Abstract:: Over the past two months, as the People’s Republic of China (PRC) has rapidly rolled back its strict zero-COVID epidemic prevention policy, COVID-19 has spread rapidly throughout the country. The combination of the PRC reopening its borders to outbound travel on January 8 and the ongoing pandemic has put countries that are major travel destinations for Chinese nationals in a bind. Governments have responded differently to the situation, with some imposing testing and quarantine requirements and others declining to do so. In China, official and social media have generally lauded countries that have desisted from testing requirements and opened their doors to Chinese tourists. Thailand, in particular, has been widely celebrated. Not only did Thailand decline to impose testing requirements on inbound travelers from the PRC, but several senior Thai government ministers went to the airport to welcome the first planeload of Chinese tourists following the lifting of travel restrictions on January 8 (Guangming Daily, January 17). Scenes of smiling Thai officials and airport workers greeting the first group of arriving tourists circulated widely in Chinese media.

Abstract:: Since becoming China’s top leader ten years ago, General Secretary Xi Jinping has sought to sustain a three-decade effort to reform the defense industry in order to advance the development of defense technology and improve the People’s Liberation Army’s (PLA) capabilities. Recent reforms have focused on transforming defense science and technology (S&T) institutes into enterprise-like entities, but due to political and economic impediments, progress has been slow. This article examines the rationale for defense industry reform, assesses progress in implementation and explains difficulties encountered in the reform process.

3. The Clash at Tawang: Tensions Rise on the China-India Border

Abstract:: On December 9, the Chinese People’s Liberation Army (PLA) and the Indian army clashed at Yangtse along the Line of Actual Control (LAC) in Tawang Sector in Arunachal Pradesh resulting in injuries on both sides. Following the incident, the local Indian commander held a flag meeting with his Chinese counterpart on December 11 in order to restore peace. The clash at Tawang marked the first major skirmish between the two armies in the eastern sector since the Galwan Valley clash in the western sector in Eastern Ladakh on June 15, 2020 (China Brief, July 15, 2020).

4. Fentanyl Precursors from China and the American Opioid Epidemic

Abstract:: The fentanyl epidemic was born in America, rose from the supply of precursor chemicals made in China and is now even more destructive as Mexican drug cartels profit from huge demand. The involvement of suppliers of fentanyl precursors from China is a controversial issue that negatively impacts U.S.-China relations. The U.S. government has claimed that not enough is being done to curtail the production and trafficking of fentanyl precursors from China. The People’s Republic of China (PRC) government has claimed that it has taken strong action while also emphasizing China’s antipathy to illegal drugs by falling back on the historical legacy of the harm wrought by Western merchants’ trading of opium with China in the 19th century.

5. After the Kabul Hotel Attack: The Taliban and China Confront Security Challenges in Afghanistan

Abstract:: On December 12, members of the Islamic State Khorasan Province (ISKP) attacked a local hotel in Kabul, where several Chinese nationals were staying. The attack injured five Chinese nationals along with 18 other victims, while the three attackers were killed by security forces (China Daily, December 14, 2022). It was reported that Chinese businesspeople run the hotel, which is frequently visited by Chinese diplomats and business people (Global Times, December 13, 2022). In response, People’s Republic of China (PRC) Foreign Ministry spokesperson Wang Wenbin stated: “China is deeply shocked at the attack, which is highly egregious, and firmly opposes terrorism in any form” (China Daily, December 14, 2022). The ISKP strike in Kabul will further reinforce Beijing’s commitment to giving special attention to the security and stability of Afghanistan. An unstable and volatile Afghanistan threatens Chinese interests and could be a hurdle to the success of the Belt and Road Initiative (BRI). Moreover, Chinese sources have expressed concern that uncertainty and unrest could lead to Afghanistan becoming a hotbed for terrorists “targeting China’s Xinjiang and its interests overseas, such as the China-Pakistan Economic Corridor (CPEC) projects, where enhanced communication and coordination between China and Pakistan is required to tackle potential threats” (Global Times, August 19, 2021). In response to these challenges, China has sought to provide the Taliban with enough support to combat all forms of terrorism and extremism in Afghanistan.

6. Ten Years of Democratizing Data: Privileging Facts, Refuting Misconceptions and Examining Missed Opportunities

Abstract:: The Center for Migration Studies of New York (CMS) initiated its “Democratizing Data” project in 2013 to make detailed demographic information widely available on the US undocumented, eligible to naturalize, and other non-citizen populations. The paper begins by outlining top-line findings and themes from the more than 30 CMS studies under this project. It then examines and refutes four persistent misconceptions that have inhibited public understanding and needed policy change: (1) migrants never leave the United States; (2) most undocumented migrants arrive by illegally crossing the US-Mexico border; (3) each Border Patrol apprehension translates into a new undocumented resident; and (4) immigrants are less skilled than US-born workers. The paper then offers new analyses in support of select policy recommendations drawn from a decade of democratizing data. It concludes with a short reflection and a case study on the failure of data, evidence-based policy ideas, and national ideals to translate into necessary reform.

Abramowitz presents evidence from American National Election Studies surveys showing that party identification, ideological identification and issue positions have become much more closely connected over the past half century. He argues that as a result, the ideological divide between Democratic and Republican identifiers has widened considerably. The rise of partisan-ideological consistency has contributed to growing affective polarization as well as increasing party loyalty and straight ticket voting.

Abstract:: Dissertations are among the most important elements of academic production, along with scientific research articles and books. They not only reveal an academic’s field of research, but also provide clues as to what research methods and tools scholars will employ in postdoctoral studies. Moreover, and crucial to this paper, they are important indicators of the trajectory of research fields, as well as their general roles in the academic world. This study aims to reveal general trends/indicators in Turkish International Relations (hereafter IR) dissertations through an analysis of IR dissertations written in various Turkish universities between 2000 and 2020. There is a rather widespread claim among IR academics in Turkey that this particular community largely contributes to the Western-oriented discipline of IR as local or regional experts, dealing mainly with Turkish foreign policy and regional problems rather than with theoretical concerns in IR. A further aim of this study is to test whether this claim remains valid with the analysis of recent IR dissertations produced in Turkish universities.

Abstract:: This article aims at evaluating three International Relations (IR) journals in Turkey, namely, All Azimuth, Insight Turkey, and Uluslararası İlişkiler Dergisi. The scholarly contributions of these three journals to Turkish IR is worthy of exploration since together they constitute ‘the mainstream’ of Turkish IR journals. To this end, this article applies a bibliometric analysis in surveying all three journals' publication records in order to provide a general picture of the field in the last decade. When we consider an evaluation of the Turkish IR community, these three journals are also important and represent different sub-groups and interests among Turkish IR scholars. The field orientations and organization of the IR discipline in a given country may be understood by studying the leading journals of the field in that country. With this assumption in mind, this paper attempts to distinguish certain characteristic differences and similarities among these three journals by surveying their materials and authorships using comparative bibliometric analysis. While there are several articles in the literature that discuss the contents of these publications, no comparative bibliometric analysis has ever been conducted on them.

Abstract:: This study examines the usage of non-Western theories in research and education by International Relations (IR) scholars in Turkey. Our primary purpose is to understand the level of engagement with the non-Western IR debate, with its prospects and variations, in Turkish academia, and to evaluate the familiarity of Turkish IR scholars from different schools with non-Western IR theories. Relevant data were obtained from a questionnaire with 47 items designed to let participants, consisting of 116 academicians at IR departments from 57 Turkish Universities, provide their teaching experiences, views, and perceptions concerning non-Western IR Theory. While our findings based on this data confirm the literature on the scarcity of non-Western theories in Turkish IR scholarship, we have also furthered it with many details. Firstly, according to the findings, respondents who study and teach IR Theory at Turkish universities think that the IR theories of Western origin dominating the literature are not universal or objective in terms of their function as interpreters of IR issues. But interestingly, those considerations direct scholars to Western critical IR Theory schools rather than non-Western theories. The other key conclusion of this study confirms our expectations. The thoughts, concepts and theories emanating from the Turkish-Islamic world have much more recognition than other non-Western IR theories among Turkish IR scholars.

11. A Genealogy of the Concept of Civilization (Medeniyet) in Ottoman Political Thought: A Homegrown Perception?

Abstract:: Since the first translation of the concept of civilization into Turkish as “medeniyet” in 1837 by Sadık Rıfat Pasha, the then Ottoman Ambassador to Vienna, this coinage has turned out to be an essential component of Turkish modernization. This paper aims to establish a genealogy of the concept of “medeniyet” to demonstrate the divergences of Ottoman perceptions in different periods throughout the nineteenth and early twentieth centuries. It argues that civilization was first perceived by a group of Ottoman intellectuals as a tool to reach an ideal state of being (c. 1840-1860). The next generation of Ottoman intellectuals (c. 1860-1890) defined civilization as “the” ideal state of being, yet they had different views on the concept, particularly concerning the distinction between material and moral elements of civilization. Finally, the third generation of Ottoman intellectuals (c. 1890-1920), whose thoughts were more or less crystallized under three broad political currents labeled as Westernism, Islamism, and Turkism, had different and sometimes contradicting perceptions of civilization based on their political outlooks. By referring to the writings of these intellectuals, the paper will discuss central debates on civilization in the late Ottoman Empire, such as the singularity/plurality of civilization(s), the existence of Islamic civilization as an alternative to European civilization, the degree of importing from European civilization, and the distinction between culture and civilization. Moreover, it argues that the Turkish perception of “medeniyet” is different from the European perception of “civilization”; in other words, while the Ottoman perception of the concept of civilization is not homeborn, it is homegrown. Accordingly, Ottoman intellectuals not only divided the material and moral elements of civilization and opted for importing the former, but they also questioned the singularity and supremacy of European civilization by referring to “Islamic civilization” either as an extinct yet once-present form of civilization or as a potential rival to European civilization.

12. Sea Blindness in Turkish International Relations Literature

Abstract:: The oceans and seas cover 72% of the Earth’s surface, and 85% of global trade is done by maritime transportation. Moreover, 40% of the world’s population lives on or near coastlines. Also, the oceans play a crucial role in Earth’s biosphere. Recently, by desalination techniques, the seas have become a potable water resource. Therefore, one can say that the oceans and seas are indispensable for mankind. However, international disputes and collaboration efforts between states regarding the seas are not widely studied by scholars of international relations (IR). This can be referred to as sea blindness, and it may be defined as an inability to appreciate the importance of seas and naval power, particularly with regards to strategic security and economic prosperity. A country with sea blindness is not aware of maritime supremacy as an important foreign policy tool. Similarly, IR scholars mostly focus on land conflicts and not on sea issues when they study international politics. This is particularly true in Turkish IR literature as issues on land are again the focus areas for Turkish scholars. In this context, this article makes an analysis of the articles in peer-reviewed journals and books published by well-known publishers in Turkey, providing statistics about the issues covered. Also, for comparison, major political science and IR journals published abroad are analysed with regards to publications related to the seas. This statistical analysis elucidates whether there is sea blindness in Turkish IR literature. The number of articles and books that cover the seas as crucial study areas of IR in Turkey, as well as their broad focus areas and perspectives, are revealed by this study.

