- Abstract:
- The majority of studies that examine political liberalization and democratization in the Middle East and North Africa (MENA) region concentrate on internal factors such as Islamic or patriarchal culture, oil rents, socio-economic structures and patrimonialism. This article argues instead that external factors under the cloak of aid represent one of the main dynamics impeding democratic transformation in the region, and precisely supports authoritarian regime consolidation. In this regard, Egypt can be described as a case of authoritarian stability in the post-2011 Arab Uprisings era in which politics and stability rather than democratization and/ or development agenda have become the main motive behind donor decisions hitherto. In this article, Egypt has been selected as a case study to illuminate how the increased hopes and dividends of democratic transition from the Arab Uprisings can swiftly turn into upholding authoritarian rule.

- The debate on normative power has mainly been focused on the European Union. This is partly owing to the fact that its conception is very Euro/Western centric. Yet, it is assumed that the concept is applicable to other actors. The aim of this paper therefore is to examine Turkey and whether its actions embody normative power in Syria and Egypt during the Arab Spring. It applies de Zutter’s four-step methodology of identifying normative power. The result is mixed. In the case of the Egyptian Muslim Brotherhood, Turkey tried to be a normative power but failed, due to a lack of recognition. In the case of the Syrian Muslim Brotherhood, Turkey was perceived as a normative power due to the combination of its Islamic identity, adherence to democracy, and the role of religion in its society. The implications of this are significant, since this paper demonstrates that normative power can travel outside of its Euro/Western centric context. At the same time, it also demonstrates that the norms are different and context specific.

- In the aftermath of Arab Spring, the Middle East (ME) by and large underwent various political upheavals. This change was palpable in some countries particularly where it resulted in a new political dispensation. However, in Kingdom of Saudi Arabia (KSA), the state opted to placate the antagonists by some economic concessions and social flexibility. Under the leadership of Muhammad bin Salman, the Crown Prince of KSA, the country is now following an approach of modernization which has two dimensions: first, moving towards social liberalization and secondly, initiating new sources of revenue and reducing dependence on oil revenue. Behind all initiatives, there is a long-term strategy to maintain loyalty of their people and enhance influence of KSA in the ME particularly. This article evaluates goals of Muhammad Bin Salman’s Vision or Saudi Vision 2030 and strategies which require substantial changes in social setup and developments to the Kingdom’s fiscal and budgetary measures and policies. This study reflects the political, religious, family and institutional challenges that can antagonize the Vision and its probability of accomplishment. While theorizing the study, it will be evaluated that a re-drawing of the ‘social contract’ in the Kingdom seems necessary. This means not only more effective strategic communication and consultation with the stakeholders, but also a greater focus on inclusive growth and social safety.

- This study problematizes the Sikh’s demand for Khalistan, a separate country of their own. To begin with, they demanded a greater degree of political autonomy within the domains of India. During the colonial period the Sikhs supported the Indian National Congress’s demand for the division of Punjab and inclusion of the East Punjab into Bharat. But soon after the creation of Bharat(India), `the Sikhs realized that they were betrayed and they started to vow for more autonomy. Initially, they felt that PEPSU was a step towards their aspirations but later they felt that they had missed the train and moved for Punjabi Province. After much deliberation and delaying tactics, finally the Punjab emerged on the Indian Territory in the form that always proved a nightmare for the Sikh community.

- This article analyses the evolving discourses over Turkish foreign policy deeply entrenched within the Turkish cultural wars. It demonstrates the process and mechanisms that render Turkish foreign policy an extension of the pursuit of cultural politics and statements of identity. It also assesses how the Middle East was posited not only as a theater of diplomacy but also as a rhetorical gadget over contested Turkish identity, especially pushed by the AKP intelligentsia and policymakers and avidly defied by the secular opposition. Its emphasis is on the Arab Spring and Turkey’s immersion into the Syrian civil war, as these developments exacerbated the overlap between foreign policy making and discourses on foreign policy, particularly since the AKP sought not only diplomatic opportunities but also a regional transnational realignment as a result of the Arab Spring and the regional revolutionary milieu.

- In 2015, millions of refugees, mostly Syrians, knocked the door of Europe for protection against war and violence in their home countries. The number of refugees that entered Europe in 2015 made only 0.2 percent of total Europe’s population, considerably low number than other refugee hosting countries. In fact, for a continent as wealthy as Europe, the influx of refugees could be easily managed but European Union was unable to bring a common policy to cope with it. European Union already divided by the Eurozone crisis experienced further divisions due to refugee influx. The polarization in European politics and society reached the highest point since the Second World War. The failure of Social Democracy and center politics in solving the crisis created space for either right-wing or left-wing populist parties that won many seats in both European and national parliaments, while in some countries even managed to make governments.

