201. Unknown gunmen and insecurity in Nigeria: Dancing on the brink of state fragility

Abstract:: There is a compelling need to address the protracted and recurring multidimensional insecurity in Nigeria. The prevalence of insecurity in the country is multipronged and caught in a cyclic web. Insecurity in Nigeria comprises insurgency, killer herdsmen, extrajudicial killings, ethnoreligious conflict, armed robbery, militancy, banditry, cybercrime and attacks by unknown gunmen, among other things. The incidence of attacks by unknown gunmen is pervasive and symptomatic of a fragile state where the government’s monopoly of force is challenged and where marginalisation, crises and contested spaces are ubiquitous. The thrust of this paper is that the menace of unknown gunmen is pervasive and threatens to plunge Nigeria into a cesspit of fragility. The argument is predicated on the conceptual and theoretical suppositions of a fragile state. To this end, the paper adopts the documentary method of data collection and uses qualitative descriptive analysis to expound on the phenomenon. The findings reveal that the words unknown gunmen – terminology that is used to describe the spate of insecurity in the country – are a bane to peaceful coexistence. The paper also shows that the insecurity caused by these armed attacks and other forms of threat is emblematic of a fragile state. Consequently, policy recommendations – state-building and peace-building – are proffered.

Abstract:: The European Union depends on safe oceans for economic development, free trade, transport, energy security, tourism and a good marine environment. Maritime security stresses the importance of protecting the maritime domain from numerous threats, including disputes between states and various forms of transnational crime, but also the need to ensure a good order at sea, which is mandatory for the wellbeing and prosperity of the citizens. This paper aims to analyze the global maritime security production strategy followed by the European Union in Africa in the last decade and how it has influenced the protection of its member states’ interests in two of the most relevant maritime regions – the Horn of Africa and the Gulf of Guinea. We argue that the EU has, in recent years, become a relevant global coproducer of maritime security in Africa and has even sought to strengthen its role in this area.

Abstract:: The current Ukrainian-Russian war has far greater-reaching effects than what is typically reported in much of the international news media. The war has significantly impacted African development, which was already harmed during the global Covid-19 pandemic. With the pandemic seemingly over, African nations such as Rwanda hoped for increased economic development. However, the current war in Ukraine sparked increased fuel and food prices throughout the continent, which has impacted expected growth rates. This article reviews the war’s impact on the central African nation of Rwanda. It illustrates Rwandan anger about the economic implications of the war and the frustration from the nation’s inability to stop its effects.

206. On Designating the 14-Mile Area in the Cooperation Agreement: Missteps and Implications for Peace in South Sudan

Abstract:: Using a literature-based review methodology, this paper examines the questions, fairness, and implications relating to the inclusion of the 14-Mile Area in the September 2012 Cooperation Agreement signed between Sudan and South Sudan. It finds that previous colonial arrangements and the subsequent inclusion of this area under the rubric of disputed territories muddied the waters, thus giving a wrong impression to the public about what was originally unintended and sanctioned. Second, it finds that the Malual Dinka community remains justified in arguing that the 14-Mile Area is undisputed. The fact that Arab nomads from Sudan have been permitted to enjoy access to the grazing and cross-border trade benefits does not confer right of ownership over the strip. Seen from this context, the article examines the implications of including the 14-Mile Area in the Cooperation Agreement and arrives at policy recommendations designed to ensure community resource management and investments in the area. Thus, the article advances not just community-to-community peace, but also regional peace and stability. It concludes by beseeching the governments of both Sudan and South Sudan to exclude the 14-Mile Area from any discussion of disputed areas of international borders. The article advocates that local communities should be given an unencumbered opportunity to manage issues of access to grazing areas by Sudanese nomads based on community-to-community negotiations, which have always been the tradition.

207. Civil Society as a Transitional Justice Litigation Actor in Africa

Abstract:: This article examines the input into the transitional justice discourse by civil society as a litigation actor in postcolonial Africa. It does not analyse all civil society litigation in transitional contexts in Africa, but rather uses some examples to point to different kinds of contributions. From the examples provided, one can affirm that civil society organisations (CSOs) are significant transitional justice litigation actors. This relates to civil and criminal litigation. With regard to criminal litigation, CSOs participate in formal processes in several ways, including pointing out due process flaws and turning over to the prosecution evidence of violations that they would have gathered during the conflict. Also, in the context of impunity and inadequate government policies, some CSOs have filled the accountability gap by resorting to civil suits and regional, exported and international litigation. These examples may offer useful insights into contexts where transitional justice initiatives are undertaken where there is no transition. In addition, the experiences may question whether compensation to victims of state-orchestrated violations of human rights which is achieved through non-governmental organisations’ initiatives constitutes transitional justice.

208. The Colonial Legacy and Transitional Justice in the Democratic Republic of the Congo

Abstract:: The Democratic Republic of the Congo (DRC) experienced a brutal colonial regime and a segregated judicial system with a weak educational system used to support colonial policies and a post-colonial legal framework designed to avoid prosecution for colonial-era crimes. Under such a regime, a broad range of violations were registered including about 10 million people who were killed. In the aftermath of the colonial era, the post-colonial regime did not sufficiently redress the situation through prosecution or meaningful reforms. Consequently, most of those atrocities remained unpunished. This study lists the main reasons for why the colonial-era crimes were not investigated which are linked to the gaps in the legal framework, the configuration of the judiciary, and an informal agreement between the DRC and the Belgian governments.

