Abstract:: At the changing geopolitical landscape with the Covid-19 pandemic scenario, the China-India tussle and scale of regional and global exposition has begun to display with certain consequences, which seems to shake the existing regional balance of power. A mounting political and military confrontation between these two powers as experts suggested could create a hurdle on regional-global stability and can strike on the path of globalization. With historical and existing context analysis, this paper explores that putting genuine differences aside, China and India being responsible stakeholders of the global community, can cooperate and contribute to regional and global peace and prosperity. This paper is based on qualitative research and explorative form in a pattern. This paper concludes that to reduce protracted political and border-related tensions, continuous institutional dialogue, regular communication, and formal-informal exchanges could be effective tools for a peaceful resolution. At this juncture, the competition and cooperation approach could be useful for fostering China-India bilateral relations, and this situation will help to address common challenges of the global community, restructure the global order, and re-adjust regional and global scenarios crippled by the Covid-19 pandemic.

Abstract:: The issue of the sea between Albania and Greece has been and continues to be an object of study for various authors. Research shows so far that many studies have tried to go slightly from the descriptive to the explanatory and analytical framework and have generally fallen into the ‘trap’ of subjective approaches creating the phenomenon of nationalism. That appears in different forms, damaging the spirit of friendship and cooperation between both countries. This paper analyzes relations between Albania and Greece and their evolution based on international acts until the decision of the Albanian Constitutional Court annulling the agreement between them on the issue of the sea as incompatible with the constitution in terms of absolute objectivity. The demands of the Greek state for extension with 12 miles under the magnifying glass of the interpretation of the norms of the international law of the sea, the principle of equality and equity are part of the insistence on gaining superiority in the sea area vis-à-vis Albania. All this leading to the dialogue for another treaty cooperation and friendship occupy a vital part of the facts, which constitute an ongoing open discussion about the future of the sea issue on the Hague International Court.

1303. A Prudential Personalist Ethical Appraisal of Human Cloning

Abstract:: Numerous uncertainties are hanging over the biotechnology of human cloning which has prompted medical ethicists and religious organizations to ask questions that bordered on its ethical and religious considerations. In cloning humans, ethical and religious issues arise both in its clinical and laboratory settings hence, the morality of manipulating human genes is the foremost ethical issue among scientists and religious scholars. Therefore, this paper evaluated the human cloning technology using the personalism and prudential personalism ethical-religious models to arrive at a workable moral paradigm. To achieve this objective, the paper employed the phenomenological and critical-literary literature review methods. The paper argued that previous ethical and religious researches have not adequately employed the ‘ideal’ ethical models to appraise the morality of human cloning hence; using the personalism and prudential personalism ethical-religious models were appropriate to reveal that every human life has worth and its commodification is an aberration. The paper concluded that based on the paradigm of prudential personalist ethics, cloning humans (especially, human reproductive cloning) negates respect for human life, human dignity, and communal goods hence it should not be practiced.

Abstract:: The complications of the Syrian crisis that has extended over six years are overseen on three distinct levels which are national, topographical, and global. A closer look at the situation in Syria in 2010/2011 will help explain why the regime has survived, the complexities of the situation in Syria, and what makes the search for a stable political settlement so difficult. The purpose of the present study is to highlight the nature of US engagement in the Syrian crisis which involves maintaining the US military presence for regional stability, ensuring the enduring defeat of ISIS, countering the future expansion of the Iranian influence and political settlement to the conflict, containing the Assad’s regime in the interim. By outlining various threats, issues, assessing the Syrian conflict and its key actors, this paper seeks to explain the US response to the Syrian crisis on basis of thematic analysis. In conclusion, the United States' foreign policy has continued in a region vital to its national security interests due to available oil, its impetus to protect Israel, to support security by retaining military bases, to preserve the position of the protectorate of client states, and friendly regimes, and to resist Islamic movements and terrorism.

1305. Russia and COVID-19: Russian Adaptive Authoritarianism During the Pandemic

Abstract:: This paper explores Russia’s response to Covid-19, with a focus on its implications for political freedoms and human rights across the country. It investigates the relationship between the pandemic and reinforcing authoritarianism in Russia. This paper is an in-depth case analysis that uses policy analysis and process tracing to examine Russia’s response to Covid-19 and its effects on Russian domestic politics. The study concludes that the Russian authorities have considerably abused Covid-19-related restrictive measures, not least through curtailing the freedom of assembly and expression. In doing so the Russian authorities have conveniently shielded themselves from mass protests amid constitutional amendments and upcoming legislative elections. Nevertheless, while the authoritarian practices that the Kremlin resorted to during the pandemic are not much different from those of other authoritarian regimes, they proved insufficient in curbing anti-regime dissent. This study inquires into the political repercussions of crisis management in authoritarian regimes and concludes that their authoritarian reactions lead to further crackdowns on civil liberties and political freedoms.

Abstract:: Egypt and Turkey makeup about half of the whole population of the Middle East and are the two leading nations in the eastern Mediterranean, including Iran as a whole. Both countries are now recognized as the two most tremendous modern military forces in the Middle East. Besides, Cairo and Ankara are major Muslim centers: the Al-Azhar Mosque in Egypt is the largest Islamic University in the world and a significant feature of Egyptian soft power; the historical association between Turkey and the last Islamic Caliphate is viewed in the region with great nostalgia. Given these similarities, a deep rivalry between the two countries exists around the world, while Ankara and Cairo have increasingly prevented overt aggression or conflicts. After the Arab Spring, tensions have intensified and, in effect, impacts Libya, Sudan, and the Eastern Mediterranean region. Along with the increased risk of an overt war between the two nations, the rivalry between Turkey and Egypt also challenges the delicate security of the Middle East. It indicates that it needs an international mediator to answer this thorny problem.

Abstract:: Since the beginning of the 2000s, China has embarked on an unprecedented path of economic development, as evidence of which is the largest economic project of the XXI century initiated by the People's Republic of China. The global Belt and Road Initiative announced by the first person of the country, Xi Jinping, is a shortened name of the ‘Silk Road Economic Belt’ and ‘XXI Century Maritime Silk Road’. It covers the Asia-Pacific, Europe, Central Asia, Southeast Asia, West Asia, and Africa and involves more than a hundred countries, international organizations, and leading economic actors. The main participants in the project are China, Mongolia, Russia, Azerbaijan, Belarus, Poland, Germany, the Netherlands, Kazakhstan, Kyrgyzstan, Pakistan, Bangladesh, Iran, and India. The article reviews the role of the Chinese project in a global context. The paper focuses on the role and purpose of Georgia in the Belt and Road Initiative. This study will try to reveal the results for the benefit of Georgia, which is one of the participating countries, and the role of China through research to be made from documents and academic studies on the subject. Georgia tries to conduct its relations with China, as a partner in the project, with a policy of balance without disturbing its relations with the West.

1308. The Challenges of Redressing Violations of Economic and Social Rights in the Aftermath of the Eurozone Sovereign Debt Crisis

Abstract:: The Eurozone sovereign debt crisis represented an occasion to assess whether the international, European Union, and national systems provide adequate remedies for violation of socio-economic rights caused by austerity measures. Victims of these violations tried to obtain a remedy by lodging complaints before national judicial organs, the Court of Justice of the European Union, international human rights bodies (such the UN Committee on Economic, Social and Cultural Rights, the ILO Committee on Freedom of Association and the European Committee on Social Rights), and the European Court of Human Rights. This article addresses whether one (or more) of these venues indicted adequate remedies of violations of socio-economic rights and whether these mechanisms could have adopted a different (and more human rights- oriented) adjudicative approach with the view of enhancing the effectiveness of socio-economic rights enshrined in international treaties. The paper assumes that the adequacy of the relief depends on two elements. The first is the collective nature of socio-economic rights, which requires structural or systemic remedies rather than individual ones. The second is the need to preserve States’ economic soundness in order to allow Countries to satisfy their international obligations, namely securing a minimum essential level of socio- economic rights and their progressive realization. Against these assumptions, remedies should benefit the victimized class as a whole, alongside avoiding major distributional or unintended consequences to the detriment of public finances. The investigation focuses on the case law and pronouncements concerning Greece, Portugal, and Spain. The paper reaches the conclusion that constitutional review of austerity measures is the most adequate and effective venue to address such sensitive matters. This is especially true where constitutional courts rely on international conventions protecting socio-economic rights as per se parameters of constitutionality or through consistent interpretation – viz. by construing the national bill of rights in line with treaty-based socio-economic rights.

1309. The Soft Touch of International Financial Regulation: Status, Flaws and Future

Abstract:: The 2008 global financial crisis focused attention on the relationship between the behaviour of international financial institutions and the rules they follow. Many banks in the US and Europe failed, in part, due to their inability to absorb the fallout of the US mortgage market collapse. If international financial institutions could not protect themselves from the cycles of the market, how come regulators were unable to do so either? The most relevant instrument of international financial regulation for understanding the 2008 crisis is the Basel Accords, the rules that specify how much capital a bank should always hold in reserve. However, these rules are ‘soft law’ and so, non-binding. It is a myth of course that soft law is the only way to regulate international finance, as many scholars argue. Despite numerous rounds of reform, the Basel Accords have always been inadequate. The purpose of this paper is to account for the flaws of the Basel Accords and the role that soft law plays in creating those flaws. This paper also analyses the competing theories behind the rise of soft law within financial regulation and the ‘political economy’ explanation is endorsed. The final section of the paper discusses the future of financial regulation and soft law, as well as highlighting innovations from outside the hard/soft law dichotomy and outside the Global North. This paper concludes by stating that the theory behind soft law does not play out in practice within finance and that it remains in place because it suits the interests of large institutions and powerful states. At the same time, a return to Bretton Woods or a new World Financial Organization is problematic and, as such, we must look beyond the hard/soft law debate and embrace the work of the Global South and East.

Abstract:: International legal scholarship and practice have reached a point where it is undisputed that the prohibition of genocide has the status of jus cogens and entails erga omnes obligations. It is, however, astonishing how little academic focus has been dedicated to the normative development leading to this extraordinary rank. In a legal regime with as little hierarchical structure as public international law, examining the birth process of such a norm promises considerable insights into normative formation in general and may inform jurisprudential theories on the nature of international law. This article illustrates the evolution of the prohibition of genocide by outlining the way to the 1948 UN Genocide Convention and the later interpretations of the norm. It traces the origin of the genocide prohibition to naturalistic ideas of overarching laws of humanity in international law and follows its development into the early 21st century. An analysis of international jurisprudence reveals that, after the jus cogens status of the prohibition of genocide and its erga omnes dimension had been settled, international judges handled the norm in a surprisingly lackadaisical and perfunctory manner. The very recent ICJ order on provisional measures in the Myanmar Genocide case potentially marks a return towards a deeper focus on moral facts determining the prohibition that point to naturalistic theories persisting, notwithstanding the positivistic mainstream approaches to international law. The article contributes to a more accurate picture of and greater academic interest in these naturalistic undercurrents.

Abstract:: This article draws attention to the need of a reform of the environmental protection by means of international criminal law as enshrined in the Rome Statute of the International Criminal Court. After giving a short overview of the contemporary environmental protection in war- and peacetime offered by international criminal law, it becomes clear that international criminal law fails to succeed at offering sufficient environmental protection. This paper outlines that there is no convincing reason for a differentiated approach in international criminal law to environmental damage in wartime and in peacetime, and that a shift from an anthropocentric to an ecocentric approach would positively contribute to a more effective protection of the environment. It is therefore argued for the introduction of a new integral and ecocentric international crime against the environment in the Rome Statute. The paper then elaborates on existing proposals on such a new crime against the environment before some proper observations on the exact contours of the crime are made. A focus lies on the new crime’s threshold of seriousness as well as on the necessary mens rea requirements. The insufficiency of the contemporary legal framework and the merits of a new crime against the environment are exemplified by an archetype example of peacetime environmental damage, the Chevron/Texaco oil spill scenario in Ecuador.

Abstract:: Gender equality is of paramount importance for a functioning democracy and for economic growth. It is a central tenet of human rights law and has seen significant developments on the legislative, judicial, and policy levels of the Council of Europe. Through a mélange of theory, legislation, and jurisprudential analysis, this paper will assess developments in the European Court of Human Rights’ approach to the issue of gender equality. This will be achieved through a survey of case law involving domestic violence, child-bearing, and the wearing of religious dress by women. The paper will demonstrate that, despite the existence of significant milestones in the ambit of promoting gender equality, and, notwithstanding effective advancements made by this body, particularly vis-à- vis domestic violence case law, improvements to its approach remain necessary. More specifically, on one level, the Court denounces and works against gender inequality and discrimination but, on another, consciously or unconsciously, its approach and findings are marred by its own stereotypes, patriarchal influences, misconceptions, and preconceptions about what gender equality actually is and how it should be pursued.