Βy addressing and assessing Turkish self-reflection and the search for disciplinary identity within Turkish IR scholarship, what can be learned, on behalf of Greek IR scholarship, regarding both Greece's and Turkey's social scientific development regarding foreign affairs/policy? Abstract:: This essay is based on the author’s long-time observation of the International Relations discipline and the repeated crises it has experienced. The piece identifies ‘event-drivenness’ as the structural reason behind these crises, in other words, the course of the discipline naturally follows global IR events and, depending on how transformative these events are, when responding to them, is more likely to fall into an existential crisis—with the most recent one being potentially fatal. By discussing in detail the a) science-statecraft relationship; b) scholar-practitioner disconnect; c) distortion of theories by scholars and practitioners; d) paradoxical relationship between rationality and irrationality; and e) theory-practice disconnect, the essay seeks to operationalize these crisisgenerated processes when responding to major events. In order to show these crisis generation processes in detail, it uses the theories of political realism and, to a lesser degree, classical liberalism, as case reflections. As a possible solution to the reciprocal condescension between scholarship (theory-making) and statecraft (practice), the essay proposes a “Clausewitzian” modus vivendi that aims at creating a culture of synthesis between the presumed producers and consumers of IR knowledge.

Abstract:: On February 24, 2022, international relations entered a whole new stage of development affecting, albeit to varying degrees, practically all states, with no end in sight. On September 7, 2022, speaking at the Eastern Economic Forum, Russian President Vladimir Putin said that the world was experiencing “fundamental transformations.” Such transformations generally require several years to be completed. By the middle of the third decade of the 21st century, two highly important signs of a new situation have become absolutely clear: a crisis of the old institutions of global governance and the new rising and developing centers of power. At the same time, the opinion that the new is just the “well-forgotten old” is confirmed. This is especially true of the US and its policies.

They have, at various times, exerted influence of varying intensity and significance on the shape, character, and content of international relations, while also being influenced by them. The West’s hostility toward Russia arose, took shape, and began to actively manifest itself as one of the constants of this influence, occasionally reaching the level of outright hatred and spiraling into attacks against Russian statehood, which invariably mobilized the country’s peoples to rebuff the aggressors.

17. The Growing Presence of Faith-Based Hospitals in California Restricts Access to Sexual and Reproductive Healthcare

Abstract:: Sexual and reproductive healthcare restrictions imposed by faith-based hospitals prevent women, sexual minorities, and gender minorities from accessing the full range of comprehensive healthcare. The share of faith-based hospitals in California has increased rapidly in recent years, but no analysis has been completed to understand their distribution and rate of growth. In this paper, we calculate the percentage of religiously affiliated acute, short-term hospital beds per California county. We find that faith-based hospitals have a majority market share in 17 out of 58 California counties. Furthermore, while the percentage of faith-based hospitals in these counties has remained relatively stable from 2000-2010, this proportion has increased tenfold in the past decade. Our data suggest that the expansion of faith-based healthcare systems in California presents a significant barrier to sexual and reproductive healthcare access.

18. Examining Child Deprivation Across California and How It Could Be Addressed with Early Childhood Education

Abstract:: Socioeconomic deprivation can create adverse conditions with direct impacts on the development of children. The Early Childhood Deprivation Index (ECDI) shows that there are significant differences in the extent of deprivation of young children (aged 0 to 5 years) among the counties in California. Our research shows that the cost of childcare forms a significant proportion of family income among low- and middle-income families. It indicates that families can pay for a high proportion of such costs if they could access the available federal and state government entitlements. A universal high-quality early childhood education system brings about an efficient way of providing the childcare without the unnecessary cost of employing a means-tested entitlement mechanism. However, even with universal early childhood education, families need support to be able to take advantage of the program, since pre-schooling will be on a voluntary basis. It is therefore important that in addition to providing education universally- communities, and the state make every effort to increase the ability of California families to benefit from this important opportunity.

19. Alaska Electoral Reform: The Top 4 Primary and Ranked-Choice-Voting

Abstract:: Why did Alaska develop a top 4, Ranked Choice Voting (RCV) system? This article explains the role a blanket primary played in the evolution of Alaska’s nominating process, beset by demands of the rising Alaska Republican Party (ARP) to protect its rights as a political association while the U.S. Supreme Court’s decision in California v. Jones constrained states’ interests. In 2019-2020 reformers proposed a new system emphasizing a nonpartisan primary with RCV, which political party leaders opposed. Voters narrowly approved the ballot measure in the 2020 general election; it was used for the first time in a special election, and primaries in 2022 and the following general election. The most significant outcomes were the election of Mary Peltola, a Democrat (and Alaska Native) to the state’s sole seat in the U.S. House of Representatives, and reelection of Republican Lisa Murkowski, senior U.S. senator, who defied former President Donald Trump. The article presents information on major political party registrations, showing switching dominance (from Democratic to Republican). However, from 1970 to 2023, a majority of registrants were either nonpartisan or undeclared, a different pattern than found in the other states. The report compares Alaska’s experience with those of other states using RCV, and concludes with a discussion of the broader implications of the Alaska case.

20. Alaska’s New Electoral System: Countering Polarization or “Crooked as Hell”?

Abstract:: In November 2020, Alaska introduced a new electoral system, combining a “top four” all-party primary with ranked choice voting (RCV) general elections. Supporters of this reform claimed it would reduce the partisan polarization and minority victories generated by closed primaries and plurality elections. But critics suggest that it could make polarization worse by weakening political parties—an important check on political extremism. These are high-stakes issues that go well beyond Alaska, given the problem of political polarization and the search for institutional reforms in America today. Placing the Alaskan reforms in this broader national context, this paper presents an initial assessment of Alaska’s new system at the 2022 primary and mid-term elections. We find the reform was both consequential and largely beneficial, promoting greater choice for voters, more accommodative campaigning, and generally more moderate outcomes than likely under the old rules.

Abstract:: This essay aims to clarify the most popular impacts of the COVID-19 pandemic and examine a future projection of Post-COVID-19 in Japan. This is based on interdisciplinary studies, particularly the literature survey on global governance in English and Japanese. Japan has consistently lived after WWII under the principles of freedom, democracy, human rights, and the rule of law. Given the challenges caused by the pandemic, it is unpredictable how much conflict between multiple powers will hinder national security and economic globalization. The following five actions should be executed: Japan should participate in international research activities to envision a future society, Japan should adopt a unique future concept to address ageing populations and social security reform in their international cooperation, a review of neoliberalism, construction of a society that can respond to societal risks, and political leadership and freedom of speech to deal with serious social risks should be championed.

Abstract:: The Ukrainian conflict has paved the way to re-examine the geopolitical implications of Russian Neo-Eurasianism, which has challenged the Liberal International Order. The implications of such a development will have global implications for Russia. Indications of Putin's renewed mission, infused by restrategising the Russian position in Eurasia coupled with cultural exceptionalism based on messianic identity, are observable in recognition of Donbas and Luhansk as separate territories and the invasion of Ukraine. The conflict has allowed the US to lead as an Atlanticist player and regain its slipping position in the international system. Therefore, following exploratory research methodology, the paper examines Dugin’s geopolitical model based on neo-Eurasianism. The paper concludes that the model will observe major setbacks in the post-Ukrainian conflict order as the proposed alliances by Dugin’s model with Moscow, Tokyo, and Tehran face several challenges. Consequently, the invasion has pushed Atlanticist pre-eminence back on track across Eurasia.

Abstract:: The concept of Eurasia is one of the most important elements of geopolitics, dating back to the beginning of the last century, and whose development owes much to the works of geographers and political thinkers alike. Nevertheless, although comprising a big portion of the planet’s political space, this region suffers from a relative ‘organizational gap’, especially if compared with neighboring regions such as Western Europe and Southeast Asia for instance. This paper contends that the lack of an overarching political arrangement in Eurasia owes much to particular aspects of the Russia-China relationship, which encompasses Great Power aspirations and competing organizational schemesin the region. Different views about Eurasia itself, associated with a quest for leadership in regional institution-building, put both Russia and China on competitive tracks, essentially obstructing the formation of a broad political design in the broader continent. To substantiate our point, the present work applies certain concepts from historical institutionalism, whose mechanisms enabled a thorough evaluation of patterns of inception, continuation, and change of political institutions, alliances and principles affecting the Sino-Russian relationship over time, as well as its effects on Eurasia’s ‘organizational gap’ per se.

Abstract:: International Relations (IR) are an interdisciplinary field of study; however, mainstream IR possesses a Western and North-centric focus that neglects or unequivocally reflects Global South perspectives and realities. Global events, including those related to transboundary water relations, are told from a Western and North perspective. That does not provide enough knowledge to understand developments occurring in the Global South, understood here as less economically developed countries, comprising a variety of states with diverse levels of economic, cultural, and political influence in the international order. In this sense, the article exposes some Latin American IR thinking, to offer new contributions to the process of theorizing transboundary water relations and broaden the field of view within IR and transboundary water. Following a qualitative methodology, based on the bibliographic revision of authors from the Global South in IR and hydropolitics, the paper argues that it is necessary to incorporate non-Western and non-Northern actors and thinking to explore how different actors challenge, support, and shape global and regional hydropolitics. The paper calls for more attention to how the analytical framework on transboundary water interactions can include Global South perspectives. The paper concludes with some suggestions for future research and policy discussions.

Abstract:: The Indian state has been adopting controversial policies for countering the Maoist insurgency. Even worse, this behaviour seems to mirror British colonial attitudes against India’s population at some level. Consequently, this article attempts to understand this probable ‘paradoxical’ conduct. With the support of the post-structuralist theory, I discuss state and outsourced terrorist practices of the Indian state apparatus against this insurgency. To reach this goal, first, I try to explicate the concept of state terrorism and its application in India. Then, I analyse the historical development of the Maoist movement and India’s concrete policies of state and outsourced terrorism against this counter-hegemonic movement. I believe the British Raj’s colonial practices have had a deep dialectical influence on India’s state apparatus and major political parties to date. So, this inquiry may clarify the persistence of colonial practices within India.

Abstract:: In the context of Brazil-Paraguay historical relations, the construction of the Itaipu hydroelectric dam on the Paraná River – on the border between the two countries – was one of the most important initiatives (in political, economic and energy terms). The events between Brazil and Paraguay involving the Itaipu project are part of South America's geopolitics. In this sense, the present article will focus on the negotiations that preceded and continued throughout the construction of the plant and the treaties and main events and agreements that established the criteria for the operation of the hydroelectric power plant. The Itaipu Treaty, signed in 1973, provides for the revision of financial clauses by 2023. Thus, the present work aims to examine the relations between Brazil and Paraguay throughout history and analyze the impacts of the Itaipu Dam on this relationship. This article is qualitative research, from the perspective of International Relations and Political Geography, enriched with cartography created by the authors with Arc GIS software.