209. Impact of the Church on Conflict Transformation of Political Crises at Community Level: A Case Study of two Church Denominations in Dzivarasekwa, Harare

Abstract:: This study, based on Lederach’s conflict transformation (CT) theory, analyses the participation of the local church in CT of political crises in Zimbabwe at the grassroots level – from 2005 to 2020. It compares the CT interventions of one Pentecostal church denomination and of one African Independent Church denomination in the Dzivarasekwa suburb of Harare. A convergent parallel mixed methods design was used. SPSS software was used to analyse quantitative data while the NVivo application was used for qualitative data analysis. One key finding is that both denominations believe CT entails community engagement. Major challenges to local churches’ CT participation include financial constraints, repressive laws and church executives’ fear of victimisation. The study concludes that the impact of the local churches is low because their interventions are limited to congregation members and their immediate neighbours. Another conclusion is that CT is politicised in Zimbabwe, which restricts effective church participation. The study makes some recommendations to address this.

Abstract:: Globally, conflicts continue to change dynamics and increase in complexity, weakening the potential of various peacebuilding interventions, especially in the Global South. The Bawku crisis is a notable protracted conflict in Ghana and West Africa, which attracts enormous scholarly debates, especially on how to attain sustained peace in the area. However, there remains some important dynamics that are not significantly explored in the discussions on achieving sustained peace in Bawku. Drawing on in-depth field interviews, we present a new perspective on chieftaincy and landownership (and use), shifting from absolute control to a shared system, aimed at potentially resolving conflicts. The proposed shared political and landownership system also reveals important weaknesses relating to existing court verdicts and scholarly advocacy for a parallel system or the resettlement of the Mamprusi outside of the area. However, this empirical contribution offers a new possibility to resolve the Bawku crisis and similar challenges in Ghana and Africa.

Abstract:: Farmer-herder conflict is an age-old phenomenon, which is widely spread in the West African sub-region. Current studies on the Ghanaian farmer-herder conflict have emphasised the land-related conflicts between indigenous farmers and nomadic herders. It has focused especially on environmental scarcity and climate change approaches. However, this study adopts the political ecology framework to highlight land conflicts between migrant farmers and nomadic herders, two migrant groups that are considered “strangers” to the Kwahu Afram Plains District. The study contributes to the broader debates on farmer-herder conflict. It provides contrary evidence with regard to the popular notion in literature and theory about the prevalence of land insecurity among nomadic herders. The study argues that migrant farmers in the study area experience more land insecurity compared to the nomadic herders. This is because of their history of immigration, their relationship with the Kwahu landowners, which is driving the escalating cost of accessing land, and disputes between landowning groups.

Abstract:: The debate around viable global governance has become increasingly topical, particularly from the perspective of countries in the Global South. Concerning Africa, despite the continent’s quest to reform the United Nations Security Council (UNSC), existing research has failed to comprehensively address the topic. Consequently, this article explores the arguments and challenges surrounding Africa’s drive to secure a permanent voice in the UNSC. It argues that despite the enduring legacies of colonialism, neocolonial interventions, and being the primary concern of the UNSC agenda, Africa’s claim for fair representation in the Council remains. The article attempts to address the research gap and contribute to the existing debate by examining why Africa has failed to be represented in the UNSC. Africa’s collective initiative towards reforming the UN system is instrumental in ensuring inclusive and sustainable global governance. Nonetheless, Africa’s insistence on immediate and full veto power for new entrants and its demand for representation merely through numbers inside the UN are unfeasible.

Abstract:: How does the 2020–2022 civil war in Ethiopia contribute to our understanding of the Responsibility to Protect (R2P) doctrine? This study seeks to revisit the debate over the effectiveness of the R2P doctrine in the wake of increased intrastate conflicts. The objective is to assess the dilemma that arises with the implementation of R2P when governments are involved in the conflict and the international community is reluctant or unable to intervene. The study adopts the systematic review approach (PRISMA) to identify the shortcomings, trends, and debates around R2P. It uses the Ethiopian civil war to contribute further to the existing body of literature. The paper finds that, indeed, the R2P doctrine is facing serious challenges with its implementation. It shows that when governments fail to acknowledge the other actors as legitimate combatants and instead describe them as terrorist groups, it becomes difficult to uphold the R2P doctrine. The paper also identifies a lack of leadership and coordinated efforts at regional and international levels as contributing factors, which further undermine the effectiveness of R2P. The paper concludes that the Ethiopian civil war exposes serious shortcomings in the R2P doctrine that need to be reviewed and reformed urgently. It proposes the adoption of a systems-thinking approach that can streamline the actors and processes of response during civil wars.

214. Transferring Policy: The African Union’s Protection of Civilians Policy in Peacekeeping Missions in Somalia and South Sudan

Abstract:: The African Union’s (AU’s) doctrine underlying Peace Support Operations (PSOs) highlights the fact that the AU should take the lead in providing political direction for all AU PSOs. This includes mainstreaming the standards and operating procedures applicable to the Protection of Civilians (PoC). The PoC guidelines mandate the AU to support and complement the efforts of the host state by enhancing its capacity to secure civilians and prevent abuse against them. The guidelines have allowed the AU to develop and grow its institutional capacity and emerge as the continent’s leading institution. It provides fragile member states with technical support through African led and AU-mandated missions (crafting the concept of operations, training and implementation and procedures for peace operations). However, little is known about how the AU transfers its PoC policy to member states during peacekeeping missions. This paper assesses the institutional capacity of the AU and its ability to influence specific national PoC policies and approaches through AU PSO and United Nations Peacekeeping Operations (UN PKOs). The paper highlights that although the AU has made progress in PoC policy, it has not been implemented effectively and practically in South Sudan and Somalia, despite being a significant priority for the organisation.

