, and citywide supported initiatives like the House of Women) to provide and promote access to social resources (education, jobs, and housing) for migrant women. • Health promotion strategies are necessary to decrease infectious diseases and violence-related trauma among migrants across borders. These strategies can include outreach through peer leaders, civil society organization campaigns, and HIV mobile testing and counselling. These services should be delivered in a culturally sensitive manner, capitalizing on in-place cross-border networks of support. In Colombia, sustainable efforts in policy and programs have been made to provide Venezuelans with access to health care and social services with the help of inter-sectoral working groups, national laws, and border commissions. However, there is an urgent need to expand the humanitarian response and the health sector coverage to gender-based violence impacting infectious disease risk and mental health trauma in host communities. Connecting pre- and post-migration contexts in South-to-South migration is paramount. Tackling these issues can improve the protection of human rights and resettlement conditions in host communities.

Abstract:: As the global rate of displacement reaches new highs and the average length of displacement extends from years to decades, integration is an increasingly crucial lifeline for refugees and displaced communities seeking to rebuild their lives. Health systems serve as an ideal conduit for integration due to universal need, system complexity, and the interplay of political, social, and economic factors on health outcomes. Using lessons learned from case studies in Colombia and Jordan, this paper will explore different strategies for integration of refugee health services with host population health systems. It will highlight successful policy implementation and innovative approaches as well as predict potential barriers to success via a population-centered approach that emphasizes the importance of supporting host communities concurrently with displaced populations. It offers the following findings and recommendations for governmental and humanitarian actors. • Effective integration requires a “whole of person” approach which acknowledges and responds to the linkages between legal status, economic needs, and mental and physical health and wellbeing. • Addressing the health needs of populations experiencing protracted displacement must go hand-in-hand with, and cannot be decoupled from, addressing the needs of host communities. • Demographic and epidemiologic data inclusive of both host and displaced populations enables governments and service providers to better plan for and respond to key health and non-health needs. • Donors and financing structures can play a critical role in facilitating greater integration of health and other services.

Abstract:: New Zealand has a long history of receiving persons in search of safety and security. These populations span Danes fleeing suppression during the German occupation in the 1870s, Jews escaping persecution from Tsarist Russia in the 1880s, Polish orphans during World War II, Asians expelled from Uganda in 1972–73, Vietnamese boat people between 1997 and 1993, and refugees from Afghanistan starting in 2001. New Zealand’s formal refugee resettlement program dates from 1944 with the arrival of the Polish orphans and their caregivers. This commentary discusses a case that builds on this history — New Zealand’s reception of Afghan refugees who were rescued by the MV Tampa, a Norwegian container ship. The authors — a researcher and a refugee saved by MV Tampa — explore New Zealand’s reception of refugees in light of the “Kew Garden” ethical principles on the responsibility to assist imperiled persons.

Abstract:: This paper explores the ways in which contemporary mobility dynamics in Mexico have changed over the last decade, leading to protracted displacement. It focuses on three populations: (1) the internally displaced due to violence; (2) Mexican nationals returning from the United States, both voluntarily and due to deportation; and (3) populations seeking asylum in Mexico and the United States. These three populations are not usually analyzed together and do not squarely fall under the traditional legal definitions. The paper outlines ways that situations of protracted displacement and insecurity present challenges in four interconnected arenas of life: housing, legal status, employment, and emotional well-being. For governments and local communities, protracted displacement requires immediate humanitarian responses and the development and implementation of public policies focused on integration. The paper concludes with a set of policy recommendations based on its findings.

Abstract:: In recent years, increasing attention has been paid to the ways refugees in displacement manage to organize themselves and act upon their needs. The growing recognition in the UN system of the importance of localization of aid and the potential role played by local actors has given refugee-led organizations (RLO) a space to grow. In this paper, we analyze refugee agency and solidarity through the organization of the refugee communities in Turkey, Jordan, and Lebanon. In doing so, we examine: (1) the reasons behind the creation of these organizations and their dynamics; (2) the role of host states toward this drive to organize refugee communities; and (3) the patterns, forms, and structures that these organizations take in providing humanitarian services, as well as community support and empowerment. The paper focuses on three countries of the Middle East: Jordan, Lebanon, and Turkey, and various refugee communities: Syrian, Iraqi, Yemeni, Sudanese, Somali, Afghan, and Persian. We center this work on the organizations that refugees in the Middle East region have been able to create. The findings are based on field research, conducted between August 2021 and March 2022, in the form of semi-structured questionnaires used in face-to-face interviews with RLO founders, administrative staff, volunteers, and beneficiaries.

1836. Five Years Lost: Youth Inclusion in the Rohingya Response

Abstract:: While youth are routinely lauded as “change-makers,” they are often underserved and unsupported in refugee responses. As the Rohingya face protracted displacement in Bangladesh, what is the state of youth inclusion in the response? Do youth and adolescents feel supported, or are they ignored and left behind? To answer these questions, the paper uses: • Literature on youth participation and inclusion in humanitarian programming; • Key informant interviews with practitioners from national and international non-governmental organizations (NGOs) and UN agencies; • Focus group discussions and key informant interviews with refugee individuals and groups across nine camps for Rohingya refugees in Bangladesh. It finds that: • Refugee Rohingya youth and adolescents remain firmly on the margins of humanitarian programming, and are largely excluded from decision-making processes; • Approximately 96 percent of surveyed youth between 18 and 24 years of age report being unemployed; • For surveyed women aged 18–24 years, unemployment rates bordered on 99 percent; and • Stress and anxiety are omnipresent amongst the community: an overwhelming majority of respondents reported experiencing disturbing thoughts and resorting to negative coping mechanisms. The paper ends with a series of recommendations to the Strategic Executive Group (SEG) and the Inter-Sector Coordination Group (ISCG), to donors, the international community, and the government of Bangladesh.1