Abstract:: According to the current literature, since the redemocratization, Brazilian foreign policy has been marked by a process of increasing politicization. This article’s main objective is to verify the relation between administrative shifts and Brazilian nuclear diplomacy. Accordingly, the question dealt with in the article is: since Brazil joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), have administration variations interfered with the formulation of Brazilian nuclear diplomacy? This article argues that Brazilian nuclear diplomacy has been an exception to this trend. No matter how innovative some administrations have been in foreign policy, nuclear diplomacy has been insulated from governmental changes, having consolidated a coherent and stable rhetoric internationally. The research was carried out by analyzing the Brazilian rhetoric between 1998 and 2019 in the NPT Review Conferences and Preparatory Committees, vis-à-vis different administrations, through the method of substantive content analysis. The result consisted in the verification that the majority of the rhetorical issues used were present in all studied administrations, indicating the absence of correlation between administration shifts and the Brazilian stance in the Global Nonproliferation Regime.

Abstract:: This research paper identifies the instrumental role of the integrative perspective in international procurement negotiations and evaluates how, in the specific case of BPN’s purchase by BIC, the long-term relationship approach provided the maximization of opportunities in international relations. The research applied a qualitative method that explored the case of BIC internationalization project within the CPSC (Community of Portuguese Speaking Countries) space and resorted to techniques of documentary observation, collected through interviews, official statements and communications. The study demonstrates that BIC strategy gave rise to subsequent negotiations with the same international partner, under conditions of a more cooperative perspective. Findings validate the relevance of an integrative perspective, but suggest that it is instrumental to competitive purposes and demonstrates that the entry into action of business economic actors is not unrelated to a strong involvement of States, through their governments

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:: In this study, I criticize the use of Portuguese as the sole official language of the Community of Portuguese Language Countries (CPLP). I address the question: Portuguese as the sole official language of the CPLP: what insight is gained for the post-colonial discourse analysis of the CPLP? I employ the theoretical framework of existential sociolinguistics and engage in the method of philosophical reflection – an analysis of arguments – the case of the relationship between Portuguese and indigenous languages within the CPLP as stated in the organization’s objective. I found that Portuguese as the sole official language of the CPLP fosters hegemonic linguistic power, perpetuates social injustice and anti-intercultural value, and undermines linguistic and cultural rights and dignity. In conclusion, I propose a multilingual language policy with the representation of indigenous languages to solve this problem and demonstrate an equitable, dignified, and decolonized treatment of languages other than Portuguese in the CPLP.

Abstract:: Three trends will characterise the evolving global terror threat landscape in 2022. First, the cascading implications of the return of the Taliban-al Qaeda alliance to Afghanistan on August 15, 2021. Second, the diffusion of the Islamic State threat from the Levant, notably from Iraqi-Syrian theatre. Third, the online surge of extremist and violent content especially of Islamist and Far Right entities on servers in North America and Europe mobilising and radicalizing especially youth. With lockdowns, partial lockdowns and other pandemic restrictions, the challenges facing government security forces - military, law enforcement and intelligence surged and both in resource allocation for training and mobility for operations hampered their performance and efficacy. The focus on humanitarian challenges by governments during the pandemic was ably exploited by threat groups to expand their support bases or capture territory. On the other hand, a range of ideological and material threats manifested in 2021. Some will institutionalise both in the physical and digital spaces in 2022. With radicalisation and reciprocal radicalisation of Islamists and Far Right threat groups, their networks, cells and personalities will stage attacks.

Abstract:: Timor-Leste during and after the process of disarmament, demobilization, and reintegration (DDR) in the years 2000-2004 did not achieve an acceptable level of security. This article, using a DDR maximalist perspective and a liberal perspective in security studies, examines the UN limitations in providing a solid problem-solving process and its implications for DDR. The qualitative data collected from several personal interviews to different stakeholders is analyzed using thematic analysis. Based on these interviews and observations this research finds that the UN had several limitations to carry out DDR in Timor-Leste, being the most salient, the weak legitimacy and the lack of professionalism in human resources.

Abstract:: Free trade is considered to make a positive contribution to both domestic and international economy because of the removal of trade barriers. The importance of free trade can be seen from the increasing free trade agreements between developed and developing countries. The involvement of developing countries in free trade agreements enables them to make efficiency and maximize the benefits of implementing free trade agreements. Developing countries however often do not get results that are as expected in the Free Trade Agreement (FTA). For example, Indonesia has not yet obtained the outcomes that were expected in the implementation of the Indonesia-Japan Economic Partnership Agreement (IJEPA). The results highlight that one fundamental factor for obtaining optimal benefits from a trade agreement is internal coordination prior to the negotiation process.

Abstract:: This article analyzes the Indonesia's interest in winning in a series of biodiesel disputes against the EU. These disputes formally entered the Dispute Settlement Body (DSB) of the World Trade Organization in 2014 (DS480) and in 2019 (DS593). This article explores how Indonesia could defend its political-economic interest by providing the necessary evidence to the Panel. The logic of the neoliberal institutionalist framework, which does not believe in the harmony of interests, allows for an in-depth analysis of why Indonesia pursues institutional mechanisms within its litigation approach. This research argues that the WTO is perceived as the enabling factor to defend Indonesia's interest, where resource nationalism justifies the state's ability to play an increasingly complex and pervasive role that the private sectors could not otherwise have done. The legal procedures provided for in the WTO system are in line with Indonesia's interest in cooperation and conflict management.

Abstract:: Indonesia and Australia have always been helpful partners since Indonesian Independence in 1945. However, the relationship was worsened after Bali Bombings in 2002 and 2005 as well as Australian embassy bombing in 2004 that killed many Australians. Thus, using Australian perspective, this article attempts to examine the response of Australian government in dealing with terrorism problems in Indonesia as well as the feedback from Indonesia. The research reveals that given the fact that Australia has many interests in Indonesia added with the geographical proximity, it is naturally urged to resolve the terrorism issues in Indonesia. The study found out that Australia proposed some programs to Indonesia due to its domestic interest and international factors. At the same time, Indonesia was also the main beneficiary of Australian counter terrorism policy.

Abstract:: This article tries to examine what terrorists think about their actions. Why did they do the violent action? What are inside their mind? How did they justify their violence? This article tries to answer the question by focusing on three main perpetrators of the Bali bombers 2002, i.e. Imam Samudra, Ali Ghufron and Ali Imron. Except Imron who was sentenced to life imprisonment, Samudra and Ghufron has been sentenced to death by Indonesian authority. The authors analyze their mind by reading the texts written by these three bombers and trying to understand and explain its context. This research reveals that the bombers had different understanding of the religious teachings. Samudra and Ghufron believe that their action is based on the true understanding and true depiction of implementation of jihad in Islam. Ali Imron, who previously had the similar believe, was repentant and believed that their action was based on unjustified interpretations of jihad teaching in Islam.

Abstract:: During the administration of the former Yugoslavia, the Albanian population of Kosovo was denied the basic right to education. Albanian students, although they were numerically in the majority at the University of Pristina, did not even enjoy the basic rights to education in the Albanian language, despite the fact that this university was Albanian and was founded by Albanians more than 20 years ago. This situation pushed Albanians to organise themselves to defend their freedoms and rights, especially in the field of education. The student protests of October 1997, organised in a spirit of cooperation between students, civil society and teachers, became one of the many factors that brought the treatment of the Albanian people under Slobodan Milosevic's regime to the attention of the world.

Abstract:: Algeria and Morocco have for centuries kept an uneasy relationship of conflict and doubt which shaped the Maghreb region history. Abstract:: The article tries to present a theoretical-legal and international-practical analysis of the migration crisis as a tool for hybrid warfare, analysing the features of such a war and the peculiarities of using the flow of migrants and refugees as "living" weapons in a military conflict. The authors try to prove that a migration crisis can be provoked by an aggressor country using the hybrid warfare methodology attempting to destabilize the political situation, avoiding the resistance of the civil society of the target country without engaging in open hostilities. The authors stress the uncertainty surrounding the term "hybrid warfare" and propose their own classification of the modern hybrid warfare´ features. Based on the analysis of the use of migration crisis in Syria, Venezuela and Belarus, the article singles out the stages of employment of such a tool for warfare.

Abstract:: The constitutionally groundless intervention of Indonesian government towards remittances-the financial outputs categorized as private transaction generated from Indonesian Migrant Workers (IMWs) abroad-has occurred since 1983 until the enactment of Law No. 18 Year 2017 on the protection of IMWs. This Law imposes obligations for local and central governments to conduct financial protection through remittance management by involving domestic and IMW`s placement state`s banks or non-bank financial institution. Given to the limited constitutional basis, private nature of remittances and conditional impact of IWM`s state of origin, this article discusses the limits of Indonesian government intervention in the management of migrants' remittances. This doctrinal legal research found that due to natural and technical restrictions, the government intervention is extremely limited.

Abstract:: Indonesia, the Philippines, and Vietnam have many diasporas, but they implement different diaspora policies. The Philippines and Vietnam implemented dual nationality and established specific institutions for the diaspora. Meanwhile, Indonesia implements a single citizenship policy, and the MOFA established only a particular unit for the diaspora. This study explains those countries’ diaspora policies by analyzing their interpretation of diaspora and the influence of the state identity. By adopting the constructivism theory of International Relations, this study shows that the Philippines includes its diaspora as part of its global nation identity, and Vietnam includes its diaspora as a broader pan-Vietnamese family member. At the same time, Indonesia perceives its diaspora as a partner for development. The home countries’ perception and identity concerning the diaspora affect their interest and diaspora policy. Besides, the institutionalization of diaspora plays a critical role in the diaspora policy process.

Abstract:: A hostage crisis is one of the hardest and most dangerous situations in the field of negotiation. For example, it happened in the Mindanao hostage crisis on May 2016 when 10 Indonesian sailors were captured by the Abu Sayyaf militia. The crisis was solved successfully because of a small team of non-government personnel from the Sukma Bangsa Foundation. One of the main factors behind their success was the trust-building process in which the negotiators symbolically showed that they have commonalities instead of differences with the perpetrators especially the religion (Islam), cultural background (Malay) and so forth. This article explains the trust-building process in the first phase of the hostage negotiations between the Sukma Bangsa Foundation and the Abu Sayyaf militia. The article takes a qualitative approach using primary data from an interview with one of the negotiators. Furthermore, this article uses the concept of "relatedness" in the trust-building process to analyze the effect of cultural and religious background in bridging the dialogue.

Abstract:: Chinese fishing vessels and maritime militias were found in Philippine waters on April 12, 2021. Diplomatic protests raised by the Philippines have been ignored by China, which still claims most of the South China Sea, although in 2016 The Permanent Court of Arbitration at The Hague under Annex VII of the United Nations (UN) Convention on the Law of the Sea (UNCLOS), ruled that such a claim is inconsistent with international law. In the article, the authors use a normative research method and a comprehensive literature review in which sources are obtained from secondary data. The results show that China violates the tribunal ruling by infringing the sovereign rights of the Philippines’ Exclusive Economic Zone (EEZ). For the avoidance and prevention of further issues between the two states, the establishment of a Provisional Measures Zone (PMZ) may be used as a settlement.