- Sultan Sooud Al Qassemi is a United Arab Emirates–based columnist and researcher of social, political, and cultural affairs in the Arab Gulf States. Sultan rose in prominence during the Arab Spring when his tweets became a major news source, rivaling news networks at the time, until TIME Magazine listed him in the “140 Best Twitter Feeds of 2011.” In 2018, Sultan ranked 19th on the Arabic Thought Leader Index by Swiss think-tank Gottlieb Duttweiler Institute. Sultan was an MIT Media Lab Director’s fellow from 2014 to 2016, and in the spring of 2017, he was a practitioner in residence at the Hagop Kevorkian Center of Near East Studies at New York University, where he offered a special course on politics of Middle Eastern art. Sultan is currently conducting research for a book that documents the modern architecture of the city of Sharjah in the UAE. In 2010, Sultan established the Barjeel Art Foundation that aims to contribute to the intellectual development of the art scene in the Arab region by building an extensive and publicly accessible art collection. In 2018, 100 works from the collection were hosted on a long-term basis at the Sharjah Art Museum.

- The grievances that exploded all over the Arab region between 2010 and 2020 are historic in so many ways that it is hard to know where to start understanding them. Scholars should avoid a single-focus analysis and instead grasp why the protests across nearly a dozen countries have addressed almost every dimension of material, political, and psychological life. Four key factors that converge, though, should take priority in any assessment of what this decade means for the Arab region: (1) the expanding range of rights, denials, and grievances that citizens raise; (2) the fact that Arabs have unsuccessfully tried to redress these grievances since the 1970s without receiving any serious responses from their states; (3) the demands today to go well beyond reforms in individual policies and instead totally overhaul the governance systems and throw out the ruling elites; and, (4) the simultaneous uprisings across much of the Arab region, revealing the common suffering of citizens and the incompetence of governments in about a dozen states at least. In short, the deterioration of the quality of citizenship and the dilapidated state of public services and governance have reached such a severe condition that they have caused mass eruptions by citizens in multiple lands to redress these stressful and often dehumanizing realities.

- Qatar, a young and tiny Gulf State, realized a remarkable transformation through an immense economic development between 1995 and 2013, and emerged as an active and influential actor at the international stage, receiving worldwide attention and scholarly interests. However, in the post-Arab Spring context, Qatar became the linchpin of a regional crisis as a consequence of the emerging political clash among the Gulf Cooperation Council (GCC) States. This paper analyzes Qatar’s distinctive policies throughout its rise (1995-2013) and the recent period of the regional crisis within the framework of leadership conception. It is argued that the leadership factor played a key role in transforming both the auspicious circumstances of the previous term and the challenging circumstances of the recent term into great advantages to promote Qatar’s autonomy. Through this perspective, it is aimed to address why and how Qatar differs from other small Gulf States, and how this affected Qatar’s emerging as a rising power and as a major party to the regional crisis.

- Following the so-called Arab Spring, the strategic situation in the Middle East has been one of disorder. A series of critical, complex and interrelated security failures have resulted in chaos and bloodshed unprecedented even for a region with Middle East’s history and legacy. The demand for intervention has been high but the response has been very low. In such an unchartered and rapidly deteriorating regional security setting, this paper argues that the conspicuous absence of US hegemonic engagement has allowed for the return to overt regional balance of power strategies and proxy conflicts. Our hypothesis is that a regional balance of power and the resulting order (or disorder) heavily depends on the type of great power regional engagement. In such a context, the “hands off” or non-hegemonic approach that characterizes US strategy since the Arab Spring eruption has heavily contributed to a highly disorderly regional balance of power landscape. In the absence of US hegemonic involvement, revisionist threats emerge and local rivalries intensify.