Abstract:: This commentary examines community-based research in fragile settings based on the authors’ experience working with Rohingya and host community researchers in Cox’s Bazar, Bangladesh. This iteration of a community-based approach to research focuses on putting community researchers at the center and emphasizes their involvement at each stage of the research process – from design to implementation to analysis – alongside external researchers. Community researchers contribute their expertise to increase understanding of nuances that might otherwise be lost to external researchers. Integral to this approach is building and nurturing the trust of researchers, respondents and community members through innovative means such as an informal “trust network.” Also central to the community-based approach, especially in fragile1 settings, is a sustained emphasis on community researchers’ learning and skills-building. The commentary article describes methods developed by the Centre for Peace and Justice, Brac University (CPJ), implemented with Rohingya refugees and host community researchers in Cox’s Bazar. The article suggests: • Putting community members at the heart of learning and research approaches helps to amplify marginalized voices and emphasize their needs and choices. • The political and economic atmosphere of a refugee setting can change rapidly. In such circumstances, community-based research can be vital to policymakers that seek to understand emerging concerns and issues. • Community-based experiential education and research approaches hold potential to promote grassroots leadership among refugee youth in situations of protracted displacement. • Strengthening the capacities of community researchers is crucial to this approach. Community researchers often lack language skills, especially writing and reading, and translating from local dialects to English or any other preferred language. The acquisition of research skills can also pave a durable and critical pathway toward meaningful youth engagement. • Trust and familiarity between refugee interlocutors and researchers require long-term engagement. Creating a culture of mutual respect and dignity is of utmost importance. The community expects researchers to respect their religious beliefs and cultural values. • The two-way exchange between community researchers and respondents enhances the learning process and can help discover areas for further inquiry.

1838. Between Humanitarian Assistance and Externalizing of EU Borders: The EU-Turkey Deal and Refugee Related Organizations in Turkey

Abstract:: This paper examines whether multilevel transnational cooperation makes a difference in refugee protection, especially in protracted displacement. In response to the forced migration of millions of Syrians to Turkey starting in 2011, the EU and Turkish government published a joint statement in March 2016. The so-called EU-Turkey deal (EUTD) provided a substantial flow of money (EUR 6 billion in four years) from the EU to Turkey. In return Turkey had to commit to contain and control migration movement toward the EU. In social science, there are quite diverse evaluations of the EUTD. Whereas some studies focus on its effectiveness and efficiency in reaching the outlined goals, other publications stress its geo-political effects on migrants’ mobility and (externalized) border control. Meanwhile some studies look for points to improve the EUTD while others criticize it fundamentally. This article analyzes the involvement of different types of international governmental and non-governmental organizations (IGOs and INGOs) in the four main action fields of the EUTD and its implicit side effects on the Turkish regime of migration management. It first summarizes some crucial findings and pending questions in the social science literature. Based on analysis of available documents and our own interviews in Turkey, we then shed light on the organizations involved in the implementation of the EUTD and its effects on the Turkish regime of refugee protection. In 2022, Turkey hosted some 3.7 million Syrian refugees of a total of almost four million registered international forced migrants. The EUTD of 2016 was mainly a response by the EU to the large numbers of Syrian refugees arriving in its members’ territories. When more than 1.2 million asylum seekers were registered in the then EU-28 in 2015 alone — more than twice the number in the preceding year — some EU member states (MS) negotiated with the Turkish government (Eurostat 2015, 2016). Based on a meeting of the European Council and its “Turkish counterpart” the so-called “EU-Turkey statement” was published on March 18 in 2015 (European Council 2016). From the very beginning, this EUTD was controversial — both in public discussions and in the social science literature. Was it primarily a payment from the EU to the Turkish government for externalizing its responsibilities of refugee protection? Or was it an appropriate measure for sharing the burden of an urgent humanitarian crisis? Was the money spent for refugee-oriented humanitarian aid and development expenses or was it instrumentalized by the Turkish government for its own ends? How did refugee related IGOs and INGOs participate in the management of the EUTD? In the following sections, we focus on some selected aspects of the role of national and international, governmental and non-governmental organizations active in the field of refugee protection, specifically the role and cooperation dynamics of these refugee related organizations (RRO) in implementing the Facility for Refugees in Turkey (FRIT) as part of the EUTD. Based on expert interviews in Turkey and an analysis of spending under the EUTD, the paper analyzes (1) how the landscape of RROs developed in the context of the EUTD, (2) how the budget of the EUTD was spent, and (3) how the cooperation between these RROs developed. The paper adds new insights into the contradictory dynamics between organizing services for refugees and controlling and containing refugee movements to the EU, between assisting and instrumentalizing forced migrants in Turkey, and between humanitarian aid and development activities. Especially the last point is relevant for contexts of protracted displacement as instruments of immediate humanitarian assistance have to be combined with means of longer-term development. From a perspective of organizational sociology, it argues that the EUTD contributed to a multi-level transnational organizational field of refugee protection, where collective and corporate actors relate in conflict and cooperation between the poles of rational self-interests and mutually recognized norms, between control-oriented state authorities up to grass root action networks. Analysis of the EUTD enables us to draw out specific insights and practical lessons for a broader audience. Before presenting our own empirical findings we first will sketch out the broader landscape of social science research and analysis of the EUTD.2

Abstract:: This research aims to study how Turkey and Pakistan (the world’s largest refugee hosting countries) have reacted to and managed protracted refugee challenges. In the context of Pakistan, the study explores the Afghan refugee influx since the late 1970, while for Turkey the focus is on the Syrian refugee inflow since 2011. While cognizant of contextual differences (time and space) between these two countries, we aim to comparatively explore policies, best practices, and short and long-term solutions developed to protracted displacement issues in each country. To do this we intend to comparatively explore the role of institutional environments and the international refugee regime in resolving protracted refugee issues in a chronological sequence. First, we investigate how each state’s “open-door policies” toward the first influx of refugees evolved into ad-hoc solutions in the course of protracted displacement. Second, we comparatively assess multilevel integration approaches and solution strategies at the macro (states and their cooperation with countries of origin and inter-governmental organizations such as the UN High Commissioner for Refugees (UNHCR) and International Organization for Migration (IOM)), meso (interventions/implementations), and micro levels (civil society and refugee-led initiatives). Third, we examine how refugee policies in each country are negotiated with national and international humanitarian and refugee agencies, including regional organizations and countries of origin. Theoretically, this article is grounded on a macro structural approach (state’s international humanitarian obligations and responsibilities), refugee diplomacy (state’s use of diplomatic tools, process administering refugees), and management theories.