215. Hybrid Maritime Security Governance and Limited Statehood in the Gulf of Guinea: A Nigerian Case Study

Abstract:: This article attempts to expand the scope of inquiry into “the market for force” as an important area of study in international relations by focusing on the privatization of aspects of maritime security governance in the Gulf of Guinea (GoG) in West Africa and sets out to fill a persistent gap in the study of the privatization of maritime security as part of the normative shift in the global political economy that permits non-state actors to play prominent roles in security provision, particularly in the Gulf of Guinea (GoG) in West Africa. Extant studies erroneously attribute the persistence and escalation of piracy incidents in the subregion to corruption, weak law enforcement, and grievances over high levels of poverty and unsustainable livelihoods that push coastal community members towards maritime criminality. While providing invaluable insights into contemporary piracy and the justification for a hybrid maritime security governance strategy and the transformations in international maritime law, these studies merely analyze the symptoms, rather than a theorization of the paradox that piracy and other maritime crime incidents have escalated at the same time that many GoG states have substantially modernized and, in principle, improved the anti-piracy capacity of national navies.

Abstract:: This article discusses the challenges and prospects facing SAMIM. It augments extant studies on the conflict in northern Mozambique, which had hitherto mainly focused on its causes, dynamics, the challenges and prospects facing the government in fighting against the Ansar al-Sunna terrorist group and the regional implications. The main argument is that though SADC delayed intervening in the conflict in Cabo Delgado, its intervention brought some improvements to the situation, which are yet to be consolidated for sustainable peace to be realized. The analysis in this article is the outcome of data gathered mainly from a review of accessible documentary sources. These include but are not limited to media articles, reports by non-governmental organizations including SADC, journal articles and books on the violent conflict in Mozambique and related developments. The article discusses the causes and drivers of the insurgency in Cabo Delgado province and focuses on the challenges and prospects of SADC’s response and the way forward.

Abstract:: France, the EU, UN, US and its Western allies have implemented several COIN interventions in the Sahel. While these interventions have accomplished some immediate outcomes, their long-term success remains daunting. This article examines six bad practices responsible for the failure of COIN operations. Comparing these practices to Western COIN interventions in the Sahel, the evidence provided here demonstrates that these Sahelian COIN missions are doomed to fail. In addition to being foreign occupiers in the Sahel, the activities of Western forces and their local allies are considered worse than insurgent groups due to their contribution to the creation of new grievances in the region. Furthermore, the alliance between foreign forces and local militia groups has led to an increase in inter-ethnic and inter-community violence mainly due to differences in their agenda and strategy for combating the insurgency. Finally, some Western actors operating in the Sahel, especially the French, remain unprepared to adapt their strategy for combatting the insurgency.

Abstract:: In December 2007, the Combating Terrorism Center at West Point launched a new monthly publication with the aim of drawing on the “Center’s network of scholars and practitioners dedicated to the study of terrorism and counter-terrorism to provide the most well-informed forum” for the analysis of the most pressing security challenges facing the United States and its allies. This issue marks the 15th anniversary of CTC Sentinel. It has been my great privilege to serve as editor in chief for exactly half that period. We hope the publication has helped contribute to greater understanding of the complex and continuously evolving counterterrorism problem set. My predecessor, Erich Marquardt, deserves special credit for the years he spent building CTC Sentinel into a powerhouse of scholarly research. I’d like to also acknowledge the extraordinary contribution of our managing editor, Kristina Hummel, and the wise counsel of our editorial board members: Colonel Suzanne Nielsen, Brian Dodwell, Don Rassler, and Colonel Sean Morrow. The huge time and energy invested in CTC Sentinel by our leadership and faculty over the past 15 years has helped drive us forward in our mission of relentless improvement. In this month’s feature article, Bruce Hoffman (whose insights were featured in the inaugural issue of CTC Sentinel) and Jacob Ware examine the terrorist trends and threats to watch out for in 2023 and beyond. Our interview is with Harun Maruf, the longest-serving editor of VOA Somali, the Somali-language service of the U.S. government-funded broadcast service Voice of America. Samira Gaid argues that “recent military breakthroughs against al-Shabaab have provided Somalis with an historic opportunity to now do what is necessary to bring lasting security to the country” but that making enduring gains will require learning lessons from previous failures. Wassim Nasr outlines how the Wagner Group is aggravating the jihadi threat in Mali, creating the risk of further destabilization in the Sahel region.

Abstract:: Drawing from constructivist scholarship, this article dwells on the relations between Brazil and the Afro-Asian world based on the writings of diplomat Adolpho Justo Bezerra de Menezes, who advocated a larger commitment of the Brazilian foreign policy to the Global South. The author acted both as a norm entrepreneur who problematized Brazilian belonging to the West and a practical-intuitive historian who used the past to show that the ties uniting Brazil to Asia and Africa were tighter than those uniting it to Europe.