- On March 17th, 2011, US Ambassador to the UN Susan Rice wore green for St. Patrick’s Day as she took her seat at the circular Security Council conference table at the UN headquarters in New York. In Libya, the color green is associated not with St. Patrick, but the misfortune-bringing dictator, Muammar al-Qaddhafi. Ambassador Rice, along with the other representatives of the Security Council, gathered in New York that day to consider a response to Qaddhafi’s repression of anti-regime protesters. They voted unanimously in favor of a no-fly zone over Libya to protect the protestors, supporting a revolution that ultimately led to the dictator’s overthrow and an opportunity for democratic transition. As artillery fire maims the outskirts of Tripoli and rival militias engage in indiscriminate violence that ensnares civilians and trapped refugees, the chances of a democratic future for Libya are fading. Yet, this painful moment in Libya’s history also presents a rare opportunity to harness greater international attention to empower moderate voices and advance a vision for Libya that overcomes division, ensures long-term stability, and weakens the threats of resurgent authoritarianism and transnational terrorism.

- This study examines shifts in governmental religion policy and societal discrimination against religious minorities in Muslim-majority states after the Arab Uprisings by using the Religion and State round 3 (RAS3) dataset for the years 2009-2014 and by focusing on 49 Muslim-majority countries and territories. We build on threads of literature on religious pluralism in transitional societies to explain the changes in governmental religion policy and societal discrimination against religious minorities after the Arab Uprisings. This literature predicts a rise in all forms of discrimination in Arab Uprising states as compared to other Muslim-majority states, and an even more significant rise in societal religious discrimination since societal behavior can change more quickly than government policy, especially at times of transition. The results partially conform to these predictions. There was no significant difference in the shifts in governmental religion policy between Arab Uprising and other Muslim-majority states, but societal religious discrimination increased substantially in Arab Uprising states as compared to non-Arab Uprising states. Understanding the nature of religion policies and religious discrimination provides further opportunities to unveil the dynamics of regional politics as well as conflict prevention in the region.

- Transnational social movements play a critical role in the fight against authoritarianism, and a growing field of diaspora studies shows that exiles, émigrés, emigrants, and refugees are especially well positioned to undermine dictatorships from abroad.1 Given their cross-border ties, diasporas often mo- bilize against abuses taking place in their homelands, move aid to war zones and refugee camps, and fuel revolutionary social change.2 Exiles who gain the right to protest and lobby in their places of settlement can also become powerful players in international relations. Iraqi expatriate Ahmed Chalabi, who helped to justify the United States-led invasion of Iraq by fabricating evidence of Saddam Hussein’s weapons of mass destruction, is just one example of how influential exiles can be when exacting revenge on the autocrats who abused them.3

- Justice and Development Party [JDP] governments’ policies towards Israel were informed by the priorities that the party’s power strategies entailed. In a stark contrast to the friendly policies in its first term in power, the JDP began to employ different discursive strategies based on an anti-Israeli rhetoric since 2009. Geared to bolster the party’s prestige at home and abroad, the new rhetoric seemed to have addressed to the changing priorities of the party leadership. However, the new strategies led to the emergence of a widening gap between the anti-Israeli rhetoric and subtle efforts that the JDP paid to maintain its relations with Israel. Revisiting the last 15 years, the article tries to answer the question as to how Turkey’s relations with Israel were adjusted to meet necessities of miscellaneous power strategies that the JDP leadership pursued.

- This is the third of a three-part series of essays on Yemen highlighting the magnitude and impact of the civil war on Yemenis. Yemen is located on the southern edge of the Arabian peninsula, with the Red Sea and Egypt to its west, the Gulf of Aden and the Horn of Africa to its south, Oman on its northeastern border, and Saudi Arabia along its northern border. Once benign representations of Yemen’s geography and sovereignty, those borders now symbolize nothing but profound anguish. The edges outlining a nation whose people remain imprisoned while waiting for life-saving aid which may not come. What at one point was a country grappling with the contradictions of 21st century development and economic growth has been bombed so viciously and blockaded so resolutely that close to a million of its inhabitants may die from a disease easily cured by oral rehydration therapy – a medical expression for treatment by purified water and modest amounts of sugar, salt, and zinc supplements. Condiments and a few bottles from a local pharmacy in any European country, and water. That is all. And yet the international community continues to watch in horror, its reaction anemic, its response stunted.

- Abstract:
- The central objective of this article is to contribute to studies on EU counter-terrorism discourse by bringing the “external dimension” in. To that end, it borrows concepts of the Discourse-Historical Approach and provides an in-depth linguistic examination of the international aspect of the EU’s counter-terrorism discourse. The article identifies good governance and the Arab “Spring” as two central themes of this discourse and illustrates the linguistic means in which the two topics are made “natural” and “normal” by reference to counter-terrorism. The analysis also discusses the political and normative effects of EU discursive construction of counter-terrorism.