Abstract:: This article examines how ASEAN has reacted to the military coup in Myanmar. The February 1, 2021 coup was appalling because Myanmar was progressing toward democracy especially since Suu Kyi’s National League for Democracy (NLD) won a landslide victory in the 2015 general election. This article shows that although ASEAN tries to adopt ‘constructive engagement’ towards Myanmar, its approaches remain ineffective because it basically still maintains the principle of non-interference in the internal affairs of its member states. ASEAN must recognize that regional stability depends on respect for democracy, human rights, and rule of law within each member states. This article argues that ASEAN needs to transform its ineffective approaches toward more active response by gradually internalizing the new concept of ‘Responsibility to Protect’ (R2P) and actively put pressures on the military to restore democracy in the country.

Abstract:: In the 20th century and in contemporary Hong Kong, different identities of inhabitants of the region overlap. In that article, through the prism of the attitudes manifested by Hong Kongers during football matches between HK and the PRC teams, two local identities and their evolution are distinguished. The matches until the 1980s aroused tensions on slightly different grounds when compared to the conflicts in the 21st century, which also correlates with the differently built local identity in the 1970s and 1980s and the present one. The article argues that the football rivalry between HK and mainland China reflects the evolution of HK’s local identity based on proud of local achievements toward more nativist form of identity mixed with evident hostility toward mainland China. This article can make a contribution to the studies on sociology of football and shows how identity can be studied through sport events.

On the contrary, several actors have used it before the United States itself. And the US will not be the last actor to adopt it, either. On the contrary, it has gradually been adopted by other actors, including ASEAN, which tries to turn the concept in its favor in a way that reaffirms the importance of the group in the region as a whole and does not put in question neither “its centrality or its unity”, something that is far from being achieved.

Abstract:: El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

Abstract:: La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

Abstract:: El artículo explora la importancia antigua y nueva que para estos países de Oriente Medio tiene el continente africano a principios del siglo XXI. Para algunos de ellos es un interés histórico arraigado como es el caso de Egipto y su presencia en Sudán y las fuentes del Nilo, el de Turquía ligado al Imperio otomano o el de Omán, cuya vieja relación se remonta al comercio de esclavos y al control de Zanzíbar desde finales del siglo XVII, mientras que para Arabia Saudí o Irán esa relación data de los años 70 y para Emiratos Árabes Unidos y Catar este interés es mucho más reciente y arranca en el siglo XXI. Intereses que tienen múltiples vectores, entre los que destacan la competencia por la hegemonía regional de Oriente Medio, el prestigio, la intermediación y, en menor medida, pero también la compra de tierras cultivables en suelo africano. Por su parte, Israel, aunque es un actor que tratamos secundariamente, persigue también desde hace poco una agenda propia que resulta claramente distinguible del resto.

Abstract:: Hace menos de una década, el continente africano era prácticamente la última prioridad de la política exterior de Rusia. Atrás quedaron las décadas doradas en las que el peso de la URSS se hacía notar en niveles como la ideología, las infraestructuras, la economía, la política o el sector educativo. Ahora bien, ante el creciente aislamiento internacional, Rusia vuelve a apostar por el apoyo del continente mientras Occidente mira con preocupación tales esfuerzos. En 2019 tuvo lugar en Sochi (Rusia) el primer foro económico entre la potencia dirigida por Putin y África, un foro en el que se definieron las líneas maestras en política exterior del Kremlin. Era un claro anuncio: Rusia estaba de vuelta en el continente africano después de una larga ausencia, en concreto desde la disolución de la Unión Soviética en 1991. El artículo analiza si su presencia en África es una presencia tan alarmista como se presenta por la Unión Europea o la Casa Blanca.

Abstract:: With a truce in Yemen that had lasted six months elapsing in early October, there is concern that Yemen will once again be plunged into civil war and that the Tehran-allied Houthi militants will once again threaten Saudi Arabia and the United Arab Emirates with drones and ballistic missiles. In this month’s feature article, Michael Knights, Adnan al-Gabarni, and Casey Coombs provide a “fuller understanding of the Houthi political-military leadership, its core motivations, and the nature and extent of Iranian and Lebanese Hezbollah influence within the movement.” Their study argues that “the Houthi movement is now more centralized and cohesive than ever, in part due to close mentoring from Lebanese Hezbollah and the Islamic Revolutionary Guard Corps.” They conclude that “the Houthi Jihad Council is emerging as a remarkable partner for Iran and the Houthi-Iran relationship and should no longer be viewed as a relationship of necessity, but rather a strong, deep-rooted alliance that is underpinned by tight ideological affinity and geopolitical alignment. The emergence of a ‘southern Hezbollah’ is arguably now a fact on the ground.” In this month’s feature commentary, Brian Michael Jenkins thinks through what elements are necessary for a pragmatic and non-partisan strategy to counter domestic political violence. He writes that “Americans appear to reside in separate cultural and political camps. Increasing threats against public officials and displays of public hostility have prompted growing apprehension of future political violence. It is in this fragile and fraught environment that any efforts to contain politically motivated violence will have to operate.” He stresses that it is important to recognize “the limits of what law enforcement can do while addressing the greater challenge of national reconciliation.” Our interview is with Air Vice-Marshal Sean Corbett, the founder and CEO of IntSight Global, a management consultancy within the intelligence and security sector with a focus on open-source intelligence. During his 30-year service in the Royal Air Force, Air Vice-Marshal Corbett worked in key leadership roles, including as Chief of U.K. Intelligence in Afghanistan and was the first non-U.S. Deputy Director of a major U.S. intelligence agency in serving in Washington, D.C., at the Defense Intelligence Agency (DIA).

Abstract:: In this month’s feature article, Raphael Marcus, a supervisory intelligence research specialist at the NYPD Intelligence Bureau, examines the nature of the crime-terror nexus in the United States based on a dataset of 237 U.S. Islamic State defendants and perpetrators. He writes that although seemingly less prounounced than for racially and ethnically motivated violent extremists, “the crime-terror nexus in the United States is observable in about one-third of Islamic State cases and had an impact on defendants’ pathway to terrorism.” He notes that “the prevalence of prior violent crime in 20 percent of U.S. Islamic State defendants may provide indicators to law enforcement related to the propensity for violence of a subject exhibiting signs of extremism” and that “in the United States, there appears to be little organizational overlap between gangs and Islamic State extremists despite some similarities related to recruitment patterns and underlying mechanisms that draw individuals to such groups.” He adds that “in prison, relationships formed by U.S. Islamic State inmates only occasionally had plot relevance, but exposure to charismatic or high-profile terrorist inmates was a key factor in the cases of prison radicalization.” Our interview is with Robert Hannigan who served as Director of GCHQ, the United Kingdom’s largest intelligence and security agency and NSA equivalent, between 2014 and 2017. Prior to that, Hannigan’s service also included working as the Prime Minister’s Security Adviser from 2007-2010, giving advice on counterterrorism and intelligence matters. Michael Duffin, a senior advisor on countering violent extremism at the U.S. Department of State’s Bureau of Counterterrorism, examines the evolution of the violent far-right in Poland. He writes: “Along with Hungary and Serbia, Poland has become a point of interest for white supremacists globally for being a predominantly homogeneous country of white Christians led by a socially conservative government. One of the biggest draws for international violent far-right groups is the Independence Day march organized by Polish far-right groups in Warsaw every November 11. Since the early 1990s, Poland has also been a popular destination for a range of violent far-right activities, including neo-Nazi concerts, ‘whites only’ mixed martial arts (MMA) tournaments, and paramilitary training. The hate these groups direct toward racial and ethnic minorities, immigrants, members of the LGBTQI+ community, and other perceived enemies such as anti-fascists and liberal politicians is part of a growing trend of polarization across Poland.”

Abstract:: One year ago, the Taliban returned to power in Afghanistan, raising concerns that they would again provide al-Qa`ida with a safe haven. Soberingly, in the months before his death in a U.S. airstrike at the end of July, al-Qa`ida leader Ayman al-Zawahiri was releasing videos encouraging global terror, while living in a salubrious neighborhood of Kabul under the apparent protection of the Haqqani Taliban. This special issue of CTC Sentinel focuses on evolving dynamics relevant to the terrorism threat landscape one year into Taliban rule. In the feature article, Andrew Watkins takes a deep look at the Taliban’s first year in power. He writes: “Until the subtle, almost imperceptible attempts to nudge the needle on controversial issues within the movement gain more momentum, the Taliban’s emphasis on policing public life—and most critically, keeping women out of it—is likely to continue. And given this dynamic, al-Zawahiri’s killing under sanctuary in Kabul may confront the Taliban with a greater obligation to shore up their legitimacy among jihadi circles than to fall in line with international expectations on counterterrorism.” Our interview is with Edmund Fitton-Brown, the outgoing coordinator of the ISIL/Al-Qaida/Taliban Monitoring Team at the United Nations, who argues that a key determinant of the future international terror threat will be the degree to which the Taliban inhibit al-Qa`ida from launching attacks with fingerprints that lead directly back to Afghanistan. Don Rassler and Muhammad al-`Ubaydi evaluate who may be next in line to lead al-Qa`ida. They write: “The decision that al-Qa`ida makes could end up strengthening the group and al-Qa`ida’s status as a global brand. It could also, like someone pulling a loose thread, facilitate a greater unraveling of al-Qa`ida and its network of formally aligned regional affiliate partners.” Tore Hamming and Abdul Sayed assess the evolving threat posed by al-Qa`ida in the Indian Subcontinent (AQIS), writing, “it appears that with Taliban-run Afghanistan offering it a platform for regional expansion, AQIS is pivoting its focus to other parts of the South Asia region. Having set its eyes particularly on India and the contested Kashmir region, AQIS is currently pushing out targeted propaganda to recruit new operatives and to instigate new insurgencies in the region.” Nishank Motwani looks at the lessons learned for countering violent extremism in Afghanistan based on a survey of how former governing elites saw the violent extremism problem set in Afghanistan before the Taliban takeover.

Abstract:: In this month’s feature article, Amarnath Amarasingam, Marc-André Argentino, and Graham Macklin examine the May 2022 extreme far-right live-streamed terrorist attack at a grocery store in Buffalo, New York, in which 10 Black Americans were murdered “in one of the deadliest racist massacres in recent American history.” Their article examines the perpetrator, his pathway to violence, how he plotted the attack, and his writings. They argue that “the Buffalo massacre was not an isolated phenomenon. Indeed, one can only fully comprehend it when considered within a continuum of self-referential extreme-right terrorism inspired by the March 2019 terrorist attack on two mosques in Christchurch, New Zealand,” that had “a catalytic effect upon extreme-right actors, sparking a chain reaction of mass shootings.” Our interview is with Nitzan Nuriel, the former director of the Counter-Terrorism Bureau in the Prime Minister’s Office of Israel. It is the second in a series of articles and interviews examining the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The series is a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. Rodger Shanahan “uses data from Australian terrorism trials in the Islamic State era to examine the degree to which mental health issues exist among terrorism offenders and whether there is any causal link.” His findings “support the view that Islamist terrorists’ mental health is largely the same as the general population and finds that there is little evidence to support any causal link between mental health and terrorism.” Matteo Pugliese profiles convicted Islamic State terror planner Muaz al-Fizani, whose jihadi career “spanned two decades and three continents” taking the hardline Tunisian extremist from Italy to Bosnia and Afghanistan and from Tunisia to Libya, from where he helped plan a wave of terror in Tunisia in 2015 that resulted in the deaths of many Western tourists.

