281. The roaming threats: The security dimension of Almajiris’ mobility in Nigeria and its implications for Africa’s regional security

The culture of children begging for alms in Northern Nigeria is long-established and is propelled by poverty, ‘parentlessness’, the absence of parental care and, most importantly, the Islamic doctrines of ‘giving’ to children who are made to seek for qur’anic education outside their parents’ homes. The prevalence of these ‘almajirai’ in Northern Nigeria has begun to create new security dimensions as a result of their mobility given the context of their recruitment into terrorist sects such as Boko Haram and ISWAP. Almajirai have also indulged in drug addiction, street pickpocketing, and other urban crimes. Their mobility has constituted threats for transmission of dangerous communicable diseases such as Corona Virus-19 or what is known as COVID-19. This paper examines the non-military security dimensions associated with the mobility of wandering children beggars or what are often regarded as the Almajiris in Nigeria’s northern states. It examines the level of security threat that the Almajirai pose to the Nigerian state and what implications their mobility has for Nigeria’s internal security, especially in the age of international migration and globalisation. Further, the article analyses the dynamic ways in which the mobility of the Almajiris has threatened the security of the neighbouring states of Chad and Niger as well as West Africa’s regional security in general given its proximity and socio-cultural linkages. The paper employed secondary sources of data collection. It concludes that the mobility of Almajirai poses serious internal security challenges for Nigeria as it serves as a fertile ground for terrorist breeding and radicalization. Disease contraction and transmission, urban crimes such as car-hijacking tactics, pickpocketing, and criminal surveillance of potential innocent targets have become associated with their mobility; hence, regional security is endangered as a result of their increasing crossing of the loosely guarded Nigerian border to the Lake Chad area and West Africa.

Abstract:
In the editorial to this – the first issue of The Africa Governance Papers – the editor starts by providing a brief overview of the content of the issue, which has the theme: “Dimensions of freedom and self-governance: Past, present, future”. He then reflects on the meaning of the term “governance”, which is understood differently in the global south and north. The differences in understanding, he argues, indicate an historical clash of understanding between universalists and particularists. The former, (mostly northern institutions and researchers) assume that their criteria for the effective running of a country apply everywhere, while the latter (mostly institutions and researchers from the global south) argue that these criteria can impose some values, while also ignoring others that are important in other parts of the world. The Africa Governance Papers, the editor continues, aims to provide a platform for publishing and debate that is based in the global south. Ultimately, though, the journal is open to submissions from scholars of disciplines relating to African governance from every part of the world.

Abstract:
This paper examines the intersection between the modern state, chieftaincy, and international borders in governance in post-independence Ghana. It draws on a chieftaincy conflict in Ghana between Ave-Dzalele and Ave-Atanve, both Ewe-speaking communities in the Volta Region of Ghana and reflects in some detail on the involvement of the paramount chief of Edzi, whose is based in Togo, to show the complexities of governance in post-independence Ghana. The study highlights the tensions between the formal citizenship rules and traditional, informal rules of affiliation and explores the existing mechanisms for the resolution of such cross-border conflicts. It argues that modernist discourses on the sovereignty of the state and territorial integrity that ignore cross-border cultural ties limit effective approaches to the resolutions of these conflicts. This paper contributes to bridging the gap between country-specific chieftaincy research and research on cross-border chiefs in Africa through critical reflection on the limited literature on issues of governance that relate to the co-existence of modern states and international/cross-border chieftaincies. Ultimately, it calls for a decolonisation of African governance that recognises 'international chieftaincies' and formalises their roles in governance in cross- border areas around the continent.

Abstract:
This article investigates the effect on rural livelihoods of the displacement of people in Chilonga communal area in Zimbabwe. Various studies in Africa, including Zimbabwe, have shown that land displacements happen where the political elite, in collusion with multinational companies and powerful individuals, take advantage of weak land governance systems particularly in communal areas to displace people. Lack of title over land, which is mostly vested in the state, makes communal areas most vulnerable to displacement. This is evident in the current case study of Chilonga, where various statutory instruments have been enforced to evict people. The Chilonga displacement, enforced by the state to accommodate large-scale lucerne farming, ignores that land is a source of livelihoods and identity for communal area dwellers. It has also shown that people from communal areas have limited freedom to resist displacement that curtails access and use of land. We argue that the Chilonga case study illustrates our contention that, where African land governance is weak, political elites and their connections use it to achieve narrow interests regardless of the impact on communal area dwellers through displacement and loss of livelihoods.

