Overview of Civil Society Participation in Regional and Sub-Regional Processes: The Case of Latin America and the Caribbean

Abstract
The following paper presents the current landscape of civil society participation in regional security policy-making bodies in Latin America and the Caribbean (LAC). It highlights the achievements made in civil society (CS)-government/regional mechanisms partnerships as well as the areas of concern that still remain to be addressed.
The second part of the paper offers readers a conceptual view of the processes and agreements passed by the Organisation of American States (OAS) and the Caribbean Community (CARICOM) that recognize the importance of civil society involvement in areas of human security and development, and solidify the commitment of these organizations towards actively pursuing concrete partnerships and areas of joint engagement.
The paper serves as a background reading to the Latin America/Caribbean Security Networks Symposium hosted by the GFN-SSR in Jamaica on the 20th and 21st of April 2004. It gives a current overview of civil society approaches toward the regional peace and security agenda and provides the aims, objectives and envisioned outputs of the Symposium.