Abstract:: In this month’s feature article, Boaz Ganor looks at the lessons that should be learned from the spring 2022 terror wave in Israel. His analysis kicks off the “CTC-ICT Focus on Israel” series, a joint effort between the Combating Terrorism Center at West Point (CTC) and the International Institute for Counter-Terrorism (ICT) at Reichman University in Israel. In the coming months, the series will examine the terrorist threat landscape in Israel and the lessons other countries can learn from Israel’s counterterrorism efforts. The two feature analysis articles focus on the foreign fighter problem set in Ukraine and the evolving linkages to far-right extremism of actors on both sides of the conflict. Kacper Rekawek finds that unlike in 2014, “the 2022 conflict has, for the most part, not energized Western right-wing extremists, nor persuaded them to travel. In what is for Ukrainians a war for national survival and a fight to secure a Western democratic future for the country, the allure of the far-right in Ukraine has dimmed. Ukrainian units with far-right histories are now deeply integrated into Ukraine’s armed forces and eschew foreign recruitment, and one of those units, the Azov Regiment, was decimated during the siege of Mariupol. Very few foreign right-wing extremists have been recruited into Ukraine’s International Legion. In fact, anecdotal evidence suggests most of the foreign fighters who have traveled this year to fight on the Ukrainian side are fighting to safeguard Ukraine’s future as a Western democracy.” Don Rassler examines key concerns and questions about the war in Ukraine that are relevant to counterterrorism practitioners. Continuing this month’s focus on the impact of nefarious Russian actions, Christopher Faulkner examines the activities in Africa of the Wagner Group, a Russian private military company closely tied to the Kremlin. He writes: “Wagner’s role in Africa poses a severe threat to the security and stability of African states as well as the strategic interests of the United States and allied nations.” Finally, Tara Candland, Ryan O’Farrell, Laren Poole, and Caleb Weiss assess the rising threat to Central Africa posed by the 2021 transformation of the Islamic State’s Congolese branch.

Abstract:: With more than a million Americans dead from COVID-19 and the pandemic associated directly or indirectly with around 15 million deaths globally by the end of 2021 according to World Health Organization estimates, it is essential to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published this month. In the feature article, Gary Ackerman, Zachary Kallenborn, and Philipp Bleek present a bioterrorism classification schema to evaluate the pandemic’s impact on bioterrorism. They assess that “when it comes to bioterrorism, the pandemic probably has not moved the needle much. Although COVID-19 might encourage apocalyptic cults, some radical environmentalists, some extreme right-wing groups, and some Islamist extremist groups toward biological weapons, most other terrorist groups are more likely to be discouraged. The pandemic has bolstered some terrorists’ bio-related capabilities but in at most modest ways. At the same time, lessons from the COVID-19 experience may both help reduce the consequences of a future attack and heighten perceptions of bioterrorism risk.” Our interview is with Shmuel Shapira, who served as Director General of the Israel Institute for Biological Research between 2013 and 2021. Audrey Kurth Cronin argues that “the most significant new risks of [biological] attacks come largely from insider threats by knowledgeable scientists with questionable motives, proxy actors backed by adversarial states, or even those experimenting with new biotechnologies irresponsibly.” She writes that “the old threats of bioterrorism remain, but they are joined by new ones that are falling between the seams of biology and other disciplines, especially engineering, data science, and computer science, and especially at the intersection between molecular biology and artificial intelligence.” Jaime Yassif argues it is vital to “take action to safeguard the life sciences to prevent biotechnology catastrophe, in addition to bolstering law enforcement and intelligence capabilities to more effectively anticipate and prevent bioterrorism and other biological threats.” She writes: “In biosecurity, there is no single solution or intervention that can eliminate all risk. That is why a layered defense is needed, in which multiple interventions in aggregate add up to substantial risk reduction.”

Abstract:: The COVID-19 pandemic has claimed nearly one million American lives. It has upended many more and produced disastrous consequences around the world. But it could have been even more catastrophic had Western nations and companies not developed highly effective vaccines. As the world hopefully begins to emerge from the pandemic, it is important to reassess the global biological threat landscape, including the possibility that bioterrorists or other bad actors might seek to exploit advances in biotechnology to engineer a future pandemic. In a joint effort, the Combating Terrorism Center and the Department of Chemistry and Life Science at West Point have assembled some of the best and brightest thinkers in the counterterrorism, policy, and scientific communities around the world for their perspectives and analysis on the evolution of the biological threat picture. The result is a two-volume set of special issues, with the second volume being published next month. The feature article of this volume anticipates how bioterrorists may exploit tunable viral agents in a new age of bioterrorism. The article is authored by Major Stephen Hummel and Colonel F. John Burpo with Lieutenant Colonel Jeremy Hershfield, Lieutenant Colonel Andrew Kick, Kevin O’Donovan, and Colonel Jason Barnhill. They write: “Components of a disease such as transmissibility, lethality, and the infectious window can potentially be modified for desired tactical, operational, or strategic effects. While this capability is currently beyond the skills and knowledge of the biology enthusiast, a trained individual would possess such skills and knowledge, though they may lack the necessary material and infrastructure support. Hence, it is necessary to develop and maintain capabilities that can respond to a variety of pathogens and possible effects.” This issue features an interview with Lawrence Kerr, who until his retirement from government service earlier this year was the Director of the Office of Pandemics and Emerging Threats in the Office of Global Affairs at the U.S. Department of Health and Human Services. We also interview Brad Ringeisen, the Executive Director of the Innovative Genomics Institute. Before his retirement from government service in July 2020, Dr. Ringeisen served as the Director of the Biological Technologies Office at the Defense Advanced Research Projects Agency (DARPA). Filippa Lentzos, Gregory Koblentz, and Joseph Rodgers argue “the biological risk landscape is rapidly evolving and presents significant new challenges to preventing the accidental, reckless, or malicious misuse of biology. At the same time, oversight systems to ensure that life sciences research is conducted safely, securely, and responsibly are falling behind. An urgent overhaul to realign biorisk management with contemporary risks is needed.”

Abstract:: “The January 15, 2022, hostage crisis at a Jewish synagogue in Colleyville, Texas, resurfaced a longstanding jihadi cause when the armed hostage-taker demanded the release of Dr. Aafia Siddiqui, a Pakistani neuroscientist-turned-al-Qa`ida-operative currently serving an 86-year-sentence in an American prison for attempting to murder U.S. troops in Afghanistan,” writes Bennett Clifford in this month’s feature article, which looks at how her case continues to motivate jihadi terror plots in the United States. Clifford argues that “the factors that initially skyrocketed her case as a cause célèbre for jihadis have grown in importance. The jihadi movement, particularly in the West, has had a particularly intense focus on the plight of Western women jihadis behind bars during the past several years … [and] Siddiqui is the prototype for the ‘aseerat,’ the female prisoners of the jihadi movement who are constantly the subject of propaganda pushes, crowdfunding campaigns, and jihadi operational activities.” Our interview is with David Caulfield, who served as Chief of the Defense Combating Terrorism Center at the Defense Intelligence Agency before his retirement earlier this year. Daniel Heinke assesses that the Querdenken protest movement in Germany, which emerged in 2020 in opposition to government COVID-19 measures, is “apparently open to conspiracy theories and right-wing extremism” and has become “a serious threat to public security.” He notes that not only did Querdenken protestors attempt to storm Germany’s parliament building in August 2020, prefiguring the January 6 U.S. Capitol riot, but an alleged 2021 plot to assassinate Saxony’s premier was “reportedly fueled by corona-skeptic grievances and apparently had linkages to the broader Querdenken movement.” He writes: “The threat posed by the movement is that it can fuel anti-government sentiments and thus may form a gateway for the acceptance of more extremist views and ultimately for the belief that resorting to violence may be acceptable or even necessary to defend rights.” Audrey Alexander and Teddy MacDonald examine how jihadi terrorists in Syria move, hide, and access funds using digital currencies. They assess that “All in all, digital currencies are not replacing other methods of terror finance. Instead, terrorists in Syria often use digital currencies in conjunction with other money service businesses and transfer methods.”

Abstract:: Notwithstanding the possibility of a deal soon being reached to revive the JCPOA nuclear deal with Iran, nefarious activity by Iran continues to pose significant counterterrorism and security concerns. In this month’s feature article, Matthew Levitt examines trends in Iranian external assassination, surveillance, and abduction plots based on a dataset of 98 Iranian plots from 1979 through 2021. Levitt notes that “perhaps the most important finding to emerge from this study is the fact that Iran pursues international assassination, abduction, terror, and surveillance plots in a very aggressive fashion, even at times and in places that are particularly sensitive. With the exception of a period right after the 9/11 attacks … Iranian operatives and proxies have carried out operations even during periods of key negotiations—including current negotiations over a return to the JCPOA.” He adds: “Today, with the revolutionary leadership solidifying control over key elements of power in Iran, and with an eye toward protecting the revolution at a time when the revolutionary leadership sees increasing threat coming from elements both foreign and domestic, operations like these are likely to increase.” Our interview is with Randall Blake, who recently retired from U.S. government service after spending 35 years working in a variety of critical roles in the counterterrorism enterprise, including most recently as National Intelligence Officer for Transnational Threats at the National Intelligence Council. Charlie Winter and Abdullah Alrhmoun assess the trajectory in Syria of the Islamic State in the wake of its fluctuating fortunes so far this year. The group’s multi-day assault on Ghwayran prison in northeastern Syria was “by a significant margin, the highest impact and most complex operation launched by the Islamic State in Syria since its territorial defeat.” But just days later, the Islamic State’s leader, who had orchestrated the prison attack, was ‘removed from the battlefield’ during a U.S. raid. Winter and Alrhmoun’s analysis of Islamic State attack claims in Syria since the group’s territorial defeat in March 2019 “suggests Islamic State cadres in Syria may have been saving their energies to carry out a large strike, cutting through the notion that previous declines in operational activity were a sign of weakening or that the prison attack necessarily portends a resurgence.” They add: “In Syria, the Ghwayran prison attack was an example of the latent threat posed by the Islamic State exploding into view. Whatever the monthly ebb and flow of Islamic State operations in Syria, the group is likely to persist as a threat for the foreseeable future.”

