The Finnish Border Security Concept

Abstract

The substance of this workshop is very topical indeed. Border security as a part of internal security has become increasingly important for several reasons. Following the entry into force of the Amsterdam Treaty, the Schengen co-operation has become a part of the EU Justice and Home Affairs co-operation. Therefore, the majority of external border security requirements are now under the competence of the EU. It is also an area where lot of improvement and new and deeper co-operation among the EU countries is going on. Therefore it is also one of the most difficult areas to fulfil for the Candidate Countries running for EU membership. Due to the 11th of September incidents in the USA, the importance of possessing a functional border security system has increased again. In this brief presentation I will describe the Finnish border security solution, why it is what it is and the areas of the system needing improvement. I also try to draw some basic principles or success factors necessary for effective national border security system aiming to be a member of the EU system in the future.