Abstract:
This article investigates the effect of the politicisation of land on the social capital and agricultural livelihoods of beneficiaries of the A1 villagised model of the Fast Track Land Reform Programme (FTLRP). The model allocates individual arable and residential plots to beneficiaries, while they share grazing land, social infrastructure and services. Beneficiaries rely on social capital to access resources for agricultural production. Proponents of the FTLRP have portrayed the model as successful because it creates livelihoods. Missing in these studies is the politicisation of land through reallocation of land within the model to advance individual political interests, and its effect on livelihoods. The resultant strain on social capital negatively affects agricultural production, which depends on it heavily. The article argues that Zimbabwe’s top-down land governance system leaves it open to manipulation by politically connected individuals in the service of their own personal and political interests. It further argues that this weakness in the governance system is due to the fact that the state owns the land, which means that beneficiaries of the programme do not have the power to challenge the decisions of politicians and bureaucrats.

Abstract:
The role of national security entities in public administration, with specific reference to civilian intelligence structures, is a public policy issue of concern and interest across the globe, particularly with regard to questions of governance and public accountability. Governments need intelligence services to serve national and/or political interests, but these must, by nature, operate in conditions of secrecy. The gap between these two elements can be a source of misgovernance and/or abuse of power. We argue that the credibility of South African intelligence structures has been negatively impacted by failures and omissions of accountable governance since the emergence of a democratic dispensation in 1994. In particular, the article focuses on the effects of politicisation on effective governance of the country’s intelligence function. We propose an ethical governance model, framed by a transformative approach and grounded in ethical stewardship, as a way to give effect to constitutionally defined expectations regarding the purpose and management of the country’s intelligence function.

287. Powering Households and Empowering Women: The Gendered Effects of Electrification in sub-Saharan Africa

Despite positive trends in electrification and gender equality in sub-Saharan Africa (SSA) over the last two decades, the region lags behind the rest of the world in both dimensions. Recent economic assessments of the efficiency of pursuing universal electrification in SSA show the costs outweigh the benefits. This paper argues that, in the context of SSA, gains in women’s empowerment may strengthen the case for electricity expansion, but are not captured in standard cost-benefit analyses. The paper reviews existing literature to identify four channels through which positive externalities and equity gains may arise from electrification: (1) alleviating time poverty, (2) expanding labor market opportunities (“economic empowerment”), (3) improving maternal health and women’s safety, and (4) changing social norms. Findings indicate that electrification can alleviate women’s time poverty, create opportunities for women and girls to enter the labor force or focus on school, decrease exposure to harmful indoor air pollutants, improve maternal health, reduce exposure to and acceptance of gender-based violence, and change social norms through access to information. Expanding electricity access using renewable energy sources (“sustainable electrification”) presents additional opportunities to enhance women’s economic power by mainstreaming gender in the industry’s development. Falling costs of renewable technologies may also shift traditional cost-benefit analyses of electrification. Based on these findings, the paper recommends that policies continue to promote universal electricity access by prioritizing sustainable technologies that can support high-power household appliances, and integrating gender into every stage of the electrification process.

Abstract:
This paper examines whether frequent engagement with the Committee on the Elimination of Discrimination Against Women, the body of independent experts monitoring the implementation of the Convention of the Elimination of All Forms of Discrimination Against Women, is linked to improved compliance with women’s rights commitments. It further explores whether the relationship between treaty body interaction and compliance holds for states that have made reservations to articles concerning women’s rights. Data from state reports submitted to the Committee on the Elimination of Discrimination Against Women and indicators from the Social Institutions and Gender Index show that frequent engagement with the body is associated with improved equality for women, irrespective of state reservations. The results from this study challenge the idea that reservations undermine global governance regimes and are detrimental to human rights. Finally, this paper illustrates how compliance mechanisms work using a case study from Iraq. Through participation in the report-and-review process, states engage in negotiation around contentious areas of women’s rights with experts, civil society and the public, which facilitates respect for women’s rights.