Abstract:: In the context of hybrid warfare, an urgent question arises as to the adequacy of responding to its challenges. Ukraine, the EU countries and NATO are facing new threats, which require democracies to make changes in military and political activities, to find new forms and methods of ensuring national security. Hybrid warfare as a form of undeclared war is conducted with the integrated use of military and non-military instruments (economic, political, informational and psychological, etc.), which fundamentally changes the nature of military struggle. Thus, the change in the nature of the current armed conflict and the hybrid aggression of the Russian Federation against Ukraine have created an impetus to accelerate transformations and structural changes in the security and defence sector of Ukraine. One of the priority areas of defence reform is the modernization of the management system of the security and defence sector in order to bring it in line with modern military conflicts, achieve interoperability of Ukraine’s defence forces, systematic transition to NATO standards (STANAG) in the organization, armament and training of troops (forces), as well as in the system of operational decision-making.Russia’s aggression against Ukraine has launched a process of destroying the system of European and transatlantic security. The Kremlin’s hybrid actions against Ukraine and other regional states are undermining stability in the area from the Baltic to the Black Sea, creating a serious challenge to peace and security in the region. Ukraine can become a powerful ally with significant military capabilities and invaluable practical experience, including in the field of combating hybrid threats, with successful reforms for NATO membership and a relevant consensus in NATO.

Its members have articulated a vision of the Islamic Republic that they feel committed to defending, becoming guarantors of the ideological purity of the regime whose supreme leader rests on its support, while increasingly depending on it to survive.

Abstract:: The purpose of this article is to review the works of several academics specialized in the matter of security, which the authors will use as an analytical setting and revision their outcomes to define and understand the concept of state capture. Once the concept of state capture is defined, then the case of Mexico will be analysed. This article intends to discuss several indicators regarding state capture such as the rule of law, how political violence has also influenced the issues of corruption, impunity, and mentions how money laundering prevention serves as a tool for tackling corruption. In order to grasp an understanding what state capture is, we must first develop conceptualizations of corruption, impunity and its classifications, the rule of law, and the state apparatus. This article intends to analyse the implications that all of the above might have with regards to a state captured democracy, from an academic approach.

Abstract:: With this article, we propose to reformulate the Regional Security Complex Theory, by Buzan and Waever, through a South American vision, with the time frame 2008-2016. To this end, we will analyse South America through Argentina, Brazil, and Colombia, and their forms of intra and extra-regional interaction, highlighting the Colombia-United States relations, and the South American Defence Council, of the Union of South American Nations. This article is divided into a first section marked by an understanding of the Regional Complex Theory, in which we present and discuss its theoretical elements and weaknesses, and propose theoretical changes that will guide our analysis. The second section contains information about the South American Complex in the academic view, focusing on the arguments of Buzan and Waever. In the third section, we present the South American Regional Security Complex restructured, as well as the analysis of its dynamics. The central argument of the article is the need to reformulate the Theory in question for a better understanding of the complexities and unique characteristics of South America.

Abstract:: En los últimos años, el concepto de “Antropoceno” y sus implicaciones teórico-prácticas han permeado la Teoría de las Relaciones Internacionales, y muy especialmente los estudios centrados en la seguridad internacional. Todavía escasas, la mayor parte de las reflexiones se circunscriben a trabajos de orientación teórica, aunque cada vez son más los que exploran su potencial para comprender casos, desafíos y conflictos concretos. Partiendo de la aceptación de que la actividad humana tiene un variado y profundo impacto sobre la ecología y la geología del planeta y, al mismo tiempo, del convencimiento de que la comprensión de la seguridad internacional contemporánea exige analizar la conflictividad con una nueva mirada que se haga eco de esta realidad, este artículo ofrece una aproximación eco-crítica a la dimensión medioambiental de los conflictos del Mar de China meridional. El análisis arroja dos conclusionesprincipales. La primera es que la naturaleza no sólo no está siendo objeto de protección en el Mar deChina meridional, sino que a menudo está siendo sacrificada en aras de acciones ligadas a la conflictividad (como la construcción de islotes artificiales o la militarización) y, lo que resulta más paradójico, de iniciativas orientadas al fomento de la cooperación y la resolución de los conflictos existentes (como los acuerdos para la explotación conjunta de las reservas pesqueras o de los recursos de petróleo y gas natural). La segundaes que, pese a la mayor sensibilidad que los Estados de los actores no estatales locales y regionales frente ala agenda de la transnacionalidad y a su énfasis retórico en los aspectos no convencionales de la seguridad, las diferentes estrategias de gestión y resolución de conflictos que han impulsado estos actores durante los últimos años también han relegado a la naturaleza y a las consideraciones ecológicas a una posición marginal.

Abstract:: The conflict in the Niger Delta region (Nigeria) has become one of the most environmentally and humanly devastating contexts on the African continent since the 1960s. The network of different actors involved in this context forms a complex web in which multiple and asymmetrical dynamics and interactions can be identified. From Jason Moore’s World-Ecology perspective (2015), the article suggests that this complex interaction should not be understood as a mere postcolonial episode in the context of globalisation, but as a historical network of relations. This network, in which human and extra-human natures are intertwined, is key to understanding the process of capital accumulation in the region and the resulting capitalogenic violencesince the 16th century. Against this background, the article also attempts to counter the tendency to interpret violence and social resistance in the Niger Delta region as mere criminal phenomena or from narratives such as the “resource curse” that has simplified the multidimensionality of violence. In this sense, the paper analyses the different forms, strategies and meanings through which local resistance movements have tried to safeguard and re-appropriate their livelihoods and the commons in recent decades in the face of the growing presence of multinational oil corporations.

Abstract:: The geological era of the Anthropocene is expected to trigger a paradigm shift across the natural and social sciences. Within International Relations(IR), the arrival of the planetary has generated various debates that range from questioning the very future of the discipline to proposals for how to fix IR. This article takes stock of different research perspectives from three disciplines, namely IR, Earth System Sciences and New Materialism/Posthumanism. With reference to these different perspectives, it examines the ways in which peace, conflict and security are related to the Anthropocene. This panoramic overview reveals also certain demarcations between the research approaches, disciplines and study fields, and aims to trigger future research on overcoming these boundaries of thought and push the research on Anthropocene thinking further.

Abstract:: Throughout the last two decades, numerous disciplines across the natural and social sciences have witnessed the increasing influence of an emerging set of contemporary theoretical trends that delve into the entanglements between the human and its material milieu (see Haraway, 2016; Latour, 2005).Beyond rigid attributed labels, including new materialisms,Actor-Network theory, speculative realisms and object-orientedontology, amongst others, the genealogy of these theoretical movements arguably traces back to the confluence of two mutually reinforcing processes. On the one hand, the current unprecedented techno-scientific progress in areas such as Earth System Sciences and Science and Technology Studies has led to compelling narratives on unsettling events, including the potential effects of global warming as well as the uncertain future implications of developments in fields as, for instance, Artificial Intelligence. As a result of these challenges and speculations, the hypothetical finitude of the human being on the planet, far from abstract apocalyptic discourses, has become a strikingly perceptible experience. In other words, the stories about the distinctive, superior and masterful character of the human on Earth increasingly seem to fade, and its future seems unquestionably inextricable from broader beyond-the-human phenomena(see Tsing, 2015).The present age in which the human has compromised its own existence, or at least its position of dominance, to anthropogenic processes that surpass the sphere of human control has been defined by many scholars as the Anthropocene (see Crutzen &Stoermer, 2000).On the other hand, the tenets of this growing theoretical rubric claim the exhaustion and incapacity of the post-positivist paradigm, arguably the dominant register within critical theory over the last forty years, as unable to provide analytical tools that enhance the comprehensive understanding of the repositioning of the human in the Anthropocene era(see Bryant, Srnicek &Harman, 2011).To be precise, the limits of textual, discursive and semiotic methodological techniques are exposed as insufficient to capture and examine how Anthropocenic processes of transformation are reconfiguring the role of the human on the planet, let alone the relations with its environment.

1323. Impacts of the Affordable Care Act Medicaid Expansion in California

Abstract:: We examined the impact of the Affordable Care Act (ACA) on healthcare coverage, access, health status, and affordability, as well as disparities in these outcomes by race/ethnicity among low-income Californians. We used nationally representative survey data from the Behavioral Risk Factor Surveillance Survey 2011-2019 and a difference-in-differences approach that compared California with nonexpansion states. We examined the impact of Medicaid expansion on health insurance coverage, having a usual source of care, self-reported health status, frequent (≥14) unhealthy days in the past month (physical, mental, and both), and foregone care due to cost. The sample population included low-income Californians (<100% of the federal poverty guidelines) aged 19-64 and low-income childless adults. Low-income adults, childless adults, and white childless adults in California saw post-ACA gains in six of seven outcomes, including a 7.7 percentage point increase in having a usual source of care for all low-income adults (CI: 0.051 to 0.104). Childless adult people of color (POC) reported significant improvements in three measures, with a 6.6 percentage point increase in having a usual source of care (CI: 0.013 to 0.120). All of the groups we examined had coverage gains, ranging from 3.9 percentage points for all low-income adults (CI: 0.013 0.066) to 8.4 percentage points for white childless adults (CI: 0.025 to 0.143). Additionally, all groups reported improved mental health, including an 8.2 percentage point decrease in frequent mental distress for childless adults (CI: -0.120 to -0.044). These findings indicate that the ACA coverage expansion benefitted the targeted population of low-income Californians. Additionally, the disparity between white and non-white Californians decreased for the unadjusted mean rate of having a usual source of care. However, unadjusted means showed that white low-income adults remained more likely to have health insurance coverage and a usual source of care compared with POC in both California and nonexpansion states.

1324. Saving the Census: Assessing Willingness to Participate in the Census

Abstract:: The decennial U.S. Census is intended to generate an accurate count of the population for use in allocating seats in the House of Representatives and distributing federal funds. However, individuals are less likely to complete the Census if they have privacy and confidentiality concerns. Previous research conducted on behalf of the U.S. government found that reassurances of confidentiality increased participation but not for items asking for sensitive information. In March 2018, the Trump administration announced its intention to add a citizenship question to the 2020 Census, raising concerns that the citizenship question might reduce participation among members of mixed-status households. In October and November 2018, while a legal challenge to the question was pending, we worked with three partner organizations within a faith-based non-profit community network to explore how best to encourage participation in the 2020 Census in hard-to-count populations in Southern California. Using a randomized field experiment with messages delivered using face-to-face canvassers, we find limited evidence that reassurances from the community organization about the confidentiality of information provided to the Census Bureau increased intent to participate in communities.

Abstract:: The COVID-19 pandemic is an unprecedented and ongoing calamity, laying bare the vulnerabilities of California’s public health and emergency response systems. Although youth confined in juvenile detention facilities are among those at highest risk of suffering from the effects of the virus, the plight of these young people has been largely invisible to the public and overlooked by the state. This article describes the unique dangers posed by the coronavirus to youth incarcerated in county-run detention facilities in California. It summarizes the policies and procedures necessary to protect the health and well-being of detained youth based on the recommendations of public health officials and youth justice stakeholders nationally. It then describes the county and state agencies whose coordinated action is essential to respond to COVID-19, the efforts of the authors and other California advocates to urge these government stakeholders to implement essential health and safety protocols, and the obstacles and challenges encountered. Those efforts met with a range of responses ranging from lack of certainty about authority to act to non-responsiveness. As a result, California failed to provide systematic guidelines for releasing youth from custody, proactively oversee conditions in detention facilities, report data in meaningful ways, or respond to concerns and complaints from youth and families. The article, finally, draws on the experiences of the past year and a half to offer recommendations for the systemic changes necessary to prepare for the next pandemic or similar public health emergency.

Abstract:: Pakistan and India have remained to be foes with a fixture and their competitiveness continues to grow within the Indian Ocean Region as well. This research paper focuses on comparing the Maritime Strategy of India and Pakistan in terms of their capabilities, strengths, weaknesses, threats, and challenges. Further in the paper with the help of literature review and interviews it is discussed how both the countries differ majorly and have more or less similar threats to face from each other whereas the ultimate goal of maritime strategy remains to be different for both. As the growing importance of sea is realized by the world leaders, Pakistan still faces a sea blindness in terms of resources and equipment. With this paper an analysis of budget, fleet and a comparison of objectives of both the navies is presented with a clear conclusion of who is winning the battle in the Indian Ocean. Robust and Multifaceted Pakistan Navy still has a long way to go to reach competitiveness able to be compared with India and should focus more on research, coordination, and planning.