1840. A Development Approach to a Protracted IDP Situation: Lessons from Azerbaijan

Abstract:: This article highlights the realities facing Azerbaijan’s internally displaced persons (IDPs), living in a state of protracted displacement. It argues that the World Bank’s development approach to the IDP population in Azerbaijan and to IDP populations elsewhere has likely done more for these populations’ long-term welfare and prospects than exclusively humanitarian approaches could have accomplished, even though displaced peoples have traditionally been presumed to be the responsibility of the humanitarian community. The article begins with a brief discussion of the differences between refugees and IDPs and between humanitarian and development approaches. It then outlines a history of the conflict between Azerbaijan and Armenia over the contested region of Nagorno-Karabakh which, in the early 1990s, produced upward of a half-million Azerbaijani IDPs. Next, the article discusses some of the realities (economic, social, and mental health, among others) that confronted Azerbaijan’s IDPs 15 years into their displacement. It focuses on a community of IDPs who lived in a temporary-turned-long-term “collective center” on the outskirts of Azerbaijan’s capital of Baku. Finally, the article discusses one of the World Bank’s projects in Azerbaijan with IDPs. The article concludes with policy recommendations on the way future scholars, practitioners, and policymakers should be trained to understand and approach IDPs. More broadly, it recommends that combined humanitarian and development approaches to IDP situations should become the norm. This seems imperative given that the number of IDPs displaced by conflict and violence world-wide has increased each year for more than a decade, while the ability of IDPs to avail themselves of traditional durable solutions has not kept pace.

Abstract:: In March 2022, the Center for Migration Studies of New York (CMS) released a request for papers (RFP) for a special issue of its Journal on Migration and Human Security (JMHS), devoted to identifying solutions to situations of protracted displacement. The co-editors selected 10 papers for this special issue by authors from a dozen countries, including two refugees. The papers cover several large populations in protracted displacement, as well as other less-publicized groups. The former include: • Rohingya refugees in Cox’s Bazar, Bangladesh; • Internally displaced persons (IDPs) living on the outskirts of Baku, Azerbaijan; • Afghans in Pakistan since the 1970s; • Syrians in Turkey since 2011; • Syrian, Iraqi, Yemeni, Sudanese, Somali, and Iranian refugees in Turkey, Jordan, and Lebanon; • IDPs and Venezuelan migrants in Colombia; • Somali refugees in Ethiopia and Kenya; • Central Americans seeking protection in Mexico and the United States; and • IDPs in Northern Mexico who have been displaced and stranded due to violence, deportation, and US and Mexican asylum policies. This paper introduces and integrates the themes and recommendations from this special issue. Section 1 provides a short overview of the scope, growth, and consequences of protracted displacement. Section 2 situates this phenomenon in a legal context and examines traditional and complementary solutions to displacement. Section 3 outlines topline findings, recommendations, and cross-cutting themes from the special issue. Section 4 offers conclusions and final reflections.

Abstract:: The Ganja gap is the border space comprised between Azerbaijan and Georgia. This connection between these two countries represents a strategic zone due to the proximity of another axis of allies: Armenia and Russia, which are separated by the Ganja gap. Moreover, Ganja is the strategic path from Europe and the Black Sea to the Caspian Sea and Central Asia, which also entails not only commercial and military transits but also the connection of the Turkic world between Türkiye and Central Asia. The complex relations of the actors surrounding the Ganja gap warn this space of a potential conflict: the North Atlantic Treaty Organization (NATO) membership of Türkiye, its close relations to Azerbaijan, the aspirations of Georgia to become a member of this alliance, opposed to Russia’s intention to control its near abroad. Because of this, the control of this space represents a potential space of clash between military alliances. The Russian invasion of Ukraine has changed the conception of the European Security scenario, leading Ukraine, Moldova and Georgia to apply for European Union (EU) membership, being the former two official candidates, changing EU relations with Türkiye and creating some grey zones in the post-Soviet space. These grey zones are blurry spaces where peace is not guaranteed though there is no war situation – but could potentially evolve as such, as it happened in Ukraine in recent years. This contribution analyses the Ganja gap: its territory, and geopolitical context and discusses the new security scenario and the grey zone concept. It finally delivers some conclusions aiming to provide security by emphasising the strategic location of Ganja Gap and its implications for the whole region.

Abstract:: This article provides an overview of Euroscepticism at the domestic and European levels. The study also aims to explain how the concept of Euroscepticism finds its response in the European parliamentary elections. It aims to make a two-fold contribution to the study of Euroscepticism. First, within the scope of party-based Euroscepticism, the relationship between loyalty to the national party and loyalty to party groups after being elected as a Member of the European Parliament will be examined. Second, these loyalties will be analyzed within the framework of Eurosceptic policy issues. Thus, the stance of Eurosceptic parliamentarians in the roll call votes will be investigated from the perspectives of the arguments of both their national parties and the European Party Groups (EPG). In the study, the voting tendencies of Eurosceptic parliamentarians on issues focusing on Euroscepticism were analyzed. Thus, the level of loyalty of Eurosceptic parliamentarians at the national or European level in the European Parliamentary elections will be examined and tried to be revealed.

Abstract:: After the Russia-Ukraine war, energy politics has become a subject of security studies due to the European states' energy dependency on Russian natural gas. With the Russia-Ukraine war, Eastern Mediterranean gas has become more critical for the EU's energy security. However, the ongoing disputes and impossibilities regarding the transfer of Eastern Mediterranean gas to Europe have opened the door for the actors to re-evaluate the securitized energy relations. Turkey has been securitizing discovered energy resources in the Eastern Mediterranean with discourses on the violation of its maritime sovereignty and ignoring the Turkish Cypriots by the actors in the region. This paper argues that Turkey's energy politics in the region tends to take the opposite direction, from securitization to desecuritization. Turkey's decades-long energy hub projects will serve to this end and gain more importance for Europe. In this sense, Turkey accelerated its desecuritization initiatives by taking normalization steps with the regional actors Israel, Egypt, and Greece, against which Turkey securitized energy resources.