Abstract:: Cameroon is officially bilingual with English and French used in public administration and in busines. It is multi-ethnic and multi-lingual consisting of over 250 ethnic polities that mek it aptly described as "a babble of tongues". Its location straddles the Central and West African sub-regions. The ecological zones of the country include the Sahel, Savanna and forest. through this, the coungry has been nicknamed "Africa in miniature" (Fanso 2017, 9). The country has a triple colonial heritage. It was first annexed in July 1884 by Germany. After the german defeat in World War I, the country, like other German colonies, was seized from Germany and eventually partitioned into two unequal halves by Britain and France after a botchd condominium. The economic foundation of the territory during the colonial period was laid by the Germans. Labour played a cutting-edge role in the German economic enterprise in Cameroon. The conscription and treatment of labour in the country and other German colonies was barbaric and dehumanising to say the least. This paper discusses this poor labour treatment and the ramifications on the population and in the redefinition of German labour policy in the territory.

Abstract:: Using primary sources from University of Coimbra’s Documentation Center “25 de Abril”, the objective of this paper is to understand the context of Mozambique’s national liberation war, which took place between 1964 and 1975, and to characterize FRELIMO’s role in this conflict from a historical perspective. The paper is divided in three parts, aside from the introduction and concluding remarks. First, the article narrates, in broad strokes, the colonial occupation of the Mozambican territory between the end of the 19th and the 20th century, to then approach the national liberation struggle. The third part describes FRELIMO’s work, its formation and its role in the struggle for independence.

Abstract:: The aim of this paper is to study the phenomenon of latent politics in South Africa’s struggle against apartheid in the period from the second half of the 1970s to the early 1990s. Its methodological basis includes the theory of latent politics and Hegel’s philosophical substantiation of the role of the individual in the historical process. The paradigm that is developed in the article considers real politics as an organic unity of additional parts – hidden (latent) and overt (transparent). The potential theoretical or empirical significance of the work is as follows: at the theoretical level – a more detailed development of the concept of ‘latent policy’ and its use; and at the empirical level – an applied research of specific archival material, recorded oral history testimonies, political speeches and documents that confirm the correctness of the proposed paradigm which focuses on latent politics. We also argue that latent policy is not only the activity of intelligence and special services, but also includes many other unobserved or concealed actions and phenomena in society.

Abstract:: This study explores the nature and dimension of forced displacement that emanate from the Boko Haram insurgency in North-East Nigeria and the nature of state management of the displacement crisis. The study adopts the qualitative research approach in the gathering and analysis of its data. Data for the study was sourced from key national policy documents on displacement in the North-East, media interviews on displacement and its management by state institutions/agencies, news articles, reports, editorials, commentaries and academic publications. Relying on these data sources, the study seeks to highlight the nature of state management of the displacement crisis arising from the Boko Haram campaigns of terror in North-East Nigeria, the successes that have been recorded and the challenges confronting state institutions, and communities impacted by the conflict as it relates to the management of the displacement crisis.

Abstract:: The celebration of seeming democratic density on the continent is understood against the background of the recent historical past where almost all the states in Africa were under the grip of either a military ruler, or an authoritarian one party despot. At the dawn of the new millennium, military coups and totalitarianism were releasing their grip on the continent as multi-party elections and electoral turnover gained momentum. Indeed, many regional organizations within the continent subscribed to the elimination of military coup and other means of grabbing political power, except the ballot boxes, as well as the full embrace of democratic norms and practices; therefore, there are clauses in regional governance and protocol affirming the primacy of democracy over any other form of government as signed by regional blocs on the continent.

Abstract:: My hypotheses here are that in many respects, especially regarding infrastructure, the BRI and Africa's continental initiatives on infrastructure are the product of a co-constructed learning process between Africa and China throughout their interactions since the early 2000s. Furthermore, as a projection of China's initiatives in Africa on a global scale, the BRI is consistent with Africa's continental development policies and even probably inspired by them given the anteriority of the latter. In contrast to what most authors think (Gaye 2006; Taylor 2006), this argument stresses Africa's agency, which changes China as much as China changes Africa (Kuo 2018; Ayers 2013). To defend this argument, the paper examines the congruence between the BRI and Africa's infrastructure policies by cross-tracing the ideational pro- cess in the two contexts. This is carried out by looking for cross-references in Africa's main documents (namely the NEPAD, the FOCAC, and the Agenda 2063), on the one hand, and the BRI, on the other. The paper then illustrates this by briefly examining some of the BRI and AU bilateral projects.

Abstract:: In 1992, Professor Lester Thurow, a famous American economist of MIT, published a book entitled Head to Head: The coming economic bat- tle among Japan, Europe, and America, to analyze the coming competition between economic powers in the 21st century (Thurow 1992). It seems that the author was quite confident in economic giants Japan, Europe and the US in the future and believed that the rich club accepted only one country – Japan in the 20th century –, and it would not be surprising if no country would enter the club in the 21st century. Once published, the book aroused great reper- cussions in Japan, Europe and the US and became one of the non-literary bestsellers. No matter how brilliant Lester Thurow's academic achievements are, his prediction was not fulfilled this time. He never thought that Europe and the US would experience a financial crisis in the new century and China would become the second world economy in 2010. Nor did he expect that Gallup's survey report on Rating World Leaders (2018) found that people in 134 countries and regions around the world recognized China's leadership by 34%, higher than 31% for the US. This is the second time since 2008 that China's global recognition of leadership has surpassed that of the US, setting a record for China in 10 years (Ray 2019).

Abstract:: This article aims to investigate the formation of extractive enclaves in the Democratic Republic of the Congo (DRC), and its possible projections in the rest of Africa, mainly through comparison with another case, that of the Republic of Angola. For this, the African continental insertion within the neoliberal globalization in the period 1970-2000 will be taken into account, particularly the imposition of the Structural Adjustment Programs, by inter- national financial institutions such as the World Bank and the International Monetary Fund. Understanding that this is part of the same capitalist restruc- turing, the contributions of extractivism in Latin America will be used as part of the same global South.