Abstract:: Russia and China surrounding Eurasia, realizing Halford Mackinder‘s Heartland theory by integrating the Eurasian landmass. Economic, political and strategic complementarities between Russia and China plus geography are the integrative forces compelling both the powers to accommodate each other‘s interests and provide indispensable benefits to each other in the context of Eurasian integration. By developing both the components of cross border connectivity infrastructure i.e. hardware (Roads, Railways, Pipelines, Ports) as well as software (harmonization and coordination of policies, regulations) the dyad is turning the 21st Century into ―Eurasian Century‖. Historically, with the inventions of maritime (Sea lanes of Communication) transportation, the power shifted to Sea powers(West) as they controlled the main transportation routes. The development and hence control over the transportation routes over Eurasia will result into a power shift from Sea powers to land powers (Russia & China). Therefore the stakes are high for both the continental powers in integrating Eurasia. One is World‘s largest energy producer while the other is largest energy consumer. All this mean a permanent need for each other and long-term engagement for at least the rest of 21st century. This complementarily between Russia and China is also turning the heartland i.e. landlocked geography of Central Asian Republics into a blessing for these republics as opposed to the landlocked Afghanistan for which its geography turned to be a curse. Both consider Central Asia as their backyard and therefore unanimous on keeping the backyard stable and developed.

1328. Institutional Quality, Trade Openness and Economic Growth in South Asian Economies: Some New Insights from a Panel Data Analysis

Abstract:: The main aim of the present study is to empirically investigate into the question whether the Institutional Quality (IQ) and Trade Openness (TO) are competitors or complements in Economic Growth (EG) in case of sample South Asia Economies; “India, Bangladesh, Pakistan, and Sri Lanka”. The panel data for the period of 1984-2018 has been utilized. The Fixed Effects Model (FEM) estimation technique has been applied for empirical investigation. The empirical results of FEM confirm the positive and statically significant impact of IQ and Interaction Term on Economic Growth in sample countries. The positive significant results strongly supported the hypothesis of this study, the IQ and TO are complements in EG in the case of sample SAE. The IQ measure has also established positive and significant effects on EG while the TO has a negative impact. Based on empirical findings, this study recommends that the policymakers of sample countries should make policies that strengthen the IQ, in order to improve trade and, consequently, the EG.

Abstract:: The recent estimates suggest that South Asia is the least urbanized region in the world, however, Pakistan is one of the most urbanized countries in this region. Rural-urban migration is considered the main cause of urbanization and an inherent part of economic development process. Therefore, this study examines the determinants of rural-urban migration in Pakistan and utilizes two waves of Labour Force Survey of Pakistan (2006 & 2018). The study finds that there are various determinants of migration such as age, gender, marital status and education but higher levels of education appear to be important determinants of migration. This finding suggests that migration decision is positively linked to the human capital embodied in the individual. Therefore, policy makers should focus on the provision of higher education institutions. So, people may contribute to their own development as well as to the development of the country.

Abstract:: Afghanistan has been a center of a struggle between major powers since the 19th century. In 2001, the fight against terrorism had sparked a new power struggle among local, regional, and international Afghanistan actors. Various state and non-state players with conflicting perspectives and conflicting approaches are trying to pursue their strategic, political, and economic goals in Afghanistan. Due to similar security threats, complex economic interdependence, and economic liberalism, different scenarios may emerge in Afghanistan, leading to the potential collaboration of major global and regional powers in Afghanistan. This partnership can be expanded for several logics and reasons, among which security comes first. The peace treaty concluded between the United States and the Taliban on February 29, 2020. The continuing peace process via intra-Afghan peace talks with regional states has fortified hopes for peace in Afghanistan through cooperative measures among major regional and international powers.

Abstract:: The aim of this study is to describe the media interference scenario in the political socialization process of Pakistan. The role of media is not limited to stipulate new skills but also reinforces the social and cultural change and at the same time contributes in political socialization process. The study is conducted in the provinces of Pakistan including Balochistan, KPK, Punjab, Sindh and the capital city of the state (Islamabad). The multi- stage random sampling method is adopted and the total of 2000 respondents was chosen. 1000 of the respondents are male and 1000 are female and the proportion from each equality is equal like 1000 respondents from urban areas and 1000 respondents from rural areas. The minimum age limit for the respondents was chosen based on the minimum vote casting age limit. The analysis of gathered data is conducted through SPSS and the findings are described in tabular form. The two theories 'Agenda Setting and Knowledge Gap Hypothesis' are combined for evaluating study. Survey method is adopted for the study to collect quantitative data via questionnaire that included 49 questions. For testing hypothesis of the study, Chi-Square tool of statistics is used. The findings revealed that media is among the most influential and effective agents of political socialization and the consumption of different media tools encourage people to participate in political activities. Further, the urban area people are found to be more politically socialized as compare to the people of rural areas. Therefore, easy and equal accessibility of media can make political socialization process more powerful.

Abstract:: Freedom of Expression is one of the most widely protected and debated constitutional right. It can be traced in almost all parts of the world. When it comes to guarding basic rights and especially with respect to freedom of expression it is also protected in Pakistan‟s constitution. The Article 19 of Constitution of Pakistan defends the right to freedom of expression of its citizens but freedom of expression is still not being a cherished idea in Pakistan. Therefore. this study is designed to understand the factors influencing the freedom of expressions in Pakistani media. This study also aims to investigate the role of pressure groups in cribbing media freedom of expression. To fulfill the purpose of the study, survey method is used, 100 Lahore based Journalists who are working in electronic media are selected through simple random sampling. The responses of the journalists are analyzed under agenda setting theory. This study concludes that Pakistan media is not working freely. Journalists in Pakistan agree that they face restrictions from pressure groups. According to them, Military and political groups are the strongest pressure group that influence the freedom of expression in Pakistani journalists. As this research points out the impact of pressure groups on media content and also indicates that how media content is mold according to the perception of pressure groups.

Abstract:: The principal objectives of this research were to analyze their reintegration challenges and to dig out the way to use their social and human capital for getting benefit from the international political economy. Qualitative data were obtained from sixteen highly qualified return migrants in the universities of Faisalabad. Purposive and snowball sampling techniques were adopted to reach the respondents and in-depth interviews with them were conducted with the help of an interview guide. Thematic analysis was applied on the bases of case studies. The return migrants were facing multiple challenges at the institutional, political, and economic levels. They were less paid as they can get better salaries internationally. There is no channel to utilize their human and social capital appropriately that can be beneficial for enhancing the role of the country in the global political economy. The difficulties in the diffusion of new ideas, mismanagement at the professional level, cultural shock, lack of proper infrastructure, and political interference in academic institutions remained challengeable for them. The country should better utilize the capital of the highly qualified return migrants to uplift the political economy of the country.

Abstract:: Applying a historical lens, this article describes public relations presence from ancient to modern times in Pakistan. The article is based on a descriptive analysis of the available literature of public relations scholarship in Pakistan. Pakistan inherited public relations from British colonial powers and early growth of the field in the country is widely affected by this legacy. Later, post modernistic traditions and globalizations created its impact on the patterns of professional recognition and maturity of the profession of public relations. Although the field has evolved professionally in Pakistan, but the craft PR practices are still on the rise as compare professional practices that hold a less share in public sector but witness a major portion of practice prominently in private sector corporations.

1338. Predictors of Fake News Sharing on Social Media during COVID-19 in South Asia: Evidence from Pakistan

Abstract:: Spread of fake news has been rapidly increased in recent months and the determinants that lead the sharing of misleading information is not well studied. Henceforth, this study analyzes the result of a Pakistani sample (n=385) regarding proliferation of fake news regarding COVID-19. This phenomenon was studied by using uses and gratification framework it was extended by the altruistic motivation. An explanatory research design was followed, data was collected through questionnaire based on prior studies and respondents were approached through different social media websites and answers were collected through Google forms by following convenient sampling technique. Acquired responses were analyzed through regression model to investigate the magnitude of effects among the six categories of study on the result of fake news sharing. Findings showed that altruistic motivation was the main predictor of fake news sharing of COVID-19. Furthermore, other predictors i.e. motivation for information sharing, socialization gratification, motivation for seeking information and passing time were contributing in sharing fake news about COVID-19, while no relationship was found between entertainment motivation. This research suggested some theoretical and practical implications.

Abstract:: This paper examines the prospects of strategic partnership for regional peace between China, Pakistan and Afghanistan through their mutual geopolitical interests. Chinese involvement with Afghanistan serves as a key factor in the successful implementation of its economic outreach through Central and South Asian segments of the Belt and Road Initiative (BRI) as it helps to rebalance China’s economic and political aspirations. The paper also highlights the implications of China’s relations with Pakistan and Afghanistan to counter Indian influence in the region. The trilateral relationship between these countries is of paramount importance for regional peace and security. Afghanistan is the most unstable country in the region; however Chinese constructive engagement with Afghanistan through diplomatic, political, economic and security measures can usher into a new era of peace, progress and development for the entire region.

Abstract:: This study examined the effect of personality traits on procrastination of university students. All the students enrolled in public and private universities of the Punjab were population of the study. Sample was comprised of 500 students which were selected through convenient sampling technique. Due to Covid-19 convenient sampling technique was used. Two instruments were used to measure personality traits and procrastination. Big Five Inventory was used to measure personality traits and 20-item Procrastination Scale was used to measure procrastination. Structural Equation Modeling (SEM) was used to analyze the data. It was found that sample data fit the hypothetical model well. Randomly selected large sample is recommended to further probe the cause-effect relationship of variables understudy.

Abstract:: The vision of sustainable growth of any community or region cannot be materialized unless provided with equitable socio-economic opportunities with environmentally friendly conditions. In the mountains of Hindukush, Chitral has remained significantly important from a geographic and strategic perspective. The piece of land in the extreme north of Pakistan is blessed with numerous natural resources and it is also a gateway to Central Asia. This valley is surrounded by rugged mountains, due to neglect and lack of land connection with the main country it has been deprived of the required development. The construction of the China Pakistan Economic Corridor (CPEC), an alternative passage through Chitral will bring economic opportunities through investment in different sectors. With the materialization of the CPEC route, the potential in the valley will be explored and utilized for the betterment of the country in the broader spectrum and the local economy will strengthen as well. The opening of this trade route will not only change the economic landscape of the valley but will change the sociology of the area. This mega venture along with economic opportunities will also generate challenges for the indigenous community. Expected opportunities will attract more businessmen and investors from outside. This migration process will open the door to social transformation along with challenges not only from an economic perspective but an indigenous cultural heritage of the society will be endangered. Only an inclusive and integrated development stratagem with the involvement and support of all stakeholders will lead to the sustainable economic growth of the valley. Further, the people-centric development approach will bring economic opportunities for the people, otherwise, there will be more challenges than opportunities. This research work has been conducted to investigate the expected challenges threatening sustainable growth of the community and region. Furthermore, it suggests policy guidelines based on empirical evidence for curtailing those challenges.

Abstract:: For decades, undocumented Central American migrants crossing Mexican territory on their way to the United States have suffered abuse and violence by cirmiinal groups, but also by law enforcement officials who should not only enforce the border law but also protect them in accordance with international agreements. Only recently the presence of this mass of people begins to attract the attention of Mexican society, especially as a result of the emergence of so-called "migrant caravans" that initiated in 2018. This article analyses the reaction of the Mexican State to caravans and American pressure to stop them, which has moved from an open-door policy with greater commitment to the defense of the rights of these foreigners in its territory, to prevent their entry, increasing deportations and using them as bargaining chip in Mexican trade negotiations with the Trump Administration. /

Abstract:: The pandemic year 2021 is likely to witness an overall decline in global terrorism. While the threat grew in conflict zones, it diminished off-the-battlefields. However, threat groups worldwide are expanding in cyber space during the pandemic. From Indonesia to Pakistan, Muslim majority countries, Arabization and Islamization of Muslim communities during the pandemic is disrupting national cohesion. To prevent, counter and respond to the recent developments of key terrorist organizations, governmental and non-governmental partners should understand the threat. The intelligence services, law enforcement authorities and military forces should move from counter terrorism cooperation to collaboration and partnership. Working with community, academic and private sector partners, governments should build the higher strategic and ground level operational and tactical capabilities.

Abstract:: The article starts from the hypothesis that the COVID-19 pandemic re-evaluates the concept of multidimensional security, which emerged from the 2003 meeting of the Organization of American States. It is argued that, at the level of hemispheric geopolitics, it is in the three most populous countries, under the nationalist and populist leaderships of Donald Trump, Jair Bolsonaro and Andrés Manuel López Obrador, where the pandemic has wreaked the most havoc. The similarities in the initial handling of the pandemic, its minus-valuation, the so-called Fourth Transformation policy and its characteristics, deployed by President López Obrador in Mexico and its effect on the militarization of the country are analyzed as well as the impact of the pandemic on the population and the great economic crisis induced. It is concluded that Mexico is experiencing a "militarization with popular support", and that the pandemic has favored the public image of the military. / El artículo se desarrolla sobre la hipótesis de que la pandemia COVID-19 revalora el concepto de seguridad multidimensional, desprendido de la reunión de la Organización de Estados Americanos de 2003. Se afirma que, a nivel de la geopolítica del hemisferio, es en los tres países más poblados, los liderazgos nacionalistas y populistas de Donald Trump, Jair Bolsonaro y Andrés Manuel López Obrador, donde la pandemia ha causado más estragos. Se analizan las similitudes en el manejo inicial de la pandemia, su minusvaloración, la llamada política de la Cuarta Transformación y sus características, desplegada por el presidente López Obrador en México y el efecto que tiene en la militarización del país; el impacto de la pandemia en la población y la gran crisis económica inducida. Se concluye que México vive una “militarización con respaldo popular”, y que la pandemia ha sido un elemento que ha favorecido a los militares en su imagen pública.

