Abstract:
In recent years, Xi Jinping has taken China to the “left” politically and economically, but to the “right” with his deeply nationalist narratives at home and a more assertive foreign and security policy abroad. More recently, this has contributed to a slowdown in the Chinese economy and an increase in the level of political and policy reaction against Xi’s anti-market measures. Now, with last month’s Central Economic Work Conference, the Communist Party appears to have now acknowledged a number of Xi’s measures have indeed gone too far, especially as Xi himself seeks to maximize economic stability ahead of his bid for reappointment to another term in office at the 20th Party Congress this November. But whether these corrective measures will be enough to restore economic growth in the short term given the Chinese private sector is now “once bitten, twice shy” is another question altogether. The year 2020 was a devastating one, but also a year of great change and transformation as the world adapted with difficulty to meet challenges largely unprecedented in living memory, and the trends of global power appeared to shift dramatically. And it was a revelatory year — one that pulled the lid off the true extent and meaning of our globalized, interconnected world, revealed dysfunction present in our institutions of national and international governance, and unmasked the real level of structural resentment, rivalry, and risk present in the world’s most critical great power relationship — that between the United States and China. 2020 may well go down in history as a great global inflection point. It is thus worth looking back to examine what happened and why and to reflect on where we may be headed in the decade ahead. The Avoidable War: The Decade of Living Dangerously, the third volume of ASPI’s annual Avoidable War series, does precisely that. It contains selected essays, articles, and speeches by Asia Society and ASPI President the Hon. Kevin Rudd that provide a series of snapshots as events unfolded over the course of 2020 — from the COVID-19 pandemic, through an implosion of multilateral governance, to the impact on China’s domestic political economy. Finally, it concludes with a discussion of the growing challenges the world will face as the escalating contest between the United States and China enters a decisive phase in the 2020s. No matter what strategies the two sides pursue or what events unfold, the tension between the United States and China will grow, and competition will intensify; it is inevitable. The Chinese Communist Party is increasingly confident that by the decade’s end, China’s economy will finally and unambiguously surpass that of the United States as the world’s largest, and this will turbocharge Beijing’s self-confidence, assertiveness, and leverage. Increasingly, this will be a “decade of living dangerously” for us all. War, however, is not inevitable. Rudd argues that it remains possible for the two countries to put in place guardrails that can prevent a catastrophe: a joint framework he calls “managed strategic competition” that would reduce the risk of competition escalating into open conflict.

The Asia Society Policy Institute (ASPI) Notes for the Biden Administration is designed to offer creative and practical ideas for how the United States might re-engage in the Asia Pacific, particularly in the critical first six months of the new administration. The administration will immediately face a range of challenges and opportunities in this important region, including on climate change, public health, and the global economy. President-elect Biden and his team have signaled the need for the United States to lean into and deepen its engagement with friends and allies. This will mean leveraging the Asia Pacific’s multilateral architecture as well as using global forums such as the G20 and international organizations. Trade policy will also figure importantly in any effort to renew and expand America’s engagement. Additionally, the U.S.-China relationship will loom large from the outset. Tensions with China will surely linger, whether in the South China Sea or the Taiwan Strait, complicating the task of establishing a new framework of “managed strategic competition” – a combination of each side's "red lines," continued competition, plus agreement on areas of mutually beneficial cooperation. ASPI Notes for the Biden Administration provides a diverse package of 20 actionable proposals to address specific risks or objectives in reconnecting with the Asia Pacific. These notes carefully reflect the views, perspectives, and expectations of the region itself – a hallmark of ASPI’s approach.