289. The United Nations Children and Armed Conflict Agenda: Integrating Child Protection Issues and Children’s Voices in Peace Processes

Abstract:
One in five children lives in a country affected by conflict (Save the Children 2019). Despite concerted international and national efforts to protect children, these 415 million children face grave human rights violations that continue to rise. More political will and resources are needed from governments and parties to the conflict to prevent such violence against children and protect children in armed conflict. However, research confirms that out of 431 ceasefire and peace agreements, less than 18 percent of peace agreements included child protection provisions (Watchlist on Children and Armed Conflict). Often, peace-related documents that mention child protection issues do not mention integrating children's participation into peace processes, which is essential to understanding and addressing children's needs during and after the conflict. To end the cycle of violence against children, a paradigm shift must be made in the way peace agreements address children’s issues and rights. Guided by the “Global Policy Paper on Youth Participation in the Peace Process,” commissioned by the United Nations Envoy on Youth, this paper recommends that mediators and child protection actors employ three integrated but non-hierarchical layers for including child protection issues and children’s participation in the peace process: “in the room,” “around the room,” and “outside the room” of formal peace negotiations. This multi-layered, inclusive approach may help achieve the desired results: preventing violence against children and reaching a sustainable peace.

Abstract:
The present work discusses the evolution of the development and international insertion strategies adopted by nations in the African continent since the mid-20th century, period during which they began to achieve formal independence. In this context, supported by a literature review and official documents issued by African international organisations, the aim of this analysis is to understand the meaning and the importance of Agenda 2063 for this issue. Based on this analysis, the article proposes to demonstrate that such an agenda represents the inauguration of a new development and international insertion strategy in the continent, a hybrid one, that reconciles elements of two of the previously adopted approaches: the strategies of contestation and of mutual and shared responsibility.

Patterns of marginalization and exclusion of the vulnerable in medicine and public health have become the norm. The vulnerable, especially on the African continent, have been left out of the distribution of life-saving medical and public health interventions. When included, they have always been last in line to receive such interventions. This inequity prevents Africa from stopping the spread of diseases, resulting in preventable deaths. The repercussions of this inequitable distribution are magnified in countries whose health systems have been weakened by centuries of colonization and unfair international policies such as the structural adjustment programs that hollowed out public investment in health systems.1

In October 2020, a viral video showed an officer from the Special Anti- Robbery Squad (SARS), a notoriously brutal Nigerian police unit, killing an unarmed civilian. Following credible reports by human rights organizations about a string of extrajudicial killings by police, this video sparked spontaneous demonstrations in Lagos. The video was widely circulated and the demonstrations spread to other cities. These protests reached a nadir when the police killed at least 12 unarmed demonstrators at the Lekki Toll Gate in Lagos on 20 October; human rights groups maintain that the number killed was far greater.1

South-South Cooperation (SSC) is an innovative, forthright, and ambitious means to expand collaboration between countries with a similar economic profile. Over the past decade, it straightforwardly imposes within West African states’ practices. Indeed, as time passes, many countries have developed significant technical capacities and know-how that they can share. To formalise such sharing of experiences and best practices and raise it to another and higher level, it was essential to hand over this role to a supranational organisation with more tools and experience to coordinate the exchange. In that effect, In West Africa, states leaned towards the Economic Community of West African States (ECOWAS), which gathers 15 member states and which is the main catalyst for promoting exchanges and sharing within the sub-region. The study provides an overview of the South-South partnership promoted by ECOWAS on the economic and social aspects through an exploratory documentary study while providing the levers of development for this partnership. The study's main aim is to assess the importance of SSC for ECOWAS member states sustainable development. The specific objectives are: assess ECOWAS initiatives promoting SSC; provide some cases of success stories of good practices.