Abstract:: COVID-19 pandemic has exposed gaps and vulnerabilities around the world and, at the same time, has highlighted the demand for more cooperation and commitment from countries to address global risks and challenges. However, not all nations are in a position to meet these demands. In Latin America, hard hit by the pandemic, Venezuela appears as one of the most critical countries. COVID-19 has arrived in a country whose institutional and economic deterioration has been affected by two decades of steep decline. Its democratic institutions are among the worst evaluated on the planet and its economic and social situation has been dramatically reported with the massive exodus of Venezuelans. This article presents a very general diagnosis of what could be called "the Venezuela factor" in the regional context under the prism of COVID-19. / La pandemia del COVID-19 ha expuesto falencias y vulnerabilidades en todo el mundo y ha advertido la demanda de más cooperación y compromiso por parte de los países para enfrentar los riesgos y desafíos globales. Sin embargo, no todas las naciones están en condiciones de asumir estas exigencias. En América Latina, duramente golpeada por la pandemia, Venezuela aparece como uno de los factores más críticos. El COVID-19 ha llegado a un país cuyo deterioro institucional y económico supera las dos décadas de acentuado declive. Sus instituciones democráticas se encuentran entre las peor evaluadas del planeta y su situación económica y social se ha expresado dramáticamente en el éxodo masivo de venezolanos. En este artículo se presenta un diagnóstico muy general de lo que podría llamarse «el factor Venezuela» en el contexto regional bajo el prisma del COVID-19.

Abstract:: This year 2021 marks the tenth anniversary of the beginning of the armed conflict in Syria which, triggered by graffiti against the government of the al-Assad family, turned into a civil war with at least 390,000 dead, involving numerous States in the Middle East, as well as the major global powers, with their own specific geopolitical interests. This article therefore aims to provide an account of the current situation in Syria and the objectives that these powers still have in this country. Once the two main reasons for intervening in the conflict disappeared, the true nature of this war came to the surface, embedded in the broader contests of historical rivalry between the United States and Russia on the one hand, and Saudi Arabia, Turkey and Iran on the other. Apparently, none of them really wants to end it, without compensation. / En este año 2021 se cumplen diez años del comienzo del conflicto armado en Siria que, desencadenado por unos grafitis en contra del gobierno guiado con mano autoritaria por la familia al-Assad, se ha convertido en una guerra con, al menos, 390.000 muertos, que ha acabado involucrando a numerosos Estados de Oriente Próximo, así como a grandes potencias, cada una portadora de intereses geopolíticos concretos. El presente artículo pretende dar cuenta de la situación actual de Siria y, en particular, de los objetivos particulares que mantienen en el país diversos actores. Después de que desaparecieran las dos razones principales esgrimidas para intervenir en el conflicto, quedó de manifiesto su auténtica naturaleza de guerra subsidiaria y sectaria, que se inserta en las más amplias contiendas entre rivales históricos como los Estados Unidos y Rusia, por una parte, y Arabia Saudí, Turquía e Irán, por otra, y que ninguno entre ellos parece tener interés en acabar sin recibir compensaciones.

Abstract:: After almost 75 years of existence of the State of Israel, its foreign policy has maintained a certain continuity. Some prime ministers such as David Ben Gurion, Menahem Begin, Isaac Rabin have taken some turns in foreign policy that in the long term will condition Israel's future. Last summer Benjamin Netanyahu left the government after more than twelve years in office, becoming the longest-serving Israeli leader. Throughout these years, Benjamin Netanyahu has introduced important structural reforms in the country. One of these fields has been foreign policy, where he has implemented his own doctrine, the Netanyahu Doctrine. This article will try to present the fundamental points that make up this foreign policy doctrine. An interpretative approach will be adopted using the most important speeches of Benjamin Netanyahu. / En los casi 75 años de existencia del Estado de Israel, su política exterior ha mantenido una cierta continuidad. Algunos primeros ministros como David Ben-Gurión, Menahem Begin, Issac Rabín han dado giros a la política exterior que, a largo plazo, han condicionado el futuro de Israel. El pasado verano Benjamín Netanyahu salió del gobierno después de más de doce años en el cargo convirtiéndose en el mandatario israelí que más tiempo ha permanecido en el cargo. A lo largo de estos años, Benjamín Netanyahu ha introducido importantes reformas estructurales en país. Uno de estos campos ha sido la política exterior donde se puede considerar que se ha instalado una doctrina propia, la Doctrina Netanyahu. Este artículo tratará de construir los puntos fundamentales que componen esta doctrina de política exterior. Se adoptará una aproximación interpretativa usando los discursos más importantes de Benjamín Netanyahu.

Abstract:: It has been three months since the Taliban entered Kabul and retook control of Afghanistan. According to the head of the U.N. World Food Programme, “23 million people [are now] marching toward starvation. 95% of Afghans don’t have enough food. The economy is collapsing. Winter is coming. This is going to be hell on earth.” In this month’s feature article, Andrew Watkins assesses the Taliban’s efforts to rule Afghanistan so far. He writes that “The Taliban have busied themselves consolidating control, reacting swiftly and harshly to perceived threats. They have not clearly defined the scope or structure of their state, nor have they shared long-term plans for their rank-and-file, many of which continue to operate as they did before August 15, 2021. Taliban leaders have demonstrated the continued primacy of maintaining internal cohesion, a longstanding trait that will likely stunt the group’s response to Afghanistan’s impending economic and humanitarian crises.” Watkins writes that from their perspective, “accepting aid that might sustain their state would prove worthless if doing so fueled a fissure within their own organization. The Taliban would become the very thing their origin story professes they rose up to eradicate and replace: a fractious constellation of militant bands. To put it another way, if Afghanistan’s compounding crises pose the Taliban with the prospect of either failing to provide for the desperate needs of the Afghan people or their own potential fragmentation, the Taliban will put their own organization first.” This month’s interview is with General Richard D. Clarke, commander of U.S. Special Operations Command. In a commentary, Jerome Bjelopera argues that “given that the U.S. national security establishment has taken up great power competition (GPC) as its primary concern recently, and terrorism has slipped from the top position, it is time for the security policy community to place terrorism within a new conceptual framework, one that combines terrorists, violent criminals, drug traffickers, insurgents, and others under the heading of violent non-state actors (VNSA).” Interviews that Matthew Bamber conducted with 43 former Islamic State civilian employees shed light on two distinct categories: those who became full members of the group and those who did not. He writes that “there are significant differences in how these two categories were treated by the Islamic State, the positions they were able to fill, the financial benefits they received, and the processes through which they joined and left Islamic State employment ... Understanding the nuances is important in assessing the culpability of the Islamic State’s civilian workers and the danger they may pose in the future.”

Abstract:: In this month’s feature article, Michael Knights, Crispin Smith, and Hamdi Malik examine the increased discordance within the Iran Threat Network militias in Iraq (muqawama) based on their detailed tracking of recent dynamics for the “Militia Spotlight” platform at the Washington Institute for Near East Policy. They find that “while the IRGC-QF (Islamic Revolutionary Guard Corps-Quds Force) still runs Iran’s covert operations inside Iraq, they face growing difficulties in controlling local militant cells. Hardline anti-U.S. militias struggle with the contending needs to de-escalate U.S.-Iran tensions, meet the demands of their base for anti-U.S. operations, and simultaneously evolve non-kinetic political and social wings.” The authors assess that, having under-performed in the recent elections, the muqawama will likely prioritize a bottom-up approach to building up their political base. And they warn that “any shift from Iran’s de-escalatory position, perhaps linked to a failure of U.S.-Iran nuclear talks—or a more significant loss of Iranian influence over muqawama factions—could trigger a sustained escalation of muqawama operations against the U.S.-led coalition in 2022 and beyond.” In this month’s interview, former U.S. National Security Advisor Lieutenant General (Ret) H.R. McMaster provides his perspective on what led to the Taliban takeover in Afghanistan. In a commentary, Don Rassler argues that the United States needs to better leverage its vast terrorism data holdings by creating a new terrorism and counterterrorism data action plan that exploits the power of data-science and artificial intelligence driven approaches. That plan, he writes, should include five key precepts: 1) reinvest in and advance core terrorism data, 2) strategically leverage captured material, 3) better develop and utilize counterterrorism data, 4) practice data alchemy, and 5) automate basic and other analytical tasks, and augment data. Jonathan Schroden looks at lessons learned from the 2021 collapse of the Afghan National Defense and Security Forces’ (ANDSF). He writes that six themes that emerge are: “the ANDSF collapse was months—if not years—in the making; the United States did not give the ANDSF everything they needed to be independently successful; the ANDSF did put up a fierce fight in many areas; the ANDSF were poorly served by Afghan political leaders; the ANDSF were poorly served by their own commanders; and the Taliban strategy overwhelmed and demoralized the ANDSF. From these themes, there are three key lessons: the ANDSF’s failure had many fathers; the U.S. model of security assistance requires reform; and greater emphasis on non-material factors (e.g., morale) is needed in future security force assessments.”

In the wake of the attacks, the Combating Terrorism Center at West Point (CTC) was established to provide cadets and policymakers with best-in-class research so that they could better understand and confront the threat. Abstract:: Six months have now elapsed since the events of January 6. This issue of CTC Sentinel focuses in large part on the evolving threat of extreme far-right violence around the world. In the feature article, Graham Macklin examines in detail the thwarted October 2020 conspiracy to kidnap Michigan Governor Gretchen Whitmer. He writes that the plot “highlights how anti-government ‘militias’ have continued to adapt and evolve, exploiting conspiracy theories and deliberate disinformation surrounding the pandemic, to remold traditional grievances about the ‘tyranny’ of the U.S. government.” In a wide-ranging interview, Deputy to the Under-Secretary-General Raffi Gregorian, the director of the United Nations Office of Counter-Terrorism (UNOCT), says the United Nations needs to counter extreme far-right violence around the world. “It’s worth reflecting about the origins of the United Nations as a group of allies fighting Nazis,” he states. “We ought to be doing this. We have a legal basis to do it. It would be nice to have a clear political signal to do it. I think we’ll get it. And I think we’ll get it because the countries that are most afflicted with it right now are ones that are also very interested in doing something about it.” The reporting of Yassin Musharbash and a team of his colleagues at Die Zeit has shed significant light on the globalization of the violent far-right. In an article that outlines and elaborates on this reporting, Musharbash writes that “right-wing extremists today, in many cases, no longer subscribe to the narrow concept of nationalism but instead imagine themselves as participants in a global struggle against a global enemy.” Matthew Kriner and Jon Lewis examine the Proud Boys, a violent far-right group alleged to have played a significant role in the U.S. Capitol siege. They write that the group has “continued to mobilize, sometimes armed and violently, in response to the continued disinformation narratives related to the ‘Stop the Steal’ movement, vaccines, and more, appearing at more than 20 events in 13 cities since January 6.” Milo Comerford, Jakob Guhl, and Elise Thomas profile Action Zealandia, outlining how the extreme far-right group fits into a “small but persistent far-right extremist ecosystem” in New Zealand and its “growing links with violent extreme far-right movements internationally.” This September, to mark the 20th anniversary of 9/11, the Combating Terrorism Center will be publishing a special issue of CTC Sentinel on the evolution of the global jihadi threat.