Abstract:: Sexual and reproductive healthcare restrictions imposed by faith-based hospitals prevent women, sexual minorities, and gender minorities from accessing the full range of comprehensive healthcare. The share of faith-based hospitals in California has increased rapidly in recent years, but no analysis has been completed to understand their distribution and rate of growth. In this paper, we calculate the percentage of religiously affiliated acute, short-term hospital beds per California county. We find that faith-based hospitals have a majority market share in 17 out of 58 California counties. Furthermore, while the percentage of faith-based hospitals in these counties has remained relatively stable from 2000-2010, this proportion has increased tenfold in the past decade. Our data suggest that the expansion of faith-based healthcare systems in California presents a significant barrier to sexual and reproductive healthcare access.

Abstract:: Socioeconomic deprivation can create adverse conditions with direct impacts on the development of children. The Early Childhood Deprivation Index (ECDI) shows that there are significant differences in the extent of deprivation of young children (aged 0 to 5 years) among the counties in California. Our research shows that the cost of childcare forms a significant proportion of family income among low- and middle-income families. It indicates that families can pay for a high proportion of such costs if they could access the available federal and state government entitlements. A universal high-quality early childhood education system brings about an efficient way of providing the childcare without the unnecessary cost of employing a means-tested entitlement mechanism. However, even with universal early childhood education, families need support to be able to take advantage of the program, since pre-schooling will be on a voluntary basis. It is therefore important that in addition to providing education universally- communities, and the state make every effort to increase the ability of California families to benefit from this important opportunity.

1847. Alaska Electoral Reform: The Top 4 Primary and Ranked-Choice-Voting

Abstract:: Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

Abstract:: In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

Abstract:: This essay aims to clarify the most popular impacts of the COVID-19 pandemic and examine a future projection of Post-COVID-19 in Japan. This is based on interdisciplinary studies, particularly the literature survey on global governance in English and Japanese. Japan has consistently lived after WWII under the principles of freedom, democracy, human rights, and the rule of law. Given the challenges caused by the pandemic, it is unpredictable how much conflict between multiple powers will hinder national security and economic globalization. The following five actions should be executed: Japan should participate in international research activities to envision a future society, Japan should adopt a unique future concept to address ageing populations and social security reform in their international cooperation, a review of neoliberalism, construction of a society that can respond to societal risks, and political leadership and freedom of speech to deal with serious social risks should be championed.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: This article seeks to analyze how norms and procedures created in International Organizations spread to member states. More specifically, the analysis focuses on how changes in the training architecture for UN peace operations, driven by the Brahimi report, caused institutional and procedural changes on the administrative, political and military spheres in Brazil. Combining official documents and analytical literature, through process tracing, we find that the main causal mechanism observed was emulation, given Brazil’s desire to adapt to use the capacity building as a tool for international action.

Abstract:: One can mention that this essay is only a contribution for an urgent issue in International Relations that is igniting debates in part of the academic community and the press in general, Russian expansionism and its conception of international security that, in our view, can be defined as enlarged national security. For Moscow, the dividing line between the international and the domestic whereas considering this issue is very thin4. This is why it is not a part of our objective to exhaust such a broad and complex topic, but to present some of its features.The period analysed in this article begins in 1991, with the demise of the Soviet Union, till January 2022, that marks the beginning of military exercises in some parts of Ukraine, namely the Donbass region, promoted by Putin ́s government. Our theoretical and methodological framework is based on classical and contemporary geopolitical literature, Halford Mackinder and Zbigniew Brzezinski, and International Relations realist thinkers such as Henry Kissinger and John Mearsheimer. Nevertheless, that does not mean that we will not be able to reference some liberal authors, such as Francis Fukuyama and Joseph Stiglitz.Apart from this Introduction, our essay is divided as such: a first part in which we propose a brief review of the concept of doctrine, as used by interstate politics and the State ́s national power principle. Following, we present an analysis of the Putin Doctrine, seen as both a result and as a drive for Moscow ́s revisionism in the face of the current geopolitical balance. In the third part, we examine some passages of the 1990s and of this emerging system, as an era of globalization, liberalization and “shock therapy” that disturbed the Russian quantum. Last, but not least, in our Final Thoughts some reflections will be brought.

Abstract:: As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). Abstract:: Foreign policy cannot be dissociated from what we call the theory of international relations (Holsti, 2015). Relations between Jordan and the United States go back to 1949 when diplomatic relations were first established. The United States contributed to providing economic and military assistance to Jordan for the first time since 1951 and 1957, respectively, and has continued until now. The United States and Jordan share the common goals of a comprehensive, just, and lasting peace in the Middle East and to end violent extremism that threatens the security of Jordan, the region, and the world at large. The peace process and counterterrorism between the two countries aid American interests. The United States has helped Jordan maintain its stability and prosperity through military assistance and close political cooperation (Bush, 2009).This study examines the United States foreign policy towards Jordan from 1990 to 2017. This period witnessed important regional and international political events that significantly impacted American foreign policy in the Arab region and the United States - Jordan in particular. The political events covered in the study have the greatest impact on the development or decline of relations between the two countries in terms of politically and security aspects.

Abstract:: The direction of the Islamic Republic of Iran’s foreign policy has been a source of argument among scholars since the establishment of the revolutionary regime in 1979. Iran’s foreign policy just like its revolution is still a mystery to many researchers as it is difficult to find an appropriate theoretical framework for it. Revolution and how revolutionary states such as China and Cuba view the world and build their foreign relations with other nations have been long discussed in the works of prominent scholars including Leng (1972), Armstrong (1993), Walt (1996), Halliday (2002), and Doma-Nguez & Domínguez (2009). However, what makes the foreign policy of revolutionary Iran different from other revolutionary states (mostly Marxist revolutions) and, therefore, more confusing to study, is the Shi’a Islamic nature of it.