Abstract:: Notwithstanding a night attack that killed 11 Iraqi soldiers on an army base in the Iraqi province of Diyala earlier this month, the Islamic State is at its lowest ebb in Iraq in many years, according to new data published by Michael Knights and Alex Almeida in this month’s feature article. They write that “a comprehensive analysis of attack metrics shows an insurgency that has deteriorated in both the quality of its operations and overall volume of attack activity, which has fallen to its lowest point since 2003. The Islamic State is increasingly isolated from the population, confined to remote rural backwaters controlled by Iraq’s less effective armed forces and militias, and lacks reach into urban centers.” They note that “the key analytical quandary that emerges from this picture is whether the downtrend marks the onset of an enduring decline for the group, or if the Islamic State is merely lying low while laying the groundwork for its survival as a generational insurgency.” In this month’s interview, Amy Zegart speaks to Brian Fishman and Don Rassler about her soon-to-be published book Spies, Lies, and Algorithms: The History and Future of American Intelligence. In the interview, she calls for the creation in the United States of a dedicated open-source intelligence agency because “OSINT will never get the priority or resources the nation needs without its own agency.” Amira Jadoon, Abdul Sayed, and Andrew Mines assess the threat trajectory of Islamic State Khorasan (ISK) in the wake of the Taliban takeover of Afghanistan. They assess that “given the absence of multilateral counterterrorism pressure, the Taliban’s limited capacity to govern, and a worsening humanitarian crisis in Afghanistan, ISK now finds itself perhaps in the most permissive environment yet to rebuild, rally, and expand.” Drawing on extensive fieldwork, including interviews with bandits and jihadi defectors, James Barnett, Murtala Ahmed Rufa’i, and Abdulaziz Abdulaziz examine the nexus between Nigeria’s bandits and jihadi organizations in northwestern Nigeria. They find that despite widespread fears bandits and jihadis would find common cause, there has been infrequent cooperation between them because they have conflicting approaches in their treatment of local inhabitants and because the more powerful bandits feel they have little to gain from working with the jihadis.

67. Performance and Accountability: A Case of Bhutanese Civil Service

Abstract:: There has been substantial research undertaken on the performance management system (PMS) and accountability. Despite a recent increase in the literature on PMS and accountability, far less research has been carried out on the impact of the PMS in strengthening accountability in Bhutanese civil service. As a result, critical gaps exist between PMS and actual practice in strengthening the accountability of Bhutanese civil servants in the field. To fill this gap, this study set out to examine the impact of the PMS in strengthening accountability in the Bhutanese civil service. This study uses interviews and content analysis of the annual reports to answer the research questions. Results showed that agencies introduced various systems to strengthen accountability, such as accountability initiatives, performance-based accountability, and effective disciplinary regime. However, interview data indicated that the current PMS failed to strengthen accountability in the Bhutanese civil service. A possible explanation for these results may be the lack of fair and reasonable measurement tools, the priority level of accountability, and supervisor accountability. Policy recommendations for strengthening accountability and suggestions for future research are provided.

68. The Impact on Early Bhutanese Coinage of Contentious Relations Between Bhutan and Cooch Behar from 1772 to 1774

Abstract:: Bhutan’s coinage has been thoroughly documented related to design and mintage variability. In addition, as noted for the first time in this paper, one of Bhutan’s late 18th to early 20th century core governmental missions is reflected through changes in Bhutan’s coinage. This is based on Bhutan’s conflict with Cooch Behar including interactions with the British East India Company and the legacy and aftermath of that conflict. While 18th to early 19th century versions of the symbols on Bhutanese coins reflected Hindu and national icons of Cooch Behar, the later versions to 1910 contained Cooch Behar symbols and definitive Buddhist symbols reflecting the sovereignty and a core mission to promote a Bhutanese Buddhist state where citizens became Enlightened.

69. A Critical Analysis of Degrowth Debates Through the Lens of Gross National Happiness (GNH): Refraining from the Conventional View of Plurality*

Abstract:: This study problematises degrowth’s goal of abandoning economic growth as a policy objective on the grounds that its advocates base their arguments on a binary growth/no-growth dichotomy and unwittingly activate the same economistic frame as the growth paradigm. To explore a remedy against this pitfall arising from the conventional view of plurality that segregates study materials into distinctive categories and prioritises one of them, Bhutan’s policy of Gross National Happiness (GNH) is taken up. The policy does not lapse into the growth/degrowth trap, refrains from rejecting economic growth of all kinds, and instead ascertains its potentially diverse connotations. GNH accordingly weighs growth-related indicators on equal terms with various others concerning social, cultural, spiritual and emotional contentment. The holistic approach of GNH helps rectify the prevailing hegemony of economic growth and thus provides a more effective pathway for attaining a postgrowth order.

70. So Old and Yet So New: Buddhist Education and the Monastic Curriculum in Contemporary Bhutan

Abstract:: The emergence of a modern secular educational system in Bhutan in the 1960s forced the monastic institutions in the country to adapt and change to the new social, political and educational landscape. This article explores the transformation and changes to monastic education in Bhutan during the second half of the 20th century and the early 21st century, with a particular focus on the introduction of a new monastic curriculum in the 1980s and the rise of the Shedra (Tib. bshad grwa) or monastic college as the central religious educational institution in contemporary Bhutan. The article is based on research that took place during the summers of 2018 and 2019, where the authors visited dozens of monasteries, collected various curricula, and talked to monks and officials all over the country. We argue that Bhutan is in the midst of a new transformational period in which Buddhist education and the monastic curriculum are being revitalized through a series of innovations and changes that have to do as much with a dialogue with secular education as with the impact of other factors: the influence of transnational Buddhist movements and ideas, the introduction of the commentarial curriculum from Tibetan monasteries in India, and the loss of political power after the introduction of the Bhutanese constitution in 2008, among others. The result is a monastic curriculum that asserts specific Bhutanese sectarian and national identity, and introduces a religious education that is transforming monastic life and education in ways that we are only beginning to see.

Abstract:: Following Hannah Arendt’s approach, which distinguishes power and violence and claims that violence appears when power is threatened or fails, this paper argues that the use of violence by Islamic State (IS) is a result of its inability to establish a stable power base in the Middle East. It argues, however, that violence has become a form of political conduct for this organisation, which challenges to Arendtian perspective rejecting any role violence plays in politics and has many repercussions in Middle Eastern societies and politics. This paper notes that local people feel hatred and rage against certain developments in the region, such as their countries’ colonial past, the Iraqi invasion and their failed administrations. Analysing how these reactions are directed in the form of violence by IS against some local groups, the paper examines further the regional consequences of the IS’ use of violence.

Abstract:: This paper studies the changes in education inequality in the youth population (15-29 age group) in Turkey using the Household Labour Force Survey data for the 1988-2020 period. The average year of schooling is calculated to investigate the changes in the level of educational attainment, and standard deviation in years of schooling and education Gini coefficient are calculated to examine how within-group education inequality changes over time. These statistics are calculated for young men and young women separately to also find out how gender inequality in educational attainment and education inequality changes over time. The findings of this study show that the average years of schooling increases for both young men and young women in Turkey while education inequality measured by the Gini coefficient decreases for both groups between 1988 and 2020. This seems to reflect the positive implications of the expansion in compulsory education for both average years of schooling and education inequality. Average years of schooling is higher for young men while education Gini is higher among young women despite the closing of the gender gap in both measures over time.

Abstract:: Covid pandemisi her alanda olduğu gibi ekonomik düzende de eski düzenden farklılıkları içerisinde barındırmaktadır. Bundan dolayı yatırımcılar, finansal varlık seçiminde daha dikkatli ve seçici davranmak durumundadırlar. Yeni koşullara uyum sağlayan yatırımcıların getirilerini artırabilme uyum sağlayamayanların ise zorluklarla karşılaşabileceği bir dönem içerisinde bulunulmaktadır. Bu yüzden çalışma, Türkiye’deki çeşitli finansal varlıklar arasındaki nedensellik ilişkisinin Covid döneminde farklılaşıp farklılaşmadığını belirleyebilmek için yapılmıştır. 29 Ocak 2018-10 Mart 2020 tarihleri arası Covid öncesi, 11 Mart 2020-22 Nisan 2022 tarihleri arası Covid dönemi olarak belirlenmiştir. Değişkenler arasındaki nedensellik ilişkisi Toda-Yamamoto testi ile araştırılmıştır. Covid öncesi dönemde gösterge faiz oranının diğer tüm değişkenlerin nedeni olarak belirlenirken Covid döneminde bu durumun ortadan kalktığı tespit edilmiştir. Covid döneminde CDS primi ve Euro/TL kuru değişkenlerinin gösterge faiz oranının nedeni olduğu sonucuna ulaşılmıştır. Ayrıca Covid döneminde döviz kurlarının çift yönlü nedensellik ilişkisi içerisine girdikleri belirlenmiştir. Son olarak Dolar/TL kurundan CDS primine doğru tek yönlü nedensellik ilişkisinin hem Covid öncesi hem de Covid dönemlerinde aynı kaldığı tespit edilmiştir. Türkiye’deki finansal piyasa ve varlıklar arasındaki nedensellik ilişkisi üzerinde Covid pandemisinin etkisinin olduğu sonucu ortaya çıkmaktadır. Bundan dolayı piyasa oyuncularının fonlarını yönetirken, ortaya çıkan yeni durumları göz önünde bulundurarak yatırımlarını gerçekleştirmeleri kendi fon getirileri açısından önem arz etmektedir.

Demokratik anayasa yapımı süreçleri, toplumun bütün kesimlerinin katılımına açık olarak yürütülür. Katılımcı anayasa yapım örneklerinden en orijinal ve en çarpıcı olanı, Güney Afrika Anayasası inşa sürecidir. Bu süreç, ayrımcı Apartheid rejiminden demokrasiye geçişi sağladı. Kurucu Meclis, Anayasa inşa sürecini güvenilir kılmak amacıyla, şeffaflık ve katılımcılık ilkelerini sürece hâkim kılmaya çalıştı. Güney Afrika anayasa yapım süreci, başarılı bir demokratikleşme örneğidir. Güney Afrika deneyimi, çatışma çözümünde anayasa yapım yönteminin ne denli belirleyici olduğunu göstermesi bakımından da önemlidir.

75. Role of Perceived Intergroup Difference on Stereotype Content

Abstract:: People tend to categorize others as ingroup or outgroup. Social psychology literature attributes this distinction to similarity; similar people are supposed to be ingroup and different people are supposed to be outgroup. Similarly, people’s attitudes, perceptions, and attributions towards others easily change depending on whether they are ingroup or outgroup. Moreover, studies investigating ethnic group relations showed that perceived intergroup difference is an important variable that influences stereotype content and other intercultural attitudes in the European context. This study measured the role of perceived intergroup differences towards three ethnic minorities (Circassian, Kurdish, and Armenian) by the Turkish participants on stereotype content. The study results showed that participants perceived ethnic minorities differently from one another in terms of perceived intergroup differences. The Turkish participants evaluated three ethnic groups as ‘significantly different from themselves and also from one another. Furthermore, there might be credence to the idea of perceived intergroup difference having an influence on stereotype content since the outgroup that is rated as the most similar (Circassian) was significantly rated higher on warmth and competence dimensions as compared to other outgroups

Abstract:: Bir ülkedeki gelişmişlik düzeyinin ülke genelinde dengeli bir şekilde dağılması ve bölgeler arası farkın az olması önemlidir. Bunu gerçekleştirmek amacıyla hazırlanan bölgesel kalkınma planlarında, ülkeler bölgelere, bölgeler türlere ayrılmıştır. Bu bağlamda homojen, polarize ve plan bölge şeklinde üç farklı bölge türü vardır. Bölgesel kalkınma, bölgeler arası dengesizliklerin giderilmesi ve bölgede bulunan iktisadi ve toplumsal potansiyellerin faaliyete geçirilmesiyle refah düzeyinin yükseltilmesini ifade etmektedir. Türkiye’de özellikle 1950’li yıllardan itibaren bölgesel politikalar önem kazanmış ve ülkenin kalkınması için çok önemli bir politika olarak görülmüştür. Bu kapsamda ülkedeki bölgeler için birçok proje hayata geçirilmiştir. Güneydoğu Anadolu Bölgesi’nin sahip olduğu kaynaklardan faydalanılması fikriyle, bütünleşik ve çok sektörlü bir kalkınma projesi olarak Güneydoğu Anadolu Projesi (GAP), 6 Kasım 1989’da Resmî Gazete’de yayımlanan Kanun Hükmünde Kararname (KHK) ile başlatılmıştır. Bu proje 9 ili kapsamaktadır ve Cumhuriyet tarihinin en etkin şekilde uygulanan projesidir. Proje kapsamında master plan, bölge kalkınma planı, eylem planları ve kalkınma programları uygulanmaktadır. Günümüzde GAP bölgesindeki illerde başta tarım, enerji ve sanayi olmak üzere birçok sektör için iyileştirme süreçleri devam etmektedir. Bu çalışmada 2000’li yıllardan itibaren GAP kapsamındaki gelişmeler resmi veriler üzerinden incelenmiştir. Ardından seçilen sektörlerdeki gelişmeler ele alınmıştır.