Abstract:: “A series of extreme far-right cases among members of Germany’s military and police highlight the threat of the enemy within: radicalized extremists within security services, with access to weapons, training, and confidential information,” Florian Flade writes in this month’s feature article. According to Flade, “The specter of armed underground cells being trained by former or current members of the security services has been a wake-up call for authorities. New measures have already been implemented within Germany’s domestic and military intelligence agencies to more effectively root out enemies of the state wearing uniforms. Nevertheless, the threat will most likely persist in the coming years.” He adds that “with the United States and other countries also grappling with this problem set, it is vital to share lessons learned and best practices at the international level.” This month’s interview is with Idriss Mounir Lallali, the Deputy Director and Acting (Interim) Director of the African Centre for the Study and Research on Terrorism (ACSRT), a structure of the African Union Commission (the secretariat of the African Union). Alex Newhouse examines “the multi-node structure” of a global network of violent neo-fascist accelerationists seeking system collapse. He writes that “evidence from Atomwaffen’s development and collapse reveals that it was not the apex of a hierarchy of groups, but rather one node in a larger network of violent accelerationists. This network is built on membership fluidity, frequent communications, and a shared goal of social destruction. This framework is vital to understanding how and why action against individual groups is not sufficient, and why the threat from Atomwaffen has not faded in spite of its reported ‘collapse.’ The lesson to be drawn from the history of the Atomwaffen Division is that the current threat of neo-fascist accelerationism exists more in the evolution of the network as a whole, rather than in any one individual group.” Peter Kirechu examines “Iran’s Currency Laundromats in the Emirates.” He writes that “Since 2014, the United States has sanctioned dozens of Iranian nationals and commercial entities for the illicit acquisition of U.S. and other foreign currencies. A close review of these designations reveals the organized character of Iran’s illicit currency laundering operations and the role of the Islamic Revolutionary Guard Corps (IRGC) in their orchestration. It also shows that Iran relies on a diverse network of illicit commercial entrepreneurs to covertly access foreign currencies abroad. These actors operate under the cover of legitimate commerce and exploit the vulnerabilities of regional economic centers—such as the United Arab Emirates—to provide covert financial resources to the Revolutionary Guards.”

Abstract:: Ten years ago, the United States launched Operation Neptune Spear, the May 2011 raid on Usama bin Ladin’s compound in Abbottabad, Pakistan, which resulted in the death of al-Qa`ida’s founder. In this issue, CTC Sentinel speaks with Admiral (Retired) William McRaven and Nicholas Rasmussen to compare vantage points of the operation from a military and policy perspective. A decade after the raid, the operation continues to offer practitioners, policymakers, and researchers valuable lessons for the future. While some of their reflections pertain to counterterrorism policies and practices, others speak to the importance of leadership at times of uncertainty, discipline, interagency collaboration, and most of all, commitment to a shared mission. According to Rasmussen what makes it “such a compelling story at the 10-year mark is that it has such an important operational story to tell, but also … it’s a remarkable window into presidential decision-making under extraordinary conditions of uncertainty and risk.” McRaven stresses the mission was about justice for the victims of 9/11 and other al-Qa`ida attacks: “We were honored to have the opportunity to go on the mission, but make no mistake about it, this was about 500,000 plus soldiers, sailors, airmen, Marines that took this fight to al-Qa`ida.” In this month’s feature article, Brian Hughes and Cynthia Miller-Idriss assess that the storming of the U.S. Capitol on January 6, 2021, provided a boost to far-right extremists who seek total political and social collapse, an objective sometimes referred to as “accelerationism.” They write that “although many disagreements and personality clashes continue to emerge within and among groups since the storming of the Capitol, there are increasing indications that the typically fractious world of the extreme far-right is becoming more unified toward an objective of overthrowing the country’s prevailing political and social order.” Tim Lister examines the jihadi threat landscape in Mozambique in the wake of an attack by Islamic State-aligned militants on the town of Palma in March 2021. He writes: “for four days, they were rampant, killing at least dozens of local people and destroying much of the town’s infrastructure, including banks, a police station, and food aid warehouses. The attack reverberated around the world because Palma was home to hundreds of foreign workers, most of them contractors for the Total liquefied natural gas (LNG) project on the nearby Afungi Peninsula.” Abdul Sayed and Tore Hamming warn that “after reabsorbing a number of splinter groups, and addressing internal tensions,” the Pakistani Taliban (TTP) has “intensified its campaign of terrorism in Pakistan and is again growing in strength.” Aaron Edwards argues a new approach toward security in Northern Ireland is necessary in the wake of the April 2021 loyalist violence.

Abstract:: President Biden soon has to decide whether to withdraw the remaining 2,500 U.S. troops from Afghanistan to meet a May 1 deadline agreed to by the previous administration. With time ticking down, the Biden administration has launched a major diplomatic push to broker a peace settlement for Afghanistan. As noted by Thomas Ruttig in this month’s feature article, “Whether and how much the Taliban have changed since their repressive rule over Afghanistan before the fall of 2001 is key to whether a potential peace settlement can create a social and political landscape in Afghanistan that is acceptable to the people of Afghanistan, as well as the United States and NATO allies.” Ruttig assesses that “While the Taliban have softened their rhetoric on some issues (for example, on women’s rights and education) and there is evidence of real policy change in certain areas (for example, on the use of media, in the education sector, a greater acceptance of NGOs, and an acceptance that a future political system will need to accommodate at least some of their political rivals), their policy adjustments appear to have been largely driven by political imperatives rather than any fundamental changes in ideology.” He assesses that “Whether some changes in approach will be perpetuated will depend on the ability of Afghan communities and political groups to maintain pressure on the Taliban. This, in turn, depends on continued international attention toward Afghanistan.” Brian Michael Jenkins, in a feature commentary, examines several possible courses of action the Biden administration could take if the U.S. efforts to broker a peace settlement in Afghanistan do not result in a major breakthrough in the coming weeks. He writes: “What makes a decision on which path to follow so difficult is that each option carries a high risk of resulting in bad outcomes.” He notes that “Decisive action always looks good, but a turbulent world also means calculating risks, avoiding unintended consequences, and hedging bets.” This month’s interview is with Mary McCord, the executive director of the Institute for Constitutional Advocacy and Protection at the Georgetown University Law Center, whose previous service in government included working as Acting Assistant Attorney General for National Security at the U.S. Department of Justice from 2016 to 2017. She offers insights on the heightened threat of far-right extremist violence in the United States and how the country’s legal architecture could evolve to counter it. Douglas Weeks argues that there is “too much pessimism” in the United Kingdom about the possibility of deradicalizing terrorist offenders. He writes: “To address the root causes of the threat, the United Kingdom needs to learn lessons from what has worked for successful ‘deradicalization’ mentors and empower their efforts.”

Abstract:: In this month’s feature article, Ali Soufan provides a comprehensive profile of Saif al-`Adl, an Egyptian charter al-Qa`ida member who could soon become the group’s third emir. Soufan writes that “with the confirmed deaths of Hamza bin Ladin and Abu Muhammad al-Masri, as well as the reported (but as yet unconfirmed) demise of al-Qa`ida’s second emir, Ayman al-Zawahiri, the likely next in line to inherit the leadership is … Saif al-`Adl. Like the late Abu Muhammad, Saif lives in Iran and is apparently restricted from leaving the country. Little is known about his current movements or activities. Nevertheless, Saif’s revered status within the movement, as well as his deep experience as a military, intelligence, and security leader and a terrorist planner, make him a potentially dangerous emir.” In this month’s feature analysis, Matthew Kriner and Jon Lewis assess that the Boogaloo movement “has quickly evolved into a significant domestic violent extremist threat” with “an accelerationist faction within Boogaloo” seeking to “instigate decentralized insurrectionary violence.” They write that the movement “is best conceptualized as a decentralized, anti-authority movement composed of a diverse range of actors,” including white supremacists, neo-Nazis, militia movement members, accelerationists, and ultra-libertarians, who are mobilized in part by the “belief that they are following in the footsteps of the United States’ founders and participating in a revolution against tyranny.” Johannes Saal and Felix Lippe provide a case study of the November 2020 Vienna terrorist attack. They write that “the Vienna attacker, Kujtim Fejzulai, grew up in the city he attacked and had longstanding connections within the jihadi extremist milieu in Austria as well as jihadi contacts in other European countries and further afield. His two failed attempts to join the Islamic State overseas and the failure of efforts to deradicalize him after he was convicted for seeking to join the group underline the threat that can be posed by failed jihadi travelers and terrorist convicts after their release, as well as the difficulties in rehabilitating jihadi prisoners.” Hassan Abbas writes that “even as Pakistan has made progress in reducing the threat from terrorist sanctuaries in the Pakistan-Afghanistan tribal areas, an increased crime-terror nexus in urban centers and a new terrorist recruitment drive by Islamic State Khorasan province, or ISK, in Baluchistan has raised alarms. Tehrik-i-Taliban Pakistan (TTP) is trying to stage a comeback, and sectarianism is also rising, creating a congenial environment for terrorist and extremist organizations, including some Kashmir-focused groups that have evaded counterterrorism scrutiny.”

Abstract:: The violent storming of the U.S. Capitol on January 6, 2021, has heightened concerns about the threat posed by far-right extremism in the United States. In examining the wide range of terrorism and counterterrorism challenges facing the incoming Biden administration in this month’s feature commentary, Bruce Hoffman and Jacob Ware write that “the January 6 events at the U.S. Capitol offered a stark, frightening picture of the powerful forces fueling a conspiratorial mindset eschewing both the country’s foundational democratic values and the rule of law” and “serves as a salutary and timely reminder of the danger of potential violence to come.” Given the continued threat posed by “a stubbornly resilient Islamic State and an implacably determined al-Qa`ida,” they write that “it may be that as the United States and its allies enter the third decade of war against international salafi-jihadi terrorism, we need to recalibrate our immediate expectations away from ‘winning’ and ‘losing,’ toward ‘accepting’ and ‘managing’ this conflict. Such an admission would not be popular, but it would be a fairer reflection of the current state of the fight against terrorism, and a more honest prediction of what to expect over the next four, or more, years.” Our interview is with David Lasseter, the Deputy Assistant Secretary of Defense for Countering Weapons of Mass Destruction. He notes that “advances in synthetic biology and other related biotechnologies hold the potential for both promise and peril in their application. And so we’ve got to be cognizant of how such technological shifts can alter the threat landscape [and] impose new defense and security challenges. We’ve heard it said that biological weapons are ‘a poor man’s nuke,’ given the potentially enormous impact of their usage. I think COVID-19 has further accelerated this mindset. The U.S. has had a watchful eye on bio threats and has elevated bio threats as a core national security priority over the past several years.” In an assessment that has far-reaching implications for the U.S. military mission in Afghanistan, Jonathan Schroden finds that if the United States were to withdraw the remainder of its troops from the country, the Taliban would have “a slight military advantage” over Afghanistan’s security forces, “which would then likely grow in a compounding fashion.” Nodirbek Soliev examines the Tajik connection in an Islamic State plot against U.S. and NATO air bases in Germany thwarted in April 2020.

Abstract:: The conflict between Armenia and Azerbaijan over Nagorno-Karabakh has deep historical roots and has been exacerbated by the armed conflict of 2020. In this context, the human rights situation of those affected, and especially of women and girls, is often left invisible. Thus, this article analyses the conflict by referring to the general position of the UN and public international law and by widening the lens, in particular, on international human rights law and the UN mechanisms articulated for the protection of those rights. A distinct focus on the human rights of women and girls is presented, giving an account of the empirical situations they face, to then study them through the lens of human rights with a gender perspective, emphasizing what the main international protection mechanisms dedicated to the issue have expressed in this regard./El conflicto entre Armenia y Azerbaiyán sobre el Nagorno-Karabaj presenta hondas raíces históricas y se ha visto exacerbado por el conflicto armado de 2020. En este contexto, a menudo la situación de los derechos humanos de las personas afectadas y, en particular, los de las mujeres y niñas, queda invisibilizada. Abstract:: This article analyses the Euro-Mediterranean relations in its twenty-fifth anniversary since the launch of the Barcelona Process in 1995 until its last review, the New Mediterranean Agenda. The EuroMediterranean policy is characterised by the search for an appropriate cooperation model and due to that fact, it has gone through different stages without achieving tangible results. The successive initiatives, the European Neighbourhood Policy and the Union for the Mediterranean, are mainly based on internal events that required updating their relationship with the region, including parameters that were difficult to reach as well. La política euro-mediterránea se caracteriza por la búsqueda de un modelo apropiado de cooperación que ha pasado por distintas etapas desde la Conferencia de Barcelona sin lograr resultados tangibles. Las sucesivas iniciativas, la Política Europea de Vecindad y la Unión por el Mediterráneo, parten principalmente de acontecimientos internos que exigen actualizar su relación con la región, así como de parámetros de difícil alcance. Tras examinar las distintas políticas, el trabajo aborda si la Nueva Agenda continuará incurriendo en el declive o puede reactivar la visión común de un Mediterráneo estable, seguro y próspero.