Throughout the recent 18 months of the U.S.-China trade war, which has landed in a “phase one” deal, and awaits the tackling of more difficult economic elements in phase two negotiations, there has been a slow and steady structural shift in the U.S.-China relationship as it continues to head in a more adversarial direction. Against the backdrop of this drift toward confrontation occurring in the absence of any common strategic understanding or high-level diplomatic mechanism to manage the mounting economic, security, and technological tensions into the future, Asia Society Policy Institute President the Hon. Kevin Rudd brings together a series of speeches delivered during 2019 in the collection, The Avoidable War: The Case for Managed Strategic Competition. This volume works to help make sense of where the U.S.-China relationship is heading in the current period of strategic competition, and follows on from Rudd’s 2018 collection, The Avoidable War: Reflections on U.S.-China Relations and the End of Strategic Engagement. In this new volume, Rudd focuses not only on the bilateral relationship, but also on China's domestic politics, economics, and its strategic vision. But on the bilateral relationship, Rudd writes that while there may be a truce of sorts on the trade front during 2020, that will not be the case across the rest of the economic, political, and security relationship. Challenges will continue in areas such as the future of 5G mobile telecommunications infrastructure, the Belt and Road Initiative, Xinjiang, Hong Kong, allegations of Chinese political influence and interference in foreign countries’ internal democratic processes, and China’s increasingly close strategic collaboration with Russia. Militarily, tensions will continue in the East China Sea, the South China Sea, and the wider Indo-Pacific, together with confrontations less visible to the public eye in espionage, cyber, and space. Against this backdrop, and the steady erosion of diplomatic and political capital in the overall relationship, Rudd asserts that the “2020s loom as a decade of living dangerously in the U.S.-China relationship.” The Avoidable War: The Case for Managed Strategic Competition includes six speeches from 2019 covering a range of critical challenges in the U.S.-China relationship, as well as a December 2019 conversation at the Harvard Kennedy School which begins to outline an approach to managing the growing tinderbox of tensions across the spectrum of the bilateral relationship.

2018 REPRESENTED A FUNDAMENTAL STRATEGIC TURNING POINT in the 40-year history of U.S.-China relations. This is not just an American view; it is also the Chinese view. Just as it is my own analytical view based on 40 years of observation of this relationship, going back to the time when I was an undergraduate student at the Australian National University. The nature of this change is that the United States, after 40 years of strategic engagement with China following China’s decision under Deng Xiaoping to pursue a domestic policy shift toward economic reform and opening, has concluded that China is no longer a trustworthy strategic partner. The analytical underpinnings of the period of engagement were that China, having embarked upon a series of economic, social, and some political reforms, was incrementally integrating itself into the American-led international rules-based order. This, in turn, was based on China’s decision in 1978 to abandon its policy of support for communist revolutionary movements around the world. This change followed the abandonment of a decade-plus of political radicalism pursued by Mao during the Cultural Revolution. And it followed, perhaps most significantly, China’s decision to embrace one series after another of market-based economic reforms, beginning with the introduction of price-based incentives in agriculture, then light manufacturing, then the services industry before extending across much of the rest of the Chinese economy. On top of this, the normalization of political relations between the United States and China, from Richard Nixon’s visit in 1972 to formal diplomatic recognition under Jimmy Carter in 1979, led to a sustained period of fundamental strategic realignment between China and the United States against a common strategic adversary in the form of the Soviet Union

NEXT WEEK MARKS THE 216TH ANNIVERSARY of the founding of the West Point Military Academy. Its founding came less than 20 years after the defeat of the British at Yorktown in 1781. It followed the decision by President Thomas Jefferson to establish the United States Military Academy just after his inauguration in 1801. As the world faces a slew of complicated challenges and the international community comes together to select the next UN Secretary General, there is renewed debate about the role of the UN in international affairs. In UN 2030: Rebuilding Order in a Fragmenting World, Asia Society Policy Institute (ASPI) President Kevin Rudd argues that the UN continues to matter. The report makes the case that if the UN fails, falters, or fades away, it would fundamentally erode the stability of an already fragile global order. At the same time, Rudd contends, we tend to take the UN for granted, overlooking the reality that its continued existence is not inevitable. The UN, while not yet broken, is in trouble. The report concludes, however, that the UN is capable of reinventing itself. This requires not one-off reforms but a continual process of reinvention to ensure the institution is responding to the policy challenges of our time.

The future relationship between China and the United States represents one of the great mega-changes and mega-challenges of our age. Unlike other such changes, the consequences of China’s rise are unfolding gradually, sometimes purposefully, but most of the time imperceptibly while the world’s attention is drawn to more dramatic events elsewhere. With the rise of China, we are observing the geopolitical equivalent of the melting of the polar ice caps. Slowly the ice thins, cracks appear and one day a large sheet of ice spectac- ularly peels away. If captured on camera, the world momentarily sits up and pays attention before CNN returns our gaze to the drama of the Islamic State of Iraq and the Levant’s most recent atrocity.