Abstract:: The central argument of this paper is that ignoring the role of the masses makes for an incomplete understanding of the vignettes of corruption and the crisis of development in Africa. The paper argues that corrupt practices by elites and the actions, beliefs, expectations and demands of the masses on the elites are mutually reinforcing, co-referential and ultimately co-constitute the processual pro- duction of corruption and consequent underdevelopment in Africa. This is further reinforced in what we have couched as "the irony of the African masses" in the fight against corruption and underdevelopment in Africa. The irony is too compelling to ignore. The African masses demand their share of the national cake through appendages of, or association with political elites who loot the state — one of the major causes of poverty and underdevelop- ment in Africa.

Abstract:: After nearly 20 years of civil war, in 2001, a peace agreement began to be negotiated between the central government of Sudan and the southern region. On January 9, 2005, the Comprehensive Peace Agreement (CPA) was ratified ending the Second Sudanese Civil War (1983-2005) (Oliveira and Silva 2011) and stipulating a referendum to determine the status of the Southern Sudan region. According to the UN, 98.83% of South Sudanese voters were in favor of independence in January 2011 (Salman 2011; UNMISS 2022). On July 8, 2011, the United Nations Security Council (UNSC) adopted the resolution 1996 (UNSC 2011), creating the UNMISS. The objective was to consolidate peace and security and help create the necessary conditions for the development of the Republic of South Sudan, a country that was born with the worst social indicators in the world (Oliveira and Silva 2011). The mission aimed to help South Sudan to develop and build its democratic institutions to support the political-administrative structure of a new country.

233. Return and Recuperation Strategies on Returnees to Nigeria: The Libya Episode

Abstract:: The paper examined the strategies put in place by the governmental agencies for the reintegration of returnees. Primary and secondary data were utilized for the study. Preliminary data were collected through the administration of questionnaires and interviews. The study population (10,369) comprised the National Emergency Management Agency (NEMA, 34), National Agency against Trafficking in Persons and other related crime (NAPTIP, 108), International Organisation for Migration (IOM, 34), Nigeria in Diaspora Commission (NiDCOM, 15) and Nigeria returnees (10,180) from Libya. The sample for the study was made up of 399 respondents. The distribution is as follows: NEMA (17), NAPTIP (54), IOM (16), NiDCOM (15), and returnees (297). Secondary data will be obtained from decision extracts of the agencies on matters relating to the subject matter, conciliation meetings, and internet sources. Data collected were analyzed using frequency, distribution, percentage, and Chi-square. The study showed the effect of strategies put in place by governmental agencies, which have enhanced the economic development of the returnees; reduced irregular or illegal migration to Europe through the Libya route; returnees’ psychological rehabilitation of returnees in Nigeria. Furthermore, the Chisquare analysis showed that the x2 cal (9.2) is greater than x2 tab (5.99); hence, the rejection of the null hypothesis and it founds a significant relationship between government agencies and the returnees’ reintegration. The study concluded that governmental agencies' strategies have an effect on the reintegration of the returnees.

Abstract:: BRICS have been cast as a bloc with the potential to make significant changes in Global Health. The management of the Covid-19 pandemic has shown divisions in the bloc and the limits of its ability to formulate policies or even act upon previously agreed positions. This paper employs an examination of BRICS Health Ministerial declarations and an analysis of power in International Relations to reflect on BRICS’ Global Health diplomacy during the Covid-19 pandemic, covering the key questions of vaccine research and development, vaccine nationalism, and travel bans. It finds that multiple dimensions of power matter in Global Health leadership.

Abstract:: The article analyses Mozambique’s foreign policy during the governments of Samora Machel (1975-1986) and Joaquim Chissano (1987-2005), the first two governments in the post-independence period. Mozambique is a peripheral country in the hierarchy of the international capitalist division of labour, specializing in the production of raw materials, with a poorly diversified economy that exports primary products. In the hierarchy of the international system, it can be classified as a vulnerable or fragile State, with a tendency towards authoritarian regimes, experiencing conflicts and violent wars of groups that compete with the State. Despite being from the same party, the Samora and Chissano governments had different political-economic and ideological characteristics that are reflected in Mozambican foreign policy, being influenced by the fate of the Cold War. In the foreign policy decision-making process in Mozambique, the State responded more to external and international pressures than to internal inputs. Foreign policy was rarely the result of or influenced by demands from Mozambican civil society, even though most decisions were taken on behalf of the people.

Abstract:: The military has been an important institution for protecting States from external threats since antiquity. In fulfilling this fundamental role, military institutions have also posed security risks to their own governments, given that the ‘ability to use coercive force, though necessary to defend the nation against threats, creates the danger that the military will turn its weapons on the very regime that empowered its existence’.[1] Military personnel can fuel civil conflicts and undermine the stability of political regimes mostly in States with loose political control of the military. As Douglass North, John Wallis and Barry Weingast have argued, ‘Societies experiencing a civil war, by definition, do not have consolidated control of the military’.[2] In Africa, military institutions have, on one hand, helped to protect States from both internal and external threats, including local insurgencies. On the other hand, they have destabilised several political regimes through coup d’états. Military coups – ‘when the military, or a section of the military, turns its coercive power against the apex of the state, establishes itself there, and the rest of the state takes its orders from the new regime’[3] – have been relatively common in post-independent African States,[4] thereby raising several issues, including how to understand the relationship between politics and military coups. This article contributes to the discussion by highlighting how coups are a continuation of politics by other means, particularly in West Africa.