Abstract:: Among the various ad hoc international criminal tribunals that have been established since the end of the twentieth century, the Special Tribunal for Lebanon stands out for its singularity, both at the jurisdictional level and for its contribution to the treatment of victims. The work of the Special Tribunal for Lebanon began in 2009, delivering its first sentence on 18 August 2020. Through its constitution, the United Nations Security Council sought not to abandon the path initiated in 1993 with the creation of the Yugoslavia and Rwanda tribunals; however, the result has not been as expected. This article aims to analyze the peculiarities of the Tribunal and its work, making a critical analysis of it, considering it as a lost opportunity for the reconstruction process in Lebanon./Entre los diversos tribunales penales internacionales ad hoc que se han creado desde finales del siglo XX, el Tribunal Especial para el Líbano destaca por su particularidad, tanto a nivel jurisdiccional como por su contribución al tratamiento de las víctimas. La labor del Tribunal Especial para el Líbano comenzó en 2009, dictando su primera sentencia de instancia el 18 de agosto de 2020. Mediante su constitución, el Consejo de Seguridad de Naciones Unidas apostó por no abandonar el camino iniciado en 1993 con la creación de los tribunales de Yugoslavia y Ruanda; sin embargo, el resultado no ha sido el esperado. Este trabajo pretende analizar las peculiaridades del Tribunal y su trabajo, realizando un análisis crítico del mismo como oportunidad perdida para el proceso de reconstrucción del Líbano.

Abstract:: The political-religious foundation of the Kingdom of Saudi Arabia is Wahhabism that marks its identity, society and politics. The Al Saud dynasty defends and expands Sunni Islam in the region and beyond its borders. In order to understand the interests and objectives of Saudi foreign policy, this article analyzes the main geopolitical elements at the service of the stability and hegemony of the Al Saud house in the most turbulent region of the Middle East. The Saudi government is developing a foreign policy, unsuspected in the past, to maintain its historic alliance with Washington, despite the ups and downs, and to transform the old rivalries between Riyadh and Tehran into new opportunities, including with Israel. This change in Saudi foreign policy is due to the controversial Crown Prince Mohamed bin Salman who knows how to take advantage of the changing regional geopolitics and Saudi financial instruments, but also the military and technological in favor of a more proactive and modern Saudi Arabia, despite his weaknesses./El fundamento político-religioso del Reino de Arabia Saudí es el wahabismo que marca su identidad, su sociedad y su política. La dinastía Al Saud defiende y expande el islam sunní en la región y fuera de sus fronteras. Para poder entender los intereses y objetivos de la política exterior saudí, este artículo analiza los principales elementos geopolíticos al servicio de la estabilidad y hegemonía de la casa Al Saud en la región más convulsa de Oriente Medio. El Gobierno saudí está desarrollando una política exterior, insospechada en el pasado para mantener su histórica alianza con Washington, a pesar de los altibajos, y transformar las viejas rivalidades entre Riad y Teherán en nuevas oportunidades, incluso con Israel. Este cambio en la política exterior saudí se debe al controvertido Príncipe Heredero Mohamed bin Salmán que sabe aprovechar la cambiante geopolítica regional y los instrumentos financieros saudíes, pero también los militares y tecnológicos a favor de una Arabia Saudí más proactiva y moderna, a pesar de sus debilidades.

Abstract:: The Middle East has recently seen a few bright spots in Arab Israeli relations, as evidenced by the wellknown Abraham Accords, led by former President Donald Trump and former Israeli Prime Minister Benjamin Netanyahu. There remain, however, two major unresolved issues: one is that of Iran and the armed groups massively supported by Tehran, such as Hamas, Hezbollah and others that are beginning to have a certain relevance in both Iraq and Syria, as highlighted by international news; and the other, which is more defined, concerns the issue of Iran’s nuclear programme, an aspect that is currently being addressed in the Vienna nuclear negotiations, following the Donald Trump withdrawal from the July 2015 nuclear deal. This highlights the fact that Iran has become one of the most important players in the region and Israel continues to keep a close eye on its activities, not only nuclear, but also those of the various armed groups under its economic, military and political patronage./La zona del Medio Oriente ha encontrado en los últimos tiempos unos vigorosos rayos de luz en las relaciones árabes-israelíes, como lo demuestran los ya conocidos Acuerdos de Abraham, liderados por el ya ex-presidente Donald Trump y por el también ya ex-primer ministro israelí Benjamin Netanyahu. Quedan, sin embargo, dos grandes temas muy importantes sin resolver: uno de ellos es el de Irán y los grupos armados apoyados masivamente por Teherán, como Hamás, Hezbolláh y otros que empiezan a tener una cierta relevancia tanto en Irak como en Siria, como lo pone de relieve la actualidad internacional; y el otro, que es más preciso, atañe a la cuestión del programa nuclear iraní, aspecto que se está tratando actualmente en las negociaciones nucleares de Viena, tras la retirada de los Estados Unidos del acuerdo nuclear de julio de 2015 por parte de Donald Trump. Esto pone de manifiesto que Irán se ha convertido en uno de los actores más importantes de la zona, lo que trae consigo que Israel siga vigilando de cerca sus actividades, y no solo las nucleares, sino también la de los diversos grupos armados que se encuentran bajo su patrocinio económico, militar y político.

Abstract:: This article addresses the degree of institutional preparedness of Peru to deal with the effects of the pandemic COVID-19. It is argued that the country was not in the best condition to face this health phenomenon, in a context of institutional weakness, economic stagnation and the inability to overcome some of its historical and permanent structural deficiencies. Despite the political efforts made and the measures adopted, all these have failed to have a positive impact on the population due to the structural fragility of the health system. In addition, Peru had to face an internal political crisis that negatively affected the strategic direction of the pandemic. The armed forces have played a limited role essentially reduced to logistical support. All in all, a dissociation between restrictive policies and the results obtained have been identified, due to structural deficiencies. of the health system to cope with the pandemic./El presente artículo aborda el grado de preparación institucional del Perú para enfrentar los efectos de la pandemia conocida como COVID-19. Se plantea que el país no estaba en la mejor condición para hacer frente a este fenómeno sanitario, en un contexto de debilidad institucional, estancamiento económico y con la incapacidad de superar algunas de sus deficiencias estructurales históricas y permanentes. Pese a los esfuerzos políticos desarrollados y las medidas adoptadas, estas no han logrado tener un impacto positivo en la población por la fragilidad estructural del sistema de salud. Adicionalmente, el Perú ha debido enfrentar una crisis política interna que ha afectado negativamente el direccionamiento estratégico de la pandemia en que las fuerzas armadas han tenido un papel limitado a capacidades logísticas. Con todo, se identifica una disociación entre las políticas restrictivas y los resultados obtenidos, producto de la incapacidad de las deficiencias estructurales.

Abstract:: This article tries to reflect on the situation experienced by the security sector in Ecuador during the first 3 months of the COVID-19 pandemic. In this sense, it starts presenting the diffuse strategic planning, the weakness of the strategic intelligence system existing in Ecuador and how as a consequence of the events experienced in October 2019, the security sector was hit by a “strategic surprise” when the pandemic occurred and, as a result, short-term responses were produced without an adequate planning process. It is concluded that although the country has overcome the moment of "strategic surprise", the main challenge lies in the necessity to discuss and make a diagnosis of the situation, through lessons learned, to achieve an understanding of security as a state policy./El presente artículo tiene como principal objetivo reflexionar sobre la situación vivida por el sector securitario en Ecuador, durante el contexto de los primeros 3 meses que el país experimentó los efectos de la pandemia del COVID-19. En este sentido, parte de la hipótesis de que, como consecuencia de los acontecimientos vividos en octubre de 2019, una planificación estratégica difusa, y la debilidad del sistema de inteligencia estratégica, el ámbito securitario se vio envuelto en un proceso de “sorpresa estratégica”, lo que dio como resultado respuestas coyunturales sin el marco de un adecuado proceso de planificación. Se concluye que, si bien el país superó el momento de “sorpresa estratégica”, el principal desafío recae en la necesidad de contar con una discusión sobre el diagnóstico de la situación, por medio de lecciones aprendidas, con el principal objetivo de concebir a la seguridad como una política de Estado.

Abstract:: The purpose of the following article is to present the main dynamics of criminal activities and violence produced by the armed conflict in Colombia during the pandemic caused by COVID-19. After a review of the most relevant literature produced in 2020, this study presents trends in criminal violence, lato sensu, and those associated with the internal armed conflict. The situation of paralysis that the confinement produced has not translated into a mitigation of the phenomenon of violence. Thus, the massacres and murders of social leaders, activists, human rights defenders or ex-guerrillas of the FARC-EP has remained constant if not increasing during this time. This must also be related to a context of difficulty added to a Peace Agreement signed with the FARC-EP in November 2016. This must also be related to a context of added difficulty to a Peace Agreement signed with the FARC-EP in November 2016, which, in addition to governmental resistance and non-compliance, is overcome by an increasingly intense violence, which hinders the prospects of a peace-building scenario in the country./El propósito del siguiente trabajo es el de presentar cuáles han sido las principales dinámicas de las actividades delictivas y de la violencia producida por el conflicto armado en Colombia durante la pandemia ocasionada por la COVID-19. Tras una revisión de la literatura más relevante producida en 2020, se presentan las tendencias de la violencia delictiva, lato sensu, y las asociadas con el conflicto armado interno. La situación de parálisis que produjo el confinamiento no se ha traducido en una mitigación del fenómeno de la violencia. Así, las masacres y asesinatos de líderes sociales, activistas, defensores de derechos humanos o exguerrilleros de las FARC-EP se ha mantenido constante cuando no creciente durante este tiempo. Ello debe relacionarse, además, con un contexto de dificultad añadida a un Acuerdo de Paz suscrito con las FARC-EP en noviembre 2016, que además de por las resistencias gubernamentales e incumplimientos, se encuentra superado por una geografía de la violencia cada vez más intensa, que aleja los visos de un escenario de construcción de paz en el país.

Abstract:: The COVID19 pandemic has hit Chile in the midst of a social outbreak, consequently, its impact and effect has also had a degree of politicization among the various political actors. Nonetheless, the health crisis has been skillfully managed by the current authorities, with Chile´s efforts being internationally prominent, both in obtaining supplies and in handling the crisis. The foregoing has presented risks, threats and also opportunities, which in the national case have been overcome thanks to the integration and effective coordination of the various state and non-state actors. In this, the participation of the armed forces has played a crucial role together with other organizations, in the search for solutions that in the case of Chile have allowed to adequately face the pandemic. Notwithstanding, at the regional level, cooperation efforts have not been adequately reflected since an individualistic and competitive attitude has prevailed, without prejudice to the existence of some specific actions or events of interstate solidarity./La pandemia COVID19 ha golpeado a Chile en pleno desarrollo de un estallido social, en consecuencia, su impacto y efecto también ha tenido un grado de politización entre los diversos actores políticos. Sin embargo, la crisis sanitaría ha sido hábilmente manejada por las actuales autoridades, siendo el esfuerzo de Chile destacado internacionalmente, tanto en la obtención de insumos, como en el manejo de la crisis. Lo anterior, ha presentado riesgos, amenazas y también oportunidades, que en el caso nacional se han podido sortear gracias a la integración y efectiva coordinación de los diversos actores estatales y no estatales. En ello, la participación de las fuerzas armadas (FFAAs) ha sido clave junto a otros organismos, para la búsqueda de soluciones que han permitido en el caso de Chile enfrentar adecuadamente la pandemia. Sin embargo, en el plano regional no se han podido plasmar adecuadamente los esfuerzos de cooperación ya que ha primado una actitud individualista y de competencia, sin perjuicio de existir algunas acciones o hechos específicos de solidaridad interestatal.

Abstract:: This article argues that Bolivia has been affected, at the same time, by two pandemics, the political and the sanitary. It also argues that institutional fragility and the weakness of health structures and organizations have been a disadvantage in the management of the pandemic, which has not been free of political influences for the benefit of one or the other side, aggravating and harming, in the end, the most disadvantaged population. This, additionally in an economic context of great informality that has been seriously damaged, affecting the weakest who earn their living in this informal sector of the economy. The internal power struggles in Bolivia have been in practice a factor that has negatively affected the management of the pandemic at the national level./Este artículo plantea que Bolivia ha sido afectada, al mismo tiempo, por dos pandemias, la política y la sanitaria. Adicionalmente plantea que la fragilidad institucional y la debilidad de las estructuras y organizaciones sanitarias han sido una desventaja en el manejo de la pandemia, la que no ha estado exenta de influencias políticas para beneficio de uno u otro bando, agravando y perjudicando al final, a la población más desfavorecida. Ello, adicionalmente en un contexto económico de gran informalidad que se ha visto seriamente dañado, afectando a los más débiles que se ganan la vida en este sector informal de la economía. Las luchas internas de poder en Bolivia han sido en la practica un factor que ha afectado negativamente el manejo de la pandemia a nivel nacional.