- This article seeks to test the relevance of neoclassical realism in explaining the foreign policy behavior of a regional power in an era of turbulent change in the regional system. Taking Turkey’s policy response to the Arab Uprisings as a case study, it tries to explain, from a neoclassical realist perspective, the causes of Ankara’s miscalculations while formulating an ambitious policy in 2011, as well as its failure to adapt to the new realities on the ground between 2013 and 2016. Overall, it argues that neoclassical realism provides a satisfying explanation for Turkey’s policy failure in this period, and that the problems of miscalculation and maladaptation in Turkish foreign policy were caused by distortive effects of certain unit-level factors. In this sense, while ideological tendencies of the ruling Justice and Development Party, as well as its consolidation of domestic power, shaped the content and styling of Ankara’s policy response after 2011, the extensive utilization of foreign policy for domestic purposes by the ruling party hindered Turkey’s adaptation to shifting balances in the regional power structure between 2013 and 2016.

- This article focuses on post-Arab-uprising calls for democratization in the Middle East. Scrutinizing the then-Turkish government’s coupling of a cultural relativist norm-promotion discourse in the global arena with a nativist discourse in the Middle East, the paper examines how much our current conceptual tools can explain successes and failures in this process. The article focuses on two schools of thought that pay considerable attention to the role of culture in institution-building: the English School of International Relations (ES) and the nativist strand of post-colonialism. It touches upon two problems in the ES literature and offers two solutions: (1) It reinforces attention on Buzan’s conception of interhuman society compared to the ad hoc blending of different levels of abstraction in cultural analyses. (2) It aims to initiate a dialogue for a more precise distinction between various ideational and behavioral components of the concept of culture, since these components do not necessarily fit well together. Considering these two caveats, the article operationalizes culture in the given case to examine some limitations of the nativist ideological perception of cultural zones and its concurrent claims over true nativity. The paper seeks these limitations, first, by analyzing the extent of cultural commonalities between three sub-regional Islamist movements that shared a strong common identity, and second, by examining the dialogue between ideological mismatches in the constitution-making processes of Egypt and Tunisia.

- The Yemeni state has all but collapsed as the political transition that followed the popular protests in 2011 has been derailed. This has left Yemen without a functioning central government and thus provided a ripe context for the expansion of both al-Qaeda in the Arabian Peninsula (AQAP) and Islamic State in Yemen. This article focuses on the balance of power between AQAP and Islamic State in Yemen. - For decades, change in Turkish foreign policy has remained as “a neglected phenomenon” in the literature while continuity is explained with two main pillars: Westernization and preference for the status quo. The topic started gaining popularity at the end of 2000s when some conflicts of interest emerged between Turkey and its traditional partners. Scholars mainly explained this change as the result of the new Turkish leadership under Recep Tayyip Erdoğan’s Justice and Development Party (AKP). While the debate in this period provided extensive literature on the subject, the arguments created could not explain the policy fluctuations during the AKP era. In this article, the change in AKP foreign policy is examined during three time periods that show different characteristics in terms of domestic and international opportunities/constraints. It is argued that while Westernization still remains an important pillar in Turkish foreign policy, the main change seems to be in Turkey’s traditional preference for the status quo.

- Our Spring 2016 volume encapsulates the dangerous developments in MENA over the course of the past year. While the international community hoped for a resolution to the five-year Syrian Civil War, the conflict has further divided the region into a sectarian split, pitting Shia Iran and the Sunni gulf states on opposing sides. Additionally, Russia’s brief military intervention, finally winding down as of March 2016, has further destabilized the country and significantly increased the flow of refugees into the heartland of Europe. With the November 2015 Paris attacks, the threat of the so-called Islamic State (Daesh) to the west was finally realized, calling into question ongoing efforts to counter violent extremism, as well as to resolve the Syrian Civil War. Meanwhile, Turkey’s increasing two-front war against the Kurdistan Workers’ Party (PKK) and Daesh has resulted in a series of deadly terrorist attacks throughout the country, putting further pressure on Turkish leadership to both find a solution to the Kurdish question and stem the refugee flow transiting northward from Syria. It is through this lens that the Spring 2016 edition has been crafted. With conflict and instability abound, we present first an exclusive interview with Speaker of the Iraqi Parliament Salim al-Jabouri. On a more positive note, JMEPP also interviewed Tunisia’s Minister of Economic Infrastructure and Sustainable Development, Hedi Larbi, on Tunisia’s relative stability and success in its post-Jasmine Revolution transition. This year’s featured articles include Robert Mason’s assessment of the Saudi leadership and the perilous position it now finds itself in, both geopolitically and domestically; and Serhat S. Çubukçuoğlu’s eyes on Turkey’s natural gas ambitions as being linked to settling the Cypriot peace talks, as well as re-establishing partnerships with its regional neighbors in the eastern Mediterranean. Benjamen Franklen Gussen creates a new picture of a geographically reoriented Middle East, while Dylan MaGuire analyzes the no-fly zone option in Syria, with a look back to previous operations in Iraq and Libya. Focusing on gender, Dr. Dalia Ghanem-Yazbeck looks at integration and inclusion of women in Algeria’s military, yet presents a critique on its superficiality. With an eye on Turkey’s destabilized southern border region, Joseph Sadek provides commentary on the political and geostrategic jostling between Turkey and its Kurdish population, as well as the complex relationships between Turkey, the PKK, and Syrian People’s Protection Units (YPG) rebels. Turning to terrorism, Lauren Fisher presents an argument against the stovepipe methodology of countering violent extremism by exploring the complexities behind the topic. Finally, we conclude with a literature review by Adi Saleem Bharat on the Boycott, Divest, Sanction (BDS) movement as it pertains to academia.