Abstract:: To examine the challenges and risks arising from the Belt and Road Initiative, this article, in its initial section undertakes a case study of Venezuela in explaining the probable debt-trap situation arising in the Latin American region. Following it, the next section examines the risks arising from BRI from the perspective of dependency theory. It is observed that the US has taken the Latin American region for granted. However, China appears to encroach into what the US considers as its backyard. With this hindsight, China’s increasing involvement in the region is dichotomously analyzed to ponder whether it is a strategy to gain influence or an extension of peaceful rise in the third section. China’s post-pandemic investments in LAC have been analyzed to enhance the argument of a tussle between the US and China. This provides a clear picture of how the two global economic giants are scrambling their money to sustain their influence over LAC. Finally, digital geopolitics has also been considered in explaining the risks and challenges of BRI. It is observed that without any data regulation regime currently across the world, would end up LAC states into what we call data-trap. As all the above is considered, it cannot be ignored that the future of geopolitics is no more validly explained through hegemonic stability theory or hierarchical structures. It is either going to be a horizontally varied power poles anchored to the regional institutions or going back to the idea of sovereignty as the main concept

Abstract:: Cold War has returned to dominate international politics. Expectations that the end of the Cold War in 1989 would lead to a more inclusive and comprehensive peace seems to be practically failed, and instead, by 2014, the centenary of the start of the First World War, Europe was once again wracked by conflict. On the one side, the U.S.-led Political West shaped by the Cold War remained the main protagonist. In contrast, on the other hand, a much-weakened Russia took the place of the former Soviet Union, now accompanied by a China intent on restoring its status as a great power. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Abstract:: Among the many competing narratives that drive the war in Ukraine, the healing of the Ukrainian people themselves is often overlooked. That is because current Western policy overlooks the Other Ukraine, whose disagreement with the policies of the Ukrainian government since 2014 led up to this conflict. The Western response to Russia’s invasion has been tailored to punishing Russia, but not necessarily to healing the domestic tension within Ukraine. Abstract:: The Cold War bipolar order was characterized by two camps isolated from each other, competing along four dimensions: global governance, security, economics, and ideology. The end of the Cold War, with the Soviet Bloc collapsing, did not produce a U.S.-dominated unipolar but a multi-centered world. The Americans, losing power and influence and the Russians to restore their superpower status have been trying to reconstruct bipolarity. Abstract:: The War in Ukraine signals a return to the sphere of influence politics and great powers’ use of military instruments against their weaker neighbors. The consequences for small states are negative. Although some small states will find new opportunities for hedging and brinkmanship, most small states will see their chances of shaping international agendas reduced as they increasingly focus on defensive aims. To meet these challenges small states must work together to promote their shared interests: 1) A modus vivendi between the great power, which minimizes the risk of great power war as well as the annexation and invasion of smaller states, 2) a rule-based international order; 3) a relaunch the United Nations as the central arena for debates on international society among sovereign states.

Abstract:: Western officials and media have portrayed Russia as a rogue state that seeks to undermine the fundamental foundations of the Western lifestyle, which are based on democratic and liberal principles, especially more since the invasion of the remaining Ukrainian territories began on 24 February 2022. According to this perspective, Russia allegedly launched its strike to prevent Ukraine from joining the club of liberal nations. This move would have been a clear message to any other post-Soviet countries, further strengthening Russian control over them. It would be unfair to completely dismiss this argument, yet, justifying the simplification of the procedure and the continuation of conflict on these reasons goes much beyond presenting the facts. A thorough examination of the many issues involved is necessary to comprehend the Russian motivations for the ongoing war. This calls for an in-depth analysis of the Crimean Question, focusing on how Russia uses demographics in its foreign strategy. In addition, within the broader context of The Russian World (Russkiy Mir) Vision, it is crucial to understand the relevance of Russia’s unique perspective on Ukraine. The objective of this study is to provide an analytical framework concentrating on these apparently most visible factors for Russia’s willingness to raise tensions in Eastern Europe further and invade the remaining territory under the sovereignty of Ukraine.

Abstract:: NATO’s eastward expansion was a fundamental geopolitical process that allowed countries to be prepared for the worst, the Russian revanche, by pursuing the best, the most successful path for democracy. Romania, which emerged from the tremendous communist Ceausescu regime, strongly wanted NATO membership and, after the first encouraging meetings in 1990, officially entered in 2004. However, Romania has been already back then contributed to many Western missions. Due to its geographical position, Romania is central to all NATO objectives. Now, Romania and Poland are the pivots of NATO’s defensive complex in the “postsoviet space”: Poland protects the Baltic Sea, Romania the Black Sea, where the Russian old-imperial appetites remain; Romania still defends the precious grain corridor. Furthermore, Romania is a “model ally”. There is a solid pro-Atlantic and pro-American sentiment in the country.

Abstract:: Bi-polarity, multi-polarity, the end of globalization, or Cold War v. 2.0. New explanations of world order abound. Often, they are asserted rather than reasoned by pundits looking for their 15 minutes of fame. This paper is much more modest. It eschews grand statements about world order. Rather we demonstrate that the future is far less clear cut and predetermined. Yes, a global binary is emerging around U.S.-China competition, but it is what we describe as fuzzy bifurcation. If our analysis is accurate, then it affects the behavior of other actors differently than a tight bi-polar system. In this paper we look at the implications of a fuzzy bifurcation of world order for that most important of alliances – NATO.

Abstract:: This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Abstract:: Using a literature-based review methodology, this paper examines the questions, fairness, and implications relating to the inclusion of the 14-Mile Area in the September 2012 Cooperation Agreement signed between Sudan and South Sudan. It finds that previous colonial arrangements and the subsequent inclusion of this area under the rubric of disputed territories muddied the waters, thus giving a wrong impression to the public about what was originally unintended and sanctioned. Second, it finds that the Malual Dinka community remains justified in arguing that the 14-Mile Area is undisputed. The fact that Arab nomads from Sudan have been permitted to enjoy access to the grazing and cross-border trade benefits does not confer right of ownership over the strip. Seen from this context, the article examines the implications of including the 14-Mile Area in the Cooperation Agreement and arrives at policy recommendations designed to ensure community resource management and investments in the area. Thus, the article advances not just community-to-community peace, but also regional peace and stability. It concludes by beseeching the governments of both Sudan and South Sudan to exclude the 14-Mile Area from any discussion of disputed areas of international borders. The article advocates that local communities should be given an unencumbered opportunity to manage issues of access to grazing areas by Sudanese nomads based on community-to-community negotiations, which have always been the tradition.