Abstract:: Brazil has been hit hard by the new coronavirus pandemic. In such a context, there has been an increasing transference of decision-making and policy-making power to the military, and the Brazilian national response to COVID-19 has eventually come under military authority. Based on the current debate on the on-going securitization of public health in the world following the outbreak of the new coronavirus, we engage with recent literature in an attempt to demonstrate Brazil’s singular pattern of military interference in public health. It is our hypothesis that in Brazil there is a process of militarization of the responses to the pandemic without, however, a concomitant process of securitization. This is possible because the Bolsonaro Administration combines denialism toward the COVID-19 pandemic with the gradual delegation of key political roles to the military. We claim, finally, that the Brazilian case of military response to COVID-19 offers analytical instruments to study other cases of imbalance in civil-military relations throughout the Global South./La pandemia del nuevo coronavirus ha impactado severamente a Brasil. En este contexto, las fuerzas armadas han recibido sustancial aumento en su capacidad de decisión y de elaboración de políticas públicas de respuesta a la COVID-19. A partir del presente debate sobre la creciente securitización de la salud pública global en tiempos de pandemia, nosotros convocamos a la literatura reciente sobre el tema con el objetivo de demostrar la originalidad del caso brasileño respeto a la interferencia militar en salud pública. Nuestra hipótesis destaca que en Brasil ha existido un proceso de militarización de las respuestas a la pandemia sin que haya un simultaneo proceso de securitización. Ello es posible porque el Gobierno Bolsonaro combina negacionismo respeto a la pandemia con una gradual delegación a los militares de puestos claves en la toma de decisiones. Argumentamos que el caso brasileño ofrece instrumentos de análisis importantes para el estudio de otros casos de desequilibrio de las relaciones cívico-militares en el Sur Global.

Abstract:: This research article examines the diplomatic efforts at the highest level carried out by José María de Areilza (1909-1998), who served as a Spanish ambassador to the United States between 1954 and 1960, in order to advance Francoist Spain entry into NATO. Drawing on diplomatic documents, primarily letters and reports, the article outlines that from the very moment he took office, Ambassador Areilza openly advocated before the Spanish Ministry of Foreign Affairs the entry of Spain into the North Atlantic Alliance as a means to both strengthen military and economic ties with the United States and to foster the slow international rehabilitation of the Franco regime. However, the Spanish Government’s reluctance to push for NATO membership, which prompted a severe admonition from Minister Martín Artajo to his ambassador, along with the inability of US diplomacy to overcome the resistance of those allies which opposed the candidacy of Spain, ultimately led Areiza’s efforts to failure./Este artículo aborda las gestiones diplomáticas al más alto nivel efectuadas por José María de Areilza (1909-1998), quien se desempeñó como embajador español en los Estados Unidos entre 1954 y 1960, a fin de facilitar el ingreso de la España de Franco en la OTAN. Mediante el apoyo en documentos diplomáticos, primordialmente cartas e informes, se expone cómo desde el mismo momento en que tomó posesión de su puesto, el embajador Areilza propugnó abiertamente ante el Ministerio de Asuntos Exteriores la entrada de España en la Alianza Atlántica como medio para fortalecer los vínculos militares y económicos con los Estados Unidos y avanzar en la lenta rehabilitación internacional del régimen franquista. Sin embargo, las reticencias que el Gobierno español abrigaba a propósito del ingreso en la OTAN, las cuales motivaron una severa admonición del ministro Martín Artajo a su embajador, unidas a la incapacidad de la diplomacia estadounidense para vencer la resistencia de los aliados que se oponían a la candidatura española, condujeron las diligencias llevadas a cabo por Areilza al fracaso.

Abstract:: The following article tries to analyze the transformation of the Salvadoran police from the implications of the 1992 Chapultepec Peace Agreements. In this way, the 25 years between 1992 and 2017 are taken as the period of study, in order to observe the level of transformation experienced by the new National Civil Police. Making use of an in-depth legislative review and different in-depth interviews, the article analyses in particular the scope and meaning of three dimensions in this transformation: police selection and training, the degree of delimitation of the police function and the foundations of the police career. Thus, while it is true that important progress has been made, it is possible to find shortcomings and weaknesses that persit, after more than two decades, in a way that is so worrying that it must be resolved./El siguiente trabajo tiene como objetivo analizar la transformación de la policía salvadoreña a partir de las implicaciones que tuvieron los Acuerdos de Paz de Chapultepec de 1992. De este modo, se toma como tiempo de estudio los 25 años que transcurren entre 1992 y 2017, para así observar el nivel de transformación experimentado por la nueva Policía Nacional Civil. Haciendo uso de una profunda revisión legislativa y de diferentes entrevistas en profundidad, se analiza en concreto el alcance y significado de tres dimensiones en particular: la selección y formación policial, el grado de delimitación de la función policial y los fundamentos de la carrera policial. Así, si bien es cierto que se han conseguido importantes avances, es posible encontrar carencias y debilidades que, tras más de dos décadas, persisten de manera tan preocupante como irresoluta.

Abstract:: Games have always been a powerful tool for learning behaviours and attitudes necessary for an efficient socio-cultural performance. In today's digital society this role is played mainly by video games. They provide video players with skills and abilities typical of the time and facilitate the learning of complex processes effectively. The UN, through its different agencies and through various Education programmes, has used this format to bring together and raise awareness among citizens about the main international issues, such as crises and the displacement of refugees. The aim of this text is to analyse how these issues are projected through the case study of the Spanish video game Survival, as well as to assess whether it is a useful tool for raising awareness and providing adequate information to the population. To this end, this article will analyze the message of this title as well as initiatives such as the UNAOC's PEACEapp initiative./Los juegos han constituido siempre una poderosa herramienta de aprendizaje de conductas y actitudes necesarias para el eficiente desempeño sociocultural. En la actual sociedad digital ese papel lo protagonizan, principalmente, los videojuegos. Estos proveen a los video jugadores de habilidades y destrezas propias de la época y facilitan el aprendizaje de procesos complejos con eficacia. La ONU a través de sus diferentes agencias y mediante diversos programas de Educación se ha servido de este formato para aproximar y concienciar a la ciudadanía sobre las principales problemáticas internacionales, como las crisis y desplazamientos de refugiados. El objetivo del presente texto es analizar cómo se proyectan estos temas a través del estudio de caso del videojuego español Survival así como valorar si es una herramienta útil para concienciar e informar adecuadamente a la población. Para ello analizaremos el mensaje de este título e iniciativas como la iniciativa PEACEapp de la UNAOC.

Abstract:: The Turkish Military Intervention in the Syrian part of the Kurdistan region, known as Rojava, shows that the Syrian Civil War presents a great number of different sides. The objective of the intervention is to create a safe zone where two million syrians could be resettle, expelling from the area the kurd militias that oppose the government in Ankara. The present article wants to deep in the use of frames used by the Spanish written press when covering the Turkish military intervention in the Arab country. Through a classic and cuantitative methodology, named analysis of content, this paper will go into the mediatic discourses of the national press with the purpose of exploring what explanations are having a biggest importance. This contribution tries to explore if the humanitarian question weights more heavily that the ones focused on security./La intervención militar turca en el Kurdistán sirio, conocido como Rojava, demuestra que la guerra civil siria presenta una gran cantidad de aristas. El objetivo de la misma es crear una zona de seguridad donde reasentar a más de dos millones de refugiados sirios y expulsar del lugar a las milicias kurdas, opositoras al gobierno de Ankara. El presente artículo tiene como finalidad ahondar en el uso de encuadres utilizados por la prensa escrita española a la hora de cubrir la intervención militar turca en el país árabe. A través de una metodología clásica y cuantitativa, análisis de contenido, se ahondará en los discursos mediáticos de la prensa nacional con el objetivo de investigar qué narrativas están teniendo mayor peso. Esta contribución intenta explorar si las cuestiones humanitarias presentan mayor relevancia que las explicaciones centradas en la seguridad.

Abstract:: Peacetime cyberattacks by groups of hacktivists, transnational criminal organizations or terrorist groups, increase every year, being the most frequent cyber threat against States’ IT infrastructures. Given this reality, the international community does not have developed yet an effective legal tool in order to attribute international responsibility to those States from whose territory non-State actors launch their cyberattacks against other countries. Therefore, this article suggests that the adoption of the “cyber-due diligence” concept – based on the classic notion of “due diligence” – would make easier to identify responsible States and attribute them their responsibility for failing to adopt preventive measures, such as monitoring activities./Los ciberataques en tiempos de paz – por parte de grupos de hacktivistas, organizaciones criminales transnacionales o bandas terroristas – aumentan cada año más, suponiendo para los Estados la ciberamenaza más frecuente contra sus infraestructuras informáticas. Ante esta realidad, la comunidad internacional no cuenta todavía con una herramienta jurídica eficaz para atribuir la responsabilidad internacional a aquellos Estados desde cuyo territorio dichos actores no estatales lanzan sus ciberataques contra otros países. Por tanto, en el presente artículo se propone la adopción del concepto de “ciberdiligencia debida”. Partiendo de la noción clásica de “diligencia debida” desarrollada en el Derecho internacional del medioambiente, se sugiere que la “ciberdiligencia debida” permitiría identificar con más facilidad al Estado responsable y atribuirle la responsabilidad por no adoptar las medidas preventivas, como las de monitoreo, necesarias para oponerse a las actividades cibernéticas ilícitas de estos grupos privados.

Abstract:: The inclusion of the gender perspective in military operations is now a legal requirement. This exigency is mainly consequence of the doption of the UNSCR 1325. But it is also an operational requirement derived from the need to take into account in decision-making processes the human factor in all its dimensions, to ensure that military actions are adapted to the reality of the scenario in which they take place. This article tries to show that, in the process of integrating this aspect in operations, decision makers tend to only consider the legal aspects of this issue, ignoring the operational benefits that it entails. The official documents of organizations such as the UN or NATO, recognize this duality but, in practice, do not develop this perspective in their operating procedures. All this creates significant problems for those responsible for integrating the gender perspective in operations and requires the introduction of regulatory changes along these lines./Integrar la perspectiva de género en la conducción de las operaciones militares es una exigencia jurídica derivada principalmente de la RCSNU 1325. Pero es también una exigencia operativa derivada de la necesidad de tener en cuenta en los procesos de toma de decisiones el factor humano en toda su extensión, para garantizar que las actuaciones propias se adaptan a la realidad del escenario en el que se desarrollan. A lo largo de este trabajo se evidencia que, en la integración de este aspecto en las operaciones, se tiende a incidir únicamente en los aspectos jurídicos de esta cuestión, pasando por alto los beneficios operativos que conlleva. Los documentos oficiales de organizaciones como la ONU o la OTAN, reconocen esta dualidad pero, en la práctica, no la desarrollan en sus procedimientos operativos, lo que supone un problema para los responsables de integrar la perspectiva de género en las operaciones y hace necesario introducir cambios normativos en esta línea.

Abstract:: In the troubled and insecure global and regional international systems, the European Union is committed to become an operational, autonomous and credible actor in the present international relations, despite a certain internal erosion of the pillars of integration, the lack of a common strategic culture that prevents a clear identification of political and security priorities, plus the new US approaches towards the European Union, no longer its strategic priority. The US would only provide assistance to the EU when its national interests are affected. Consequently, Europe must modify its approaches to face contemporary geopolitical and strategic changes and perhaps the change of paradigm in world governance. This study tries to explain the current policies and initiatives of the Union in the field of security and defense, questioning its consistency./En el convulso e inseguro contexto global y regional, la Unión Europea apuesta por reivindicarse como un actor operativo, autónomo y creíble en las actuales relaciones internacionales, pese al cierto desgaste interno que acusan los pilares que cimentan la integración, la falta de una cultura estratégica común que impide una clara identificación de prioridades políticas y de seguridad y la nueva actitud de EE.UU. hacia el concierto europeo, que deja de ser una prioridad para sólo aportar asistencia cuando sus intereses nacionales se vean afectados. Consecuentemente, Europa debe modificar sus planteamientos para enfrentarse a las coordenadas geopolíticas y estratégicas contemporáneas, y quizás al cambio de paradigma en la gobernanza mundial. Estas consideraciones encauzan el objeto general de nuestro estudio destinado a comprender y cuestionar cuál es el perfil real y actual de la Unión en el ámbito de la seguridad y defensa regional e internacional.

Abstract:: The People’s Republic of China is one of the states focusing intensively on building its soft power and shaping its international image. However, China’s image is still negative and primarily based on stereotypes. In recent years, this country is willing to change such perceptions and present itself as an efficient, intensively developing, capable country that is much more than just a global production plant. The article aims to review China’s different manifestations of development aid regarding changing this type of public diplomacy and its meaning to the Chinese government. Is it only motivated by good intentions, or maybe its goal is to only provide an advantage to China? It is evident that owing to significant development, China needs to expand its economic contacts. However, the tested hypothesis states that behind Chinese development aid, political motivation is hidden as well. The research is based on content analysis of official documents and Foreign Ministry’s statements referring to development aid.