237. Environment, Conflict and Peacebuilding: Addressing the Root Causes of Conflict in Darfur

Abstract:: The relationship between climate change and deadly conflict is complex and context-specific, but it is undeniable that climate change is a threat multiplier that is already increasing food insecurity, water scarcity and resource competition, while disrupting livelihoods and spurring migration. In turn, deadly conflict and political instability are contributing to climate change.[2] Darfur captured international headlines in 2004 when United States (US) Secretary of State Colin Powell declared that genocide was occurring in Sudan in his testimony to the US Senate.[3] The early-2000s conflict in Darfur between rebel groups on one side and government forces and allied militias on the other caused an estimated 300 000 deaths, and about 2.5 million people live in displacement camps across Darfur.[4] Most observers agree that the immediate cause was a regional rebellion, to which Khartoum responded by recruiting Arab militias, known as the Janjaweed, to wage a campaign of ethnic cleansing against African civilians.[5] They also argue that the three core drivers of violence in Darfur at present are disputes over land and resources, the complex network of militias and paramilitary forces, and the weakness of the rule of law and security institutions.[6] Eighteen years after the eruption of the conflict in Darfur, these conclusions regarding the main causes and triggers of the conflict remain valid. In 2021, despite the signed Juba Peace Agreement, the security situation in Darfur remained volatile, with significant inter-communal violence and fighting between government forces and rebels in the Jebel Marra area. The instability in the region continues to cause large-scale displacement, with more than 200 000 people displaced in Darfur since the beginning of 2021.

238. Natural Resource (In)justice, Conflict and Transition Challenges in Africa: Lessons from the Niger Delta

Abstract:: The term ‘natural resource (in)justice’ has been used in various contexts by various scholars. Contemporary resource justice scholarship highlights several different areas of debate, including power and inequality in resource access, control, ownership, greening, eco-efficiency, feminist ecology, resource transparency, just transitions,[1] resource equity, resource rights, and fairness with regards to global inequality in North/South natural resource policies.[2] Resource injustice underlines two dynamic and interwoven contexts. First, there is the anthropogenic context, which examines the adverse effects of natural resource extraction on humans, including exclusion, degradation, inequality, and unfair treatment in natural resource allocation. Second, there is the eco-centric context, which explores the adverse effects of natural resource extraction on the ecosystem or the natural environment. The broader terrain within which natural resource justice is being pursued is rapidly changing. With the rise of natural resource justice movements, new ecological threats, the ongoing Covid-19 pandemic, and lethal feedback with deleterious capitalist resource extraction in the global South, resource justice is confronted with new challenges, notably resource conflict. Since the end of the Cold War, there has been a considerable and increasing number of studies on natural resource conflict, including on questions of resource appropriation or what has become known in resource conflict debates as the ‘resource curse’, which points out the paradox of poverty among resource-rich countries.[3] Conflict and poverty are intertwined. In 2013, 471 million people lived in fragile and conflict-affected countries, while 78% of the world’s poor lived in these countries (181 million people).[4] Natural resources – land, water, forests, air – are essential to life on Earth.[5] Natural resource conflict accounts for the incompatibility of goals in natural resource use or appropriation. The rural poor in developing countries remain the most vulnerable, as they directly depend on natural resources for their food and livelihood security, while the livelihoods of 2.5 billion people depend wholly or partly on agriculture.[6] The dynamics of fair and equitable resource allocation in contexts associated with resource injustice are largely unknown. This is true especially where the resource-bearing local population is either marginalised or excluded in decision-making processes regarding natural resources.

He advocated for the establishment of a peacebuilding system to stimulate long-lasting peace by finding a solution to sources of violent conflicts and enhancing local capacities for conflict resolution and peace management.[3] A report by Boutros Boutros-Ghali entitled ‘An Agenda for Peace: Preventive Diplomacy, Peacemaking and Peace-Keeping’ refers to peacebuilding as ‘an action to identify and support structures which will tend to strengthen and solidify peace to avoid a relapse into conflict’.[4] A peacebuilding agenda is critical in the realisation of the Sustainable Development Goals (SDGs) which advocate for ‘peaceful and inclusive societies for sustainable development, access to justice for all and building effective, accountable and inclusive institutions at all levels’.[5] In the Kenyan context, peacebuilding activities and regulatory frameworks are recognised as vital processes and instruments that are necessary for the achievement of Vision 2030, which is the country’s new development blueprint that aims to transform Kenya into a new industrialising middle-income country providing a high quality of life to all its citizen by 2030. On the one hand, the peacebuilding, conflict management, and security strategy of the political pillar of Vision 2030 underscores the need for promoting peacebuilding and reconciliation, deepening policies and legal and institutional frameworks that promote order in society, as well as institutionalising dialogue between and among communities to promote harmony among racial, ethnic and other interest groups. On the other hand, the social pillar aims at establishing ‘a just and cohesive society that enjoys equitable social development in a clean and secure environment’.[6] Nyambura Githaiga observes that from a cursory glance, Kenya is not an immediate or apparent choice for a peacebuilding case study.[7] This can be attributed to the fact that peacebuilding studies primarily focus on nations that experienced highly destructive and horrific civil wars and require international intervention. However, Kenya has suffered intermittent and localised destructive conflicts, such as the 1992, 1997, and 2007-2008 election-based violence. Therefore, Kenya offers a peacebuilding case study which is not related to civil war, but part of a tactical response to repeated incidents of local destructive conflicts.[8]