Abstract:: This article examines the input into the transitional justice discourse by civil society as a litigation actor in postcolonial Africa. It does not analyse all civil society litigation in transitional contexts in Africa, but rather uses some examples to point to different kinds of contributions. From the examples provided, one can affirm that civil society organisations (CSOs) are significant transitional justice litigation actors. This relates to civil and criminal litigation. With regard to criminal litigation, CSOs participate in formal processes in several ways, including pointing out due process flaws and turning over to the prosecution evidence of violations that they would have gathered during the conflict. Also, in the context of impunity and inadequate government policies, some CSOs have filled the accountability gap by resorting to civil suits and regional, exported and international litigation. These examples may offer useful insights into contexts where transitional justice initiatives are undertaken where there is no transition. In addition, the experiences may question whether compensation to victims of state-orchestrated violations of human rights which is achieved through non-governmental organisations’ initiatives constitutes transitional justice.

Abstract:: The Democratic Republic of the Congo (DRC) experienced a brutal colonial regime and a segregated judicial system with a weak educational system used to support colonial policies and a post-colonial legal framework designed to avoid prosecution for colonial-era crimes. Under such a regime, a broad range of violations were registered including about 10 million people who were killed. In the aftermath of the colonial era, the post-colonial regime did not sufficiently redress the situation through prosecution or meaningful reforms. Consequently, most of those atrocities remained unpunished. This study lists the main reasons for why the colonial-era crimes were not investigated which are linked to the gaps in the legal framework, the configuration of the judiciary, and an informal agreement between the DRC and the Belgian governments.

Abstract:: This study, based on Lederach’s conflict transformation (CT) theory, analyses the participation of the local church in CT of political crises in Zimbabwe at the grassroots level – from 2005 to 2020. It compares the CT interventions of one Pentecostal church denomination and of one African Independent Church denomination in the Dzivarasekwa suburb of Harare. A convergent parallel mixed methods design was used. SPSS software was used to analyse quantitative data while the NVivo application was used for qualitative data analysis. One key finding is that both denominations believe CT entails community engagement. Major challenges to local churches’ CT participation include financial constraints, repressive laws and church executives’ fear of victimisation. The study concludes that the impact of the local churches is low because their interventions are limited to congregation members and their immediate neighbours. Another conclusion is that CT is politicised in Zimbabwe, which restricts effective church participation. The study makes some recommendations to address this.

Abstract:: Globally, conflicts continue to change dynamics and increase in complexity, weakening the potential of various peacebuilding interventions, especially in the Global South. The Bawku crisis is a notable protracted conflict in Ghana and West Africa, which attracts enormous scholarly debates, especially on how to attain sustained peace in the area. However, there remains some important dynamics that are not significantly explored in the discussions on achieving sustained peace in Bawku. Drawing on in-depth field interviews, we present a new perspective on chieftaincy and landownership (and use), shifting from absolute control to a shared system, aimed at potentially resolving conflicts. The proposed shared political and landownership system also reveals important weaknesses relating to existing court verdicts and scholarly advocacy for a parallel system or the resettlement of the Mamprusi outside of the area. However, this empirical contribution offers a new possibility to resolve the Bawku crisis and similar challenges in Ghana and Africa.

Abstract:: Farmer-herder conflict is an age-old phenomenon, which is widely spread in the West African sub-region. Current studies on the Ghanaian farmer-herder conflict have emphasised the land-related conflicts between indigenous farmers and nomadic herders. It has focused especially on environmental scarcity and climate change approaches. However, this study adopts the political ecology framework to highlight land conflicts between migrant farmers and nomadic herders, two migrant groups that are considered “strangers” to the Kwahu Afram Plains District. The study contributes to the broader debates on farmer-herder conflict. It provides contrary evidence with regard to the popular notion in literature and theory about the prevalence of land insecurity among nomadic herders. The study argues that migrant farmers in the study area experience more land insecurity compared to the nomadic herders. This is because of their history of immigration, their relationship with the Kwahu landowners, which is driving the escalating cost of accessing land, and disputes between landowning groups.

Abstract:: The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

Abstract:: How does the 2020–2022 civil war in Ethiopia contribute to our understanding of the Responsibility to Protect (R2P) doctrine? This study seeks to revisit the debate over the effectiveness of the R2P doctrine in the wake of increased intrastate conflicts. The objective is to assess the dilemma that arises with the implementation of R2P when governments are involved in the conflict and the international community is reluctant or unable to intervene. The study adopts the systematic review approach (PRISMA) to identify the shortcomings, trends, and debates around R2P. It uses the Ethiopian civil war to contribute further to the existing body of literature. The paper finds that, indeed, the R2P doctrine is facing serious challenges with its implementation. It shows that when governments fail to acknowledge the other actors as legitimate combatants and instead describe them as terrorist groups, it becomes difficult to uphold the R2P doctrine. The paper also identifies a lack of leadership and coordinated efforts at regional and international levels as contributing factors, which further undermine the effectiveness of R2P. The paper concludes that the Ethiopian civil war exposes serious shortcomings in the R2P doctrine that need to be reviewed and reformed urgently. It proposes the adoption of a systems-thinking approach that can streamline the actors and processes of response during civil wars.

