Abstract:
This paper employs the term ‘Alawization’ to define the prominence of members of the Alawi community in positions of power across Syria, a process that has already been noticed by some scholars, but that has not been named until now. We intend to answer the following questions: is there a process that can be called Alawization happening in Syria? How could Alawization have become a political process in the country? How could this have evolved over time? And how is it perceived among practitioners of international relations? Essentially, the circumstances that could allow for this process to take place are embedded in Syria’s colonial period and its evolution is closely related to the rise of Hafiz al-Assad to power – launching an “Assad dynasty”, that continues ruling the country. Perception of this ongoing process was based, methodologically, on historical representations and was investigate d through semi-structured interviews with diplomats based at the UN working with Middle Eastern issues and/or that have already been assigned to posts in Syria. It concludes by suggesting that, albeit there’s recognition of this process, there is still disagreement on how it occurs and how widespread it is internally.

Abstract:
A condition of underdevelopment has marked the nations of the Global South since the Second World War. The search for development and for economic growth has made countries in the Global South dependent on global markets and international investment, and have made their environment and nature hostage to capitalist exploration. The process of development and of economic growth, coupled with the history of colonization and dependency present violent processes and structures that are source to conflict and instability all over the Global South. This article critically assesses the relationsh ip between underdevelopment and the exploitation of the environment in the Global South and the violent outcomes that it reproduces. It finds that conflict and violence are inherent to the capitalist model of development, instead of anomalies to the system. Building from the field of critical development and decolonial studies, this article proposes ways to overcome dependency to extractivism by looking at the alternatives ofanti-extractivism, degrowth and buen vivirto free both people and the planet.

1723. The Impact of the European Union-Mercosur Association Agreement on Gender Inequality: A Global South Perspective

Abstract:
Globalization and trade liberalization have wide-ranging effects on employment, labor security, the environment, leading to processes with uneven gender consequences. Departing from a feminist approach, this study analyzes the potential impact of the latest EU-Mercosur Agreement on gender inequality. This research conducts a qualitative case-study focusing on the Mercosur, where women face already strong structural economic inequality . It argues that the adoption of a gender mainstreaming approach is essential for promotion of an interregional trade instrument that contributes to women’s economic empowerment. The main findings reveal that the sectors affected by trade liberalization are sensitive to female participation. Yet, the analysis has shown that the draft text negotiated is blind the unequal opportunities that interregional trade liberalization poses to men and women, at least in the case of the Mercosur. As the document is pending ratification, it can be modified. Therefore, the EU and Mercosur still could adopt provisions that account for the uneven gender impact of the agreement, fostering gender equality in the global South.Keywords: Trade liberalization;Gender inequality;EU-Mercosur agreement;ResumoGlobalização e liberalização comercial têm consequências abrangentes para o emprego, segurança do trabalho, meio ambiente, levando a processos com impactos de gênero desiguais. Partindo de uma abordagem feminista, este artigo analisa o potencial impacto do último Acordo UE-Mercosul na desigualdade de gênero. Esta pesquisa realiza um estudo de caso qualitativo com foco no Mercosul, onde as mulheres enfrentam já fortes desigualdade s econômicas estruturais. Este artigo argumenta que a adoção de uma abordagem de integração de gênero é essencial para a promoção de um instrumen to comercial inter-regional que contribua com o empoderamento econômico das mulheres. As principais conclusões revelam que os setores afetados pela liberalização do comércio são sensíveis à participação feminina. Ainda assim, a análise mostrou que o texto negociado é cego no que tange às oportunidades e desafiosque a liberalização do comércio inter-regional representa para homens e mulheres, pelo menos no caso do Mercosul. Como o documento está pendente de ratificação, ele pode ser modificado. It has been almost a year since the events of January 6 shook the United States. In this month’s feature article, Matthew Kriner and Jon Lewis profile the Oath Keepers, an extreme far-right, anti-government group that allegedly played a key role in the insurrection at the U.S. Capitol. They write: “Since its inception in 2009, the group has used a warped sense of patriotism, loose enforcement of laws surrounding paramilitary activity, and America’s founding revolutionary spirit to justify anti-government mobilization. It consistently walked the edge of political violence before taking part in the January 6 insurrection. While the group claims to be ‘guardians of the republic,’ its principal target is the government itself—particularly entities representing perceived federal government overreach and vectors for tyrannical forces to suppress Americans’ natural rights.” With concern still high over the threat posed by the violent far-right in the United States and other parts of the world, H.E. Upchurch outlines the evolution of the “skull mask” neo-fascist network. Upchurch writes: “The backbone of the ‘skull mask’ transnational neo-fascist accelerationist network—whose nodes include terror groups such as Atomwaffen, the Base, and Feuerkrieg Division—is a group of organizations that grew out of Iron March, a neo-fascist web forum that was active from 2011 to 2017. The history of the Iron March network shows that violent extremist movements can develop from online communities even in the absence of a territorial base and without regular in-person contact between members.” This month’s interview is with Brigadier Rob Stephenson, deputy commander of NATO Special Operations Headquarters. Finally, Sofia Koller and Alexander Schiele examine the criminal justice approach to prosecuting women who left Germany during the last 10 years to join terrorist organizations in Syria and Iraq, including the Islamic State, and returned. They write: “Germany is one of the only countries that has successfully utilized aspects of international law to legally prove membership in a terrorist organization, especially in the case of returned women. It might provide a useful model for other countries in developing more effective prosecution of returnee cases in their respective legal systems.”