294. The Impact of Corruption on Nigerian Enterprises' Performance: An Empirical Study

This study aims to assess the effects of corruption on Nigerian enterprises performance using data from the World Bank's Enterprises Survey, (Panel Data) for the years 2007, 2009, 2014. The Pooled Regression Model was applied. The corruption measured by six indicators divided into two groups, graft incidence and perceived need to make bribe payments. Graft incidence measures enterprises experienced request for a bribe payment across five types of applications, namely (1) an electrical connection, (2) water connection, (3) phone connection, (4) construction-related permit, and (5) total annual informal payment to public officials. While the perceived need to make bribe payments based on the answer to the question: (6) It is said that establishments are sometimes required to give gifts to public officials to ‘get things done’. The study found that the enterprises experienced a statistically insignificant bribe payment for the water connection and construction-related permit are statistically insignificant. Meanwhile, the level of firms expected to give gifts to public officers "to get things done", especially related to the sale and purchase of fixed assets significant and positively affect the enterprises' performance. As for the total payments to the public officers is significant and has negative effects, which indicates the medium or long terms impacts. This may be explained by the fact that developing economies are characterized by formal institutional flaws such as ineffective public administration and weak rule of law. It can also be explained by the theory of transaction cost, which states that the high transaction cost leads to a decrease in profits and thus poor performance. Unlike other studies, this study indicates that corruption represents an obstacle to Nigerian enterprises’ performance. The argument is that public authorities should move away from increasing the costs of corruption by improving the performance of public officials and implementing standards of transparency. Entrepreneurs also must search for alternatives to avoid paying bribes, such as leasing financing and so on.

China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. This paper aims to analyze the importance of the CPEC and Gwadar Port vis-à-vis securing China‟s national interests; securing multiple trade routes and attaining the much desired status of Great Power. Furthermore, the paper will shed light on the possible challenges China may face in this regard. Abstract:
Drawing on qualitative interviews that are complemented by the analysis of government policy documents, this study examines statelessness in Ghana. It addresses a range of policy, legal, institutional, administrative, and other politico-socioeconomic matters attendant to the concept. The study defines statelessness in its strict legal sense. It recognizes populations at risk of statelessness that may be restricted from benefiting from the protection and privileges of their host state. Persons identified by the study as stateless or at risk of statelessness include persons from traditionally nomadic migratory communities, former refugees, persons residing in border communities, members of Zongo communities, trafficked persons, and those affected by gaps in previous constitutions. The study also identifies the consequences of statelessness, including lack of access to healthcare, education, justice, and work. The study offers several recommendations to prevent and reduce statelessness in Ghana.

Abstract:
Forced displacement continues to be a major challenge to human security across the globe. According to the United Nations High Commissioner for Refugees (UNHCR), the global population of forcibly displaced people increased by 2.3 million people in 2018, and by the end of the year, more than 70 million individuals were forcibly displaced worldwide (UNHCR 2019a). UNHCR also estimated that, in 2018, 13.6 million people were newly displaced as a result of conflicts and droughts (ibid.). Building on the predicament of global sustainability and the 2030 agenda for sustainable development, the Global Compact on Refugees (GCR) is a framework based on four strategic objectives: to (1) ease pressures on host countries, (2) enhance refugee self-reliance, (3) expand access to third-country solutions, and (4) support conditions in countries of origin for return in safety and dignity (UNHCR 2018; UN General Assembly 2019). The GCR urges the international community to respond comprehensively and innovatively to the plight of refugees, and to make a paradigm shift in global humanitarian aid to emphasize refugee self-reliance and livelihoods. One of the risks of such a nonbinding and thin agreement, however, is that the GCR will give rise to a bureaucratic process that “does not come even close to dependably addressing the operational deficits of the refugee regime” (Hathaway 2019, 594). This article looks closely at the prospects for the GCR in sub-Saharan Africa based on the need to shift from a humanitarian system of “care and maintenance” to comprehensive and effective development responses to refugee crises. It also discusses some of these experiences and best practices to promote a resilience-based development approach. It recognizes that development initiatives implemented or still to be implemented under the normative framework of the GCR and the Comprehensive Refugee Response Framework (CRRF) are subject to a multiyear planning and implementation cycle. Therefore, this article does not intend to evaluate their efficacy or measure progress under the GCR, but rather to identify key challenges and to highlight achievements and promising initiatives in sub-Saharan Africa. It particularly focuses on implementation and rollout of the CRRF in Chad, Djibouti, Ethiopia, Kenya, Rwanda, Somalia, Uganda, and Zambia in Africa.