Abstract:: The African Union’s (AU’s) doctrine underlying Peace Support Operations (PSOs) highlights the fact that the AU should take the lead in providing political direction for all AU PSOs. This includes mainstreaming the standards and operating procedures applicable to the Protection of Civilians (PoC). The PoC guidelines mandate the AU to support and complement the efforts of the host state by enhancing its capacity to secure civilians and prevent abuse against them. The guidelines have allowed the AU to develop and grow its institutional capacity and emerge as the continent’s leading institution. It provides fragile member states with technical support through African led and AU-mandated missions (crafting the concept of operations, training and implementation and procedures for peace operations). However, little is known about how the AU transfers its PoC policy to member states during peacekeeping missions. This paper assesses the institutional capacity of the AU and its ability to influence specific national PoC policies and approaches through AU PSO and United Nations Peacekeeping Operations (UN PKOs). The paper highlights that although the AU has made progress in PoC policy, it has not been implemented effectively and practically in South Sudan and Somalia, despite being a significant priority for the organisation.

1891. Responding to Netflix's Stateless Series: Misrecognition and Missed Opportunities

Abstract:: The six episode Netflix series, Stateless, represents a missed opportunity to engage in vital public framing of statelessness. Rather than focusing on the lack of legal nationality, the series falsely equates statelessness with other rights issues central to migration detention. In this collaborative work between a stateless activist and an academic researcher, the authors use Stateless as a starting point for a broader conversation about words, definitions and representation. First, statelessness has partially emerged on the international human rights agenda, yet film and television attention could further foster mainstream understanding of this oft-ignored issue. Second, a critical assessment of the Stateless series highlights how it does (and mostly does not) engage with the issue of statelessness. Third, reflections and recommendations relate to why the series’ title is so problematic, what the media can learn from stateless people and what this conversation means for advocacy.

1892. The Racialised Non-Being of Non-Citizens: Slaves, Migrants and the Stateless

Abstract:: Proponents of barring the children of undocumented immigrants from birthright citizenship allege that the United States (‘US’) Constitution’s 14th Amendment was intended to give full citizenship to former slaves and their progeny, and not to benefit the children of foreign-born people. A real-world example that illustrates the dangers of so restricting birthright citizenship is the Dominican Republic, where legal measures have already excluded the children of out-of-status immigrants (who are mostly of Haitian ancestry) from eligibility for birthright citizenship. The effect of this has not been ethnically cleansing Haitian descendants from the Dominican Republic so much as confining them within the country as a stateless underclass of people. The Dominican case therefore shows that US opponents of birthright citizenship for the children of out-of-status non-citizens must answer to the danger that their proposal would create a legally approved hereditary underclass on US soil, more than a century after the abolition of chattel slavery.

1893. Great Power Politics: The Indo-Pacific, Southeast Asia, and the Global South

Abstract:: 2023 marks the 50th Year of ASEAN-Japan Friendship and Cooperation, and there are expectations that their relationship will be upgraded to a “comprehensive strategic partnership.” Given the good diplomatic, security, and economic relations between Japan and Southeast Asian states, ties are likely to be strengthened. However, Japan is now taking a more competitive strategy toward China, as indicated in the three security documents issued in December 2022, while Southeast Asian states generally continued the same strategic posture by which they have good relations with all great powers in the Indo-Pacific region. Also, while Japan issued the “New Plan for the Free and Open Indo-Pacific” that emphasizes the “Global South,” it remained silent about ASEAN centrality and unity in the Indo-Pacific, and it was unclear what roles Japan expects ASEAN to play. Although both Japan and Southeast Asian states need to adjust their roles in the Indo-Pacific region, it remains to be seen whether the 50th anniversary becomes an opportunity for clarification.

Abstract:: Perhaps more than any other time in their respective histories, the trajectories of China and Russia were separated by choices in national strategy. A year into Russia’s “special military operation” in Ukraine, the war bogged down into a stalemate. Meanwhile, China embarked upon a major peace offensive aimed at Europe and beyond. It was precisely during these abnormal times that the two strategic partners deepened and broadened relations as top Chinese leaders traveled to Moscow in the first few months of the year (China’s top diplomat Wang Yi, President Xi Jinping, and newly appointed Defense Minister Li Shangfu). Meanwhile, Beijing’s peace initiative became both promising and perilous as it reached out to warring sides and elsewhere (Europe and the Middle East). It remains to be seen how this new round of “Western civil war” (Samuel Huntington’s depiction of the 1648-1991 period in his provocative “The Clash of Civilizations?” treatise) could be lessened by a non-Western power, particularly after drone attacks on the Kremlin in early May.

1895. The Return of Shuttle Diplomacy

Abstract:: In March 2023, Japan and South Korea had a long-awaited breakthrough in their bilateral relations, which many viewed as being at the lowest point since the 1965 normalization. On March 16, South Korean President Yoon Suk Yeol and Japanese Prime Minister Kishida Fumio held a summit in Tokyo and agreed to resume “shuttle diplomacy,” a crucial mechanism of bilateral cooperation that had been halted for about a decade. Behind the positive developments was President Yoon’s political decision on the issue of compensating wartime forced laborers. The two leaders took steps to bring ties back to the level that existed prior to actions in 2018 and 2019, which precipitated the downward spiral in their relationship. Japan decided to lift the export controls it placed on its neighbor following the South Korean Supreme Court ruling on forced labor in 2018. South Korea withdrew its complaint with the World Trade Organization on Japan’s export controls. Less than a week after the summit, Seoul officially fully restored the information sharing agreement (GSOMIA) that it had with Tokyo. They also resumed high-level bilateral foreign and security dialogues to discuss ways to navigate the changing international environment together as partners. The big question now is whether this trend of restoring and expanding bilateral cooperation would continue throughout and beyond the Yoon presidency. In South Korea, critics argue that his handling of the forced labor issue is not a lasting solution to historical issues with Japan. The breakthrough was not a product of any major change in South Korean public sentiment toward Japan’s past wrongdoings. Nor was it a product of changes in the Japanese position on outstanding bilateral historical and territorial issues. Both the Japanese and South Korean governments, however, feel the urgent need to cooperate for their own national security, and for economic reasons. Whether the advances in the first four months of 2023 will be short-lived or the start of a new partnership and reconciliation will likely depend on how much understanding they both show in seeing things from the other’s perspective and how willing they will be in accommodating the other’s political needs.