Abstract:: Bu araştırmanın amacı, anne baba eğitim düzeyine göre okul öncesi dönem çocuklarının sosyal-duygusal yeterliliğinin incelenmesidir. Araştırmada genel tarama modeli kullanılmıştır. Araştırmanın örneklemini Manisa ili Soma İlçesi’nde okul öncesi eğitime devam eden 188 çocuk, 188 anne ve 188 baba oluşturmuştur. Araştırmada veri toplama araçları olarak Kişisel Bilgi Formu ve Okul Öncesi Çocuklar İçin Sosyal-Duygusal Beceriler ve Psikolojik Dayanıklılık Ölçeği (SDBPDÖ-Okul Öncesi) kullanılmıştır. Veri toplama araçları, her bir çocuk için okul öncesi öğretmenleri tarafından yaklaşık 7 aylık gözleme dayalı olarak doldurulmuştur. Normal dağılımla ilgili bulgulardan yola çıkarak parametrik olan Tek Yönlü Varyans Analizi (ANOVA) tekniği ile analizler gerçekleştirilmiştir. Gruplar arasındaki farklılıkların belirlenmesine ilişkin eğitim seviyeleri için post-hoc tekniklerinden Bonferroni uygulanmıştır. Araştırmanın bulgularına göre okul öncesi dönem çocuklarının duygu bilgisi/duygu ifadesi, empati, öz düzenleme, sosyal yetkinlik alt boyutlarının ve SDBPDÖOkul Öncesi düzeyinin, anne-babaların eğitim seviyesine göre istatistiksel olarak anlamlı farklılık gösterdiği görülmüştür. Bu sonuca göre okul öncesi dönem çocuğu olan anne-babaların eğitim seviyeleri, çocuklarının sosyal-duygusal yeterliliği ile ilişkilidir.

Abstract:: The field of international relations centers on the problem of war and peace. For many decades nuclear weapons have given great urgency to dealing wisely with the subject. Countries having sometimes very tense relations with each other possess these weapons. Nevertheless, because they have not been used since World War II, the threat of nuclear war has appeared distant. We tell ourselves that no sane, rational leader would resort to these weapons. Self-preservation and enlightened self-interest forbid their use. And yet history is full of evidence that human beings often act not prudently but out of the intense passion of the moment—out of hatred, fury, wild abandon, sheer desperation, or boundless ambition. Nuclear weapons are but one of the reasons why theories of international relations should include as complete and subtle an understanding as possible of what might induce prudence and restraint. Realism is certainly needed, but the belief that human beings are rational actors pursuing self-interest and that states behave in a quasi-mechanical manner needs to be revised and supplemented. Because of the potentially disastrous consequences of flawed assumptions in international relations, simplified theories of human nature are out of place. Even more than other fields, international relations needs in-depth reflection on subjects that some may consider too subtle, esoteric, or “philosophical.”

Abstract:: As we emerge unevenly from the ravages of a global pandemic, the new world upon us is summoning statesmanship for political economy in the national interest. 2020 was apocalyptic in the true sense of the word. The depth of our dependence on Chinese manufactures for everything from face masks, respirators, ventilators, to basic pharmaceuticals was revelatory. This emergency unveiled the gaunt figure of American industry. Yet, our industrial thinning-out was there for all to see during America’s decades-long, neoliberal diet of globalized supply chains, offshored manufacturing, and international trade based on economic comparative advantage and specialization. An optimist might object to this dire picture and point to Operation Warp Speed, the massive effort of industrial policy in pharmaceuticals and drug development, which produced vaccine formulae in record time by relying on a World War II model of public-private sector mobilization and on powers of the federal government in the 1950 Defense Production Act.

Abstract:: Women’s liberation is a concept that is almost always found at the heart of revolutionary thinking. Plato, devising the ideal state in which all perform work according to inborn ability and hold goods in common according to the dictates of justice, very soon discovers that marriage and the nuclear family are hindrances to the perfectly just republic. Plato’s plan for abolishing the traditional family pertains to the guardian class and exemplifies a deep suspicion of the family as fostering attitudes detrimental to building the just state. Plato was the opposite of an egalitarian, but the view of the family as a harbinger of “private morality” would in the modern period characterize radically egalitarian philosophies that envision an all-dominating public consciousness and a corresponding collective activism. Family life, especially for women, is not naturally suited to this political objective. The construction of Plato’s perfectly just city entails the assurance that women worthy of being “guardians” can outsource childcare and can freely produce guardian-worthy children.

Abstract:: Literary studies in America are in a late stage of decay. For nearly a century English departments have been a revolving door of influences, most of which have not been salutary. In rapid succession historical and philological scholarship of the early twentieth century gave way to the New Criticism, the critical influences of Marx and Freud, postmodernism (deconstruction), New Historicism, and the currently dominant hermeneutics of race, class, gender, and sexual orientation. University English departments today are divided along these various ideological lines, with the result that literary studies have morphed into a heterogeneous set of subdisciplines with the word “studies” appended. Here I intend no polemic against or diagnosis of the chaotic state of literature as a discipline; rather, I propose considering this state of affairs from the point of view of its practitioners. The professoriate is defined by those who profess. Borrowing Gerald Graff’s phrase, one might ask who stands out as a model of “professing literature” amidst this disciplinary chaos?

82. A German Tocqueville? The Unrecognized Importance of Francis Lieber’s Letters to a Gentleman in Germany, or The Stranger in America

Abstract:: “No German I know could have analyzed public life as I have done, having had the advantage of a practical citizen’s life for many years, in a vast republic.”1 Francis Lieber, the stocky, thick-accented German to whom this bold statement belonged, was basking in the positive reception of his recently published Manual of Political Ethics. He considered himself—along with his friend Alexis de Tocqueville—as one of a select few gifted with special insight into a nation’s political life. Joseph Story praised Lieber as even greater than Tocqueville, saying “‘You know ten times as much as he does of the actual workings of our system and of its true theory.’”2 Samuel Taylor agreed and, in an article comparing both men side by side, argued that, while Tocqueville was the better writer, Lieber surpassed him “as a political philosopher, comprehensive in his knowledge of the literatures of history and of politics, and of the practices of government; and profound in understanding the guaranties of liberty, and the institutions and arrangements of governments for their protection.”3 Given this high praise, one might well ask whether Tocqueville was a “French Lieber.” However, given Tocqueville’s modern fame, perhaps it is better to ask whether Lieber should be understood as a kind of “German Tocqueville,” especially regarding his observations about the fledgling United States. In order to assess the significance of Lieber’s understanding of American political institutions for his own political thought, we need to begin with his 1834 travel journal about a trip to Niagara Falls.

Abstract:: Russia's hostile actions against the Estonian state structures take the form of soft power, which can be observed in such areas as the activities of the Russian-speaking minority, media coverage, or through the use of coercion when it comes to fuel sales. This article presents qualitative methods of measuring Russian influence on Estonia. An observable trend in international relations is replacing hard power with soft power, commonly used against states within the sphere of interest of certain geopolitical entities. It is more difficult to identify the latter and prove it results from an aggressor's deliberate actions. Information warfare, including disinformation and propaganda, is one of the means Russia uses to exert political influence. By accepting the offer of a political and military alliance with the Western world, the Baltic States have become a threat to the Kremlin's imperialist aspirations. Russia's direct military actions against Estonia and the other Baltic states would have provoked a strong reaction and could even have led to military confrontation. However, the Russian government wishes to avoid it and, for the time being, limits itself to soft power measures.

Abstract:: In July 2021, Russia submitted its first inter-state complaint against Ukraine to the European Court of Human Rights. It was an unexpected and intriguing step of the Russian government, especially since many of the presented allegations are linked to the events that initiated the Russian-Ukrainian conflict. Referring to the hostilities that began in 2014, the international community was, in principle, unanimous in assessing who the aggressor was. The focus of this research is the strategy of the Russian Federation in its recently initiated legal battle before the Strasbourg Court. This paper presents an attempt to outline the possible motives for taking such a step. Moscow's position on this case is particularly puzzling, as some of the allegations concern the Crimean Peninsula, widely recognized under international law as territory occupied by Russia. In spite of that, doubt arises about the strategic objectives of the Russian authorities in the conflict with Ukraine; the question is whether the actions taken by Russia fall within the scope of its previous strategy or if there has been a new turn in the matter. The first part of this paper outlines the background of the given conflict, the second details Russian policy after the annexation of Crimea, and the third, which is crucial for the formulating of conclusions, presents considerations on Russia's possible motivation and goals in filing a complaint to the European Court Human Rights. The research was conducted mainly based on the merits of the complaint, the statements of the representatives of Russia and Ukraine in the matter, the author's observations, and practitioners' considerations.

Abstract:: This article aims to address the issue of alleged hybrid warfare attacks on Lithuania, Latvia, and Poland. The scope of the article covers the Belarus operations conducted in 2021. Firstly, the author addresses the issue of pushing migrants from a descriptive perspective. Secondly, he debates whether Belarus operation was conducted within the scope of hybrid warfare, hybrid threat, and lawfare? The author concludes that the Republic of Belarus has operated lawfare falling within the hybrid threat spectrum. It means that the situation is not to be classified under the law of armed conflict from the perspective of international and non-international armed conflicts and ius ad bellum violation. Thirdly, the author claims that Belarus has violated international law, so certain legal redress is appropriate and justified. Belarus's actions may result in a court proceeding before the International Court of Justice and before other international institutions.