Abstract:: Kidnapping in Nigeria is not a new phenomenon but has assumed an alarming dimension in recent times. Acts of kidnapping are increasingly perpetrated by different criminal elements, such as militias, gangs, ritualists, and terrorists, among others, for a variety of reasons. However, the increased frequency, geographical spread, and operational sophistication of kidnapping for ransom (K4R) is a major source of concern for individuals, organisations, the diplomatic community, and, indeed, the Nigerian Government. Much of the concern is about the safety of the victims as well as the cost of this expanding criminal enterprise. For instance, Nigeria’s main geopolitical intelligence platform, SBM Intelligence, estimated that between 2011 and 2020, Nigerians paid at least US$18.34 million (₦7 billion) in ransoms to kidnappers.[1] In the first half of 2021, 2 371 people were kidnapped and the sum of about US$23.84 million (N10 billion) was demanded in ransoms in Nigeria.[2] The targets are as diverse as the actors who benefit from and the factors that underpin the upsurge in K4R. Expatriates, businesspeople, schoolchildren, women, politicians, government officials, diplomats, and traditional rulers, among others, are increasingly being targeted by criminal gangs.[3] The wanton predation on schoolchildren through mass abduction by armed groups that are ideologically or economically motivated is the latest worrisome trend in the pattern of criminal victimisation in Nigeria. This article examines the trajectory of the mass abduction of schoolchildren in northern Nigeria, highlighting the drivers of mass abduction and evaluating emerging responses by the government.

Abstract:: Northeast Nigeria is the epicentre of violent extremism in the country. Borno, Yobe, and Adamawa states, in particular, record high incidences of extremism regularly. Extremists have been responsible for various killings and wanton destruction in the north and other parts of Nigeria. At the centre of the violence are youths, who constitute the majority of the members of these extremist groups. Young people are easier targets for recruitment by extremist groups because of peer pressure, drug use, gang involvement, prior delinquency, family member gang-involvement, membership in a cult, and the quest for adventure, among others. In spite of their involvement in violent extremism, it is recognised globally that the youth can be equal partners in its prevention. The youth should be considered a country’s asset, as the future of the country as well as having the potential to be leaders of today. However, a growing ‘youth bulge’ of unemployable young people trying to survive – and subject to recruitment by armed extremist groups – is problematic, and can even present a threat to prosperity and peace.

Abstract:: The Risk Pivot: Great Powers, International Security and the Energy Revolution shows a good understanding of conflict trends in Africa. The book highlights and provides evidence for the dangers existing in the energy revolution from fossil fuels to much-needed environmentally friendly, sustainable, and renewable energy that has become the next frontier in great power rivalries. Both the United States (US) and China are valuable stakeholders in this area and command geopolitical influence on the African continent. The book brings into perspective the geopolitical consequences of the revolutionary energy supply, demand and flow and how it is transforming the global economy, international security, and the order of states. According to the authors, the emergence of global middle-class countries, such as the Asian giants, a fast-growing source of energy demand, combined with security-challenged energy producers and exporters, such as Algeria, Libya and Nigeria in Africa, represents geopolitical instability. The authors lay out the foreign policy and security implications of dramatic changes in energy production, distribution and consumption. The danger, what the authors refer to as risk pivot, in international security is caused by a number of factors. The first factor is the increasing dependence of rising Asian powers, such as India and China, on Middle East oil and gas supplies. The second factor is the new energy partnership between China and Russia, a leading fossil fuel producer. The third factor is the shifting centre of global energy markets as a result of energy revolutions in the US. The fourth factor is the increased energy demands due to the rising global middle class, which poses challenges for governance and development. The final factor is the role of the US in securing energy flows from the Middle East following its Asia re-alignment.

243. The Law is Not Enough: Realising the Child’s Right to a Nationality in South Africa

Abstract:: The Republic of South Africa (‘South Africa’) boasts some of the most progressive and inclusive citizenship laws on the African continent, protecting the right to citizenship in both its constitution and subsidiary legislation and affording special protections to children. A simple exercise in comparative law would find that there is no statelessness problem in South Africa but that would be incorrect. A closer look at the implementation of the laws reveals serious problems in the Government’s nationality administration, resulting in statelessness. In the South African context, it is not immediately possible to tell whether a child is stateless. It is only once attempts have been made to obtain (recognition of) citizenship and those attempts have failed (because of a faulty system) that a determination can be made. Under customary international law, a person is stateless because of non-recognition of citizenship by any state, whether legally or illegally. As a result, nationality administration procedures are as important as laws. South Africa’s failure to formally recognise its citizens because of insurmountable administrative barriers and discriminatory practices is making children in South Africa stateless, rendering its impressive laws useless. This article provides a brief analysis of the historical and legislative context within which South Africa finds itself, then analyses recent jurisprudence on childhood statelessness to illustrate how the right to administrative justice is crucial to South Africa’s trajectory of success in ending childhood statelessness, offering recommendations for the way forward.