- Most of the analysis of the Arab spring revolved around the immediate causes of the events and the role of social media in spreading the protests, in countries that succeeded in toppling their regimes. For this reason, this study adopts a different approach to tackle the long-term development of the Political opportunity structures that set the grounds for the emergence of these movements. To avoid the bias of focusing only on movements that succeeded, the paper compares the conditions of the emergence of the Egyptian movement that toppled the Mubarak regime in eighteen days, to the Moroccan movement that faded after a year of weekly protests. Instead of discussing the immediate context in which the movements appeared, or the course of events that the movements followed, the paper adopts a historical approach to review the pre-colonial, colonial and post-colonial historical, economic and political developments that created different structures of opportunity and threat in each of the two countries.

- Post-conflict societies are in a fragile state in which social cohesion needs to be gradually rebuilt. One of the tools employed to restore social cohesion in a fragile society is the organisation of a national dialogue which would allow most, if not all, of society’s political and civil society actors to air their grievances and make concrete recommendations for the long-lasting resolution of conflict. In the MENA region, both Tunisia and Yemen have organised national dialogues after the Arab Spring with different results. This article uses Jane Jenson’s model on social cohesion to determine why Tunisia’s national dialogue has been more successful than Yemen’s in bringing about social cohesion.

- Following the uprisings in the Arab world, the region has lurched into a period of massive change and instability. An unfortunate consequence of this change has been the rise and proliferation of militant groups such as ISIS (Islamic State in Iraq and al-Sham) and Jubhat al-Nusra in Iraq and Syria. These militant groups successfully recruit members from the region and beyond, fueling conflict in countries that have witnessed unrest, such as Libya, Tunisia, Egypt, Yemen, Iraq, and Syria. Although Jordan has long been seen as a regional hub of stability and security, especially by its Western allies, it increasingly exhibits symptoms of the long-standing pressures exerted upon it by the surrounding conflicts, resulting refugee crises, and pre-existing domestic challenges. Jordan’s hypothetical fall into instability could have catastrophic consequences for the region, exacerbating the crises in Syria and Iraq, empowering ISIS and other militant groups, and threatening regional and global security. In response, this article offers a general framework for the expansion of the country’s nascent Counter Violent Extremism (CVE) program, including both preventative and remedial measures. Beginning with an overview of the processes of radicalization and de-radicalization, this article proceeds with a brief discussion of Jordan’s current situation before synthesizing scholarly articles and analyses of other CVE programs in order to establish a framework to guide Jordan’s developing CVE interventions.

- In an era of unexpected shifts in the Middle East and North Africa (MENA) region and the challenges stemmed from these shifting dynamics, the question is whether the new socio-political atmosphere is sustainable in the medium to long-run in spite of politically questionable achievements? In order to address this question, some historical insight along with an elaboration on the concept of “domino theory” could be of some use. Did the “domino effect” of the Arab Spring work in the opposite direction and a “reverse domino effect” turn the picture upside down with authoritarian rulers acquiring power once and for all and eliminating oppositional groups as it is seen from several cases already? From Lenin to Eisenhower, the analogy of “dominoes” and their “fall”, referring to the potential chain reaction following a major political and/or military action / development, found their place in policymaking, and indeed, continued to do so even though direct reference to those terms became less and less popular. However, historical experience implies that despite the popularity of these concepts, dominoes might not fall one after another. Rather, the “next dominoes” can strengthen their position in order to avoid the fate of the last one. Either those regimes would face an irresistible wave of “reverse domino effect” or the fall of some “dominoes” would even help them act more cautiously in order to consolidate what they achieved, one thing is clear; Turkey has the potential and intention to be one of the key players to have an influence over the future and sustainability of the “tectonic shift” we witnessed, better known as “the Arab Spring”. At the same time, unsurprisingly, Turkey is also one of the countries that has been and will be affected by its possible U-turn, too.