1896. Deepening Suspicions and Limited Diplomacy

Abstract:: China and South Korea began 2023 with the temporary imposition of tit-for-tat restrictions by both governments on travel to the other country after China lifted its zero-COVID policy. Although the restrictions proved temporary, they pointed to the reality of a sustained downward spiral in China-South Korea relations accompanied by increasingly strident public objections in Chinese media to the Yoon Suk Yeol administration’s steps to redouble South Korean alignment with the United States regarding Indo-Pacific strategy, supply chain resiliency, and shared values. South Korean Minister of Foreign Affairs Park Jin’s congratulatory call to newly appointed Chinese Minister of Foreign Affairs Qin Gang on Jan. 9 was one of the few positive senior-level interaction between the two countries in early 2023; by the end of April, the main diplomatic interactions between China and South Korea had devolved into a dueling exchange of private demarches and public assertions that the other side had committed a “diplomatic gaffe.” As Yoon took steps to strengthen South Korean ties with NATO, stabilize relations with Japan, and upgrade efforts with the US to deter North Korea from continued nuclear development, Chinese criticisms of South Korea became increasingly ominous. They culminated in a stern Chinese diplomatic response to Yoon’s interview with Reuters on April 19 in which he characterized a possible cross-strait conflict between mainland China and Taiwan as a global security issue. Meanwhile, the 75th founding anniversary of North Korea’s Korean People’s Army (KPA) in February and China’s National People’s Congress (NPC) confirming Xi Jinping’s third term as president in March drove symbolic exchanges of support between Chinese party-state and military leaders and their North Korean counterparts. The continued lack of a unified UN response to North Korean missile provocations renewed calls for Chinese “responsibility” and “influence” and Beijing’s reassertions of Pyongyang’s own “insecurity.” The arrival of Chinese Ambassador to North Korea Wang Yajun in Pyongyang, delayed for two years following his appointment due to pandemic-related quarantines, may presage a broader opening for China-North Korea humanitarian exchanges alongside concerns about North Korea’s ongoing military development.

Abstract:: The first four months of 2023 brought no progress or respite in inter-Korean relations. Pyongyang sent no further drones into Southern airspace as it had in December, but continued to rattle Seoul with tests of advance weaponry and ever more lurid nuclear rhetoric. South Korea hardened its language and stance, with a restored emphasis on human rights in the North—now officially defined as an enemy once more. ROK President Yoon Suk Yeol also found enemies within: leftists who made contact with the DPRK in third countries were no longer ignored but prosecuted. More ominously, so were four top officials who served the previous president, Moon Jae-in, over how they handled two difficult inter-Korean incidents in 2019-20. Elsewhere, Seoul complained in vain about Pyongyang’s abuse of its assets in two defunct joint ventures: stealing some, destroying others. Soon after, the North stopped answering the phone. It is hard to see how North-South relations will improve, but all too easy to imagine them getting even worse.

1898. Confrontation Muted, Tensions Growing

Abstract:: As 2023 began, cross-Strait confrontation was muted. Travel began returning to pre-COVID levels across the Strait and between the mainland and Taiwan’s offshore islands. At China’s annual National People’s Congress, outgoing Premier Li Keqiang and reanointed President Xi Jinping eschewed inflammatory rhetoric about reunification with Taiwan. Taiwan and the US kept Taiwan President Tsai Ing-wen’s transit of the US low-key. Tsai met House Speaker Kevin McCarthy in California, deflecting the speaker’s expressed interest in visiting Taiwan and avoiding the destabilizing Chinese military exercises around Taiwan that followed Speaker Pelosi’s visit last August. Despite this calm, seeds of confrontation proliferated. China cut a communications cable to Taiwan’s offshore islands and announced a coast guard drill to inspect commercial shipping in the Taiwan Strait, both interpreted as practice for gray-zone coercion. China persuaded Honduras to sever its longstanding diplomatic ties with Taiwan. Taiwan increased its military budget and expanded training with US forces. Former Taiwan President Ma Ying-jeou visited China and met Chinese officials, endorsing the 1992 Consensus and signaling that the upcoming election campaign for Taiwan’s president will again offer two very different visions of Taiwan’s future relationship with mainland China.

1899. China Strengthens Regional Leadership Countering US Challenges

Abstract:: Southeast Asia featured prominently in Beijing’s increasingly strong international efforts to portray China as a source of strategic stability and economic growth with comprehensive global governance plans supportive of interests of developing countries and opposing the United States. These efforts intensified after the landmark 20th Party Congress in October and the 14th National People’s Congress in March. They were reinforced as Xi Jinping emerged from COVID restrictions and preoccupation with domestic matters to engage actively in summitry with leaders of Vietnam, Laos, the Philippines, Cambodia, Malaysia, and Singapore. China’s economic importance for regional countries grew as did its dominance over the contested South China Sea. Its show of force against Taiwan in April had little discernible impact on China-Southeast Asia relations, while notable US advances in military cooperation with the Philippines warranted Chinese warnings that escalated during the reporting period.

1900. Washington Zeroes in on Manila

Abstract:: With an apparent renaissance in the US-Philippine alliance, spurred by rising tensions in the South China Sea and the Taiwan Strait, the Biden administration ramped up diplomatic activity with Manila as the two countries moved toward an official visit from President Ferdinand “Bongbong” Marcos, Jr., in May. At the same time, the 42nd iteration of Cobra Gold, which returned to full strength for the first time since the 2014 coup in Bangkok, suggested momentum in the US-Thailand alliance, albeit with a lower profile. While the international environment continued to be roiled by US-China rivalry, the Russian war in Ukraine, and high food and commodity prices, Southeast Asia’s own internal turmoil was evident. The junta in Myanmar extended the state of emergency and stepped up aerial bombing of areas held by the opposition and armed ethnic groups. As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions—Hanoi with an anti-corruption purge and Bangkok with the launch of general elections—while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain re-election in July. As Southeast Asian leaders work to grow their economies in the wake of the COVID-19 pandemic, competition among them to attract foreign domestic investment is intensifying, particularly in technology and electric vehicles. In the meantime, the region awaits the conclusion of negotiations for the Indo-Pacific Economic Framework (IPEF), which will offer insight into Washington’s vision of an economic order for the region.