Abstract:: In March 2021, Russian armed forces began deploying thousands of military personnel and equipment near Russia’s borders with Ukraine, with another contingent deployed in Crimea which was annexed by Russia in 2014. The scale of this military build-up, which represented the largest force mobilisation by Russia since its annexation of Crimea in 2014, came as a surprise to Ukraine and a source of concern to other European countries and the United States. The unexpected stance of neutrality held by many influential African countries coupled with notable abstentions in several UN resolutions have rattled their Western allies. one of the biggest surprises for the West has been the reaction and stance of several notable African countries. Having enjoyed political patronage and goodwill from most countries in Africa for several decades, the United States and its Western allies expected a robust and strong castigation of Russia by their allies from the continent but were shocked by the response of some key African countries. While many such countries were quick to condemn the invasion and toed the line of the US and other Western allies, some notable countries such as South Africa, Namibia and Senegal refused to condemn the attack with some blaming the West and NATO for the war. This article explains why African countries are taking their current stance and the implications this might have on the international balance of power at the end of the Russian-Ukraine conflict. The reasons are linked to political, economic, and strategic considerations as well as contemporary grievances relating to the recent Covid pandemic and the treatment of Africans in Ukraine at the onset of the war.

245. CPLP: the first twenty-five years

Abstract:: The decision by Conjuntura Austral to dedicate a special issue to the 25th anniversary of the establishment of the Community of Portuguese Language Countries (CPLP) is to be commended. The uniqueness of the organization justifies a timely review of a small sample of its activities to date. Created in 1996, the CPLP adopted three main vectors of activity:1) the promotion and dissemination of the Portuguese language; 2) cooperation in a wide array of domains (i.e., education, health, science and technology, defense, agriculture, public administration, communication, justice, public safety, culture, sport and social communication, sustainable development, etc.); and 3) political and diplomatic coordination, especially in multilateral forums. The organization also agreed to adhere to several fundamental political principles such as the respect of the sovereignty of each member country; non-interference in domestic issues; reciprocal treatment; peace, democracy, rule of law, human rights, and social justice; territorial integrity of each member state; and the commitment to the promotion of development and cooperation. In addition to a common language and shared cultural heritage, the uniqueness of the CPLP results from the union of nine non-contiguous member states into a privileged geocultural space – the lusosphere – dedicated to the active promotion of its three main goals across four continents. It is a privileged forum for a “pluricontinental dialogue” in Portuguese. In addition, each country contributes by bringing its history, its unique interpretation of the “lusosphere” as well as its regional context (i.e., membership in the European Union, Mercosur, Southern African Development Community, Economic Community of West African States, etc.) as well as economic opportunities to the group. By joining, member countries reinforce the group’s collective projection onto the world stage as well as the opportunity to expand each member country’s diplomatic footprint. While each member had different reasons to join (i.e., maximize politicaldiplomatic cooperation, language promotion, widen access to technical cooperation, etc.), all believe that the CPLP can bolster the group’s overall political and diplomatic prestige while enhancing their collective and individual prospects. This special issue consists of six articles ranging from language to health, security and defense issues, business negotiations and civilian-military relations. It covers but a few topics from a long list of issues which, after the first twentyfive years of this new international organization, warrant the attention and critical review of academic scholars.

Abstract:: Algeria and Morocco have for centuries kept an uneasy relationship of conflict and doubt which shaped the Maghreb region history. In fact, both states shared the same borders but never shared same policies. This caused the relational gap at both governmental level and social grounds. As a result, the hostility and continuing tension has remained at top in their foreign policies for most of their mutual history. Consequently, the Western Sahara conflict has been undoubtedly an important driver of one of the most critical problems to have confronted the two countries in the course of their bilateral relations. This article will examine the impact of this conflict on the geopolitical landscape of the Maghreb region and its implications on the Maghreb’s regional security and integrity.

Abstract:: El interés de América Latina por África se renovó a comienzos del presente siglo. Las transformaciones globales, el liderazgo de Brasil y la emergencia del regionalismo impulsaron una asociación basada en el diálogo político y la cooperación cuyo objetivo era alcanzar una mayor incidencia sobre el sistema internacional. Sin embargo, el déficit de interdependencia, la debilidad de la institucionalización interregional y la vulnerabilidad de los actores involucrados limitaron el alcance de esta estrategia sin alcanzar su verdadero potencial. En un escenario de incertidumbre que anuncia cambios en el orden mundial y consolida una gobernanza fragmentada, la posibilidad de restablecer esta relación encuentra nuevos incentivos. El artículo analiza los factores catalizadores de este proceso concluyendo que, pese a la oportunidad, su materialización sigue sin contar con las condiciones ni capacidades necesarias para competir geopolíticamente por África.

Abstract:: La región del Sahel se ha convertido en una prioridad estratégica para la Unión Europea (UE). Bruselas ha desplegado en la última década diversas misiones en el marco de su llamada Política Común de Seguridad y Defensa en países como Mali o Níger, a la vez que ha ofrecido un respaldo directo y masivo a nuevos actores regionales como el G5 Sahel, contribuyendo así a la proliferación de iniciativas militares impulsadas por diferentes actores globales que han convertido esta región en un espacio cada vez más militarizado y securitizado. El artículo analiza el contexto y las características de esta estrategia, considerando que escenifican un giro sustancial del papel tradicionalmente más normativo de la UE en el continente africano a una estrategia mucho más “pragmática”. Se argumenta que este cambio no responde a una única lógica sino a factores de diferente naturaleza y, a su vez, que presenta múltiples problemas, implicaciones y dilemas para la agenda europea en África en el corto, medio y largo plazo.

En este último aspecto, cobra especial relevancia la invasión rusa de Ucrania o la emergencia de la ambición militar China, pues ambos países compiten con Estados Unidos por tener una mejor posición en el continente africano.