- Our Spring 2015 volume captures the troubling developments of the past year in the Middle East and North Africa. In 2014, the Syrian conflict that has so beguiled the international community spilled over into Iraq, with the swift and shocking rise of the Islamic State in Iraq and al-Sham (ISIS). ISIS is causing the ever-complex alliances in the region to shift in peculiar ways. In Iraq, US airstrikes provide cover for Iranian-backed militias fighting ISIS; while in Yemen, the United States supports a Saudi intervention against a different Iranianbacked armed group that has taken control of the Yemeni capital. Meanwhile, simmering political disputes in Libya escalated into a full-blown civil war, sparking concern in neighboring Egypt, where the old authoritarian order remains in control despite the country’s popular revolution. The Gulf countries contemplate their responses to record-low oil prices, continuing negotiations between the United States and Iran, and the threat of ISIS. And Tunisia remains one of the region’s only bright spots. In November, Tunisians voted in the country’s first free and fair presidential elections. This year’s Journal brings new analysis to many of these complex events and broader regional trends. We begin with the positive: an exclusive interview with former Tunisian Prime Minister Mehdi Jomaa. - Corruption, instability, and conflict tend to go hand in hand. Twelve of the fifteen lowest-ranking countries on Transparency International’s Corruption Perceptions Index are currently experiencing violent insurgencies, extremist activity, or other signs of deep-seated instability. [1] Systemic, embedded corruption is a thread that runs through such seemingly disparate events as the outbreak of the Arab Spring, the conflict in Ukraine, the failure of the Malian army in 2012, the growth of Boko Haram in Nigeria, and the retreat of the Iraqi security forces in the face of ISIS. However, the effects of corruption are not limited to exacerbating the risk of conflict; corruption also makes it more difficult for states to respond to threats and for international institutions and other actors to offer effective assistance.[2] Assistance to fragile and failing states tends to include two types of engagement: international peacekeeping and/or stabilization operations and defense capacity building (i.e. assistance to the recipient states’ security forces). But without anticipating and mitigating the risks that corruption poses, the international community risks the intent of security assistance being subverted, the assistance wasted, and the success rate of stabilization operations being severely impaired. In particular, misappropriation of funds, vanishing resources, and a reliance on malign power-brokers can irreparably damage the operational success of a mission. This article is based on the research investigating the international community’s approach (or lack thereof) to tackling corruption in Afghanistan carried out by Transparency International UK’s global Defence and Security Programme (TI-DSP) and based on over 75 interviews with civilian and military officials. This work is supported by insights from TI-DSP’s long-term engagement in the Building Integrity training for the Afghan National Army and Afghan National Police.[3] In the resulting report, we argue that corruption has had a significant impact on ISAF mission success and that the international community’s reaction to corrupt practices was too little, too late. - The Arab Spring is a social movement triggered by a complex set of social, political and economic factors. Despite the initial success of the Arab Spring in ousting some of the bureaucraticauthoritarian status-quo oriented regimes, mass mobilization of people could not oust all dictatorships and introduce meaningful reforms toward more democratization in the region. Worse, the mass protests that started as part of the Arab Spring later deteriorated into utter chaos and even civil war in some parts of the region. With the disappearance of state authority in those places, sub-state actors gained ground, challenging the stability and order that were once provided by authoritarian regimes through coercion. The IS’s sudden expansion has mainly resulted from large scale instability in Iraq and Syria and the disappearance of nation-state borders between the two states. The IS, which emerged as a sub-state actor, is currently in the process of becoming a proto state. Thus, this paper has two simultaneous research goals. The first is to establish the link between lack of institutionalization of the Arab Spring and its failure to bring about positive and meaningful political change in the region with the power vacuum created in the region and subsequent emergence of sub-state actors and groups like the Al- Qaeda in Iraq and the IS (Islamic State) in Iraq and Syria. The second is to study and evaluate the emergence and growth of the IS in conjunction with the deteriorating security situation in Iraq and Syria, and how the international involvement with the IS might have shaped the tactics and the course of action that the IS has taken since the IS captured the city of Mosul in June 2014, shocking the whole world. - The media played a key role in mobilizing the Arab uprisings of 2010-11, but played a far more negative role in the transitions which ensued. Rather than constituting new public spheres for the negotiation of new identities and institutions, or acting as watchdogs on the emergent regimes, the media in most Arab states contributed to social polarization, popular discontent, and the resurgence of old regimes. While the potentially destructive role of media can be found in all attempted democratic transitions, the Arab cases had several unique characteristics, including the prominent role of transnational broadcasting, the new social media environment, and divisive questions about Islamist movements. This article traces the role of the media in the Arab transitions across three distinct levels: transnational broadcasting, domestic public and private broadcasting, and social media. All three played destructive roles, with transnational television becoming a weapon for proxy wars by regional powers, national media being captured by old elites and private interests, and social media encouraging polarization and informational clustering. Very similar patterns emerge in Egypt and Tunisia, the two key potential democratic transitions following the Arab uprisings.