Abstract:: Space Traffic Management (STM) is a new concept referring to space activities. The highest priority is the safety and security of outer space and all conducted operations. There is no definition of STM. There is an urgent need to regulate STM providing safety and security regulations at the international, regional, and national levels. Because there is no STM definition, the regulator might use the example of existing regulations of the International Civil Aviation Organization on Air Traffic Management (ATM). European EUSST is a good example of being a “precursor” of STM. However, many questions are still open regarding specific regulations needed to create an STM system, such as at which level they should be made: globally, regionally, or nationally.

Abstract:: The China Sea connects as many coastal states as it divides due to the economic and strategic challenges it represents. It also embodies an area of confrontations between the Great American and Chinese strategies. Identifying with precision the differences that arise requires an interest in the symbolic dimensions that surround them. This angle of analysis provides an opportunity to observe the functioning of international law and inevitably leads to a discussion of the emerging international order. The literature on the situation in the China Sea abounds. The paper’s singularity is to approach it under the prism of international law as revealing the psychology of an actor. To carry out this research, the authors use a pragmatic and critical approach to international law. The thesis defended shows that, contrary to a positivist and judicial approach to international law, elements exogenous to the law, the history, and the psychology of an actor, influence the interpretation of existing norms.

Abstract:: In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Abstract:: The cybersecurity issue discussed in the paper is seen from the perspective of political science with the indication that the subject under discussion concerns the multifaceted nature of the state’s actions, which consists of political, economic, social, and cultural factors. At the same time, the work also intends to prove that cybersecurity is not only a domain of technology because it is the mentioned aspects that shape the conditions of stable development of the state and its citizens in a space dominated by cyber technology in a much more decisive way. Given the growing role of cybertechnology in almost all areas of human life, its importance also forces and inspires political science to question the shape and model of modern policy, which is significantly evolving under the influence of new technologies. On the one hand, emerging cyber threats reveal the weakness of the state and the dependence of state institutions on cybertechnologies, but on the other hand, existing cyber incidents may also motivate many governments to take action to increase the level of cybersecurity.

Abstract:: This article aims to indicate the sources of problems in the field of governance and politics in the African Great Lakes Region. The countries of this region play an essential role in the global socio-political and economic system. Their development is hampered by numerous external and internal conflicts resulting from both the historical and contemporary problems of the countries. Colonialism had a major impact on the development of African countries. It manifested itself, among other things, in the spread of political domination. Adopting state management patterns from European culture and attempt to transplant them on African ground without understanding local cultural conditions contributed too much post-colonial fresh and modern conflict. Examples of this are failures to establish liberal democracy and its crises in the African Great Lakes Region.

Abstract:: This paper highlighted the use of cyberspace as a conflict zone by the US and China, focusing on competition in various technological spheres, including cyberespionage, military technology, and Artificial Intelligence (AI). The main purpose of this study was to depict how great powers manipulate the cyber domain for their high political objectives through US-China rivalry. The research has been carried out mainly via literature review, discourse analysis, and relevant statistics. Consistent with previous literature and global public perception, the outcome has shown that both states are using cyberspace as a new domain for completion in trade, technology, and military purposes. Cyberespionage, the militarization of cyberspace, and AI have been the main conflict areas between these two global competitors in the last decade.

Abstract:: Sustainable use of marine biological diversity of areas beyond national jurisdiction under the United Nations Convention on the Law of the Sea became a key topic for the negotiations since the 2012 United Nations Conference on Sustainable Development in Rio de Janeiro. Ocean change is now the most significant threat facing humanity, especially those living in coastal areas. The possible and already observed loss of territory, and thus sovereignty of the submerged states, is not the only legal consequence of ocean change happening now, in the 21st century. Another factor is the downsizing of Exclusive Economic Zones, which implies political tensions between the neighboring countries, both sovereign and dependent territories of the former colonial powers. France is present in the Indian Ocean and the Pacific Ocean via its overseas collectivities. Thus, instead of being at the 45th position in the world’s ranking of the ocean powers, the Republic of France comes in the second position, straight after the United States of America. This high and indeed precious position, both geostrategically and economically, affects its views toward the United Nations negotiations process on biological diversity beyond national jurisdiction.

Abstract:: Migration as a weapon sounds like a policy statement by resurgent nationalistic parties (and governments) in the West. However, politics and the human cost aside, what if an adversary (both state and non-state actor) does exploit the current global crisis of mass migration due to globalization, war, and political unrest? This article will look at the ongoing mass migration to the European Union within the wider security context of the so-called hybrid threats and/or ‘grey zone’ tactics. It looks at the various legal categories of migration as how the law can be weaponized as so-called ‘lawfare’ to undermine the existing legal frameworks distinguishing between legal and illegal migration. The authors recognize the possibility that this article will be used as an argument by the political actors involved for their nationalistic and anti-migration politics and policies. Yet, we believe that the potential of abusing the current vacuum for political gains along ideological party lines makes it necessary to provide a wider legal-security focused perspective on mass migration.

Abstract:: The unfavorable demographic situation and the falling number of births resulted in an increased interest among Polish politicians in introducing tools to social policy that would reverse this negative trend. Implemented to social policy by Prawo i Sprawiedliwość Party in 2016, the “Family 500+” benefit has become such a tool. According to the government’s intention, this financial aid for families with children aims to reverse the decline in the number of births observed for many years and reduce the scale of poverty among families with the most complex financial situation. After several years of the “Family 500+” Program in force, it is difficult to clearly define whether the goals were achieved and whether the expenses for financing the program were adequate to the results. The aim of the article is an attempt at the assessment of the functioning of the Family 500+ Programme. Both the statutory assumptions of the programme, the costs of its functioning, and its results so far were analyzed. The central part of the analysis covered the period 2016–2019.

Abstract:: The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

Abstract:: The primary aim of this article is to present the results and research findings of a pilot study on teachers’ attitudes manifested toward the idea of society 5.0. The study is a part of one of the priority research areas of the Silesian University of Technology – Processes automation and Industry 4.0. in terms of the socio-cultural and methodological implications of Industry 4.0. Eighty-four teachers participated in the research and completed the questionnaire electronically. The research bores the characteristics of a preliminary diagnosis of the problem. Hence, the collected empirical material does not allow the formulation of methodologically valid conclusions. However, it may constitute a “voice in the discussion” on the preparation of teachers for the inevitable change of the role of the school and the teacher in the new society.

1393. The Boundaries of Jerusalem

Abstract:: Earlier this year, President Donald Trump presented his Peace Plan for Israel and the Palestinians. The plan also dealt with the future boundaries of Jerusalem. Jerusalem is the only city ruled by a sovereign regime, the State of Israel, which declared Jerusalem as its Capital city and draw its boundary lines. Except for the US, the status and boundaries of Jerusalem are not accepted by any other international or national entity. Only the United States, which accepts Jerusalem as the capital city of Israel, agreed to accept its Israeli declared boundaries. Jerusalem’s status and boundaries stand at the core of the dispute between Israel and the Palestinian Authority, which wishes to restore the pre-1967 line. The city of Jerusalem was divided during the years 1948-1967 between Israel and Jordan. The Palestinian Authority thus calls for a separation of Jerusalem between two independent states. Today, Jerusalem has an urban boundary that serves partly as a separating line between Israel and the Palestinian Autonomy, but most countries do not accept the present boundaries, and its future permanent line and status are far from establishing. Jerusalem is a unique city. This article presents a brief history that should help understanding its uniqueness.

1394. Why Did Italian Democracy Become Vulnerable? Theorizing the Change from Neo- to Quasi-Militant Democracy

Abstract:: Embedded in scholarship on militant democracy, this research aims to explain how Italian legislation was positioned to militant democratic measures and how this changed over time. Drawing on the qualitative source analysis and the explanatory frameworks of democratic vulnerability tests two competing theory-grounded assumptions. While the first one assumes that Italian democracy became vulnerable when traditional militant democracy instruments were outmoded, the second considers the misuse or abandonment of those means with social consent as the source of vulnerability. The crisis-induced socioeconomic inequality and uncertainty weakened the Italian political nation. As a result, the latter supported populists in return for a promise of political change. The anti-democratic legal means employed to extend power competencies and prevent the exchange of ruling parties were the way to and the costs of the expected political change. At the same time, the political nation became unable to self-organize to strengthen democracy self-defense. As a result, Italians co-produced a quasi-militant democracy that turned vulnerable because militant democracy measures were misused or not used with the consent of Italians that relinquished their political subjectivity in favor of the Northern League and the Five Star Movement.

Abstract:: This article aims to analyze the approach of Polish parliamentary parties to the anti-abortion legislation in 1991-2019 on the level of their ideological programmes. Classification of political parties concerning their ideological families has been proposed. Next, the article presents a typology based on the party’s attitude to the discussed problem, distinguishing the following categories of parties: the proponents of apportioning, the opponents of abortion, heterogeneous parties, and parties that do not express an opinion on this issue.

Abstract:: As Susilo Bambang Yudhoyono won the 2004 presidential election, it marked the end of Indonesia’s democratic transition era and experienced a dynamic change in foreign policy. The new international identity that viewed Islam as an asset was introduced by SBY, emphasizing the importance of moderate Islam as opposing extremism. The phenomenon of Islamic influence was not only the result of democratic consolidation domestically but also external factors such as the aftermath of 9/11 that portrayed Muslims as potential terrorists. For this reason, Indonesian foreign policy attempted to diminish such misconceptions and tried to be a peacemaker or a mediator in Muslim-related issues globally. To contextualize the analysis, the study focuses on the influence of Islam in Indonesian foreign policy towards the Palestinian-Israeli conflict and Pakistan. The mutual aspirations on the Palestinian statehood shared by both the government and the Muslim elements in society could be found, while religious sentiments were noticeable, as shown by the Muslim groups. In contrast, the influence of Islam in Indonesia-Pakistan relations, especially regarding the Kashmir dispute, was absent due to the difference in views of the government and the Muslim groups and constraining factors, including Indonesia’s national interest priority.

Abstract:: This work presents the methodology of the Russian impact on Latvia after 1991. It defines and specifies the scope of methods concerning both the hard and soft power in international relations in the 21st century, particularly the ones used to implement the Russian Federation’s foreign policy. The implemented strategies and impact models are described. The work is also focused on certain indicators used in global rankings by experts worldwide. In the 21st century, it is no longer enough to employ the hard power methods as it is advisable to use the soft power ones, which may bring about much better results than the hard ones.

Abstract:: SDA (Space Domain Awareness) and SSA (Space Situational Awareness – SSA) have been defined as comprehensive knowledge of space objects and the ability to track, understand, and predict their future location. The purpose of the article is to present SSA initiatives to protect space systems, which are now recognized as fundamental assets of the sustainable development of each country. The destruction of even a part of the space infrastructure can have severe consequences for the security of citizens and economic activity. These systems assume the combination of all data obtained by various entities operating in space and Earth to create a common database. The SSA system was created based on the US military programme SDA (Space Domain Awareness); SSA and SDA are almost similar, but SDA is a new term replacing SSA, which existed previously. SDA is a better and improved SSA. Increasingly, the SSA programme is part of national and EU space strategies, but it is not yet possible to include it in international space law.

Abstract:: The publication aims to analyze public security and public order in conceptual and institutional terms as an analytical category of security sciences. The legislator defines neither public security nor public order. So far, they have been treated mainly as categories of administrative law. It is therefore important to assign them analytical content in the new scientific discipline. The research results allowed for the presentation of the thesis that public security and public order are mainly connected with protection against pathological phenomena occurring in the public space, which are minimized by institutions established to ensure it. These categories should constitute the research field (subject) of the security sciences. The research problem formulated in the form of the question: How are public security and public order treated in definitional and institutional terms? The problem was solved based on a critical analysis of the literature. The paper uses theoretical research methods, including analysis of literature and phenomena occurring in society and inference – as a cognitive factor of the subject of analysis. A critical analysis of the literature on this issue played a large role in the cognitive process.

1400. What Is Drawing Xi’s China and Lukashenko’s Belarus Closer?

Abstract:: What are the primary drivers of the relationship between Xi’s China and Lukashenko’s Belarus? The present research paper uses the historical process-tracing method to provide an answer to this question. Furthermore, it uses quantitative data analysis regarding the economic intercourse between Belarus and China. It examines whether China’s opposition regarding the unipolar American-led world order and Belarus’s security concerns are the primary drivers of the relationship between Minsk and Beijing. The present article concludes that the congruence of beliefs and Minsk’s desire to ensure survival are drawing the two countries closer together. China’s new strategy encompasses Beijing’s increasing participation in world affairs. China opposes the world order led by a single hegemon, the United States of America. In the interim, Belarus, a relatively weak state insignificant in the global balance of power, shares Beijing’s beliefs about the desired nature of the contemporary world order. However, the Belarusian economy’s condition, which relies heavily on external funding, does not allow the economic cooperation between Minsk and Beijing to thrive. China gradually increases its engagement with Belarus, yet it obscures its ambitions, for Minsk lies in Moscow’s sphere of influence.