1725. Push, Pull and Falling out: Determinant Factors of Drop-out in Technical Training Institutes in Bhutan

Abstract:
This study determined the determinant pull, push and falling out factors that influenced students to drop out of Technical Training Institutes (TTIs). Institute was the agent for the push factor, while students themselves were agents for the pull factor. For the falling out factor, neither institute nor student was an agent, but the situations which are not in control of both. The study also further explored the dominant and the least prevalent factors that led the student to drop out from TTIs. The closed-ended dichotomous survey questionnaire was used for collecting data from drop-outs. Collected data were analyzed using the SPSS software package. The findings supported that pullout factors related to family played a prominent role in the complex sequence of events that factored into students’ decision to drop out. In contrast, falling out that encapsulated more of peer-related factors remained the most negligible prevalent factor. The result also pointed out that the accumulation of more than three individual factors caused students to drop out of TTIs. Furthermore, it was also evident from the outcome that poverty, lack of education and low social status of parents increased odds for a student to drop out.

Abstract:
An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

1727. Church of Woke: Next American Religion?

Abstract:
What does it mean to be woke? First and foremost, “woke” is a religious signal that you have heard the Good News and Seen the Light. Awakening means both witnessing revealed truth and experiencing spiritual transformation. Today this has taken the form of a collective enunciation: Of a new national church, reformed and transformed, to replace the original American sect, which is wicked and corrupted. In simple, practical terms, the Church of Woke is pledged to the destruction of Racism, Patriarchy, and Heteronormativity. The original national religion—often called American Exceptionalism—and the Church of Woke are locked in a victory-or-death struggle. To understand this, two points are essential. First: America is a religion. American life and politics function in a religious milieu.[1] That should not surprise. In 1967, American sociologist Robert Bellah declared a national “civil religion”[2]—yet “civil religion” is a pleonasm. Greek “politics” and Roman “civil” both refer to the city, the national community of Antiquity. Hence today, in our national city, all citizens are part of an American religious congregation. Second, the full faith conversion of an empire is a transformation. Our distant past records just such a shift. 1700 years ago an entire civilization—the sacred world of the Greco-Roman Mundus[3]—was overthrown and replaced by something new. This transformation was the work of three generations, from 313-380. The first generation converted a Roman emperor who declared tolerance toward Christians. The second marched steadily toward the persecution of “pagans.” In the third generation there was a counter-coup by the apostate emperor Julian. He failed. What followed was the total proscription of all pagans (or Hellénikos). Likewise, the Church of Woke has began its Long March to transform American life in the mid-1960s. Like Christianity, it has burrowed deeply into elite society and the institutions of state power. Now we are locked in a culminating phase. The third generation of Woke—true to Late Roman antecedents—must cast down the Pantheon of American Exceptionalism, of Founders and Heroes, establishing a new divine order that will wash away America’s sins[4] of Racism, Patriarchy, and Heteronormativity. What follows puts Late Antiquity and Today’s world side-by-side. The reason to do this is compelling. Simply, we are facing a potential civilizational discontinuity.

Abstract:
The quote above refers to the recurring dialogue between Miss Sophie, a sophisticated English lady, and her butler James in a British comedy sketch from 1963. Miss Sophie every year celebrates her birthday by holding a festive dinner for her friends, Mr. Pomeroy, Mr. Winterbottom, Sir Toby, and Admiral von Schneider. Unfortunately, Miss Sophie has long outlived all her friends, so she is the only one seated at the table; her guests are represented by her butler James, who ends up waiting on the imaginary guests and consuming all of their alcoholic beverages while toasting Miss Sophie. All four courses of the dinner follow the same pattern: Miss Sophie will choose the beverage that best fits with the course, followed by James asking, “The same procedure as last year, Miss Sophie?” and Miss Sophie answering, “The same procedure as every year, James!” The exchange might also be used to describe U.S. counter-terrorism strategy since the 9/11 attacks. Even though Presidents George W. Bush, Barack Obama, and Donald Trump could not be more different in terms of their political outlooks, personalities, and leadership styles, there has been a remarkable continuity in their approaches. Since 9/11, U.S. counter-terrorism policies have focused on externalizing the terrorism threat, designed to prevent the enemy from coming close to the U.S. homeland, by means of border security and surveillance measures, and tie them up offshore, either on far away battlefields, at Guantanamo Bay detention camp, or in other overseas prisons.

1729. Was Irving Babbitt an Educational Counterrevolutionist?

Abstract:
Admirers of the work of Irving Babbitt (1865-1933), the chief figure associated with an informal school of literary and social criticism called New Humanism, have long recognized that many of Babbitt’s critics have failed to take seriously—or even to understand—his ideas. According to the political philosopher Claes Ryn, for example, even during Babbitt’s lifetime “reckless distortions of his ideas gained wide currency.” The caustic debates surrounding New Humanism that took place in the early decades of the twentieth century, it seems, encouraged critics to contribute tendentious and careless appraisals of Babbitt’s work. Such partisan and misleading critiques continue to influence assessments of Babbitt today. The one hundredth anniversary of Rousseau and Romanticism, arguably the author’s quintessential monograph, provides an excellent opportunity to revisit assumptions about Babbitt’s ideas. This article will make the case that some scholars of American higher education have proved especially egregious distorters of Babbitt’s thought.

Abstract:
As George Washington contemplated attending the Constitutional Convention in 1787, he worried that if the meeting failed it would stain his reputation and jeopardize his place as father of the American republic. Given the support for and failures of the Articles of Confederation, Washington had good reason to worry that either the convention would not produce an alternative to the Articles or that it would produce one that was as ineffective and short-lived. However much Washington may have been motivated by vanity, he was predisposed to expect that failure was a common outcome of politics, in some cases because providence or fate controlled the outcome, not human agency. In instances when and to the degree that outcomes depended on human agency, Washington knew that human beings were prone to vices that were contrary to the higher ends of politics. Thus, he was not inclined to overestimate the possibilities of politics even though he had reasons to believe that providence was on his side