- Change is many things if not inevitable. It has become a pervasive part of everyday life, yet it defies description or analysis at its most basic level. While many see change as destructive, its presence means that people must continually evolve, adapt, and innovate to meet tomorrow’s challenges. This issue of the Marine Corps University Journal highlights the concept of change in all its forms. Even as recent regional events in the Middle East have challenged the individual governments of the Gulf Cooperation Council, the United Arab Emirates (UAE), Qatar, and Saudi Arabia have been the most active in reshaping their existence in the wake of the Arab uprisings. In this issue’s lead article, Christopher Steinitz and William McCants posit that, for the United States, understanding the goals and motivations of these Gulf states remains key to effective international relations. At the regional level, Gulf states are in accord on the need to prevent instability even as their perspectives on the most dangerous threats vary as developments occur. At the global level, Gulf states hope to internationalize the security of the region by keeping the United States engaged and active in the area. While the UAE, Qatar, and Saudi Arabia are similar in many ways—particularly in their heritage, culture, language, political systems, and economies—their differences highlight the disparity of their goals, strategies, and approaches to foreign policies. While the United States should endeavor to avoid appearing biased toward a single Gulf state, it should actively support a common purpose with its allies for Syria and Egypt. Appearances suggest, however, that the issues with these two Arab states will not end until the UAE, Qatar, and Saudi Arabia move in the same direction.

- The rapid changes that the people of the Arab world have witnessed in the last four and a half years have been revolutionary. In its initial instances this wave of change was a euphoric experience. From the far east of the Arabian Peninsula to the far west of Morocco, many transgressed generational, sectarian, gender, and class divides to break the barrier of fear. They unified to publically and collectively call for popular sovereignty. They marched on various squares, neighborhoods, and roads demanding bread, freedom, and social justice. They led us to the unknown territory of hope. As the bids for popular sovereignty became louder and stronger, and people placed their lives and bodies in the line of fire, these Arabs posed a fundamental challenge to what observers had admonished as apathetic and moribund. Politics outside the confines of a militant Islamism and a calcified authoritarianism seemed possible. Perhaps at last, Arabs could step out of the identity debate on authenticity, to demand the basics: economic redistribution and freedom from state brutality. Perhaps at last, observers could finally step out of the closed circle of debate that 11 September 2001 and the war on terror escalated to new heights: essentialism on the one hand and apologetics on the other. In a sense, the ontological non-choice between militant Islamism and militant authoritarianism mirrors the epistemological trap that can do little more than eulogize politics.

- This article presents the findings of a sixty-days ethnographic research in a group of Free Syrian Army’s fighters in Aleppo and its region (July 2012, January 2013) and in a group of Mujahedeen affiliated with the Islamic Front in the Hama region (May 2014, September 2014). Literally embedded in these brigades, our research allowed us to describe "the ordinary life" of these combatants who were engaged into the battle for more than three years. Adopting ethnographical tools (interviews, observations), this article discusses how fighters explain the legitimacy of their engagement and the processes of radicalization.

