The European Union and the United Nations Partners in Effective Multilateralism

Abstract
In December 2003, the European Union took a significant step towards articulating a vision of its role and responsibility in building a better world. The European Security Strategy, 'A secure Europe in a better world', presents a compelling argument for an international order based on effective multilateralism. It sets out the components of this as a stronger international society, well functioning international institutions and a rule-based international order. And it powerfully reaffirms the EU's commitment to strengthening the United Nations, and to equipping it to fulfil its responsibililties and to act effectively.