87. Psychological Determinants of Individual Radicalisation

Abstract:: The paper aims to define the psychological foundations of lone wolf activism. The analysis that facilitated attaining this goal was based on the Nietzschean concept of resentment theory of compensatory revaluating values that explain the relationships between inferiority and fundamentalism, fanaticism, and ideologically motivated violence. Based on a phenomenological examination of the phenomenon, the author demonstrates that lone wolf activism is founded on two psychologically and sociologically determined successive processes. The first one occurs when a sense of personal inferiority becomes the source of an envy-based hostile attitude toward the world. Later on, this feeling, due to personality defence mechanisms, which bring about the falsification of “primary desires” and the generation of “secondary desires”, transforms into fundamentalism. The second process takes place when, as the result of fundamentalist legitimisation that arise on the level of social rivalry, given fundamentalism is destituted, resulting in fanaticism. The author believes that the knowledge of both processes is necessary to recognise and combat the terrorist activity of lone ideologically motivated individuals.

88. Strategic Ambiguity in US-Taiwan Relations During the Donald Trump Administration

Abstract:: Strategic ambiguity, or the deliberate policy of uncertainty as to whether the United States would use force to defend Taiwan against an invasion by the People's Republic of China, has been the centrepiece of US policy towards the Taiwan issue for decades. This paper discusses the factors driving the redefinition of strategic ambiguity and its recalibration throughout Donald Trump's presidency (2017–2021). The fundamental driver of this change was to balance the rising power of the People’s Republic of China (PRC). The paper applied offensive realism as a theoretical framework for its analysis. Under President Donald Trump, Washington modified its policy of strategic ambiguity, explicitly framing relations with Taiwan within a broader Indo-Pacific strategy. While the US retained key elements of strategic ambiguity, including the 'One China' policy, it added new features to deploy it offensively against Beijing's growing regional hegemony. The increased dynamism and unpredictability of relations with Taiwan were matched by a welcoming attitude towards strengthening Taiwanese identity and highlighting the systemic differences between communist China and democratic Taiwan. America stepped up arms sales and encouraged Taiwan to build its self-defence capabilities. Washington engaged in countering Chinese attempts to isolate Taiwan internationally and included it in restructuring global supply chains. Although the United States has not formally revised the boundaries of the 'One China' policy, the modification of strategic ambiguity increased Taiwan's prominence in US-China power competition and pushed back the prospect of peaceful unification.

Abstract:: The topic of the present article is the response of states to the first wave of the COVID-19 pandemic by using extraordinary legal measures provided for in their constitutions and legislation. By reference to the research project's findings, the authors characterise the legal solutions in selected jurisdictions and attempt to demonstrate the relationship between the application of emergency measures and the specific political system of states. By doing so, the authors consider such factors as the territory, population, or type of political regime.

Abstract:: The article presents the positions of the UK and Polish governments on the importance of European security management as a factor influencing and shaping the defence doctrine in both states. Building on the systemic nature of European security, security management concepts, as defined in UK and Poland’s strategies for developing defence capabilities, have been examined using a system analysis. The assessment of the issue from the perspective of the UK and Polish governments is based on a decision-making analysis, while differences in the approach to European security are demonstrated through a comparative method. The authors have shown that the actual perception of European security as part of the global order is a factor determining the current involvement of the UK Government in the process of security management. However, the Polish government has shown interest in similar actions only to the extent these are convergent with national security.

91. Ancillary Units as a Tool of Sublocal Governance in the Polish Major Cities

Abstract:: After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

Abstract:: The primary burden of tackling the pandemic COVID-19 lies with the state as the entity responsible for protecting the health and life of its citizens. Hence, it can be argued that the focus of the pandemic-induced changes to the Polish legal order was on administrative law, which not only sets out the principles of the functioning of the State as the executive power but also governs the relations between the government, local government and citizens, which had to be significantly modified during the pandemic. It would be impossible to analyse and discuss all the emergency measures that appeared in Poland’s administrative law due to the threats posed by the pandemic. The subject matter of the present study is the analysis of the legal solutions adopted in the Republic of Poland in the sphere of public law in connection with the spread of the virus and particular provisions shaping relationships between the two basic structural branches of Polish public administration, viz. the government administration and the local-government administration. The following part of this study will accordingly be devoted to the analysis of the legislative solution contained in Article 11h of the COVID-19 Act, establishing a legal framework for issuing binding instructions to, among others, the various bodies of local governments, local-government legal persons and local-government organisational entities without legal personality.

93. Risks and Benefits of i-Voting in Public Opinion: Evidence from Poland

Abstract:: Apart from benefits, internet voting security is most frequently discussed by opponents and supporters of this form of electoral participation. Although this voting method is not available in Poland, the debate on the implementation of i-voting appears in each election. The COVID-19 pandemic showed a great need to implement additional remote voting methods in the elections, and increasingly more countries are considering the introduction of i-vote in the future. Although there is no plan for the nearest future in Poland, citizens' opinions suggest that this voting procedure would meet many of its users. The paper's main aim is to analyse Poles' opinions about the risks and benefits of internet voting. The results of our own studies are based on a survey among Poles regarding their views on internet voting. The main goal is to verify if Poles more often highlight the benefits than risks of i-voting, and if the opinions about risks and benefits of i-voting differ depending on respondents’ sex, age, education and domicile.

Abstract:: This paper aims to point to the transition from international law to transnational law that, on the one hand, is caused, and on the other, is strengthened by the growing role of cities in the fight against COVID-19. Various interactions between cities and other international actors give rise to new trends and challenges on the international plane. One of such terms, transnational law, refers to developments beyond the nation-state and includes “all law which regulates actions or events that transcend national frontiers”. It is characterized by a plurality of overlapping normative systems and a growing role of new actors in the international arena, which are cities. The authors give examples of cities bypassing or complementing states with special emphasis on European cities (Polish including) as well as of cities’ transnational cooperation to fight COVID-19 pandemic, filling the gaps in inter-governmental multilateral cooperation.

95. Migration and Foreign Aid as Factors Restraining Regional Cooperation in the South Pacific

Abstract:: Cooperation in the South Pacific region is unique due to the characteristics of its participants. Following the period of decolonization (1962-1980), countries in Oceania have radically changed. Achieving independence gave those nations international legal personality, yet complete independence from their former colonial powers. The following consequence was gaining an opportunity to draft, adopt and execute own laws in national and foreign policy. PICT (Pacific island countries and territories) have been expanding connections, political and trade ones, within the region since the 1960s when permanent migration of islanders and intra-regional transactions began. Migrations along with foreign aid are considered as the distinctive characteristics of the Pacific Ocean basin. Since the 1980s, the regional integration in Oceania, through establishing regional groupings and increasing the regional trade agreements number, took on pace and scope. The MIRAB synthetic measure (migration, remittances, aid, bureaucracy) has been used in analyzing the Oceania developing microeconomies. Last but not least, migration and foreign aid have been retaining the region from a deeper and more effective stage of regionalism.

96. COVID-19 as a Green Light for the Regeneration of ISIS’ Forces in North-East Syria

Abstract:: Following the fall of the so-called Islamic State in March 2019, tens of thousands of its fighters, along with their wives and children, were captured and detained in facilities controlled by Syrian Democratic Forces in northeast Syria. Many of which were European. Based on the information provided by scientific institutes and journalists, the outbreak of the Covid-19 pandemic had had a significant impact on the functioning of those facilities. Not only did it aggravate an already severe humanitarian crisis, pushing the detainees to reinforce their attempts of escaping and rioting against the guards, but it also lowered the security level in the controlled facilities, allowing a flourishing of criminal activities. Furthermore, the detainment of ISIS followers turned into a political game between the Kurdish coalition and the United States. The global health crisis put to the test the strategy of many Western governments of keeping European ISIS fighters in the Middle East while pressuring the international community to rethink its approach towards this crescent problem.

97. Selected Problems of Security Control in Civil Aviation Based on Own Empirical Research

Abstract:: The paper refers to the evolution of methods, new technologies, and devices in security control processes in light of civil aviation requirements, procedures, and increased flow of passengers. The research problem has been defined as follows: How shall the international airport security controls function in the context of regulatory and operational conditions and current and future threats? In reference to the problem, the research hypothesis was defined as follows: Security control in civil aviation consists of screening persons and detecting prohibited articles and mainly depends on the professional competence of security staff and the proper selection and maintenance of electronic assistive devices. Professional competences refer to personnel’s knowledge, experience, qualification, monitoring, operational supervision, and quality control as part of their tasks. The development of new technologies requires the appropriate selection, commensurate with risk analysis, of electronic assistive devices, including equipment, methods, technical means, and their maintenance in a proper technical condition. The paper presents the results of empirical research conducted amongst experienced aviation security forums. Because of its complexity and unpredictability, this problem still leaves a wide margin for improvement and efficiency. The following research methods were used to solve the research problem: theoretical methods and empirical methods: diagnostic survey and expert interview.

98. Indo–French Defence Cooperation in the Light of Regional Security Balance in South Asia

Abstract:: The article aims to describe the regional security challenges to India in South Asia. Since the partition of India in 1947, the country has continuously been under external threat as a form of proxy warfare and terrorism. For this purpose, the article highlighted the core hotspots where India has major border issues with China in the Himalayan terrain. India has been facing a bigger security challenge from China and Pakistan in the South Asia region. This article analyses the defence ties between India and France in the context of security. India's neorealist approaches expand its strategic partnership in global politics. Therefore, India has been getting strategic support from the French side whenever India seeks support in a critical situation. The article uses the methods of case study and discourse analysis to answer the question and find out the study's relevance. As a result of severe security threats, India had to negotiate the purchase of defence equipment from France. India had to buy Rafael fighter jet, submarine and other heavy military weapons. Indo-French relations are stronger than in the past and will develop as friendly relations in the future.

99. The Europeanisation of the Local Self-Government in the South Caucasus

Abstract:: The following paper employs a normative approach and focuses on the problem of the current state of the local self-government in the South Caucasus countries: Georgia, Armenia, and Azerbaijan. Since all these countries are members of the Council of Europe, a reference point for decentralisation is the European Charter of Local Self-Government. The paper's main thesis is that despite showing some similarities, the countries have introduced different models of decentralisation that do not fully meet the Council of Europe’s criteria. Such variation is in line with the different political systems of these states and their level of democratisation. The more democratic the state is, the stronger the decentralisation it has adopted. Thus, decentralisation in Georgia follows the European model of public policy, while Azerbaijan is preserving the former Soviet model of weak self-government, with central authorities playing the leading role in public services. The current changes in Armenia’s model resemble the Georgian track of reforms. The findings of this paper may be applicable both in further theoretical research and in implementing reforms of local self-government in various post-Soviet states.

100. Hydrogen and Its Role in Post-Pandemic Recovery. Case Study of Portugal

Abstract:: The article aims to analyse the potential role that hydrogen could play in the post-pandemic recovery of Portugal and its climate policy. The article focuses on reducing greenhouse gas emissions and creating new workplaces. The basis for analysis is the Portuguese hydrogen strategy, published in May 2020 and other strategic documents. In the first part of the article, climate goals adopted by the European Union and Portugal are described and analysed. Then the hydrogen strategy of Portugal was analysed from the perspective of hydrogen contribution to the emission reduction by 2030. The article describes the role of hydrogen in the Portuguese economy, paying particular attention to the 2020–2030 horizon, but also covers a period till 2040. The second part analyses the impact of COVID-19 on the Portuguese economy. Based on the International Energy Agency’s estimates, the potential for creating new workplaces is described.