- La política exterior de la Administración Obama se vio claramente marcada por los procesos de cambios producidos en el Próximo Oriente como consecuencia de la denominada Primavera Árabe. A la discusión previa existente sobre la existencia o no de una doctrina Obama se ha añadido el debate sobre cual puede ser su estrategia hacia una región que se ha convertido en el principal campo de batalla de los grupos ideológicos de la política exterior estadounidense: realistas, neoconservadores y liberales intervencionistas. La necesidad de equilibrar los intereses estratégicos y de seguridad estadounidenses con la promoción de valores como la democracia y los derechos humanos parece haber dado paso a un regreso a una estrategia realista, de intervención limitada, fundamentada en intereses estratégicos clave y en soluciones diferenciadas para diferentes contextos. La situación actual en escenarios como Siria o Irak, con todo, marcan importantes incertidumbres que deberán ser afrontadas a corto plazo.

- We are pleased to present the third edition of the Harvard Journal of Middle Eastern Politics and Pol icy. This volume is being published at a time of rapid transformation in the Middle East and North Africa. The euphoric uprisings of 2011 have met with fierce resistance from resilient autocrats and the complex realities of reshuffled domestic politics. With corruption scandals threatening the long-venerated Turkish model, an Egyptian military reasserting itself in political life, and heated tribal disputes compromising an already fragile Libyan state, which way the region is headed remains altogether unclear. These volatile domestic transformations coincide with regional diplomatic realignments. Nuclear diplomacy between Iran and the West has complicated the relationship between Washington and its traditional allies in Israel and the Gulf. The Obama administration’s hesitance to intervene militarily in Syria has at times further strained these ties. Meanwhile, the unprecedented diffusion of Syrian refugees risks destabilizing neighboring states and igniting a region-wide conflagration. This year’s Journal sheds light on many of the dynamics underlying what we see as a larger regional transformation. Ibrahim Sharqieh opens the Journal with a commentary on the often overlooked plight of Palestinian “double refugees”—those first displaced by conflict with Israel, displaced again by conflict in Syria. Matthew Levitt provides our first feature article investigating the evolving strategic relationship between Hezbollah and Iran. Denise Natali analyzes the dynamics—new and old—of transborder Kurdish politics. Todd M. Johnson and Gina A. Zurlo focus our attention on demographic trends behind the flight of the region’s Christian communities. Karina Piser helps dispel the popular narrative of religion as the sole driver of Islamist political parties in Tunisia, focusing us instead on their internal debates and political acumen. John Strickland points us to an economic transformation with global consequences taking place in the region’s skies: the growth of Gulf airlines. - The Russian attitude to the Arab Spring—a mixture of skepticism, caution and mis-trust—was for a long time poorly understood outside the country. In the West, which initially saw in the Arab Spring the familiar battle between “democracy from below” and “dictatorship from above,” many accused Moscow of sympathizing with outdated au-thoritarian regimes, even facilitating their behavior, and of being incapable of keeping up with the times. Later, the situation changed. As democratic revolutions were replaced by civil con-flicts (some more peaceful, others more bloody, all exacerbated by ethnic or religious differences) Russia’s conservative position started to find support, both within the Mid-dle East and beyond. The breakthrough Russo-American agreement on Syrian chemical weapons opened the door to the Geneva II talks, bringing factions within Syria to the same talks table, and also helping regulate the Iranian nuclear issue. To understand the factors that shaped the Russian attitude to the Arab Spring, we need to review recent Russian history and how the situation has changed Russia’s bor-ders. In this article, we will attempt to circumscribe these factors, and offer insights into their true nature.

- The “color revolutions” in the post-Soviet space were initially understood to mean the Rose Revolution in Georgia (2003), the Orange Revolution in Ukraine (2004) and Tulip Revolution in Kyrgyzstan (2005). The one feature these events share is considered to be the non-violent nature of the regime change resulting from mass protests. The 2010 revolution in Kyrgyzstan may also be relegated to this group of cases: although the revolution was not entirely peaceful it nonetheless led to a change in the country’s lead-ership. Somewhat less clear are regime change attempts or mass protests, for example the situation in Andijan (Uzbekistan) in 2005 or the mass protests and riots in Moldova in 2009. It is still unclear whether the power shift in Ukraine in February 2014 should be considered a “color revolution;” there is also no precise definition of the concept of the “Arab spring,” which is usually thought to include the mass upheaval and protests, more often not peaceful, that led (or did not lead) to regime change in a number of countries of the Arab world starting in late 2010. Despite the lack of consensus among political leaders and experts regarding terminology, on the whole the terms “color revolutions” and “Arab spring” have caught on and as a rule are used without further explanation in Russian official discourse in the expert community and in the media.
